SALON DU BOURGET, PARIS -- Amid discord between the U.S. and Turkey over Turkey's recently announced removal from F-35 Joint Strike Fighter program, Turkish Aerospace Industries on Monday unveiled its own next-generation fighter concept, saying the aircraft could be operational in roughly ten years' time.
Turkish officials here at the Paris-Le Bourget Airport said its fighter concept is a result of an emphasis on research and development and investment in technology in concert with its defense industry. Officials said TF-X is also made possible due to a partnership with U.K.-based BAE Systems for the program.

On Saturday, the New York Times published an important story about how the United States military branches are attempting to thwart and combat Russian cyber attacks on American utility networks and interference in elections. But deeper into the article, an interesting and disturbing nugget has drawn attention: The Pentagon has gone out of its way to keep President Donald Trump ignorant of certain details about the operation because of "the possibility that he might countermand it or discuss it with foreign officials."

Beijing (CNN)Beijing's leading drug enforcement body has blamed the legalization of marijuana in Canada and parts of the United States for a spike in the amount of drugs smuggled into the country, describing it as a "new threat to China."

SEOUL (Reuters) - A decade after leaving her family behind to flee North Korea, the defector was overwhelmed with excitement when she spoke to her 22-year-old son on the phone for the first time in May after he too escaped into China.
While speaking to him again on the phone days later, however, she listened in horror as the safe house where her son and four other North Korean escapees were hiding was raided by Chinese authorities.
"I heard voices, someone saying 'shut up' in Chinese," said the woman, who spoke on condition of anonymity to protect her son's safety. "Then the line was cut off, and I heard later he was caught."

A suspected explosion triggered a small explosion today near the China-North Korea border, according to Chinese authorities.
The magnitude 1.3 quake took place in the Chinese city of Hunchun at 19:38pm local time with a focal depth of zero metres, reported China seismic network.
The news comes as Chinese President Xi is set to pay a two-day state visit to North Korea from Thursday.

Egypt's former president Mohammed Morsi, the Muslim Brotherhood leader who rose to office in the country's first free elections in 2012 and was ousted a year later by the military, has collapsed in court during a trial and died, state TV and his family said.
The 67-year-old had just addressed the court, speaking from the glass cage he is kept in during sessions and warning that he had "many secrets" he could reveal, a judicial official said.
A few minutes afterwards he collapsed, the official said.
State TV said Mr Morsi died before he could be taken to hospital.

The Islamic Republic has signaled its intention to exceed limits on uranium enrichment under the deal. Iranian officials said European guarantors still have time to save the accord before it surpasses "the 300 kg limit."
Iran on Monday said it would surpass its stockpile limit of low-enriched uranium by June 27, a move likely to further exacerbate tensions between Washington and Tehran.

Chinese President Xi Jinping will meet with North Korean leader Kim Jong-un during a state visit to Pyongyang this week, China's state media reported today.
The two-day trip, set to take place on Thursday and Friday, will make 66-year-old Xi the first Chinese leader to visit the reclusive country in 14 years.

DUBAI/LONDON (Reuters) - Iran announced on Monday it would breach uranium enrichment limits in 10 days in a move that drew an accusation of "nuclear blackmail" from Washington, but it added that European nations still had time to save the nuclear deal that sets those curbs.
In an indication of Western concern at Iran's initiative, a White House National Security Council spokesman said the plan amounted to "nuclear blackmail" and must be met with increased international pressure.

Hong Kong leader Carrie Lam issued a public apology Tuesday amid a spiraling political crisis, stopping far short of demands from demonstrators that she completely cancel a controversial extradition bill, exonerate protesters and resign from her post as the city’s chief executive.
The former British colony, now a semiautonomous region of China, has been rocked by a week of massive protests as millions of people took to the streets to oppose the bill, which for the first time would allow criminal suspects to be transferred to mainland China for trial. Critics accuse Lam of being a “puppet” of Beijing, which they say is steadily chipping at the city’s freedoms.
Lam announced Saturday that the legislation would be suspended but not fully withdrawn, further angering her detractors a day before another massive march was planned. That same evening, a young man plunged to his death from scaffolding outside a shopping mall after hanging a protest banner from its side.
Immediately hailed as a martyr, the planned Sunday march brought even bigger crowds to the streets to mourn the man’s death. Organizers said more than 2 million people joined what is believed to be the largest demonstration in the city’s history, trailed closely by the one held only a week before.
“I have heard you loud and clear and have reflected deeply on all that has transpired,” Lam said at a press conference. She said government “deficiencies” were responsible for unrest in recent months, and that she herself was largely to blame. “For this, I offer my most sincere apology to all the people in Hong Kong,” she said.
Lam’s apology is unlikely to appease the demonstrators, who want her to completely scrap the bill and step down. They also demand that protesters arrested during the demonstrations be released and all charges dropped. An earlier demand that police retract their designation of the June 12 protest as a “riot” was met late Monday.
Already emboldened by the size of the movement and success in postponing the legislation, the demonstrators are pushing for as much as they can extract from Lam’s pro-Beijing administration.

(CAIRO) — Egypt’s first democratically elected president, Islamist leader Mohammed Morsi, was buried under heavy security early on Tuesday, a day after his dramatic collapse and death inside a glass cage of a Cairo courtroom, a member of his defense team said.
Morsi’s family attended funeral prayers in the mosque of Cairo’s Tora prison, followed by the burial at a cemetery in the city’s western district of Nasr City, said Abdul-Moneim Abdel-Maqsoud, a member of Morsi’s defense team.
Morsi’s son, Ahmed, said security agencies refused to allow Morsi to be buried at the family’s cemetery in his hometown in Sharqia province.
Morsi, 67, hailed from Egypt’s largest Islamist group, the now outlawed Muslim Brotherhood, and was elected president in 2012 in the country’s first free elections following the ouster the year before of longtime leader Hosni Mubarak.
The military toppled Morsi in 2013 after massive protests and crushed the Brotherhood in a major crackdown, arresting Morsi and many others of the group’s leaders.
During his years in prison, Morsi, who was known to have diabetes, was often held in solitary confinement and was largely barred from receiving visitors. His family was only allowed to visit three times. While in detention, Morsi continued to appear in court on a range of charges.
Morsi’s Muslim Brotherhood on Monday accused the government of “assassinating” him through years of poor prison conditions. The group demanded an international investigation into Morsi’s death and called on Egyptians to protest outside Egypt’s embassy across the world.
Late Monday, Egypt’s chief prosecutor said Morsi’s body would be examined to determine the cause of his death. State TV, citing an unnamed medical source, said he died after suffering a heart attack.
Morsi collapsed Monday after just having addressed the court, speaking from the glass cage he was kept in during sessions and warning that he had “many secrets” he could reveal, a judicial official said.
In his final comments, he continued to insist he was Egypt’s legitimate president, demanding a special tribunal, one of his defense lawyers, Kamel Madour told The Associated Press. State TV said Morsi died before he could be taken to hospital.
It was a dramatic end for a figure central in the twists and turns taken by Egypt since its “revolution” — from the pro-democracy uprising that in 2011 ousted the country’s longtime authoritarian leader, Hosni Mubarak, through controversial Islamist rule and now back to a tight grip under the domination of military men.
Facing twin challenges in the Persian Gulf, President Donald Trump said in an interview with TIME Monday that he might take military action to prevent Iran from getting a nuclear weapon, but cast doubt on going to war to protect international oil supplies.
“I would certainly go over nuclear weapons,” the president said when asked what moves would lead him to consider going to war with Iran, “and I would keep the other a question mark.”
Just hours earlier, Iran announced an escalation of its nuclear program, saying that within 10 days it will breach the limit on its stockpile of enriched uranium that was set under a 2015 nuclear deal with world powers.
Last week, U.S. officials blamed Iran for attacks against Norwegian and Japanese oil tankers in the Gulf of Oman. Trump described those and other recent attacks attributed by administration officials to Iran as limited. “So far, it’s been very minor,” Trump told TIME.
Trump’s comments, made in a nearly hour-long interview with TIME, struck a different tone than the public stance of the Pentagon and other Republicans in Washington. They also cut against a series of recent diplomatic and military moves that his Administration has made amid escalating tensions with Tehran.
While Trump was speaking to TIME, Acting Secretary of Defense Patrick Shanahan announced he had authorized approximately 1,000 additional troops for “defensive purposes” in the region. “The recent Iranian attacks validate the reliable, credible intelligence we have received on hostile behavior by Iranian forces and their proxy groups that threaten United States personnel and interests across the region,” Shanahan said in a statement.
Secretary of State Mike Pompeo has insisted the U.S. is “considering a full range of options” in response to the recent attacks. When asked on CBS Sunday if that included a military response, he responded, “Of course.” On Tuesday, Pompeo is going to visit U.S. Central Command, the Tampa-based headquarters which oversees all military operations in the Middle East.
Speaking to TIME, Trump argued that the Gulf of Oman is less strategically important for the United States now than it used to be, citing China and Japan as nations that still rely on the region for significant proportions of their oil. “Other places get such vast amounts of oil there,” Trump said. “We get very little. We have made tremendous progress in the last two and a half years in energy. And when the pipelines get built, we’re now an exporter of energy. So we’re not in the position that we used to be in in the Middle East where … some people would say we were there for the oil.”
Trump said he agrees with the U.S. intelligence community’s assessment that Iran was behind the attacks, saying, “I don’t think too many people don’t believe it.” But he also downplayed Iran’s aggression, arguing that the country has adopted a less hostile posture towards the United States since he became president. “If you look at the rhetoric now compared to the days when they were signing that agreement [the 2015 Iran nuclear deal, which Trump withdrew from], where it was always ‘death to America, death to America, we will destroy America, we will kill America,’ I’m not hearing that too much anymore,” Trump said. “And I don’t expect to.”
Many of the 1,000 new troops will be deployed for security and intelligence gathering, U.S. officials say. The move is part of a larger deployment to deter what the Trump Administration calls “malign behavior” by Iran intended to damage the United States and its allies. A squadron of 12 jet fighters, several spy planes, Patriot missile batteries, a B-52 bomber task force, the USS Abraham Lincoln aircraft carrier strike group and other military assets have already been dispatched to the region.
Earlier, the Pentagon released 11 photos of the tankers, some of them close-ups, and a detailed timeline in an effort to bolster its public case that Iran attacked the ships. The new set of color photos released on Monday, some of them taken from a U.S. Navy surveillance helicopter, appear to show Iranian navy personnel and close-up markings of the damage.
Iran has denied the U.S. accusations, saying they had nothing to do with the tanker explosions.
Tensions between the U.S. and Iran have steadily increased since Trump walked away from the landmark multilateral nuclear deal a year ago. The Administration’s mounting pressure on Iran began with a war of words but has escalated toward more serious confrontations.
The Gulf of Oman is near the Strait of Hormuz at the mouth of the Persian Gulf, through which much of the world’s oil passes. It was just the latest of several recent attacks in the Middle East that the Administration has attributed to Iranian government.
Hamid Baeidinejad, Iran’s ambassador to Britain, told CNN on Tuesday that “unfortunately, we are heading towards a confrontation, which is very serious for everybody in the region.”
Trump hasn’t been shy in voicing his aversion to overseas military entanglements, but advisers such as Pompeo and National Security Adviser John Bolton have staked out more hawkish positions. “The president will consider everything we need to do to make sure — right? But what has the president said? We don’t want Iran to get a nuclear weapon,” Pompeo said Sunday.
When asked Monday whether he was considering military action against Iran, the president told TIME, “I wouldn’t say that. I can’t say that at all.”

(WELLINGTON, New Zealand) — A Christchurch businessman who shared a video of worshippers being slaughtered at a New Zealand mosque has been sentenced to 21 months in prison.
Philip Arps had earlier pleaded guilty to two counts of distributing the video, which was livestreamed on Facebook by a gunman on March 15 as he began killing 51 people at two mosques.
Judge Stephen O’Driscoll said that when questioned about the video, Arps had described it as “awesome” and showed no empathy toward the victims. The judge said Arps had strong and unrepentant views about the Muslim community, and had compared himself to Rudolf Hess, a Nazi leader under Adolf Hitler.
O’Driscoll said Arps had sent the video to 30 associates, and had also asked somebody to insert crosshairs and include a kill count.
WASHINGTON — The Trump administration said Monday it is easing previously announced cuts in hundreds of millions of dollars in aid to the Central American nations of El Salvador, Honduras and Guatemala but will not allow new funding until those countries do more to reduce migrant flows to the United States.
The State Department said that after a review of more than $615 million in assistance that President Donald Trump ordered in March to be cut entirely, it would go ahead with $432 million in projects and grants that had been previously approved. The remaining amount will be held in escrow pending consultations with Congress, it said.
That $432 million, which comes from the 2017 budget, is being spent on health, education and poverty alleviation programs as well as anti-crime efforts that many believe help reduce migrant outflows from the impoverished Northern Triangle region. About $370 million in money from the 2018 budget will not be spent and instead will be moved to other projects, the State Department said.
“Previously awarded grants and contracts will continue with current funding,” department spokeswoman Morgan Ortagus said. She added that assistance “to help the Northern Triangle governments take actions that will protect the U.S. border and counter transnational organized crime will also continue.”
U.S. officials said the review looked at roughly 700 projects funded with fiscal 2017 money by the United States in the three countries and concluded that a significant number were too far advanced to end them.
Trump’s decision in March to cut all direct aid to El Salvador, Honduras and Guatemala over the migration issue elicited harsh criticism from Congress where lawmakers from both parties said the assistance was key to helping improve conditions in the three countries that have contributed to the people leaving.
Lawmakers are also expected to object to the latest announcement, which comes as Trump has ratcheted up pressure on Mexico and its southern neighbors to drastically reduce the numbers of migrants heading to the U.S.
Ortagus told reporters the administration was leaving the door open to future funding but would first have to see progress on migration.
“We will not provide new funds for programs in those countries until we are satisfied that the Northern Triangle governments are taking concrete actions to reduce the number of migrants coming to the U.S. border, she said. “This is consistent with the president’s direction and with the recognition that it is critical that there be sufficient political will in these countries to address the problem at its source.”
The Trump administration will send about 1,000 more American troops to the Middle East as tensions between the U.S. and Iran continue to rise.
“I have authorized approximately 1,000 additional troops for defensive purposes to address air, naval, and ground-based threats in the Middle East,” Acting Defense Secretary Patrick Shanahan said in a statement Monday evening. He offered no details on where the troops would be deployed or what their missions might be.
The U.S. has accused the Iranians of being behind attacks on two tankers in the Gulf of Oman last week. The Tehran government has denied any involvement in the episode.
“The recent Iranian attacks validate the reliable, credible intelligence we have received on hostile behavior by Iranian forces and their proxy groups that threaten United States personnel and interests across the region,” Shanahan said.
“The United States does not seek conflict with Iran. The action today is being taken to ensure the safety and welfare of our military personnel working throughout the region and to protect our national interests,” he added.
Earlier Monday, the Pentagon released new photos and a timeline that it said bolstered U.S. accusations that Iran was responsible for the attacks in the Gulf of Oman.
President Donald Trump said last week that “Iran did it,” and U.K. officials said it was “almost certain” that Tehran was behind the attacks.
A Navy explosives expert, who is not part of the U.S. investigation, told reporters that while the explosive only damaged the tanker Kokuka Courageous, he cannot infer what the attackers intended to accomplish.
“Iran is responsible for the attack based on video evidence and the resources and proficiency needed to quickly remove the unexploded limpet mine,” according to a statement accompanying the photos.

(UNITED NATIONS) — The world’s population is getting older and growing at a slower pace but is still expected to increase from 7.7 billion currently to 9.7 billion in 2050, the United Nations said Monday.
The U.N. Department of Economic and Social Affairs’ Population Division said in a new report that world population could reach its peak of nearly 11 billion around the end of the century.
But Population Division Director John Wilmoth cautioned that because 2100 is many decades away this outcome “is not certain, and in the end the peak could come earlier or later, at a lower or higher level of total population.”
The new population projections indicate that nine countries will be responsible for more than half the projected population growth between now and 2050. In descending order of the expected increase, they are: India, Nigeria, Pakistan, Congo, Ethiopia, Tanzania, Indonesia, Egypt and the United States. In sub-Saharan Africa, population is projected to nearly double by 2050, the report said.
Undersecretary-General for Economic and Social Affairs Lu Zhenmin said in a statement: “Many of the fastest growing populations are in the poorest countries, where population growth brings additional challenges in the effort to eradicate poverty,” promote gender equality and improve health care and education.
The report confirmed that the world’s population is growing older due to increasing life expectancy and falling fertility levels.
The global fertility rate fell from 3.2 births per woman in 1990 to 2.5 births in 2019 and is projected to decline further to 2.2 births by 2050. A fertility rate of 2.1 births per woman is need to ensure population replacement and avoid declines, according to the report.
In 2019, the fertility rate in sub-Saharan Africa was the highest at 4.6 births per woman, with Pacific islands, northern Africa, and western, central and southern Asia above the replacement level, the report said. But since 2010, it said 27 countries or areas have lost one percent or more of their population.
“Between 2019 and 2050 populations are projected to decrease by one percent or more in 55 countries or areas, of which 26 may see a reduction of at least 10 percent,” the U.N. said. “In China, for example, the population is projected to decrease by 31.4 million, or around 2.2 percent, between 2019 and 2050.”
Wilmoth, the head of the Population Division, told a news conference launching the report that the population growth rate is slowing down as the fertility level gradually decreases. That decrease usually follows a reduction in the mortality level that initially instigated growth, he said.
Wilmoth stressed that multiple factors lead to lower fertility including increasing education and employment, especially for women, and more jobs in urban than rural areas, which motivate people away from costly large families to smaller families. But to achieve this, he said, people also need access to modern methods of contraception.
According to the “World Population Prospects 2019: Highlights” report, migration is also a major component of population growth or loss in some countries. Between 2010 and 2020, it said 14 countries or areas will see a net inflow of more than one million migrants while 10 countries will experience a similar loss. For example, some of the largest outflows of people — including from Bangladesh, Mepal and the Philippines — are driven by the demand for migrant workers, the report said. But some migrants are driven from their home countries by violence, insecurity and conflict, including from Myanmar, Syria and Venezuela.
The U.N. said countries experiencing a net inflow of migrants over the decade include Belarus, Estonia, Germany, Hungary, Italy, Japan, Russia, Serbia and Ukraine.

Police took three people into custody and recovered two firearms, according to a statement from the police department.

(CAIRO) — Egypt’s former president, Mohammed Morsi, the Muslim Brotherhood leader who rose to office in the country’s first free elections in 2012 and was ousted a year later by the military, collapsed in court during a trial and died Monday, state TV and his family said.
The 67-year-old Morsi had just addressed the court, speaking from the glass cage he is kept in during sessions and warning that he had “many secrets” he could reveal, a judicial official said. A few minutes afterward, he collapsed in the cage, the official said, speaking on condition of anonymity because he was not authorized to talk to the press. In his final comments, he continued to insist he was Egypt’s legitimate president, demanding a special tribunal, one of his defense lawyers, Kamel Madour told the Associated Press. State TV said Morsi died before he could be taken to the hospital.
The Brotherhood accused the government of “assassinating” Morsi through years of poor prison conditions during which he was often kept in solitary and barred from visits. Egypt’s chief prosecutor said a team of forensic experts would examine Morsi’s body to determine the cause of his death.
It was a dramatic end for a figure who was central in the twists and turns taken by Egypt since its “revolution” — the pro-democracy uprising that in 2011 ousted the country’s longtime authoritarian leader, Hosni Mubarak.
Morsi’s Muslim Brotherhood, Egypt’s most powerful Islamist group, won the elections held after Mubarak’s fall, considered the first free votes the country had seen. First, they gained a majority in parliament, then Morsi squeaked to victory in presidential elections held in 2012, becoming the first civilian to hold the office.
Critics accused the Brotherhood of seeking to monopolize power, enshrine an Islamist constitution and using violence against opponents, and soon massive protests grew against their rule. In July 2013, the military — led by then-Defense Minister, Abdel-Fattah el-Sissi — ousted Morsi, dissolved parliament and eventually banned the Brotherhood as a “terrorist group.”
El-Sissi was elected president and re-elected in 2018 in votes human rights groups sharply criticized as undemocratic. He was waged a ferocious crackdown that crushed the Brotherhood but also almost all other dissent, arresting tens of thousands, banning protests and silencing most criticism in the media, while the military has come to dominate politics behind the scenes.
Since his ouster, Morsi and other Brotherhood leaders have been in prison, put on multiple and lengthy trials. Morsi was sentenced to 20 years in prison on charges of ordering Brotherhood members to break up a protest against him, resulting in deaths. Multiple cases are still pending. Monday’s session was part of a retrial, being held inside Cairo’s Tora Prison, on charges of espionage with the Palestinian Hamas militant group. Morsi was held in a special wing in Tora nicknamed Scorpion Prison. Rights groups say its poor conditions fall far below Egyptian and international standards. Morsi was known to suffer from diabetes.
Sarah Leah Whitson, Middle East director with the Human Rights Watch, said in a tweet that Morsi’s death was “terrible but entirely predictable” given the government “failure to allow him adequate medical care, much less family visits.”
Morsi’s son, Ahmed, confirmed the death of his father in a Facebook post, saying, “We will meet again with God.”
Mohammed Sudan, leading member of the Muslim Brotherhood in London, said Morsi was banned from receiving medicine or visits and there was little information about his health condition. “This is premeditated murder. This is slow death.”
Freedom and Justice, the Brotherhood’s political arm, said in a statement on its Facebook page that prison conditions led to Morsi’s death in what amounted to “assassination.”
“They placed him in solidarity confinement throughout his detention which exceeded 5 years, prevented medicine and provided poor food,” it said. “They prevented doctors and lawyers and even communicating with his family. They deprived him from the simplest human rights.”
The judicial official said Morsi had asked to speak to the court during Monday’s session. The judge permitted it, and Morsi gave a speech saying he had “many secrets” that, if he told them, he would be released, but he added that he wasn’t telling them because it would harm Egypt’s national security. Madour, the defense lawyer, said Morsi spoke for around five minutes before collapsing inside the cage. “He was very calm and organized. He summarized our argument in three to five minutes. He insisted on a special tribunal as he is the president of the republic,” Madour said.
A spokesman for the Interior Ministry did not answer calls seeking comment.
Morsi, an engineer who studied at the University of Southern California, was an unlikely figure to be thrust into Egypt’s central stage. He was never considered a major thinker in the Brotherhood and instead rose through its ranks as an efficient, if lackluster, loyalist. The group only put him forward as its presidential candidate in 2012 after a more prominent and powerful figure, Khairat al-Shater, was declared ineligible to run.
When elected, he made gestures toward the secular pro-democracy activists who led the 2011 Arab Spring uprising. But over the course of the year, opponents accused his Brotherhood of hijacking the revolution and using elections to entrench their own control. Major protests erupted, particularly over the process of writing a new constitution in which critics said the Brotherhood was sidelining other factions and allowing Islamists to write a charter largely on their terms. Brotherhood supporters cracked down violently on some protests.
Still, the Brotherhood never managed to control all levers of power, facing opposition within courts and in the powerful security forces. As protests grew, the military stepped in: Army commandos took him and other Brotherhood leaders into custody.
The subsequent crackdown has all but completely dismantled the Brotherhood, with hundreds killed and thousands imprisoned, with most other active figures fleeing abroad. Throughout his trials, Morsi insisted he remained Egypt’s legitimate president. In early court sessions he gave angry speeches until judges ordered him kept in a glass cage during sessions where they could turn off his audio.
In audio leaked from a 2017 session of one of his trials, Morsi complained that he was “completely isolated” from the court, unable to see or hear his defense team, his eyes pained by lighting inside the cage. “I don’t know where I am,” he is heard saying in the audio. “It’s steel behind steel and glass behind glass. The reflection of my image makes me dizzy.”

Claims against Reliance Communications (RCom) have risen to Rs 57,382.5 crore with new entities, including some Reliance Anil Dhirubhai Ambani Group companies, joining the creditors' list, according to a regulatory filing.Interim Resolution Professional (IRP) Pardeep Kumar Sethi, however, admitted dues of Rs 30 crore out of fresh claims of Rs 8,189 crore, taking admitted claims so far to Rs 49,223.88 crore, RCom said in the filing.Reliance ADA Group firms account for Rs 7,000.63 crore of fresh claims against the group firm RCom.The filing said the fresh claims except for admitted dues have been put for verification.Reliance ADAG firm Reliance HR Services Private Limited has submitted claim of Rs 3,368.95 crore, Reliance Capital 1,291.71 crore and Reliance Communications Enterprise Private Limited of Rs 2,336.22 crore and Bermuda-based Reliance Globalcom has made claim of Rs 3.75 crore.The IRP admitted none of the claims and marked the entire amount for verification.Shubh Holdings Pte Ltd, CQS Asian Opportunities Master Fund Limited and CQS Directional Opportunities Master Fund Limited have joined the new list of creditors with claims of Rs 400.26 crore, Rs 135.04 crore and Rs 100.11 crore respectively.The list shows that China Development Bank (CDB) claimed dues of Rs 9,863.89 crore and the IRP has admitted the entire claim.The IRP also admitted full claims made by Life Insurance Corporation (Rs 4,758 crore), Exim Bank of China (Rs 3,356.44 crore), Standard Chartered Bank (Rs 2,130.23 crore), ICBC (Rs 1,832.89 crore), Syndicate Bank (Rs 1,225.19 crore), and Punjab National Bank (Rs 1,126.87 crore), among several others.State Bank of India submitted a claim of Rs 4,905.37 crore but IRP admitted Rs 4,714.52 crore and set aside Rs 190.85 crore for verification. Among lead lenders, Bank of Baroda placed a claim of Rs 2,707.67 crore but IRP admitted Rs 2,531.87.Last month, as many as 41 creditors submitted total claims of Rs 49,193.46 crore and IRP admitted more than 95 per cent of the amount as dues.
As Budget Day draws near, new demands are made by various stakeholders. In the middle of this clamour, some suggestions made by various committees in the past, should also be heeded.-Use prosecution powers wisely: Bollywood producer Firoz Nadiadwala recently made headlines when Mumbai's magistrate court sentenced him to three months' rigorous imprisonment for delay in depositing tax deducted at source (TDS). It appears that he had neither proved 'reasonable cause' for the delay to the I-T authorities, nor had he taken recourse to compounding — where, in lieu of prosecution, stiff compounding fees are paid. That said, compounding is not a 'right' given to taxpayers, and competent authorities can reject such a plea.Recently, the Central Board of Direct Taxes (CBDT) tightened the norms for compounding. Offences relating to stashing of black money offshore or benami transactions cannot be compounded. But for delayed TDS deposits, there is a slight relaxation in terms of fees, which stand reduced to 2% a month (from 3%) of the TDS in default, if the errant taxpayer, suo motu, applies for compounding. However, the compounding option can be exercised only in three instances.While Nadiadwala had paid the entire TDS with penal interest and penalty, although after 12 months, the court held that this delay didn't absolve criminal liability. In several other cases, courts have ruled likewise.Yet, in other instances, a more lenient view has been taken. For instance, the Delhi High Court, in the case of Sequoia Construction (1986), or the Rajasthan High Court in the case of SG Kale (2001), considered the financial difficulties of the taxpayers and had quashed prosecution proceedings.Section 276B provides for prosecution for a period between three months and seven years, irrespective of the period of delay or the quantum of TDS not deposited in time. Standard operating guidelines set down by CBDT in February 2013 call for 'mandatory' processing of prosecution where TDS of Rs 1 lakh or more has not been deposited by the due date. If the quantum is between Rs 25,000- Rs 1 lakh, it states that the matter may be processed for prosecution in case of repeated defaults, or if the deposit was not made prior to detection by I-T authorities.Tax deducted at source is typically required to be deposited by the 7th of next month. In August 2013, CBDT deleted the requirement that prosecution should be launched only if the tax deducted has been retained for 12 months or more. Many questions arise. Should not the period of delay and past behaviour of the taxpayer be considered? Compounding guidelines rightly distinguish between a first-time offender and a habitual offender. If a taxpayer has refunds due, which exceed the TDS amount not deposited in time, then should some laxity prevail? In its report of January 2016, Justice RV Easwar Committee, set up to look into the simplification of the I-T Act, had suggested, "No prosecution should be launched if the TDS with interest is paid voluntarily within 12 months from the date of deduction."Between April 1 and end-November 2017, I-T authorities had filed prosecution complaints for various offences (including delay in TDS deposits) in over 2,000 cases — a rise of 184% over the previous year. It is vital to draw the line between habitual tax evaders and other defaulters. In addition to the retention period suggested by the committee, ideally, CBDT should revise upwards the limit of Rs 1 lakh set down several years ago in its standard operating guidelines. One of the aims is to crack down on black money. The Tax Administration Reforms Commission (Tarc), headed by Parthasarathi Shome, in its report of November 2016, admitted that Banking Cash Transaction Tax (BCTT), which after a four-year tenure was withdrawn from April 1, 2009, had boosted information available to I-T authorities. BCTT was a minimal levy of 0.1% levied on cash withdrawals from non-savings bank accounts, which exceeded Rs 50,000 in a day in case of individuals and Hindu Undivided Families (HUFs), and Rs 1 lakh for others.Revision of the annual information returns, to include cash withdrawals exceeding specified amounts made in a day from non-savings bank accounts, would also provide information to I-T authorities, and not inconvenience taxpayers with a fresh levy, according to Tarc. The commission also pointed out that tax-free agricultural income is aconduit to avoid tax and launder funds. Will this ever be plugged?

MUMBAI: India, which became the chair of the Kimberley Process Certification Scheme (KPCS) for 2019, will work with governments, the global diamond industry and civil society for strengthening the Kimberley Process (KP), which prevents the supply of conflict or blood diamonds in the world trade of the precious stones.One of the important reforms in KP deals with widening its scope to cover not only conflict diamonds but any illegal acquisition of the stones from artisanal miners by state actors, a Gem & Jewellery Export Promotional Council (GJEPC) official told ET. "The world is looking up to us (India) for instituting further reforms in the KP," he said.This is a theme that will be discussed at the 5-day Kimberley Process Intersessional Meeting 2019, being held in Mumbai till June 21. The meet has been organised by the commerce ministry and GJEPC, which functions under the ministry. Each natural diamond traded in the world comes with a Kimberley Process certificate ensuring the diamond is from a conflict free zone.Alok Vardhan Chaturvedi, director general of foreign trade (DGFT), said, "Today, almost 99.8% of the world's diamonds come from conflict-free zones. The 4Cs (cut, clarity, colour and carat) of diamond may soon be expanded to 5Cs with the fifth being 'conflict free.' And the 5 Ps of diamond marketing (precious, popular, prestige, priceless) will include 'peace' diamonds." India cuts and polishes 10 out of the world's 11 rough diamonds. Diamonds are cut and polished in Surat while trading happens out of the Bharat Diamond Bourse in Mumbai. In FY19, India imported roughs worth $15 billion and exported polished diamonds worth $24 billion. The GJEPC, an official said, is working to facilitate increase of exports.Chaturvedi said one of the issues being discussed in the government is to provide loans denominated in dollar terms to exporters rather than in rupee equivalent terms.A GJEPC official said this would help reduce costs for exporters, including for diamond firms, imposed by changing of currency from a denomination to another and from steep depreciation of the local unit.Chaturvedi added at the sidelines of the event that the matter of providing technology to tell synthetic diamonds from natural ones would be discussed at the inter-sessional meeting. "We are not saying 'don't allow synthetic diamonds'… all we want to ensure is that they are not mixed with natural diamonds and sold as such…it's important the consumers are protected."Stephane Fischler, president of the World Diamond Council, said that he'd heard of small and medium diamond units in India not being able to easily access bank credit. "It's a phenomenon SME manufacturers are facing across the world, but it's more acute in India." Another problem was the pricing of rough diamonds moving "out of sync" with that of polished diamonds, which was hurting manufacturers. "I estimate that rough prices need to fall by 10% to correct the skew," Fischler said referring to the phenomenon of rough prices rising much more steeply than polished diamond prices.Asked whether the commerce ministry had requested for a reduction in import duty of gold, Chaturvedi said that the commerce ministry had pitched for a reasonable reduction, rather than a specific figure, from the current 10% duty but it was the prerogative of the finance ministry to decide on that.
NEW DELHI: Three lenders to SARE Homes — KKR India Financial Services, Altico Capital and Edelweiss — are negotiating with potential suitors to either cash out or bring in strategic investors for specific projects to salvage their combined exposure of Rs 900-1,000 crore, two people familiar with the development told ET.SARE Homes, promoted by London-based global asset and real estate management firm Duet Group, is facing severe cash crunch due to unsold inventory, which has brought construction work to a grinding halt, the sources said."This is a unique company…run by professionals," said one of the persons involved in affairs of the company. "Duet is not on the board of SARE Homes and has no say in the company, and lenders have major says in cash flow."Duet had raised $350 million (Rs 1,400 crore then) in 2006 through equity issuance in SARE Public Company (Cyprus). Of this, about Rs 1,000 crore was invested in the Indian firm, SARE Homes, as foreign direct investment.69834708 Spokespersons of KKR, Edelweiss and SARE Homes did not respond to ET's email queries as of press time Monday.A spokesperson at Altico Capital said the company currently has only a small exposure to SARE Homes for a plotted development in Chennai. Altico has just concluded its annual audit and published accounts with capital ratio more than 40%, cash balances exceeding Rs 1,200 crore and gross non-performing assets of less than 1.8%, she said.The underlying assets of SARE Homes are much more than the total loan exposures of the three private lenders, the sources said.As per the last valuation in March 2019, total value of unsold inventory and land is a little over Rs 2,300 crore, as against combined borrowing of less than Rs 1,000 crore, said the official quoted earlier.SARE Homes has returned a tad below Rs 300 crore to its Cyprus holding company till 2015. But with lenders exploring various strategic options, equity capital is expected to be completely wiped out.A consortium of KKR and Altico has taken over control of Ramprastha SARE Realty Private, Gurgaon, sources said. Lenders have combined exposure of about ?580 crore in the project on a 69-acre plot, of which 52 acres is under development and the rest is yet to be developed, they said. However, an official with one of the lenders said the combined exposure is less than ?450 crore.In addition, Altico has virtually taken control of SARE Realty Project, Chennai GST, a 72-acre plot, of which about half is yet to be developed. Edelweiss has control of SARE Samaag Reality, Ghaziabad, and SARE Jubilee Shelters, Chennai-OMR, sources said.SARE Homes has launched about 9,000 residential units or flats. Of this, about 6,500 units have been sold, but only about 4,000 units have been offered for delivery. That means 2,500 homebuyers are waiting for delivery and there are another 2,500 unsold inventories. All these 5,000 units will need additional capital to complete.The company is facing cashflow pressures and cannot raise additional debt.

The attack came just a month after strikes on tankers in the United Arab Emirates and oil-pumping stations in Saudi Arabia. From $59.97 per barrel on Wednesday, crude oil prices rose to $62.01 on Friday. However, despite the rise towards the end of the week, oil was 2 per cent down for the week. During this period, crude oil prices came down from $63.29 to end the week at $62.01. The fall was on the back of weak oil demand outlook and rise in US crude inventories. Market even ignored growing expectations of ongoing Opec-led supply cuts. The oil prices for the last one month has been down from $72 on concerns over high inventories and global slowdown, especially due to trade tension between the US and China. Meanwhile, last week began with crude prices being hammered due to larger than expected inventory build-up. Energy Information Administration (EIA) said US supplies rose by 2.21 million barrels in the week ending June 7 to take the overall supply tally to 485.47 million barrels, the highest in nearly two years. Additionally, the EIA trimmed its forecast for world demand to around 1.22 million barrels per day (bpd). Adding to the bearish demand report, the EIA also projected that US production will increase by 1.4 million bpd in 2019 and by 0.9 million bpd in 2020, with 2020 production averaging at 13.3 million bpd. Escalation in trade was fears continued to weigh on demand for oil. On the other hand, China's crude oil imports slipped to around 40.23 million tonnes in May, from an all-time high of 43.73 MT in April. Hedge funds and other money managers cut their combined futures and options position in New York and London. Crude seemed to be well on its way to breach the all-important $50 mark. Looking ahead, oil market will remain volatile for the next few weeks, ahead of the G-20 summit and the Opec meeting. With the demand outlook looking weak in the face of continued growth pessimism and weak data emerging out of China, US and Europe, oil prices are not expected to go up in a hurry, unless we witness a spike in geopolitical tensions in the Middle East. We continue to remain bearish on crude oil. Investors should sell crude oil futures on rise. This, Brent August 2019 contract on ICE could remain within the range from $57-$64. The details are still being worked out and, if approved, it could be included in the budget to be unveiled on July 5, the people said.Modi's administration is under pressure to raise spending on welfare programs and revive growth after a resounding mandate in the recently concluded elections. If the plan is finalized, the government will need to amend a law to enable it to sell majority control in state-run banks, the people said.Two calls made to Finance Ministry spokesman D.S. Malik remained unanswered. India's central bank and the government is in the midst of cleaning up a banking system saddled with the world's worst non-performing loan ratio.
YouTube has made significant changes to its hate speech policy and removed over nine million videos in the last quarter as part of an ongoing process to reduce the spread of harmful content, Google's Indian-American CEO Sundar Pichai said Monday, but acknowledged that the platform is too big to completely fix the problem.YouTube, which is owned by Google, has come under fire in the last couple of years, as controversial and supremacist content has continued to show up on the site despite the company's attempts to filter it out."We work hard to get right, and every few years we feel the need to evolve them because we see changes in how the platform is getting used," Pichai said in response to a question from CNN."Just last week, we had significant revisions to our hate speech policy (which) appear(ed) to be very focused on removing harmful content and reducing the spread of what we think of as borderline content," he said."Just last quarter, we removed over nine million videos. And so, it's an ongoing process, but there's more we need to do and we acknowledge that," Pichai said.When asked whether there will ever be enough humans to filter through and remove such content, Pichai said, "We've gotten much better at using a combination of machines and humans.""So it's one of those things, let's say we're getting it right 99 per cent of the time, you'll still be able to find examples.
