Daily Mail: Cabinet minister warns Britain will erupt in violence and rioting if Brexit is not delivered

* Senior minister warned that reversing Brexit could lead to serious civil unrest
* They claimed Britain could see unrest on level of French yellow vest protests
* It comes as Boris Johnson was accused of inciting violence with his language

Britain could face civil unrest on the level of the yellow vest protests in France or the riots in Los Angeles in 1992 if Brexit is frustrated, according to senior allies of Boris Johnson.

Amid furious scenes in the Commons on Wednesday, the prime minister repeatedly described attempts to block no-deal as the 'surrender act'.

Mr Johnson was accused of inciting hatred towards MPs with Labour leader Jeremy Corbyn warning that the PM's language was encouraging people to behave in a 'disgraceful and abusive way'.

A senior cabinet minister has now claimed that a potential referendum to overturn the result of the first one could lead to a 'violent, popular uprising'.

Earlier this month, the US Defence Department announced that the Orbital Sciences Corp (OSC) had been awarded more than $1.1 billion in order to provide the US military with target missiles.

The US Navy has published a video on Twitter showing the test launch of a GQM-163A Coyote missile from Wallops Flight Facility in Virginia as part of an exercise.

The military noted that this was the first launch of the missile, which is a supersonic sea-skimming target, from the East Coast.

Business Insider: Here's what the US Air Force has planned for all its bombers

* The US's three bombers — the B-1B Lancer, the B-2 Spirit, and the B-52 Stratofortress — will be joined or replaced by the B-21 Raider stealth bomber.
* The B-52 is expected to fly through the 2050s, and the B-2 accomplished a number of firsts this summer. The B-1B, meanwhile, had particularly low mission readiness this year.

The US has three bombers — the B-1B Lancer, the stealth B-2 Spirit, and the B-52 Stratofortress — to deliver thousands of tons of firepower in combat.

Some form of the B-52 has been in use since 1955. The B-1B took its first flight in 1974, and the B-2 celebrated its 30th year in the skies in 2019. A new stealth bomber, the B-21, is in production and is expected to fly in December 2021, although details about it are scarce.

The US Air Force has been conducting missions in Europe with B-52s and B-2s in order to project dominance against Russia and train with NATO partners, but the bomber fleet has faced problems. The B-1B fleet struggled with low readiness rates, as Air Force Times reported in June, likely due to its age and overuse in recent conflicts.

Whether or not you believe President Trump should be impeached, we are now in historic territory. When House Speaker Nancy Pelosi announced a formal impeachment inquiry this week, it became increasingly clear the impeachment of Donald Trump is no longer a matter of if but when.

For the founders, there were two essential purposes of impeachment. First, to ensure that Congress had a tool to check the powers of the executive and judiciary, and second, if necessary, to remove officials engaged in wrongdoing from office through trial. Not every participant in the Constitutional Convention wanted to include impeachment, but as James Madison had noted, it was George Mason who challenged his colleagues, asking, "Shall any man be above justice?" It would also be Mason who would suggest that the Constitution include the words "high crimes and misdemeanors," therefore providing plenty of fodder for both legal counsel and political punditry to determine what that means.

WASHINGTON - House Democratic leaders are eyeing a fast-paced investigation into the possible impeachment of President Donald Trump, instructing the committees handling the probe to wrap up their findings within weeks in hopes of concluding before the holiday season.

Multiple Democratic lawmakers and congressional aides said there is no formal timeline for the inquiry, but the "need for speed," as one aide put it, comes as Speaker Nancy Pelosi, D-Calif., is under pressure from vulnerable freshmen to keep the investigation narrowly focused and disciplined.

The emerging strategy of a rapid investigation focused mainly on the explosive accusation that Trump urged Ukraine's president to dig up dirt about a political rival comes as lawmakers prepare to leave Washington on Friday for a two-week recess. In addition to Trump's call, a whistleblower complaint claimed that unidentified White House officials tried to keep the conversation a secret within the government.

"The consensus in our caucus is that our focus now is on this allegation," Pelosi told reporters earlier in the day, adding: "This is a coverup."

Following the White House release of a memo on President Trump's July 25 phone conversation with his Ukrainian counterpart, Russia's foreign ministry spokeswoman said Wednesday Democratic leaders were making the U.S. the "laughing stock of the world." She also suggested mockingly which confidential U.S. documents should be made public next.

"I've read the transcript of the telephone conversation between Trump and [Ukrainian President Volodymyr] Zelensky, which Speaker of the House of Representatives Nancy Pelosi found reason enough to launch a procedure of impeachment against her president," spokeswoman Maria Zakharova wrote on her Facebook account, according to the TASS news agency.

"Is it the U.S. Democrats' job to make their country a laughing stock of the world?" she asked, then added that that is "precisely what Mrs. Pelosi has done."

Washington Post: Two Republican governors say they support impeachment inquiry of Trump

For the first time, two Republican governors have publicly supported the impeachment inquiry of President Donald Trump, a new development in an intensifying political fracas that has so far been largely partisan.

Vermont Gov. Phil Scott and Massachusetts Gov. Charlie Baker, both outspoken critics of Trump, said Thursday that they favored the investigation, but Scott added that he would wait for more information before calling for further action against the president.

In a statement to The Washington Post, Scott called the inquiry "appropriate" and said it is a key part of Congress's duty as a co-equal branch of government.

SEOUL (Reuters) - North Korea said on Friday that a lack of progress in implementing agreements made between U.S. President Donald Trump and North Korean leader Kim Jong Un cast doubt on prospects for a future summit, state news agency KCNA said.

"The U.S. has done nothing for implementing the joint statement" from the first summit between Trump and Kim in Singapore last year, KCNA said, quoting North Korean Foreign Ministry advisor Kim Kye Gwan.

The official criticized the joint military drills between U.S. and South Korea, as well as strengthened sanctions and pressure on North Korea.

Miami Herald: U.S. hits Raúl Castro and his children with visa restrictions

The United States sanctioned Raúl Castro and his close family members on Thursday for their involvement in "gross violations of human rights," Secretary of State Mike Pompeo announced on Twitter.

"The Cuban regime's disregard for human rights and use of violence to prop up the former Maduro regime are responsible for the ongoing crises in Cuba and Venezuela," he added.

Raúl Castro ceded the presidency in April 2018 to Miguel Díaz-Canel, but remains at the head of Cuba's Communist Party, the armed forces and in charge of the most important government decisions.

KIEV/MOSCOW (Reuters) - For U.S. President Donald Trump, White House publication on Wednesday of a memo summarizing his call with Ukrainian President Volodymyr Zelenskiy fueled a domestic political crisis.

For Zelenskiy, it was a far-reaching diplomatic disaster.

Zelenskiy's comments to the Republican Trump, disclosed in the summary, will likely irk U.S. Democrats, risking the bipartisan U.S. support Kiev requires while irritating France and Germany whom Zelenskiy criticized in the same exchange.

Locked in a geopolitical standoff with neighboring Russia after Moscow annexed the Crimea region and backed pro-Russian separatists fighting in eastern Ukraine in 2014, Ukraine needs all the international friends it can get.

It relies heavily on Washington for aid and diplomatic help, and European countries like France and Germany are trying to help bring about talks aimed at breathing life into a stalled peace process over eastern Ukraine.

The whistle-blower whose complaint about President Trump's effort to press Ukraine into investigating Joe Biden jump-started impeachment efforts has been revealed to be a CIA officer who has been detailed to the White House.

The agent, identified as a man, has returned to working at the CIA, the New York Times reported.

The paper included an explanation from its executive editor about why it published the information. The whistle-blower's lawyer, Andrew Bakaj, called it 'deeply concerning and reckless, as it can place the individual in harm's way' and declared his client's right to remain anonymous.

NPR: Saudi Crown Prince On Killing Of Jamal Khashoggi: 'It Happened Under My Watch'

Saudi Arabia's Crown Prince Mohammed bin Salman has acknowledged for the first time that he is accountable for the killing of prominent critic and Washington Post journalist Jamal Khashoggi.

The revelation is made in an upcoming PBS documentary set to air next week, a day before the one-year anniversary of Khashoggi's death.

"It happened under my watch," the crown prince, commonly referred to by his initials MBS, said to PBS Frontline journalist Martin Smith. "I get all the responsibility because it happened under my watch."

Khashoggi was last seen walking into the Saudi Consulate in Istanbul. Once inside, he was brutally killed and dismembered by Saudi state agents, according to a United Nations report. His remains have never been located.

The United States has concluded that the government of Bashar al-Assad used chlorine as a chemical weapon in May, marking the first confirmed violation of the ban on chemical weapons since Donald Trump authorized airstrikes in 2018 over Syria's use of poison gas.

"The Assad regime is responsible for innumerable atrocities some of which rise to the level of war crimes and crimes against humanity," the US secretary of state, Mike Pompeo, told a news conference in New York, where he has been attending the UN general assembly.

"Today I am announcing that the United States has concluded that the Assad regime used chlorine as a chemical weapon on 19 May," Pompeo said.

New York Times: Whistle-Blower Is a C.I.A. Officer Who Was Detailed to the White House

WASHINGTON — The whistle-blower who revealed that President Trump sought foreign help for his re-election and that the White House sought to cover it up is a C.I.A. officer who was detailed to work at the White House at one point, according to three people familiar with his identity.

The man has since returned to the C.I.A., the people said. Little else is known about him. His complaint made public Thursday suggested he was an analyst by training and made clear he was steeped in details of American foreign policy toward Europe, demonstrating a sophisticated understanding of Ukrainian politics and at least some knowledge of the law.

Trump is not willing to give up his maximum pressure on Iran before he gets a meeting, and Mr Rouhani is not willing to meet before the pressure is lifted.

And the new talk of Trump's impeachment in congress will now further reduce the possibility of direct talks between Tehran and Washington. The American and Iranian presidents see a bilateral meeting from completely opposite perspectives.

Trump, a longtime businessman, sees a face-to-face meeting as the starting point. It's a way for him to build a relationship and then move forward to make deals. Rouhani, a longtime statesman, sees a one-on-one meeting as the ending point. He wants to get something concrete, before he shakes hands in front of cameras.

DW: Iran's Hassan Rouhani: 'Single blunder can fuel big fire in Persian Gulf'

The Iranian president has accused the US of "merciless economic terrorism." In his speech at the UN General Assembly, he also urged the regional countries to fix their own problems instead of seeking foreign help.

In his address to the United Nations General Assembly on Wednesday, Iranian President Hassan Rouhani ruled out negotiations with the US as long as economic sanctions against his country are in place.

"I would like to announce that our response to any negotiation under sanctions is negative," Rouhani said, adding that the US must lift the sanctions to pave the way for meaningful negotiations on a nuclear deal.

WASHINGTON — President Trump on Thursday morning told a crowd of staff from the United States Mission to the United Nations that he wants to know who provided information to a whistle-blower about his phone call with the president of Ukraine, saying that whoever did so was "close to a spy" and that "in the old days," spies were dealt with differently.

The remark stunned people in the audience, according to a person briefed on what took place, who had notes of what the president said. Mr. Trump made the statement about several minutes into his remarks before the group of about 50 people at the event intended to honor the United States Mission. At the outset, he condemned the former Vice President Joseph R. Biden Jr.'s role in Ukraine at a time when his son Hunter Biden was on the board of a Ukrainian energy company.

Prince Harry Follows in Princess Diana’s Footsteps With a Walk Through a Mine Field in Angola

(JOHANNESBURG) — A body armor-wearing Prince Harry on Friday followed in the footsteps of his late mother, Princess Diana, whose walk through an active mine field in Angola years ago helped to lead to a global ban on the deadly weapons.

The prince walked through a mine field and was set to visit the spot where Diana was famously photographed on a similar walk during her own Africa visit in 1997. That field in Huambo is now a busy street. The southern African nation is now years past a grinding civil war and hopes to be land mine-free by 2025.

“Land mines are an unhealed scar of war,” Prince Harry said in the town of Dirico. “By clearing the land mines we can help this community find peace, and with peace comes opportunity.”

The Angola country director for mine-clearing organization The HALO Trust said Diana’s visit is still very much discussed today in Huambo after people were struck by her warmth and willingness to acknowledge their devastating 27-year conflict.

“The main impact of Diana’s walk in 1997 was the level of global exposure it provided for land mines not only in Angola but the world,” Ralph Legg said. She was a great advocate for a land mine ban, and “her willingness to visit an actual mine field, to place herself right in that context, provided great impetus and gave it a great boost.”

The international ban on anti-personnel mines was signed that year and entered into force two years later. So far 164 countries have signed on. “More than 48 million stockpiled mines have been destroyed and 31 countries have been completely cleared of land mines,” The HALO Trust said, while production of the weapons has almost dried up.

Prince Harry on his visit also remotely detonated a mine, met with mine-clearing teams and was visiting the orthopedic hospital his mother visited for her meetings with mine victims.

“I think that will be a very poignant moment of coming full circle,” Legg said. “Very striking once people compare those images from the two visits to see how far Angola has come.”

The world, however, is hardly free of mines, and Legg said Angola itself still has about 650 mine fields left to clear. Some countries that remain heavily mined include Afghanistan, Syria and Yemen.

Angola now hopes to turn some of its mine-free areas into sites for wildlife conservation and ecotourism. The prince will unveil a project meant to protect wildlife corridors near the sprawling Okavango Delta, a rare inland delta in neighboring Botswana that doesn’t flow into a sea or ocean and is home to several endangered species.

Harry’s first official family tour with his wife, Meghan, the Duchess of Sussex, and their baby, Archie, will continue with stops in Malawi and further events in South Africa with a focus on issues including mental health and women’s empowerment.

Murder Suspect Whose Case Sparked Hong Kong’s Protests May Soon Be Free

After four months of unprecedented violent demonstrations in Hong Kong and no end in sight, the city’s beleaguered leader has one more thing to worry about: the suspect in the murder case that led to the social unrest could soon walk free.

When Chief Executive Carrie Lam proposed amending the extradition law in February, she cited the case of Chan Tong-kai, wanted in Taiwan in connection with the February 2018 slaying of his girlfriend, Poon Hui-wing. Chan was sentenced by a Hong Kong court in April to 29 months for money-laundering after he used Poon’s bank card for ATM withdrawals, but no legal framework exists for him to be returned to Taiwan to face the murder charges.

While Lam was forced to eventually say she would withdraw the extradition bill, it wasn’t enough to appease the protesters who’ve since broadened their demands to include an independent inquiry into police conduct and a more democratic form of governance. Meanwhile, Chan could be released as early as October on good behavior, Hong Kong’s security head John Lee said in April. Emails sent to Lee and his department this week went unanswered.

“This administration has all the reasons to bring Chan to justice — not only was his alleged conduct serious and lethal, but also it was this administration who presented the victim’s mourning family as a moral motive to push the now-withdrawn extradition bill,” Alvin Yeung, a barrister and pro-democracy lawmaker in Hong Kong, said this week. “Now the chief executive has abandoned the murder case and the victim’s family.”

Emails to Ronnie Leung, a lawyer who represented Chan in Hong Kong, and to the Secretary for Justice’s Office went unanswered.

Chan and Poon, both Hong Kong residents, went to Taiwan on vacation in February 2018, the South China Morning Post reported. When Poon failed to return, her parents filed a missing persons report and her father traveled to Taiwan to find her, it said. Poon’s decomposed body was found by Taiwan police on March 13, the day Chan was arrested, according to the Post.

Hong Kong police said that Chan confessed under caution to killing his pregnant girlfriend in Taiwan, the Morning Post said. Chan said that after an argument he strangled Poon and stuffed the body in a suitcase, which he later disposed of in a park, according to the report, citing evidence at his trial. He was remanded in custody for 13 months, it said. Reports gave their ages at around 19 and 20.

Judicial assistance

“I suppose he will be a free man but I doubt he can stay in Hong Kong with such attention on his every move,” said Bernard Chan, a top adviser to Lam and convener of the executive council.

Taiwan officials made requests to Hong Kong for judicial assistance in March and April 2018, and in December asked that the suspect be sent to Taiwan for investigations, Chiu Chih-hung, deputy chief prosecutor in Shilin district, said in a phone interview on Sept. 23. They received no reply, he said.

Still, the government in Taiwan made it clear that it would not agree to the extradition bill, which it said could infringe on its sovereignty. President Tsai Ing-wen in June said she rejected Hong Kong’s use of individual extradition “as an excuse to make legal amendments.”

“We cannot work together to crack down on crime using laws that infringe on human rights as a precondition,” she said. “We will not be an accessory to the passage of this unconscionable law.”

Lam’s proposed law sparked protests because it would have permitted the extradition of criminal suspects to mainland China, opening the possibility that Hong Kong residents could become subject to its laws. In the 1984 joint declaration, Britain and China agreed among other things that the city would follow English common law under a “one country, two systems” arrangement for 50 years.

Taiwan sympathizers

In Taiwan, sympathizers of Hong Kong’s protests have held their own rallies since June, ranging from small gatherings to several thousands of demonstrators surrounding the legislature. Others have rallied to the cause by donating tear gas masks and helmets to be shipped to the Hong Kong activists, according to the Taipei Times.

Poon’s family has lobbied the government to return Chan to Taiwan to face justice. Her mother appeared in February in front of the press in a baseball hat, mask and sunglasses and urged the administration to take action. While the parents initially backed the plan for an extradition bill, after the protests erupted her father asked Lam in a letter on June 26 to consider a one-off arrangement or other measures, instead of a introducing a new law, HK01 reported.

Both Lam’s office and Poon’s family declined to comment on the report, HK01 said.

The Hong Kong Law Society said in an 11-page submission in June that the government should consult all stakeholders and the community before rushing into legislation regarding extraditions to China, Taiwan and Macau, which was proposed in the bill.

“The circumstances which have now purportedly given rise to this sudden need for legislation are not persuasive, notwithstanding the repeated reliance by the government on a murder case in Taiwan,” the society said in the submission.

Yeung was one of three lawmakers who submitted alternative proposals for Chan to be sent to Taiwan, which were rejected by the administration in July. He said he was “disappointed and dismayed” at the administration’s refusal to embrace alternatives.

“What is happening now politically and on the streets does not necessarily prohibit the administration from pursuing other legislative proposals” to bring Chan to justice, he said.

The government’s initial reluctance to withdraw the bill allowed protests to develop beyond the original demand and increase in intensity. Almost every week for about four months police have fired tear gas, pepper spray and non-lethal firearms to disperse demonstrations. There have been almost 1,500 arrests, and extensive damage to train stations and government buildings since the civil unrest began.

“The entire unrest is caused by the government’s work in amending the extradition law,” Lam told a town-hall style meeting in Hong Kong on Thursday.

When Lam suspended the bill on June 15, she said she told the Poon family the government has “done their best” to deal with the murder case, drawing an angry response from protesters.

“The case has only been an excuse to introduce the extradition bill,” said Ventus Lau, a 25-year-old protester and organizer for the rallies.

“From our perspective, our priority is not this case,” he said. “I don’t believe the movement will come to a halt if the Chan Tong-kai case has been dealt with.”

Five Years On, Hong Kong Activist Joshua Wong Speaks to TIME About the Umbrella Revolution

This time five years ago, a bespectacled 17-year-old stood atop a podium outside the Hong Kong government headquarters. Holding two microphones in his hand, student activist Joshua Wong addressed thousands of pro-democracy protestors who had taken over all eight lanes of Harcourt Road—a major thoroughfare running through the political district.

His speech, punctured by sporadic bursts of cheers and applause, helped to kick off what became known as the Umbrella Revolution. Named for the everyday item that protestors used to protect themselves against police pepper spray, the protest saw the city’s key districts paralyzed for almost three months. Demonstrators demanded that Hong Kong be able to freely elect its own leader. But while the 79-day street occupation captured world headlines, and got Wong on the cover of TIME, the protesters won no concessions.

Fast forward five years and unrest is again roiling the former British colony, this time sparked by a controversial extradition bill that would have allowed for the transfer of fugitives to mainland China. The bill has since been withdrawn, but the campaign against it has snowballed into a broader democratic rebellion and challenge to Chinese sovereignty.

Wong is just as visible today—in fact, even more so. He is the subject of a Netflix documentary and he has been on overseas tours, drumming up support for Hong Kong’s democracy movement. When the current protests broke out, he was serving jail time for his involvement in the 2014 movement. On the day of his release in June he proceeded immediately to join a rally. Together with members of his political party, Demosisto, he remains at the forefront of Hong Kong’s push for political freedom.

TIME spoke to Wong, now 22, to mark the five-year anniversary of the Umbrella Revolution.

You were the face of the protests five years ago. How would you describe your role today?

I am one of the facilitators, helping to make the voice of Hongkongers heard in the international community. I also organize student class boycotts and provide assistance for high school students.

Did you ever imagine then that Hong Kong would be where it is now?

I didn’t imagine that. I think it’s remarkable that five years ago, the day we ended the movement, we claimed we would be back—and now we are back, with even stronger determination.

The movement today is described as “leaderless”. What is the value of that?

Rather than top-down command towards activists, we have more bottom-up collaboration. The Umbrella Movement can be described as an encyclopedia. Politicians and student leaders wrote it, and let the masses read it and react passively. The movement today is like Wikipedia. It’s faceless and leaderless, but everyone is engaged. Even if you don’t know who who wrote it, who organized different campaigns, everyone recognizes their roles and has self-initiative. It’s optimistic.

How do you think the political climate in Hong Kong has changed?

Five years ago, it was “one country, two systems.” After that, it was “one country, one-and-a-half systems.” We’ve seen lawmakers unseated, book publishers kidnapped, foreign correspondents expelled and activists jailed.

Some say that the protests today are the “Umbrella Revolution 2.0.” Do you see this as a continuation?

I wouldn’t compare it directly because the dynamics are very different. Five years ago, there were still world leaders sympathetic to the China model. But I think how countries recognize the problem of Beijing is far more now. Who could imagine that after the G7, world leaders would issue a joint statement? That Trump, who always prioritizes business interests, would bring up the Sino-British Joint Declaration during the U.N. General Assembly? We never would have seen this in the past.

You just returned from the U.S., and it was recently announced that the Hong Kong Human Rights and Democracy Act is advancing through Congress. What does this mean for Hong Kong?

We’ve spent more than four years advocating it and finally it is going forward. When I was in the U.S., I spoke with lawmakers including Nancy Pelosi, Jim McGovern and Marco Rubio. Passing this bill at the committee level is the first step. We are optimistic the bill can pass in Congress within this year, which will start a new chapter of U.S.-Hong Kong relations and a new chapter of bipartisan consensus on a tougher approach to Hong Kong’s democratization.

And how were your trips to Taiwan and Germany?

We recognize Taiwan as the beacon of Asian democracy. There, I met with more than 12 legislators to seek bipartisan support. In Germany, I met with the foreign minister and about 10 legislators. Beijing broke the promise [made with the U.K. in the Sino-British Joint Declaration], so we need to go to the international community to seek allies and put pressure on Beijing.

Do you think your meetings with foreign politicians to rally international support will give Beijing more leverage to say there is a “black hand” guiding the protests?

Pro-Beijing officials also meet with [U.S.] consulate generals. On the Hong Kong government website, you can see a group photo with [Hong Kong’s top official] Carrie Lam and Nancy Pelosi. I see no reason to say that only pro-Beijing individuals can meet with foreign leaders.

Would you say the protests today have achieved more than the 79 days of the Umbrella Revolution did?

Yes, we’ve achieved more today. The Umbrella Movement was a legacy, not a victory, because there weren’t any concrete policies or systematic reforms after it. And in this summer of discontent, or however we describe this movement, we have forced President Xi to withdraw the extradition bill. This is the first time for him to be [made] aware that he needs to compromise with the Hong Kong people.

What do you foresee five years down the road?

I can’t predict what will happen five years from now. Half a year ago, if you told anyone a few months later that two million people would take to the streets, no one would believe it. Of course, I can’t say that in five years later Hong Kong will have free elections suddenly, and that [a member of] the pro-democracy camp can be the leader of Hong Kong. But at least freedom from fear is what we hope for. How do we let that dream come true? It depends on our actions, and how we let our actions speak louder than words.

Protesters March in New Zealand in Second Wave of Global Climate Change Protests

(WELLINGTON, New Zealand) — Tens of thousands of people marched to New Zealand’s Parliament on Friday, launching a second wave of worldwide protests demanding swift action on climate change.

The protests were inspired by Swedish teenager Greta Thunberg, who spoke to world leaders this week at a United Nations summit in New York.

A march to the Parliament in New Zealand’s capital Wellington was one of the largest protests ever held there and organizers needed to change their security plans to accommodate the swelling crowd.

Several million people took part in the so-called global climate strike last Friday, which was timed to coincide with the U.N. meeting. New Zealand and a number of other countries focused their protest efforts on the second wave, bookending a week in which climate change was at the forefront of the global conversation.

Thunberg tweeted that she planned to attend a protest on Friday in Montreal.

In Wellington, 18-year-old university student Katherine Rivers said it was great to see young people taking action and personal responsibility by marching.

“We need to stop pandering to some of the people who are making money off climate change. The big oil companies, the dairy industry etc.,” she said. “And make a change for the future of these kids that are here.”

Rivers, who is studying marine biology and environmental studies, said she hopes to make her career about improving the environment, adding that “hopefully I get to have a career.”

While thousands of high school students elected to take time off school to protest, there were also parents, office workers and many other adults who joined the marches. One of them was 83-year-old grandmother-of-three Violet McIntosh.

“It’s not my future we’re thinking about,” McIntosh said.

She said it was time politicians stopped talking and started taking action. She said they should listen to the young people like Thunberg, who she described as “amazing.”

“She stood out there by herself to start it all. Millions of people are following her now,” McIntosh said. “She should be very proud of herself.”

(SEOUL, South Korea) — North Korea said Friday it wants President Donald Trump to make a “wise option and bold decision” to produce a breakthrough in stalled nuclear diplomacy, in an escalation of pressure on the U.S. ahead of an expected resumption of talks.

The statement by Foreign Ministry adviser Kim Kye Gwan came days after Trump said another meeting with North Korean leader Kim Jong Un “could happen soon” without elaborating.

Kim Kye Gwan says he doubts another summit could make any breakthrough because of what he describes as prevailing opinions in Washington that North Korea must first disarm before getting major concessions and that U.S.-led sanctions brought the North to a negotiating table.

He accused the U.S. of not acting to implement a joint statement issued after the first summit between Kim and Trump in Singapore last year. He said North Korea, for its part, made “sincere efforts” to build mutual trust and carry out the Singapore statement, citing the repatriation of three American detainees and U.S. war remains.

“But I came to know that President Trump is different from his predecessors in political sense and decision while watching his approach to the DPRK, so I would like to place my hope on President Trump’s wise option and bold decision,” Kim Kye Gwan said, using the abbreviation of his country’s official name, the Democratic People’s Republic of Korea.

“I and the DPRK Foreign Ministry will follow the future moves of the U.S.”

Kim, in his mid-70s, is a veteran diplomat who led the North Korean delegation at much of the now-dormant six-nation nuclear disarmament talks held in Beijing in 2003-2008.

North Korea entered talks with the United States last year saying it’s willing to negotiate away its advancing nuclear arsenal in exchange of U.S. security guarantee and sanctions relief. The North wants a slow, step-by-step disarmament process, in which each of its denuclearization step is matched by a corresponding U.S. reward. The United States says sanctions on North Korea will remain in place until the country takes significant steps toward denuclearization.

During the Singapore summit, Kim Jong Un promised to work toward complete denuclearization of the Korean Peninsula without providing any timetable or roadmap for disarmament steps. In Singapore, Kim and Trump also agreed to establish new bilateral relations and build a lasting peace on the Korean Peninsula.

They met again in Vietnam in February for a second summit. But that meeting abruptly fell apart after Trump rejected Kim’s request for extensive relief of sanctions in return for dismantling his main nuclear complex, a limited denuclearization step. The two leaders held a brief, impromptu meeting at the Korean border in late June, and agreed to restart talks.

Last week, North Korea’s Foreign Ministry said working-level nuclear talks with the United States could resume in a few weeks. But it said discussions of North Korea’s denuclearization will only be possible when “threats and hurdles endangering our system security and obstructing our development are clearly removed beyond all doubt.”

Ian Bremmer Speaks with Canada’s Jason Kenney About Trudeau, China and Polarization

This week’s TIME international cover was of Ian Bremmer’s interview with Canadian Prime Minister Justin Trudeau as he faces a tough reelection battle and reels from scandals. Bremmer also spoke to a prominent Canadian Conservative, Alberta Premier Jason Kenney. Below is an edited transcript of their conversation, which took place prior to TIME’s revelations of a photo showing Trudeau in brownface.

Ian Bremmer: First give us broadly the case against re-electing Trudeau. I started with a softball right, right?

Premier Kenney: Well, the primary concern of Canadians right now is the growing cost of living. His government is contributing to that leading with their carbon tax. And I think their fiscal irresponsibility implies higher taxes down the road.

This is an epically challenged government. This is a Prime Minister who has been found twice to be in violation of the law, which was without precedent in Canadian political history. People actually are more shocked about this and the commentary I’ve seen seems to be-

Ian Bremmer: In the US we think it’s okay now.

Premier Kenney: But I can certainly say from the perspective of people attached to our resource industries that this has been a very damaging government, that has prolonged an extended downturn in what was the great engine of Canadian economic growth and middle-class growth in particular in recent decades, adding massive uncertainty to major infrastructure with the Bill C69. We call it “the no more pipelines law.” Killing the Northern gateway pipeline, killing energy East, surrendering to a US veto on Keystone XL, bungling trans mountain, a prejudicial attack on our exports, Bill C48, the so-called tanker ban… all of these things collectively have done deep damage to an industry that has helped to create enormous wealth for coal country. Alberta, for example, has contributed over $600 billion net in fiscal transfers to the rest of the Federation over the past five decades because of our energy industry, which has also been a huge engine of social mobility. People with modest levels of education moved to Alberta from unemployment to six figure incomes, a great engine of blue collar and middle-class jobs that is being deeply damaged by a government that’s openly hostile to that industry. So certainly, from my regional, our regional perspective, it would be problematic.

Ian Bremmer: In the United States right now, trade has been on everybody’s mind. To what extent are you aligned or not with the Canadian government’s engagement both with Europeans, with the, with TPP minus the United States and perhaps most importantly the now new NAFTA/USMCA?

Premier Kenney: Well, obviously we’re deeply concerned, Alberta exports $100 billion a year goods and services to the United States and the trade with United States that is existential for the Canadian economy. So, the continued uncertainty around USMCA is, it is, is deeply problematic. We, but you know, we that this is not, ultimately, it’s up to the challenges with the Democrat caucus and the House of Representatives, I think. And I understand the administration here is doing what they can to try to get this across the line. We certainly hope that happens, but more generally, Canada’s a pro-trade, pro trading nation, there has been very little of the kind of populace pushback against trade that we’ve seen in the United States and some other places. There’s actually a fairly broad cross partisan consensus for this, the NDP being an outlier, but generally there’s a pro-trade consensus in Canadian politics and … and so growing protectionism is a real problem for us. I think your question was to what, where, how is our province reaching out to the United States?

Ian Bremmer: No, I was saying more. How do you, again, in terms of Trudeau and the upcoming election, how do you think about what they have been doing.

Premier Kenney: I don’t think this is a big partisan question in the election, the conservative leader, Andrew Scheer, has, I think, plausibly suggested that Canada did not get the strongest deal we could have. But I, I think through those negotiations there was a deliberate effort to maintain unity in supporting the federal approach to put aside partisanship. So, I really don’t want to bicker on that front. We’ve got enough grievances with the Trudeau administration.

Ian Bremmer: Immigration: the Canadians now as of last year, taking in more refugees than the United States. A lot of push back domestically inside Canada.

Premier Kenney: A lot of those refugees come from the United States.

Ian Bremmer: Some of them do.

Premier Kenney: Or refugee claimants, I should say.

Ian Bremmer: So, your, your view on what the Canadians should be doing right now?

Premier Kenney: Well look, there’s a generally a pro-immigration consensus in Canada. But I as the longest serving Canadian immigration minister have always thought that we should not take that for granted. We’ve seen public opinion turn against immigration broadly in United States and other developed countries I think largely because of high levels of irregular and illegal migration that undermines public confidence in a properly ordered immigration system. So, I think it’s critical for Canada to demonstrate integrity in our system that that consistent application of fair rules, quite frankly, the large-scale irregular migration coming from the United States across our land border is unhelpful. We’ve seen public opinion turning against high levels of immigration. I think the two are connected and quite frankly, I think, you know, neoliberal types who are champions of high levels of immigration are doing this are doing the cause of immigration, a great disservice when they minimize or even ridicule wide public concerns about illegal and irregular migration. So what I tried to get when I was immigration minister was to strengthen the integrity of the system and to demonstrate that the economic benefits of immigration by choose, by using our power of selection to focus on folks who would integrate successfully and in generally would get a pretty good job with that. The Harper government ran the highest per capital levels of immigration in the developed world with pretty broad public support because simultaneously, we were cracking down on human smuggling and false asylum claims, immigration fraud, citizenship fraud, et cetera. I think where the Trudeau government has got this wrong is laxity on those on the illegal and irregular migration was undermining public support for at otherwise generous immigration policies. I think that Thomas Friedman said the ideal immigration system has a high fence so you can have a Broad gate right.

Ian Bremmer: You’re the first Canadian has ever quoted Tom Friedman to us.

Premier Kenney: That’s right. It’s a worthwhile Canadian initiative.

Ian Bremmer: Talk a little bit to me about the U.S. China standoff about you know, sort of how concerned you are about it. What do you think the U.S. should be doing? How much the Canadian should be on board with it?

Premier Kenney: We are in the middle of that, that’s no secret. Most of the agricultural products produced in Alberta have been effectively blocked from China. So, one way we have to deal with it I think is this is a… a wakeup call for us to diversify our export markets in developing countries and in Asia and elsewhere. I think strategically we became too dependent on the Chinese export markets. Even if we get ourselves somehow extricate ourselves from the current unpleasantness. And there’s no immediate sign of that. This could happen again, we could become collateral damage in the U.S.-China relationship. There might be other reasons why, why we get arbitrary barriers to our exports to China. So, export diversification is critically important. It will be putting a big emphasis on, on India, Korea. I mean our, my provincial government. I think other provincial government should be doing the same. But let me be clear. I support the Trudeau administration’s approach to the, to the tension with China. We have to be team Canada. I don’t want to sit, and I’ve made this point to all of my fellow Premiers that we need to be completely shoulder to shoulder when it comes to standing up for our, our interests. And it’s not prime minister Trudeau who started this, this dispute. It’s Beijing that did. And the way they are acting is… it’s frankly outrageous and, and we need to demonstrate, resolve unity and strength in response.

Ian Bremmer: So, for example with this detention of the CFO of Huawei and now two Canadians, you know, has been detained…

Premier Kenney: Effectively kidnapped.

Ian Bremmer: Kidnapped in China and the response and first of all the alignment with the United States appropriate in your view?

Premier Kenney: We are country predicated on the rule of law and we should not jeopardize that central Canadian value because of aggressive tactics from Beijing, and there should be no question about that. We’ve had some people, some prominent Canadian saying just give up on the extradition case. Look, this is, this is for the federal government and the courts to administer and offer me as a provincial premier. There is no grounds for political interference in this. This, this must be governed by our judicial system and I am confident it will be.

Ian Bremmer: You know, have to let you talk at least directly about climate for a second because Trudeau is, if there’s anything, Trudeau has been really known for on the international station and at the G7, it’s being a leading voice on climate. How do you, what do you, what, what role do you, you think Canada should be playing with that issue?

Premier Kenney: A constructive role. We have I think a consensus in Canadian politics that we need to do what we can without massively damaging our own economic interest to reduce greenhouse gas emissions. And the Canadian energy industry is I think a very positive part of that story. In a world where there will be growing local demand for the gas in coming decades the question is what are the best sources? And we argue that Canada a liberal democracy with the highest human rights, environmental and labor standards – should at least be a, a more competitive source of, of energy in an unstable world. And we think that when you look at everything objectively, including, I’ll call it conventional environmental, considerations, not just carbon intensity. When you look at, at human rights and labor standards, that Canada should be the most preferred source of energy on earth. And I think that is clearer now than it was prior to the…

Ian Bremmer: Are you prepared for the Norwegians just come right after you?

Premier Kenney: Well they’re not even in the top 10. They’re not in the top ten. Amongst the top 10 we’re, we’re, we’re, we’re the outlying superstars and by the way there was a story about reducing carbon intensity in our hydrocarbon, in our oil industry, which is very positive, 30% reduction in carbon intensity for the average barrel of oil sand enrichment and we have vast quantities of natural gas that we can share with global markets to displace coal. That’s a very positive story. So, we can play a a positive role in, in, in we look at this globally and not just, if we only look at emissions in Canada, then we are ignoring the significant carbon leakage. You know from Alberta, we’ve seen the flight of capital from our sector to the Permian. We have a carbon tax and they don’t, we have higher environmental regulations and they don’t. I don’t know how that’s a benefit to the… We have reduced, we have reduced the carbon intensity of average barrel heavy Canadian crude by our measurements is lower than the average global carbon footprint for heavy crude and continues to go down with the massive investments in, in technology and research. We are, I think on the cusp of, very significant reduction. So, encourage that rather than penalizing the country that I think is the most responsible producer.

Ian Bremmer: So look to the extent that oil and gas is becoming the new coal and new tobacco, right. I mean it’s just that’s, that’s going to be an increasingly hard argument to make, but it’s one that you should be making.

Premier Kenney: Sure, and people who fly to Davos in their private jets, we’ll continue to, to do say, look, I’ve, I don’t think they’ve figured out how to do that with unicorn farts yet.

Ian Bremmer: So last question: Is it does sound to me like the level of cohesiveness, political alignment, even between the conservatives and the sitting government is a lot greater than it is in the United States right now.

Premier Kenney: Oh, absolutely.

Ian Bremmer: Why do you think that is?

Premier Kenney: Well, there’s, I think there’s something in the Canadian political DNA and deeply grounded in our political culture, which tends towards moderation and against polarization. You know, even when we have populist movements, they’re, they’re pretty modest compared to versions of populism around the world. So, I can certainly say in my province, Mr. Trudeau is a very polarizing figure. He’s the least popular prime minister in the history of my province… for shockingly more than his father was who drove a devastating policy called the national energy program. But, but on a lot of big questions, we don’t have the same kind of bitter polarization that exists in parts of Europe and the United States. And again, I think that, you know, part of my explanation for this is just in, in Canadian history, English Canada was founded by United empire loyalists whose basic political impulse was deference to authority and French Canada was whose political culture had a similar kind of small-conservative respect for order, stability, continuity. And so, Canada’s not been subject to wild swings of political temperament.

U.S. Avoids Postal ‘Brexit’ as Universal Postal Union Reaches a Deal

The United Nations body governing worldwide mail systems will remain intact after it agreed to a compromise on Wednesday that will change the way its postal fees are structured. The decision will keep the United States from leaving the group, which the Trump Administration had threatened to do — a move that many feared would create a chaotic situation of changing prices and mail disruption.

President Donald Trump announced last October that the U.S. would exit the Universal Postal Union (UPU) in one year if the group’s 192 members did not agree to reform the rates that countries charge each other when delivering mail and small packages across borders. His main complaint was that the system allowed countries such as China to pay heavily subsidized rates, thanks to a system meant to help developing countries, even though its economy has grown substantially since the system was put in place. As a result, it can sometimes be cheaper for companies in China to send merchandise to the U.S. than for domestic American manufacturers to mail similar items between states.

The pressure to achieve reform before the Oct. 17 deadline set by Trump created a situation that one industry executive told TIME earlier this month was “like Trump is having his own Brexit.”

But the new deal, reached after emergency talks at the group’s extraordinary congress in Geneva this week, means that particular shipping scramble can come to an end. The U.S. will get to set its own postal rates starting in July 2020 and other countries will be allowed to move toward setting their own fees in 2021, with a five-year period of phasing in new rates.

Representatives at the UPU summit eagerly applauded when “Option V” — the final compromise — passed on Wednesday. Bishar Hussein, the director general of the UPU, had warned on Tuesday that a U.S. withdrawal from the group could have dire consequences.

But after the consensus was reached, Hussein smiled broadly as he declared the union “stronger than ever before.”

Peter Navarro, the White House trade adviser, said in a call with reporters that the deal was a “huge victory” for American manufacturers and that the change in postal dues would save the U.S. between $300 and $500 million per year.

“This agreement will also transform an antiquated, discriminatory system into a modern, resilient one,” he said.

As part of the deal, the U.S. will also pay the postal union $40 million to help advance security measures against the shipping of drugs such as fentanyl and other illegal goods.

Business groups like the U.S. Chamber of Commerce, which supported reforming the postal union’s rates, were also happy with the outcome.

“The administration deserves a tremendous amount of credit for their leadership in tackling an antiquated, market distorting global pricing arrangement that for too long has seen the United States footing the bill to deliver the rest of world’s mail,” Sean Heather, the Chamber of Commerce’s senior vice president for International Regulatory Affairs, said in a statement.

Others had been worried that if the U.S. did pull out of the postal union, it could have meant disruptions in election mail, obstacles for military families abroad, or trouble in shipping ahead of the holiday season, as it could have forced mail sent from the U.S. to undergo increased customs scrutiny. Kate Muth, executive director of the International Mailers Advisory Group (IMAG), says the deal left her members, which include Amazon and eBay as well as bulk mail consolidators, breathing a sigh of relief.

“For our membership it’s kind of the best we could have hoped for,” Muth tells TIME. “To our members, it was very important that the United States stay in the UPU. So there was overwhelming relief and now we’re going to dig down into a better understanding of how the rate system will work as we transition to a new structure.”

However, the U.S. Postal Service still has to finalize what its rates will be under the new system, and other countries will make their decisions in the coming months as well. While much of the worry caused by the idea of a U.S. exit from the UPU has been avoided, some consumers will likely see costs rise, Hussein said.

“Once a country declares their rate, exporting countries will have to factor that cost, so it means that cost will be transferred to the person who is sending that item,” he said at a news conference on Wednesday. “When you are in a country and you buy items overseas, the end-customer will definitely have to pay a higher price.”

(LONDON) — Prince Andrew and his former wife Sarah Ferguson have announced the engagement of their elder daughter, Princess Beatrice.

The 31-year-old princess is a granddaughter of Queen Elizabeth II.

Beatrice is engaged to Edoardo Mapelli Mozzi, a real estate entrepreneur. Buckingham Palace says the couple became engaged in Italy earlier this month. The wedding will take place in 2020.

“We are both so excited to be embarking on this life adventure together and can’t wait to actually be married,” the couple said.

Andrew and Sarah, who remain on very good terms despite their 1996 divorce, said in a statement they are “thrilled” with the engagement. “We send them every good wish for a wonderful family future,” they said.

They said they are “the lucky parents of a wonderful daughter who has found her love and companion in a completely devoted friend and loyal young man.”

Their younger daughter, Princess Eugenie, married Jack Brooksbank last year.

New Zealand College Student’s Body Discovered in Dorm Room Nearly 2 Months After Death

A New Zealand college student’s body was discovered in his dorm room almost two months after he died, officials at the University of Canterbury confirmed.

New Zealand news organization Stuff reported that the student’s step-father contacted the university when he could not get in contact with his son and that the unidentified 19-year-old was discovered on Monday night after students at the Sonoda Christchurch Campus dorm complained of a smell.

The university’s Vice-Chancellor, Professor Cheryl de la Rey offered her condolences in a statement on the school’s website, calling the circumstances “inconceivable.” The Vice-chancellor said the university will commission an independent investigation to determine how the student was missing for so long without being noticed and what actions need to be taken to ensure it doesn’t happen again.

“We are devastated by what has happened and extend our deepest sympathy to the family,” she said. “This is an extremely distressing time for University students and staff. The University of Canterbury is doing everything it can to support the Police investigation into the tragic death of a New Zealand student in the Sonoda student accommodation.”

de la Rey said the students body is currently being handled by the coroner’s office. Authorities have not yet confirmed a cause of death.

New Zealand Education Minister told the Associated Press that he is “really concerned about this case,” and that there will be thorough investigations.

“If you’re going into a hall of residence or a hostel, you are paying top dollar for not just a roof over your head but also the pastoral care that goes with that,” he said. “And I think clearly that’s not been present in this case.”

New Zealand’s second-oldest university, the University of Canterbury is located in Christchurch and has over 17,000 students.

The dorm was run by the Australia-based student accommodation provider Campus Living Village, which also houses students in the U.K. and the United States.

After 25 Years in ‘Inadequate’ Argentine Zoo, 33-Year-Old Orangutan Sandra Heads to Floridian Ape Sanctuary

(BUENOS AIRES, Argentina) — Sandra shows little interest as she slowly shuffles past the structure of beams and ropes built for her to climb on inside her concrete enclosure in Argentina’s capital. Outside are tall buildings and traffic that bear no resemblance to the lush forests where orangutans naturally live.

But the unstimulating, solitary life of the 33-year-old orangutan with gentle eyes and dark-red hair will take a turn Thursday when she leaves Buenos Aires for the United States. After a quarantine period in Kansas, she is expected to become the new resident of the Center for Great Apes in Florida, a sanctuary much better suited to her needs.

“There she will be able to spend the rest of her life in a more dignified situation,” said Argentine judge Elena Liberatori, who in 2015 ruled that Sandra was legally not an animal but a non-human person who has rights, turning the orangutan who has only known limited concrete enclosures into a focus of world attention.

It has been a long journey for Sandra, who was born in a zoo in Germany and moved to Argentina a quarter century ago. She has lived most of her life in a basketball court-sized cell in the more-than-century-old Buenos Aires zoo, in conditions protested by animal rights groups as inadequate. Her release seemed possible in 2014 following a landmark court ruling that she was entitled to some legal rights enjoyed by humans and better living conditions. Then came Liberatori’s ruling. Her release seemed nearer in 2016 when the Buenos Aires zoo closed its doors and officials said that hundreds of its animals would be set free as it was transformed into an eco-park.

But Sandra’s caretakers argued that it might be better just to improve the conditions of her cage because sending her to a reserve abroad or releasing her into the wild would put her life at risk. Since Sandra is classed genetically as a hybrid orangutan — half Sumatran, half Bornean — experts fear she might not be able to adapt if sent to Indonesia, where most of the world’s wild orangutans live and there are a number of sanctuaries. Suitable facilities might be found abroad but they would need to be reviewed carefully.

Enter the sanctuary near Wauchula, Florida, whose mission is to provide a permanent home for orangutans and chimpanzees rescued or retired from the entertainment industry, research or the exotic pet trade. “Sandra will have bigger compounds and special caregivers” in the Center for Great Apes, which is in a more forested and humid area than Argentina’s capital, said Federico Iglesias, director of the eco-park created after the closure of the Buenos Aires’ zoo.

Liberatori’s 2015 ruling was in response to a complaint by an Argentine animal rights group that Sandra was living in inadequate conditions. “With that ruling I wanted to tell society something new, that animals are sentient beings and that the first right they have is our obligation to respect them,” she told The Associated Press.

Liberatori has a large picture of Sandra in her office. On the picture is a twig that Sandra passed through the bars of her enclosure to anyone outside willing to interact with her.

In 2017, after studying the opinions of biologists and veterinarians about a list of possible destinations for Sandra, including Brazil and Spain, Liberatori decided on the Florida sanctuary, which has 21 orangutans and 31 chimpanzees. Its best-known resident is Bubbles, late singer Michael Jackson’s chimpanzee. Chuckie, Pebbles, Kiki, Pongo, Popi and Tango will be some of Sandra’s companions, according to the website of the center, where she will have much more freedom and space to move about — though not complete freedom since she has never experienced it and it might be dangerous for her.

In the larger compound she will be able to interact with other animals, and run and climb more freely. A system of elevated tunnels will allow her to explore the area. In the Argentine zoo, Sandra was the only member of her species.

Officials at the Florida center have told the judge they sought to arrange the transfer of Sandra to avoid any extreme change in climate: spring in Argentina and early autumn in Florida. And the Argentine eco-park has successfully sent lions and bears to sanctuaries in the United States. Despite the assurances, Liberatori acknowledges feeling nervous about Sandra’s transfer to the United States, which will be in a ventilated metal container.

The orangutan will be inside the container for a roughly 11-hour commercial flight to the Dallas airport. From there, she will be sent by a truck on a highway to Sedgwick County Zoo in Kansas. She will be quarantined there and if her health checks out she will be sent by highway to Florida. Her Argentine caretakers have trained her to feel comfortable inside the container and will accompany her on her voyage all the way to Florida.

Veterinarian Guillermo Wiemeyer, in charge of animal welfare at the eco-park, said the Argentines will advise those in Florida about “her types of training and preferences” and provide a known presence during her transition.

“I am happy, but a bit nervous that everything goes well,” said Liberatori. “After she arrives in the sanctuary I will visit her. It is going to be a very happy moment for me.”

Kolkata: Reliance Jio has increased to 25 seconds the ring duration for outgoing calls from its network.But Bharti Airtel and Vodafone Idea are not pleased with this fivesecond increase, and are sticking to their demand for a minimum 30-second ring duration.The Mukesh Ambani-owned telco has "increased the ring time for outgoing calls to 25 seconds — from 20 seconds — as an interim step till the sector regulator issues final guidelines on the matter," a person aware of the developments told ET.This comes after Bharti Airtel recently wrote to Trai, warning that it would be forced to cut ring time for outgoing calls from its network to 20 seconds, same as that of Jio's.Bharti Airtel had urged Trai to ask the youngest telco to increase its ring duration. Call ring duration is at the heart of the spat between Airtel and Jio. 71321155 Airtel has alleged that Jio had reduced its ring duration to manipulate the interconnection usage charge (IUC) regime.A shorter ring alert, Airtel alleged, meant more missed calls.This, in turn, led to more return calls to Jio's network, enabling the latter to reduce its IUC payouts to incumbent telcos, Airtel claimed.Jio has rejected the allegation, saying 15-20 seconds is a globally followed norm.The issue was discussed at a Trai meet on September 6, where most telcos — Airtel, Voda Idea, BSNL and MTNL — backed 30 seconds of minimum ring time for answering a call in the interest of consumers and network performance.Jio, however, wanted it set at 25 seconds. The telco said 20 seconds was sufficient for a called party to respond, and that a longer span wastes spectrum resources."There's no change in our stated position outlined in the minutes of the September 6 Trai meeting as we haven't received any subsequent communication from either the regulator or Jio on this matter," a senior executive of an incumbent telco told ET.Trai has since put out a discussion paper, 'Duration of alert for the called party', seeking views on maximum ring time to optimally use network resources.It has also reportedly asked telcos to arrive at a consensus on the matter before the consultation process concludes.An outgoing call for the lowest class of 2G users for Airtel and Vodafone Idea costs Rs 1.50 a minute.To avoid this cost, Jio argues, the subscribers of Airtel and Vodafone Idea and others give missed call alerts to Jio's users to elicit a return call.This return call terminates on the incumbents' networks, generating IUC revenue for them.Jio says because it offers free unlimited voice services, its network is being bombarded by missed call alerts from incumbent telcos.Vodafone Idea, Airtel and Jio had not responded to ET's queries as of press time Thursday.Currently, Airtel and Vodafone Idea are net IUC revenue gainers, while Jio pays out on a net basis, due to voice traffic flow patterns.But the voice traffic gap is narrowing as Jio gains subscribers and minute market share at the cost of rivals. Jio is now the largest telco by both these parameters.

MUMBAI: A dilemma has gripped several loss-making companies in capital-intensive sectors such as steel, infrastructure and engineering — whether to opt for lower corporate tax rates and increase profitability, or pay higher taxes under current rates and carry forward the losses.Many such companies that have made large capital expenditure in the past few years are reaching out to their tax advisers for a solution.Depreciation claimed on new plants and machinery has allowed them to report net losses, which they can carry forward over an eight-year period under the current regulations and use to offset future profits. Many do this in a staggered manner, to reduce net profit and pay lower tax.This benefit of carrying forward losses may not be available under the new tax slabs announced by finance minister Nirmala Sitharaman last Friday, tax experts said. The government slashed the corporate tax rate to 22% from 30% for existing companies, and to 15% from 25% for new manufacturing companies.Including a surcharge and cess, the effective tax rate for existing companies would now come down to 25.17% from 35%. Companies can opt for the higher tax rates or the new ones."The effective tax rate for several companies that are loss-making and are able to carry forward losses due to depreciation could be less than 25% and so they will have to evaluate whether they want to move to the new tax regime," said Sudhir Kapadia, the national tax leader at EY India.The decision to move to the new, simpler tax rate can be made anytime in future, and the companies have time to do a scenario planning, he said.Depreciation is normally calculated on new investments like plant and machinery. At a normal rate, up to 15% depreciation is allowed in the first year. Manufacturing companies can claim up to 20% additional depreciation on newly installed plants and machineries each year. This makes them eligible to claim a total depreciation of 35%. This is an accounting entry in the profit and loss account, and impacts the bottom line and the tax outgo.Many companies that are making losses and have recently invested in plants and machineries among other capital expenditures can claim the additional depreciation, a non-cash loss, or accumulate it over eight years. If these companies move to the lower tax regime, then they will no longer be able to carry forward the unclaimed amount, according to industry trackers."These companies will have to write off deferred tax asset they may have booked related to these losses, if they opt to go under the 22% tax regime," said Gautam Mehra, leader, tax and regulatory services, at PwC India.While some tax experts said carrying forward of additional depreciation was similar to the issue of the minimum alternate tax (MAT), other said it was a separate accounting entry, and the government needed to give a clarification on that. 71321480 "The question of availability of unutilised depreciation arising from additional depreciation as one of the incentive provisions, in case a company chooses lower tax rate, is distinguishable from the issue of utilised MAT credit and merits favourable clarification," Vipul R Jhaveri, managing partner, tax and regulatory, Deloitte Haskins & Sells.MAT has been a major concern for companies present in special economic zones and have tax holidays. These companies pay MAT at 20% effective rate and can accumulate the credit to set it off when the tax holiday ends. If they choose to move to the new tax regime and lower MAT rate, then they may end up losing out on the accumulated credits.

Softbank's deal with Piramal may fall apart

Mumbai: Masayoshi Son's Soft-Bank may call off talks aimed at backing the Piramal Group's financial services arm, Piramal Capital and Housing Finance, due to irreconcilable differences, four people close to the situation said.The Mumbai-based conglomerate was negotiating a deal that would have spun off the group's housing finance division into a separate company with SoftBank investing around $1 billion for a significant stake, they added. In its July 15 edition, ET had reported that the deal would likely happen only if Piramal Group moves away from wholesale loans to consumer lending.This was one of the biggest points of friction, forcing the SoftBank Vision Fund's investment committee to decide against the deal, two people privy to the talks said."The Piramal Group has traditionally been focused on wholesale or corporate loans," one of the persons added. 71321099 "Shifting almost completely to consumer was not something the leadership was comfortable with," the person said. They tried to negotiate exposure splits between the two types of debt but couldn't get past it. The group was also planning to buy some portions of Dewan Housing Finance Corporation debt but the talks haven't progressed, two people said.Spokespersons of the Piramal Group and SoftBank declined to comment on emailed queries sent by ET.The Piramal Group's wholesale real estate exposure is just over 60%. Housing finance forms 9% of its overall book. The group has a total book size of Rs 56,000 crore, in which real estate loans account for Rs 40,160 crore. There have been indications that the Piramals are looking to expand into consumer lending.According to multiple sources, the Piramal Group was never SoftBank's first option. "It was Bajaj Finserv.But it is a listed company and Soft-Bank did not want to get into the public market," said one of the persons mentioned above. One of the reasons Bajaj Finserv was the first choice was its retail exposure through Bajaj Finance, the consumer lending arm.Another bone of contention was SoftBank's insistence that technology be the core platform in this new entity."SoftBank wanted this new entity to resemble Rocket Mortgage in the US," the person said. Rocket Mortgage is among the biggest debt providers in the US and specialises in home loans.The selling point for the company is that a loan can be applied for almost completely on the web without any human interface. "This was a good aim to have but not possible in India because of the amount of red tape and regulations," the person added.The two parties also differed on the timeline of the exit. SoftBank had come with a sharp sixeight year timeline in which this new entity would list on the BSE.This timeline was not deemed acceptable by the Indian group."The problem was that there are very few others who could write a cheque that large or give Soft-Bank an exit even at face value if the exit timeline lapsed," the person added.The executives at Piramal Group have already started talking to Chinese and American private equity companies as an alternative to Soft-Bank. "This is probably an indicator that both parties have moved on," said one of the people mentioned above."But the leadership team keeps meeting the Vision Fund representatives in London. What WeWork works on is work. The We Company takes out long-term leases on in-demand office buildings in more than 100 cities across the globe (lately, it's even been buying its own buildings). Then We redesigns, furnishes and variously modularizes the digs, aiming to profitably sublease small and large chunks of office space to startups and even big companies. Well, profitable in theory: The We Company lost $1.7 billion last year.But this is fine, We said. Unlike other recent troubled startups, which at least had the decency to cover up their scandals, We stands out for its brazenness. Critics have long pointed out that We is saddled with a self-evidently faulty business model that leaves it open to real estate downturns, and that its co-founder and just-pushed-out chief executive, Adam Neumann, was a walking parody of high-minded impulsivity and self-dealing.And yet since its founding in 2010, WeWork has been one of the most highly-valued startups on the planet, assessed at $47 billion in its last private round of fundraising. WeWork's Ikea-chic, couch-and-bench-furnished open office aesthetic has also become a cultural template, the sitcom backdrop for a new generation's workplace travails. As urban rents crept up and the economy reached full employment over the past decade, American offices got more and more stuffed. On average, workers now get about 194 square feet of office space per person, down about 8% since 2009, according to a report by the real estate firm Cushman & Wakefield. WeWork has been accelerating the trend. As the company has grown, it has had to claw back some of the quiet area to fit in more desks.Her experience highlights the have-and-have-not nature of space and privacy at work. People who work for bigger, richer companies are at an advantage. Microsoft is in the middle of a multi-billion-dollar campus redesign, and a key goal, the company says, is to move away from one-size open offices in favor of lots of different kinds of work spaces for different kinds of workers. Your WeWork-bound startup will not enjoy similar luxuries.The scourge of open offices is not a new subject for ranting. Open offices were sold to workers as a boon to collaboration — liberated from barriers, stuffed in like sardines, people would chat more and, supposedly, come up with lots of brilliant new ideas. Yet study after study has shown open offices to foster seclusion more than innovation; in order to combat noise, the loss of privacy and the sense of being watched, people in an open office put on headphones, talk less, and feel terrible.WeWork is the ultimate manifestation of this bad idea. Its rise is a sign that we have no good way, in modern life, to value and guard private, distraction-free spaces. Our online lives are crammed with distraction, and our work lives are no different, either. WeWork? At best, WeTry.

More sops needed to boost electronic manufacturing: Top govt official

NEW DELHI | CHENNAI: India may have to offer electronic manufacturers additional sops such as cheap credit and incentives for export along with infrastructure support in order to boost production and help the sector compete with China, Vietnam and Thailand, according to a top government official.These incentives, over and above the proposed reduction of corporate tax to 15% for new manufacturing units, are vital for India to successfully attract companies looking to relocate manufacturing facilities."While the tax announcements made last week send a very good signal, in order to help attract investments, we will need additional initiatives," the official told ET, pointing out that Indian electronic manufacturers incur 8-10% higher costs compared with other Asian countries.Sops that are similar to the incentives for export under the existing Merchandise Exports from India Scheme (MEIS) are what the industry requires, the person said.MEIS gives tax credit in the range of 2-5%. An interest subvention scheme for cheaper loans and a credit guarantee scheme for plant and machinery are some other possible measures that will help the industry, the official added."This should be 2.0 (second) version of the electronic manufacturing cluster (EMC) scheme, which is aimed at creating an ecosystem with an anchor company plus its suppliers to operate in the same area," he said.Last week, finance minister Nirmala Sitharaman announced a series of measures to boost economic growth including a scheme allowing any new manufacturing company incorporated on or after October 1, to pay income tax at 15% provided the company does not avail of any other exemption or incentives. It must also commence production by March 31, 2023."The general understanding is that companies are looking at relocating around 20% of their existing manufacturing from China. All these measures if adopted along with the tax cuts should work in attracting the investment, especially the component manufacturers," the official said. ET reported last month that the ministry of electronics and information technology (MeitY) has proposed fresh incentives to boost electronics manufacturing in India after three major schemes ended last year.The proposals sent to the finance ministry include 4-6% interest rate subsidy on loans for new investments, renewal of the electronic manufacturing cluster (EMC) scheme and waiver of collateral for loans taken to set up machinery.The three major government schemes — the Modified Special Incentive Package Scheme (MSIPS), EMC and the Electronic Development Fund — that were designed to aid India's manufacturing push in electronics ended last year.The electronics manufacturing industry says India needs to do more to make the country an attractive manufacturing destination. Industry leaders had also pressed for the return of lapsed incentives during a discussion with Ravi Shankar Prasad, minister for electronics and IT earlier this month. The chiefs of top manufacturing companies such as Apple, Samsung and Nokia were present in the meeting.George Paul, CEO of the Manufacturers' Association for Information Technology (MAIT) said that the MSIPS scheme, which provided around 25% subsidy on capital investment, significantly helped the manufacturing ecosytem in the country and there is a need for an equivalent of the MSIPS to offset more of that disability."It's still needed and so are structural reforms that address infrastructure issues through measures such as manufacturing clusters which provide a plug-and-play setup that reduces the cost of the industry to set up," said Paul.71321331 MeitY has stopped receiving fresh applications under MSIPS by end-December 2018. "There are several applications that are currently being appraised for eligibility under MSIPS now, but there is no proposal so far for extension of the incentive," a Meity official told ET.An official with the Indian Cellular and Electronics Association said extension of the scheme for at least for two years would enable India to attract investments, particularly establishments looking to move out of China. According to the National Electronics Policy 2019 launched in February this year, over 200 applications totaling investments worth Rs 56,534 crore are under appraisal."Perhaps the government can decide to not extend it for equipment assembly but it will certainly attract investments in the components, PCB (printer circuit board), ATMP (assembly, testing, marking and packaging) industries where the value addition is high," said Rajoo Goel, secretary general of Electronic Industries Association of India.

Centre asks NINL shareholders to infuse working capital till divestment happens

BHUBANESWAR: The Centre has decided that all shareholders of loss-making steelmaker Neelachal Ispat Nigam Ltd (NINL) will infuse capital proportionate to their stakes to keep the company running until its disinvestment, people aware of the development said.The decision was taken last week by commerce and industry minister Piyush Goyal, minister for steel Dharmendra Pradhan, secretaries and senior officials of the Odisha government at a meeting chaired by Goyal.MMTC, the commerce ministry's trading arm, holds 49.6 stake in NINL, while the Odisha government holds 30.5% in it through its agencies IPICOL and OMC, and NMDC holds about 12.87%.For the next six months, these entities are expected to provide NINL with working capital and money to pay off its interest and dues, and save the company from turning into a non-performing asset, the persons cited earlier said, adding that between them they may spend about Rs 800-900 crore to save this plant of shared ownership.After years of neglect, NINL had seen considerable improvement in its operations in the last few years. However, the Centre's decision to put NINL up for disinvestment, and promoter MMTC's reluctance and inability to pump in money left the steelmaker struggling for survival again.In August last year, under vice-chairman Shashi Shekhar Mohanty, NINL executed a de-bottling and capital overhauling of the 1.1 million-tonne pig iron plant in Kalinganagar, leading to 120% (of capacity) production of hot metal. Arrangements had been made with rolling mills to convert billets into TMT bars and, most importantly, its captive iron ore mine (of a 110 million reserve of high-grade ore) had been operationalised. However, since June this year, MMTC has been unable to infuse any working capital because of its own not-so-strong financial position.NINL officials, speaking on condition of anonymity, said that the state-owned trader, despite being the main promoter, prioritised its own revenues and continued to charge a 3% fee as trade margin on all raw material procurement and items that NINL sells only through MMTC. This fee is believed to have been reduced to 0.25%, the officials said.The advantages of captive iron ore were outweighed by the lack of capital and a depressed steel market. It led to the idling of the steel melting shop and the blast furnace at NINL since June. The coke oven and power plant are now operating at 40-43% capacity.Amid this crisis, when salaries started getting delayed, the 6,000–7,000 employees of NINL wanted the central government to intervene. Until disinvestment, the employees union, Neelachal Executives Association, wanted the company's management to be handed over to Steel Authority of India, which is strategically in a far better position to help NINL."We could produce coke, which SAIL buys from us anyway, and can use SAIL's rolling mills for getting value-added products from NINL billets. The 2,500 acres on which the plant is situated can accommodate a 5-10 million tonne steelmaking capacity. SAIL chairman has expressed an interest in setting up another coast-based steel plant, and NINL's captive mine provides great synergy for SAIL's expansion plans to reach 30 million-tonne capacity by 2025," said a member of the NEA. "Delay in running the plant is reducing the net worth of NINL, poor market condition and non-listing of NINL shall not make proper valuation of NINL."In the past, SAIL and the steel ministry's other PSU, RINL, have evinced interest in taking control of NINL. However, a senior official who attended last week's meeting in New Delhi, said the government is unlikely to rethink its decision of divesting its holdings in NINL.

Rollover numbers hint Nifty may touch 12,000 in October Series

Traders carried forward their bullish bets to the October series on expiry of the September derivatives contracts on Thursday on expectations the market could advance further with the government's corporate tax rate cuts reviving sentiment. Analysts said the positions in October series are suggesting traders expect the Nifty to touch 12,000-mark."Longs have been aggressive in rolling forward their positions," said Yogesh Radke, head of alternative and quantitative research at Edelweiss. "The index could scale 11980 levels while 11385 level can act as a support."On Thursday, benchmark indices, which had fallen in the previous session by over 1 per cent on news of impeachment enquiry against US President Donald Trump and profit booking, recovered most of Wednesday's losses mirroring firm Asian markets. The Nifty ended up 131 points, or 1.15 per cent, at 11571 and the Sensex ended up 396.2 points or 1 per cent at 38989.Among Nifty call options in the October series, open interest, or outstanding positions, were the highest at 11200, 11500 and 12000 strikes. The 11000 strike holds the maximum open interest among put options. 71321393 Nifty rollovers stood at 73.1 per cent on Thursday versus the three-month average of 74.28 per cent. But, with the optimism surrounding the stimulus losing steam, some traders have decided to retain their bearish bets in the October series."Shorts were covered after the announcement of corporate tax cut but still around 40 per cent shorts were carried forward because some investors are still worried about global slowdown and fiscal impact of the corporate tax cut," said Amit Gupta, head of derivatives at ICICIdirect.Some in the market are concerned about the impact of the corporate tax rate cut on the widening fiscal deficit and whether all sectors will benefit from the cut."Post the two-day rally, the market fell as bears had hoped that the market may see selling pressure at higher levels. So many shorts were carried forward," said Chandan Taparia, derivative analyst at Motilal Oswal.Gupta believes that if the positive momentum in the market continues, then these short positions may get covered, leading to further rally in the market."Shorts have been carried forward which can ignite the next leg of the rally," added Gupta.

Banks, NBFCs, MFIs not facing liquidity issues: Sitharaman

Mumbai: Finance Minister Nirmala Sithraman on Thursday said she has not heard of liquidity issues in her interactions with leaders of banks, non-banking finance companies and microfinance institutions. In a media briefing Finance Secretary Rajiv Kumar also reiterated that NBFCs and private banks were not facing any liquidity issues. The private banks would also join the outreach programme in 400 districts, he added. On September 19, Sitharaman had said the banks will organise credit "Shamiana meetings" for customers and NBFCs across 400 districts in the next 25 days, in an attempt to boost liquidity in the system. Sitharaman had said the banks will organise these open house meetings in 200 districts in the country till September 29. She also announced that similar meetings will be organised in the next 200 districts from October 1 to October 15. "To take advantage of festive season, the outreach programme has been organised," Kumar said on Thursday. Sitharaman assured that small finance banks were on a smooth path. She added that there was near unanimity among bankers that there was demand in the rural India. "There is demand waiting and banks won't mind lending to the rural areas. People not buying commercial vehicles was seen as a cyclical problem by lenders. People not buying passenger vehicles is sentiment driven," she said at the briefing.

Handset makers to step up hiring to cash in on tax sops

Handset makers are expected to hire about 50,000 contract and entry-level employees in a year, with recruiters being sounded out by companies looking to take advantage of the recent tax sops, industry and HR experts said. Within a few days of the government slashing the base corporate tax on new manufacturing to 15%, handset makers, including contract manufacturers, are finalising plans to expand operations, not just for local sales but for more exports.Additionally, recruitment is being planned for the refurbished phones segment as well. The hiring is planned to start from the January-March quarter and would be a big boost to the sector that had shed 15% of its staff over the last two years."There are roughly 3.5 lakh people working in mobile phones and accessories manufacturing sector. 71319103 With the cut in tax rates, we estimate a 10-15% increase in exports and 5-10% growth in domestic sales," said Aditya Narayan Mishra, director and CEO of staffing firm CIEL HR Services. "For this, the jobs for the sector would grow by about 15%, or some 52,000 over the next one year."Last week, the government brought down tax rate for companies by about 10 percentage points from 25.17% and offered a reduced rate of 17.01% — including surcharges — for new manufacturing firms as part of the efforts to resuscitate the economy.Alok Kumar, senior director of recruitment firm Manpower Group India, expects phone manufactures to create around 15,000-20,000 contract jobs in sales, marketing and support functions in the next 12 months.The opening up of positions will be a big boost to India's handset sector which retrenched over 200,000 employees over the past two years as the rapid growth of ecommerce hurt brick-and-mortar stores and Chinese companies virtually wiped out their homebred rivals.But now, these local companies are also emerging as contract manufacturers and starting to utilise their idle plants."With the number of phones slotted to increase from 3 million today to one billion by 2025, we expect five million more jobs in the handset and component industry to increase in the same time period," said Pankaj Mohindroo, president of the Indian Cellular and Electronics Association (ICEA). Take the case of handset maker Vivo, which stated that local talent such as local manufacturing will be on the rise now."We feel the decision by government of India (GOI) to slash corporate tax rates is a step in the right direction and will boost the domestic manufacturing sector and create more employment opportunities for the local workforce," said Nipun Marya, director, brand strategy, at Vivo India.Its manpower strength is 7,500 today and the Chinese company plans to recruit 2,500 more as its capacity increases.

Skilling push: Norms revised to boost trainee hiring

NEW DELHI: The government has raised the ceiling on the percentage of apprentices in an organisation to 15% from 10% and lowered the number of employees in firms that need to mandatorily hire apprentices to 30 from 40. This will allow smaller companies to hire more trainees and give more youths an opportunity to get into the apprenticeship fold.Though this will add to the cost of firms, the government believes apprenticeship is one of the most sustainable models globally for skill training as it allows the youth to earn while they learn, said officials.The number of apprentices in India continues to be minuscule despite major amendments to the law and the government feels that there is a huge potential for apprenticeship in the country, said an official, who did not wish to be identified.In India, less than 0.1% of the employed workforce or just 0.3 million people are apprentices. In comparison, the UK has 1.5% or 0.5 million, China has 2.5% or 20 million, and Germany has 5% or 2.5 million apprentices.71321200 The sweeping changes to the Apprenticeship Rules, 1992, under the Apprenticeship Act, 1961, were finalised at the Central Apprenticeship Council meeting in July. ET has accessed a copy of the new Apprenticeship Rules, 2019."The upper limit of engagement of apprentices has been raised from the existing 10% of total strength of an establishment to 15% to give more opportunities to youth (to) get exposure to shop floor training," skill development and entrepreneurship ministry said in a notification."In order to facilitate engagement of apprentices by smaller companies, the government has reduced the lower limit for establishments going for mandatory apprenticeship training from 40 to 30 while for optional category the employee strength has been revised down from 6 to 40 earlier to 4 to 29 now," it said.
