Reuters: Iran's Guards call for 'maximum punishment' of fuel unrest leaders

GENEVA (Reuters) - A senior commander of Iran's Revolutionary Guards has urged the country's judiciary to mete out harsh sentences to what he described as "mercenaries" involved in protests against a fuel price hike last week, the judiciary's Mizan news site reported.

"We caught all the mercenaries who openly confessed they were doing mercenary work for America and, God willing, the judicial system of the country will give them maximum punishments," Rear Admiral Ali Fadavi, a deputy Guards commander, was quoted as saying.

Iran's clerical rulers have blamed "thugs" linked to exiles and foreign foes - the United States, Israel and Saudi Arabia - for stirring up unrest which has led to some of the worst violence in the country in a decade.

Security forces have allegedly fired on protesters in southern Iraq, killing at least five people and wounding dozens more. Iraqis have been protesting for weeks against corruption, misgovernance and a lack of jobs.

Security forces opened fire on protesters in southern Iraq on Sunday, killing at least five people and wounding dozens more, police and medical sources said, as weeks of unrest in Iraq continue.

Troops used live bullets to disperse protesters who were trying to block roads leading to the port city of Umm Qasr in the oil-rich southern province of Basra, the sources said.

BBC: Data leak reveals how China 'brainwashes' Uighurs in prison camps

Leaked documents detail for the first time China's systematic brainwashing of hundreds of thousands of Muslims in a network of high-security prison camps.

The Chinese government has consistently claimed the camps in the far western Xinjiang region offer voluntary education and training.

But official documents, seen by BBC Panorama, show how inmates are locked up, indoctrinated and punished.

China's UK ambassador dismissed the documents as fake news.

The leak was made to the International Consortium of Investigative Journalists (ICIJ), which has worked with 17 media partners, including BBC Panorama and The Guardian newspaper in the UK.

Hong Kong Elections: Landslide Defeat For Pro-Beijing Candidates

SCMP: Hong Kong elections: tsunami of disaffection washes over city as pro-Beijing camp left reeling by record turnout and overwhelming defeat

* By 9am, pro-democracy camp has won 17 out of 18 district councils, all of which previously under pro-establishment control
* Result set to give pan-democrat bloc significant increase in seats on election committee that selects city's chief executive

The anti-establishment reverberations from almost six months of street protests swept through polling stations across Hong Kong on Sunday, as voters in record numbers roundly rejected pro-Beijing candidates in favour of pan-democrats.

The tsunami of disaffection among voters was clear across the board, as pan-democrats rode the wave to win big in poor and rich neighbourhoods, in both protest-prone and non protest-afflicted districts and, in downtown areas as well as the suburbs.

Less immediately obvious was whether there was a generational divide in the way the people voted, but ousted pro-establishment district councillors suggested that young, first-time voters had been instrumental in dislodging them from their perch.

By 9am, the pro-democracy camp has won 17 out of 18 district councils, taking more than 278 seats.

France 24: Pro-European incumbent wins Romania presidential elections

Romania's centrist President Klaus Iohannis won a presidential election runoff on Sunday as expected, crushing his socialist challenger with a pledge to resume judicial reforms slowed down by successive Social Democrat (PSD) governments.

Two separate exit polls showed Iohannis garnered 64%-67% of the vote, with former prime minister Viorica Dancila of the left-leaning PSD taking 33-36%.

"The winner today is modern Romania, European Romania, the normal Romania," Iohannis told reporters in his victory speech.

DW: Drone 'lost' over Libya, says US military

A US drone aircraft has been "lost" over Libya's capital, Tripoli, says AFRICOM, the US military's headquarters for Africa, based in Germany. For months, rival Libyan groups have fought for control of Libya's main city.

US Africa Command (AFRICOM), which from Germany oversees Africa — an area three times larger than the US — did not state a reason for the loss of its drone, said to have occurred on Thursday.

The remotely piloted aircraft (RPA) was "unarmed" and was conducting operations to "assess the ongoing security situation [in Libya] and monitor violent extremist activity," said AFRICOM in a brief statement, adding the incident was "under investigation."

Michael Bloomberg has officially announced he is running for president, bringing the Democratic primary field back up to 19 candidates.

The former mayor of New York City, who served as both a Republican and independent in different times during his three terms, launched a minute-long ad Sunday morning announcing his bid for president.

The ad, which was obtained by CBS News from Kantar Media/CMAG, says he will seek to 'restore faith in the dream that defines us where the wealthy will pay more in taxes and the middle class get their fair share.'

'He could have just been the middle class kid who made good but Mike Bloomberg became the guy who did good,' the voice over says at the start of the ad.

Navy Secretary Richard V. Spencer has been fired after he defied President Donald Trump by refusing to halt a disciplinary process against SEAL Eddie Gallagher.

In a stinging rebuke to the president, Spencer said in statement tonight that he 'cannot in good conscience' obey an order he believes 'violates the sacred oath' he took.

He said that he disagrees with Trump on the 'key principle of good order and discipline'.

However, Defense Secretary Mark T. Esper tonight said that he had asked Spencer to step down because he had gone behind his back.

Hong Kong’s Democracy Parties Scored Big in Local Elections. Here’s What That Means for Their Movement

Pro-democracy parties won a landslide victory in Hong Kong on Sunday, in an election that was widely seen as a barometer of public sentiment for anti-government protests that have gripped the city since June.

A record-breaking number of voters braved long lines, which began forming at polling stations under a heavy police presence as early as 6:30 a.m., to cast their ballots in the district council elections. As of noon on Monday, voters had delivered 17 of the city’s 18 districts to pro-democracy candidates, according to local media. All of the districts were previously controlled by pro-Beijing parties.

Although district councils form the lowest political tier (responsible for neighborhood issues like garbage collection and public transport), elections to them are fully democratic — unlike legislative elections, which determine only half the seats in Hong Kong’s lawmaking body, and unlike the vote for the territory’s leader, which is restricted to a college of just 1,200 electors. That gives the district council elections a broad political significance, especially against the background of months of unrest.

“It reflects a clear-cut repudiation of [Chief Executive] Carrie Lam’s administration,” Willy Lam, an adjunct professor at the Chinese University of Hong Kong’s Center for China Studies, tells TIME. “I think it’s quite possible that the results [will spur Beijing to] speed up the replacement of Carrie Lam, because she has no credibility.”

Hong Kong protesters have issued five demands to the government, only one of which the withdrawal of the extradition bill that sparked the protest movement has been granted. Professor Lam says the election results may embolden protesters to call for their other demands to be met. These include the exoneration of the thousands of protesters arrested to date, as well as Lam’s ouster. (Beijing has remained steadfast in its support for Lam, despite reports that there are plans to remove her.)

“They expect some concessions of Beijing, but Beijing is not ready to make those concessions,” he says.

In a statement issued on Monday, the chief executive acknowledged that the results could be attributed to “dissatisfaction with the current situation and the deep-seated problems in society.”

“The [Hong Kong] government will listen to the opinions of members of the public humbly and seriously reflect,” she said in the statement.

Some pro-Beijing politicians blamed the unrest for their defeat. “Our campaign process was seriously disrupted, our offices and campaign materials destroyed,” said Starry Lee, chairperson the enclave’s largest pro-Beijing party, at a press conference.

While protesters are hailing the election as a victory for their movement, experts caution that it doesn’t necessarily indicate public approval for the increasingly violent measures protesters have adopted since the death of a young demonstrator on Nov. 8.

In the last two weeks, bankers and lawyers have faced off against riot police during lunchtime protests in the financial district, and students barricaded themselves inside two campuses, battling police with an array of almost medieval weapons bows and arrows, slingshots and Molotov cocktails. Protesters have also set a man on fire and killed an elderly bystander, who was hit on the head by a brick during a street battle with police.

“The protesters get a moral victory ,” Professor Lam says. “They now think they have the mandate of the Hong Kong people.” But, he added, “At this stage it doesn’t necessarily mean that voters support the radicals.”

Other analysts say that the democratic camp — which, as result of their sweeping victory, may get to determine 117 of the 1,200 electors responsible for selecting the city’s next chief executive has a big challenge in front of them.

“This confers a huge political responsibility to them, they may not be able to fulfill those obligations one hundred percent,” Cheung Chor-yung, a senior teaching fellow at City University’s Department of Public Policy, tells TIME. “Many of the candidates have no political experience whatsoever, it’ll be a steep learning curve.”

And even if the new district councilors can surmount their lack of experience, he says, it doesn’t mean that they will be able to end of the city’s worst political crisis in decades.

“It’s a leaderless campaign,” Cheung points out. “You can’t identify the political leadership, so how can they work with the mainstream democratic parties?”

Leaked Documents Claim to Reveal Internal Protocols for China’s Muslim Detention Camps

Leaked documents purportedly drawn up by China’s ruling Communist Party (CCP) appear to reveal the internal mechanisms governing a vast network of internment camps used to extrajudicially detain at least a million Muslims in the nation’s far western province of Xinjiang.

Camps must adhere to a strict regiment of total physical and mental control, a gruelling diet of political indoctrination, vice-like security protocols, strict secrecy and “labor skills training” for longer-serving inmates, according to the China Cables, a cache of classified government papers published by the Washington-based International Consortium of Investigative Journalists (ICIJ) on Sunday.

The Chinese government has called the documents “pure fabrication and fake news.” Despite initially denying the existence of the camps altogether, Beijing officials have since changed tack, claiming that they are for “education transformation” and “vocational training” in the fight against the “three evils” of “separatism, terrorism and extremism,” which form part of its regional Strike Hard Campaign Against Terrorism.

Yet the contents of the documents — some of which are signed in the name of Zhu Hailun, the top security official and deputy Communist party chief in Xinjiang — closely mirrors testimony TIME has independently received from over a dozen interviews with former camp inmates and family members of detainees.

Orynbek Koksebek, 39, was arrested in November 2017 after authorities accused him of being a traitor for seeking duel citizenship in neighboring Kazakhstan. He says he was forced to learn the Chinese language and fed endless propaganda about the glory of the CCP under strongman President Xi Jinping. During one interrogation, he says he was thrown into a hole in the ground, doused with cold water and severely beaten. Orynbek’s torture was so unrelenting that he says he eventually attempted suicide. Other inmates have reported rape, torture with electric batons, and other systematic abuses.

“Whenever we saw a bird or a dog outside, we felt jealous of their freedom,” he tells TIME in Almaty, Kazakhstan, where he has escaped to. “Our fate felt endless.”

Predominantly Muslim ethnic minority groups — mainly the Turkic Uighurs, but also Kazakhs, Uzbeks and Kyrgyz — comprise over half of Xinjiang’s 25 million people. An influx of moneyed ethnic Han settlers into the resource-rich region — China’s largest — has helped raise living standards, says the Beijing government, but conversely spurred accusations that local culture has been eroded. Uighurs agitating for greater autonomy have launched a spate of terrorist attacks in recent years.

Other than governing inmates’ treatment inside the camps, the China Cables also detail how the vast troves of personal data amassed through facial recognition cameras, manual searches, and other surveillance apparatus can be used to identify candidates for detention. This chimes with reverse engineering performed the advocacy group Human Rights Watch on the Integrated Joint Operations Platform security app used by police in Xinjiang.

“I’ve seen numerous police reports that indicate a person was detained because they were part of a Quran Study Group,” says Darren Byler, a postdoctoral researcher specializing in the Xinjiang crisis at the Center for Asian Studies at the University of Colorado, Boulder.

The China Cables also contain explicit directives to detain Uighurs with foreign citizenship and repatriate ethnic Muslim Chinese citizens living abroad using China’s embassies and consulates in the dragnet. Again, this is corroborated by witness testimony of exiled Uighurs experiencing threats and intimidation from Chinese officials overseas in breach of local laws and diplomatic protocols.

The Xinjiang camp network has been described as a “horrific campaign of repression” by the U.S. and condemned by 22 nations at the U.N. However, a total of 37 nations, including many with Muslim majorities, have defended China’s record, indicative of the economic and political clout of the world’s number two economy at a time when rival superpower the U.S. is withdrawing from international commitments under Donald Trump.

“Everybody’s afraid that if they take a stand, they’re going to be the only one and then they’re going to get hit,” says Gene Bunin, a researcher into Uighur language and culture based in Central Asia. “Because they don’t expect others to do the same.”

Pro-Democracy Candidates Advance in Key Hong Kong Elections

HONG KONG — Partial returns early Monday from Hong Kong’s local elections showed that pro-democracy candidates won more than a third of the seats in balloting that was seen as a test of support for the anti-government protests that rocked the Chinese territory for more than five months.

Among the winners in Sunday’s vote that drew a massive turnout were former student leaders and a candidate who replaced prominent activist Joshua Wong, the only person barred from running in the election. Rally organizer Jimmy Sham, who was beaten by hammer-wielding assailants last month, also triumphed, as did a pro-democracy lawmaker who had part of his ear bitten off by an assailant.

So far, pro-democracy candidates have won 159 out of 452 seats in 18 district council races.

Hong Kong’s largest pro-Beijing political party suffered the biggest setback, with more than 100 of its 182 candidates defeated. Among the losing incumbents was controversial lawmaker Junius Ho, who was stabbed with a knife while campaigning this month.

The Electoral Affairs Commission said 71% of the city’s 4.1 million registered voters had cast ballots, well exceeding the 47% turnout in the same election four years ago.

The normally low-key race for the district councils, which are controlled by pro-establishment parties, took on new importance amid the protests. A strong showing by the opposition would signal that the public still supports the protesters, even as they resort to increasing violence.

“Symbolically, the message is clear. If the pan-democrats win, then it will be tantamount to a rejection of the hard-line policy of Beijing and the Hong Kong government,” said Dixon Sing, a political science lecturer with the Hong Kong University of Science and Technology.

The record turnout showed “a great groundswell in Hong Kong who believes in democracy,” said David Alton, a member of the British House of Lords who is among the international election observers invited by Hong Kong’s civil society groups.

During the months of demonstrations, protesters have smashed storefronts of businesses seen as sympathetic to China, torched toll booths, shut down a major tunnel and engaged in pitched battles with police, countering tear gas volleys and water cannons with torrents of gasoline bombs. More than 5,000 people have been arrested.

One voter, Christina Li, said it was important for older people like herself to support the youth who are at the forefront of the protests.

“Younger generations might not be able to enjoy the rights that we are enjoying now,” she said as she waited in line outside a polling station. “We cannot take it for granted.”

Many people in Hong Kong share the concern of protesters about growing Chinese influence over the former British colony, which was returned to China in 1997.

The protests started in June over a now-abandoned extradition bill that would send criminal suspects for trials in mainland China. But the movement has expanded to include demands for democratic elections for the city’s leader and legislature, and an independent probe into alleged police brutality in suppressing the protests.

Voting was peaceful amid tight security, with hardly anyone seen wearing protesters’ trademark black clothing or face masks. Many voters turned up early to cast their ballots, leading to long lines that extended for blocks.

The vote is the only fully democratic one in Hong Kong. Members of the legislature are chosen partly by popular vote and partly by interest groups representing different sectors of society, and the city’s leader is picked by a 1,200-member body that is dominated by supporters of the central government in Beijing.

Both the ruling camp in Hong Kong and the Chinese central government were hoping that the unrest, which has disrupted daily life and contributed to the city’s first recession in a decade, would turn voters against the protesters.

Political analyst Sing said public opinion polls showed that many citizens blamed the violence on the government and police handling of the conflict.

A win would bolster the democrats’ influence and give them 117 seats in the panel that elects the city’s leader, but Beijing isn’t likely to soften its stance or make any concessions to the protesters, he said.

There has been a rare break in the violence in recent days as protesters, eager to validate their cause at the ballot box, hit the pause button to ensure the polls wouldn’t be postponed.

Hong Kong leader Carrie Lam, who is reviled by the protesters, said after voting Sunday morning that she hoped the calm will last.

“I hope that … the election will show that everyone doesn’t want Hong Kong to return to chaos again, that we want a way out of this crisis so that we can have a fresh start,” Lam said.

13 People Dead in Southern Iraq in One of the ‘Worst’ Days of Protest

BAGHDAD — Thirteen anti-government protesters were killed Sunday by Iraqi security forces in one of the “worst” days of clashes in the country’s south, as protests swept through the oil-rich area, officials said. Demonstrators outraged by rampant government corruption and poor services burned tires and blocked main road arteries.

Security and hospital officials, who requested anonymity in line with regulations, said seven protesters were killed in the southern province of Basra, near the Umm Qasr port. Security forces used live fire and tear gas to disperse the protesters.

Earlier in Basra, which accounts for nearly 85% of the country’s crude oil production, protesters burned tires in the city center cutting main roads.

Officials said four protesters were killed in Nassiriya province, and one killed in both Najaf and Diwanieh provinces.

One security official in Basra said it was “one of the worst” days since the start of the protest movement. At least 150 protesters were wounded.

At least 342 people have died since demonstrations began Oct. 1, when thousands of Iraqis, mostly youth, took to the streets to decry corruption and poor services. The leaderless uprising seeks to overthrow the political establishment.

Security forces appeared to have fired live rounds at protesters near the Umm Qasr port, killing three according to an official from the Iraqi High Commission for Human Rights, who requested anonymity in line with regulations.

Protesters had cut roads leading to Umm Qasr, the country’s main commodities port, halting all trade activity. Security forces cleared the area of protesters on Thursday.

K-Pop Star Goo Hara Found Dead in Her Seoul Home

SEOUL, South Korea (AP) — K-pop star and TV celebrity Goo Hara was found dead at her home in Seoul on Sunday, police said.

Police said an acquaintance found the 28-year-old dead at her home in southern Seoul and reported it to authorities.

The cause of death wasn’t immediately known. Police refused to provide further details.

Goo made her debut in 2008 as a member of the girl group Kara, which had big followings in South Korea, Japan and other Asian countries. She later worked as a solo artist and appeared on many TV shows.

In May, Goo was reportedly found unconscious at her home and was hospitalized.

She was embroiled last year in public disputes with an ex-boyfriend who claimed to be assaulted by her. Goo accused the man of having threatened to circulate a sex video of her. The case made her the subject of tabloid fodder and malicious online messages.

In October, another K-pop star and actress, Sulli, was found dead at her home near Seoul. The 25-year-old was known for her feminist voice and outspokenness that was rare among female entertainers in deeply conservative South Korea. Before her death, she appeared in a TV show and spoke out against online backlash she received over her lifestyle.

Plane Crashes Into Homes in Congo, Leaving at Least 25 People Dead

GOMA, Congo — A small passenger plane carrying at least 17 passengers crashed shortly after takeoff Sunday in Congo’s eastern city of Goma, killing at least 25 people, including people on the ground.

There are two survivors, including one member of the crew, according to the National Border Health Program, which confirmed 25 dead in a statement later Sunday. The survivors are being cared for at a local hospital, it said.

The 19-seater aircraft crashed into residential homes in the Mapendo district near Goma’s airport in the North Kivu province shortly after “missing” its takeoff, according to provincial governor Nzanzu Kasivita Carly. Black smoke rose from the plane in the morning, whose wreckage could be seen amid destroyed homes as dozens of men tried to help with the rescue efforts. The smoke cleared as rescue workers carried bodies in stretchers and hundreds gathered at the scene.

Placide Kambale, a local pilot, said he took a taxi to the scene of the crash to help out. When he got there, the plane was on fire.

“I called other young people from the neighborhood, they helped me to try to remove those who still moved,” he said. “We have managed to recover two that was quickly sent to the hospital,” but then the fire expanded.

Joseph Makundi, coordinator of the North-Kivu civil protection, said that at least 25 people had been killed.

The Dornier 228-200 was owned by private carrier Busy Bee and was headed to Beni, about 350 kilometers (220 miles) north of Goma in the same province.

Congo’s government said there were 17 passengers aboard the plane, according to the manifest.

The U.N. mission in Congo said it sent an Emergency Crash and Rescue team with two fire engines to support Congolese authorities.

Plane crashes are frequent in the central African nation of Congo because of poor maintenance and relaxed air safety standards. None of Congo’s commercial carriers, including Busy Bee, are allowed to fly into European Union airspace because of safety concerns.

About Devi Ahilya Vishwavidyalaya

Devi Ahilya Vishwavidyalaya is a State University whose jurisdiction was initially restricted to Indore city. Devi Ahilya Vishwavidyalaya formerly the University of Indore was established in 1964 by an Act of Legislature of Madhya Pradesh. The University regulates all the schools within the three campuses.  About Odisha Sub-Ordinate Staff Selection Commission (OSSSC)

The Odisha Sub-Ordinate Staff Selection Commission was arrangement as per the Odisha Sub-Ordinate Staff Selection Commission (Dist. Unit) Rules-2012 Vide G.A Department Notification No.10069/Gen. dt.30.04.2012, which was distributed in the Extraordinary Odisha Gazette bearing Notification No.961 dt.14.05.2013. The Government in General Administration Department has endowed this Commission with the obligation of leading enlistment assessments to area-level Group-C Civil posts under 24 Departments of Government Vide Notification No. 4417/Gen dt.18.02.2013. The Commission which got useful from first November 2012 has been working in its very own structure at Block No.3 and 5, Unit-I, Bhubaneswar since May 2013.

The Commission expects to control the strategy for enlistment to all Group-C Civil posts and Services under various area workplaces of Government of Odisha. It tries to realize consistency in the technique for assessments, question setting, assessment and affirmation of results so as to give quality labor to work at the grass-root level of the administration. As given in Rule-3 of the Odisha Sub-ordinate Staff Selection (District Cadre) Rules, 2012, the Commission involves the Chairman and two Members.

India won't let Chinese ecommerce companies sneak in goods as gifts

BENGALURU: The government is considering amending its rules to completely remove the provision under which citizens can receive duty-free 'gifts and samples' valued at under Rs 5,000 from overseas, after finding its rampant misuse by Chinese ecommerce vendors, senior officials ET spoke to said.The Central Board of Indirect Taxes and Customs (CBITC), which formulates policy concerning levy and collection of customs, was considering a cap on the number of gifts an individual can receive, but has decided against it given the complexity in its implementation. "There were multiple legal options we were looking at, one being limiting the number (of gifts) to four per individual. But to implement this practically would be difficult, so we're looking at a policy that prohibits the clearance of gifts altogether," said a senior government official, who spoke on the condition of anonymity.The customs department began cracking down on ecommerce imports masquerading as gifts in November last year. Starting this year, an approach to block the clearance of such packages across all express cargo ports was adopted, leading to a massive drop in the number of gifts coming into the country. The official said all the three major express cargo ports in Mumbai, Delhi and Bengaluru, which constitute 90% of such imports, had blocked clearance of gifts. Other ports were also notified to ensure Chinese ecommerce vendors did not shift their base, but no such phenomenon has been seen. "We've curbed it (import of gifts) completely. Now policy-wise we're planning in such a way that the gift word itself is removed," said the official. "The policy can say clearance sought as gift is not permitted, or in other words, whatever you're importing you need to pay duties and clear it."While the board's action against imports through the gift channel has been largely tackled, another route for imports has opened up. Firms have been found to be acting as intermediaries between customers and Chinese ecommerce companies, to avoid paying higher duties that personal imports attract.ET had reported in June that the Mumbai customs port had seized hundreds of packages of firms such as Sino India Etail and Globemax, which were acting as importers on record for Chinese firms SheIn and Club Factory, respectively. Both firms were found to be undervaluing imported goods. "B2C imports coming in the garb of B2B imports is another problem. Anywhere we see import volumes surging, we look into it and take appropriate action. However, the number of importers who don't cross this threshold are massive, and we can't look into everything," another government official said.The board has been actively seeking feedback from the industry on ways to curb duty and GST evasion by ecommerce vendors located outside the country, ET had reported in August. For now, the board is working with the Department for Promotion of Industry and Internal Trade by furnishing inputs for the latter's comprehensive ecommerce policy. One of the measures that has already been highlighted in the draft policy is mandating all ecommerce entities, global and local, to register themselves in India for the purpose of monitoring their sales.

Paytm bags the mother-of-all startup cheques

BENGALURU: Digital payments company Paytm said it has raised $1 billion in a financing round led by US asset manager T Rowe Price with existing investors Ant Financial and SoftBank Vision Fund also participating. This is the largest amount raised by an Indian startup this year. The company said this values it at close to $16 billion. Discovery Capital, an existing shareholder in the Noida-headquartered firm, also took part in the latest funding round."It's a $1 billion raise led by T Rowe Price," said Vijay Shekhar Sharma, CEO of One97 Communications, Paytm's parent. "SoftBank has pumped in $200 million while Ant Financial has invested $400 million at a $16 billion valuation."This takes the total investment raised by the company to about $3.5 billion. ET was the first report on T Rowe Price leading the latest funding round at Paytm on October 15.This is a rare bet for T Rowe Price, which manages more than $1 trillion in assets, on a privately held Indian technology startup, after its investment in Flipkart, owned by Walmart.CEO Sharma dismisses threats from rivalsWhen contacted by ET, a spokesperson for T Rowe Price said, "We don't have a comment for that."An Alipay media representative said, "Please note we don't have much to add and you may want to refer to Paytm's press release for details." A SoftBank spokesperson declined to comment.Paytm had last raised $300 million from Warren Buffett's Berkshire Hathaway in September 2018, valuing the company at $10 billion. This is the first primary investment round since then. However, over the course of this year, the company has cashed out employee stock options at a $16 billion valuation. 72216264 "This new investment by our current and new investors is a reaffirmation of our commitment to serve Indians with new-age financial services," Sharma said. Over the course of the next three years, Paytm will invest Rs 10,000 crore to acquire customers and merchants in smaller towns, and online merchants. "The primary intention is to become more inclusion-centric and provide financial services for the underserved and unserved by leveraging technology as a distribution platform," he told ET.Sharma stressed that certain businesses within Paytm, including payments and ticketing, are in the process of breaking even and the company is investing in newer business lines such as financial services and insurance, among others.'BUSINESS MATURE NOW'"Our payment business is fairly mature now and is contribution breakeven, while commerce verticals are making some money," he said.Earlier this year, Paytm began fundraising efforts to pick up close to $2 billion but trimmed the size of the round amid heated competition and widening losses in the digital payments segment. Walmartowned PhonePe, which has been looking to spin itself off as a separate entity and raise external capital, has not closed a round as yet.Sharma dismissed threats from the likes of GooglePay, Amazon-Pay and PhonePe."We have been the majority market shareholder of offline and online merchants," he said. "These people have been spending billions of dollars in the last two-three years but couldn't even touch our payments business. We have been successful in not just protecting but increasing our market leadership."ET reported on November 14 that Paytm's existing investors such as SoftBank imposed new conditions on the company before investing in this funding round. The Japanese group has stipulated that the company should go public within five years from the time of completion of the transaction, failing which SoftBank will have the right to sell its stake to a rival company, sources had told ET. SoftBank, which first invested in the company in 2017, holds a 19% stake, while the Alibaba Group, through Ant Financial and directly, owns 38% in Paytm.One97 Communications posted Rs 3,959.6 crore net loss in FY19 against Rs 1,490 crore a year earlier, according to details the company shared with investors, ET reported in September. Its standalone revenue rose marginally to Rs 3,319 crore from Rs 3,229 crore in FY18. The losses its competitors posted have been equally steep. Phone-Pe's losses amounted to Rs 1,904.72 crore with revenue from operations at Rs 184 crore while Amazon Pay reported a loss of Rs 1,160.8 crore for FY19.

The right time to sell your MF investment

By Dhirendra KumarThe classic refrain of everyone who tries to figure out investing in mutual funds is that there are too many of them, and it's really hard to know where to begin. There are obvious ways around this problem, like advisers or websites or just asking around. However, there's actually an even more difficult choice that investors face, which is at the other end of the investment cycle— which funds to sell off and when.Strangely, more knowledgeable and more involved investors face this problem a lot more than others. The reason is that those of us who are active and involved investors always have an urge to do something. Such investors generally do well because they learn, analyse and act more than others.Therefore, they start equating being good investors with doing something, often anything. Unfortunately, along with everything else, in practice, this also translates into being all to ready to sell off their investments.Most obvious reasons for selling funds are not good ones. There are some exceptions but generally speaking, good reasons tend to be about the investor's own finances and the wrong reasons tend to be about the fund. That may not be clear so I'll explain.Hyperactive investors give three reasons for wanting to sell off a fund investment. One, they've made profits; two, they've made losses and three, they've made neither profits nor losses. Someone will say, "Now that my investments have gone up, shouldn't I book profits?" Alternatively, "This fund has lost a bit of money recently, shouldn't I get out of it?" And finally, "The fund has neither gained nor lost, shouldn't I sell it." Basically, what I'm saying is that investors who have a bias for continuous action can create a logic for taking action out of any kind of situation.Clearly, none of the above reasons are the right ones. By themselves, they are not legitimate reasons for selling a fund. The first comes from the spurious 'booking profits' concept promoted by advisers. Booking profits doesn't make sense for stocks, and it makes even less sense for funds. This attitude makes investors sell their winners and hang on to losers. In mutual funds, the whole point is that there is a fund manager who is deciding for you which stocks to sell and which to buy. If the fund manager is doing this job well, then the fund is giving good returns. Therefore, selling a fund that gives good returns is the reverse of what investors should be doing.Now the second point. Sure, getting rid of poor performers is a legitimate idea, but you need to evaluate the timeframe and the degree of underperformance. Investors try to sell funds that have performed well but may have underperformed other funds by small margins.Someone will say that over the last year, my fund has generated 25% but five other funds have generated 30%, so I will switch to those. This switching based on shortterm past performance is counter-productive and does nothing to improve future returns. Only if a fund underperforms consistently for two or more years should you switch.So where does that leave us? The right answer is that investors should be guided primarily by their own financial goals. You should sell a fund and get your money out when you need it. Let's say you have invested for five or 10 or 15 years, continued your SIPs, and now the money has grown to what you need. You need to make a down payment for a house, or pay for your child's education, or whatever else. If you're getting close to that time, you should sell and redeem, irrespective of the state of the market. In fact, unless it's an expense that can be postponed if needed, you should start acting one or two years before time. Withdraw the money from the equity fund and start parking it in a liquid fund. You can use an automated STP (Systematic Transfer Plan) for this, which will be convenient.Think about it. The goal of investing is not to invest, but to sell, to get the money you have earned. That should take at least as much attention as the first part does.(The author is CEO, Value Research)

After audit report, MFs plan to go after DHFL promoters

MUMBAI: Many fund houses having exposure to Dewan Housing Finance Corp Ltd (DHFL) are keen to turn the heat on the promoters of the crippled mortgage lender.These institutional lenders want Wadhawans, the promoter group, to arrange funds in the light of the findings of the forensic audit conducted by a Big4 firm.The mutual funds (MFs) will soon raise the issue in the three-member committee formed by the Reserve Bank of India (RBI) to help the administrator in recovering about Rs 84,000 crore that DHFL owes to the system. One of the members is a senior office bearer of AMFI, the MF industry lobby. 72215605 "We will ask for the forensic audit from the banks. We have not seen it. According to media reports, the audit indicates gaps in the balance sheet. Based on the forensic findings, we would suggest appropriate action to recover money — even if it means filing a complaint with an enforcement agency," CEO of one of the mutual funds told ET.According to him, fund houses would also insist that while meeting the claims of retail investors, DHFL must refrain from paying retail investors in advance and should only release payments in cases where the investments have matured. "We want a fair waterfall mechanism in the debt resolution process," said the person. As of July 2019, DHFL owed a little less than Rs 84,000 crore to banks, MFs, insurers, provident funds and bond holders, including retail investors. Of this, unsecured debt is less than Rs 10,000 crore.AMCs for a Smaller Haircut"With NS Venkatesh (the AMFI chief executive) joining the committee, we are better represented and have a stronger footing. We will do everything possible to get back the money," said the chief executive of another asset management company. Most fund houses feel that banks with around 50% of the exposure to DHFL debt as against only 5% by MFs have given the promoters a long rope.Members of the Wadhawan family and a group entity own more than 39% in DHFL.Irrespective of whether the resolution path entails a new promoter coming in to replace the existing promoter or a professional takes over and works with banks, MFs will put across the point that the extent of haircut that lenders will have to take will be smaller if enough pressure is put on the promoters for arranging funds. "Why should lenders take the entire hit?" said an asset manager.Before the government expanded the scope of the Insolvency and Bankruptcy Code to cover nonbanking finance companies, some of the MFs had moved the Bombay High Court to protect their interest in DHFL.The Insolvency and Bankruptcy (Insolvency and Liquidation Proceedings of Financial Service Providers and Application to Adjudicating Authority) Rules, 2019 allow the appointment of a panel to advise the administrator in the operations of the financial service company during the corporate insolvency resolution process.Former managing director of Indian Overseas Bank R Subramaniakumar was appointed as the administrator for DHFL by RBI which has superseded the board of the company. The other two members of the advisory panel are Rajiv Lall, non-executive chairman of IDFC First Bank and NS Kannan, chief executive of ICICI Prudential Life Insurance.

Logistics firms feel the slowdown, scale back on expansion

MUMBAI: The slowdown in India's economy is beginning to manifest in the logistics industry, with top companies such as DHL Express, Allcargo Logistics, the logistics arms of Mahindra & Mahindra and retail behemoth Future Group, and the Warburg Pincus-backed Stellar Value chain witnessing the impact of tepid business on the pace of growth. Some of the companies have also deferred planned expansions, and are setting relatively modest revenue targets."There is a little bit of slowdown. We are expanding 5-10% slower this year than the last. The slowdown has been the most visible in the August-September period," RS Subramanian, senior vice president and managing director, DHL Express India, part of Deutsche Post DHL Group, told ET in a recent interview. DHL operates the largest courier service in the world."The slowdown in the automotive sector is the most talked about. Having said that, there are some industries, such as pharma and life sciences, which are still healthy," he said.Revenue has not declined for the company and there is no change in its medium-to-long-term expansion plan at DHL Express.Future Supply Chain has seen a "mellowing of demand in the first couple of quarters of this financial year," said its managing director Mayur Toshniwal."If the sales for a customer were 15%, the new statistics are 7%," he added.Toshniwal said Future Supply Chain has postponed the construction of some new warehouses. The company was supposed to add up to 3 million square feet of warehousing space this year but will now add 2-2.5 million, he added. Its earlier plan was to spend ?250 crore this year on new warehousing space, and that budget has now been cut to ?180 crore-?200 crore.Revenue projections for Mahindra Logistics may be "recalibrated given the current economic environment," said its new CEO Rampraveen Swaminathan.Allcargo Logistics has seen a slower growth in exports. It will also miss its $2-billion revenue target for 2020, its senior management said in a recent interview.India's second-quarter GDP data is to be released on November 29. In the recent past, auto sales, consumption, real estate sales and bank credit data have pointed to a demand slowdown. India's industrial production shrank for the second consecutive month in September, its worst performance in the series that began in April 2012.While many companies haven't seen a decline in revenue growth due to addition of new customers, sales for traditional customers have taken a hit.Anshuman Singh, chairman of Stellar Logistics, said that while the company penciled in 25% growth from its traditional customers, the actual growth has just been 5%."However, we are still growing aggressively at 100% every year due to our new customer acquisitions, new warehouses and new company acquisitions. Due to the economic slowdown, our long-term plan of 50 million square feet of warehousing space (from 5 million currently) and 50,000 trucks in five years may happen not in five years but will happen in six or seven years," he added.Transportation has seen the most significant impact of the slowdown, with companies cutting down plans to expand fleet. "The Indian logistics sector's struggle to grow profitably in a market marked by tight margins and rationalised volumes continues. Transportation, particularly road transport being the biggest segment of the Indian logistics sector, is feeling some heat. The temporary dip in transport volumes has resulted in some companies taking measures including rationalising routes, manpower and new capacity orders," said Prahlad Tanwar, partner and logistics expert at KPMG. Sumit Sharma, co-founder of logistics startup GoBolt, said the company has cut by half its plans to increase its fleet size by 100 this year. It operates a combination of owned and leased fleet of 500 trucks.

Cognizant’s $250m-a-year content moderation business up for grabs

MUMBAI: Cognizant's move away from the content moderation business, including the service it provides Facebook to monitor user content, has opened up an over $250 million (Rs 1,795 crore) a year opportunity for other companies.Genpact is likely to benefit the most, while Accenture and Wipro, too, stand to gain as Cognizant's clients are expected to initiate a rebidding process to assign contracts to new service providers, analysts said.Industry experts expect the rebidding process to begin soon. In fact, some of the work from a Cognizant client has already moved to Genpact, said a person aware of the development. "They are already a large client for Genpact. But a lot of the other IT services and BPM (business process management) companies are pushing for the business as well. It's good for companies because a major competitor has left the business," a BPM industry executive said.The decision to move out of the business, which focuses on determining whether content violated client standards, is in line with Cognizant's strategy towards becoming a more cost-efficient and digital-driven company. Genpact, meanwhile, had sounded upbeat about the business. "Like all the work that we do, we focus really strongly on operational delivery, excellence and so on," CEO NV Tyagarajan had told analysts earlier this month. "And, therefore, we feel good about the position that we have in that business, the relationship with our clients in that business, so all good."Cognizant would exit the content moderation business gradually in the coming year, chief financial officer Karen McLoughlin said in a recent analyst call. Some analysts suggested that given the manual nature of content moderation work, the company's exit from it was well-timed.

ICICI Pru Life wants to keep asset and liability side pristine

Profits declined last fiscal as ICICI Prudential Life Insurance shifted focus to the higher-margin protection business instead of the popular Unit Linked Insurance Plan (ULIP). Earnings would rise in the years to come and profit margins will also soar, while the company also continues to commit to quality investments, NS Kannan, chief executive, told Shilpy Sinha and MC Govardhana Rangan in an interview. Edited excerpts:It's more than a year since you occupied the corner office. After a lull, insurers have become a favourite of investors. What has changed?The last one year has been both challenging and rewarding. The industry and the market have been volatile. We had to navigate those things. It was rewarding because we are starting to deliver what we said.What were the challenges? How did you navigate?This is the brand that has grown over the years. It is a phase where we are getting from teenage to adolescence. The people, brand, and ICICI Bank is a great partner. When I came back to this company, it was like coming home after four years. The company has become bigger, in distribution and in complexities. And as an organisation, we will have to keep growing. Today the product mix is much diversified. We have brought down ULIP to 69% from 85%. We have moving ahead in protection journey and it is now 15%. We have grown VNB (value of new business) at 20.2% for the first half. There is a huge under-penetration in protection and I see this as a multi-decade opportunity. The protection writing is only 2% and it has been operating only in savings.Insurance is supposed to provide funding for long-term infrastructure development. But regulatory investment rules appear to a roadblock. Is there a scope to relax them?They have stipulated minimum AA for investment in corporate bonds. The proof of the pudding is in the eating. For us in 19 years, we have zero NPA. In general we have been more overweight on government bonds as opposed to corporate bonds. We think that if interest rate has to be played, we can do it through government bonds, which is a liquid market than the one for corporate bonds. Within corporate, we have been underweight NBFCs. It really helped us. We will have to protect policyholders' money.ULIPs have been popular both with buyers and insurers. Why are you shifting to protection?From adolescence, we are getting into adulthood. We want to take protection journey to the next level. We are 15% protection and with that we have been able to put a good VNB. There is a huge protection gap in the country. It is only 2% of the industry. It is nascent. Some studies like Swiss Re have put the protection gap at $9 trillion. The awareness for protection goes up as the country's per capita income goes up. Today, the per capita income is $2,000. ULIP will continue to be an important product in our portfolio. Today, the regulator has capped the charges. Demand compression is leading to a drop in ULIP portion.Insurance is not seen as the best way to invest unlike mutual funds. Nor does it have the convenience of bank deposits. How do you compete?Bank deposit is seen as safe, stable and liquid. There is some distinction between insurance and mutual funds. Insurance can give protection and goal-based savings. There will be asset allocation from customers. If you look at financial savings, 23% of household financial savings was going to life insurance. Customers are clear that for safety, liquidity they have to invest in insurance. Customers will have need for liquidity, yield and protection. In that spectrum, it is the asset allocation of customers.Annuity is a product that savers look forward to from insurance firms. You are doing only immediate annuity. Why?In the first six months, we have seen 100% growth in immediate annuity. There is pension opportunity going forward. We want to keep our asset and liability side pristine. In the 19 years, our NPA is zero, and no provisions have been made in our bond book. We want to keep the record going. Very high guaranteed product, which we cannot handle, we do not want in our portfolio. We do only manageable guarantee in the liability side.How do annuity products compete with the new pension scheme?There is some kind of double taxation on annuity. If after the accumulation phase, you go out and buy an annuity, the entire stream is charged, which comprises both principal and interest charge. The entire regime is charged. There is a case for a change. We have requested the regulator…There is some dichotomy in terms of expense structure.Digital is transforming financial services. What about insurance?I think in the foreseeable future, this industry will be intermediary driven. They are natural owners of customers who do business and transact with them. We look at partnerships in place - conventional and unconventional. In terms of conventional partnerships, we have tie-ups with 12 to 13 banks apart from ICICI Bank. In unconventional partnerships, we have tie-ups with over 300 companies, such as payments banks, small finance banks and wallets. In terms of Annual Premium Equivalent, 17 to 18% comes from unconventional partners. But banks continue to be predominant.We are a bank promoted company but we are not only bank dependent company. Today, all banks contribute 53% business. We have diversified distribution. We have invested in expanding agency. We have an agency base of 1.8 lakh. The agency channel underwent some bit of churn. We are a customer-centric organisation. The order of magnitude of margin for Ulips is 8-9%, traditional products would be 15% and protection is high.Why is ICICI Bank's share in premium growth falling?ICICI Bank is still a dominant distributor of life insurance. We have our primary shareholder as distributor. They have been hovering around 50%. We have been rolling out products for their customers. We have rolled out PASA— pre-approved sum assured — for bank customers. We have launched term plans for people with pre-condition and out of protection net. It is doing well and has great potential.Your earnings fell 30% last year and remained flat this year. When will it turn positive?The accounting regime is such that upfront expenses are high and you cannot amortise the expense. In about 2 to 3 years, when IFRS comes in, there will be alignment of expenses. Last year, we declined by 30%. This year we have grown by 1%. From here on, we will see PAT stabilise. This year, we want to double the value of our new business. We want to grow the VNB by 22-25% a year. Margins have grown from 17% last year to 21% this year largely driven by protection from a product mix perspective.Persistency is a key issue when it comes to insurance. Does it affect assumptions for the VNB?Big-ticket Ulips have seen some drop in persistency. We have been able to grow 2% despite a 16% drop in Ulips in general. We have been able to pull back 50 basis points in persistency. Persistency is above the VNB assumption. VNB will be driven by premium growth, protection, productivity and persistency. It diversifies our protection mix. There are 6-7 companies active in protection. We have a 30% share in retail protection. Non-par is 15% of our product mix and the bulk of non-par is protection.

Cognizant’s $250m-a-year content moderation business up for grabs

MUMBAI: Cognizant's move away from the content moderation business, including the service it provides Facebook to monitor user content, has opened up an over $250 million (Rs 1,795 crore) a year opportunity for other companies.Genpact is likely to benefit the most, while Accenture and Wipro, too, stand to gain as Cognizant's clients are expected to initiate a rebidding process to assign contracts to new service providers, analysts said.Industry experts expect the rebidding process to begin soon. In fact, some of the work from a Cognizant client has already moved to Genpact, said a person aware of the development. "They are already a large client for Genpact. But a lot of the other IT services and BPM (business process management) companies are pushing for the business as well. It's good for companies because a major competitor has left the business," a BPM industry executive said.The decision to move out of the business, which focuses on determining whether content violated client standards, is in line with Cognizant's strategy towards becoming a more cost-efficient and digital-driven company. Genpact, meanwhile, had sounded upbeat about the business. "Like all the work that we do, we focus really strongly on operational delivery, excellence and so on," CEO NV Tyagarajan had told analysts earlier this month. "And, therefore, we feel good about the position that we have in that business, the relationship with our clients in that business, so all good."Cognizant would exit the content moderation business gradually in the coming year, chief financial officer Karen McLoughlin said in a recent analyst call.
