Reuters: Netanyahu tapped by Israel's president to form new government

JERUSALEM (Reuters) - Israel's president tasked Prime Minister Benjamin Netanyahu on Wednesday with assembling a new government after power-sharing talks with his strongest rival, Benny Gantz, failed following an inconclusive election.

But right-wing Likud party chief Netanyahu, facing a looming indictment on corruption allegations he denies, still has no clear path to a fifth term after emerging from the Sept. 17 ballot, the second this year, short of a parliamentary majority.

Accepting the mandate from President Reuven Rivlin at a televised ceremony, a politically weakened Netanyahu said his chances of success were only marginally higher than those of Gantz, a former general who heads the Blue and White party.

"You need to be on the side of the swimming pool and jump at the same time," urged Boris Johnson after Macron implored Rouhani not to lose the opportunity to meet with Trump while in New York.

Rouhani merely laughed vigorously as the British prime minister literally pretended to leap off the edge of a pool.

NPR: Pentagon Letter Undercuts Trump Assertion On Delaying Aid To Ukraine Over Corruption

Earlier this week, President Trump cited concerns about corruption as his rationale for blocking security assistance to Ukraine. But in a letter sent to four congressional committees in May of this year and obtained by NPR, Undersecretary of Defense for Policy John Rood informed lawmakers that he "certified that the Government of Ukraine has taken substantial actions to make defense institutional reforms for the purposes of decreasing corruption [and] increasing accountability."

The certification was required by law for the release of $250 million in security assistance for Ukraine. That aid was blocked by the White House until Sept. 11 and has since been released. It must be spent before Sept. 30, the end of the fiscal year.

USA Today: What to know about CrowdStrike, the cybersecurity company mentioned in Trump's phone call with Zelensky

WASHINGTON – The cybersecurity company CrowdStrike was thrust into the national spotlight Wednesday after the summary of a phone call between President Donald Trump and his Ukrainian counterpart showed Trump raised questions about the California-based technology company.

According to the summary released Wednesday, Trump asked Ukrainian President Volodymyr Zelensky to look into an issue involving CrowdStrike during their July 25 conversation.

According to the summary, Trump told Zelensky: "I would like you to find out what happened with this whole situation with Ukraine, they say Crowdstrike… I guess you have one of your wealthy people... The server, they say Ukraine has it."

.... But the big bombshell in this transcript is the U.S. President asking for help from the Ukraine President on Crowd Strike, a cyber security company that accused Russia of hacking into the Democrat parties servers. It is Crowd Strike's conclusion that Russia hacked into the Democrat servers that became the basis for the entire Russian-collusion narrative, and it is clear to me that President Trump wants to know the who/what/where/and why behind this company and its ties to the Democrat Party, and why they did what they did. This bit of information was not disclosed by the whistle-blower, and if it was I am sure the Democrats and the media would be doing a different narrative right now.

Kudos to USA Today for pointing out why CrowdStrike should be discussed. No one else is.

NBC: Majority of House members now back some type of impeachment action against Trump

Democrats reached the milestone following claims Trump might have withheld aid to Ukraine to pressure officials there to investigate Joe Biden and his son.

One independent, Rep. Justin Amash of Michigan, also supports starting an impeachment inquiry.

Two hundred and nineteen House Democrats and one independent — a majority of the chamber's 435 members — now favor some kind of impeachment action against President Donald Trump, according to an NBC News tally.

House Democrats reached the milestone a day after Speaker Nancy Pelosi announced a formal impeachment inquiry into the president following claims that he might have withheld aid to Ukraine to pressure officials there to investigate former Vice President Joe Biden and his son.

Some commentators and pundits were saying today that there will be no votes called to proceed with impeachment. That this entire inquiry is for show. I disagree. There is enormous momentum among Democrats to impeach President Trump and to see him criminally convicted and kicked out of office. As to why the frantic push now? I think many Democrats and their media allies were disturbed with what they have been seeing in the past two weeks. Their Democrat Presidential candidates are not creating the enthusiasm that they were hoping for, and President Trump's approval rating is now 6% higher than what President Obama's was at this time in his first term. The massive rally for President Trump in New Mexico attended mainly by Hispanics and the monster rally of 70,000 American-Indians in Houston on Sunday must have also been a shocker. Non-whites are the base of the Democrat Party, but they are now flocking to President Trump's rallies in numbers that I have never seen before .... and this is still 14 months away from the election. Considering what is at stake in next year's Presidential election .... future Supreme Court appointments, government's role in the economy, etc., I can understand why the prospect of a second term for President Trump must be unacceptable to these progressives. My prediction. It is going to get worse. The hysteria now is worse than what the hysteria was when President Trump took the oath of office in January 2017, and I fear that the crazies in our society may feel embolden to act. These are not normal times in Washington.

KIEV/MOSCOW (Reuters) - For U.S. President Donald Trump, White House publication on Wednesday of a memo summarizing his call with Ukrainian President Volodymyr Zelenskiy fueled a domestic political crisis.

For Zelenskiy, it was a far-reaching diplomatic disaster.

Zelenskiy's comments to the Republican Trump, disclosed in the summary, will likely irk U.S. Democrats, risking the bipartisan U.S. support Kiev requires while irritating France and Germany whom Zelenskiy criticized in the same exchange.

Locked in a geopolitical standoff with neighboring Russia after Moscow annexed the Crimea region and backed pro-Russian separatists fighting in eastern Ukraine in 2014, Ukraine needs all the international friends it can get.

Even using President Trump's favourite slogan of "draining the swamp". The problem is that the Ukrainians never thought this conversation would be made public, and now they are genuinely worried that there will be blow-back from leading U.S. Democrats when it comes to Ukraine. Washington Post: Senate Republicans split over Trump urging Ukrainian leader to investigate Biden

Several Senate Republicans were stunned Wednesday and questioned the White House's judgment after it released a rough transcript of President Trump's call with the Ukraine president that showed Trump offering the help of the U.S. attorney general to investigate Democratic presidential candidate Joe Biden.

One Senate Republican, who spoke on the condition of anonymity to speak candidly, said the transcript's release was a "huge mistake" that the GOP now has to confront, even as they argue that House Democrats are overreaching with their impeachment effort.

A top Senate GOP aide said Senate Majority Leader Mitch McConnell (R-Ky.) is expecting Wednesday's closed-door lunch to be eventful and possibly tense as Republicans react to the transcript and debate their next step.

NEW YORK – Ukraine President Volodymyr Zelensky told reporters on Wednesday he didn't feel pressure from President Donald Trump to look into political rival Joe Biden even though a summary of a July phone call between the two leaders showed that Trump discussed the former vice president and his son.

"Nobody pushed me," Zelensky said while seated next to Trump at the United Nations in New York. "Good phone call. It was normal."

A summary of the July 25 call between Trump and Zelensky is at the center of a controversy over whether the U.S. president improperly used the U.S. diplomatic relationship with Ukraine as leverage to push for an investigation of Biden, the Democratic presidential frontrunner.

The acting Director of National Intelligence threatened to resign over concerns that the White House might attempt to force him to stonewall Congress when he testifies Thursday about an explosive whistleblower complaint about the president, according to current and former U.S. officials familiar with the matter.

The revelation reflects the extraordinary tensions between the White House and the nation's highest-ranking intelligence official over a matter that has triggered impeachment proceedings against President Trump.

The officials said that Joseph Maguire, who was thrust into the top intelligence post last month, warned the White House that he was not willing to withhold information from Congress, where he is scheduled to testify in open and closed hearings on Thursday.

"I think this statement by DeLauro is very important," Kristol said of a key Pelosi ally calling for the impeachment of Trump. "That signals to me I think where Nancy Pelosi is going."

Politico: Congress-appointed panel rips Trump's Syria strategy

A new report from an outside panel appointed by Congress contradicts the narrative President Donald Trump has been promoting about Syria, raising questions about his strategy in a country that proved equally confounding for his predecessor.

Iran is entrenched in Syria for the foreseeable future, Russia has made huge political gains by backing the Syrian regime and Islamic State fighters detained in the Arab country pose a growing threat, the panel found. As recently as Friday, Trump boasted that he'd "defeated" the Islamic State, days after the terrorist group released a recording purportedly of its fugitive leader exhorting its fighters to pursue their violent cause.

At least 40 injured in student protests over plans that include outlawing extramarital sex

Thousands of students have taken to the streets in Indonesia to protest against a "disastrous" draft criminal code that would include outlawing extramarital sex and a controversial new law that could weaken the nation's anti-corruption body.

On Tuesday, the second consecutive day of protests, thousands of students gathered outside the parliament building in Jakarta, calling for the government to suspend its plans to ratify the draft code. Police fired teargas and water cannon to disperse the demonstrators.

If passed, the new laws would usher in sweeping changes that activists have described as a disaster for human rights and democratic freedoms.

The White House on Wednesday released the bombshell transcript of President Donald Trump's phone call with the president of Ukraine where Trump urges his counterpart to investigate Joe Biden and work directly with his personal lawyer Rudy Giuliani – and even brings up the DNC's hacked email server.

But the transcript does not show Trump tying the investigation to aid for Ukraine as he spoke to Volodymyr Zelensky, the quid pro quo which some reports had suggested it contained.

The call forms part of the whistle-blower complaint from an unknown intelligence official which alleges a pattern of wrongdoing by the president, but which has been blocked from being given to Congress.

Need I remind everyone that for the entire week the media was saying non-stop that the whistle-blower was claiming that President Trump was using military aid as a lever to force the Ukraine President to investigate Joe Biden. That is a lie. Another lie are the media claims that President Trump brought up Joe Biden's name eight different times in his phone conversation with the Ukraine President. His name was brought up only once, and that was in reference to former Vice-President Biden's boasts that he fired a Ukrainian prosecutor that was investigating his son.

But the big bombshell in this transcript is the U.S. President asking for help from the Ukraine President on Crowd Strike, a cyber security company that accused Russia of hacking into the Democrat parties servers. It is Crowd Strike's conclusion that Russia hacked into the Democrat servers that became the basis for the entire Russian-collusion narrative, and it is clear to me that President Trump wants to know the who/what/where/and why behind this company and its ties to the Democrat Party, and why they did what they did. This bit of information was not disclosed by the whistle-blower, and if it was I am sure the Democrats and the media would be doing a different narrative right now.

Another surprise in this transcript is what Ukrainian President Volodymyr Zelensky said. He clearly respects and adores President Trump. Thanking him profusely for the assistance that the President has given to Ukraine. Even giving him credit for helping him win the Ukraine Presidential and parliament elections by using the same tactics and strategy that Trump used to win the Presidency. These two men are close, and there is no question in my mind that President Zelensky is going to help President Trump as much as he can.

So what is next? The Democrats are pushing an alternative narrative, and are now saying that this is proof that President Trump strong-armed the Ukraine President to interfere in U.S. politics. In my opinion this is going to be a hard sell. From this transcript the Ukrainian President Volodymyr Zelensky is very determined to get rid of the culture of corruption that exists in Ukraine, and is happy that he and the U.S. President share the same goals.

As for the whistle-blower, we now know more about this transcript than this whistle-blower. So the next step is to listen to him/her, and to find out who this person is. And more importunately, why was this intelligence officer so keen to know what President Trump was saying to other leaders. IMHO this is not the job of the intelligence community .... to seat down and be the judge and jury on what the President says. Bottom line. This whistle-blower has a lot of explaining to do.

In closing. The big loser in this entire affair is former Vice-President Biden. I think he never expected this to happen.

3 Dead as Strong Earthquake Rattles Eastern Indonesia

(JAKARTA, Indonesia) — A strong earthquake Thursday killed at least three people and damaged a bridge, hospital and other buildings on one of Indonesia’s less populated islands.

Parts of a building at an Islamic university collapsed in Ambon, the capital of Maluku province. Local disaster official Albert Simaela told The Associated Press a teacher was killed there when parts of the building fell on her.

The national disaster mitigation agency said two other people had been killed and three others injured but authorities are still gathering information about them.

Simaela said a main hospital in Ambon was damaged and patients were evacuated to tents in the hospital’s yard.

The magnitude 6.5 quake was centered 33 kilometers (20.5 miles) northeast of Ambon at a depth of 18 kilometers (11 miles), the U.S. Geological Survey said.

Rahmat Triyono, the head of Indonesia’s earthquake and tsunami center, said the inland earthquake did not have the potential to cause a tsunami, but witnesses told television stations that people along coastal areas ran to higher ground in fear one might occur.

Simaela said many people drove to higher ground by motorbike and car, causing traffic congestion in Ambon.

“The temblor was so strong, causing us poured into the streets,” said Musa, an Ambon resident who uses a single name. He said there were no damages or injuries in his neighborhood, but he said people on social media chatted about damage elsewhere in the city.

The national disaster mitigation agency said the quake had caused cracks in a main bridge in Ambon, and pictures released by the agency showed minor damage at Pattimura University in the city. Several houses, universities and local government offices were also damaged.

With a population of around 1.7 million, Maluku is one of Indonesia’s least populous provinces.

Indonesia, home to more than 260 million people, has frequent seismic activity.

Thursday’s earthquake came two days ahead of the first anniversary of the devastating 7.5 magnitude earthquake in Palu on Sulawesi island. The temblor set off a tsunami as well as a phenomenon called liquefaction in which wet soil is collapsed by the shaking. The disaster claimed more than 4,000 lives, many of the victims buried when whole neighborhoods were swallowed in the falling ground.

A powerful Indian Ocean quake and tsunami in 2004 killed 230,000 people in a dozen countries, most of them in Indonesia.

U.S. Sanctions Chinese Shipping Companies for Iranian Oil Dealings

The U.S. is imposing penalties on a handful of Chinese shipping firms for continuing to carry Iranian oil after sanctions waivers lapsed in May.

China Concord Petroleum Co., Kunlun Shipping Co., Pegasus 88 Ltd., and COSCO Shipping Tanker (Dalian) Seaman & Ship Management Co. have been charged with knowingly violating restrictions on handling and transacting Iranian petroleum. Additional restrictions were also imposed on five executives at the companies, as well as Kunlun Holding Co. and COSCO Shipping Tanker (Dalian) Co., which own or control one or more of the sanctioned entities.

The sanctions bar U.S. citizens and companies from dealing with the shipping companies, effectively blocking them from American banks at the heart of the global financial system. They also block any property or interests the firms or people have in the U.S. and forbid any American assets from being paid or transferred to them.

China, the world’s largest crude buyer, continues to import relatively small amounts of oil and petroleum products from the Persian Gulf nation in the face of the White House’s sanctions on the OPEC producer. It took 788,000 tons of crude from Iran in August, compared with a monthly average of 2.4 million tons last year, Chinese customs data show. The sanctions could complicate talks to end the U.S.-China trade war, which resume in Washington next month.

The penalties don’t apply to COSCO’s ultimate parent, COSCO Shipping Corp., or any of its other subsidiaries or affiliates, the Treasury Department said in a statement on its website.

COSCO Shipping Energy, the parent of COSCO Shipping Tanker (Dalian), halted trading in Hong Kong on Thursday after the announcement.

“This is one of the largest sanctions actions the United States has taken against entities and individuals identified as transporting Iranian oil since our sanctions were re-imposed in November 2018,” Secretary of State Michael Pompeo said in the statement.

The move is aimed at denying the Iranian regime critical income to engage in foreign conflicts, advance its ballistic missile development, and fund terrorism around the world, Pompeo said. These sanctions are over the transport of Iranian crude oil, and the U.S. is similarly concerned about the export of Iranian refined petroleum products, he said.

This isn’t the first time Kunlun Holding and Kunlun Shipping have been involved with Iran-related transactions. Last month, the companies were linked to several seized tankers in Singapore, after a bank sought to take over the vessels due to suspicion that their owners appeared to breach U.S. sanctions, leading to a loan default.

In July, the U.S. sanctioned Chinese state oil trader Zhuhai Zhenrong Co., a secretive company with links to the Chinese military. The company has a history of taking Iranian crude and fuel, at times as part of barter deals for goods or services, and then selling it on to refiners in China.

U.N. Head Warns World Faces ‘Unprecedented Threat’ From Violent Extremism and Terrorism

(UNITED NATIONS) — Secretary-General Antonio Guterres warned Wednesday that the world is facing “an unprecedented threat from intolerance, violent extremism and terrorism” that affects every country, exacerbating conflicts and destabilizing entire regions.

The U.N. chief told a Security Council ministerial meeting on the sidelines of the annual gathering of world leaders that “the new frontier is cyber-terrorism — the use of social media and the dark web to coordinate attacks, spread propaganda and recruit new followers.”

He stressed that the response to the unprecedented terrorist threat “must complement security measures with prevention efforts that identify and address root causes, while always respecting human rights.”

Russia, which holds the council presidency this month, organized the meeting on cooperation between the U.N. and three Eurasian organizations in countering terrorism — the Shanghai Cooperation Organization, Collective Security Treaty Organization, and Commonwealth of Independent States.

The United States and its Western allies echoed the secretary-general, stressing the importance of respecting human rights in counter-terrorism operations.

“Efforts to counter terrorism that do not respect human rights ultimately breed resentment and violent extremism,” U.S. deputy ambassador Jonathan Cohen said. “When member states or regional organizations conflate terrorism with non-violent political dissent, they do a disservice not only to the protection of human rights and fundamental freedoms, but to our global effort to defeat terrorism.”

He said the world is witnessing this “dangerous approach” in Syria, where the government and its Russian allies “justify as legitimate counter-terrorist operations airstrikes on civilians, schools, ambulances and hospitals that have killed over a thousand people since April and wounded over 2,000.”

The United States is also “deeply concerned” by the plight of more than one million ethnic minority Muslims in China’s Xinjiang province who have been arbitrarily detained “under the guise of counter-terrorism.”

“China, like all nations, has every right to respond to actual terrorist threats, but counter-terrorism cannot be used as an excuse to repress the peaceful religious practices of Chinese Muslims and an entire minority group,” the Uighurs, Cohen said.

Russia’s Foreign Minister Sergey Lavrov warned that the “terrorist threat” coming from Syria and Iraq is very rapidly spreading through Africa, including Libya, “and central, southern and southeast Asia are also becoming areas where savage acts of terrorism are perpetrated.”

Alluding to Western criticism, he said, “the double-standards used by some countries make it more difficult to react to the challenges today, including the terrorist challenges.”

“It is unacceptable — I underscore that — using terrorist entities for political purposes,” Lavrov said. “There can be no justification for this.”

Vladimir Norov, secretary-general of the eight-nation Shanghai Cooperation Organization, said the fight against terrorism and related threats is one of its main activities and called Wednesday’s meeting “extremely timely” because of increasing instability in the world due to the terrorist threat and its emerging link to transnational crime.

He said fighters that supported the Islamic State extremist group in Syria and Iraq “are striving to create new strongholds, including in the Eurasian space.” And he warned that “the threat of their access to radioactive and toxic substances is growing, and their possible use of new types of financing and weapons.”

The organization — which includes Russia, China, India and Pakistan — has half the world’s population and is regarded as the primary security pillar in the region, but Norov stressed that “it’s not a military organization aimed at other states.”

Valery Semerikov, secretary-general of the Collective Security Treaty Organization, told the council “the world is under threat of global terrorism” and joint work to combat it is needed today.

He said the organization — a six-nation military alliance of Russia, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan and Belarus — made an open appeal to the North Atlantic Treaty Organization in May “on increasing trust and developing cooperation” in countering global threats and challenges.

“I would like to address the foreign ministers of NATO and ask them to consider and react to the open appeal lodged by the ministers of foreign affairs of the CSTO,” Semerikov said.

Economist Who Grew up in Communist Bulgaria Is Named New IMF Chief

(WASHINGTON) — A Bulgarian economist who grew up when her country was a communist nation has been selected to be the next leader of one of capitalism’s premier institutions, the 189-nation International Monetary Fund.

Kristalina Georgieva, a top World Bank official, was chosen by the IMF’s executive board on Wednesday to become the fund’s managing director. She succeeds Christine Lagarde who is stepping down to take over as head of the European Central Bank.

The IMF is the world’s lender of last resort, providing emergency loans when countries are facing financial crisis. Georgieva takes over at a time when the global economy is slowing and the two biggest economies, the United States and China, are engaged in an escalating trade war.

The troubles have raised worries that the global economy could dip into a recession. Last year, Argentina was forced to seek a $57 billion bailout package from the IMF, the largest in the institution’s history.

Speaking to reporters after the IMF’s 24-member board approved her nomination, Georgieva cited a host of challenges, from disappointing global growth, to trade tensions and high debt burdens in many countries.

“Warning signals are flashing and we must be ready to be tested,” she said. “My immediate priority for the IMF is to help members minimize the risk of crises and be ready to cope with downturns.”

Georgieva, who will take over at the IMF on Oct. 1, is the fund’s first leader to come from an emerging market economy rather than one of the traditional European economic powers such as Germany or France.

David Malpass, a Trump administration official, was chosen this year to lead the World Bank, continuing a seven-decade tradition in which the head of the World Bank has always been an American and the head of the IMF has been from a European country.

Georgieva, 65, had held the No. 2 post at the World Bank since early 2017 and gained praise for her efforts to win approval of a $13 billion capital increase for the bank, along with a reform package that seeks to decrease the bank’s lending to wealthier developing countries, such as China, a key goal of the Trump administration.

Eswar Prasad, an economics professor at Cornell University, said one of Georgieva’s immediate challenges will be managing the IMF’s huge financial exposure to Argentina, which he said is a “country facing an economic meltdown with no easy way out.”

Deputy IMF Managing Director David Lipton, who has been leading the IMF on an acting basis, said in an interview Wednesday with Bloomberg Radio that the fund’s Argentina program will likely be on hold for some time as the country deals with severe political and economic uncertainty.

Lipton said the IMF will “work toward an eventual resumption of a relationship — some kind of financial relationship with them — which may have to wait awhile.” He said, “Argentina’s situation right now is extremely complex.”

The IMF’s executive board has had a $5.4 billion loan disbursement to Argentina up for approval since mid-September but has not gone forward with the disbursement. The IMF loan program with Argentina suffered a serious setback when Argentine President Mauricio Macri announced he was seeking to delay loan repayments after he lost an August primary vote to leftist Alberto Fernandez.

Eric LeCompte, executive director of the religious development group Jubilee USA Network, said he expected Georgieva will focus on general inequality, environmental issues and the need for more resources to be directed to developing nations, issues she championed at the World Bank.

When Lagarde, then the French finance minister, became the first woman to head the IMF in 2011, the institution was facing a number of challenges including a sex scandal that had forced her predecessor, Dominique Strauss-Kahn, to step down.

In July, she was nominated to succeed Mario Draghi as head of the ECB, the central bank for the 19 European nations use the euro currency.

Litigation is a Powerful Tool for Holding Those Responsible for the Climate Crisis to Account

There couldn’t be a greater contrast between the roaring climate strikes all over the world ahead of the U.N. Climate Summit last week and the austere discipline of a courtroom. But these days the same demand is ringing out in streets and in courts: those responsible for the climate crisis must be held accountable.

At key moments in our history, notably in fights for racial and gender equality, courts have helped to accelerate social change. Litigation that is driven by those most affected has personalized abstract injustices, put facts on the public record, and exposed misinformation and political spin. It has also given the imprimatur of a formal hearing to the righteous demands of social movements. For the global movement for climate justice, these cases also help to drive a clear narrative of responsibility: as much as we have been made to grapple with our individual guilt, the truth is that governments and the fossil fuel industry bear the real responsibility for this crisis. Moreover, they know—and have known for decades—what they need to do to get us out of it.

The power of litigation to throw a wrench into the dangerous business-as-usual machinery of governments was first made clear in 2015. Less than two years after environmental group, the Urgenda Foundation and 886 Dutch citizens filed a lawsuit against the government of the Netherlands for its inaction on climate change, a Dutch District Court issued a groundbreaking decision. It found that the government’s failure to take reasonable steps to avoid dangerous levels of climate change was unlawful and ordered it to significantly reduce the Netherlands’ emissions by 2020.

Although the Dutch government appealed the decision, it agreed to implement the court’s order in response to the intense public spotlight that the lawsuit trained on its climate policy. Since 2015, the Dutch parliament has taken a range of measures to reduce emissions, including closing at least one coal-fired power plant, and has enacted some of the most ambitious climate policies in Europe. In 2018, a Court of Appeal emphatically upheld the original decision, citing the human rights obligations of the government. A final appeal by the government will be decided by the Dutch Supreme Court at the end of the year. At this point, the transformative political impact of the litigation is beyond dispute.

Urgenda’s case proved that governments cannot escape legal responsibility for the decades of promises that they have made to address climate change. Those promises date back to at least 1992, when the first international treaty on climate change committed governments to ‘stabilizing’ the concentration of greenhouse gases in the atmosphere, with rich countries taking the lead. In the 37 years since, we have moved at a terrifying pace in the opposite direction. The concentration of carbon dioxide in our atmosphere is higher now than it has been for millions of years and climate change has destabilized and devastated communities all over the world, punishing those who have contributed the least to our planet over-heating.

At the same time, the fossil fuel industry has continued to extract and sell products that its own scientists warned decades ago will have catastrophic consequences for humanity. A recent study confirmed that 71% of all greenhouse gas emissions since 1988 can be traced to just 100 fossil fuel producers. It should therefore come as no surprise that people around the world, from typhoon-devastated communities in the Philippines, to a Peruvian farmer watching local glaciers disappear, to coastal cities in the US at risk of sea level rise, are taking oil and gas companies to court as well.

Since Urgenda’s victory in 2015, cases demanding more ambitious climate action have been filed against governments in Europe, North America, Latin America, Africa and Asia-Pacific. A recent tally concluded that climate change-related lawsuits have been filed in at least 28 countries, and that these cases are being initiated by groups including young people, First Nations, women, farmers, families, migrants, students and organizations working for environmental and social justice. The diversity of plaintiffs reflects the full spectrum of people that have been and will be profoundly affected by climate disruption. In short, they represent all of us.

Climate litigation is still a new and evolving phenomenon. We will win some cases and lose others. The law does not always deliver justice. Lawyers will have to work hard to earn legitimacy among communities on the frontlines of climate change. But in the years to come, the demands of those who are fighting for their lives, their rights and their communities will inevitably, inexorably be vindicated. Justice is unquestionably on their side.

‘Nobody Pushed Me.’ Ukrainian President Denies Trump Pressured Him to Investigate Biden’s Son

Ukrainian President Volodymyr Zelensky sat beside President Donald Trump on Wednesday as he denied that the Trump pressured him to investigate former Vice President and current 2020 presidential candidate Joe Biden’s son for his work in the country.

The two leaders held a meeting at the U.N. one day after Speaker Nancy Pelosi announced that the House would launch a formal impeachment inquiry into Trump following reports of the President’s phone call with Zelensky in July. Speaking to reporters on Wednesday, Zelensky declared that he had not been pressured during the July phone call, and insisted that he does not want to interfere in a foreign election. Earlier on Wednesday, the White House released a summary of the phone call, which is comprised of “notes and recollections” from staff assigned to listen to the call and is not a transcript of the call.

In one exchange from the White House memo, Zelensky thanks Trump for his support of Ukraine’s defense. Trump responds, “I would like you to do us a favor though” and asks for Ukraine to investigate a matter related to the 2016 hacking of Democratic National Committee servers.

“I think you read everything. I think you read text,” Zelensky said to the gathered reporters on Wednesday. “I’m sorry, but I don’t want to be involved to democratic, open elections of U.S.A. No, you heard that we had good phone call. It was normal, we spoke about many things. I think, and you read it, that nobody pushed me.”

“So no pressure,” Trump added.

President Trump has been embroiled in controversy since last week, when reports emerged that a whistleblower in the U.S. intelligence community had filed a complaint about a phone call between the two heads of state. An official said that the whistleblower “found troubling” “certain representations concerning U.S. policy” during the call.

Trump had previously admitted that he and Zelensky discussed former Biden’s son Hunter Biden during the phone call, but has denied that the call went into inappropriate territory and has insisted there was “no quid pro quo.” The Washington Post reported last week that Trump froze nearly $400 million in aid from the country at least a week before the July 25 phone call with Zelensky. The funds were eventually released on Sept. 11.

Taking questions in Ukrainian and English on Wednesday, Zelensky said that he doesn’t have the authority to pressure Ukrainian law enforcement, and did not attempt to do so.

“We have an independent country and independent general security. I can’t push anyone,” Zelensky said.

Trump again accused the former Vice President’s son of corruption, although this claim has not been substantiated with evidence. Joe Biden said this past weekend that he “never” spoke with his son about the younger Biden’s overseas dealings.

Researchers Discover What Became of a Lost Continent, Now Hidden Under the Adriatic Sea

Researchers with Utrecht University in the Netherlands have uncovered what became of a lost continent that broke off from Africa and wedged itself under Europe, creating mountain ranges that span across 30 different countries from Spain to Iran.

“What we have studied is the very complex history of the geology of the Mediterranean region,” Utrecht professor Douwe van Hinsbergen, the lead researcher on the project, tells TIME. Researchers had already known for decades that a continent created the mountain ranges of Europe and the Middle East. “What that continent might have looked like, however, was until now estimated with rather schematic cartoons,” van Hinsbergen says in an email. With the help of modern software, a clearer picture of that hidden continent emerged.

“What we have done is use very elegant and useful and free plate reconstruction software, called ‘GPlates’ to systematically piece together what that continent looked like… how many there were… and how [it] broke away from Africa,” van Hinsbergen writes. The project was originally scheduled to take three years, but ended up taking 10.

They found that over 200 million years ago, shifting continental plates caused a continent — which the researchers named Greater Adria — to break off from Northern Africa. This created a deep ocean, the last remains of which are the Ionian sea and the Eastern Mediterranean sea between Libya and Turkey.

If you look at a map of modern day Africa, van Hinsbergen points out, you can see a “bite” from where the continent broke off, running from Tunisia to Israel.

Greater Adria was then pushed under southern Europe, creating the mountains the region is known for today, such as the Apennine Mountains of Italy, the Dolomites of Italy, the Balkan mountains of Slovenia, Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Northern Macedonia, Kosovo, and Albania. It also created Greece and much of Turkey.

“Suppose you have a sweater on with thick sleeves on your arms,” he explains. “And you try to shove your arm below the table… what you will see is your sleeves will crumple up while your arm is going under. That sleeve is the Apennines. That sleeve is Greece. That sleeve is Turkey.”

The last intact remains of the continent lie under the Adriatic Sea. He adds that while Greater Adria was “by far” the biggest continent, there were more, smaller continents that broke away from Africa and were consumed under Europe.

How did researchers figure this out? Using the software GPlates, they analyzed data that, as van Hinsbergen put it, revealed “motions between rock units,” piecing together the history of Greater Adria like a puzzle. They looked at magnetic stripes on the ocean floor, fault motions and magnetic fields stored within rocks themselves. All their data was collected from published literature — around 1,500 papers from scholars in 30 countries — some of which van Hinsbergen and his co-authors had contributed to. The full methodology appears in their published paper.

“The reason why we gave this [continent] a new name, is that these mountains belts, which run from Spain to Iran, cover about 30 different countries… and almost every country had their own names and their own assumptions for what [they] looked like in the past,” van Hinsbergen says.

When explaining his choice of name, van Hinsbergen writes, “I used nomenclature from the Himalaya: the rocks of the Himalaya were also derived from continental crust, but then of the Indian plate. The region from which these rocks derive is known as ‘Greater India’ in the literature, so I exported that addition and called it Greater Adria.”

Van Hinsbergen explains that much of the building materials that are widespread in Italy, Greece and Turkey come from the mountains created by Greater Adria. Marble for example, comes from buried carbon rock that have undergone heat and pressure.

“The marbles that were used by the Romans to make their temples, that is a relic of Greater Adria,” he explains.

When TIME asked him if there’s anything readers should know about his project, he added: “It’s a lot of fun.”

Alpine Glacier at Risk of Collapsing Due to Climate Change Threatening Italian Valley

(MILAN) — Italian officials sounded an alarm Wednesday over climate change due to the threat that a fast-moving melting glacier is posing to a picturesque valley near the Alpine town of Courmayeur.

Courmayeur mayor Stefano Miserocchi closed down a mountain road and banned access to part of the Val Ferret, a popular hiking area outside of town on the southern side of the Mont Blanc massif. Those moves came after experts warned that a 250,000-cubic-meter mass of the Planpincieux glacier was at risk of collapsing.

The glacier, which spreads 1,327 square kilometers (512 square miles) across the mountain, has been moving up to 50 centimeters (nearly 20 inches) a day.

“There are no models to tell us if it will fall entirely or in pieces,” the mayor told Sky TG24. “We need to keep an eye on the monitoring.”

He emphasized that even if a large chunk of the glacier collapses, no residents would be at risk, just the area of road that has been closed.

The glacier is located in the Alps on the Grande Jorasses peak of the Mont Blanc massif, which straddles the borders of Italy, France and Switzerland and contains the highest peak in Western Europe. Officials said unusually high temperatures during August and September had accelerated ice melt at the Planpincieux, which has been monitored by the Safe Mountain Foundation since 2013.

Environment Minister Sergio Costa said the emergency shows “the necessity and urgency of strong and coordinated action for the climate, to prevent extreme events that risk dramatic consequences.”

Italian Premier Giuseppe Conte alerted world leaders to risk of the glacier’s collapse during his address Tuesday to the U.N. General Assembly in New York, telling them “it is an alarm that we cannot be indifferent to.”

No one has had to be evacuated in Courmayeur, town spokesman Moreno Vignolini said, adding that the closed road is used mostly to access summer homes. The mayor was meeting with residents to hear their concerns and they had some limited access to the area to check their properties.

A new special report by the Intergovernmental Panel on Climate Change said Wednesday that glaciers around the world, outside of Greenland and Antarctica but including Europe, are losing 220 billion metric tons of ice a year. The report said glacier melt is happening faster than before and is accelerating.

The report projects that if nothing is done to reduce greenhouse gas emissions, these glaciers in general will shrink 36% between now and the end of the century. But smaller glaciers, like those in the Alps, could lose up to 80% of their ice by the year 2100 in a worst-case scenario.

“Many glaciers are projected to disappear regardless of future emissions,” the new science report said.

Matthias Huss, a glaciologist at ETH Zurich and head of the group Glacier Monitoring Switzerland, said the loss of glacier ice in Switzerland and Europe over the last five years has been the strongest since measurements began in the 1950s. He noted that the freezing line of 0 degrees Celsius (32 degrees Fahrenheit) rose above the top of Mont Blanc this summer, “which very rarely has happened.”

“We have melting at an elevation of almost 5,000 meters (16,400 feet) above sea level, which is really changing the system and can support such events as glaciers falling down,” he said.

Over the last 10 years, Switzerland has lost 15% of its glacier volume, with nearly 3% loss in 2017-2018 alone, Huss said. If this trend continues, Switzerland could lose all glaciers by the year 2100 if warming continues. A change in policies could save the bigger ones, he said, but smaller ones will be lost regardless.

“We hope climate prevention measures are implemented and the warming trend is slowing down,” Huss said. “If we continue as we did, then there is no rescue for the glaciers in the Alps.”

Israeli Prime Minister Netanyahu Tasked With Forming a New Government After Tight Election

(JERUSALEM) –– Israel’s president on Wednesday asked Prime Minister Benjamin Netanyahu to form a new government, giving the longtime leader the difficult task of breaking a post-election deadlock that has paralyzed the country’s political system.

After a divisive campaign, Netanyahu called for a “broad unity government” with his chief rival former military chief Benny Gantz. But he faces an uphill struggle, with his future clouded by a likely corruption indictment and his opponents opposed to sitting with him.

President Reuven Rivlin announced his decision late Wednesday after a second meeting aimed at brokering a unity deal between Netanyahu and Gantz ended without an agreement.

Standing alongside Rivlin, Netanyahu said it was clear that neither his Likud party nor Gantz’s Blue and White could put together a coalition on its own, and that the only option was to band together.

“The two of us cannot form a government unless we are together,” he said. “The order of the moment is a unity government, a broad national unity government that is formed quickly.”

He said the country faced great security challenges, highlighted by Iran, economic challenges and the “great opportunity” of settling its borders when President Donald Trump presents an expected Mideast peace plan.

In a statement, Gantz appeared to rebuff Netanyahu, citing the Israeli leader’s legal problems.

“Blue and White, led by me, does not agree to sit in a government whose leader is facing a severe indictment,” he said. “This issue, among a number of other critical factors, is more important to us than any delegation of ministerial posts or rotation.”

Rivlin said his decision was not a solution and that both candidates were responsible for resolving the political impasse.

“The Israeli people need to know that a government can be established,” he said. “It is true that everyone will have to compromise. But if a government is not formed, it is the citizens of Israel who will pay the greatest price.”

Although Rivlin’s duties are mostly ceremonial, he is responsible for choosing the candidate he believes has the best chance of forming a coalition government.

That is usually a straightforward task. But in last week’s election, neither Netanyahu’s Likud party nor Gantz’s centrist Blue and White secured the required parliamentary majority needed to form a government.

According to final official results announced Wednesday, Blue and White finished first with 33 seats in the 120-seat parliament, just ahead of Likud’s 32 seats. Even with the support of smaller allies, both parties are short of the required 61-seat majority.

A total of 55 lawmakers have recommended that Netanyahu lead the next government, while 54 have lined up behind Gantz. Rivlin said that after exploring all options, he concluded Netanyahu had the better chance of forming a government.

Netanyahu now has a preliminary 28-day period to try to broker a deal. But his odds of success appear to be slim.

Both sides agree a unity deal is the only way out of the deadlock, but they have disagreed over who should head it.

Gantz has repeatedly said he will not sit with Likud as long as Netanyahu is at the helm. Facing a likely corruption indictment in the coming months, Netanyahu is desperate to remain as prime minister.

Israel’s attorney general has recommended charging Netanyahu with bribery, fraud and breach of trust in a series of scandals.

Netanyahu, who denies any wrongdoing, is to appear at a hearing with the attorney general next week, after which a final decision on charges is expected. Legal experts say the likelihood of an indictment is high. Although Netanyahu would not be required to step down if charged, he will face heavy pressure to do so.

Another key player throughout the process will be Avigdor Lieberman, whose Yisrael Beitenu party controls eight seats. Lieberman refused to endorse either candidate and is pushing for a unity government.

Without a unity deal, Netanyahu will have a tough time putting together a coalition. The secular Lieberman says he will not be part of a government that includes Netanyahu’s ultra-religious allies.

Netanyahu now has 28 days to form a coalition, and Rivlin having discretion to give him an additional 14 days to do so.

If Netanyahu fails, Gantz would likely be given an opportunity. And if that fails, a majority of parliament members could offer a third name to be prime minister. And if that fails, Israel would be forced into holding its third election in less than a year.

Last week’s election was triggered after Lieberman refused to join Netanyahu’s coalition following April elections, citing what he said was excessive influence of religious parties. Instead of giving Gantz a chance to form a government, Netanyahu dissolved parliament and ordered a new election.

Netanyahu said that if he fails this time, he will allow Rivlin to choose another candidate.

“The nation does not want another election,” Rivlin said.

Iranian President Warns That Security in Persian Gulf Could Collapse ‘With Single Blunder’

(UNITED NATIONS) — Iran’s president warned world leaders Wednesday that security in the energy-rich Persian Gulf could collapse quickly with a “single blunder,” and he accused the United States of engaging in “merciless economic terrorism” against his country.

On the same day as President Hassan Rouhani spoke, the U.S. ramped up oil-related sanctions on Iran, imposing penalties on six Chinese companies and their chief executives for continuing to transport Iranian crude.

Rouhani said in his speech to the annual U.N. General Assembly that the United States was engaging in “international piracy” against his country by re-imposing economic sanctions after Washington withdrew from the 2015 nuclear deal with world powers.

Iran “will never negotiate with an enemy that seeks to make Iran surrender with the weapon of poverty,” Rouhani said in his highly anticipated speech. “Stop the sanctions so as to open the way for the start of negotiations.”

Iranian state television broadcast Rouhani’s speech live across the country of 80 million people, many of whom are struggling under the weight of crippling U.S. sanctions that have sent the Iranian economy into freefall and limited Tehran’s ability to sell its oil abroad.

U.S. Secretary of State Mike Pompeo and the Treasury Department announced the latest sanctions, which freeze any assets the firms may have in U.S. jurisdictions and bar Americans from doing business with them,

“We’re telling China and all nations, know that we will sanction every violation of sanctionable activity,” Pompeo said at an event for United Against a Nuclear Iran, a lobby group opposed to the nuclear deal.

Tensions in the region have been increasing as the nuclear deal unravels under pressure from President Donald Trump. Iran has turned back to expanding its nuclear enrichment program after Trump’s decision last year to pull out of the accord and impose expansive sanctions on Iran despite that Tehran was in compliance with the nuclear deal.

The escalating crisis has raised concerns that direct conflict, with Iran at the center, could break out in the region — a scenario that all parties, including bitter rivals Iran and Saudi Arabia, have stressed they want to avoid.

The United States has sent military reinforcements and heightened its security presence in the Middle East in past months amid the rising tensions.

Rouhani’s remarks at the U.N. came a day after Trump described Iran as “one of the greatest threats” to the planet.

Although Rouhani’s manner during the speech was measured, the words he delivered were ominous.

“Our region is on the edge of collapse, as a single blunder can fuel a big fire,” he said, adding that it will become secure only when U.S. troops withdraw.

“Security shall not be supplied with American weapons and intervention,” he said. “Security cannot be purchased or supplied by foreign governments.”

Diplomatic efforts in Europe have scrambled to preserve the nuclear deal by searching, still unsuccessfully, for ways around the U.S. sanctions.

“It has now become clear for all that the United States turns back to its commitments and Europe is unable and incapable of fulfilling its commitments,” he said, warning: “Our patience has a limit.”

Still, Iran is finding itself increasingly squeezed and isolated. The European position appears to have shifted after a Sept. 14 attack on Saudi Arabia’s oil infrastructure, which jolted oil prices and temporarily knocked out nearly 6% of the kingdom’s daily global crude production.

In a joint statement, Britain, France and Germany joined the U.S. and Saudi Arabia this week in blaming Iran for the attack and in saying that the time had come for Iran to accept negotiations on its missile program and issues of regional security. These are two key areas that Trump says the nuclear deal did not address when it was completed under the Obama administration.

Iran has denied any involvement in the attacks on Saudi Arabia, and says any strikes by the U.S. or Saudi Arabia will lead to “all-out war.”

Rouhani also appealed to Iran’s neighbors, saying that their destinies are intertwined and stressing that Iran’s security is integral to regional security. The free flow of oil “could be guaranteed,” he said, when security in all areas for all the countries is provided.

He talked about Iran’s proposal for a Coalition for Hope, or the Hormuz Peace Initiative, that Tehran envisions would be formed under a U.N. umbrella and involve all of the region’s countries.

“Neighbor comes first; then comes the house,” he said. “We are neighbors with each other and not with the United States.”

The recent drone and missile strikes on the Saudi oil sites followed months of lower-level attacks on oil tankers and Iran’s shooting down of a U.S. surveillance drone over the Strait of Hormuz. The U.S. and its regional allies blame those attacks on Iran, which it also denies.

During his speech on Monday at the U.N., Trump left open the possibility of diplomatic engagement with Iran. As Rouhani ended his remarks, he also suggested there was still room for diplomacy.

“Let’s return to justice, to peace, to law, commitment and promise and finally to the negotiating table,” he said.

Uranium Corporation of India Limited was consolidated on October 4, 1967. Role & Responsibilities:

Maintenance Technician Electrical:

  • The major scope of Maintenance Electrical technician includes carrying out corrective, preventive and predictive maintenance of various electrical equipment across the refinery.
  • This includes complete testing of motors, transformers, Circuit breaker, starter modules, MCCBs, relays (primary and secondary injection), tan delta tests, oil BDV testing etc.
  • The technicians shall be capable troubleshooting/ rectifying PA systems, UPS, Battery chargers, battery banks, soot blowers, carrying out generators testing, end termination & straight through joints of cables up to 33 kV, usage of cable fault kits, HT and LT panels as well as cable hi-pot tests.
  • They shall be capable of reading electrical drawings and carrying out modifications or rectification of control and power circuits in HT and LT panels as per requirement.
  • They shall be capable of monitoring healthiness of SCADA system, carrying out Infrared thermography and preparation of reports for the same in Word/ Excel. The above activities need to be carried out during general shift, shifts, turnaround shutdowns, etc

Maintenance Technician Instrumentation:

  • The role and responsibilities include carrying out corrective, preventive and predictive maintenance of various instruments and control systems in Refinery.
  • This includes dropping, calibration & re-installation of different types of pressure, flow, level, and temperature instruments as well as analyzers. Preparation of calibration reports, PM check reports, checklists, etc.
  • Wet leg filling & calibration of level instruments, unplugging of lead lines & proving clear of all tapings.

Maintenance Technician Mechanical:

  • Perform maintenance activities of all production equipment which includes, but not limited to, Pumps, Compressors, Fans, Boilers, Heaters, Heat Exchangers, Coolers/ Condensers, Pipelines, Pressure Vessels, Soot Blowers, Valves, Tanks, Steam Turbines,
    Mixers, Agitators, Gas turbines, filters, level gauges, lifting tools and structural. Perform mechanical assemblies, dismantling, alignments, bolt torqueing, greasing, trip checks, balancing, measurements, machining, drilling, gas cutting, welding, brazing, lapping, painting, stenciling, insulation works, protective coating jobs and troubleshooting & repair works of all kinds of hydraulic/pneumatic/electrical operated mechanical equipment. Perform civil works such as drilling, grouting, piling, shuttering, piling, RCC/ PCC works, excavation, plumbing, Carpentry jobs and laying underground piping.
  • Operate all kinds of mechanical tools which includes, but not limited to, Spanners, Torque Wrenches, Chain Blocks, EOT cranes, Test pumps, test benches, Power tools, and also the mechanical instruments.
  • Read and interpret equipment manuals and work orders to perform required maintenance and service. Diagnose problems, replace or repair parts, test and make adjustments.
  • Perform regular preventive maintenance on machines, equipment and plant facilities and record the observations in log sheets.
  • Inspect incoming materials and conduct QC/QA checks. Comply with safety regulations and maintain clean and orderly work areas.

Lab Analyst:

  • Regularly carryout testing (analysis) of various samples of hydrocarbon (crude oil, intermediate streams and final products), water and gases collected from Process units in the refinery on round the clock basis in shift duties.
  • Samples' analysis shall be carried out as per specified/ standard test methods and Standard Operating Procedures (SOPs) of respecting test equipment/ apparatus.
  • Enter the test results in the LIMS software used in the laboratory.
  • Prepare StandSolutionard s of different strength (Normality) for usage in the laboratory, carryout calibration of equipment/ apparatus and maintain records.
  • Check the glass ware/ equipment/ apparatus' condition, clean the apparatus before and after sample analysis and follow safety precautions.
  • Check for adequacy of stocks of consumables, chemicals, glassware etc. available in the laboratory and submit report to Shift incharge. Participate in refinery fire-fighting and mock drills as a first line crew member during emergency.
  • Follow Work Instructions, Safe Work Practices (SWP) and report unsafe/ near miss conditions, if any. Maintain Good Housekeeping in the work place and overall laboratory.
  • Participate in ISO 17025 & 14001 activities and ASTM Proficiency Test programs as and when required.

Junior F & S Inspector:

  • Driving of all type of fire vehicles during normal and emergency situations.
  • Checking, testing and upkeep of Firefighting equipment, fire vehicles & their systems, other appliances, fire protection systems, fire alarm & communication system, fire extinguishers, safety equipment etc.
  • Attending to emergencies inside & outside refinery.
  • Checking of work permits, conducting fire and safety training, manning of fire control room and maintaining all F&S records.

The secret to Jio's success lies in its books, claims Airtel

Reliance Jio Infocomm has rejected rival Bharti Airtel's allegation that the former's 4G network cost is low due to different accounting practices, saying the two issues are not connected and cost differential is because of the technology the latest telecom entrant has deployed."Accounting standards have nothing to do with the cost of carrying a voice call…Jio follows Indian accounting standards. It's a blatant lie to say it does its accounting in any different way," a senior Jio executive told ET.The Sunil Mittal-led telco has alleged that Jio's lower network cost claims stem from its completely different accounting practices, unlike established standards followed by telcos worldwide, including Airtel.A senior Airtel executive told ET there are "massive differences in the way Jio does its accounting," unlike other operators, who follow a simple standard that uses established practices to decide what cost is capitalised in the balance sheet and what's reflected in the P&L account.But the Jio executive said its lower 4G network cost was due to the Voice over LTE (VoLTE) technology it has deployed across India. It has been "demonstrated to all authorities that cost of carrying a voice call on an IP network is close to nil at 0.05 paise a minute," and by not being able to upgrade to the IP framework, incumbent operators "continue to exploit their 2G/3G customers" by charging them as much as Rs 1.50 a minute for voice calls.An Airtel spokesperson declined comment for this report.Airtel and Vodafone Idea have 18% and 5% of their voice traffic on VoLTE (read: IP network), respectively, while Jio has 100%, as per Telecom Regulatory Authority of India data. Trai cited this data as a major reason for the still existing voice traffic imbalance between operators, which triggered its move to float a consultation paper on whether to defer a zero-interconnect usage charge (IUC) regime slated to take effect from January 2020.IUC is paid by the call-originating telco to the destination operator for carrying its voice traffic. Trai expects a balanced voice traffic flow to eliminate the need for an IUC.Older telcos Airtel and Vodafone Idea, and the Mukesh Ambani-owned Jio have blamed the other for voice traffic imbalance, and for allegedly 'gaming' the IUC system to direct more incoming traffic on to their own networks to gain revenue. Currently, Airtel and Vodafone Idea are net IUC revenue gainers, while Jio pays out on a net basis, due to the voice traffic flow patterns.But the voice traffic gap is narrowing between the two as Jio gains subscriber and minute market share at the cost of its rivals. Jio is now the largest telco by both these parameters.As per Trai data, traffic imbalance in terms of absolute minutes between Jio and others has reduced from a peak of approximately 60 billion minutes in December 2017 to 40 billion in June.

Sachin Bansal is ready to be a CEO again

Bengaluru: Flipkart cofounder Sachin Bansal has picked up a majority stake in Bengaluru-based microfinance company Chaitanya Rural Intermediation Development Services (CRIDS), in what is probably a stepping stone into the broader financial services space for the internet billionaire.Bansal has acquired 94% stake, allowing a majority of the existing investors in Chaitanya to exit through the deal. ET first reported the development on April 12.The nonbanking finance company (NBFC), eyeing fresh funding, was reportedly in talks with Bansal for a deal over the last few months. "This acquisition is our entry into financial services," Bansal said in a note to the press.Bansal, who will invest Rs 739 crore in the NBFC, did not specify how much of that would be primary infusion of capital.The Flipkart cofounder will also take over as its chief executive officer. 71304339 Chaitanya confirmed that founders Samit Shetty and Anand Rao would continue to operate in their respective roles to manage existing business segments, thereby retaining their current roles and responsibilities.Bansal sold his entire 5.5% stake in homegrown ecommerce company Flipkart to US retail behemoth Walmart in 2018.After his exit, he cofounded BACQ along with Bank of America top executive Ankit Agarwal.Regarding the funding route for the acquisition, Bansal said he had invested his own money.ET had reported on February 21 that Bansal was keen to apply for a private banking licence and had met senior officials of the Reserve Bank of India.The acquisition of Chaitanya could be a step towards that, industry sources said.Chaitanya India Fin Credit, its lending arm, was founded in 2009 and operates as an NBFCMFI across five states through 195 branches, and a customer base of 350,000.It reported total revenue of Rs 110.5 crore, a jump of 45% from Rs 76.2 crore, according to its 2018-19 annual report.After reporting net loss of Rs 8 lakh in financial year 2018, it posted net profit of Rs 7.2 crore last year.

US did a big favour for Indian techies

PUNE: The move to restrict H-1B visas by successive American governments has led to several US-based multinational companies (MNCs) shifting highly skilled jobs to countries such as India, China and Canada, according to a research paper by an academic.For every three visa applications that were rejected, US companies moved one job offshore over the last decade and half, as they looked for talent in high technology areas, said the paper by Britta Glennon, an assistant professor at the Wharton School of Business at the University of Pennsylvania.Glennon studied data of H-1B visas issued since 2004, when the US began restricting the number of such visas to be issued to 65,000. The curbs have only become more stringent since President Donald Trump took office in 2016.Indian nationals account for 70% of the work permits issued by the US to high technology professionals. "Limiting skilled immigration — through restrictions on H-1B visas — prompted US multinational firms to go offshore; when these firms couldn't hire the skilled workers they needed at home, they simply hired them at their foreign affiliates instead," Glennon told ET. "They also opened more foreign affiliate offices abroad in response to the H-1B restrictions." 71304455 "The effect is strongest among R&Dintensive firms in industries where services could more easily be offshored," the paper noted.Currently, over a third of India's $136-billion IT services exports comes from MNCs with global in-house centres or captive centres, according to data from Nasscom, the industry lobby.The number of people employed by these global in-house centres (GICs) in India has risen sharply to almost a million people in FY19 from 7.45 lakh in FY15, according to a joint study by Nasscom and technology researcher Zinnov.The number of GICs in India has also increased to over 1,250 in FY19 from about 1,000 in FY15, with market size rising to $28.3 billion from $19.4 billion over the same period, the study found.Companies that are fighting to be innovative and build new products to stay ahead of the competition have no option but to move work offshore, said Sukanya Roy, director at Zinnov."Limitations in visas and travel constraints within service providers and partners make it difficult for the larger set of team members to travel and create this domain expertise... This has created a situation where global companies are realising that offshore centres not only enable them to nurture the talent and ensure retention, but also retain core work in-house," she said.In an interview this week to Knowledge@ Wharton, the business school's publication, Glennon said, "I suspect that even firms who haven't offshored yet are now considering doing so as H-1B policies get more and more restrictive. And under the current administration they have gotten much more restrictive."The Trump administration, which has increased restrictions on the H-1B visas, has also changed rules that prefer those who have earned a Masters in US universities for the work visas. India's big four software services exporters — Tata Consultancy Services, Infosys, HCL Technologies and Wipro — have seen around half of their work visa applications getting rejected in the past year as the Trump regime pushed for more employment and higher wages for American workers, according to National Foundation for American Policy (NFAP), ET had reported on August 10.

Govt trying to balance privacy & security

NEW DELHI: The government, which has been working on the draft IT intermediary guidelines since last year, is trying to strike the right balance between user privacy and security, a government official told ET."This is what is causing the delay in finalising it," the official said.The Supreme Court ordered the government on Tuesday to curb social media "misuse" but ensure user "privacy". The apex court asked the government to file an affidavit within three weeks, updating it of the progress in framing the intermediary guidelines."We don't want to be excessive, at the same time we want to protect the user's privacy. But, (we) also don't want to do injustice to the intermediaries," the official said, requesting anonymity.The guidelines put greater responsibility on social media companies such as Whatsapp and Facebook to check content on their platforms, apart from giving users better recourse in case of misconduct."The Supreme Court's order will certainly fast-track the process of finalising the guidelines," said the official, adding that the government has received almost 600 pages of comments on the draft intermediary rules.The ministry of electronics and IT (MeitY) has received contradictory comments on several clauses under the draft, the official said.The government will carefully evaluate it since a section of the industry is applauding one clause, while another is opposing it fiercely, said the official."Issues such as traceability, developing automated tools for monitoring content, timelines for removing content and definition of content (that) can't be hosted by the users on an Internet platform are contentious," said the official.Under the refreshed guidelines, social media companies must ensure traceability to determine the origin of fake news, set up an India office and a local grievance officer, and must respond to government and court requests for information and takedowns within 72 and 24 hours, respectively. They also seek to ask platforms to develop automated tools to proactively remove unlawful content.71303622 First Released in DecThe draft guidelines are an update of rules that were originally notified in April 2011 under Section 79 of the Information Technology Act, 2000, and deal with technology companies' responsibility in curbing misuse of social media.The government first released the draft in December, inviting feedback from all stakeholders till February this year. The final draft will be sent for inter-ministerial consultation before being vetted by the law ministry and notified.According to the draft guidelines, content that is "grossly harmful, harassing, blasphemous, defamatory, obscene, pornographic, paedophilic, libellous, invasive of another's privacy, hateful, or racially, ethnically objectionable, disparaging, relating or encouraging money laundering or gambling, or otherwise unlawful in any manner whatever…" should not be posted.This definition has been adopted from the 2011 rules. "While some people say that there is no issue with it since it's part of the earlier rules and has been working fine, others say it's too ambiguous and want it to be redefined," the official added.The issue of traceability has been the chief bone of contention between the government and instant messaging platform Whatsapp since last year.There is also difference of opinion between various companies over the issue.The government has been asking the Facebook-owned firm to help in deciphering the origin of messages that cause law and order problems in the country, but WhatsApp has been rejecting that, arguing that the platform provides end-to-end encryption. On the other hand, social media companies like ByteDance-owned TikTok, and homegrown ShareChat, among others, have offered to cooperate with law enforcement agencies.

GSK to recall Ranitidine from India after regulator alert

NEW DELHI: British drugmaker GlaxoSmithKline on Wednesday said it is recalling heartburn drug Ranitidine from India, a day after the country's drug regulator asked pharma companies to check their products for carcinogen."As a precautionary action, GSK has made the decision to initiate a voluntary recall (pharmacy/retail level recall) of Zinetac Tablets 150 mg and 300 mg products manufactured in India using API sourced from Saraca Laboratories Ltd," a GSK spokesperson said in a statement.Earlier this month, the US FDA had raised a global alarm over the presence of a probable cancer causing substance—NDMA or N-Niteosodimethylamine—in some Ranitidine medicines.GSK manufactures Ranitidine Hydrochloride IP Tablets 150 mg and 300 mg (Zinetac) using API from Hyderabad-based Saraca Laboratories and another supplier, SMS Lifesciences India Ltd, for supply to the Indian market.Subsequently, Saraca Laboratories was notified by the European Directorate for the Quality of Medicines (EDQM) that its certificate of suitability for Ranitidine Hydrochloride has been suspended with immediate effect.GSK has been contacted by the Indian drug regulatory authority regarding the detection of genotoxic nitrosamine NDMA in Ranitidine products."Based on the information received and correspondence with regulatory authorities, GSK made the decision to suspend the release, distribution and supply of all dose forms of Ranitidine Hydrochloride products to all markets, including India, as a precautionary action pending the outcome of ongoing tests and investigations," added the spokesperson, clarifying that the product manufactured using API from SMS Lifesciences will not be recalled from the market at this point of time. However, all such products will remain on hold and they will not be released to the market till they receive test results."GSK is continuing with investigations into the potential source of the NDMA. These investigations include continued engagement with our API suppliers. Patient safety remains our utmost priority and we are taking this issue very seriously," the spokesperson further said.Ranitidine is a commonly prescribed medicine for countering acidity and is on the World Health Organisation's Model List of Essential Medicines. In India, a host of companies including GalxoSmithKline, JB Chemicals, Cadila Pharma, Zydus Cadila, Dr Reddy's and Sun Pharmaceuticals sell over 180 versions of the drug.The market size for Ranitidine brand in India is Rs 688.6 crore, as per data shared by AIOCD PharmaTrac.

Side effects of medical devices: Panel chalks out formula for compensation

On Wednesday, an experts' panel set up by the government finalised the terms of a legally binding compensation formula which will be recommended to the health ministry for incorporation in the Drugs and Cosmetics (D&C) Act, people aware of the matter told ET.India so far did not have legal provisions to compensate patients who suffer serious side effects due to use of medical devices. The law mandates compensation only when something goes wrong during a clinical trial.According to the formula finalised by the nine-member medical devices sub-committee, compensation will be determined on the basis of parameters like the base amount, loss of wages, and the degree of disability, the persons cited earlier said, requesting not to be named. The panel is headed by former director general of health services (DGHS), BD Athani."If the disability is higher, permanent and the patient is young, the compensation is higher," said one of the persons cited earlier.The experts have suggested a composition of "causality assessment committee" to determine if the adverse event happened due to the manufacturing defect of the medical device or otherwise.In case of imported devices, the liability to pay compensation will fall on the Indian agent licensed to sell the product. Once the formula is approved and notified by the government, all devices regulated under the Drugs and Cosmetics Act will fall under the ambit of the amended legislation.71303716 The proposal to chalk out a formula for compensation in case of medical devices was part of the government's 100-day agenda. The sub-committee was formed after investigations were started into problems due to hip implants manufactured by a subsidiary of Johnson & Johnson (J&J) which required some patients to undergo revision surgery. While some of the affected patients received compensation this year after court intervention, the gap in the law prodded the government to put in place a structure for future compensations.Before finalising their recommendation, the experts' committee had examined the terms of the Motor Vehicles Act, the compensation formula used for awarding subjects who suffer injury in medical clinical trials, the formula prescribed for patients who suffered in the Johnson & Johnson hip implant case, among others.The expert committee consists of representatives of Indian and multi-national device makers along with state drug controllers and public health experts. "The manufacturers who are part of the committee have come to the conclusion that the patient should be entitled to a decent compensation in case any untoward incident happens. However, cases of medical negligence by doctors will not be covered under this formula," the person quoted earlier said.Among other suggestions, the panel has said that state-level expert committees should be formed to investigate compensation claims.

Below investment grade firms set to raise big dollars

Indian private sector companies, which are rated lower than investment grade, in the international market have made the most of low rates and easier liquidity conditions in the overseas market and are on course to raise a record amount of dollars.So far this year, firms such as Azure Power, Jubilant Pharma, Greenko, Delhi International Airport Ltd (DIAL), GMR Hyderabad, Vedanta Resources and JSW Steel have cumulatively raised $7.4 billion and are just shy of beating the $7.7 billion raised by such companies in 2014. Bankers expect the 2014 record to be broken this year as more such companies like UP-based Lalitpur Power Generation are already meeting investors to find the time to issue these bonds."The overseas market has generally been more receptive to highyield issuances this year and Indian companies have taken full advantage of this fact," said Sameer Gupta, head of debt capital markets at Deutsche Bank India. "This window has opened even as liquidity in the Indian markets was tight especially in the first half of the year, so it has helped companies access funds and also diversify their funding sources all at one go."The rush has been such that some companies have hit the overseas market twice this year to raise funds for refinancing and general corporate purposes. Take JSW Steel for example, which raised $400 million through a 5.5-year bond offering to international investors at 5.37 per cent on Tuesday. This was the alloy maker's second such offering after raising $500 million in April this year. It is rated Ba2 by Moody's and BB by Fitch.Two of the GMR group's airport subsidiaries — DIAL and GMR Hyderabad — raised $350 million and $300 million by selling these bonds to investors abroad. Then there are NBFCs like Indiabulls Housing Finance and Shriram Transport, which used this route to diversify their sources of funding. In February, Shriram Transport raised $400 million by selling three-year bonds to investors outside the US and followed it up with a $500-million issue for US-based investors in April."We are expecting more such high yield issuances out of India and we expect this year to be a record year, which will set the benchmark," said Ashwini Kapila, managing director at Barclays. "The market has been really conducive driven by a clear risk on rally. The sharp fall in the US treasuries have also helped these companies and some of the concerns of last year like trade tensions between US and China have also subsided. All this has played its part."

The largest-ever disruption of crude production in Saudi Arabia amid drone attacks on its key facilities may keep oil prices elevated in the near term. Global oil supplies may be adequately met through large inventories and strategic reserves, however, moderation in oil prices will depend on full restoration of Saudi's production, which may at least take a few weeks. Any further escalation of geopolitical tensions in the Middle East may add to the woes.Prices got further support after US President Trump ordered a substantial increase in sanctions against Iran. The latest sanctions affect the Central Bank of Iran and the National Development Fund of Iran, the last remaining source of funds. The impact of the new sanctions on the development fund depends on how active or well-funded it is. If the fund has access to oil revenues the sanctions could have an impact.On the other hand, Storms in Texas also triggered the shutdown of some pipeline and terminal capacity, but the impact on the market is not yet clear as it coincides with a period of extensive refinery turnarounds in the region. The temporary threat to refineries raised concerns about motor fuel supplies while putting pressure on crude in Thursday's session on expectations for reduced demand.Inventory reportA bearish inventory report from the US Energy Information Administration (EIA) did little to bring oil prices down. An unexpected 1.1 Mbpd jump in commercial crude stocks against forecasts calling for a 2 Mbpd drop and an API report of a 592,000 barrels increase. Total crude oil in storage was at 417.1 million barrels, 2 per cent lower than the five-year average for this time of year. The Cushing oil stocks were at their lowest level since October 2018 and there was a 3.7 per cent YoY drop in imports. Domestic oil production increased slightly at 12.43 Mbpd.The US oil and gas rig count fell again, decreasing by 18 for the week. The total oil and gas rig count now stands at 868 or 185 down from this time last year. The total number of active oil rigs in the United States decreased by 14 according to the report, reaching 719. The number of active gas rigs decreased by five to reach 148.Saudi Arabia oil attacksAramco is determined to keep export levels from falling, choosing to draw down inventories to keep shipments unaffected. It is also opting to slash refining throughput by about 1 mb/d, which will cut into product exports but will free up crude. Currently, a lot of October arrival barrels were already on water so hole is going to show up toward late October. The actual long-term impact of attacks on the Saudi oil infrastructure is still difficult to judge because the country is likely to play down any potential problems given the importance of its customer relations and the upcoming IPO of Saudi Aramco. If Aramco loses its perception as a reliable supplier it would have severe implications for its valuation when the company goes public.There are reports that the Saudi government is bullying wealthy facilities into buying its IPO to ensure its success. Riyadh is clearly concerned about the perception of Aramco in the wake of the Abqaiq attack. Also, news surfaced that Saudi Arabia is importing oil from Iraq to cover its obligations for customers, which raised questions about Aramco's ability to keep exports level. But if one of the world's largest oil producers and exporters is suddenly scrambling to import oil that raises some red flags. For its part, Aramco denied having asked Iraq's state-owned oil marketing company for oil.The other interesting factor is the price reaction for physical crude told a somewhat different story to that of the futures market. Dubai swaps for January gaining 13 per cent in the wake of the attacks, while the equivalent Brent contract rose 12.7 per cent.These may not seem like massive differences, but the fact that physical crude prices rose by more than futures indicates a level of concern among the actual traders and consumers of crude oil that is somewhat higher than those investors in the paper market.Natural GasNatural gas futures closed lower, fuelled by a larger-than-expected government storage report and a warm pattern into October that could curb heating demand. The potential for the widespread above-normal temperatures in the forecast to start having an impact on demand as the calendar flips to October and as warmer-than-normal weather extends further into October, air conditioning demand will largely disappear and early-season space heating demand will remain depressed. The EIA reported an 84 Bcf injection into US natural gas storage compared with the consensus estimate of 75 Bcf.OutlookThe risk of high-impact attacks against Saudi energy infrastructure is high and there is a clear risk of a slower restart to Saudi Arabian oil production despite the optimistic guidance by Saudi Aramco.Unless repairs happen much quicker than Rystad expects, it is estimated that the Abqaiq processing facility will only reach 90 per cent capacity by October end. Given that there is a consensus that Iran was the source of the attacks, the market is now awaiting any possible retaliatory action by the Kingdom or its allies, including the US, Brent could go to $68-$69 in light of geopolitical risk that push prices higher.It is not just the flat price that is poised to move higher, nearby time spreads are also likely to move deeper into backwardation, reflecting the tightening in the prompt physical market.(Investors are advised to consult financial advisers before taking an investment calls based on these observations)

BENGALURU: In a first, nearly 80 employees of HCL Technologies, who are deployed at Google office in Pittsburgh, have voted to unionize citing lesser pay and benefits, said the United Steelworkers (USW) union on Tuesday.These 80 technology sector professionals are employed by the fourth largest India tech services company and working at Google's Bakery Square offices. The USW union said that it was proud to welcome these new members "The workers, who are staffed at the tech giant's Bakery Square office alongside Google employees, voted today for union representation. They are seeking a voice on the job and the opportunity to bargain over wages and working conditions," the union said. HCL Technologies did not comment before press time. USW represents 850,000 workers in North America employed in many industry sectors that include metals, rubber, chemicals, paper, oil refining, the service and public sectors and higher education.With these 80 members joining the union was first such representation from the tech services industry. HCL Tech employees voted in favor of unionization despite a company-led anti-union campaign, which included mandatory meetings and the use of a controversial management consultant, said the union. "Over the past few months, management has implied – and in some cases outright told us – that it's better to just be quiet than fight for what's right," Johanne Rokholt, one of the HCL Tech employees was quoted as saying in the statement. "Today we have proved that we are not willing to do that," he said.
