MOSCOW (Reuters) - Russia called on the United States on Monday to free Russian pilot Konstantin Yaroshenko and proposed a prisoner swap with Washington to win the release of any American national held in Russia, Interfax news agency reported.
The comments may fuel speculation that Moscow is seeking a prisoner exchange involving Paul Whelan, a former U.S. Marine arrested and held in Russia on spying charges that he denies and that he has likened to a political kidnap.
Yaroshenko is a pilot serving 20 years in the United States for conspiracy to smuggle cocaine into the country. He was arrested by U.S. special forces in Liberia in 2010.
"Free Yaroshenko, swap him for an American or Americans who are serving their sentence here," Russian Deputy Foreign Minister Sergei Ryabkov was quoted as saying by Interfax.
In later comments on the proposal carried by RIA news agency, Ryabkov said it would not be right to discuss exchanging Whelan given that he had yet to face trial in Russia. He said he had other U.S. nationals in mind as possible swaps.

Mojtaba Zonnour, Chairman of Iranian Parliament's National Security and Foreign Policy Commission, made the remarks in an interview with Tehran-based Al-Alam Arabic language news TV network on Monday.
Zonnor said that Donald Trump's claim that he stopped a retaliatory military strike on Iran only 10 minutes to go was a 'political bluff'.
He said that "if they (the Americans) had predicted their attack would be successful, they would not have cancelled it and it would definitely have happened." He added that the US president's advisors could see the failure of the attack.
Yossi Cohen also says there is a rare opportunity for Israel to reach a regional peace with its Mideast neighbors.
Iran is responsible for the recent attacks in the Gulf, Israel's Mossad chief asserted Monday, citing the "best sources of Israeli and Western intelligence agencies."
Speaking at a Herzliya conference, Yossi Cohen said that these attacks – which included targeting oil tankers, Saudi airports and sites in Baghdad – were approved by Iran's leadership and most were carried out by the Revolutionary Guard and its proxies.

One of Australia's leading defence analysts has warned the nation must dramatically increase military spending — including doubling orders for submarines and fighter aircraft — because the United States is no longer a reliable ally.

WASHINGTON — China is in the midst of conducting a series of anti-ship ballistic missile tests in the hotly contested waters of the South China Sea, according to two U.S. officials with knowledge of the matter.
The Chinese carried out the first test over the weekend, firing off at least one missile into the sea, one official said. The window for testing remains open until Wednesday, and the official expects the Chinese military to test again before it closes.
While the U.S. military has ships in the South China Sea, they were not close to the weekend test and are not in danger, the official said. However, the official added that the test is "concerning." The official, who was not authorized to speak about the testing, could not say whether the anti-ship missiles being tested represent a new capability for the Chinese military.
The Pentagon did not immediately respond to CNBC and NBC's requests for comment.

MEXICO CITY, July 1 (Reuters) - Mexican President Andres Manuel Lopez Obrador said on Monday he would like to disband the army and put national security in the hands of the new National Guard militarized police force, though he recognized the proposal was unlikely to happen.
In an interview with Mexican newspaper La Jornada, the leftist president said he favored guaranteeing the nation's security through the National Guard, which he formally inaugurated on Sunday.

Hong Kong riot police launched an operation in the early hours of Tuesday morning to seize back the city's parliament after it was stormed by protesters, firing tear gas and baton-charging lines of demonstrators in actions supported by the Chief Executive of Hong Kong.
Chief Executive of Hong Kong Carrie Lam came out in defence of the police and quashed the demands of protesters calling for the release and amnesty of fellow radicals by saying that 'the rule of law is something of paramount importance in Hong Kong'.
She added at the press conference, that started at around 4 am local time, that the protesters seizure of the Legislative Council building was 'extremely violent', all while refusing to say that the Hong Kong Extradition Bill will be withdrawn.
She made a distinction between the 'peaceful and orderly' marches on Monday and drew a contrast with those that took place today.

The controversial ketogenic or "keto" diet may be the future of the military, some defense officials say.
Service members, and Navy SEALS especially, may have to forgo beer and burritos for skinny cocktails and avocado salad (forget the tortilla chips) if a proposal from Special Operations Command gains momentum.
While a nutritionally enhanced future could eventually be put into effect for all branches, the SEALS and other underwater dive-mission specialists might be the first groups targeted for the change in nutritional guidelines.
Lisa Sanders, the director of science and technology at U.S. Special Operations Command, presented an Ohio State University study that recommends the nutritional change based on the keto diet, which is high in fat and low in carbohydrates. The diet works to deprive the body of glucose needed for energy and forces it to burn stored fats instead. The study was conducted on the university's Army ROTC cadet population.

The Jaguar took off for a training mission when it hit the birds. The bird strike resulted in the failure of one of its engines.
U.S. foreign affairs agencies are ill-prepared for the next great-power war, and no one is talking about it. Unfortunately, recent reports seem to take crisis diplomacy or alliance maintenance for granted. Most commentary does not examine the U.S. government's institutional inability to match military strength with civilian. In part as a result of this failure, last year the National Defense Strategy Commission "came away with a troubling sense that civilian voices were relatively muted on issues at the center of U.S. defense and national security policy, undermining the concept of civilian control." WASHINGTON — With bigger, faster missiles in development and bound for the fleet, the U.S. Navy's engineers are considering installing upgraded launchers on the stalwart Arleigh Burke-class destroyers.
The head of Naval Sea Systems Command, Vice Adm. Thomas Moore, told an audience at a conference of naval engineers that the Arleigh Burkes — due to their vertical launch system and Aegis missile capabilities — were easier to keep relevant than other destroyers such as the Adams and Spruance classes. Still, with the service attempting to keep the ships longer, new launchers may be in order to pace the threat from Russia and China, which have been developing their own hypersonic weapons.
WASHINGTON — With the U.S. Navy attempting to keep its surface combatants such as the Arleigh Burke-class destroyers for 40-45 years each, sailors and maintainers must do everything they can to keep corrosion under control, one of the service's senior-most engineering duty officers told a gathering of naval engineers June 20.
Vice Adm. Thomas Moore, the head of Naval Sea Systems Command, said the fleet spends billions to keep corrosion under control and that all levels of maintenance must make that a priority.
"Corrosion is one of the big things if we want to keep the ships around for 40-45 years; we have to do what is necessary on the corrosion side of things," Moore said. "I don't have the exact numbers, but we are spending $10 billion on our ship depot maintenance. And I'm guessing that several billion of that is corrosion-related, so it's a significant portion of the budget.
* The US Navy is struggling to get the advanced weapons elevators on its new Ford-class aircraft carriers to work, so it is calling in outside experts to help amid delivery delays and rising costs, Breaking Defense reported on Monday. * The electromagnetic weapons elevators on the Ford-class carriers, which can move twice as many munitions as the elevators on the Nimitz-class carriers at a faster rate, are essential to boosting the aircraft sortie rate to increase the overall lethality of the new flattops. * The secretary of the Navy bet his job on the elevators being ready to go by the end of a maintenance period that was expected to end in July but has since been delayed to October. Even then, the Navy has doubts about its ability to get the elevators operational on time.
The Navy is struggling to fix its new Ford-class supercarriers, so the service has called in outside experts to help find a solution amid delivery delays and rising costs.

(SEOUL, South Korea) — South Korea’s president on Tuesday called a recent U.S.-North Korean summit at the Korean border an end of mutual hostility between the countries, despite skepticism by many experts that it’s was a just made-for-TV moment that lacked any substance.
During their impromptu third summit at the Korean Demilitarized Zone on Sunday, Trump and Kim reaffirmed their friendships and agreed to resume nuclear talks. Trump’s brief stepping across the borderline into North Korea also made him the first sitting U.S. president to set foot in the North’s soil. But neither side has still indicated they are any closer to resolving sticking points that collapsed their previous summit.
On Tuesday, South Korean President Moon Jae-in told a Cabinet meeting that the summit in the DMZ meant the two countries declared “an end of hostile relations” and the “start of an era of peace.”
Moon, who briefly chatted with Trump and Kim on a DMZ village before the U.S. and North Korean leaders sat for a two-way meeting, described their summit as “historic.” He also called the summit “the fruits of amazing imagination,” saying it was arranged due to Trump’s “unprecedented” Twitter offer for a meeting and Kim’s “bold” decision to accept it.
Moon, a liberal who took office in 2017, has lobbied hard to set up diplomacy between Trump and Kim to help find a peaceful settlement of the North Korean nuclear crisis. He met Kim three times last year, and their first and second summits happened at the same DMZ village called Panmunjom.
At the start of Sunday’s meeting, Trump went across ankle-high concrete slabs that form the military demarcation line at Panmunjom after Kim told him he would become the first U.S. president to be in North Korea if he did so. After walking together toward north several meters (several feet), they turned back to the South for a summit that lasted about 50 minutes.
Trump said he was “proud” to step over the borderline and thanked Kim for showing up for the meeting. Kim said he was initially “very surprised” at Trump’s tweet Saturday proposing a DMZ meeting and that their summit could not have occurred if the two leaders didn’t have “great friendship.”
North Korea’s state media described Kim’s meeting with Trump as “an amazing event” and that both leaders expressed great satisfaction over the result of their talks. Moon’s government has also said it hopes the diplomatic momentum created by the latest Trump-Kim meeting would help revive inter-Korean dialogue.
U.S. and North Korean officials are expected to sit down for working-level talks in coming weeks to hammer out the terms of a mutually acceptable deal, but many experts say it remains unclear whether the negotiations would successfully address the fundamental differences between Washington and Pyongyang that were exposed in the second Kim-Trump summit in Vietnam in February.
The Hanoi summit ended without any agreement after Trump turned down Kim’s request for major sanctions relief in return for dismantling his main nuclear materials-making complex while leaving his already-manufactured nuclear bombs and long-range missiles intact.
The United States and North Korea have no diplomatic ties and are still technically at war because an armistice that ended their 1950-53 Korean War has yet to be replaced with a peace treaty. About 28,500 U.S. troops are stationed in South Korea as deterrence against potential aggression from North Korea.
Hong Kong was struggling to come to terms this morning with the violent ransacking of the legislature on July 1—the 22nd anniversary of the former British colony’s retrocession to China.
On Monday night, hundreds of anti-China rioters battered their way through glass doors and steel shutters and ran rampant through the Legislative Council, locally referred to as LegCo. They smashed fixtures, spray-painted the walls with slogans and destroyed portraits of unpopular leaders, before breaching the debating chamber and draping the colonial flag across the president’s desk.
Government-run media reported Tuesday that the legislature’s president had canceled all sessions for the next two weeks, effectively beginning the body’s summer recess. Authorities meanwhile pledged to bring rioters to justice, with police cordoning off the wrecked building and declaring it a crime scene.
Looking tired and subdued, Hong Kong’s embattled top official, Chief Executive Carrie Lam, called a press conference at 4:00 a.m. local time, three hours after police reoccupied the legislature, and deplored “the extreme use of violence and vandalism by protesters.”
She added that “nothing is more important than the rule of law in Hong Kong” and hoped “society will return to normal as soon as possible.”
Police Commissioner Stephen Lo appeared with Lam and, speaking in Cantonese, said: “The violent acts by the protesters have crossed a bottom line. Hong Kong is a peaceful society. I believe a lot of Hongkongers are saddened by the protesters’ violent actions.”
Lam meanwhile defended her handling of the escalating political crisis that has its origins in the government’s attempt to make it possible for fugitives to be extradited to the mainland. This does not happen at present, because even though Hong Kong is considered part of China, it is a semi-autonomous territory with a separate legal system and no extradition agreement with Beijing.
The government says such an agreement is necessary to stop the former British colony from becoming a sanctuary for mainland criminals. It has also excluded political offenses from any potential pact. But many in this semi-autonomous enclave believe an extradition arrangement will simply be used to round up dissidents and activists on spurious criminal charges, such is the mistrust of the mainland.
The massive marches and other demonstrations that rocked Hong Kong during the past three weeks prompted Lam to suspend a legislative amendment that would have paved the way for extradition to go ahead.
“If the cause of the social tensions that we have seen is a bill to amend the Fugitive Offenders Ordinance, on June 15 I have announced the suspension of the bill,” she emphasized this morning.
“Subsequently we have explained and elaborated that by suspending the bill at this point in time with no timetable and no plan to resume the debate of the bill in the Legislative Council, the bill will expire, or the bill will die, in July 2020 when the current LegCo term expires. That is a very positive response to the demands that we have heard.”
Many ordinary Hongkongers are unhappy with the passive proposal to let the bill lapse, however, and demand its formal withdrawal along with Lam’s resignation. Their aspirations have also broadened into a desire for genuine democracy. Lam, like all of Hong Kong’s leaders since Britain’s withdrawal, was selected by a small electoral college largely drawn from the ranks of the pro-China elite and is seen as Beijing’s proxy.
Some protesters are calling for freedom from China itself. The slogan “Hong Kong Is Not China” is frequently seen at protests and was spray-painted across a pillar during last night’s storming of the legislature.
Reasserting her ability to govern in the wake of the protests, and containing a small but tenacious and growing movement for self-determination, will pose enormous challenges to Lam in the months ahead. She insists that the issues will be resolved not by protests but by rule of law.
“The rule of law is exactly what I have been talking tonight,” she said. “I hope we all agree that this is something of paramount importance to Hong Kong and will continue to guide the Government’s reactions and responses to social issues and to the demands and aspirations of our people.”
(UNITED NATIONS) — The U.N. envoy for Myanmar said Monday that progress on alleviating the crisis that led more than 720,000 Rohingya Muslims to flee to neighboring Bangladesh has been slow and if there is no action it will be time to “ring the alarm bell.”
Christine Schraner-Burgener was responding to frustrated speeches and questions from many countries — from Bangladesh to Saudi Arabia to the United States — on the lack of progress in returning Rohingya nearly two years after they fled a violent crackdown by Myanmar’s military.
She told the General Assembly there are “not a lot of changes on the ground,” pointing to “many challenges” including Myanmar’s civilian leaders having “to navigate an extremely difficult environment in which the military continues to have considerable political influence.”
In addition, Schraner-Burgener said, “immense complexities” inside the country have been “an impediment” in addition to the Rohingya crisis. She cited Myanmar’s 70 years of isolation, 21 armed groups still operating in the country, a lack of development, drug production and human trafficking.
She said her highest priority remains “ending the vicious cycle of discrimination and violence, especially in Rakhine,” the western state that was home to the Rohingya who fled — and where she said 128,000 displaced Rohingya languish in camps, many for nearly seven years.
As a first step, Schraner-Burgener called for more to be done to end fighting in Rakhine between Myanmar’s military and the Arakan Army, a well-trained guerrilla force from the Buddhist ethnic group seeking autonomy for Rakhine. She said the fighting has displaced 30,000 Buddhists and Muslims.
Buddhist-majority Myanmar has long considered the Rohingya to be “Bengalis” from Bangladesh even though their families have lived in the country for generations. Nearly all have been denied citizenship since 1982, effectively rendering them stateless, and they are also denied freedom of movement and other basic rights.
The long-simmering Rohingya crisis exploded in August 2017 when Myanmar’s military launched what it called a clearance campaign in Rakhine in response to an attack by a Rohingya insurgent group. The campaign led to the mass Rohingya exodus to Bangladesh and to accusations that security forces committed mass rapes and killings and burned thousands of homes.
Amnesty International accused Myanmar’s military in late May of a new round of widespread human rights violations in its battles against the Arakan Army since January 2019. The rights group said the military carried out indiscriminate killings of civilians as well as arbitrary arrests and torture, but it also said the Arakan rebels committed abuses against civilians including kidnappings though on a lesser scale.
Schraner-Burgener said the fighting involving the Arakan Army “is having a devastating impact on all local communities caught in the crossfire, independent of their religious or ethnic background.” And “it is also further impacting efforts toward the dignified, voluntary and safe return of refugees,” she said.
U.S. deputy political coordinator Elaine French expressed deep concern that little progress has been made in improving conditions in Rakhine, “while the military’s conflict with the Arakan Army continue to escalate and civilian casualties rise by the day.”
The United States agrees with the U.N. that conditions aren’t conducive for Rohingya refugees to return, she said, and the government’s suspension of internet service in Rakhine “casts further doubt on its commitment to creating conditions that allow people to feel they can live in safety and security.”
Schraner-Burgener said that while there have not been “a lot of changes on the ground … we have to continue because we want to see people who go back have freedom of movement” and access to health and education.
She told diplomats critical of the lack of progress: “I assure you also that I need to see action on the ground. If I don’t see action, I will raise this and will also ring the alarm bell.”
In a positive step, Schraner-Burgener said Myanmar has produced a draft national strategy to close camps for displaced Rohingya with support from international experts, the U.N. and others. But she stressed that this must be part of a larger effort that deals with their freedom to move, get jobs and receive basic services.
Myanmar’s U.N. ambassador, Hau Do Suan, said the government has approved the return of about 13,000 Rohingya from Bangladesh, from two lists totaling over 30,000 Rohingya, and plans to send a high-level delegation to Cox’s Bazar to explain arrangements for repatriation.
Despite challenges involving development, human rights and security including Arakan Army attacks, he said, Myanmar is determined to continue efforts “to build peace, stability, harmony and development in Rakhine state.”
(WASHINGTON) — The amount of ice circling Antarctica is suddenly plunging from a record high to record lows, baffling scientists.
Floating ice off the southern continent steadily increased from 1979 and hit a record high in 2014. But three years later, the annual average extent of Antarctic sea ice hit its lowest mark, wiping out three-and-a-half decades of gains — and then some, a NASA study of satellite data shows.
In recent years, “things have been crazy,” said Mark Serreze, director of the National Snow and Ice Data Center. In an email, he called the plummeting ice levels “a white-knuckle ride.”
Serreze and other outside experts said they don’t know if this is a natural blip that will go away or more long-term global warming that is finally catching up with the South Pole. Antarctica hasn’t showed as much consistent warming as its northern Arctic cousin.
“But the fact that a change this big can happen in such a short time should be viewed as an indication that the Earth has the potential for significant and rapid change,” University of Colorado ice scientist Waleed Abdalati said in an email.
At the polar regions, ice levels grow during the winter and shrink in the summer. Around Antarctica, sea ice averaged 4.9 million square miles (12.8 million square kilometers) in 2014. By 2017, it was a record low of 4.1 million square miles (10.7 million square kilometers, according to the study in Monday’s Proceedings of the National Academy of Sciences.
The difference covers an area bigger than the size of Mexico. Losing that much in just three years “is pretty incredible” and faster than anything scientists have seen before, said study author Claire Parkinson, a NASA climate scientist. Antarctic sea ice increased slightly in 2018, but still was the second lowest since 1979. Even though ice is growing this time of year in Antarctica, levels in May and June this year were the lowest on record, eclipsing 2017, according to the ice data center.
Ice melting on the ocean surface doesn’t change sea level. Non-scientists who reject mainstream climate science often had pointed at increasing Antarctic sea ice to deny or downplay the loss of Arctic sea ice.
While the Arctic has shown consistent and generally steady warming and ice melt — with some slight year to year variation — Antarctica has had more ups and downs while generally trending upward. That is probably in part due to geography, Parkinson and Serreze said.
The Arctic is a floating ice cap on an ocean penned in by continents. Antarctica is just the opposite, with land surrounded by open ocean. That allows the ice to grow much farther out, Parkinson said.
When Antarctic sea ice was steadily rising, scientists pointed to shifts in wind and pressure patterns, ocean circulation changes or natural but regular climate changes like El Nino and its southern cousins. Now, some of those explanations may not quite fit, making what happens next still a mystery, Parkinson said.
(SAN SALVADOR, El Salvador) — A man and his young daughter who drowned trying to cross into Texas were laid to their final rest Monday, a week after a heartbreaking image of their bodies floating in the Rio Grande circled the globe. About 200 relatives and friends followed a hearse bearing the bodies of Óscar Martínez and his 23-month-old daughter Valeria inside La Bermeja municipal cemetery in southern San Salvador. The ceremony was private, and journalists were not allowed access.
Many wore black and wept. They carried flowers and green palms, and some held signs bearing the logo of the Alianza soccer team favored by Óscar Martínez, who belonged to a group that supports the club. “For those who cheer you on from heaven,” one read.
“I knew them. They are good people, and I can’t believe they died this way,” said Berta Padilla, who arrived earlier along with about 30 others on a bus from Altavista, the working-class city the Martínezes called home before they left in early April, headed for the United States. “We came from Altavista to be with Óscar’s family,” Padilla added. “We are with them in their pain.”
Tania Vanessa Ávalos, their wife and mother, returned to El Salvador on Friday ahead of their remains.
A municipal police officer said their graves were in a section of the cemetery named after Saint Óscar Romero, the San Salvador archbishop who devoted himself to helping the poor and was assassinated in 1980. Romero, who was canonized last year, is buried in the crypt of the city’s cathedral.
After the burial, relatives stayed behind at the gravesite to say a last goodbye, said family friend Reyna Moran. “This is very painful, most of all because of the baby. … They went in search of a better future, but everything came to an end in the river,” Moran said.
A collection of floral arrangements adorned the grave, including one from El Salvador’s president and first lady. Interior Minister Mario Durán was among those who attended.

The photographs of Martínez, 25, and Valeria, lying face-down along the riverbank, the tiny girl tucked inside his black shirt and her arm draped over his neck, prompted a global outpouring of emotion. They underscored the perils faced by migrants and asylum-seekers trying to reach the United States.
“We are dismayed, shocked, everyone is in pain,” said Altavista Mayor Victor Manuel Rivera. “This family has lost an angel of just under 2 years, and seeing that heartbreaking image, the photo, is shocking.”
President Nayib Bukele said late Sunday that the drownings were “a great tragedy” and that there’s blame to be shared among governments. U.S. policies designed to deter Central Americans and others from coming have stalled thousands on the Mexico side of the border as they wait to request asylum in the United States. Meanwhile, Mexico is stepping up immigration enforcement under intense pressure from the Trump administration.
And Bukele, who took office a month ago, said his own country shares responsibility. “We can speak blame to any other country, but what about our blame?” Bukele said in lengthy remarks, much of them delivered in English. “I mean, what country did they flee? Did they (flee) the United States? They fled El Salvador. They fled our country. It is our fault.”
“We haven’t been able to provide anything, not a decent job, not a decent school,” he continued. “What if there’s a little girl who had a decent school here, a decent health care system for her and her family, a decent house with water supply, a job for his parents, for his mother and his dad, a decent job, living in a zone where a gang member would not come to rape her and kill her family?”
Many of those trying to reach the U.S. border in recent months have said they were fleeing grinding poverty, a lack of opportunity and violence in the gang-dominated Northern Triangle region of El Salvador, Honduras and Guatemala, or a combination of these factors.

Martínez’s mother said last week that the family had hoped to live and work in the United States for a few years, saving enough money to return and build a home of their own.
“These are situations that make visible the problem of migration, something that happens daily,” said Mario Vega, pastor of the Elim Protestant church, one of El Salvador’s largest. “Yesterday it became known that another Salvadoran died in a detention center in Texas, and this is something that happens every day.”
Vega criticized U.S. policies on migration and expressed hope that all countries would heed a U.N. call to respect migrants’ human rights.
“May God will that this tragedy sensitize people,” he said.

(LONDON) — A stowaway fell from the undercarriage of a jet as it approached Heathrow Airport after a 9-hour flight from Nairobi, landing in a south London garden, police and airline officials said Monday.
The Metropolitan Police force said the body of an unidentified man was found in a residential garden in Clapham, South London on Sunday, and it’s believed he fell from a plane. He has not yet been identified. Police said a post-mortem would be held to determine the cause of death.Kenya Airways said police traced the body to its Nairobi-London flight. A bag, water and food were discovered in the plane’s landing-gear compartment after it landed. The airline called the death “unfortunate” and said it was cooperating with British and Kenyan authorities.Stowing away in a plane’s undercarriage is exceptionally dangerous. Experts believe roughly three-quarters of stowaways do not survive because of the extreme cold and lack of oxygen as the plane reaches cruising altitude.
Though not common, stowaways have in the past plunged to the streets of London as planes lowered their landing gear. In September 2012, a 30-year old from Mozambique, Jose Matada, died after falling from the undercarriage of a Heathrow-bound flight from Angola.
(MOSCOW) — The U.S. Embassy in Moscow says the condition of an American man held on spying charges in Russia has worsened.
The Embassy said on Twitter Monday that Russian authorities had rejected a request to send a doctor to examine Paul Whelan. It said Whelan has received basic medical assistance, but that his condition has deteriorated.
Whelan, who also holds British, Irish and Canadian citizenship, was arrested in a hotel room in Moscow in December and charged with espionage, which carries up to 20 years in prison. The former U.S. Marine, who denies the charges, has publicly complained of poor prison conditions and has said his life is in danger.

Residents of the Mexican city of Guadalajara woke up to a massive hailstorm Sunday that covered several neighborhoods in a layer of ice up to five feet thick in some areas.
The hailstorm hit Guadalajara at around 2 a.m. Sunday, the AFP reports, when the temperature suddenly dropped after what the BBC says were several days of high summer heat.

TEHRAN, Iran — Iran’s semi-official Fars news agency says the country’s enriched uranium stockpile has passed the 300-kilogram limit prescribed by the 2015 nuclear deal with world powers.
The agency attributed its Monday report to an unnamed source, who said U.N. inspectors had recently weighed Iran’s stockpile of low-enriched uranium.
Iran has vowed to begin enriching its stockpile of uranium to higher levels later this month if world powers fail to negotiate new terms for the nuclear accord following the U.S. decision to withdraw from the agreement and restore crippling sanctions. European countries have repeatedly urged Iran to abide by the deal.
The unraveling of the landmark nuclear agreement comes amid heightened tensions in the Persian Gulf, where Iranian forces shot down a U.S. drone last month.

NEW DELHI: Air India won't have enough money to pay salaries to its employees beyond October amid upcoming debt repayments and plans by the government to sell its 100% stake in the airline, senior officials told ET."The government had provided Air India sovereign guarantees amounting to Rs 7,000 crore and the airline has about Rs 2,500 crore left, which the airline will utilise soon," said one official who did not want to be identified.Another government official said the Rs 2,500 crore would be used to clear dues of vendors including oil companies and airport operators and to pay salaries for a few months. Air India's salary outlay is a little over Rs 300 crore per month and the troubled national carrier has been delaying these payments."Even May's salary came over 10 days late," said a third official on condition of anonymity. 70033694 Air India won't be the first government owned company without funds to pay salaries. Bharat Sanchar Nigam Ltd., the state-owned telco, is also said to be out of cash to pay employees."The government is aware about the airline's financial problems," said one official.However, the civil aviation ministry has not sought any additional funding for the airline in the budget to be presented on July 5."It's the same as the demands made in the interim budget and we are not seeking anything extra for Air India," said a senior ministry official who did not want to be identified.In the interim budget, Air India Asset Holdings Ltd., a company that holds some of the airline's debt and assets, was allocated Rs 3,900 crore for the previous and current financial years to service debt. The company had taken on Rs 29,464 crore of Air India's total debt of Rs 58,000 crore.Meanwhile, Air India is staring at debt repayments of Rs 9,000 crore in the current financial year. Without the ability to service the loans, it had sought the government's help. However, it seems unlikely that the government will step in at this stage as it works on a plan to divest its 100% stake in the national carrier.The airline may find a partial solution to the problem."We are working to roll over the repayment of about half of the total debt, which is the working capital debt, to the next financial year. But we cannot do anything about the rest, which is loans against aircraft," said one official.The government added that repayment of Rs 4,500 crore can only happen if it provides the money.

Goods and services tax (GST) collections dipped below Rs 1 lakh crore in June while manufacturing turned soft and core sector growth slowed in May, highlighting the challenges that confront finance minister Nirmala Sitharaman as she readies to present her first budget on Friday.After three months of over Rs 1 lakh crore in collections, GST receipts fell to Rs 99,939 crore in June, down from over Rs 1,00,289 crore in the previous month, according to finance ministry data.GST mop-up was 4.5% higher than the Rs 95,610 crore collected in the same month of the previous year, suggesting the July 5 budget may have to factor in a lower revenue growth from the tax that has just completed two years. 70033618 "This moderate growth in collections (over last year) would be a concern and we should expect some tangible measures in the form of increased audits and scrutiny over next few months," said Pratik Jain, partner and leader, indirect tax, PwC India.India's GDP growth slowed to a five-year low of 6.8% in FY19 and it is expected the government may unveil measures to get the economy back on track.CORE SECTOR SLOWSThe eight core sector industries grew 5.1% in May compared with an upwardly revised 6.3% in April. MUMBAI: With currency in circulation surging to a new high and the number of ATMs shrinking over the past two years, the average usage of ATMs is on the rise. From the low of 105 transactions a day recorded after the demonetisation in April 2017, average daily transactions have gone up to 130 in April 2019.What has also contributed to the increase in average usage of ATMs is the fact that banks are issuing more debit cards. In April 2017, at the end of the demonetisation process, the number of debit cards stood at 78 crore. This went up to 88 crore in April 2019. Bankers point out that after ATM regulations were tightened, several banks found it economical to be net issuers and pay the transaction charges of Rs 15 to other banks for use of their ATMs. 70032933 For the week ended June 14, 2019, currency in circulation stood at Rs 22.19 lakh crore—a year-on-year increase of 13%. In April 2017, the amount was Rs 14.17 lakh crore. Given that ATM usage is picking up in Tier II and Tier III towns, where rents are low, the viability of ATMs has gone up.Another development that is expected to boost ATM usage is the activation of the Pradhan Mantri Jan Dhan Yojana accounts. While these accounts were opened three years ago, many of them are now getting funded thanks to the PM-Kisan scheme that credits Rs 2,000 every quarter into the accounts of low-income farmers.Currently, the total number of ATM withdrawals in a month is less than the total number of debit cards in circulation. As against the 88 crore cards, the total monthly withdrawals are 80.9 crore—an average of 0.9 transactions per card. The average monthly withdrawal per account stands at Rs 3,214.According to Mani Mamallan, founder chairman of Electronic Payment and Services, India has a long way to go before ATMs reach saturation level, considering that the average ATM per one lakh adults in India is around 22, which is half the global average. "In China, despite advances in digital payment, there are three more ATMs than in India," said Mamallan.The parliamentary standing committee on finance has expressed concern that there are just not enough ATMs being installed or added to cater to the rising demand for cash in an expanding economy, even as more and more debit cards are being issued and a large number of Jan Dhan accounts are opened by banks.One of the reasons banks are reluctant to deploy more ATMs is that the RBI has recently made security norms more stringent. These are expected to increase the cost handling cash. According to Mamallan, one way of improving efficiency in cash handling is to install cash-recycling machines instead of ATMs when they come up for replacement. Cash-recycling machines can accept deposits and credit them instantly to the account. Also, the cash is made available instantly for withdrawal.

With earnings due shortly, the auditors don't have much time, experts said, adding that PwC's use of what's seen as the weapon of last resort has jolted the industry.Following PwC's departure, all the companies concerned have replaced it with an Indian auditor, not a Big Four firm (Deloitte, KPMG, EY or PwC).PwC's questioning of intracompany transactions will force the rating agencies to reconsider their ratings while banks will have to take another look at assessments."Each player in the ecosystem has to do its part well for improvement of governance," said JN Gupta, founder of proxy advisory firm Stakeholder Empowerment Services (SES). "The problem is that no one wants to be different. Each one wants to conform to the existing norms. The role of independent directors in these companies is also open to scrutiny — what was their position on the accounts?"For many auditors, the risk-reward ratio doesn't make sense. The regulators have to distinguish between cases where auditors are helping promoters manipulate accounts and perpetuating the fraud," said Suresh Surana, managing partner at RSM.

In a three-pony race, new-age scooters have given the southern challenger the prescribed horse power to engage meaningfully with leading bike-makers Bajaj Auto and Hero MotoCorp, which have more evenly spread networks across the country.But the scooter's seemingly ubiquitous run as urban India's favoured personal-transport medium is under threat – and so is TVS Motor's valuation premium over peers.The stock's consensus earnings for FY20 have been trimmed 12-15 per cent since the beginning of the year. It trailed the Sensex by 6 per cent and 28 per cent, respectively, in the past three and twelve months.Sale volumes fell 5 per cent in June to 297,102 units. Scooter sales declined 3.6 per cent to 99,007 units. Industry growth for scooters has been contracting since FY19 as major markets such as Maharashtra, Gujarat, Karnataka and Kerala are witnessing a slowdown. NEW DELHI: Telecom and IT Minister Ravi Shankar Prasad has said that under Digital India 2, the government would take broadband to the doorsteps in rural India through a policy push and entrepreneurship ecosystem, while highlighting that the government will work proactively to make India an export hub for electronics products.Speaking to reporters on Monday, Prasad urged Indian IT companies and its apex software body Nasscom to participate in creation of 'Digital Villages' in the country, and supplement the government's efforts in the digital literacy movement."One of the priority areas I am working on is to make broadband available at your doorstep. We want to involve entrepreneurs. Just like a mobile SIM card is available in 'paan' shops, can we do something similar for broadband," Prasad said.He explained that the availability of broadband and mobiles is an essential component of Digital India, which is feeding the digital appetite of the country. "Cable operators brought television to the doors of the people, the PCO and Common Service Centre (CSC) became big movements," the minister said. "So did Business Process Outsourcing (BPO). Can we come up with an architecture backed by entrepreneurship and a good policy where broadband is available for all?" he asked.India will leverage its existing strength in electronics manufacturing and strong talent pool to position itself as an export hub for electronics products, Prasad said.
