Tuesday marks the first anniversary of the Trump administration's "maximum pressure" campaign against Iran, which escalated further last week with new State Department findings that link the country's construction sector to its Islamic Revolutionary Guard Corps.

Why it matters: The maximum pressure policy has undoubtedly hurt Iran's economy, but it risks becoming a victim of its own success if dried-up revenues spark Iran to lash out further. Images appeared in a popular Chinese military magazine recently offering the first look at the country's upcoming air-launched ballistic missile, slung under the belly of an H-6N bomber. Observers noted its similarity to China's Dong Feng-15 missile, as well as Russia's Kinzhal.

The new edition of the magazine Modern Ships featured on its cover a drawing of Beijing's H6-N bomber carrying what seems to be an air-launched ballistic missile underneath its belly. The images reportedly note only that the plane's center-line pylon can be equipped with "large external objects," but observers have noted the weapon's incredibly similarity to the Dong Feng-15 ballistic missile already employed by China's People's Liberation Army Rocket Force (PLARF).

Iran is moving toward resuming significant uranium enrichment in its Fordo facility, which would be a prime target for the MOP in a conflict.

The U.S. Air Force is continuing to update its stockpile of 30,000-pound class Massive Ordnance Penetrator bunker busters, or MOPs, and bring older MOPs up to the latest standard, also known as the GBU-57E/B. This comes as Iran has announced that it will begin injecting uranium hexafluoride gas into centrifuges at its underground nuclear facility at Fordo – the kind of prospective target that drove the development of the MOP in the first place – a significant breach of the controversial 2015 international agreement over the country's nuclear program.

* Russia's Su-57 stealth fighter has gotten a badass codename from NATO, and it's something straight out of a Tom Clancy novel.

The latest Russian-5th generation "stealth" combat aircraft, the Sukhoi Su-57, was assigned an official NATO reporting name this week: "FELON"

NATO Reporting names provide a convenient and recognizable English language moniker for communicating Russian aircraft types. The names are assigned to equipment including weapons systems, ships, ground vehicles and aircraft by members of the North Atlantic Treaty Organization (NATO). The program will deliver 50 kilowatt (kW)-class lasers on a platoon of four Stryker vehicles in Fiscal Year 2022, an Army report stated.

Euronews: Europe has built barriers six times the length of the Berlin Wall since 1989

In the three decades since the fall of the Berlin Wall, European countries have built about 1,000 kilometres of border walls and fences.

That amounts to six times the length of the Berlin Wall, the Amsterdam-based Transnational Institute (TNI) flagged in a new report on Tuesday, adding that most have been built since 2015 when Syria's civil war — and the migrant crisis — was at its height.

"This time Europe is divided not so much by ideology as by perceived fear of refugees and migrants, some of the world's most vulnerable people," the report notes.

U.S. special operations forces who were targeting ISIS are leaving Syria. They're being replaced by infantry who are helping Syrian Kurds hold territory.

Though President Donald Trump ordered the withdrawal of U.S. troops from Syria, the next mission in the country has already begun. As troops have left northern Syria over the past few weeks, new soldiers have begun moving in, heading to a remote base in the eastern part of the country.

On the president's orders, many U.S. special operations forces who were targeting the Islamic State militant group — like the ones who executed the raid that killed ISIS leader Abu Bakr al-Baghdadi in late October — are leaving the country. Replacing them are infantry troops, including National Guard soldiers tasked with helping the Syrian Defense Forces (SDF) hold territory. NBC News got an exclusive on-the-ground look at their deployment.

Reuters: Nine Americans killed in Mexican ambush, Trump urges joint war on drug cartels

MEXICO CITY (Reuters) - Gunmen killed nine women and children in the bloodiest attack on Americans in Mexico for years, prompting U.S. President Donald Trump to offer to help the neighboring country wipe out drug cartels believed to be behind the ambush.

The nine people killed in Monday's daytime attack at the border of Chihuahua and Sonora states belonged to the Mexican-American LeBaron, Langford, Miller and Johnson families, members of breakaway Mormon communities that settled in northern Mexico's hills and plains decades ago.

A video posted on social media showed the charred and smoking remains of a vehicle riddled with bullet holes that was apparently carrying some of the victims on a dirt road when the attack occurred.

"This is for the record," says a male voice speaking English in an American accent, off camera, choking with emotion.

Reuters: Turks' support for Erdogan jumps after Syria operation, poll shows

ISTANBUL (Reuters) - Turks' support for President Tayyip Erdogan surged last month, when Ankara launched a military incursion in northeastern Syria to clear the Kurdish YPG militia from near its border, a survey by Metropoll showed on Tuesday.

Erdogan's approval rating rose by 3.7 percentage points in October to 48%, the survey showed, its highest level since shortly after presidential elections in June of 2018, which were held before last year's currency crisis took hold.

His disapproval rate fell 9.3 percentage points to 33.7%, its lowest level since a failed coup in July 2016. Some 18% of participants did not respond to the survey question or said they had no idea.

Sharp divisions between the rich and poor are fueling a global wave of unrest -- but that's just one of the grievances driving people onto the streets, according to a leading scholar of economic inequality.

Latin America's yawning wealth gap helps explain the protests that exploded in Chile last month, says Branko Milanovic, the former World Bank economist whose "elephant chart" -- named for the shape of its curve -- was celebrated for revealing the winners and losers from globalization.

But in the Middle East, the other region suffering widespread unrest and hardly any economic growth, he sees a different picture -- with anger directed at political systems that are shielding elites from any kind of change.

Protests have forced leaders in Lebanon and Algeria to resign, toppled the regime in Sudan and pushed Iraq's government to the brink of collapse. "I don't think we can put out a blanket story of inequality" to explain them all, says Milanovic, author most recently of "Capitalism, Alone" and a professor at the City University of New York.

He has been targeted by police raids, faced hefty fines and long jail terms. But a new poll has revealed that Russian opposition leader Alexei Navalny is barely on the radar in his home country.

Only 9% of Russians have a positive view of Kremlin critic Alexei Navalny's work, Russian media reported on Tuesday.

A poll conducted by the reputable Levada Center revealed that one in four Russians even have a negative view of Navalny's endeavors. The center quizzed over 1,600 Russian adults in both rural and urban environments in late October, according to the Interfax news agency.

Notably, 31% of the respondents said they did not care either way, and another 31% told researchers they did not know enough about Navalny's actions.

The 43-year-old activist serves as the leader of the "Russia of the Future" opposition party and is also the founder of the Anti-Corruption Foundation (FBK). The organization has faced repeated raids and investigations by Russian authorities after exposing high-profile graft inside the government.

New York Times: Sondland Updates Impeachment Testimony, Describing Ukraine Quid Pro Quo

WASHINGTON — A critical witness in the impeachment inquiry offered Congress substantial new testimony this week, revealing that he told a top Ukrainian official that the country likely would not receive American military aid unless it publicly committed to investigations President Trump wanted.

The disclosure from Gordon D. Sondland, the United States ambassador to the European Union, in four new pages of sworn testimony released on Tuesday, confirmed his involvement in laying out a quid pro quo to Ukraine that he had previously not acknowledged. The issue is at the heart of the impeachment investigation into Mr. Trump, which turns on the allegation the president abused his power to extract political favors from a foreign power.

Mr. Trump has consistently maintained that he did nothing wrong and that there was no quid pro quo with Ukraine.

WNU Editor: Here we go again. The media is again making a big case out of nothing. When I read Gordon D. Sondland's testimony, it is clear that he is just stating his opinion on what he felt was happening. He definitely did not provide any evidence on being told to get a quid pro quo. In fact, he does not even know who initiated this qui-pro-quo demand in the first place! And that sums up the problem with this entire process. Everyone is just giving their opinion while providing no evidence. But the evidence that has been provided is the opposite of the narrative that many in the media and Democrats want. We have the official remarks from the Ukraine President and Foreign Minister who have stated categorically that there was no pressure. We have the transcript itself that shows no evidence of pressure from President Trump on the Ukraine President to help the US government on a corruption case against the Bidens. And more importantly, Ukraine did get their aid, and they did not start an investigation on why the Biden family were the beneficiaries of an enormous amount of money for basically no work. So where is the case for impeachment?

RIYADH (Reuters) - Yemen's Saudi-backed government and southern separatists signed an agreement on Tuesday to end a power struggle in the south of Yemen that Saudi Arabia's crown prince hailed as a step toward a wider political solution to end the multifaceted conflict.

The stand-off had opened a new front in the more than four-year-old war and fractured a Saudi-led coalition battling the Houthi movement that ousted the government of Abd-Rabbu Mansour Hadi from the capital, Sanaa, in the north in late 2014.

Saudi Arabia's envoy to Yemen told reporters that the pact, reached after more than a month of indirect talks in the kingdom, would see the separatist Southern Transitional Council (STC) join a new cabinet along with other southerners and all armed forces would be placed under government control.

The Guardian: Cowed and outgunned: why Mexico's police 'don't stand a chance' against drug cartels

The 14 October massacre that left 13 state police dead was just one extreme episode of violence in a recent litany of horrors

At first glance, the human skull lying beside the road looked like a piece of rubbish. Once spotted, it was impossible to ignore: charred, broken and punched through with a bullet hole.

Around it, a carpet of bullet casings was scattered across the street which runs through the middle of the village of El Aguaje in Mexico's western state of Michoacán.

Bones and bullets bore witness to the intensity of a ferocious cartel ambush which two days earlier had killed 13 state police officers and wounded nine.

"It was crazy to send them here like that," said a young mother who lives a block away from the ambush and asked not to be named. "They were sent to the slaughter."

And the fact that – more than 48 hours after the attack – human remains and ballistic evidence still lay in the open suggested that any investigation of the crime scene had been cursory and carried out in a state of panic.

The older sister of the slain leader of Islamic State (ISIS), Abu Bakr al-Baghdadi ,has been captured in northwestern Syria during a raid on Monday, according to a senior Turkish official who called the arrest an intelligence "gold mine."

Rasmiya Awad, 65, is suspected of being affiliated with the extremist group, the Turkish official said without elaboration.

LOCKHEED SR-71 BLACKBIRD Role: Strategic reconnaissance aircraft Manufacturer: Lockheed, Skunk Works division Status: Retired The Lockheed SR-71 Blackbird is a long-range, Mach 3+ strategic reconnaissance aircraft that was operated by the United States Air Force.[1] It was developed as a black projectfrom the Lockheed A-12 reconnaissance aircraft in the 1960s by Lockheed and its Skunk Works division. Renowned American aerospace engineer Clarence "Kelly" Johnson was responsible for many of the design's innovative concepts. During aerial reconnaissance missions, the SR-71 operated at high speeds and altitudes to allow it to outrace threats. If asurface-to-air missile launch was detected, the standard evasive action was simply to accelerate and outfly the missile. The SR-71 was designed to have basic stealth characteristics and served as a precursor to future stealth aircraft. The SR-71 served with the U.S. Air Force from 1964 to 1998. A total of 32 aircraft were built; 12 were lost in accidents with none lost to enemy action. The SR-71 has been given several nicknames, including Blackbird and Habu. It has held the world record for the fastest air-breathing manned aircraft since 1976; this record was previously held by the relatedLockheed YF-12.

During the Cold War, this plane could fly higher and faster than any other -- and 55 years after its first flight, it still does.

The Lockheed SR-71, designed in secrecy in the late 1950s, was able to cruise near the edge of space and outfly a missile. To this day, it holds the records for the highest altitude in horizontal flight and the fastest speed for a non-rocket powered aircraft.

It was part of a family of spy planes built to venture into enemy territory, without being shot down or even detected, in a time before satellites and drones.

The black paint job, designed to dissipate heat, earned it the nickname Blackbird, and paired with the sleek lines of the long fuselage, made the plane look unlike anything that had come before -- a design that hasn't lost any of its brilliance.

Conservative Politician Stabbed in Hong Kong as City Gears Up for Tense Elections

A conservative lawmaker has been stabbed in Hong Kong in another sign of the worsening political climate in the enclave.

Local media reported that Junius Ho, 57, was stabbed in the chest Wednesday by an unidentified suspect while campaigning in local elections in a northern suburb. Ho was lucid after the attack and is expected to undergo surgery. The injury is reportedly not life threatening.

Two of Ho’s assistants were also taken to hospital, along with the suspect, who has been arrested.

“This morning is a dark day in Hong Kong’s district council elections. A candidate was intentionally assaulted by an attacker. There is no order in elections left,” Ho said afterward, in a statement issued by his office that was quoted in local media.

The attack on Ho comes just a day after a man was charged for biting off part of the ear of a pro-democracy politician and attacking others with a knife after a heated political row outside a shopping mall. In recent weeks, at least two other democracy campaigners have been attacked and hospitalized—legislator Roy Kwong and activist Jimmy Sham.

In a video of the attack on Ho posted online by a colleague, a grinning man can be seen presenting a floral bouquet to Ho while saying “Everybody recognizes your efforts.” Ho suggests that the two of them take a picture together. The man appears to be reaching into his bag to produce a phone but instead pulls out an object and lunges suddenly at the lawmaker.

Ho has been a deeply divisive figure in Hong Kong after he was purportedly caught on video in July shaking hands with men suspected of attacking anti-government protesters. In the wake of the furore, Ho’s office was ransacked and his parents’ graves desecrated.

The head of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), the territory’s largest pro-establishment party, is meanwhile said to be meeting with top officials to call for greater security during the district council elections. The DAB has reportedly logged scores of incidents of vandalism and harassment of its candidates in the past month.

DAB chair Starry Lee told reporters at a press conference Wednesday “We are in the process of a violent election.” She said that the government had not “fulfilled their responsibility of ensuring a fair and just election, and as candidates we are very worried they will have no measures that will allow us to trust them.”

Lee also called the elections “unfair,” but it is likely they will proceed. Gary Tang, an assistant professor of social science at the Hang Seng University of Hong Kong, told TIME that postponing the vote would “give an impression to the public that the pro-establishment wants to preserve their dominance in the district councils, which they currently enjoy.”

Hong Kong’s district councils are low-level bodies, charged with neighborhood issues, but elections to them—slated for Nov. 24—are being seen as a bellwether of support for the increasingly violent anti-government protests that have rocked the enclave for five months. Some analysts predict that conservative parties are in for a tough fight.

“The pro-establishment are disadvantaged in this political climate,” said Tang. “No matter how much they have served their community, if they are pro-establishment, they are disadvantaged”

Prominent activist Joshua Wong attempted to run in the elections but was barred over his sometime support for self-determination—seen by Beijing as tantamount to advocating secession for the former British possession, which was retroceded to China in 1997 after 156 years of colonial rule.

Beijing has thrown its backing behind Hong Kong’s beleaguered administration in its efforts to contain the unrest. China’s president, Xi Jinping, held an unscheduled meeting Monday with Hong Kong’s top official, Carrie Lam, and reportedly demanded “unswerving efforts to stop and punish violent activities” in Hong Kong, while also calling for “dialogue with all sectors.”

Lam is scheduled to meet the Chinese leader in charge of Hong Kong affairs, Vice Premier Han Zheng, on Wednesday.

Three Protestors Have Been Killed in Clashes as Authorities Try to Reopen Iraq’s Main Port

(BAGHDAD) — At least three anti-government protesters have been killed in clashes with security forces in southern Iraq, officials said Tuesday, as authorities tried to reopen the country’s main port, which had been blocked by demonstrators for three days.

Security and medical officials said a protester was killed and eight more were wounded in Umm Qasr, a key oil terminal on the Persian Gulf. The Iraqi High Commission for Human Rights, a semi-official agency, said two people were killed and 23 wounded in clashes in the town of Shatrah, north of the southern city of Nasiriyah.

The officials, who spoke on condition of anonymity because they were not authorized to talk to reporters, said security forces in Umm Qasr fired live ammunition and tear gas, and that protesters seized an armored vehicle. Video showed dozens of protesters running on a road near the port with gunfire crackling in the distance.

“This is Iraqi blood on the ground!” one of the protesters screamed. “Iraqi blood is being spilled because of this rotten government.”

Security forces in Iraq have killed at least 267 protesters in two major waves of anti-government demonstrations since Oct. 1 in Baghdad and across the mostly Shiite south. The protesters want an overhaul of the political system established after the 2003 U.S.-led invasion, accusing the government and major parties of corruption and incompetence in dealing with the economy and unemployment.

In southern Iraq, protesters have ransacked and torched the offices of political parties linked to Iran. After the clashes in Shatrah, protesters set fire to the homes of three local members of parliament, according to protesters and media reports. Other protesters said there were clashes between demonstrators and security forces on Tuesday night in the Shiite holy city of Karbala, where protesters attacked the Iranian Consulate earlier this week.

The protesters spoke on condition of anonymity because of security concerns.

In Baghdad, protesters crossed a Tigris River bridge on Monday and clashed with security forces near the headquarters of state-run TV and the office of Prime Minister Adel Abdul-Mahdi. At least five protesters and a member of the security forces were killed, and scores were wounded. The protesters set tires and trash containers ablaze within 500 meters (yards) of the offices, sending huge clouds of black smoke into the sky.

Netblocks, a group that monitors worldwide internet access, reported a major shutdown by Iraqi authorities overnight, with usage in Baghdad and southern Iraq dropping to 19% of normal. It said the internet was partially restored early Tuesday, but that “some networks are still offline and social media and messaging apps remain blocked or degraded.”

Authorities shut down internet access and blocked social media sites several times during the protests in October, but Netblocks said the latest shutdown was the most severe yet.

Abdul-Mahdi has expressed support for the protesters’ demands and condemned violence on all sides while resisting calls to step down. He has urged protesters to reopen roads so that life can return to normal, saying the disruptions are costing billions of dollars.

He met with senior judicial and security officials at the Federal Police Headquarters late Monday to discuss how to restore stability while preserving the right to protest and to protect private property, a government statement said.

The British Embassy urged Iraq’s government to ensure security forces “protect protesters and act appropriately.” It said on its Facebook page: “Peaceful protest is the right of the Iraqi people. Violence against them is unacceptable.”

U.S. Secretary of State Mike Pompeo said last week that Iraq’s government should listen to the protesters’ “legitimate demands.”

Iraqi politics are dominated by Shiite Islamist parties, many with close ties to Iran. The protesters, who mainly come from the Shiite majority, say their leaders have enriched themselves while letting the economy and public services deteriorate.

Despite Iraq having the world’s fourth-largest proven oil reserves, Baghdad and other cities still suffer frequent power cuts and the tap water in many areas is undrinkable.

Air Pollution Turned India’s Capital Into a ‘Gas Chamber.’ It’s Part of a Global Trend Killing 7 Million Prematurely Each Year

Air pollution levels in India’s capital have soared to hazardous levels this week, leaving a toxic grey haze hanging over the city and causing poor visibility. The pollution has been so pervasive that national monuments were largely obscured by thick smog. Many who venture outside suffer teary eyes and troubling coughs.

Delhi was already considered one of the world’s most polluted cities, and it’s only gotten worse this month. Air quality deteriorated so significantly that the local government declared a public health emergency, schools were shut down, and flights were cancelled. By one estimate, breathing Delhi’s air for one day has the health impacts of smoking at least 25 cigarettes. Although Delhi typically experiences marked increases in air pollution around November, this year’s pollution prompted Delhi’s Chief Minister, Arvind Kejriwal, to call the city a “gas chamber.”

A ‘perfect storm’

Delhi typically experiences “striking spikes in air pollution” in the late-fall early-winter time period, although the deterioration of air quality this year is particularly concerning, Vijay Limaye, climate change and health science fellow at the Natural Resources Defense Council who has been studying air quality in India, tells TIME.

“We’re exceeding the measurement capabilities” of some of these pollution particle sensors, Limaye says, explaining that the pollution levels were “effectively off the charts.” A combination of human and environmental factors, including agricultural crop burning to clear fields and fumes from passenger and freight vehicles, combined to create a “perfect storm of pollution,” Limaye says.

The weather — slowing winds and stagnant air — also allowed for a build-up in pollution. The grey skies also come less than a week after Diwali, which is celebrated by many with fireworks — even though the Supreme Court has banned most of them.

Public health experts and politicians are concerned by the magnitude of pollution, with Delhi’s chief minister Arvind Kejriwal saying on Nov. 1 that the city had turned into “into a gas chamber.”

Eric Holthaus, a meteorologist, tweeted that New Delhi was facing a “climate emergency.”

Government intervention

As many Delhi residents stayed cooped up indoors, India’s government and courts ordered short-term measures aimed at curbing pollution and keeping the public healthy. At least five million masks were distributed, according to Kejriwal. The Supreme Court weighed in on Monday, accusing state authorities of “passing the buck” on dealing with the crisis.

The Supreme Court also ordered a ban on farmers burning crop stubble to clear their fields in nearby states. The government’s environmental monitoring agency found that satellite pictures showed more than 3,000 incidents of such agricultural burning in neighboring states, amounting to almost half of the city’s pollution, Reuters reported.

“Delhi is choking every year and we are unable to do anything,” said Supreme Court Justice Arun Mishra, according to the BBC.

The government also called for a two-week “odd-even” license plate program to reduce the number of cars on the road; vehicles with an odd-number license plate would only be allowed to travel on odd dates, while those with an even-number license plate would only be allowed to travel on even days. Authorities said the restriction will lead to a reduction of almost 1.2 million registered vehicles in New Delhi every day, according to the Associated Press.

The current levels of air pollution in Delhi is particularly dangerous because of the presence of tiny particulate matter referred to as PM 2.5. These particles are “many times smaller than the diameter of a strand of human hair,” Limaye says. They are “extraordinarily damaging because they can bypass our natural defense mechanisms — coughing or sneezing or swallowing — to get deep into the respiratory tract and actually enter our lungs and bloodstream,” he explains.

The peak levels of pollution in Delhi early November far surpass the WHO’s standards for PM 2.5 levels. On Nov. 3, the level of PM 2.5 was more than 23 times higher than the corresponding WHO air quality guidelines, according to data from the Indian Central Pollution Control Board.

Smog is not uncommon in India’s capital, where pollution levels reach such high levels that visibility is reduced and it is hard to make out the color of traffic signals. India has long exceeded the WHO’s standards for air pollution. A study in Lancet Planetary Health found that in 2017 the average pollution PM 2.5 level across India was nine times the annual mean measure recommended by the WHO and that outdoor exposures to these small particles resulted in 670,000 deaths in 2017. That’s a size-able proportion of the total 2.94 million global deaths from outdoor PM 2.5 pollution exposures that same year, according to the Institute for Health Metrics and Evaluation.

Twenty-two of the world’s 30 worst most polluted cities are in India, according to a 2018 study from AirVisual and Greenpeace.

Air pollution, a global ‘menace’

India’s battle with toxic air reflects a global trend of rising air pollution levels. Juan Jose Castillo, a regional advisor in air quality and health at PAHO/WHO tells TIME that more than 90% of cities in the world are “exposed to pollution levels that are beyond the air quality guidance from WHO.”

This kind of pollution is a “global menace,” he adds, noting that “we can absolutely say that air pollution is increasing globally.” And the effects are dire. About 7 million people worldwide die prematurely each year from air pollution related diseases, according to a 2018 UN report — with 4 million of these deaths occurring in Asia-Pacific.

Air pollution is associated with several serious health issues, including heart attacks, asthma attacks, heart disease and lung cancer. What’s more, “The science tells us that health risks related to pollution exposure increase the longer someone is outside,” Limaye says. But he adds that even short-term exposure to these small particles is enough to cause serious long-term health problems. Dr. Salil Sharma, a throat specialist, told the AP that 95% of his patients over the last 10 days are sick because of the pollution.

The global air pollution crisis is connected to climate change, explains Limaye. “They are linked problems with linked solutions,” he says, explaining that higher temperatures can drive up some types of air pollution. The forces that are driving air pollution, like fossil fuel combustion, is “the same driver of carbon pollution that is exacerbating global climate change,” he says.

So transitioning to cleaner renewable energy sources isn’t just about dealing with an “existential long term global threat” but can reap immediate public health benefits that can also help save on health care costs. “We need short term actions — the odd-even scheme, distributing masks, really dramatic action,” Limaye says. “But we also need sustained work to address the underlying problem and in doing so we can tackle the climate crisis. It’s really a win-win for climate mitigation and for public health.”

9 U.S. Citizens, Including 6 Children, Were Killed in an Ambush in Mexico. Here’s What We Know So Far

The killing of nine U.S. citizens—six children and three women—from a Mormon community in northern Mexico has caused outrage on both sides of the border.

Five other children were wounded, according to the U.S. State Department, and were taken across the border in Phoenix, Ariz.

Mexican officials say a drug cartel was behind the attack, though it’s not clear whether the family members were the intended targets or the victims of mistaken identity.

Here’s what we know so far about the attack.

What do we know about the attack?

The women and children—who were U.S. citizens—were traveling from Bavispe in the state of Sonora, Mexico—about 70 miles south of Douglas, Ariz.— to Janos, Chihuahua on Monday night in two separate vehicles. In a mountain range at the state line, authorities say they were ambushed by attackers who opened fire on their vehicles and set them on fire.

Video shared on Facebook shows one of the SUVs riddled with bullet holes and still smoldering. A man’s voice can be heard saying, “This is for the record. Nita and four of my grandchildren are burnt and shot up.”

A relative of the family named Julián LeBarón contacted the Mexican national guard for help, according to Mexico’s Security Secretary Alfonso Durazo. The national guard was deployed from the nearby towns of Janos, Moctezuma and Casas Grandes to search for survivors, according to Durazo.

Relatives shared on Facebook that at least one of the children attempted to walk back to town to find help after hiding his injured siblings in bushes.

Six children survived, according to Mexican authorities. Five of the children were in stable condition at a hospital in Phoenix. One child is being treated for a bullet wound to the back.

Mexican President Andrés Manuel López Obrador told reporters that the attack happened at 1:30 a.m. on Tuesday. The authorities said that the attackers might have misidentified the vehicle as belonging to a rival cartel, but Obrador added it is too soon in the investigation to be certain.

The region has a long history of cartel violence and many have been attacked there, Obrador said, including a police chief who was shot and killed more than a decade ago.

What do we know about the victims?

The victims were reportedly members of an offshoot of The Church of Jesus Christ of Latter-day Saints.

Jhon LeBaron, who said he was related to the victims, wrote in a Facebook post, “On the morning of November 4th, 2019, three mothers in three vehicles, with fourteen children between them, set out from LaMora, a small family community in the mountains of northeastern Sonora… We lost 9 today. Right now we are waiting, for the morning, for answers, for justice.”

They have not been named officially, though family members have posted pictures of the dead on Facebook and identified them.

They are three women age 29, 30 and 43; and six children including 8-month-old twins; two boys, ages 2 and 12; and two girls, ages 10 and 11.

LeBaron also identified the survivors as ranging in age from 7 months to 14 years old.

At least one GoFundMe account has been set up by a friend of one of the victims. It has raised close to $40,000 as of Tuesday afternoon.

How has the Mexican government responded?

The Mexican president told reporters Tuesday that, “Violence cannot be met with violence,” and urged for peace instead of retaliatory attacks.

Sonora Gov. Claudia Pavlovich Arellano said on Twitter that her office would be collaborating with authorities to ensure those responsible are found.

“As a mother, I feel anger,” she said. “And a profound pain for the cowardly acts committed in the mountain range between Sonora and Chihuahua. I don’t know what kind of monster could hurt women and children.”

César Peniche Espejel Attorney General for the Mexican state of Chihuahua said in a statement that the agency has deployed resources to help in investigation and has been in touch with at least one family member.

Mexican authorities have recently been struggling to contain cartel violence. In October, authorities botched the arrest of Ovidio Guzmán, the son of Joaquin “El Chapo” Guzmán, when hundreds of gunmen attacked security forces in Culiacán where Ovidio was held.

How has the U.S. government responded?

President Donald Trump tweeted about the attack Tuesday morning, “A wonderful family and friends from Utah got caught between two vicious drug cartels, who were shooting at each other, with the result being many great American people killed, including young children, and some missing.”

“The great new President of Mexico has made this a big issue, but the cartels have become so large and powerful that you sometimes need an army to defeat an army!” Trump continued.

“I haven’t seen President Trump’s message, but I’m sure the contents of it have to do with cooperation and aren’t disrespectful,” Obrador said on Tuesday.

“In the President’s Nov. 5, 2019, phone call with President Lopez Obrador, the leaders agreed that the United States and Mexico will cooperate closely with Mexico to ensure the perpetrators face justice. For example, the FBI has offered assistance to the Mexican authorities,” a State Department spokesperson said in a statement.

U.S. Ambassador to Mexico Christopher Landau tweeted in Spanish that “the safety of our fellow citizens is our top priority. I am closely following the situation in the mountain range between Sonora and Chihuahua.”

“We offer our sincerest condolences to the families on their loss. We are closely monitoring local Mexican authorities’ investigation, and as President Trump and [Secretary of State Mike] Pompeo have stated, we offer to support this investigation,” the State Department spokesperson’s statement continued.

The State Department classifies Mexico as a Level Two travel advisory, and Sonora, the region of Mexico where the attack occurred, as Level Three, suggesting Americans reconsider traveling to the area.

Per the State Department’s website, “Sonora is a key location used by the international drug trade and human trafficking networks. However, northern Sonora experiences much lower levels of crime than cities closer to Sinaloa and other parts of Mexico.”

What is the history of Mormonism in Mexico?

The Church of Jesus Christ of Latter-Day Saints first began sending Mormon missionaries into Mexico into the 1870s, but Mormon colonization in Mexico began in the 1880s during the height of the U.S. government’s crackdown on polygamy, W. Paul Reeve, a professor of Mormon Studies at the University of Utah, tells TIME.

“You had federal marshals scouring Utah territory and over 1,000 men and some women who were sent to prison for practicing polygamy,” he says. So church leadership began to look for places of refuge across U.S. borders.

Some Mormon polygamists moved into northern Mexico, and some moved into southern Canada in the 1880s. They established “some fairly thriving communities in northern Mexico,” Reeve said, but they were upended by the Mexican Revolution of 1910.

During the Mexican Revolution there was substantial anti-American sentiment, and the Mormons who had moved there were seen by many as more American than Mexican. “By 1912 they were violently driven from their homes and returned back into the United States,” Reeve explains.

Most of those Mormons stayed in the U.S. after the revolution ended, but some returned to Mexico.

Reeve points out that at this point the Church of Jesus Christ of Latter-Day Saints officially abandoned the practice of polygomy long ago. In 1904, Joseph F. Smith announced that any member of the church who practiced polgomy would be excommunicated.

About Mangalore University

Mangalore University which was established in the year 1980 is a public university that offers Post Graduation (PG) and Research programmes in various faculties including Arts, Science and Management. Mangalore University which is an affiliated university has more than 190 colleges under its jurisdiction including two constituent colleges, one at Mangalore and another at Madikeri, taken over by the University from Government of Karnataka in 1992.

About Jiwaji University

Jiwaji University Gwalior is started on 23rd May 1964. Ist established through M.P. Govt. Ordinance no. 15 of 1963. About HCRAJ:

The Rajasthan High Court is the High Court of the state of Rajasthan. It was established on 21 June 1949 under the Rajasthan High Court Ordinance, 1949. The seat of the court is at Jodhpur. The court has a sanctioned judge strength of 50. View of the Rajasthan High Court, Sardar Museum in Umaid Park and upper right is Jodhpur fort in 1960. There were five High Courts functioning in the various units of the States – at Jodhpur, Jaipur and Bikaner, the High Courts of former Rajasthan and Matsya Union, before the unification of the Rajasthan.

The Rajasthan High Court Ordinance, 1949 abolished these different jurisdictions and provided for a single High Court for the entire State. The High Court of Rajasthan was founded in 1949 at Jaipur and was inaugurated by the Rajpramukh, Maharaja Sawai Man Singh on 29 August 1949, later on after complete integration of Rajasthan in 1956 it was moved at Jodhpur with the recommendation of Satyanarayana Rao committee.

Google, Facebook's tax bill could shoot up if India has its way

NEW DELHI: India has sought changes in the Organisation for Economic Cooperation and Development (OECD) proposal on digital taxation, saying it would deny the country its proper share of taxes from multinationals such as Google, Facebook, Uber and Netflix, which generate substantial revenues locally.The government has proposed a more balanced principle for the taxation of such companies based on place of revenue generation."We want a fair share in revenues that accrue to the company from the country," said a government official aware of the development. India has submitted its concerns to the body. The OECD had on October 9 released a draft on taxing digital companies for public comment. Discussions on the proposal are to be held on November 21-22. All countries have to agree for the rules to be enforced.India imposed a 6% equalisation levy on online advertising in 2016. Under this, the levy is withheld by the recipient of services from the payment it's making for services. 71931562 The proposed OECD formulation will mean India getting little revenue despite the large digital and business presence of companies, the official said. This is because only "residual profit" will be apportioned among the countries where a company has its markets. The government is of the view that multinational companies derive large revenues from countries such as India via their digital presence, without having a physical one, and has questioned the distinction between "routine profit"— which accrue due to physical presence — and "residual" profit."We cannot back this formulation," the official said. For example, a cab aggregator operating via a mobile app has its core technology base in one country and software base in another but makes money in countries such as India.Size of BusinessThe latter will only get a small part of the profit under the OECD proposal, the government argues. There is also the matter of how the size of business will be determined — using employees, assets or sales.The Indian method focuses on revenue, wherein income is apportioned to each jurisdiction in line with operations there, which the official said would be fair to everyone and simpler to operate.On the other hand, in the case of outbound business from India — IT and software companies that export their services and products to developed markets, for instance — it is possible that residual profits will be attributed to markets there, thereby reducing taxable profits in the home country. There are also questions about the kind of businesses that will be covered, the official said.Companies basing themselves in low-tax jurisdictions for tax avoidance is referred to as base erosion and profit shifting (BEPS). The term Google tax refers to measures aimed at combating this and ensuring that companies pay what they owe in line with revenue generated locally."Requirements of both developed and developing nations should be kept in mind, while arriving at a unified approach to ensure that divergent interests are adequately aligned and protected," said Vikas Vasal, national leader tax, Grant Thornton in India."Consensus will be driven by how these formulae reallocate the non-routine profit to the market countries," said Rohinton Sidhwa, partner, Deloitte India.

The fight for Mumbai airport gets intense

MUMBAI: Adani Properties wants the deadline for closing its proposed acquisition of Bidvest's stake in GVK-controlled Mumbai International Airport Ltd. to be extended by three months to February 2020.The company is willing to deposit the entire amount in a no-lien bank account if the transaction deadline is postponed to February 7 from November 7, Darius Khambata, senior counsel for Adani Properties, said in the Bombay High Court on Tuesday.Bidvest agreed in April to sell stake to Adani Properties by September 30 for Rs 1,235 crore. Adani Properties approached the court to restrain Bidvest from selling its stake to any other party. GVK had exercised its right of first refusal to buy Bidvest's holding.After hearing arguments from all the parties, Justice AK Menon reserved the matter for order on November 6. "We are seeking an injunction against Bidvest to sell their shares to anyone," argued Khambata. "GVK has failed to purchase shares from Bidvest and the other stakeholder AAI (Airports Authority of India) has made it clear that they are not interested to acquire those shares and hence there is nothing that can stop Bidvest to sell those shares to us."The Gautam Adani-controlled company is also seeking court intervention to appoint Bidvest as the 'constructive trustee' to make sure that GVK and the AAI abide by the right of first refusal to sell their stakes to them.Countering this, Ravi Kadam, senior counsel for GVK, argued that the company has deposited the money in an escrow account on October 30."This is just an attempt by the petitioner (Adani Properties) to cut short my right of first refusal. The agreement between Adani and Bidvest clearly says that their right will kick in only if I fail to perform," Kadam said.Senior counsel Janak Dwarkadas, who appeared for Bidvest, observed that the company is in a situation where there are two suitors with no money.After GVK delayed its payment, Bidvest approached the Delhi High Court and was allowed to move an arbitration tribunal, which gave GVK until Octoberend to make the payment."Currently, the arbitration tribunal has restrained us from selling shares until November 24," added Dwarkadas.The GVK Group raised over Rs 7,600 crore to reduce debt and acquire a 23.5% stake in MIAL, according to a company stock exchange filing on October 27.Currently, South African investors Bidvest and ACSA hold 23.5% in MIAL, GVK owns 50.5% and AAI owns the remainder.

FM hints at ushering in reforms which couldn't take off earlier

Less than a year into his first term as Prime Minister, Narendra Modi came to Mumbai to address India's financiers to mark the 80th anniversary of the establishment of the central bank. The central theme of Modi's emotional speech was financial inclusion. "I come as a representative of the poor, underprivileged, marginalised and tribals; I am one among them; I seek on their behalf, and trust you will not disappoint me."Four summers have passed since, and India has made some progress on bringing banking to those hitherto excluded from formal financing. Jan Dhan accounts and the Mudra scheme have sought to enhance financial inclusion at the individual level, gains that can't be denied by the staunchest critics. But a credit crisis and question marks over debt-service cover have restricted fund access to a majority of Indian businesses below the top tier, despite abundant liquidity with high-street lenders. And that has raised the weighted average cost of capital for innumerable businesses now battling with the cost of working capital debt running into high teens.The problem appears to affect small and medium businesses across industries. A mid-sized SME in the business of chemical exports approached one of India's largest lenders for a working capital loan. But little did the SME borrower know that this will increase the interest outgo to 15.5% from 14.2%, with a warning that the facilities could be withdrawn within three months. While the SME was lucky to even secure a loan, albeit at much higher rates, several of its other counterparts had their requests turned down as the state-owned bank has decided to withdraw the banking facilities for lower-rated businesses due to higher perceived risks.REJECTION RISKRisk aversion is the new guiding principle in Indian banking today, reflecting the decline in credit growth numbers. Loan growth remained tepid in the fortnight ended October 11, signaling that the loan melas that kicked off this month are yet to translate into significant disbursals."A lot of contraction in credit is related to the fact that mutual funds have withdrawn, non-banking lenders have withdrawn ... there is a huge contraction ... because some have burnt their fingers. You are seeing withdrawal of credit from the system. The problem is that most corporates are also not borrowing as much as they did in the past," said Amitabh Chaudhry, CEO of Axis Bank.Credit increased 8.8% compared with 14.4% in the same period a year ago. The latest monetary policy report by the Reserve Bank of India (RBI) also revealed that overall financial flows to the commercial sector have declined sharply, by around 88%, in the first six months of FY20.According to the latest RBI data, the flow of funds from banks and non-banks to the commercial sector has been Rs 90,995 crore in 2019-20 so far (April to mid-September) against Rs 7,36,087 crore in the same period last year."On the funding side, lenders have been selective. Even though many non-banking financial institutions have reduced their shorter-tenure borrowings and increased onbalance sheet liquidity, interest from institutional investors in the debt capital market has remained tepid. A significant reversal in this trend is unlikely in the near term even as bank funding has not yet fully bridged the gap," said Krishnan Sitaraman, senior director, CRISIL Ratings.At Axis Bank, 84% of its corporate exposure by value is rated A or better. At the end of the September quarter, exposure to AAA-rated corporates comprised 14% of its corporate book, while AA was 40%, A was 30% and BBB was 13%. Over 95% of fresh originations in the first half of fiscal 2020 were to corporates rated A- and above.At ICICI Bank, over 66% of its overall loan book comprised assets rated A- and above. While nearly 30% of the loans were in the BBB+, BBB and BBB- category. Only 1.6% of the overall loans were to firms below investment grade. About 90% of the disbursements in the first half of FY20 in the domestic and international corporate portfolio of the bank were to corporates rated A- and above."Bank credit growth continues to languish, with similar trends observed in the NBFC space. There has been a fall in consumption demand, especially in home loans, auto and service segments; and decline in industry credit, primarily on account of risk aversion on the part of banks to lend to MSMEs," said Suresh Ganapathy of Macquarie. 71932220 MSMEs IN THE WHIRLPOOLThe Modi government, in its second innings, has been pushing credit to small businesses, but most banks have seen a spike in bad loans in that segment. CIBIL data showed that in just three months, the total onbalance sheet commercial lending exposure to this segment declined to Rs 63.8 lakh crore in June from Rs 65.5 lakh crore in March.According to Capital Line data, 1,127 companies out of over 4,500 listed companies have ratings that range between BB, C and D."The decision-making has been passed on to the lowest level in the chain to avoid taking responsibility in the event of future defaults; people at lower levels of management are also not taking calls due to these concerns," said Sridhar Ramachandran, chief investment officer (CIO) at IndiaNivesh Renaissance Fund that buys distressed assets.Poor monetary policy transmission has also affected businesses. RBI data showed that the response of banks to the cumulative reduction in the policy repo rate by 110 bps during the easing cycle of monetary policy starting from February 2019 has been muted so far. While the weighted average lending rate (WALR) on fresh rupee loans decreased by only 29 bps (February-August 2019), WALR on outstanding rupee loans, in contrast, increased by 7 bps over the same period. The inadequate transmission essentially reflects slow adjustment in bank term deposit rates.TRUST DOESN'T COME EASYSo, where does this risk aversion stem from? It has been almost a year since IL&FS collapsed, leaving behind a wave of destruction in the non-banking sector, which is now struggling with asset quality issues. The biggest names like mortgage lender DHFL, ADAG Group and Zee Enterprises have added to banks' woes that are struggling to ensure proper asset quality.CRISIL data showed that the nonbanking crisis has worsened the problem. The wholesale loan book of non-banks —comprising nonbanking financial companies (NBFCs) and housing finance companies (HFCs) — de-grew further by 3-5% in the first half of fiscal 2020, following a de-growth of 2% in the second half of fiscal 2019. This comes on the back of a 32% compound annual growth rate (CAGR) between fiscals 2016 and 2018; and a 11% growth in the first half of fiscal 2019. With disbursements sluggish in the first half of this fiscal, prospects for the current year are subdued."Bad news keeps coming from this sector. Look at DHFL, it has only got worse. At IL&FS, only Rs 20,000 crore of the problem has been solved. In the meantime, some more companies have defaulted. First, it started with liquidity. Now, we see asset quality issues. The moment I suspect that, I want to run away from you. Because I start believing your equity is wiped out. They are all leveraged ... you only have to get 8-10% of your loans wrong for the crisis," said Axis Bank's Amitabh Chaudhry.And the worries are not unfounded. According to an analysis by Fitch Ratings, Indian banks would face a capital shortfall of about $50 billion in the event of a systemic crisis in non-banking financial companies. As per a stress test that assumed 30% of banks' NBFC exposure could go bad, such an occurrence would reverse the recent progress that banks have made in reducing their NPL ratios. In fresh estimates, Fitch said that the banking system's gross NPL ratio would rise to 11.6% by FYE21 from 9.3% at FYE19 compared with its baseline expectation of a decline to 8.2%."There have been pockets of business in India which are needed to clean the shirt. We need more clean white shirts and I think there is sensitivity in the system to ensure that while we clean the white shirt, we take efforts not to tear the white shirt. So, I would like to believe that we are moving forward, in a manner, towards the cleaner white shirt; hopefully, not at the white shirt," Uday Kotak, MD, Kotak Mahindra Bank, said in an earnings call with investors last week.SAFETY CATCHThe banking system is sloshing about with liquidity that is in excess of Rs 2.3 lakh crore, clearly indicating two things: One, there is a demand side problem and banks want to toe the line to avoid past mistakes. With slow credit offtake, banks have once again begun parking money in safehaven investments. RBI data showed that banks held excess SLR of 6.9% of net demand and time liabilities on August 30 this year compared with 6.3% at the end of March.Banks are also busy chasing assets that are rated BBB- and above. But in this race, what they forget is that 50-60% of SME assets are below BB - that is non-investment grade."I think we must be far more focused on so-called AAA-rated corporate… we do our own credit analysis before blindly accepting a rating agency that says it is AAA," says Kotak. "We do believe one of the biggest problems in India has been concentration risk. And therefore, however good a AAA corporate may look today, we have much tighter norms on concentration risk compared to probably many other players. And it is something which has stood up in good stead over a long period of time. Because this is an environment, you just have to look at the last 12 months, how many AAAs have become D."FEAR OF THREE CSHistorically, banks have accused the three Cs — CBI, CVC and CAG — for digging out cases of lending malpractices with the power of hindsight. While the conviction rate has been poor in most cases, a lot of these cases also raise eyebrows over poor lending decision by banks."Banks should answer how they funded Rs 50,000 crore to Bhushan Steel for a company having a net worth of hardly Rs 5,000 crore. How can banks blame the investigative agencies?" asked Sridhar. "This is a foolish argument, look at the balance sheet of the company and you would know that bankers fell for some foolish dreams sold by the promoter."

Kolkata: Stagnant or lower festive season sales of entry-level television and appliances like semi-automatic washing machines and single door refrigerators have seen a huge pile-up of stock of these products prompting consumer electronics companies to cut production by up to 30% in November and December, three senior industry executives said. Low to middle-income consumers stayed away from purchases or shifted to hugely discounted online-focused brands.While premium products like large screen televisions, frostfree refrigerators and fully automatic washing machines did sell in cities and large towns driven by plethora of consumer finance options and price cuts — sales of entry-level products which constitute the belly of the market — were a washout, several manufacturers said.Two industry executives said Samsung is evaluating curtailing of television imports (it does not have local production) in the next two months, especially of entry level screen sizes smaller than 43 inches. Sony and LG are also considering similar options for TV production. Some brands have also told contract manufacturers about reducing production for appliances and TV."Television sets, semi-automatic washing machines and single door refrigerator sales were badly impacted this Diwali with inventory piling up, especially in up-country markets. Companies are reducing their production since November-December are lean months," said industry body Consumer Electronics and Appliances Manufacturers Association president Kamal Nandi.In a rare move, Samsung and LG have extended consumer promotion schemes for televisions beyond Diwali till November. Overall television sales remained flat through the year and failed to revive during festive season, as consumers postponed purchases by consuming streaming content on smartphones owing to poor economic sentiment.71929636 Growth in 55-inches and above premium models failed to revive the overall TV market due to 30% contribution by unit sales. In the sub-50 inches range, online-focussed brands like Xiaomi, BPL, Thomson, Kodak and Vu dofaiminated sales this Diwali.Nandi, who is also business head at Godrej Appliances, estimates sales of semi-automatic washing machine and single door refrigerators declined 7-10% this festive season compared to last. Samsung India denied plans of import cut and extension of consumer promotion scheme. In a press release on Tuesday, Samsung said it grew sales of its premium TV line up this festive season — sales of QLED television went up three times over last year and doubled for 4K TVs, while it has launched offer for Gurpurab and wedding season.Sony declined to comment for this story. LG India did not comment on television production cut but vice president (home appliances) Vijay Babu said there were no plans to cut production for appliances, with appliance sales growing 35% this festive season across both entry and high-capacity models. CM Singh, CEO at electronics retail chain CMS Electronics Junction, said manufacturers have indicated cut down on production and imports. "The impact in entry level products was everywhere, but in smaller towns, festive business was down 30-40% over last year. Ecommerce further dented sales," he said. Retailers said Diwali discount is continuing for entry level appliances and televisions in November as well. East and North's leading retail chain Great Eastern director Pulkit Baid said most brands have decided to continue festive schemes, freebies and extended warranty, especially for TVs, to liquidate stock amidst slow sales last month.Nandi said premium appliances grew, helping the industry clock 6-7% growth, but those are not barometers of the economy. "There is a liquidity issue in trade and this has impacted wholesale stock movement, which remained down 5-10% (on-year) from July onwards," he said.The festive season — from Onam in Kerala till Diwali covering Navratri, Durga Puja, Dussehra and Dhanteras — is the biggest shopping period in India, accounting for 30-40% of annual sales of consumer electronics, smartphones and home appliances.

DoT briefs government panel on telecom woes, AGR crisis

NEW DELHI: A group of officials from the department of telecommunications (DoT) on Tuesday briefed a high-powered panel on the financial state of the industry and the challenges it is facing.Tuesday's meeting — the second of its kind – was an "information-gathering exercise by the committee of secretaries (CoS)" to take stock of financial stress in the debt-laden telecom sector, a source said.The panel was formed to suggest steps to provide relief in a time-bound manner to the carriers which are facing a Rs 1.3-lakh-crore-plus payout in additional statutory dues after the Supreme Court order on adjusted gross revenue (AGR)."A representation was made to inform the CoS about the situation of the sector. They're aware of the duress and the debt. We have also given the information on AGR and the fallout that it will have on the sector," a government official said.Loss-making Vodafone Idea and Bharti Airtel have been hit hardest by the Supreme Court order backing the government stance to include non-core items while calculating AGR, basis which the telcos pay licence fees and spectrum usage charge (SUC) to the government. The two telcos are cumulatively staring at over ?80,000-crore additional dues to be cleared in less than three months.Both have sought urgent relief from the government, saying that they will face an "unprecedented crisis" if forced to pay the full amounts. Rival Reliance Jio has opposed any relief in the AGR issue."The CoS is far from finalising anything at this point, more meetings will take place," the official said, highlighting that discussions were gathering pace since the onus of finding solutions for the sector is on the multi-ministerial panel.ET had reported on Monday that the panel is looking at a repayment period of 20 years for AGR dues, with possibly an initial moratorium to ease the burden on heavily indebted companies. While the total debt of the sector is about Rs 7 lakh crore, incumbent Airtel and Vodafone Idea together have a debt of more than Rs 2 lakh crore.The panel is headed by cabinet secretary Rajiv Gauba and has officials from key stakeholder ministries and departments. It may also consider a reduction in the total incidence of taxation to help the troubled sector, besides a reduction in levies. The service providers have long been asking for lower taxes on telecom services, which comes to nearly 33% of the overall revenue.

It may not pay to buy and hold an equity mutual fund forever. The stark contrast in returns between the top performers and the laggards among equity schemes has made it critical for investors to review their holdings more frequently, said investment advisors.For example, in the last one year, the best performing fund in large caps – Axis Bluechip delivered 24.71 per cent returns, while Franklin India Bluechip returned 6.22 per cent, a gap of almost 17 per cent. In the Multi-cap fund category, IIFL Focused Fund has delivered 27.65 per cent in a year, while ICICI Focused returned 0.5 per cent.Higher volatility in the markets has led to a set of blue chips performing better than the rest. Those funds which have managed to hold these blue chips have managed to do well. Others like Axis Bluechip have done well because of high cash holdings. Some of the underperforming schemes have exposure to stocks with poor corporate governance that have been battered in recent months.Investors may not be able to identify the best performer every year but consistent underperformance is a red flag. Investment advisors have different periods to evaluate the health of portfolios. For many of them, a bad show for three years is a good enough reason to exit from the scheme."Periodical review of portfolio once in six months or in a year is a must," said Amol Joshi, founder, Plan Rupee, a Mumbai-based financial planner. "If the underperformance vis-a-vis peers in the same category is large and continues for more than three years, investors should understand the reasons and should not hesitate to exit the fund," he said.The mid- and small-cap fund categories too have seen divergent trends. Over a three-year period, Axis Midcap Fund gave a return of 15.43 per cent while SBI Midcap Fund gave a return of 1.43 per cent. Over a five-year period, HDFC Small Cap delivered 18.93 per cent returns while Quant Small Cap returned 0.76 per cent.71931946 "If a fund underperforms its category average for three years, it definitely is on my watch list. With NPAs mounting, fund managers who went overweight on PSU banks or PSU as a theme underperformed. On the other hand, funds that were overweight on HDFC Bank, Kotak Bank, Bajaj Finance, Reliance Industries generated higher alpha. Axis Mutual Fund became one of the best performing fund houses in the last one year with many of its schemes being top performers as it bet on quality and held 10-20 per cent cash in many schemes.Longer periods of poor performances could result in investors missing out on targets set for such investments.

India's capitalmarkets regulator on Tuesday tightened rules on participatory notes (p-notes), or offshore derivative instruments issued by brokers to foreign investors not registered locally, while easing some operational norms for select overseas funds.ET was the first to report last month on the likelihood of the Securities and Exchange Board of India (Sebi) tightening the rules governing pnote investments.Sebi said late Tuesday that foreign portfolio investors (FPI) would have to make separate registrations for issuing p-notes for underlying derivatives. However, this requirement is waived for p-notes against underlying cash equities."Based on the new guidelines, some of the existing FPIs will have to get separate registrations if they want to issue p-notes based on derivatives," said a tax consultant, who did not want to be named. "However, Sebi has not prescribed any relaxation for such separate registrations. This could escalate the compliance burden on some of the big FPIs. Since the KYC information is already available with custodians and Sebi, funds should not be made to wait 45 days for a registration."ET had reported last month that stricter rules would impact at least two of the top five p-note issuers in the Indian markets, which reportedly have a combined market share of around 30 per cent. The total value of p-notes issued stood at Rs 79,800 crore in August, Sebi data showed.The regulator also said that an ODI-issuing (offshore derivative instrument) overseas investor, which hedges its ODI only by investing in securities held by it in India, cannot undertake proprietary derivative positions through the same FPI registration. Such an FPI must segregate its ODI and proprietary derivative investments through separate FPI registrations."An ODI-issuing FPI cannot commingle its non-derivative proprietary investments and ODI hedge investments with its proprietary derivative investment or vice versa in the same FPI registration," Sebi said in the new operating guidelines posted on its website.P-notes are derivative instruments issued by registered foreign portfolio investors to overseas investors to enable them to trade in Indian stocks without having to register with Sebi."No fresh derivative position, not in compliance with the above requirements, shall be allowed henceforth. FPIs have 90 days' time from the date of publication of the Operating Guidelines to comply with the above requirements," the Sebi order said. "Offmarket transfer of assets/positions will be allowed for FPIs intending to transfer assets/ position from one FPI account to another FPI account to comply with the above requirements."To be sure, the regulator has also relaxed some KYC norms for FPIs. It has exempted category I FPIs from submitting the information of their beneficial owners to custodians. Market participants said that the regulator has also given more clarity on the KYC documents that need to be collected for each category of offshore funds. The regulator has also put in place a data-privacy mechanism for sharing of KYC documents across market institutions, such as brokers and depositories. Going forward, all such data sharing will be consent based.Further, global custodians have been allowed to rely on the documentation collected by their own bank in a different country. Hence, in some cases, leading global custodians will be able to onboard FPIs into Indian markets without any fresh KYC."We believe that clarifications such as reliance on information available from reliable public sources would make life much simpler for several investors," said Sriram Krishnan, managing director, Deutsche Securities Services."Around 80 per cent of all FPIs, if not more, are likely to be in Category I, where for identification and verification of beneficial owners, the document number is not required to be provided."Some long-standing concerns remained even after the regulator issued the new guidelines."Several procedural clarifications have also been provided in the new guidelines, making the new FPI norms more robust and transparent," said Tejesh Chitlangi, partner, IC Universal Legal. "However, some of the major industry concerns pertaining to continuing restrictions on majority NRI holdings in FPIs and less favourable treatment of non-FATF member jurisdictions, such as Mauritius, from the perspective of higher KYC and ODI restrictions continue."

Manthan Software to acquire US-based RichRelevance

Bengaluru: Manthan Software plans to acquire RichRelevance, a personalisation software provider for the retail sector, for an undisclosed amount. The Bengaluru-headquartered company which specialises in software applications for the retail industry and counts United Supermarkets, Pizza Hut, Helzberg Diamonds, Love's, Alshaya, and Future Group as its clients.RichRelevance, the San Francisco-based retail focused technology firm, raised $150 million so far and Manthan is offering a premium on the firm's current valuation, sources said. According to sources, this would help Manthan get access to 200 customers and get a "strong exposure" in retail technology solutions market. The acquisition would also increase Manthan's headcount to 600 from 500 currently. Manthan is exploring many cross-selling opportunities through this acquisition.
