Has The F-35 Finally Moved Past Its Reputation Of Being An Overhyped And Underperforming Warplane?

Valerie Insinna, New York Times: Inside America's Dysfunctional Trillion-Dollar Fighter-Jet Program

The F-35 was once the Pentagon's high-profile problem child. Has it finally moved past its reputation of being an overhyped and underperforming warplane?

On the morning of June 23, 2014, an F-35 burst into flames just moments before its pilot was set to take off on a routine training mission. He heard a loud bang and felt the engine slow as warning indicators began flashing "fire" and other alerts signaled that systems in the plane were shutting down. Witnesses at Eglin Air Force Base near Pensacola, Fla., reported seeing the pilot escape from the cockpit and run away from the fighter jet, which was engulfed in thick plumes of black smoke. It was the first major mishap involving a F-35 Joint Strike Fighter, and it couldn't have happened at a worse time.

In less than a month, the F-35, America's high-profile next-generation fighter jet, was poised to make its international debut in Britain at Farnborough Airshow, the second-largest event of its kind in the world. Officials from the Pentagon and the aircraft's manufacturer, Lockheed Martin, had eagerly anticipated the opportunity to show off a working, flying F-35 after a decade of delays and spiraling cost overruns.

The F-35 initiative is the Defense Department's most expensive weapons program ever, expected to cost taxpayers more than $1 trillion over its 60-year lifespan. It's also the United States military's most ambitious international partnership, with eight other nations investing in the aircraft's development. Its advocates promised that the jet would be a game-changing force in the future of war — so much was riding on its success that a program cancellation was not an option. And yet for years it seemed as if the F-35 might never make it beyond its development phase.

Christopher Bogdan, the Air Force lieutenant general in charge of the program at the time of the fire, received a call about the incident within the hour. His first reaction was relief that it had been detected before takeoff, a stroke of good fortune that allowed the pilot to escape uninjured. "If that engine problem would have occurred 30 seconds, 60 seconds, two minutes later, that airplane would have been airborne," Bogdan said in a recent interview. "Heaven knows what could have happened then."

Pentagon Ends Boeing-Led $1 Billion Ballistic Missile Interceptor Program Over Design Issues

Posted: 22 Aug 2019 09:00 PM PDT

A Ground-based Midcourse Defense (GMD) interceptor launches from Vandenberg Air Force Base, California during a Missile Defense Agency test in 2010. The Defense Department said it would seek bids for a new version of the weapons system called the Redesigned Kill Vehicle

Daily Mail: Pentagon terminates Boeing-led $1 billion ballistic missile interceptor program over design problems

* The Pentagon announced Wednesday that it is terminating the troubled billion-dollar program to develop a ballistic missile interceptor, citing design problems
* The Defense Department said it would seek bids for a new version of the Redesigned Kill Vehicle (RKV) weapons system
* The program was being led by Boeing
* The system was supposed to work by firing off a 'kill vehicle' from an interceptor missile to defend the US against long-range ballistic missile attacks
* In December 2018, the Pentagon's Missile Defense Agency concluded that 'certain critical components' failed to meet technical requirements
* Five months later, undersecretary of defense for research and engineering Michael Griffin decided to suspend the contract and consider alternatives
* The Pentagon finally concluded that the design problems were either insurmountable or too costly to fix

The Pentagon announced Wednesday that it is terminating a troubled billion-dollar program to develop a ballistic missile interceptor, citing design problems.

The Defense Department said it would seek bids for a new version of the weapons system called the Redesigned Kill Vehicle, or RKV. The program was being led by Boeing.

'Ending the program was the responsible thing to do,' said Michael Griffin, undersecretary of defense for research and engineering.

'Development programs sometimes encounter problems. After exercising due diligence, we decided the path we're going down wouldn't be fruitful, so we're not going down that path anymore,' Griffin added.

Washington Free Beacon: Iran Kicks Off 'Massive' War Games, Unveils Homemade Russian Missile System

'The drill is a real one because the battlefield, enemy, and the fighters are real'

The Iranian Revolutionary Guard Corps' ground forces kicked off a "massive" set of war drills Thursday as the country unveiled its own homemade version of Russia's advanced S-300 missile defense system in yet another showing of Tehran's growing readiness for a possible war.

Iranian military leaders said the war games will mix with actual fighting as the IRGC forces seek to cleanse what they described as "anti-revolutionary terrorist groups" from along the country's borders. The operations follow an attack on IRGC units in July that killed one and injured one other.

'We're acting in very many theaters against a state that seeks to annihilate us,' PM says, following similar statements earlier this week.

Prime Minister Benjamin Netanyahu appeared to hint on Thursday that Israel was behind attacks against Iran-backed militias in Iraq over the past month.

"I don't grant Iran immunity anywhere," he said to Channel 9. "Iran is a state, a power, that has sworn to annihilate Israel. It's trying to establish bases against us everywhere. In Iran itself, in Lebanon, in Syria, in Iraq, in Yemen."

U.S. Defense Secretary Esper Confirms The Death Of The Late al Qaeda Leader Osama bin Laden's Son Hamza bin Laden

Posted: 22 Aug 2019 06:22 PM PDT

CNN: US Defense Secretary Esper appears to confirm death of bin Laden's son

US Secretary of Defense Mark Esper appeared to confirm Wednesday that the late al Qaeda leader Osama bin Laden's son Hamza bin Laden is dead.
"That's my understanding," Esper told Fox News in an interview when asked if Hamza bin Laden was dead.

Asked if the US had any role in his death, Esper responded: "I don't have the details on that. And if I did, I'm not sure how much I could share with you."

US officials told CNN last month that the US had assessed that Hazma Bin Laden was dead but provided few details.

Earlier this year, the US State Department called bin Laden, who was believed to be in his early 30s, an "emerging" leader in al Qaeda, offering a $1 million reward for information leading to his capture.

CNN: Trump and Macron agree that Russia should be invited to next year's G7 conference, senior admin official says

President Donald Trump on Tuesday expressed his support for reinstating Russia into the G7, and French President Emmanuel Macron has agreed with the President that Russia should be invited to the G7 conference in 2020, according to a senior administration official.

"I think it's much more appropriate to have Russia in" the group, he said during a meeting in the Oval Office with the Romanian President just days before the group of leading industrialized nations convenes for its annual summit in France.

"If somebody would make that motion, I would certainly be disposed to think about it very favorably," he added.

WASHINGTON (Reuters) - President Donald Trump will highlight U.S. economic policies under his stewardship at meetings with other G7 leaders this weekend in France and encourage allies to follow the American model to stave off problems with the global economy, officials said.

Trump will attend the G7 summit in France from Saturday to Monday and plans to hold individual meetings with the leaders of Britain, France, Germany, Japan, India and Canada during his trip, senior administration officials, speaking on condition of anonymity, told reporters on a conference call.

The president, who is irritated with the Federal Reserve for not reducing interest rates further as talk about a potential recession makes headlines, will tout the U.S. economic model he has pushed forward through tax cuts and deregulation, one official said.

Reuters: Ukraine, EU oppose Trump's suggestion of readmitting Russia to G7

KIEV/BRUSSELS (Reuters) - Ukraine's president backed leading European powers on Thursday in opposing the readmission of Russia to the Group of Seven advanced economies, saying Moscow still occupied Crimea and was frustrating peace in eastern Ukraine.

U.S. President Donald Trump said on Tuesday it would be "appropriate" to have Russia rejoin what used to be the G8. France will host a meeting of G7 leaders this weekend.

But Germany, France, Britain — all G7 members — quickly rebuffed Trump, noting that Russia was excluded after it annexed Ukraine's Crimea and then backed an anti-Kiev rebellion in the industrial region of Donbas in eastern Ukraine.

U.S. Secretary Of Defense Esper Disagrees With Pentagon Report That ISIS Is Resurging In Syria

CNN: Defense secretary says ISIS not in a resurgent state in Syria despite Pentagon report saying ISIS is re-surging

Secretary of Defense Mark Esper said Wednesday that ISIS was not "in a resurgent state in Syria" despite a Pentagon inspector general report saying the terror group is re-surging in that country.

"I don't agree that ISIS is in a resurgent state in Syria, but that doesn't mean we haven't seen them spring up in places like Afghanistan," Esper said in an interview with Fox News, his first since becoming Defense secretary.

His comments appear to be at odds with a report from the Pentagon's Office of the Inspector General published earlier this month, which said ISIS was "re-surging" in Syria following President Donald Trump's decision to reduce troops there.

More Evidence That Russian Special Forces Are Operating In Syria

Posted: 22 Aug 2019 01:55 PM PDT

Muraselon: Lattakia footage suggests Russian special forces presence (VIDEO)

Video footage very recently released from the northern countryside of Lattakia province suggests the involvement of Russian special forces at the front-line in ongoing offensive operations.

The Sputnik News Agency has released a minute of footage showing an Mi-28N attack helicopter in action against jihadist positions and movements amid clashes around the town of Kabani.

It should be understood that the Mi-28N is a specialized fire support platform, used specifically in Russian special forces operations rather than operations performed by standard army units. In this regard, Russian operators on the ground act as forward air controllers (FAC), identifying targets for the helicopter to engage and requesting fire missions.

The Trump administration has formally withdrawn its offer for Turkey to purchase a Patriot missile system in retaliation for Turkey's receipt of the Russian-made S-400 missile system.

"We have consistently told Turkey that our latest offer of PATRIOT would be withdrawn if it took delivery of the S-400 system. Our PATRIOT offer has expired," a US State Department official tells CNN.

In December, the US State Department announced that it had approved the possible sale of a $3.5 billion Patriot missile system to Turkey.

The withdrawal of the Patriot missile defense system is just the latest US response to Turkey's acquisition of the S-400 system.

* Boris was seen raising his hands over his head as he returned to Downing Street

Boris Johnson raised his arms high in the air in an apparent expression of triumph this evening on his return from unexpectedly encouraging talks with European counterparts.

Both Emmanuel Macron today, and Angela Merkel yesterday, gave the British PM a glimmer of hope of pulling off his plan to leave the EU with a deal which does not include the hated Irish backstop.

China and Russia have called on the United Nations Security Council to address US withdrawal from a landmark cold war-era nuclear treaty, citing "threats to international peace and security".

In a rare move, Beijing and Moscow requested that a meeting on Thursday of the 15-member council discuss "statements by US officials on their plans to develop and deploy medium-range missiles" in the wake of Washington's withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty.

UN undersecretary general and high representative for disarmament affairs Izumi Nakamitsu will brief the meeting, which follows Sunday's intermediate-range cruise missile test by the United States, its first since pulling out of the treaty which it signed with the former Soviet Union in 1987.

USA Today: South Korea to nix intelligence-sharing deal with Japan, alarming US military officials

South Korea said Thursday it will end an intelligence-sharing agreement with Japan, a move that prompted immediate concern from U.S. military officials and comes in the wake of repeated North Korean missile tests.

A Pentagon spokesman, Lieutenant Colonel Dave Eastburn, said intelligence sharing is key to a united defense strategy in the region. All three countries — the United States, South Korea and Japan — are stronger and safer when they work together, he said.

"We encourage Japan and Korea to work together to resolve their differences," he said in a statement.

South Korea's presidential office announced the decision to nix the intelligence-sharing pact in retaliation for Japan's recent decision to downgrade South Korea's trade status.

The B-21 Is Taking Shape From Lessons Learned From The B-2

L.A. Times: 30 years after the B-2 took flight, Northrop is applying lessons to a new stealth bomber

PALMDALE, Calif. — At the dawn of the stealth age, the technology involved in making a plane nearly invisible to radar was mysterious and, to some critics, dubious. There were concerns that the special coating on the U.S. Air Force's new stealth bomber would melt in the rain.

Nonetheless, 30 years ago the first B-2 bomber took to the air from the Plant 42 runway in Palmdale, Calif. Aviation visionary Jack Northrop's dream of a "flying wing" plane — one with no tail — was realized, Air Force Maj. Gen. James Dawkins Jr. recalled Tuesday at a commemorative event at Northrop Grumman Corp.'s factory here.

Today, Northrop is ramping up development of a replacement stealth bomber, the B-21. Dawkins spoke near two beige buildings, built in the last year, which are part of a contract likely related to that next generation of aircraft. Signs of expansion at the facility were visible Tuesday; behind the gathered crowd, a construction crew used equipment to move mounds of dirt into a dump truck.

Northrop Grumman officials and defense analysts say the defense giant will take advantage of lessons learned from the B-2 and use them in its work on the B-21 bomber, which will be assembled at the Palmdale site. That plane could fly for the first time in 2021 and is expected to enter service in the 2020s.

The U.S. Navy Is On A Firing Spree

Posted: 22 Aug 2019 06:38 AM PDT

Task & Purpose: Navy goes on a firing spree: 5 senior leaders canned in past month

The Navy has fired five senior leaders so far in August – and the month isn't even over.

While the sea service is famous for instilling in officers that they are responsible for any wrongdoing by their sailors – whether they are aware of the infractions or not – the recent rash of firings is a lot, even for the Navy.

A Navy spokesman said there is no connection between any of the five officers relieved of command, adding that each relief is looked at separately.

"Senior leaders in the U.S. Navy, especially those in triad leadership positions – commanding officers, executive officers, and command master chiefs – are entrusted with essential responsibilities to their sailors, ships, and commands," said Cmdr. Jereal Dorsey.

The US Navy Is Upgrading Its Radar Systems

AN/SPS-48 has been around a long, long time in various configurations. Now a new kid is in town that will finally replace it.

Warzone/The Drive: Behold The Navy's New Radar For Nimitz Class Carriers And Amphibious Assault Ships

A new generation of advanced and highly capable modular radar systems is going to be deployed across the Navy's fleet in many configurations.

A staple feature on Nimitz class supercarriers and America's "Gator Navy" of amphibious assault ships may begin to disappear in the not so distant future and in its place will be a very different looking system. The AN/SPS-48 three-dimensional air-search radar has been fielded across the Navy for over five decades. Today, a modernized version—the AN/SPS-48G—of the big, square, billboard-like, spinning array can still be found on Nimitz class carriers, San Antonio class landing platform docks, and Wasp and America class amphibious assault ships. But that is slated to slowly change as Raytheon's new SPY-6V2 radar hits the fleet.

CNS: US Combat Deaths in Afghanistan Hit Highest Level in 5 Years; 2 More Casualties on Wednesday

The death of two more U.S. military personnel in Afghanistan on Wednesday brings to 14 the number of Americans killed in combat there this year – the highest annual combat death toll since 2014, and with more than four months of the year yet to run.

The Pentagon has yet to release details of the deaths reported by the NATO-led coalition in Afghanistan, withholding that information until families of the fallen are notified.

The 14 combat deaths this year compares to 13 in 2018, 11 in 2017, nine in 2016, and 11 in 2015. Forty U.S. personnel were killed in combat in Afghanistan in 2014.

South Korea Terminates Intelligence - Military Pact With Japan

NBC/Reuters: South Korea scraps intelligence-sharing pact with Japan amid bitter feud between U.S. allies

The decision is likely to be met with dismay in the United States, which fears weakened security cooperation on North Korea.

SEOUL — South Korea said on Thursday it will scrap an intelligence-sharing pact with Japan, a decision that could further escalate a dispute over history and trade and undercut security cooperation on North Korea.

The decision is likely to be met with dismay in the United States, which fears weakened security cooperation. The accord is important for efforts to fend off North Korea's nuclear and missile threats.

The decision was announced after an hours-long debate within the presidential National Security Council. The pact was due to be automatically renewed on Saturday, unless either side decided to cancel it.

Canadian Consulate Suspends Travel for Hong Kong Staff

Posted: 22 Aug 2019 09:45 PM PDT

The Canadian Consulate in Hong Kong said Friday it has suspended official travel for local staff, following the detention of a U.K. Consulate employee during a trip to mainland China.

A spokesperson for the Canadian mission confirmed the new measure in an email to TIME, but did not elaborate on its reasons or the scope of travel restrictions.

“At present, locally-engaged staff will not undertake official business travel outside of Hong Kong,” the spokesperson said.

China’s foreign ministry confirmed Wednesday that an employee of the U.K. Consulate, Simon Cheng, had been detained in Shenzhen, a city bordering Hong Kong.

Cheng had reportedly been on a one-day business trip to the mainland when he disappeared on Aug. 8. Chinese state media accused him of soliciting prostitutes, a claim his family dismissed as “a made-up crime,” according to Agence France-Presse.

Hong Kong, a semiautonomous territory of China, has been wracked by almost three months of antigovernment protests sparked by a proposal to allow the extradition of fugitives to the mainland.

The extradition bill has since been suspended, but the protests snowballed into a movement calling for more democratic freedoms.

Beijing has accused the U.S., U.K. and other Western countries of being behind the unrest, warning foreign governments against meddling in its internal affairs.

Chinese authorities have reportedly heightened inspections at the busy customs crossing in Shenzhen, including searching travelers’ mobile devices for media related to the protests.

YouTube Disables 200 Videos Believed to Be Spreading Disinformation About Hong Kong Protests

Posted: 22 Aug 2019 05:50 PM PDT

(SAN FRANCISCO) — YouTube says it disabled more than 200 videos this week that appeared to be part of a coordinated effort to spread misinformation about the ongoing protests in Hong Kong.

The video removals come just days after Twitter said it had suspended more than 200,000 accounts it linked to a Chinese government influence campaign against the protests. Facebook also said it had suspended accounts and removed pages after being notified by Twitter.

Google, which owns YouTube, did not explicitly implicate the Chinese government but said the videos were related to the similar disclosures from Facebook and Twitter.

Social media companies have faced criticism about the spread of misinformation on their sites and have taken actions to combat the spread in recent months.

Lightning Strikes Kill 5, Injure Over 100 In Europe’s Tatra Mountains

Posted: 22 Aug 2019 03:14 PM PDT

(WARSAW, Poland) — Lightning struck across the Tatra Mountains in southern Poland and neighboring Slovakia on Thursday, killing five people and injuring over 100 others in an area popular with hikers and families, authorities said.

Witnesses said the thunderstorm came suddenly on a day that began with clear weather. The lightning strikes pummeled Poland’s Giewont peak, a trekking destination that is 1,894 meters (6,214 feet) high, as well as other locations across the Tatras.

Four people were killed on the Polish side, including two children, a spokeswoman for the Polish air ambulance service, Kinga Czerwinska, told the news broadcaster TVN24. The Slovak rescue service said a Czech was killed after lightning knocked him off Banikov peak. The tourist fell hundreds of meters (yards) down the side of a mountain.

The Tatras, part of the Carpathian mountain range, are the highest mountains in Poland and in Slovakia and attract tourists from near and far with scenic lakes and peaks that soar to 2,655 meters (8,710 feet).

Rescuers with the Polish Tatra emergency service, known as TOPR, said they believe the lightning probably hit some of the metal chains installed on Giewont peak to aid tourists in their climb.

Some of the injured were brought by helicopter to a hospital in the Polish mountain resort of Zakopane and Krakow province governor Piotr Cwik told reporters that the death toll could certainly rise.

Prime Minister Mateusz Morawiecki, who went to Zakopane, said some among the over 100 injured were in very serious condition with severe burns or head injuries, as they fell after the lightning strikes or were hit by falling rocks. He extended his sympathies to their relatives.

Thursday’s lightning strikes were the worst accident in the Tatras since August 1937, when lighting killed four people on Giewont.

Footage on TVN24 showed rescuers racing to a helicopter to get to the peak in rainy, foggy weather and then a helicopter landing at the hospital in Zakopane with injured people. Rescue workers planned to keep checking the mountains for anyone else who might need help.

Tourist Grzegorz Pyzel told TVN24 he was halfway up Giewont peak with his wife in clear weather when suddenly they heard thunder and thought it was a jet overhead. “But soon lightning struck and we turned back. Suddenly it started pouring and you could hear thunder roaring from every possible direction,” Pyzel said.

The couple reached a shelter on Hala Kondratowa, at the foot of the mountain, and soon others started coming in, saying there were injured people further up the mountain, he said.

In another rescue operation in the Tatra Mountains, TOPR emergency workers have been searching for two spelunkers who went missing in a cave on Saturday after being trapped by rising water. Rescuers used small amounts of explosives to widen passages in uncharted parts of the Wielka Sniezna cave, Poland’s deepest and longest, to look for the missing cavers.

On Thursday, the body of one of the two was found, an official said.

Giraffes Move Closer to Endangered Species List as Nations Move to Regulate Trade of Body Parts

Posted: 22 Aug 2019 02:07 PM PDT

(GENEVA) — Nations around the world moved Thursday to protect giraffes as an endangered species for the first time, drawing praise from conservationists and scowls from some sub-Saharan African nations.

Thursday’s vote by a key committee at the World Wildlife Conference known as CITES paves the way for the measure’s likely approval by its plenary next week.

The plan would regulate world trade in giraffe parts, including hides, bone carvings and meat, while stopping short of a full ban. It passed 106-21 with seven abstentions.

“So many people are so familiar with giraffes that they think they’re abundant,” said Susan Lieberman, vice president of international policy for the Wildlife Conservation Society. “And in Southern Africa, they may be doing OK, but giraffes are critically endangered.”

Lieberman said giraffes were particularly at risk in parts of West, Central and East Africa.

The Wildlife Conservation Society said it was concerned about the multiple threats to giraffes that have already resulted in population decline, citing habitat loss, droughts worsened by climate change and the illegal killings and trade in giraffe body parts.

The Natural Resources Defense Council, an environmental advocacy group, hailed the move, noting that giraffes are a vulnerable species facing habitat loss and population decline. A key African conservationist said it could help reverse drops in giraffe populations, as the move would help better track numbers of giraffes.

“The giraffe has experienced over 40% decline in the last 30 years, said Maina Philip Muruthi of the African Wildlife Foundation. “If that trend continues, it means that we are headed toward extinction.”

Still, not all African countries supported the move.

“We see no reason as to why we should support this decision, because Tanzania has a stable and increasing population of giraffes,” said Maurus Msuha, director of wildlife at the Tanzanian Ministry of Natural Resources and Tourism. “Over 50% of our giraffe population is within the Serengeti ecosystem, which is well protected. Why should we then go for this?”

CITES says the population of wild giraffes is actually much smaller than that of wild African elephants.

“We’re talking about a few tens of thousands of giraffes and we’re talking about a few hundreds of thousands of African elephants,” said Tom De Meulenaar, chief of scientific services at CITES. He said the convention was intended to specifically address the international trade in giraffes and their parts.

“With fewer giraffes than elephants in Africa, it was a no-brainer to simply regulate giraffe exports,” said Tanya Sanerib, international legal director at the Center for Biological Diversity.

The U.S. is the world’s biggest consumer of giraffe products, conservationists said. Sanerib said it was important for the U.S. to act on its own as well.

“It’s still urgent for the Trump administration to protect these imperiled animals under the U.S. Endangered Species Act,” she said in a statement.

The meeting in Geneva comes after President Donald Trump’s administration last week announced plans to water down the U.S. Endangered Species Ac — a message that could echo among attendees at the CITES conference, even if the U.S. move is more about domestic policy than international trade.

Former Danish Prime Minister Responds to Trump’s Attacks on Defense Spending

Posted: 22 Aug 2019 08:13 AM PDT

(COPENHAGEN, Denmark) — A former Danish prime minister on Thursday lashed out at U.S. President Donald Trump for his tweet about military spending, saying defense willingness is not just about the amount of money spent.

Lars Loekke Rasmussen’s comment is the latest in an escalating spat between the U.S. and Denmark after Trump scrapped a visit to the country, saying current Prime Minister Mette Frederiksen was “nasty” when she rejected his idea of buying Greenland as an absurdity.

Loekke Rasmussen, who led the country until June, tweeted Thursday to Trump: “We have had (proportionally) exactly the same numbers of casualties in Afghanistan as US. We always stands firm and ready.”

Trump, who has urged NATO members to do more to meet the alliance’s goal of committing 2 percent of gross domestic product to defense, earlier tweeted that “Denmark is only at 1.35%.”

“We will not accept that our defense willingness is only about percentages,” Loekke Rasmussen tweeted. “I told you at the NATO Summit in Brussels last year.”

In January, Denmark agreed to increase its long-term defense spending after a coalition in Parliament agreed to add 1.5 billion kroner ($223 million) to the already agreed-upon defense budget for 2023, which would put defense spending at 1.5 percent of gross domestic product for that year. The U.S. spends about 3.4% of its GDP on defense.

Trump abruptly canceled his planned Sept. 2-3 visit to Denmark on Tuesday, after Frederiksen had called Trump’s idea to buy Greenland “an absurd discussion.”

Trump said her comment “was nasty. I thought it was an inappropriate statement. All she had to say was say, ‘No, we wouldn’t be interested.'”

Frederiksen said the U.S. remains one of Denmark’s close allies.

The political brouhaha over the world’s largest island comes from its strategic location in the Arctic. Global warming is making Greenland more accessible to potential oil and mineral resources. Russia, China, the U.S., Canada and other countries are racing to stake as strong a claim as they can to Arctic lands, hoping they will yield future riches.

Frederiksen has said that Denmark doesn’t own Greenland, which belongs to its people. It is part of the Danish realm along with the Faeroe Islands, another semi-autonomous territory, and has its own government and parliament, the 31-seat Inatsisartut.

The sparsely populated island, which is four times zones behind Copenhagen, became a Danish colony in 1775 and remained that way until 1953, when Denmark revised its constitution and made the island a province.

In 1979, Greenland and its 56,000 residents, who are mainly indigenous Inuits, got extensive home rule but Denmark still handles its foreign and defense policies, as well as currency issues.

Denmark pays annual subsidies of 4.5 billion kroner ($670 million) to Greenland whose economy otherwise depends on fisheries and related industries.

On Wednesday, the U.S. State Department said Secretary of State Mike Pompeo spoke with his Danish counterpart and “expressed appreciation for Denmark’s cooperation as one of the United States’ allies and Denmark’s contributions to address shared global security priorities.”

Spokesperson Morgan Ortagus said Pompeo and Danish Minister of Foreign Affairs Jeppe Kofod “also discussed strengthening cooperation with the Kingdom of Denmark — including Greenland — in the Arctic.”

“Appreciate frank, friendly and constructive talk with @SecPompeo this evening, affirming strong US-DK bond,” Kofod tweeted Wednesday evening. “U.S. & Denmark are close friends and allies with long history of active engagement across globe.”

New Zealand House Speaker Feeds Lawmaker’s Baby During Parliament Debate

Posted: 22 Aug 2019 07:00 AM PDT

One of New Zealand’s top lawmakers is getting international acclaim after he was filmed cradling a fellow lawmaker’s new baby during a debate in Parliament.

Trevor Mallard, the speaker of New Zealand’s House of Representatives, smiled as he held the baby and fed him with a bottle while presiding over a parliamentary session. The baby makes gurgling noise at one point when Mallard announces that one lawmaker’s time to speak in the debate has expired.

Mallard posted a photo of himself on Twitter holding lawmaker Tāmati Coffey’s one-month-old boy. “Today a VIP took the chair with me,” he tweeted. He congratulated Coffey, a fellow Labour lawmaker, and his partner on the new member of their family.

It was Coffey’s first day back from paternity leave. Another lawmaker posted a photo of Coffrey holding his newborn, to which Coffrey responded, “I JUST LOVE HIM!!”

The photos have since gone viral, and Twitter users across the world have applauded both Mallard and New Zealand: “More of this in world politics, please,” one person tweeted in response to the photo.

“This is sending a great message that men can take care of babies too,” replied another.

Gareth Hughes, a lawmaker from the Green Party, tweeted: “Lovely to have a baby in the House, and what a beautiful one.”

In 2018, Prime Minister Jacinda Ardern became only the second elected leader ever to give birth while in office. Her partner, Clarke Gayford, stayed at home to take care of their daughter Neve while Ardern returned to work running the government.

In September 2018 she became the first female politician to bring a child to the United Nations General Assembly in New York. “I have the ability to take my child to work, there’s not many places you can do that,” Ardern said, according to the Guardian.

Volatile Politics Rattle the Global Economy

Posted: 22 Aug 2019 04:07 AM PDT

The economic warning signs are flashing yellow. In Germany, the U.K., Italy, Brazil and Mexico, growth has stalled. In Japan, business confidence has turned negative for the first time since 2013. China’s industrial output is growing at its slowest pace in 17 years. An inverted yield curve has U.S. economists on recession watch.

But the real uncertainty is coming from the biggest surge in decades of the kind of political volatility that is relevant to markets. Politically motivated trade fights are under way between countries that make up half the global economy–from the U.S. and China, to the U.S. and Europe, to South Korea and Japan. The most worrisome of these economically damaging political fights is the ongoing trade war between Washington and Beijing, which shows no signs of easing. President Trump wants to avoid any appearance of a climbdown in this fight. So does China’s Xi Jinping, who must also signal strength in the growing confrontation with pro-democracy protesters in Hong Kong.

There are other sources of politically induced economic trouble. The IMF noted in July that “the projected recovery in growth between 2019 and 2020 in emerging market and developing economies relies on improved growth outcomes in stressed economies such as Argentina, Turkey, Iran, and Venezuela, and therefore is subject to significant uncertainty.”

At the moment, there’s little sign of recovery in any of these four countries. In Argentina, voters have turned on President Mauricio Macri ahead of October elections. His likely successor, Alberto Fernández, may not prove as economically reckless as his choice of former President Cristina Fernández de Kirchner as running mate might suggest, but he’s hardly reassuring to investors. In Ankara, embattled President Recep Tayyip Erdogan continues trying to manipulate Turkey’s economy to protect his political popularity. Iran, facing renewed U.S. sanctions, is lashing out at Europe for not helping ease its economic pain. And Venezuela’s slow-motion catastrophe continues with little hope for a breakthrough to spare its people further pain.

In Asia, a bitter dispute over Japan’s colonization of the Korean Peninsula from 1910 to 1945 has triggered a fight with dangerous consequences for both countries. The result is an escalating conflict between Asia’s second and fourth largest economies–at a time when the U.S.-China trade war is already weighing on both.

In Europe, the political stakes rose once again on Aug. 20 as Italian Prime Minister Giuseppe Conte abruptly announced his resignation. Market jitters continue, and expectations grow that far-right leader Matteo Salvini will lead the country’s next government. Salvini has been much more confrontational with the E.U. over questions of Italy’s budget, and even if the top job forces him to moderate his tough talk, the fear of market-moving political turmoil–inside Italy and between Italy and the E.U.–will intensify.

Finally, new Prime Minister Boris Johnson insists Britain will leave the European Union by an Oct. 31 deadline with or without a deal on the future U.K.-E.U. relationship. His demands that the E.U. renegotiate the Brexit deal continue to meet strong resistance in Brussels, and indications that he might answer a no-confidence move against his government with a call for national elections after Oct. 31 have set teeth (and markets) on edge.

A decade ago, world leaders managed to cooperate their way out of danger during the financial crisis. But in a world of “my country first,” all this political friction will make that much harder.

Tensions Simmer Between Brazil and Europe Over Amazon Deforestation

Posted: 22 Aug 2019 03:26 AM PDT

A fight is brewing over the lungs of the planet. Since taking office in January, Brazil’s far-right President Jair Bolsonaro has overseen a surge in logging in the vast Amazon rain forest–and on Aug. 15, Norway suspended a $33 million donation to a Brazilian sustainability fund because Bolsonaro had interfered in it; Germany froze its payment five days earlier. Bolsonaro responded with mockery, telling the Europeans to go “reforest Germany” instead, but what may lie ahead is no laughing matter.

Under Siege

Bolsonaro has delivered on campaign promises to weaken protections for the environment and indigenous communities, freeing up more land for cattle. Over 870 sq. mi. of the Amazon was cleared in July–a 278% increase from July 2018–according to satellite monitoring by Brazil’s space-research agency. Scientists say the rain forest, which helps slow climate change by absorbing massive amounts of carbon dioxide, is nearing a “tipping point” after which its ecosystems cannot recover.

Green Intentions

The governors of Brazilian states that contain the rain forest have vowed to bypass Bolsonaro and negotiate directly with European embassies to save the Amazon funding. But the rapid deforestation is also fueling European opposition to a long-awaited trade deal between the E.U. and a South American trade bloc of which Brazil is the largest member. The deal would need to be ratified by the E.U.’s member states and Parliament, where green parties won a significant 69 seats in May.

Climate Divide

Europe’s environmentalists hope their leaders will use “climate diplomacy” to force Bolsonaro to protect the Amazon. But it’s unclear if he’d listen. On July 29, he canceled a climate-policy meeting with France’s Foreign Minister in order to get a haircut. The next day, President Donald Trump–who is trying to free the U.S. from its climate obligations–said he’d pursue a Brazil trade deal. Unlike the Amazon, the obstacles to climate action show no sign of shrinking.

South Korea Cancels Intelligence Sharing With Japan Over Trade Dispute

Posted: 22 Aug 2019 03:21 AM PDT

(SEOUL, South Korea) — South Korea said Thursday it is canceling an intelligence-sharing pact with Japan amid a bitter trade dispute, a surprise announcement that is likely to set back U.S. efforts to bolster mutual security cooperation with two of its most important allies in the Asian region.

The South Korean decision will also further aggravate its ties with Japan, which are already at their lowest point since the two countries established diplomatic ties in 1965. Japan colonized the Korean Peninsula from 1910 to 1945.

Many experts had predicted that South Korea would be unlikely to spike the 3-year-old intelligence-sharing deal for the sake of its relations with the United States. South Korea has been seeking U.S. help in resolving the trade dispute, and Seoul and Washington have also been working together to restart stalled talks on stripping North Korea of its nuclear weapons.

South Korea’s presidential office said it decided to terminate the intelligence deal because Japan’s recent decision to downgrade South Korea’s trade status caused a “grave” change in security cooperation between the countries.

“Under this situation, the government has determined that maintaining the agreement, which was signed for the purpose of exchanging sensitive military intelligence on security, does not serve our national interests,” Kim You-geun, the deputy director of South Korea’s presidential national security office, said in a nationally televised statement.

In recent weeks, Japan has imposed stricter controls on exports to South Korea of three chemicals essential for manufacturing semiconductors and display screens — key export items for South Korea — and decided to remove South Korea from a list of countries granted preferential trade status.

South Korea accuses Japan of weaponizing trade to punish it over a separate dispute linked to Japan’s brutal colonial rule of the Korean Peninsula. Japan denies that, saying its steps were taken because of unspecified security concerns.

The Japanese trade curbs triggered an outburst of anti-Japan sentiment in South Korea. Many South Korean citizens rallied in the streets, canceled planned holiday trips to Japan and launched widespread boycotts of Japanese beer, clothes and other products. The South Korean government, for its part, decided to downgrade Japan’s trade status.

Want to help India beat the current slowdown? Just go on a holiday

Posted:

By Neeraj KaushalIf millions of Indians simply went on vacations, visiting domestic tourist destinations, would that energise India's slowing economy? Could the economy bounce back not because people were working harder, but because they decided to take a break from work and instead went on a 'Char-Dham Yatra'?Believe it or not, the answer to both questions is yes. We increase our incomes by working overtime. We contribute to the nation's GDP by also spending what we earn. The contribution of domestic tourists and tourism to the Indian economy has remained largely unsung. Domestic tourist visits have been growing at an astonishing pace in recent decades. In 2000, there were 220 million domestic tourist visits. The number has grown almost nine-fold to 1.82 billion in 2018. A substantial proportion of this is religious tourism. But whether you spend on a pilgrimage to Kedarnath or skiing in Kufri, it all adds to the same GDP.Tourist's Own CountryForeign tourist arrivals have also grown, but by a much modest proportion in comparison: from six million in 2000 to 24.7 million in 2016. While a typical foreign tourist spends much more than a domestic tourist, the sheer volume of domestic tourism points to its enormous contribution. Between 2011 and 2016, the number of domestic tourist visits almost doubled from 865 million to 1.61 billion. Foreign tourists arrivals increased by only a quarter from 20 million to 25 million during this period. As an aside: economist and former chief economic adviser to the ministry of finance Arvind Subramanian used foreign tourist arrivals as a factor in his Harvard paper on GDP 'misestimates'. I wonder if his GDP estimates would be higher had he used domestic tourists arrivals. In an earlier Economic Survey, Subramanian documented internal travels to be vastly greater than what was known from survey data — which also points towards increased GDP growth, even though traditional indicators related to manufacturing do not suggest 7% growth.Back to domestic tourism, in his Independence Day speech from the Red Fort in Delhi, Prime Minister Narendra Modi asked his countrywomen and men to travel to 15 tourist destinations within India by 2022 and energise domestic tourism. A good call, yet a tall order. A good call because tourism is a highly labour-intensive industry. A substantial amount of money spent on tourism will go directly into creating jobs and raising incomes. A tall order because Modi wants us to make five trips a year, up from 1.5 in 2018. Even if 20% of Indians listen to Modi, it will double domestic tourist visits.Travel for tourism is a luxury. It is one of those things you do only if you can afford it. People rarely borrow to go on vacations as they often do to build or renovate homes or finance education. In household budgets, tourism-related expenditure is consumption, and not investment — even though a growing body of research shows vacations improve productivity, increase creativity, reduce stress and improve mental health.Attitudes towards vacations differ across nations. Continental Europe takes the notion that vacations reduce stress, improve physical and mental health and increase productivity very seriously. So, vacation days are mandatory. In many European countries, businesses simply close for a full month in July or August when their employees go away on vacations. In overworked US, according to a 2019 US Travel Association-Oxford Economics-Ipsos study, unused vacations cost businesses $151.5 billion a year.Of History & GeographyDespite the astounding growth, Indian tourism has a substantial untapped potential. The question remains: why, despite India's rich heritage, diversity of cultures, exotic cuisines and long history of civilisation, do we get such a small pie of global tourists and tourism revenue? The World Economic Forum's 2017 Travel and Tourism Competitiveness Index, provides some answers.Out of a groups of 136 countries, India ranked 40th in the tourism competitiveness index, 55th in international openness, 112th in information and communication technology readiness, 110th in tourist service infrastructure, 114th in safety and security, 104th in health and hygiene, and 89th in business environment. Tourism has not been a high priority in India. WEF ranked India 104th in prioritisation of travel and tourism. On the positive side, the potential for increasing tourism is immense.India is ranked 10th in price competitiveness, ninth in cultural resources and 24th in natural resources, and sixth in Unesco's world heritage sites. But, for now, countries that are much behind India in price competitiveness and cultural and natural resources are much ahead in domestic and foreign tourism. There are so many Indian historical sites that have not even been excavated. And then there are those that exist but it is just impossible to get there. The real problem is the sole responsibility of restoring them and that falls on the Archeological Survey of India (ASI). Because ASI has no funds, these monuments are simply left to decay. The Agha Khan Foundation and Tata Trust, in collaboration with ASI, have done outstanding restoration of many monuments, including Humayun's Tomb in Delhi. But such initiatives need to be expanded hugely. The writer is professor, social policy, Columbia University, US

CEOs are scared of the slump. Very scared.

Posted:

by Farhad ManjooIt isn't the potential of downturn itself that has them alarmed — downturns come and downturns go, but whatever happens, chief executives, like cats, tend to land on their comfortably padded feet.Instead, the cause of their fear appears to be something more fundamental. As Alan Murray, the CEO of Fortune, writes in a cover story chronicling the C-suite anxiety: "More and more CEOs worry that public support for the system in which they've operated is in danger of disappearing." They're worried that when the next recession breaks, revolution might, too. This could be the hour that the ship comes in: The coming recession might finally prompt the masses to sharpen their pitchforks and demand a reckoning.Company executives are right to worry. A downturn will mark the end of a record period of uninterrupted economic expansion. The U.S. economy has been growing for more than a decade, stock indexes recently hit new highs, and the unemployment rate is at a 50-year low.And yet the vast majority of Americans will not look back on the past decade as years of fat and plenty. This was a gilded expansion, a decade of creaking wage growth and profoundly unequal outcomes. The number of Americans receiving food stamps is 40% higher now than in 2008, yet we have twice as many billionaires as we did a decade ago. This was an expansion driven by outsized gains to a handful of "superstar" firms in "superstar" cities. Economic devastation reigned in rural areas alongside catastrophic success in urban ones — an expansion marked by housing crunches and infrastructure nightmares that every level of government seems incapable of addressing. Corporate profits grew as if there were no tomorrow, but they didn't trickle down to everyone else. Instead, dividends and stock buybacks got bigger while CEO pay went through the rose-gold roof. The rest of us got smartphones, money-losing conveniences — Uber, WeWork, Netflix and meal delivery apps — and mountains of student debt. And so, when recession comes, we'll be right to ask: Was that it? Is this the best it gets? And if so, isn't it time to go full Elizabeth Warren — to make some fundamental, radical changes to how the U.S. economy works, so that we might prevent decades more of growth that disproportionally benefits the titans among us?But the CEOs now have a plan to head off revolution. They want you to know: Actually, they really do care about the world. Like, a lot. This week, in a statement widely feted by well-meaning Davos types, the Business Roundtable — an association of chief executives of nearly 200 companies, including Apple, Amazon, General Motors and Walmart — declared that the era of soulless corporatism was over. The Business Roundtable once held that a corporation's "paramount duty" was to its shareholders. Now, the Roundtable is singing a new, more inclusive tune. A corporation, it says, should balance the interests of its shareholders with those of other "stakeholders," including customers, employees, suppliers and local communities. In other words: no more Mr. Terrible Guy. Corporations are people, my friend, and it turns out that they're really nice people, both interesting and interested, and we really must have them over for dinner sometime.I spent a tedious few minutes this week trying to come up with an analogy to convey how thoroughly empty I found the Roundtable's gesture to be. I think I got one: Imagine a co-worker has been stealing your lunch from the office fridge for years. Then, one day, he strolls in with a big grin and grand announcement. Maybe he unfolds a scroll and blows a trumpet. He has realized that "lunch maximization" might not have been the best approach after all, and he will now try to be aware of the wider consequences of some of his actions. Yes, he still really wants your lunch. Yes, he will probably still fight any efforts to prevent him from taking your lunch. But you should know that he also feels a tinge bad about how it's all worked out. So, no hard feelings?I mean: Yay? It's nice that CEOs have vowed to turn over a new leaf. But their statement lacks any call for greater structural changes in the U.S. economy — changes to how companies are taxed or regulated, or how executives are paid, or how they should be judged. And because a public corporation's most direct incentives — including the CEO's pay — remain tied to stock performance, there's no reason to believe that corporations will voluntarily move away from pleasing shareholders alone, despite the new, high-minded ideals. In fact, the fanfare surrounding the Roundtable's empty statement could be read as an effort to stave off structural economic reform rather than accelerate it. It's a way for the CEOs to tell us that they're on the case, so we don't have to resort to something unthinkable, like a Warren presidency. If I sound cynical, it's only because I'm not a complete idiot. In the Donald Trump era, America's CEOs have become masterful at talking out of both sides of their mouths. They'll rush to issue virtue-signaling denunciations of the latest outrage from Trump in order to please their woke, restless customer bases, while on the down low, they'll champion his tax cuts and regulatory dismantling. And when the president gets too rowdy, they'll tell him to knock it off over a friendly dinner. It's all a game to the moguls in charge. Their greatest fear is that we'll stop playing.

Why Indian pharma needs more expats on boards

ET Intelligence Group: While Indian pharmaceutical companies have been manufacturing and marketing drugs across continents for the past several decades, the boards and top management of most of them do not have any representation of overseas talent.Among the leading companies, only a handful of them – Dr Reddy's Labs, Lupin, Glenmark and Biocon – have expat representation on their boards as well as at the top management level. Readying for life after Aditya Puri's retirement: HDFC Bank rejigs top management

Posted:

MUMBAI: HDFC Bank's board reshuffled the role of its top management personnel in what is speculated as a step in preparing the lender for life after the retirement of founder chief executive Aditya Puri in October next year. The bank's announcement, terming veteran banker Sashidhar Jagdishan as a "change agent" and making him the head of all important portfolios of the bank, is being seen as a signal that he might well be the candidate to succeed Puri if the board chooses an internal candidate. The other contender earlier, Paresh Sukthankar, a deputy managing director, quit the bank last August."Sashidhar Jagdishan would continue to head the finance function, and shoulder additional responsibilities as in charge of the verticals of legal & secretarial, human resources, corporate communications, infrastructure, administration, corporate social responsibility and 'Change Agent of the Bank'," HDFC Bank said in a statement.Jagdishan has been with the bank since 1996. Maruti shares recover; but why are brokerages not impressed?

Posted:

NEW DELHI: Shares of Maruti Suzuki might have recouped 7 per cent in the past one week, but analysts do not see an end to the dismal performance in the short term. Car sales have slumped, the competition has risen and the market leader is being forced to offer discounts. Maruti-specific problems too are at play. Credit Suisse noted that the automaker has increased discounts on all models except Ertiga. Company-specific concerns are cropping up, it said, adding that depreciation in the rupee against the yen could add to the pressure. Industry watchers noted that drop in utility vehicle sales in July was somehow arrested by good demand for the newly launched Hyundai Venue, which sold 9,585 units for the month. Mahindra & Mahindra's XUV300 also sold 4,464 units. The numbers hurt Maruti's Vitara Brezza sales, which fell 62.6 per cent to 5,302 units. "Maruti's personal vehicle market share declined by 350 bps to 48.9 per cent for July. On a year-to-date basis, the carmaker's market share is down 200 bps to 50.5 per cent," said Nirmal Bang Institutional Equities. As per reports, Maruti is offering as much as Rs 70,000 discount on Ciaz sedan. On S-cross, Ignis and Baleno there are maximum discounts of Rs 60,000, Rs 55,000 and Rs 45,000, respectively. On Maruti Suzuki Dzire petrol model, Rs 20,000 of cash discount is available along with Rs 20,000 exchange bonus. Its diesel variant is reportedly offered at a cash discount of Rs 25,000 of cash discount and an equal amount on exchanging one's old vehicle. Average discounts for the June quarter stood at Rs 16,941 per unit, up 12 per cent on a yearly basis. As a stock, Maruti Suzuki still trades higher on core PE basis, Credit Suisse said while recommending a target of Rs 5,700. This target was 8 per cent lower than Wednesday's closing price of Rs 6,222.95. In a July-end note, Phillip Capital cut the scrip's target to Rs 4,927 from Rs 6,012 as it saw risks to volume growth and margin estimates. The brokerage, which attended the company's conference call said the management was unwilling to give volume guidance for the full year. Earlier, it had guidance of beating SIAM's guidance of 3‐5 per cent growth for FY20. This is after the company reported a 17.9 per cent drop in volumes to 4,02,594 units in the June quarter. "Higher consumer offers increased incentives to dealers for wholesale billing, adverse operating leverage due to ramp up at SMG (Gujarat plant) and a subdued demand environment will negatively impact profitability going forward and does not leave much room to fully pass on costs related to the BS6 transition," Phillip Capital said. Other brokerages though feel that near-term weakness may persist , but their targets on the stock suggest upside potential. Over the next few months, Maruti's new model launches and benign raw material trends/cost controls will come into play and offer some respite, said JP Morgan in an August note. "Our March 2020 target of Rs 7,000 is based on 24 times FY21E P/E, which is in line with last five-year average," the brokerage said. Global brokerage firm CLSA slashed the target price of Maruti Suzuki citing weak demand. While maintaining a 'Buy' call on Maruti Suzuki, CLSA cut the target price to Rs 7,200 (from Rs 7,400 earlier). It also cut FY20-21 EPS by 8-10 per cent on lower volumes.

ShareChat removes some videos on TikTok notice

Posted:

BENGALURU: Indian regional language social media platform ShareChat was forced to take down TikTok videos uploaded by its users after the Chinese short video app sent notices saying it had exclusive rights over this content.TikTok made the exclusivity claims based on contractual arrangements between the app and creators. It also said it has the sole right to initiate and control legal action including takedown requests. ET has a copy of these takedown notices and partly redacted contracts between TikTok and some creators."We can confirm ShareChat has received multiple takedown notices from ByteDance Technology and have complied with them as they have shared legal contracts stating their ownership to this content," a ShareChat spokesperson told ET in an email. Questions sent to TikTok were not answered.Facebook and YouTube users also have posted of TikTok video compilations. It is not clear whether these two platforms received takedown notices as well. Questions sent to Facebook didn't receive any response. YouTube said it doesn't mediate copyright claims and it is between the parties involved.70796787 Some technology experts are asking whether TikTok's exclusivity claim could affect the intermediary status social media platforms enjoy under the IT Act. This status is used by platforms to argue they have no legal liability arising out of content posted by users. TikTok had used this status to argue against its ban in Madras High Court in April for allegedly hosting content dangerous for children.Tieups with Creators Under Watch"The minute you become a partner with a user, you stop being an intermediary. You are an active participant in that content creation. However, your ownership status is restricted to that piece of content, not the whole platform," said a technology and policy lawyer who did not want to be named.TikTok, owned by Chinese startup ByteDance, has 200 million users in India, of which 120 million are active on a monthly basis. It competes primarily with Facebook and ShareChat in India.Exclusive partnerships with creators is not a new concept in the industry.Platforms such as YouTube and Facebook have exclusive content partnerships with creators in order to attract loyal viewership. These partnerships are getting a closer look from governments and law enforcement agencies, experts said."If you are claiming exclusivity, that (legal safe harbours) protection falls away," said another senior technology lawyer, requesting anonymity as he has social media firms as clients. "If something goes wrong, how do we know it (content) is user generated or it was created on behalf of Tik-Tok."Eshika Phadke, a legal risk analyst at Inflawence, said the impact exclusive contracts with creators has on TikTok's intermediary status would depend on whether they have editorial control over these creators.

New tech, old worries in gig economy

Posted:

He may not know the phrase, but the "gig economy" is not a new idea for 33-year-old Syed Javed Moinuddin. He's hustled and worked at odd jobs all his life. He dropped out of school in class 4, after his father died, and started supporting his mother, from helping at a bakery, to plumbing, to assisting a mason, being a cleaner on a commercial truck and, finally, driving vehicles for a travel and tourism firm in Hyderabad.Four years ago, he started driving a friend's car for Uber and Ola. Since last year, he has been driving a leased Ola cab, paying a daily Rs 1,035 to the company. Then, Ola began charging Rs 4 per km for anything over the daily limit of 200 km. "Now, I work at least 15 hours, and after paying the company, fuel and meals, I take home around Rs 500 a day. How does one eat and educate one's children in this situation?"These are the talked-up new jobs of the platform economy, where technology companies link those who need services with those who need work. In the West, this app economy has been blamed for destroying stable industries, for turning workers into freelancers and labour transactions into one-night stands, ending the era of workplace benefits and unions. It has also been celebrated as the flexible future of work, where workers will increasingly be independent contractors rather than employees. But if you look away from the technology — which is just a medium — the world of work hasn't changed much. "The gig economy is just another way of saying casual labour. In the West, where they have been used to regular jobs, it means something. In India though, formal work is only for a few and 35% of the workforce has always been in casual labour," says economist Ajit Ghose. While platform-based work is very visible in our cities, where you can use an app to find a mechanic or a yoga instructor, or get someone to deliver your food, there are no overall jobs numbers so far. "It's hard enough to get a measure of the informal economy. There are no reliable numbers for platform-based jobs, even in the US," says Vidhya Soundararajan, professor at IIM-Bangalore. The US Bureau of Labour Statistics recently said that only 10% of the workforce was in non-traditional, alternative arrangements, down a little from 11% in 2005.In India, when confronted with dismal employment data, Niti Aayog officials claimed that Uber and Ola alone created over two million jobs that did not show up in the data (an empty claim, since household surveys capture all such jobs). In March, a platform called BetterPlace pegged the number in India at 1.4 million, totting up Zomato, Ola, Uber, and so on. "In a labour force of nearly 500 million, several thousand jobs, or even one or two million, are not statistically significant yet," Ghose points out. The entire "personal services" boom, he says, is a function of inequality — as the consumption of the more affluent segment of the population grows, so does the demand for these jobs that employ another class of people.Take the company Urban Clap — one of the most visible platforms in Indian cities — it wants to be the Amazon or Alibaba for services. Urban Clap aims to create a million jobs by 2024, and right now they have about 25,000 professionals across India, in areas like beauty and wellness, home repair and maintenance. "I used to earn Rs 15,000 working at a salon, but now I can make up to Rs 60,000-70,000 a month, and take home around Rs 45,000 after paying for the commission, products, etc" says Sana Siddiqui. Mother of a 7-year-old, she also values the flexibility of the work as it lets her choose the rhythm of her own day.In the beauty industry, the middlemen take the bulk of the money without adding value, says Himanshu Arora, vice-president at Urban Clap. "A beautician may do Rs 1 or Rs 1.5 lakh worth of work, but most of it goes to the salon as maintenance or profits. At Urban Clap, we flip the equation, we take 20% and the rest goes to the professional," he says. While Urban Clap started out as a pure aggregator, connecting customers and professionals, it has now realised the value of consistency, and is moving towards a more stable relationship with workers. It trains professionals and standardises operations with its own beauty products in one-use sachets. It also encourages worker loyalty with insurance schemes, says Arora. At a beautician training session, a class of 20 women is being schooled in voice modulation and politeness, on how to pitch products, how to deal with sticky situations like if they drop hot wax on a client. "If there's a conflict with the client, or if things are getting difficult, then what do you do?" the trainer asks. "Call the helpline," say all the women in one voice.Urban Clap, like other such companies, manages professionals and clients through its call centre and app, rather than specific supervisors. Disconnected from each other and without a formal workplace, there is no avenue for collective bargaining by the partner professionals. The recent fracas of Zomato deliverypersons in West Bengal's Howrah refusing to ferry beef and pork for religious reasons drew much attention, but the main plank of their protest was reportedly about a fall in pay. "I remember some people tried a hartal in Gurgaon after a driver died: nothing happened, the movement fizzled out," says Moinuddin. "Ola says it has a Rs 5 lakh accident cover for drivers, but then they should give us the papers to keep, in case something happens," he adds. This depersonalised arrangement works fine for Siddiqui, though. She accepts the precarity and is glad for the autonomy that she now has. "I don't have any impressive degrees, but I know my haath ka kaam, which will stay, even if this company fails," says Siddiqui. "The gig economy works better for people with special skills," adds Soundararajan."Even as the rate of employment generation fell in the last six years, services employment has gone up, from 127 million in 2011-12 to 144 million in 2017-18," says economist Santosh Mehrotra. Many new jobs are in this "modern services" sector, in computer services, telecom, financial intermediation, hotels and restaurants. "But what is the quality of these jobs, what are the wages," he asks. "It is no one's case that jobs are not being created. It is just that not enough jobs are being created to keep up with the number of people looking for them," he says.Meanwhile, Moinuddin also accepts his naseeb, but wistfully remembers his days at the tourism company. "Everything was fixed there. There was a steady salary, a weekend. You could call in sick if you had to. Here, it is all up to you, and you work all the time just to subsist. They say you are khud ka boss, but what does that even mean?"
