Reliance Industries posts record quarterly profit at Rs 11,262 cr

Mukesh Ambani-led Reliance Industries on Friday beat Street estimates to report an 18.32 per cent year-on-year (YoY) rise in September quarter profit at a record Rs 11,262 crore on robust growth in telecom and retail verticals. Analysts in an ET NOW poll had estimated Rs 11,000 crore profit for the quarter.The company's overall revenue for the quarter increased 4.84 per cent to Rs 1.64 lakh crore from Rs 1.56 lakh crore in the year-ago period.Reliance's telecom unit Jio reported a 45.40 per cent YoY rise in profit at Rs 990 crore for Q2FY20 with an average revenue per user (Arpu) of Rs 120.Gross refining margin (GRM) for the quarter stood at $9.40 per barrel against $9.5 per barrel in the same period last year. Basic earnings per share (EPS) for the overall group stood at Rs 18.59 as against Rs 16.06 in the corresponding period of previous year.Ahead of Q2 earnings, shares of the company settled 1.37 per cent higher at Rs 1,415.30, while BSE Sensex closed 246.32 points, or 0.63 per cent, up at 39,298.During the day, RIL added another feather to its cap by becoming the first domestic firm to hit the Rs 9 lakh crore market cap in intraday trade. PSUs fight Sebi over governance lapses

Several government-owned companies are at loggerheads with domestic bourses over applicability of the capital market regulator's new corporate governance laws. Stock exchanges have levied penalties on over a dozen public sector undertakings (PSUs) for not complying with the board and independent director requirements.Some of the leading PSUs including Hindustan Petroleum (HPCL), NHPC, Bharat Dynamics (BDL) and Power Finance Corporation (PFC) have declined to pay the fines, according to an ET study of the companies' compliance reports. Their contention is that they are companies owned by the government, which holds the power to make any board appointments, and thus should not be subject to fines, said people familiar with the matter.As per the standard operating procedure prescribed by the Securities and Exchange Board of India (Sebi), any company violating the corporate governance rules for more than two successive quarters and doesn't pay the fine should be shifted to trade-totrade category.Exchanges have already taken action against several private companies for not complying with the governance rules. Stocks, which were suspended from trading for non-compliance of these regulations include Hind Syntex, Jain Studios, PVP Ventures and PBR Infrastructure.Several listed PSUs are currently in violation of the corporate governance rules for over three quarters now.Emails sent to HPCL, NHPC, BDL and PFC remained unanswered.HPCL's secretarial audit report said, "The company has requested the stock exchanges to a waiver of fine levied by the exchanges….such noncompliance is not due to negligence/ default by the company."PFC, in its annual secretarial audit report for FY19, said, "The company has submitted a reply to the stock exchange that in terms of clause 86 of Articles of Association of the company, the members of the board are appointed by President of India and accordingly the same (fine) should be withdrawn."Legal experts said some of the provisions of Sebi's new corporate governance rules are in conflict with the laws applicable to the PSUs.For instance, as per Sebi rules, every company needs to form a nomination and remuneration committee which would evaluate the performance remuneration related issues of the board. However, all the board appointees of PSUs are technically picked by the President of India and hence such committee would not be able to review the board performance.Lawyers said corporate governance rules, however, should be the same for all listed are applicable to all the listed companies irrespective of whether they are state-owned or not. "The corporate governance norms applicable to listed companies do not seem to distinguish between a listed PSU and other listed companies," said Moin Ladha, partner, Khaitan & Co. "Therefore, unless there is specific exception/ relaxation they are relying on like the one in relation to compliance with minimum public shareholding norms, these norms will have to be complied with."A company secretary, who spoke on the condition of anonymity, said it is difficult to implement the new governance norms for state-owned entities since there is a wide gap in the administrative procedures between public and private sector companies."In the past we faced the same issue for some of the PSU banks since there was delay in board appointments. We have requested Sebi to make provide relaxations for PSUs," said the company secretary, who advises government companies.The market regulator had notified the new corporate governance rules in October last year, based on recommendations given by the Uday Kotak headed committee on corporate governance. This is not the first instance where listed government entities have refused to comply with Sebi rules. When the market regulator introduced minimum public shareholding (MPS) norms in 2012-13, several stateowned entities didn't comply with the new requirements.

GST regulation puts companies in a fix

MUMBAI: Many companies could face a stress on their working after a Goods and Services Tax (GST) regulation may lead to hundreds of crores stuck in input tax credit claims.A government regulation that disallows companies to take input tax credit if vendor invoices are not uploaded on the GST network is creating problems for the companies, said people in the know. According to the GST law, invoices have to be uploaded on the GST IT network for every transaction for it to be complete and eligible for tax credits.Companies are claiming that since the rule does not specify the time period of this calculation, it is creating a situation where some companies may end up losing input tax credit if the vendor has not supplied an invoice."Restrictions on input tax credits in case of invoices that have not been uploaded by the supplier to 20% of the eligible credits appear to be an anti-evasion measure driven by revenue considerations. However, this means that businesses would need to establish a real time reconciliation mechanism to avoid working capital blockages," said MS Mani, Partner, Deloitte India.Tax experts are also complaining that the credit is restricted on the basis of supplier uploading without giving change to the taxpayer to add to details which suppliers have not reported and this could lead to problems during reconciliation. The last date for claiming the input tax credit is October 20, said industry trackers. Many companies are claiming that they would not be able to reconcile the statements as many vendors are not able to give the invoices.Many companies are also asking the government to extend the date for claiming input tax credit as it could lapse after the due date. "The governance can extend the date or give a clarification around this since this problem is intensified due to the slow IT platform of the GST," said a tax expert."This is unilateral amendment wherein the credit is restricted on the basis of supplier uploading without giving change to the taxpayer to add to details which suppliers have not report. This will be applicable to all the taxpayers," said Manoj Malpani, senior advisor with Bizsolindia Services

NEW DELHI: India plans to take more steps to boost consumer demand including injecting liquidity through banks and simplifying personal taxes, a top government economic adviser said on Friday, in a bid to raise economic growth from six-year lows.Krishnamurthy Subramanian, Chief Economic Adviser at the finance ministry, said the government had slashed corporate taxes to attract investment and was looking for ways to boost consumer demand to support that investment."In the short-run, we are taking steps to increase consumption so that anticipating that consumption, investment also goes up," he told Reuters in an interview.One of the measures on the table is aimed at easing personal taxation and making the whole tax administration simpler. The government is also considering the report of a task force to bring India's six-decades-old tax legislation more into line with those of other countries.Subramanian said the government planned to make public the recommendations of the task force."The direct tax code task force has submitted its report," he said, adding that the steps that have already been taken to streamline the tax administration are likely to help in improving the tax buoyancy.Last month Finance Minister Nirmala Sitharaman cut corporate tax rates from over 30% to 25%, and to 15% for new manufacturing companies, putting it on a par or even ahead of some of its Asian peers.That landmark move has raised hopes that the government might consider similar cuts to personal taxes to put more money into the hands of consumers and especially the middle class who form the core of Prime Minister Narendra Modi's ruling group.A source in the finance ministry said the task force's recommendations - which include cuts in the income tax rate by up to 10% - could be announced even before the presentation in February of the annual budget for fiscal 2020/21, which starts in April."Timing of the implementation is a political call," said the source, adding that officials have already held discussions on the issue.Growth in April-June slipped to 5%, its slowest pace since 2013. The International Monetary Fund has cut its growth forecast to 6.1% for this fiscal year from an initial 7%, citing a slowdown in domestic and global demand.New Delhi has also been trying to boost domestic growth through an infrastructure package and a new loan program organised with the banking sector that has doled out loans worth over 800 billion rupees ($11.1 billion).Subramanian said the government has asked the banks to buy out assets from the crisis-hit non-banking finance companies to improve liquidity in the market."The government will do all that it takes to take back the growth on the high trajectory."Referring to banking reforms, he said, the government was focussed on merger of some state banks, aiming to cut down number of state banks to 12 from 27 in 2017, and has asked them to take corporate default cases to bankruptcy courts only above a threshold limit.

Office realty leasing rises 30%, on track to beat last year high

Mumbai: Robust demand for office spaces has pushed commercial property leasing in the first three quarters of 2019 by 30% from a year ago, taking it closer to entire 2018's performance and making sure that this year surpasses the peak touched last year.Driven by tech corporates — accounting for about a third of the leasing activity — office space take-up touched 47 million sq ft in the first nine months against entire 2018's performance of 48.9 million sq ft, showed data from CBRE South Asia. With this, office leasing activity is now expected to touch its highest level ever, estimated to be over 60 million sq ft in 2019.Leasing activity stood at about 15.4 million sq ft during the quarter ended September, rising by nearly 23% on an annual basis. This was dominated by small- to medium-sized transactions. Small-sized transactions of less than 10,000 sq ft accounted for over 40% of the transaction activity in the quarter. 71641558 "With office leasing scaling a historic high in 2019, we expect further strengthening of occupier sentiment in the medium to long term, backed by corporates looking to expand or consolidate their operations. Large-scale deal closures were mostly dominated by tech firms and flexible space operators. Firms belonging to sectors such as research, consulting & analytics, banking, financial services & insurance (BFSI), and engineering & manufacturing also closed large-sized deals.Tech corporates led the office space take-up, followed by research, consulting & analytics companies (19%) and flexible space operators (15%). The rise in the share of flexible space operators (10% in the second quarter of 2019) was primarily a result of their continued expansion across almost all cities."The share of the tech sector rose from 31% to 40% annually during 2019 year-to-date, which implies that a rise in technology alternatives, insourcing / job preservation in the US and a global slowdown have not had any specific impact on India's position as a preferred outsourcing destination for both high-skilled and low-skilled tech services, research and development," said Ram Chandnani, managing director, advisory & transaction services, India, CBRE South Asia.Supply addition rose by more than 80% in 2019 YTD on an annual basis, with about 43.5 million sq. ft. of development completions reported.Four cities — Hyderabad, Bengaluru, NCR and Mumbai — accounted for almost 80% of this supply addition.Compared to the first three quarters in 2018, the share of SEZs in supply dipped from 40% to 27% during 2019 YTD. Supply addition in the quarter also rose by about 6% on a quarterly basis, touching about 15 million sq. ft. More than 70% of this supply was driven by Hyderabad and NCR, followed by Bengaluru.

Domestic carriers to operate 23,403 flights per week during winter schedule

Indian carriers will operate 23,403 domestic flights per week during the winter schedule starting from October 27, with IndiGo set to fly 10,310 flights, according to the DGCA. The winter schedule is from October 27 to March 28, 2020. The number of weekly flights in the upcoming winter schedule is 1.2 per cent higher than 23,117 such flights operated during the previous winter schedule.A senior DGCA official said 23,403 departures per week have been finalised, covering 103 airports. There would be more flights with the addition/acquisition of aircraft by the operators during the winter schedule. Out of these 103 airports, a scheduled domestic airline has proposed to operate to/ from Pithoragarh (Uttarakhand) and Hindon airport (Uttar Pradesh) as new stations, the official said.National carrier Air India will operate 2,254 weekly flights during the latest winter schedule, an increase of 17.6 per cent compared to the year-ago period. SpiceJet would operate 4,316 weekly flights, a rise of 46 per cent while IndiGo would fly 10,310 flights every week during the winter schedule. The latter is an increase of 14.2 per cent compared to the previous winter schedule. Vistara and GoAir would operate 1,376 and 2,308 flights every week, respectively.The official said that due to the sudden suspension of operations by Jet Airways, there was a reduction of around 3,600 departures per week. The departures per week have increased by 19.9 per cent in the upcoming winter schedule if the departures of Jet Airways are not included in the comparison, the official added.Running out of cash to operate flights, Jet Airways shuttered operations in April. Jet Airways had 3,247 weekly flights during the previous winter schedule.

ITC to invest Rs 700 cr in food park in Madhya Pradesh

Consumer goods major ITC chairman Sanjiv Puri on Friday said the company is planning to set up a food processing facility in Madhya Pradesh at an investment of Rs 700 crore. The company also said the land for the proposed food processing unit is already with the company and it will soon commence operations."We are now intending to make a large investment in a modern food processing facility in MP at an investment of Rs 700 crore," Puri told the Magnificent Madhya Pradesh at the maiden investor summit being organized by the Kamal Nath-led state government here. He said some pre-designed work for the facility has already been started and very soon it will commence operations and the unit will have a large facility for dehydrating vegetables."We will soon start working with the farmers in developing high yielding beans and carrots which we are going to dehydrate and market across the country," Puri said, adding food processing has enormous economic multipliers and improves farm efficiencies."This is sector in which we already have large presence in the state and we are going to enhance in future," he said, adding the tobaccos-to-hospitality major also wants to develop horticulture in the state."We had piloted certain species, demonstrated to the farmers and in this season we are expecting some 100 acres to be grown. Over time, we are going to multiply this into 10,000 acres," he said, adding the company is willing to buy produce from the farmers.

F&O: Bulls holding a tight grip; Nifty forms higher highs & lows

It formed a bullish candle on the daily and weekly charts as the bulls held a tight grip on the market. It has been forming higher highs and lows from past five sessions and supports are shifting higher gradually.Now it has to hold above 11,550 to see fresh momentum towards 11,700 and then 11,800 levels, while on the downside support is seen at 11,550 and then 11,500 levels.In monthly options, maximum Put open interest was at 11,000 followed by 11,400 levels while maximum Call OI was at 12,000 followed by 11,700 level. There was Put writing at 11,500 and 11,600 levels and Call Unwinding at all the immediate strike prices. Marginal Call writing was seen at strike price 11,900. Options data suggested a shift in higher trading range between 11,500 and 11,800 levels.India VIX moved up marginally by 0.30% to 15.92 level.Bank Nifty opened flat but witnessed buying interest towards 29,250 level in the latter part of the session. It formed a Bullish Candle on the daily and weekly charts, as strong buying interest emerged at lower levels. It is forming higher highs and lows from past four sessions, which indicated overall strength. Now, it has to hold above 28,750 level to witness momentum towards 29,500 and then 30,000 levels, while on the downside supports are seen at 28,500 and then 28,250 levels.Nifty futures closed positive at 11,672 level, with a gains of 0.62 per cent. Saurabh Mukherjea: Economic reform is not a panacea for all cos

We cannot take people's money and punt it on companies which have crashed by 67%. It does not work like that. Be rational about it, rather than getting lost in false labels of largecaps, micro caps, mega caps, says Saurabh Mukherjea, Founder & CEO, Marcellus Investment. Excerpts from an interview with ETMarkets.com. In any country, how do economic reforms lead to wealth generation?Economic reforms typically come with a short-term cost. If there was not some sort of economic pain associated with economic reforms, those obviously would have been done a long time ago. If we look back at 1991, after Manmohan Singh and Narasimha Rao announced those reforms, growth slowed down for a couple of years. Growth slowed down because Indian companies which had benefited from tariff barriers from the licence raaj obviously suffered as the economy got opened up. Similarly, after the GST announcements, it is clear that there was a slowdown in the economy. The economic reform typically comes with costs over the first one to two years and thereafter, the benefits start coming through. By my reckoning, the benefits of reforms should come through from FY21-FY22. I also believe we will see more reforms come through in the remainder of this fiscal. The finance minister has been pretty clear on that. There are further reforms on the anvil. What is even more interesting is how the stock market discounts the benefits of the reforms, even before the economy starts showing them. But then, that is what the stock markets' job is! The stock market is not perfect, but it tries to figure out who are beneficiaries of the reforms and the stock prices of those companies start discounting the benefits. What is interesting is economic reforms do not typically help the entire stock market. There are winners and losers in it. If we take the example of the recent tax cuts, clearly companies with not just high tax rates but also very high cash generation, very high ROC and high re-investment rates are the greatest beneficiaries. On the other hand, companies with broken balance sheets, without market leadership, without pricing power really do not benefit. They will have the benefits of the tax break which they will have to pass on to the consumers because if you do not have pricing power, you would not be able to hold on to the benefits of the tax rate. So economic reform is not a panacea, it is not a remedy for all companies. It helps a select subset. The stock market discounts the benefits before the economic benefits come through and typically the economy slows down in the wake of economic reforms. That is the way it has been the world over and that is the way it tends to be in our country. You are expecting more reforms to come through. What is your wishlist on these reforms?It is not a wishlist. It is a list that the government used to be relatively candid about. Firstly, if you announce 15% tax rate for companies who set up new factories, it logically stands to reason that you have to make land easy to acquire. There is no point in giving lower tax rate if they can't get the land. So, land reform should logically follow in the remainder of this fiscal, probably the Winter Session or perhaps the Budget Session. Secondly, once you get land, you build your factory. If hiring and firing labour is a problem, we are not going to build that factory. We build the factory but we pump it with robots. If you want to see job creation after the factories are built, labour reforms should be on the anvil. Now labour reforms is a holy cow in India, nobody has touched it since 1971. I suspect the way the BJP will deal with this is they will ask the states to take the lead. They will pass the hot potato to the state governments. Given the extent of corporate tax cuts, it would be anomalous if income tax rates are not cut. Otherwise it will look very strange. So my reckoning is in the Budget, we will see income tax cuts for the broader Indian population. Thirdly, given the manner in which these reforms have been announced, which is typically Friday evening at 5 pm in front of the press, I have a strong hunch we might see something before Diwali. As we know, reforms is a way to underscore to the country whether the government cares about the economy or not. Coming to markets how does the market outlook look for the rest of the fiscal year?The economy clearly is in a bad place. We all know that it is not just the PMI data. Also, sitting in Mumbai, we can see the core of the NBFC community struggling to get funding. This morning's headline in various newspapers was a HUL CFO talking about a severe liquidity crunch. It is evident to everybody now that we are in a fairly difficult economic situation and it is unlikely that this fiscal, we will quickly get out of the troublesome economic situation. But as I said, the stock market's job is to discount economic growth to three-four-five years out and in that regard, the discounting of future benefits or reforms has already begun. If the FM continues the way she has announced reforms over the last couple of months, the stock market will benefit from that. The stock market therefore is contending with two opposing forces. One is a weak economy and the second is a reforming finance minister. Considering where the market is, how do the mid and smallcap space look like at this point of time? What are your top picks?I have never really thought about the market in terms of market caps. Over the years, we have used a structured process of looking for companies with consistently double digit revenue growth and return on capital above 15%. I have never really cared whether they are smallcap, midcap, micro cap, infinite cap or mega cap. Those are useless labels. Our job, I think anybody's job should be to look for companies whose promoters are clean and that should be the first priority. About 80% of the listed market has got dodgy promoters, bad corporate governance. So step one, look for clean companies, clean promoters. Secondly, look for companies with deep comparative advantages, strong moats, very high barriers to entry and thirdly look for companies which have been able to show a track record of generating stable cash flows, stable earnings and sensible capital allocation. So three different facets – cleanliness, barriers to entry moats and stability. We are investing other people's money, we have to be responsible about that. We cannot take people's money and punt it on companies which have crashed by 67% but a goddess told me that they will recover by 89% in the next 12 months! It does not work like that. Be rational about it, rather than getting lost in these false labels of large caps, micro caps, mega cap. So ESG is clearly very important right now?I am not sure ESG also works because if you give me money, my job is to compound your wealth. My job is not to prioritise saving the planet over compounding your wealth. Now if compounding of wealth also means that I need to look for companies which are responsible about pollution and responsible about how they treat their staff and ethical about how they deal with the government, sure I have to do that, but the priority has to be to look after clients' money. Do not come up with these marketing labels such as ESG. You do a disservice to a lot of lot of people, this whole bandwagon around ESG is a disservice to our people, including the causes that the ESG funds purport to support. Are autos an attractive bet at this point or not?First,, just look at the discourse. We are talking about bets. But we are managing peoples' life savings and obviously we cannot bet. I do not think anybody can or should. You cannot pick as well. We are investing, we have a fiduciary responsibility to take people like your money and invest it in a conservative low risk product so that we preserve your wealth at the outset and then see if we can give you a little bit of compounding. So betting and picking is out question here. Focussing on the specifics of the auto sector, I do not know whether the de-growth cycle that we are seeing in volumes has bottomed out. Some people are saying that October data suggests the de-growth has stopped, I do not know. I doubt if one or two months' data is good enough to give us a clear hint or clear picture on whether de-growth has stopped. But what one has to concede is given the quality of these franchises, given their ROCEs, given their cash generation, given their track records of growing at a stable steady pace over the last 20 years, the valuations look extremely tasty. In that regard, I do have to confess that we are building positions in some of our portfolios in some auto stocks. I cannot give you the names for obvious reasons but the quality of the franchises, the sheer financial strength of the track records coupled with extremely attractive valuations, has led to some position building by us. What is your take on PSU stocks at this moment?My views on PSUs have been uniform in the 11 years I have lived in this country. PSUs are owned by the Government of India; the Government of India serves the people of India and PSUs therefore serve the people of India. I do not think PSUs' job is to look after the interests of minority shareholders and hence it is illogical for me to invest my clients' money in PSU stocks. What are your thoughts on divestment through the privatisation route?We hope that disinvestment and privatisation happen. It would be a step forward for the country. The Government of India is involved in too many activities where it does not bring great competitive advantages to the table. So, whether it is Air India or the much-talked about BHEL disinvestment, bring it on, the more the merrier and the sooner the better.

TikTok in talks with companies in India for campaigns, engagement initiatives

NEW DELHI: Short video platform TikTok on Thursday said it is in talks with companies in sectors including technology, e-commerce and financial services space for partnerships including campaigns and engagement activities. TikTok, which has about 200 million users in India, has also announced collaboration with Josh Talks and The/Nudge Foundation to educate 5,000 young individuals in the country through a mentorship programme. "We are in discussions with companies in the sectors like technology, e-commerce, banking, financial services and insurance (BFSI), education, automation and FMCG," Bytedance (India) Technology Director - Monetisation India Sachin Sharma told . He added that a number of brands like Pepsi, Puma and OLX have already leveraged TikTok's platform to reach out to consumers in engaging ways. TikTok, which allows people to create short videos and share them, has had its share of troubles in the Indian market. In April, the Madras High Court had directed the Centre to ban TikTok app, saying it was evident from media reports that pornography and inappropriate content were made available through such mobile apps. The order was later lifted and the app was back on app stores. In July, the Indian government had issued notices to Tiktok and Helo along with a set of 24 questions regarding the alleged misuse of their platforms for "anti-national activities" in India. The company had responded to the notice. TikTok on Thursday also announced the launch of its multi-phased integrated initiative, #EduTok. Over 10 million pieces of content with hastag #EduTok have already been created that have garnered over 48 billion views and have been shared 1.8 billion times on TikTok. The #EduTok initiative is an effort to further highlight TikTok's commitment to propel India's creative economy and its contribution in the lives of digital natives, Sharma said. "The programme is aimed at supporting first-time internet users to gain knowledge by giving them access to high-quality educational content created by TikTok creators and educational organisations for millions of TikTok's users who are willing to learn," he added. As part of the mentorship programme, Josh Talks will organise 25 workshops where 5,000 creative individuals will be shortlisted and invited to attend a hands-on learning workshop delivered by an existing and popular #EduTok creator. For the workshops, The/Nudge Foundation will tailor-make content for these individuals covering critical topics such as soft skills, skill development, identity building, job readiness and career planning. The workshops will be organised over six months starting from October 2019 until March 2020. These workshops will be held across Bihar, Andhra Pradesh, Telangana, Rajasthan, Jharkhand and Jammu. Each workshop will accommodate up to 200 users and will be conducted in the states' regional languages with popular TikTok creators. Along with the mentorship programme, key educational technology companies such as Toppr, Made Easy and GradeUp have also joined TikTok to deliver subject-focussed content for the platform. This collaboration will further give TikTok's users an opportunity to learn educational content in various formats, across categories and languages.

Vietnamese fishermen recently may have gotten a big surprise: an 11,000-ton submarine surfacing among their boats. The incident reportedly occurred in September but has only recently come to light via social media. The Chinese Navy Jin Class ballistic missile submarine was said to have been operating near the Paracel Islands. The islands, known as Xisha in Chinese, are in a strategic location in the South China Sea. They are controlled by China but also claimed by Vietnam and Taiwan.

El Nuevo Herald: Dragged down by the Venezuela crisis, Cuba seeks dollars to stay afloat

The Cuban government announced economic measures this week to seek dollars in a bid to stay afloat in the midst of an acute financial crisis triggered by its dependence on Venezuelan oil and new U.S. sanctions.

On Tuesday, Cuban Vice President Salvador Mesa and several ministers announced on television that the government was going to lower the prices of household appliances and other items on the condition that Cubans pay in dollars.

The move is an attempt to obtain a larger percentage of remittances sent from abroad.

"This is a reasonable short-term strategy," said American University professor William LeoGrande. "But to solve the hard currency shortage in the longer term, the Cuban economy needs to increase its own export of goods and services rather than relying so much on remittances."

MOSCOW, October 17. /TASS/. The government of Venezuela is ready to hand over full control over its state-run oil company PDVSA (Petroleos de Venezuela) to Russia's Rosneft, El Nacional newspaper said citing own sources in the industry.

According to the paper, the initiative was put forward with an aim to secure the writeoff of Venezuela's debt to Russia in exchange.

El Nacional said the initiative received a largely positive feedback in Moscow. In that regard, several commissions have already been sent to Venezuela to estimate the current situation of PDVSA and the viability of the initiative.

Russian experts reportedly came to a conclusion that the company should undergo a serious layoff to restore its competitive performance, the paper said.

A majority of Iranians no longer supports the 2015 nuclear deal, thinks their country should withdraw and believes that the United States has done the maximum damage it can inflict on the Iranian economy.

The findings are from a series of new polls of Iranian public opinion conducted by the Center for International and Security Studies at Maryland and IranPoll, a Toronto-based body, which have done numerous similar studies in the past. Interviews of about 1,000 people were conducted by telephone in April, May, late August and early October with a margin of error of plus or minus 3.1 percentage points for each.

Beijing's biggest support package ever for President Erdogan arrives at a critical time

Despite the US threat to "obliterate and destroy" Turkey's economy, the Turkish lira and Turkish interest rates barely have budged in the past week (Turkish stocks, especially banks, are down sharply, in part due to the US criminal charges against Halkbank for aiding Iran sanctions violations). That is remarkable given the fragility of Turkey's currency earlier in 2019. Between February and May, the Turkish lira fell from 5.2 to the US dollar to 6.2 in response to US sanctions, before recovering to 5.88 to the dollar today. The Turkish central bank leaned on Turkish banks to refrain from offering liquidity to short-sellers, but Turkish money markets remained orderly.

What changed is China. Turkish President Erdogan's insolence in the face of American threats brings to mind B'rer Rabbit's imprecation to B'rer Fox: "Please don't throw me in the briar patch." The relevant foliage in this case is bamboo.

.... Erdogan's long-term problem is that there aren't enough Turks in Turkey. Turkey's Kurdish citizens continue to have three or four children while ethnic Turks have fewer than two. By the early 2040s, most of Turkey's young people will come from Kurdish-speaking homes.

President Erdogan is a nationalist, and for someone like him this changing demographic is frightening, and I am willing to wager that it is influencing many of his recent decisions. Needless to say. The above Asia Times post is a must read.

The U.S. Armed Forces are not withdrawing from the eastern Euphrates River Valley region of Deir Ezzor or its plethora of oil fields, a military source in Damascus told Al-Masdar News.

According to the source, the U.S. Armed Forces won't withdraw from these areas because of Iran's presence in eastern Syria and the reality that Damascus would again have access to Deir Ezzor's vital oil fields.

The Hill: Pelosi, Schumer hit 'flailing' Trump over 'sham ceasefire' deal

Top congressional Democrats lashed out President Trump for agreeing to drop recently announced sanctions against Turkey as part of a cease-fire agreement announced Thursday.

House Speaker Nancy Pelosi (D-Calif.) and Senate Minority Leader Charles Schumer (D-N.Y.) said Trump "is flailing" and that he agreed not to implement sanctions against Turkey for a "sham ceasefire."

"The President's decision to reverse sanctions against Turkey for brutally attacking our Kurdish partners in exchange for a sham ceasefire seriously undermines the credibility of America's foreign policy and sends a dangerous message to our allies and adversaries alike that our word cannot be trusted," the two added in a joint statement.

KAnkara, Turkey (CNN)When Vice President Mike Pence and Secretary of State Mike Pompeo shook hands on the tarmac at Joint Base Andrews Wednesday before boarding separate planes, the view inside the White House was grim.

President Donald Trump's top two aides were bound for Turkey to broker a ceasefire that, just hours earlier, Trump said wasn't America's responsibility. The White House had been fielding angry calls from Republican lawmakers and evangelicals for days over his decision to abruptly withdraw American troops from northeastern Syria, accusing Trump of abandoning an ally.

Multiple administration officials privately said they had low expectations for the meeting's outcome, and two remarked they weren't sure why an American delegation was being sent to the Turkish capital in the first place.

A photo of US House Speaker Nancy Pelosi confronting the President Donald Trump at a reportedly explosive White House meeting has become a symbol of the deep divisions in Washington.

In the image, leading Democrat Ms Pelosi is standing up at a large table, surrounded by male congressional leaders and top military officials, pointing her finger towards the president, who is seated opposite her and appears stunned.

Afterwards, Mr Trump took to his preferred social media platform, Twitter, to share the photo along with the caption: "Nervous Nancy's unhinged meltdown".

Ms Pelosi - who has said it was Mr Trump that had the "meltdown" - hit back by proudly making the image her cover photo on both Twitter and Facebook.

WNU Editor: The purpose of this White House meeting was to brief Congressional leaders on what was happening in Syria and the strategy to deal with it. I am sure that this briefing also involved the purpose of Vice President Pence and Secretary of State Pompeo's trip to Turkey (they had just left to go to Turkey), and what they hoped to accomplish when they met Turkish President Erdogan. Chairman of the Joint Chiefs of Staff Gen. Mark Milley was also present, telling me that he was to present what was the military situation on the ground, and what are the U.S. options. But none of that transpired. This became a shouting match right away, and a walk-out by the Democrat leadership to microphones that were already for them outside. Apparently the Democrats had a different agenda, to  accuse President Trump of supporting President Putin .... 'All roads lead to Putin,' Pelosi said she told Trump as photo of meeting was snapped (USA Today). Not surprising, everything went south after that. This is also not the first time that such a confrontation has happened. House Speaker Pelosi said the same thing and walked out five months ago on another issue .... Nancy Pelosi Said "Cover-Up" And Trump Had a Complete Meltdown (Vice News). Two times in five months, and using the same rhetoric. I see the pattern here. No one melted down. This walkout and response was planned in advance. Also .... you may not trust or respect the man, but you do not disrespect the Office of the President in such a manner. House Speaker Pelosi should know that more than anyone else.

Air Force Times: Trump expresses confidence when asked if nuclear weapons at Incirlik are safe

In response to a reporter's question, President Trump on Wednesday said he was "confident" about the safety of U.S. nuclear weapons at Incirlik Air Base in Turkey.

During a meeting with Italian President Sergio Mattarella in the Oval Office, a reporter asked Trump how confident he is — amid increasing tensions with Turkey over its invasion of Syria, targeting of Kurdish forces and possible U.S. economic sanctions — about the safety of nuclear weapons reportedly housed at Incirlik.

"One of the things that has been exposed by this Turkey situation is that as many as 50 nuclear weapons are at Incirlik Air Base in Turkey. How confident are you of those weapons' safety?" the reporter asked, according to a transcript of the exchange provided by the White House.

"We're confident, and we have a great air base there, a very powerful air base," Trump said in response. "That air base alone can take any place. It's a large, powerful air base."

Military Times: Trump says US troops are 'totally safe' amid growing chaos in Syria

President Donald Trump declared Wednesday that U.S. troops serving in Syria are "totally safe" amid fighting among local military forces thanks to "strategically brilliant" moves to pull back American assets in recent days.

"They have a problem at the border. It's not our border. We shouldn't be losing lives over it," Trump said about the situation in Syria during an Oval Office press event. "We only had 28 soldiers … and they are fully accounted for. We're watching and negotiating and trying to get Turkey to do the right thing, because we would like to stop wars regardless."

Vice President Mike Pence on Thursday announced the United States and Turkey have reached a deal to suspend Ankara's operations in northern Syria for five days to allow Kurds time to withdraw to a 'safe zone' as part of a cease-fire agreement.

'The United States and Turkey have agreed to a cease-fire in Syria,' Pence announced at the U.S. Embassy in Ankara after protracted negotiations with the Turkish government.

Pence and Secretary of State Mike Pompeo spent more than four hours meeting with Turkish President Recep Tayyip Erdogan in order to get a deal.

Pence said the two countries 'have both mutually committed to a peaceful resolution and future for the safe zone, working on an international basis to ensure that peace and security defines this border region of Syria.'

WNU Editor: This is a big deal. Turkey will get their "safe zone" along the border, and be responsible for it. Sanctions will be dropped against the Turks .... so much for the US Congress passing any sanctions bill. The Syrian Kurds have their security in their part of Syria (for now). This fight also forced (for the first time in years) an agreement between the Kurds and Syria/Russia for security in this region. The U.S. now has the opportunity to leave Syria with honour, but I suspect a good contingent of US soldiers will still remain. This deal could still fall apart, but from what I am seeing and reading, all the parties involved .... Turkey/the Kurds/Syria/Russia/and the U.S. .... want this ceasefire to succeed, because they all know the alternative will be a disaster.

Turkish President Recep Tayyip Erdogan put US President Donald Trump's letter "in the bin", the BBC has been told.

In the letter dated 9 October, and sent after US troops were pulled out of Syria, Mr Trump told Mr Erdogan: "Don't be a tough guy. Don't be a fool!"

President Trump was urging Turkey not to launch a military offensive against Kurdish-led forces in northern Syria, but Mr Erdogan ignored this request.

US Vice President Mike Pence is now in Ankara to push for a ceasefire.

The US has faced intense criticism for the withdrawal of troops, which critics say gave Turkey the green light to launch the military attack.

Boris Johnson was triumphant in Brussels tonight as the EU agreed to his new Brexit deal - and Jean-Claude Juncker backed Remainers into a corner by suggesting that the bloc will not agree to any further delay.

The European commission chief hinted that leaders will refuse another extension, a prospect that could checkmate pro-EU MPs by neutralising their law designed to block No Deal.

Mr Juncker, the European Commission president, turned up the heat on critics of the PM's newly-sealed agreement by indicating a crunch Commons vote on Saturday will be a stark choice between signing it off or crashing out.

RFE: Russia Protests After U.S. Diplomats Found Near Restricted Area

Russia's Foreign Ministry says it will issue a formal note of protest to the U.S. Embassy in Moscow after Russian authorities caught three U.S. diplomats in a restricted area near a secret test site in northern Russia, state-run news agency TASS has reported.

The trio, which included the U.S. military and naval attachés, was removed from a train on October 14 and briefly questioned by Russian authorities in the sensitive Arctic shipyard city of Severodvinsk, near the site of a mysterious explosion in August that killed five nuclear workers.

WNU Editor: These are military/naval attaches. Considering the location they were obviously on a spy mission. But what is surprising to me is that the Kremlin has not ordered their immediate expulsion. In the past these "diplomats" would be on a plane and out of the country within 24 hours. Not this time. Daily Mail: Pence and Pompeo's mission improbable: US diplomatic duo arrive in Ankara for showdown with Erdogan as they try to persuade him to call off his invasion of Syria - or face tougher sanctions

* US delegation including Pence and Pompeo sent to negotiate a Syria ceasefire
* Vice President was pictured meeting Erdogan, despite the Turkish President suggesting at one point that he would refused to meet anyone except Trump
* Erdogan has repeatedly said he will not call off his invasion of northern Syria
* The attack was effectively green-lit by Trump after he withdrew American troops

Mike Pence met with President Erdogan on Thursday as he tried to pull off the politically improbable by getting the Turkish leader to agreed to a ceasefire in Syria.

The US Vice President touched down in Ankara alongside Secretary of State Mike Pompeo and national security adviser Robert O'Brien as they tried to stop the Syrian civil war descending into a bloody new phase.

However, the outlook for any deal appears bleak after Erdogan briefly toyed with the idea of refusing to meet with Pence at all.

He later relented, but has repeatedly insisted he will not stop his assault on the Kurds - America's former allies in Syria - until he has driven them away from his border.

New York Times: In Syria, Russia Is Pleased to Fill an American Void

As the United States withdraws from Syria, Russia is stepping in, running patrols to separate warring factions, striking deals and helping President Bashar al-Assad advance.

DOHUK, Iraq — Russia asserted itself in a long-contested part of Syria on Tuesday after the United States pulled out, giving Moscow a new opportunity to press for Syrian army gains and project itself as a rising power broker in the Middle East.

Russian and Syrian troops drove through a key town where the United States had held sway and picked over abandoned American outposts to announce their presence in the area and deter the Turkish incursion that began last week.

The Russian advance, enabled by President Trump's decision last week to withdraw, may boost Russia's Syrian ally, President Bashar al-Assad, while blunting the Turkish incursion. It was a telling demonstration of how influence over the eight-year-old conflict in Syria has shifted from the United States to Russia. But in this case, there appeared to be little balance left in the Americans' favor.

"Look at how they were preparing the base," a Russian-speaking reporter said in a video shot inside an abandoned American outpost in northeastern Syria, its water tanks, communication towers, tents and fridges full of soda all left behind. "They thought they were going to be here for a long time."

A Chinese Military Base In The Solomon Islands?

The Telegraph: Fears of military build-up as China secretly leases entire island in South China Seas

The government of the Solomon Islands has reached a secretive deal with a Chinese company with close ties to the Communist party that grants it exclusive rights to develop Tulagi, once the seat of British colonial rule in the Pacific archipelago.

The confidential arrangement has alarmed residents and raised fears that Beijing could be planning to use the tiny territory for future military rather than just commercial purposes.

Tulagi, which has a protected deepwater harbour, has long been viewed as a strategic outpost. Japan occupied the island during World War 2 in 1942 before it was seized back by the US marines in a fierce battle.

China extended its reach last month after it persuaded the Solomon Islands and the Pacific nation of Kiribati to switch formal diplomatic ties from Taipei to Beijing, as it seeks to expand its influence in the Indo-Pacific region while undermining the US and its allies' strategy there.

A copy of the "strategic cooperation agreement" which sets out a renewable 75-year lease was granted to the China Sam Enterprise Group, a conglomerate founded in 1985 as a state-owned enterprise, according to the New York Times, which obtained a copy.

Punjabi University is a state university located in Patiala, Punjab, India. Jai Narain Vyas University (JNVU, formerly known as University of Jodhpur) is an educational institution in Jodhpur city in the Indian state of Rajasthan. About Durg University

The Government of Chhattisgarh, exercising its powers and bringing Chhattisgarh ACT, The Chhattisgarh Vishwavidyalaya (Sanshodhan) Adhiniyam, 2015, dated 24th of April, 2015, an Act further amending the Chhattisgarh Vishwavidyalaya Adhiniyam, 1973, has established Hemchand Yadav Vishwavidyalaya, Durg. The Hemchand Yadav Vishwavidyalaya has come into existence after the division/bifurcation of the existing Pt. Ravishankar Shukla Vishwavidyalaya, Raipur (C.G.) and the jurisdiction of the Vishwavidyalaya comprise 116 affiliated colleges situated in the districts of Durg, Bemetara, Balod, Rajnandgaon, and Kabirdham.

About Punjab University

Panjab University is one of the ancient universities in India. The university was originated in 1882, but it was established in 1947. It has a student strength of 2,50,000 (including Affiliated colleges) and affiliated with 189 colleges. The campus spread over 550 acres in sector and 25 of the city of Chandigarh. The interesting fact of the university is, it split into 2 parts while the partition of India and Pakistan. one part belongs to India & other for Pakistan. To distinguish the two universities, the name of the university on the Indian side, the spelling for Punjab was hanged to Panjab, after 1947.  The university had no campus of its own for nearly a decade. The administrative office was in Solan and the teaching departments functioned from Hoshiarpur, Jalandhar, Delhi, and Amritsar.

About Mohanlal Sukhadia University

Mohanlal Sukhadia University also called the University of Udaipur is a public university in Udaipur city in the Indian state of Rajasthan. It consists of four constituent colleges and 60 affiliated colleges from various districts. The earlier agricultural university was turned into a multi-faculty university in 1964 and named the University of Udaipur.
