SCMP: China targets tighter controls on its growing arms trade

* Beijing's weapons business is expanding but export regulations are fragmented, the country's commerce minister says
* Legislation would shed light on an opaque system and bring it into line with international standards, according to analysts

China is set to introduce legislation to tighten control over the country's opaque sales of arms and nuclear technology, as it becomes a bigger player in the global weapons trade.

China's top legislative body, the National People's Congress, is considering a draft law that would specify restricted goods, technology and services, including dual-use nuclear products.

Commerce Minister Zhong Shan said the legislation was needed to consolidate the country's fragmented export controls.

"The scope of the restricted items, and the controls on them are not completely in line with those of other countries, and are outdated," Zhong said.

Reality

The extraction of oil and gas through the techniques of horizontal drilling and hydraulic fracturing (colloquially, "fracking") has catapulted the United States into leadership of the world's energy markets. Since 2007, fracking has doubled U.S. oil production and increased gas production by 60%. Instead of a major importer, America is rapidly becoming the largest exporter of oil and is expected to supply the majority of net new energy traded on global markets over the next two decades.

If the U.S. imposed a fracking ban, the supply disruption would trigger the biggest oil and natural gas price spikes in history—almost certainly by more than 200%—which would, in turn, tip the world into recession. Even the expectation that a ban could be enacted would destabilize markets. U.S. imports and the trade imbalance would soar, as would consumers' spending on energy. To keep the lights on, America would have to nearly double the quantity of coal burned, as well as import up to 1 million barrels of oil per day for dual-fueled power plants that would lose access to natural gas.

BETHESDA, Md. — At 100 years old, Charles McGee has a new accomplishment to add to the wall of his Bethesda home.

"I hope I'm deserving," McGee, who served in World War II as a Tuskegee Airman, said.

On Dec. 20, McGee was promoted to Brigadier General when President Trump signed the National Defense Authorization Act of 2020 into law.

"It's wonderful to be recognized for service and what it means to serve," McGee said. "Certainly to receive that honorary rank is very meaningful."

Task & Purpose/Business Insider: 'I don't want any officers' — Trump held private meetings with enlisted troops to candidly discuss the war in Afghanistan

Months after becoming president in 2017, Donald Trump began taking meetings with enlisted U.S. service members who deployed to Afghanistan in order to get a better understanding of America's longest war.

"I want to sit down with some enlisted guys that have been there," Trump told advisers, according to the national-security journalist Peter Bergen's latest book, Trump and His Generals: The Cost of Chaos.

"I don't want any generals in here. I don't want any officers," Trump added, according to Bergen's book, which is sourced from dozens of interviews with current and former White House officials and military officers. "I just want enlisted guys."

The meetings were intended for candid discussions about the war in Afghanistan, which was nearing its sixteenth-year at the time, with US troops who served on the front lines.

Taliban Council Agrees To A Temporary Ceasefire In Afghanistan

Daily Mail: Taliban agrees to '10-day ceasefire' in Afghanistan to boost hopes of US peace deal

* A peace deal would allow Washington to bring home its troops from Afghanistan
* The US wants deal to include promise country not used as a base for terrorists
* The Taliban chief must approve the agreement but that is expected to happen

The Taliban said it has agreed to a temporary nationwide ceasefire in Afghanistan, providing a window during which a peace agreement with the United States could be signed.

A peace deal would allow Washington to bring home its troops from Afghanistan and end its 18-year military engagement in the country.

The US wants any deal to include a promise from the Taliban that Afghanistan would not be used as a base by terrorist groups. The US has an estimated 12,000 troops in the country.

WASHINGTON/BAGHDAD (Reuters) - The U.S. military carried out air strikes in Iraq and Syria against the Kataib Hezbollah militia group in response to the killing of a U.S. civilian contractor in a rocket attack on an Iraqi military base, U.S. officials said on Sunday.

Iraqi security and militia sources said at least 25 militia fighters were killed and at least 55 wounded following three U.S. air strikes in Iraq on Sunday.

At least four local Kataib Hezbollah commanders were among the dead, the sources said, adding that one of the strikes had targeted the militia group's headquarters near the western Qaim district on the border with Syria.

The new decade is about to start under many shadows, but none is more ominous than North Korea's threat to return to nuclear and long-range missile tests after a two-year lull.

Pyongyang's pendulum swing from enthusiastic summit diplomacy back to name-calling and threats comes as Donald Trump is increasingly focused on his re-election campaign.

That may be a good thing, as the US president will be wary of provoking a crisis to spoil his narrative of peace and prosperity.

Or it could be a very bad thing: Kim Jong-un could seek to exploit a moment of maximum leverage and miscalculate.

WNU Editor: Almost all of the news commentary and pundit opinions that I read today on US foreign policy are negative. The above post by Julian Borger from the Guardian is one of the mild ones. As to what is my view .... it is different. The U.S. is slowly disengaging from the wars that it has been involved in for almost two decades, and it is also restoring some of the trade imbalances that have favoured China. A new NAFTA trade deal with Mexico and Canada is also moving forward, and it will be probably be finally signed in 2020. Just those three points by themselves is why I will say that the past year has been a foreign policy win for the Trump administration, even though everyone else has a different point of view.

Even Democratic presidential candidate Elizabeth Warren took aim at the idea of politically appointed ambassadors.

Vladimir Putin and Donald Trump have talked on the phone, with the Russian president thanking his US counterpart for sharing intelligence that allowed terrorist attacks to be prevented in Russia, the Kremlin said.

A "range of issues of mutual interest" was discussed during the conversation, which was initiated by Moscow.

The Federal Security Service later said that the information provided by their US counterparts led to the arrest of two Russian citizens who planned terrorist attacks at public places in St. Petersburg during New Year's celebrations.

The two leaders agreed to maintain bilateral cooperation in the fight against terrorism, the statement from the Kremlin added.

Express: Disaster for Brussels as study predicts EU's share of world trade to collapse

THE SHARE of world trade occupied by EU member states is to collapse in the coming decades according to a new study in a dramatic blow to Brussels.

Currently the 28 EU member states make up a little over 22 percent of world gross domestic product (GDP). This is down on the over 36 percent the same nations possessed in 1960.

However according to a new survey this will fall further, to just 9.9 percent in 2100.

The real figure is likely to be even lower as the study doesn't incorporate the UK upcoming withdrawal from the EU.

The world submarine scene is changing fast, and 2019 feels like it has been start of a sharp rise in the rate of development. Perhaps because of a lull following the end of the Cold War, or because of the dawn of the next industrial revolution, things are hotting up.

From the perspective of the history books, in my view by far the most significant new submarine of 2019 was Belgorod. Russia's latest super submarine, she was launched on April 24 in Severodvinsk. She is second only to the famous Typhoon Class in terms of size. But her significance is not in her size alone. She is expected to be the first submarine to carry Russia's enigmatic super weapon, the Poseidon Intercontinental Nuclear-Powered Nuclear-Armed Autonomous Torpedo. A better term might be 'mega torpedo'. It is around 20-30 times the size of a regular torpedo, or twice the size of a ballistic missile. It carries a 2 megaton nuclear warhead and can target coastal cities such as New York or San Francisco. NDTV: Press Trust India: Navy Plans To Build 24 Submarines, 6 Of Them Nuclear Powered: Report

The Navy, in its report tabled this month, stated that there are presently 15 conventional submarines and two nuclear submarines in its fleet.

New Delhi: To strengthen its underwater fleet, the Indian Navy plans to build 24 submarines, including six nuclear attack submarines, a parliamentary panel was told.

The Navy also told the panel that Medium Refit Life Certification (MRLC) of submarine Sindhuraj has been held up since the Russian side has not been able to submit bank guarantees and integrity pact due to sanctions imposed by the US.

In its report tabled this month, the Navy stated that there are presently 15 conventional submarines and two nuclear submarines in its fleet.

The Indian Navy has two nuclear submarines -- INS Arihant and INS Chakra, the latter being leased from Russia.

Majority of the conventional submarines are over 25 years old. Thirteen submarines age between 17 and 32 years, it said.

NBC: Ukraine, Russia-backed rebels swap prisoners in latest sign of peace efforts

The exchange was agreed upon by President Volodymyr Zelenskiy and Russian President Vladimir Putin during peace talks in Paris earlier this month.

The Ukrainian government and Russian-backed separatist forces held a prisoner swap in the country's war-ravaged east Sunday in the latest sign of efforts to ease tensions between the two warring sides.

The exchange was agreed upon by President Volodymyr Zelenskiy and Russian President Vladimir Putin during peace talks in Paris earlier this month.

The negotiations did not result in a peace deal to end the deadly five-year military conflict, but the two parties committed to further talks and a prisoner exchange before the year is out.

Ukraine said 76 of its prisoners were returned, while media reports suggested Kyiv released 123 prisoners to the rebels.

China is close to launching the last two satellites that will complete BeiDou-3 Navigation Satellite System—the nation's rival to the United States' Global Positioning System.

Ran Chengqi, a spokesperson for China's Satellite Navigation Office, shared the status of the program on Friday at a rare media event, according to the Associated Press. Ran told reporters that this month China launched satellites that comprised the core of the navigation system, enabling the network to provide global service.

Will Russia Annex Belarus?

Business Insider/Washington Examiner: Western allies are worried Russia could take over a neighbor to keep Putin alive and in power

* Russia's neighbors are worried that Moscow could annex Belarus in an effort to keep President Vladimir Putin in power.
* Such a move would allow Putin to circumvent term limits, and put Russian forces within striking distance of a major NATO weak point.

Western allies fear that Russia will gain sovereignty over Belarus, a former Soviet satellite state that could help preserve Vladimir Putin's grip on power and sharpen Kremlin threats against NATO members.

Russian expansion is on the table because Putin is trying to finalize the implementation of a union treaty that the two countries signed in 1998. Moscow and Minsk interpret the agreement differently, but Putin has begun to apply economic pressure to Belarus while scheduling a flurry of meetings with Belarusian President Alexander Lukashenko over the last year.

"I think this mild annexation will just happen, probably next year," Alisa Muzergues, a foreign policy analyst at GLOBSEC in the Slovak Republic, told the Washington Examiner. "To be honest, my personal feeling is that it's already a done deal."

Such a maneuver could end Lukashenko's tenure as "the last dictator in Europe," while providing Putin with a political life-preserver. Currently, presidential term limit laws require him to leave the Kremlin in 2024. A union with Belarus would allow him to circumvent those limits and continue to rule the revised Russian state, pending a new election he is expected to win.

I have friends in Minsk who work in the government, and I have also recently noticed a shift in mood among them on the topic of annexation. In the past they were against it, today they are for it. I personally would be surprised if annexation does occur. It is true that three quarters of the country speak Russian at home, but while the language is the same as Russia's, the culture is not. The Belarusians also like their independence, even though joining Russia would bring enormous economic benefits. I also know that the Kremlin wants this to happen. They see many upsides to it beyond the political ones. But in the end it will be Belarusian President Alexander Lukashenko's decision to make. He is an authoritarian who likes to be President, but he is also getting old, and the Kremlin is putting the economic squeeze on him. A squeeze that is only going to intensify in the next year or two.

How the Widow of a Bali Bombing Victim and the Bomber’s Brother Became Friends and Sought Peace

(TENGGULUN, Indonesia) — The young Balinese widow stared across the courthouse at the man who had murdered her husband and 201 others, and longed to see him suffer.

Ever since that horrible night, when she realized amid the blackened body parts and smoldering debris that the father of her two little boys was dead, Ni Luh Erniati’s rage at the men behind the bombing had remained locked deep inside. But now, it came roaring out.

She tried to scramble over a table blocking her path to hit Amrozi Nurhasyim, whose unrepentant grin throughout the trial over Indonesia’s worst terrorist attack had earned him the nickname “The Smiling Assassin.” And then she felt hands pulling her back, halting her bid for vengeance.

What would happen a decade later between her and Amrozi’s brother — the man who had taught Amrozi how to make bombs — was unthinkable in that moment. Unthinkable that they would come face to face in a delicate attempt at reconciliation. Unthinkable that they would try to find the humanity in each other.

But inside that courthouse, and for years to come, Erniati wanted everyone associated with the 2002 bombings on the Indonesian island of Bali to be executed by firing squad. And she wanted to be the one to pull the trigger.

Her words to a reporter in 2012 were blunt: “I hate them,” she said.

“I always will.”

The practice of reconciling former terrorists and victims is rare and, to some, abhorrent. Yet it is gaining attention in Indonesia, the world’s largest Muslim-majority nation. While Islam in Indonesia is largely moderate, the country has battled Islamic militants since the Bali attacks. Last year, two families carried out suicide bombings at churches, and in October, a militant stabbed Indonesia’s top security minister.

The attacks have left Indonesia hunting for ways to prevent terrorism — and to heal from it.

Indonesia embraces a so-called soft approach to counterterrorism, where officials recruit former militants to try to change extremist attitudes in their communities, and jailed terrorists go through deradicalization programs. Last year, Indonesia’s government brought together dozens of former Islamic militants and victims for what was billed as a reconciliation conference. The results were mixed.

More quietly, over the past several years, there has been a growing alliance of former terrorists and victims brought together under the guidance of a group founded by the victim of a terrorist attack. Since 2013, 49 victims and six former extremists have reconciled through the Alliance for a Peaceful Indonesia, or AIDA. They have visited around 150 schools in parts of Indonesia known as hotbeds for extremist recruiters, sharing their stories with more than 8,000 students.

The hope is that if former terrorists and victims can learn to see each other as human, they can stop the cycle of vengeance. While reconciliation efforts have been launched after several large-scale conflicts — such as South Africa’s post-apartheid Truth and Reconciliation Commission — few attempts have been made in cases of terrorism.

“It’s difficult for everyone to go through this,” says Gema Varona, a Spanish researcher who studied reconciliation meetings between militants from the Basque separatist group ETA and their victims. “But it makes sense, because in terrorism, victims have been objectified. … So we need that empathy.”

Victims and perpetrators can learn to understand each other without legitimizing the violence, says Brunilda Pali, a board member of the European Forum for Restorative Justice.

“Understanding can help a lot,” she says. “But it doesn’t mean forgiving.”

For Erniati, there was nothing at first to understand. How could she possibly understand something so horrific?

And why would she want to?

Indonesia Apology from a Terrorist

Erniati doesn’t remember the first time she spotted the handsome, quiet waiter with the wavy black hair. But she remembers how much she and her fellow waitresses at the Sari Club idolized him.

Unlike the other men who worked at the popular nightclub, Gede Badrawan didn’t flirt with customers. He only had eyes for Erniati.

Gede never asked her on a proper first date. They just fell into a relationship, and then into love, and a year later, into marriage. Two sons followed.

As a father, Gede was kind and doting. He took the family to play soccer at Kuta Beach, and to their favorite park. That park is the source of one of Erniati’s most precious memories: of her younger son Made taking his first steps and starting to tumble, and of Gede catching him.

Around 11 p.m. on Oct. 12, 2002, Erniati had just settled into bed when a blast shattered the stillness.

She thought it was an electrical explosion. She didn’t know that a suicide bomber had detonated himself inside Paddy’s Pub, across the street from the Sari Club. She didn’t know that seconds later, a van carrying a massive bomb and parked in front of the club had exploded. She wouldn’t know until a witness told her much later that Gede had been standing near the van.

Erniati overheard people outside talking about bombs and body parts. She told herself Gede would return home after his shift ended.

When he didn’t, she grew frantic. She wanted to search for him, but couldn’t leave their sons — aged 9 and 1 — home alone. So Erniati, a Hindu, prayed for Gede until a friend arrived to watch the boys. As she sped toward the club on another friend’s motorbike, she reassured herself: “My husband is alive. My husband is alive.”

When she got there, she knew instantly that he was not. The club was a wasteland. At the hospital, she saw bodies so mangled they were unrecognizable.

The bombings had been carried out by al-Qaida-affiliated Islamic militant group Jemaah Islamiyah. The attack killed mostly Western tourists.

It took four months before Erniati received confirmation that her husband was among the dead. When the forensics officer finally called, Erniati could manage only one question: “Exactly what condition is my husband’s body in?”

“We probably identified about 70% of him,” the officer replied. They had not found his head or his forearms or his abdomen or anything from the knees down.

For more than a year, Erniati continued to make Gede’s breakfast, carefully laying the food on the table every morning, and throwing it away every night. He had been stolen from her so suddenly that part of her still felt he would come home.

Her tears made Made cry, so she shut herself in the bathroom to weep alone. She pretended for years that his father was simply away for work. He was 9 before she told him the truth.

In the midst of her agony, she searched for answers. But there were none to be found.

More than 1,000 kilometers (600 miles) from Bali, on the Indonesian island of Sulawesi, Ali Fauzi had received word of the carnage.

He was, he says, as stunned as the rest of the world. Though he was one of Jemaah Islamiyah’s most skilled bombmakers, and though three of his brothers had helped orchestrate the attack, Fauzi says he knew nothing of the plot.

He was raised in the east Java village of Tenggulun, which would become an epicenter of Islamic extremism. His radicalization, he says, was heavily influenced by his big brother Ali Ghufron. Ghufron, who often went by the alias Mukhlas, studied at an Islamic boarding school under the spiritual leader of Jemaah Islamiyah.

In 1994, the group sent Fauzi to a military-style camp in the Philippines, where he honed his knowledge of explosives. He became Jemaah Islamiyah’s chief bomb instructor, teaching countless men — including his brothers — how to construct lethal devices.

Everything unraveled after the bombs erupted in Bali.

His brothers Mukhlas, Amrozi and Ali Imron were charged with the attack, along with several other members of Jemaah Islamiyah. Fauzi found himself on a police wanted list and fled to the Philippines, where he says he was jailed for three years on a charge of illegally joining the Moro Islamic Liberation Front. He was then extradited to Indonesia.

Fauzi was never charged with the bombings, but he spent months in police detention in Jakarta. It was there that the kindness of a police officer who helped get him medical treatment began to chip away at his convictions about people he had long seen as the enemy.

Yet it wasn’t until a night years later, when he found himself staring at a Dutch man named Max Boon, that Fauzi truly understood the horror of his life’s work.

Boon was sitting in his hotel room, waiting for a former terrorist to knock on his door. He was terrified.

Four years earlier, a suicide bomber had detonated his devices in the Jakarta JW Marriott lobby lounge, where then-33-year-old Boon was attending a business breakfast. Police suspected the attack had been orchestrated by Jemaah Islamiyah.

Boon suffered burns to over 70 percent of his body. Doctors amputated most of his left leg and his lower right leg.

Yet the attack hadn’t shaken Boon’s belief in the goodness of humans. He believed that had the bomber met him before the Marriott attack, he might have realized Boon wasn’t his enemy.

Boon threw himself into peacebuilding efforts, working through the International Centre for Counter-Terrorism at the Hague.

Fauzi, meanwhile, had been working to help deradicalize Islamic militants across Indonesia. Which is how he ended up shaking hands with Boon at a terrorism awareness conference in 2013.

Boon had already been planning a project in which terrorism victims would share their stories with students in areas targeted by extremist recruiters. He invited Fauzi to stop by his room to discuss the idea.

Though Fauzi was not connected to the bombing that destroyed Boon’s legs, Boon knew his history. As he waited, a dark thought rattled him: What if Fauzi was coming to finish the job?

But as Fauzi listened to the Dutch man talk about peace, he felt his heart crack.

That Boon, who was of a different faith, could forgive those who had caused him such pain rocked Fauzi to his core. He stared at the handsome young man sitting before him, with no legs where legs should be. And for the first time, he truly understood what a bomb does to a body and to a life.

Fauzi began to cry, and wrapped Boon in a hug. Boon hugged him back. Fauzi quickly agreed to meet other victims.

At the airport the next day, Fauzi sailed through security. But Boon’s prosthetic legs set off the metal detector, forcing him to endure a pat-down. Boon turned to Fauzi and quipped: “So the former terrorist they let walk through, but the victim they have to control.”

The former bombmaker burst out laughing and a friendship was born.

They had found the humanity in each other. Boon could only hope that when the others met Fauzi, they would find the same.

Erniati was filling her plate at a hotel buffet when Fauzi first approached her. Her heart pounded. How had she gotten here?

Months earlier, Boon had met with Erniati and several other bombing victims to present his idea. Erniati had balked.

For 12 years, she had struggled to move beyond her anger. The executions of Amrozi, Mukhlas and another convicted perpetrator had brought her no relief. The prospect of sitting down with a former terrorist sounded crazy.

A few victims, however, agreed to meet Fauzi for AIDA’s pilot project. Afterward, their reviews were positive. Erniati warmed to the idea. Maybe he could answer her questions.

But now, staring at Fauzi inside the hotel where she and four other victims had gathered to meet him, she had no idea what to ask.

Fauzi’s heart was pounding, too. “Hello,” he said with a smile. “How are you?”

Erniati bristled. How could he smile after what he had done?

Her reply was curt: “I’m from Bali.”

“I’m sorry,” he said. “I apologize for what my brothers and my friends have done.”

But Erniati couldn’t get past his grin.

Fauzi saw the way the other victims were looking at him.

They hate me, he thought.

That night, Fauzi couldn’t sleep. He lay in bed, fretting over what to say to Erniati and the others at their first official meeting.

When they finally convened around a table, Fauzi felt like a defendant on trial. Then Erniati began to tell her story.

As Fauzi listened, his awkwardness morphed into anguish. The image of Erniati searching for Gede amid the smoking ruins, of her struggles to raise their sons alone, was unbearable.

Fauzi had long been proud of his skills as a bombmaker. But in that moment, he wished he could erase everything he’d ever known about bombs.

He began to weep. “I’m sorry,” he said through tears. “I’m very sorry.”

Erniati looked at Fauzi and felt something shift within her. He was in pain, just as she was. Their pain came from different places, but it was pain all the same.

What he said meant less to her than what he felt. To Erniati, apologies are just words. But the ability to understand another person’s suffering, she says, goes to the core of who you are.

The anger that had long suffocated her began to lift.

Fauzi excused himself to wash his tearstained face. When he returned, he told his own story, about his path in and out of radical ideology, and his commitment to peace.

His apologies, though, were not welcomed by all. One victim angrily rejected his words.

Fauzi understood. Were the situation reversed, he says, he doubts he would be as accepting as Boon and Erniati.

Over the next few years, Erniati and Fauzi grew closer. They visited schools with AIDA, sharing their story of reconciliation. Fauzi started a foundation called the Circle of Peace, which helps deradicalize extremists. Erniati was moved by his efforts, which seemed a genuine attempt to atone.

One day, Erniati asked Fauzi if she could see his home. It was a stunning request; The bombers had plotted the attack that killed her husband in a house not far away, and Mukhlas and Amrozi’s families live just across the street.

But she wanted to see how Fauzi lived. And so, with some trepidation, Boon and others from AIDA agreed. As their car rolled into Fauzi’s village, Erniati felt like she was entering a lion’s den.

When she arrived at Fauzi’s home, however, she found it reassuringly normal. There was laundry scattered around, just like at her house. Fauzi introduced her to his wife and children and showed her his goats.

When he had to break away to teach a class at Islamic school, he sent the group to a water park with his friend Iswanto, another former Jemaah Islamiyah militant. Erniati and Iswanto rode the rollercoaster together; for her, the ride was scarier than the one-time terrorist.

She and Fauzi became friends on Facebook. Fauzi sent Erniati a gem she had once mentioned was beautiful. She had it made into a necklace.

But she still couldn’t accept what his brothers had done.

Erniati stands barefoot on the verandah of her modest home, slicing scissors through black fabric as Hindu chants ring out from a nearby temple. This is how she has kept her family alive for 17 years, through a small garment company an Australian man set up for Balinese bombing widows.

Her colleague, Warti, swings by. Like Erniati, Warti’s husband was killed in the attack. Unlike Erniati, she has no desire to meet anyone associated with his killers. For her, all of that is best left in the past. To meet now, she says, would only cause her more pain.

“I don’t want to dwell and keep thinking about it,” she says.

Erniati understands this. She runs the Isana Dewata Foundation, an advocacy group for bombing victims, and knows everyone heals in different ways.

And reconciliation doesn’t help everyone. Karen Brouneus, a Swedish psychologist, studied the effects of Rwanda’s post-genocide, community-based court system, which focused on reconciliation. Her survey of 1,200 Rwandans found that those who participated in the courts had higher levels of depression and PTSD than those who didn’t.

Those who have studied reconciliation efforts say victims must never be forced into them. The victims in AIDA’s programs are all voluntary, Boon says. The foundation also carefully vets former extremists to ensure they have truly reformed, checking their background with Indonesian researchers and slowly getting to know them.

AIDA says the results of its efforts have been promising: Friendships have formed between former terrorists and victims. And after sharing their stories at schools, students’ attitudes toward violence changed significantly, includinga 68% decrease in those who agree they’re entitled to revenge if they or their family fell victim to violence.

Fauzi himself acknowledges that reconciliation wouldn’t work for every former militant.

“I realize that humans are different from one another,” he says. “So it’s not easy to take their hearts as a whole.”

The uniqueness of these bonds is something that Jo Berry understands intimately. In 1984, Berry’s father was killed in a bombing by the Irish Republican Army. In 2000, she asked to meet the man who planted the bomb, Patrick Magee, and the two became friends. Yet she has met plenty of former IRA activists she hopes to never meet again.

“It’s not like there’s one formula,” she says. “And that’s why I think it’s really hard.”

Erniati found that her warmth toward Fauzi did not carry over to his brothers. In 2015, she visited one of them, Ali Imron, in jail. He too apologized, but she wasn’t convinced.

Her feelings toward the executed Amrozi and Mukhlas are even more muddied.

When it comes to them, she says, she just wants to forget.

On a sunny morning in east Java, Erniati and Fauzi sit on his couch, nibbling dates. The smile that once enraged Erniati she now returns.

Outside, around a dozen ex-Jemaah Islamiyah militants prepare for a local bicycle race. Erniati smiles politely at them, but keeps her distance.

Fauzi still wrestles with guilt, but Erniati’s acceptance of him has lessened the sting.

Erniati continues to meet with former militants. She hopes her story can put them on the right path. Her sadness returns on occasion. But her anger is gone.

Later, she heads to lunch with Iswanto, the ex-militant with whom she’d ridden the rollercoaster years before. Along the way, he gestures toward a fenced-off enclosure on the side of the road.

This, he tells her, is the burial site of Amrozi and Mukhlas.

Erniati stares at the grassy plot. Someday, she says, she would like to place flowers on their graves and send up a prayer.

She will pray for God to forgive the men who killed her husband.

Not because she accepts what they did. But because if God can forgive them, even if she can’t, then maybe their spirits can help bring the world what Fauzi’s friendship helped bring her: peace.

“Very thankful to everyone who has reached out. I did get sick in Papua New Guinea but I bounced back quick and finished an amazing 3 weeks in P.N.G,” Efron said along with a picture of himself smiling and waving amid a group of local children.

He gave no details on what the sickness had been or what treatment he underwent.

Researcher Who Led Team That Genetically Edited Babies Sentenced to Prison in China

(BEIJING) — Three researchers involved in the births of genetically edited babies have been sentenced for practicing medicine illegally, Chinese state media said Monday.

The report by Xinhua news agency said lead researcher He Jiankui was sentenced to three years and fined 3 million yuan ($430,000).

Two other people received lesser sentences and fines. Zhang Renli was sentenced to two years in prison and fined 1 million yuan. Qin Jinzhou received an 18-month sentence, but with a two-year reprieve, and a 500,000 yuan fine.

He, the lead researcher, said 13 months ago that he had helped make the world’s first genetically edited babies, twin girls born in November 2018. The announcement sparked a global debate over the ethics of gene editing.

He also was involved in the birth of a third gene-edited baby.

25 Killed in U.S. Airstrikes in Iraq and Syria, Iran-Backed Militia Says

(BAGHDAD) — An Iranian-backed militia said Monday that the death toll from U.S. military strikes in Iraq and Syria against its fighters has risen to 25, vowing to exact revenge for the “aggression of evil American ravens.”

The announcement in Baghdad came a day after U.S. Defense Secretary Mark Esper said Washington had carried out military strikes targeting the Iranian-backed Iraqi militia blamed for a rocket attack that killed an American contractor in Iraq last week.

Secretary of State Mike Pompeo said the strikes send the message that the U.S. will not tolerate actions by Iran that jeopardize American lives.

The U.S. military said “precision defensive strikes” were conducted against five sites of Kataeb Hezbollah, or Hezbollah Brigades in Iraq and Syria.

“Our battle with America and its mercenaries is now open to all possibilities,” Kataeb Hezbollah said in a statement around midnight Sunday. “We have no alternative today other than confrontation and there is nothing that will prevent us from responding to this crime.”

The U.S. blames the militia for a rocket barrage Friday that killed a U.S. defense contractor at a military compound near Kirkuk, in northern Iraq. Officials said as many as 30 rockets were fired in that attack.

Iraq’s Hezbollah Brigades, a separate force from the Lebanese militant group Hezbollah, operates under the umbrella of the state-sanctioned militias known collectively as the Popular Mobilization Forces. Many of them are supported by Iran.

The Popular Mobilization Forces said Sunday that the U.S. strikes killed at least 19 of Kataeb Hezbollah’s members. But Kataeb Hezbollah spokesman Mohammed Mohieh told The Associated Press on Monday that the death toll rose to 25. At least 51 militiamen were wounded and some of them were serious condition, he said, adding that the militia group’s commanders would decide on the retaliation.

In Tehran, foreign ministry spokesman Abbas Mousavi condemned the U.S. strikes against Kataeb Hezbollah as an “obvious case of terrorism” and accused Washington of ignoring Iraq’s sovereignty.

Lebanon’s Iran-backed Hezbollah also blasted the “brutal American aggression,” saying those who took the decision to carry out the attack “will soon discover how stupid this criminal decision was.”

Kataeb Hezbollah is led by Abu Mahdi al-Muhandis, one of Iraq’s most powerful men. He once battled U.S. troops and is now the deputy head of the Popular Mobilization Forces. In 2009, the State Department linked him to the elite Quds Force of Iran’s Revolutionary Guard, designated a foreign terrorist organization by President Donald Trump earlier this year.

The U.S. maintains some 5,000 troops in Iraq, at the invitation of the Iraqi government to assist and train in the fight against the Islamic State group.

The attack that killed the American contractor and U.S. counter-strikes come as months of political turmoil roil Iraq. About 500 people have died in anti-government protests, most of them demonstrators killed by Iraqi security forces.

The mass uprisings prompted the resignation last month of Prime Minister Adel Abdul-Mahdi, who remains in a caretaker capacity.

In a statement, Abdul-Mahdi said Esper had called him about a half-hour before the U.S. strikes on Sunday to tell him of U.S. intentions to hit bases of the militia suspected of being behind Friday’s rocket attack. Abdul-Mahdi said he asked Esper to call off the U.S. plan.

Kim Jong Un Calls for ‘Offensive Measures’ in Year-End Party Meeting as Tensions With U.S. Rise

(SEOUL, South Korea) — North Korean leader Kim Jong Un called for his military and diplomats to prepare unspecified “offensive measures” to protect the country’s security and sovereignty, the North’s state media said on Monday, before his end-of-year deadline for the Trump administration to make major concessions to salvage a fragile nuclear diplomacy.

Kim during a ruling Workers’ Party meeting Sunday also “comprehensively and anatomically analyzed” problems arising in efforts to rebuild the North’s moribund economy and presented tasks for “urgently correcting the grave situation of the major industrial sectors,” the Korean Central News Agency said.

The plenary meeting of the party’s Central Committee, which began on Saturday, is being closely watch amid concerns that Kim could suspend his deadlocked nuclear negotiations with the United States and take a more confrontational approach by lifting a self-imposed moratorium on nuclear and long-range missile tests.

Kim, who has said the North would pursue a “new path” if Washington persists with sanctions and pressure, is expected to announce major policy changes during his New Year’s address on Wednesday.

KCNA said the party meeting will continue for at least another day on Monday. The report did not describe any specific decisions made at the meeting or mention any particular remarks by Kim about the United States.

“Emphasizing the need to take positive and offensive measures for fully ensuring the sovereignty and security of the country as required by the present situation, (Kim) indicated the duties of the fields of foreign affairs, munitions industry and armed forces of the DPRK,” the agency said in its English report, referring to North Korea’s formal name, the Democratic People’s Republic of Korea.

KCNA’s Korean-language report said Kim called for “active and offensive” measures.

Kim also “comprehensively and anatomically analyzed the problems arising in the overall state building including the state management and economic construction in the present time,” the agency said.

Kim has met President Donald Trump three times in two years of high-stakes summitry, but the diplomacy has progressed little beyond their vague aspirational goal of a nuclear-free Korean Peninsula. At their last meeting in June, they agreed to resume talks. A working-level meeting in Sweden in October broke down with the North Koreans blaming their American counterparts for maintaining an “old stance and attitude.”

The North said earlier this month it conducted two “crucial” tests at its long-range rocket launch facility, raising speculation it has been developing a new long-range missile or preparing a satellite launch.

Ukraine Swaps Prisoners With Russia-Backed Rebels in Move to End War

(MAIORSK CHECKPOINT, Ukraine) — Ukrainian forces and Russia-backed rebels in eastern Ukraine on Sunday exchanged 200 prisoners in a move aimed at ending their five-year war.

The swap at a checkpoint near the rebel-held city of Horlivka was part of an agreement brokered this month at a summit of the leaders of Ukraine, Russia, Germany and France.

According to figures from officials of the Donetsk and Luhansk People’s republics — the two separatist governments in the rebel area — Ukraine turned over 124 people and the separatists freed 76.

Those released by Ukraine included five former members of the now-disbanded special police force Berkut who were charged in the killing of protesters in Kyiv in 2014, Ukrainian news site Hromadske quoted their lawyer, Igor Varfolomeyev, as saying.

The Security Service of Ukraine said the 76 freed by the rebels included 12 servicemen, two of whom had been held since 2015 after being ambushed while escorting a convoy of wounded out of the battle of Debaltseve, which destroyed much of the city.

U.S.-funded Radio Free Europe/Radio Liberty said two of its contributors, Stanislav Aseyev and Oleh Halaziuk, were among the released; they were taken captive in 2017.

Other civilians released by the separatists included a pet shop owner who was detained last year on unknown charges and a woman from government-controlled territory who was seized while visiting her mother in a rebel area.

A representative of the Luhansk rebels, Olga Kovtseva, was quoted by Russian news agencies as saying those released to her side included five Russian citizens and one from Brazil.

The last major prisoner swap between separatist rebels and Ukrainian forces took place in December 2017, with 233 rebels exchanged for 73 Ukrainians.

The conflict in eastern Ukraine has killed more than 14,000 people since 2014. It began about two months after Ukraine’s Russia-friendly president fled the country amid massive protests in Kyiv. Russia’s annexation of the Crimean Peninsula soon followed.

Hopes for ending the fighting have risen since the election of Ukrainian President Volodymyr Zelensky, who has been more amenable to negotiations with Russia on ending the war.

But prospects for peace are troubled by questions over allowing local elections that would ensure the rebel regions more autonomy and about Ukraine regaining control of its border with Russia in the rebel areas.

Russian President Vladimir Putin and German Chancellor Angela Merkel expressed satisfaction about the exchange in a Sunday telephone call, the Kremlin said.

Merkel and French President Emmanuel Macron viewed the exchange as “a long hoped-for humanitarian gesture that should contribute to the restoration of trust between the two sides,” according to a German government statement.

Konstantin Kosachev, head of the foreign affairs committee in Russia’s upper parliament house, took note of the difficult issues still to be solved but said, “One way or another, the countdown is finally moving in the right direction.”

The leader of the Luhansk People’s Republic, Leonid Pasechnik, praised the exchange as the rebels’ “latest victory.”

Following Criticism of His Wildfire Vacation, Australian Prime Minister Confirms Financial Support For Volunteer Firefighters

PERTH, Australia (AP) — Sydney’s iconic New Year’s Eve fireworks will go ahead despite the wildfire crisis to show the world Australia’s resiliency, the prime minister said, while authorities on Sunday braced for conditions to deteriorate with high temperatures.

The City of Sydney Council gave the green light although fire authorities warned that the fireworks could be canceled if catastrophic conditions are declared.

Prime Minister Scott Morrison also announced financial support for some volunteer firefighters in New South Wales, the state worst hit by wildfires ravaging the nation.

“The world looks at Sydney every single year and they look at our vibrancy, they look at our passion, they look at our success,” he said. “In the midst of the challenges that we face, subject to the safety considerations, I can think of no better time to express to the world just how optimistic and positive we are as a country.”

Morrison said that eligible volunteer firefighters will receive 300 Australian dollars ($209) a day, up to AU$6,000 ($4,190) in total, if called out to battle blazes for more than 10 days. The compensation focused on people who are self-employed or work for small and medium businesses.

“The early and prolonged nature of this fire season has made a call beyond what is typically made on our volunteer firefighters,” he said.

Morrison, who has been under pressure since taking a much criticized family vacation to Hawaii during the wildfire crisis, announced last week that volunteer firefighters from the federal public sector will receive paid leave entitlements. The opposition Labor party has been pressing the government to consider widespread compensation for volunteer firefighters.

“A lot of everyone’s stunned, a lot of time away from work,” said Sean Warren, a volunteer firefighter for about seven years. “A lot of people are using up their annual leave as well. A lot of people are just missing their families … they’ve skipped Christmas with their families and their grandchildren. So yeah, it’s a wide extreme of sacrifice that people have been putting in.”

Morrison said the compensation was necessary so that the New South Wales fires commissioner is in a position to continue to call out the volunteer force.

The program is expected to cost AU$50 million ($34.9 million) but will be uncapped with the first AU$10 million ($6.9 million) being made available next month. Morrison said it would be offered to other states and territories requesting help.

Wildfires have also flared in Queensland, Victoria, Western Australia and South Australia.

New South Wales, the country’s most populous state, has received the brunt of the wildfire catastrophe, which has killed nine people nationwide and razed more than 1,000 homes in the past few months. High temperatures in the country’s east are expected until the new year. Sydney’s western suburbs were set to hit 41 degrees Celsius (106 Fahrenheit) Sunday before peaking at 44 C (111 F) on Tuesday.

Fire danger in Sydney and northern New South Wales is currently at very high.

New South Wales Rural Fire Services Commissioner Shane Fitzsimmons said 85 fires were still burning across the state with almost half of them not contained. “We’ve got some deteriorating weather conditions over the coming days, particularly Monday and worsening through to Tuesday,” he said.

An emergency warning was issued Sunday for Victoria’s east as conditions worsen. Melbourne, the state’s capital, was set to reach 43 C (109 F) on Monday.

Barkatullah University was established in 1970 as Bhopal University is a public university situated at Bhopal, Madhya Pradesh. About Gondwana University

The University of Gondwana is a university established in 2011 in the city of Gadchiroli, in the state of Maharashtra, central India. It takes its name from the Gondwana region in central India. On July 23, 2010, the Maharashtra Legislative Assembly unanimously passed a resolution to establish the University of Gondwana for the region comprising the districts of Chandrapur and Gadchiroli. The resolution was proposed by the Minister of Higher Education and Technology of the time, Rajesh Tope. The new university was incorporated by notification in the subsection of section 3 of the Maharashtra University Act of 1994. On September 27, 2011, the University of Gondwana was expelled from RTMNU, Nagpur.

Jiwaji University Gwalior is started on 23rd May 1964. Ist established through M.P. Govt. Ordinance no. 15 of 1963. This was a generous contribution of the Scindia family, in particular, Kailashwasi Maharaja Shrimant Jiwaji Rao Scindia and late Rajmata Shrimati Vijayaraje Scindia. The Infosys reboot under Salil Parekh is finally paying off

BENGALURU: Infosys is likely to grow faster than larger rival TCS this fiscal year, analysts said, on the back of its acquisitions and competitive pricing strategy. Over the past two years, the software services provider has been investing in an aggressive sales and marketing team and to attract digital- tech-focused deals.The company decided to build long-term relationships with strategic clients, including telecom major Verizon and hired deal directors to chase large deals. This has given Infosys an edge over TCS, they said."This year (financial year 2019-20) Infosys will grow faster than TCS. While TCS is likely to see 8-8.5% growth in constant currency terms, Infosys should grow over 9% on an organic basis, excluding Stater," said Kuldeep Koul, lead IT analyst at ICICI Securities.In May, Infosys acquired a 75% stake in Stater, a unit of ABM AMRO that offers end-to-end mortgage administration services to customers in the Benelux (Belgium, the Netherlands and Luxembourg) region. The company, which saw slowpaced growth in the initial few quarters after Salil Parekh took over as chief executive in January 2018, reported higher growth than TCS in the July-September quarter.Analysts said Parekh's bets in changing the company's growth trajectory have started paying off. In the first half of FY20, Infosys reported 10.2% growth in topline to $6,341 million. Even if the second half has some seasonal growth challenges, for the whole year Infosys is expected to grow faster, said analysts. Infosys under Parekh decided to double down on sales and marketing and improve its employee profile. They have 26-28% margin aspirations. In the past four years, they had lower than 26% aspirations. At times, you may not chase deals which will keep you away from this margin aspiration," said another Mumbai-based analyst, who did not want to be quoted.Infosys and TCS declined to comment citing the silent period before their quarterly results next month."Infosys has sharpened focus to increase its share within large accounts, supported by hiring of deal directors, and increased engagement with deal advisors or consultants. Its partnership with Temasek and with Hitachi, Panasonic, Pasona in Japan are creating larger deal opportunities for the firm in Apac region," wrote Prasad in a report.

Anil Ambani and DHFL make LIC wary

MUMBAI: State-owned Life Insurance Corp of India (LIC) has raised provisions for doubtful assets by 30% to Rs 23,760 crore for the year ended March, it said in its just-released annual report. This came after reviewing asset quality and the performance of investments in real estate, loans and other assets, it said.The country's biggest life insurer has exposure to stressed entities such as Dewan Housing Finance Corp Ltd, Infrastructure Leasing and Financial Services and the Anil Ambani-led Reliance Group among others.LIC had previously set aside Rs 18,195 crore for FY19, having posted a reduction in gross nonperforming assets (NPAs) to 6.15% from 6.23% in FY18. Net NPAs shrank to 0.27% in FY19 from 1.82% in FY18. 73023536 In absolute terms, the insurer's NPAs stood at Rs 24,777 crore on March 31, out of a total debt of Rs 4 lakh crore. Of this, doubtful assets were Rs 16,690 crore, loss assets Rs 6,772 crore and substandard assets Rs 1,312 crore. Total loan assets for restructuring rose to Rs 401 crore from nil, due to LIC's exposure to some large power and infrastructure assets.After rising for seven consecutive years, NPAs in the overall banking system declined in FY19 to 9.3% as bad-loan recognition neared completion and the slippage ratio improved, the Reserve Bank of India said on Friday.LIC saw a 10% increase in valuation surplus of Rs 53,214.41crore for FY19. It has a market share of 76.28% in number of policies and 71% in first-year premiums. It paid a dividend of Rs 2,610.74 crore to the government for FY19.LIC saw its yield on investments fall to 7.59% in FY19 from 7.71% in the previous year. According to the annual report, investments in loans, debentures, equity and various social and infrastructure projects, money market instruments stood at Rs 29.84 lakh crore.

As it stumbles through a deep slowdown and a credit crisis, the country has gone from being hailed as a colossus-in-waiting to placing among the also-rans.Rarely has a major economy had such a humbling turn in fortunes. In the third quarter, gross domestic product rose 4.5% from a year earlier, about half the pace notched in the first part of 2018. Consumer confidence has tumbled to the lowest level since 2014. The labor market, a vital indicator in a country with a population of 1.4 billion, is fragile: The jobless rate has climbed to a 45-year high of 6.1%.Just last year, India was the world's fastest growing major economy. The past decade has been replete with predictions it would take up an increasing share of global commerce, alongside China and America. But the Philippines and Indonesia grew quicker than India last quarter and Malaysia was just a hair behind. China, grappling with its own slowdown, logged a respectable 6% and Vietnam was way ahead at 7.3%.Much of this comes down to the country's broken financial system. Indian banks struggle with a load of bad loans that's among the biggest in the world. Overextended traditional lenders gave way to shadow banks. They, too, ran into walls. One of the most prominent, Infrastructure Leasing & Financial Services Ltd., defaulted last year, setting off a liquidity crisis. While the government took control of the company in an effort to contain the damage, their work was just beginning: Last month, the central bank removed the management of Dewan Housing Finance Corp., a big player in mortgages, and sent it to bankruptcy court. Lenders have pulled in their reins across the board.Alarmingly for the Reserve Bank of India, these clogs in the financial pipes mean five interest-rate cuts this year haven't packed much punch. Despite early and aggressive action to lower rates, all the benefits of looser monetary policy aren't flowing through to the real economy. In difficult times, central bankers usually keep a firm and credible hand on the rudder. But the RBI has surprised investors a few times this year. An unusual 35 basis-point cut in August, rather than the quarter percentage point economists anticipated, looked frivolous rather than clever. A reduction this month seemed like a sure thing until officials balked. That was a shocking mistake.Then there's the issue of unreliable statistics. An academic paper by a former aide to Prime Minister Narendra Modi reckons growth over the past few years was actually a lot closer to the third quarter's 4.5% figure. Repairing data during a slump is tough because even incremental progress will be overshadowed by unflattering year-ago comparisons.India's defenders bristle when it's set beside China: Here's a democracy with a robust federal system and an independent judiciary, they argue. That makes impossible the kind of sweeping change that Deng Xiaoping forced on China, which transformed the mainland into an export and manufacturing powerhouse. Fair enough; during good times, however, Indian leaders said little to rebut the comparison.This slump doesn't have to be the end of India's run. As wrenching as the Asian financial crisis was for the "tiger economies" of Indonesia, Thailand, Malaysia and South Korea, they emerged stronger after painful recessions. Officials bolstered reserves, constrained foreign-currency borrowing and scrutinized debt levels while central banks became more independent. While growth is lower in the aftermath, it's also more sustainable.India will always be more important to the world economy than the Philippines or Malaysia. Even if activity slows to a snail's pace for a while, its sheer size makes its contribution to global growth far more valuable. As soon as next year, India's monetary and fiscal stimulus will begin to kick in. The economy will likely grow about 5% this year and pick up to 6% in 2020, says Shilan Shah of Capital Economics.India may yet reclaim its mantle as the next big thing, albeit a toned down and more durable version. The country and the world could be well served by this brush with reality.

Close to half of claims under IBC settled in FY19

MUMBAI: Around half of the claims under the Insolvency and Bankruptcy Code (IBC) were settled in 2018-19, the latest RBI report showed, helping banks recover stressed assets more quickly.As a percentage of claims, banks recovered on average 42.5% of the amount filed through the IBC in the financial year 2018-19, against 14.5% through the Sarfaesi resolution mechanism, 3.5% through Debt Recovery Tribunals and 5.3% through Lok Adalats, it said.Against Rs 1.66 lakh crore claims involved under IBC, the recovery was Rs 70,819 crore. Through the Sarfaesi mechanism, it stood at Rs 41,876 crore. Recoveries through DRTs and Lok Adalats were Rs 10,575 crore and Rs 2,816 crore, respectively."The stipulated timeframe for resolution of stressed assets under IBC is significantly lesser than for other mechanisms," said Kollegal Raghavendra, Chief Financial Officer, Bank of India."That there is a distinct disincentive for delayed resolutions under the mechanism is the primary motivation for banks to now refer cases to NCLT (National Company Law Tribunal)."After rising for seven consecutive years, non-performing assets declined in 2018-19 and bad loans recognition neared completion and the slippage ratio improved.With recovery through legal mechanisms going up, cleaning up of balance sheets via sale of stressed assets to asset reconstruction companies fell year-on-year."The entire process has also inculcated fear in the minds of promoters over defaults and delays in resolutions as whatever kingdoms they've established might be taken away. Over the past two years, the software services provider has been investing in an aggressive sales and marketing team and to attract digital- tech-focused deals.The company decided to build long-term relationships with strategic clients, including telecom major Verizon and hired deal directors to chase large deals. This has given Infosys an edge over TCS, they said."This year (financial year 2019-20) Infosys will grow faster than TCS. While TCS is likely to see 8-8.5% growth in constant currency terms, Infosys should grow over 9% on an organic basis, excluding Stater," said Kuldeep Koul, lead IT analyst at ICICI Securities.In May, Infosys acquired a 75% stake in Stater, a unit of ABM AMRO that offers end-to-end mortgage administration services to customers in the Benelux (Belgium, the Netherlands and Luxembourg) region. The company, which saw slowpaced growth in the initial few quarters after Salil Parekh took over as chief executive in January 2018, reported higher growth than TCS in the July-September quarter.Analysts said Parekh's bets in changing the company's growth trajectory have started paying off. Telecom companies won’t get input tax credit refund: Sushil Modi

NEW DELHI: The Goods and Services Tax Council will reject requests by telcos for a refund of input tax credit of Rs 36,000 crore, Bihar deputy chief minister Sushil Kumar Modi told ET, dashing hopes of any financial relief for the beleaguered telecom sector."The GST Council has not considered this issue and even if it does come up for consideration, it will not be accepted," said Modi, the convener of the Group of Ministers on Integrated GST. "And such a huge amount, there is no question of refund."Telecom service providers have been urging the government to refund the input tax credit or adjust the amount against their statutory dues. They have sent several requests to the finance ministry.Input tax credit worth some Rs 18,000 crore for Reliance Jio Infocomm, about Rs 10,000 crore for Bharti Airtel and roughly Rs 8,000 crore for Vodafone Idea is currently with the finance ministry. The telcos are seeking a refund of taxes paid on inputs such as equipment used to provide telecom services.Bharti Airtel and Vodafone Idea are raising funds to pay about Rs 89,000 crore of adjusted gross revenue (AGR)-based dues to the telecom department.73023500 Licence fees and spectrum usage charges that have been pending for more than 15 years because of a legal dispute over the definition of AGR need to be paid by January, as per a Supreme Court order. Adjustment of input tax credit refund against the dues would have helped the telcos struggling with losses and debt.The telcos have been asking the telecom department to push their case with the finance ministry and the GST Council, the nodal body authorised to take decisions in the matter. The demand was also raised with the finance ministry during pre-budget meetings last week.However, the Council will not concede any such relief, Modi said."There is no discussion on it. Such a request will not be entertained at all within GST Council, at any level," he reiterated.Only in one case has exemption on GST been given — on the langar at Swarn Mandir of Amritsar — and Rs 300 crore refunded, where the Central government reimbursed it, otherwise there has been no case of exemption or refund, Modi explained.

Pre-trade share allocation to funds may be mandatory

MUMBAI: The Securities and Exchange Board of India (Sebi) is planning to make pre-trade allocations mandatory for all institutional investors, said two people with knowledge of the matter, reviving a proposal it had floated two years ago. Currently, institutional investors buy large blocks of stocks and allocate them to schemes after purchase. However, the regulator now wants investors to disclose to exchanges in advance what quantity of shares is meant for which fund.The development comes as the regulator has noticed that some investors, especially mutual funds, are giving preference to flagship schemes over others, said the people cited above. The practice is more prevalent in capital market transactions such as initial public offerings (IPOs) and qualified institutional placements (QIPs).The regulator is pushing the framework as a move to enhance transparency in the capital markets. But institutional investors, especially foreign portfolio investors (FPIs), say it's fraught with several implementation issues.Sebi didn't respond to queries.The regulator has held discussions with various stakeholders on the matter in the past two months."There is currently no uniform industry practice for allocation of shares amongst various funds, but most of the fund houses prefer to buy the shares first and then allocate them," said one of the persons cited above. Sebi had proposed such a move in 2017 but put it on hold after several marquee FPIs expressed reservations."The FPI fund managers will be in violation of their fiduciary duties if they are forced to follow pre-trade allocations," said a leading Hong Kong-based fund manager who is a key functionary of the Asian Securities Industry and Financial Markets Association (Asifma), an FPI lobby group. "We have been told by Sebi during consultations that the problem is largely confined to local MFs that are misusing the lack of regulation in the matter. In such a case, FPIs should be kept out of the ambit of the new law." 73023644 According to market participants, the key issue with pre-trade allocations will be pricing of shares. Currently, the institutional investor buys shares in various blocks and while allotting them across the funds, makes sure that each one gets equity at the same average."If pre-trade allocation is allowed, funds will have to specify in advance how many shares are meant for which fund and hence the blocks will be allocated accordingly. The result would be different execution prices for different funds, since orders get placed at different times," said a leading MF executive. "This automatically puts a fund offered by the same AMC (asset management company) at a disadvantageous position compared to another."FPIs have a fiduciary duty to treat all funds managed by them equally. Allotting shares to different funds at different prices is against this, said a leading global custodian.FPIs are considered price movers as they tend to buy large quantities of shares. When such large demands come up, share prices see sharp swings.Trade allocations have been contentious across global markets. In the past, regulators in the US and UK asked fund managers to follow stricter allocation rules since they were seen directing shares bought at lower prices to proprietary books and others to public schemes. Hence, providing an equitable entry price has been made one of the fiduciary duties of fund managers.c

Mumbai: With the workforce transformed significantly over the last decade, a study has revealed that hiring is no more about recruitment but about attracting as there are increasing number of dropouts, and attrition rate has peaked beyond 22 per cent. About 78 per cent of companies in a survey admit that hiring and retaining has become more difficult compared to the previous year, according to 'The 2020 Talent Technology Outlook' study by research-backed innovative talent solution provider SCIKEY. Longer time to hire, increasing number of dropouts and attrition that has peaked beyond 22 per cent indicate that hiring has not just become expensive and difficult, but also the inability to attract right talent is impacting the business, the study showed. About 68 per cent of employees are partially or fully disengaged, leading to billions of dollars in productivity loss, it said. The study also showed that organisations in 2020 will wake up to this reality and see technology going beyond people-intensive hiring to a tech-driven and branding-focused initiative that will attract talent faster. Companies will deploy branding and marketing experts to spruce up their image that would strike the right note with their prospective workforce. Social media will start playing even more meaningful role in HR marketing. The study is an analysis of inputs from 100-plus C-suite and human capital leaders across four continents, including in India, by SCIKEY, through surveys, social media inputs, interviews and panel discussions. Further, it showed that expensive workforce will drive companies to hire more contractual and gig workforce. About 54 per cent of the respondents said they will use crowd resources in the next two years for some part of their business, it said. Unpredictability with full-time work will move more people to contractual or gig economy and with the availability of talent marketplaces, 2020 will start seeing the shift of employee and employer's mindset, it added.
