LONDON (Reuters) - The world faces "a severe and acute" emergency due to the pandemic caused by the coronavirus and national responses in the coming weeks will be critical to the trajectory of their epidemics, a leading group of scientists said on Thursday.
If no mitigating measures or policies had been taken, the COVID-19 disease outbreak would have resulted in 7.0 billion infections and 40 million deaths globally this year, the scientists said from Imperial College London said.

OTTAWA/WASHINGTON (Reuters) - Canada's government on Thursday said U.S. President Donald Trump should not deploy troops along the U.S.-Canada border, calling it unnecessary because of the coronavirus outbreak and warning it would damage relations between the two countries.
Trump is expected to send fewer than 1,000 troops to the Canadian border, two U.S. government officials told Reuters. They would help enforce the ban on non-essential crossings due to the coronavirus pandemic, one of the officials said.
It would be "an entirely unnecessary step that we would view as damaging to our relationship," Canada's Deputy Prime Minister Chrystia Freeland told reporters at a news conference.
She said she had first heard about plans to deploy troops "a couple of days ago", and said Canada had made its position clear to various members of the U.S. administration.
WASHINGTON (Reuters) - The U.S. military has decided it will stop providing some of the more granular data about coronavirus infections within its ranks out of concern that the information might be used by adversaries as the virus spreads.
U.S. Defense Secretary Mark Esper outlined the plan in an interview with Reuters, saying that he wanted the military to keep providing broader data about infections in the armed forces, which rose by 30 percent to 227 cases on Wednesday.
But Esper, a former Army secretary, said he wanted some of the more mission-specific information to be withheld to prevent compromising operational security.
"What we want to do is give you aggregated numbers. But we're not going to disaggregate numbers because it could reveal information about where we may be affected at a higher rate than maybe some other places," Esper said, without disclosing precisely what information would be withheld or when the plan would be implemented.

The United States was ranked the best-prepared country in the world to handle a pandemic in late 2019 by the Nuclear Threat Initiative (NTI) and the Johns Hopkins Center for Health Security (JHCHS) -- an assessment seemingly at odds with claims by Democrats that the Trump administration left the country vulnerable to the ongoing coronavirus outbreak.
The Global Health Security Index was was "developed with guidance from an international panel of experts from 13 countries, with research by the Economist Intelligence Unit" from 2018 to 2019, The Washington Post reported last year. "More than 100 researchers spent a year collecting and validating publicly available data."
At the same time, the paper noted that the U.S. score was still not perfect, and that "factors driving down the U.S. score include the risks of social unrest and terrorism, and low public confidence in government."
WNU Editor: Besides the U.S. there are other countries that the John Hopkins study points out were more prepared for a pandemic but are not faring very well right now. France is one of those countries. I think the problem is that while these countries were the best prepared, they failed in not enforcing their borders, enforcing quarantines on people returning to their country, and not quarantining regions in their country where the outbreak was occurring. Russia is a country that was (and is) not ready for a pandemic. But it was the first country to block its border with China, and I think that bought them at least two months of time. Unfortunately, from what I am now hearing from my family, friends, and contacts in Russia is that the pandemic is now spreading in Russia very quickly.

More than 488,160 confirmed cases of infection have been diagnosed in 182 countries and territories since the start of the pandemic.

And all this without any hit on credit score. EMIs will resume after the moratorium period gets over.This is going to be a huge relief for all EMI payers, especially for those — such as the self-employed — whose income had become uncertain in the wake of the lockdown.The 3-month moratorium will apply to corporate loans, home loans and car loans. Personal loans will also qualify for this. But credit card dues won't be part of this moratorium as it's not a term loan.RBI calls warMake no mistake, it is a fight never seen before, the RBI governor warned while outlining the risks to Indian economy from coronavirus. He implored Indians not to worry about their bank deposits.The Big Bang backstoryAfter cutting policy rates five times in the past one year, the RBI had been on a pause since December in view of high inflation.Earlier this week, RBI's monetary policy committee (MPC) had held an unscheduled meeting to zero in on possible emergency measures.Asia's third largest economy has been locked down for three weeks since Wednesday, putting millions of daily wage earners and lakhs of businesses in unprecedented hardship.Earlier, the financial services secretary had written to RBI seeking a moratorium of a few months on EMIs, interest and loan repayments. A relaxation in the NPA classification norms was also sought with a view to helping those who face loss of income.Under RBI rules, any default in payments has to be recognised within 30 days and these accounts are to be classified as "special mention accounts". Moody's Investors Service has more than halved India's 2020 growth forecast to 2.5% within just three week of its previous downgrade to 5.3%. According to the Global Macro Outlook 2020-21 released on Friday, the 21-day lockdown announced by Prime Minister Narendra Modi would result in a sharp loss in incomes and further weigh on domestic demand and the pace of recovery. "A general lack of social safety nets, weak ability to provide adequate support to businesses and households, and inherent weaknesses in many major emerging market countries will amplify the effects of the coronavirus-induced shock," the report said.The global ratings agency maintained its estimate of 5.8% growth for India in 2021. The latest growth reduction of 2.2% is in sharp contrast to the previous downgrade of 0.1%. Earlier this month Moody's had revised its estimate to 5.3% from 5.4% in February. It had said the country's growth could slow down to 5% if the virus was not contained in its previous update.Prior to the lockdown, S&P Global Ratings had downgraded its India growth forecast to 5.2% for 2020 while the Organisation for Economic Co-operation and Development (OECD) lowered India's growth to 5.1% for this calendar year. More revisions are likely to come given the extent and duration of the lockdown.Moody's also sharply revised China's growth forecast to 3.3% this year down from 4.8%. "Based on the latest high frequency indicators, we estimate that China's economy contracted by around 10% in the first quarter on a sequential basis," Moody's said.The ratings agency saw growth going into negative territory in major western economies with estimates of contractions of 5.4% in Germany, 4.5% in Italy, 4.3% in the US, 3.9% in the UK and 3.5% in France during the first half of 2020.However, adequate social safety nets and capital inflows from risk-off sentiment in emerging markets would result in a relatively better recovery in these economies. Moody's expects G20 real gross domestic product (GDP) to contract by 0.5% in 2020 compared to a 2.6% growth forecast in November last year, before the emergence of Covid-19. Growth in these economies is likely to recover to 3.6% in 2021, the report said.Although governments and regulators across the globe are taking measures to contain the impact on their economies, which are likely to grow and deepen, the downside risks to growth remain sizable, the report said.
NEW DELHI: In a first, India is set to start antibody tests for the coronavirus to confirm whether a person had previously been infected with the virus, a move that will help understand the epidemiology of Covid-19 in the country.Known as a serological test, which looks for antibodies in the blood, it is different from the current, diagnostic tests that determine active infection through nasal or throat swabs. Serological tests will allow doctors to determine if a person has previously had a viral infection, based on the presence of antibodies in the blood, possibly even if they were asymptomatic."This is not a confirmatory test. The serological test is for the purpose of surveillance to generate data and understand whether people got exposed to the virus," said Randeep Guleria, chairman of the high-level expert committee formed to review the testing strategy for Covid-19 by the Indian Council of Medical Research (ICMR).The ICMR invited bids on Wednesday for the antibody kit for diagnosis of Covid-19.While tests on random samples done by ICMR so far suggest here is no community transmission yet in India, experts said the serological tests will further allow researchers to trace and identify people and better understand how the virus behaves."This could be used on a mass scale in the community as a specific test for Covid-19 at a very affordable price," said Harsh Mahajan, founder of Mahajan Imaging Centre. 74838577 Antibody tests don't always pick up early viral infections, but they can tell if someone had ever had a particular virus—maybe even if they were asymptomatic. With India likely to shortly begin reeling under a massive doctor shortage, the government is now considering letting fifth-year medical students join India's coronavirus fighter brigade, reports have said.According to a proposal being vetted by Health ministry and the Board of Governors in Supersession of Medical Council of India (BoG-MCI), students of senior classes could be (provisionally) permitted to treat Covid-19 cases.Along with these medical students, the govt is also looking to rope in retired doctors for its virus containment effort, says a report by ToI.This important development comes a day after Dr Devi Shetty, the noted chairman and founder of Narayana Health, suggested that MCI make these regulatory changes to save millions of lives."India is the only country in the world which, just by changing MCI regulations, can produce over 1.5 lakh doctors and specialists out of thin air. This is our greatest ammunition against the Covid-19 pandemic," the world-renowned surgeon had said.As per the steps under consideration, doctors in vital disciplines like anaesthesiology, pulmonology, cardiology and radiology who are waiting to appear for the final exam with a "Board Eligible" degree should be allowed, with immediate effect, to start helping in the management of covid cases.India has around 50,000 such specialist doctors who can play a huge part in case coronavirus cases in the country happen to rise exponentially. The suggestions say these specialists could be handed their "Board Certified" degree at a later stage, after passing the exam.Besides, Modi government could also be looking to provide temporary practising licences to medical colleges passouts from countries like China and Russia, who currently have to pass an Indian test first before being allowed to set up practices here.The move, currently under discussion at the highest level, is important because it can plug the shortage of specialists. As of now, a shortage of doctors looks like a clear possibility given a highly likely surge of cases in the weeks to come.The ToI report quoted ministry sources as saying that Health minister Harsh Vardhan has told Niti Aayog member V K Paul, who also heads the BoG-MCI, to review the proposal.
MUMBAI: Allaying depositors' concerns, RBI Governor Shaktikanta Das on Friday asserted that the Indian banking system is safe, and termed linking banks' share prices to safety of deposits as "fallacious" thinking.The comments, which came after a massive correction in banking stocks following the Yes Bank crisis and coronavirus outbreak, also urged depositors not to resort to panic withdrawals."Let me reiterate that the Indian banking system is safe and sound.""In the recent past, COVID-19 related volatility in the stock market has impacted share prices of banks as well, resulting in some panic withdrawal of deposits from a few private sector banks. It would be fallacious to link share prices to safety of deposits," Das said.Depositors of commercial banks including private sector banks need not worry on the safety of their funds, he added."I would, therefore, urge members of public as well as the public authorities, who have deposits in private sector banks, not to resort to any panic withdrawal of their funds," Das said.It can be noted that a few states like Maharashtra had urged all the departments to pull out money from private sector banks despite previous communication from the RBI not to do so.Yes Bank witnessed massive withdrawals ahead of being put under a moratorium by the RBI, but has been reporting normal activity since the restrictions removed on March 18.
New Delhi: The government on Friday said it has taken several steps to ensure uninterrupted supply of oxygen to hospitals. The Petroleum and Explosives Safety Organization (PESO) has issued instructions to all its offices to ensure grant of licences for storage and transport of medical oxygen urgently. PESO, a department under Department for the Promotion of Industry and Internal Trade, has taken various measures to ensure uninterrupted supply of oxygen to hospitals and also to address the problems faced by petroleum, explosives, fireworks, and industrial gas companies due to nationwide lockdown for containment of Covid-19 pandemic."Advisory has been issued by PESO on March 25 to Principal Secretaries (Home) of all states, requesting them to allow uninterrupted transportation and manufacturing of medical oxygen and nitrous oxide," the commerce and industry ministry said in a statement. Further, the validity of licences for transportation of oxygen and other gases which will expire on March 31 has been extended up to June 30. Validity of licences for storage, transportation, sale, use and manufacturing of explosives and fireworks which will expire on March 31 has been extended up to September 30, and fee for late renewal of licences would not be charged.Cylinders used for storage of compressed oxygen, CNG, LPG and other gases, which are due for statutory hydro testing on March 31, shall be deemed to be due for testing on June 30. As per the statement, pressure vessels used for storage and transportation of oxygen, LPG and other gases, which are due for statutory testing for safety relief valves and hydro testing from March 15 to June 30, shall be deemed to be due for testing on June 30.
The Reserve Bank of India (RBI) finally bit the bullet on Friday and responded to the coronavirus-induced crisis with a whopping 75 basis points cut in the repo rate, bringing it down to 4.4 per cent.The repo rate has thus fallen to the lowest ever. Before this, it had hit the lowest point of 4.74% in April 2009 in the wake of the Global Financial Crisis.The central bank also cut the cash reserve ratio or CRR by 100 basis points to 3 per cent with effect from March 28, unlocking Rs 1.37 lakh crore primary liquidity in the banking system. The reverse repo rate, too, was lowered by 90 basis points.Repo rate is the rate at which the central bank lends money to commercial banks in the event of any shortfall of funds. Monetary authorities use this to control money supply in the economy, thereby inflation.The reverse repo rate is the rate at which RBI borrows funds from commercial banks. It is the rate at which commercial banks in India park their excess money with RBI usually for the short term.CRR or cash reserve ratio is the percentage of total deposits that banks are required to keep in reserves either in the vaults or with RBI so that the same can be given to bank's customers if the need arises. Banks do not get any interest on this money. It is one of the major weapons in RBI's arsenal that allows it to maintain a desired level of inflation, control money supply and liquidity in the economy. The lower the CRR, the higher liquidity with banks, which in turn goes into investment and lending and vice-versa. The central bank advanced the policy review and the Monetary Policy Committee met over March 24, 25 and 26 to analyse the situation caused by the unprecedented lockdown of the nation and all business activities, before responding with the massive rate cut.The rate cut was warranted by disruptive force of coronavirus, the central bank said. Four of six monetary policy committee member voted in favour of the rate cut."We need to be always battle ready," Governor Shaktikanta Das said in a statement, adding that "tough times never last." The Governor added that RBI was at work and is on a mission mode and will ensure the normal functioning of the markets.Reacting to the RBI announcement, the Finance Minister said the rate cut will to encourage growth and ensure financial stability."Time has come for RBI to unleash an array of instruments to expand liquidity in the system sizeably and to improve monetary transmission," the FM said.RBI also allowed banks and other lending institutions to extend the repayment schedule and moratorium by three months to avoid large NPAs and reduce risk weights. This would apply to all term loans as RBI also allowed all lending institutions to allow a moratorium up to three months for all loans outstanding as at March 1, 2020. Large selloff in equity and bond markets has intensified redemptions, Das said, adding that "time has come for RBI to unleash an array of instruments from its arsenal to revive growth and preserve financial stability.""It is important to mitigate burden of debt servicing now," the RBI Governor said.He said liquidity distribution remains asymmetrical in the economy, but asserted that the Indian banking system remained safe and sound. "It would be fallacious to link share price movements to the safety of deposits," he said. "RBI has surpassed expectations by delivering more than what the market anticipated, and its promise to 'do whatever it takes' has come good," said Rahul Bajoria, Chief India Economist, Barclays. "The steps to ease working capital pain, reduce liquidity costs and provide moratorium on term loans will alleviate stress across various sectors. We continue to see rates dropping to 3.50% by August 2020," he said.Over the past few days, the central bank has taken aggressive liquidity management measures, infusing some Rs 3.80 lakh crore liquidity into the system through various repo measures undertaken on a regular basis. On Friday, the central bank was conducting a record Rs.3.5 lakh crore reverse repo exercise, aiming to correct the anomalies between two overnight interest rates.Friday's variable reverse repo auction would allow banks to park their excess cash in the system, sloshed with about Rs 2.60 lakh crore of liquidity. The tenor of these auctions will be 13 days. Mumbai: While strong volatility has become the new norm for the broader market, with risk off the table, this stock is holding up.It, too, has taken a battering, but is still in the gains on a year-to-date basis, while the benchmark Sensex has tumbled more than 35 per cent for this period.The stock is Avenue Supermarts, the parent of retail grocery chain D-Mart. The stock is up 8.74 per cent for the year at Rs 1,998, and has delivered 35.3 per cent gains for last one year. Sensex, in contrast, is down 22.1 per cent on a one-year basis.To be sure, the market correction not spared the stock completely. It is down 22 per cent from its record high of Rs 2,559. But from its August 2017 IPO price of Rs 299, the stock has jumped 568 per cent so far, making it one of the best debutants in recent years.The stock currently has four strong 'buy', six 'buy, 4 'hold', 6 'sell' and 'strong sell' ratings on the publicly available Reuters Eikon database.As many as 503 foreign investors held a total of 7.99 per cent stake in the company as of December end, data from Marketsmojo.com showed. Mutual funds collectively held 5.16 per cent in 25 schemes.For the quarter ended December, Avenue Supermarts reported a 53.3 per cent year-on-year rise in standalone profit at Rs 394 crore , while revenue for the quarter rose 23.90 per cent to Rs 6,752 crore.Retail grocery stores are part of essential services and are open during the ongoing lockdown. Analysts are still assessing if the lockdown can actually lead to a sales boost.A few believed Avenue Supermarts may benefit from the lockdown, as people stock up on staples fearing an imminent supply crunch."Relatively, grocery retailers' numbers for this quarter should be strong, as people are stocking up and buying for the lockdown," said Gautam Duggad, Head of Institutional Research at Motilal Oswal Financial Services"These are very volatile times. We don't know how the stock will perform in the days to come," he said.Antique Stock Broking said on March 18 that it believed the loss of revenue and profitability in general merchandise would be offset by higher sales of groceries. "We believe the tendency of consumers of stocking up in the fear of extended shutdown/lockdown should drive DMart's revenue," Antique analysts said in a note."We currently maintain our earnings forecast and target price of Rs 2,080. However, due to limited upside in the stock, we downgrade it to 'hold'," they said.Not all agreed that these retailers will fare well.In a note on Wednesday, IIFL Securities said it expects Indian retailers to report muted sales, given the 21-day lockdown announced by the government and the sales decline could 60-80 per cent in the initial week of March."This weakness, as well as expectations of a gradual recovery in H2FY21 drove a 17-50 per cent cut in the FY21-22 EPS estimates across our coverage universe. Of this, the lowest cut was for Avenue Supermarts at 17 per cent for FY21 and 10 per cent for FY22," the brokerage said.
Even as Maharashtra grapples with rising COVID-19 cases, cyber fraudsters have devised a malware called "coronavirus map" to steal confidential data, including bank account details and passwords. Dhule police superintendent Chinmay Pandit found out about the malware a week ago and issued an official statement urging people not to open any coronavirus-related links circulated on social messaging apps. "Cyber fraudsters are using a malware called coronavirus map, which can compromise your confidential data," an official said.The police are taking precautionary measures by spreading awareness about this unauthorised link, he added. The malware link, shared widely on messaging apps like WhatsApp, claims that it has important information about ways to prevent coronavirus infection, he said. If one clicks on the link, it installs a spy software, which can steal bank account details, passwords and other personal data, the official said. No one has approached the cyber police with any such complaint so far, says Balsing Rajput, superintendent of police, Maharashtra Cyber Crime.Maharashtra has reported five coronavirus-related deaths and 130 persons have tested positive for the infection so far in the western state. People who wish to get latest updates on the pandemic should think twice before clicking on any link sent to them on social media, another official said. The state and central government have been sharing timely information and data about the disease, so people should avoid opening unauthorised links, he added.

Stalled projects and work irregularities will not come in the way of salary payments, HR heads of top business groups confirmed. Companies are also assuring contract workers (vendors, housekeeping staff, maintenance personnel et al) of their jobs as well as uninterrupted pay.Steel major Tata Steel has conveyed to all employees that salaries will be paid on time and there will be no disruption at all to salary payments due to the lockdown. For its contract workers and vendors, including people on temporary projects, maintenance staff, cleaning staff, housekeeping people and various other contract workers in their offices and factories, there will be no disruption in payment even though work has stopped."We have confirmed to the people, there will be no payment disruption. All salaries will be paid on time," said Suresh Tripathi, vice president – HR at Tata Steel. "We have told the vendors that even if they are on leave or their projects are on hold due to lockdown or their work is reduced, that full payment will be made to everyone irrespective of all work disruption," said Tripathi assuring that employees and workers have nothing to worry financially.Bharti Airtel has already paid salaries to its employees for March. 74839352 Online Onboarding for New RecruitsDalmia Bharat Group has advanced salary payment for all employees and all salaries are being credited into the accounts between March 26 and March 27. The company has decided to make payment to their contract employees twice a month so that there is no shortage of cash in their hands.For people who were due to join in March and April, the company is doing online onboarding and will ensure all salaries are paid to new joinees with no delay in joining dates. "With a weekend coming, we were worried about banks being shut. We wanted people to have the money in their hands and had taken this decision to advance salary payment even before the 3-week lockdown was announced," said Ajit Menon, group HR head at Dalmia Bharat Group.Prime Minister Narendra Modi had earlier urged all private sector companies to honour payment commitment to employees.Chinese handset makers Oppo and Vivo said that they will ensure timely salaries to their employees working in Greater Noida factories, which suspended production due to the state and national-level lockdown to contain the outbreak of Covid-19. "Salaries will not be delayed, including for our factory workers. It will be business as usual for us," a Vivo spokesperson told ET.Oppo too has said that it will ensure timely disbursement of salary to all of its employees. Oppo's Greater Noida facility houses over 4,000 employees, while Vivo's factory has 10,000 employees.Home-bred handset maker Lava International Wednesday said it will release a part of salaries of its factory workers in advance. "Lava will pay around 20% of the salary in advance today (Wednesday), almost 12 days ahead of the scheduled date," the company said in a statement.Lava's Noida plant has a workforce of 3,500 and a manufacturing capacity of 3 million units per month while 2 million units are exported every year.NTT-Netmagic, which runs data centres and provides internet services and IT-enabled services to several government and private organisations, has assured its 1,500 employees of no job losses or pay cuts. "We have assured them that there will be no job losses or pay cuts as a result of this situation. Employee safety is our key priority right now," said Sharad Sanghi, CEO, Global Data Centers and Cloud Infrastructure (India) of NTT Ltd. The company's operations fall under essential services and the company is currently operating with minimal staff with most of the 1500 employees working from home.Others like Schneider Electric, the global specialist in energy management and automation, assured that no contract staff will be let go of due to a project being stalled. "It's a mandate with every leader that no contract employee will be let go of due to project delays. We are not thinking about project timing at all now. Safety of everyone is the most important concern," said Runita Verma, director HR, Schneider Electric India. Contract employees have already been given advance payments on March 24 and all other employees got their salaries on March 25. "We are proactively telling people not to worry financially or mentally," said Verma.The company is also honouring all new joining date commitments and are onboarding people online so that their salary payment is not hampered."We are honouring all commitments and date of joining because the people have already left their previous organisations.
