Iraq's fleet of these unmanned aircraft is struggling with maintenance issues amid reports that other customers have been displeased with the design.

As of the end of June, only one of Iraq's Chinese-made CH-4B drones was fully mission capable, contributing to a major shortfall in intelligence, surveillance, and reconnaissance capacity, according to recent U.S. government report. Unspecified maintenance issues are apparently to blame, but the news does follow reports that other operators of the type have been less than pleased with its performance.

The Putin administration must change its perspective on regional self-governance.

In 2012 Russian president Vladimir Putin was confronted by mass protests in Moscow and was able to more or less legitimately win the presidential elections and move his protégé and predecessor Dmitri Medvedev to the chair of prime minister. Today, as a fresh round of protests takes place over upcoming Moscow municipal elections, however, Russia is experiencing a more profound and protracted crisis. It is time for Russia to reinvent itself as a patriotic nation through local self-governance.

WNU Editor: The above author is onto something. Russia has a long history of power being centralized in the Kremlin, and IMHO it has not served the country well. Many cities and regions in the Russian Federation are now suffering because their needs are not being addressed, and this in turn is causing dissension and protests. Unfortunately, I do not see Putin or his successor pushing this decentralization agenda. They are still wrapped around with the idea that Russia can only stay strong and protected if the Kremlin continues to run the show. But change is coming. I just do not know when.

Politico: Trump swats at Macron for Iran diplomacy

President Donald Trump on Thursday accused French President Emmanuel Macron of sending "mixed signals" to Iran amid an apparent diplomatic breakdown between Washington and Tehran.

"Iran is in serious financial trouble. They want desperately to talk to the U.S., but are given mixed signals from all of those purporting to represent us, including President Macron of France," Trump wrote on Twitter.

"I know Emmanuel means well, as do all others, but nobody speaks for the United States but the United States itself," Trump continued. "No one is authorized in any way, shape, or form, to represent us!"

Reuters: Trump names counterterrorism chief as acting director of national intelligence

WASHINGTON (Reuters) - President Donald Trump said on Thursday that Joseph Maguire, the current chief of the National Counterterrorism Center, will become the acting director of national intelligence.

Trump said in a tweet that Maguire will take over the acting post on Aug. 15, when Dan Coats, the current director of the agency overseeing civilian and military intelligence, steps down.

"Admiral Maguire has a long and distinguished career in the military, retiring from the U.S. Navy in 2010," Trump said on Twitter.

Maguire has led the National Counterterrorism Center since December. He retired from the Navy after a 36-year career that included leading the Naval Special Warfare Command.

Daily Beast: Deputy Intel Chief Sue Gordon Is Out After Trump Snub

Sue Gordon would have been next in line as acting director following the scheduled departure of Dan Coats on Aug. 15.

One of America's most seasoned intelligence officials is leaving the building. Sue Gordon, who spent more than 25 years in the CIA before becoming second-in-command at the Office of the Director of National Intelligence (ODNI), was confirmed to be departing on Thursday by President Trump.

Gordon was next in line to serve as acting director after current director Dan Coats announced his resignation effective Aug. 15. Bloomberg reported on Thursday that Gordon's departure was confirmed following a meeting she had with Trump in the Oval Office, though New York Times reporter Maggie Haberman reported Gordon had actually met with Vice President Mike Pence and left a resignation letter.

Gordon is said to have left a handwritten note to Trump suggesting she was stepping down at his wishes.

Reuters: With an eye on Russia, China and a horse, Pentagon chief visits Mongolia

ULAANBAATAR (Reuters) - U.S. Defense Secretary Mark Esper met senior Mongolian leaders on Thursday in a rare visit to the strategically important nation as the Pentagon seeks to implement its strategy of focusing on countering China and Russia.

On a map, Mongolia, locked between Russia and China, best represents the Pentagon's priorities over the coming decades.

"It is my deep privilege to be here, to be with you and to have the opportunity to look at different ways we can further strengthen the ties between our two countries," Esper said before the start of his meeting with his Mongolian counterpart.

Esper was welcomed to the capital Ulaanbaatar on Wednesday according to custom, trying dried milk curd upon stepping off the plane at Chinggis Khaan International Airport, named after the country's warrior-emperor.

The UN has called for 'maximum restraint' in Kashmir after India imposed direct rule in the region amid heightened tensions with Pakistan.

United Nations chief Antonio Guterres called Thursday on India and Pakistan 'to refrain from taking steps that could affect the status of Jammu and Kashmir.'

His remarks came as Indian Prime Minister Narendra Modi said the Kashmir region was stripped of its autonomy to free it from 'terrorism and separatism' which was encouraged by Pakistan.

Amid an increasing war of words, Pakistan looked to ease tensions saying it would not take military action against its nuclear-armed rival.

Observers worry the political crisis sparked by this standoff will come at a cost to long-term stability and prosperity.

On their second attempt in two days running, government forces in Kyrgyzstan managed on August 8 to detain former president Almazbek Atambayev, thereby securing a hard-won victory, if only at the risk of fueling longer-term unrest.

Authorities had resorted to force after Atambayev refused multiple summons from investigators to come in for questioning in relation to an ongoing criminal probe. By putting up such a stern resistance, which claimed at least one fatality, the former president may now face considerably more serious judicial reprisals at the hands of an enraged and humiliated government.

Michael Rubin, National Interest: Iran's Military Is Making Strides Into Twenty-First Century Technology

Iran's military industries have not been able to field the robotic and autonomous systems that now populate American, Chinese, and Russian arsenals, but they may not remain far behind for long.

Recent Iranian ship interceptions highlight Iran's military challenge and continue to drive a regional arms race. Whereas Gulf Cooperation Council states spend lavishly on high-end, off-the-shelf, U.S.-built platforms, decades of sanctions and post-revolutionary strategic decisions to be militarily self-sufficient has led Islamic Republic to focus more on its own indigenous industries. Direct comparisons of defense spending between Arab states and Iran is difficult. While a superficial reading of public statistics shows Saudi and Emirati spending far outstrips Iran's as a proportion of GDP, it would be a mistake to take public Iranian statistics at face value. Still, post-revolutionary Iran has long embraced asymmetric strategies such as terrorism or perhaps nuclear technologies to counter enemies, both real or imagined.

A Royal Navy patrol ship has been deployed to shadow a Russian ship through the English Channel.

Portsmouth-based HMS Forth had just returned to UK waters from her first foreign port visit when it was scrambled to monitor the Russian patrol ship Vasily Bykov.

A Navy spokesman said: 'Forth had departed Gibraltar on July 31, before heading north at speed and conducting heavy weather trials before a quick logistics stop in Devonport.

Defense News: US Air Force pauses flight ops for more than a hundred C-130s over 'atypical' cracking

WASHINGTON — More than a quarter of Air Mobility Command's C-130 Hercules fleet are being temporarily removed from service after "atypical" cracking was found.

During scheduled depot maintenance, the U.S. Air Force discovered cracking of the lower center wing joint — also known as the "rainbow fitting" — which led Air Mobility Command head Gen. Maryanne Miller to order an inspection of a portion of the fleet, according to an AMC statement released Wednesday evening.

A total of 123 of 450 C-130H and C-130J aircraft will be temporarily grounded while inspections occur. "This temporary removal of service will not impact ongoing C-130 support to overseas contingency operations," AMC said in its statement.

More than two million Zimbabweans are on the cusp of "starvation", the United Nations food agency has said, launching a $331.5m aid appeal to help the southern African country recover from a devastating drought.

David Beasley, executive director of the World Food Programme (WFP), said on Tuesday that 2.3 million people in rural Zimbabwe were in "crisis emergency mode" and need food aid now.

OilPrice.com: Chinese Company Will Help Venezuela Fix Its Refineries

A Chinese company has signed up to help Venezuela revive its oil refineries and alleviate fuel shortages resulting from the inability of refineries to operate at anything even close to capacity.

Bloomberg quotes unnamed sources as saying Wison Engineering Services Co., a company headquartered in Shanghai, will use funds from Beijing's Belt and Road initiative to repair Venezuelan refineries. Venezuela, for its part, will pay Wison in oil products.

Venezuela's government will skip a round of Norway-brokered talks on Thursday and Friday to protest a new set of U.S. sanctions meant to force President Nicolas Maduro from power, the Venezuelan information ministry said on Wednesday.

U.S. President Donald Trump on Monday imposed a freeze on Venezuelan government assets in the United States and blocked U.S. citizens from conducting business with Maduro's government, increasing pressure on him to quit.

Maduro's government said its delegation was withdrawing from the round of talks in Barbados aimed at resolving Venezuela's political crisis with allies of opposition leader Juan Guaido.

"Why should the U.S. tie its own hands with that policy?" CNN correspondent Jake Tapper asked Sen. Elizabeth Warren (D-MA).

This leading question during last week's Democratic debate immediately opened up a longtime policy fissure over U.S. nuclear strategy. The policy in question is the venerable "no first use" pledge, in which the United States would forswear being the first nation to deploy nuclear weapons during a military conflict. Under the pledge the United States would still reserve the right to massive retaliation.

While President Barack Obama privately mulled over the pledge, he decided against officially endorsing it. The United States has always retained a "first use" option that preserves Washington's ability to launch nuclear weapons at any time, even unprovoked.

CNET: Area 51 raid event back on Facebook after being mistakenly removed

The event's creator had received a notice that it was removed for violating Facebook's community standards.

A Facebook event for a raid on Area 51, a classified military base in Nevada, is back online after being mistakenly removed. Event creator Matty Roberts received a notice that the event had been removed for violating Facebook's community standards, according to a screenshot he posted Saturday.

A Facebook representative said the removal was a mistake and the page is now available again.

More than 2 million people have indicated they're attending the Sept. 20 event, called Storm Area 51, They Can't Stop All of Us. Another 1.4 million have marked that they're interested.

German Military Has Grounded Its Fleet Of 'Tiger Helicopters'

DW: Germany: Bundeswehr grounds 'Tiger' helicopters due to technical faults

The German military has suspended all flights involving the aircraft. The grounding comes on the heels of two fatal incidents involving faulty German military aircraft in the past two months.

The Bundeswehr, Germany's armed forces, grounded all its "Tiger" helicopters on Wednesday, due to technical faults found in their machinery. As a result, flight operations involving all 53 aircraft were temporarily suspended.

"Certain bolts that are installed in the helicopter could have a flaw," said the Army Press and Information Center. Before new flights the machines must be "thoroughly checked and bolts replaced if necessary."

RT: 2 dead after explosion during 'liquid-fueled engine' test at military site in Russia

A blast has rocked a Russian Navy firing range during trials, the Ministry of Defense has said. At least two service members were killed in the explosion.

A "liquid-fueled jet engine" went off at the testing cite close to the city of Severodvinsk. The latter is home to a major base of the Russian Navy's Northern Fleet.

As well as the two "specialists" who succumbed to their injuries, six more people were injured and were being treated in hospital.

Hong Kong Protesters Converge on the International Airport for a Three-Day Sit-In

Protesters converged on Hong Kong’s international airport Friday, kicking off a three-day sit-in and the first of several rallies planned for the weekend.

Chanting “free Hong Kong!” thousands of black-shirted pro-democracy activists filled the arrivals hall by the middle of the afternoon, greeting travelers with pamphlets, posters and banners about the movement that has rocked Asia’s financial center for nine consecutive weeks.

The airport demonstration is the latest move seeking to disrupt daily life in the city and targeting Hong Kong’s reputation as global hub for transit and commerce. It comes less than one week after a general strike brought the entrepôt to a standstill, disrupting plane, train and road transit. Rallies across the city that Monday ended in chaos with more than 148 people arrested and 800 canisters of tear gas fired in the largest single-day crackdown to date.

Although a similar airport gathering convened on July 26, protesters plan to up the ante this time by staking out a “tourist reception” in Terminal 1 for three days.

“We think it’s important for the international community to know what’s happening in this city,” says Kitty, a 24-year-old protester who took the day off work to join the airport demonstration. “This is a peaceful place, but we have been pushed to do this by [Hong Kong leader] Carrie Lam and her government. We have tried protesting, but the government is not paying heed to us. So now we have to do everything we can to raise awareness.”

Earlier this week, several countries, including the U.S., Australia and New Zealand, issued travel warnings for Hong Kong. Washington advised U.S. citizens to “exercise increased caution” due to the volatile nature of the protests, some of which have “turned confrontational or resulted in violent clashes.”

While the political crisis gripping Hong Kong kicked off in June over a now-suspended extradition proposal, the movement has since expanded to include broader aims, like calling for greater democracy and challenging Beijing’s control over the semiautonomous city. Marches, rallies and sit-ins have become a near-daily occurrence, with many ending in riot police deploying tear gas and rubber bullets, while a hardcore contingent of young protesters hurl back bricks and lay siege to police stations.

On Friday, the airport protest appeared peaceful, with no sign in the afternoon of a police presence.

Tourists came up to take pictures of the protesters, who handed out fliers in a variety of languages that said things like “welcome to Hong Kong, not China” and “please ask me about Hong Kong.” At least three people waved big American flags, and around 3:30 p.m. a banner was unfurled that read “Liberate HK Revolution Now.”

Some warned visitors about the profusion of tear gas that has been fired across the city, including in tourist hotspots and dense residential neighborhoods. One protester held up a sign that read “Sorry for the inconvenience we are fighting for the future of our home.”

“I think the majority of tourists are excited about the movement, and it’s great to see it, to be a part of a historic moment,” says Kirsten Weymar, 47, who was transiting through Hong Kong on a return trip to New York. She added that she and her son did not go into the city in the morning for fear of encountering tear gas.

In response to tourist concerns and the spate of travel warnings, the Hong Kong government issued a statement Thursday insisting the territory remains “a welcoming city for tourists and travelers from around the world.”

Hong Kong’s airport, one of the busiest in the world, stepped up safety protocols Friday in anticipation of the weekend sit-in. Only departing passengers with tickets and valid travel documents and staff were allowed to enter the cordoned off check-in area

But there appeared to be no major flight disruptions or backlogs entering or leaving the airport.

Last Monday, more than 200 flights had to be canceled after pilots, ground staff and flight attendants reportedly called in sick.

On Friday, ground staff voiced support for the protesters, though did not participate in the sit-in.

Additional protests are planned across the city this weekend, although at least one gathering has been banned by police and another has not sought official permission. If the unauthorized actions go ahead, they risk being labelled an “unlawful assemblies” and could trigger possible confrontation with police.

Curfew in Kashmir’s Main City to Be Relaxed for Friday Prayers

(NEW DELHI) — A strict curfew keeping residents of Indian-controlled Kashmir in their homes for a fifth day was being eased for Friday prayers, the police chief said.

The mostly-Muslim region has been under an unprecedented security lockdown and near-total communications blackout to prevent unrest as India’s Hindu nationalist-led government announced it was revoking Kashmir’s special constitutional status and downgrading its statehood.

“People will be allowed to go to the area-specific mosques for the prayers in most parts of the Srinagar city,” the region’s police chief, Dilbagh Singh, told The Associated Press.

The relaxing of the curfew in Kashmir’s main city was temporary but a precise timeframe wasn’t given. Friday prayers start at 12:37 p.m. in Srinagar and last for about 20 minutes.

The Press Trust of India news agency said authorities will allow people to offer prayers in small local mosques, but there will be no Friday congregation at the historic Jama Masjid where thousands of Muslim pray every week.

Jama Masjid has been an epicenter of regular anti-India protests after Friday prayers.

Authorities will be keenly watching people’s reaction as they often take to the streets after the prayers for anti-India demonstrations. This is expected to determine further easing of restrictions with the Muslim festival of Eid al-Adha to be celebrated Monday.

Prime Minister Narendra Modi in his address to the nation on Thursday promised Kashmiri people that his government is making “sincere efforts to ensure that the people in the region have no difficulties in celebrating Eid.”

The restrictions on public movement throughout Kashmir have forced people to stay indoors and closed shops and even clinics. All communications and the internet have been cut off. Prime Minister Modi said late Thursday the situation in the region would return to normal gradually.

Kashmir is claimed in its entirety by both India and Pakistan and divided between them. Rebels have been fighting Indian rule for decades and most Kashmiri residents want independence or a merger with Pakistan.

On Friday, Pakistan’s foreign minister was to meet with Chinese leaders in Beijing as part of efforts to pressure India to reverse its decisions on Kashmir.

Before leaving for Beijing, Shah Mahmood Qureshi said he will apprise Islamabad’s “trusted friend” about the situation.

Pakistan says it is considering a proposal to approach the International Court of Justice over India’s action. It also has said it would downgrade diplomatic ties with New Delhi, expel the Indian ambassador and suspend trade and a key train service with India.

An estimated 20,000 people living along the heavily militarized Line of Control in Pakistan’s part of Kashmir have migrated to safer places in the past week due to cross-border firing. Pakistan says banned cluster munitions were fired in violation of the Geneva Convention and international humanitarian law.

China Issues Red Alert as a Strong Typhoon Bears Down on the East Coast

(BEIJING) — China issued its top warning for coastal areas of Zhejiang province Friday ahead of a strong typhoon carrying heavy rain and winds and expected to send an intense storm surge up the mighty Yangzte River.

Heavy rain was expected in Zhejiang, Shanghai and nearby provinces on Friday before Typhoon Lekima hits land on Saturday morning, then weakens as it moves north.

Parts of northern Taiwan closed offices and suspended classes at schools on Friday as the storm passed northeast of the island. The same area was hit by a magnitude 6.0 earthquake Thursday that caused minor damage but no deaths or injuries.

The red alert China issued is the most serious in its four-tired alert system, prompting authorities to prepare evacuations, suspend train and air travel and require vessels to return to port. In Zhejiang, ferry service had been cancelled and more than 200 tourists evacuated from popular Beiji island.

The National Meteorological Center said Lekima was gusting at 209 kph (130 mph) and traveling northwesterly at 13 kph (8 mph). Taiwan’s Central Weather Bureau put its sustained winds at 173 kph (108 mph) and said the bands of wind and rains around the storm’s eye were shrinking.

The State Flood Control and Drought Relief Headquarters warned authorities overseeing seven provinces including Zhejiang, Fujian, Jiangsu and Shanghai Municipality to make preparations and have emergency response systems ready to be deployed. In Zhejiang, nearly 5,000 fishing boats had been recalled to port, authorities reported.

An intense storm surge was expected to raise waters in the estuary of the Yangzte River, China’s mightiest, beginning Friday. Three main streams of the Yangzte River are likely to exceed alert levels and the commission overseeing the river for the Ministry of Water Resources has ordered efforts to prevent floods and oversaturation of levees along the river’s banks.

Malaysia Charges 17 Current and Former Goldman Sachs Directors Over 1MDB Scandal

(KUALA LUMPUR, Malaysia) — Malaysia has filed criminal charges against 17 current and former directors at three Goldman Sachs subsidiaries for their role in the alleged multibillion-dollar ransacking of state investment fund 1MDB.

Malaysian and U.S. prosecutors allege that bond sales organized by Goldman Sachs for 1MDB provided one of the means for associates of former Malaysian leader Najib Razak to steal billions over several years from a fund that was ostensibly set up to accelerate Malaysia’s economic development.

The government in December filed criminal charges against Goldman Sachs and two former executives for breaches of securities laws including making false, misleading statements to investors.

Attorney General Tommy Thomas said Friday the 17 people holding senior posts were charged under the Malaysian Capital Markets and Services Act for conniving to commit the massive fraud.

U.S. Calls Beijing ‘Thuggish Regime’ for ‘Harassing’ American Diplomat Who Met Pro-Democracy Activists

The State Department Thursday accused the Chinese government of leaking personal information about a U.S. diplomat in Hong Kong, including the names of her children.

Pro-Beijing newspaper Ta Kung Pao published details about the U.S. consular official after she reportedly met with advocates of the protest movement that has gripped Hong Kong for nine consecutive weeks.

“I don’t think that leaking an American diplomat’s private information, pictures, names of their children, I don’t think that is a formal protest, that is what a thuggish regime would do,” Morgan Ortagus, a State Department spokesperson, said at a press conference in Washington.

Ortagus did not name the diplomat or elaborate on what details were allegedly leaked.

According to the Ta Kung Pao‘s account, Julie Eadeh, a political counselor at the U.S. Consulate General in Hong Kong, met with pro-democracy activists Joshua Wong and Nathan Law in the lobby of a hotel in the city. The article attempted to use the encounter to illustrate Beijing’s narrative that “foreign forces,” particularly U.S. politicians, are stoking the protest movement, which has proved a formidable challenge to the central government’s authority.

China’s Ministry of Foreign Affairs already said it had summoned an officer at the U.S. Consulate over the meeting. In a statement, it said it had lodged lodged “stern representations.”

“I’m taking issue with the Chinese saying they issued a formal protest when in fact they harassed an American diplomat,” Ortagus said at the press conference. Ortagus added that in meeting with opposition figures Eadeh was “doing her job and we commend her for her work.”

“This is what not only American diplomats do, this is what other countries’ diplomats do.”

The diplomatic spat comes as Hong Kong gears up for yet another weekend of protests. What began as a series of marches against a now-suspended extradition law has since snowballed into a larger anti-government campaign, calling for greater democracy and rebelling against China’s control over the enclave.

Earlier this week, China’s top policy official in Hong Kong denounced foreign involvement in the protests, and even called out Secretary of State Mike Pompeo, Speaker Nancy Pelosi and Vice President Mike Pence by name.

Tensions between Washington and Beijing are already soaring over a blistering trade war that does not appear to be tapering off any time soon. President Donald Trump however, has said that Hong Kong’s unrest is an issue “between Hong Kong and China.”

How Eating Less Meat Could Help Protect the Planet From Climate Change

By dramatically changing the food we eat as well as the way it is grown and produced, humans can help stop the devastating impacts of climate change according to the latest report by the United Nations body on climate science.

More than 100 scientists from 52 countries put together the report, which was published by the UN’s Intergovernmental Panel on Climate Change. It takes a look at how land-use practices have impacted the planet and finds that deforestation, agriculture and other human activities threaten the world’s ability to limit the global temperature increase to 1.5 degrees celsius, the goal of the 2015 Paris climate agreement.

However, the report is not all bad news and finds that if more of the world’s population shifts toward plant-based diets and reduces their meat consumption, it could significantly boost the planet’s ability to fight climate change.

“Some dietary choices require more land and water, and cause more emissions of heat-trapping gases than others,” Debra Roberts, co-chair of IPCC Working Group II, said in a statement on Thursday.

The IPCC report says that if people eat more plant-based foods and sustainably produced foods from animals, that will “present major opportunities for adaptation and mitigation while generating significant co-benefits in terms of human health.”

Much of the world already eats very little meat, notes Timothy Searchinger, a senior fellow at the World Resources Institute. Only about 25% of the world, mostly wealthy countries such as the United States, eat lots of meat, he says. But as countries with historically low meat consumption get wealthier, they will eat more meat and put even more strain on the environment — unless something changes.

“The big beef eaters need to eat less,” Searchinger says.

Meat such as beef and lamb is particularly inefficient to produce, because livestock need lots of space to graze, and that land is often space that used to be covered with forests. Lowering the amount of meat people eat would also decrease emissions from livestock and the amount of fertilizer raising them requires.

Adopting these kinds of changes for people around the world could free up several million square kilometers of land and reduce carbon emissions by 8 billion tonnes annually by 2050, according to the report. Food waste is also a major issue, with more than one quarter of food going to waste right now.

Not only do humans need to reduce the amount of land used to produce meat, but they also need to use that land more efficiently. Sustainable farming practices are necessary to ensure that land remains usable as the planet heats up.

This is particularly important because the report raises serious concerns about how climate change will harm food security. Parts of Africa, high mountain regions of Asia and South America are already experiencing these issues, according to the report.

“Food security will be increasingly affected by future climate change through yield declines — especially in the tropics — increased prices, reduced nutrient quality, and supply chain disruptions,” said Priyadarshi Shukla, Co-Chair of IPCC Working Group III.

The countries that are likely to be most severely impacted by climate change are often low-income places that have not been the leading contributors to global warming, researchers said. Farmers in these places will have to adapt to more intense weather patterns, droughts and floods, as well as their land decreasing in yield.

Searchinger says this will require global help, from agronomic improvements to economic investments in communities experiencing food insecurity.

“We also need social security systems for these farmers. We have social security systems so relatively few people starve here,” he said. “There, if you’re a poor small farmer, you starve and have to sell off all your equipment, and then you’re stuck.”

The IPCC report offers some ideas about how to mitigate the impact that agriculture has on climate change and how to help vulnerable areas keep producing food. But one of its most important features is serving as a call to action, experts said.

“I’m thrilled to see the IPCC making some bold statements on the need to focus on land, food and agriculture,” Ruth Richardson, executive director of the Global Alliance for the Future of Food, told TIME. “It’s so important because food and agriculture systems are a huge source of greenhouse gas emissions, so they’re a part of the problem and yet they’re also a critical part of the solution.”

There are plenty of obstacles to adopting the report’s suggestions around food. Not every country is going to stop eating meat, of course, but Searchinger of the World Resources Institute points to the rise in popularity of meatless products such as the Impossible Burger as a promising sign. He hopes that when the public and politicians see reports like this one they remember that food and agriculture are key factors in the fight against climate change.

“When people think about solving climate change and what governments can do, they have to think about agriculture,” he said.

The U.S. is Close to a Peace Deal With the Taliban, Officials Say

The U.S. and the Taliban both say they are close to calling it peace after 18 years of war and multiple rounds of tense but cordial negotiations between dark-suited diplomats and turbaned fighters over cups of tea in plush hotels in Doha, Qatar.

On one side of the re-purposed ballroom tables, U.S. envoy Zalmay Khalilzad is working relentlessly to close the hardest deal of his life: a peace agreement that would allow U.S. forces to withdraw fast enough to meet President Donald Trump’s 2020 campaign timetable but buy the Afghan government enough time to negotiate a separate peace with the Taliban.

On the other side sit Taliban commanders who drove the last Soviet forces out of Afghanistan 30 years ago, have fought the U.S.-led coalition to a bloody stalemate, and are still battling Afghan forces while the negotiations continue. An August 7 Taliban suicide attack on a police station in Kabul, the Afghan capital, killed 14 and wounded 145.


Both Khalilzad and Taliban chief negotiator Mullah Abdul Ghani Baradar are now privately telling allies that they’ve reached a deal that would require most conventional U.S. forces to withdraw before the end of November 2020, shortly after the U.S. presidential election, multiple U.S., Afghan and Pakistani officials briefed on the talks tell TIME.


A major hurdle remains, however: the Taliban continue to refuse Khalilzad’s demand that a U.S. counterterrorism force would stay as long as a terrorist threat remains. The U.S. commander in Afghanistan, Army Gen. Austin “Scott” Miller, has told international officials that if his mission is confined to hunting al-Qaeda and ISIS-Khorasan fighters, he can do that with elite special operations units and close air support, according to Afghan and European officials.


The Taliban’s Pakistan-based Quetta Shura leadership, however, had given Baradar a deadline of one year for all U.S. forces, including counterterrorism and intelligence assets, to withdraw, a Taliban source briefed on a meeting of high-ranking Taliban officials tells TIME.

There are other hurdles to overcome. If a withdrawal began next month, a late November 2020 deadline would give the U.S. 14 months, not the 12 the Taliban has demanded, to complete it. Further, while the Taliban has agreed to guarantee that there will be no foreign fighters in the areas they control, they have not said they will repudiate al-Qaeda, as Khalilzad has demanded. And they have agreed to a ceasefire only with U.S. forces as they withdraw, not Afghan government troops.


Khalilzad’s efforts have angered Afghan officials and infuriated U.S. diplomats and intelligence and military officials, who say the timetable he’s negotiating is not long enough to ensure that Afghanistan does not return to harsh Islamic rule; preserve the gains made in women’s rights, rule of law, and other issues; or guarantee that Afghanistan is no longer a safe haven for terrorists.


Khalilzad has told Afghan, UN and NATO officials that if the talks in Doha fail, Trump might pull U.S. troops out even faster. That, coupled with dwindling U.S. public and political support for a war that has cost more than
3,500 American and coalition forces their lives and U.S. taxpayers some $132 billion, may only encourage the Taliban to continue hanging tough, warn former U.S. officials and current Afghan officials who are alarmed at the prospect of a swift U.S. drawdown.


“Don’t blame the peace effort for the fact that U.S. is not going to remain in Afghanistan forever,” said a former U.S. official who acts as a sounding board for Khalilzad. “If it’s going to go backward, then it’s going to go backward. It’s an independent country, not the 51st state.”


The officials interviewed all spoke on the condition of anonymity to discuss the deliberations. White House and Pentagon officials referred questions to the State Department. An official there repeated Khalilzad’s
tweeted report of “excellent progress” toward “a conditions-based troop withdrawal” at recent talks.


That refrain of a “conditions-based” withdrawal is meant to signal that a U.S. exit could be reversed. That’s scant comfort to skeptical Afghan officials who have traversed the stages of grief before finally accepting the fact that they can’t stop a U.S. departure. But they are clinging to reassurances from White House officials late last month that U.S. counterterrorism forces would stay for years if needed, partly as a security guarantor and partly to force the Taliban to make concessions in talks with Afghan government negotiators, likely in Norway, which would begin if the negotiations in Doha succeed, according to multiple Afghan officials.


The omens for talks between the Taliban and the Afghan government are not encouraging: The Taliban have vowed to attack the Sept. 28 presidential elections Afghan President Ashraf Ghani wants, despite Khalilzad’s private requests to delay or cancel them.


U.S. officials are sure of at least one thing. “Without financial support from international donors, the government of Afghanistan cannot survive,” Special Inspector General for Afghanistan John Sopko told TIME after unveiling his office’s
latest report detailing failed U.S. attempts to produce a dependable Afghan security force. “And the Afghan security forces will not be viable.”

Never one to be camera-shy, the royal showed off the new gap in the front of his mouth as his parents, Catherine, Duchess of Cambridge, and Prince William, Duke of Cambridge, participated in their inaugural event for the King’s Cup sailing race in Cowes, England. Prince George turned six years old on July 22, so his dental situation is par for the course.

Prince George watched the regatta with his younger sister, Princess Charlotte of Cambridge, from a boat with their maternal grandfather, Michael Middleton, according to People.

Eight charities will benefit from the King’s Cup competition, with Prince William and Kate Middleton each picking four of their own causes. But the real star of the show, of course, was Prince George. Third in line to the throne — and now on the verge of growing grown-up teeth — he’s basically a little man. But that doesn’t mean he’s done hamming it up at any and all occasion.

‘We Have Taken an Historic Decision.’ Indian Prime Minister Narendra Modi Addresses Nation On Kashmir Move

The revocation of Kashmir’s autonomy was an “historic decision” that will benefit both the region and the rest of India, Indian Prime Minister Narendra Modi said Thursday in a national address.

In the speech, which came after India stripped Indian-controlled Kashmir of its autonomy on Monday and imposed a statewide communications blackout, Modi said he was confident that the Islamist insurgency there would soon be brought to an end and the Kashmiri economy would experience economic growth and even a boom in tourism.

He did not promise that prominent Kashmiri politicians would be released from detention, nor an end to the curfew that has left most Kashmiris confined to their homes since the early hours of Monday. However he said he hoped Kashmiris would be able to celebrate the Islamic holiday of Eid (which begins on Sunday) without disruption.

Modi said that economic development had been stalled by Article 370, the constitutional provision that guaranteed the state’s autonomy, and that infrastructure projects would now be completed more quickly. He listed government schemes and benefits that he said Article 370 held up. And he praised security forces, including the army, paramilitary and state police for “protect[ing] the people” of the valley.

As part of the changes imposed on Monday, the Modi government redrew the political map of Kashmir, splitting the largely autonomous state into two Union Territories, imposing direct rule from Delhi. Modi said in his speech on Thursday that while one of these new territories, Ladakh, would remain under Delhi’s control, he could foresee the more populous Jammu and Kashmir becoming a state again in the future.

Since Sunday, the region has been on lockdown with curfews, soldiers on the streets, and no Internet or phone access. Reports from the area shared with TIME describe an unprecedented crackdown that has left 7 million people stranded without any way to contact family and friends. “I assure the people of Kashmir that slowly, conditions will return to normal,” Modi said.

On Monday, Modi’s Hindu nationalist Bharatiya Janata Party (BJP) withdrew Article 370 and Article 35A of the Indian constitution, which allowed the state of Jammu and Kashmir to make its own laws in most areas, barring defense, communications and foreign affairs, and prevented anybody except “state subjects” of Jammu and Kashmir from purchasing land.

New Delhi, which has gone to war with Pakistan three times over the disputed region, says it aims to fully integrate and develop Kashmir. The move to withdraw special status and divide up the contested territory fulfills a 2019 campaign pledge.

Critics have slammed the Indian government’s heavy-handed approach, including the additional troop deployments, closure of schools and sealing of neighborhoods in Srinagar, the region’s largest city. Kashmiri politicians, including former state chief ministers, were arrested and public movements were restricted.

The U.N. said it is “deeply concerned” over the continued restrictions in Indian-controlled Kashmir.

Pakistan Wednesday said it would expel India’s ambassador, “downgrade” diplomatic relations and suspend bilateral trade over the issue. In a parliamentary address Tuesday, Pakistani Prime Minister Imran Khan said he would raise the issue with the United Nations Security Council and urged international intervention.

The situation in Kashmir remains tense as the security lockdown continues and fears of insurgency grow. Authorities have reportedly arrested more than 500 people in what they called an attempt to curb violence. Residents, including migrant workers, have begun leaving the state.

Modi, however, was upbeat about the state’s prospects for the future. “I fully believe that the people of Jammu and Kashmir will move forward with fresh hopes, dreams and motivation,” he said.

(LONDON) — It was 50 years ago today, that The Beatles caused a traffic delay.

And hundreds of fans of the Fab Four gathered Thursday at a crosswalk in London’s St. John’s Wood neighborhood immortalized on the “Abbey Road” album to recreate the cover photo half a century after it was taken.

At 11:35 a.m. on Aug. 8, 1969, Iain Macmillan photographed John, Paul, George and Ringo striding single-file across the black-and-white “zebra” crossing outside Abbey Road Studios while a police officer stopped traffic.

Used as the cover of the band’s penultimate studio album, it became one of the most famous images in music history.

On Thursday spectators snapped photos on cellphones and lookalikes from a Beatles cover band crossed the street in tribute to the original image.

The spot remains a place of pilgrimage for Beatles fans from around the world.

“Every hour of every day there are fans on the crossing,” said Beatles tour guide Richard Porter, who organized Thursday’s commemoration. “I’ve seen lots of different sights on the crossing, too, from couples having their wedding photos taken to people going across naked.”

 About Calcutta High Court

The Calcutta High Court is the most seasoned High Court in India. It has purview over the province of West Bengal and the Union Territory of the Andaman and Nicobar Islands. The High Court building’s plan depends on the Cloth Hall, Ypres, in Belgium. The court has an authorized judge quality of 72. The Calcutta High Court is one of the three High Courts in India built up at the Presidency Towns by Letters patent allowed by Her Majesty Queen Victoria, bearing date 26 June 1862, and is the most established High Court in India.

It was set up as the High Court of Judicature at Fort William on 1 July 1862 under the High Courts Act, 1861, which was gone before by the Supreme Court of Judicature at Fort William. In spite of the name of the city having formally changed from Calcutta to Kolkata in 2001, the Court, as a foundation held the old name. The bill to rename it as Kolkata High Court was affirmed by the Cabinet on 5 July 2016 alongside the renaming of its two different partners in Chennai and Mumbai. However, the High Court still holds the old name.

About Staff Selection Commission

Staff Selection Commission (SSC) is an association under Government of India to enroll staff for different posts in the different Ministries and Departments of the Government of India and in Subordinate Offices. This commission is an appended office of the Department of Personnel and Training (DoPT) which comprises of Chairman, two Members and a Secretary-cum-Controller of Examinations. His post is proportionate to the degree of Additional Secretary to the Government of India.

The Estimates advisory group in the Parliament prescribed the setting up of a Service Selection Commission in its 47th report (1967–68) for directing assessments to enlist lower classes of posts. On 26 September 1977, Subordinate Services Commission was renamed as Staff Selection Commission. The elements of Staff Selection Commission were re-imagined by The Government of India through Ministry of Personnel, Public Grievances and on 21 May 1999. At that point, the new constitution and elements of Staff Selection Commission (SSC) became effective from 1 June 1999. Consistently SSC conducts the SSC Combined Graduate Level Examination for selecting non-gazetted officials to different government occupations.

What's dragging the Indian economy? The devil is in the micro

When the broad stance of the Narendra Modi government has been to reset and reform the old ways of doing business, the short- to medium-term economic consequences cannot but be deflationary, for disruptions act as speed-breakers to economic activity.You cannot grow at the old pace when you have to pay more taxes, when your balance-sheet is under water, when new bankruptcy laws may make you lose your company to loan defaults, and when the majority of the engines of growth are kaput. Of the four engines of growth, two — private consumption and exports —are out of action, and the other two — public investment and private consumption — are under the weather.GDP numbers due on August 31 will clarify the situation, even as high frequency economic indicators are throwing out mildly contradictory signals: retail inflation in June edged up to 3.18%, but core inflation is down to 4.09%, and wholesale prices are at a 23-month low of 2.02%, which suggests that pricing power is weak. The Index of Industrial Production (IIP) for May was down to 3.1%, and with the core sector index at a 50-month low of 0.2% in June, the decline will probably be extended to the whole of IIP for the month.But, in July, the composite IHS Markit Purchasing Managers' Index — manufacturing plus services — was at an eight-month high of 53.9 against 50.8 in June.Despite some concerns over revenue collections from GST, in this calendar year — January to July 2019 — collections have averaged Rs 1.03 lakh crore. This is below the hoped-for level of Rs 1.14 lakh crore. But the consistency in holding the Rs 1 lakh crore level in most months is encouraging. Either the economy is not doing that badly, or compliance is getting better. Both augur well.However, the real answers will not be found in the headline numbers, but the subheads below. Entire sectors are in deep trouble — from autos to real estate, construction to telecom, and banking and finance, apart from agriculture, which is spooking even normally stable sectors like FMCG. As for exports, the less said the better.It is likely that there will be some limited form of cyclical revival in fiscal 2020-21. But the problems of growth are structural and sectoral. Economists will suggest more reform of the factor markets to revive growth. That is eminently desirable. But we have to address problems sector by sector well.Consider the auto industry. Over the last few years, it has been confronted with a dramatic shift in demand, driven by the rise of shared mobility, higher investments in public transport in all major cities, weak rural demand, and the oncoming shift to Bharat Stage VI. Then there is the policy shift coming in favour of electric vehicles, all of which have shifted the automobile demand curve leftwards. The bald fact is that the Indian automobile's golden years came prematurely in a country where under-investment in public transport gave personal transport a steroid-like bounce.In which other poor country would the total number of registered vehicles on the road — estimated at 250 million — be roughly equal to the number of households? The auto market is saturated, considering average purchasing power and high ownerships levels. The same structural pressures are pressing two other formerly booming sectors: banking and finance, and telecom. From nearly 10 players, cutthroat tariff wars have brought down the telecom industry to four, including the public sector zombie, the BSNL, MTNL combine.In banking, while the bad loans crisis will be solved through higher capital infusion, the structural challenge confronting 70% of the industry that is in the public sector is digital. Technology is making much of the manpower, branches and ATM investments of banks underproductive. Which means future growth is about divesting overheads, not investing more in them.To make things worse, non-banking financial companies (NBFCs) are floundering between the twin rocks of illiquidity and insolvency. It only needs one or two major collapses of the IL&FS kind to send another shock wave through the financial sector.The same applies to real estate, where prices have been flat for years now, and unsold inventories in the top 30 cities of the country have hit a huge 12.7 lakh units, three-quarters of which are in the big eight metros. A 40-plus-month inventory means this sector will need prices to correct dramatically by 30-40% to revive quickly, or stagnate further for years to ensure time correction of prices. And reform in this sector means politicians have to let land prices crash by increasing supply (higher floor space index (FSI), changing zoning limits).This may be the story in sectors outside IT services, logistics and retail, which are still in fine nick. But power is shifting from producers to retailers, and this has its own depressive impact on corporate profits.The real question to ask is not where the economy is heading, but where various important sectors that will drive growth are heading. Infy boss has a plan to fix attrition problem

Infosys is seeing deal pipeline grow as customers look at investing in technology to transfrm their business. Salil Parekh, who took decisions to invest in building capability in digital and cloud, shore up sales and onsite delivery presence says that the required investments are done and its for the company to exploit the opportunities. "We see the pipeline for large deals is very robust," Parekh told ET. Edited Excerpts:Are you seeing a sentiment that is going back to being the Infosys of old days?Our focus is to be relevant to our clients. If you look at Q1, 12% growth in revenue, 41.9% growth in digital business, large deals at $2.7 billion, those are outcomes. if you look at the last few quarters, we spent time and genuinely investing in building capability, because no one is buying things, simply because you are company A or B. It helps that you have a very strong reputation and a track record. Whether you look at data, cloud, the whole experience in the Digital Studios that we have; cyber security or IoT space, we we see a lot of demand coming for that. So to answer your question, I don't have a view of whether we are being aggressive. As long as we remain client focused and that allows us to say look our guidance is 8.5-10%, we are delighted. If that changes tomorrow to something else that'd be like because as long as we remain relevant, we are extremely happy. I'm extremely happy. The numbers are what they are. I will say it carefully. I'm not interested to drive the numbers... of course no one wants to have a mediocre performing business.You had talked about the digital Pentagon last year, are those elements paying off?The growth that we shared last quarter was all from those five areas of digital. We have an approach, where we look at the projects in those areas bottom up and consolidate that number. That was over a billion in revenue last quarter, just under 36% of our total revenue. So you can say that that pie is becoming bigger and bigger.At this pace do you think that would overtake your traditional services revenue by next year?We have an internal timeline and we have not shared that externally. We have an internal goal, because clearly, a key metric is when we flip it to over 50%.The number of people quitting is high. why is Infosys not able to retain talent?We talked a little bit about client relevance the biggest change really are two elements. One is the set of opportunities that we have to work all around the world. We have opportunities for work in the US, now the Canadian market. We have opportunities in the European market like UK, Germany and Switzerland. With Fluido acquisition, we talked about that in the Nordic countries, we've also built strategic partnerships in Japan and Singapore. Australia has now become over a billion dollars in business on its own, it is a very large market. In addition to that, we have huge opportunities and scaling within India.We now have put together internally a task force which (chief operating officer) Pravin Rao is leading to identify the root causes of attrition. We are starting to build a set of actions, some of these things take some time to build up. They'll take a few quarters to resolve. We have a good understanding of the issues. And we're now starting to address how that is going to be rolled out and implemented over the next few quarters.Does that (attrition) worry you?Nothing worries me in life. . It is not something that we want to live with at that level. But equally, we have a sense of what I think the underlying issues are. We are building a plan. We are acting now with speed. Pravin (Rao) is personally looking at this. So we feel now more and more comfortable that we will over time address this.Are you looking at acquisitions?We have an active set of discussions that is going on. So there's a pipeline. These are in digital areas — user experience, mobility, the cloud space, cyber security to those IoT. We will do it but there's nothing fixed, like something must happen in this quarter or next quarter.Are you seeing large deals?We see the pipeline for large deals is very robust. We see that for this quarter and we have given the guidance for this fiscal is pretty good.What are you hearing from the board?The board is very instrumental in developing the strategy.This was developed by the leadership of the team and by the board. And in general, my interactions with the board positive, supportive, ready to help as and when needed. I find it very cohesive and is working well..

Why Article 370 was revoked in 2019

By Ashok MalikCross-border security factors have been cited for the timing of the government's moves on Jammu-Kashmir and Ladakh. While these are important, there is a domestic dimension as well. It goes beyond the limited argument that opposition to Article 370 has been a foundational principle for BJP. Some roots lie in July 2016, when the Valley erupted following the gunning down of Hizbul Mujahideen terrorist Burhan Wani. This represented a new phase in the Kashmir unrest. It was no longer a call for independence, or even merger with Pakistan; it was a call for a caliphate. Islamic State (IS) videos and imagery began to influence young men in Kashmir. 'Azaadi' was overwhelmed by 'jihad'. There was little evidence of physical presence of IS, but internet-based indoctrination was lethal. Between 2011 and 2016, internet penetration in Kashmir had jumped from 3% to 28%.Out of Circulation This 'new wave' of radicalism also meant traditional politicians in the Valley were irrelevant. Not just the Abdullahs and Sayeeds, but also the Hurriyat —pro-separatist and, supposedly, with a sense of the Kashmiri street. Having sold themselves so often to so many bidders, the political class in Srinagar was in no position to sell anything, any tactical advance or retreat, to the belligerent young Kashmiri.In that period, elements of the Hurriyat reached out to spooks and political operatives in New Delhi. They urged action against the 'boys', but also engagement with the Hurriyat to give them (the Hurriyat leadership) a fresh lease. It was too late; the chapter was over. This helps explain why suggestions that 'political leaders' in Kashmir should have been consulted before August 5 are easily dismissed. Apart from ensuring a news leak, nothing would have been achieved. The events of 2016 had another impact. They brought the ferocity and rhetoric of Kashmiri separatism into the heart of anti-Modi demonstrations on campuses, media debates and public platforms across India. In recent years, the number of young Kashmiri Muslims studying and working in the rest of India has grown significantly. Kashmiri Muslims have become part of campus politics and been elected to student offices in, for instance, Delhi's Jawaharlal Nehru University (JNU) and Aligarh Muslim University (AMU). They can be found working in distant Kerala or Goa. Frankly, this osmosis has been a mixed blessing.It was hoped it would introduce young Kashmiris to the diversity and economic opportunities of India. While this has happened to some degree, it has also allowed separatist ideas to make common cause with fringe Left causes, and with a slight, but apparent, susceptibility to Islamism among sections of young non-Kashmiri Muslims. After 2016, the glue for these disparate groups was hostility to Narendra Modi and to the Indian State, in their imagination now juxtaposed as one.In popular opinion in the rest of India, this led to a counter-reaction. It took public impatience with Kashmiri politicians, victimhood, secessionist tendencies, violent street protests, and with Kashmir-related terrorism, to a historical peak. It has not been sufficiently appreciated that Kashmir (and, by extension, Pakistan) as a conflict zone is now an all-India fixation. It is no more a solely north Indian obsession.View From the Living Room Why? For one, TV and social media have taken images and accounts of the Kashmir insurgency, as well as anti-India sloganeering — in the Valley or in other parts of the country — to drawing rooms across India. This has created a revulsion and a reaction. While the expansion of separatist politics into Left-liberal discourse outside Kashmir has given advocates of azaadi new allies, it has also exposed them to a much wider mainstream audience that does not agree with them.That apart, till the 1990s, Indian security forces encountered several live and active internal fault lines — Maoism in Andhra Pradesh, Maharashtra, Bihar/Jharkhand; insurgency in Assam, Manipur, Nagaland, Punjab, J&K. Today, for the most part, these fault lines are stable. The exception is Kashmir. This is reflected in gallantry medals given to military or paramilitary troops each year. Almost all of them now involve action in Jammu-Kashmir and the Pakistan front.As a consequence, Kashmir is a deeply felt all-India issue of unusual intensity. Take March 1, when Wing Commander Abhinandan Varthaman was released from Pakistani captivity. That fortnight in Kerala — in the far south — the live telecast of Varthaman crossing over to India had among the highest TRP ratings for any programming, even soap operas. The Pulwama car bombing in February provided more sombre evidence. Forty CRPF (Central Reserve Police Force) men were killed. They came from 16 of India's then 29 states. Their bodies went home to emotional funerals in Uttar Pradesh and Jharkhand, Assam and Karnataka.Slowly, sedulously, the hardened sentiment on Kashmir had acquired a pan-Indian footprint. An obvious upshot was — and is — a frustration with the status quo in Kashmir, and a fatigue with what is seen as the familiar cycle of victimhood and violence, blackmail and bluster. Politically, the ground was fertile for a break from the past and for a new initiative, however audacious. Perceptive to this mood, Prime Minister Modi and home minister Amit Shah saw their chance.(The writer is former press secretary to the president of India)

NCLT clears consolidation of Videocon units' insolvency

MUMBAI: The National Company Law Tribunal gave the go-ahead on Thursday for consolidating the insolvency proceedings of 13 Videocon group firms into a single process.The landmark move is expected to quicken Videocon's insolvency resolution and could pave the way for faster processing of other bankruptcy cases involving multiple entities that are part of one corporate group, legal experts said.Following the NCLT order, prospective suitors will now have to submit one resolution plan for all the 13 Videocon units, which house the group's consumer electronics business. The tribunal's order was in response to a plea by State Bank of India, which sought consolidation of insolvency proceedings of 15 Videocon group companies in January on the grounds that their operations were connected and a combined process would yield better realisation of value."There are two companies that are not to be directly consolidated, the reason is that they have their own independent source of income, they also have liabilities that can be segregated based on their assets and liabilities ratio," the tribunal said. The two companies left out of the consolidated proceedings are KAIL Ltd. and Trend Electronics.SBI had filed multiple pleas in various courts against Videocon Industries Ltd. and 14 other companies controlled by founder Venugopal Dhoot last year to recover Rs 20,000 crore after they defaulted on payments to a consortium of banks. The court appointed Mahender Khandelwal as the resolution professional. "The order is in the interest of the lenders and ensures maximisation of the value of the assets," said Sandeep Ladda, a lawyer representing Videocon group and Dhoot. SBI was yet to respond to ET's queries.

Bharti Telecom may raise equity from promoter group and Singtel

NEW DELHI: Bharti Telecom Ltd., the promoter of mobile phone company Bharti Airtel, may raise equity from its current promoter group - which may include its overseas entities - and SingTel in proportion to their holdings to retire debt, a move which may increase the foreign stake to beyond 50%."Even a marginal increase in foreign equity would take the foreign investment in Bharti Telecom above 50%, making it a foreign-owned entity. Once that happens, Bharti Telecom' s entire stake in Bharti Airtel Limited will automatically be considered as Foreign Investment," Bharti Airtel said in a statement to the stock exchanges Thursday.This statement was in response to a news item titled "Singtel to raise holding in Bharti Telecom beyond 50%" published in Thursday's edition of ET.At present, Bharti Telecom's 41% equity stake in Bharti Airtel is classified as 'domestic' shareholding as it is majority-owned (52%) by the Sunil Mittal-owned entities, including some overseas ones with Singtel currently owning 48%.If Bharti Telecom becomes a foreign entity, overseas ownership in Bharti Airtel will rise to over 85%.To make proposed changes compliant with FDI norms, Bharti Airtel has sought government nod to increase foreign shareholding to 100%."Bharti Airtel is committed to be compliant with regulatory regime for foreign investment and accordingly has applied for Foreign Investment for 100% to keep further headroom for FII / FPI investments as well," the company said.Airtel shares closed 1.8% higher at Rs 372.20 on the BSE on Thursday.

FMCG companies seek tax relief on dealer discounts to lift sales

NEW DELHI: The fast-moving consumer goods (FMCG) industry has petitioned the government to remove goods and services tax on the amount received by dealers and retailers as reimbursement against discounts and for promotional programmes to boost sales.A circular issued by the government in end-June had said the amount received by a dealer from a supplier to sell a product at a special reduced price would be liable to GST, adding to the industry's woes. The FMCG industry has now taken up the issue with the Central Board of Indirect Taxes and Customs. "Industry is apprehensive of the issue snowballing with tax authorities pressing notices if the matter is not clarified," said a sector expert.FMCG manufacturers, typically, offer discounts on the printed price to consumers to boost sales. These discounts, offered at the retail level by retailers or dealers, are borne by the company, which reimburses the difference to them.Dealers have to bear GST on the price inclusive of the discount, as per the current provisions. Moreover, they do not receive credit against tax paid on the discount portion. "It is increasingly difficult for distributors to push stocks to retailers because of lower offtake … Unless the earlier stocks get depleted, the distributor won't buy fresh stock. So additional discounts are being given by companies to the distributor to do away with existing inventory," said Mayank Shah, the category head at Parle Products."Discounts are given at various stages and situations in the FMCG value chain and it is necessary to consider these in the GST treatment. Excluding certain discounts that are necessary for business purposes may put many businesses at a disadvantage," said MS Mani, a partner at Deloitte India. The government has come out with two circulars on the issue, but the issues of the levy of GST on reimbursement on the subsidy offered to dealers and on promotion by dealers have not been addressed.Tax experts said the government should re-examine if the legislative intention was to levy GST on this amount."If needed, necessary changes in law should be considered to keep it outside the purview of GST. Given the wider ramifications, the government may want to engage with industry and come up with revised and more detailed clarification on all these aspects," said Pratik Jain, the national leader for indirect taxes at PwC.

F&O: Nifty trading range shifted higher to 10,800-11,300

By Chandan TapariaNifty50 managed to hold its previous day's low and consolidated through the first half of Thursday's session, but witnessed sharp rise towards the 11,050 level in latter part of the day. The index formed a bullish candle on the daily scale as strong buying interest emerged, and gained nearly 175 points to close above the 11,000 mark after five sessions.As long as it holds above 10,950 level, Nifty may extend its gains towards 11,111 and then 11,150 levels, while on the downside, supports are seen at 10,950 and then 10,880 levels.On the options front, maximum Put open interest stood at 11,000 followed by 10,700 levels, while maximum Call OI was at 11,500 followed by 11,300 levels. Minor Call writing was seen at strike price 11,400 while there was Put writing at 11,000 followed by 10,800 levels. Options data suggested a trading range between 10,800 and 11,300 levels.India VIX fell marginally by 1.95 per cent to 16.09 level.Bank Nifty remained highly volatile for most part of the session, but witnessed buying interest towards the 28,200 level in the later part of the day. It formed a bullish candle on daily scale with a long lower shadow and gained nearly 400 points to close above 28,000. Now it has to hold above 28,000 to witness a rise towards 28,250 and then 28,500 levels, while on the downside supports were seen at 27,750 and then 27,500 levels.Nifty futures closed positive at 11,073 with a gain of 1.83 per cent. There was long buildup in HeroMoto Corp, Siemens, HCL Tech and Berger Paints while shorts were seen in ICICI Pru Life, Just Dial, Cummins India and Ultratech Cement.(Chandan Taparia is Technical & Derivative Analyst at MOFSL. Last few weeks saw the domestic stock market fall precipitously. It would seem that the world is collapsing around us, or a major calamity has befallen on the Indian economy and capital markets.Pink papers and business news channels are full of gloom and doom. The most oft-repeated question among investors is, "Is it worse than 2008?"Before answering the question, let us see what the problems are. The economy is visibly slowing down. Large sectors like automobiles are in dire straits. June passenger vehicle, two-wheelers and tractor sales were down 23.6 per cent, 11.7 per cent and 13.6 per cent YoY, respectively. Rail freight traffic is down 2 per cent YoY. Core sector growth has weak, down to a 50-month low of 0.2 per cent in June.Corporate earnings and commentaries have been dismal. Powerful voices like that of Rahul Bajaj, AM Naik have raised concerns about the state of the economy. Bharti Airtel has reported a staggering quarterly loss for the first time in 14 years. FMCG sales are stuttering.Monsoon rains were poor for much of the season, but have improved in the past few weeks. Real estate and all its dependent industries are struggling. Household savings are going down consistently for many years now.None of these augurs well for the health of the economy.And to top it all, there has been a continuous flow of policy announcements, which are perceived to be anti-industry.First, there was this completely needless tax on FPIs and tinkering with tax rates for the super-rich, in my view. The socialistic mindset that the rich should pay more as a percentage of their income is something that troubles me. On an absolute scale, a person earning very high also contributes very high amounts in taxes. Now, adding to that sends out a wrong signal of penalising prosperity. In a globalised world and age, capital and residency are not very difficult to migrate.After this much gloom and doom talk, let me try to answer the question I started this with. Yes, to me it looks like it is worse than 2008. In 2008, we knew that the problem was global, and but our domestic economy was doing well, demand was strong and industrial activity on the ground had not dipped meaningfully.There was a visible realisation of the challenges the world economy was facing among policy makers across the world. There were various policy announcements to address those challenges, like synchronised quantitative easing, TARP funds in the US, etc.The biggest challenge I see today is that there seems to be no acknowledgement of the issues the economy is facing. Instead, there seems to be an effort to put up a brave face, saying we are better off than other countries in terms of GDP growth. Since, there is no acknowledgement of any problem, obviously, no steps are being taken. More than anything else, this is what is making the market nervous.I don't think I have ever seen such pessimism in Indian markets in last 20 years that I have been investing.So, what do investors do with the stocks getting hammered every day? I am getting calls and emails from fellow investors, fund managers and members on what to do in such a scenario. To me, if you have invested in good companies, which will be able to continue to be in business and do fine in a three-year period, then in general the best option is to do nothing.I say this because I don't know how the market will act in the near term. I don't know if the policymakers will wake up and take some decisive actions to kickstart the economy.There are positive actions that can have some impact like recapitalisation of PSU banks, RBI's rate reduction, global rate reduction, a rise in liquidity, fall in crude prices and steady fiscal deficit, among others. So, if you act out of fear and sell your holdings now, it is possible that you will not be able to get back in when the time comes.The only exception to this is if you have the need for cash in next 1-2 years. Infosys eyeing 50% revenue from digital business: Salil Parekh

Infosys, India's second-largest software exporter, is gunning for higher margins as it aims to earn half its revenue from the company's fast-growing digital portfolio, according to its chief executive Salil Parekh. Buoyed by the strong deal wins in the first quarter of this financial year, the Bengaluru-based IT giant is signaling a revival after a protracted spell of management turmoil, technological shifts and regulatory upheaval in its largest market had marred business in recent times.The forecast of double-digit revenue growth at the higher end for this year and the possibility of deal wins in excess of $6 billion it had bagged in fiscal year 2019 is lifting the confidence of Infosys' top executives who believe hiring top notch talent for sales and strategic acquisitions to boost digital capabilities is now paying off."Our stated objective is to have a high margin business. There is no question on that," Salil Parekh, CEO of Infosys told ET in an exclusive interview on Thursday. He declined to share a timeline of when Infosys expects to garner 50% revenue from digital technology solutions.'Attrition an Issue'"We have done with our investments," said Parekh, pointing to the company's current margin guidance of 21-23%. "(We will) continue that and overtime scale that up. Because the more differentiated business we build the more we will be able to provide margins that are higher," he said. Since assuming charge as Infosys chief in January 2018, Parekh has cut operating margins twice. In April 2018, he reduced margin expectations to 22-24% for FY19, and brought it further down to 21-23% in March 2019. TCS, its largest rival with over twice its revenue, has committed to a margin band of 26-28%, the highest among IT services companies globally.Parekh had cited his strategy of bringing stability and focusing on investment to grow the business as a reason for the conservatism. However, that could change now. In July, Infosys raised its revenue forecast to 8.5-10% after growing faster than TCS in the first quarter. It also won contracts worth $ 2.7 billion in the three months to June, raising the hopes of exceeding the $6 billion deals that it won in FY19.Analysts are of the view that Infosys and TCS are tapping a business — digital services — that is growing not just for them, but across industry.In the last quarter, the company earned 35.7% of revenue from its digital business, higher than larger rival TCS, India's largest software exporter, which clocks 31% of its revenue from digital business.Growth in contract value has been between 20% and 30% in digital and cloud-based deals across industries in first half of 2019, according to technology researcher ISG."Infosys is positioned as a premium service provider along with TCS, IBM and Accenture. This itself helps get higher margins," says Mrinal Rai, principal analyst at ISG Group. "They have also been effective in tapping medium-sized companies with their productised approach and IP-based offering with a payas-you-use model. This caters to all sizes of clients."However, attrition has been an issue, Infosys has admitted. The company has seen nearly 20% attrition mainly in the crucial 3-5 years of experience bracket of its employees who are skilled in the newer digital segments, where talent is scarce across the industry. If the number of people who quit the BPO unit of Infosys is not counted, attrition is still at manageable levels, say company executives.
