MEXICO CITY (Reuters) - Mexico and the United States might consider additional steps next month to restrict illegal immigration from Central America, including measures to bind Brazil and Panama into their efforts, Mexico's foreign minister said on Monday.
Foreign Minister Marcelo Ebrard said the measures could be needed if a deal announced last week between Washington and Mexico fails to reduce within 45 days the numbers of migrants entering Mexico, mainly from Central America, on their way to the U.S. border.
The deal averted import tariffs on all Mexican goods that President Donald Trump had threatened to impose unless Mexico committed to do more to fight illegal immigration into the United States.

There are too many parties in Latin America and in the U.S. who do not want to see this flow of cheap and exploited labour to stop anytime soon. I can easily see Mexico dropping the enforcement of their southern borders in a few weeks, and an intensive media and political campaign within the U.S. to block any future measures from the White House to stop it.

When asked during a telephone interview if that means the new tariffs would go into effect immediately, Trump told CNBC's Becky Quick, "Yes, it would."

ANKARA (Reuters) - The United States has not yet taken up Turkey's suggestion of creating a joint working group to try to defuse tensions over Ankara's purchase of the Russian S-400 missile defense systems, a senior Turkish defense official said on Monday.
The two NATO allies have sparred publicly for months over Turkey's order for the S-400s, which are not compatible with the transatlantic alliance's systems.
Washington says the S-400s pose a threat to the Lockheed Martin Corp F-35 fighters and has warned of potential U.S. sanctions if Ankara presses on with the deal.
Turkey, one of the core partners in the F-35 program and a prospective buyer, has said the S-400s will not impact the jets and has proposed to Washington forming a joint working group to assess U.S. concerns.
TEHRAN, Jun. 09 (MNA) – Iranian Foreign Minister Mohammad Javad Zarif said that Tehran doesn't want and need any relation with Washington, stressing that US should stop disturbing Iran's relations with other countries.
"We neither need US not want to establish relations with them. The economic war that Mr Trump has pointed to is 'economic terrorism' in our view and needs to stop," he told ICANA on Sunday.
He said that the United States is continuing its maximum pressure policy and its claims about 'talks with no pre-condition' are just aimed at influencing the public opinion.
"It is not necessary for the US to do anything, rather, it just should not disturb Iran's relation with the rest of the world."
Zarif had attended today's session of Parliament's National Security and Foreign Policy Commission.
Moldova has plunged deeper into political crisis after the country's top court suspended President Igor Dodon and his appointed replacement dissolved parliament and called for snap elections.
Thousands of people massed in the capital, Chisinau, on June 9 in support of Dodon's replacement, Pavel Filip, while Dodon slammed the court's decision and accused a rival political party, the Democratic Party -- backed by an influential tycoon -- of trying to cling to power.
The crisis adds more instability to Moldova, one of Europe's poorest states, long plagued by corruption and politically divided by those favoring closer ties with the European Union, and those wanting tighter relations with Russia.
Protesters, who were bussed into the capital by the Democratic Party, chanted, "We are the people, Dodon is the traitor."
At least 95 people were killed Sunday evening when armed men attacked an ethnic Dogon village in central Mali, a mayor told CNN on Monday.
The gunmen set fire to the village and fired shots, fleeing at around midnight, the mayor, Ali Dolo, said. The attack was carried out by Fulani men, he said.
Ninety-five charred bodies had been counted among the village's 300 residents, the major said. Fulani men attacked the village last week but only stole cattle, he said.
The Dogon and the Fulani have clashed in the past over access to land and water. Armed men in March killed 134 people, including women and children, during an attack on a village in central Mali, the United Nations said at the time.
A further 55 civilians were hurt in the attack in Ogossagou in the Mopti region, where violence has erupted repeatedly in recent months.

ISLAMABAD -- Ahead of Pakistan's announcement of its annual budget on Tuesday, the country's influential armed forces and the government of Prime Minister Imran Khan have promised to rein in military spending for the coming year.
The unusual move, likely the first ever, comes as Pakistan prepares the ground for a $6 billion loan from the International Monetary Fund aimed at averting a balance of payments crisis.
Khan, in a tweet last Wednesday, acknowledged the armed forces' "unprecedented voluntary initiative of stringent cuts in their defense expenditures for next FY [fiscal year] because of our critical financial situation, despite multiple security challenges."
A roadside bomb exploded damaging a U.S. military vehicle struck in the West African country of Niger, but no one was killed, U.S. Africa Command told Fox News on Sunday.
U.S. officials confirmed a tactical vehicle was damaged in Saturday's explosion but said the cause was "undetermined at this time."
U.S. Africa Command told Fox News: "A U.S. Mine Resistant Ambush Protected All-Terrain Vehicle (MAT-V) activated an improvised explosive device (IED) while entering a firing range in the vicinity of Ouallam, Niger."

The media is now openly entwined with the national security establishment in a manner that would have been unimaginable before the advent of the age of the dossier—the literary forgery the FBI used as evidence to spy on the Trump team. In coordinating to perpetrate the Russiagate hoax on the American public, the media and intelligence officials have forged a relationship in which the two partners look out for the other's professional and political interests. Not least of all, they target shared adversaries and protect mutual friends.

But we now have former partisan senior intel officials being the ones who provide analysis and direction for news audiences on political stories and events. This is not a healthy sign for journalism. Democrats are planning to host a Capitol Hill event featuring psychiatrists who will warn that President Trump is unfit for office based on his mental health.
The event will be led by Dr. Bandy Lee, a Yale School of Medicine psychiatrist and editor of The Dangerous Case of Donald Trump, a book that argues psychiatrists have a responsibility to warn the public when a president is dangerous. The position is controversial because psychiatric associations urge members never to diagnose patients they haven't personally evaluated, saying it undermines the scientific rigor of the profession.
But Lee and others who agree with her stance say that their description of the president's behavior, of his showing mental instability and dangerousness, shouldn't be interpreted as issuing a diagnosis.

A U.S. citizen, detained in Vietnam on charges of “attempting to overthrow the state,” is expected to face trial at the end of this month and could be sentenced to death if found guilty, Agence France-Press (AFP) reports.
Michael Nguyen has been held in Vietnam since July last year. He was traveling with two activists, both of whom were also arrested.
His family, who live in the U.S., say Nguyen is innocent and not involved with any dissident groups. The father of four daughters left Vietnam in 1975 during the communist takeover and fled to the U.S.
“He is severely disadvantaged and unable to properly defend against any accusations against him,” said a family statement cited by AFP. The family added that he has been denied access to lawyers.

(SHANGHAI) — Chinese tech giant Huawei said Tuesday it would have become the world’s number one smartphone maker by year’s end if it were not for “unexpected” circumstances — a hint that pressure from the U.S. may be hurting its sales.
“If we had not encountered anything unexpected, we would have become number one in the world by the fourth quarter,” Huawei’s chief strategist, Shao Yang, said at the Consumer Electronics Show in Shanghai.
“But now we have to wait a little bit longer to achieve that,” he said, without referring directly to President Donald Trump or the trade war.
Washington last month put Huawei on a blacklist that effectively bars U.S. firms from selling to the company without government approval. The action was part of a broader trade dispute between China and the U.S., which has accused Chinese technology companies such as Huawei of stealing trade secrets and threatening cybersecurity.
While Huawei has denied it would share user secrets with China’s ruling Communist Party, Trump is on a mission to persuade U.S. allies to exclude Huawei equipment from next-generation 5G mobile networks.
Shao said the company will march on in its development of the technology.
“People see 5G, but we see beyond that,” he said. “Those who are not brave will not progress, they will lag behind. So everything that we do is to define our direction in the new round of competition.”
(DUBAI, United Arab Emirates) — Iran has revoked the press accreditation for The New York Times’ correspondent based in Tehran without explanation, the newspaper reported Tuesday.
While the newspaper said it remained hopeful Thomas Erdbrink soon would be allowed to work again, the revocation comes amid heightened tensions between the U.S. and Iran stemming from President Donald Trump’s withdrawal from Tehran’s nuclear deal with world powers a year ago.
Iran pulled Erdbrink’s government-required authorization to work as a journalist four months ago, the Times said. He’s been unable to work since February and the Times said it decided to go public with his situation “after recent speculation and comments on social media.”
“Officials of Iran’s Foreign Ministry have repeatedly assured The Times that Mr. Erdbrink’s credential would soon be restored but have offered no explanation for the delays or for why it was revoked,” the Times reported , quoting international editor Michael Slackman. “He added that there are some indications this will be resolved soon.”
Iran’s mission to the United Nations did not immediately respond to a request for comment. There was no immediate response in Iranian state-run media.
Erdbrink, a Dutch national, previously worked as a correspondent for The Washington Post as well. He’s married to Iranian photographer Newsha Tavakolian, who is represented by the Magnum photo agency.
Both he and Tavakolian were the focus of “Our Man in Tehran,” a 2018 documentary about his work and life as a Western journalist in Iran.
Journalists in Iran face harassment from security services, while others have been imprisoned for their work. While local journalists face the brunt of that, foreign journalists in Tehran, especially those with Western ties, have been imprisoned as well.
The last major case involved Iranian-American reporter Jason Rezaian of the Washington Post, who was convicted in an internationally criticized, closed-door espionage trial in 2015. A 2016 prisoner swap negotiated between Iran and the U.S. amid the start of the nuclear deal freed Rezaian and three other Iranian-Americans in exchange for pardons or charges being dropped against seven Iranians. That deal also saw the U.S. make a $400 million cash delivery to Iran.
Canada has set a goal to ban single-use plastics by as early as 2021 in a measure aimed at reducing waste that ends up in the ecosystem, Prime Minister Justin Trudeau announced Monday.
Single-use plastics such as bags, straws and cutlery will be prohibited in the country, which throws away about 3 million metric tons of plastic waste yearly, the Prime Minister’s office said in a statement. The initiative will also include targets for companies that manufacture or sell plastic products to responsibly dispose of their waste.
“This is a problem we simply can’t afford to ignore,” the statement said.
Currently, Canada recycles just 10% of its plastic. According to the Canadian government, over 1 million birds and over 100,000 sea mammals worldwide die or become injured due to plastics every year.
“As parents we’re at a point when we take our kids to the beach and we have to search out a patch of sand that isn’t littered with straws, Styrofoam or bottles,” Trudeau said, according to the BBC.
“That’s a problem, one that we have to do something about.”
Canada follows in the footsteps of a host of other countries that have also set targets to ban single-use plastics in the coming years. In March, the European Union voted overwhelmingly to ban straws, food containers and cotton bud sticks, among other plastics by 2021. Last year, India pledged to eliminate all single-use plastic in the country by 2022.
Trudeau’s announcement also comes after both Malaysia and the Philippines announced plans to send tons of non-recyclable waste back to the countries of origin, including Canada. Increasingly, Southeast Asian nations are pushing back against becoming a dumping ground for wealthier countries after China barred the import of scrap plastic last year.
Canada has pledged to repatriate its rubbish.
“We owe it to our kids to keep the environment clean and safe for generations to come,” Trudeau said.
(VATICAN CITY) — The Vatican issued an official document Monday rejecting the idea that people can choose or change their genders and insisting on the sexual “complementarity” of men and women to make babies.
The document, published during LGBT Pride Month, was immediately denounced by LGBT Catholics as contributing to bigotry and violence against gay and transgender people. Advocacy group New Ways Ministry said it would further confuse individuals questioning their gender identity or sexual orientation and at risk of self-harm.
The text, “Male and Female He Created Them,” was intended to help Catholic teachers, parents, students and clergy address what the Vatican’s Congregation for Catholic Education called an “educational crisis” in the field of sex education.
It called for a “path of dialogue” and listening on the issue of “gender theory” in education. But even priestly advocates for LGBT Catholics noted that the text appeared to have relied entirely on previous papal pronouncements, Vatican documents and philosophers and theologians.
“The real-life experiences of LGBT people seem entirely absent from this document,” said the Rev. James Martin, a Jesuit priest who wrote a book on improving Catholic Church outreach to the LGBT community, titled “Building a Bridge.” ”We should welcome the congregation’s call to dialogue and listening on gender, and I hope that conversation will now begin.”
Jay Brown of the Human Rights Campaign — the largest LGBT-rights group in the United States — said the Vatican’s stance “sends a dangerous message that anybody who experiences gender diversity is somehow less worthy.”
Pope Francis has repeatedly argued the position that people cannot choose their genders. But the document represents the first attempt to put the Vatican’s position, first articulated fully by Pope Benedict XVI in a 2012 speech, into a comprehensive, official text.
The document called for a new alliance among families, schools and society to offer a “positive and prudent sexual education” in Catholic schools so children learn the “full original truth of masculinity and femininity.”
It called gender fluidity a symptom of the “confused concept of freedom” and “momentary desires” that characterize post-modern culture. It rejected terms such as “intersex” and “transgender” and said the purpose of the biological “complementarity” of the male and female sex organs was to ensure procreation.
Francis DeBernardo, head of New Ways Ministry, said such concepts are outdated, misinformed and ignore contemporary science on factors beyond visible genitalia that determine gender.
“Gender is also biologically determined by genetics, hormones and brain chemistry — things not visible at birth,” DeBernardo said in a statement. “People do not choose their gender, as the Vatican claims, they discover it through their lived experiences.”
He said the Catholic Church should encourage this process of discovery, saying it’s “a process by which individuals discover the wonderful way that God has created them.”
(SEOUL, South Korea) — A human rights group said Tuesday it has identified hundreds of spots where witnesses claim North Korea carried out public executions and extrajudicial state killings as part of an arbitrary and aggressive use of the death penalty that is meant to intimidate its citizens.
The Seoul-based Transitional Justice Working Group said its research was based on interviews with 610 North Korean defectors conducted over four years who helped locate the sites with satellite imagery.
The group didn’t reveal the exact locations of the 323 sites because it’s worried that North Korea will tamper with them, but said 267 of them were located in two northeastern provinces near the border with China, the area where most of the defectors who participated in the study came from.
North Korea’s public executions tend to happen near rivers, in fields and on hills, and also at marketplaces and school grounds — places where residents and family members of those sentenced are often forced to attend the killings, the report said.
The group also said it documented 25 sites where the dead were allegedly disposed of by the state and also found official locations that may have documents or other evidence related to the killings.
The Associated Press could not independently verify the report, and the group acknowledged that its findings weren’t definite because it doesn’t have direct access to North Korea and cannot visit the sites defectors told it about. Heeseok Shim, one of the report’s authors, also said interviews with defectors suggest that public executions in North Korea are becoming less frequent, although it’s unclear whether that’s because more people are being executed in secret.
South Korea’s Korea Institute for National Unification, a state-sponsored think tank, expressed similar views on its annual white paper on North Korea’s human rights released last week. The institute said the North still uses public executions to provoke fear and control the behavior of its citizens, particularly in city and border areas where crimes are more prevalent.
The Transitional Justice Working Group is a nongovernment organization founded by human rights advocates and researchers from South Korea and four other countries. The group said the new report was made possible by funding from the Washington-based National Endowment for Democracy, which is funded by the U.S. Congress.
North Korea didn’t immediately respond to the report, but the nation bristles at outside criticism of its human rights record and claims negative assessments are part of U.S.-led pressure campaigns meant to tarnish the image of its leadership and destroy the country’s political system. In a report to the United Nations Human Rights Council in May, North Korea said it “consistently maintains the principle of ensuring scientific accuracy, objectivity and impartiality, as well as protecting human rights in dealing with criminal cases.”
A 2014 United Nations report on North Korea’s human rights conditions, however, said state authorities carry out executions, “with or without trial, publicly or secretly,” in response to political and other crimes that are often not among the most serious offenses. While public executions were more common in the 1990s, North Korea continues to carry them out for the purpose of instilling fear in the general population, the report said.
The new report said its findings show arbitrary executions and extrajudicial killings under state custody have continued under the rule of young leader Kim Jong Un despite international criticism over how North Korea supposedly applies the death penalty without due judicial process.
Since assuming leadership in 2011, Kim has shown a brutal side while consolidating his power, executing a slew of members of the North Korean old guard, including his uncle Jang Seong Thaek, who was convicted of treason, and senior officials accused of slighting his leadership.
Following a provocative run in nuclear and missile tests, Kim initiated diplomacy with Washington and Seoul in 2018 in attempting to leverage his arsenal for economic and security benefits. But North Korea’s human rights issues have so far been sidelined in the summitry between Kim, President Donald Trump, and South Korean President Moon Jae-in.
Almost all of the state killings documented in the report were public executions by firing squad. Public executions are almost always preceded by brief “trials” on the spot where charges are announced and sentences are issued without legal counsel for the accused, the report said.
Criminal charges for executions commonly cited by interviewees included violent crimes such as murder, rape and assault, but property crimes like stealing copper or cows and brokering defections. With a lack of due process in the North’s judicial system, it’s unclear whether the charges announced at the executions would actually match the act of the accused, the report said.
Bodies of people killed by state agents are not typically returned to the family and are often dumped in mountainous areas, buried in the ground without markers, or thrown into a gorge or ravine, the report said.
Authorities often force family members of those sentenced and residents, including children, to watch public executions. Some defectors reported incidents in the mid-2010s where guards used metal detectors to find and confiscate mobile phones from witnesses to prevent them from recording the events, which showed the government’s concern about the information on public executions getting outside the country, the report said.
The rights group said the information it gathered will be crucial if a political transition in North Korea allows for the identification of victims, the return of remains to families and investigations into human rights abuses committed by the government.
The group released an earlier report in 2017 based on a smaller number of interviews. It said the new report is better sourced, based on accounts of direct witnesses or those who heard from direct witnesses and were able to provide geographic information of the sites.
President Donald Trump threatened to raise tariffs on China again if President Xi Jinping doesn’t meet with him at the upcoming Group of 20 summit in Japan.
Trump told reporters at the White House on Monday that he could impose tariffs of 25%, or “much higher than 25%” on $300 billion in Chinese goods. “We’ve never gotten 10 cents from China and now we’re getting a lot of money from China,” the president said.
Trump was asked in an interview with CNBC earlier in the day whether the additional tariffs would be enacted immediately if there’s no meeting at the summit later this month.
“Yes, it would,” he answered. “I think he will go and I think we’re scheduled to have a meeting. I think he’ll go, and I have a great relationship with him. He’s actually an incredible guy, he’s a great man. He’s very strong, very smart, but he’s for China and I’m for the United States.”
Trade talks with China hit an impasse last month after the president accused Beijing of reneging on provisions of a tentative agreement. The two countries have since escalated their trade war.
“China is going to make a deal because they’re going to have to make a deal,” Trump said Monday.
Huawei, Trade
Trump again suggested that an eventual trade deal could involve Huawei Technologies Co. The Trump administration is campaigning to block the company from emerging 5G telecommunications networks around the world and has moved to cut off Huawei from U.S. suppliers, citing national security concerns.
“I do see it as a threat,” he said Monday. “At the same time it could be very well that we do something with respect to Huawei as part of our trade negotiation with China. China very much wants to make a deal. They want to make a deal much more than I do, but we’ll see what happens.”
When asked whether U.S. actions against Huawei could set the U.S. back on 5G, Trump said “No.”
The U.S. is “actually going to be leading very shortly. You know, we’re leading in everything.” he said. Of China, he said: “As great as they are — and they are great — they don’t have near the capability of our geniuses in Silicon Valley that walk around in undershirts and they’re worth $2 billion.”
But by consistently linking the company to trade talks, Trump has suggested his aim is to stunt China’s growth as an economic rival to the U.S.
“Huawei is very powerful, very strong,” he said in the interview. He said that he wants China to do well, but that “I don’t want them to do as well as us.”
Trump’s reversal on a threat to impose new tariffs on Mexico over migration from Central America lifted the mood at the G-20 finance ministers’ meeting in Fukuoka, Japan, over the weekend. But the U.S. delegation left without any significant breakthrough on China. Trump is scheduled to meet both Xi and Russian President Vladimir Putin at the G-20 leaders’ summit in Osaka.
Of the tentative meeting with Xi, Trump said: “We’re expected to meet and if we do that’s fine, and if we don’t — look, from our standpoint the best deal we can have is 25% on $600 billion.”
Trump added: “If we don’t have a deal and don’t make a deal, we’ll be raising the tariffs, putting tariffs on more than — we only tax 35% to 40% of what they said then they had another 60% that’ll be taxed.”
Mexico Secret
Trump meanwhile again hinted that part of the deal he struck with Mexico is not yet public.
He has claimed that the country agreed to purchase large amounts of U.S. agricultural products as part of the agreement, but Mexican officials say there is no such provision. Trump said on CNBC that the U.S. purposely isn’t discussing one of the aspects of the agreement yet, claiming that it is another “very powerful tool” for the U.S.
He tweeted earlier on Monday that “we have fully signed and documented another very important part of the Immigration and Security deal with Mexico, one that the U.S. has been asking about getting for many years. It will be revealed in the not too distant future and will need a vote by Mexico’s Legislative body!”
The U.S. State Department expressed “grave concern” over a proposed law in Hong Kong that would allow extraditions to mainland China, warning that the move could further undermine the city’s freedoms and damage its business environment.
The proposal, under debate in Hong Kong’s legislature, “could undermine Hong Kong’s autonomy and negatively impact the territory’s long-standing protections of human rights, fundamental freedoms and democratic values,” State Department spokeswoman Morgan Ortagus told reporters on Monday.
Ortagus spoke after opposition to the proposal sparked one of the biggest protests Hong Kong has seen since 1997, with organizers reporting more than 1 million people turning out on Sunday to demand the plan be abandoned. Police put the figure at 240,000. If the proposal is passed, it could for the first time mean that by law Hong Kong residents might face justice in Chinese courts.
The proposed change “could damage Hong Kong’s business environment” and subject U.S. citizens to “China’s capricious judicial system,” Ortagus said. She highlighted what she called the continued erosion of Hong Kong’s “one country, two systems” framework, under which citizens are guaranteed rights not afforded to mainland Chinese citizens.
Hong Kong’s Beijing-backed leader, Carrie Lam, defended the bill in a news briefing earlier on Monday, saying it was necessary to prevent the city from becoming a “haven” for fugitives and vowing to press ahead with its passage. China endorsed her government’s efforts later in the day.
Theresa May has finally stepped down as head of the Conservative Party—Britain’s long national nightmare is finally over. Well, one of them anyways.
Why It Matters:
It’s been clear for some time now that Theresa May would be unable to get her Brexit deal over the finish line. Some of that had to do with the particulars of the deal itself (like that endlessly confounding Irish “backstop”), but much more of it had to do with the fact that no politician aside from May was invested in seeing her particular deal succeed. Every “Leave” parliamentarian had a different vision for what their ideal Brexit would look like, and there was little political incentive for any of them to throw their support behind a deal that just 13 percent of Brits supported back in March. Politicians tend to do things that are popular, and May’s deal… just wasn’t.
May might have been able to push her deal through British Parliament if voting down said deal came with consequences, like a crash out “no deal”, but that was never an option so long as EU extensions were on the table.
But as Europe’s patience begins to wear thin—along with the patience of the British public—the political calculations have started to shift. And with May’s departure, the Brexit proceedings enter their next phase.
What Happens Next:
Despite her resignation as head of the Conservative Party, May will stay on as a caretaker Prime Minister until her successor has been decided (currently slated for the week of July 22). But she’s given up the reins on the Brexit process, ushering in a new political drama for Britain to focus on these next few months. The next Conservative leader will be selected in two stages: first, Conservative members who currently hold seats in Parliament will whittle down the list of possible contenders to two individuals (out of the current 11 who have announced their candidacies). That will be followed by a mail-in vote from the rest of the country’s registered Conservative members (numbering somewhere around 124,000) to determine the ultimate winner and next British prime minister.
The frontrunner at moment is Boris Johnson, former London mayor and former Foreign Secretary who was one of the “Leave” campaign’s most visible spokespeople. Johnson has a few things going for him—he is a staunch Brexiteer (unlike May, who technically wanted the UK to “Remain” ahead of the Brexit referendum, though she didn’t campaign strongly for that side since she had her eyes on 10 Downing Street), he is popular among Conservative party members generally, and he has vowed a “no deal” exit should it come to that. Just as importantly, the resurgence of Nigel Farage and his Brexit Party (which dominated in the UK’s European elections a couple weeks ago) has renewed fears that the Tories will lose a significant part of their voter base if they don’t take a hardline stance on Brexit. Johnson’s rhetoric suggests he’s willing to provide that hardline stance.
Of course, with a man as prone to political gaffes as Boris Johnson, nothing is for certain—Dominic Raab, the former Brexit Secretary who resigned upon the announcement of May’s deal in November 2018, is also a leading contender to succeed May. He has vowed to reopen the trade deal agreed between Theresa May and the EU (though the EU maintains that renegotiation is not an option), but goes further by saying he’s willing to bypass the UK parliament and trigger a no-deal Brexit to make sure the UK leaves the EU by the extension deadline. There are multiple other contenders for the post, most of whom range from grudgingly supporting a no-deal Brexit to enthusiastically pushing for one. Just one of the Conservative candidates supports a second Brexit referendum.
But no matter who wins the leadership contest, time is running short; the EU extension is only till October 31, and it’s unlikely a new deal can be negotiated in such a short period, even if the EU agrees to re-enter those talks. Complicating matters even further is the presence of a large contingent of British euro-skeptics sitting in EU parliament following the strong showing of Farage’s Brexit party in European elections. All of which is to say—the EU will give the UK one more deadline to figure out what it wants, and that’s probably it. By the time that deadline expires, the UK will have to decide whether it wants a deal on offer from the EU, revoking Brexit altogether or taking the leap with a no-deal Brexit.

Rory Stewart is an unconventional man running an unconventional campaign. The British lawmaker, a former soldier, diplomat and author, is running to replace Theresa May as leader of the Conservative Party and become Prime Minister.
In a leadership contest where the initial voters are his parliamentary colleagues, the current Secretary of State for International Development has been taking his case directly to the public, walking around the country and making videos and tweeting his whereabouts in a way that calls to mind former Texas Representative Beto O’Rourke.
Stewart, 46, was already a legendary walker, having chronicled long hikes in books such as The Places In Between. In 2007, he built on his experience as a regional administrator in Afghanistan to write a cover story for TIME on the country’s future.
His unconventional campaign has raised his profile further but he concedes it is unlikely to win him an election decided not by the general public but by the parliamentary party and members. “In terms of the public, I’m winning this race,” he tells TIME. “In terms of my colleagues, I’m losing it.”
TIME editor-at-large Anand Giridharadas, author ofWinners Take All: The Elite Charade of Changing the World sat down with Stewart at his home in London, at a dining table strewn with his four-year-old son’s Legos, to talk about the race and this moment in British politics.

Giridharadas: You seem to be trying to bring a new political style to Britain. Can you describe it?
Stewart: What I’ve been doing on Twitter is saying, “I’m going to be in McDonald’s in Barking in half an hour. Come see me there.” And then, 45 minutes later, I’ve walked down the street. I’m now in Costa Coffee. And you can come see me there. And people started following me across London to find me.
I think the other thing is, trusting that I can communicate quite complex messages repeatedly through the day, with seven, eight pieces to camera on different issues of policy. And not patronizing my audience. Making sure that, yes, they are often only a minute-and-a-half long, but they’re trying to announce quite serious policies or engage in quite deep issues.
It sometimes seems that demagogues have understood the modern media environment better than other politicians. Do you think there’s something to steal from the populists in terms of style and connection?
Absolutely. I’m the sort of Trumpian anti-Trump. My little thing on no-deal Brexit got 2 million views, which is more than he was getting on some of his tweets. But the message I’m putting out is really complicated. It’s a four-minute-twenty-five-second dissection of the problems for no-deal Brexit.
People have raised the question of whether you are genuinely a conservative. What most makes you a conservative?
It’s that I’m not too embarrassed by words like “discipline” or “purpose.” Or the idea of national citizen service. It’s that I am very proud of the monarchy, of our national history, of the military. I’m deeply suspicious of ideologies, abstractions, of bland government platitudes, and really my whole politics is about trying to solve problems rather than describe them. And I find lots of the progressive left engaged in conversations that seem to me to not be very helpful in making the world a better place.
What does it mean to be that person in the age of Trump, Brexit, Farage? In this leadership race are you trying to be the last Conservative who is actually a Conservative?
It’s a very interesting question. I mean, if you factor for awareness, I’m now leading the rest. I’m ahead of Boris Johnson. A poll that came out on Sunday showed I’m leading on 22 out of the 24 characteristics people want in a leader. So in terms of the public, I’m winning this race.
In terms of my colleagues, I’m losing it. I’m going to be lucky to even make it through to the second round and get enough MPs supporting me, and the reason why is that they are all saying to me, ‘I agree absolutely with your politics. I’m much closer to your politics than I am to Boris’s. But I’ve concluded in the modern world that your style of trying to reason with people, analyze what’s wrong is never going to work.’
That’s really strange for me, to have so many people saying that. To get them to really commit to me, they would have to be feeling quite confident and idealistic. And no one is feeling confident and idealistic. They feel the party is indelibly split, and the country is split, that we can never win another election, that the end of the world is nigh.
And that isn’t a good place to be if you’re trying to say to people, come on, of course we can win this! We don’t have to be like that. We can be pretty straightforward and we don’t have to describe a country that doesn’t exist. We can describe the country we are and talk practicably about how we make it better. And we can win these arguments!
One of the things I hear from people whenever I come to the U.K. is a general dissatisfaction with the political class. And two issues come up a lot: many Members of Parliament not really being part of the communities where their constituencies are, and of course the whole Eton-Oxford thing. And, in a way, you’re part of both of those issues.
Sure, sure.
You’re not from where you represent, and you’re from that Eton-Oxford group, but you’re trying to do something different. Do you think that British politics is rigged in favor of this class of people? How do you defend the hold of a relatively small group of people on public life?
I don’t think you’d want to defend that. But, equally, I don’t think that’s the fundamental problem. I think at the moment what people want is somebody they can trust, somebody they can believe in, somebody they think can fix things. They’re not that concerned about where you went to school.
But you don’t think you get into a political crisis like this because too many people in power are too removed from what everyday people are going through?
Well, British politics is much less elitist, much less class-based, than it was 50 years ago. And it’s become much more extreme and polarized. So I don’t think the hypothesis holds through.
I mean, this country was once governed by 650 land-owning aristocrats who were all related to each other, which isn’t the case now. If you look in Parliament, there are an enormous number of people who are non-graduates, certainly didn’t go to private schools; they come from all sorts of different backgrounds. That’s changed. Even the last 15 years, much more diverse. And yet the country is far more polarized and extreme than it was.
This was a much more moderate, balanced country in the 19th century, partly because all these things that we hate and are rightly suspicious of gave us a type of resilience and moderation. Gave people confidence to believe that they could argue their way through, probably because the other people they’d been dealing with were people they’d known all their lives.
A debate has emerged about whether Britain should pay reparations for colonialism. What do you think?
No. I mean we have really, really, really, really bad problems in this country, and bad problems in the world. I’m the Secretary of State for international development. I’m very proud that our country spends 0.7% of our gross national income on international development. But I want to target that money on the poorest people in the world. Not somehow spend the 14 billion pounds that I have a year in some weird belief that we’re going to somehow undo 300, 400 years of colonial history by writing checks to people.
Do you think there’s any way to atone for any of that which would be right to do?
I think atoning for the sins of your ancestors is a bit weird. As time goes on, that gets a bit weirder. Because generations change. One of the odd things is that rage against the British Empire is now coming from people who never experienced the British Empire, have only read about it. And it’s quite a satisfying, easy thing for people to get angry about because it stops your being able to concentrate on the very difficult, practical problems in making this place, this world, better.
But you don’t think the poverty of those countries is in a large way related to the history of empire?
I think it’s a factor, but I think there are many, many countries that are very poor that were never part of empires. And the United States, which was not an imperial power in the same sense that Britain was, plays as big if not bigger a part in the global economic system that contributes to the situation in developing countries as we do.
Afghanistan and Iraq were both places you worked. There, people talk about politics as being tribal. Is there anything you’ve learned from working in those places that has helped you understand what is happening to a tribalizing politics in the West?
Yeah, I think it really prepared me for identity politics, where people are deeply, deeply imbued in the sense of their own rightness. And what’s happened with Brexit and anti-Brexit is it’s become much more than a set of values or propositions about trade. It’s defining their identity, how they think, who they think they are and how they see the world.
So that is, in a sense, something that I had to live again and again, whether it’s dealing with 2,000 Shia protestors outside my office in Amara, and what happens when I step out into that crowd and they’re all saying, “You’re an imperialist, Zionist aggressor.” And I’m saying, “Actually, I’m Rory. That’s my name and can we please have a conversation? What is it you really want to talk about here? Because if the problem is the water supply, I can explain why the water supply isn’t running but it will be in a few weeks’ time.”
So I really believe that people are rational and sane. But also that people don’t want to get off their high horses and talk about practical stuff. They don’t really want to change the world. They want to run to identity.

By C Rangarajan & D K SrivastavaGDP growth fell to 6.8% in 2018-19, as per provisional Central Statistics Office (CSO) estimates. RBI, in its June 6 monetary policy review, has estimated GDP growth at 7% for 2019-20, lowering its earlier estimate of 7.2%. The growth in Q4 2018-19 was as low as 5.8%. There are broad-based indicators of a demand slowdown reflected in the index of industrial production (IIP) and purchasing managers' index (PMI) data.With a view to stimulating growth, there have been three consecutive cuts in the repo rate of 25 basis points each during this calendar year. But transmission of these cuts has been fractional. The possibility of supplementing these stimulus measures from the fiscal side need to be examined.The recently released Controller General of Accounts (CGA) data for 2018-19 indicates that GoI has adhered to the fiscal target of 3.4% of GDP in line with the revised estimates. This was despite the fact that compared to the revised estimates, direct taxes fell short by Rs 74,774 crore and indirect taxes by Rs 93,198 crore.Together, the shortfall in GoI's net tax revenues amounted to 0.9% of GDP. Maintaining the fiscal deficit at 3.4% in 2018-19 required cutting GoI's expenditures, or shifting these to public sector entities such as the Food Corporation of India (FCI), which undertook a substantial food subsidy burden away from the Budget.While the need for stimulating growth is paramount, there is a limit to which fiscal deficit may be stretched. We have missed the Fiscal Responsibility and Budget Management Act (FRBMA) fiscal deficit target of 3% after 2007-08, when it was 2.6%. After that, in the next two years, it shot up to 6.1% and 6.6% respectively. The consequences were severe and lasted for more than five years.The fiscal deficit target of 3% was determined keeping in mind relative levels of supply of investible resources and demand for these. The supply of resources consists of household sector's net financial savings and net foreign capital inflows. The claims on these arise from the central and state governments, and the public and private corporate sectors. In fact, the broad fiscal deficit target for Centre and states together was 6%, as detailed in the report of the 12th Finance Commission.Not Saving Enough In the early 2000s, the household sector's net financial savings were 10-12 %. To this, if we add, about 2% of GDP as net foreign capital inflows, 12-14% became the investible surplus. If out of this, 6% was pre-empted by GoI's borrowing, a margin of 6-8% was still available for the private corporate sector and the non-government public sector.Since then, the household sector's net financial savings have fallen to about 7%. Adding 2-2.5% as current account deficit (CAD) that becomes available as net capital inflows, total available investible surplus has shrunk to about 9.5%. If the Centre and states together pre-empt more than 6% of GDP for their borrowing, about 3.5% is left for the public sector and private corporate sector. At the moment, corporate demand for investment is weak. The moment this demand gathers momentum, interest rates will come under pressure. Accumulated fiscal deficits translate into debt and interest payments. In 2018-19, GoI's interest payments amounted to 37.3% of revenue receipts. With a large part of revenue receipts preempted by interest payments, capital expenditures accounted for only 1.6% of GDP — less than half of the fiscal deficit of 3.4%. GoI's debt-GDP ratio is currently close to 47%, well above the amended FRBMA target of 40%.The longer we delay limiting fiscal deficit to the prescribed target, the longer it will take to bring the debt-GDP ratio to the prescribed limit. The longer also will be the period when interest payments claim an unduly large portion of revenue receipts.February's interim Budget had estimated a fiscal deficit of 3.4% for 2019-20. Next month's Budget will have to contend with pressures of underperformance of revenues in the base year, 2018-19, while also providing for the additional expenditures in line with the election promises made by the government.Relative to the revised estimates for 2018-19, both direct and indirect taxes have underperformed, the shortfall in GoI's net tax revenues being 0.9% of GDP. The direct and indirect tax buoyancies for 2018-19 are estimated at only 1.1 and 0.4 respectively, giving an overall buoyancy of 0.5. If the interim Budget estimates for tax revenues for 2019-20 are to be met, the required buoyancy is 2.8, a tall order. Realistic budgeting would require a lowering of tax revenues from the levels in the interim Budget.On the expenditure side, however, the annual counterpart of the election manifesto and related commitments will have a bearing. The PM-Kisan Samman Nidhi (PM-KISAN), with the recent expansion of its scope is expected to cost Rs 87,218 crore in 2019-20. GoI has been funding a good part of its expenditures through off-budget borrowing. The extra-budgetary resources constitute liability not shown in fiscal deficit but are reflected in government liabilities. That is why there is a growing gap between increment in liabilities and fiscal deficit.Difficult Gap to Bridge The prospects of revenues rising above the levels indicated in the interim Budget are bleak. Finance minister Nirmala Sitharaman has a difficult task before her to contain fiscal deficit. There is no scope for including any large expenditure programmes beyond what the interim Budget had already included and the programmes announced after the election. Perhaps there could be some leeway, if the Jalan Committee recommends additional transfers from RBI.All in all, the FM should try to keep the fiscal deficit close to 3.4% of GDP.(Rangarajan is former governor, RBI, and Srivastava is chief policy adviser, EY India.)
By Chetan AhyaIt may not feel like it, but this global expansion cycle is in its 10th year in 2019. Over the past decade, the global cycle has weathered a number of 'cycle-threatening' events, including the debt ceiling issue in the US and the European sovereign debt crisis in 2011, the taper tantrum in 2013, the sharp fall in commodity prices in 2014 and China's slowdown in 2015. True, global growth has been subpar until the synchronous recovery took hold from 2017 to H12018. But we have been lucky enough to avoid dipping back into recession.With the recent re-emergence of trade tensions, can the global cycle continue to avoid recession? It is predicated on how severe the measures get, and how long these trade tensions last. If trade tensions continue to escalate, with the US imposing 25% tariffs on the remaining $300 billion-odd worth of imports from China, and China responding with countermeasures, we could end up in a recession in three quarters.Investors seem to disagree with this alarmist prognosis. They generally hold the view that the trade dispute could drag on for longer, but appear to be relatively sanguine about its potential impact on the global macro outlook. Concerns on the impact of trade tensions stem from three points:Pervasive transmission channels: Five channels will transmit trade tensions to global growth. First, implementing the tariffs will increase costs. Companies may not be able to fully pass on higher tariffs, which will erode profitability. Consumers, facing higher prices, may pull back on demand. Second, the tariffs' impact will spill over into the domestic and global supply chains and, consequently, global trade flows. Third, over the medium term, multinational companies will incur additional costs as they develop alternative supply sources. Fourth, global corporate confidence will take a hit, and companies will pull back on capex, which will weigh on aggregate global demand. The indirect impact on financial conditions, corporate confidence and capex would transmit to global growth in a far more severe manner than the direct tariff impact and its spillover effects on the supply chain. Finally, corporates with global footprints will face additional downward pressure on growth and profitability from their international operations. While the first three channels are probably well understood, the latter two channels, which actually have a greater impact, seem under-appreciated.Non-linear impact: As tariffs rise, the impact will be non-linear. In the first round, when 10% tariffs were imposed, the corporate sector had greater capacity to absorb them. However, if they rise to 25% and include all imports from China, corporates' ability to absorb them will diminish, likely resulting in higher pass-throughs with more knockon effects.In addition, as earnings growth slows and uncertainty and costs rise, the leveraged corporate sector will face tightening financial conditions, creating a negative feedback loop. Given higher corporate leverage, this will probably be most pronounced in the US, particularly for companies with weaker balance sheets. Against this backdrop, defaults could accelerate, bringing corporate credit risks to the fore.Reactive policy response, with lagged effects: Investors are right to expect a stronger policy response in the event of continuing escalation. The US Fed will respond, and China has the willingness and ability to ease both fiscal and monetary policy further to mitigate the impact on the labour market.However, the reality is that such policy easing will only be reactive. Given that the downside risks to growth are due to trade tensions, policymakers will approach it as being an external risk. So, it will be difficult for policymakers to prejudge the outcome of trade talks and pre-empt it before easing ahead.Policy easing will, therefore, only be activated after escalation has occurred and its effects on markets and the growth outlook have materialised. What's more, given the customary lag before policy measures impact real economic activity, a downdraft in global growth appears inevitable should trade tensions continue to escalate.Trade tensions have re-emerged at a critical moment in the global cycle. Global growth is currently tracking at a subpar rate of 3.2%Y in 1H19 (vs a peak of 4%Y in 1Q18). One expects global growth to stagnate for 2H2019. With trade tensions already having an impact on corporate confidence, the risks to this outlook are skewed to the downside and recession risks are rising.Against this backdrop, the meeting between the US and China at the G20 summit assumes a heightened level of importance. The outcome is highly uncertain, but the window for resolving trade tensions and avoiding damage to the global cycle is narrowing.The writer is chief economist and global head of economics, Morgan Stanley
NEW DELHI: Prime Minister Narendra Modi Monday asked top bureaucrats to prepare a five-year plan for each ministry with well-defined targets and milestones in sync with the people's mandate in the election to change the status quo and improve quality of life, officials said.In a meeting with secretaries of all ministries, the prime minister said each ministry should come out with an "impactful decision" for which approvals will have to be taken within 100 days, they said.The prime minister said people were yearning for a better life and the government must focus on ensuring ease of living, and asked the officials to begin work on making India a five-trillion dollar economy."Modi said that the huge expectations of the people should not be viewed as a challenge, but an opportunity. He said the mandate reflects the will and aspirations of the people to change the status quo, and seek a better life for themselves," a government statement said.The meeting was also attended by union ministers Rajnath Singh, Amit Shah, Nirmala Sitharaman and Jitendra Singh."The prime minister said that the Indian voter has outlined a vision for the next five years, and this is now an opportunity before us," it added.Speaking about the demographic dividend, Modi said it was essential that the demographics be utilised efficiently.He said every department of the union government, and every district of each state has a role to play in making India a five-trillion dollar economy, the statement said.The prime minister touched upon the importance of the 'Make in India' initiative, and the need to make tangible progress towards this end.Modi also that India's progress in ease of doing business should reflect in greater facilitation for small businesses and entrepreneurs, adding each ministry should focus on it."The prime minister said water, fisheries, and animal husbandry, will also be important areas for the government," the statement said.He said that during the interaction, he has seen that secretaries have vision, commitment and energy to take the country forward."Modi said he is proud of the team. He urged everyone to use technology to improve outcomes and efficiency in each department," said the statement.The prime minister said that all departments must seek to leverage the upcoming milestone of 75 years of independence, which can inspire people to make a contribution for the betterment of the country.He urged everyone to hit the ground running, to fulfil the aspirations of the people.The discussion at the meeting was initiated by Cabinet Secretary P K Sinha.Sinha recalled how the prime minister has interacted directly with all officers up to director/deputy secretary level, in the previous tenure of the government.During the interaction, secretaries shared their vision and ideas on subjects such as administrative decision-making, agriculture, rural development and Panchayati Raj, IT initiatives, education reform, healthcare, industrial policy and economic growth, the statement said.In the meeting, Modi also recalled his first such interaction with the secretaries in June 2014."He said the recent General Elections have been marked by pro-incumbency, for which credit must go to the entire team of officials, which worked hard, conceived schemes, and delivered excellent results on the ground, over the last five years," said the statement.
The government has set up an expert panel to consider allowing private firms to sell subsidised cooking gas — a long-standing demand for companies like Reliance Industries because state firms dominate the market by luring customers with a lot of subsidies.Reliance Industries, which runs the world's biggest refinery at Jamnagar, is a big producer of LPG and has been lobbying the government for years to permit private players to distribute subsidised cylinders.State oil firms sell cylinders to customers at market price but buyers are soon paid the subsidy in their bank accounts, which makes the fuel effectively much cheaper than what is sold by private companies.The oil ministry has set up a panel comprising five members including economist Kirit Parikh, former petroleum secretary GC Chaturvedi, former Indian Oil chairman MA Pathan, IIM Ahmedabad director Errol D'souza, and a joint secretary in the petroleum ministry. The panel has to submit report by July-end.The panel has the same experts who were in the committee that recently recommended policy reforms regarding the setting up of petrol pumps, one key measure being eliminating the condition of investing ?2,000 crore in the oil sector to obtain fuel retail license.The Terms of Reference of the expert committee on the marketing of liquefied petroleum gas (LPG) include "review the existing structure of LPG marketing in the country and assess whether competition should be allowed in marketing of a controlled commodity which is deficient in the country," a recent memo by the oil ministry said.The panel will also "assess the need, if any, to liberalise government policies to increase the participation of private sector in LPG marketing in the country."Reliance serves about a million cooking gas customers across several states, which is tiny compared to country's customer base of 26.5 million. The country's cooking gas customer population has exploded in recent years due to the government's focus on taking cleaner fuel to more homes. About 20 million customers do not receive subsidy — a potentially attractive segment private players can hope to lure with better services.India has become the world's second-largest LPG consumer. It consumed 24.9 million metric tonnes of LPG in 2018-19, of which nearly half was imported.
KOLKATA: Reliance Jio Infocomm has become a strong No. 2 in India by revenue market share (RMS) in the January-March quarter, racing ahead of Bharti Airtel, while Vodafone Idea managed to keep its No. 1 spot with its RMS rising for the first time after 10 quarters of decline, analysts said.Jio reported a 182 basis points sequential jump in RMS in the March quarter to 31.7%, while the Sunil Mittal-led telco's slumped 285 bps to 27.3%. Market leader Vodafone Idea, in turn, reported a modest 57 bps sequential rise in RMS to 32.2%, brokerage Emkay Global said in a report analysing financial data collated by the Telecom Regulatory Authority of India (Trai).Vodafone Idea, which started reporting combined RMS data from the September quarter of FY19 following the merger last August, had been reporting dips on this score. Before the merger, erstwhile Vodafone India and Idea Cellular had last reported RMS growth in the June quarter of FY17.Mukesh Ambani-owned Jio, however, has recorded strong revenue growth across 21 circles and is the leader in 15 markets."Jio continues to be market leader across category A, B & C circles while Vodafone Idea maintains metro market leadership," Rajiv Sharma, co-head of research at SBICap Securities, said in a note seen by ET.By contrast, Bharti Airtel suffered sequential revenue declines in key markets such as Karnataka (-15%), Tamil Nadu (-16%), Delhi (- 33%) and Andhra Pradesh (-8%), culminating in the nation's second-largest telco being relegated to the third spot on the RMS count. 69733354 Bharti Airtel saw an 11.4% sequential fall in adjusted gross revenue (including national long distance or `NLD' service revenue) in the March quarter to Rs 8,608.2 crore, which is 19% lower than the Rs 10,632 crore quarterly mobile revenue from local mobile services it reported in the fiscal fourth quarter."There is a clear divergence between AGR decline and Bharti's revenues reported to investors," said Emkay Global in a note.Sharma of SBICap Securities said Airtel's AGR slump in Mumbai, Delhi and J&K may have been "triggered by one-off adjustments in the quarter or due to volatility in IUC (interconnect) payments by the company".Jio's AGR, on the contrary, has grown 4% sequentially to nearly Rs 9,986 crore, while Vodafone Idea largely arrested AGR slump by limiting on-quarter fall at 0.3% to roughly Rs 10,149 crore. Overall telecom sector AGR (including NLD revenue) has dipped 1% on-quarter to Rs 31,518.2 crore.Analysts acknowledged the stability in Vodafone Idea's RMS but said the outlook remained bleak as the market leader suffered revenue dips in 14 markets, and continued to lose AGR in leadership circles such as Mumbai, Tamil Nadu, UP-East and Andhra Pradesh, amid Jio's continuing pricing onslaught.Both Vodafone Idea and Airtel have been steadily losing ground to Jio over the past two-and-a-half years. The country's youngest telco once again outclassed its older rivals in the fiscal fourth quarter, reporting a 65% on-year jump in bottom line to Rs 840 crore, on the back of nearly 27 million user additions and rising data usage.By contrast, Airtel posted a loss of Rs 89.8 crore before interest and taxes in its India services for the March quarter, compared with an operating profit of Rs 101 crore a year earlier.Vodafone Idea too remains in the red, although its net loss narrowed to Rs 4,878.3 crore in the FY19 fourth quarter, helped by a tax refund and lower expenses, as service revenue crept up after 11 quarters of declines.
NEW DELHI: India's aviation market is poised to grow and become "sophisticated" in the next five years, with its sustainability unaffected by the grounding of Jet Airways, the country's biggest private sector carrier, analysts said.The Jet Airways crisis can be attributed to the advent of "efficiently run" low-cost carriers (LCCs) and is not unique because many legacy carriers in other countries have shut down, analysts told ET during the IATA annual general meeting in Seoul last week.They said the Indian market is difficult because of high fuel costs, poor infrastructure, complex regulations and low yields, but is set to grow over the next five years, allowing both LCCs and full-service carriers to make money.Jet's collapse is attributed to high costs in the Indian market and the airline's inability "to change with the times" to compete with LCCs in India's regulatory environment.69733366 "The Indian market is tough due to macroeconomic conditions, the rupee, oil prices and more generally, costs. These are putting pressure on the profitability of Indian members and it is a market where the competition is very, very tough," said Alexandre de Juniac, DG and chief executive of International Air Transport Association (IATA). "What we see in India is that full-service airlines are facing some difficulties. Jet Airways was one of them. Low-cost carriers are doing a little better.""Old carriers like Air India and Jet Airways had the field to themselves and that made them fairly complacent," said Peter Harbison, executive chairman of CAPA, a Sydney-based aviation consultancy firm. "Once you had too much capacity coming in with very low fares and not very good management in most of the cases, it was bound to make the industry unsustainable.""The biggest thing that has hindered India's aviation has been the enormously badly designed regulatory policy. The only thing it has achieved is effectively destroy operations in India. It has helped foreign carriers no end," Harbison added.However, others said the problem is one of high costs and low yields. "The Indian market has two sides – one is from the policy side that includes infrastructure issues and high tax on fuel and the other is the revenue part. The airlines do not have much of a room to charge as India is a market with one of the lowest yields and if airlines start charging more for flights, people move to other modes of transport like railways and roads," said a CEO of an airline alliance who did not want to be identified.Some experts are quite optimistic about India and said the market would reform itself and become much more sophisticated after the Jet Airways failure and, hopefully, the successful divestment of state owned Air India. "India is a market of opportunity and growth" said Brian Pearce, chief economist at IATA."If the infrastructure is created, better-managed airlines are built, regulatory policy becomes much more intelligent and the economy keeps growing, we would be looking at a period of five years. The positive is that the sector is still attracting good money," predicted Harbison of CAPA.

Option data suggests a wider trading range between 11,750 and 12,250 levels.India VIX moved up marginally by 0.77 per cent to 14.97 level. Volatility is hovering below the 16 mark, which is supporting buying interest on any declines.Bank Nifty opened positive but failed to hold above 31,313 mark and drifted towards 30,850 level. NEW DELHI: India's smartphone shipments from the online channel reached its highest ever share of 43% during January-March quarter of 2019 but market leader Xiaomi saw an on-year decline in its market share for the channel where rivals like Samsung, Realme and Asus grew, Counterpoint Research said.Online channel shipments grew 17% year-on-year in the first quarter of 2019, driven by new launches, sales events and lucrative offers rolled out during the quarter while the smartphone shipments in the offline segment declined by 4% year-onyear, Counterpoint said in a report issued Monday.Xiaomi led the online market with 43% share, which though came down from 57% for the same quarter last year. Flipkart led the overall online market with a 53% share while Amazon grew faster in the quarter 2019, with 38% yearly growth to touch a share of 36%.Samsung adopted online flash sales strategy for the first time with Amazon on the Galaxy M10 and M20 models, increasing the brand's share to 15% in the period, up 31% on year, in the ecommerce segment. The initial demand for M series was strong due to which Samsung's online contribution within its portfolio reached its highest ever level, Counterpoint said.The top five brands captured 85% of the total online market."Price cuts of popular devices and more launches drove online channel shipments to the highest ever level in Q12019. The high online channel share indicates that the new ecommerce policy has limited impact, and e-commerce giants have found a way to cope," said Anshika Jain, research analyst at Counterpoint.It added that brands took advantage of their strong online reach to get rid of their excess inventory, before the change in India's ecommerce policy in February 2019. Along with this, offline channels were still holding inventory accumulated during the record festive season in the last quarter of 2018.
KOLKATA: Only 13% of companies in the country plan to hire more people in the July-September quarter while 61% employers anticipate no change at all in their payrolls, according to the latest Manpower Employment Outlook Survey.That puts the net employment outlook at +13%, down from +16% in the same quarter last year.This comparative decline in hiring intentions comes even as two Cabinet committees have been formed to address rising unemployment and sluggish economic growth, both to be headed by Prime Minister Narendra Modi. According to the Manpower survey that tracked 4,951firms across industries, small businesses report net employment outlook of +13% while medium and large companies report +12%.The survey categorised organisations into three sizes: small, or firms that employ 10-49 people, medium (50-240 employees) and large (250-plus employees). Compared with the third quarter of calendar 2018, employment outlook declined by 6 percentage points for large employers and by 2 percentage points and 3 percentage points for small and medium employers, respectively.69730649 Net employment outlook in the survey is derived by taking the percentage of employers anticipating total employment to increase and subtracting from this the percentage expecting to see a decrease in employment at their location in the next quarter. This time, 0% employers forecast a decrease. The Manpower survey was conducted after a six-month gap.Services sector employers reported the strongest hiring intentions with a net employment outlook of +16%, followed by payroll gains of +11% projected in manufacturing; mining and construction, and the wholesale and retail trade sectors.Some hiring opportunities are expected in finance, insurance, real estate, public administration and education sectors where outlooks stand at +8%. Transportation and utilities sector reported outlook of +6%.The south region is expected to hire the most with a net employment outlook of +14%, followed by west and north, with outlooks of +13% and +12%, Eastern region had an outlook of +9%. Hiring prospects marginally weaken in all four regions when compared with this time one year ago."New government initiatives, coupled with investors' interest in startups, are generating a growth trajectory in some sectors," said Cynthia Gokhale, associate director, marketing, at ManpowerGroup India. "India now must prioritise investing in education to bridge the skill gap between the requirements in the market and job seekers skillsets."
