Armed with a budget of over $700 billion for the coming year – which will likely continue to grow over the course of Trump's Pentagon-controlled presidency — the Pentagon's dystopian vision for the future of the military is quickly becoming a question not of if but when.

WASHINGTON – While cyborg soldiers and fully automated weapons have long been fodder for futuristic sci-fi thrillers, they are now a reality and, if the Pentagon gets its way, will soon become the norm in the U.S. military. As Defense One reported last Thursday, the Army had just concluded a live-fire exercise using a remote-controlled ground combat vehicle complete with a fully automated machine gun. The demonstration marked the first time that the Army has used a ground robot providing fire in tandem with human troops in a military exercise and, as Defense One noted, "it won't be the last."

Indeed, last week's exercise represents just the latest step in the Pentagon's relatively quiet tip-toe into converting the U.S. Armed Forces to a machine-majority force. Faced with low recruitment and an increased demand for soldiers, the Department of Defense is seeking to solve that problem altogether while also increasing the military's firepower and force in combat.

The U.S. Air Force is currently flying the oldest, smallest fleet of combat aircraft in its history. It has fewer than 200 heavy bombers to cover the entire world, and many are not available for flight on a typical day. Most of the aerial refueling tankers that are supposed to support those bombers on long-range missions are over 50 years old. Hundreds of Air Force fighters suffer from age-related maladies such as corrosion, metal fatigue and parts obsolescence.

These problems are all traceable to low levels of investment in new technology for two decades after the Cold War ended. The service now has to play catchup, buying new bombers, tankers, fighters and trainers all at the same time. Meanwhile, the Air Force needs to re-architect the satellite constellations it operates for the joint force, to make them more resilient against growing threats from China and Russia. Precision-guided "smart bombs" often won't work unless they have access to a GPS signal.

The Queen has told onlookers she is "still perfectly capable of planting a tree" at the age of 93.

Her Majesty made the comment during a visit to the National Institute of Agricultural Botany in Cambridge.

She surprised people at the institute by taking a shovel and digging into the earth as she planted a tree.

While in the city she also had lunch at Queens' College and officially opened the new site of Royal Papworth Hospital.

The renowned heart and lung hospital moved 16 miles (25km) from Papworth to Cambridge and welcomed its first patients in May.

Tuesday is recycling day, and today the truck passed by after lunch to take my bin (these bins are big and heavy), empty it, and then placed it back in front of my home. When that happens I always go out and put the bin at the side of my home. But on this Tuesday I was on a long conference call, and I could not go out right away. After 15 minutes I was distracted by something outside, and when I looked up I saw my mother moving this bin (that is bigger than her) to the side of the house. It took a few minutes, but she did it. Sighhh ..... never underestimate what these ladies can do.

Reuters: U.S. wants military coalition to safeguard waters off Iran, Yemen

WASHINGTON (Reuters) - The United States hopes to enlist allies over the next two weeks or so in a military coalition to safeguard strategic waters off Iran and Yemen, where Washington blames Iran and Iran-aligned fighters for attacks, the top U.S. general said on Tuesday.

Under the plan, which has only been finalized in recent days, the United States would provide command ships and lead surveillance efforts for the military coalition. Allies would patrol waters near those U.S. command ships and escort commercial vessels with their nation's flags.

Marine General Joseph Dunford, the chairman of the Joint Chiefs of Staff, articulated those details to reporters following meetings on Tuesday about it with acting U.S. Defense Secretary Mark Esper and Secretary of State Mike Pompeo.

Jerusalem Post: Secret meetings between U.S., Iran officials in Iraq - report

The Iranian delegation included two officials from the Islamic Revolutionary Guard Corps (IRGC) and Iraj Masjedi, Iran's special envoy to Iraq.

Secret meetings between United States officials and Iranian representatives were conducted in a hotel in Erbil, Iraq, i24News reported Tuesday evening. The Iranian representatives are led by Hassan Khomenei, the grandson of the founder of the Islamic Republic of Iran, Ayatollah Ruhollah Khomenei.

The Iranian delegation also included two officials from the Islamic Revolutionary Guard Corps (IRGC) and Iraj Masjedi, Iran's special envoy to Iraq, according to the report.

The Guardian: UK and France to send further forces to Syria in aid of US withdrawal

Move has been described as 'major victory' for Donald Trump's national security team.

Britain has agreed to deploy additional special forces in Syria alongside France to allow the US to withdraw its ground troops from the ongoing fight against the remaining Isis forces in the country.

US officials briefed on Tuesday that Britain and France would contribute 10% to 15% more elite soldiers, although the exact numbers involved remain secret.

The decision was first reported in the journal Foreign Policy, which described the development as "a major victory … for Donald Trump's national security team" because few other countries had been willing to help out.

Al Jazeera: WHO: More than 1,000 killed in battle for Libya's Tripoli

Total of 1,048, including civilians, dead and 5,558 wounded in three months of clashes for the capital, UN agency says.

The battle between rival groups for the Libyan capital has killed more than 1,000 people since it began in April, the United Nations said, a grim milestone in a stalemated conflict partly fuelled by regional powers.

The World Health Organization (WHO) said in a brief statement on Tuesday that 1,048 people, including 106 civilians, have been killed since the offensive began. It said 5,558 were wounded, including 289 civilians.

"WHO continues to send doctors and medical supplies to help hospitals cope. Our teams have performed more than 1,700 surgeries in three months," the UN body said on Twitter.

Experts say jet manufacturer Shenyang Aircraft Corp. is capable of developing flying wing aircraft

Chinese fighter jet manufacturer Shenyang Aircraft Corporation offered a glimpse into the future of what a flying wing stealth drone might look like for use with aircraft carriers, Gobal Times reported.

To mark the 50th anniversary of Shenyang J-8's maiden flight, the company, under the state-owned Aviation Industry of China, released a promotional video highlighting past achievements and providing a look into the future.

In the latter part of the video, which turned from real life documentary to computer generated images, a stealth drone featuring a flying wing design was shown operating on an aircraft carrier. The drone seems large, as its landing gear is as tall as a person, the video showed.

The US State Department has approved a possible $2.2-billion arms deal for Taiwan – angering Beijing which called for Washington to "immediately cancel" the proposal.

The sale of more than 100 Abrams tanks, 250 Stinger missiles and other equipment was announced by the Pentagon on Monday. It said the sale of these weapons – plus armored vehicles, heavy equipment transporters and mounted machine guns – was requested by Taiwan and "would not alter the basic military balance in the region".

China, which regards Taiwan as a renegade province, had an angry reaction to the news, which has come at a sensitive time, just days after Presidents Trump and Xi Jinping agreed to restart talks on their protracted trade dispute.

Washington's special relationship with London just got a little more "special."

President Donald Trump announced in a Monday afternoon Twitter salvo on that he would "no longer deal with" British ambassador Kim Darroch, who had criticized the president as "uniquely dysfunctional" in recently leaked comments from 2017. British Foreign Secretary Jeremy Hunt responded that Trump's comments were "disrespectful and wrong." He added that if he becomes prime minister, then "our ambassador stays." With his comments, Hunt waded into the mounting controversy over Darroch's remarks. But at a moment when Britain is flailing in its attempt to reach a sucesssful Brexit, the pound continues to sink, and a leadership crisis has engulfed the Tory party, the dispute with Trump comes at a particularly awkward moment for the United Kingdom. It would appear to confirm rather than ease apprehensions about Whitehall's ability to conduct diplomacy successfully. Perhaps Boris Johnson, who is the leading candidate to become prime minister, can restore the special relationship and strike a trade deal with Trump. Reuters: Europeans call for urgent meeting of Iran nuclear deal parties

BERLIN (Reuters) - European powers accused Iran on Tuesday of "pursuing activities inconsistent with its commitments" under a 2015 nuclear deal and called for an urgent meeting of the parties to the agreement to discuss Tehran's compliance.

Britain, Germany, France, Russia, China and Iran are the remaining parties to the deal - known as the Joint Comprehensive Plan of Action (JCPoA) - which was abandoned by the United States last year.

"These compliance issues must be addressed within the framework of the JCPoA, and a Joint Commission should be convened urgently," the foreign ministers of Britain, France and Germany, plus the European Union's top diplomat, said in a statement.

Iran is planning to charge foreign ships a toll in exchange for "protection" across the Strait of Hormuz, a key trade route and a flashpoint in the escalating dispute between the United States and the Islamic Republic.

A member of the Iranian Parliament's presidium said foreign commercial entities should compensate Iran as "the true provider of security in the region and international waters," according to the state-run Tasnim News Agency. Amirhossein Qazizadeh Hashemi claimed ships enter Iranian waters on their way through the strait and should therefore pay a toll.

That assertion doesn't jibe with clearly defined international agreements, former Navy officer Thomas Callender says.

Doha, Qatar - Two-day peace talks, attended by Afghan delegates and Taliban representatives in the Qatari capital of Doha, have ended with both sides calling to reduce civilian casualties to "zero" amid the rising death toll in the war-torn country.

The so-called intra-Afghan dialogue, sponsored by Qatar and Germany, between Afghan politicians, civil society members, including women, and the Taliban is seen as a substantive step towards peace in Afghanistan.

"… Committed to respect and protect the dignity of people, their life and property and to minimise the civilian casualties to zero," a joint statement released at the end of the talks in Doha said late on Monday.

Nigeria's National Assembly was on lockdown on Tuesday after shots were fired outside during clashes between police and a group of Shia Muslim protesters.

Police used tear gas on the protesters and smoke could be seen rising from the area.

The Islamic Movement of Nigeria (IMN), a group that represents Nigeria's minority Shia Muslims, tried to enter the complex, sparking the confrontation with police.

WASHINGTON — Inside a London office building in early June, three investigators for the Justice Department's inspector general took a crucial step toward clearing the political fallout from the Russia investigation: They spent two days interviewing Christopher Steele, the former British spy whose now-infamous dossier of purported links between Trump associates and Russia ended up in the hands of the F.B.I. ahead of the 2016 election.

The investigators pored over Mr. Steele's old memos and his contemporaneous notes from meetings with F.B.I. agents in the fall of 2016, according to a person familiar with the investigation. They asked Mr. Steele to explain in detail how he had validated his sources inside Russia, how he communicated with them, and how he decided which of their claims to include in his reports. They spoke at length about Mr. Steele's work with the F.B.I. on other Russia-related investigations and his contacts with a senior Justice Department official.

The interview was a key step in the investigation by the inspector general, Michael E. Horowitz, into the facts underlying a bitter partisan feud: Did F.B.I. officials do anything wrong in 2016 when they sought to understand the Trump campaign's links to Russia — including how they used information from Mr. Steele?

That question has hovered over the Russia inquiry for two years as President Trump and his allies repeatedly assailed the investigators who scrutinized him and his advisers. Attorney General William P. Barr, who has accused the F.B.I. of "spying" on the Trump campaign, has begun his own review that will include intelligence agencies as well.

Reuters: In blow to Mexican president, finance minister quits over economic 'extremism'

MEXICO CITY (Reuters) - Mexico's moderate Finance Minister Carlos Urzua resigned on Tuesday with a letter that shocked markets by citing "extremism" in economic policy, before President Andres Manuel Lopez Obrador quickly named a well-regarded deputy minister to replace him.

In the unusually strongly worded resignation note made public on his Twitter account, Urzua said the government was forming economic policy without sufficient foundation.

"I'm convinced that economic policy should always be evidence-based, careful of potential impacts and free of extremism, either from the right or the left," Urzua wrote.

"These convictions did not resonate during my tenure in this administration," Urzua said.

Washington Examiner: US rift with UK deepens as Commerce Secretary Wilbur Ross cancels meeting over presence of British ambassador

Commerce Secretary Wilbur Ross abruptly canceled a long-planned meeting with Britain's Secretary of State for International Trade Liam Fox Tuesday because the British Ambassador to the U.S. Kim Darroch was also due to attend.

A Trump administration source said that the meeting was jettisoned because of the row over leaked secret cables from Darroch that described President Trump as "inept" and "incompetent." The source said that it showed the rift between the Trump administration over the leaks was "a real thing" and growing.

The source said that Ross has been on personally "warm and friendly" terms with Darroch, who has been ambassador since January 2016, sitting down for dinner with him only a few days ago. The cancellation of the meeting calls into question the ability of Darroch, 65, to do his job and could hasten his recall to London.

LONDON – Moments after Christine Delcros was hit by a van that mounted a sidewalk during the London Bridge terror attack, she thought to herself: "That's how one dies."

President Rodrigo Duterte dared the United States anew to send its forces to the South China Sea to stop Beijing's actions in the global waterway.

"I have a proposal. Kung gusto talaga ng Amerika na paalisin ang China, hindi ko man kaya, manhingi ako ng tulong sa kanya [If America wants China to leave, I can't make them, I will ask for help] ... I want the whole seventh fleet of the armed forces of United States of America there," he told reporters Monday evening.

The 7th Fleet is the part of the U.S. Pacific Fleet stationed in Japan, which covers the Pacific and Indian Oceans.

BBC: Afghanistan talks agree 'roadmap to peace'

A landmark peace conference between the Taliban and influential Afghans, including government officials, has agreed a "roadmap for peace" that could hasten the end of the 18-year war.

A statement called for an end to civilian casualties and the protection of women's rights within an "Islamic framework".

The non-binding agreement comes as the US and Taliban continue to negotiate an American withdrawal.

The US toppled the Taliban in 2001.

A seventh round of talks between American negotiators and the insurgents is expected to resume later on Tuesday. They hope to reach an agreement that would see US troops pull out in return for a commitment that Afghanistan would not be used as a base for terrorism.

The Taliban are refusing to hold direct negotiations with the Afghan government until the US announces a timetable for the withdrawal.

A Saudi Princess Is Being Tried in Absentia for an Alleged Paris Beating

PARIS (AP) — The only daughter of Saudi Arabia’s King Salman was put on trial in absentia Tuesday in Paris for allegedly ordering her bodyguard to strike a plumber she suspected of taking photos and video at the Saudi royal family’s apartment in the French capital.

Prosecutors allege Princess Hessa bint Salman became enraged when she saw the plumber allegedly capturing her image, fearing the pictures could be used to harm her as the Saudi monarch’s daughter due to her country’s conservative traditions.

She left France shortly after the September 2016 incident and was not present for the one-day trial. A warrant for her arrest had been issued in December 2017.

The princess’ lawyer said she was not present because correspondence was sent to the Paris address, not to the royal palace in Saudi Arabia. Bint Salman, who is the older half-sister of Crown Prince Mohammed bin Salman, has denied the allegations through her lawyer.

The princess is charged with complicity in violence and sequestration and theft of the plumber’s telephone. The body guard, Rani Saida, is charged with violence and sequestration and theft. The plumber was allegedly held for three hours at the residence on a posh avenue near the Champs-Elysees.

The presiding judge, quoting from prosecution evidence, said the princess allegedly told her bodyguard to disparage the workman, calling him a “dog who doesn’t deserve to live.”

The French-Egyptian plumber, Ashraf Eid — also not present at the trial — told Paris police the bodyguard tied him up at the princess’ bidding after he photographed a room to help in returning furniture to its original layout once he finished his work.

“The princess noticed that her face was reflected in the bathroom and that she had been filmed. She called me a dog and called her bodyguard saying in Arabic, ‘This one, take his phone. He filmed me,'” Eid reported to police investigators.

Eid said the bodyguard broke his phone and made him kiss the Saudi princess’ feet while his hands were bound behind his back.

Saida denied being physically aggressive, but said it is widely known that no one is supposed to photograph the princess and alleged Eid “knew very well what he had done.”

“There are 20 or 30 witnesses inside the apartment who can testify that at no time was (the workman) touched,” he said, adding that breaking Eid’s phone was “the biggest mistake.”

“It deprives us showing that this gentleman took videos intentionally,” Saidi said.

The prosecutor asked the court to convict the princess and sought a six-month suspended sentence and a 5,000-euro fine. He sought an eight-month suspended sentence for the bodyguard plus a 5,000-euros fine.

The princess “is the authority” at the residence, the prosecutor said. “She is at the origin of what happened.”

Violence was medically proven and sequestration was “manifest,” he argued.

The princess’ lawyer, Emmanuel Moyne, said his client should be acquitted, saying that in her absence “you can have her say anything.”

The verdict is expected at a later date.

Former British Diplomats Say Trump’s Dispute With the Ambassador Has Come at the Worst Possible Time

The escalation of a diplomatic rift between the U.S. and the U.K. over leaked ambassadorial cables has left former British officials worried over their country’s ability to conduct business in Washington — just when the U.K. was hoping to rely more on the two countries’ “special relationship” as it prepares to leave the European Union.

A British newspaper published leaked diplomatic cables Sunday in which ambassador Kim Darroch described the Trump Administration as “incompetent” and “insecure”.

In response, Trump said Monday he would “no longer deal with” Darroch, who has served as Britain’s ambassador since 2016. On Tuesday, the president lashed out at the U.K. for having “foisted” Darroch on the U.S. and renewed attacks on outgoing British Prime Minister Theresa May over her handling of Brexit.

Some British lawmakers fear the growing dispute could imperil the close ties the two countries have enjoyed since the Second World War — which many had hoped was bolstered during Trump’s state visit to the U.K. in June — and their chances of agreeing on a trade deal after the U.K. leaves the E.U.

“This is such a damaging — potentially damaging — event that I hope the full force of our internal discipline, or even the law, will come down on whoever actually carried out this particular act,” the U.K.’s international trade secretary Liam Fox, the man charged with building up the U.K.’s trading relationships for the post-Brexit era, told the BBC. Fox is currently in the U.S. and said he would apologize for the leak to the president’s daughter, Ivanka Trump, at a scheduled meeting in Washington Tuesday.

“This is going to be a hard period ahead,” says Tom Fletcher, a former British ambassador to Lebanon and former foreign policy adviser to the U.K. government. “It comes at a fragile time in the U.K. — we are vulnerable at the moment, we’re not having the best couple of years.”

In the long run, Fletcher says, the “special relationship” – and U.K.-U.S. cooperation on matters such as security — is resilient enough to survive the blip. But Britain’s next ambassador, due to be appointed in 2020 when Darroch ends his four-year term, “will have to work out how he wants to handle that relationship with the White House — whether to push back or have a more behind-the-scenes role.”

Fletcher says he was surprised by Trump’s reaction to the leak. “This kind of thing has happened in the past and everyone understood it was part of the game,” Fletcher says. “But in the past we haven’t had such a thin-skinned person in the White House. It’s really unfortunate that escalated so fast.”

Other former diplomats have defended the content of Darroch’s memos. “He has done nothing wrong,” Christopher Meyer, who served as British ambassador to the U.S. from 1997 to 2003, told Sky News, adding that giving U.K officials a “very candid assessment” of foreign governments is “what an ambassador is paid to do.”

But others warn the leak could prevent British diplomats from doing that job.

“It’s embarrassing that we all know Britain’s ambassador believes the US administration is ‘dysfunctional,’ ‘unpredictable,’ ‘faction-riven’ and ‘inept,'” Peter Ricketts, a former U.K. ambassador to France, wrote in an op-ed published in The Guardian Monday. “But the most toxic aspect of the latest leak is that it undermines trust in that confidentiality.”

“If or when Britain does finally leave the European Union, negotiating a new basis for relations with our former partners and rethinking national strategy will put unprecedented demands [on officials]. It will be essential that ministers get the best advice from their civil servants, and that decisions are based on pooling all the key information.”

Peter Westmacott, Darroch’s predecessor as ambassador to the U.S. from 2012 to 2016, wrote in The Telegraph newspaper that the leak put Darroch in “an embarrassing position” but said the real damage was to the diplomats’ ability “to say what they really think to ministers back home” and the risk that offended host country would make it “much harder” for diplomats to do their jobs if they are deemed “unsympathetic.”

Westmacott suggested the leak may have been intended to pressure May’s successor as Prime Minister — likely to be the Conservative lawmaker Boris Johnson — into choosing “someone already regarded as a ‘friend’ by the Trump administration” and “less ready to speak truth to power” as Darroch’s successor after his four-year stint ends in 2020.

Fletcher says the leak was not necessarily so tactical. “In my experience working in government, it’s almost always a [mistake] rather than a conspiracy,” he says. “In any case, that appointment will be one of the first things on the next prime minister’s desk. We’ll see if President Trump claims that as a victory when it happens.”

U.K. Lawmakers Just Voted to Back Same-Sex Marriage and Abortion Access in Northern Ireland

British lawmakers have voted to extend same-sex marriage and access to abortions in Northern Ireland in a move that activists are celebrating after decades of campaigning.

On Tuesday, U.K. Members of Parliament backed an amendment requiring the British government to extend same-sex marriage rights to Northern Ireland, by 383 votes in favor and 73 in opposition. Another amendment aiming to extend access to abortion in Northern Ireland was also backed by 332 votes to 99.

Both amendments will take effect if there is still no government in Northern Ireland by October 21 of this year, and are subject to a future executive potentially overturning or amending the law. Northern Ireland has not had a functioning devolved executive, which acts as its legislature and administration, since March 2017. Under the Good Friday agreement, which brought peace to the region, Northern Ireland is governed by a power-sharing executive. Under the terms of the agreement, both sides of the political divide — Unionists and Republicans — hold equal positions in power.

Same-sex marriage came into effect in England, Wales and Scotland in 2014, but as it is a devolved issue, it has remained illegal in Northern Ireland. Votes to legalize equal marriage have consistently been opposed by the Democratic Unionist Party, which is currently the minority party in a deal that keeps the leading Conservative Party in power.

“This is a huge step forward for LGBT equality in the U.K. and a tribute to those who have spent years building momentum and public support for equal marriage in Northern Ireland,” said Paul Twocock, Executive Director of Campaigns and Strategy at U.K. LGBT charity Stonewall, in a statement immediately after the amendment’s announcement. Labour MP Conor McGinn introduced the amendment relating to same-sex marriage, backed by the activist and campaign group Love Equality.

The abortion amendment brought forth by another Labour MP, Stella Creasy. It says that the U.K. government should take measures to apply the United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). In February 2018, the Office of the U.N. High Commissioner for Human Rights released a report saying that the U.K. was “violating the rights of women in Northern Ireland by unduly restricting their access to abortion,” in direct contradiction of CEDAW.

Women in Northern Ireland have so far been subject to one of the strictest abortion bans in the world, and terminating a pregnancy can result in life imprisonment. It is the only place in the U.K. where women are denied an abortion in almost every circumstance. According to the U.K.’s Family Planning Associated, In 2016 and 2017, only 13 abortions were performed in Northern Irish hospitals, compared to at least 861 women and girls from Northern Ireland who travelled to England and Wales for an abortion in 2017.

According to the Associated Press, police recovered a body believed to be that of Dr. Suzanne Eaton from a cave near the port of Chania, in northern Crete; Reuters describes the location as a former World War II bunker. The AP reports that homicide detectives from Athens are set to lead an investigation.
“It is with enormous sadness and regret that we announce the tragic demise of our dearest friend and colleague, Suzanne Eaton,” the institute said in a statement. “We are deeply shocked and disturbed by this tragic event. Suzanne was an outstanding and inspiring scientist, a loving spouse and mother, an athlete as well as a truly wonderful person beloved to us all. Her loss is unbearable.”
Eaton was a molecular biologist working as a research leader at the Max Planck Institute in Dresden, German, and was visiting the Greek island to attend a conference at the Orthodox Academy of Crete. An avid runner, it’s believed she went for a run in the afternoon of July 2 but never returned. According to her family, who set up the Facebook page “Searching for Suzanne”, Eaton enjoyed running almost daily and had gone on a run the day before, at around the same time of day.

Missing Pieces Network, a non-profit that assists family members of those who are missing, reports that Eaton was last seen playing the piano in the lobby of the hotel holding academic conference. The dress she was seen wearing at this time was found in her hotel room. According to her family, Eaton also left her phone, passport, watch, cash, and cycling shoes in her room, with just her running shoes and running shirt missing.

According to Eaton’s family, the 59-year-old mother of two was married to British scientist Dr. Tony Hyman. Per her Max Planck Institute biography, she was born in Oakland, Calif.; she received her undergraduate degree in biology from Brown, and a Ph.D in microbiology from the University of California, Los Angeles.

Family members thanked the global community for their search efforts, and asked that there be no speculation into the circumstances surrounding her death until police investigations are complete. “We cannot comment on anything at this time,” a family member posted on Facebook.

A diplomatic rift between the U.K. and the U.S. deepened Tuesday morning as President Trump lashed out at the British government over leaked memos that revealed harsh criticism of the White House by its ambassador to the U.S.

Trump called Ambassador Kim Darroch a “very stupid guy” who was “foisted upon the United States” by the U.K., before reiterating attacks on the “failed Brexit negotiation” of outgoing British Prime Minister Theresa May, who is stepping down after failing to get her government to agree a deal for Britain’s departure from the E.U.

The President claimed he “[doesn’t] know” Darroch, who has served as the U.K.’s ambassador since January 2016, “but [has] been told he is a pompous fool.”

Diplomatic cables written by Darroch were published Sunday in the British paper the Mail on Sunday, covering a period from summer 2017 to last month. “As seen from here, we don’t really believe this administration is going to become substantially more normal; less dysfunctional; less unpredictable; less faction riven; less diplomatically clumsy and inept,” Darroch wrote in one memo.

The British government has apologized for the leak, calling it “mischievous behavior” and launching an inquiry into how the comments became public.

On Monday, Trump disinvited Darroch from an official dinner hosted by U.S. Treasury Secretary Steven Mnuchin. “We will no longer deal with him,” the President said, casting uncertainty over Darroch’s ability to perform his diplomatic role in Washington.

But May’s spokesman reaffirmed the Prime Minister’s “full support” for Darroch in a statement Monday, saying he would continue his duties as ambassador. The spokesman said it was an ambassador’s job to provide “an honest and unvarnished view” of the situation in countries where they served — though May does not necessarily agree with the content of the memos, he added.

A squadron of Swiss fighter pilots caused a stir on Saturday when they performed a fly-by over a local yodeling festival instead of the event they were scheduled to appear at.

A spokesman for the Swiss Defense Ministry has apologized for a navigational error made by the Patrouille Suisse — the Swiss air force’s aerial display team — that led to the squadron mistakingly flying over the 31st Northwest Yodeling Festival in Mümliswil rather than a celebration taking place in the nearby municipality of Langenbruck, the birthplace of Swiss aviation pioneer Oskar Bider.

The spokesman told German newspaper Neue Zürcher Zeitung that the jets were not equipped with GPS technology, according to the BBC.

The fly-by was meant to take place over an event celebrating the 100th anniversary of the death of Bider, who became the first person to fly over the Alps in both directions in 1913. But the squadron ended up nearly 4 miles off course after the team leader spotted a tent for the yodeling festival in Mümliswil.

Not to worry, though, according to the BBC, the yodeling festival attendees reportedly enjoyed the unscheduled flyover.

European Leaders Call for Urgent Meeting on ‘Deep Concern’ About Iran’s Nuclear Power

(PARIS) — European parties to a nuclear deal with Iran say they have “deep concern” that Iran has begun enriching uranium to a higher purity than allowed under the agreement and are calling for an urgent meeting of all involved in the accord.

In a joint statement Tuesday by Germany, Britain, France and the European Union, the group expressed “deep concern that Iran is not meeting several of its commitments under the Joint Comprehensive Plan of Action,” or JCPOA, as the 2015 nuclear deal is known.

Besides enriching uranium past the allowed 3.67% to 4.5%, the U.N. nuclear agency has also confirmed Iran has surpassed the stockpile limit on low-enriched uranium.

The Europeans say Iran has said it wants to remain in the JCPOA and “must act accordingly by reversing these activities and returning to full JCPOA compliance without delay.”

They say a meeting of the JCPOA commission, which also included Russia and China, “should be convened urgently” but didn’t specify when.

(LONDON) — Prime Minister Theresa May’s office has reiterated her full support for Britain’s ambassador to the United States after President Donald Trump cut off contact with him following the leak of diplomatic cables that branded the U.S. administration as “inept.”

May has stood by Kim Darroch amid the controversy over the release of the documents published in the Mail on Sunday newspaper. Darroch’s forthright views have created awkwardness between two countries that are longtime allies.

British officials said they were hunting for the culprit behind the leak.

May’s Downing Street office says that while the leak is unfortunate, “Kim Darroch continues to have the prime minister’s full support.”

In a series of tweets, Trump also attacked May, accusing her of “making a mess” of Britain’s departure from the European Union.

Even 'paan ki dukaan' is better run: Feud at IndiGo gets murkier

The simmering feud between the IndiGo promoters took a turn for the worse on Tuesday after one of the warring partners complained to the Securities and Exchange Board of India (Sebi) about questionable corporate governance practices, alleging that even a `paan ki dukaan' would have handled things better. Rakesh Gangwal, who holds 37% in IndiGo compared with co-promoter turned rival Rahul Bhatia's 38%, said in his complaint to the market regulator that a shareholders' agreement between himself and Bhatia gave the latter "unusual controlling rights over IndiGo" and that these rights and "a lack of diversity and paucity" of independent directors "may very well be at the root of why governance matters have taken such a back seat at IndiGo."ET on May 17 reported the agreement skewed in favour of Bhatia was at the root of the conflict between the founders.In his letter, Gangwal alleged that over the years, Bhatia began "building an ecosystem of other companies that would enter into dozens of related party transactions with IndiGo."The letter was also sent to Prime Minister Narendra Modi, finance minister Nirmala Sitharaman and commerce minister Piyush Goyal, apart from aviation minister Hardeep Puri and aviation regulator Arun Kumar. 70146342 In a separate letter to the board, Mr Gangwal has alleged that various related party transactions with the IGE Group were executed without seeking audit committee approval and many were executed without seeking competitive bids from third parties. He said many had been signed with retrospective effect (back dated).He cited the example of IndiGo's office spaces always rented from IGE Group companies. This year, when the lease expired, IndiGo again chose an IGE Group company for its office space.However, instead of the lease rates logically increasing at renewal, the new lease rates going forward were lower by more than 25%."To the best of our knowledge such competitive bidding was not entered into when the original lease agreement was entered into with the IGE Group entities years ago," alleged Gangwal.Gangwal's missive is bound to increase scrutiny of IndiGo's practices by the market regulator and by other government agencies and marks yet another unhappy, unfortunate milestone for the country's aviation sector, buffeted by headwinds such as the collapse of Jet Airways. Speaking to ET, Gangwal confirmed the widening gulf between the two promoters on corporate governance issues. "This is a national issue where some companies have lost their moral compass of governance and the nation needs to address this issue formally," Gangwal said.India's biggest airline by market share shared the letters in a filing on the Bombay Stock Exchange. Rahul Bhatia, of the IGE group, the other co-founder could not be reached for his comments.Bhatia's affiliate IGE Group has the right to appoint three out of six directors at the airline, nominate the chairman of the board, nominate and appoint the managing director, the CEO and the president.Gangwal said his affiliate had requisitioned in May an extraordinary general meeting to be held the following month which the board didn't allow in a split vote. He said the board also refused to cooperate and provide the necessary information for the requisitionists (Gangwal and his affiliates) to conduct the EGM themselves despite this right being available under law."We believe that this whole set of events goes far beyond just poor governance and even a "paan ki dukaan" would have handled these matters with more grace," he said in his letter to shareholders. 70151505 70151509 In his response to the requisition for an EGM to point out the related party transactions, Bhatia called Gangwal's stand "false, frivolous, and misleading". Bhatia alleged that the "real agenda of the RG (Rakesh Gangwal) Group was "to dilute and diminish the controlling rights of the IGE Group and to relieve itself from its obligations under the Shareholders' Agreement ("SHA") and the Articles of Association ("AoA") which ensure implementation and enforcement of the IGE Group's controlling rights"Bhatia called the "red herring issue of related party transactions is nothing more than a publicity seeking device to attempt to tarnish the reputation of the IGE Group and to position the RG Group as a saviour of the Company against alleged pillaging by the IGE Group,"Bhatia said Gangwal didn't raise "for 13 years a whisper against" the related party transactions. He also said the value of the transactions was less than 1% of the consolidated turnover of the company.Gangwal said he ultimately will make the company hold the EGM to shed light on the related party transactions. Gangwal said that while IndiGo has always appointed an "independent chairman" the right given to Bhatia to appoint a chairman defeats the purpose. He said the IGE Group always nominates a single person as chairman and that person is appointed. He called the process "Hobson's choice" usually referring to choosing what's available or nothing at all. He alleged this was a way of "circumventing SEBI rules".Gangwal said that while most of the provisions in the agreement expires in November, the rights skewed in favour of Bhatia are part of the articles of association and will continue post November."I request SEBI to look into and, if thought fit, ask the company to make necessary changes to the unusual controlling rights available to the IGE Group, a minority shareholder with about 38% shareholding," Gangwal said in his letter."I have vigorously attempted for almost a year to persuade the company to shore up its governance standards and all my attempts have been thwarted by the IGE Group," said Gangwal. He mentioned "whistleblowers who had the courage and wisdom to send information that allowed for this pursuit of almost a year."Here is the full text of the letter: Dear Mr. Tyagi, Mr. Mahalingam, Mr. Baiwar and Mr. Sundaresan,July 8, 2019I am a co-founder and a director of lnterGiobe Aviation Limited (Company or IndiGo), a company listed on the Bombay Stock Exchange and National Stock Exchange and along with my affiliates hold approximately 37% share holding in the Company. Mr. Rahul Bhatia, also a co-founder and a director of IndiGo, along with his affiliates (IGE Group) owns almost equal shareholding of approximately 38%. And, a little more than 25% shareholding ofthe Company is widely held by public shareholders which includes retail shareholders and some of the most well-regarded, marquee, global investors and funds.IndiGo was founded with the objective of creating an airline to serve the people of India with a world class product and built on foundations of transparency, uncompromising values and principles. The hard work of the employees of IndiGo has paid off. Now, IndiGo is one of the most successful aviation companies in the world and not just in India. However, today, IndiGo is at a watershed moment. It has started veering off from the core principles and values of governance that made IndiGo what it is today. Having spent more than 30 years working in and leading some of the most reputed airlines in the world, including United Airlines, Air France, and US Airways, I decided to join hands with Mr. Bhatia, a longtime friend, to build a large air transportation network in India that would make the nation proud.Rooted from a deep trust built over a decade long friendship and with no desire on my part to have any meaningful control of the Company, I entered into a shareholders' agreement that allows Mr. Bhatia unusual controlling rights over IndiGo. Mr. Bhatia has the right (i) to appoint 3 out of 6 directors of IndiGo; (ii) that requires that "The Chairman of the Board shall be appointed on the nomination of the IGE Group ... " ; (iii) to nominate and appoint the Managing Director, (iv) to nominate and appoint the CEO; and (v) to nominate and appoint the President. These controlling rights give IGE Group, a minority shareholder, significant influence over the decisions of IndiGo and there is nothing wrong in that by itself, provided such influence is used judiciously and with prudence and is in the best interest of the Company. I hadn't contemplated that over the years, Mr. Bhatia would start building an ecosystem of other companies that would enter into dozens of related party transactions with IndiGo. We are not against RPTs as long as proper checks and balances exist and such RPTs are in the best interest of the Company.Beyond just questionable RPTs, various fundamental governance norms and laws are not being adhered to and this is inevitably going to lead to unfortunate outcomes, unless effective measures are taken today.Allow me to bring to your attention some of the events that demonstrate the collapsing corporate governance standards at IndiGo. These run the gamut of:• Violations of various corporate governance regulations prescribed by SEBI and violations of the Company's Code of Conduct for Directors and Senior Management.• In a split vote, the Board taking the decision to not allow an Extraordinary General Meeting of shareholders (EGM) upon being requisitioned by shareholders with approximately 37% of shareholding in the Company and also refusing to cooperate and provide the necessary information for the requisitionists to conduct the EGM themselves despite this right being available under law.• Board decisions and resolutions on critical matters being implemented without basic governance protocols and laws being followed.• Significantly diminishing and taking away the authority vested by SEBI to the Nomination and Remuneration Committee (NRC} for identifying persons who may be appointed in senior management. This was done by pushing through a Board resolution that now gives IGE Group the right to identify and screen the candidates for Managing Director, the Chief Executive Officer and the President of the Company. And, also the right to propose to the NRC the appointment, the job profile, qualifications and remuneration of such candidates and require the Company's HR organization to provide all necessary support to the IGE Group on these matters.• IndiGo has since its inception had an "independent director" as its Chairman. However, the provision in the articles of association stating "The Chairman of the Board shall be appointed on the nomination of the IGE Group ... " has the real potential to take away the independence of the Chairman. It has been a common practice at IndiGo that IGE Group nominates or "recommends" a single person for appointment as IndiGo's Chairman and, from this candidate pool of only one person, that individual is then appointed and designated as an "independent director". While, we aren't questioning the independence of the current Chairman in his decision making, we are questioning the designation of such an individual as "independent". This process of appointing an "independent Chairman" at IndiGo is the classic "Hobson's choice" and a sophisticated way to circumvent SEBI rules and avoid the requirement of designating such a Chairman as nonindependent which would then have required IndiGo to have a majority of Directors to be independent. It simply does not meet the requirements and spirit of the regulations prescribed by SEBI.• Not having appointed an independent woman director, a requirement that SEBI gave time to the Company since May 2018 to comply.The unusual rights available to the IGE Group in conjunction with the lack of diversity and paucity of independent directors in the Board may very well be at the root of why governance matters have taken such a back seat at IndiGo. I request SEBI to look into and, if thought fit, ask the Company to make necessary changes to the unusual controlling rights available to the IGE Group, a minority shareholder with about 38% shareholding. These unusual rights survive even after this coming November when most of the provisions of the current shareholders agreement expire, since, these rights remain embedded in the articles of association of IndiGo and will continue to survive unless the articles are amended by a vote of shareholders holding more than 75% shares.These rights are:• right to appoint 3 out of 6 directors of IndiGo.• "The Chairman of the Board shall be appointed on the nomination of the IGE Group ... "• right to nominate and appoint the Managing Director.• right to nominate and appoint the CEO.• right to nominate and appoint the President.• a voting arrangement that requires me and my affiliates to vote alongside the IGE Group on the appointment of Directors.In the past, Mr. Bhatia has argued that these rights flow from the shareholders' agreement and were disclosed in the prospectus at the time of IndiGo's IPO in 2015. However, times, circumstances and behavior of promoters have changed since 2015. Also, now, SEBI has rightly taken certain positions on these matters and most of these rights are not in accordance with SEBI regulations. Such unusual rights for a minority shareholder needs a fresh look in light of the facts that IndiGo is now a critical national asset, serves almost 50% of the domestic air travelers, the aviation industry in India has regrettably experienced a checkered and difficult financial history and, especially, in the context that these unusual controlling rights seem to be the basis for the various violations of law and governance at IndiGo. The nation can illafford IndiGo to ever falter.Attached are letters that we intend to ultimately send to all our shareholders and hold an EGM and shed additional light on RPTs that the IGE Group has engaged in with the Company. These letters stand on their own merits and spell out in detail various governance failures. It is well known that quite a few prominent and important Indian companies have faltered due to, amongst other reasons, lax adherence to corporate governance and weak Board oversight. It is imperative that IndiGo has the confidence of the travelling public, its employees, the shareholders and the various government entities and officials by adhering to the highest level of corporate governance and transparency. We are big believers in the long-term potential of IndiGo and its business and operational model. However, we also firmly believe that IndiGo can only realise its true potential and be a world class company if it has both- a world class business and operational model as well as world class governance standards Under a separate letter to yourselves, my counsel, Khaitan & Co, have highlighted numerous transgressions by Board members, the IGE Group and the Company that defy governance protocols and flout various SEBI Regulations. In that letter, Khaitan & Co are also providing you numerous troubling Company emails, reports and other material which by themselves establish the facts and list out the various violations of SEBI Regulations and corporate governance.I have vigorously attempted for almost a year to persuade the Company to shore up its governance standards, and all my attempts have been thwarted by the IGE Group. The Company's and certain Board members constant platitudes that they are "working on these issues ... going forward we will be more mindful ... we have been addressing these issues" have become just words. I am now constrained to seek SEBI's intervention to direct the Company to amend its articles of association to comply with SEBI Regulations, to strictly follow the requirements prescribed by SEBI in letter and in spirit on Board matters and proceedings and to direct the Company to allow for the EGM resolution to be placed in front of all the shareholders of the Company.We are grateful to all the whistle blowers who had the courage and wisdom to send information that allowed for this pursuit of almost a year. Without that information it may not have been possible to uncover some of the specifics and facts that formed the basis for the EGM requisition.Understandably, this issue will become a topic of widespread national discussion, misinformation, speculation or worse. In fact, some of this has started to manifest itself in various media reports and Company management being less than forthcoming in its statements by down playing the underlying issues. To allay any concerns among various governmental authorities, our customers, our employees and our shareholders that the operations of IndiGo are not impacted or disrupted and, equally importantly, to keep such public and private discourse to the facts, we are sending copies of this letter and its attachments to various regulatory and other entities. However, recognizing the confidential and sensitive nature of the information, the letter being sent under separate cover by my counsel, including the attachments and information sources, is only being submitted to SEBI.In closing, we recognize that there are influential and powerful people on the Company's Board who will use their position to influence the outcome of the campaign that the RG Group has embarked upon. Their biggest arguments to downplay the issues will be that these are minor "procedural irregularities" and the Company is addressing them. However, we take comfort in the fact that no one is above the law and India is changing for the better. Also, we would like to point out that other retail shareholders, promoters or institutional investors may also face similar issues with other errant, publicly listed companies. Either they do not have the means and resources or lack the internal knowledge and workings of the company to be able to take effective steps to correct the wrongs and, hence, resign themselves to such errant corporate behavior. We believe that our cause is in the larger national interest and not just because of the relevance of IndiGo to the nation. This is a landmark issue and SEBI has the ability to send a clear message to all errant companies to adhere to the spirit and intent of the regulations. Rupee could be staring at a new threat

The Indian Rupee is staring at a shaky year ahead as nearly $94 billion of Non Resident Indians' deposits mature. While all deposits may not leave the shores, some could go back given the narrowing of interest advantage that India had over the West. Given that short term deposits of NRI have been gaining over long term deposits, the fall in interest rates may play a significant role.According to the latest external debt figures released by the Reserve Bank of India for FY'19, of the total NRI deposits worth $130.4 billion, deposits worth $94 billion are going to come up for maturity in the current fiscal year. The figure looks alarmists, but about 90 per cent of such deposits gets rolled over, according to currency market analysts at both banks and other authorised dealers of foreign currency.But what could be a cause of concern is the share of such of such short-term NRI deposits in total NRI deposits is slowly rising. The share of NRI deposits maturing within a year has gone up from 51 per cent in March 2015 to 72 per cent in March 2019.Experts attribute this trend to higher returns on short-term deposits in the Indian markets. " This is largely attributed to the inverted yield curve that has emerged in India for over a year now " said K N De, managing partner at United Financial Consultants. " As a result, short-term interest rates are higher than long term rates and this has made short-term rates more attractive for the global Indians."Also, the Indian diaspora could be looking at more attractive opportunities with more reforms expected by the new government, according to a senior treasury official with a local bank.NRIs have been parking their funds in Indian banks largely due to the wide interest rate differential between their country of residence and their country of origin and enjoying on the interest rate advantage. They have option of parking in two kinds of repatriable deposits. FCNR (B) or foreign currency non-resident (banks), where the currency risk is borne by the bank and NRE (RA) or non-resident external -rupee account, where the foreign currency risk is borne by the depositer.The mix of these kind of deposits as far the investment preference is concerned often depends on the trend in currency movements. Access denied? Not really if you use Android

Researchers from the International Computer Science Institute (ICSI) in the US identified 1,325 Android apps that were gathering data from devices even after people explicitly denied them permission, news portal CNET reported on Tuesday.Serge Egelman, Director of Usable Security And Privacy research at the ICSI, presented the study at the Federal Trade Commission's privacy conference.He said the researchers had notified Google about these issues in September 2018, as well as the FTC.One of the apps mentioned by name was Shutterfly, which is used for editing photos. It had been gathering GPS coordinates from photos and sending that data to its own servers.In a statement, Shutterfly said: "Like many photo services, Shutterfly uses this data to enhance the user experience with features such as categorization and personalized product suggestions, all in accordance with Shutterfly's privacy policy as well as the Android developer agreement."The study published on the FTC website cited 153 apps, including Samsung's Health and Browser apps, which are installed in more than 500 million devices.According to the report, Egelman would be presenting more detailed information about the research findings at the Usenix Security conference in August.

Judge that! 70k page chargesheet in Bhushan case

MUMBAI: India's court system is no stranger to strange facts. But this is stranger than most: A court that takes 4 hours 45 minutes just to mark the attendance of all accused (assuming a minute for each), a courtroom that has to accommodate nearly 600 accused and their counsel (assuming one lawyer per accused, though sometimes one lawyer represents more than one accused but a senior counsel is usually accompanied by junior lawyers and staff), and a judge who has to master evidence that runs into more than 70,000 pages.These extraordinary possibilities are thanks to the mammoth chargesheet the Serious Fraud Investigation Office (SFIO), the investigation arm of the Ministry of Corporate Affairs (MCA), has filed against 284 individuals and entities while probing alleged irregularities in Bhushan Steel Ltd (BSL). And, it may be a very long-drawn case, even by the standards of Indian judicial delays, given the vast ambit of the case, legal experts say. In any criminal case, once a chargesheet is filed and taken cognizance of, trial commences with the framing of charges. Before that the court has to dispose of other pending pleas, including bail or discharge applications filed by the accused. In economic offence cases, there's the additional factor of deciding which properties are to be attached. Senior counsel Vijay Aggarwal, who is representing a few accused in the BSL matter, said the case may not be completed any time soon. "By arraying so many accused, the agency has ensured that the trial may not finish in the lifetime of the present lawyers and the accused persons," he said. "As they have over 200 accused, the trial cannot be held in the courtroom, they should have an alternative venue. Also, the agency has to print over two crore pages if a hard copy of the chargesheet is to be supplied to each accused which is mandated as per section 207 of the Code of Criminal Procedure (CrPC)," he adds.SFIO's decision to file a chargesheet against a large number of accused is based on the Supreme Court's guidelines that mandate that all those involved in alleged offences be charged. However, it's up to the court to decide who will stand trial. 70151650 Senior counsel Hiten Venagaonkar, who is representing SFIO in the IL&FS matter, said the number of witnesses, not the number of accused, is key to the length of a trial in criminal cases. "The Supreme Court has made it clear that if there is a case against a person, chargesheet has to be filed against him. The prosecution cannot decide who to drop and who to include," he said. "If the witnesses are a few in number then the trial doesn't take long." Senior counsel Sanjay Shourie, who is representing MCA, is confident that the number of accused wouldn't be a problem in court proceedings against BSL. "The case is being heard by a special court. It's a strong case where the role of individuals is well-defined."Last time a case saw a very large number of accused was the 1993 Mumbai bomb blasts case in which a chargesheet of more than 10,000 pages was filed. The first leg of the trial concluded in 2006 with the TADA (Terrorist and Disruptive Activities (Prevention) Act) court convicting 100 accused. In 2017, the trial court convicted six persons and acquitted one in the second leg of the trial.Some experts say the nature of economic offence investigations partly determines the length of the chargesheet as well as the longer time taken to decide these matters. Prosecutions in these cases rely primarily on documentary evidence.Just as the SFIO chargesheet in the BSL case runs into 70,000 pages, the agency's first chargesheet in the IL&FS case on its subsidiary IFIN ran to 32,000 pages. "Economic offences are based on documents. If one document goes missing or is misplaced it could delay the trial. Therefore a 70,000- page document will have a bearing on the duration of the trial," Venagaonkar adds."Criminal trials in economic offence take longer than other criminal cases not only because the burden of proof is stricter but also because a large number of witnesses and documents have to be examined," said Sachin Midha, counsel for former IFIN director Ramesh Bawa.

Decoding the budget 2019: Strict rules soon for PSBs buying NBFC assets

NEW DELHI: The government may allow state-run lenders to buy only AA and higher rated retail pooled assets of non-banking financial companies (NBFCs) under the scheme announced in the budget on July 5.A senior government official told ET that guidelines for the scheme will be issued within the next 10 days. "We will not be comfortable with state-run lenders taking exposure to builder loans of such NBFCs," said the official, who did not wish to be identified. He said the liquidity window opened by the Reserve Bank of India is providing additional comfort required by the sector.In her maiden budget speech finance minister Nirmala Sitharaman had announced that for purchase of high-rated pooled assets of financially sound NBFCs, amounting to a total of Rs 1 lakh crore during the current financial year, the government will provide onetime six months' partial credit guarantee to public sector banks for first loss of up to 10%.70151960 On the budget day, RBI had also announced a scheme allowing banks to borrow from it by pledging their excess government bond holdings to fund the purchase of NBFC assets, which can release up to Rs 1.34 lakh crore."The scheme is to boost confidence in the industry and help it tide over liquidity issues," the official said, adding that during pre-budget consultations the understanding was that NBFCs may require such support for a maximum of two quarters."There is no pressing need for public sector banks to take undue risk," he said.Two departments of the finance ministry, that of economic affairs and financial services, will work out the guidelines, ensuring that banks do not have exposure to riskier unsecured loans.According to a recent report released by rating agency ICRA, banks have emerged as a large buyer of pooled assets from NBFCs given the liquidity issues faced by the sector during 2018-19. "Proposal to provide one time six months partial credit guarantee to PSBs for first loss of up to 10% will reduce any credit risk in such assets," it said, even as it noted that with the guarantee being available for only six months, the preference could be for relatively shorterterm retail assets.

Bengaluru: Concerns over the sanctity of renewable energy contracts in Andhra Pradesh in the wake of political developments could deliver a killer blow to the industry, developers said.Andhra chief minister YS Jaganmohan Reddy, who took office at the end of May, has said he will revisit solar and wind power purchase contracts because he believes they were signed at higher rates than in other states.At an informal meeting with developers on Monday, Andhra Pradesh energy officials maintained that tariffs above Rs 2.50 per unit would be renegotiated. Most tariffs in recent auctions have come in at about Rs 2.54 per unit.Reddy has formed a committee to review the prices and, depending on its report, may seek to renegotiate the contracts. In his view, the higher rates could be attributed to corruption.Ministry of New and Renewable Energy secretary Anand Kumar wrote to Reddy a couple of weeks ago, cautioning him against renegotiating the agreements."These are valid contracts. They cannot be revisited unless there is a clause for review," Kumar told ET. "These contracts were accepted by the SERC (State Electricity Regulatory Commission) through a public hearing. They would have to go to APTEL (appellate tribunal), high court or the Supreme Court, follow the due legal process."Power minister RK Singh is also said to have urged Reddy to rethink the move.Developers alleged the move is aimed at attacking former chief minister N Chandrababu Naidu and while they are optimistic the move won't hold up in court, they still have some concerns."Until the time it gets thrown out, my lending is stuck," said the managing director of a power producer. "This is the outcome of extreme and ill-considered policy whiplash."Due to the sensitivity of the matter, all developers requested anonymity. Andhra Pradesh accounts for about 14% of India's installed renewable energy capacity and almost all large developers have solar or wind projects in the state.Another top executive said distribution companies could stop payments for the power currently being supplied."They are not going to pay us now or after the court order – we don't know for how long. Massive debt servicing pressure will build up and that will lead to NPAs (non-performing assets) because some will not be able to service their debt," the person said.Consequently, wind and solar tariffs may move upwards because the risk premium will increase, the person said."Investors and lenders will become uncertain about investing in India," the executive said."PPAs are legally binding contracts. We believe if Andhra were to re-open PPAs, it would greatly affect investment into the state as well as the country," said President, WIPPA (Wind Independent Power Producers Association).Then there's the possibility that other states will follow suit. "The larger worry is that other states will start behaving like Andhra. There will be a domino effect – existing contracts in other states could get opened up," said a solar developer.However, MNRE secretary Kumar said there won't be any negative impact on future tenders. "It will not have an adverse impact on future wind and solar tenders. Developers and investors have faith in the Indian legal system," he said.

By Ameya KarveIt's an old saw of India's budget documents -- the devil lies in details of the fine print.A higher surcharge on wealthy Indians in the budget has spooked non-resident and overseas funds enough to erase 2.3 trillion rupees ($30 billion) in market value from companies in the S&P BSE Sensex over the past three sessions.The reason: the realization that the new tax rate applies not just to the super rich but also to trusts -- a structure of choice for a large number of foreign funds that invest in the nation.The proposal "seems to have inadvertently" dragged foreign portfolio investors into the tax net and must be clarified by the government, said K.R. Sekar, a partner at Deloitte Touche Tohmatsu India LLP.Finance Minister Nirmala Sitharaman in her budget speech Friday proposed to increase the surcharge from 15% to 25% for those with taxable incomes of between 20 million rupees and 50 million rupees, and to 37% for those earning more than 50 million rupees. This takes the effective tax rate for those two groups to 39% and 42.74%, respectively.Global and non-resident investors participate in India via non-corporate trusts and the so-called association of persons. Problem is, the structures are treated on par with individuals for tax purposes. That has stoked concerns about the levy encompassing foreigners at a time when the nation has emerged as Asia's biggest destination for equity money in 2019."An investment vehicle -- such as a category III alternative investment or an FPI -- taxed at a fund level is likely to get affected as the income may easily exceed 50 million rupees," said Vaibhav Sanghavi, co-chief executive officer at Avendus Capital PBC Markets Alternate Strategies LLP in Mumbai. Budget fiscally prudent, to help mid-term India story: Mowat

Budget will have relatively modest near-term impacts rather than something that impacts the medium-term story for India which was actually helped by the budget because it was fiscally prudent, says Adrian Mowat, Emerging Markets equity strategist. Excerpts from interview with ETNOW.A day after a heavy selloff, there is post-budget nervousness, particularly about how the surcharge on the super rich may impact FPIs and flows into India. What is your takeaway?There are a couple of factors to look at here for the markets. We have got a global issue which is expectations around Fed cuts. We are impacted by the US employment data which was very strong; the best we have been so far in 2019. So, global markets are coming off. The budget was fiscally prudent for a government that has just won a strong mandate. The budget had little in it that would provide a short-term boost to earnings and to the market. As you look through the details -- decreasing the maximum holding promoters can have in stocks, some of the taxation issues -- then the interpretation is that there is a degree of an overhang/inability for the wealthy to invest in India in a tax-efficient way. We have had a good rally in markets, whether it be global markets or the Indian market, and we are having a degree of sell on news. I would not overplay some of these factors that came out of the budget. There are relatively modest near-term impacts rather than something that impacts the medium-term story for India; which in my view was helped by the budget because it was fiscally prudent. There is a sense of a consumption slowdown as we head into earnings. The budget provided stimulus on the monetary side which may not be transmitted and may also take a while. And, we are still waiting on the expected rate cuts. Do you feel that this is going to be enough to really get things going again or do you see a prolonged period of pain on the back of this slowdown?Well, the budget in trying to be fiscally prudent will be a drag on the economy. Now you got the Reserve Bank offsetting that, if they continue to ease. This is a sensible way of dealing with the challenges within the Indian economy. The problem for the market is that there is no incremental good news coming out of the budget. We have had a good rally in Indian equities, predominately driven by the election result which was much better than the market was expecting. That was combined with a rally in US equities which was driven by good economic data, as well as a much more dovish Fed. Perhaps, now we have gotten past that optimum point in the market where good economic data is interpreted as a less accommodative Fed. We have passed the sweet spot. Markets are probably due for a bit of correction and that is occurring at this point. Now, with regards to the Indian economy, consumption and business investment, I do not see any near-term positive drivers for consumption. The Indian consumer is not overly sensitive to interest rates. There are other factors that can be more dominant within the Indian economy. Some of the things that came out of the budget may increase the propensity of countries and global organisations to invest in factories and other services in India. In the longer term that might help consumption.What do you make of some stocks like Bajaj, Titan, etc? What will happen when these stocks start to correct?You are referring to Bajaj Finance which has been an outstanding performer year to date. Investors are looking for excuses to make some profits and you will see corrections in the stocks that have had the biggest movements. This is a normal event in capital markets. It is nothing to get overly excited by. There is probably further downside risk for these stocks as investors reduce positions. But I do not know if this tells us that there is a profound change in the case for investment in these stocks. I do not think there is. It is merely a correction in these markets.How are you viewing the financials given the rescue package that was announced for NBFCs? Do you feel that it will ease some stress in the system? Are you happy that they actually addressed it or do you feel it was just covering up for the mess that has already been made for the lower quality names?We have got a NBFC issue. We have also got a PSU bank recapitalisation issue. Analysts are interpreting it as good news in more capital being provided, but the capital also seeming to be more of a minimum requirement than a sum of money that resolves the issue for the long term. We will continue to be discussing issues with NBFCs and undercapitalised PSU banks. Now that we have had some change in regulations, particularly for housing finance companies, the market will probably treat that as a positive thing as the regulation may get more robust and homogeneous across the different types of institutions. That is probably a good long-term fundamental new story for India.Speaking about overall consumption, reports indicate that the overall rural slowdown is also likely to lead to a massive deceleration, and that recovery is going to take time. How long will the overall consumption slowdown take to recover?To change the consumption slowdown, you need to boost rural incomes. You need to do things to improve urban real incomes. What could happen here is that crop could be better than expected if the monsoon is better than expected. At the moment, the news flow about the monsoon is more on the negative side. There is no indication out of the budget that you are going to see an increase in minimum support prices or in subsidies into rural India. So, it looks like we are going to be weather dependent there. I think for urban India it is whether we get more political certainty. We have had a prudent budget with some positive measures to make FDI easier into India. But perhaps the job creation will prove more robust over the next 12 months and actually boost incomes of the household sector which allows consumption to recover. As an equity investor, the whole consumption story is very frustrating at a market cap level. Remember a huge amount of the consumer discretionary index is the auto names. With the move to electric vehicles you got a really nasty gap in the demand for automobiles for the next couple of years. What is happening globally is that individuals that own cars are keeping them for longer as they are waiting for new technology to hit the right price point, which would then generate a replacement cycle throughout capital markets. Whether it is Germany, United States, United Kingdom, or Japan. the auto sector is under extreme pressure and that is a big way that you play the consumer discretionary theme. Also, the autos will drive consumer financing. Auto financing is a big part of the finance industry beyond mortgages. I think the consumption story as you play it in capital markets is going to be quite frustrating because much of the market cap has been hit by this secular-technology story, as opposed to a cyclical up-and-down consumption. I want to get your perspective on the sentiment in the market right now. If you look at a stock like Titan, it is down about 10% at this point of time. Are most people just finding a reason to sell large cap counters where they have made money?Well, let us be careful about how we comment on these things. We are talking about a market that has done very year to date. We have had a correction on Monday and that correction is continuing today. So, before we decide that this is a medium-term trend, let us be conscious about the time frame we are talking about. We do have concerns around consumption, but it sounds to me like the Titan story is a very specific one. The stock has preformed well and expectations were about what the company can deliver. Their announcement is being treated quite sensibly as a reason to reduce your position in the stock.Do you see more flows coming in? What is your outlook when it comes to the debt side?The near-term outlook for flows is going to be quite poor. We are seeing a correction in global equities, and also a strong performance. We have had a rapid decline in bond yields for much of the year where you ended up with the funny shape in the yield curve. As the investment community pays more attention to the US economic data -- which remains very advanced and undoubtedly -- some of the most important you should ever look at in a consumption driven economy -- the outlook on higher bond yields may be a more normalised. If that is the case, then you are going to get some broader pressure on the credit markets, including emerging markets. I would be cautious on flows as we move through the summer months. It could be a very normal seasonal pattern where you get the rally being powerful in the first half of the year, then a correction during the summer months, and then as people start to think about the following calendar year(September-October), you begin to get some recovery in markets. So, do be cautious about expecting international capital flows to underpin markets. I do not think that is going to be the trend. I want to touch upon the fresh offering that we are going to see post the change in public shareholding norms that have been announced. Do you feel that the market has the appetite, not just for the some of the higher quality names like TCS, Wipro, etc, but also for the PSUs that are going to be changing that shareholding?The market has the appetite for this issuance, definitely for high-quality names. Investors would welcome a higher free float as it would increase India's rating in the MSCI indices, which is obviously helpful in a world where there is a lot of passive products. With regards to the PSUs, it depends on the businesses. Investors are very concerned about corporate governance and would like to see independent boards that are protecting the interests of the minority investor as opposed to representing government departments. If the change in norms which results in the government hoping to raise more money through disinvestments makes them begin to understand the importance of properly restructuring PSUs, then that could be very positive for India. Unfortunately, India had the habit of allowing its public sector units to wither away, be it BSNL, MTNL, Air India, or banks. Now is the time when the government has such a strong mandate to really put through some major reforms for public sector units and make them proper private sector entities; maybe still with a big public sector passive investment. That would be the best thing for the Indian economy. It would also be the best thing for the employees of those companies. It would be much better to be in a robust well-managed entity, rather than a PSU which continues to lose market share. So, I think it is a great question and it really depends on what we are being sold. And if we are being sold a good restructuring story where there is proper reform, then I think there will be plenty of appetite. If we are being sold a minority stake in a PSU where the chairman changes every three years with no long-term strategy, then I think investors will be very cynical.What is your take on autos? Do you continue to remain underweight in your outlook on the banking space as a whole?Structurally underweight autos globally, whether they are manufacturers, a part of the supply chain, or distributors. It has to do with the transition to electric vehicles. If you recall back to when we used to have televisions which were big bulky things with cathode-ray tubes in the living rooms, we recognised that plasma TVs and TFT TVs were the new way to go. But they were far too expensive. So, what we kept our TV until eventually we could afford the flat panel TV to watch cricket on. That is happening in the auto sector. People recognise that electric vehicles are the new technology, but they do not want to commit substantial capital to replacing their vehicles. That results in this demand gap. The auto sector is structurally underweight. It may have some short-term rallies, but against this very difficult structural background and frustration in trying to get consumer exposure when such a big part of the consumer discretionary index is structurally challenged, it is a big issue for equity investors. With regard to banks, you know you have got the classic rally in India. That is a rally of high quality names, big distribution, and performance this year. So, the private sector high-quality banks have performed extremely well. We are perhaps seeing a correction based on the budget announcement of 70000 crores going into PSU banks. But I view that as a more tactical story. You are still better off staying with these high quality and high ROE private sector banks, rather than move into the PSU banks even with modest recapitalisation. So the broad story here is that the market has done well, we are getting a correction, and you are going to see a correction that will be more dramatic in the stocks that have done well. Look at the fundamentals of those and they are probably going to give an opportunity -- maybe a month or so from now -- to add back to these high quality names.

Some jobs to be hit in India as well due to global lay-off: Deutsche

Mumbai: Deutsche Bank India Tuesday said the decision of the German parent to lay off as many as 18,000 employees globally will have an impact here as well, but declined to quantify the number of employees who will be hit. The largest German lender over the weekend had announced shuttering of its global equities business and cutting fixed income operations, which will impact as many as 18,000 jobs globally while help the bank save USD 8.3 billion annually. "The equity desk will be shut for sure in India as well. There is no ambiguity around it. This has jobs in trading, research and sales," a source told . The situation was described as "fluid" with no clarity on the number of jobs impacted here, or if the impacted employees will be accommodated in other operations of the bank, which has 17 branches in the country. The domestic equity business was termed as "very small" in the global equity business. According to industry sources, a foreign bank usually employees 25-35 in its institutional equities businesses. However, there can be other employees serving global markets through the its offshore global delivery centres in the country which can also be impacted. A bank spokesperson told that "it is too early to comment on the specifics. We will be communicating directly with our employees regarding their jobs and options available to them." The spokesperson further said such decisions have a "profound" impact on people's lives. "That is why we will do whatever we can to be as responsible and sensitive as possible when implementing these changes," the spokesperson said. Experts said there is a process which will have to be monitored by regulators while undertaking an operation like shutting down a business. The official also drew attention to the capital release unit housing assets worth over 160 billion euros being created.
