WASHINGTON — President Donald Trump appears to be having second thoughts about his choice of Patrick Shanahan as his next secretary of defense and asked several confidants in France last week about alternative candidates, according to four people familiar with the conversations.
The White House announced May 9 that Trump had decided to nominate Shanahan, who has served as acting defense secretary since January. But the White House has yet to formally submit Shanahan's nomination to the Senate.
While in Normandy, France, last week to commemorate the 75th anniversary of D-Day, Trump asked at least three people what they thought of Shanahan and if they had any suggestions for different candidates, the four people familiar with the conversations said.

WASHINGTON — Lockheed Martin and the U.S. Department of Defense have reached a handshake agreement on the next lot of F-35 joint strike fighters, an agreement that for the first time includes options for customers to purchase additional aircraft over the next few years.
In a statement, Pentagon acquisition head Ellen Lord called the agreement, worth $34 billion over lots 12, 13 and 14 for 478 aircraft, a "historic milestone."
The agreement includes 157 jets in lot 12, and comes with an estimated 8.8 percent Unit Recurring Flyaway cost savings from the previous lot. While the Pentagon did not provide costs per aircraft in its news release, that would amount to about $81 million per F-35A conventional takeoff and landing model compared to $89.2 million for an F-35A in lot 11.

Hong Kong police unleashed rounds of tear gas and fired bean bag pellets on thousands of protesters Wednesday, violently dispersing crowds assembled around the government headquarters to demonstrate against a proposed extradition law.
As the noxious chemicals exploded late in the afternoon, protesters armed with only umbrellas began to flee in every direction, stampeding into nearby buildings, and running along the harbor front to get away from the fumes.
It was not immediately clear what set off the confrontation, though local media reported that some protesters had stormed into the government headquarters prompting police to set off rounds of tear gas and smoke bombs inside the building, as well as outside.
Thousands of demonstrators had poured into the streets surrounding Hong Kong’s legislature Wednesday morning, choking major thoroughfares with barricades and human chains, and prompting the government to abruptly postpone a planned debate over the divisive extradition law.
As the turnout swelled, the head of the Legislative Council put off the debate to an “unspecified later time,” according to an official statement. Protesters continued to assemble, matched by a heavy presence of riot-gear-clad police.
The city has boiled over into massive protests in recent days as the government attempts to fast-track controversial legislation that would, for the first time, allow fugitives to be sent to mainland China. The bill has ignited fears about the former British colony’s continued autonomy—promised after its return to Chinese sovereignty in 1997—and also underscored the depth of anxiety over its relationship to Beijing.
Hundreds of young demonstrators staged an overnight protest Tuesday in the park abutting the Legislative Council, spreading tarps and sleeping bags over wet grass, undeterred by the bouts of rain. In the morning, streams of fellow protesters clad in black and white joined the campers. At the height of the morning commute they commandeered police barricades and dragged them across key roadways to block access to the government headquarters.
Protesters said they wanted to signal to the government that opposition to the extradition bill is widespread, and won’t relent anytime soon. “We’re furious, we’re angry, and some of us are afraid, but we’re here anyway. This is a chance to do something important,” said Laurie Wen, a 48-year-old writer.

The government is standing by the proposed legislation despite today’s protests and a massive march on Sunday through the heart of the financial hub. Chief Secretary Matthew Cheung made a video appeal for protesters to return home, but the crowds are defiant.
Few felt the government could be persuaded to backdown from the bill, but they insisted on making their opposition clear.
“At least I can say I came out and fought for the next generation,” says a protester who asked to be called Ms. Ho. She pitched a tent adjacent to the government headquarters and plans to stay there until the law is withdrawn, or police forcibly remove her.
A citywide strike was also called Wednesday, with trade unions, teachers, businesses and other groups taking to social media to circulate the appeal for a June 12 boycott. Further protests are expected in the run up to a vote on the bill slated for next Thursday. If it succeeds in coming before the chamber, its passage is all but guaranteed in a legislature dominated by pro-Beijing lawmakers.
The bill has provoked international condemnation. On Tuesday, U.S. House Speaker Nancy Pelosi issued a statement against “this horrific extradition bill.” The bipartisan U.S.-China Economic and Security Review Commission has also spoken out.
“The extradition bill imperils the strong U.S.-Hong Kong relationship that has flourished for two decades,” Pelosi said. “If it passes, the Congress has no choice but to reassess whether Hong Kong is ‘sufficiently autonomous.’”
Business groups in the city, including the American Chamber of Commerce, have warned the law could imperil the city’s standing as an international financial hub, and prompt foreign investors to withdraw.
“I do feel like it is a last battle,” said Chloe Cheng, a 25-year-old speech therapist. “I think if all these people come out and say no and the government still passes the law, it shows that they can and will do whatever they want.”

The extradition bill is the latest flashpoint in a city seething with frustration in the wake of recent efforts to integrate it more closely with China—including the disbanding a pro-independence political party, instituting mainland Chinese jurisdiction at a new high-speed railway terminus in Hong Kong and criminalizing the mockery of China’s national anthem. Now the bill has become a showdown for the unique freedoms that continue to differentiate the city from the mainland.
The bill would make it easier for criminal suspects to stand trial on the mainland, where the conviction rate is 98% or higher. Hong Kong’s government says the legislative change will close a loophole excluding the mainland from extradition agreements and prevent the enclave from becoming a haven for criminals. But critics fear it will be used to stifle dissent and effectively legitimize Beijing’s high-profile, extrajudicial detentions of dissidents, such as a number of publishers and booksellers in 2016.
“It is completely ridiculous and goes against the core values of Hong Kong…democracy and rule of law. If this bill passes, there will be no rule of law, and no democracy,” said Wong Yae Ching, 25, a protester.
The latest attempts to paralyze Hong Kong through acts of civil disobedience—with youth leading the charge—recall the pro-democracy demonstrations that shook the city during 2014’s “Umbrella Revolution.” That 79-day uprising began with calls to “occupy Central” and already Wednesday’s sit-in around the legislature is being dubbed “Occupy 2.0.”
“During Occupy Central 2014, we had said, ‘We will be back,'” Pro-democracy legislator Claudia Mo told the crowd to cheers on Wednesday. “Today, we say, ‘We are back.'”
Opposition to the extradition bill has galvanized an even wider segment of Hong Kong society, including groups that normally abstain from the city’s frequent marches and rallies. Business associations, housewives, lawyers groups, church leaders and the horse racing community have all vocally opposed the bill.
“It’s an identity issue for Hong Kong,” Antony Dapiran, a Hong Kong-based lawyer and the author of a book about dissent in the city, told TIME. “The government is threatening to take away part of those rights and freedoms that make up what they see as being part of the core identity of being a Hongkonger and I think that’s why it evokes such a visceral reaction from so many people… cutting across socioeconomic and other divides.”
Several people who said they had never joined a protest before told TIME they felt moved by the coverage of police clashing with protesters and trying to clear large crowds.
“We have to come out now because we may no longer have any chance to come out again,” said Lillian Lam, a 26-year-old grad student and first-time protester.

Authorities have reiterated calls for protesters to express their demands peacefully, but some say they have been left no recourse as they face an outcome that no amount of public outcry can seemingly alter.
“Over a million people came out to march. In other countries the government would pay attention to that. Not in Hong Kong. Is that because the Hong Kong demonstrators are too peaceful?” said Karen Chan, a 21-year-old student who joined the overnight protest along with a group of friends. “The government is not afraid and not listening.”
Police have said they have “sufficient manpower” to deal with any threat Wednesday. Thousands of officers have been deployed and dozens of police vans are parked on arterial roads leading up to the legislature.
Speaking after the debate was postponed, 24-year-old Benjamin Chen said “It is great that they are now taking more time to reconsider,” but added that the delay cannot be considered a victory. “I think most of the protestors will stay out on the street to wait to see how the government responds.”
Many appeared ready for a prolonged stakeout, pledging to occupy the government complex until the extradition bill is retracted.
“We will fight until the end. That is the Hong Kong spirit,” says Henry Tse, 30.

(KAMPALA, Uganda) — A child in Uganda has tested positive for Ebola in what is the first cross-border case of the deadly virus since an outbreak started in neighboring Congo last year, Uganda’s health ministry said late Tuesday, in a blow to efforts by health workers who for months sought to prevent contamination across the heavily traveled border.
The patient, a 5-year-old Congolese boy, has been isolated at a hospital in a district near the Congo border, Ugandan Health Minister Jane Aceng told reporters.
The announcement puts new pressure on the World Health Organization to declare the Ebola outbreak — the second-deadliest in history — a global health emergency.
In April a WHO expert committee decided that the outbreak, while of “deep concern,” was not yet a global health emergency.
International spread of a disease as contagious as Ebola is one of the major criteria WHO considers before declaring a situation to be a global health emergency.
The Congolese boy crossed into Uganda on June 9 with his family through the Bwera border post, WHO said in a statement. He sought treatment at Kagando hospital and was transferred to Bwera Ebola treatment unit, WHO said.
Confirmation of Ebola was made on Tuesday by the Uganda Virus Institute. “The ministry of health and WHO have dispatched a rapid response team to Kasese to identify other people who may be at risk,” WHO said.
There have been more than 2,000 confirmed and probable cases of the Ebola virus in Congo since August, with nearly 1,400 deaths.
The disease is spread mainly through contact with the bodily fluids of those infected. For the first time an experimental but effective Ebola vaccine is being widely used, and Uganda has vaccinated nearly 4,700 health workers, WHO said.
Uganda has had multiple outbreaks of Ebola and other hemorrhagic fevers since 2000.
For most of the year, Mount Everest is left alone to pierce the sky and slice the hurricane-speed winds that whip its summit. But for a few weeks every spring, the winds die down and mountaineers from all corners take a shot at reaching the top of the world.
This year, an estimated 891 climbers reached Everest’s summit — a record year, but not necessarily one to celebrate. The crowds on Everest, which have been problematic for years, have become a serious safety issue. And this season, there were only five days with winds under 30 m.p.h., compared with 11 such days last year. The combination of more people making the attempt and fewer climbing days exacerbated the bottlenecks and created long queues. Climbers suffering from altitude sickness could not descend to seek medical attention.
In total, there were 11 deaths on Everest this year, marking one of the deadliest seasons in the mountain’s history.
The Nepalese government, which controls permits for the southern and more popular side of the mountain, has vowed to investigate what happened. Seasoned climbers are calling for significant reforms. Alan Arnette, a respected mountaineer who chronicles Everest expeditions, says a confluence of events have contributed to the crowded conditions, including the proliferation of low-cost guides, ignorant and inexperienced climbers and a government he believes is willing to turn a blind eye in the name of revenue. “Greed is at the country level and the guide level,” he says.
Here’s a look at Everest’s climbing history, and how deadly this season has been compared to past years:
With its modernist buildings, spacious grounds and airy cafeteria packed with young adults slinging backpacks while scrolling through their Instagram feeds, the African Leadership University on the Indian Ocean island of Mauritius looks much like any other college campus. Except, perhaps, when it comes to the library. Here you will find no silent temple to books and knowledge; in fact, the university’s Pure Learning Library has no books at all. Instead there’s a cacophonous din of competing ideas, as students convene in animated groups around communal tables, shouting out solutions while feverishly diagramming them on the whiteboards that panel the walls. “We aren’t really encouraged to be quiet here,” explains Jeremiah Nnadi, a second year Computer Science student from Nigeria, with a shrug. “We believe that the best way to learn is from our colleagues. Regurgitating the stuff you memorized from books just to pass an exam isn’t really going to solve Africa’s problems, is it?”
While books can be found elsewhere on campus, ALU’s approach to educating the next generation of African leaders looks a lot different from the traditional Western universities it was once modeled upon, starting with the scope of its ambition. When the Ghana-born, Stanford Business School-educated entrepreneur Fred Swaniker opened the Mauritius campus in 2015, he not only pledged to build 25 more like it in Africa, he also promised to produce 3 million young African leaders over the next 50 years. The first class of those leaders, made up 79 people hailing from more than 40 countries across the continent, graduate on June 12.
For Swaniker, this graduation serves as the first milestone in an ambitious program to reinvent education for a new generation in a uniquely African context. It is also the solution to an unanticipated problem that sprung up when he first sought to disrupt African education. In 2008, Swaniker launched his African Leadership Academy in Johannesburg, recruiting high school students from across the continent and promising to prepare them for the best universities the world had to offer. But once they got into those Ivy League and European universities, they rarely came back. “I realized we were actually contributing to the brain drain,” says Swaniker. “So I said it’s time that Africa had its own Stanford and MIT and Harvard. But instead of replicating the universities that were built for another era, we should build a university that looks to the future, that educates the leaders Africa needs.”

The Mauritius campus, with a residential program catering to 355 students, focuses on collaborative learning and pan-African leadership examples. Each classroom is dedicated to a influential African leader or artist — the Sankore wing, referencing one of the oldest universities in the world, in Timbuktu, Mali, features classrooms named after Ethiopian runner Haile Gebrselassie, U.N. general-secretary Boutros Boutros-Ghali and South African writer Bessie Head; the faculty lounge celebrates South African anti-apartheid activist Steve Biko. The four dormitories are dedicated to the great African civilizations, such as Axum, Kongo, and Songhai. Even the cafeteria aspires to pan-African cuisine, though Nnadi, the Nigerian computer-science student, says the attempt to create his nation’s national dish, jollof rice, “needs a lot of help.”
Complaints about cafeteria food being a universal college constant, the real difference at ALU can be found in the classrooms. ALU emphasizes real-world problem solving, starting on day one. Incoming students are presented with a list of challenges currently facing African countries, from climate change to health care, education, urban growth or immigration. For the rest of the year they are expected to research the issue, discuss it with classmates, teachers and outside specialists, and present concrete solutions. Developing leaders for the 21st century, says Swaniker, goes beyond academics. “The whole idea is to create problem solvers who have learned how to learn, rather than regurgitate knowledge. That means developing vital skills: critical thinking, leadership, communication, entrepreneurship, data analysis—this is what we need to develop Africa.”
Instead of majors, students have missions. Last year, one student established—and found funding for—a shelter for the island’s street dogs. Another team developed a campus-to-town transport system, vital for co-eds itching to get away from the sugar-cane fields surrounding the university for something more lively. Group work is encouraged because it develops leadership skills, says Nnadi, 20. “Going into real life from this point, I feel like there is no problem I won’t be able to deal with because I have seen it all: slackers, fights, conflict.”
And summer internships are mandatory. The school coaches students through the rigorous internship research and application process; by the time they graduate, most will have at least a year’s worth of work experience in Africa, and have applied to multiple jobs, giving them a head start in the real world. Nnadi has two internships lined up this summer—one at the Bank of Kigali in Rwanda developing an online platform for mobile banking, and another back home in Nigeria, mostly, he admits, so he can fill up on jollof rice before starting another school year.
The laser focus on problem solving means that graduates should be well prepared to tackle whatever comes their way, from finding a job to taking on some of the continent’s biggest issues. But the ALU experience has also raised the bar, making it harder for some students, like 25-year-old Kaone Tlagae from Botswana, to go back home. “I left home with the idea that I would come back and create change, but now that I have seen what the other countries [in Africa] have to offer, the other opportunities out there, I’m not sure it’s the right place for me anymore.” Maybe, she admits with a twinge of guilt as she contemplates taking a job in Kenya instead, ALU isn’t so good at stopping the brain drain after all.
Swaniker disagrees. The point of ALU, he says, is to create a cadre of African leaders and entrepreneurs who are trained to solve African problems, not just local ones. “We want a generation of Africans who are thinking on a continent-wide scale, who have networks across the continent, who can build pan-African businesses and grow economies and drive trade.” It’s not a brain drain, he says, but cross-pollination. “If someone from Botswana wants to develop a project in Zimbabwe, then there is probably someone from Zimbabwe who sees opportunity in Botswana.” A major part of entrepreneurship, after all, is spotting opportunities others might have missed.
Botswana has scrapped laws criminalizing same-sex relations on Tuesday, in a victory for LGBT rights in Africa.
The country’s high court overturned the law dating back to colonial times that criminalized consensual same-sex relations. It’s a big step for LGBT rights in Africa, where more than 30 out of 54 countries across the continent have laws criminalizing gay sex.
Judges voting to revoke the laws said they were unconstitutional. Sexual orientation “is an important attribute of one’s personality,” and “is not a fashion statement,” judges said. The court was packed with activists cheering the decision.
The case was brought two months ago by a student at the University of Botswana and supported by local and regional gay rights groups.
It comes just weeks after Kenya’s courts upheld its own laws that punish same-sex relations with up to 14 years in prison, after Kenyan human rights and LGBT organizations filed a petition.
Homosexuality has been a crime in Botswana since the late 1800s, when it was under British rule.
Section 164 of the country’s penal code, defines same-sex relations as “carnal knowledge against the order of nature”. The wording resembles that of the laws of many other former British colonies where homosexuality is illegal.
Judge Michael Leburu said anti-sodomy laws are a “British import” and were developed “without consultation of local peoples”, according to journalists tweeting from the courtroom.
Gay sex is punishable by death in parts of Nigeria, Somalia and Sundan; while offenders risk life prison sentences in Sierra Leone, Tanzania and Uganda.
Mozambique, São Tomé and Príncipe and Cape Verde have abolished laws criminalizing gay relationships.
Earlier this year Angola adopted a new penal code which led to the decriminalization of same-sex relations and a ban on discrimination based on sexual orientation.
U.S. President Donald Trump’s latest Twitter missive on financial markets holds water for some currency watchers.
Trump said Tuesday that the euro is “devalued” against the dollar, “putting the U.S. at a big disadvantage.” He may not be wrong: the common currency is over 22% undervalued versus the greenback according to the Organization for Economic Cooperation and Development’s purchasing-power-parity model. And then there’s the “Big Mac” approach to gauging currency valuations, which shows the euro is about 15% too cheap.

“The euro’s definitely undervalued on most measures,” said Kit Juckes, Societe Generale SA’s chief global FX strategist. “A persistent current-account surplus when unemployment is falling makes it hard to argue the currency isn’t undervalued.”
The euro briefly dipped following Trump’s tweet to a daily low of $1.1302, before rebounding to trade little changed at $1.1314. The common currency has weakened about 4% against the greenback over the past 12 months.
Other gauges suggest that valuations haven’t skewed too far from historical norms. A Federal Reserve dollar index that’s inflation-adjusted and trade-weighted is about 6% above its 20-year average. Meanwhile, the euro is about 6% below its average since its debut at the start of 1999.
“It’s well within the normal range of valuation,” said Adam Cole, chief currency strategist at RBC Capital Markets. “I don’t think there’s a policy of maintaining an undervalued currency, or holding it at undervalued levels.”
The euro is only a few percentage points undervalued, based on proprietary measures that show the exchange rate that would bring consumer prices to equal levels across countries, Cole said.
Valuation Matters
The dollar’s value is a concern for the U.S. administration if its strength makes American exports less competitive abroad. It’s also a worry for monetary-policy makers as it tends to restrain import prices, working against their efforts to boost inflation.
Fed policy is partly responsible for the euro’s valuation, according to Jane Foley, head of currency strategy at Rabobank International in London.
“The fact that the Fed has been the only Group-of-10 central bank to ratchet up a significant amount of policy normalization since 2015 certainly helped support the USD,” she said. “Of course, it can be argued that Trump’s tax cuts in 2018 increased the need of the Fed to hike last year.”
(MOSCOW) — In a stunning turnaround, Russian authorities Tuesday abruptly dropped all charges against a prominent investigative reporter after a public and media outcry over his arrest, and they promised to go after the police who allegedly tried to frame him as a drug dealer.
The release of Ivan Golunov marked an extremely rare case of security officials admitting a mistake. It also highlighted the difficulties that Russian journalists routinely face when reporting on sensitive topics like graft, corruption and President Vladimir Putin’s personal life.
The 36-year-old Golunov was stopped Thursday by police on a Moscow street and taken into custody, where his defense team said he was beaten and denied a lawyer for more than 12 hours. The journalist, who works for the independent website Meduza, had been facing drug charges that could put him in prison for up to 20 years.
Supporters mounted a nationwide campaign on his behalf, with journalists and others picketing Moscow police headquarters for five days. More than 20,000 people signed an online pledge to march in the capital on Wednesday, a public holiday, to protest Golunov’s arrest.
But Interior Minister Vladimir Kolokoltsev surprised the nation when he announced that all charges against Golunov were dropped after police found “no proof of his part in a crime.”
“I believe that the rights of any citizen, whatever his professional affiliation, ought to be protected,” the minister said, adding that he will ask Putin to dismiss two police generals, including the drug chief of the Moscow police, and suspend the officers who detained Golunov.
Speaking outside police headquarters, a shy and shocked-looking Golunov said he still couldn’t believe he was cleared so quickly.
“I will keep doing investigations to justify the trust of all those who supported me,” he said.
He added that he hopes the police will stop trying to frame innocent people, adding: “I hope it will not happen to anyone else in our country.”
In an unusual broadcast, his release was shown live on a state-controlled 24-hour news channel.
Judicial statistics indicate that the chances for criminal charges to be dropped or an acquittal once a person is in custody are extremely slim. When it does happen, authorities tend to avoid taking any blame.
“When the authorities admit their mistakes, admit the mistakes of the law enforcement officials and correct them, that’s very good because it shows that the government is reasonable,” Alexei Venediktov, editor-in-chief of the influential Ekho Moskvy radio station, told the Interfax news agency.
It is not yet clear if the police reversal represented a turning point for the many Russian journalists who are routinely attacked or face government pressure for their work. Many of them say they don’t feel safe to operate and report freely.
“We have put the pressure on the system and it worked this time,” said Pavel Kanygin, investigative reporter at Novaya Gazeta. “But it really is impossible to work in this environment.”
The circumstances of Golunov’s detention alarmed others in the media. In an apparent attempt to portray him as a professional drug dealer, police on Friday released several photos, reportedly from his home, of what appeared to be a drug lab. They later retracted the statement, saying that the photos were taken elsewhere.
In a separate statement later, the police said they found cocaine at Golunov’s home. A judge put him under house arrest Saturday following a public outcry of support, including from high-profile journalists working for state-owned media.
Many Russian journalists have to tread carefully in their work, especially when reporting about Putin and his family. But since Golunov’s work mostly focused on Moscow City Hall and the city’s crime-ridden funeral industry, the case raised questions about a possible shift in where the red lines are drawn in Russian journalism.
Award-winning journalist Roman Badanin was ousted from three major editorial positions between 2011 and 2016 after the media outlets under his leadership touched on topics believed to be too sensitive for the Kremlin.
Three top editors at the business newspaper RBC, including Badanin, were ousted in 2016 after reporting on Putin’s inner circle, including an investigative piece about an oyster farm near a mansion that a whistleblower has described as “Putin’s palace.”
To Badanin, the crackdown on Golunov stands out because it lower-level decision-makers, rather than the Kremlin or government-connected tycoons, were likely behind it.
“Ivan’s case tells us that now violence or unlawful actions against journalists can be applied at a lower level, not just by the Kremlin,” he told The Associated Press.
In act of journalistic solidarity not seen for at least 15 years, RBC and two other major papers, Kommersant and Vedomosti, published identical front pages on Monday with the headline “I am/We are Ivan Golunov,” and called for a transparent investigation of his case. The newspapers all had first-hand experience of government pressure and indirect censorship.
The solidarity surprisingly extended to tightly controlled state TV channels, with some commentators referring to Golunov as “a colleague” and questioning the police evidence.
Rights activists have long complained of police abusing their powers and planting drugs on innocent people. About 130,000, or nearly a third of the country’s prison population, were convicted on drug-related charges.
Golunov’s release prompted several prominent officials, including close Putin ally Alexei Kudrin, to call for a review of how drug charges are used and abused.
In a joint statement, the CEO and editor in chief of Meduza, along with Golunov’s lawyer and two other prominent journalists, pledged to investigate the police officials responsible for the arrest.
“The group of journalists we have gathered together in recent days will continue working, and now, they will be working together with Ivan himself,” the statement said. “This is only the beginning. We have a lot of hard work ahead of us if we are to ensure that what happened here will never happen again to anybody.”
(LONDON) — Boris Johnson solidified his front-runner status in the race to become Britain’s next prime minister on Tuesday, gaining backing from leading pro-Brexit lawmakers.
But he faced calls from his rivals to abandon his low-profile campaign strategy and start answering questions from journalists and the public.
Ten candidates are running to succeed Theresa May, who stepped down last week as Conservative Party leader.
Johnson, 54, has won the backing of many Brexiteer Conservatives by promising to lead Britain out of the European Union by Oct. 31, with or without a divorce deal.
Brexit-backing ex-party leader Iain Duncan Smith wrote in Tuesday’s Daily Telegraph that Johnson “is the most likely to deliver on the requirement to leave the EU” by that date.
Johnson has also been endorsed by some pro-EU Tories who think the flamboyant, tousle-haired ex-foreign secretary has the skills to energize a demoralized party and win back voters angry at the mess politicians have made of Brexit.
In a straw poll among a right-of-center bloc of Tory lawmakers on Monday, Johnson received almost double the votes of his nearest rival.
Most have given television and radio interviews and held public launch events — things Johnson has so far avoided, in an attempt to reduce the chance of gaffes that could derail his campaign. He also has not said whether he will participate in planned televised debates among leadership candidates.
The right-leaning Daily Mail newspaper said in an editorial that “if he wants to win, this bunker mentality is simply not good enough. Even though he’s the favorite, he can’t just sit back and hope to win by default.”
Health Secretary Matt Hancock, another contender, said “everybody who puts their name forward to be prime minister should be open to scrutiny, should be accountable.”
“I think everybody should participate in the proposed TV debates and I think we have got to ask the question, why not?” he told the BBC.
May resigned as Conservative leader last week after failing three times to secure Parliament’s backing for her divorce deal with the EU. She’ll remain caretaker prime minister until the party chooses a replacement.
The candidates to succeed her divide between those, including Johnson, who say the U.K. must leave on the scheduled date of Oct. 31, and others willing to delay departure in order to secure a divorce deal that’s acceptable both to the EU and to Parliament.
“It is not going to be possible to leave on the 31st of October,” said candidate Mark Harper, who said more time would be needed to secure a reworked deal with the EU and get it through Parliament.
But former House of Commons leader Andrea Leadsom put herself firmly in the hard Brexit camp, saying that “leaving the EU on October 31 is for me a hard, red line.”
In votes starting Thursday, the 313 Conservative lawmakers will narrow the field of 10 candidates down to two, who will be put to a vote of about 160,000 party members nationwide.
The winner, who will become Britain’s next prime minister, is due to be announced in late July.
(BEIRUT) — A Lebanese man with permanent U.S. residency who had been imprisoned in Iran for years on charges of espionage said Tuesday that he was subjected to “kidnapping, arbitrary detention and a show trial,” adding that his release served to de-escalate tensions between the U.S. and Iran.
In his first comments after arriving in his native Lebanon, Nizar Zakka denied reports that his release was part of a wider deal but suggested that it had helped avert further escalation in the region.
Zakka’s release comes amid heightened tensions between Iran and the U.S. after President Donald Trump withdrew the U.S. from Tehran’s nuclear deal with world powers. It comes against the backdrop of high-stakes diplomatic activity aimed at easing tensions between the two foes.
“The initiative, from beginning to end, was born in Lebanon. … But I won’t deny that this initiative had positive results on the region and appears to have stopped much of what might have happened,” Zakka told reporters shortly after arriving in Lebanon.
Zakka is one of several prisoners with either dual nationality or links to the West held in Iran. Lebanese officials have for years asked for his release, and it was not clear why Iran decided to act now.
The White House said it was “thankful” for Zakka’s release but wants to see other Americans who are detained there released as well.
“We’re thankful for the release of the individual in Iran,” press secretary Sarah Sanders said. “The big question is there’s several others and we want to see those people released as well.” Sanders declined to say whether the U.S. government was involved in securing Zakka’s release.
The U.S. State Department later released a statement welcoming Zakka’s release from his “unlawful imprisonment.”
“We hope that Mr. Zakka’s release is a positive sign for American detainees in Iran,” it added, referring to several U.S. citizens who remain in detention in Iran.
Flanked by his wife and siblings, Zakka spoke at the presidential palace, his first stop after arriving on a private plane at Beirut airport. He was accompanied by the chief of Lebanon’s General Security Directorate, Maj. Gen. Abbas Ibrahim, who had traveled to the Iranian capital to bring him home.
Wearing a dark suit and tie, Zakka flashed reporters the victory sign and hugged his brother Ziad before he went into a meeting with President Michel Aoun, who had personally requested his release.
“Mr. president, my family and I owe you for the rest of my life for what you did in order for me to win my freedom,” Zakka said after the meeting. “I went there (to Iran) upon an official invitation to a country where I was kidnapped.”
Zakka, an information technology expert, was arrested in Iran in September 2015 while trying to fly out of Tehran. He had just attended a conference there at the invitation of one of the country’s vice presidents. The following year, he was sentenced to 10 years in prison after authorities accused him of being an American spy — allegations vigorously rejected by his family and associates.
Earlier on Tuesday, an Iranian judiciary official confirmed that Tehran has agreed to hand over Zakka to Lebanese officials, providing the first official confirmation of his release, which had been anticipated for days.
“A court has accepted the condition of freedom for Nizar Zakka and he will be handed over to Lebanese officials,” judiciary spokesman Gholamhossein Esmaili said, according to the judiciary’s Mizan news agency.
A report Monday on the Iranian state TV’s website mirrored an earlier one carried by the semi-official Fars news agency about Zakka.
State TV, like Fars, quoted an anonymous source saying Zakka’s forthcoming release should only be seen as a “sign of respect” for the Lebanese militant Hezbollah group and its leader, Hassan Nasrallah.
“In this regard, no negotiations have taken place at any level with any person or any government,” state TV said.
Esmaili stressed that Zakka’s release was within “the frame of the law.”
“We reviewed the (Lebanese) president’s request through the Supreme National Security Council,” Esmaili said. “Also, the Lebanese Hezbollah group considered the approval of his freedom as prudent.” The leader of the Iranian-backed Hezbollah has not made public comments about Zakka’s imprisonment, but pro-Hezbollah media have said that Nasrallah had in recent days urged the Iranians to facilitate his release.
Zakka, who lives in Washington and holds resident status in the U.S., leads the Arab ICT Organization, or IJMA3, an industry consortium from 13 countries that advocates for information technology in the region.
In 2016, The Associated Press reported that Zakka’s supporters wrote to then-Secretary of State John Kerry, stating Zakka traveled to Iran “with the knowledge and approval of the U.S. State Department, and his trip was funded by grants” from it.
Zakka’s IJMA3 organization had received at least $730,000 in contracts and grants since 2009 from both the State Department and USAID, the lead American government agency fighting poverty and promoting democracy across the world.
The State Department has yet to respond to a years-old request from the AP for information about those grants.
Shahindokht Molaverdi, an adviser to President Hassan Rouhani who as a vice president invited Zakka to Iran, told the AP in September that Iran’s government had “failed” to help Zakka.
“This is in no way approved by the government,” Molaverdi said. “We did all we could to stop this from happening, but we are seeing that we have failed to make a significant impact.”

About Swachh Maharashtra Mission || Clean Maharashtra Campaign (Civil)
The Government of India has announced the implementation of Swachh Bharat Abhiyan across the country to clean the cities and to make all the citizens of this city accessible to the toilets for a clean environment and better health for all citizens of the country. Accordingly, this campaign is being implemented from October 2, 2014, to the birth of Mahatma Gandhi’s 150th birth anniversary till 2 October 2019. The Central Government has published guidelines for implementation of Swachh Bharat Abhiyan (Civil) as a campaign in the country.
The total number of 265 urban local bodies in the state is 26 municipalities and 239 municipal councils, and according to the 2011 census, the urban population is 5,08,27,531 (45.23 per cent of the total population of the state). So, the total number of families in the urban area is 1,08,13,928. About 29 per cent of them does not have toilet facilities. About 73 per cent of households do not have access to toilets, they are using public toilets. So, about 27 per cent of households is going to the toilet to open.
According to the guidelines of the Swachh Bharat Abhiyan (Civic) of the Central Government, “Clean Maharashtra campaign (civil)” is one in the state on the lines of Clean India Bhain (Urban) of the Central Government to provide toilet facilities to the families going to the toilets and to manage the solid waste in the cities. Is being implemented as a campaign. The duration of this campaign will be until 2 October 2019

The Tamilnadu Public Works Department is a state government owned authority, and is in charge of public sector works in the State of Tamil Nadu. It is part of the Ministry of Public Works Department and is entrusted with the construction and maintenance of buildings for most of the government departments and public undertakings, and the construction of bridges, roads, and infrastructure. The Public Works Department (PWD) is the oldest department in Tamil Nadu and was founded during British Raj during 1800. It became a government body in 1858. About Haryana Police:
The armed police of Haryana comprise five battalions, three of which are in Madhuban, near Karnal. Two battalions are based on Ambala and Hisar. After the establishment of the state of Haryana on 1.11.1966, six battalions of the Punjab police were transferred to that state. These included four Indian government reserve battalions that later merged into the Border Security Force / Central Reserve Police, and so on. Subsequently, only two battalions remained. 1st Bn. still continues in the city of Ambala. HAP HQs were transferred to Madhuban in 1968.
Taking into account the needs of law and order in the state, the 3rd Battalion, PAH was established in 1969 with headquarters in Hisar. NEW DELHI: Investigation into the high-profile IL&FS fraud has showed that the then CEO of the group's financial services arm IFIN helped a senior director of a leading rating agency buy a duplex villa worth crores at a discount when an important circuitous transaction with a defaulter borrower was underway in 2012-13.The probe by the government's white-collar crime probe agency SFIO has already unearthed connivance of auditors and independent directors with the then top management of IFIN (IL&FS Financial Services Ltd) in defrauding the company.IFIN & several other group companies have been found to have indulged in multiple circuitous transactions involving several illegalities including fast disbursals to some borrowers despite their bad track record in servicing existing loans and also delayed recoveries.As per the investigation report, which is part of the first chargesheet filed by the Serious Fraud Investigation Office (SFIO), IFIN and other entities from the IL&FS (Infrastructure Leasing and Financial Services) group continued to enjoy high ratings from various rating agencies, including due to window-dressing of the company books.As per the report, a part of a loan disbursed to SIVA Group was used by the borrower to pay IFIN for the liabilities arising out of a debt syndication fee.This fee was paid by SIVA group to IFIN for services rendered by IFIN for debt restructuring carried out by the company.The probe showed that in the year 2012-13, SIVA Ventures had an outstanding liability against Unitech, while an outstanding loan of IFIN to Unitech was also overdue.The SFIO probe has revealed that the IFIN top management decided to bail out SIVA group by funding the repayment of the liabilities of Unitech towards SIVA Ventures. Accordingly, sanction and disbursal of Rs 125 crore was done to Unitech group to help them clear their dues to Siva of approximately Rs 80 crore and consecutively Siva to clear the loans of IFIN.In this transaction, IFIN not only self-funded their advisory income of Rs 8 crore but also granted additional loans of approximately Rs 45 crore.However, post completion of transaction, on Siva group's request, it was allowed to utilise a major portion of the loan, approximately Rs 40 crore, to close a loan of Union Bank of India. This was done in consideration of a mandate of restructuring from Siva group to IFIN with a fee of Rs 12.5 crore."Further, in the interim of this transaction, Ramesh Bawa (who was then CEO and MD of IFIN) also assisted a senior director in Fitch Ratings, Singapore, who appears to be involved in rating of ILFS in buying a duplex villa of Rs 4.25 crore at a discounted price of Rs 3.25 crore," as per the probe report.When contacted, a Fitch Ratings spokesperson said, "We are unable to comment on it."According to the website of IFIN, its borrowing programme was rated by the renowned rating agencies - Credit Analysis and Research Ltd (CARE), Investment Information and Credit Rating Agency of India Ltd (ICRA) and India Ratings & Research Pvt Ltd (FITCH).It also said IFIN enjoyed "the top notch credit rating for its long term and short term borrowing programme".The website further mentions FITCH had assigned a national rating of 'AAA(ind)' to Long Term Borrowing programme and 'F1+(ind)' to Short Term Borrowing Programme of the company, which denotes the highest degree of safety regarding timely servicing of financial obligations and carry lowest credit risk.It also lists various rating reports given to it by Fitch Ratings till 2011 and by India Ratings, as a Fitch Group company, for 2013-2014 period.The website also lists high ratings assigned to it by CARE and ICRA.The SFIO probe has also flagged that auditors of debt-laden IL&FS not only connived with the top management in their fraudulent activities, but also sought to sell them certain products and services.While the government has appointed a new board at IL&FS as part of its efforts to revive the sprawling group, the SFIO has filed its first chargesheet after taking into consideration details about 400 entities and data collected from various sources, including computers and laptops, among other sources.There was window-dressing of the asset book, ever-greening of loans and delayed recoveries for several years in connivance with the top brass.Despite an end-use policy being in place, the investigation found, loans were not monitored for their proper end-use.The massive scam came to light last year after various IL&FS group entities defaulted on debt repayments. The group owed more than Rs 90,000 crore as of March 2018. In October, the government superseded the board of IL&FS and appointed a new board.In the chargesheet, the SFIO has accused 30 entities/individuals of various violations and offences, including of financial fraud. Some of the accused persons, including Bawa, are already in judicial custody.
NEW DELHI: Aimed at helping investors and accelerating growth, the Modi government is planning a new labour legislation that would merge 44 labour laws under four categories-- wages, social security, industrial safety & welfare, and industrial relations.The decision has been taken at an inter-ministerial meeting chaired by Home Minister Amit Shah and attended by Finance Minister Nirmala Sitharaman, Labour Minister Santosh Gangwar, Commerce and Railway Minister Piyush Goyal among others."A new Labour Bill will be introduced in the coming session of the Parliament," Gangwar told reporters Tuesday after the hour-long meeting.Gangwar said the draft bill will be placed before the Union Cabinet after which it will be introduced in Lok Sabha, possibly in the second week of the coming Parliament session."All major labour unions in the country were consulted by the government for the new labour laws," he said.The four categories will deal with wages, social security, industrial safety and welfare, and industrial relations, an official said.It is expected that the laws related to social security, including the Employees' Provident Fund and Miscellaneous Provisions Act, Employees' State Insurance Corporation Act, Maternity Benefits Act, Building and Other Construction Workers Act and the Employees' Compensation Act will be merged to create a single social security law or code.Several industrial safety and welfare laws such as the Factories Act, the Mines Act and the Dock Workers (Safety, Health and Welfare) Act, will be merged to create a single category on industrial safety and welfare.The Minimum Wages Act, the Payment of Wages Act, the Payment of Bonus Act, the Equal Remuneration Act and a few others are likely to be merged.The Labour Code on Industrial Relations will combine Industrial Disputes Act, 1947, the Trade Unions Act, 1926, and the Industrial Employment (Standing Orders) Act, 1946.The proposed new labour law will help investors and is expected to accelerate growth, another official said.
NEW DELHI: Beware of Chinese bearing gifts, or rather Chinese ecommerce companies bearing gifts. India's government, worried that many of China's online merchants are in effect abusing this country's no-cap rule on duty-free gifts, is considering setting an upper limit on the number of overseas gifts any citizen can receive in a year. Officials, who spoke off record, told ET that the government has begun a review of customs norms governing gifts, and that changes may be introduced in the upcoming budget, which is to be presented on July 5. "Norms are being reviewed… There is a growing view that a tighter framework is needed," said a government official. A cap on the number of overseas gifts can be enforced by linking receipts to a citizen's Aadhaar or passport number. Under current customs norms, free samples as well as gifts from overseas persons up to the value of Rs 5,000 can be received duty-free in India via couriers. There is, however, no cap on how many gifts an individual can receive annually. And it's this provision that's being exploited by overseas ecommerce outfits, especially those from China.There have been reports of individuals receiving packages on a daily basis, said the official quoted above. Using the gift route allows overseas ecommerce players to avoid import duties, giving them an unfair advantage over firms that follow customs norms. Local ecommerce companies had earlier sent representations to the government on the issue.COURIER COS IGNORE NORMSCourier service providers are required to carry out know-your-customer checks of the recipients. But smaller courier companies frequently ignore these norms, officials said. Therefore, the government may also look at tightening the KYC norms.The need for a broader policy, officials said, stems from the limited impact of the narrow-focussed regulatory action undertaken so far. In January, one zone of the Mumbai customs commissionerate cancelled registrations of courier companies that did not comply with KYC norms. It also ruled that the Rs 5,000 limit on the gift value will include the courier charge. But the result was rerouting of such packages via other points of entry.
MUMBAI: Yes Bank founder Rana Kapoor's demand for a seat on the board and compensation for lost payment has thrown the private sector lender's board into a tizzy, forcing the resignation of a second independent director in two days, three people familiar with the development said. Mukesh Sabharwal, chairman of the nomination and remuneration committee, quit on Tuesday citing personal reasons. Former interim CEO Ajai Kumar had quit on Monday, also on personal grounds.Rana Kapoor had sent two letters in early May seeking re-induction on the board as well as crores of rupees in compensation for lost remuneration. Many board members found this demand unreasonable, these people said."The two letters from Kapoor set off the bitter battle in the boardroom," said one of the persons.BOARD SPLIT OVER DEMAND"There were some sympathetic to his demands. Others believed that it could go against the spirit of the RBI decision not to give him another term as CEO. If someone is unfit to be a CEO, how is he good to be on the board of the same bank," the person said. 69749182 The RBI had refused to approve the renewal of Kapoor's tenure as chief executive of the bank last year, citing governance and accounting lapses, forcing it to hire a new CEO.The board is split over Kapoor's demand to be re-admitted as director, said the persons. Following the resignations, it is down to 11 directors, including chairman Brahm Dutt. The development comes as the bank is in the process of raising funds and is in talks with private equity firms such as Advent International and Apax Partners. TPG and T Rowe Price, a portfolio investor, are also looking at investing in the bank. An annual shareholder meet is scheduled for Wednesday."Sabharwal has mentioned that he wants to devote quality time on his academic pursuits and hence has tendered his resignation," Yes Bank said in an exchange filing.Kapoor denied there was any controversy over his appointment."No such issues whatsoever," he told ET in an email. "We have two board representatives and nothing else whatsoever please." He didn't elaborate.The RBI had first turned down a three-year term for Kapoor, one of the bank's co-founders. Kapoor's bid to continue for a shorter term of two years was also turned down by the regulator, which led to the hiring of Ravneet Gill from Deutsche Bank as CEO.Yes Bank did not respond to queries and Gill couldn't be reached for comment.After the RBI rejected Kapoor's continuation as CEO, at least five directors have quit the board, including former finance secretary Ashok Chawla. The hunt for Kapoor's successor was marked by the abrupt resignation of the search committee's head, OP Bhatt, former chairman of the State Bank of India. The latest boardroom tussle could leave the bank vulnerable, with potential shareholders turning wary about corporate governance issues.The resignations may have been sparked in part by social media chatter about remuneration and whether they could fulfil their roles."They said that why should they take all this nonsense at this stage of their lives," said the second person cited above. "They could have performed their roles, but if some forces are against it, why should they go out of their way."The RBI had nominated retired deputy governor R Gandhi to the board of Yes Bank last month to make sure that the lender adhered to prudential norms and ensured checks and balances were in place.The resignation of the two directors will leave key committees without their chairmen. These include the nomination and remuneration committee that decides on bank personnel and the credit committee that was headed by Kumar.
NEW DELHI: The government will within this week float two large proposals offering subsidy to states for deployment of 5,000 electric charging stations in cities and highways. This is the pilot electric infrastructure layout plan by the government and aims at promoting India's plan to shift 40% fleet to battery-operated vehicles. Presently, there are 150 charging stations in India. Setting up stations in cities will be open to all companies while only central utilities will be eligible to deploy such infrastructure on highways.Two separate expressions of interest for electric vehicle charging infrastructure in cities and on highways will be floated by the department of heavy industries this week, an official said.For securing subsidy for deployment of charging stations within cities, states through their nodal agencies, mostly electricity distribution companies, will have to submit their proposals to the department.Interestingly, for setting up electric charging points at highways, proposals can be submitted only by central public sector enterprises. For deployment of charging stations at highways 100% subsidy will be given on cost of charger and transformer, the official said.The government has de-licensed public charging stations business for electric vehicles enabling individuals to extend such facilities, but at a regulated tariff.Companies like ABB, Acme Industries, Fortum India and a few Dutch firms are actively considering setting up vehicle charging stations. State-run companies like NTPC, GAIL India, Indian Oil Corp and Power Grid Corp have been exploring diversification into electric vehicle charging infrastructure business.India has recently approved phase-II of FAME India Scheme (Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India), for a period of three years commencing from April 1, 2019 with total budgetary support of Rs 10,000 crore. The main focus of this phase of the scheme is the electrification of public and shared transportation and laying of electric vehicles charging infrastructure.The government targets setting up of one charging station every three km in cities and every 25 km on both sides of highways.
Moody's Investors Service has placed Yes Bank's ratings under review for a downgrade citing its large exposure to debt-laden nonbanking financial companies (NBFC) and the possibility that the bank's loans under watch list could slip into non-performing assets (NPAs). In a note on Tuesday, the rating agency arm said it had placed the bank's foreign currency issuer rating, long-term foreign and local currency bank deposit ratings, medium-term note issuer rating under review for a possible downgrade."The review for downgrade takes into account Moody's expectation that the ongoing liquidity pressures on Indian finance companies will negatively impact the credit profile of Yes Bank, given the bank's sizeable exposure to weaker companies in the sector. At the end of March 2019, Yes Bank's exposure to Indian housing finance companies (HFC) and non-bank finance companies (NBFC) represented 6.4 per cent of its total exposure. In addition, Yes Bank had a 7 per cent direct exposure to the commercial and residential real estate sector as of the same date, which is also under pressure, because liquidity conditions have worsened for the real estate sector, just like with the HFCs and NBFCs," Moody's said.Moody's pointed out that the bank had classified about Rs 10,000 crore of its exposure, representing about 4.1 per cent of its total loan book, under a watch list after its results for the quarter ended March 2019.These loans could slip into NPAs in the next 12 months, Moody's said. The bank had made a 20 per cent provision for these loans under watch list during the quarter ended March."The bank's weak performance in fiscal 2019 led to its capital, as measured by the common equity tier 1 ratio, falling to 8.4 per cent from 9.7 per cent in fiscal 2018… If Yes Bank cannot raise the capital, its loss absorbing capacity and therefore financial profile will be under pressure," said Moody's.The rating agency has maintained a negative adjustment for corporate behaviour for Yes Bank, because of the account management's aggressive strategy, which has translated into rapid loan growth in the past 4-5 years and large concentrations to some of the Indian conglomerate groups."The adjustment also takes into account the Reserve Bank of India's (RBI) identification of several lapses and regulatory breaches in the various areas of the bank's functioning. In Moody's opinion, given the recent changes at the bank, its corporate behaviour can gradually improve. Nevertheless, Moody's continues to make the negative adjustment to reflect the fact that the changes are fairly new and our expectation that the impactof the previous actions will continue to negatively impact the financial performance of the bank," Moody's said.
By now, Xi Jinping is used to Donald Trump's tariff threats. But the U.S. president's latest ultimatum is personal, and the Chinese leader's response could have far-reaching consequences for his political future.Trump on Monday said he could impose tariffs "much higher than 25%" on $300 billion in Chinese goods if Xi doesn't meet him at the upcoming Group of 20 summit in Japan. China's foreign ministry -- which usually refuses to provide details of meetings until the very last minute -- declined Tuesday to say whether the meeting would take place.The brinkmanship puts Xi -- China's strongest leader in decades -- in perhaps the toughest spot of his six-year presidency. If Xi caves to Trump's threats, he risks looking weak at home. If he declines the meeting, he must accept the economic costs that come with Trump possibly extending the trade conflict through the 2020 presidential elections."Whether they meet or not, none of the possible scenarios are good for President Xi or the economy in the long run," said Zhang Jian, an associate professor at Peking University. China's imports tumbled in May, underscoring domestic economic weakness that could hurt global growth. For China, 25% tariffs could result in a drag of nearly 1% on growth by 2021 if they remain in place, according to Bloomberg Economics.Stalled TalksWhat's more, Chinese officials increasingly feel like working-level talks aren't leading anywhere. One Chinese trade official said discussions with the U.S. had reached a point where no further progress could be made without the intervention of the two presidents.And besides, Trump has a track record of escalating tensions dramatically before cutting a deal in a personal meeting."The best approach for China is to not reply to Trump's words, but wait a few days and then announce that Xi will attend the G-20," said Wang Peng, associate research fellow at the Chongyang Institute for Financial Studies at Renmin University of China. "Meeting Trump is risky for everybody, but Xi can manage and control that risk."Xi, however, also has reasons to avoid a meeting with Trump. China has repeatedly said it won't be bullied or pressured into negotiating, and Xi could look as if he's giving Trump a win by meeting him after an explicit threat.Since talks collapsed, China's state media has ramped up nationalist rhetoric. The Communist Party's flagship People's Daily newspaper ran a commentary last month saying China will never make decisions that "give up power and humiliate the country," a phrase used in school textbooks to describe the treaties China signed mostly in the 19th century.Ignoring Threats"I don't think the threat will work," said He Weiwen, a former commerce ministry official who is now a senior research fellow at the Center for China and Globalization. "China will reiterate that the U.S. side must have sincerity if they want the talks to continue."Previous interactions with Trump don't help much in making the decision. When Trump flirted with a more formalized relationship with Taiwan early on in his presidency, China refused any contact until he reaffirmed the U.S.'s "one-China" policy. And even assuming they do meet, the best outcome could be another temporary truce that only prolongs the uncertainty.Either way, Xi has a lot riding on the decision. It's a Pro, bro.That seems to be the flavour of the season for smartphone brands in India, with the likes of Xiaomi, Oppo, Vivo, Realme, OnePlus and Huawei launching Pro — short for professional — versions of their base models.The Pro versions, which brands claim to offer better features for a higher price, have created a separate segment for the companies to capitalise on. But analysts say many of the Pro versions launched so far in India have only cosmetic changes from the base ones — for instance, a better camera — but are priced as much as 50% higher, a strategy that they cautioned could backfire and hurt brand value.Market leader Xiaomi, however, justified the launch of Pro versions, saying changing the nomenclature allowed consumers to better understand the difference between variants and make their selections easier.On analyst views that the Pro strategy by brands could be misleading customers to pay a premium for not that many features, a Xiaomi spokesperson said: "A lot is dependent on the industry trend — if camera is the biggest trend in the market, then the brands are more likely to make that as their biggest USP."Others like OnePlus and Vivo also backed the Pro strategy, and downplayed analyst concerns. Oppo and Realme didn't comment. However, there are also exceptions, it said."Unfortunately, there is nothing such to indicate in the Pro variants launched so far by the smartphone brands, which could qualify them to be seen as the smartphones for professionals," said Faisal Kawoosa, founder of research firm techARC.The price variation is also stark, the techARC data suggested. The Pro version's average price was Rs 20,668, almost 50% more compared with the base model's average price of Rs 13,902. The disparity in the prices between brands was also wide: Pro versions launched in 2019 are priced in the range of Rs 7,000 to Rs 48,000. The costliest Pro version available is priced at nearly Rs 72,000."The pro version should have relevant and clear differentiation from the normal upgrade, otherwise consumers might lose faith in the brand, which can then affect its place in the market amid high competition," said Tarun Pathak, associate research director at Counterpoint Research.
With India's job market undergoing a transition, only 13 per cent of employers across the country indicate upbeat hiring plans for the next three months, while 61 per cent anticipate no change in their payrolls, a survey said Monday.According to the ManpowerGroup Employment Outlook Survey, while 13 per cent of employers expect to increase payrolls, none forecast a decrease, 61 per cent anticipate no change and 26 per cent were unsure about any change in payrolls, resulting in a net employment outlook of 13 per cent.Hiring intentions marginally declined by four percentage points when compared with the year ago period (July-September quarter of 2018)."According to ManpowerGroup's survey, India's job market, overall, looks consistent, although it is still going through the transition with a slight slowdown in employment," ManpowerGroup India Associate Director Marketing Cynthia Gokhale said.Sector-wise, the services sector is expected to drive the third quarter job markets with a net employment outlook of 16 per cent, followed by the mining and construction, wholesale and retail trade and manufacturing sectors with outlooks of 11 per cent.Gokhale further said that some of the major trends that will drive recruitment in 2019 in India, are diversity, automated recruitment, virtual reality, and remote working options among others."Over the last few months, the landscape of the recruitment industry in India has changed. The HR field is also going through an automation revamp," Gokhale said.In a regional comparison, employers in the southern and western regions lead hiring expectations.Gokhale further noted that "with more than a million unemployable graduates that the Indian universities are churning out every year and thousands of jobs disappearing each year, India now must prioritise investing in education to bridge the skill gap between the requirements in the market and job seekers skill sets".ManpowerGroup interviewed over 59,000 employers in 44 countries and territories to forecast labour market activity in the third quarter of 2019, including 4,951 employers in India.Globally, employers expect workforce gains in 43 of 44 countries and territories surveyed in the period up to the end of September.In a comparison with the same period last year, hiring intentions strengthen in 12 countries and territories, but weaken in 26 and are unchanged in six, the survey said.The strongest hiring sentiment is reported in Japan, Croatia, Taiwan, the US, Greece and Slovenia, while the weakest hiring prospects are reported for Hungary, Argentina, Italy and Spain, it added.
