TL;DR: You can order the silver version of Apple's previous-generation MacBook Pro for just $1,299.99 on Amazon. It's normally $1,799, so you'll save $499.01.
With its latest release on the horizon, this is the iPhone's week to shine — but that's not stopping another Apple mainstay from trying to steal its thunder.
A recent MacBook Pro model is currently on sale on Amazon for its lowest price ever, saving you a total of 28% (or about $500). When everything's said and done, you'll cough up less than $1,300 for a laptop that normally goes for $1,799. You truly love to see it.
Updated in 2018, this fourth-generation MacBook Pro comes with 256GB of storage, 8GB of RAM, a battery that lasts up to 10 hour on a single charge, and a sleek aluminum body with a silver finish. Most notably, it sports Apple's fabled Touch Bar, which replaces a handful of function keys with an OLED strip featuring things like emojis and system adjustments; you control it using subtle finger gestures. (Apple's ad copy encourages Touch Bar users to "Tap it. Hold it. Flick it. Slide it," which sort of makes it sound Bop It-esque, but trust us — it's actually really cool.) Read more...
In a strange turn of events, a rental truck took a rather interesting detour off the road and found its way on top of a house in Alban, Ontario. Dashcam footage uploaded to Facebook by Sharon Gauthier captures the moment when the truck appears to veer off into a ditch, catapulting the back end up into the air before gracefully landing on one unlucky person's soft, pillowy... roof.
The driver of the truck then exits the vehicle and gazes up at the scene as if wondering what the hell did I just do, and how did I do it?
According to local news outlet Bay Today, nobody was inside the house when the accident occurred, and nobody was hurt. The 24-year-old male driver was charged with careless driving. Read more...
When a group of friends is trying to decide on the cuisine of the night, the suggestion "something good" means something different to everyone.
But "comfort food" — something warm (especially when it's chilly out), maybe nostalgic, and probably a little unhealthy — now that's more universally understood.
As we're preparing to go into comfort food season once again, an Instant Pot is the ultimate tool for quick meals with a home-cooked vibe. One of the most advanced models, the Instant Pot Max, is on sale for $49.96 off — its lowest price on Amazon ever since its release in winter 2018. Read more...
If you thought we had perfected fast food ordering, think again. McDonald's is going to drag us all into the future, whether we like it or not.
The golden arched burger empire announced Tuesday that it plans to acquire Apprente, a startup that specializes in speech-based AI technology. The McDonald's press release claims this will "allow for faster, simpler and more accurate order taking" at its drive-thru kiosks.
Somewhat crucially, McDonald's didn't say how much it's paying for Apprente. The arches shelled out a whopping $300 million on machine learning firm Dynamic Yield earlier this year, in another move theoretically meant to make ordering more efficient through modern tech. Read more...

Mercedes-Benz has a new vision for the electric car, and involves fragrance flasks and 3D LED light arrays.
The Mercedes-Benz Vision EQS, a new concept car unveiled on Tuesday at the International Motor Show in Frankfurt, is the company's idea of what a luxury electric sedan should look like. And though it's just a concept, meaning it will never be available for purchase in its current form, the company has gone quite far with the touches of luxury, sometimes to the point of silliness.
First, the technical details. The Vision EQS has more than 350 kW (469 hp) of output power and a fully variable all-wheel drive. It goes from 0-100km/h in less than 4.5 seconds, has a top speed of over 200 km/h, and comes with a 100 kWh battery that provides a whopping 700 km (435 miles) of range and charges at 350 kW. In short, while it's not faster than a Tesla Model S, it has a bigger battery, more range, and charges faster — though these numbers would be far more meaningful if we were talking about an actual production vehicle. As we close out the decade, only one beloved TV show of the 2010s has achieved the elusive, hallowed achievement of #SixSeasonsAndAMovie: Downton Abbey.
From creator Julian Fellowes (who wrote nearly every Downton episode), the film is a thin excuse to reunite us with the likes of Mr. Carson and Mrs. Hughes (Jim Carter and Phyllis Logan), to delight in the mutual bullying of sisters Mary and Edith (Michelle Dockery and Laura Carmichael), and to cackle at the merciless roasts of the Dowager Countess (Maggie Smith).
The entire premise was revealed in the trailer: The King and Queen of England are coming to Downton, and both upstairs and downstairs must curb their giddy patriotism long enough to uphold the social ceremony by which they live. It's essentially an episode of Downton and plays out as such. Read more...

America's $11 billion legal weed industry has become pretty adept at blowing smoke. More than $880 million in venture capital was thrown at cannabis companies last year — twice the figure for the year before. Judging by the increasingly jargon-laced emails from pot companies in my inbox, touting their "cannabis lifestyle" products and services, most of that money has been shoveled into the marketing department.
But now the fledgling industry is facing its first major marketing crisis: a crash of confidence in one of its flagship products, the vape pen. And instead of leaping to its own defense, the reaction from Big Weed has been that of the proverbial stoner paralyzed on the couch. Read more...
Byton wants you to look at something other than its oversized digital dashboard. The inside of the Chinese electric vehicle company's first car has captured everyone's attention, and now the all-electric car's outward appearance is finally set.

In February 2015, Lily Allen intended to take her own life. A freshman in high school at the time, she might've succeeded had she not confessed that plan to a concerned friend, who then called the police. Officers showed up at her parents' home in Frisco, Texas, and Allen soon checked into the psychiatric unit at Children's Health, in Dallas, for a week.
Allen had seen a therapist in elementary and middle school to talk through friendships gone sour. She'd been bullied on more than one occasion and experienced anxiety. Allen felt overwhelmed by the long struggle to belong.
When it comes to depictions of suicide in media and pop culture, there is a dangerous perception that someone like Allen, who is inclined to take her own life, cannot be stopped. For teens, in particular, that myth may be hard to shake; suffering can seem never-ending from the vantage point of adolescence. Read more...

SEOUL, Sept. 10 (Yonhap) -- North Korea fired unidentified projectiles twice from a western region toward the East Sea on Tuesday, South Korea's military said, just hours after the communist nation offered to resume nuclear talks with the United States.
The projectiles were launched in an easterly direction from an inland area in the South Pyongan Province, the South's Joint Chiefs of Staff (JCS) said without providing further details, such as the type of the projectiles, flight range and maximum altitude.
"Our military is monitoring the situation in case of additional launches and maintaining a readiness posture," the JCS said in a release.
The New York Times has apologized after referring to former Chinese leader Mao Zedong as "one of history's great revolutionary figures."
The Times' shared its obituary to Mao -- who died on Sept. 9, 1976 -- to mark the anniversary of the People's Republic of China founder's death.
"Mao Zedong died on this day in 1976. The Times said he 'began as an obscure peasant' and 'died one of history's great revolutionary figures,' a tweet sent with the obituary read.
The 1976 obituary stated: "After establishing the Chinese People's republic, Mao launched a series of sweeping, sometimes convulsive campaigns to transform a semi-feudal, largely illiterate and predominantly agricultural country encompassing almost four million square miles into a modern, industrialized socialist state."
WNU Editor: The New York Times has since deleted its tweet with apologies. But someone in the New York Times clearly has a view that this genocidal tyrant is someone who is "great".
If enemy cruise missiles, helicopter gunfire and even fighter-jet launched bombs close in on Navy surface ships at sea, service commanders could employ a range of time-sensitive layered defenses to include interceptor missiles, deck-mounted guns, electronic warfare tactics and even lasers. Navy preparations for this kind of scenario include the use of radar, long-range sensors and coordinated surveillance with surface, undersea and air assets - all seemingly operated for rapid response-enabled destruction of incoming enemy fire.
* Health minister said he was 'concerned that the focus had been on body count' * Duane Sands said the priority was to comfort and care for those still suffering * On Sunday the death toll was raised from 43 to 44, but it will rise 'significantly' * Last week the Prime Minister said the loss of life would be 'catastrophic'
The Bahamian government has denied claims it is suppressing the Dorian death toll, as the latest official count of just 44 falls well below what residents have reported.
Last week Prime Minister Hubert Minnis warned the loss of of life would be 'catastrophic and devastating.'
Locals say the latest official figure does not match with the oppressive stench and sight of the dead.
But health minister, Duane Sands, told the Miami Herald: 'I am actually a bit concerned that the focus has been for some people the body count. It is not the priority.
The US president's surprise announcement has stalled negotiations. But neither the US nor the Taliban can risk scrapping the troop pullout deal entirely — the consequences would be dire for both, says Florian Weigand.
In recent weeks, the Taliban have killed dozens of Afghans. And despite this grisly record, US President Donald Trump would have nevertheless met and shook hands with the Islamists today. Yet when news broke that a US soldier had been killed in yet another Taliban attack, US President Donald Trump called off the planned meeting — and thus ruled out the possibility of signing off on the US-Taliban deal.
US President Donald Trump says talks with the Taliban aimed at ending the 18-year war in Afghanistan are "dead".
"As far as I'm concerned, they are dead," he told White House reporters on Monday.
Over the weekend Mr Trump cancelled secret plans to host a Taliban delegation in the US after the militant group admitted killing a US soldier.
The two sides had appeared close to a deal and the Taliban said the US would "lose the most" for cancelling talks.
The US president has made withdrawing US troops from Afghanistan a key foreign policy aim, but asked about the 14,000 US troops still there he said: "We'd like to get out but we'll get out at the right time."

BAGRAM AIRFIELD (Reuters) - The U.S. military is likely to accelerate the pace of its operations in Afghanistan to counter an increase in Taliban attacks, a senior U.S. general said on Monday following Washington's suspension of peace talks with the insurgents.
U.S. Marine General Kenneth McKenzie, the head of U.S. Central Command, said during a visit to Afghanistan that the Taliban overplayed its hand in peace negotiations by carrying out a spate of high profile attacks, including one that killed a U.S. soldier last week.
The Taliban, which controls more territory than at any time since 2001 when it governed the country, said on Sunday that more American lives here would be lost.
McKenzie declined to comment on the Taliban statement. But he noted that U.S. troops in Afghanistan were hardly "defenseless."
SEOUL/WASHINGTON (Reuters) - North Korea said on Monday it was willing to restart nuclear talks with the United States in late September, but warned that chances of a deal could end unless Washington takes a fresh approach.
North Korean leader Kim Jong Un agreed in a June 30 meeting with U.S. President Donald Trump to reopen working-level talks stalled since their failed February summit in Hanoi, but this has yet to happen in spite of repeated appeals from Washington.
In a statement carried by North Korea's official KCNA news agency, Vice North Korean Foreign Minister Choe Son Hui said Pyongyang was willing to have "comprehensive discussions" with the United States in late September at a time and place agreed between both sides.
WNU Editor: According to former CIA operative Robert Baer, the CIA and FBI have never trusted President Trump. I think it is worse than that. When you look at former officials like FBI Director Comey, former Director of National Intelligence Clapper, and former CIA Director John Brennan, they have made it very clear in the past three years that they fundamentally disagree with the policies that President Trump ran on successfully in 2016. And even though they are no longer employed by the government, the people they hired and promoted are still there who I am sure share the same points of view. The FBI and CIA are there to serve the President, not the other way around.
The pine-shaded cabins at Camp David have hosted secret peace summits between Middle Eastern leaders and high-stakes gatherings of major heads of state. For President Donald Trump, the mountainside retreat offered visions of another diplomatic coup: clandestine talks between US, Afghan and Taliban officials that could end America's longest war.
Even opposition from within his own national security team, including Vice President Mike Pence, could not deter Trump from pressing forward with his plan to host Taliban leaders at the rural presidential getaway.
Trump eventually scrapped the event after a Taliban car bomb killed a US soldier and 11 others last week. But that decision came after heated debate within the administration over the venue for the summit -- an outgrowth of larger, more substantial disagreements over the wisdom of negotiating with the Taliban at all.
WNU Editor: A U.S. - Taliban agreement on a U.S military withdrawal from Afghanistan is definitely not going to happen now. I am sure the overall peace process will continue, but I will be surprised if anything will be decided until after next year's U.S. Presidential election.
Asmaa Abdalla, Sudan's first female foreign minister, says Khartoum welcomes financial support without interference.
Asmaa Abdalla has barely been Sudan's foreign minister for 24 hours, but she already has no doubts about her top priority: removing the country from the United States' list of state sponsors of "terrorism".
In an exclusive interview with Al Jazeera on Sunday, shortly after being sworn in as part of Sudan's new cabinet, Abdalla acknowledged that while the country faced "many" challenges, its removal from the list would lead to a desperately needed economic revival in the post-Omar al-Bashir era.
(CNN)America's top ally in the fight against ISIS, the commander of the Kurdish-led Syrian Democratic Forces, warned Friday that the terrorist group was resurging in Syria and asked for increased US support for his troops as they seek to keep ISIS from reestablishing itself.
Asked if he agreed with a recent Pentagon inspector general report that said ISIS was resurging in Syria after President Donald Trump's decision to withdraw about half the US troops from the country, Gen. Mazloum Kobani Abdi, the Syrian Democratic Forces commander, told CNN that "this is our opinion as well."
AKCAKALE, Turkey/TAL ABYAD, Syria (Reuters) - Armed Turkish military vehicles crossed into war-stricken Syria on Sunday to begin joint patrols with U.S. counterparts to establish a high-stakes "safe zone" along a border region controlled by Kurdish forces.
Vehicles with Turkish flags joined those in Syria with U.S. flags some 15 kilometers (nine miles) east of the Turkish border town of Akcakale, near Syria's Tel Abyad. With two military helicopters briefly overhead, they headed south for several hours before returning to Turkey.
The land patrol, which Damascus condemned, marks the latest sign of cooperation between the NATO allies east of the Euphrates even while thorny questions remain over the size and oversight of the safe zone.

Jerusalem (AFP) - Israel moved into its final week of campaigning Monday for an unprecedented second general election in five months with Prime Minister Benjamin Netanyahu battling for political survival while facing a potential corruption indictment.
With the September 17 vote looming, Netanyahu and his right-wing Likud drew outrage from opposition parties with a push for last-minute legislation that would allow party officials to bring cameras to polling stations.
His critics labelled it a naked attempt to depress turnout among Israel's Arab population, as it could intimidate many into staying away.
They also pointed out that it could serve to energise Netanyahu's base of right-wing voters due to his warnings -- so far unfounded -- that the election could be stolen.

ABU DHABI (Reuters) - Saudi Arabia wants to enrich uranium for its nuclear power program, its energy minister said on Monday, potentially complicating talks with Washington on an atomic pact and the role of U.S. companies.
Uranium enrichment has been a sticking point with the United States, especially after Crown Prince Mohammed bin Salman said in 2018 that the Sunni Muslim kingdom would develop nuclear arms if regional rival Shi'ite Muslim Iran did.
The world's top oil exporter says it wants to use nuclear power to diversify its energy mix, but enrichment also opens up the possibility of military uses of uranium.
"We are proceeding with it cautiously ... we are experimenting with two nuclear reactors," Prince Abdulaziz bin Salman said, referring to a plan to issue a tender for the Gulf Arab state's first two nuclear power reactors.
WNU Editor: There are no doubts in my mind that the ultimate goal for Saudi Arabia is to have the infrastructure in place to develop and build nuclear weapons. Diversifying its energy mix is a secondary priority, not the primary one.

BEIRUT: Iran-backed Hezbollah said it downed an Israeli drone in southern Lebanon early on Monday, a week after the group's leader said it would shoot down Israeli drones in Lebanese airspace.
The drone is now in Hezbollah's possession, the group said in a statement.
An Israeli military statement said one of its drones "fell inside southern Lebanon during routine operations." It did not say why the drone crashed, but said "there is no concern information could be taken from it." An Israeli military spokeswoman said it was a "simple drone" without elaborating.
Alleged attack, which failed to reach Israel, comes after unidentified aircraft said to have killed 18 pro-Iran fighters in Syria
Israel said on Monday that several rockets were fired at its territory from Syria by an Iranian-backed force in what would be a rare incident, but that they all fell short.
"Earlier this morning, a number of rockets were launched from Syria towards Israel, all failed to hit Israeli territory," a statement from Israel's military said.
"The rockets were launched from the outskirts of Damascus by Shiite militia operatives operating under the Iranian Quds Force [the elite wing of Iran's Revolutionary Guards]," it said.
Warplanes have struck positions of Iran-backed militias near Syria's border with Iraq, activists say.
The Syrian Observatory for Human Rights, a UK-based monitoring group, said at least 18 Iranian and pro-Iranian fighters were killed.
It was not clear who carried out the overnight strikes in and around the town of Albu Kamal.
But Israel has carried out hundreds of attacks on Iranian-linked targets in Syria during the country's civil war.
It has sought to thwart what it calls Iran's "military entrenchment" in Syria and shipments of Iranian weapons to militant groups such as Hezbollah in Lebanon.

Washington (CNN)In a previously undisclosed secret mission in 2017, the United States successfully extracted from Russia one of its highest-level covert sources inside the Russian government, multiple Trump administration officials with direct knowledge told CNN.
A person directly involved in the discussions said that the removal of the Russian was driven, in part, by concerns that President Donald Trump and his administration repeatedly mishandled classified intelligence and could contribute to exposing the covert source as a spy.
The decision to carry out the extraction occurred soon after a May 2017 meeting in the Oval Office in which Trump discussed highly classified intelligence with Russian Foreign Minister Sergey Lavrov and then-Russian Ambassador to the US Sergey Kislyak. The intelligence, concerning ISIS in Syria, had been provided by Israel.
WNU Editor: CNN is inferring that because of President Trump this spy was extracted, but admits later on in the report that the intelligence President Trump had declassified was not directly related to the spy in the Russian government. CNN is also saying that multiple sources are acknowledging that a U.S. spy was extracted from Russia, but only one source is saying that it was due to President Trump. There are to many inconsistencies in this report, but I predict that by the end of the day it will be widely spread by the main stream media.
Moscow (CNN)Russia's ruling party appears to have lost multiple seats in Moscow's city legislature, according to preliminary voting results reported by state news agency RIA-Novosti.
Self-nominated candidates aligned with United Russia, which supports President Vladimir Putin, are set to occupy 26 of 45 seats in the Moscow City Duma, RIA-Novosti cited Valentin Gorbunov, head of the Moscow Election Commission, as saying.
United Russia previously held 28 seats, along with 10 self-nominated candidates backed by the party.
WNU Editor: The turnout was less than 22% in Moscow .... and I believe that number is inflated. Turnout was even lower in the other municipal elections. The protest vote went mainly to the Communist Party that was not barred from fielding candidates in yesterday's municipal elections.
Separatist ideas have been brewing in Hong Kong for some time—and calls for self-determination have grown louder during weeks of unrest. Now the territory has what many are calling a “national anthem.”
“Glory to Hong Kong” has spread like wildfire: on a quiet Monday night, hundreds of people spread out across four floors of a suburban shopping mall to sing it. The song has been watched on YouTube nearly 700,000 times, and at least half a dozen English translations, and a Japanese iteration, have surfaced.
The composer is Thomas, a full-time musician in his mid-twenties, who asked to be identified only by his first name. He says he recruited performers, as well as people to help with the mixing and arrangement, on Hong Kong’s Reddit-like forum LIHKG, after sharing a demo version last month.
“Music is a tool for unity,” he tells TIME. “I really felt like we needed a song to unite us and boost our morale.”
While he wrote the first draft of the lyrics, LIHKG users contributed suggestions in a thread that was upvoted more than a thousand times. One of them was the incorporation of “Reclaim Hong Kong, revolution of our time,” which has become one of the most commonly chanted phrases at pro-democracy protests.
“The message to listeners is that despite the unhappiness and uncertainty of our time, Hong Kong people will not surrender,” the composer tells TIME.
It’s not the first song to be taken up by Hong Kong’s democracy movement. At the start of the current wave of protests, Christians and non-Christians alike would break into choruses of “Sing Hallelujah to the Lord” during peaceful gatherings and tense police stand-offs.
“Do You Hear the People Sing,” from Les Miserables, commonly sung during the 2014 Umbrella Revolution, also continues to be intoned today. Last week, students at a high school sang the Broadway tune over the Chinese national anthem, as seen in a video widely shared on social media.
But no other song has gained the traction that “Glory to Hong Kong” has.
“The song gives me a very strong sense of belonging to Hong Kong,” says Calvin, a 18-year-old protestor. ” It summarizes our hopes, our targets, our ambitions.”
A recent local survey has shown that only about a quarter of those polled identified themselves as “Chinese,” while more than half identified themselves as “Hongkongers.” The former British colony was retroceded to China in 1997, but its 7.2 million inhabitants remain culturally and linguistically distinct from mainland Chinese.
NASSAU, Bahamas (AP) — Thousands of hurricane survivors are filing off boats and planes in the capital of the Bahamas, facing the need to start new lives after Hurricane Dorian but with little ideas on how or where to begin.
Some sat in hotel lobbies as they debated their next steps. Others were bused to shelters jammed to capacity. Some got rides from friends or family who offered a temporary place to stay on New Providence, an island of some 13,000 residents that has never seen so many people arrive on its shores in recent history.
Carla Ferguson, a 51-year-old resident of Treasure Cay, walked out of a small airport in Nassau with her daughter and other relatives late Monday afternoon and looked around as the sun set.
“We don’t know where we’re going to stay,” she said. “We don’t know.”
Ferguson and her family had one large duffel bag and three plastic storage boxes, most of them stuffed with donated clothes they received before leaving their tiny, devastated island.
“No one deserves to go through this,” said her daughter, 30-year-old Dimple Lightbourne, blinking away tears.
The government has estimated that up to 10,000 people from the Abaco islands alone, including Treasure Cay, will need food, water and temporary housing as officials consider setting up tent or container cities while they clear the country’s ravaged northern region of debris so people can eventually return.
Getting back to Abaco is the dream of Betty Edmond, a 43-year-old cook who picked at some fries Monday night while with her son and husband in a restaurant at a Nassau hotel, where her nephew is paying for their stay.
They arrived in Nassau on Saturday night after a six-hour boat trip from Abaco and plan to fly to South Florida on Wednesday, thanks to plane tickets bought by friends who will provide them a temporary home until they can find jobs. But the goal is to return, Edmond said.
“Home will always be home,” she said. “Every day you wish you could go back.”
“You try to keep your hopes up, but …,” she added, her voice trailing off as she shook her head.
The upheaval, however, was exciting to her 8-year-old son, Kayden Monestime, who said he was looking forward to going to a mall, McDonald’s and Foot Locker.
Instead of starting school Monday, as had been scheduled before the Category 5 storm hit, Monestime spent the day accompanying his parents to the bank and a shelter as they prepared for the move to the U.S.
Also flying to Florida was 41-year-old Shaneka Russell, who owned Smacky’s Takeaway, a takeout restaurant known for its cracked conch that opened in 2005 and was named after the noises her son made as a baby. Russell’s mother once ran the place, which was destroyed by Dorian.
On Monday, she sat in a white plastic chair under a white plastic tarp as she waited for her 13-year-old son to arrive from Abaco.
Russell said good Samaritans had taken her and a group of people into their home over the weekend and found them a hotel room in Nassau for a couple of days.
“To know that we were going to a hotel, with electricity and air conditioning and a proper shower, I cried,” she said. “I’ve never been through anything like this in my life.”
Dorian slammed into Great Abaco and Grand Bahama islands a week ago as one of the strongest Atlantic hurricanes ever, killing at least 44 people, with emergency workers saying they expect to find more victims.
Members of the Gainesville, Florida, fire department were checking the ruins of The Mudd, the Bahamas’ largest Haitian immigrant community on Great Abaco.
“We’ve probably hit at most one-tenth of this area, and so far we found five human remains,” said Joseph Hillhouse, assistant chief of Gainesville Fire Rescue. “I would say based off of our sample size, we’re going to see more.”
After U.S. teams recovered some bodies, Bahamas police and medical authorities moved in to conduct autopsies and fly the bodies south to Nassau.
“There are still more bodies,” said Genoise Arnold, a resident of The Mudd, who knew of at least three neighbors killed during the storm.
Arnold said one neighbor clung to a tree during Dorian and succumbed to flood waters that surged through the low-lying neighborhood. Others were caught under their homes when winds turned the structures into splinters, leaving the cowering residents exposed, he said.
The huge debris piles left by the storm are challenging for search and recovery teams, which cannot use bulldozers or other heavy equipment to search for the dead. That makes recovery and identification a slow process.
At least five deaths have been blamed on the storm in the southeastern United States and one in Puerto Rico.
Lightbourne, the Abaco resident now in Nassau, said she couldn’t wait to escape the disaster Dorian left behind.
“I don’t want to see the Bahamas for a while. It’s stressful,” she said. “I want to go to America. …This is a new chapter. I’ve ripped all the pages out. Just give me a new book to fill out.”

UNITED NATIONS (AP) — Secretary-General Antonio Guterres says the Islamic State extremist group remains resilient in Afghanistan despite “a high pace” of operations against it by government and international forces — and is urging all armed groups not to interfere in the upcoming presidential election.
The U.N. chief said in a report to the Security Council circulated Monday that between mid-June and early September 183 incidents were attributed to Islamic State fighters — nearly double the 93 incidents during the same period in 2018.
Guterres’ report was written before U.S. President Donald Trump abruptly ended a nearly yearlong effort to reach a political settlement with the Taliban on Saturday. Trump said Monday that U.S. peace talks with the Taliban were now “dead.”
In the report, the secretary-general says the U.S.-Taliban talks, a dialogue between Afghan parties in Qatar and strengthened efforts “to build a regional consensus on peace have given rise to cautious optimism that a formal peace process may soon begin.”
Guterres cautioned, however, that a peace process could only be sustained if it is inclusive, protects the rights of all Afghans, and is “grounded in a broad consensus.” He reiterated his call for direct talks between the Taliban and the government, which the Taliban has rejected.
The secretary-general said Afghanistan’s “volatile security situation is highly concerning,” citing direct threats to the presidential election scheduled for Sept. 28 “by anti-government elements that may discourage many Afghans from voting.”
Guterres called on the Taliban and other armed groups, including Islamic State, “to desist from threatening or targeting electoral staff, candidates or voters.” He also urged anti-government forces to refrain from damaging electoral sites and to allow the Afghan people “to exercise their political rights in safety and without fear of violence.”
The secretary-general said the winner of the presidential election will take on “the hefty responsibility of leading the country through the next phase of its journey towards stability and self-reliance and, above all, of pursuing a negotiated settlement to end the devastating conflict.”
But what will happen now that the U.S.-Taliban deal appears dead, at least for the foreseeable future, remains to be seen. The Security Council is scheduled to discuss Guterres’ report Tuesday.
Guterres appealed to all Afghan leaders and candidates “to display leadership in discouraging fraud and to take firm action to prevent it.” He said the election “must be contested on a level playing field, without unduly favoring any candidate.”
He welcomed the public commitments of President Ashraf Ghani and Chief Executive Abdullah Abdullah — both candidates for the top job — to contest the election fairly.
He also noted the steps taken by the government to separate functions of the state from the presidential race. But, he added, “At the same time, allegations of misuse of state resources and perceptions of interference in the work of the electoral management bodies are concerning.”
Guterres urged candidates not to make “spurious or sweeping allegations of fraud without sufficient evidence,” but to report serious allegation to appropriate authorities.
“Those who attempt or commit fraud must be held to account,” he said.
SEOUL, South Korea (AP) — North Korea launched two projectiles toward the sea on Tuesday, South Korea’s military said, hours after the North offered to resume nuclear diplomacy with the United States but warned its dealings with Washington may end without new U.S. proposals.
The launches and demand for new proposals were apparently aimed at pressuring the United States to make concessions when the North Korea-U.S. talks restart. North Korea is widely believed to want the United States to provide security guarantees and extensive relief from U.S.-led sanctions in return for limited denuclearization steps.
The North Korean projectiles fired from its South Phyongan province, which surrounds its capital city of Pyongyang, flew about 330 kilometers (205 miles) across the country and in the direction of the waters off its east coast, according to South Korea’s Joint Chiefs of Staff and Defense Ministry.
The military said South Korea will monitor possible additional launches. The JCS said the U.S. and South Korean militaries were analyzing the launches but didn’t immediately say whether the weapons were ballistic missiles or rocket artillery.
Tuesday’s launches were the eighth round of launches since late July and the first since Aug. 24. The previous seven launches have revealed short-range missile and rocket artillery systems that experts say would potentially expand its capabilities to strike targets throughout South Korea, including U.S. military bases.
On Monday night, the North’s first vice foreign minister, Choe Son Hui, said North Korea is willing to resume nuclear diplomacy in late September but that Washington must come to the negotiating table with acceptable new proposals. She said if the proposals don’t satisfy North Korea, dealings between the two countries may end.
President Donald Trump called North Korea’s announcement “interesting.”
“We’ll see what happens,” Trump said. “In the meantime, we have our hostages back, we’re getting the remains of our great heroes back and we’ve had no nuclear testing for a long time.”
The White House said it was aware of the new reports of projectiles being launched from North Korea and was continuing to monitor the situation and consulting with its allies in the region.
South Korea’s presidential office said national security adviser Chung Eui-yong presided over an emergency National Security Council meeting where officials expressed “strong concern” over the continuing short-range launches by the North.
Japan’s defense ministry said the projectiles did not land in Japan’s territorial waters or its exclusive economic zone. The ministry’s statement said there was no indication the launches posed a direct threat to Japan’s security.
In the late-night statement carried by state media, Choe said North Korea is willing to sit down with the United States “for comprehensive discussions in late September of the issues we have so far taken up, at a time and place to be agreed.”
Choe said she hopes the United States will bring “a proposal geared to the interests of the DPRK and the U.S. and based on decision methods acceptable to us.” DPRK stands for the Democratic People’s Republic of Korea, the North’s official name.
She warned that “if the U.S. side fingers again the worn-out scenario which has nothing to do with new decision methods at the DPRK-U.S. working negotiation to be held with so much effort, the DPRK-U.S. dealings may come to an end.”
Kim Dong-yub, an analyst at Seoul’s Institute for Far Eastern Studies, said the North likely tested one of the new weapons systems it demonstrated in July and August. They include a mobile short-range ballistic missile system that experts say resembled an enlarged version of the U.S. Army Tactical Missile System and a “super-large” multiple rocket system the North tested on Aug. 24.
Kim said the North was apparently trying to increase its bargaining power by pairing its dialogue offer with short-range launches, sending a message to Trump that it could potentially tests bigger weapons if the United States refuses to make major concessions.
Talks on North Korea’s nuclear disarmament fell apart in February when Trump rejected North Korean leader Kim Jong Un’s demand for sweeping sanctions relief in return for partial disarmament at their second summit in Vietnam.
It was a huge embarrassment for the young North Korean leader, who made a dayslong train trip to the Vietnamese capital to obtain the sanctions relief he needs to revitalize his country’s troubled economy.
In April, Kim said he was open to another summit with Trump but set the end of the year as a deadline for the U.S. to offer improved terms for an agreement to revive the nuclear diplomacy.
Kim and Trump met again at the Korean border in late June and agreed to restart diplomacy, but there have no public meetings between the sides since then.

Dozens of Bahamians trying to evacuate from the hurricane-wrecked islands were told to get off a ferry headed towards Florida last weekend, and were told that was because they did not have U.S. visas. But the U.S. Customs and Border Protection agency said on Monday afternoon at a White House press briefing that they would grant entry into the U.S. to anyone from the Bahamas on “humanitarian reasons.”
“We will accept anyone on humanitarian reasons that needs to come here,” said Mark Morgan, Acting Commissioner of CBP on the subject of Bahamians seeking refuge from the islands hit by Hurricane Dorian. “We’re not (…) telling a cruise line that you cannot allow anyone without documents,” he added. “That’s just not being done. There’s just some confusion there.”
Morgan said that, in Dorian’s aftermath, the agency has already processed people from the Bahamas who have travel documents and those who do not — but added that individuals still need to be vetted “to make sure we’re not letting dangerous people in.” Anyone deemed “inadmissible” would not be returned to the Bahamas but turned over to U.S. Immigration and Customs Enforcement, which would detain them appropriately, Morgan said.
Morgan had also tweeted on Sunday that evacuees from the Bahamas who are U.S. citizens or lawful permanent residents, as well as those with proper documentation to enter the U.S. are able to enter as usual. “No visa document requirements have changed,” Morgan said.

After passengers had boarded the ferry on Sunday, which was headed from Freeport to Fort Lauderdale Fla., and run by the Spanish shipping company Balearia Caribbean, an announcement blared through the speakers. “Please, all passengers that don’t have a U.S. visa, please proceed to disembark,” a crew member said in a video captured by a journalist with WSVN 7 News in Miami. Crew members then reportedly ordered 103 people to get off the boat just minutes before departure, the Miami Herald reported. (Balearia did not respond to emails and a phone call requesting comment on Monday.)
Another announcement just made ordering any Bahamian without a US visa to disembark ferry — not allowed to evacuate. They were told before boarding it was ok with Bahamian passport and clean polce record. Something has now changed. pic.twitter.com/m7CnZxoiMM
That’s it. We’re leaving — all Bahamian evacuees without a visa taken off. The Bahamians who remain are in shock. No one understands why the rule was changed at the last minute. The parents and kids now stuck on the island. pic.twitter.com/Jvd3D6MTZW
CBP acknowledged in a statement to TIME that it was “notified of a vessel preparing to embark an unknown number of passengers in Freeport and requested that the operator of the vessel coordinate with U.S. and Bahamian government officials in Nassau before departing.”
Travel between Florida and the Bahamas is nothing out of the ordinary, Christine Vassallo-Oby, a clinical assistant professor at the Department of Latin American, Caribbean and U.S. Latino studies at the University of Albany, tells TIME. It is a “commonplace” journey largely because of the geographical proximity between the two regions, Vassallo-Oby says. “There’s a casino in Nassau that many Floridians travel to on a regular basis.” The boat ride takes around two hours.
“This story is not new. We keep going through the same routine of natural disasters and poor or low quality relief efforts,” Vassallo-Oby says, noting the influx of people from Puerto Rico and the Virgin Islands after Hurricane Maria hit the islands in 2017. “It’s contradictory” for the U.S. to want to reap the benefits of trade and tourism with the Bahamas but also “turn our backs on everyday Bahamians who work in these same places,” she adds.
Bahamian citizens who meet the following requirements can typically apply for admission to the U.S. without a visa, according to CBP policy.
Be in possession of a valid, unexpired Bahamian passport and a police certificate issued within the past six months
No criminal record or any legal ineligibility or inadmissibility as defined by U.S. Citizenship and Immigration Services
Be traveling for business or pleasure where the intention is to only stay for a short duration
“CBP continues to process the arrivals of passengers evacuating from the Bahamas according to established policy and procedures — as demonstrated by the nearly 1,500 Hurricane Dorian survivors who arrived at the Port of Palm Beach, Fla., aboard a cruise ship on Saturday and were processed without incident,” the CBP spokesperson said.
A CBP officer told WSVN 7 News that the call to remove the Bahamians was a “business decision” made by Balearia and that “they were not ordered off the boat by any U.S. government entity.”
Just interviewed @CBPFlorida when we got off ferry in FL. They say they would have accepted and processed the Bahamians, and blame the ferry company Balearia. CBP says they tried to coordinate with Balearia but company "made a business decision" to take the evacuees off the boat. pic.twitter.com/ONkgdcJvS3
“If these folks did stay on the boat we would have processed them and worked within our laws and protocols and done what we had to do to facilitate them,” the officer said.
Trump had also tweeted last week that he would appreciate the efforts of any cruise ship companies to help those in the badly hit sections of the Bahamas.
The @USCG, @FEMA, and all others, along with other countries that have been helping, have been asked to move people in the badly hit sections of the Bahamas to other sections of the Bahamas….
….that were not hit – and that are in good condition. Any cruise ship companies willing to act as stationary housing, etc., I am sure would be appreciated!

In recent months, North Korea has carried out a slew of missile and rocket tests to protest joint military drills between the U.S. and South Korea that North Korea views as an invasion rehearsal. Some experts said the North Korean weapons tests were also a demonstration of its expanding weapons arsenal aimed at boosting its leverage ahead of new talks with the United States.
Most of the North Korean weapons tested in July and August have been short range. This suggests that North Korea hasn’t wanted to lift its self-imposed moratorium on nuclear and long-range missile tests, which would certainly derail negotiations with Washington.
Trump has downplayed the latest North Korean weapons tests, saying the U.S. never restricted short-range tests.
When you visit a museum, chances are you think more about the items you’re there to see than about the museum itself — much less about the meaning of museums in general. But while art and antiquities are what draw millions of curious visitors to museums each year, that last matter has long preoccupied the people who work in them. Is a museum simply a building to house objects? Is it there to engage with the public? To take an active stance on political issues? All of the above?
As the institution’s role evolves, a universal definition of museum has become the subject of heated argument. In fact, while the International Council of Museums (ICOM)’s Extraordinary General Assembly — a United Nations-style body for museums, in which 119 countries are represented — was supposed to vote on the matter over the weekend, the vote was postponed after “profound and healthy debate,” with little clarity as to when it might be rescheduled.
“From my perspective — and that of a number of other committees — the Extraordinary General Assembly was a strange and un-transparent descent into chaos,” Danish curator Jette Sandahl, who chaired the committee proposing a new definition, told TIME after the postponement.
At the heart of the matter is an attempt to outline exactly what a contribution to broader society could look like for museums today. The proposed new definition, which may be amended before another vote takes place, describes museums as “democratizing, inclusive and polyphonic spaces for critical dialogue about the pasts and the futures,” with a goal of contributing to “human dignity and social justice, global equality and planetary wellbeing.” That’s a departure from the current ICOM definition. Last updated in 2007, it states that a museum is a “non-profit, permanent institution in the service of society” with traditional functions such as acquiring, conserving, researching, communicating and exhibiting. (A similar definition was agreed upon by the U.K.-based Museums Association in 1998.)
To some, the new wording represents a worthy mission statement: updating a years-old definition and acknowledging that museums have a role to play in civic society, no matter where they are. But other experts have condemned the new definition’s “political tone,” decrying it as an “ideological” manifesto and expressing concerns that it doesn’t address the traditional functions of a museum.
The ICOM vote has brought new stakes — and attention — to a contentious debate that has raged within the industry for years, and has taken on higher stakes as institutions grapple with their role in countries facing increasing political and social change. European and U.S. museums have also found themselves held to greater accountability by historically marginalized and underrepresented communities, who now have the access to openly critique them on social media, and by those who call for greater acknowledgement of the history of colonialism in many museums’ collecting practices.
“As museums become more and more conscious of the strong social role they play, there’s a need for a more explicit platform of values from which we work,” says Sandahl, who is the founding director of the Museum of World Cultures in Sweden and the Women’s Museum of Denmark. “Saying that museums can only fulfill traditional functions or play these new roles is what I feel we’ve outgrown in the 21st century.” Sandahl wants that “or” to be replaced with an “and.” She also firmly rebukes the criticism that the new definition has a “political” tone: “When you say that something is political or ideological, well, is it political to work with marginalized communities and women, as many museums are doing now, or is it political not to?”
For the past two years, the U.S.-based #MuseumsAreNotNeutral online campaign has articulated similar sentiments, building on decades of activism work challenging the supposedly “neutral” status of institutions. “For me, it came from a lot of frustration in working in different places and being told the ideas I was proposing were too political,” says LaTanya Autry, a curatorial fellow at the Museum of Contemporary Art in Cleveland, who co-founded the campaign with Mike Murawski, director of learning and community partnerships at the Portland Art Museum in Oregon. “It doesn’t make any sense when people say museums are neutral and can’t be political. If you know the history of these places, you know they’re a product and project of colonialism.”
Autry and Murawski’s campaign, which since 2017 has raised funds for the Southern Poverty Law Center and for communities in Flint, Mich., through the sale of t-shirts branded with the hashtag, has provided a space online for people to openly critique the way the world’s top museums — many of which were established in the 18th and 19th centuries against a backdrop of imperialism — have operated in the past. As European colonialists traveled abroad, they would often bring “curiosities,” artifacts and treasures home for examination and display. Several museums have come under increasing calls to return these kinds of objects, such as the Benin Bronzes at the British Museum and African artworks in French institutions, to their native countries. For many, those histories mean museums are a place where visitors should think critically about the past and the future, echoing elements of the proposed alternative definition.
“If we are caring about the communities that we serve,” says Autry, “then we should be working to undo the histories of violence, histories of exclusion that have already existed.”
In many places, that work has already begun. Autry and Murawski cite Smithsonian Secretary Lonnie G. Bunch III as a museum leader fulfilling this mission, especially through his work as the founding director of the Smithsonian’s National Museum of African American History and Culture. As Bunch told TIME earlier this year, “one of the lessons we learned in building the African American museum is that the public has a real interest in the unvarnished truth…The Smithsonian will embrace and run with these issues and these stories so that the American public gets a fuller understanding of the complexity and the complexion of its history.”
This mission appears to be taking on greater urgency for some museums in recent years. Autry and Murawski say museum professionals in the U.S. were not exempt from the wave of activism that followed the emergence of the Black Lives Matter movement in 2014 and the election of President Donald Trump in 2016. And, Murawski adds, some of the issues that museums have been working on, such as human rights and climate justice, have during the same time come to be perceived as more partisan and political. Similarly in the U.K., the upheaval of Brexit, and the spike in racism and hate crime that occurred afterwards, has urged some museum leaders to think about how their institutions address issues of discrimination and prejudice. Museums have also been among the targets of calls to decolonize educational systems in the places like the U.K. and South Africa, which saw campaigns in 2015 in South Africa at the University of Cape Town and at the University of Oxford to rid the institutions of iconography that celebrates figures of the British Empire.
“Museums have a role in addressing societal issues, and these will continue to change over time,” says Laura Pye, the director of National Museums Liverpool. “That’s something I like about the new definition. It doesn’t name what those issues are, but [recognizes] that museums are civic spaces that have a role to play in addressing what the societal issues are at the time.”
Speaking from the ICOM meeting in Kyoto last week, Pye described Liverpool’s International Slavery Museum in particular as a “campaigning organization.” The museum focuses on the history of the transatlantic slave trade and its legacy in what was once the second biggest city in the British Empire, and also spotlights the issue of modern-day slavery in Britain. “We’re clear that we want to remind people that it’s not all in the past, and remind them that we all have a role to play in what our futures look like.”
That role can be broader than the focus of the museum itself; last week, National Museums Liverpool declared a climate and ecological emergency, joining the U.K.’s Tate art gallery group, which declared the same in July. (The Tate group, along with several other institutions in the U.K., was the target of protests from climate activists demonstrating against oil company BP’s sponsorship of the galleries, which ended in 2016.) Both cases could be examples of the “planetary well-being” element of the definition that had been up for a vote — but not everyone would agree that such developments are a reason to support the new definition.
“We don’t know what this [definition] should signify exactly,” says Beate Reifenscheid, president of ICOM Germany, which was vocally opposed to the proposed definition and one of several member countries that called for the Sept. 7 vote to be postponed. “We think that museums can be a lot, but they should not be everything, and the definition should be sharper.”
The aspirational nature of the proposed definition was also a sticking point for experts Autry and Murawski, and for museum director Pye, who agrees with the sentiment but feels the language relies too much on jargon to describe a mission meant for all.
In contrast, curator Sandahl sees the definition proposed by her committee as catching up to practices that are already ongoing in the museum world. “People talk about [the proposed definition] as empty buzzwords, but these are values on which I certainly have built institutions, and these are guidelines that museum professionals use in creation and the way we run institutions. These are ethical points of view,” she says.
While the postponement of the vote shows how contentious the debate last week in Kyoto was, most agree that the function of museums has already changed — and must continue to do so— in response to society changing.
“We need to work with relevance into the context we live in, and this certainly makes that clearer,” says Sandahl. “There is no apolitical space or point of view. Museums are always political.”
(HONG KONG) — Thousands of students formed human chains outside schools across Hong Kong on Monday to show solidarity after violent weekend clashes between police and activists seeking democratic reforms in the semiautonomous Chinese territory. The silent protest came as the Hong Kong government condemned the “illegal behavior of radical protesters” and warned the U.S. to stay out of its affairs.
Thousands of demonstrators held a peaceful march Sunday to the U.S. Consulate to seek Washington’s support, but violence erupted hours later in a business and retail district as protesters vandalized subway stations, set fires and blocked traffic, prompting police to fire tear gas.
Hong Kong Chief Executive Carrie Lam agreed last week to withdraw an extradition bill that sparked a summer of protests, but demonstrators want other demands to be met, including direct elections of city leaders and an independent inquiry into police actions. Protesters in their Sunday march appealed to President Donald Trump to “stand with Hong Kong” and ensure Congress passes a bill that would impose economic sanctions and penalties on Hong Kong and mainland China officials found to suppress democracy and human rights in the city.
Hong Kong’s government expressed regret over the U.S. bill, known as the Hong Kong Human Rights and Democracy Act. It said in a statement Monday that “foreign legislatures should not interfere in any form in the internal affairs” of Hong Kong and that the city will safeguard its own autonomy.
Lam on Monday visited a subway station vandalized by protesters in an unusual public appearance. A video distributed by the government showed Lam inspecting damage and telling a commuter she was “heartbroken” to see the destruction. “I hope Hong Kong will be calm again soon and no more violence,” Lam said.
The unrest has become the biggest challenge to Beijing’s rule since it took over Hong Kong, and is an embarrassment to its ruling Communist Party ahead of Oct. 1 celebrations of its 70th year in power. Beijing has slammed the protests as effort by criminals to split the territory from China, backed by what it said were hostile foreigners. Trump has suggested it’s a matter for China to handle, though he also has said that no violence should be used. Political analysts suggest his response was muted to avoid disrupting talks with China over their tariff war.
High school and university students across Hong Kong held hands on Monday, following similar protests last week, forming long human chains that snaked into the streets outside their schools. They were joined by many graduates wearing the protesters’ trademark black tops and masks. Many also rallied against what they viewed as excessive use of force by police, with one student carrying a placard that read “Stop violence, we are not rioters.”
Anger was fueled over the weekend after images of a youth being bloodily beaten up by riot police at a subway station were widely shared on social media. The boy, who didn’t fight back, was pinned to the floor and appeared unconscious under a pool of blood.
Police public relations chief Tse Chun-chung said Monday that police are investigating the case. He said police were doing their best to handle escalating violence, with “radical” protesters attacking police and trying to snatch their weapons. He said 157 people had been detained since Friday, bringing the number of those held since June to over 1,300. Hong Kong journalists, some wearing helmets and gas masks, complained at the police briefing that riot police had used pepper spray and threatened media personnel covering the weekend clashes.
Separately, well-known Hong Kong activist Joshua Wong was released Monday, a day after he was detained at the airport. Wong, a leader of Hong Kong’s 2014 pro-democracy protest movement, was among several people held last month and charged with inciting people to join a protest in June. His prosecution comes after his release from prison in June for a two-month sentence related to the 2014 protests. A court said Wong’s overseas trips had been approved earlier and his detention was due to procedural errors.
Wong, who visited Taiwan last week, told reporters before he flew off to Germany and then the U.S. that he would continue to raise global awareness about Hong Kong’s fight for democratic reforms.
German Foreign Minister Heiko Maas welcomed Wong’s release and said he was prepared to meet him. “We hope that the conflict there will be de-escalated bit by bit, but without that entailing the rights people are entitled to — namely the right to express their opinion, including on the street — in any way being limited,” Maas told reporters in Berlin.
(LONDON) — U.K. House of Commons Speaker John Bercow says he will step down by the end of next month after a decade in the job.
Bercow told lawmakers that if Parliament votes Monday in favor of an early election, he will quit before the campaign. If they don’t he will quit Oct. 31 — the day Britain is due to leave the European Union.
He says he will quit both as speaker and as a member of Parliament.
Bercow has angered the Conservative government by repeatedly allowing lawmakers to seize control of Parliament’s agenda to steer the course of Brexit. He says he is simply fulfilling his role of letting Parliament have its say.
The Conservatives had said they would run against Bercow in the next national election, breaking a convention that the speaker be elected unopposed.
LONDON — Prime Minister Boris Johnson’s government has confirmed it will suspend the U.K. Parliament later Monday until Oct. 14.
Spokesman James Slack says Parliament will be prorogued, or suspended, at the close of the day’s business.
Johnson has previously said he would send British lawmakers home sometime this week. The suspension limits Parliament’s ability to block Johnson’s plans for Brexit.
Johnson says the UK must leave the E.U. on Oct. 31, with or without a divorce agreement.
Lawmakers are trying to stop a no-deal Brexit, and some have branded the suspension a “coup.”

Bihar has been a noteworthy focal point of learning and home to the colleges of Nalanda (probably the most punctual college of India going back to the fifth century) and Vikramashila. The convention of taking wherein had its root from the hour of Buddha or maybe prior was lost during the medieval period when it is accepted that pillaging multitudes of the trespassers decimated these focuses of learning. Bihar saw a recovery during the later piece of the British standard when they set up a University at Patna alongside different focuses of high adapting, to be specific, Science College, Patna, Prince of Wales Medical College (Now Patna Medical College and Hospital), and Bihar Engineering College (Now National Institute of Technology, Patna). Current Bihar has an insufficient instructive foundation making a tremendous crisscross among interest and supply.
This issue is additionally intensified by increments in the populace. The hankering for advanced education among the overall public of Bihar has prompted a movement of the understudy network from the state. This has prompted a “flooding” of understudies to look for instructive open doors in different states, for example, New Delhi and Karnataka, notwithstanding for graduation level school training. By Alex WebbGiven the U.S.-China trade war, one might think that Apple Inc. contravening Chinese labor laws would provide just the ammunition that Beijing needs to crack down on the tech giant.Yet there are good reasons why China might prefer not to crack the whip too fiercely on the iPhone maker. Apple plays an important role in the local economy, but amid the rising tensions with President Donald Trump's administration, the Cupertino, California-based firm has another significant role: as a quasi proxy, lobbying in Washington, D.C. for interests similar to China's.Trump has introduced or threatened tariffs on $300 billion-worth of Chinese imports. In response, China has targeted U.S. farmers with retaliatory tariffs. So far, Apple largely has managed to stay out of the firing line of Chinese authorities, even as its local sales have struggled.Much of Apple's manufacturing is in China, so tariffs there are off the table. But there are other steps Beijing could take to make the U.S. company's life difficult. 71055403 Take the experience of some of South Korea's biggest firms. The likes of Samsung Electronics Co., Hyundai Motor Co. and LG Electronics Co. are all moving production out of China after facing heightened local competition and regulatory headwinds, according to Nikkei. A spat over Seoul deploying a U.S. missile-defense system spurred Chinese boycotts of South Korean companies. That prompted Seoul-based supermarket chain Lotte Mart to sell its Chinese operations. The nature of Apple's most recent transgression would seemingly make it easy for China to justify retaliation. Foxconn, Apple's biggest contract manufacturer, used too many temporary staff at the world's largest iPhone factory in Zhengzhou, China Labor Watch said in a report. They represented about 50% of the workforce in August, the non-profit advocacy group said; Chinese labor law limits temporary workers to 10% of the total. The millions of jobs that Apple, Foxconn and other contract manufacturers and suppliers support in China have meant that any crackdown on its products would negatively impact the local economy. Employing a higher-than-permitted proportion of seasonal staff weakens that argument. The less the economic benefit, the easier it is to warrant making Apple's life harder. But Apple's lobbying prowess also has a corollary benefit for ChinaI'm not suggesting that Apple Chief Executive Officer Tim Cook is working in cahoots with Beijing. Goodness knows his firm has endured its share of difficulties there. In 2016 it had to shutter the iBooks Store and iTunes Movies, and a year later was ordered to remove hundreds of VPN applications from Apple's Chinese app store. The reality is simply that, when it comes to trade, Apple's interests often (though by no means always) align with China's. It has spent a decade cultivating a complex supply chain across the country's coastal regions, and lists more than 350 Chinese production facilities as suppliers. In 2017, it said it has "created and supported 4.8 million jobs in China." The imposition of higher tariffs damages both China and Apple. It would take a decade or more to replicate the Chinese operations in Vietnam, India or Indonesia.Cook's value as a lobbying proxy was demonstrated at a dinner with Trump just last month. The president said Cook had made a "good case" that tariffs would handicap the company in its competition with Samsung, whose smartphone manufacturing is more globally distributed. The president had already delayed until mid-December a 10% tariff class which would have affected the iPhone in the crucial Christmas shopping season. The stay of execution affected toys and laptops too, providing a wider benefit to the Chinese economy.Apple said that its own investigation subsequently established that the percentage of temporary workers at the Zhengzhou plant also exceeded its own standards. But with provincial governments so dependent on the firm and its suppliers for local jobs, and the company's clout in D.C. benefiting the national government, they have limited incentives to impose swingeing punishments.
Paytm's losses widened 165% in the last financial year while revenue increased marginally, at a time when the digital payments leader faces increased competition from Google Pay and PhonePe.Paytm's parent One97 Communications posted Rs 3,959.6 crore in net losses for the fiscal year ending March 31, 2019 against Rs 1,490 crore for the same period in the previous year, according to details released by the company that were shared with shareholders. The company's standalone revenue stood at Rs 3,319 crore, compared to Rs 3,229 crore in 2017-18.On a consolidated basis, which includes businesses like Paytm Money for mutual fund investments, Paytm Financial Services, Paytm Entertainment Services and others, the company reported a net loss of Rs 4,217 crore. This has ballooned 162% from Rs 1,604 crore in the previous year.Paytm Money reported a net loss of Rs 36.8 crore in FY19, according to details around its subsidiaries listed out by the company.Paytm's financials were first reported by business news website Bloomberg Quint. "For the last two years, we have been investing $1 billion each year to expand the digital payments ecosystem in our country. We will further invest about $3 billion in the next two years to scale the same," a Paytm spokesperson said, responding to ET's queries."We believe India is at the inflection point of digital payments and Paytm's sole focus is towards solving the merchant payments and offering them financial services. We will invest Rs 20,000 crore in the next two years towards achieving this," the spokesperson added.Paytm founder Vijay Shekhar Sharma, who serves as managing director of the parent entity and owns 15.7% of the company, received remuneration of Rs 3 crore last year along with added benefits, the company said in the report. The company has been reporting losses, but Sharma recently said it was looking to go public in the next two years. While admitting that the roadmap was not ready yet, Sharma said he wanted Paytm to generate more cash before going public. Paytm, which has moved away from pushing the cash guzzling incentivized peer to peer payments business, said it wants to push more merchant transactions on its platform rather than person-to-person payments. Further, the company wants to monetize the base by offering financial services to consumers and merchants on the basis of the data it generates. As per latest numbers released by the company, Paytm recorded 1.2 billion merchant transactions in the first three months of 2019, done through 14 million retail stores. The SoftBank- and Alibaba-backed payments company last raised $300 million from Berkshire Hathaway in 2018.
NEW DELHI: As India faces complex security threats, the government has firmed up a mega plan to spend USD 130 billion to bolster combat capability of the armed forces in the next five to seven years, according to an official document. Official sources said the government has decided on a broad plan to speed up modernisation of the Army, Navy and the Air Force under which a range of critical weapons, missiles, fighter jets, submarines and warships will be procured in the next few years. They said the government's immediate priority is to fast-track infantry modernisation, including procuring 2,600 infantry combat vehicles and 1,700 future ready combat vehicles for the Indian Army. Another key priority is to procure 110 multirole fighter aircraft for the IAF"The government will spend USD 130 billion for fleet modernisation in the next 5-7 years across all armed forces," the official document stated. The armed forces have been pushing for adequate allocation of funds so that they are well prepared to deal with the possibility of a "two-front" war on both northern and western borders. Sources said government is aware of China significantly ramping up its air and naval powers, adding the aim is to equip both the the Indian Air Force and the Indian Navy with capabilities at par with its adversaries. To bolster its operational capability, the Navy has already finalised a plan to have 200 ships, 500 aircraft and 24 attack submarines in the next 3-4 years. At present, the Navy has around 132 ships, 220 aircraft and 15 submarines. The sources said the government is also determined to significantly enhance IAF's overall combat capabilities and a detailed plan is being finalised. The government is also working on a mega defence project to make the airspace over almost all its major cities, including Delhi and Mumbai, virtually impregnable, the sources said. It is also inducting the first batch of its intercontinental ballistic missile system - Agni V - which is expected to significantly bolster the country's air defence system. The missile, with a strike range of 5,000 km, is capable of carrying a nuclear warhead. Very few countries, including the US, China, Russia, France and North Korea, have intercontinental ballistic missiles. In its missile armoury, India currently has Agni-1 with a 700 km range, Agni-2 with a 2,000-km range, Agni-3 and Agni-4 with 2,500 km to more than 3,500-km range. The sources said the government's focus will be to develop the domestic defence industry and key policy initiatives are expected to be rolled out for it in the next couple of months.
NEW DELHI: The government is working on an Alibaba-like e-marketplace for micro, small and medium enterprises (MSMEs) which is expected to bring a turnover of around Rs 10 lakh crore over the next two to three years, Union MSME minister Nitin Gadkari said."We are developing an e-market portal like Alibaba. We will call it Bharat Craft. This will provide a direct interface between buyers and sellers. In the next 2-3 years this portal will bring a turnover of about .`10 lakh crore to the MSME sector," Gadkari said via an email communication. The government is looking at the MSME sector for its huge potential to generate income and employment, boost exports and its contribution to economic growth.Currently, MSMEs contribute around 29% to the country's GDP. "We will take this to 50% in the next five years. The sector gives employment to about 11 crore people currently, we will take this to 15 crore in the next five years," Gadkari said. 71055360 To achieve these goals, the government will need to create new channels for funding, make the sector investor friendly, bring in technological innovations, reduce logistics cost to make homegrown products competitive, provide adequate skilling and market support, Gadkari added. "However, there is an urgent need to think big and energise the sector with new and innovative ideas and out-of-the-box thinking," Gadkari said.Gadkari said that multilateral banks like ADB, World Bank and KfW have agreed to provide low-cost funds for the sector. "We must also work with cooperative banks, NBFCs (non-banking finance corporations), credit cooperative societies, Sidbi (Small Industries Development Bank of India) and financial corporations of state governments," said Gadkari, who also holds the portfolio of road transport and highways ministry. Gadkari said that the recent announcements like bank mergers, increasing liquidity of banks, transparent one-time settlement policy, online loan tracking, fast track collaboration for loans between PSBs, will benefit the sector greatly. The ministry is also looking at increasing exports by MSME, with an eye on import substitution. "There is a lot of scope for diversification in the MSME sector," Gadkari said.Honey production, kulhad making, bamboo, bio-fuel production, fisheries, dairy, agarbatti (incense sticks) making, hydroponics, water transport like Ro-Ro, Ro-Pax, etransport, mechanised fishing trawlers, can be new areas for such ventures, Gadkari said. The government is also going to set up a Bank of Ideas and Innovations very soon, where stakeholders will be invited to give their ideas for the MSME sector and innovative technologies, Gadkari said.
MUMBAI: The entry-level car segment, which once formed a critical chunk of Indian car bazaar fulfilling the dream of many middle-class families to own a car, crashed by more than 56% in the first five months of this fiscal. The share of entry-level cars — or, mini cars not more than 3,600 mm in length and having up to one-litre engine — in the overall car market has shrunk to just 8% so far this year, down from 25% in 2011-12 as a double-digit rise in acquisition price, growing agrarian stress and slowing economic growth are making many potential buyers defer their purchase.Sashank Srivastava, executive director for sales and marketing at Maruti Suzuki, said the entry car buyer is extremely price sensitive and in the times of downturn, it is these buyers who withdraw from the market. "The prices of entry cars have gone up by 14-24% depending on the states in the last two years, which is a very steep hike," he said. "Plus, rural is a strong contributor to the segment; unlike last year, the sentiment in the rural is very poor at this point in time, which has affected the segment."To be sure, the entry-level motorcycle segment, too, has witnessed a double-digit decline in sales in the April to August period. The sales of entry-level cars have dropped in absolute numbers, too, in recent years even as the car market hit new highs. Sales of entry-level cars stood at around 335,000 — or, 10% of overall car sales of 3.34 million — in the last fiscal, down from about 485,000 in FY12 when the overall car sales stood at 2 million, according to data from industry body SIAM.And players such as Tata Motors and Hyundai have exited the market by pulling out Nano and Eon, respectively. Maruti Suzuki Alto and Renault-Nissan's Kwid and Redigo are the only participants left in the space.Venkatram Mammillapalle, MD of Renault India, said buyers at the bottom of the pyramid have a saving mentality and in times of downturn, they withdraw from the market.Lack of options and excitement, too, has had an impact on the entry segment, even as better finance options have enabled prospective buyers to skip the segment and move directly to premium hatchbacks, experts said."More the challengers, more the volume growth," said Arun Malhotra, former managing director of Nissan Motor Corporation (India).VG Ramakrishnan, MD at consultancy firm Avanteum Advisors, said the rural markets, which threw up substantial small car volumes till recently, is slowing down.
NEW DELHI: At a time when automakers are cutting production and retrenching workers amid plunging sales, new entrant MG Motor India is working overtime to scale up capacity to meet demand for its recently-launched SUV Hector.MG Motor India president Rajeev Chaba told ET the company has received 28,000 bookings for the Hector, and has an additional 11,000 on the wait list. To meet demand, the company is ramping up capacity by 50% from September and considering to start a second shift from November."The customer response to Hector has been better than what we had expected," Chaba said. "We had to stop bookings on July 19. We have to meet customer expectations on delivery time and are now ramping up capacity to roll-out 3,000 vehicles in September."MG Motor India sold 2,018 units in August and 1,508 in the previous month. The company is now in discussions with suppliers to gauge their capability to scale-up operations. A decision to reopen bookings will be taken accordingly, possibly by the middle of October. The company is also raising its workforce to meet increased production."We had firmed up plans for having a total of 1,000 employees. We are already 1,300 strong, and are in the process of recruiting 300-400 people shortly," Chaba said.Last month, MG Motor India recruited 200 workers. The company has already set up 120 touch points across the country, which it plans to more than double to 250 by December.Meanwhile, MG Motor India has begun trial production to launch electric vehicle eZS by the end of the year. Two more vehicles will follow in 2020, according to people aware of the matter. The company is likely to steer clear of market leader Maruti Suzuki's turf and rather focus on SUVs in the initial years, these people said.MG Motor India has so far invested around Rs 2,200 crore to acquire General Motors' plant in Halol and to develop Hector for its debut in the country.71057691 The company has capacity to produce 80,000 vehicles of larger make at Halol and would require a new unit for subsequent launches. The final decision regarding the second unit will be taken by the end of the year.Chaba said being a new entrant, MG Motor India is making efforts to set the foundation right. The company aims to sell 200,000 units per annum in five-six years.
Crude oil prices ended higher last week as easing in tensions between the US and China bought back enthusiasm in the market and a third-weekly decline in the number of active US rigs drilling further boosted prices. China's commerce ministry said Beijing and Washington agreed to hold high-level trade talks in early October. The news was a combination of both bullish and bearish events with the bullish news having a slight edge. Prices are getting some support after top producers will consider fresh output cuts at a meeting this week, but it seems doubtful they will succeed in bolstering crude prices dented by the US-China trade war as these nations have limited options when it meets in Abu Dhabi on Thursday. The minister said that although further cuts will be considered, but that may not be the best way to boost declining prices. Baker Hughes reported that the number of active US rigs drilling for oil declined by four to 738 this week. That followed two consecutive weekly declines in the oil-rig count. Meanwhile, Opec's second-largest producer hit record production figures in August with an output of 4.88 mbpd after Iraq's highest-ever production count has contributed to what may be Opec's first monthly output rise of the year, throwing a wrench into 14-member organisation's plans to limit global oil supply and keep a floor on crude prices. Iraq's crude oil exports also increased to 3.6 mbpd in August from 3.56 mbpd the previous month. Inventory reportOil gained support after data from EIA erased concerns of demand slowdown showed that inventories shed 4.8 million. This compares with a draw of as much as 10 million barrels for the previous week. Meanwhile, the EIA also reported a gasoline inventory draw of 2.4 for the last week of the summer driving season, with distillate fuels shedding 2.5 million barrels. This compared with a 2.1 million decline in gasoline inventories in the week before, and the same-size draw in distillate fuel inventories. Refineries processed 17.4 million bpd of crude last week, producing 10.3 million bpd of gasoline and 5.2 million bpd of distillates. This compared with a flat processing rate a week earlier. Economic DataPrices soared after China reported better-than-expected services data as activity in China's services sector expanded at the fastest pace in three months in August as new orders rose, prompting the biggest increase in hiring in over a year. On the other hand, prices were pressurised after US government reported nonfarm payrolls increased by just 130,000 in August. The increase fell short of estimates for 150,000, while the unemployment rate stayed as 3.7% as expected. June and July job figures were also revised lower. Natural GasNatural gas ended on a negative note as traders are getting worried about the balance implications of a larger-than-expected weekly inventory injection. The EIA reported that supplies of natural gas rose by 84 billion cubic feet compared to expectations for a build in the upper 70s to low 80s Bcf. The 84 Bcf build, recorded for the week-ended August 30, also comes in higher than both the 64 Bcf injection recorded last year and the five-year average build of 66 Bcf. Total stocks now stand at 2.941 trillion cubic feet, up 383 billion cubic feet from a year ago, but 82 billion below the five-year average. The weather forecast reported that demand will be high across the southern US and moderate to low across the northern US. The fundamentals remains bearish as production remains high, residential/commercial demand is at its lowest level in a year. ConclusionThe trade war between the US and China has become the foremost factor to watch, and all eyes are on the negotiating table with hopes this time the talks would yield a deal. The bullish tone is expected to extend this week till point both US and China fulfill the promise to begin trade talks in October. Furthermore, Federal Reserve Chairman Jerome Powell assured markets that he is not forecasting or expecting a recession, which is one thing that could help drive prices higher this week. The comments will offset worries over demand growth this week and perhaps over the near term. NEW DELHI: The Ministry of Electronics and IT (MeitY) has written to the Unique Identification Authority of India (UIDAI) — which issues a unique Aadhaar number to Indian residents — seeking its opinion on linking social media accounts to the 12-digit identification number. This comes after the Supreme Court sought the central government's view on the matter last month."The ministry has asked for UIDAI's opinion on the matter," said a senior government official. The official said although MeitY had not yet formulated a final opinion on the matter, such linkages seem difficult since the unique identity number can be linked only to government welfare schemes and subsidies that are funded out of the Consolidated Fund of India."Aadhaar can't be linked for anything beyond the Consolidated Fund of India, that's the law," said the official, requesting anonymity. In 2018, the apex court had restricted Aadhaar's mandatory use only to permanent account number (PAN), income tax returns and for central government subsidies funded from the Consolidated Fund of India. This was later incorporated in the Aadhaar and Other Laws (Amendment) Bill, 2019, which was amended recently to allow telecom and banking companies to use Aadhaar to collect Know Your Customer information, albeit with a customer's consent.Even if the Aadhaar number is linked to social media accounts, it would serve no purpose, the official said."In the event of a crime, the government will require the mobile number or other details linked with the Aadhaar number, which is not permitted under the Aadhaar Act," the person said. The Aadhaar authentication regulations bar agencies from accessing any detail of Aadhaar holders unless they are approved as authorised user agencies. In a hearing last month, the top court agreed to hear the pleas of US-based social media company Facebook urging it to transfer four public interest litigations (PILs) that had sought such a linkage. The PILs were pending before the Madras, Bombay and Madhya Pradesh High Courts. The bench, comprising justices Deepak Gupta and Aniruddha Bose, issued notices to the central and the Tamil Nadu governments, besides other entities such as the Telecom Regulatory Authority of India (Trai) and Internet Freedom Foundation (IFF) after arguments touched upon the merits and technical aspects of moving the cases to the top court.Apar Gupta, executive director at the IFF, which has been made an intervener in the case, told ET that its position is that such a linkage would be unconstitutional and violate the Aadhaar Act."Even in the unamended Aadhaar Act, the focus was on usage of Aadhaar for subsidy schemes, and private usage was not contemplated. This will really impair and damage the privacy of individuals," Gupta said. The apex court said the PILs on Aadhaar-social media linkage and traceability on encrypted platforms such as WhatsApp would continue to be heard in the Madras High Court, but that the lower court could not pass final orders on the high-profile case. The original PIL in the Madras High Court was filed by Antony Clement Rubin in July last year seeking interlinking of the Aadhaar database with social media profiles for authentication of identity.A division bench of the Madras High Court, comprising Justices S Manikumar and Subramonium Prasad, has since expanded the scope of the PILs to include issues including curbing cybercrime and enabling traceability to catch perpetrators of misinformation and rumours on social media platforms. The next hearing in the case is scheduled for September 13.
