The U.S. Army has laid out its plans for establishing its first ever unit armed with hypersonic boost-glide vehicles, as well as the transporter erector launchers, or TELs, that will carry the weapons. The service describes this unique artillery battery as primarily as an experimental organization that will help with the development of new concepts of operation around the employment of hypersonic weapons, but insists that it will also have a "residual" operational capability.

Prime Minister Trudeau refused to use the term "genocide" today .... Trudeau avoids calling the violence against Indigenous women a 'genocide' (National Post). In my opinion he did the right thing. The mass majority of Canadians want to support policies and initiatives that make sense. Labelling them as complicit in genocide is going to kill the conversation. It will also frankly hurt the Prime Minister's chances of getting re-elected when Canadians go to the polls this October, especially in places like the province of Quebec where the French and native communities have a long history of animosity that goes back centuries.
As to the report itself. I think the severe criminal penalties and rules that it wants implemented be adopted for all Canadians instead of just for Canada's indigenous peoples. The report also calls for more police in these communities, but in my experience many of these communities have trouble recruiting people who want to be policemen or policewomen. Crime insome of these reservations is a huge problem, and according to the RCMP almost 70% of all murders of indigenous peoples occur within these communities. Who wants to work in such an environment? Especially in small communities where everyone knows everyone, and crime is an endemic problem.
I also believe that we must rethink on what to do with isolated reservations with no jobs (unless you work for the government), resources, or opportunities. Other native communities have also been given land and resources that are valued in the tens of billions of dollars. I believe a strategy should be developed on how to use these resources effectively, and to encourage investment. I understand that many native groups are against development, but a compromise must be found because the status quo is not working. The report's call for a guaranteed income will also not solve the crisis. Throwing money never solves social ills, and in some cases will only perpetuate the misery by creating a dependency on these funds. I have also seen first hand on what happens when government money flows into these communities. Many act responsibly, and many do not.
Update #1: Prime Minister Trudeau used the term genocide this evening. It looks like he received an earful from his progressive base for not using the word earlier today. The French media in Quebec are also giving a story a far more critical review than their English peers.
Update #2: A regular reader of this blog who is also a Canadian asked me on what should be the priority to combat this crisis. My answer is simple. Focus on the children and instill in them a culture for education and learning, and be persistent about it. Make schooling and the activities that promote it the center of their lives from preschool to the end of high school. And for those who have earned the marks and who want to go to university, promote that too. This is going to take decades, but what better way to start now.

The tunnel was rigged with electrical wiring, fuse boxes and communications equipment. An army spokesman said it began almost a kilometer (mile) away inside Lebanon and reached depths of some 80 meters (265 feet) - about the height of a 22-storey building - as it crossed into Israel, near the town of Zarit.
It came to light earlier this year during an army operation in which a number of attack tunnels dug by Iran-backed Shi'ite Hezbollah were discovered and sealed off, the military said.

Witnesses said a sit-in next to the Defence Ministry, the focal point of anti-government protests that started in December, had been cleared. Protesters poured onto streets elsewhere in Khartoum and beyond in response, setting up barricades and roadblocks with rocks and burning tyres.

WASHINGTON (Reuters) - Mexico on Monday made clear it would reject a U.S. idea to take in all Central American asylum seekers if it is raised at talks this week with Trump administration, which has threatened to impose tariffs if Mexico does not crack down on illegal immigration.
President Donald Trump last week said he will impose tariffs on all Mexican imports from June 10 as a way to pressure Mexico to tackle large flows of mostly Central American migrants passing through on the way to the United States.
The threat was a shock to global markets, which are already suffering from a trade war between the United States and China.

A Chinese state-run newspaper today accused the U.S. of being a threat to the world amid an intensifying trade war between Washington and Beijing and as Donald Trump arrived in Britain on a state visit.
The propaganda by Communist Party's mouthpiece People's Daily said the Trump administration tried to reply on hegemony to 'Make America Great Again'.
'[It] was not only a serious misjudgement, but also a serious threat to the peaceful development of the world,' wrote the piece published hours before Trump's Air Force One touched down in London.
China is expected to increase its nuclear weapons stockpile by twofold in the coming decade, according to a new U.S. military intelligence assessment, part of a sweeping build-up of Beijing's strategic arsenal.
"Over the next decade, China is likely to at least double the size of its nuclear stockpile in the course of implementing the most rapid expansion and diversification of its nuclear arsenal in China's history," Lt. Gen. Robert Ashley, the director of the U.S. Defense Intelligence Agency said during a speech on Wednesday.
The disappearance of indigenous women and girls in Canada was determined to be genocide by a three-year national inquiry, the findings of which were released at a ceremony in Quebec Monday.
The investigation began after the acquittal of the main suspect in the murder of a 15-year-old girl in 2014 sparked outrage and protests, reports the New York Times.
A 2014 Royal Canadian Mounted police report said that 1,200 indigenous women have gone missing or been killed between 1980 and 2012, although some government officials said the number is as high as 4,000.
The report said that violence against women and girls was a “race-based genocide of Indigenous peoples, including First Nations, Inuit and Métis” enabled by “colonial structures,” reports the Times. The report cited abuses such as forcing indigenous children to attend government run residential schools, and police and justice system failure to address the concerns of indigenous women, according to the Times.
“This is an uncomfortable day for Canada but it is an essential day,” Prime Minister Justin Trudeau, who attended the ceremony, said, according to the Times. “To the missing and murdered Indigenous women and girls of Canada, to their families and to survivors — we have failed you.”
The Times reports that Trudeau pledged to review the report, to create a “national action plan” to address issues, and to work with indigenous partners on next steps.
Marion Buller, the chief commissioner of the inquiry and a retired indigenous judge, defended the use of the word “genocide” to describe abuses against indigenous women in Canada. “The type of genocide we have in Canada is death by a million paper cuts for generations,” she told reporters, according to the Times.
Trudeau promised a “full reconciliation” with indigenous peoples after a 2015 report was released documenting abuse against the aboriginal community, and in 2017 he told the U.N. that he was focused on “righting historical wrongs.”
First trade, then technology — now talent. The Trump administration has started taking aim at China’s best and brightest in the U.S., scrutinizing researchers with ties to Beijing and restricting student visas.
Several Chinese graduate students and academics told Bloomberg News in recent weeks that they found the U.S. academic and job environment increasingly unfriendly. Emory University dismissed two Chinese-American professors on May 16, and China’s Education Ministry issued a warning Monday on the risks of studying in the U.S. as student visa rejections soar.
“I’m nervous, worried, even saddened by the unnecessary conflict,” said Liu Yuanli, founding director of the Harvard School of Public Health’s China Initiative and now serves as dean of Peking Union Medical College’s School of Public Health in Beijing. “The restrictions on Chinese scholars and students are irrational and go against the very core value that makes U.S. a great nation.”
Liu is a participant in China’s controversial “Thousand Talents” recruitment program, which began in 2008 as a way for Beijing to encourage its brightest citizens abroad to help develop the economy back home. More recently, China has sought to play down the program as U.S. concerns about its activities grow.
Increasing suspicion
The developments underscore how the trade conflict is fundamentally changing the relationship between to the world’s two largest economies, from one of greater reliance to increasing suspicion. President Donald Trump’s expanding curbs on Chinese goods and China’s move to set up a sweeping blacklist of “unreliable” foreign entities since their trade talks broke down have helped fuel new Wall Street warnings about a possible global recession.
Education has for decades been a strong point of cooperation between the nations, with a surge of Chinese students filling American university coffers while giving the country access to some of the world’s best research hubs. The U.S. hosted more than 360,000 students from China last year, according to a report by the Institute of International Education, more than any other country.
Still, growth has slowed amid the trade tensions, with the number of students rising 3.6% last year — or roughly half the pace of the previous year. The share of Chinese government-sponsored students refused visas increased to 13.5% in the first three months of this year, compared with 3.2% in the same period of 2018, according to new Chinese government data.
Slower renewals
Annual student visa renewals, which previously took about three weeks, are now dragging on for months, according to several Chinese doctorate candidates at the Massachusetts Institute of Technology, who asked not to be named over concerns their career prospects could be affected. One of the students said they were leaning toward returning home after graduation, worried that the scrutiny of Chinese scholars could continue for years.
“The actions of the U.S. side are causing a chill in China-U.S. educational exchanges and cooperation,” Xu Yongji, deputy director of the Education Ministry’s Department of International Cooperation and Exchange told a briefing Monday in Beijing. “We hope that the U.S. side will correct its wrong practices as soon as possible, take a more positive attitude, do more things conducive to promoting bilateral educational exchanges and cooperation.”
The ministry criticized what it said were groundless U.S. accusations of “non-traditional espionage activities.” The ministry cautioned Chinese students about the risks of pursuing an American education only to be denied entry far into the process, an message that highlights a change in attitude in Beijing even if it won’t actively curb applications.
The U.S. State Department didn’t immediately respond Monday to a request for comment.
Researchers fired
The worries have persisted despite progress claimed by China after President Xi Jinping discussed the issue with Trump during their summit on the sidelines of the Group of 20 meetings in Argentina last year. Although Chinese state media said Trump reaffirmed U.S. desire for the country’s students, the White House mentioned no agreements on the issue.
The Trump administration vowed in its 2017 National Security Strategy to review visa procedures and consider restrictions on foreign science, technology, engineering and mathematics — or STEM — students from designated countries to ensure that intellectual property is not transferred to competitors. Last June, the U.S. State Department said it would limit the visas for Chinese students studying science and engineering.
Those moves have been followed by actions by U.S. universities such as Emory, where one fired genetics researcher, Li Xiao-Jiang, was a Thousand Talents participant. In April, three researchers were also let go by the University of Texas’s M.D. Anderson Cancer Center in connection with an investigation into possible foreign attempts to take advantage of its federally funded research.
Some have pushed back against the trend, including Yale University President Peter Salovey, who affirmed the school’s “steadfast commitment” to foreign talent in a May 23 open letter. China’s foreign ministry backed his stance, saying personnel and cultural exchanges between the two countries “should not be politicized.”
Returning talent
While the student visa squeeze may help protect U.S. research, it could also accelerate the return of Chinese scholars. One of China’s top schools, Jinan University, pledged to take in Emory’s Li and his lab staff and Chinese companies are eager to poach the employees of their Silicon Valley peers.
“Of course we are happy to bring them in, if those are the ones we need,” Ren Zhengfei, the founder of Huawei Technologies Co., told Bloomberg last week.
Xi has repeatedly called for “indigenous innovation” in core technologies since taking power in 2012, and the country has sped up reforms in higher education. The U.S. ranked sixth on the 2018 Global Innovation Index released by institutions including Cornell University and INSEAD, ahead of No. 17 China.
“It is impossible to count on the United States for technology and innovation, and China has been aware of this for a while,” said Suisheng Zhao, director of the Center for China-U.S. Cooperation at the University of Denver’s Josef Korbel School of International Studies. “China has no better option than self-reliance to develop its own high-tech talent.”
(NEW DELHI) — Indian air force pilots spotted five bodies Monday in the Himalayas near the border with China and Nepal while searching for eight climbers who went missing in an avalanche while attempting to chart a new route on India’s second-highest mountain.
Dr. Vijay Kumar Jogdande, a civil administrator in the northern state of Uttarakhand, said the bodies, which he believes are those of some of the missing climbers, were identified using high-resolution photographs taken from a military helicopter before a rescue operation was suspended for the day because of heavy snowfall and high winds.
An operation to find the other three mountaineers will resume Tuesday, Jogdande said, cautioning that they may have been buried in an avalanche that struck the section of the mountain where they were climbing earlier this week.
Government officials are consulting the Indian army and Indo-Tibetan Border Police on how to retrieve the bodies from a summit on Nanda Devi East, a twin peak of Nanda Devi, India’s second-highest mountain.
Jogdande said a team was assessing the feasibility of sending a mountaineering team to the site where the bodies were spotted, which is at an altitude of 5,000 meters (16,404 feet).
“Both the terrain and the weather make safety a real issue,” he said. “There is always a fear that people going for the rescue may get stuck there.”
The team, led by British climber Martin Moran, began its ascent May 13 of the previously unclimbed 6,477-meter (21,250-feet) peak on Nanda Devi East, according to Moran Mountain, Moran’s Scotland-based company. The team includes four Britons, two Americans, an Australian and an Indian liaison officer.
The team had last been in touch with base camp on May 26, according to four members of their expedition who had remained there, hemmed in by the heavy snowfall and rescued Sunday.
The four-member team at base camp, all British nationals, was led by 44-year-old Mark Thomas. The other three members were Zachary Quain, 32, Kate Armstrong, 39, and Ian Wade, 45.
Amit Chowdhary, spokesman for the Indian Mountaineering Foundation, said the missing climbers’ location was known up to May 26. He said they had been in radio contact with the other four expedition team members.
Chowdhary said when the Thomas-led team was no longer receiving radio updates from the other expedition team, Thomas went to look for the missing climbers the next day.
Jogdande said Thomas and the three others received first aid at a hospital in the town of Pithoragarh and were later released.
It was not immediately clear why Moran chose to summit the unclimbed peak.
Maninder Kohli, a mountaineer and foundation member, said Moran was known for his passion for trying new peaks.
“It’s also possible that if the other members of the group were less experienced, and knowing how challenging Nanda Devi East is, that Martin thought this peak would be a kind of rehearsal that would acclimatize them for the harder task,” Kohli said.
India does not allow climbers on the Nanda Devi peak. They are allowed only onto its slightly lower twin Nanda Devi East, which together stand in the center of a ring of peaks. Climbers describe it as diabolically difficult.
“In comparison with Nanda Devi East, Everest is a picnic,” Kohli said. “Those who climb Everest wouldn’t even be able to place a foot on it. Only the most technically competent can attempt it.”
While Mount Everest, the world’s tallest peak, has legions of followers, Nanda Devi, which means “bliss-giving goddess,” has its own aura among hardcore mountaineers because so few have managed to reach the summit and many others have died trying.
Tenzing Norgay, the first man to climb Everest along with Sir Edmund Hillary, described Nanda Devi East as the toughest peak in the Himalayas. Since so few have managed to climb it, the mountain has remained pristine, unlike littered and congested Everest.
Kohli said Nanda Devi East is avalanche-prone and has frightening terrain with “razor-thin edges” and 914-meter (3,000-foot) plunges.
“At one point along this narrow slippery ridge, you come to the Three Pinnacles. These are three huge towers of ice, one after another, that rise at 90 degrees in front of you. You have to pass them to get back onto the ridge,” Kohli said.
For Hindus, the lofty majesty of the Himalayas makes them the abode of the gods and, therefore, sacred. Legend has it that Nanda Devi, the presiding goddess of the region, was a princess who, while trying to escape a prince who was pursuing her, scaled the peak and became one with the mountains.
Getting to the starting point of the trek to the top alone is grueling. It involves a six-hour train journey from New Delhi, India’s capital, to Kathgodam railway station in Uttarakhand. From there, it is a 10-hour drive up to Munsiyari, located at 2,290 meters (7,513 feet), where tourist lodges are available and where mules can be hired to carry the equipment.
From Munsiyari, trekkers walk 90 kilometers (56 miles) to the Nanda Devi Base Camp, a journey that takes them through forests, glaciers and waterfalls, as well as ravines over the thundering Gori Ganga River.
(MOSCOW) — Russia is requiring dating app Tinder to hand over data on its users — including messages — to national intelligence agencies, part of the country’s widening crackdown on internet freedoms. The communications regulator said Monday that Tinder was included on a list of online services operating in Russia that are required to provide user data on demand to Russian authorities, including the FSB security agency.
Tinder, an app where people looking for dates swipe left or right on the profiles of other users, will have to cooperate with Russian authorities or face being completely blocked in the country. The rule would apply to any user’s data that goes through Russian servers, including messages to other people on the app.
Tinder was not immediately available for comment.
Russia adopted a flurry of legislation in recent years tightening control over online activity. Among other things, internet companies are required to store six months’ worth of user data and be ready to hand them over to authorities.
Russian authorities last year issued an order to ban messaging app Telegram after it refused to hand over user data. Some top Russian officials, including the FSB chief, attacked Telegram, claiming “extremists” used the platform to plot terrorist attacks. Despite authorities’ attempt to block Telegram, it is still available in Russia.
Social network LinkedIn has also tried to resist but has been less fortunate. It refused to comply with requirements that personal data on Russian citizens be stored on servers within Russia. In 2016, a court ordered that LinkedIn be blocked.
A total of 175 online services are on the Russian authorities list requiring them to hand over user data to Russian authorities. Most are small websites in Russian regions.
Popular messaging services such as WhatsApp or Facebook messengers are not on the list. Russian authorities say that is because law enforcement agencies have not approached them for data from those particular apps, but it is widely understood that blocking Facebook and its popular apps like WhatsApp or Instagram would be a big step for regulators.
One of the recent victims of the watchdog’s list was Zello, a voice messaging app popular with Russian truck drivers. Zello was an important tool to mobilize truck drivers protesting against a new toll system in 2015. After nearly a year of attempts to block the app, Zello became unavailable in Russia last year.
(LONDON) — A chess piece purchased for a few pounds (dollars) by an antiques dealer in Scotland in 1964 has been identified as one of the 900-year-old Lewis Chessmen, among the greatest artifacts of the Viking era.
Sotheby’s auction house said Monday that the chess piece is expected to bring between 600,000 pounds ($670,000) and 1 million pounds ($1.26 million) at an auction next month.
The Lewis Chessmen are intricate, expressive chess pieces in the form of Norse warriors, carved from walrus ivory in the 12th century.
A hoard of 93 pieces was discovered in 1831 on Scotland’s Isle of Lewis. It is now held in both the British Museum in London and the National Museum of Scotland in Edinburgh — but five of the chess pieces were missing.
The 3 1/2-inch (8.8-centimeter) piece to be auctioned July 2, the equivalent of a rook, is the first of the missing chessmen to be identified. It was passed down to the family of the antiques dealer, who did not realize its significance.
Sotheby’s European sculpture expert Alexander Kader said the find is “one of the most exciting and personal rediscoveries to have been made during my career.”
It has become tradition around anniversaries of the 1989 Beijing massacre to contrast youth of that era with young Chinese of today. The former, these comparisons suggest, clamored for political change, while the latter show little hint of that revolutionary zeal — in fact they suffer from “amnesia” and “apathy” toward the events.
In June of 1989, the blood on Beijing’s streets had barely dried before the state-enforced forgetting began. Thirty years later, authorities continue to aggressively suppress the full story. Some textbooks whitewash the Tiananmen protests as a “riot” instigated by black elements who were justifiably suppressed with violence, along with a small number of bystanders; most don’t mention it at all. China’s sophisticated “Great Firewall” internet censorship apparatus likewise snuffs out any mention of the events, and those who try to publicly acknowledge them are often harassed, intimidated or detained.
But some argue that those efforts may not even be necessary. After Tiananmen, China’s Communist Party began pushing a new “patriotic education,” presenting itself as a savior from “hostile foreign forces” past and present. It simultaneously allowed reforms that have grown the economy nearly 30-fold since 1989 and steadily loosened its grip on citizens’ personal lives.
This largely negatedone major grievance young protestors aired at Tiananmen: the desire to have a greater degree of personal freedom and agency. A generation into these developments, Chinese youth of today have supposedly become too distracted by nationalism and the pursuit of material wealth to care about June 4.
But with the number of Chinese who are too young to remember 1989 in the hundreds of millions, what they know and think about that year defies generalizations.
While researching a book on Chinese millennials and their relationship with the state, I interviewed at length more than 130 youths from across the socioeconomic and geographic spectrums. Those conversations would usually find their way to Tiananmen Square, but one of the biggest surprises was that often I wasn’t the one who brought it up.
On one occasion in Shenzhen, the manufacturing hub adjacent to Hong Kong, I met a rural migrant born in 1989 who had come to do factory work at 18. “Do you know about June 4?” he asked with a grin when I asked his thoughts about the government. Before I could answer, he began pantomiming machine gun fire.
Though he was light on details, he had heard from co-workers that protestors were gunned down in 1989. And contrary to the common misconception that mostly students were killed, he knew that workers like him made up the majority of the victims. He wasn’t concerned, however, noting that while the government is still “very corrupt,” the country is heading in a positive direction now — economically and politically.
Another time, I chatted with a high school student in coastal Shandong Province. She had likewise heard vague talk from classmates about 1989 killings but laughingly noted that “the government doesn’t let us know about things like that.” When I directed her to software to circumvent China’s online “Great Firewall,” she promptly began devouring information on the events. She was surprised by what she found, but within a day she had returned to her studies, having filed away what she’d learned as little more than an interesting historical footnote.
A pair of graduate students at Beijing’s Renmin University had some of the more complex feelings that I encountered. “I really feel bad for those students, but politically speaking, maybe it was necessary,” one of them said, pointing to the incoherence of the protestors’ demands and the authoritarian traits some of the more radical student leaders displayed.
“Things look different once it becomes history,” the other student added, claiming that the massacre facilitated necessary economic reforms by ending unrest and establishing order. “Tiananmen looks bad, but maybe there were some good things. Chinese really want stability above all else.”
On another occasion, five years ago, ahead the June 4 25th anniversary, a group of older scholars and civil rights activists were detained for holding a private commemoration of the events. In response, a group of students born in the 1990s initiated a daring online campaign wherein they posted photos of themselves — faces shown — with messages of support for those held. One of them read: “We are the post-90s, you say we are immature, we are rebellious, we are wild. But we are definitely not brain-dead!”
When I got in touch with one of the ringleaders, a college student born in 1993, she told me that while she was rare among her peers for her degree of outspokenness, she was recognizing more and more post-90s youth developing a social conscience. “One improvement over the past is that young people are willing to talk about topics that they wouldn’t have dared breach years earlier,” she said, citing discussion of Tiananmen Square as an example. “Post-90s have a much stronger desire to learn and innovate, and they’re willing to bypass the constrained education to learn the real history. So I think there is great hope for post-90s to promote democracy and constitutionalism.”
Most recently, I met a 25-year-old Chinese woman studying journalism at Columbia University who had little sympathy for the government. After coming to study in upstate New York at age 14, she became angry when a teacher showed video footage from Tiananmen. She thought it must be fake American propaganda. “Otherwise why would I, who grew up in China and loved reading history, not know about this?” she said. “There’s just no way.”
But after turning to Google, she “slowly and painfully” learned the truth. “It was like a sense of humiliation,” she recalled. “If I have to say why I want to be a journalist, it’s because I don’t want to be in that position. I want to know, I want to be the first to know, and I want to know how to tell others.”
Overall, complete ignorance of Tiananmen among my interviewees by the time they reached their 20s was the exception rather than the norm. Charting what they knew and who their sympathies lay with would create a scatterplot with little coherent pattern — they ranged from passionate nationalists who thought those killed received their comeuppance, to those who wished a new movement would emerge to overthrow the Communist Party.
These anecdotes are just that, none of them alone representative of young Chinese attitudes. That’s the real takeaway. Since 1989, government narratives have been one influence on young Chinese, but only one of many. Despite vast censorship and other government controls, economic and social developments have allowed unprecedented access to information, travel and divergent life experiences, which have affected people in vastly different ways.
The story of 1989’s legacy among the country’s new youth isn’t one simply of indifference or ignorance. It’s one of the complexity of the movement itself, the events that have transpired since, and the diversity of thought that’s bloomed among this young generation.
President Donald Trump delivered an aerial assault aimed at London mayor Sadiq Khan Monday morning, calling him a “stone cold loser” as he landed in the U.K. to begin a three-day state visit.
Trump sent the tweet as Air Force One prepared to land at London’s Stansted Airport. “Sadiq Khan, who by all accounts has done a terrible job as Mayor of London, has been foolishly “nasty” to the visiting President of the United States,” he wrote.
The President’s comments came after Khan said it would be “un-British” to roll out the red carpet for Trump, and that he would boycott the visit.

A spokesperson for Khan responded to the President’s comments on Monday: “This is much more serious than childish insults which should be beneath the President of the United States. Sadiq is representing the progressive values of London and our country warning that Donald Trump is the most egregious example of a growing far-right threat around the globe, which is putting at risk the basic values that have defined our liberal democracies for more than 70 years.”
Trump’s tweets are the latest barbs in a long-running spat between the pair. In 2016, Khan, who is Muslim, criticized Trump’s campaign proposal to ban all Muslims from entering the United States, calling his views on Islam “ignorant.” In response, Trump challenged Khan to an IQ test. “I will remember those statements. They are very nasty statements,” Trump said.
A year on, after the deadly terrorist attacks in London in 2017, the feud escalated. Khan had told Londoners that they would see an increased police presence on the streets as a precaution after the violence, and to not be alarmed. Trump then tweeted: “At least 7 dead and 48 wounded in terror attack and Mayor of London says there is “no reason to be alarmed!”
A spokesperson for Khan later told reporters: “He has more important things to do than respond to Donald Trump’s ill-informed tweet that deliberately takes out of context his remarks urging Londoners not to be alarmed when they saw more police―including armed officers―on the streets.”
Then, when Trump visited London in 2018, Khan gave the green light for a “Trump Baby” balloon to fly outside the Houses of Parliament at a protest. Trump said the balloon, which depicts him as an orange baby in a diaper, made him feel “unwelcome” in London.
Trump then doubled down on his attacks on Khan over terrorism. “Take a look at the terrorism that is taking place. Look at what is going on in London. I think [Khan] has done a very bad job on terrorism,” Trump said.
Now, as Trump arrives in London, the spat shows no sign of cooling down. “This is a man who tried to exploit Londoners’ fears following a horrific terrorist attack on our city,” Khan wrote in an op-ed published over the weekend. “Rather than bestowing Trump with a grand platform of acceptability to the world, we should be speaking out and saying that this behavior is unacceptable.”
Azory Gwanda, a freelance journalist who has been missing in Tanzania since November 2017, remains at the top of a list of the 10 most severe threats to press freedom around the globe. Gwanda had been investigating mysterious killings when he disappeared nearly two years ago.
The list — updated monthly by the One Free Press Coalition, which was founded by a dozen news organizations, including TIME, with the goal of defending journalists under attack — identifies the 10 most urgent cases threatening press freedom around the world.
Azory Gwanda, a freelance journalist working in rural Tanzania, has been missing since November 21, 2017. Before his disappearance, Gwanda had been investigating mysterious killings in his community. The Tanzanian government has so far failed to launch a credible investigation into his case.

Others, like local journalist Claudia Duque, have endured kidnapping, illegal surveillance, and psychological torture for decades. Courts convicted three high-ranking security service officers for torturing Duque and put another eight on trial. As of January 2019, none has served a day in prison.

In December 2018, Nicaraguan police raided TV station 100% Noticias and arrested station director Miguel Mora and Lucía Pineda, its news director. Both journalists have been held for over five months on charges of “inciting hate and violence.” While behind bars both have experienced health issues and been denied access to their lawyers.
Truong Duy Nhat, a blogger with the U.S. Congress-funded Radio Free Asia (RFA), went missing in January in Bangkok, where he had applied for refugee status. The Vietnamese blogger is currently held without charge in a detention center in Hanoi. Nhat was previously sentenced to two years in prison in 2013 in connection to his critical reporting on the government.
The pro-government Azerbaijani news channel Real TV harassed and attempted to extort Sevinc Osmanqizi in retaliation for her political reporting. Osmanqizi, who lives in exile in the U.S., hosts a TV program covering Azerbaijani politics on YouTube. Real TV published audio from one of the journalist’s private phone conversations and, in a separate segment, an anchor threatened to release intimate photos of Osmanqizi unless she ceased broadcasting.
Bloggers Abderrahmane Weddady and Cheikh Ould Jiddou have been behind bars since March after being accused of spreading false news. Both report on corruption in Mauritania. Authorities questioned the bloggers and confiscated their passports and identification cards. Both are being detained in Dar Naim prison.
Seyoum Tsehaye is one of several Eritrean journalists arrested after the government summarily banned the privately owned press in 2001, in response to criticism of President Isaias Afwerki. Eritrean authorities have never accounted for the whereabouts, health, or legal status of Seyoum and the others.
A makeshift explosive device was detonated under the car of Mina Karamitrou, a police reporter for CNN’s Greek edition, in May 2019. No one was injured in the explosion, which went off outside the journalist’s home. Karamitrou said she believes the attack was related to her coverage of a man who is serving multiple life sentences for murders. As of late May, no arrests had been made.
As President Trump landed in the U.K. on June 3 for a visit that also includes Ireland and France, we have yet another opportunity to reflect on the health of the transatlantic relationship.
The situation is considerably different from July last year, when Trump’s U.K. trip was lampooned by commentators and hounded by protesters. Trump has now molded a presidential administration that is far closer to his own worldview. The gloves are off when it comes to his two foreign policy priorities – Iran and China. He may have a less pliant U.S. Congress, following the Democratic take-over of the House last November, but the failure of the Mueller Report to land the killer blow that many of his opponents hoped, combined with a strong domestic economy, mean that he is now a favorite to win the 2020 election.
For its part, Europe has grown weaker rather than stronger over the same period. The elections to the European Parliament have revealed that Trumpian populism is on the rise on this side of the Atlantic also. President Emmanuel Macron, the anti-Trump standard bearer, has lost his luster; Angela Merkel has formally moved into the twilight of her Chancellorship; and Theresa May is stepping down as Prime Minister after failing to deliver Brexit on schedule.
On the international stage, France, Germany and the U.K. have been unable to make any headway in resisting the growing stranglehold that renewed U.S. sanctions are imposing on European companies that might have wanted to follow their governments’ urging and sustain trade relations with Iran.
Similarly, Europeans have watched powerlessly from the sidelines as the U.S. has ratcheted up its tariffs on Chinese exports to the U.S. The spectacle of U.K. chip designer ARM and other European companies cutting business ties with Chinese telecoms company Huawei following its naming on the U.S. foreign entities list, has amplified the extra-territorial reach of America’s geo-economic strategy.
Today, Europeans hold no sway and have no say over U.S. foreign policy decisions that many believe run counter to their interests. Yet they and their companies are being forced to serve as agents of these policies. They are being bullied, and it is working.
President Trump has exposed pitilessly the fact that, while might may not be right, might generally wins. Europeans cannot play hardball in return unless they have the resources and credibility to follow through.
On security, they currently lack both the resources and the combined political willpower to demonstrate strategic autonomy. On the economic front, however, the situation is more nuanced.
Europeans are more exposed than the U.S. to a slowdown in the Chinese and global economies but they do have power in two areas.The first is on setting rules that most multinational companies, including those from the U.S., follow across a host of key policy areas, from data protection to anti-corruption to protection of human rights. The second is in international trade negotiations, where the E.U. has sustained a program of trade opening negotiations in parallel to Trump’s aggressive efforts to gain unilateral advantage over its most important trade partners. U.S. companies and farmers have discovered that the recent E.U. trade agreement with Japan has decreased their competitiveness in both markets.
While this will give European leaders meeting President Trump in Normandy some sense of consolation, the same cannot be said of Prime Minister Theresa May. Britain is not just distracted by the endless process of negotiating its departure from the E.U. If or when it succeeds in leaving, it will also lose its voice in those policy areas where Europeans collectively carry most clout — designing international regulations and concluding large-scale trade deals. Instead, British policy makers will have to manage an increasingly assertive and self-interested U.S. Administration which expects the U.K. to help it redress the transatlantic balance further in Washington’s favour.
The next Prime Minister will be caught between the reality of the U.K.’s low credibility as an independent actor during its endless exit from the E.U., and the desire of a large part of its public and body politic to see the country demonstrate some of its past plucky self-assurance. Caught between these cross-currents, President Trump’s visit is the moment for the British to follow David Cameron’s rhetorical advice from 11 September 2006 and show that Britain has learned to be a “solid but not slavish ally” to the US.

The global trash trade has reached a turning point; wealthier nations have long shipped their plastic waste to the developing world to be processed, but in recent months, some nations in Southeast Asia have begun sending the exports — much of it contaminated plastic and trash that is unrecyclable — back to where it came from.
The pushback comes as containers of trash continue to accumulate on the shores of countries like Malaysia, Thailand and the Philippines, which are increasingly worried that the environmental costs are greater than the income they bring in from importing the waste.
Southeast Asia has not always been the world’s dumping ground. For decades, China was the world’s biggest importer of scrap plastic, taking in millions of tonnes of plastic waste as raw materials from countries like the U.S. and the U.K. to fuel a growing manufacturing sector. China imported close to half of the world’s global plastic waste, reaching a peak of nine million tonnes in 2012, according to environmental organization Greenpeace.
But severe pollution as a result of poorly managed waste processes led to a country-wide import ban in January 2018, effectively barring China from receiving the plastic waste it had bought so much of in the past.
The legislation caused a significant shake-up in the global garbage trade. “There was a mass scramble for alternative destinations for waste coming from mainly industrialized countries,” Von Hernandez, Global Coordinator of nonprofit Break Free From Plastic, told TIME.
Whose garbage is it?
The garbage is exported from around a dozen developed countries including the U.S., Canada, France, Belgium, Germany, Spain, the Netherlands and the U.K., according to Greenpeace.
According to the BBC, the European Union is the world’s biggest exporter of plastic waste, while the U.S. is the largest single-country source.
“Richer countries are taking advantage of the looser regulations in poorer countries,” Lea Guerrero, Country Director for Greenpeace Philippines, told TIME. “They export the trash here because it’s more expensive for them to process the mixed, contaminated waste themselves back home due to the tighter laws.”
Where did it go?
Without China to ferry their waste off to, the developing world has taken to exporting their trash to countries in Southeast Asia, where some have lax environmental regulations that make it easier to dispose of the garbage.
Malaysia, Vietnam, Thailand and Indonesia picked up a lot of the slack, with Malaysia emerging as the number one importer. Home to a significant Chinese-speaking population, Malaysia was a logical choice for Chinese recyclers looking to relocate, according to the South China Morning Post.
The country’s imports rose five-fold to about 110,000 tons per month following China’s ban, according to Greenpeace. The three largest exporters to the country in the first half of 2018 were the U.S., Japan and the U.K.
In the Philippines, waste imports almost tripled to 11,900 tons from 2016 to 2018, according to official figures cited in Philippines news site Rappler. But Guerrero, of Greenpeace Philippines, said the official figures represent “the tip of the iceberg.”
“The real number is likely higher than what is published,” Guerrero said. “With so many ports of entry, we lack the capacity to monitor exactly what comes in.”
Other countries in the region also saw a spike. Thailand’s imports increased by almost 2,000%, while Vietnam similarly saw a noteworthy rise, according to Greenpeace’s environmental news site Unearthed.
“Rich industrialized countries that have the resources to deal with these materials in a responsible way have outsourced the disposal to countries that are less capable,” Hernandez said.
Who’s pushing back?
Since imports spiked last year, countries including Malaysia and the Philippines have already begun sending unwanted trash back to its source, while others are rethinking their policies.
In January, the Philippines sent back 51 containers of mixed waste to South Korea, including plastic and other materials that were misdeclared, six months after it arrived in a southern port. Officials in Seoul said the country would take back the trash and shoulder the shipment costs.
In April, Malaysia became the second country to push back when it returned five containers to Spain, CNN reported. Environment Minister Yeo Bee Yin said it would continue to send waste back, with plans to ship more than 3,000 tonnes of contaminated waste to the countries that exported them. Specifically, she said 100 tonnes of the waste would be sent back to Australia, the Guardian reports, including plastic bottles that she said were “full of maggots.”
Speaking to reporters during a visit to Tokyo in late May, Malaysia’s Prime Minister Mahathir Mohamad called the trade “grossly unfair,” according to the Associated Press. “We don’t need your waste because our own waste is enough to give us problems,” he said.
And on Friday, the Philippines made good on its previous threat to send trash back to Canada as a cargo ship loaded with 69 containers of garbage left the Manila for Vancouver, escalating a diplomatic row between the two countries. Philippine President Rodrigo Duterte earlier said that Canada missed a deadline to take back the trash it shipped to the Philippines in 2013 and 2014, and threatened to dump it in Canada’s waters if the country refused. Canada reportedly said it would take back the trash, exported as part of a commercial agreement and without government permission, but that it needed more time.
But the damage has been done, Guerrero said. Almost a third of the garbage sent to the Philippines from Canada could not be sent back as the trash had already leaked and been dumped into landfills.
Both Malaysia and Vietnam have attempted to restrict imports by suspending the issue of licenses, according to Reuters. The Thai government has also ordered the temporary prohibition of plastic waste, according to Greenpeace.
How is this impacting the environment?
The accumulation of plastic along the countries’ shores pose significant threat to the environment and livelihoods of local communities.
“The plastic waste is burying agricultural communities, literally transforming what used to be pristine environments into toxic dumpsites,” said Hernandez, of Break Free From Plastic.
Because a significant percentage of the imports are mixed municipal waste that cannot be recycled, most end up illegally incinerated on roadsides and dumped in unregulated landfills, where they release highly poisonous fumes.
According to the Global Alliance for Incinerator Alternatives (GAIA), bodies of water in the worst affected villages have registered dangerous levels of zinc, iron and lead. Entire crop fields have also been wiped out, posing threat to local livelihoods.
In response, environmental groups are putting increased pressure on governments to clamp down on imports and sign the Basel Ban Amendment, an extension of a U.N. treaty known as the Basel Convention.
The amendment, which is not yet in force, would prohibit developed nations from exporting hazardous waste to developing nations. Philippines and Vietnam are not signatories.
In the meantime, developed countries continue to export their trash.
“Richer nations are shipping their problems down here so they can take advantage of the poor environmental standards,” Guerrero said. “It’s deplorable.”

The Odisha 12th Result 2019 has been declared by the Council of Higher Secondary Education or CHSE Odisha. MUMBAI: Loans advanced by IL&FS Financial Services Ltd (IFIN) to group companies in violation of regulations increased over a five-year period just prior to the default crisis, during which the Reserve Bank of India had given the company time till 2019 to clean up its books.Investigations revealed that IFIN's lending percentage to group companies increased significantly from FY13 onwards and crossed 15% of total loans and advances, the Serious Fraud Investigation Office alleged in its chargesheet."In the subsequent years, it continued increasing and more than doubled to around Rs 5,200 crore, or 37% of total loans and advances of 2017-18," according to the chargesheet.The key reason for the increase in advances was that Infrastructure Leasing & Financial Services (IL&FS), as the holding company, had reached its lending limits and relied on IFIN to fund the requirements of the group entities, the SFIO said.The SFIO has said that timely intervention by the Reserve Bank of India (RBI) could have led to earlier detection of the crisis at IL&FS, ET reported in its edition on Monday. Its chargesheet specifically mentioned it was only during RBI's 2017 quarterly review that some of the issues were raised.ET has reviewed a copy of the RBI's inspection report of November 2017, which showed the central bank had found that IFIN advanced loans to group companies in violation of regulations.RBI Stopped Fresh LendingThe banking regulator had then directed the company to clean up its books in two years."The RBI had given time till 2019 and a corrective action was underway. But before that could happen, the crisis hit the group," said one person familiar with the matter. The RBI, in the report, had asked the board of directors to ensure that action in this regard be taken and that IFIN becomes compliant at the earliest. Emails sent to the central bank seeking comment on the matter on Monday did not elicit any response.In a confidential letter addressed to the chairman and CEO of IFIN, the RBI said that it had observed "major supervisory concerns" and had found that a lot of group lending was being conducted, which was against regulations.According to people familiar with the developments, IFIN officials had adopted a different definition of 'companies in the same group'."It was under this policy that IFIN could lend to some companies, which are now considered group companies," the person said. IFIN continued to lend in this manner until the RBI, in its 2017 report, objected to the former's definition of group companies.The central bank said in the inspection review that IFIN's request to revisit the framework for assessing group exposure had been examined and "it is advised that the classification of group companies in order to arrive at the NOF (net owned funds) and CRAR (capital to risk asset ratio) needs to be done as specified in the RBI Act"."The RBI, in this particular inspection, had named four companies that it considered as group companies," another person said.The central bank said in the report that IFIN should lower its exposure to group companies and there should be no fresh lending to them. "The company should not distribute its profit until the minimum regulatory capital and CRAR is achieved," the RBI report said.The RBI's role has come into focus after the chargesheet submitted by the SFIO, an investigation arm of the Ministry of Corporate Affairs, alleged that the central bank could have done more and prevented the IL&FS crisis. No penalties were imposed during the period and IFIN continued operations without any corrective measures, the SFIO alleged.The SFIO said the RBI could hold an internal investigation for future policy changes.
NEW DELHI: India's direct taxes body wants its revenue collection target for FY20 scaled down citing economic turbulence, presenting a significant challenge to finance minister Nirmala Sitharaman's first budget that will be presented on July 5.The Central Board of Direct Taxes (CBDT) has pitched a downward revised target from that presented in the interim budget to Sitharaman, according to two government officials familiar with the matter.The interim budget had pegged direct taxes target for FY20 at Rs 13.80 lakh crore against the revised estimate of Rs 12 lakh crore for FY19, a growth of 15%.Actual collections, however, came in lower at Rs 11.4 lakh crore. Direct tax collections will need to rise 21% from FY19 levels for the interim budget target to be met, something that looks difficult given the slowdown in growth. 69641767 Sitharaman has had meetings with senior officials from all key departments in her ministry, including the department of revenue and CBDT over past two days.Concerns of the department over the collection target have been conveyed, said one of the officials.Moreover, implementation of the interim budget promise of extending the Rs 5 lakh exemption limit to all taxpayers in this budget could drag down collections further. Taxpayers are expecting more benefits in the upcoming budget.BALANCING ACT NEEDEDA final call on the issue would be taken closer to the finalisation of budget as the government attempts to strike a balance among fiscal consolidation goals, spending on welfare schemes and infrastructure, and revenue collections.If tax collection targets are scaled down without cutting spending, the government will need to scale up borrowing that could breach fiscal target. FY20's fiscal deficit is pegged at 3.4% of GDP, the same as that for FY19. The government had to cut spending in FY19 to meet the deficit target.GROWTH DAMPENERIndia's economy grew at a five-year low of 6.8% in FY19 and the latest data does not suggest any significant recovery soon. Consumer goods and vehicle sales have remained sluggish, pointing to a slowing economy, which would make the task of tax authorities difficult to achieve.Finance secretary Subhash Garg has attributed moderation in fourth quarter GDP to temporary factors and cautioned that the slowdown will continue into the first quarter of this fiscal."Tax authorities will have to swim against the tide to meet the target," said Crisil chief economist DK Joshi. Tax authorities will need to focus on plugging loopholes to prevent evasion and the government will need to look at other revenue sources to meet its spending requirements.
NEW DELHI: The future of hiring is already upon us.Algorithms are analysing people's expressions and tone of voice to check for traits such as "confidence" and "happiness" during video interviews.The robotic video assessment software is then used to hire candidates — customer service operators and assistant vice presidents alike — though the process comes with its own set of problems.Axis Bank used algorithm-based video interviews — along with aptitude tests — to hire around 2,000 customer service officers from a pool of more than 40,000 applicants this year, said Rajkamal Vempati, HR head of the private sector bank, adding it could standardise and scale up the process of hiring.HR managers only gave offer letters, he said.Nirmal Singh, CEO of Wheebox, a division of PeopleStrong which carried out the hiring, said it trained the face-indexing software — sourced from Microsoft — using around 50,000 candidates who had applied to Axis Bank in 2017. The software picked up emotional states such as "nervousness" and "happiness" based on eye movements, expressions and tone of voice and marked the candidates, Singh said. Scores from candidates who were shortlisted were used to come up with the "cutoff " for these traits.Insurance provider Bajaj Allianz has hired more than 1,600 people, including underwriters and assistant vice presidents, with the help of robotic video assessments that analysed behaviour, said Vikramjeet Singh, chief HR officer, adding it could help reduce human bias.CONCERNS OVER SOFTWARE'S BIASESTalview, a Palo Alto-headquartered company with operations in Singapore and the United States, provided the assessment for the insurer.The software, sourced from Microsoft and IBM, can analyse states such as "anger" and "happiness" from expressions, "confidence" from voice tone and traits like "ability to work in a team" and "decisiveness" from text analysis, according to Rajeev Menon, chief product officer, Talview.Candidates may be able to beat questionnaires by giving expected answers to questions like "Can you work in a team?", but video assessments pick up on subtleties in expression and vocabulary, and cannot be gamed, Menon said.Be that as it may, Amazon.com scrapped its artificial intelligence-based recruiting system after it found the AI system biased against women, according to an October 2018 report by Reuters. The AI system was drawing on data from the past, where more men had made it into the company than women."If you can fool a human, you can fool a computer," said Sunil Abraham, executive director of Centre for Internet and Society.Recruitment algorithms could "homogenise the emotional economy" by forcing people to act a certain way, he said.Since the software is based on expressions and tone of voice, it could disadvantage less expressive people, like those who are autistic, said Wheebox's Singh.Facial recognition by companies such as IBM, Microsoft and Amazon got the gender of a dark-skinned woman wrong one out of three times (20-35% error rate), a 2018 study by MIT researcher Joy Buolamwini found. For white males, the error was 0.8%.VIDEO ASSESSMENTSFacial recognition has nothing to do with video analytics, Wheebox's Singh said. The two are, however, closely linked, said Animashree Anandkumar, professor of computing and mathematical science at California Institute of Technology.She said such software was "deeply problematic", as it could correlate wrong factors (like gender or skin colour) and show that as the cause for success.It is possible dark-skinned people would be disadvantaged, said Menon of Talview. The company uses facial expression as just one input among many and gives it a low weightage, he said.The software they use is only 39% accurate, and will improve with more data, said Ridhima Gauba, co-founder of Interview Air, a Navi Mumbai-based company that provides a similar service to companies and colleges.Companies also say video assessments are a risky business.Bajaj Allianz does not use video assessments for recruitments beyond middle management.It is "important to see a person physically" when hiring for senior positions, said Asha Sharma, manager (corporate HR) of Everest Industries.The company, however, uses pre-recorded video interviews — where the computer asks questions — to hire juniors from campuses, she said.
BENGALURU: Infosys has begun to review its contracts with Huawei to ensure it is not caught short by the US government clamping down on the technology Chinese giant, a move that experts say will likely be replicated by other Indian IT companies.Last month, the US government imposed sanctions on Huawei placing it on its 'Entity List' which restricts the Chinese company's ability to buy and sell hardware, software and services to and from American hi-tech suppliers. The company was granted a threemonth reprieve to continue purchasing US equipment until mid-August.Infosys does a large chunk of work with Huawei and export controls apply to all individuals and companies that deal with US-origin technology, irrespective of their citizenship, experts said.Wipro and Cognizant also have Huawei contracts.Infosys, which has a strategic alliance with Huawei, has brought in help to ensure it does not fall foul of US rules."The company has brought in consultants. This is not an easy thing to determine, and it does not mean they have to immediately stop working, but they have to determine where licences may be needed," a source with knowledge of Infosys' moves, said.Infosys, Wipro and Cognizant declined to offer comment on their contracts with Huawei and any impact they might face. The US Securities and Exchange Commission (SEC) declined to comment on its role in potentially regulating USlisted companies' work with Huawei. "You might see a trickle-down impact from companies that have indirect ties to Huawei. What remains to be seen is the direct impact on the companies here. A company would need to look to their legal advisors to explain what the restrictions are," Probir Roy Chowdhury, partner, J Sagar Associates, said. "In a case like this, where a country is clamping down, the restrictions could be generally broad." Analysts also said Indian IT companies could be indirectly hurt by the clampdown on Huawei.
MUMBAI: Mahindra & Mahindra, India's leading utility vehicles maker, said that it would transition to the stringent BS-VI emission norms ahead of schedule, and save at least 20% on the estimatedcost increase of vehicles due to high localisation content.Mahindra will be upgrading eight diesel and four petrol engines driving more than 50 products, a transition that called for an investment of more than Rs 1,000 crore. "The past three-and-a-half years have perhaps been the most challenging for any product development and sourcing organisation in the auto industry in India," said Pawan Goenka, managing director of Mahindra and Mahindra.He said that Mahindra will launch its first BS-VI petrol vehicle as early as the beginning of the second half of this financial year as these vehicles can run on BS-IV compliant fuel. The BS-VI diesel vehicles will only be launched when BS-VI compliant diesel fuel becomes available, Goenka said. The Centre had said in 2016 that the Indian auto industry would skip BS-V emission norms and leapfrog to BS-VI standards from April 2020 to combat rising air pollution.
MUMBAI: Billionaire banker Uday Kotak has told the Bombay High Court that he differs with the regulator's interpretation of promoter holding in banks, and that the owners' stake in Kotak Mahindra Bank as a percentage of paid-up capital was in line with rules.Kotak also pointed out that the RBI never communicated with the promoters on the issue of shareholding. He made the strongly worded submission in an affidavit in the case challenging the RBI's directive asking the promoters of Kotak Mahindra Bank to reduce their holding. "Over the years, the promoter shareholding reduction was communicated by the RBI to the bank as a percentage of paidup capital," he said in the affidavit. "There has been no communication by the RBI to the promoters on this issue for the past 16 years since the bank got its licence in 2003."ET has seen the affidavit, which was submitted to the Bombay High Court on April 15.69641814 DISPUTE ON SINCE 2014"The 2001 guidelines and the licence require promoter shareholding to be a percentage of the paid-up capital of the bank," Kotak said.The central bank has been engaged in a dispute with Kotak since 2014 for having failed to meet the first milestone stake reduction. In August 2018, the promoters sought to lower their stake to 19.7% through the sale of perpetual non-cumulative preference shares. The plan was rejected by the RBI. It's said to have reasoned that the instruments were interest-bearing and derivative in nature with a call option after five years and therefore not equivalent to equity. The RBI wants promoters to reduce their stakes in banks to ensure they don't retain untrammeled control and to promote professional management.The dispute has arisen because of RBI's reading of the law, according to the affidavit."Correspondence ensued between the RBI and the bank, giving rise to a difference of opinion on the matter of RBI's interpretation of its requirement," said the affidavit. "I verily believe that there has been a compliance with the RBI's requirement."The bank had moved the court on December 10 last year, challenging the RBI directive of August 13, 2018, which had instructed it to dilute the promoter shareholding from around 30% to a maximum of 20% of its paid-up voting equity capital by December 31, 2018, and to 15% by March 31, 2020. The central bank had rejected Kotak's challenge."The reliefs sought in the petition, if granted, shall result in making inroads into the RBI's autonomy, and to permit the petitioners and others to become regulators of their own selves," the RBI had said.Kotak Mahindra Bank said it wouldn't be able to add to the contents of the affidavit."We believe that the actions of Kotak Mahindra Bank have been in compliance with the RBI's communications, and in accordance with the needs of the bank and the law," bank spokesperson Rohit Rao told ET. We are going to get some animals spirits back and time has come for us to see how we use the levers of some fiscal stimulus within a range, said Uday Kotak, executive vice chairman, Kotak Mahindra Bank & President-Designate, CII, in an interview with ETNOW.Edited excerpts: What is the engine of India's growth? What is ailing India's growth? In many ways what we are seeing is challenges to the financial sector. That was one of the important agendas on the new government's plate and I am very hopeful and confident that the new government along with the regulators -- RBI and SEBI -- will find and evolve appropriate solutions to sustainability in the financial sector. That is the key engine for India's economic growth. But we are already seeing a lot of pain points. Look at what is happening with auto sales, real estate sector. While RBI is trying out of the box measures, how bad is the situation?First of all, liquidity has improved. High quality NBFCs are beginning to get finance at lower credit spreads and we need to divide the liquidity issue into availability and price. On the price front, one of the things which is holding back the price of money is the fact that we also have a significant small savings growth in the Indian economy which is funding our fiscal deficits at rates higher than deposit rates. That is making liquidity available but the price of money is moving less fast than it should in terms of cost of money and transmission of the RBI rates. The second one is availability. This is now Indian economy and the Indian financial sector is evolving. Savers and investors are getting smarter and if for an institution, higher availability becomes a problem, the marketplace is choosing between good quality financial institutions and others. From a long term point of view, discerning investors are good for economic growth. What a lot of people have feared is that the contagion from IL&FS was contained on account of elections now that elections are over, will the entire problem be revealed as how bad it is and how deep the rot is actually? Could we have a cascading impact which is a big threat to the economy?My view is the problem in the financial system overall is not systemic. There are pockets of challenges but it is not certainly something which needs to become a contagion and I do believe that the government along with the regulators can manage the transition with some appropriate steps as we go forward. What would those steps be?The steps which I would like to see going forward is a) ensure that different fiduciaries in the financial system -- be it governance of financial institutions, auditors, rating agencies or regulatory oversight -- in addition to the managements and boards of the companies, should do their job appropriately. It brings me back to what is a very important statement by the Prime Minister which is sabka sath sabka vikas sabka vishwas (Progress with everybody, trust for everybody). The financial sector and corporate India needs to build vishwas (trust) with savers and investors. Trust is extremely important and one of CII's key themes in the current year is building trust between industry, government and society. You have not talked about taking tough decisions. There could be write offs. Certain NBFCs could be allowed to fail. Does that have to take place?We need to evolve the transition. There is no one solution for everything but you got to look at it granularly and specifically in each case and ensure that we contain the challenges in the financial sector. But I do believe we need to nurture and grow the financial sector because if India aspires to 9% to 10% GDP growth, the financial sector is the key catalyst for that growth and it has to step up on the plate and increase its contribution to funding and supporting the Indian economy. Budget is on July 5.th Last quarter, we saw sub-6% growth after a very long time. What would your expectation be from Nirmala Sitharaman come July 5th?My view is that with a set of policies which I am sure this government is aware of as we know they have a 100-day as well as a longer plan. I do believe that we can manage to move the Indian economy to a 7% or a higher growth on weighted average basis. We may be starting slow, but we can always pick up momentum through the year and we have got a long time ahead for the rest of the year. But she has to pump prime the economy because the private sector is still being quite stubborn on that fact and this fiscal consolidation and all of the bond markets will cry hoarse if the fiscal deficit target is missed.We are going to get some animals spirits back and time has come for us to see how we use the levers of some fiscal stimulus within a range. So we need a fiscal stimulus?Within a range. I do not think we should go overboard. A tandem between fiscal policy and monetary policy is like perfect Indian music. But what is the point of another rate cut if it is not going to be transmitted?The transmission is extremely important and which is where I believe the small savings rates in the economy, which is the rate at which the government is borrowing from small savings like National Saving Certificates and all those are getting disproportionate flows which are funding the fiscal deficit. Deposit rates are finding it difficult to go down and therefore we need to for transmission to get the overall alignment. Are you expecting a rate cut this week?The market consensus is that there should be a rate cut and I am sure that the RBI is conscious about the economy but let us wait till the 6th of June.Is there any update that you can give us on IL&FS which is something the markets are watching out for?The financial sector needs nurturing, hand holding and enabling growth to be able to support the real economy. I am always a believer that the financial sector does not have a life of its own. Its basic job is to serve the real sector. But it is a huge positive. Commodity cycle being modest is good for India.

The index formed a bullish candle on the daily scale and managed to give a breakout from its consolidating band of 11,800-12,041 zone after five trading sessions.The 50-stock pack closed above the psychological 12,000 level for the first time.Now the index has to hold above 12,000 to extend gains towards new lifetime high of 12,250, while on the downside, support is seen at 12,000 and then 11,880.On the options front, maximum Put open interest was at 11,500 followed by 11,000 strike while maximum Call open interest stood at 12,500 followed by 12,000 strike. We have seen Put writing at 11,800 and 12,000 strikes while Call writing was seen at 12,400 and 12,300 strikes. Options data suggests a shift in higher trading range at 11,750-12250 zone.India VIX fell down 0.64 per cent to 15.96 levels. Overall decline in VIX suggests that now short term stability and formation of higher base could be seen in the market.Bank Nifty managed to recover from lower levels of 31,300 and gradually extended gains towards 31,650. It formed an Inside Bar Candle on the daily scale, but traded in a broader range of 400 points for most part of the session. Now Bank Nifty has to hold above 31,313 to witness an upmove towards 31,783 and then 32,000, while major support exists at 31,150 and then 31,000.Nifty futures closed with a gain of 1.65 per cent at 12,113. BENGALURU: Infosys has begun to review its contracts with Huawei to ensure it is not caught short by the US government clamping down on the technology Chinese giant, a move that experts say will likely be replicated by other Indian IT companies.Last month, the US government imposed sanctions on Huawei placing it on its 'Entity List' which restricts the Chinese company's ability to buy and sell hardware, software and services to and from American hi-tech suppliers. The company was granted a threemonth reprieve to continue purchasing US equipment until mid-August.Infosys does a large chunk of work with Huawei and export controls apply to all individuals and companies that deal with US-origin technology, irrespective of their citizenship, experts said.Wipro and Cognizant also have Huawei contracts.Infosys, which has a strategic alliance with Huawei, has brought in help to ensure it does not fall foul of US rules."The company has brought in consultants. This is not an easy thing to determine, and it does not mean they have to immediately stop working, but they have to determine where licences may be needed," a source with knowledge of Infosys' moves, said.Infosys, Wipro and Cognizant declined to offer comment on their contracts with Huawei and any impact they might face. NEW DELHI: The future of hiring is already upon us.Algorithms are analysing people's expressions and tone of voice to check for traits such as "confidence" and "happiness" during video interviews.The robotic video assessment software is then used to hire candidates — customer service operators and assistant vice presidents alike — though the process comes with its own set of problems.Axis Bank used algorithm-based video interviews — along with aptitude tests — to hire around 2,000 customer service officers from a pool of more than 40,000 applicants this year, said Rajkamal Vempati, HR head of the private sector bank, adding it could standardise and scale up the process of hiring.HR managers only gave offer letters, he said.Nirmal Singh, CEO of Wheebox, a division of PeopleStrong which carried out the hiring, said it trained the face-indexing software — sourced from Microsoft — using around 50,000 candidates who had applied to Axis Bank in 2017. The software picked up emotional states such as "nervousness" and "happiness" based on eye movements, expressions and tone of voice and marked the candidates, Singh said. Scores from candidates who were shortlisted were used to come up with the "cutoff " for these traits.Insurance provider Bajaj Allianz has hired more than 1,600 people, including underwriters and assistant vice presidents, with the help of robotic video assessments that analysed behaviour, said Vikramjeet Singh, chief HR officer, adding it could help reduce human bias.CONCERNS OVER SOFTWARE'S BIASESTalview, a Palo Alto-headquartered company with operations in Singapore and the United States, provided the assessment for the insurer.The software, sourced from Microsoft and IBM, can analyse states such as "anger" and "happiness" from expressions, "confidence" from voice tone and traits like "ability to work in a team" and "decisiveness" from text analysis, according to Rajeev Menon, chief product officer, Talview.Candidates may be able to beat questionnaires by giving expected answers to questions like "Can you work in a team?", but video assessments pick up on subtleties in expression and vocabulary, and cannot be gamed, Menon said.Be that as it may, Amazon.com scrapped its artificial intelligence-based recruiting system after it found the AI system biased against women, according to an October 2018 report by Reuters. The AI system was drawing on data from the past, where more men had made it into the company than women."If you can fool a human, you can fool a computer," said Sunil Abraham, executive director of Centre for Internet and Society.Recruitment algorithms could "homogenise the emotional economy" by forcing people to act a certain way, he said.Since the software is based on expressions and tone of voice, it could disadvantage less expressive people, like those who are autistic, said Wheebox's Singh.Facial recognition by companies such as IBM, Microsoft and Amazon got the gender of a dark-skinned woman wrong one out of three times (20-35% error rate), a 2018 study by MIT researcher Joy Buolamwini found. For white males, the error was 0.8%.VIDEO ASSESSMENTSFacial recognition has nothing to do with video analytics, Wheebox's Singh said. The two are, however, closely linked, said Animashree Anandkumar, professor of computing and mathematical science at California Institute of Technology.She said such software was "deeply problematic", as it could correlate wrong factors (like gender or skin colour) and show that as the cause for success.It is possible dark-skinned people would be disadvantaged, said Menon of Talview. The company uses facial expression as just one input among many and gives it a low weightage, he said.The software they use is only 39% accurate, and will improve with more data, said Ridhima Gauba, co-founder of Interview Air, a Navi Mumbai-based company that provides a similar service to companies and colleges.Companies also say video assessments are a risky business.Bajaj Allianz does not use video assessments for recruitments beyond middle management.It is "important to see a person physically" when hiring for senior positions, said Asha Sharma, manager (corporate HR) of Everest Industries.The company, however, uses pre-recorded video interviews — where the computer asks questions — to hire juniors from campuses, she said.
New Delhi: Delhi Chief Minister Arvind Kejriwal Monday announced his government has decided to make the commute for women in public transport buses and Metro trains free, a move the Opposition decried as "populist" and aimed to "mislead" people ahead of assembly polls due early next year.
Kejriwal said his government will provide a subsidy, which will amount to nearly Rs 700-800 crore, for the scheme to be implemented in 2-3 months. Delhi Metro is on board. I have asked for a detailed report from them in seven days," he told reporters at a press conference. The Delhi Metro Rail Corporation (DMRC) refused to comment on the announcement.
The Centre and the city government have 50 percent equity each in the Delhi Metro. As per the mandate, if the Delhi government wants to introduce a scheme, it will have to inform or take approval from the central government. "Delhi government will have to send a file of the proposal to the Lt Governor for approval as the Centre has a 50 percent stake in Delhi Metro," an official source said, making it clear that the move is likely to face hurdles as the scheme's feasibility is yet to be ascertained.
The Delhi government may find it difficult to implement the plan as there are other agencies involved – such as the finance department, LG's office, and Housing and Urban Development Affairs Ministry, sources said. They said there is also a fixation committee of the DMRC, which is quasi-judicial, and it will have to look into whether there is a role for the committee in this scheme.
"No permission from Centre is required because the Delhi government will bear the entire cost. Around Rs 700-800 crore is estimated the cost for subsidy for the remaining months of the current year, which will be borne the by Delhi government," Kejriwal asserted, however.
Delhi BJP chief Manoj Tiwari dubbed the move "populist" and said Kejriwal "seems to have lost his mental balance" and was making the announcement in view of the coming assembly election. He is trying to recover the ground his party lost in Lok Sabha polls, Tiwari said.
"We do not oppose the move but it's inspired by coming assembly elections. It's one more promise by Kejriwal which is aimed to mislead people," Tiwari told reporters. But, when asked if the proposal was prompted by the coming assembly election, Kejriwal said there is no "Shubh Muhurt" (auspicious time) to do "good" things.
He said Delhi Transport Corporation and Delhi Metro officers have been given one week to submit detailed reports on the plan. He said women who can afford expenses of public transport travel will be encouraged to shun the subsidy. A lot of formalities are to be attended for implementing the decision and a special session of the Delhi Assembly will have to be called for budgetary provisions, he said.
The government will seek suggestions from people on how to implement the scheme. The chief minister rejected the suggestion the move will lead to congestion in Metro trains. He said around 1,000 buses will be rolled out by November to boost the DTC fleet."In the next 12 months, around 3,000 new buses will be physically delivered," he said.
Citing data, he said around 30-33 percent daily ridership in buses and Metro trains comprises women commuters. "The step will not lead to congestion in Delhi Metro trains as daily ridership will increase by just one lakh. Currently, 25 lakh people travel by Metro trains every day," he said.
DTC buses have a daily ridership of 40 lakh and the DTC and the Delhi Integrated Multi-Modal System (DIMTS)-run cluster buses number around 5,500. There are marshals in all DTC buses for safety of women passengers and directions have been given to depute them on cluster buses as well. All buses will be equipped with CCTV cameras, he said.
Kejriwal said work on installing nearly 1.50 lakh CCTV cameras across the city will begin from June 8 and will be completed by December. A proposal for another 1.40 lakh CCTV cameras will be floated this month, he said. Also, 1.5 lakh CCTV cameras are being installed in government schools and the work will be completed by November, he added. "These are two major announcements which will boost the safety of women who feel quite unsafe in the city," the chief minister said.

Bengaluru: A 48-year-old man was arrested here for allegedly abetting the suicide of his wife and 12-year-old son and forcing his teenaged daughter to follow suit before neighbours intervened to save her, police said on Monday. "We arrested Suresh Babu, who runs a chit fund business and was in mounting debts, for allegedly forcing his wife Geetha Bai and son take their life on Sunday in a purported suicide pact," HAL police inspector B.N. Narasimha Murthy told IANS.
Though Babu allegedly tried to force his 17-year-old daughter also to hang herself before he killed himself, her screaming and wailing prompted their neighbours to intervene to see what was happening. "The neighbours barged into the house and rescued the daughter. They called us to report about the incident and one of them said the daughter had recorded the episode on her mobile, showing Geetha and son hanging from the ceiling fan," Murthy said.
Babu's daughter told the police that her father had actually smothered her brother with a pillow and hanged him from the ceiling fan to die. Unable to bear the death of her son, Geetha too allegedly hanged herself. "When Babu tried to make his daughter hang herself, she pleaded with him to spare her life and also begged him not to commit suicide," Murthy said, citing the daughter's deposition to the police.
