WNU editor: On Friday a reader of this blog wanted my take on what a U.S. talk show host said on Friday .... that the U.S. is now in a Cold Civil War. That question struck me, and I have been thinking about it ever since. I am person who is fascinated with American history. Particularly it's Revolution, the Civil War, the Cold War, its historical relations with Russia/Soviet Union, and U.S. political history from President Reagan onward. But what is happening now is (from my knowledge) unprecedented in American history. The vitriolic hatred of President Trump from those who oppose him and who want him removed from office, and the passion of those who defend him, this blog has covered it all since President Trump was inaugurated. But after the Mueller Report failed to provide evidence of Russian collusion coupled with his disastrous testimony, I did sense a seismic shift in Washington taking place. The news coverage and punditry became darker, and the anger among Congressional Democrats intensified. Upon reflection I wonder if it was during this time that the gloves were taken off, and the priority was to make and execute a plan to remove President Trump from office, irregardless on what it takes. The event that made me think about that was when House Speaker Nancy Pelosi announced that an impeachment inquiry was to take place. The fact that they want this all wrapped up in two months, and articles of impeachment to be voted on before Christmas (which will passed), also told me that the fix is already in, and we are just following a plan.
So what is next? The Democrats have crossed the Rubicon, and their intent on what they want to happen next is now crystal clear. And as for President Trump .... as the above tweet indicates .... is acknowledging this and he is responding. In the next few months this crisis is going to intensify. The Democrats and their never-Trumper allies have no interest in backing down. To them President Trump is illegitimate, and they will continue to double down until he is gone even though most Americans oppose what they want, which is the forcible removal of President Trump. On the opposite side there is going to be blow-back from President Trump's supporters, and they will double down in their defense of him. By December or early 2020 President Trump will be impeached along partisan lines, and the case will go to the US Senate where it will be dismissed. No one will be satisfied, and the anger and bitterness will continue but at a level not seen in decades.
So .... is an American "Cold" Civil War now happening? You tell me.

The Kommersant business daily reported and the Kremlin confirmed Putin's offer, which came amid concerns that Russia and the U.S. are headed toward an arms race after Washington exited the Intermediate-Range Nuclear Forces Treaty (INF) pact last month. China's military on Wednesday published a video containing a clip of what appeared to be the launch of a new type of supersonic cruise missile, only to withdraw the film and replace it with a version with that scene trimmed out.
The original footage, which ran for just over a minute, was released on social media by the People's Liberation Army Rocket Force as part of the celebrations for the 70th anniversary of the founding of the People's Republic of China, which falls on Tuesday.
The film contained a two-second clip in which an unidentified missile with an unusual design is seen being fired from a launcher truck. However, in the later version, the scene is replaced with footage of two separate missile launches in a desert setting.

The New York Times already knows who this CIA official is, and I am sure that they are not the only one. IMHO it is only a matter of time before his name becomes public. As to this whistle-blower's demand to remain anonymous, I just do not see how this is possible. His actions have resulted in an impeachment inquiry with a Democrat Congress that has been determined to impeach President Trump since he was inaugurated. This CIA officer's complaint also has errors, so he has to address it when he testifies, and he has to implicate others for giving him the information that he used in his complaint. Something that I am sure these people are not going to be happy with. Bottom line, his career is over, and everything about him .... from his personal history to his political leanings .... is going to be in the public domain very soon. Being under Federal Protection is going to be the least of his worries. On a side note .... I am sure this CIA official expected all of this. Everything has been presented in a thoughtful and timely manner, even his request for federal protection. He had a plan, and he is executing it right now.

After President Trump was accused of a cover-up for moving details about his July 25 phone call with Ukrainian President Volodymyr Zelensky in a separate, highly secured computer system, former Obama national security adviser Susan Rice admitted that Obama did the same thing.
The difference? Rice says that Trump's conversation didn't meet the threshold to justify that level of classification, according to The Federalist.

Boris Johnson has vowed to stay on as the UK's Prime Minister even if he fails to secure a deal to leave the European Union, saying only his Conservative Government can deliver Brexit on October 31, no matter what.

House Intelligence Committee Chairman Adam Schiff said Sunday that an agreement has been reached for the whistleblower at the center of the impeachment inquiry into President Donald Trump to testify before Congress.

WASHINGTON (Reuters) - Congress is determined to get access to Donald Trump's calls with Russian President Vladimir Putin and other world leaders, the chairman of the U.S. House Intelligence Committee said on Sunday, citing concerns the Republican president may have jeopardized national security.
"I think the paramount need here is to protect the national security of the United States and see whether in the conversations with other world leaders and in particular with Putin that the president was also undermining our security in a way that he thought would personally benefit his campaign," Democrat Adam Schiff said on NBC's "Meet the Press."
Congress is investigating a whistleblower complaint that said Trump solicited a political favor from Ukraine's president that could help him get re-elected to a second term next year. Democrats say Trump's actions jeopardized national security and the integrity of U.S. elections.
WNU Editor: If the White House complies with this request and creates this precedent, no foreign leader will want to talk candidly to the U.S. President in the future knowing that their conversation will be disclosed. VIENNA (Reuters) - Austrian conservative leader Sebastian Kurz triumphed in Sunday's parliamentary election, as widely expected, but he will need a coalition partner to form a stable government and the vote left him several options across the political spectrum.
The election followed the collapse in May of Kurz's coalition with the far-right Freedom Party (FPO) after a video sting scandal that forced FPO Vice Chancellor Heinz-Christian Strache to step down.
Kurz, 33, has been largely unscathed by the scandal, even gaining voters from the FPO as its support has slipped to roughly a fifth of the electorate from a little more than a quarter in the last vote in 2017.
As predicted by opinion polls for months, Kurz's People's Party (OVP) came a comfortable first, with 37.2% of the vote, according to a projection by pollster SORA for national broadcaster ORF published soon after voting ended.
WNU Editor: Some readers have asked me on why have I not posted anything on the massive climate change march in Montreal on Friday. My focus has been elsewhere for the past few days, so even though I am late, here are some observations. I did not attend the march, but I had to be in the center of Montreal that afternoon, and the office that I was going to was in the middle of the climate change march. I definitely did not want to drive, so I took public transportation (it was free that day). The place where I took the bus is also the bus stop near the local high school. This school is half non-white, and the students were more or less told that they were not under any obligation to go to school today. But at the bus-stop all the students who were waiting for the bus and who did NOT go to the march were non-white. I can understand why. Demo or not, these non-white students are primarily from immigrant families, and it has been drilled in them that they better go to school before anything else. When I was downtown I had a very good chance to see the crowds (at least one section of it). The placards were on climate change. Anti-globalism. Anti-capitalism. Anti-oil. Pro-Marxist. Pro-LGBTQ+. Etc.. The composition of the crowd was young, and almost entirely white. (Montreal is about 40% non-white). In the office that I was at, the people that I was seeing were not at all interested in what was happening outside. They actually found it to be a distraction. When I left the meeting the demonstration was ending and all that I saw was litter and garbage from the demonstration everywhere.Was I impressed. No.
Update: I am from a generation that strongly believed in pushing for government policies to preserve the environment. I did it in Moscow when I was living there, and I did the same when I became a citizen of Canada in the 1990s. But today's generation and their focus on the environment is different. They believe in computer models that say that global temperatures are rising, and it will destroy much of civilization if it is not stopped. Some are even saying that disaster is only 12 years away. I do not share this point of view. I am old enough and I have travelled the world enough to see first hand how the energy industry has transformed the lives of billions on this planet for the good. Any disruption in this supply and its growth would be a disaster for these people, and that is not based on some computer model but on the history of where we were, and where we are today. And as to claims that climate change will kill millions. Need I say that climate events did kill millions in the past, but due to global modernization fed by a growing energy industry, that is a thing of the past (see below). I do not want to live in that past, but Friday's massive turnout in Montreal tells me that a lot of people do.
WNU Editor: The gift that keeps on giving. The Toronto Star removed the video because they have always been sympathetic to the Liberals. Their editorial board has always given their support to the Liberals, and I expect them to do the same thing again this year. As for the election. The polls currently show the opposition Conservative Party in the lead by about a point or two over Trudeau's Liberals. I have some very good contacts in the Liberal Party, they tell me that their support is where it counts (i.e The Atlantic Provinces, Quebec, and Ontario), and they will have enough seats to form the next government. These sources have always been accurate to me in the the past, and I have no reason to doubt them. As to what is my take on these polls .... in the past two years we have had a number of provincial elections where the pollsters have underestimated Conservative support by about 5% (and even more in some cases like the Alberta election). I would not be surprised if this underestimating of support may also be in play in this election. One more personal observation. I live in of Montreal's suburbs. In the last election there were Justin Trudeau signs on many homes near where I live (including my two neighbours). Today .... not one home has a sign.

(BEIJING) — China’s top trade negotiator will lead an upcoming 13th round of talks aimed at resolving a trade war with the United States, a senior Chinese official said Sunday.
Vice Premier Liu He will travel to Washington for the negotiations, Vice Commerce Minister Wang Shouwen said. He didn’t give exact dates, but said the talks would be after China’s National Day holiday, which runs through Oct. 7.
“The two sides should find a solution through equal dialogue in accordance with the principle of mutual respect, equality and mutual benefit,” Wang said at a news conference with other officials, including Commerce Minister Zhong Shan.
The Trump administration first imposed tariffs on Chinese imports last year in a bid to win concessions from China, which responded with tit-for-tat tariffs. The escalating dispute between the world’s two largest economies has depressed stock prices and poses a threat to the global economy.
Both sides have made conciliatory gestures ahead of the next round of talks, but a deal remains elusive.
The U.S. postponed a further tariff hike on Chinese goods, and China lifted punitive duties on soybeans. The move helps both American farmers and Chinese pig breeders, who use soy as feed and are struggling with a devastating outbreak of African swine fever.
The Chinese government released a third round of 10,000 tons of pork from its reserves Sunday to try to stabilize rising prices ahead of the holiday, Vice Commerce Minister Qian Keming said at the news conference.
China also has increased pork imports 40 percent in the first eight months of this year, as well as those of other meats.
Qian said the average wholesale price of pork had edged down slightly during the week of Sept. 16-22 to 36.4 yuan ($5.11) per kilogram.
(PORT-AU-PRINCE, Haiti) — Opposition leaders are calling for a nationwide push Monday to block streets and paralyze Haiti’s economy as they press for President Jovenel Moïse to give up power, and tens of thousands of their dedicated young supporters are expected to heed the call.
People stood in lines all day Sunday under a brutal sun to get water, gasoline and other basic supplies before the next round of protests that many worried would turn more violent than a demonstration Friday during which several homes and businesses were burned as police fired tear gas at protesters.
Several people have died in the past three weeks amid the political clashes.
“I have a feeling that the country is going to change,” said Yves Bon Anée, a mason standing next to eight empty plastic gallons that he would fill with gasoline at $2 a gallon for friends, family and himself. He planned to resell his portion to make some money because he hasn’t been able to find work in weeks amid Haiti’s crisis.
“My kids are suffering,” he said of his three young boys.
Opposition leaders and supporters say they are angry about public corruption, spiraling inflation and a dwindling supply of gasoline that has forced many gas stations in the capital to close as suppliers demand the cash-strapped government pay them more than $100 million owed.
Protesters also are demanding a more in-depth investigation into allegations that top officials in the previous government misused billions of dollars in public funds that were proceeds from a Venezuela subsidized oil plan meant for urgent social programs.
Moïse, who took office in 2017 following an election redo, has said he will not step down despite the unrest and instead called for calm, unity and dialogue during an address televised at 2 a.m. Wednesday. It was a rare appearance for the president since the new wave of protests began about three weeks ago.
Laurent Dubois, a Haiti expert and professor at Duke University, said he believes the country will face an increasing impasse unless the parties find a way to reach some kind of resolution.
“There’s a lot of fear, a lot of anxiety … that things are going in a direction in Haiti that we haven’t seen in a while,” he said. “It seems like we’re going into some kind of new phase in Haitian history, but what it holds will be difficult to predict.”
Opposition leaders demanding Moïse’s resignation say they envision a transitional government after the chief justice of Haiti’s Supreme Court takes over as dictated by law if a president resigns.
André Michel, an attorney and professor of human rights, said Haiti’s current political system has generated misery, underdevelopment and corruption that have led to poverty, noting that the country’s middle class has shrunk.
Michel said Haiti needs to rebuild a new society and state as he called on the international community to back the goal of opposition leaders to oust Moïse.
“The will of the people is clear,” Michel said. “If he insists on remaining as president, he will lead the country into chaos.”
At a news conference Sunday, opposition leaders urged the dozens of supporters gathered around them to start blocking streets and to help them look for Moïse, whom they contend has gone into hiding.
Among those leading the call to find Moïse was opposition Sen. Youri Latortue, who has denied corruption allegations that U.S. officials made against him more than a decade ago and once led a party allied with Moïse’s Tet Kale faction.
“We’re going to search for him everywhere,” Latortue said.
(NEW YORK) — Saudi Crown Prince Mohammed bin Salman said in a television interview that he takes “full responsibility” for the grisly murder of Saudi journalist Jamal Khashoggi, but denied allegations that he ordered it.
“This was a heinous crime,” Prince Mohammed, 34, told “60 Minutes” in an interview that aired Sunday. “But I take full responsibility as a leader in Saudi Arabia, especially since it was committed by individuals working for the Saudi government.”
Asked if he ordered the murder of Khashoggi, who had criticized him in columns for The Washington Post, Prince Mohammed replied: “Absolutely not.”
The slaying was “a mistake,” he said.
Khashoggi entered the Saudi consulate in Turkey on Oct. 2, 2018, to collect a document that he needed to marry his Turkish fiancee. Agents of the Saudi government killed Khashoggi inside the consulate and apparently dismembered his body, which has never been found. Saudi Arabia has charged 11 people in the slaying and put them on trial, which has been held in secret. As of yet, no one has been convicted.
A U.N. report asserted that Saudi Arabia bore responsibility for the killing and said Prince Mohammed’s possible role in it should be investigated. In Washington, Congress has said it believes Prince Mohammed is “responsible for the murder.” Saudi Arabia has long insisted the crown prince had no involvement in an operation that included agents who reported directly to him.
“Some think that I should know what 3 million people working for the Saudi government do daily,” the powerful heir told “60 Minutes.” ”It’s impossible that the 3 million would send their daily reports to the leader or the second-highest person in the Saudi government.”
In an interview Thursday in New York, Khashoggi’s fiancee, Hatice Cengiz, told The Associated Press that responsibility for Khashoggi’s slaying “was not limited to the perpetrators” and said she wanted Prince Mohammed to tell her: “Why was Jamal killed? Where is his body? What was the motive for this murder?”
Prince Mohammed also addressed the Sept. 14 missile and drone attack on Saudi oil facilities. While Yemen’s Iranian-allied Houthi rebels claimed the assault, Saudi Arabia has said it was “unquestionably sponsored by Iran.”
“There is no strategic goal,” Prince Mohammed said of the attack. “Only a fool would attack 5% of global supplies. The only strategic goal is to prove that they are stupid and that is what they did.”
(LONDON) — British Prime Minister Boris Johnson denied wrongdoing Sunday over his links to an American businesswoman who allegedly received money and favorable treatment because of their friendship during his time as mayor of London.
Asked during a BBC interview about his ties to tech entrepreneur and model Jennifer Arcuri, Johnson sought to suggest that political motivations were behind the decision Friday by the Greater London Authority to refer a conduct matter to a police watchdog agency.
The matter arose from a Sunday Times report saying Arcuri was given 126,000 pounds in public money and privileged access to trade missions to the United States, Israel and Asia that Johnson led as mayor, even though her fledgling business had not yet met eligibility requirements for such trips.
“Everything was done in accordance with the code … and everything was done with full propriety,” Johnson said Sunday. When pressed again by BBC journalist Andrew Marr, Johnson added: “There was no interest to declare.”
The scandal worsened Sunday as Johnson’s Conservative Party was opening its annual party conference in Manchester following a tumultuous week for a leader who has only been in the job since July.
In just the last few days, the U.K. Supreme Court declared Johnson’s attempt to suspend Parliament illegal and he cut short a trip to the United States, racing home to face the House of Commons, where lawmakers greeted him with cries of “Resign!” He then lost a vote on a normally routine matter — a request to adjourn for a week so that Conservatives could attend their conference.
Complicating things further, questions were raised about the 55-year-old Johnson’s links to Arcuri, now 34, who set up a cyber firm in East London after moving to the capital seven years ago.
Yet even as the British leader visited North Manchester General Hospital on Sunday to talk about his government’s plans to build 40 hospitals, his efforts failed to change the subject.
“Let’s be absolutely clear, I am very, very proud of everything that we did and certainly everything that I did as mayor of London,” he said, adding that the current London mayor, Sadiq Khan of the Labour Party, “could possibly spend more time investing in police officers than he is investing in press officers and peddling this kind of stuff.”
The independent office, which oversees police complaints in England, was asked to consider if there were grounds to investigate Johnson for misconduct in public office. The authority said Friday it had a “statutory duty” to record the matter because Johnson served as police commissioner during his 2008-2016 tenure as London’s mayor.
The probe is the latest sign of animosity that has consumed British politics since the country narrowly voted in 2016 to leave the European Union. Three years later, Britain and its politicians remain bitterly divided over how, or even whether, to leave the 28-nation bloc.
Johnson took power two months ago with a “do-or-die” promise that Britain will leave the EU on the scheduled date of Oct. 31 — even if there’s no divorce deal outlining Britain’s commercial relations with the other 27 EU nations. His foes in Parliament are determined to avoid a no-deal exit, which economists say would plunge Britain into recession.
In unusually heated debate Wednesday, Johnson referred to an opposition law ordering a Brexit delay as the “Surrender Act” and said postponing the country’s departure would “betray” the people. He also brushed off concerns that his forceful language might endanger legislators as “humbug.”
Opponents accused him of fomenting hatred in the country with his populist, people-versus-politicians rhetoric.
As tempers smoldered, Johnson rejected the notion that he himself had played a role in whipping up tensions.
“I think I’ve been a model of restraint,” Johnson said Sunday. “But I think everybody should calm down.”
PARIS — Thousands of mourners paid tribute Sunday to former French President Jacques Chirac, who died at 86.
Chirac was lying in state Sunday afternoon inside the Invalides monument in Paris, where France honors its heroes, after he died Thursday.
People were holding a moment of silence in front of the casket draped in the French flag under a large, smiling picture of Chirac.
A booklet prepared by Chirac’s family was handed to those who came to the Invalides. Titled “Chirac in his own words”, it includes some quotes evoking key moments of Chirac’s presidency, like when he defiantly opposed the U.S. invasion of Iraq in 2003, saying: “War is always the worst of all solutions.”
Chirac was also the first French president to acknowledge France’s role in the Holocaust in 1995.
Remy Clovel came from Paris’ western suburb of Saint-Germain-en-Laye to pay his respects.
“I have Jewish origins, so it’s important for us that he (Chirac) acknowledged the responsibility of the French state in the persecution of Jews during the Second World War,” he said.
Nicole Pats from Boulogne-Billancourt, west of Paris, has recalled Chirac as “a simple man.” ”He watched you, smiled at you and he loved you. We had the impression (that we belonged) to his family,” she said.
Yolaine Mongole, native from La Reunion island, said she “always admired the man. He was, popular, warm and accessible.”
A memorial service is planned Monday in Paris. It will be attended by President Emmanuel Macron and about 30 former or current heads of states and government, including Russian President Vladimir Putin.
A private funeral will take place later that day at the Montparnasse cemetery in Paris.
Chirac served as Paris mayor, a lawmaker, prime minister and France’s president from 1995 to 2007.
HONG KONG — Protesters and police clashed in Hong Kong for a second straight day on Sunday, throwing the city’s business and shopping belt into chaos and sparking fears of more ugly scenes leading up to China’s National Day this week.
Riot police repeatedly fired blue liquid — used to identify protesters — from a water cannon truck and multiple volleys of tear gas after demonstrators hurled Molotov cocktails at officers and targeted the government office complex.
It was a repeat of Saturday’s clashes and part of a familiar cycle since pro-democracy protests began in early June. The protests were sparked by a now-shelved extradition bill and have since snowballed into an anti-China movement.
“We know that in the face of the world’s largest totalitarian regime — to quote Captain America, ‘Whatever it takes,'” Justin Leung, a 21-year-old demonstrator who covered his mouth with a black scarf, said of the violent methods deployed by hard-line protesters. “The consensus right now is that everyone’s methods are valid and we all do our part.”
Protesters are planning to march again on Tuesday despite a police ban, raising fears of more violent confrontations that could embarrass Chinese President Xi Jinping as his ruling Communist Party marks 70 years since taking power. Posters are calling for Oct. 1 to be marked as “A Day of Grief.”
“So many youngsters feel that they’re going to have no future because of the power of China,” Andy Yeung, 40, said Sunday as he pushed his toddler in a stroller. “It’s hopeless for Hong Kong. If we don’t stand up, there will be no hope.”
Hong Kong’s government has already scaled down the city’s National Day celebrations, canceling an annual fireworks display and moving a reception indoors.
Despite security concerns, the government said Sunday that Chief Executive Carrie Lam, Hong Kong’s leader, will lead a delegation of over 240 people to Beijing on Monday to participate in National Day festivities.
Sunday’s turmoil started in the early afternoon when police fired tear gas to disperse a large crowd that had amassed in the popular Causeway Bay shopping district. But thousands of people regrouped and marched along a main thoroughfare toward government offices, crippling traffic.
Protesters, many clad in black with umbrellas and carrying pro-democracy posters and foreign flags, sang songs and chanted “Stand with Hong Kong, fight for freedom.” Some defaced, tore down and burned National Day congratulatory signs, setting off a huge blaze on the street. Others sprayed graffiti along walls, and smashed windows and lobbed gasoline bombs at subway exits.
Police then fired a water cannon and tear gas as the crowd approached the government office complex. Most fled but hundreds returned, hurling objects into the complex.
Members of an elite police squad, commonly known as raptors, then charged out suddenly from behind barricades, taking many protesters by surprise. A number who failed to flee in time were subdued and detained in a scene of chaos.
The raptors, backed by scores of riot police, pursued protesters down the roads to nearby areas. Officers continued to fire multiple rounds of tear gas as the cat-and-mouse clashes continued into nightfall.
The demonstration was part of global “anti-totalitarianism” rallies planned in over 60 cities worldwide to denounce “Chinese tyranny.” Thousands rallied in Taipei, Taiwan’s capital, while more than 1,000 took part in a rally in Sydney.
The protracted unrest, approaching four months long, has battered Hong Kong’s economy, with businesses and tourism plunging.
Chief Executive Lam held her first community dialogue with the public on Thursday in a bid to defuse tensions but failed to persuade protesters, who vowed to press on until their demands are met, including direct elections for the city’s leaders and police accountability.
Earlier Sunday, hundreds of pro-Beijing Hong Kong residents sang the Chinese national anthem and waved red flags at a waterfront cultural center in a show of support for Chinese rule. They were later bused to the Victoria Peak hilltop for the same repertoire.
Organizer Innes Tang said the crowd responded to his invitation on social media to “promote positivity and patriotism.”
“We want to take this time for the people to express our love for our country China. We want to show the international community that there is another voice to Hong Kong” apart from the protests, he said.
Mobs of Beijing supporters have appeared in malls and on the streets in recent weeks to counter pro-democracy protesters, leading to brawls between the rival camps.
Many people view the extradition bill, which would have sent criminal suspects to mainland China for trial, as a glaring example of the erosion of Hong Kong’s autonomy when the former British colony returned to Chinese rule in 1997.
China has denied chipping away at Hong Kong’s freedoms and accused the U.S. and other foreign powers of fomenting the unrest to weaken its dominance.

MUMBAI: The beginning of financial fraud at the Punjab and Maharashtra Cooperative (PMC) Bank could date as far back as 2008, with officials at the lender allegedly creating several accounts to help fund the distressed property company HDIL over the past decade, two people familiar with the matter told ET.It has now come to the knowledge of the Reserve Bank of India (RBI) that a group of management executives, which included the now suspended managing director (MD) Joy Thomas, allegedly helped lend about Rs 6,226 crore, or 73% of total loans of the bank, to just HDIL. The developer has filed for bankruptcy recently."It is shocking to know that more than two-thirds of the total loans of the bank went to just one customer,'' said one of the sources cited above. The fraud may have begun in 2008 and is "going on since then," said the source. 71361873 Neither RBI officials nor Thomas could be contacted immediately for comments.Although the chairman of the bank, Waryam Singh, was on the board of HDIL, PMC did not even disclose the loans given directly to HDIL as related-party transactions. This is a grave violation of banking laws, said the sources."The RBI, a few years ago, forced the bank to move to the electronic platform and digitize a lot of processes," said the second source. "With that, the bank was unable to continue this game for long and now the management is pretending to be a victim than the perpetrator.'' The regulator is likely to begin criminal proceedings against the suspended MD and several other bank executives, including some board members. A complaint could be filed at the Economic Offences Wing of the Maharashtra police as early as Monday.A person familiar with the case confirmed that RBI had sought the removal of PMC chairman Singh for breach of corporate governance norms."At the end of the last RBI inspection in October last year, RBI had asked the central registrar of societies to remove Singh from the bank's post because he was involved in the bank while still serving as a director in HDIL. However, the central registrar never acted on the request and, in fact, Singh continued to be chairman until the RBI put directions on the bank," said the person.As a multi-state co-operative bank, PMC came under the control of the central registrar. So, central bank action on PMC first needed the regulator's nod.Over Two-thirds of PMC's Exposure is in HDIL GroupThe Mumbai–based cooperative bank, with operations in seven states, collapsed recently and the RBI ordered freezing of operations and imposed limits on withdrawals of funds by depositors. It raised the limit to ?10,000 per account from ?1,000. The central bank also appointed former regulator J.B. Bhoria as administrator.On Friday, Thomas had said the central bank was rather harsh and hasty in taking punitive action against the lender without giving it an opportunity to recover loans advanced to HDIL.Thomas had said the bank had enough securities to cover its loans to HDIL, and the regulator should have allowed the bank more time in recovering its loans."We met the RBI executive director (ED) Rabi Mishra on September 19 and gave him details about this account and asked for some time to rectify it. The ED said he will conduct a normal inspection on the bank. The next day, RBI officials came and took more information from us. But we were shocked when we got the notice with restrictions on the 23rd…How can the RBI find out what is wrong in two days? This has resulted in depositors facing difficulty despite the fact that the bank had sufficient liquidity," Thomas had said Friday."I cannot say how this exposure was hidden but I can only say that this exposure was not seen until now…but we had collateral securities totaling about two and a half times the loan exposure to this group in the form of land and real estate," he had said last week.PMC gave a fresh Rs 96-crore loan to HDIL in August to help the company pay off Bank of India and avoid NCLT proceedings.
Mumbai: Borrowers could be paying less on their mortgages as banks shift to a new system of linking such loans this week to benchmarks prescribed by the central bank. That may result in lowering the cost of funding by as much as 30 basis points in some cases, experts said. A basis point is 0.01 percentage point.State Bank of India, for instance, has pegged the spread at 2.65 percentage points above the repo rate, which is at 5.40%, resulting in an external benchmark rate of 8.05%. That will bring the effective rate to 8.20% against an 8.30% floating interest rate under the previous marginal cost of funds based lending rate (MCLR) regime for salaried home loan borrowers on loans up to Rs 30 lakh. However, there could be additional charges added on to this based on the profile of the customer. 71367410 SBI will charge an additional 15 basis points from non-salaried borrowers. Those in the higher Risk Grade (RG) 4-6 will be levied a further 10 basis points. The Reserve Bank of India said the benchmark can be the repo rate, or three-month or six-month treasury bills, or any other benchmark published by Financial Benchmarks India, which administers such rates. The central bank announced on September 4 that banks would have to link loans to retail customers and micro, small and medium enterprises (MSMEs) to external interest rate benchmarks in order to make the transmission of monetary policy more effective to boost credit growth, consumption and investment in order to revive the economy.Banks are free to decide the spread over the external benchmark. Subsequently, risk premiums may change in line with a borrower's credit assessment as agreed upon in the loan contract. The repo rate, at which banks borrow from the RBI, is at the lowest since February 2010 at 5.4%. The three-month T-bill rate has seen a drop of 100 bps since February and is currently at 5.28%. The six-month T-bill rate, which was at 6.4% in February, is now at 5.48%. While the repo rate has been slashed 110 basis points between February 2019 and August 2019, the drop in MCLR has only been 20 basis points.An ICRA report said that external benchmarking on lending rates is likely to result in significant volatility in equated monthly instalments (EMIs) for borrowers. It's estimated that a 50 basis point rise in the repo rate could lead to a Rs 2,200 increase in monthly payments on a Rs 75 lakh loan payable over 15 years. A 100 basis point climb could pinch the pocket by as much as Rs 4,500 a month.
Kolkata | Mumbai: Consumption picked up in the first weekend of festive season shopping, bringing relief to large retail chains, brands, malls and e-commerce marketplaces. A positive start to the Diwali sales period has assuaged concerns that the economic slowdown would hit consumption in what's traditionally the high point of India's shopping calendar.Several retailers, including Future Group, Spencer's Retail, Arvind Lifestyle, Reliance Digital, Vijay Sales and Great Eastern said their sales have grown by more than double digits in categories such as fashion and apparel, smartphones and consumer electronics in the first weekend of Navratri over same period last year. On average, sales have jumped 10-14%, they said.The country's two largest e-commerce marketplaces, Amazon and Walmart-owned Flipkart, which launched their biggest sale for the year over the weekend, said overall business had doubled on the first day from the last time. Flipkart said sales in categories such as beauty, women's ethnic wear, kidswear, sports, baby care and furniture surpassed last year's entire festival sales on day one itself. 71367220 Despite online discounts, footfall has risen in malls and stores by about 4-6% while the average bill value in brick-and-mortar stores is up 8-12%. "Finally, it feels like festive," he said. "However, apparel is performing really well and there is no doubt it will be a good festive season for us in the lifestyle segment." Spencer's Retail too reported high double-digit growth in apparel sales. "Let's hope it leads to a good festive season going forward," said managing director Devendra Chawla. Malls in Delhi, Mumbai, Kolkata and Bengaluru were teeming with shoppers over the weekend."We saw high footfalls and more shopping bags over the past two days," said Rajendra Kalkar, president (west), High Street Phoenix Mall, which runs Phoenix Mills in Mumbai. "However, it's too early to predict whether it was entirely led by pre-festive season buying or a non-rainy weekend in Mumbai after a long time." Arvind Lifestyle Brands managing director J Suresh said sales grew by double digits. He, however, warned that post Diwali the situation might be dampened unless overall consumer sentiment improved. Arvind Lifestyle runs nearly two dozen brands such as Gap, Arrow, Children's Place and Sephora. The festive season, which starts with Onam in Kerala, extends through Navratri-Durga Puja and ends with Dhanteras-Diwali. It accounts for almost 35-40% of annual sales.

Of this over Rs 7,000 crore are from group companies themselves and over Rs 47,000 crore are from 53 banks including Rs 14,775 crore from two Chinese lenders.RCom itself sought bankruptcy early February after its efforts to sell spectrum to Reliance Jio failed due to regulatory delays. The telco had in 2018 entered into an agreement with Reliance Industries to sell its spectrum for Rs 25,000 crore.It can also be noted that it was RCom itself that had created troubles for Anil Ambani in the recent past, with regard to its dues to Ericsson, which had successfully sought Supreme Court's intervention to make the company pay Rs 577 crore.Anil Ambani was personally staring at being jailed for contempt of the Supreme Court for a failure to pay the sum and had to be bailed out by his elder brother Mukesh Ambani hours before the close of the apex court-mandated deadline for payment.As a result of the telecom price wars, the company has fully exited consumer facing businesses which had made it into a household name in the past and is concentrating only on serving the enterprise segment.
Mumbai | Benagluru: At a time when most non-banking financial companies have stopped making new investments or disbursing funds to real estate developers across the country, global institutional investor Goldman Sachs Group has invested around Rs 500 crore into an income-producing asset of Bengaluru based Ozone Group, said multiple persons with direct knowledge of the development.Goldman Sachs has made this investment into the developer's commercial project Ozone Techno Park in Chennai jointly through two of its NBFC arms Goldman Sachs (India) Finance and Goldman Sachs Investments (Mauritius). The investment has been made through a structured debt arrangement.Located on Chennai's Old Mahabalipuram Road, Ozone Techno Park is a ready and fully leased commercial project that houses tenants like HCL, CTS, Rainbird Healthcare and Firstsource Solutions. The IT park is spread over around 7 acres with total leasable area of nearly 1 million sq ft across the 10-storey complex."It's a safe bet given that the project is fully-leased to blue chip global clients and offers steady stream of rental yield. The deal will be completed in two tranches," said one of the persons mentioned above.The company is likely to use part of the funds raised to repay some of its debt obligations including Urban Infrastructure Venture Capital that has exposure to some of its other projects.With lending by banks to realty slowing down since 2011-12, the role of NBFCs and housing finance companies had gained prominence. The liquidity crisis that started with the default of IL&FS has changed the scenario completely. The Goldman Sachs-Ozone transaction stands out as this is for a yield-producing commercial asset and is not a private equity investment but it has been done through NBFC units.ET's email query to Ozone Group remained unanswered until the time of going to press. Goldman Sachs and Urban Infrastructure Venture Capital Fund declined to comment. Income-producing commercial assets have proved to be a major draw for most of the global institutional investors that are active in India or are keen to invest here.
Baba Kalyani, chairman of Bharat Forge, was in an ebullient mood as he spoke about the impact of the recent tax incentives on corporates. "It will re-ignite a virtuous cycle of private investment in the country," he told ET's Nehal Chaliawala and Satish John in an interview over phone. This move will embolden Indian companies to get into the "global supply chains" of several sectors, he added. Edited excerpts:Will the government's announcements to reduce corporate tax and expand the scope of corporate spend under Corporate Social Responsibility (CSR) norms spur investment?This is the single biggest boost to the 'Make in India' campaign. India now is on par with the United States, the UK, Vietnam, Indonesia, Singapore and Thailand in terms of manufacturing cost competitiveness. In January 2018, the US economy got a big spurt after President Trump reduced the taxes. I think we should also start seeing similar effects in a couple of months. It should also re-ignite a virtuous cycle of private investment in the country.Most importantly, this will allow many Indian companies to get into the global supply chains of several sectors other than automotive and pharma. There are a lot of new business models coming up because of technology advancements. Low tax rates for the industry will encourage entrepreneurs and businessmen to invest in these sectors. But we now need to take some steps like converting SEZs (special economic zones) into economic employment enclaves. Leverage vacant lands that are available. Create demand measures like it was done during the 2008 downturn. For example, buses were bought under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The private sector needs more defence orders. Something like that will build on this tax regulation.Many companies are saying that investments may not be immediate because there is excess capacity in the system. What do you think?This is where the real problem lies. If you look at the traditional business model, everybody has too much capacity. On traditional products, we are all working way below our full capacity, whether it is cars, trucks or anything. Now, EV is a technology. It is not a traditional business model. We, therefore, have to create new markets with these new technologies rather than depending only on the traditional business models. I think companies that are able to do this speedily and at a reasonable cost are the companies of the future.What are the new business segments that Bharat Forge is exploring?Bharat Forge is India's first manufacturing multi-national company, with facilities all over the world. Whatever we have developed has been with our own research. We do a lot of work in material science and new material processes, which is our bread-and-butter business. We are also working in the areas of defence and related products, electric vehicles, nanotechnology, and composites, including carbon composites. A lot of our electric vehicle aggregates and sub-systems will be coming into the market in the next few months.Our industry used to be centred around metals at one time. Now the industry is moving into everything other than metals. There are a lot of electronics in vehicles already and there will be a lot more when EVs come in. There are a lot of light metals in vehicles. There are a lot of composites coming in. We are also doing a lot of manufacturing through 3D printing. There is a lot of convergence of technologies in many fields and we have more than 12 research labs. We even make small jet engines, which we have developed in one of our research labs. Customers for these largely are from the defence sector.Could you shed some light on the investment that you recently made in Europe for aluminium casting?We foresee that a lot of aluminium will be used in the automotive industry and other industries for light-weighting. These are very special aluminium castings with very thin walls and built-in cooling channels and stuff like that. If you take an electric vehicle, the battery casing is made from aluminium casting with cooling channels. That's the kind of thing we are going to make in our plant (in Germany).Could you share more information on the carbon composites segment of your business?If I was to peek into the future, I believe that wheels for cars in another five to seven years will be all made from carbon composites.There is an increase in the usage of composite materials in light-weighting vehicles so that they consume less fuel and therefore generate less emission. We are working on making carbon composite wheels. I can't say when it will be ready, but we are working on it. And generally, what we work on becomes reality.What was the thought behind investing in electric vehicles companies like Tevva Motors?Unless you invest in a startup like that, you don't know what is involved in an EV. And if you don't know what is involved in it, you really cannot do development work in terms of the sub-systems that go into it, whether it's the battery charging system, inverter, AC-DC converter, controls, et cetera. Having a stake in Tevva (an UK-based company that makes electric drive trains) taught us a lot of these things. And hopefully, that will allow us to become a supplier to many OEMs (original equipment manufacturers) who move into the EV business.
ET Intelligence Group: Longterm investors can consider subscribing to the initial public offering (IPO) of government-owned Indian Railway Catering and Tourism Corp (IRCTC).IRCTC has high cashflow, return on capital employed (over 20 per cent) and dividend payout (45 per cent in FY19). Its dominant market share in railway e-ticketing (over 70 per cent in FY19), and a long and dense railway network presence provide it an edge over any company that plans to this sector.BUSINESSIRCTC is a 'mini-ratna' company that derives revenues from four broad business segments — catering (selling food on rail journeys), travel & tourism (tour and destinationspecific packages), eticketing and packaged drinking water (known for its brand Rail Neer). Catering contributes 55 per cent to the company's total revenues, followed by travel & tourism that provides 23.3 per cent, e-ticketing that contributes 12.3 per cent and packaged drinking water, which contributes 9.2 per cent.The company also provides nonrailway catering and services such as e-catering (partners with local restaurants and gets fixed percentage of revenues), executive lounges and budget hotels to its customers.The IPO is an offer-for-sale with the government divesting 12.6 per cent stake in the company.IRCTC has distinct advantages, which, actually, are big entry barriers for any player. The Indian Railways has authorised only IRCTC to provide catering services to railways, online railway tickets and packaged drinking water at railway stations and on trains in India. This makes the company a dominant player in rail travel-related products.About 70 per cent of the train tickets booked online in FY19 were done through IRCTC. Its website has transaction volume of more than 25 million per month. This gives the scope of engagement with the company's website. According to CRISIL data, online rail bookings are expected to grow at about 8 per cent CAGR to reach 425-435 million in FY24, with e-booking penetration improving to 81-83 per cent in the same period.IRCTC is also catering close to 45 per cent of the 1.8 million litres per day of total average daily demand for packaged drinking water at railway stations and trains in India. According to some estimates, India's packaged drinking water market is expected to grow 16-17 per cent CAGR and to reach Rs 18,000-18,500 crore by FY24. Besides, the rail catering industry is expected to grow 7.5-8.5 per cent CAGR to Rs 1,450-1,550 crore in FY24 from Rs 1,100-1,200 crore in FY20. These statistics show that IRCTC is likely to maintain its pace of revenue growth in the coming fiscals also.71335602 FINANCIALSIn the past two financial years, the company's total revenues grew at a CAGR of 10.4 per cent to Rs 1,956 crore. In the same period, earnings before interest, tax, depreciation and amortisation (EBITDA)—or operating profit-—grew at a CAGR of 9.1 per cent to Rs 372 crore. Its profit in the past two fiscals has grown at a CAGR of 9 per cent to Rs 272 crore. As of FY19, the company had an operating profit margin and net profit margin of close to 20 per cent and 14 per cent respectively. The company has no debt. As of FY19, the company had cash and cash equivalent of close to Rs 1,140 crore.RISKSIRCTC may face a big challenge if the government allows private players to sell similar product offerings.VALUATIONThe company, which offers diverse products right from railway tickets to catering and water services, is commanding a price-to-earnings multiple of 18.8 times at the higher end of the price band.This is quite attractive considering the factors that work in favour of its business model and its strong return ratios.
Ralf Speth, the global CEO of Jaguar Land Rover (JLR), said it was too early to judge whether the 'worst is over' in China despite two consecutive months of double-digit growth for the luxury carmaker in the world's biggest auto market.Speth told Ketan Thakkar that 'Project Charge', the restructuring programme that began earlier this fiscal, is starting to deliver including China and is already exceeding the targets set initially. As it did in 2010, in the immediate aftermath of the global financial crisis, JLR will have to balance two seemingly divergent strategic goals – of trimming broader costs and simultaneously investing in products that help drive smooth growth in a volatile demand environment. Edited excerpts:What is the progress report on Project Charge? Jaguar Land Rover is kind of a seismograph, whenever anyone wants to know what is really going on in the automotive world, just look at JLR. We are honest, we don't have a finance company, we don't have a bank or another insurance company, we cannot do things with residual values or lease cars, whatever the situation. We take everything, right on the chin.We are agile. We started the 'Project Charge' (cost cutting plan) earlier than other rivals. We are on track with our targets - not only on target, but exceeding the targets on 'Project Charge'.It's more than challenging. We are investing in the future, like we did in 2010, when we started to simultaneously restructure and also invested over proportionately in products for the future.Is the worst over in China? Sorry, that's an absolute statement. I wouldn't say so (that the worst is over). What if tomorrow there is another issue arising out of China? We don't know what Mr. Xi and Mr. Trump have in mind, but the issue does not affect Jaguar Land Rover alone; other companies face exactly the same.What is the way ahead for the Chinese markets? I don't know which way the economy is moving and how will China revive. We will have to manage it. It looks like the state in China is a little bit the same as in India; one cannot tell how long it will take for the economy to revive.The market for premium vehicles in China has been down by 17% last month. The mainstream market volume too is declining. We weathered the storm, we also grew last month by double digits. We are doing our part, but I cannot tell you how long will this evolution continue.What is the response to I-PACE and the initial assessment on what will drive EV adoption…Demand has been more than our expectation, and we are facing a shortage of batteries. But from a wider customer adoption standpoint, they are hesitating because of high prices and low convenience.From a global perspective, the cost will go down only in the mid-term, and not in the next few years. Why? Because the demand will become bigger and bigger, and more and more batteries for electric vehicles will be now developed and will be produced around the world.Many companies are moving in that direction; we were the first ones and there are many who are following us. And therefore, this means that now all of a sudden, there is a shortage of batteries. And building a new battery plant takes a certain period of time. And, therefore, in this kind of a very short period of time, there's not enough capacity available around the world.I guess it may take three years for capacities to come. But there will also be an issue around 2025 to meet the Brussels fleet requirement. While the car industry has a target to meet on fleet average, there is no target on the development of infrastructure.So, if the auto industry does not meet targets, it will be levied penalties, but not the infrastructure companies. For the EV market to be really successful, the price has to be accessible, the customer should have convenience of charging and source of energy should be renewable: That scenario is still some time away.About Destination Zero - moving toward zero emission, zero casualty and zero congestion. What time are you giving yourself?We're talking about the circular economy. It is not about achieving the results today or tomorrow, but it is about going in the right direction. Okay. We know nobody can move to 100% electrified mobility at the moment based on renewable energy. The technology is not there, battery capacity is not there.And why is it a problem at the moment? The customers expect long range and to deliver that, we need big batteries, and those are very expensive; so the end price of a car today is high.Along with high price, there are hardly any charging stations and the ones that are there have different systems with no standardization. With the improvement in infrastructure, one could use smaller batteries, and with smaller batteries you can also reduce prices.Now, in Europe, there is an important agricultural element in the interiors, where usage is different from mega cities like London, Berlin or Paris. So we need to find solutions that address both the markets running on renewables.We are on track to electrify our entire fleet by 2020. Already all our plants are carbon free in the UK. Our R&D centre generates all its energy from renewable sources. We have built 3,000 sq metre of solar roof at our engine plant, which is the biggest solar roof in Britain. We are already moving in that (destination zero) direction.Can India contribute?India is a signatory to the Paris Climate Accord. India is at the forefront of this kind of thinking and mindset. In India, a lot of customers in my view may be prepared for this kind of new technology.To be sure, it's not the question of technology for the sake of technology; it also has to contribute to the environmental issues.It doesn't make sense if the power does not come from renewable energies. Right? Therefore, we need renewable energies. Does India have renewable energies? And, of course, the charging infrastructure?(The reporter travelled to the UK at the invitation of Jaguar Land Rover)
NEW DELHI: iPhone users who have not upgraded to a new version of the operating system for long -- there is one more reason to do so. If WhatsApp is currently active on your iOS 8 device, you will be able to use it only until February 1, 2020, according to an update from the instant messaging platform."On iOS 8, you can no longer create new accounts or reverify existing accounts," said the update. So iPhone users will need iOS 9 or later to run WhatsApp. "For the best experience, we recommend you use the latest version of iOS available for your phone," WhatsApp said. "We don't explicitly restrict the use of jailbroken or unlocked devices.
