U.S. Defense Intelligence Chief: 'China Plans To Use Information To 'Dominate In The Future'

Washington Examiner: China plans to use information to 'dominate in the future,' says defense intelligence chief

China's government plans to leverage the growing data industry and cutting-edge technologies as part of its strategy to get an edge on its competitors, according to the Department of Defense's intelligence chief.

The data industry is one of the fastest growing industries in the world, set to reach $100 billion by 2020, and China is laser-focused on using it to its advantage when competing with the U.S., according to Army Lt. Gen. Robert Ashley, the director of the Defense Intelligence Agency.

"[I]nformation is how China plans to dominate in the future. That is their strategy," Ashley said during a keynote address at a conference in Tampa, Florida, on Monday.

"That is their strategy to get behind decision advantage."

Houston Chronicle/Bloomberg: U.S. oil challenges Mideast sellers with Asian trading debut

The rivalry between U.S. and Middle Eastern oil producers has jumped a notch as American crude makes its way right to the heart of Asia, the world's most-prized energy market.

Royal Dutch Shell Plc has offered a cargo of U.S. West Texas Intermediate Midland crude that's priced off the Dubai benchmark in its debut during Asian hours on S&P Global Platts' widely-referenced trading platform, according to two traders and data compiled by Bloomberg.

Offering the shipment -- scheduled to be delivered to Singapore, or Linggi or Nipah in Malaysia -- against the Middle East's oil benchmark brings it into direct competition with Gulf grades produced in Saudi Arabia, Abu Dhabi and Qatar. Once considered a one-off arbitrage, the flow of American oil to Asia has increased in recent years.

Reuters: Japanese report to say North Korea has miniaturized nuclear warheads: newspaper

TOKYO (Reuters) - Japan will upgrade its estimate of North Korea's nuclear weapons capability in an upcoming annual defense report, saying it seems Pyongyang has already achieved the miniaturization of warheads, the Yomiuri newspaper said in an unsourced report on Wednesday.

That compares with the assessment in last year's report in which the government said it was possible North Korea had achieved miniaturization, the Japanese daily said without citing sources.

The government is planning to approve the report at a Cabinet meeting in mid-September. The report will maintain the assessment that North Korea's military activities pose a "serious and imminent threat", the Yomiuri said.

CNBC: China's ability to spend on weapons has the Pentagon eager to develop hypersonics as the US tries to catch up

* China's ability to quickly finance its military has the Pentagon especially eager to develop hypersonic weapons, amid a budding arms race between the world's top two economies.
* The United States does not have a defense against hypersonic weapons, which can travel at least five times the speed of sound, or a little more than a mile per second.
* The Pentagon has nearly a dozen programs tasked with developing and defending against the new breed of weapons.

HUNTSVILLE, Ala. — China's ability to quickly finance its military has the Pentagon especially eager to develop hypersonic weapons, amid a budding arms race between the world's top two economies.

"China has a robust global economy, their ability to afford new offensive systems is quite significant, and we have to take note of that," Mike Griffin, the Pentagon's top engineer, told CNBC at the Space and Missile Defense Symposium in Huntsville.

"I think it's clear that in the realm of hypersonics we are playing catch up, especially relative to the Chinese. We need to be able to not only match but to overmatch, especially the Chinese," Griffin said.

Reuters: Trump says U.S. role in Afghanistan has turned into 'ridiculous' police force

WASHINGTON (Reuters) - U.S. President Donald Trump said on Tuesday the U.S. military role in Afghanistan has basically turned into a "ridiculous" police force in a sign that he is open to a U.S. troop drawdown there after 18 years of war.

Trump was briefed on Friday by top national security aides on a peace plan being negotiated by U.S. envoy Zalmay Khalilzad with leaders of the Afghanistan government and the Taliban.

"We're having good discussions. We'll see what happens. It's 18 years. We're not really fighting. We're almost a police force over there. We're not supposed to be a police force," he said.

Some 14,000 U.S. troops remain engaged in America's longest war, training and advising Afghan security forces and conducting counterinsurgency operations against militant groups such as al Qaeda and Islamic State's local affiliate.

Reuters: Trump says appropriate to let Russia join Group of Seven

WASHINGTON (Reuters) - U.S. President Donald Trump said on Tuesday it would be appropriate to let Russia join the G7 group of advanced industrialized countries.

Speaking to reporters at the White House, Trump noted his Democratic predecessor, Barack Obama, had wanted Russia out of what used to be the G8.

"But I think it's much more appropriate to have Russia in. It should be the G8 because a lot of the things we talk about have to do with Russia," Trump said.

Russia was pushed out of the G8 in 2014 because of its annexation of Crimea from Ukraine.

DW: UN impasse could mean killer robots escape regulation

It's no longer the stuff of science fiction: Wars could soon be decided by lethal autonomous weapons systems. But a concerted effort to ban "killer robots" through international law at the UN appears to have hit a wall.

UN Secretary-General Antonio Guterres has labeled autonomous weapons "politically unacceptable and morally repulsive," and called for them to be banned under international law. "Consider the consequences if an autonomous weapons system can independently select people as targets and attack them," Guterres has repeatedly told the international community, whose representatives are currently debating a ban on so-called killer robots in Geneva. Agreement, however, is not in sight. In fact, as one of the participants told DW, the talks are making no progress.

CNN: Pompeo says ISIS is 'more powerful' in some places but downplays overall threat

Secretary of State Mike Pompeo on Tuesday acknowledged that there are "places where ISIS is more powerful today than they were three or four years ago," but sought to downplay the risk posed by the terrorist organization in the wake of a report warning of its resurgence in Syria.

"What we've always said is the caliphate's been gone and there's always risks that there'll be a resurgence, not just from ISIS," Pompeo said on "CBS This Morning."

"It's complicated," Pompeo said when asked if ISIS is gaining strength.

"There's certainly places where ISIS is more powerful today than they were three or four years ago. But the caliphate is gone and their capacity to conduct external attacks has been made much more difficult," he added. "We've taken down significant risk -- not all of it, but a significant amount."

Fighters from Security Belt militia take two government military bases in Zinjibar, in Abyan province, officials say.

UAE-backed separatist fighters have seized a number of military camps in Yemen's southern Abyan province, as fresh clashes with forces loyal to the country's internationally recognised government caused multiple deaths and injuries.

The two sides are nominal allies in a Saudi-UAE-led military coalition battling the Houthi rebels movement after the latter took over the capital, Sanaa, and most major cities in 2014.

BBC: Italy government crisis: PM Conte quits amid coalition row

Italy's Prime Minister Giuseppe Conte has resigned following a blistering attack on coalition partner Matteo Salvini.

Mr Conte said Mr Salvini had been "irresponsible" in creating a new political crisis for Italy for "personal and party interests".

Mr Salvini, the leader of the nationalist League party, had tabled a no-confidence motion against Mr Conte.

He also said he could no longer work with his coalition partners Five Star.

The League and the anti-establishment Five Star Movement formed a coalition to govern just 14 months ago with Mr Conte as an independent as prime minister.

Space.com: New US Space Command Will Launch Next Week, VP Pence Says

The U.S. Space Command will be born Aug. 29.

The new United States Space Command will officially be up and running by the end of the month, Vice President Mike Pence said today (Aug. 20) at a meeting of the National Space Council.

The U.S. Space Command will be the military's unified combatant command in charge of the country's defense operations in space. It will become the Defense Department's 11th unified combatant command, alongside the U.S. Strategic Command, the U.S. Special Operations Command and other commands that serve specific functions or geographic regions.

IDF says last week's Noble Rose exercise not held in direct response to recent incidents around Strait of Hormuz

Israeli and American naval special forces completed a large-scale exercise in the Mediterranean Sea last week simulating the takeover of a merchant ship carrying illegal weapons and contraband, as Iran and a US-led coalition square off on shipping routes in the nearby Persian Gulf.

The Israeli military said the exercise, Noble Rose 2019, was not in direct response to these tensions.

Israel's elite naval commando unit, known in Hebrew as Shayetet 13, participated in the drill alongside US Special Forces. An Israel Defense Forces spokesperson refused to comment on the precise number of troops that took part in the exercise, but said it was "larger than what we've done before."

TEHRAN — A top Iranian official and close adviser to Iran's supreme leader says his country should never have signed the international nuclear deal that has now been renounced by President Donald Trump.

In an interview with Lester Holt of NBC News, the official, Ali Shamkhani, who rarely speaks to the Western press, said that there were people in Iran who felt that signing the 2015 nuclear pact, known as the JCPOA, was a mistake.

Asked by Holt if he was one of those people, Shamkhani said, "Yes. … I'm just following the viewpoints of my nation, the people of Iran."

China and Russia have accused the United States of stoking a new arms race by testing a cruise missile, just weeks after Washington withdrew from a cold-war era missile control treaty that would have barred the test launch.

The ground-launched missile, a conventionally-configured version of the nuclear-capable Tomahawk cruise missile, hit its target after over 500 kilometres of flight during Monday's test, the Pentagon said in a statement.

Russia and China have sharply criticized the US for ramping up military tensions by testing a ground-launched, medium-range cruise missile weeks after withdrawing from the INF pact with Moscow.

Moscow and Beijing on Tuesday said the US was stoking military tensions by testing a ground-launched, medium-range cruise missile after Washington tore up a Cold War-era pact banning this type of potentially nuclear-capable weapon.

The Pentagon said on Monday it had tested a conventionally configured cruise missile that hit its target after more than 500 kilometers (310 miles) of flight.

AFP: US Navy 'ready' for Venezuela mission, says a top commander

The US Navy is ready to "do what needs to be done" on Venezuela, a top commander said on Monday, as America ramps up pressure on the crisis-wracked country.

US Southern Command chief Admiral Craig Faller made the remarks in Rio de Janeiro as the United States kicked off its annual UNITAS maritime exercise involving nine Latin American countries as well as the UK, Portugal and Japan.

"I won't speak to details of what we're planning and what we're doing, but we remain ready to implement policy decisions and we remain on the balls of our feet," Faller told reporters.

He added: "The United States Navy is the most powerful navy in the world. If a policy decision is made to deploy the navy, I'm convinced that we'll be able to do what needs to be done."

Reuters: Greece says has had no request from Iranian oil tanker to dock

ATHENS (Reuters) - Greece said on Tuesday it had not had a request for an oil tanker at the center of a row between Iran and the U.S. to dock at one of its ports, as Washington warned Greece against helping the vessel.

The Adrian Darya 1 — formerly the Grace 1 — left Gibraltar on Aug 18. Ship-tracking data on Tuesday showed the vessel was heading towards the Greek port of Kalamata on the southern coast of the Peloponnese and was scheduled to arrive on Aug. 26.

"The vessel is cruising at low speed and there is still no formal announcement that it will arrive at Kalamata. The Merchant Marine Ministry is monitoring the matter along with Greece's Foreign Ministry," a shipping ministry spokesman said.

A Worker from the British Consulate in Hong Kong Has Been Detained in China, Reports Say

Mainland Chinese authorities have confirmed that they are holding a 28-year-old Hong Kong citizen who works at the British consulate in Hong Kong, according to media reports.

Simon Cheng, a trade and investment officer at the consulate, was reported missing after he failed to return from a business trip to the neighboring Chinese city of Shenzhen on Aug. 8. His girlfriend told local media that he had messaged her shortly before attempting to pass through a border control point on his way back to Hong Kong, saying “pray for me.”

According to Reuters, Geng Shuang, a Chinese foreign ministry spokesman, said that Cheng was being held in Shenzhen for a legal violation.

Hong Kong government-funded broadcaster RTHK quoted Geng as saying “The person you mentioned has been placed in administrative detention for 15 days as a punishment” for breaking a public security law.

The news is sure to exacerbate already worsening tensions between China and the U.K., which governed Hong Kong as a colony for 156 years before retroceding it to China in 1997.

In July, then U.K. Foreign Secretary Jeremy Hunt pledged “unwavering” support to “Hong Kong and its freedoms.” Also last month, Boris Johnson — then the political front runner for the prime-ministership he now holds — said he backed Hong Kong’s anti-government protesters “all the way.”

Such remarks have infuriated Beijing, which has accused the U.K. and other countries of being behind Hong Kong’s ongoing unrest. Last week, the Chinese ambassador to the U.K. said some British politicians were living “in colonial days” and warned the U.K. against interfering in the semi-autonomous enclave, which is politically, culturally, and linguistically distinct from the rest of China.

Cheng’s detention also comes as Hong Kong travelers report having their phones searched at the Chinese border, by officials looking for photos, videos or other evidence of participation in the 12 weeks of protests that have rocked the territory.

One woman told the BBC of being forced to delete photos of the protests from her phone and said “None of my friends want to go to mainland China now.”

Hong Kong’s unrest began as a series of protests against a now-suspended extradition bill that would have allowed, for the first time, the extradition of fugitives to the mainland. Critics said the bill would be used by Beijing to apprehend dissidents and political opponents.

Peaceful marches against the bill quickly escalated into an anti-government rebellion, with many protesters repudiating Chinese sovereignty and calling for self-determination for Hong Kong’s 7.2 million people. Protesters have torn down the Chinese flag from flagpoles, defaced state emblems and frequently assert that “Hong Kong is not China.”

Activists have called for a rally in support of Cheng in Hong Kong Wednesday evening local time.

 

At Least 2,300 People Have Been Detained During the Lockdown in Kashmir

(SRINAGAR, India) — At least 2,300 people, mostly young men, have been detained in Indian-administered Kashmir during a security lockdown and communications blackout imposed to curb unrest after New Delhi stripped the disputed region of statehood, according to top Kashmir police and arrest statistics reviewed by The Associated Press.

Those arrested include anti-India protesters as well as pro-India Kashmiri leaders who have been held in jails and other makeshift facilities, according to three police officials. The officials have access to all police records but spoke on the condition of anonymity because they weren’t authorized to talk to reporters and feared reprisals from superiors.

The crackdown began just before Indian Prime Minister Narendra Modi’s Hindu nationalist-led government on Aug. 5 stripped Jammu and Kashmir of its semi-autonomy and its statehood, creating two federal territories.

Thousands of additional Indian troops were sent to man checkpoints in the Kashmir Valley, already one of the world’s most militarized regions. Telephone communications, cellphone coverage, broadband internet and cable TV services were cut for the valley’s 7 million people, although some communications have been gradually restored in places.

Kashmiris have staged protests and clashed with police since the crackdown, with about 300 demonstrations against India’s tighter control over Kashmir, the three officials said.

One of the officials said most of the arrests have been in Srinagar, Kashmir’s main city and the heart of a 30-year-old movement to oust Hindu-majority India from Muslim-majority Kashmir so that it can exist independently or be merged with Pakistan.

Both India and Pakistan claim the disputed territory of Kashmir in its entirety, but each controls only part of it. Kashmir’s special status was instituted shortly after India achieved independence from Britain in 1947.

The official spokesman in Jammu and Kashmir, Rohit Kansal, has repeatedly refused to give any details about arrests and detentions, saying only that they have been made to prevent anti-India protests and clashes in the region. He declined questions about specific arrests.

Nearly 100 people have been arrested under the Public Safety Act, the arrest statistics showed. The law permits detaining people for up to two years without trial.

At least 70 civilians and 20 police and soldiers have been treated at three hospitals in Srinagar for injuries stemming from the clashes, the three officers said.

Moses Dhinakaran, a spokesman for the Central Reserve Police Force, which now holds jurisdiction in Kashmir, said he didn’t know how many people had been detained because his agency has “no direct role.”

Families crowded outside police stations Tuesday waiting to appeal for the release of their sons, husbands and other relatives.

At least three dozen men and women along with their children sat on the street outside a Srinagar police station waiting to hear about 22 young men and teenage boys who they said had been detained in a nighttime raid in one neighborhood.

Residents say police and soldiers carry out the raids to suppress dissent.

Ali Mohammed Rah said police and soldiers burst into his home and dragged his two sons, age 14 and 16, from their beds.

“They forced their entry, trained their guns at us while ordering us not to raise any alarm,” Rah said.

He said his wife, who is a heart patient, “pleaded with them to let our boys go but they whisked them away. My wife collapsed and is now in a hospital.”

A young woman named Ulfat, who is still recovering from giving birth, said her husband was arrested at their home about 2 a.m.

“Who will provide our family with food and medicine? Where should I go with my baby?” she said, her newborn daughter in her lap.

Raj Begum said her 24-year-old son was taken away barefoot and in shorts.

“Soldiers hit me with a wooden plank as I tried to resist my son’s arrest,” she said. Her husband, Abdul Aziz, displayed a bag of shoes and clothes for their son.

“Can they at least take these clothes?” he said.

In the Soura area of Srinagar, which has seen some of the biggest protests and clashes, residents have barricaded the neighborhood by digging trenches, laying barbed wire and erecting poles and corrugated tin sheets to stop the raids.

The residents, carrying axes and sticks, take turns on night patrol and have also distributed stones at street corners to defend against the raids.

Ali Mohammed, 52, said troops had made two unsuccessful attempts to raid the neighborhood.

“They’ll definitely try to come again, but we’re ready,” he said.

In Washington, a senior State Department official the U.S. wants to see India restore human rights and basic freedoms for all Kashmiris, including the release of detainees, and then looks forward to a return to political normalcy. The official was not authorized to discuss diplomatic discussions publicly and spoke on condition of anonymity.

Kashmir has seen mass arrests and lockdowns before. The partition of the territory left India in control of most of Kashmir, and Pakistan and China in charge of other parts of the territory. India has often tried to suppress uprisings, including a bloody armed rebellion in 1989. About 70,000 people have been killed since that uprising and a subsequent Indian military crackdown.

President Trump Has Postponed His Denmark Visit Because Greenland Isn’t for Sale

(WASHINGTON) — Two days after he said buying Greenland wasn’t a top priority, President Donald Trump canceled an upcoming trip to Denmark, which owns the mostly frozen island, after its prime minister dismissed the idea.

Prime Minister Mette Frederiksen had called Trump’s musing about buying the Danish territory “an absurd discussion” after the former real estate mogul-turned-president began to talk up the idea.

Trump said Sunday that he was interested in such a deal for strategic purposes, but said a purchase was not a priority at this time. “It’s not No. 1 on the burner,” he told reporters.

Trump even joked about his proposal as it came in for ridicule, tweeting a doctored photo of a glistening Trump skyscraper looming over a small village in the Arctic territory.

“I promise not to do this to Greenland,” he joked Monday.

But on Tuesday, Trump abruptly canceled the visit, also by tweet.

Just a few hours earlier, the U.S. ambassador to Denmark tweeted that it was “ready for the POTUS @realDonaldTrump visit!” using an acronym for “President of the United States” along with Trump’s Twitter handle.

Trump wrote: “Denmark is a very special country with incredible people, but based on Prime Minister Mette Frederiksen’s comments, that she would have no interest in discussing the purchase of Greenland, I will be postponing our meeting scheduled in two weeks for another time.”

He added: “The Prime Minister was able to save a great deal of expense and effort for both the United States and Denmark by being so direct. I thank her for that and look forward to rescheduling sometime in the future!”

White House spokesman Judd Deere said later that the visit to Denmark has been canceled.

The White House announced in late July that Trump had accepted an invitation to visit Denmark’s Queen Margrethe and participate in a series of meetings, including with Frederiksen and business leaders.

The trip, set to begin at the end of August, includes a stop in Poland to commemorate the 80th anniversary of the start of World War II.

Trump is expected to go ahead with the Warsaw visit.

Asked about Greenland on Sunday as he prepared to return to Washington after a vacation week at his central New Jersey home, Trump said “strategically … it would be nice” to own the island.

He also suggested he might not visit Denmark at all, saying he didn’t think the previously announced trip had been “absolutely set in stone yet.”

An Australian Court Has Upheld Child Sex Convictions Against Cardinal George Pell

(MELBOURNE, Australia) — An Australian appeals court Wednesday upheld convictions against Cardinal George Pell, the most senior Catholic to be found guilty of sexually abusing children, in a decision cheered by scores of abuse survivors and victims’ advocates demonstrating outside the court.

A unanimous jury in December found Pope Francis’ former finance minister guilty of molesting two 13-year-old choirboys in Melbourne’s St. Patrick’s Cathedral more than two decades ago. The Victoria state Court of Appeal rejected his appeal in a 2-1 ruling, with the court’s chief justice saying the majority found Pell’s accuser to be a compelling “witness of truth.”

Pell’s lawyers will examine the judgment and consider an appeal to the High Court, Australia’s final arbiter, his spokeswoman Katrina Lee said. “Cardinal Pell is obviously disappointed with the decision,” her statement said.

The Vatican, which is conducting its own investigation into sex abuse allegations against Pell, noted he had always maintained his innocence and had a right to appeal.

“…. the Holy See confirms its closeness to the victims of sexual abuse and its commitment to pursue, through the competent ecclesiastical authorities, those members of the clergy who commit such abuse,” a Vatican statement said, adding it respected the Australian judicial system.

The Australian Catholic Bishops’ Conference said all Australians must be equal under the law and it accepted the verdict.

“I respectfully receive the court’s decision and I encourage everyone to do the same,” Melbourne Archbishop Peter Comensoli said in a statement.

Pell was sentenced to six years in prison in March and is no longer a member of Pope Francis’ Council of Cardinals or a Vatican official. Prime Minister Scott Morrison said soon after the appeal was rejected that Pell would be stripped of his Order of Australia honor.

Pell, 78, showed no emotion when Chief Justice Anne Ferguson read the verdict to a packed courtroom but bowed his head moments later. He wore a cleric’s collar but not his cardinal’s ring. Pell had arrived at the court in a prison van and was handcuffed as he was led away by a guard.

Clerical sexual abuse and the Catholic Church’s handling of such cases worldwide have thrown Francis’ papacy into turmoil.

In a little more than a year, the pope has acknowledged he made “grave errors” in Chile’s worst cover-up, Pell was convicted of abuse, a French cardinal was convicted of failing to report a pedophile, and a third cardinal, former U.S. church leader Theodore McCarrick, was defrocked after a Vatican investigation determined he molested children and adults.

Ferguson said she and President of the Court of Appeal Chris Maxwell “decided that it was open to the jury to be satisfied beyond reasonable doubt that Cardinal Pell was guilty.”

The two judges “accepted the prosecution’s submission that the complainant was a very compelling witness, clearly not a liar, was not a fantasist and was a witness of truth,” Ferguson said.

The dissenting judge, Mark Weinberg, “could not exclude as a reasonable possibility that some of what the complainant said was concocted,” particularly in relation to the charge that Pell had squeezed the boy’s genitals and shoved him against a cathedral corridor wall as they passed in the midst of the choir moments after a Mass, she said.

“Justice Weinberg found that the complainant’s account of the second incident was entirely implausible and quite unconvincing,” Ferguson said. The full, 325-page ruling was published after she summarized the court’s findings.

One of the choirboys, identified by the sentencing judge as J.J., was the key prosecution witness. His friend, identified as M.R., died of a heroin overdose in 2014 at the age of 31 without ever complaining he had been abused. Neither victim can be named.

J.J. said he felt a responsibility to come forward after attending his friend’s funeral. “The criminal process has been stressful. The journey has taken me to places that, in my darkest moments, I feared I could not return from,” he said in a statement released by his lawyer.

“I am grateful for a legal system that everyone can believe in, where everybody is equal before the law and no one is above the law,” he added.

The victim said he was relieved by the verdict and, “I just hope that it’s all over now.”

The father of the deceased victim shed tears of relief in the courtroom when Pell’s appeal was denied, his lawyer said.

Lawyer Lisa Flynn said the father had an “extremely tough wait” for the judgment against Pell and the court made the correct decision. “The disgraced cardinal is in the right place behind bars.”

An earlier trial had ended with a deadlocked jury, with at least two jurors holding out for conviction or acquittal. While Pell’s lawyers argued in the appeal that the jury must have had reasonable doubt, the prosecutors said contrasting evidence from more than 20 priests, choristers, altar servers and church officials still did not preclude guilty verdicts.

The abuse occurred months after Pell became archbishop of Australia’s second-largest city and had set the world’s first compensation arrangement for victims of clergy sexual abuse.

The victim who testified said the incident in the corridor occurred in early 1997. The jury also concluded that Pell in late 1996 had orally raped the same choirboy and indecently dealt with the boy and his friend in a rear room of the cathedral after catching them swigging altar wine.

Pell did not testify at either of his trials. But both juries saw a video of a police interview of him in Rome in 2016 in which Pell rejected the allegations as “absolutely disgraceful rubbish” and a “deranged falsehood.”

A non-profit group that seeks accountability for sex abuse in the Catholic church said the ruling was a watershed that should give all victims hope. “Catholics everywhere owe thanks to the incredibly brave victim who brought Pell to justice,” the U.S.-based group said in a statement.

It also expressed hope Australia would continue to investigate Pell. “An abusive bishop is, inevitably, an enabler of other sexual criminals. His sphere of negative influence extends beyond his own victims, hurting the children (who) are raped or assaulted by the abusive clerics to whom he gives safe harbor.”

Pell must serve a minimum of three years and eight months of his six-year sentence before he will be eligible for parole. He has been held in a Melbourne prison in protective custody as a convicted pedophile.

Prison authorities have been investigating whether Pell breached rules by writing a letter dated Aug. 1 that was circulated by his supporters on social media. Prison rules forbid prisoners from posting on social media, using the internet, or asking others to post on their behalf.

The two-page, handwritten letter thanked supporters for letters Pell has received and said his faith was his “source of strength.”

He could face further legal consequences from an Australian government-commissioned inquiry into how the church and other institutions responded to child sex abuse over decades.

Pell testified to the inquiry by video link from Rome in 2016. The redacted report issued in 2017 made no mention of Pell to avoid publishing information that could “prejudice current or future criminal or civil proceedings.”

On his way to an Aug. 1 campaign event in Ohio, President Donald Trump was asked about America’s position on the months-long pro-democracy protests in Hong Kong. “That’s between Hong Kong and that’s between China, because Hong Kong is a part of China,” Trump said. But as tensions mounted in the self-governing enclave in the following weeks, Trump’s aides and allies took different positions, with his State Department, National Security Advisor, and supporters in the Senate backing the protesters and warning Beijing against intervention.
The mixed messages left U.S. and foreign officials struggling with basic questions about American policy, such as to what extent the U.S. considers Hong Kong autonomous and how Washington might respond to the use of force to quell the demonstrations. More broadly, the confusion captures an enduring challenge of the Trump presidency: it’s almost impossible to discern America’s approach to key foreign issues, from trade to humanitarian crises to military deployments, because the process for setting and enforcing policy is ignored or irrelevant.
In interviews with TIME, more than a dozen current and former U.S. officials in the White House, the State and Defense Departments, and the intelligence community said the lack of clarity on Hong Kong reflects a muddled approach not just to that crisis but to policy­making across the national-security bureaucracy. And while some have found Trump’s unpredictability refreshing, it has left America’s closest allies wondering whether the U.S. will honor treaties, re-evaluating their relations with adversaries like Russia and China, and planning for what a second Trump term might bring.
The President’s penchant for ad hoc policy­making has spread across government, these officials say. National Security Advisor John Bolton has dispensed with most of the inter­agency meetings that have allowed top officials in previous Republican and Democratic Administrations to present and debate the risks and benefits of different policy options, according to four current and former National Security Council officials.
As a result, said two of the officials, there is less—and sometimes no—coordination among Cabinet departments. Some policies are decided without input from diplomatic, political or military experts. Bolton’s top aides have called counterparts to ask if they know what was discussed or decided in certain meetings, only to be told, “We don’t know either,” according to one Administration official. A National Security Council official declined to comment on the record.
The top-down pattern also has been adopted by Secretary of State Mike Pompeo, State Department officials say. Pompeo meets with some top political appointees only every other week, according to two current and one former Department officials. When Colin Powell was Secretary of State during President George W. Bush’s first term, he met with his under and assistant secretaries every morning, those officials said.
In a July 25 closed-door meeting with the Business Council for International Understanding, according to two people in attendance, Under Secretary of State for Management Brian Bulatao, a West Point classmate of Pompeo’s, said that because Pompeo was away from the building 80% of the time, he was streamlining the management of the department by slashing the number of officials who report to him. Deputy Secretary of State John Sullivan, Bulatao said, was taking responsibility for finance; public diplomacy and public affairs; and civilian security, democracy and human rights. “That means only about half the department has regular access to the secretary,” said one of the attendees, a former department official. That has left some officials in the dark about what issues are at the top of Pompeo’s agenda at any given time and what other parts of the department are doing.
The lack of orderly policy processes across government is what has led to the confusion on Hong Kong, insiders say. Commerce Secretary Wilbur Ross told CNBC on Aug. 14 that the dispute “is an internal matter.” The same day, Pompeo’s State Department said it was “deeply concerned” by reports that China’s People’s Armed Police were mobilizing in nearby Shenzhen. “We condemn violence and urge all sides to exercise restraint, but remain staunch in our support for freedom of expression and freedom of peaceful assembly in Hong Kong,” the statement said.
Bolton also took a harder line than Ross, warning the Chinese in an Aug. 15 interview that they “have to look very carefully at the steps they take because people in America remember Tiananmen Square”—a reference to the 1989 demonstrations that were brutally crushed. “We urge all sides to remain calm and for the HK government to peacefully address the situation. The United States expects that Beijing will uphold its commitments in the Sino-British Joint Declaration,” a senior Administration official said in an email to TIME Aug. 19. “Preserving HK’s autonomy as agreed to by China is in everyone’s best interest.”
It was as close as the Trump team has come to embracing America’s longstanding position on Hong Kong. But it was just one voice among many in the unpredictable Trump administration this summer.

Why the Italian Prime Minister’s Resignation Could Dampen Matteo Salvini’s Ambitions

Italian Prime Minister Giuseppe Conte announced his plan to resign on Tuesday, causing the collapse of the Italian government. Conte’s move is a high-stakes political maneuver intended to stop his right-wing deputy, Matteo Salvini, from gaining even more power.

Earlier this month Salvini moved to bring down the government, and Conte accused him of doing it for his own political gain. “[Salvini] has shown that he is following his own interests and those of his party,” Conte said in a speech announcing his intention to resign. “His decisions pose serious risks for this country.”

It’s the latest political drama in a country that struggled to form a government after the 2018 elections and has had six prime ministers in the last 10 years.

Salvini, who is also the leader of the populist League party and the current interior minister. His party received the third-most votes in Italian elections in 2018, but formed a coalition government with the first-place 5 Star Movement. His popularity has surged since, however––at least partially off the back of his tough anti-migrant stance. Recent opinion polls gave his party approximately 38% of the electorate, nearly enough to control the government without a coalition partner––if he can translate the popularity to election success.

But Salvini’s opponents are hoping to delay elections, which could dampen his chances of becoming prime minister.

Here’s what to know about the Italian political crisis.

Why did Prime Minister Giuseppe Conte resign?

Conte’s resignation was the culmination of a long waiting game. Salvini had hoped to force elections to occur in October, just before the Italian budget season, betting that he could win the election and have the power to immediately enact his agenda as prime minister.

That would mean he would avoid another fraught budget negotiation with his coalition partners in the 5 Star Movement, an anti-establishment party, which resulted in a compromise last time around. “Everything was about getting Salvini into the driver’s seat before the budget,” says Erik Jones, an Italy expert at the Johns Hopkins School of Advanced International Studies.

To achieve his goal, earlier in August Salvini announced he would refuse to support his own coalition government, which has only been in power 14 months, hoping it would force Conte to resign. But instead of going immediately, Conte decided to delay his exit for as long as possible, in an attempt to prevent elections from being held before the budget season.

Conte, who is an independent, became prime minister in June 2018 after a three-month negotiation between the two biggest winners of the March 2018 election––League and the 5 Star Movement.

For the last week or so, Jones says, Conte has been negotiating with the 5 Star Movement and the Democratic Party over whether they could form a left-leaning majority in Parliament that doesn’t include Salvini’s League party, thus avoiding elections.

“That is exactly what Salvini wanted to avoid,” Jones tells TIME.

Who is Matteo Salvini and why does he want to become Italian Prime Minister?

Salvini is Italy’s most popular politician right now––far more than Conte.

Conte is a former law professor who officials plucked from relative obscurity after the last Italian elections in order to front the coalition government––between the 5 Star Movement and Salvini’s League––when neither party could agree on the other’s candidate for the job.

As the interior minister, Salvini has capitalized on Italians’ hostility toward migrants to ride higher in the polls than his coalition partners. “His popularity is at its peak right now,” Jones says. “Salvini has taken a very aggressive stance against illegal migration in Italy, in both in terms of the number of migrants arriving, and in terms of the stock of migrants that are already in the country. And this has proven to be very popular with the electorate.”

Salvini has also mounted attacks against NGOs that have rescued migrants in the Mediterranean Sea, refusing their boats access to Italian ports. As he listened to Conte’s resignation speech in Parliament in Rome, two boats were stranded in the Mediterranean carrying more than 500 people – many bearing the signs of torture from inhumane detention camps in Libya – after he refused them permission to dock in Italian ports.

Just hours after the high political drama in the Italian parliament, Salvini was back to tweeting about migrants. “Another landing, another process? I’m not afraid, I’m proud to defend the borders and security of my country,” he wrote, in reference to one of the stranded ships.

But Salvini knows the popularity he enjoys off the back of his anti-migrant populism could decline at any time––especially if Italians are forced to weather sales tax rises because of another compromise budget with the 5 Star Movement, who have different spending priorities.

“He doesn’t want to watch these financial negotiations take place, because the budget that needs to be agreed this fall is an incredibly complex negotiation where a huge amount of money needs to be found,” Jones says.

Salvini, though, is projecting confidence. He was seen repeatedly kissing a rosary while seated next to Conte as he delivered his resignation announcement. Salvini also defended his actions, telling the Italian Senate that he would “do again everything I did… I’m a free man and I don’t fear Italians’ judgment.”

What happens next?

Now that Conte has resigned, the steering wheel is in the hands of Italy’s President, Sergio Mattarella. He will likely to search for a new coalition to govern Italy with the existing members of Parliament.

That, Jones says, “could drag things out even further, which would scupper Salvini’s plans.” That’s because it’s unlikely that Mattarella want fresh elections as the Italian government is tasked with negotiation its budget.

If elections aren’t held before the end of November, Jones says, then there’s no reason not to install an interim, unelected caretaker government. “That’s what Salvini wants to avoid, but it looks like he may have miscalculated.”

Greenland’s Summer Heat Breaks Records as 440 Billion Tons of Ice Expected to Disappear

(HELHEIM GLACIER, Greenland) — This is where Earth’s refrigerator door is left open, where glaciers dwindle and seas begin to rise.

New York University air and ocean scientist David Holland, who is tracking what’s happening in Greenland from both above and below, calls it “the end of the planet.” He is referring to geography more than the future. Yet in many ways this place is where the planet’s warmer and watery future is being written.

It is so warm here, just inside the Arctic Circle, that on an August day, coats are left on the ground and Holland and colleagues work on the watery melting ice without gloves. In one of the closest towns, Kulusuk, the morning temperature reached a shirtsleeve 52 degrees Fahrenheit (10.7 degrees Celsius).

The ice Holland is standing on is thousands of years old. It will be gone within a year or two, adding yet more water to rising seas worldwide.

Summer this year is hitting Greenland hard with record-shattering heat and extreme melt. By the end of the summer, about 440 billion tons (400 billion metric tons) of ice — maybe more — will have melted or calved off Greenland’s giant ice sheet, scientists estimate. That’s enough water to flood Pennsylvania or the country of Greece about a foot (35 centimeters) deep.

In just the five days from July 31 to Aug. 3, more than 58 billion tons (53 billion metric tons) melted from the surface. That’s over 40 billion tons more than the average for this time of year. And that 58 billion tons doesn’t even count the huge calving events or the warm water eating away at the glaciers from below, which may be a huge factor.

And one of the places hit hardest this hot Greenland summer is here on the southeastern edge of the giant frozen island: Helheim, one of Greenland’s fastest-retreating glaciers, has shrunk about 6 miles (10 kilometers) since scientists came here in 2005.

Several scientists, such as NASA oceanographer Josh Willis, who is also in Greenland, studying melting ice from above, said what’s happening is a combination of man-made climate change and natural but weird weather patterns. Glaciers here do shrink in the summer and grow in the winter, but nothing like this year.

Summit Station, a research camp nearly 2 miles high (3,200 meters) and far north, warmed to above freezing twice this year for a record total of 16.5 hours. Before this year, that station was above zero for only 6.5 hours in 2012, once in 1889 and also in the Middle Ages.

This year is coming near but not quite passing the extreme summer of 2012 — Greenland’s worst year in modern history for melting, scientists report.

“If you look at climate model projections, we can expect to see larger areas of the ice sheet experiencing melt for longer durations of the year and greater mass loss going forward,” said University of Georgia ice scientist Tom Mote. “There’s every reason to believe that years that look like this will become more common.”

A NASA satellite found that Greenland’s ice sheet lost about 255 billion metric tons of ice a year between 2003 and 2016, with the loss rate generally getting worse over that period. Nearly all of the 28 Greenland glaciers that Danish climate scientist Ruth Mottram measured are retreating, especially Helheim.

At Helheim, the ice, snow and water seem to go on and on, sandwiched by bare dirt mountains that now show no signs of ice but get covered in the winter. The only thing that gives a sense of scale is the helicopter carrying Holland and his team. It’s dwarfed by the landscape, an almost imperceptible red speck against the ice cliffs where Helheim stops and its remnants begin.

Those ice cliffs are somewhere between 225 feet (70 meters) and 328 feet (100 meters) high. Just next to them are Helheim’s remnants — sea ice, snow and icebergs — forming a mostly white expanse, with a mishmash of shapes and textures. Frequently water pools amid that white, glimmering a near-fluorescent blue that resembles windshield wiper fluid or Kool-Aid.

As pilot Martin Norregaard tries to land his helicopter on the broken-up part of what used to be glacier — a mush called a melange — he looks for ice specked with dirt, a sign that it’s firm enough for the chopper to set down on. Pure white ice could conceal a deep crevasse that leads to a cold and deadly plunge.

Holland and team climb out to install radar and GPS to track the ice movement and help explain why salty, warm, once-tropical water attacking the glacier’s “underbelly” has been bubbling to the surface

“It takes a really long time to grow an ice sheet, thousands and thousands of years, but they can be broken up or destroyed quite rapidly,” Holland said.

Holland, like NASA’s Willis, suspects that warm, salty water that comes in part from the Gulf Stream in North America is playing a bigger role than previously thought in melting Greenland’s ice. And if that’s the case, that’s probably bad news for the planet, because it means faster and more melting and higher sea level rise. Willis said that by the year 2100, Greenland alone could cause 3 or 4 feet (more than 1 meter) of sea level rise.

So it’s crucial to know how much of a role the air above and the water below play.

“What we want for this is an ice sheet forecast,” Holland said.

In this remote landscape, sound travels easily for miles. Every several minutes there’s a faint rumbling that sounds like thunder, but it’s not. It’s ice cracking.

In tiny Kulusuk, about a 40-minute helicopter ride away, Mugu Utuaq says the winter that used to last as much as 10 months when he was a boy can now be as short as five months. That matters to him because as the fourth-ranked dogsledder in Greenland, he has 23 dogs and needs to race them.

They can’t race in the summer, but they still have to eat. So Utuaq and friends go whale hunting with rifles in small boats. If they succeed, which this day they didn’t, the dogs can eat whale.

“People are getting rid of their dogs because there’s no season,” said Yewlin, who goes by one name. He used to run a sled dog team for tourists at a hotel in neighboring Tasiilaq, but they no longer can do that.

Yes, the melting glaciers, less ice and warmer weather are noticeable and much different from his childhood, said Kulusuk Mayor Justus Paulsen, 58. Sure, it means more fuel is needed for boats to get around, but that’s OK, he said.

“We like it because we like to have a summer,” Paulsen said.

But Holland looks out at Helheim glacier from his base camp and sees the bigger picture. And it’s not good, he said. Not for here. Not for Earth as a whole.

“It’s kind of nice to have a planet with glaciers around,” Holland said.

Italian Prime Minister Giuseppe Conte Resigning After Right-Wing Coalition Party Pulls Support

(ROME) — Italian Premier Giuseppe Conte announced his resignation Tuesday, blaming his decision to end his 14-month-old populist government on his rebellious and politically ambitious deputy prime minister, Matteo Salvini.

Conte told the Senate that the surprise move earlier this month by Salvini’s right-wing League party to seek a no-confidence vote against the coalition was forcing him to “interrupt” what he contended was a productive government. He said that government reflected the results of Italy’s 2018 election and aimed to “interpret the desires of citizens who in their vote expressed a desire for change.”

The coalition included two rivals, the anti-establishment 5-Star Movement and Salvini’s euroskeptic, anti-migrant right-wing League party.

Conte said he will go later Tuesday to tender his resignation to President Sergio Mattarella. As head of state, Mattarella could ask Conte to stay on and find an alternative majority in Parliament. That is considered an unlikely scenario, however, given the long-festering acrimony among the coalition’s partners and the deep divisions in the opposition Democrats, who would be a potential partner.

Or, after sounding out party chiefs in consultations expected to start as soon as Wednesday, Mattarella could come to the conclusion that another political leader or a non-partisan figure could cobble together a viable government. That government’s pressing task would be to lead the country at least for the next few months, when Italy must make painful budget cuts to keep in line with European Union financial regulations.

Failing that, Mattarella could immediately dissolve Parliament, 3½ years ahead of schedule, as Salvini has been clamoring for. Pulling the plug on Parliament sets the stage for a general election as early as late October, right smack in the middle of delicate budget maneuvers that will be closely monitored in Brussels.

Conte, a lawyer with no political experience, is nominally non-partisan, although he was the clear choice of the 5-Stars when the government was formed.

The premier scathingly quoted Salvini’s own recent demands for an early election so he could gain “full powers” by grabbing the premiership. Conte blasted Salvini for showing “grave contempt for Parliament” and putting Italy at risk for a “dizzying spiral of political and financial instability” in the months ahead by creating an unnecessary crisis that collapses a working government.

Salvini, who sat next to Conte, smirking at times as the premier spoke, began the Senate debate by saying, defiantly, “I’d do it all again.”

Pressing for a new election as soon as possible, Salvini, who as interior minister has led a crackdown on migrants, said: “I don’t fear Italians’ judgment.”

In the European Parliament election three months ago in Italy, as well as in current opinion polls, Salvini’s League party has soared in popularity to be the No. 1 political force among Italians.

At Least 15 Migrants Jump Off Rescue Ship in ‘Desperate’ Attempt to Reach Italy

(MILAN) — At least 15 more migrants jumped into the sea Tuesday from the Open Arms rescue ship in desperate bids to reach the shores of Italy after 19 days of being on the boat in deteriorating conditions as Italy refuses to open its ports.

Open Arms described the situation on board as “out of control” and “desperate.” After one migrant jumped ship early in the day and was rescued by the Italian coast guard, nine more launched themselves into the sea wearing orange life vests, followed by five more. All sought the southern Italian island of Lampedusa, a short distance away from the anchored ship.

A reporter with the Spanish public broadcaster TVE said the first jumper refused to return to the Open Arms and was brought to Lampedusa instead, prompting others to follow his lead. The reporter said those jumping were “desperate and going mad” after 19 days trapped on board.

Live video showed people wearing life vests floating in the sea, some in groups and some individually, with a coast guard vessel nearby and rubber dinghies trying to reach them.

Open Arms said the Italian coast guard rescued all 15 jumpers and brought them to Lampedusa, leaving 83 migrants on board in deteriorating psychological and hygienic conditions.

A spokeswoman for the charity, Laura Lanuza, said she heard from Open Arms crew members that “those who remain aboard are threatening with jumping as well.” The Open Arms captain previously informed Italian authorities that the crew of 17 can no longer control the situation on board, as frustrated migrants resort to fighting.

Italy’s hard-line interior minister, Matteo Salvini, has refused port access to the ship, even though six other European countries have agreed to take in the migrants, who were rescued at sea in early August of the coast of Libya.

Italy’s transport minister, Danilo Toninelli, said on social media that he has been in touch with Spanish officials to demand that “they do everything to stop the NGO.” He did not specify what he expects Spain to do, and Spain said it was awaiting clarification.

Italian Premier Giuseppe Conte announced last week that six nations — Spain, Portugal, Germany, France, Romania and Luxembourg — had offered to take the migrants aboard Open Arms.

But in his post, Toninelli complained those countries were waiting until the migrants were on land “and then they will see.”

While Spain has said it would open its ports to the Open Arms, the humanitarian group said the offer came too late and the voyage to Spain was too long for the migrants and the crew to face after so much time at sea.

The impasses with Italy’s refusal to allow migrant ships to dock started immediately after the populist coalition of League and 5-Star Movement took office last June. In the first, the Aquarius operated by two French groups made the long trip to Spain with 630 migrants after Madrid opened its ports.

But Spain, meanwhile, has changed its approach, saying that international, marine laws and EU regulations require that rescued people need to be taken to the closest and safest port. It also says that EU members need to find a long-lasting solution for dealing with migration that doesn’t rely so much on just the Mediterranean countries.

Open Arms sailed within a few hundred meters of Lampedusa last week after winning a court ruling overturning Interior Minister Matteo Salvini’s ban on private rescue boats entering Italy’s waters. Salvini has appealed that ruling and warned that his ban on docking still holds.

Meanwhile, the Norwegian-flagged Ocean Viking, which is operated by two French humanitarian groups and has 356 rescued migrants aboard, has been sailing between Malta and the Italian island of Linosa as it waits for a port of safety to be assigned.

Italy’s standoff with Open Arms has further raised tensions in the country’s failing ruling coalition, as Cabinet members from the 5-Star Movement, including the defense and transport ministers, increasingly question the handling of the rescue ship by Salvini, leader of the right-wing League party.

Toninelli said other European countries were turning their backs on Italy “and there is one person responsible: Matteo Salvini, who has weakened the government and as a consequence our position in Europe.”

(HONG KONG) — A Hong Kong bakery is doing its part to support the city’s pro-democracy protest movement by making mooncakes with a message.

At Wah Yee Tang, the traditional Chinese harvest festival treat comes with a twist: slogans opposing the city’s Beijing-backed government and promoting Hong Kong’s unique identity that have become popular rallying cries during the protests. Bakery owner Naomi Suen hopes the cakes will bring about positivity during a time of political unrest.

Suen’s mooncakes carry messages including “No withdrawal, no dispersal” and “Hong Kong people.” Other versions say “Be water,” referring to the protesters’ philosophy, inspired by martial arts star Bruce Lee, of taking a fluid approach to their demonstrations.

Known for being dense and calorific, mooncakes are typically filled with lotus seed or red bean paste and a salted egg yolk symbolizing the moon. Suen hopes hers can “make Hong Kong people happy again.”

Customer Sandy Lam said the cakes “represent our voices” and reflect the “actual situation” for protesters.

Demonstrators have taken to the streets since early June as part of a protest movement that began with the demand to scrap extradition legislation that could have seen criminal suspects sent to China. It expanded to include calls for full democracy and an inquiry into what they say is police violence against protesters.

Mooncakes are traditionally served during the Mid-Autumn Festival, when the moon is at its roundest and brightest and families gather to pray for bountiful harvests. Legend has it that Ming revolutionaries used them to smuggle secret messages tucked inside while fighting Mongol rulers during the Yuan dynasty.

About Punjab University

Panjab University is one of the ancient universities in India. The university was originated in 1882, but it was established in 1947. It has a student strength of 2,50,000 (including Affiliated colleges) and affiliated with 189 colleges. The campus spread over 550 acres in sector and 25 of the city of Chandigarh. The interesting fact of the university is, it split into 2 parts while the partition of India and Pakistan. one part belongs to India & other for Pakistan. SBI comes to the aid of shadow banks hit by IL&FS crisis

MUMBAI: The troubled shadow banks are not yet out of the woods and the largest lender SBI has stitched a co-origination agreement to finance small businesses--which used to be a major customer-base for the crippled financiers, a top official said Tuesday.Co-origination is a new system introduced by the Reserve Bank earlier the month in the wake of the liquidity crisis at non-banking finance companies to enhance the credit flow to productive sectors. Fresh credit flow can help both the troubled NBFCs & also help prop up the sagging growth.Arijit Basu, a managing director at SBI said it has forged an agreement with an NBFC for SME financing and is also in talks with at least four more for lending to SMEs and also for extending housing loans."We have not come to a situation where things are looking up...Banks need to support NBFCs," Basu said, adding SBI has been lending to select NBFCs through last year, when the entities began to face liquidity issues after bigger player IL&FS went bankrupt last September, but conceded that it needs to do more to support smaller NBFCs which face more liquidity issues as they don't have good credit rating.The key issue for the troubled sector is solvency now, he said, adding the way forward will be decided by how these companies do the asset liability management.It can be noted asset liability mismatches--where NBFCs borrowed short and lend long-term --has been found to be a fundamental flaw which led to the issues in the sector.He said it is the smaller NBFCs which need to access long-term resources, and rued that the problem gets confounded in the absence of a vibrant corporate bond market.He said SBI is committed to help the economy in every which way it can, including through helping the NBFCs or extending the festive offer schemes which it did earlier in the day for driving auto sales which have been hit the most.

Aramco's IPO has a problem: Climate change

Saudi Aramco's biggest asset could be a liability. The state energy giant's vast oil reserves - it can sustain current production levels for the next 50 years - make it more exposed than any other company to a rising tide of environmental activism and shift away from fossil fuels. In the three years since Saudi Crown Prince Mohammed Bin Salman first proposed a stock market listing, climate change and new green technologies are putting some investors, particularly in Europe & the United States, off the oil and gas sector. Sustainable investments account for more than a quarter of all assets under management globally, by some estimates. Aramco, for its part, argues oil and gas will remain at the heart of the energy mix for decades, saying renewables and nuclear cannot meet rising global demand, and that its crude production has lower greenhouse gas emissions than its rivals. But with the company talking again to banks about an initial public offering (IPO), some investors and lawyers say the window to execute a sale at a juicy price is shrinking and Aramco will need to explain to prospective shareholders how it plans to profit in a lower-carbon world. "Saudi Aramco is a really interesting test as to whether the market is getting serious about pricing in energy transition risk," said Natasha Landell-Mills, in charge of integrating environment, social and governance (ESG) considerations into investing at London-based asset manager Sarasin & Partners. "The longer that (the IPO) gets delayed, the less willing the market will be to price it favourably because gradually investors are going to need to ask questions about how valuable those reserves are in a world that is trying to get down to net zero emissions by 2050." Reuters reported on Aug. 8 that Prince Mohammed was insisting on a $2 trillion valuation even though some bankers and company insiders say the kingdom should trim its target to around $1.5 trillion. A valuation gap could hinder any share sale. The IPO was previously slated for 2017 or 2018 and, when that deadline slipped, to 2020-2021. Aramco told Reuters it was ready for a listing and the timing would be decided by the government. The company also said it was investing in research to make cars more efficient, and working on new technologies to use hydrogen in cars, convert more crude to chemicals and capture CO2 which can be injected in its reservoirs to improve extraction of oil. SELLING THE STORY Some would argue this is not enough. A growing number of investors across the world are factoring ESG risk into their decision-making, although the degree to which that would stop them investing in Aramco varies wildly. Some would exclude the company on principle because of its carbon output, while others would be prepared to buy if the price was cheap enough to outweigh the perceived ESG risk - especially given oil companies often pay healthy dividends. At a $1.5 trillion valuation, Aramco would be the world's largest public company. If it were included in major equity indices it would automatically be bought by passive investment funds that track them, regardless of their ESG credentials. And as the world's most profitable company, Aramco shares would be snapped up by many active investors. Talks about a share sale were revived this year after Aramco attracted huge investor demand for its first international bond issue. In its bond prospectus, it said climate change could potentially have a "material adverse effect" on its business. When it comes to an IPO, equity investors require more information about potential risks and how companies plan to deal with them, as they are more exposed than bondholders if a business runs into trouble. "Companies need to lead with the answers in the prospectus, rather than have two or three paragraphs describing potential risks from environmental issues," said Nick O'Donnell, partner in the corporate department at law firm Baker McKenzie. "An oil and gas company needs to be thinking about how to explain the story over the next 20 years and bring it out into a separate section rather than hiding it away in the prospectus, it needs to use it as a selling tool. And also, once the IPO is done, every annual report should have a standalone ESG section." Unlike other major oil companies, Aramco doesn't have a separate report laying out how it addresses ESG issues such as labour practices and resource scarcity, while it does not publish the carbon emissions from products it sells. Until this year's bond issue, it also kept its finances under wraps. The company does however have an Environmental Protection Department, sponsors sustainability initiatives and is a founding member of the Oil and Gas Climate Initiative, which is led by 13 top energy companies and aims to cut emissions of methane, a potent greenhouse gas. On Aug. 12 Aramco published information on the intensity of its hydrocarbon mix for the first time. It disclosed the amount of greenhouse gases from each barrel it produces. Aramco's senior vice president of finance Khalid al-Dabbagh said during an earnings call this month that its carbon emissions from "upstream" exploration and production were the lowest among its peers. A study published by Science magazine last year found carbon emissions from Saudi Arabia's crude production were the world's second lowest after Denmark, as a result of having a small number of highly productive oilfields. THE OIL PRICE Aramco says that, with the global economy forecast to double in size by 2050, oil and gas will remain essential. "Saudi Aramco is determined to not only meet the world's growing demand for ample, reliable and affordable energy but to meet the world's growing demand for much cleaner fuel," it told Reuters. "Alternatives are still facing significant technological, economic and infrastructure hurdles, and the history of past energy transitions shows that these developments take time." The company has also moved to diversify into gas and chemicals and is using renewable energy in its facilities. But Aramco still, ultimately, represents a bet on the price of oil. It generated net income of $111 billion in 2018, over a third more than the combined total of the five "super-majors" ExxonMobil, Royal Dutch Shell, BP, Chevron and Total. In 2016, when the oil price hit 13-year lows, Aramco's net income was only $13 billion, according to its bond prospectus where it unveiled its finances for the first time, based on current exchange rates. Its earnings fell 12% in the first half of 2019, mainly on lower oil prices. Concerns about future demand for fossil fuels have weighed on the sector. Since 2016, when Prince Mohammed first flagged an IPO, the 12-months forward price to earnings ratio of five of the world's top listed oil companies has fallen to 12 from 21 on average, according to Reuters calculations, lagging the FTSE 100 and the STOXX Europe 600 Oil & Gas index averages. By comparison, UK-listed funds investing in renewable energy infrastructure such as wind farms are trading at one of the biggest average premiums to net asset value. AN INFLUX OF CAPITAL Using a broad measure, there was global sustainable investment of $30.1 trillion across the world's five major markets at the end of 2018, according to the Global Sustainable Investment Review, more than a quarter of all assets under management globally. That compares with $22.8 trillion in 2016. "Given the influx of capital into the ESG space, Aramco's IPO would have been better off going public 5-10 years ago," said Joseph di Virgilio, global equities portfolio manager at New York-based Romulus Asset Management, which has $900 million in assets under management. "An IPO today would still be the largest of its kind, but many asset managers focusing solely on ESG may not participate." The world's top listed oil and gas companies have come under heavy pressure from investors and climate groups in recent years to outline strategies to reduce their carbon footprint. Shell, BP and others have agreed, together with shareholders, on carbon reduction targets for some of operations and to increase spending on renewable energies. U.S. major ExxonMobil, the world's top publicly traded oil and gas company, has resisted adopting targets. Britain's biggest asset manager LGIM removed Exxon from its 5 billion pounds ($6.3 billion) Future World funds for what it said was a failure to confront threats posed by climate change. LGIM did not respond to a request for comment on whether it would buy shares in Aramco's potential IPO. Sarasin & Partners said in July it had sold nearly 20% of its holdings in Shell, saying its spending plans were out of sync with international targets to battle climate change. The rest of the stake is under review. The asset manager, which has nearly 14 billion pounds in assets under management, didn't participate in Aramco's bond offering and Landell-Mills said they would be unlikely to invest in any IPO. 70670575

Brexit, US President Donald Trump and the rise of illiberal, anti-immigrant leaders in central and eastern Europe are commonly cited to assert the retreat of globalisation. Such worries are exaggerated.True, world growth and trade have slowed to a crawl. The World Trade Organisation has become hollowed out, its core dispute-settlement mechanism dysfunctional and the Doha Round stalled. Even as multilateral trade deals languish, regional trade agreements proliferate, both within regions, and among regions, as between Mercosur & the EU. The US, under President Trump, believes in bilateral deals tailormade for each country. His initiation of a trade war with the world's second-largest economy, China, testifies to globalisation's troubles.Trump, Brexit Mere BumpsIt is also true that global flows of foreign direct investment (FDI) have been declining since 2015's peak of $2.03 trillion. But this is not the only occasion when FDI has ebbed after rising. In 2007, total FDI stood at $1.9 trillion and the figure dwindled to $1.17 trillion by 2009, before rising again. The value of cross-border mergers and acquisitions declined in 2017 to $694 billion from $887 billion in 2016, but climbed again to $816 billion in 2018. The figure had crossed $900 billion in 2000. The fact remains that the stock of FDI in the world is over $32 trillion, according to Unctad. That is a big chunk of capital deployed outside the home country. No one is in a hurry to turn their back on this level of investment. Why, then, this backlash against globalisation? Globalisation has been just great for entrepreneurs. Capital is footloose and scours the world for global deployment. Markets are global. Talent is to be drawn from around the world.Awhole lot of technology can be purchased or licensed, run off a cloud using working capital, reducing the need for sunk capital. Profits have been on the rise, not only in absolute terms but also in relation to the returns to labour.Inequality, of income and wealth, is on the rise in practically all countries that have grown fast in the era of globalisation. High-school graduates in the US could hope to join the middle class with solid working-class jobs, prior to globalisation. When manufacturing got unbundled as supply chains, mostly located in Asia, this American dream evaporated. But entrepreneurs continued to thrive, even as wages stagnated and certain jobs disappeared.The information technology and communications revolutions made a whole lot of business tasks geography-non-specific. Whether the accounting team sits in Chicago or in Bengaluru makes no difference to the quality of the company's numbers, but the lower cost of accountants in Bengaluru would enhance its bottom line. Outsourcing of middle-class jobs meant stagnation of the incomes of yet another layer of workers in advanced countries, even as profits continued to soar.However, countries like India and China have benefited immensely from globalised growth, reducing poverty, creating large middle classes and exhilarating in rising living standards that reflect narrowing of the gap between their average incomes and that of the US.Profits, Welfare Weigh InBusinesses gain from globalised production. Workers in advanced countries lose out from that process of globalisation. They vote to office populists who seek to reverse globalisation.They would prevail in the short run, but fail in the medium term. This is both because, in their ability to sway the State to act at their behest, capital beats labour hollow, and because the collective good of humanity lies in globalisation continuing apace. Rapid growth in India improves lives at the bottom of the pyramid here, and Chinese exports lower the cost of living for American consumers, in general.Trump's trade war with China is relocating some production away from China to Vietnam and Malaysia, not to the US. That is like light getting refracted when it passes through a pane of glass. Tariffs on Chinese imports shift the pattern of globalisation, but what emerges after the shift is still globalisation.As trillions of dollars of European government bonds return negative yields, the developed world's sovereign wealth funds, pension funds and other pools of savings look desperately around the world for decent, reliable returns and see only the developing world.The race for the emerging African market and China's belt and road project will keep globalisation going. Domestic politics and taxation of global business will redistribute the gains of globalisation, taming opposition. Industry 4.0, with automation and artificial intelligence, will still stay globalised.India must prepare for globalised growth by lowering protection and thereby forcing companies to raise productivity. Reform must make the markets for bonds and power work, get schools to function and universalise healthcare. India's native genius for letting multiple cultures, faiths, linguistic and ethnic groups live in harmony and dignity must flourish, not wilt, to partake in globalised growth.

Tata Group sets sights on five growth engines

MUMBAI: Tata Sons chairman N Chandrasekaran said the holding company of the $110-billion group has resolved the high leverage at its flagship operating companies and is turning the focus toward funding growth across businesses. It has set an ambitious target of making at least five of the group's 10 verticals contribute 10-15% each to the Tata Group's profits in contrast to the current situation when TCS contributes the bulk of the profits."At Tata Sons level, if you really look at all known direct exposures, we are sorted," Chandrasekaran said in an interview to ET. Many leading Indian conglomerates are currently slashing debt, enlisting strategic partners or selling assets. Tata Sons under Chandrasekaran has also undergone a deleveraging exercise, exiting the retail telecom business and repaying lenders."If you look at the overall debt of the group, largely the net debt is very comfortable in terms of our ability to service them." Total net debt is about Rs 1.7 lakh crore, mostly owed by three companies — Tata Steel, Tata Power and Tata Motors, he said."All the businesses are scaling up and about Rs 22,000 crore in terms of capital has been deployed from Tata Sons till date to recapitalise companies excluding telecom," he said.Chandrasekaran is confident that the three companies can service debt on their own, without relying on Tata Sons. While the net debt position is comfortable, cash flows have increased, he said."I would like to be in a situation where, from the 10 clusters, at least five clusters give me profits of 10-15% of the group," he said. "We're working on it and that's what we want."The five clusters are Tata Motors, Tata Steel, Tata Consultancy Services (TCS), financial services and retail. TCS, 72% owned by Tata Sons, contributes about 75% of the group's profit. It posted a net profit of Rs 30,065 crore in FY19.Tata Sons Infuses Rs 1,000 Cr in Digital VentureChandrasekaran spoke of a new business that the group was in the process of setting up but declined to provide too many details. "We have created a new company called Tata Digital," he said. Tata Sons has infused Rs 1,000 crore by way of equity, he said. "The company will create a number of digital platforms. We have already identified the platforms we want to create. The first platform is already being built and the next two to three platforms are in the process of being developed," he said. "So, each one of these platforms lets us (focus on) a particular segment and particular need—some will be B2C platform, some will be B2B platforms, some will be B2B, B2B2C platforms."GLOBAL HEADWINDSChandrasekaran is unfazed by the grim economic outlook in India and the global slowdown."I like to take a long-term view of the economy," he said. Recalling his time as CEO of TCS, the group's most profitable company, he said: "I never used to present 15 charts on the macro economy. At best, I'll spend half a chart on the macroeconomy because that is not in our control. There are so many economists who will give you 20 different interpretations."His logic is simple: "You just have to worry about what you can do, your circle of influence and you need to see what we can do. If the growth is slowing down, then you need to see how do we still grow." The focus will be on costs and being optimal. "You need to take the economy over a five-year horizon, you can never view it in a six month, one-year horizon," he said.Citing the troubles at Jaguar Land Rover, Chandrasekaran said the group is steadfast on investing for growth. "We can't take a doomsday, we won't invest, kind of call. While we have to tighten the belt so that we don't run out of cash, we can't stop investing. For instance, the automotive sector is a fast changing business—with electric cars (coming in) and supply chain impacts with Brexit," he said. "But we have to be ready when the market comes back. We have to withstand pressure even when it is too much. We are embarking on a process of simplifying, synergising and scaling (3S) to create an agile, powerful platform."The group has made significant headway this year in strengthening balance sheets and building healthy cash flows. "In total, we committed over Rs 70,000 crore to deleverage and restructure Tata firms, consolidate cross-holdings, acquire strategic assets and infuse much-needed capital for future growth," he said."At the same time, our collective market capitalisation crossed Rs 10 trillion in 2018."ON RATAN TATA'S INFLUENCE"Let me be pretty candid. When you are managing a group like Tata Sons, every decision you take has to take into account many aspects," he said. "You don't want to take decisions purely based on a spreadsheet. The group has been there for a very long time. And there are so many decisions that have been taken in the past with a particular context and reason. Those reasons may have changed. But it doesn't mean you immediately undo that."He said he valued Ratan Tata's advice. "I have to carry my board, (and) operating company's board. If I have to take a decision which is very important, it is not that I worry what (Tata Trusts chairman) Ratan Tata will say," he said. "I will go and reach out and ask-—this is what I think—and seek his opinion. Because you have to respect the fact that he has seen this all. But it doesn't mean I go and ask him for everything."

DBS Bank to enter India's credit card market next year

MUMBAI: Southeast Asia's biggest bank DBS Group Holdings is preparing to enter the local credit card market in India in 2020, a senior company executive said on Tuesday.The Singapore-based lender's move highlights its efforts to tap growth outside its home market to offset weakness in the local economy."We will launch our credit card by the second, or the third quarter of next year," said Shantanu Sengupta, head of consumer banking for DBS in India on the sidelines of a banking industry event in Mumbai.Global rivals, such as Citigroup, are also looking to expand their credit card customer base in India. The latest data from May showed 48.9 million credit card users in the country, compared with some 825 million with debit cards.DBS, which had set a target of reaching a 5 million customer base in India by 2023, now expects to achieve this target early."We've crossed more than half the customer target already and hence we'll be able to cross the mark before the deadline," said Sengupta. He said DBS was not daunted by the ongoing economic slowdown in India and was currently focusing on increasing its domestic branches.India is trying to boost adoption of electronic payments and recently moved to require banks and card payment networks to offer no-fee debit card transactions.

NCLT admits Insolvency resolution plea against listed realty firm HDIL

MUMBAI: A dedicated bankruptcy court has admitted an insolvency plea against listed realty developer Housing Development & Infrastructure (HDIL) after Bank of India sought recovery of its dues under provisions of the time-bound resolution program.The state-owned lender had approached the Mumbai bench of the National Company Law Tribunal (NCLT) against the realtor after it failed to repay dues of around Rs 522 crore.On Tuesday, NCLT admitted the insolvency resolution plea against Mumbai-based HDIL in an oral order."The petition filed by Bank of India is admitted," said the tribunal. The committee is made up of judicial member Bhaskara Pantula Mohan and technical V Nallasenapathy. Besides Bank of India, the builder also faces resolution pleas by Corporation Bank, Syndicate Bank, Indian Bank, and Dena Bank.Last year, HDIL had settled two similar bankruptcy petitions by Jammu & Kashmir Bank and Andhra Bank, paying the lenders Rs 334 crore and Rs 40 crore, respectively."We are waiting for the copy of the order and then we have decided to take appropriate legal action and remedies available to us," said Subir Kumar, an advocate representing HDIL.Nishit Dhruva, managing partner of law firm MDP & Partners that is advising the lender, confirmed the development but declined to discuss details.ET's mailed query to HDIL's vice chairman and managing director Sarang Wadhawan remained unanswered."This is to inform that Housing Development and Infrastructure Limited has been admitted under the provisions of the IBC," the company said in its exchange announcement. "The company is under the process to file an appeal to the National Company Law Appellate Tribunal (NCLAT) against the order passed by the National Company Law Tribunal." HDIL, engaged in slum rehabilitation projects in Mumbai, has total debt of Rs 1,989.77 crore. In its recently held investor conference call, HDIL announced that it has reduced a part of its debt and will focus on shedding loans further in the next three quarters.Last quarter, HDIL had said it reduced debt by about a fifth as both consolidated and standalone entities, in line with its guidance.HDIL reported a 67% on-year decline in net profit in the quarter ended June 30, at Rs 8.24 crore. Total income was Rs 96.50 crore, declining 44% from a year ago.

Sebi to consider easier rules for buybacks, reward for informants

New Delhi: With an aim to further safeguard investors' interests and to take defaulters to task, capital market regulator Sebi is planning to unveil a slew of reforms, including for greater checks on credit rating agencies and for rewarding informants in insider trading cases with up to Rs 1 crore reward.The regulator is also planning to ease its norms for 'Muni Bonds' to allow smart cities and other entities undertaking tasks similar to municipalities to raise funds through this route and get their securities listed on the stock exchanges.Officials said that Sebi's board, at a meeting scheduled on Wednesday in Mumbai, is also likely to take up issues relating to mutual funds, startup listing platform and buybacks, among other agenda items.Amid concerns over banks citing 'client confidentiality' to resist sharing of information on delayed loan repayments and possible defaults by their borrowers, Sebi is planning to tighten its norms to make it mandatory for companies to provide these details to credit rating agencies.Amid numerous cases of huge loan defaults, including in cases like IL&FS, rating agencies have also come under the scanner for failing to flag potential credit risks of the securities and entities rated by them.However, rating agencies have often sought to shift the blame to companies and lenders by claiming that they do not get information about delay in meeting bank obligations and payment failures, which are considered early indicators of a default.Sebi is now proposing to amend its regulations for rating agencies to ensure that any listed or unlisted entity, before getting rated, gives an explicit consent to obtain from their lenders and other entities full details about their existing and future borrowings as also their repayment and delay or default of any nature and provide the same to the rating agencies.The move is aimed at helping rating agencies get timely information about the rated entity's financial strength and incorporate it in their ratings.In another major proposal, Sebi plans to propose that an informant will get up to Rs 1 crore reward, a hotline for sharing details confidentially, and a possible amnesty or settlement for minor wrongdoings in return for cooperation in the probe.Also, any entity associated with the securities markets, including listed firms and intermediaries, would face Sebi action if it subjects any employee to direct or indirect harassment, including by way of demotion, suspension or termination, for breaching any terms and conditions of employment or confidentiality agreements.At the same time, Sebi would also act against those submitting frivolous or vexatious information under this mechanism.Regarding mutual funds, Sebi wants fund houses to shift all their investments to listed or to-be-listed equity and debt securities in a phased manner and reduce their exposure to unrated debt instruments from 25 per cent to only 5 per cent.Exposure to risky debt securities has emerged as a major risk for investors, including those coming through the mutual fund space, and the regulator has been making efforts to enhance its regulatory safety net against such risks.Also, mutual funds would be permitted to accept upfront fees with disclosure of all such fees to valuation agencies and standard methodology for treatment of such fees would be issued by the Association of Mutual Funds in India in consultation with Sebi.Another key proposal aims to help startups move from the Innovators Growth Platform of stock exchanges to the main board for regular trading after one year of trading and on expanding their shareholder base to at least 200.Besides other conditions, the company or any of its promoters and directors should not have been barred from the capital market. They should also not have been classified as wilful defaulters or fugitive economic offenders. Also, none of the promoters or directors should be associated with a company barred from the capital market.Sebi has also lined up relaxed norms for 'Muni Bonds' to help smart cities and other registered entities working in areas of city planning and urban development work, like municipalities, raise funds through issuance and listing of their debt securities.The Securities and Exchange Board of India (Sebi) had issued its Issue and Listing of Debt Securities by Municipalites (ILDM) Regulations nearly five years ago and since then seven municipalities have raised nearly Rs 1,400 crore by issuing their debt securities, which are commonly known as 'Muni Bonds'.Officials said that the regulator is now proposing to allow this route for a larger number of entities, including special purpose vehicles set up under the central government's ambitious 'Smart Cities Mission'.Sebi is also planning to ease its norms for buyback of shares by listed companies having subsidiaries in housing finance and non-banking financial companies' sectors.A buyback is permitted if the ratio of the aggregate of secured and unsecured debts after the buyback is not more than twice the paid-up capital and free reserves, except for those permitted under the Companies Act.If the debt-equity ratio on standalone basis does not exceed 2:1, but exceeds this threshold on consolidated basis, Sebi plans to allow a buyback if the consolidated ratio is up to 2:1 after excluding the subsidiaries that are NBFCs and housing finance companies regulated by RBI or National Housing Bank.But, the standalone debt-equity ratio of all such excluded subsidiaries should not exceed 5:1.

All the despondency and cleansing out process is getting through and after October, you will see a rejuvenated midcap index and midcap stocks, says Sanjiv Bhasin, Executive VP-Markets & Corporate Affairs, IIFL Securities. Excerpts from an interview with ETNOW.Should one just sit tight with positions even in the beleaguered mid and smallcap stocks that have had investors burning their fingers quite significantly?Correct. That is where the real beta will be generated. I have not seen such despondency and capitulation in midcaps in a long time and I have been there in the market fairly long. I think all the despondency and cleansing out process is getting through and after October, you will see a rejuvenated midcap index and midcap stocks. I do not rule out 2020 belonging just to midcaps and you could see stocks double, triple from here. I can stick my neck out. Midcaps are overdone on a lot of things and now they can only get better but keep your conviction ideas and do a SIP for the next eight weeks. I cannot control the volatility but I assure you after October you will see a very strong surge in the midcaps.If you try and pick up a few things right now what would they be? Where do you still see steady returns going forward?I can name some stocks which we have been doing a SIP for 12 weeks and they are both large and midcaps and top of the line would be Reliance, UltraTech, IndusInd Bank, L&T, Sun Pharma, Maruti and a Mahindra & Mahindra. In the midcaps, Lupin, Ambuja Cement, Nestle and Ashok Leyland, IDFC First and LIC Housing should relatively outperform on all parameters. They are a mix of a lot of the beaten down sectors like auto, some of the contrarian plays like pharma and some of the sunshine sectors like cement, paints and speciality chemicals. But if you cannot more then just stay put, then this is not the time to sell. If you can prudently start to get a SIP, then do it for the next eight weeks you will be pleasantly surprised once we are through the middle of October. When it came to CG Power, the risk and audit committee has flagged off some concerns saying that the advances to related and unrelated parties have been understated. The company is yet to respond. How much of a concern or an overhang is this going to be?What has happened is that now even rating agencies, auditors are running out when the ship is starting to sink. So, a large part of it is already in the price. At Rs 18, you had hardly any succour on the downside. We know the promoter is overleveraged and that some of their Belgium and the European assets are up for sale. Now the slowdown in Europe may have delayed that and that could be the silver lining. Auditors like to keep their slates clean. As was the case with IL&FS auditors, now everyone is waking up and sounding alarm as stocks have fallen 90%. I would not comment too much on the stock. I think once they sell their assets and reduce their debt, that would be the only silver lining. How long that takes, we will know more from the management on that.
