President Donald Trump has further backed away from his claim of having 'total' authority on when to reopen the country, and told Americans Thursday he would 'allow' governors to reopen at their discretion.
'To preserve the health of our citizens we must also preserve the health and functioning of our economy,' Trump said at the White House.
Even as deaths and infections in the nation continued to rise, the president declared the nation in the 'process' of winning the war against the coronavirus, and announced the new phased return toward normalcy.
He said states would make decisions on when to reopen, a turnaround from what he said on Monday.
The Trump administration's 2017 National Security Strategy differed markedly from that of its predecessor. The greatest difference was a shift in focus, now concentrated more heavily on competing with China and Russia.
Perhaps the most pronounced change came in the view of China. The Obama administration's final 2015 National Security Strategy had set the goal of a "rise of a stable, peaceful, and prosperous China." That goal was deep-sixed in the new administration's strategy.
Another key difference: the new strategy articulated a more direct link between America's security and its economic prosperity.
Reviews of the strategy focused on these novelties and were largely favorable. Little noticed was the prominence given in the strategy to the threat from pandemics.

In addition, the USS America amphibious assault ship is currently underway in the Pacific and embarked with F-35B strike fighters.

UNITED NATIONS (Reuters) - Hundreds of thousands of children could die this year due to the global economic downturn sparked by the coronavirus pandemic and tens of millions more could fall into extreme poverty as a result of the crisis, the United Nations warned on Thursday.
The world body also said in a risk report that nearly 369 million children across 143 countries who normally rely on school meals for a reliable source of daily nutrition have now been forced to look elsewhere.
"We must act now on each of these threats to our children," U.N. Secretary-General Antonio Guterres said. "Leaders must do everything in their power to cushion the impact of the pandemic. What started as a public health emergency has snowballed into a formidable test for the global promise to leave no one behind."

BEIJING (Xinhua): China has not seen and will not see large-scale withdrawal of foreign investment despite the coronavirus impact on foreign businesses in China, the Ministry of Commerce (MOC) said Thursday (April 16).
Foreign firms are still bullish on China, and their confidence and determination in long-term business development in China have not changed, said MOC spokesperson Gao Feng.
No country can arbitrarily change the global supply chains, said Gao, adding that currently, globalisation has been met with undertow, but the overall trend will not change.

New restrictions on China's exports that were designed for quality control are instead delaying medical supply shipments to the United States, the Wall Street Journal reported Thursday, as the U.S. fights to control the world's largest coronavirus outbreak and healthcare workers face shortages of the supplies.

Face masks and coronavirus tests are among the goods being held up, the WSJ reported, citing an obtained U.S. State Department memo and businesses.
Among the companies impacted: 3M, Cellex, Inc., Emory Healthcare, General Electric, Owens & Minor Inc. and PerkinElmer, Inc., according to the WSJ.
China's new export restrictions were implemented in April, and require goods to be certified by the country's National Medical Products Administration as a stamp of quality control, and requires some products, such as masks, to be checked multiple times.
Some companies were able to get products shipped following negotiations with the Chinese government, while others remain in limbo, the WSJ reported.

Despite his saber-rattling, Trump's pullback actually helps Beijing in its new, inside-baseball strategy to build influence.
President Donald Trump has decided to halt U.S. funding for the World Health Organization, accusing it of kowtowing to China in the early stages of the coronavirus pandemic by applauding the Chinese government's "transparency" and uncritically accepting Beijing's assertions, such as that the virus was not transmissible between humans. The WHO, Trump said, has become "very China-centric."
It might be easy to dismiss this move as trademark Trumpian blame deflection or saber-rattling or shortsighted isolationism. But for people who've been watching China's growing activism in the United Nations closely, the WHO's deference to China is no surprise. In fact, it's just the exposed tip of a dangerous iceberg — and Trump is careening straight toward it.
Beijing's leverage over the WHO cannot be understood independently of a much longer and broader campaign, one that aims to bend the arc of global governance toward a more illiberal orientation that privileges the interests of authoritarian actors.
WNU Editor: Being a former employee of the UN, I find it astounding on how China has positioned itself in the past two decades to hold key positions within the U.N. bureaucracy and its agencies, and/or to have its allies in those positions. In the past a country's influence within the the UN was determined by its financial contribution. The U.S was always the biggest contributor (it still is), and it derived its influence from that commitment. No more now. Speaking on French radio, Macron said US President Donald Trump, UK Prime Minister Boris Johnson, and Chinese premier Xi Jinping had all confirmed they would sign up to a global ceasefire.

A third of the nearly 2,000 sailors who were aboard France's aircraft carrier and support craft when a coronavirus outbreak occurred at sea have tested positive for the virus, the defence ministry said on Wednesday.
With two-thirds of test results in, 668 sailors from the Charles-de-Gaulle and escort vessels in its battle group are confirmed to have the virus, it said.
Thirty-one were being treated in hospital, and one was in intensive care, a ministry statement said.

Russia has so far not dropped plans to hold a massive parade with thousands of troops marching through Red Square on May 9, despite a national lockdown over the coronavirus pandemic and a ban on large public events.

TORONTO -- Some of North America's largest meat producers have been forced to close their plants or reduce production amid the spread of the novel coronavirus, prompting industry leaders to warn of "immediate and drastic" effects on Canada's supply chain.
Beef processing capabilities have been reduced at a number of facilities in Canada and the U.S., including a temporary reduction at a Cargill meat plant in High River, Alta., where dozens of employees have tested positive for COVID-19.
"This single facility represents just over one-third of Canada's total processing capability, so the impacts to the Canadian beef industry are expected to be immediate and drastic," Michelle McMullen, communications manager at the Canadian Cattlemen's Association (CCA), told CTVNews.ca by email Monday.

Do you play any sports?
Not anymore. I was an avid(enthusiastic) swimmer as a child, but I gave that up after high school, as it was quite time-consuming. As I'm not a big sports fan, I don’t really have one. However, I think I may like Cristiano Ronaldo. Although I don’t know anything about him or his athletic abilities, I think I’ve always been drawn to him (attracted to) because of his looks.
What kinds of sports would you like to try in the future?
I'm really intrigued by soccer. I think it's something that can really connect people, as well as is good cardiovascular and coordination activity. Actually, I wish I had gotten into it as a child. I think it would be interesting to join a league in my city.
Do you do any physical exercise?
You could call me a couch potato (a lazy person who sits on the sofa a lot. "Couch" is another word for sofa). I'm naturally thin without any exercise, so I'm quite lazy when it comes to exercise. I do go for mountain hikes, but I should definitely do more to gain muscle.
Do young people in your country like to do exercise?
Gyms are not very popular in my country because of the cost, but I would say that people get their fair share of exercise everyday because of the hills in the city. Many people climb a mountain to their home every single day! I used to live in a house that was unreachable by car and a total of 200 stairs to get there!
Do you think people are keen on doing physical activity? Why?
Well, I think they are quite accustomed to it. I don't think they would be too keen on going to the gym, but they really enjoy going on mountain hikes. Since our religion is based upon the Mother Earth and the Mountain Gods, these treks are a spiritual journey.

In 1970, about a quarter of the household income was spent on mortgage payments, whereas by 2004, this doubled to account for half of all expenditure. The 1970 family spent only one per cent of income on childcarc, while the 2004 family allocated ten times more of the budget to this.
Expenditure on entertainment remained the same at 13%, but the percentage spent on food halved from 25% to 12%; and 8% less of the total income was taken up by transport costs in 2004 (only 5%). Clothing costs consumed more of the budget in 1970, at 22%, but this fell to only 10% in 2004.

Task 2 Model Answer
Imprisonment has long been the most popular form of punishment for criminals in society, but many also believe that rehabilitation should take the form of psychological treatment.
Those in favour of long-term imprisonment argue that criminals are not fit to live alongside normal members of society. The obvious reason for this is that they represent a danger to others' personal safety, and it is true that society would not tolerate violent criminals living in its midst. The thinking behind imprisonment is to take away prisoners' rights to individual freedom: this is their punishment. In addition, it is thought that prisoners use their time in prison to reflect on and consider their illegal behaviour, hopefully regretting and feeling remorseful about their crimes.
However, some people argue that prisons are not the best place for all criminals. Advocates for psychological rehabilitation believe that psychological therapy may be a better alternative to imprisonment for some offenders. Psychological therapy may address the root causes of the criminal behaviour and offer strategies and possibilities for change in the future. This approach may be more successful in preventing reoffending in the long run because it does not assume the same solution (that is, prison) works for all.
On the whole, I believe prison definitely has its place as a form of punishment, as no one would wish to live in fear of violent crime, and criminals need to be removed from society for this reason. However, I think a combined approach which has a strong focus on psychological treatment is essential in addressing the core causes of crime, as prison alone offers no hope for future change and eventually, almost all criminals are released back into society.
Some believe buildings should be built in a way that serves their purpose rather than just look beautiful. Others, however, say buildings should represent art too. Discuss both views and give your own opinion.

There are a lot of examples in the world regarding buildings that are artistically rich as well as sturdy in their construction. The Florence Cathedral in Italy, the Taj Mahal in India, the palace of Westminster in England are renowned examples of cultural symbols and works of art in the field of architecture, along with being sufficiently equipped to serve the primary cause of their establishment. These buildings are many decades old but are still standing strong and for this reason they are famous worldwide. Therefore we can say that building any structure with both purpose and art is not rare.
On the contrary, the world has also seen many architectural disasters that were caused due to poor planning and construction, even though they were intended to be assembly of artwork. A near-accurate guess can be that the architects put so much emphasis on the appearance of the building that they neglected the other important features that need to be well thought-out as well. The Leaning Tower of Pisa is a stark example of how the foundations of the building weren't paid adequate attention, resulting that the building couldn't hold up its own weight. Many such buildings have suffered collapses due to serious miscalculations in the architectural planning. These illustrations make us wonder whether appearance should totally be sidelined for structural stability of any building.
In my view, I feel a building should be a combination of style and stability. The primary purpose of a building and the appearance both should be kept in mind while planning and equal weight age should be given to both.

It proves impossible for a country to provide entry to tertiary education for all young people. The first reason is the prohibitive tuition fees and the inability to afford them of the majority of youths. College or university undergraduates are supposed to learn from experiments, purchase costly materials during a term, let alone other field trips if one majors in practical fields of study like engineering or medical. All of these plus the fact that many students from rural areas find it tough to meet only the annual tuition fees, especially in poverty-stricken countries. This leads to the second reason in which I mean government have other priorities such as universal education, healthcare system to invest in.
It also does not seem useful for the whole country once the state wish to accommodate the youth with higher education. This is primarily because there is no guarantee that students will become successful and contribute to the well-being of their nation after finishing their education. There are the cases when distinguished graduates fail to secure a decent job and thus become unemployed, exacerbating the burden on society as a consequence. Even worse, some are likely to slack off with their studies or even drop out of school as they either take higher education for granted or find no motivation in furthering their knowledge, given the thought that tertiary education is subsidized or free of charge.
In conclusion, it’s my firm belief that not only it is neither possible nor useful for a country to provide university places for a high proportion of young people

There has been a difference of opinions regarding the accessibility of tertiary education to the majority of young people. In my view, dispensing university educational services on such a large scale brings about no practical values to society, and also, it is rather unfeasible to carry out this policy.
First, widespread entry into university does not seem really useful to a country since the government need to take the needs of both the youth and the economy into consideration. In many countries, especially Germany, vocational training has gained more popularity among young people because it enhances employment opportunities as well as job security upon completion. Furthermore, if everyone could gain admittance to college, it would lead to imbalances in workforce that would greatly damage economic structure. It is because there is little chance that university graduates would choose blue-collar jobs such as working in factories.
Second, I think that it is impossible to provide almost all young people with access to tertiary education. In Vietnam, the demand for entering college never ceases to grow at a rapid rate. This puts the government in a dilemma of whether they should risk allocating their resources and therefore face the possibility of bankruptcy due to exorbitant education costs in many financially dependent universities, like Foreign Trade University or National Economics University. On top of that, it is simply unrealistic for universities to accommodate such a suddenly increased number of students on campus, not to mention the fact that most departments are currently short-staffed.
In conclusion, I strongly oppose the idea of supplying entry to a high proportion of young people owing to the presented arguments above.

It is sometimes argued that providing tertiary education for a massive number of youngsters is both impossible and not essential. I totally agree with this view.
On the one hand, that most young people can enter university is not feasible, especially in developing nations. Firstly, personal financial difficulties may prevent any high school leavers from continuing university education. Tuition fees at this level in several countries are extremely high, so not all the young and their families can afford. A telling example is England where charges a high university fee, leading to a quite low university attendant number in comparison with German whose university system is free of charge. Secondly, educational facilities and infrastructure to secure that a high proportion of young people can have tertiary placement require an enormous investment from the government. Unfortunately, some poor nations have to prioritize basic needs such as food or healthcare for their citizens, so education is not sufficiently subsidized for a high percentage of the young.
On the other hand, it is also detrimental to bestow university education on most youngsters. The initial reason is that this policy can lead to the dearth of manual workers. Because young generations would be all equipped with professional knowledge and skills if this policy were implemented, the higher proportion of them study university, the lower will work for some menial positions. In conclusion, I believe that it is not only unpractical but also not vital to provide tertiary education places for too many youngsters.

To state the (often unappreciated) obvious, Covid-19 infections aren't uniformly distributed throughout the country. Spatial distribution varies across states and, more importantly, across districts. Governance, even if Covid-19 hadn't occurred, needed decentralisation to districts and, further down, to local bodies. Based on objective and dynamic criteria, the health ministry has classified districts into three zones: red (170 districts, where the entire district is a hotspot, or a cluster within the district is a hotspot), orange (207 districts, where there may still be a cluster), and green (completely non-infected districts). Since the criteria are dynamic, a district will hopefully graduate from red to orange, or from orange to green. Cause and Effect To cite a state-level example, Sikkim has not had a single Covid-19 case. One can debate the efficacy of lockdown. For instance, Sweden performs rather well on Covid-19-related indicators, despite no lockdown. A lockdown has economic costs. As a counterfactual, suppose India had clamped down on all migration from the rest of the world in December 2019. Would one have recommended lockdown for India? Obviously not. 75189524The virus was imported from the 'rest of the world'. Within the country, transmission has originated in cities. If Sikkim can contain imports of the virus from the rest of India, why subject it to economic costs of lockdown? States aren't the right unit. Neither are districts. The right unit of identification is clusters within districts. For instance, Delhi has had a large number of infections. But northwest and northeast Delhi have clearly fared better than other districts. At one end of the spectrum, we needn't have had a lockdown at all. With the trait of violating government-set norms and not exercising self-discipline, there would have been a large number of infections, although many of these (perhaps, around two-thirds) would have been asymptomatic. A lower number would have required hospitalisation (not more than one-third), and fatalities would certainly not have been as high as some alarmist numbers suggest. In a recent ranking conducted by some researchers, compared to several countries, India scores high on a stringency index, designed to gauge government response to the epidemic. At the other end of the spectrum, we could have contained with a prolonged lockdown, till whenever the long tail of the distribution disappears, beyond September 2020. Neither end of the spectrum is desirable. That's what is sought to be done after April 20. The onus is on states and local governments, as it should be. Yes, states and local governments vary in capacity, and will vary in how efficiently they handle Covid-19. Ideally, one wishes for a red to orange, and orange to green shift. However, in a perverse and dynamic world, in a few instances, a reverse spectrum shift is also possible. But there are some states and district administrations that have reacted quite efficiently. To contain transmission, there have to be restrictions on rail and air travel, inter-district and inter-state labour movements, and public gatherings. The home ministry has announced a template of permitted activities - agricultural and allied work, financial sector activity, Mahatma Gandhi National Rural Employment Guarantee Act scheme work, activity involving public utilities, essential goods, commercial and private establishments, industries and industrial establishments and construction. Benefit of Disassociation This is a minimum template, and states are free to introduce more stringent restrictions, as long as the minimum is adhered to. The media have highlighted the government guidelines' focus on the rural sector. This isn't merely because of rabi harvesting or the plight of returning migrant workers. Beyond April 20, we have a graded exit from the lockdown because livelihoods, and not just lives, are at stake. Naturally, growth (GDP, as well as employment) revival requires efficient labour markets and migration. Ever since all of humanity moved out of Africa, migration has been linked to productivity increases and prosperity. The word 'manufacturing' has the same etymology as 'manual', implying 'made by hand'. Despite capital and technology, we still need labour. The present graded exit is inevitably constrained because of restrictions on labour movements. In different degrees, all the activities mentioned require labour. That use of labour will be restricted to whatever is available locally, and within the district. To that extent, gains are limited. But it is a dynamic process. Unfortunately, Covid-19 spread because of human-to human transmission. Ergo, human-to human interactions must be restricted. To do otherwise, to use the word colloquially, would be bats. The government is likely to provide income tax and GST refunds to large companies, to ensure additional liquidity during the Covid-19 crisis induced lockdown. Government officials said the amount is expected to be much higher than the Rs 18,000 crore in refunds being issued to small taxpayers currently."Large cases (of refunds) will be dealt with after a week or 10 days, by which we will have issued refunds to small taxpayers," said one official. He added that although about 93% of all refund cases were of small taxpayers, the outgo is small, but in case of large companies it will be higher."We are trying to process them as soon as possible, which will also provide some liquidity to industry," the official added.The government said on April 8 that it will issue Rs 18,000 crore in refunds of up to Rs 5 lakh each to taxpayers to ease the funding crunch being faced by many taxpayers. 75188357The Central Board of Direct Taxes has issued refunds worth Rs 4,250 crore to about 1.02 million taxpayers within a week of the announcement.An equal amount will be issued shortly, taking the total amount to Rs 8,000- Rs 8,500 crore.The government has also expedited refunds under the goods and services tax (GST) and customs, with priority given to micro, small and medium enterprises that have been hit the hardest due to the lockdown.Industry had sought early issuance of refunds even if in excess of Rs 5 lakh since they need immediate funds in view of the lockdown being extended to May 3.

Mumbai: Tata Steel is seeking a 45-day delay in payments to vendors, citing the Covid-19 lockdown and assuring them that they will be paid once the crisis is over."To ensure business continuity, we are compelled to seek an increase of payment terms of our vendor partners by 45 days over and above the prevailing payment terms," it said in a letter. "We do realise that this will have an impact on our vendor partners, but wish to assure you that we will try and revert to normal business as soon as the situation allows and all due payments will be made good." ET has seen a copy of the letter.Tata Steel told ET it had built a relationship based on trust and transparency with various stakeholders and that these were unprecedented times that needed a collaborative approach.Raw Material Supply HitThe 40-day national lockdown, scheduled to end May 3, has hit the production of steel, with Tata Steel temporarily closing its downstream units in Maharashtra and Uttar Pradesh. Mumbai: Auto companies are set to cut salaries as they seek to reduce costs with the Covid-19 lockdown having worsened already bleak prospects, said people with knowledge of the matter, adding that they are trying to avoid sacking people.Two-wheeler makers Bajaj Auto and TVS Motor have already resolved to cut salaries, at least temporarily. Commercial vehicle makers such as Ashok Leyland and Tata Motors, the hardest hit in FY20, may also do so shortly, said the people cited above. Bajaj Auto MD Rajiv Bajaj has said he won't be getting a salary through the lockdown period. Apollo Tyres CMD Onkar Kanwar and vice chairman Neeraj Kanwar will take a 25% salary cut in FY21. TVS Motor Co's top management is also expected to take a pay cut in FY21. "Our managing director has taken the lead and decided that should this be implemented; he will not be taking any pay during this period."The lockdown and the slump that preceded it that has been hard on the ecosystem of employees, dealers, distributors, contract workers, vendors, truckers and other partner agencies, said Bajaj Auto executive director Rakesh Sharma. Moreover, the situation is expected to remain difficult for some time."So we are formulating a range of initiatives to cut costs and remain viable without damaging the core even during this period," he said. "There is definitely a likelihood of pay cut for the period of lockdown. We are reviewing the situation frequently and will finalise the quantum and timelines for payment in due course."Bajaj Auto has said it's not looking to lay off employees for the moment and that the pay reduction will be balanced, measured and graded. It will review the situation on a daily basis.Chennai-based Ashok Leyland is close to announcing a wage cut across the board. A company spokesperson declined to comment on internal matters. Tata Motors declined to comment. However, people aware of the matter said that company hasn't taken a final decision on the matter.Some vehicle makers such as Hero MotoCorp and Eicher Motors deferred payments to vendors, underlining the liquidity challenges that may emerge. However, Hero MotoCorp subsequently decided against such a move.Most auto component makers have paid March salaries but with April being a complete washout, many may struggle. Besides Apollo Tyres, the likes of Exide Industries have already announced pay cuts to manage cash flow challenges.While the company will protect management jobs during the crisis, a 15-30% pay cut at selected upper levels will be taken todeal with the unprecedented crisis, according to an internal circular issued by MD and CEO Gautam Chatterjee. This may be reviewed at the end of the first quarter.Sources at Mahindra & Mahindra said the company is trying to cut costs in areas such as travel, infrastructure and capital expenditure, which are major costs for manufacturing companies as compared with the salary bill, which is relatively less. Pay cuts may be the last option, they said. Mahindra is insulated to an extent due to its tractor business and the prediction of a normal monsoon, said one of the persons. FMCG companies are expected to report decent growth in March quarter revenue and profit despite uncertainty over the coronavirus pandemic as most of they have managed to ensure business continuity via e-commerce players.However, sagging rural demand is likely to trim growth and brokerages are largely projecting single-digit topline expansion for the Indian consumer universe."We expect companies under our coverage to register 5.5 per cent growth in revenue, 10.9 per cent expansion in Ebitda and 10 per cent rise in PAT in March quarter. Given the slower recovery in the economy, urban demand is likely to remain stable led by alternate channels such as modern trade and e-commerce. However, sagging rural demand and liquidity squeeze will continue to have an impact," Centrum Broking said in a note.Consumer stocks have fared comparatively better than others in 2020 till now, with some of them even trading near all-time highs. Nifty FMCG Index is down just 5.4 per cent against about 26 per cent year-to-date decline in Nifty and Sensex.HUL is the biggest gainer in the pack, up 21 per cent, followed by Nestle India which has risen 12 per cent. Nonetheless, there would be some impact on Q4 numbers due to the lockdown.Panic buying ahead of the lockdown and a surge in demand for personal hygiene products due to coronavirus may however cushion the negative impact to some extent."Consumer staples companies will face a limited impact compared with those manufacturing non-essentials due to higher demand for personal hygiene products such as sanitisers, soaps, hand wash and homecare products. Also, there was panic buying of essential products such as pulses, detergents, biscuits, packaged foods and dishwashing products, which should offer some cushion," Sharekhan said in a note.Companies like Hindustan Unilever, Britannia Industries, Colgate-Palmolive India and Dabur India will clock 2-4% revenue growth (volume growth to be in low single digit) year-on-year, it said.Centrum said the pandemic would have moderate impact on consumer companies due to a change in consumer behaviour, increased demand for health, hygiene and wellness products, and preference for value-for-money products, Centrum said.

Key North Sea crude swaps are trading more than $6 a barrel below the headline Brent futures price of about $28 -- the biggest discount in almost a decade. The critically important Dated Brent benchmark that shapes the price of millions of barrels of crude was assessed by S&P Global Platts at $18.08 on Wednesday. NEW DELHI: India's phone exports for FY19-20 stood at 3.6 crore units, or more than double the previous year's 1.7 crore units, according to data released by ministry of commerce on Wednesday."We have attracted interest from companies such global giant Samsung and Chinese OEMs in the mobile phone segment coupled with the right set of incentives for them," said Faisal Kawoosa, founder and chief analyst, TechArc."The mass domestic market, which was underpenetrated for long, has provided an opportunity to these players to address local demand as well as set-up base here," he added.In terms of value, the on-year growth in exports last fiscal year ended March 31 was 91% with India exporting devices worth Rs 21,000 crore. Exports have surged from 20 lakh units in FY16-17.Correspondingly, imports in the category last FY plunged 81% to 20 lakh from 2.6 crore in the previous fiscal. Phone imports have fallen from 7.5 crore units in FY16-17.The data is mentioned under the category 'Telephones for cellular or for other wireless networks' which includes feature phones, smartphones, and phone assembly parts as well as other components such as chargers. Almost 90% of this number accounts for finished devices, analysts said.India's local production has been increasing with sops for local manufacturing encouraging the likes of Apple, Xiaomi, Oppo, Vivo, OnePlus, Realme and Samsung to either up up or expand local manufacturing in India, and also export from the world's second largest smartphone market.The industry has largely benefited from the 'Make in India' initiative by the government- the most effective being the Merchandise Export Incentive Scheme (MEIS). Under MEIS, the government provides duty benefits of upto 4% depending on exported product and country. Rewards under the scheme are payable as percentage of realized free-on-board value and, MEIS duty credit scrip can be transferred to the company for working capital needs or used for payment of various duties such as basic customs duty. This incentive will be increased to between 4% and 6%, applicable from August 1 this year, under the new production-linked incentive which has a budgetary outlay of Rs 41,000 crore, according to the government. And most employers reckon the change is manageable.From April 20, offices that are allowed to open will have to ensure every employee wears a face mask, no employee is closer than 6 feet from another, that there are no meetings of 10 people or more, that lunch breaks are staggered so that all employees don't gather at the same point at the same time, that employees work in shifts and that there is an hour's gap between shifts. IT/ITES offices have been told to work at 50% staff capacity. That's not all. The guidelines say use of staircases should be encouraged, and in case of lifts, no more than 2-4 people (depending on the size) should be allowed at a time.Part of New Normal: HR HeadsThose with children below 5 years of age and those aged above 65 should be encouraged to work from home, the guidelines say.There are strict rules on providing adequate hand sanitizers, preferably touch-free ones, and on mandatory thermal screening. Employees who need transportation must be ferried in vehicles that do not use more than 30-40% of seating capacity, the rules mandate.All workplaces have to keep a list of Covid hospitals nearby, and all employers are to encourage staff to use the Aarogya Setu app. No "non-essential" visitors allowed in offices, no consumption of tobacco products, and a big no-no on spitting – those are among the other rules.District magistrates will enforce these rules through fines and penal action prescribed in the Disaster Management Act 2005.India Inc's HR heads seemed to think this will be the new normal for a long time to come. Some of these rules are already in place, they said.Most companies are okay with the 50% staff rule. A senior official at an IT major said his company were unlikely to go beyond 30% staff strength. This firm had also reduced the number of people travelling in office cabs, arranged for box lunches to allow eating at desks, and restricted use of lifts.At Axis Bank, HR head Rajkamal Vempati said: "People who are working out of the home are doing so, and those in branches are coming in on a rotation basis. Sanitisation is happening on a periodic basis. For specific operations, such as back-end processing and IT, we have already been arranging for transport for workers. We will ensure that they work at the mentioned capacity," she said.
