Experts Believe That The Russian Blast Involved A Nuclear-Powered Missile

Reuters: U.S.-based experts suspect Russia blast involved nuclear-powered missile

WASHINGTON (Reuters) - U.S.-based nuclear experts said on Friday they suspected an accidental blast and radiation release in northern Russia this week occurred during the testing of a nuclear-powered cruise missile vaunted by President Vladimir Putin last year.

The Russian Ministry of Defense, quoted by state-run news outlets, said that two people died and six were injured on Thursday in an explosion of what it called a liquid propellant rocket engine. No dangerous substances were released, it said. Russia's state nuclear agency Rosatom said early on Saturday that five of its staff members died.

A spokeswoman for Severodvinsk, a city of 185,000 near the test site in the Arkhangelsk region, was quoted in a statement on the municipal website as saying that a "short-term" spike in background radiation was recorded at noon Thursday. The statement was not on the site on Friday.

The Russian Embassy did not immediately respond for comment.

CNN: Southwest pilot flew his Vietnam veteran father's remains back to the place where he last saw him 52 years ago

Bryan Knight was 5 years old when he said goodbye to his father at an airport in Dallas, Texas, just before he was sent off to the Vietnam War.

That was the last time he saw his father.

A few months later, US Air Force Maj. Roy A. Knight Jr., 36, went missing in action on May 19, 1967. The pilot was leading a flight of two A-1E Skyraider aircraft on a strike mission over northern Laos when his aircraft was shot down by anti-aircraft fire.

DW: US threatens to withdraw troops from Germany

The US says it might pull out some troops from Germany amid rifts over a naval mission in the Persian Gulf and defense spending. The remarks from the US ambassador come ahead of two presidential trips to Europe.

The United States is considering withdrawing some of the US troops stationed in Germany, with Poland mooted as a possible new deployment, the US ambassador to Germany has said.

The threat of withdrawal comes amid ongoing differences between Berlin and Washington over Germany's contribution to NATO and a current spat caused by the German refusal to take part in a US-led naval mission in the Persian Gulf.

'Not thrilled' with strong dollar, president tweets

President Donald Trump on Thursday took a step closer to sparking a currency war in the escalating conflict with China, saying he is not happy with the strong US dollar.

Trump has pursued a policy of maximum pressure, including subjecting all Chinese goods to punitive tariffs as of September 1, and accusing Beijing of manipulating its currency to gain a competitive edge.

Reuters: Thousands protest in Indian Kashmir over new status despite clampdown

SRINAGAR (Reuters) - Indian police used tear gas and pellets to fight back at least 10,000 people protesting Delhi's withdrawal of special rights for Muslim-majority Jammu and Kashmir state in its main city of Srinagar on Friday, a police official and two witnesses said.

The demonstration soon after Friday prayers was the largest since authorities locked down the revolt-torn region five days ago, cutting off telephone and internet services and detaining more than 500 political and separatist leaders.

Seeking to tighten its grip on the region also claimed by neighboring Pakistan, India this week scrapped Jammu and Kashmir's right to frame its own laws and allowed non-residents to buy property there.

The Hill: New Pentagon report blames Trump troop withdrawal for ISIS surge in Iraq and Syria

A new report released by the Department of Defense this week revealed that the Islamic State in Iraq and Syria (ISIS) has been emboldened by the partial removal of U.S. troops from Syria and policy shifts in Iraq.

The report, released by the Pentagon's inspector general, details how the drawdown of U.S. troops has forced the Trump administration to rely on third-party monitoring of some areas, including a refugee camp set up by U.S.-backed forces.

The scaling back of U.S. forces, the report continued, has allowed ISIS forces in the area to recruit new members and grow their forces without U.S. interference.

Beijing and Moscow don't even have to pretend the liberal world order is a speed-bump in their joint ventures. Both happily engage with the world's most odious regimes, from Syria to Venezuela. And, of course, neither has any compunction about playing dirty when it serves their interests.

So, now everybody wants to be Bismarck. They see themselves shaping history by artfully moving big pieces on the geostrategic chessboard. And one gambit they just can't resist is moving to snip the growing bonds of Sino-Russian cooperation.

My advice to them: Just stop.

Fears of an allied China and Russia running amok around the world are overblown. Indeed, there is so much friction between these "friends," any attempt to team up would likely give both countries heat rash.

WNU Editor: The current Russia - China relationship is primarily based on economics. Military and political cooperation is playing a role, but these are junior issues when it comes to trade and economic cooperation. As long as both sides feel that they are benefiting from this cooperation, they will continue to deal with each other. But Russia's long term focus is with Europe, not China. This Russian focus on Europe is based on culture and history, and once sanctions and political tensions are gone, and they will be gone one day, my prediction is that China will not be a priority for the Kremlin.

Ben: You wrote in a post today that China's weakening of its currency reduces the cost of U.S. exports, which makes Chinese goods less expensive for American consumers. On the flip side, it makes American goods pricier and less appealing to foreign buyers. Does it seem to you that the hit to U.S. manufacturers is why the stock market is freaking out today (it closed down 767 points), or is it more because this latest move indicates that China isn't backing down an inch?

Josh: It's not specifically the hit to U.S. manufacturers. The outlook for them is mixed — some will benefit from protection from the tariff when selling to the domestic market (the weaker yuan offsets the tariff cost only partially), and for others that will be offset by greater difficulty exporting goods and by overall economic weakness.

But the escalating trade war is bad for a variety of other U.S. industries. It's bad for companies, like retailers that buy Chinese goods — they may not be able to pass the whole tariff cost on to consumers, and consumers may buy less because prices go up and the economy is weaker.

President Donald Trump said Friday he received another 'beautiful' letter from North Korean dictator Kim Jong-un that was hand-delivered straight from the hermetic regime to his office.

Trump also called the letter 'personal' and 'very positive' said it was delivered in the 'old fashioned' way to avoid leaks.

'It wasn't touched by anybody,' Trump said, describing how he got the detailed writings of Kim. 'They literally take it from North Korea to my office. We have a system,' he said.

Trump said that Kim, who he has met for summit meetings in Singapore and Vietnam, expressed his displeasure with U.S.-South Korean military exercises.

He would divulge much about the details, telling reporters on the South Lawn of the White House: 'I'd love to give it to you I really would.

Japan Today: Nagasaki observes 74th anniversary of A-bombing

Nagasaki marked the 74th anniversary Friday of the U.S. atomic bombing of the city in World War II, with Mayor Tomihisa Taue calling at the annual memorial ceremony on the Japanese government to immediately sign a U.N. treaty banning nuclear weapons.

"As the only country in the world to have experienced the devastation caused by nuclear weapons, Japan must sign and ratify the Treaty on the Prohibition of Nuclear Weapons as soon as possible," Taue said in the annual declaration.

The mayor had urged the central government to sign the international treaty at the two previous annual ceremonies, but this year he used a stronger and more direct expression.

The treaty was adopted in July 2017 by 122 U.N. members but is not yet in force as it has not been ratified by the required 50 states. Japan has refused to sign the treaty along with other countries under the U.S. nuclear umbrella, as have the world's nuclear weapons states.

The launcher could allow everything from amphibious assault ships to logistics ships to carry the Navy's most potent surface-launched missiles.

The folks over at BAE Systems have come up with a fairly novel way to give any ship with some deck space Mark 41 vertical launch system (VLS)-like capability without having to make huge alterations to the guts of the ship, which in many cases wouldn't even be possible. Dubbed aptly the Adaptive Deck Launcher (ADL), the system provides four cells positioned at an angle that can accommodate the same all-up missile canisters used by standard Mark 41 vertical launch systems like those found on the U.S. Navy's cruisers and destroyers, as well as many allied surface combatants.

On Monday, a fire erupted at a military depot located near the Siberian city of Achinsk, which caused multiple explosions and left 12 people injured.

At least five people have been injured in a new explosion at a military ammunition depot near Achinsk, the Krasnoyarsk Region in Russia, emergency services said.

Per a press release, a projectile went off during maintenance works aimed at demining and neutralasing the consequences of the emergency in Kamenka.

Ambulances covered in protective film have today been seen transporting six Russians who suffered serious radiation poisoning in a mysterious military accident.

Alarming footage also shows men in protective clothing loading casualties into the vehicles ahead of their transfer for treatment at Burnasyan Federal Medical Biophysical Centre in Moscow.

Earlier the clothes of the victims and the medics who first treated them were destroyed, it was reported.

It comes after two were killed and six injured in a blast at the Nyonoksa weapons testing site in the sub-Arctic Arkhangelsk region yesterday. Moscow has thrown a veil of secrecy over the incident.

Russia's annual Army Games is back and bigger than ever. The games, which pit the armed forces of (largely totalitarian) countries against one another in staged military exercises, are in their fifth year. Thirty countries are taking part in the games, which for the first time are taking place in locations outside of Russia including Iran, India, and China.

This year's games pack more than 30 competitions, including the popular tank biathalon, a sniper competition, Aviadarts fighter and helicopter games, bridgelaying exercises, and even a field kitchen exercise that involves baking bread. The games typically feature some fairly realistic competitions, where soldiers, sailors, and airmen are graded on their ability to skillfully complete tasks in a set amount of time.

SCMP: Another sea trial for China's first home-grown aircraft carrier 'suggests technical problems'

* Type 001A heads out for more testing in north of Yellow Sea, with observers saying issues may have been identified that need to be fixed
* Take-off and landing tests were conducted during four-day sailing last week

China's first home-grown aircraft carrier is undergoing another sea trial, straight after four days of testing, suggesting that the PLA Navy may have identified technical problems requiring immediate attention, military observers said.

The latest sea trial of the 65,000-tonne Type 001A was indirectly confirmed by a "no-sail zone" notice issued by the Liaoning Maritime Safety Administration on Monday. Ships have been warned not to enter a 3,400 sq km area in the north of the Yellow Sea for safety reasons.

The "no-sail zone" – near Dalian port, where the warship was built – is almost the same area used for last week's sea trial. A military source said the area was chosen to facilitate operations and emergency support.

More Than 2 Million Muslims Flock to Mecca For Beginning of the Hajj

(MECCA, Saudi Arabia) — More than 2 million pilgrims were gathered in the holy city of Mecca in Saudi Arabia on Friday to perform initial rites of the hajj, an Islamic pilgrimage that takes the faithful along a path traversed by the Prophet Muhammad some 1,400 years ago.

The hajj in Islam is meant to be a great equalizer and unifier among Muslims, with pilgrims shedding overt displays of wealth and materialism. All male pilgrims wear simple terry cloth white garments and women don conservative dress and headscarves, forgoing makeup, nail polish and perfume in an effort to draw closer to God and engage in intense worship for the five-day hajj.

On Friday, thousands of pilgrims circled the cube-shaped Kaaba in Mecca, Islam’s holiest site. They circle the Kaaba counter-clockwise, their hearts tilting toward the structure that’s meant to symbolize the monotheistic principle of the oneness of God in Islam. Muslims around the world pray toward the Kaaba daily, using compasses to help them pray in its direction.

The hajj is one of the largest and most diverse gatherings in the world, drawing more than 1.8 million people from around the world this year, according to Saudi officials. Several hundred thousand more pilgrims are Saudi residents or citizens. Last year, 2.4 million people took part in the hajj, with similar numbers expected for 2019.

“I am very happy now. It is the first time I am here in Mecca. I am very excited,” Siti Haslina Yousof, a Malaysian pilgrim in Mecca, said.

The U.S. consulate in Jiddah, Saudi Arabia said some 20,000 U.S. citizens and residents were expected to take part in this year’s hajj.

The pilgrimage this year takes place amid a backdrop of political and sectarian tensions between Saudi Arabia and Iran and as conflicts continue to flare in Yemen, Syria and Libya. Muslim minorities around the world also face increased threats, with Uighurs facing repression in China, Rohingya facing genocide in Myanmar and Kashmiris under a sweeping curfew and communication blackout in the Indian-administered territory.

“I cannot express my feelings. The atmosphere is spiritual, still and tranquil. We hope Yemen will be united for good,” said Ali Ahmed Al-Sudani, a Yemeni pilgrim who said he was praying for unity in his war-torn country.

Saudi King Salman invited as his guests to the hajj this year 200 survivors and relatives of victims of a shooting spree in Christchurch, New Zealand, where a white gunman opened fire and killed 51 people in two mosques.

Those on the hajj view the pilgrimage as an opportunity to strengthen one’s faith, erase past sins and start anew. The hajj is one of the five pillars of Islam, required of all Muslims to perform once in their lifetime if they are physically and financially able.

For the well-heeled, the pilgrimage includes a partial stay in towering five-star hotels with lavish buffets overlooking the Kaaba. But for most, it means sleeping in simple accommodations or even spending weeks sleeping on the ground around Mecca’s Grand Mosque to perform daily prayers and rites near the Kaaba ahead of the hajj.

Many pilgrims will save for years to perform the hajj. Charities and wealthier Muslims often also help fund those unable to cover the costs.

In addition to being financially costly, the hajj is physically demanding, involving much walking and travel between various points along the route.

To ease the journey, the kingdom recently unveiled the first phase of a new high-speed train connecting pilgrims between holy sites in the cities of Mecca and Medina. The kingdom also has a new e-visa system in place for pilgrims.

Still, the hajj remains a precarious journey. In 2015, several thousand pilgrims died in a stampede and crush of pilgrims in Mina on a narrow pedestrian-only road leading to a site where Muslims take part in the symbolic stoning of the devil during the last three days of the hajj. The government never released a final death count.

To curb the potential for a viral outbreak of any kind, Saudi Arabia this year stopped issuing visas to people from Congo, citing the Ebola outbreak there.

By Friday evening, most pilgrims will be in Mina, where they will spend the night in air-conditioned tents, before heading to Mount Arafat early Saturday, an area about 20 kilometers (12 miles) east of Mecca. There, the more than 2 million pilgrims will stand shoulder to shoulder for an emotional day of repentance and supplication at the site where the Prophet Muhammad delivered his final sermon, calling for equality and unity among Muslims.

“We feel very excited and will pray for all people,” said Malaysian pilgrim, Farida bin Abdulrahman, as she prepared to depart toward Mina for the evening.

Guatemala Sends More Migrants to the U.S. Border Than Any Other Country. Will Sunday’s Elections Change That?

In theory, the winner of Guatemala’s Aug. 11 elections will have the power to tackle the serious problems that make the Central American country the primary source of the thousands of migrants showing up at the U.S. southern border each week.

Many voters in Guatemala are looking for solutions to the lack of jobs, high rates of violence and food scarcity that drove so many of their fellow citizens to leave the country in 2018. (Some 116,000 Guatemalans were apprehended last year, according to U.S. Customs and Border Patrol—a quarter of total apprehensions.)

Another major voter concern, according to a July Gallup poll, is the endemic corruption that cripples the state’s ability to channel resources toward fixing those problems. An extremely popular U.N.-backed anti-corruption commission is due to close down in September after the current president, former comedian Jimmy Morales, abruptly kicked its leaders out of the country and refused to renew its mandate. The commission had been investigating Morales and his family.

But it’s unclear if these elections will do much to divert Guatemala from its current troubled course, analysts say. The two leading candidates are offering mostly vague proposals on those issues, the party system is weak, and controversy over exclusions from the ballot has sucked air-time away from policy discussions during the campaign.

Here’s what to know about Guatemala’s elections – and what they reveal about the country’s intractable challenges.

Who is in the running to be Guatemala’s next president and what are the issues at stake?

Sandra Torres, a former first lady of Guatemala, won the first round of voting in June for the National Unity of Hope party (UNE), with 26%. A center-left populist, Torres helped run social programs during the 2008-2011 presidency of her ex-husband Álvaro Colom. “Many of them have been shut down or reformed, so a lot of her campaign has focused on bringing them back,” says Adriana Beltrán, a Guatemala expert at the Washington Office on Latin America. Torres’ support is strongest in Guatemala’s poorer rural and highland areas.

As well as developing free health care and education, Torres promises to restore programs combating food insecurity. Guatemala has long suffered one of the worst rates of malnutrition rates in Latin America, with almost 1 million children under five suffering chronic malnutrition or stunted growth. More recently, hunger crises have afflicted regions like the Western Highlands as a result of of unemployment, falling agricultural yields, droughts and other trends that have been linked to climate change. The U.N. says these factors are a possible explanation for the growing number of migrants from the so-called Northern Triangle — Guatemala, Honduras and El Salvador — migrating to the U.S.

Guatemalan prosecutors have accused Torres of corruption over illicit campaign funding allegedly received by UNE while she was general secretary in 2015. She denies any wrongdoing.

Torres’ rival is Alejandro Giammattei, who took 14% in the first round for the centre-right Let’s Go (Vamos) party, with most of his support coming from urban areas. A former prisons director, he has run on an “iron fist” approach to crime and insecurity, which has been a problem in Guatemala since its emergence from a 36-year civil war in 1996. The country’s organized crime groups are some of the most sophisticated in Central America, making most of their money from trafficking drugs north to the U.S., according to Insight Crime. Though less violent than its Northern Triangle neighbors, Guatemala has a murder rate more than four times that of the United States. Giammattei has pledged to bring back the death penalty and invest in the prison system.

Dubbed the “eternal candidate,” Giammattei has now made four runs for the presidency – each time under a different party, a result of Guatemala’s system of “politics without party,” according to Regina Bateson, a political science professor at the University of Ottawa. “More than 100 political parties have run for elections in Guatemala since the end of the civil war,” she says. That undermines voters’ ability to hold parties to account on fulfilling their promises and to make sense of candidates’ ideological positions. “Even political observers can’t make sense of it,” Bateson says.

Do Guatemalans care about migration to the U.S.?

Migration and relations with the U.S. loom large in Guatemala’s national debate, Bateson says. “The American dream is alive and well in Guatemala and the cultural and economic significant of migration to the U.S. can’t be overstated.”

According to World Bank data, 12% of Guatemala’s GDP comes from remittances sent home from overseas — with more than 90% of that money coming from Guatemalans in the United States. That effectively makes migrant labor the country’s second biggest export, after bananas. Quetzaltenango, Guatemala’s second city, has a prominent statue paying tribute to the migrant’s role in supporting the national economy.

The U.S. is also by far Guatemala’s largest trading partner, buying 42% of its exports.

Given the importance of ties with the U.S., President Donald Trump’s threat to impose tariffs or “remittance fees” on Guatemala likely helped pressure President Morales into signing a highly controversial asylum deal with the U.S. in late July. Under the agreement, which would need to be approved by Guatemala’s congress and overcome legal challenges from opponents in both countries, Guatemala would become a “safe third country,” denying migrants from other Central American nations, who pass through the country on their journey north, the right to claim asylum in the U.S. unless they have first done so in Guatemala. Beltrán says it is “ludicrous” to say conditions in Guatemala “make it a safe haven” for asylum seekers.

Though the deal would not directly affect Guatemalan migrants themselves, it has met fierce opposition from the public, sparking a national strike by rural workers’ organizations, who dubbed it a “violation of national sovereignty”.

Both presidential candidates met acting U.S. Homeland Security secretary Kevin McAleenan when he visited the country to discuss the deal on August 1. Both have condemned Morales’ decision. “We are the MOST UNSAFE COUNTRY for malnutrition and poverty!” Torres tweeted.

But Bateson says she’s unsure whether either Torres or Giammattei would stand up to Trump on future disputes over migration. “Neither one has a very clear or strongly articulated position on advocating for the rights of migrants.”

Guatemala’s high rate of emigration — with 8% of the population living abroad — is a symptom of its deep-rooted problems with unemployment and poverty, rather than being a campaign issue in itself. Both candidates have promised to tackle those drivers of migration through vaguely-worded economic plans.

Giammattei says he will build “an economic wall” to halt migration — in a dig at Trump’s planned wall along the U.S.-Mexico border — by attracting foreign investment. Torres wants to boost Guatemalans’ quality of life with social programs and by tackling unemployment. “Without an opportunity to work, there will always be migration,” she told a local news agency.

Why is corruption such a big concern for Guatemalan voters?

A network of rampant corruption within Guatemalan institutions — which took hold soon after the civil war ended — severely undermines efforts to deal with crime and provide aid and services to citizens. Guatemalans call these shady forces the “pacto de corruptos” (pact of the corrupt) and 92% of Guatemalans don’t trust their congress, according to a poll published in May.

In recent years, though, the country has begun to take action on graft. Since 2007 the U.N.-backed International Commission Against Impunity in Guatemala (CICIG) has worked with Guatemalan prosecutors to hold gang leaders, business people and politicians to account for a wide array of crimes, convicting more than 300. More than a fifth of lawmakers are currently under investigation, according to national newspaper Prensa Libre.

But in January Morales — once an anti-corruption crusader — announced he was shutting down the commission and declining to renew its mandate. An online poll by Prensa Libre found that 72% of Guatemalans want CICIG to continue.

While both Torres and Giammattei have spoken out against corruption, neither has expressed support for re-opening CICIG, with both favoring a national body to deal with investigations — a solution Beltrán says is unlikely to satisfy the public or the international community. “Given the level of corruption in Guatemala, and what you’ve seen transpire over the last two years, it’s highly questionable that a national commission is going to have any kind of serious impact.”

One of CICIG’s strongest supporters, Thelma Aldana — a former attorney general who worked with CICIG on corruption investigations that toppled the government of Morales’ predecessor — tried to run for president but was excluded from the race. The constitutional court disqualified her in May, citing an unresolved criminal case against her for an alleged fraudulent hire she made as attorney general. Aldana says the charges are politically motivated because her support for CICIG made her a threat to Guatemala’s “criminal structures.”

Without a pro-CICIG candidate in the race, Bateson says many voters may feel they don’t have a real choice on one of the biggest issues in Guatemalan politics.

To her, one of the most surprising things about CICIG’s demise is the Trump Administration’s silence on the matter. Support for CICIG had been a key part of policy on Guatemala under the Obama Administration, and strengthening the rule of law has been the core of U.S. foreign policy in Central America for decades.

“If the key root problem in Guatemala is a high level of entrenched corruption, completely dysfunctional judicial system, and absolutely no rule of law, CICIG was the best innovation that has happened in the entire region to deal with those issues,” Bateson says. “Any reasonable administration, Republican or Democrat, should be extremely concerned by its end.”

New Zealand Official Calls 8chan ‘the White Supremacist Killer’s Platform of Choice’

One of New Zealand’s top media regulators called fringe online forum 8chan “the white supremacist killer’s platform of choice,” as he praised a telecommunications provider for barring access to it.

Telecom company Spark moved to ban 8chan following reports that the suspected perpetrator of last weekend’s mass shooting in El Paso, Texas posted a white supremacist rant on the site. 8chan has become known for attracting users with radical and racist views. The suspect in the March mass shooting at mosques in Christchurch, New Zealand reportedly posted a manifesto to the site before the attack that killed 51 people. The site’s creator has said he regrets making it.

New Zealand’s Chief Censor David Shanks, who oversees the office responsible for helping New Zealanders “experience, understand, create and share content in a positive way,” lauded Spark for its decision, calling it “brave and meaningful,” according to the Guardian. He had previously said he would support any service provider that cut off access to 8chan, the Guardian adds.

“These are extraordinary circumstances, and platforms that promote terrorist atrocities should not be tolerated on the internet, or anywhere else,” Shanks reportedly said. “Spark is making the right call here.”

The site has experienced outages following the tragedy, after security platform Cloudflare terminated it as a client, citing “lawlessness [that] has caused multiple tragic deaths.” Spark’s ban would apply to future access of the site.

New Zealand has a record of strong actions to counter mass violence. Prime Minister Jacinda Ardern moved to ban assault weapons in New Zealand shortly after the Christchurch shooting.

The Maharaja Sayajirao University of Baroda (MSU), earlier Baroda College is a state-funded college in the city of Vadodara, in Gujarat state, India. Initially settled as a school in 1881, it turned into a college in 1949 after the freedom of the nation. It was later renamed after its supporter Maharaja Sayajirao Gaekwad III, the previous leader of Baroda State having a place the illustrious Gaekwad administration of the Marathas. Pratap Singh Gaekwad of Baroda (1908–1968) (the last Maharaja of the past Baroda State) established the college in 1949 on the desires of his granddad, Maharaja Sayajirao Gaekwad III (1863–1939), and settled the “Sir Sayajirao Diamond Jubilee and Memorial Trust” which exists to date, taking into account the training and different needs of the individuals of the previous Baroda State

PUNE | NEW DELHI: Denial of work visas to employees of India's largest IT services exporters has risen to an all-time high, according to data sourced from a US-based research foundation.The country's big four software services exporters — Tata Consultancy Services, Infosys, HCL Technologies and Wipro — have seen around half of their work visa applications rejected in the past year as the Donald Trump administration pushed for more employment and higher wages for American workers.The visa denial rate for TCS has gone up from 6% in FY15 to 37% during the first quarter of FY19 (October-December 2018), according to a report by the National Foundation for American Policy (NFAP). NFAP sourced data from the US Citizenship and Immigration Services (USCIS) that follows a October-September financial year.The denial percentage for Infosys has gone up to a whopping 57% in the first quarter of FY19 from 2% in FY15 while the number for HCL has increased to 43% from 2% in FY15. 70613726 Spike in RFEsIn the case of Wipro, it has shot up to 62% from 7% in FY15, data from NFAP showed."The numbers have shot through the roof," said Shivendra Singh, vice president of the global trade department at industry body Nasscom. The high (denial) rates and request for evidence (RFE) are impacting the ability of Indian companies to service clients in the key US market besides making it more expensive, he added.TCS, Wipro, Infosys and HCL Tech declined comment on the issue.Nasscom's Singh said the industry grouping has been arguing strongly for the US to streamline the process so that "(Indian) IT companies continue to make the US economy more competitive by working with more than 75% of Fortune 500 companies, majority being American companies"."We are getting highly impacted by this since the numbers have never ever been this high. If the denial rate or RFEs are more, it increases the paperwork and there is more burden and more cost for companies," he said.New data released by USCIS also shows a spike in RFEs and visa denials. The petitions approved with RFEs for the first three quarters of fiscal 2019 was at 62.7% with an initial denial rate of 16.1%, a result of President Trump's Buy American, Hire American executive order. In fiscal 2015, approval with RFEs was as high as 83.2%.Rajiv S Khanna, managing attorney at law firm Immigration.com, said, "Rate of denials have gone up across the board in all legal immigration cases, especially (relating to) H-1B visas. The government has created an environment where the responses for the RFEs have increased from 30-50 pages to 600-1,000 pages for an H-1B case. It has increased its own burden of processing cases and that's why cases are taking much longer to process than they used to."In April this year, Infosys said the rising attrition in its ranks was partially due to the sharp decline in H-1B visa approvals and said it had to come up with a "new value proposition" to help retain employees.Infosys' attrition had climbed to more than 18% on a standalone annualised basis at the end of March 2019, compared with 16.6% in the same period last year.Chief operating officer UB Pravin Rao said the company was seeing higher employee losses in the three-five year experience bracket in India and the two-three year experience bracket in the US for whom "the value proposition in the past has been onsite opportunities", he had said.The Trump administration's executive order which seeks to create more employment and higher wages for American workers has resulted in increased scrutiny on non-immigrant visa applications and a far higher rate of denial, industry experts said.Even the percentage of L-1 applications approved after an RFE has dropped from 53% in 2015 to 50.7% in 2019. The L-1 is an intra-company transfer visa.Last month, a group of US lawmakers expressed their concern over the rising RFEs and visa denials, saying it was leading to the tech industry in Toronto growing faster than in Silicon Valley or Washington.

Staffing firms like Quess, TeamLease Services, Manpower, Kelly Services and CIEL HR Services expect a 10-20% jump in temp hiring."Companies will try harder to promote sales during the season," said BN Thammaiah, managing director, Kelly Services India. "Overall temp staff hiring may be upwards of 15%," he said.Aditya Narayan Mishra, CEO of CIEL HR Services, said he anticipates a 10% growth in demand for temporary employees. 70613781 There is higher demand for people in customer services, logistics and sales, said Rituparna Chakraborty, co-founder, TeamLease Services. Consumer durables and retail sectors have upped hiring too. Banking, financial services and insurance (BFSI) is also expected to follow suit with HDFC Bank, Axis Bank and Bajaj Finserv planning to push products at points of sale. 3 things India can do to beat the economic slowdown blues

By Abheek BaruaFor the last quarter of 2018-19, India's GDP grew at 5.8%, well below the 7% average that it has clocked over the last few years. Estimates based on the proxies that forecasters use, like car sales or corporate profits, suggest that the first couple of quarters of the current fiscal year are unlikely to show a dramatic recovery. A more alarming prognosis is that this slowdown is structural. This could mean growth rates of around 6% is the new normal. Persistent sluggishness in activity over a few quarters does not de facto make a slowdown 'structural'. One has to carefully identify a shift in some aspect of the economic environment that is likely to endure in the long term. A marked change in consumer behaviour — say, a rising propensity to save more and consume less — is an example. Speedbreaker Ahead Besides, it is somewhat pointless to try and fit an economic slowdown into neat boxes labelled 'cyclical' or 'structural'. Both are likely to coexist at any point in time. Thus, any verdict on a slowdown (or recovery) has to decide on whether it is predominantly structural (PS) or predominantly cyclical (PC). India has had a myriad of structural impediments over decades: poor infrastructure, distortions in the markets for land and labour, an inadequately skilled workforce, etc. Until recently, most economists believed that all these put together limited potential growth (or, the maximum growth rate without producing imbalances such as runaway inflation or an unmanageable trade gap) to around 7-7.5%. So, the onus is on the PS camp to identify a new bunch of structural factors that has pushed this potential into a new ballpark closer to 6%. They have other problems to contend with. For one, it is possible to identify a couple of fairly intense short-term or cyclical factors that either preceded or coincided with the current slowdown. First, there was a massive compression in government expenditure in January-March, largely to meet fiscal targets, since tax collections fell way short of Budget estimates. Actual expenditure for this quarter was cut by as much as 20% from budgeted levels. As spending resumes in the wake of the new Budget, it led to some recovery. Second, the period before elections is typically one of uncertainty when businesses and households tend to hold back on big-ticket expenditures. Also, most talking heads kept flagging the significant risk of a fractured mandate, a khichdi sarkar with khichdi economic policy, well into the poll period. Thus, pre-results jitters were particularly acute this time. The non-banking financial company (NBFC) problem that started with the implosion of Infrastructure Leasing & Financial Services (IL&FS) last July, setting off a minor contagion, lingers and is taking a toll on demand. Its impact was magnified by the growing share of NBFC lending in total credit from roughly 14% in 2013 to over 17% in 2018. Importantly, they lent to both consumers & companies. So, their slowdown would impact on both retail spending and corporate activity. Besides, while there was some overlap with banks in the areas in which they were active (vehicle finance, for instance), they focused on the subprime segment (to use the phrase somewhat loosely) of borrowers that banks were not entirely comfortable with. So, substitution of NBFC finance by banks has been imperfect. Take Time for a Clean Up Crises, by their very nature, cause short-term disruptions. Their impact is invariably tamped down through policy measures. However, while the conflagration can be doused quickly, the clean-up that follows often takes a long time, because of the tangled web of interconnectedness of both debtors and creditors. This might prolong the slowdown, but does not make it structural. The rise in global protectionism on the back of the US-China trade war is the closest to a major structural change. Prima facie, it means a permanent loss in demand for Indian exporters. That said, this is being accompanied by a realignment of production bases, with China and those high up on its supply chain as the clear losers, while others like Vietnam and India stand to gain. In fact, some gains are already visible.In the January-April period, China's exports to the US dwindled by 15% YoY, while Vietnam's exports grew by 40% and India's by 10%. So, whether rising tariff and other walls constitute a structural gain or loss depends on how well we can take advantage of this opportunity. Finally, three things need to be borne in mind in trying to fight sluggish growth. One, years of high accumulated government and public sector debt should effectively rule out fiscal stimulus. Gains for growth from priming the fiscal pump are likely to be ephemeral, but the costs in the form of inflation and rising interest rates could last much longer. Two, a country looking to trade more with others should not simultaneously raise its own trade barrier. Further hikes in import duties are eminently avoidable. And, three, there is that fuzzy thing called 'confidence' that appears to be missing among domestic firms that have seen rising capacity utilisation. This can be addressed through a constructive dialogue between government and industry that leads to a well-defined industrial policy.The writer is chief economist, HDFC Bank

South Korean carmaker Kia Motors will begin its India innings on August 22 with its mid-size SUV Seltos. For a new entrant into a crowded market, the initial response has been exceptionally warm with 23,311 bookings in just three weeks. Apart from the novelty factor, the decision by UK marque brand MG Motors, owned by China's SAIC Corporation, to stop bookings for Hector after it got 21,000 of them is also expected to have helped Seltos notch up the numbers. Dealerships are already abuzz with talks of prospective buyers doing cross bookings for Seltos along with Hyundai Creta and MG Hector. Once the Seltos rolls out and if customers find it a better value proposition, a major chunk of the bookings for Creta and Hector may be cancelled as buyers gravitate towards the feature-rich debutant. Sumit Agarwal, managing director of Galaxy Auto Wheels dealership in Kota, Rajasthan, says he has received 100 bookings for Seltos of which 65 are for its 1.5 litre diesel VGT trim. Of the remaining 35, most are for 1.4 litre turbo petrol and the top-end diesel variants. He says only a fourth of these bookings can be delivered on the first day itself, stretching the waiting period to up to three months.Who is it for?While Kia is primarily targeting tech-savvy Indians with the Seltos, the company wants to make a mark in the country's highly competitive passenger-vehicles market with a strong distribution network, eye-catching designs at attractive prices, and a strong product pipeline. Though it has stayed away from compact SUVs that sell like hot cakes, Kia Motors has nevertheless taken a safer route via the mid-SUV segment where competition is less intense. The company would later enter the MPV- and compact-SUV segments by rolling out a new model every six months over the next two years. The Kia Seltos is offering an advanced package of electronics and other goodies at an aggressive price, says automobile expert Murad Ali Baig. "A huge touchscreen, rear view camera, navigation maps, dramatic styling with ice-cube lighting illuminated by LED lamps running across the bumper and rear fender distinctively from left to right will identify a Kia car from a mile away," he says. Baig adds that braking is highly efficient in both its petrol and diesel trims, and with waves of torque on tap and a quick pick up Kia has tried to tick all the boxes with Seltos. He estimates that Kia has bundled in more than INR2 lakh worth of gizmos in the car at an introductory price to drive up sales. A smart packageThe Seltos, 90% of which is built ground up in India, is pitched as a smart package. Some key India-specific features include better braking, exhaust note, a softer clutch, and powerful AC. Kia has improved the air cooling to make it faster and a special dual horn has been developed particularly for India. Acceleration from 20kmph to 80kmph has been enhanced by 25% for ease of daily driving while the braking efficiency has been improved with less judder variation to increase the durability of brake pads. When the Renault Duster was introduced in July 2012, it had a hard-clutch problem which made driving it on congested roads a pain. In Seltos, the hardness of clutch is 90% less than its competition and this will help driving a breeze even for women. Further, Kia has used 73% high-tensile steel body for structural strength. The Seltos scores over the segment leader Hyundai Creta, which is from the same family's stable, in exterior dimensions. The vehicle is wider, has a longer wheelbase, and a roomier interior with more legroom and space in its first and second rows. Aesthetically, the Seltos has a dominating stance though it is shorter and narrower than Renault Duster and Tata Harrier. The Harrier does not come with a sunroof in any of its variants while the Seltos gets a floating roof. Loaded with features, it is expected to cannibalise about 25% of Hyundai Creta's sales.Manohar Bhat, head - marketing and sales at Kia Motors India, says the Seltos comes with 32 segment-best features that give it an edge over rivals. These include a large 10.25-inch high-definition touchscreen navigation system, rear sun shade curtains, an integrated infotainment panel and cluster. While its rivals use air filters, Seltos comes with a purifier that maintains the quality of air inside the cabin. In addition, the 360-degree camera and blind-spot monitor are expected to be available in its top-end variants apart from standard UVO connectivity (a subscription-free OEM infotainment and telematics service offered by Kia) with 37 features. An adjustable centre headrest for the rear seat and higher fuel efficiency compared with competition are other key highlights. Hyundai Venue and MG Hector are the other SUVs that have introduced connected packages as a standard feature.The bottom lineBy positioning the Seltos in the mid-SUV segment in the INR10 lakh-INR16 lakh price bracket, Kia has scored a brownie point by clubbing together a slew of new-age features along with some high-end attributes. The Seltos comes with Smartstream third-generation powertrain technology and both its petrol and diesel engines will be BS-VI compliant at time of launch. This will be a first in the segment and for any carmaker. Automatic transmission is available with all engine types on offer with a wide option to choose from — MT, DCT, CVT, and AT. In comparison, none of its rivals has so many offerings. The Seltos is powered by a 1.4-litre Turbo GDI petrol with a six-speed manual transmission as well as smartstream 7DCT while the 1.5-litre petrol mill offers the six-speed IVT instead of the DCT. The 1.5-litre VGT diesel comes with a six-speed manual transmission and six-speed advanced AT. While Kia is yet to make the pricing official, industry experts expect the Seltos to give its competition a run for their money.

TRAI warns consumers against fraud

NEW DELHI: The Telecom Regulatory Authority of India has cautioned consumers against fraudulent companies or individuals seeking money deposits as government tax under Telecom Act for leasing their premises for installation of towers. The authority cautioned that some no objection certificates for installing these towers were being purportedly issues by the ministries of communications and information technology, which the regulator said were completely fake.Trai added that the regulator is in no way responsible for any claims, loss or damages that the public may face and that the affected parties will have to take up the issue with law enforcement agencies."It has been brought to the notice of Telecom Regulatory Authority of India that some companies / agencies / individuals are fraudulently asking members of public to deposit money in their personal/companies account as Government Tax under Telecom Act for leasing their premises for installation of mobile towers. These companies / agencies / individuals become unreachable after collection of money," the regulator said Friday in a public notice."They are also issuing fake 'No Objection Certificates / Permissions' for the installation of tower purportedly issued by Ministry of ·Communications and Information Technology. The public at large is hereby informed that Trai is neither directly nor indirectly involved in any manner, in levy of any tax I fees on leasing of premises for installation of mobile towers or for issuing any 'No Objection Certificates' for the purpose," it added."Anyone dealing or entering into agreements with such companies / agencies / individuals will be doing so at his / her own risk and TRAI shall not be responsible for any claim or loss or damages, whatsoever, suffered directly or indirectly. Affected persons may take up the matter with the law enforcing agencies," Trai said.

Meet 11 ordinary 20-somethings with $250b riding on their lives

By Rachel Evans, Vildana Hajric and Tracy AllowayThe fate of the world's largest exchange-traded fund rests on the health of a group of twenty-somethings.Thanks to a quirk in the legal structure used to set up the SPDR S&P 500 ETF Trust, known as SPY, more than $250 billion rests on the longevity of 11 ordinary kids born between May 1990 and January 1993.Those children are now carving out careers in public relations, restaurants and sales, spread around the country from Boston and Philadelphia to Alabama and Utah. But none of the eight spoken to by Bloomberg News was aware of their role in investing history."Today was the first I heard about this," said Alexander Most, 27, who's about to start graduate school, studying education, policy and management. "Has it made me think about my mortality? Absolutely, in terms of projecting when this thing might end."It all harks back to the arcane structure used to create SPY, the first U.S. ETF, in 1993. At the time, setting up the fund as a unit investment trust solved a practical problem. Not only was it an established legal structure, it allowed the issuer to create fund units that resembled a company's shares. But as a consequence, it required a specified termination date. So like many trusts, the fund was initially structured to expire in 25 years -- in January 2018. It was subsequently amended to peg the fund to the lives of individuals, which extended its own life.SPY as we know it will cease to be on Jan. 22, 2118, or 20 years "after the death of the last survivor of the eleven persons" -- whichever occurs first. The structure doesn't provide those people with a financial interest in SPY. 70609580 At least 8 of the 11 named in SPY's documents have a family connection to the American Stock Exchange, which structured the first ETF and was bought by NYSE Euronext in 2008. For example, Most -- the grad student -- is the grandson of Nathan Most, one of the creators of SPY. She remembers a call going out for babies' names that could be used by the trust and volunteered her son, Kevin, and two nephews, Paul and Peter Pavelka."I had my son, and they asked if I would mind if they used him," McGrath said. "It's interesting because it's an arcane rule that trusts always have to deal with, but it's not a big deal. At the time, when we were creating these things, we had no idea they would become as spectacular."Kevin now works in PR in New York, while Paul and Peter are based in Philadelphia, tending bar at a trendy restaurant and working for the city's water department, respectively. Birmingham, Alabama-based siblings Rian and John Imwalle also ended up on the list (their late step-grandmother, Marilyn, worked for the corporate communications team) as did Emily Weber, whose father Cliff Weber worked at the AMEX and later NYSE for more than two decades.Jay Baker, now director of capital markets at Exchange Traded Concepts, an ETF issuer, says he put forward his daughter's name. "They needed some names," said Baker. "I think somebody said 'Would you volunteer your daughter?' and obviously she didn't have a say in it -- and I was fine with it. It was just part of the process."One of the few non-AMEX-related people mentioned in SPY's documents is Elizabeth Angel, an Atlanta-based engineer, and daughter of Jim Angel, a renowned finance professor at Georgetown University.SPY isn't the only ETF set up in this way. Seven other funds were also set up as unit investment trusts, according to data compiled by Bloomberg. And at least three of them include a provision relating to human lifespans.Of course, with the oldest of the 'SPY 11' not yet 30, anyone who invests in, or trades, the ETF has a while to work out an alternative. But it's a quirky reminder of how the ETF industry started out."I'm honored to be part of it and how we're tied together on this is, I think, pretty special," said Emily Weber, 26, who works in enterprise sales in New York. "I'm proud of the way it's gotten to this point. I'm happy for everyone who was working on it."

Q1 not a washout, things may not be as doomed as we thought

There has been a resilience in the performance of consumer staples as well as consumer discretionaries. Even bank have reported decent numbers, says Aishvarya Dadheech, Fund Manager, Ambit AMC. Excerpts from an interview with ETNOW. Looking at the way markets are panning out today, there has been some revival of sentiment on Street value buying. Short covering seems to be emerging. Do you think one can make a case that probably in the interim, a base is made in the market?Yes. If we look at the way things went wrong in the market in July, primarily because of the policies announced in the budget and especially the tax incidence, we saw a big drawdown in the equity market. There are talks about some reversal in the policy and that is why we are seeing this kind of a recovery happening. But one of the most important things which I also want to mention here that after the muted Q4, the expectations for this quarter itself was less. A slowdown is evident but if we look at the consumption sector which is a real indicator of the economy, the performance of consumer staples as well as consumer discretionary likes Nestle, HUL has shown resilience. Even companies associated with home buildings -- Asian Paints, Astral, Supreme, Kajaria have shown decent volume growth. The consumer discretionary as well as the staple segment has remained quite upbeat. Even if you look at the other sectors, banks have reported decent numbers though there is a slight commentary whereas on the asset quality, there might be some issues there. So far, things look good. Cement reported good numbers but it is led more by realisations. The point I am trying to make here is that the quarter has not been washed out. It clearly shows that things might not be that doomed as was being perceived by the market. But there is one large company, the leader in the innerwear segment, that is seen as an indicator of the consumption segment and this time there was a negative growth there. We have seen Van Heusen and many other smaller players also jump into this high margin premium innerwear segment. What is your take there? Are there signs of slowdown emerging at the horizon? There is definitely some signs of slowdown but the situation got aggravated primarily by capital liquidity issues. The dealers and distributors are not able to rotate the capital and things are more or less stuck at that level, which is also impacting the growth in a bigger way. Even in our interaction with the management of all these companies, we are finding that their distributors are not able to rotate capital which is visible in the growth side. We believe that though there is improvement in the liquidity scenario in the last two-three months, post May, we are at a surplus liquidity. But the transmission of liquidity and the rate at the ground level is not picking up. I think some announcement will give confidence into the system and then the money will start flowing through. This growth will then getting reflected in the better way. Ajay Piramal just said that there is enough liquidity in the system but transmission is not happening. There was special mention about transmission from the RBI governor in the policies as well. What is your view on NBFCs? If you look at the historical data of the last two decades, whenever there is a rate cut happening, transmission normally happens immediately in the debt market. But in case of the corporate bonds, the actual cut in the rate that ranges anywhere between 20% and 50% you see historically 5-6% transmission has happened. So I believe transmission will take more time to get reflected into the system. On the NBFC side, we believe this is an opportune time to invest into good and clean NBFCs where you have a lot of comfort on the liability franchise. The asset side growth is never a concern because we are a capital starved country. But this is the time to get into those NBFCs which can manage their ALM wealth, which have a very strong liability franchise and has adequate equity for that kind of growth along with very clean corporate governance. What is your view on auto and auto ancillary ecosystem? How should one approach the entire space? There have been a slew of events which has impacted auto -- higher cost on insurance, transfer to BS VI, security, registration recently but the biggest hit was because of the liquidity crisis. Basically in auto sector, autos are not sold, it is finance which is sold. We believe that in the next six to nine months, we will see recovery coming back into the financial system and that will be the time you will start to see recovery in the auto sector as well, probably after Diwali. On the valuation side, we believe this is the time to identify those market leaders which have been there for long and the intensity of those businesses will continue as our per capita income grows. We are very upbeat that these are the actual time to start getting into quality OEM names.. Passenger vehicles?Passenger vehicles will be the one which will rebound faster. Commercial vehicles (CV) might take some more time because it is deployed dependent on the economy scenario. I believe the OEM recovery will happen first and then we will see some recovery in auto ancillaries. I am very upbeat on their valuation because those are the balance sheets with huge amount of cash and they are good companies which are market leaders.

New Delhi: Following a global disclosure by Israeli cyber security firm Check Point highlighting vulnerabilities in messaging giant WhatsApp's platform that can allow threat actors to intercept and manipulate messages sent in both private and group conversations, the authors of the firm's research paper told ET in an interview that given the mass usage of the application in India, it is recommended that end users be cognizant of the nature of information they share on WhatsApp."According to sources, WhatsApp, the Facebook-owned messaging application has over 1.5 billion users in over 180 countries," authors of Check Point's research paper Dikla Barda, Roman Zaikin and Oded Vanunu told ET."The average user checks WhatsApp more than 23 times per day. In India WhatsApp has officially registered 400 million users. Given the mass usage of the app, and the vulnerabilities identified with a potential of intercepting and manipulating messages thereby spreading misinformation, it is recommended that the end users be cognizant of the nature of information they share on WhatsApp, especially when it comes to highly confidential and personal information," they added.The firm disclosed WhatsApp vulnerabilities at Black Hat, a cyber-security conference in Las Vegas on August 7.70613945 The authors said the vulnerabilities give attackers the power to create and spread misinformation from what appear to be trusted sources and that the firm notified WhatsApp about them towards the end of 2018. The team observed three possible ways of attackers exploiting the vulnerability all of which involve social engineering tactics to fool end-users.A threat actor may use the 'quote' feature in a group conversation to change the identity of the sender, even if that person is not a member of the group, alter the text of someone else's reply, essentially putting words in their mouth or send a private message to another group participant that is disguised as a public message for all, so when the targeted individual responds, it is visible to everyone in the conversation."WhatsApp fixed the third vulnerability which enabled threat actors to send a private message to another group participant disguised as a public message for all. But, we found that it is still possible to manipulate quoted messages and spread misinformation from what appear to be trusted sources. We believe these vulnerabilities to be of the utmost importance and require attention," the authors said.

NEW DELHI: Move over messaging apps and social media, when it comes to work, email is the favoured tool for communication and collaboration. Consequently, most inboxes are noisy and way too crowded. Almost half of the employees surveyed said they spend at least an hour a day checking emails, including 16.2% employees that spend more than four hours on their inboxes, according to a new research conducted by Hiver, a SaaS based email collaboration tool that improves visibility and information exchange across organisations using shared inboxes.According to the survey more than 61% working professionals between the age of 25-32 choose to open their emails every time a new email notification appears, whereas 33% of the employees tend to check their emails every few hours, said a release.Hiver conducted a survey in order to gauge how effectively employees working across different organisations consume emails. Among those surveyed, about 80% are working in startups and 20% are working in corporates. The survey was conducted among 450 respondents in India, the release said.Niraj Ranjan Rout, founder, Hiver, said, "Professionals across organisations rely heavily on email for communication and exchange of information. Our survey highlights how email impacts worklife for many, and while it can be a tremendously useful tool, it can also deter productivity."While 60% of the employees surveyed agree with the need to clean their inbox time and again, almost 40% of the employees don't wish to clean their inboxes at all. Employees choose different techniques and procedures to clear their mailboxes. 32% of employees used email based filters, and about 37% employees wish to move the important events to the calendar. About 35% convert tasks into a to-do list, making it possible for the employees to use their mailbox effectively.The report further indicates that 76% of respondents say that they read more than 40% of the mails they receive and 55% of the respondents act on every email as soon as it comes in. Given that almost a third (32.4%) of the respondents receive more than 50 emails a day, ample time is spent by them on only checking their emails. To add to that, half of the respondents say that the maximum number of emails received are from their own organisation, either from the members of their own team or others working within the organisation. This raises the question - is internal email communication cluttering up employee inboxes? And how is this affecting employee productivity? This finding is particularly interesting, given that employees can often feel quite productive just by having cleaned out their email inbox, despite perhaps not creating any value for the organisation.Rout said, "Our inboxes are packed with valuable information, and in order to organise our work better, we must manage, classify and prioritize emails in an efficient manner. If not, the email overload can tend to become a roadblock in reaching the desired results.
