I still couldn't get over it myself. I mean, Siwash was senior to most of the other quartermasters—probably the smartest, too—but he was not an officer. He was an enlisted man—a petty officer, second class––the same as me. I saw nothing unusual when the first fighter plane came in. The airdales [sailors on an aircraft carrier whose job involves working with aircraft] towed it forward; the pilot was still in the cockpit when the next plane approached the stern.

After working in a Civilian Conservation Corps (CCC) camp in Idaho, Ray Daves enlisted in the Navy in the spring of 1938 and reported for basic training the following year. He was at Pearl Harbor, serving at Pacific Fleet Headquarters as a radioman, when the Japanese attacked; he was wounded in the hand. Afterward, he requested sea duty on a warship and was assigned to the submarine Dolphin (SS-169), on which he served one war patrol before being reassigned as a radioman second class aboard the aircraft carrier Yorktown (CV-5).

It's been a tough couple of weeks for proponents of naval power, as America's and China's two newest aircraft carriers revealed ongoing teething problems.

The U.S. Navy's first-in-class USS Gerald R. Ford (CVN-78) nuclear-powered supercarrier is the revolutionary successor to the current 10-ship Nimitz-class warships. First laid down in 2008 and commissioned in 2017, the Ford is expected to enter combat service... someday. The Navy hopes to take delivery in October of this year, but delays keep mounting.

The Ford uses modern automation to achieve a much-reduced crew size of about 4,500 men (including aircrews), down from just over 6,000 on its more-conventional predecessors, like the USS Reagan currently on patrol in the South China Sea not far from Hong Kong. Other, perhaps more important advances, include a radical electromagnetic aircraft launch system (EMALS) instead of traditional steam catapults, and a high-speed elevator system for moving planes to the flight deck and weapons to the planes.

It wasn't supposed to be like this. When Xi Jinping effectively crowned himself emperor at the 19th Chinese Communist Party Congress in 2017, consolidating his power by ending a practice of term limits, China was supposed to be ready for its next stage of his meteoric rise.

In a triumphal speech, Xi heralded a "new era" of Chinese power and predicted the nation would become a "mighty force" under his control. But as the summer of 2019 drags on, Xi and the government he leads look increasingly weak and lost.

China's economy is in the doldrums, put there in part by President Trump's decision to change U.S. tactics dramatically in long-running trade disputes. Last month, the Chinese National Bureau of Statistics reported the slowest economic growth since 1992. China's manufacturing index has indicated contraction for all but two months so far this year.

Donald Trump invited Chinese leader Xi Jinping to participate in face-to-face talks on Wednesday evening amid mounting criticism of the American president's response to protests in Hong Kong.

He used their flat-lined trade agreement as bait, saying that China must work with 'work humanely with Hong Kong' before he'll reopen economic talks.

'Of course China wants to make a deal. Let them work humanely with Hong Kong first!' he said in a tweet.

The ex-businessman said in a follow-up, 'I know President Xi of China very well. He is a great leader who very much has the respect of his people. He is also a good man in a "tough business." I have ZERO doubt that if President Xi wants to quickly and humanely solve the Hong Kong problem, he can do it. Personal meeting?'

Six Philadelphia Police Officers Wounded By A Lone Gunman. Situation Still Ongoing

Daily Mail: Two cops held hostage by an active shooter inside a Philadelphia home escape after the gunman shot SIX officers during a drugs raid and he remains holed up in the property brandishing an AK-47

* SWAT members have rescued two officers who were held hostage inside a Philadelphia home by a gunman
* The cops became trapped in the home during a drugs raid when the suspect started firing around 4.30pm
* Gunman opened fire with what officers believes was an AK-47, prompting the ongoing standoff at the home
* At least six cops have been injured in the active shooter situation; they have non-life threatening injuries
* The incident unfolded along the 3700 block of North 15th Street and is still ongoing as suspect is still in home
* Authorities said earlier on Wednesday that at least one suspect was taken into custody following the raid
* President Donald Trump and other officials have been briefed on shooting and are monitoring the situation

Two officers who were being held hostage by a gunman inside a Philadelphia home have been rescued by SWAT members after the shooter shot six other cops with an AK-47 during a drugs raid.

Philadelphia Police Sgt Eric Gripp tweeted shortly after 9.30pm that the two officers 'have been safely evacuated by PPD SWAT'.

'Suspect is still armed and inside house. Continue to avoid the area.'

It's unclear if the two rescued officers were injured. Police said the six injured officers did not have life-threatening injuries and some have already been discharged the hospital.

One of the officers, a father-of-two, was shot in the head, but the bullet grazed him and he's expected to survive.

Reuters: Future of last nuclear pact between Russia and U.S. uncertain: U.S. envoy

MOSCOW (Reuters) - The last major nuclear arms control treaty between Russia and the United States is outdated and flawed, the U.S. ambassador to Moscow said on Wednesday, saying it could be scrapped altogether when it expires in 2021 and replaced with something else.

The New START treaty limits the number of strategic nuclear warheads the world's two biggest nuclear powers can deploy to no more than 1,550, the lowest level in decades. It also curbs the number of nuclear launchers and deployed land- and submarine-based missiles and nuclear-capable bombers they can have.

"Some want to extend New START. Some are arguing in favor of creating something new. I'm not sure where it will go," U.S. Ambassador to Russia Jon Huntsman told the Ekho Moskvy radio station on Wednesday.

The treaty's future is in focus after the United States withdrew from another landmark nuclear missile pact with Russia this month after determining that Moscow was violating that treaty, an accusation the Kremlin denied.

Financial markets have flashed a warning sign about the economic outlook for the UK and the US.

It is known in the jargon as an "inverted yield curve".

It means that it is cheaper for those countries' governments to borrow for 10 years than for two.

It is an unusual development and it often comes before a recession or at least a significant slowdown in economic growth.

Wall Street shares plunged on Wednesday, as investors' concerns about a potential recession were stoked by the news.

The main US stock market indexes fell between 2.3% and 2.6%. Meanwhile in Europe London's FTSE 100 slipped 1.4%, Germany's Dax lost 2.2% and the French Cac 40 fell by 2.1%.

Reuters: Dow posts biggest one-day drop since October as recession fears take hold

NEW YORK (Reuters) - Wall Street sold off sharply on Wednesday as recession fears gripped the market after the U.S. Treasury yield curve temporarily inverted for the first time in 12 years.

All three major U.S. indexes closed down about 3%, with the blue-chip Dow posting its biggest one-day point drop since October after 2-year Treasury yields surpassed those of 10-year bonds, which is considered a classic recession signal.

Dire economic data from China and Germany suggested a faltering global economy, stricken by the increasingly belligerent U.S.-China trade war, Brexit woes and geopolitical tensions.

Germany reported a contraction in second-quarter gross domestic product, and China's industrial growth in July hit a 17-year low.

Reuters: Russia flies nuclear-capable bombers to region facing Alaska

MOSCOW (Reuters) - Russia said on Wednesday it had flown two nuclear-capable TU-160 bombers to a far eastern Russian region opposite Alaska as part of a training exercise that state media said showed Moscow's ability to park nuclear arms on the United States' doorstep.

The Tupolev TU-160 strategic bomber, nicknamed the White Swan in Russia, is a supersonic Soviet-era aircraft capable of carrying up to 12 short-range nuclear missiles and of flying 12,000 km (7,500 miles) non-stop without re-fuelling.

Russia's Ministry of Defence said in a statement that the planes had covered a distance of more than 6,000 km (3,728 miles) in over eight hours from their home base in western Russia to deploy in Anadyr in the Chukotka region, which faces Alaska.

A former Blackwater security guard was sentenced to life in prison without parole Wednesday for his role in the 2007 shooting of several unarmed Iraqi civilians, the U.S. Attorney's Office for the District of Columbia said.

Nicholas Slatten, 35, was charged in 2014 with first-degree murder in the killing of Ahmed Haithem Ahmed Al Rubia'y, one of the 14 Iraqi civilians who were killed in Nisour Square in Baghdad.

Three other Blackwater contractors were found guilty in 2014 on charges of voluntary manslaughter, attempted manslaughter and other counts.

CNN: German economy shrinks as 'golden decade' comes to an end

Germany's economy shrank in the second quarter as global uncertainty and the trade war took a toll on its manufacturers.

GDP for the three months ended June contracted 0.1% compared to the previous quarter, in line with analyst expectations. That's down from 0.4% growth in the first three months of the year.

"Today's GDP report definitely marks the end of a golden decade for the German economy," said Carsten Brzeski, chief economist in Germany at the Dutch bank ING.

The world's fourth largest economy, and Europe's biggest, has been hit by what analysts have described as a "perfect storm" of negative factors.

CNN: 5 of the world's biggest economies are at risk of recession

Five big economies are at risk of recession. It won't take much to push them over the edge.

The British economy shrunk in the second quarter, and growth flat lined in Italy. Data published Wednesday show Germany's economy, the world's fourth largest, contracted in the three months to June.

"The bottom line is that the German economy is teetering on the edge of recession," said Andrew Kenningham, chief Europe economist at Capital Economics.

Mexico just dodged a recession— usually defined as two consecutive quarters of contraction — and its economy is expected to remain weak this year. And data suggest that Brazil slipped into recession in the second quarter.

Germany, Britain, Italy, Brazil and Mexico each rank among the world's largest 20 economies. Singapore and Hong Kong, which are smaller but still serve as vital hubs for finance and trade, are also suffering.

* The U.S. government has previously expressed concerns that Huawei's technology could be used by the Chinese government for espionage.

Huawei employees helped African governments spy on political opponents by using cell data to track their location and intercepting encrypted communications and social media, a Wall Street Journal investigation found.

The report, which did not find evidence that Huawei executives in China were aware of or approved the activities in Africa, could still add ammunition to the U.S. government's allegations that Huawei could be used for espionage on behalf of the Chinese government. Huawei has denied these claims, but the U.S. has remained wary of the smartphone maker, with the Department of Justice filing criminal charges in two separate cases in January, alleging its CFO committed wire fraud and violated U.S. sanctions on Iran and that the company stole trade secrets from T-Mobile.

BBC: China describes Hong Kong protests as 'near terrorism'

China has condemned violent clashes in the Hong Kong protests as "behaviour that is close to terrorism" - in a sign of its rhetoric hardening.

After days of peaceful protests at Hong Kong International Airport, clashes with police broke out on Tuesday night.

Video showed an officer drawing his gun on protesters who beat him with his own truncheon during the disturbance.

It is the second time in a week that Chinese officials have publicly likened the protests to terrorist activity.

Some observers believe that the repeated use of such language suggests that China is losing patience with the protesters, and could increase the likelihood of an intervention from Beijing.

Switzerland's Intelligence Service of the Federation revealed in its recent report that the Islamic Republic of Iran will stay in the nuclear deal and wait out the November 2020 US election in the hope that US President Donald Trump suffers an electoral defeat.

The Jerusalem Post examined the 79-page document, which cited Iran's clerical regime 50 times, and included sections on Tehran's nuclear, missile, terrorism, espionage and cyber spy activities.

"The Iranian leadership will try to wait President Trump out with strategic patience. Iran will continue to adhere to the provisions of the nuclear agreement that ended, in 2016, its far-reaching international political isolation. But Iran will also continue to support anti-Israeli forces in the region, albeit with much less financial commitment. Iran will not abandon its ballistic missile program... which it already has targeted short-range missiles," said the intelligence document.

Business Insider/Military.com: The Air Force just finished strapping new wings onto the A-10 Warthog to keep it flying until the late 2030s

* The Air Force has installed new wings on 173 of its A-10 Thunderbolts, which are about 61% of the service's 282 A-10s.
* The future of the A-10 has been in doubt in recent years, but the new wings are expected to keep the ground-attack aircraft flying until the late 2030s.

The Air Force said Monday that it has finished installing new wings on the last of 173 A-10 Thunderbolt IIs.

The re-winging of the venerable attack aircraft, popularly known as the Warthog, is expected to allow it to keep flying until the late 2030s, Air Force Materiel Command said in a release.

The upgraded wings should last for up to 10,000 flight hours without requiring a depot inspection, AFMC said. And they have an improved, newly designed wire harness to make the wings easier to remove, and lessen the chance of damaging the wing during the removal process.

Arrests and deportations of foreign teachers in China have soared this year, lawyers, schools and teachers say, amid a broad crackdown defined by new police tactics and Beijing's push for a "cleaner", more patriotic education system.

Four law firms told Reuters that requests for representation involving foreign teachers had surged in the past six months by between four and tenfold, while teachers and schools confirmed arrests and temporary detentions for minor crimes had become commonplace.

Switzerland-based Education First (EF), which runs 300 schools across 50 Chinese cities, has seen a "significant" increase in detentions in China for alleged offences including drugs, fighting and cybersecurity violations, according to a June 27 internal notice sent to employees and seen by Reuters.

The service needs to completely replace dozens of buildings at Naval Air Weapons Station China Lake, which is its premier test and development base.

The Navy may need more than $5 billion to return Naval Air Weapons Station China Lake to a "mission capable" status following a series of earthquakes back in July. The sprawling base, which houses the service's premier developmental test facilities for aircraft and weapons, sustained significant damage, including to the highly specialized facilities and the equipment within them.

A pair of major earthquakes, with registered magnitudes of 6.4 and 7.1, along with thousands of aftershocks, rocked the base and surrounding areas between July 4 and 5, 2019. Getting the facilities back up and running is a major priority for the Navy, given that China supports so much critical research and development work, which you can read all about in greater depth in these past War Zone articles.

A German Boys Choir Is Being Sued for Gender Bias After Rejecting a 9-Year-Old Girl

BERLIN (AP) — A 9-year-old girl is suing a centuries-old Berlin boys choir, arguing that her bid to join was only rejected because of her gender.

The State and Cathedral Choir is one of the most renowned boys choirs in Germany, founded in 1465 by Fredrick II of Brandenburg. Over its 554 years, it has never admitted any girls.

The girl, whose identity was not revealed to protect her privacy, auditioned with the choir in March and was rejected, according to the Berlin administrative court that is to rule on the suit Friday.

The choir contends the girl’s rejection was “not predominantly about her gender” and she would have been asked to join if she had displayed extraordinary talent and motivation and “if her voice had matched the desired sound characteristics of a boys’ choir,” the court said.

The choir also expressed doubt it would have been able to work together with the girl’s parents.

The girl’s mother, who brought the complaint on her daughter’s behalf, argues the choir’s rejection is discriminatory “in an impermissible way” and violates her right to equal opportunities from an institution receiving state funds, the court said.

Attorney Susann Braecklein said her client, who has sung with different children’s choirs in the past, applied to the choir in 2016 and 2018 and was rejected both times without being given an audition.

In December, the girl was told in writing by the dean of the music faculty at the University of the Arts, of which the choir is a part, that “a girl will never sing in a boys’ choir,” Braecklein said in a statement.

Despite the rejection, the girl was invited for an audition in March, only to be rejected again and then to be told she didn’t have the motivation and talent needed to join the boys’ choir, Braecklein said.

The choir refused to comment on the case.

Some 250 boys and young men aged between 5 and 25 belong to the State and Cathedral Choir’s 11 different choir groups.

They perform in the city’s landmark cathedral and have toured across Europe, the United States, Japan, Russia and Israel.

Boys between 5 and 7 without musical experience and experienced older boys can audition and will receive qualified training free of charge if they’re accepted, according to the choir’s website.

Japan’s Emperor Naruhito Expresses ‘Deep Remorse’ in a World War II Anniversary Speech

(TOKYO) — Emperor Naruhito expressed “deep remorse” over Japan’s role in World War II in his first appearance at the annual ceremony marking the end of the hostilities.

The 59-year-old Naruhito is Japan’s first emperor born after the war, and his remarks Thursday closely followed the stance of his father, Akihito, who abdicated in May.

“Reflecting on our past and bearing in mind the feelings of deep remorse, I earnestly hope that the ravages of war will never be repeated,” Naruhito said in a short speech at an event in Tokyo marking the 74th anniversary of Japan’s surrender.

Looking nervous and his voice slightly trembling, Naruhito pledged to reflect on the wartime past and expressed hope that the tragedy should never be repeated. Empress Masako, in a gray suit and a hat, quietly stood by his side, her head slightly lowered.

Naruhito has promised to follow in the footsteps of his father, who committed his career to making amends for a war fought in the name of Hirohito — the current emperor’s grandfather. Though Akihito has avoided a direct apology, he has subtly stepped up his expressions of regret over the past years in carefully scripted statements on the war.

In sharp contrast, Prime Minister Shinzo Abe did not apologize or acknowledge Japanese wartime atrocities in Asia and elsewhere. Instead, he made a long list of damage inflicted on Japan and its people, including the U.S. atomic bombings of Hiroshima and Nagasaki, massive fire bombings of Tokyo and the fierce battle of Okinawa.

The emperor’s words have taken on greater importance and caught attention as Abe has increasingly sought to whitewash Japan’s troubled and embarrassing past since taking office in December 2012. Abe has since stopped acknowledging Japan’s wartime hostilities in his Aug. 15 speech, ending a tradition that past prime ministers had handed down since the 1995 apology by a Socialist leader Tomiichi Murayama.

Abe made no reference to Japan’s ongoing dispute with South Korea over trade and compensation demands over brutal treatment of Korean laborers during Japanese colonization of the Korean Peninsula in 1910-1945. He pledged that Japan will reflect on lessons from history and will not repeat the devastation of war, while joining international efforts to tackle world problems.

Abe, however, stayed away from a Tokyo shrine that honors convicted war criminals among the war dead, and instead sent a religious offering, a gesture to avoid angering China and South Korea, which consider the Yasukuni shrine as a symbol of Japan’s militarism.

Trump Says Beijing Should Resolve the Hong Kong Crisis ‘Humanely’ if It Wants a Trade Deal

President Donald Trump on Wednesday appeared to tie a peaceful resolution of the unrest gripping Hong Kong to a trade deal with the Chinese government, the same day the State Department raised concerns about a possible armed intervention in Hong Kong by Beijing.

A State Department spokeswoman cited by Reuters said that the U.S. was “deeply concerned” by reports of Chinese paramilitary forces amassing at the Hong Kong border. The department warned that Beijing’s encroachment threatened Hong Kong’s special status with the U.S. accorded by a 1992 law, which affords the enclave preferential treatment in areas like trade.

The House Foreign Affairs Committee also spoke out on Wednesday. “We are concerned that China would consider again brutally putting down peaceful protests,” it said in a statement, making apparent reference to the 1989 massacre of students and workers in Beijing’s Tiananmen Square. “We urge China to avoid making such a mistake, which would be met with universal condemnation and swift consequences.”

In a Twitter thread about the trade war, Trump said that Beijing would need to solve issues in Hong Kong “humanely.” He also invited Chinese President Xi Jinping to meet him to discuss the matter.

“Of course China wants to make a deal! Let them work humanely with Hong Kong first!” he said on Twitter. “I have ZERO doubt that if President Xi wants to quickly and humanely solve the Hong Kong problem, he can do it. Personal meeting?”

Trump has largely remained neutral on the situation in Hong Kong, saying earlier that he hoped Beijing and Hong Kong could “work it out.” But senior U.S. lawmakers have called on the president to make it clear to the Chinese government that a crackdown in Hong Kong would have serious consequences, reports Reuters.

The State Department has meanwhile issued a travel warning, advising travelers to exercise “increased caution in Hong Kong due to civil unrest.” Hundreds of flights were cancelled Monday and Tuesday as protesters occupied the city’s airport, one of the world’s busiest.

The Hong Kong protests began in early June as a series of peaceful marches against a now suspended law that would have allowed the Chinese government to extradite fugitives from the former British colony for the first time. But they have turned into a campaign for greater political freedom and even a rejection of Chinese sovereignty.

A march organized by the Civil Human Rights Front, a coalition of pro-democracy groups, has been announced for the weekend. It comes in the wake of the deployment of thousands of paramilitary People’s Armed Police near the China-Hong Kong border.

The Trial of the Accused Christchurch Mosque Shooter May Be Delayed

WELLINGTON, New Zealand (AP) — The trial of the man accused of killing 51 people at two New Zealand mosques could be delayed by several weeks to avoid clashing with the Islamic holy month of Ramadan.

The trial had been scheduled to begin on May 3 in the city of Christchurch, where the Muslim worshippers were killed five months ago during Friday prayers. But prosecutors said during a hearing Thursday they were working with court officials to see if they could fulfil the wishes of survivors and victims’ families by delaying the trial until after Ramadan ends in late May, Radio New Zealand reported.

Also during the hearing, lawyers for accused gunman Brenton Tarrant asked if the venue for the trial could be changed to Auckland, where Tarrant is being held at a maximum security prison, RNZ reported. Judge Cameron Mander plans to hear arguments for the venue change during the next hearing on Oct. 3.

Mander had earlier issued a written note saying that Tarrant could skip Thursday’s hearing because his lawyers didn’t require him to be there and he hadn’t sought to attend in person or by video. The 28-year-old Australian white supremacist has been charged with terrorism, murder and attempted murder.

On Wednesday, prison officials admitted making a mistake by allowing Tarrant to send a six-page letter from his jail cell to a supporter. The letter was then posted on the 4chan website, which has become notorious as a place for white supremacists to post their views.

Corrections Department Chief Executive Christine Stevenson apologized for the distress the letter may have caused to victims of the March 15 attacks and said Tarrant had been stopped from sending or receiving any more letters until the department had processes in place to ensure the safety of the public.

Corrections Minister Kelvin Davis told RNZ that Tarrant had sent seven letters since he’d been in jail and had written two more letters that prison staff had withheld. Davis said Tarrant sent two of the letters to his mother but didn’t know who had received the other five letters.

The online posting of the letter came at a sensitive time, with other alleged killers from El Paso, Texas, to Norway citing Tarrant as an inspiration.

New Zealand Prime Minister Jacinda Ardern has vowed never to utter Tarrant’s name in order to deny him the publicity she says he craves, making Tarrant’s letter even more of an embarrassment for the government.

“I think every New Zealander would have an expectation that this individual should not be able to share his hateful message from behind bars,” she told media on the island nation of Tuvalu, where she is traveling to attend a meeting of Pacific leaders.

Tarrant’s lawyers could not immediately be reached for comment Thursday on why they wanted to change the trial venue.

University of Otago law professor Andrew Geddis, who is not involved in the case, said there were precedents in New Zealand for changing venue when it could be successfully argued that a jury pool in a town where an alleged crime took place was so tainted it couldn’t be relied upon to deliver a fair verdict.

But Geddis said that, although he didn’t know the specific arguments for changing venue in the Tarrant case, he would be surprised if the application was successful. He said the Christchurch shootings were notorious enough that everybody in New Zealand knew about them, and a change in venue would also seriously inconvenience the dozens of survivors and family members who continue to live in Christchurch.

Indian Prime Minister Modi Defends Move to Revoke Kashmir’s Special Status

(NEW DELHI) — Indian Prime Minister Narendra Modi defended his government’s controversial measure to strip the disputed Kashmir region of its statehood and special constitutional provisions in an Independence Day speech Thursday, as about 4 million Kashmiris stayed indoors for the 11th day of an unprecedented security lockdown and communications blackout.

In his live address from the capital’s Mughal-era Red Fort, Modi said that Kashmir’s previous status — some political autonomy and a ban on outsiders buying land and taking public sector jobs in the Muslim-majority Himalayan region — had fueled a movement for separatism and was unjust for Kashmiri women, because the law said that they lost their inheritance rights if marrying a person from outside the region.

“The old arrangement in Jammu, Kashmir and Ladakh encouraged corruption, nepotism but there was injustice when it came to rights of women, children, Dalits, tribal communities,” Modi said in the speech marking 72 years since India achieved independence from British rule.

A lockdown in Indian-administered Kashmir has been in place since Aug. 4, just before a presidential order to subsume the Muslim-majority region into India’s federal government by revoking Article 370 of the constitution and downgrading the state of Jammu and Kashmir into two union territories. A new law allows anyone to buy land there, which some Kashmiris fear could change the region’s culture and demographics. Critics have likened it to Israeli settlements in Palestinian territories.

India’s foreign ministry officials have said Kashmir is returning to normalcy, but The Associated Press and other news organizations operating in the region describe the severe constraints, including the suspension of internet, cellphone and landline services and steel and barbed-wire street blockades.

While daily protests have erupted in Kashmir, Modi has received widespread public support in other parts of India.

“Article 370 should have been removed a long time ago, but better late than never,” Amarjeet Singh, a businessman from New Delhi, said outside the Red Fort as India finalized preparations on Wednesday.

“It is good. Everyone will be benefited by this, because every common man will be able to work there and start business there,” Singh said.

On Thursday, turning to his agenda to make India a $5 trillion economy in the next five years, Modi said that the changes in Kashmir will help the region contribute more to India’s development.

“In the last 70 years we became a 2 trillion-dollar economy, but in the last five years, we added 1 trillion dollars to the economy. This gives me the confidence of becoming a $5 trillion economy in the coming years,” Modi said.

The prime minister, whose Hindu nationalist Bharatiya Janata Party won a landslide victory in general elections in May, also announced the creation of a new Chief of Defense Staff to coordinate the country’s security operations.

He also made a pitch for restructuring India’s electoral system so that state and lower house of Parliament elections are held simultaneously rather than on separate timetables.

‘We Are at the Point of No Return’: How a Series of Protests Escalated Into an All-Out Battle for the Soul of Hong Kong

How do you stop a city in its tracks? By bringing Hong Kong International Airport, one of the world’s busiest transit hubs, to a standstill. Hundreds of flights were canceled and countless travelers stranded in what appears to have been the largest-ever shutdown of a major airport.

The occupation came to a halt the following day in a brief surge of violence, as protesters turned on at least two people ostensibly within their ranks—detaining and injuring a reporter for a Chinese state—controlled newspaper and a man suspected of being an undercover Chinese officer disguised as an activist. Riot police stepped in to break up the fracas, this time without the tear gas and rubber bullets used freely in other skirmishes. One officer was caught on a cell-phone video drawing a handgun in the middle of a chaotic tussle, but did not fire.

The tension in that scene defines the battle for Hong Kong midway through its third month. The city’s embattled leader, Chief Executive Carrie Lam, warned earlier that the protests risk pushing Hong Kong further “into an abyss,” as fears began to spread that Chinese law enforcement might intervene. Joining the hum of paranoia rippling across social media, U.S. President Donald Trump said he had received intelligence that troops were massing at the border. Before sharing undated footage of what appeared to be Chinese military vehicles in transit, the President tweeted: “Everyone should be calm and safe!”

There is no longer any doubt that Hong Kong is on a collision course with the Chinese government, which has ruled the former British colony since 1997. What began as an uprising against a single piece of legislation has spiraled into all-out rebellion against Beijing’s encroaching authoritarianism, and a demand for more democracy. Peaceful processions have morphed into pitched battles on the dense residential streets. Lam and her largely pro-Beijing government have all but vanished, hiding behind columns of anonymous riot police and making occasional, highly scripted remarks to the press. The increasingly radical nature of the protests has not, as authorities expected, diminished their popular support. But the demonstrators are nonetheless bracing for a lethal blow as the government’s patience wears thin.

Long before the city streets became a battleground, China had already begun waging a war for Hong Kong’s soul. Under President Xi Jinping, the Communist Party has quietly used its levers of social control: the freest courts, schools, media and economy on Chinese soil. “Just as he’s cracked down on any signs of dissidence in mainland China,” says Chris Patten, the last British governor of Hong Kong, there has been a “whittling away of free speech, the autonomy of universities, an undermining of the rule of law, and that’s increased people’s anxieties.”

Hong Kong’s populace recognizes that the city’s unique character and freedoms are ebbing away—and many are willing to make sacrifices to defend them. With arrests on the rise, they risk their liberty attending marches that authorities have started to label “unlawful.” They risk the city’s status as a financial portal, as the unrest begins to take a toll on the economy. The fear now is that some may even sacrifice their lives as China decides how to bring this summer of demonstrations to an end. “I don’t really see a way out,” says political analyst Sonny Lo. “We’re just hoping the situation won’t deteriorate.”

The anniversary of Hong Kong’s handover to Chinese sovereignty, July 1, marked a turning point in the crisis, when anger shifted directly to symbols of Beijing’s rule. Brian Leung Kai-ping doesn’t regret what he did that night, but he knows it will cost him. The 25-year-old student was among the scrum of demonstrators who forced their way into the city’s legislature, known as LegCo. Having shattered glass walls with a battering ram, they climbed up an idle escalator; felt their way through unlit corridors; and pried open doors before spilling onto the chamber floor in their uniform of black T-shirts, dust masks, hard hats and goggles. “That moment was so powerful,” says Leung. “The root cause of our problem was right there in that chamber.”

A scene of anarchy ensued as protesters ransacked government offices, defaced portraits of the city’s leaders, and spray-painted slogans on walls and furniture like hong kong is not china, not yet. Not knowing what to do next, confused-looking kids milled around in what by then resembled a disaster zone. “At that moment, I chose to step up and take off my mask,” Leung says. He crawled on top of a lawmaker’s desk, tore off his respirator and shouted, “We are at the point of no return!”

How Hong Kong arrived at that moment is a tale of promises slowly coming undone. When the territory was returned to Chinese sovereignty in 1997 under an agreement called “one country, two systems,” it was guaranteed a high degree of autonomy meant to safeguard its way of life for 50 years. This craggy outpost on the South China Sea, home to 7.3 million people, is known as “Asia’s World City” because of its cosmopolitan nature. At the time a capitalist enclave in a communist empire, the regional finance hub once served as the conduit for almost all commerce between East and West. Its clean governance, independent judiciary, freedoms of religion, expression and assembly—all but vanished on the mainland—are cherished by its citizens.

Over the past 22 years, Hong Kongers have periodically mounted the barricades to defend their city’s essential spirit. In 2003, an estimated half-million people took to the streets and successfully stymied a national-security bill outlawing sedition and treason. In 2012, a student protest movement led by then 15-year-old activist Joshua Wong scuttled Beijing’s efforts to impose a “patriotic” school curriculum broadly viewed as brainwashing. Two years later, not long after Xi came to power, the Umbrella Movement brought their fight to the world’s attention. The 79-day occupation of a busy commercial district was sparked by outrage over images of police blasting pepper spray at student protesters, again led by Wong, who had reclaimed a public square fenced off by the government.

The sight of kids screaming in pain and being dragged away by officers in riot gear moved tens of thousands of people to join a march, planned earlier by more established pro-democracy figures, against a proposal by Beijing to vet candidates for the city’s chief executive role. The battle was ultimately lost, and colorful tent cities were slowly demolished amid dwindling public support.

The crackdown came later, in the form of death by a thousand cuts. The disappearance of five booksellers in 2015, known for peddling salacious texts about the Communist Party, sounded the first alarm. Several young activists elected to public office the following year were disqualified because the way they said their oaths was deemed “insincere.” (Some refused to pledge allegiance to China and used offensive language.) Not long after that, ringleaders of the protests—including Wong—were dealt prison sentences and labeled internationally as Hong Kong’s first prisoners of conscience. In retrospect, there’s a sense among the city’s democrats that the kids were right all along, but that not enough people believed them when they warned of a slide toward authoritarianism.

Since then, the erosion of the city’s freedoms has sped up. Members of the pro–democratic camp have warned of the patient and insidious takeover of political mechanisms by the United Front, a coalition of political parties tasked with exporting the Communist Party’s agenda. Trade unions and influential professional associations are stacked with Beijing-friendly executives, often through coercive methods. Mainland conglomerates have bought up publishing houses and distributors, choking out banned content that used to be freely available in bookshops at the airport and throughout the city.

In September 2018, a political party that advocated for independence, the Hong Kong National Party, was banned and a Financial Times journalist denied a visa after appearing at a press club event with its leader.

“There was never before this sense that there were sensitive topics you couldn’t talk about publicly, or write freely and publish about,” says Antony Dapiran, a lawyer and author of the book City of Protest: A Recent History of Dissent in Hong Kong. Only a few years ago, he says, “even open criticism of the central government was considered fair game.”

Fears exploded into public view on June 9, when an estimated 1 million people joined the first in a series of protests against a bill that would allow the extradition of fugitives to the mainland, where justice is notoriously opaque. Within a week, public outcry forced the government to suspend the legislation. But Lam’s refusal to fully withdraw it, coupled with allegations of police brutality, triggered an even bigger outburst; organizers say some 2 million people marched the very next day.

Then came July 1 and the act of resistance that heralded a weekly routine of worsening unrest. The peaceful marches now typically descend into violence by nightfall, when authorities arrive. A few of the more radical demonstrators have started fires in front of police buildings, thrown bricks at officers and into their homes, and launched projectiles like Molotov cocktails and handcrafted spears. Increasingly, protesters have come under attack by mobs carrying sticks and other weapons, believed to be hired thugs associated with triads, or criminal gangs. Police, who are not required to wear identification on the premise that a few were unmasked and harassed on the Internet, have been documented using excessive force against mostly peaceful protesters.

Inside the glass skyscrapers that cluster the Hong Kong skyline, the business community is hoping the city’s financial integrity won’t suffer from this summer of discontent. But a drop in tourism has already done considerable damage to luxury retailers and the service industry, while uncertainty over political instability—compounded by the U.S.-China trade war—has some investors spooked. The Hong Kong Stock Exchange, one of the largest in the world, has dropped to its lowest point since January on major indexes. Tara Joseph, president of the American Chamber of Commerce in Hong Kong, called on the government to do more to maintain investor confidence: “The next two months are absolutely crucial and could be make or break for Hong Kong.”

Hong Kong’s moderates, meanwhile, have pleaded with the protesters to temper their activity, advocating for a gradual adjustment to the inevitability of Chinese authority. “We have to look at Hong Kong as a part of the People’s Republic of China, which happens to be governed by the Communist Party,” says Christine Loh, a former legislator and Under Secretary for the Environment. “That’s a reality check that many people seem not to want to deal with.”

Authorities initially appeared to be waiting out the protests in hopes they would lose momentum. But each week is now bookended by more violent clashes. Hundreds of activists have been arrested and scores charged with rioting, which carries a sentence of up to 10 years in prison. Farcical amounts of tear gas—nearly 2,000 rounds over the course of a few weeks—have been deployed as authorities test more hazardous weapons like water cannons. “It’s like they’re using more crazy methods just to make us stop,” a 21-year-old protester, using the nickname Kevin, tells TIME on a downtown street still clouded with the nauseating smoke. “That’s what they do in China, they’ll do anything to make you shut up.”

Leung is no longer with them. Six weeks after his face was captured on camera calling for an occupation, he has left the territory and doesn’t know if he’ll ever come back. “My utmost intention is to finish my studies, go back and contribute to Hong Kong,” he says. “That is my hope, but I have to consider my options.”

If the view from Hong Kong is one of impending doom, the view from mainland China has been one of irritation. China is a nation of 1.4 billion people, and Hong Kong no longer a key portal. Its residents are seen as spoiled and disloyal, the problem as distant and isolated. Beijing is seasoned in dealing with what it sees as “troublemakers” agitating for democratic change, discrediting opposition and leveraging nationalist sentiment to vilify them as enemies of the state. As happened to the Buddhist leader of Tibet, the Communist Party has tried to make interacting with Joshua Wong “toxic” in other countries, according to Jeffrey Wasserstrom, a historian of modern China at the University of California, Irvine. “That’s right out of the international playbook that Beijing has used with the Dalai Lama,” he says.

Yet the signs of Beijing’s growing impatience are hard to miss. Having initially blacked out news of the protests, China is now spreading misinformation freely. Manipulated images disseminated through state-controlled press and on strictly censored domestic social-media platforms like Weibo portray the protesters as violent rioters. The Chinese government has also cast the crisis as a product of meddlesome “foreign forces,” claiming the U.S. conspired with “secessionists” to undermine the state.

In mid-August, warnings from the mainland became more severe. The Chinese government’s top official in Hong Kong, Yang Guang, warned that the unrest has “started to show signs of terrorism.” If disruptions continue to escalate, the Hong Kong government, which by design is Beijing-approved, can call on the People’s Liberation Army to help maintain “public order”; China has as many as 10,000 troops permanently garrisoned on Hong Kong Island, while satellite imagery appears to show military vehicles amassed at a sports complex in Shenzhen. Rumors of police speaking Mandarin, instead of the Cantonese more common in Hong Kong, fuel speculation that the dam has already been breached.

The crisis has become a test of Xi’s willingness to show restraint and abide by global norms. What is unfolding in Hong Kong is the largest, most visible repudiation of Beijing since the pro-democracy rallies at Tiananmen Square in 1989, which ended in a state-sanctioned massacre of unarmed activists. Few believe a repeat of that event is likely; slow economic growth and a bruising trade war could give Beijing pause before creating a similar spectacle that, even amid a fractured global order, might launch it back into pariah status.

But a less bloody crackdown might still be an option. Xi will have weighed the limp international response to China’s treatment of Uighur and other Muslim minorities in the western province of Xinjiang, where more than a million are believed to be detained in concentration camps. U.S. officials say they would not expect a strong response from the White House in the event of a violent confrontation. Sources close to the Administration say the risk of intervention by Chinese paramilitary police, possibly even the army, has risen significantly in recent days, but there has been no substantive discussion about how Washington might respond.

Trump has so far taken a hands-off approach, refusing to criticize Beijing while in the midst of trade negotiations. “I hope it works out for everybody including China,” he told reporters on Aug. 13. “I hope it works out peacefully, nobody gets hurt, nobody gets killed.” Lawmakers across the political spectrum, including Democratic presidential hopeful Senator Elizabeth Warren and Republican Senator Marco Rubio, have more vocally backed the protesters, in keeping with the long-standing tradition of U.S. support for democratic movements and autonomy in the territory.

The city’s attempt to resist Xi’s project should sound a bellwether for the wider world, pro-democracy figures say. “Hong Kong is the only place in China that is still capable of speaking out against Beijing, and the world should really think about our value as a check on China’s power,” says Bonnie Leung Wing-man, a district councillor who, as a leader of a pro-democratic coalition called the Civil Human Rights Front, has been at the forefront of the protests since they began. “When you do business with China, when you sign a contract with them, can you trust their terms?”

For Hong Kong’s youth, in particular, trust seems more distant than ever before. Lam’s stubborn retreat from the public has pushed her deeper into Beijing’s corner. Each new confrontation drives the wedge further between the government and its critics, and there’s a growing sense the gap is now too wide to bridge. “This is our last resort,” says Sav, 24, by day a student pilot and by night a masked activist. The airport is her home away from home, but she supports the occupation of the transit hub. “If the government doesn’t want to protect Hong Kong, then why are they even here?” she asks, rattling off a list of officials she wants to see resign. “I don’t think this will end easily.”

A$AP Rocky’s Guilty Verdict Doesn’t Bar Him From Returning to Sweden, Says Judge Who Convicted Him

A Swedish court convicted A$AP Rocky of assault on Wednesday and the judge who convicted him says the guilty verdict does not bar the New York-born rapper from returning to Sweden.

“The court has not decided on any repercussions of that nature,” Per Lennerbrant, the senior judge in the case, tells TIME.

A$AP Rocky will not face any prison time as a result of the verdict but said in an Instagram post that he is still “disappointed by today’s verdict.”

With the conviction, Sweden’s judiciary appears to have successfully resisted pressure from a flood of American politicians and celebrities, including President Donald Trump and Kim Kardashian, who advocated on the rapper’s behalf.

“It’s clear that the Swedish justice system… they were not affected by all the political pressure.” says Dennis Martinsson, a senior law lecturer at Stockholm University.

Martinsson says the court laid out a transparent and reasonable ruling in the case. He adds that the mostly muted American response to the verdict could be telling.

“Even though there was some political involvement up to the trial, I think that side has cooled off a bit,” Martinsson says. “That’s a sign of, ‘OK we acknowledge this is in the hands of the court.’

Although A$AP Rocky should be able to return to Sweden, whether he would want to return is a different matter.

After his arrest, some artists, including Tyler, the Creator, Schoolboy Q and T.I., pledged to boycott Sweden.

A$AP Rocky returned to the U.S. after being released from a Swedish jail on Aug. 2. He performed at a festival in California on Sunday—his first show since his arrest. He told the audience, “I’m so happy to be here right now. That was a scary, humbling experience.” Someone can be heard shouting “Free A$AP” in the background.

The rapper was detained for more than a month before going on trial on an assault charge. He claimed self-defense in a street fight in Stockholm, testifying that he did everything possible to avoid conflict.

The court was not convinced.

The Grammy-nominated rapper and the two other members of his entourage, who were also convicted of assault, “were not in a situation where they were entitled to use violence in self-defense,” according to a statement from the court on Wednesday.

Prosecutors had successfully proven that the defendants “assaulted the victim by hitting and kicking him as he lay on the ground” and A$AP Rocky, in particular, had “thrown the victim to the ground and stepped on his arm,” according to the court’s statement.

The scuffle in Stockholm escalated into an international incident over the last two months, with Trump tweeting that he was “very disappointed” Sweden’s Prime Minister Stefan Löfven refused his personal request to secure bail and help free the New York-born rapper.

However, Sweden does not have a bail system and the country’s constitution forbids the prime minister, or any government minister, from trying to intervene in a legal case.

American interest in the trial was even enough that Trump’s special envoy for hostage affairs, Robert C. O’Brien, was in the Swedish courtroom during A$AP Rocky’s trial and told the New York Times that, “The President asked me to come here and support these American citizens.”

Per the verdict, A$AP Rocky and two members of his entourage were ordered to pay a total of about $1,300 in damages to the victim, 19-year-old Mustafa Jafari, who was born in Afghanistan. The defense had previously asked for almost $15,000. They also must repay legal fees incurred by Jafari and the state.

The court did not any issue additional fines to the trio because of “the time the defendants spent in detention before the trial.”

Although Jafari claimed that he had been struck with a glass bottle in the back of his head and the court acknowledged that he had received cuts on his arm, the court could not come to a consensus on the issue, saying in a statement that “the evidence points in different directions.”

As a result of prosecutors being unable to prove that Jafari was assaulted with a bottle, the court found the crime to be less serious, Lennerbrant, the judge, says.

Prosecutors had asked the court to give A$AP Rocky a sentence of at least six months in prison. The maximum sentence for assault in Sweden is two years.

The rapper’s lawyer, Slobodan Jovicic, said Wednesday that he was “disappointed” by the court’s decision, saying he had wanted a “complete acquittal,” the Associated Press reported.

A$AP Rocky can still appeal the ruling and has three weeks to decide whether he wants to do so, according to Martinsson, the Swedish law professor.

Martinsson adds that he is not surprised by the court’s conclusion that “this was not a case of self defense” because” A$AP Rocky and the two members of his entourage “were not attacked physically before they started using violence themselves.”

While the rapper was eventually convicted, Martinsson believes the final verdict could have been worse for him.

“The clear winner is the prosecutor because the court still found [A$AP Rocky and his entourage] guilty,” Martinsson says. “It’s not an outcome that defense attorneys wanted to see but on the other hand they were given the mildest possible sentence for these crimes.”

Report Finds Canada Prime Minister Trudeau Violated Conflict of Interest Law

(Bloomberg) — Prime Minister Justin Trudeau broke the nation’s conflict of interest law by pressuring his former attorney general to help SNC-Lavalin Group Inc. settle corruption charges out of court, Canada’s ethics watchdog ruled.

Since the Montreal-based engineering firm would have benefited financially from Trudeau’s efforts, the prime minister’s actions contravened the act, Ethics Commissioner Mario Dion said in a report released Wednesday in Ottawa. Trudeau is scheduled to speak to reporters at 2 p.m.

The watchdog’s reprimand is a blow to Trudeau, just 10 weeks ahead of an October election, and will bring renewed focus to what has been the most damaging scandal of his Liberal Party administration. The prime minister has seen his popularity sink this year amid accusations of judicial interference, though his poll numbers had been lately recovering, as the controversy settled over the summer.

Dion concludes Trudeau and his staff pressured the former attorney general, Jody Wilson-Raybould, to intervene in the legal case involving SNC. The Canadian leader has claimed he did nothing wrong and was only attempting to protect jobs, but the scandal cost him two high-profile cabinet ministers, including Wilson-Raybould, and his top aide.

The report doesn’t outline any sanctions related to the decision. “It is up to the Prime Minister to implement any further action,” it said.

Dion called Trudeau’s actions “troubling,” and said the evidence showed on at least four separate occasions that political interests were put before Wilson-Raybould, directly or indirectly.

“The authority of the Prime Minister and his office was used to circumvent, undermine and ultimately attempt to discredit the decision of the Director of Public Prosecutions as well as the authority of Ms. Wilson‑Raybould as the Crown’s chief law officer,” the commissioner said in the report.

It’s not the first time Trudeau has violated the act. In a separate 2017 decision, the ethics commissioner found Trudeau broke rules when he and his family vacationed on an island owned by the Aga Khan.

In a tweet, Conservative Leader Andrew Scheer admonished Trudeau for being the first prime minister in history to be found guilty of breaking federal ethics laws.

Polling averages compiled by the Canadian Broadcasting Corp. show the Conservatives and Liberals are statistically tied in voter intentions. After trailing the Liberals for most of the past four years, the Conservatives led by as much as seven percentage points at one point this summer.

After the death of Jeffrey Epstein in a New York jail, focus has shifted to the British socialite Ghislaine Maxwell, a close friend of the financier who has been accused in lawsuits––including one filed Wednesday––of helping him recruit and groom girls for sexual abuse.

Maxwell has repeatedly denied allegations that she helped build a sex trafficking network run by Epstein. Epstein died in an apparent suicide in his jail cell Aug. 10.

Statements from authorities suggest the multi-millionaire’s death will turn the criminal investigations toward potential co-conspirators. “Let me assure you that case will continue on against anyone who was complicit with Epstein,” U.S. Attorney General William Barr said on Monday. “Any co-conspirators should not rest easy.”

Who is Ghislaine Maxwell?

Maxwell, 57, is the ninth and youngest daughter of British publishing and media mogul Robert Maxwell.

She is a well-connected socialite who has been photographed in parties with several prominent politicians, princes and entrepreneurs, including Prince Andrew, Bill Clinton and Donald Trump.

According to Tom Bower, one of Robert Maxwell’s biographers, Ghislaine Maxwell was born in Paris, grew up in England and studied at Balliol College, Oxford.

In 1991, her father was found dead in the Atlantic ocean near the Canary Islands, where he had been sailing his yacht, the Lady Ghislaine––named after his daughter. Shortly after his death, it was reported that he had committed a massive fraud by plundering his employees’ pensions to keep his companies afloat.

What was Maxwell’s relationship with Epstein?

The nature of Maxwell’s relationship with Epstein is not clear. While it was apparently romantic initially, Maxwell later became more of a close friend to Epstein, but has also been alleged to be his “procurer” and “madam” by Epstein’s accusers.

The two reportedly met in New York in the early 1990s, where Maxwell had moved after her father’s death.

She reportedly introduced Epstein to a number of her powerful friends including Prince Andrew. Queen Elizabeth’s second son has also been caught up in allegations. One of Epstein’s alleged victims, Virginia Giuffre, said in a lawsuit that the prince was one of the men she was coerced into sexual encounters with.

A spokesperson for Buckingham Palace said in a statement, “It is emphatically denied that The Duke of York had any form of sexual contact or relationship with Virginia Roberts [Giuffre]. Any claim to the contrary is false and without foundation.”

What is she accused of?

Maxwell has never been charged with a crime related to Epstein. However Giuffre and Araoz have accused Maxwell in lawsuits of grooming and recruiting underage girls for abuse.

Giuffre alleged in a lawsuit that Maxwell recruited her as a masseuse for the financier in 2000, when she was 16 or 17 and working at Donald Trump’s Mar-a-Lago resort in South Florida.

In 2015, Giuffre sued Maxwell for defamation after the media heiress called her a liar. Some 2,000 pages of documents from the case were unsealed by a federal appeals court last week, revealing details of allegations against Maxwell.

Another woman, Johanna Sjoberg, testified that Maxwell recruited her to work for Epstein under the guise of a legitimate job for answering phones, but was then forced to perform sexual favors, according to a lawsuit.

Jennifer Araoz, the latest accuser to come forward, filed a lawsuit against Maxwell and three other unnamed former Epstein staffers on Wednesday, saying they “conspired with each other to make possible and otherwise facilitate the sexual abuse and rape.” In an opinion piece she wrote in the New York Times, she said: “Epstein never operated alone. He had a ring of enablers and surrounded himself with influential people.”

Maxwell’s lawyers did not respond to multiple messages seeking comment. She has denied the allegations both in the press and in court. In 2011, she released a statement that said, in part: “The allegations made against me are abhorrent and entirely untrue and I ask that they stop.”

According to the Washington Post, authorities are having a hard time locating her.

Since accusations against Epstein started to mount she slowly distanced herself from him and withdrew from the public eye. According to the New York Times, her New York townhouse was sold for $15 million in 2016 and she is believed to be living in the U.K., where she still owns property.

What a Deadly Nuclear Explosion In Russia Tells Us About the World’s New Arms Race

News of the nuclear explosion at a military base in the far north of Russia trickled out slowly.

First came the bulletins on state media of at least two people killed in a mysterious accident. Then came news of a spike in radiation in the area, and footage reportedly showing doctors in hazmat suits treating the victims. Finally, on Aug. 13 – five days after the blast – the Kremlin appeared to come clean, confirming that five nuclear scientists and at least two others had died while testing one of the newest weapons in President Vladimir Putin’s arsenal.

“Accidents, unfortunately, happen,” Putin’s spokesman told reporters on a conference call that morning.

Indeed, for nuclear experts and negotiators, there was a sense that this particular accident had been waiting to happen. Putin had promised the world a new type of nuclear missile during his state of the nation address last year, a pledge he illustrated with an animation of a rocket landing with a bang in Florida. But the types of weapons he was bragging about—from nuclear-armed cruise missiles to underwater drones packed with radioactive materials — are notoriously difficult and dangerous to build.

“The systems that Putin has been talking about publicly are rather exotic and not as far along, or anywhere close to being ready for deployment,” says Lynn Rusten, a nuclear expert who oversaw arms control issues at the National Security Council under the Obama Administration. “That is why the U.S. hasn’t pursued them.”

At least not yet. But one lesson from last week’s explosion may be that any country, be it Russia, the U.S. or China, can pursue such weapons without violating any rules. That’s because, over the past few years, the system of treaties that supports the world’s security architecture has been unraveling along with the diplomatic ties between Russia and the West.

On August 2, after accusing Russia of deploying banned weapons for years, the U.S. formally withdrew from the Intermediate-Range Nuclear Forces (INF) treaty, which was signed in 1987 to contain both countries’ arsenals. An even more ambitious nuclear disarmament deal between the U.S. and Russia, known as New START, is due to expire in 2021, and there isn’t much hope of it being renewed. Putin said in June that he would be willing to extend the treaty for another five years. But John Bolton, the National Security Adviser to President Trump, has said the U.S. is “unlikely” to go along.

The result is a world with less constraints on nuclear weapons, and more countries with the ability to build them. “There’s a qualitative arms race going on,” says Gary Samore, who helped negotiate New START. “There’s a whole new class of strategic weapons that the U.S., Russia and China are working on that are not subject to any arms control treaties,” Samore tells TIME.

The explosion on Aug. 8 highlights the danger of that new reality. State news agency Itar-Tass reported that the blast was powerful enough to throw several staff members from Rosatom, the Russian state nuclear agency, off the testing platform and into the White Sea. Though no jump in radiation levels has yet been detected outside Russia, officials across northern Europe have expressed concern that the damaged weapon could contaminate the sea and pose a danger to their citizens. The Russian village closest to the blast site was reportedly ordered to evacuate on Monday, but local officials said the next day that no evacuation would take place.

The secrecy around the explosion highlights another unpleasant fact about the nuclear era: Governments hate to admit their mistakes when it comes to handling their most dangerous technology, and the desire to hide those mistakes has often made them even deadlier.

After the explosion at the Chernobyl nuclear power plant in 1986, the Soviet authorities waited days before evacuating the area, exposing many thousands of its citizens to extreme levels of radiation. During the first year of Putin’s presidency in 2000, a Russian submarine known as the Kursk sank in the Barents Sea, and his generals were so obsessed with protecting the vessel’s nuclear secrets that they refused foreign help with the rescue effort for several days. By the time Norwegian divers were allowed to reach the submarine, all 118 sailors on board were dead.

Russia’s citizens, like the rest of the world, do not yet know the full extent of the damage caused by last week’s explosion near the city of Severodvinsk. Learning that will take time and a level of transparency that the Kremlin has not yet been able to meet.

But even the available details are enough to understand that this was not simply a case of rotten luck. Given the rate at which the present arms race is accelerating, and the legal constraints on building these kind of weapons are unraveling, such events seem all but inevitable.

“We’re entering a period of intense competition,” says Michael Carpenter, who formerly served as the top Russia expert at the Pentagon. “How we manage it is vitally important to our national security.” And, when it comes to managing nuclear weapons, to the security of the world.

About Chandigarh Industrial and Tourism Development Corporation Limited (CITCO

The Chandigarh Industrial and Tourism Development Corporation Limited (CITCO) was combined as a Company in the Companies Act 1956 on 28.03.1974, known as Chandigarh Small Industries Development Corporation (CDC) and started working everything considered from 20.09.1974. The Corporation was given additional components of the progression of Tourism and other related activists in the year 1982. As a result of which, its name was changed to Chandigarh Industries and General Development Corporation Limited. (CIGDC).In 1982, the Management of Hotel Mountview, Sector 10, Chandigarh and Hotel Parkview (by then Chandigarh Yatri Niwas) was moved to the Corporation. Also, the Corporation was given the obligation in regards to managing the Community Centers and Clubs,(this activity was later moved to Municipal Corporation, Chandigarh).

CITCO tied up with BPCL and the Petrol Pump is running as one of the most supported outlets in the City. In 1993, CITCO was assigned as C&F Agent for IPCL (taken over by Reliance Industries Limited). The outlet ‘Drop-In made there at is standard with office goers.

About Southern Railway

Southern Railway (SR), situated in Chennai, is one of 17 Indian Railways territories, made in autonomous India. It was made on April 14, 1951, by the mix of three state rail lines, to be specific, Madras and Southern Mahratta, South Indian Railway and Mysore. About SSC CHSL Exam

The SSC Board has conducted the Online exam for the candidates. The candidates who have completed their Tier 1 Exam which is computer-based exam are waiting to check their results. The Tier 1 exam consists of the four sections where each section has 25 questions. The total duration of the examination is 60 minutes. The Total marks for the exam are 200. Candidates who have passed the Tier 1 exam will be qualified to the Tier 2 & Tier 3 exam. Where Tier 2 is a descriptive exam and Tier 3 is a typing ability test or skill test.

Selection Process for SSC CHSL Recruitment

Candidates will be selected for the various posts in the Staff Selection Board based on

  • Tier 1 Exam (Written Examination)

SSC CHSL Result 2019 for Tier 1

  • SSC CHSL 2019 Tier 1 exam is a computer-based exam (CBT)
  • The exam is scheduled to be conducted from July 1st to 26th July 2019.
  • The exam consists of mainly 4 sections i.e General Intelligence, English Language, Quantitative Aptitude and General Awareness.
  • The total marks weightage of the exam is 200, students who qualify the tier I will appear for tier II of the exam.

SSC CHSL Tier 2 Result 2019

  • The SSC CHSL Tier 2 exam will be descriptive in nature.
  • The examination is a paper-based exam.
  • The exam is scheduled for September 29, 2019.
  • The tentative date for declaration of the SSC CHSL Tier 2 result is October 2019.
  • The total weight of the exam is 100 marks.
  • A minimum of 33% marks is required to qualify for the exam.
  • Marks obtained in this exam will be added for preparing the merit list.
  • Only candidates qualifying Tier 2 will be shortlisted for the skill test/typing test.

SSC CHSL Result 2019 for Tier 3

  • Tier 3 exam is a typing test based on the post for which candidate has applied.
  • It will be conducted for only those candidates who have been shortlisted on the basis of merit.
  • The marks obtained in this stage will not be added but is important to qualify this exam.
  • A minimum of 33% is required to be scored in this exam, in order to qualify this exam.
  • Students must make sure that they qualify for this exam, if the candidates fail in this exam, then he/they are not eligible for the final selection process.

Tie-Breaking Criteria while preparing Merit List

There are some cases where two or more candidates obtain equal marks, then the tie can be resolved by taking the following rules into consideration.

  • Computer-Based Examination Marks
  • Skill Test Examination Marks
  • Date of Birth with older candidates placed higher
  • Alphabetical order in which the first name of the candidates appears.

What slowdown? Phones, white goods tell a different story

KOLKATA: Consumers may be cutting down on consumption of daily necessities and deferring purchase of apparel and cars, but smartphones and white goods seems to have bucked the trend.Latest data by market researcher GfK show unit sales of products like smartphones, smart speakers, washing machines, refrigerators and air-conditioners have grown at a faster pace in the six months from January to June compared to same period last year. These categories have also grown faster by value sales in the same period from last year as per the researcher indicating consumers are buying more expensive products since the pace of growth has been higher than the price rise undertaken this year.Smartphones unit sales have grown 9% in offline stores in the first six months from 4% last year. While in online, smartphone volume sales have almost doubled to 62% between Jan-June against 33% in the same period last year, as per GfK, which is the only company which tracks actual sales unlike other researchers tracking shipments. 70682467 In appliances, the volume sales growth has been 15% in the first half of the year against a contraction of 4% in unit sales in the same period of 2018. Even for consumer electronics, which includes television and audio products, the growth has been 2% in volume sales despite an almost flat market for televisions in this period since connected smart speakers grew by 39%, GfK noted.Industry executives said Indian consumers now consider smartphones and appliances as necessities and hence buying them, while they are also willing to buy novelty products like smart and connected speakers. Availability of cheap 4G data too has driven smartphone sales.CEO Avijit Mitra of Croma electronics retail chain owned by the Tata-owned Infiniti Retail Ltd, said consumers are buying, but it is as per their requirement unlike earlier, when they would probably buy multiple products at the same time"There is need and demand for electronics and gadgets. Consumer aspiration and cash too has not reduced. But due to the sentiments, they are prioritising their purchases which has also slowed down the premiumisation drive," said Mitra.GfK India managing director Nikhil Mathur said AC and refrigerator drove sales of appliances due to extreme temperature during summer, while washing machine sales has been buoyant due to its utility. "Growth this year has been led by first time buyers, upgraders and evolving consumer needs. Besides the mega cities, consumption in cities with less than five lakh population is picking up," he said.Panasonic India CEO Manish Sharma said last year growth had slowed down compared to 2017. "So, there was a lot of pent-up demand which has driven growth of electronics this year," he said.In contrast, growth in FMCG sector slumped in the past four consecutive quarters since July-September 2018, both by value and volume. The auto industry is battling a slowdown with July sales the steepest fall in two decades. Sales of white goods were down last year due to the transition to Goods and Services Tax regime which increased prices.Even on a quarter-on-quarter basis, growth in appliances and television has been much more in April-June 2019. However, smartphone sales growth had slowed down in offline retail from 11% in April to June 2018 to 8% in last quarter, but online sales growth doubled to 68%, which GfK attributed to launch of big ticket online exclusive models.

Subsidised farm credit has converted rich farmers into moneylenders. Changing all this calls for political courage, to substitute cash for subsidised inputs.Urbanisation is a product and driver of growth. Industry and modern services grow faster than agriculture, and these grow in towns, not on the farm. To accommodate new industry and services and their workers, new towns have to be built, spanning some 20,000 sq km to accommodate nearly 25 crore migrants from village to town, the mass of humanity that would relocate if India turns 50% urban, as it inevitably will.Build New Towns Land is the biggest constraint on urbanisation. Land pooling is what worked in Amaravati, and earlier in Indore, to persuade farmers to cede their land for building a town, in return for some 12-13% of the land they give up, now converted into valuable urban real estate. Political one-upmanship must not be allowed to kill this model. Jagan cannot be allowed to stall Amaravati's completion.Banks mediate savings to those who would deploy them as capital, but not in India. Banks are too burdened by bad loans and bankers too scared of inviting raids by law-enforcers who sniff corruption behind every credit decision. When banks stopped lending, their clients turned to NBFCs and their short-term loans, and turned insolvent when NBFCs were shunned by investorsNeither banks nor NBFCs are capable of lending for the long periods over which infrastructure gets built and generates returns. Such longterm funds used to come from termlending institutions, which have morphed into banks. Ideally, such funds should now come from the bond market. A vibrant bond market calls for not just the instruments to hedge credit, interest and currency risks but also players beyond the big companies in a cosy relationship with banks. So, start with subprime borrowers currently shunned by the bond market.Real estate and infrastructure projects do have inflated project costs and promoters who diverted money to fund greed and ambition. Incomplete, but inherently viable, projects should be taken over under debt resolution by banks, and completed with capital from, say, the National Investment and Infrastructure Fund. What you should know about ATM charges

MUMBAI: The Reserve Bank of India has told banks not to treat failed transactions at ATMs or non-cash transactions such as balance enquiries or chequebook requests as part of five free transactions available to customers every month."It has come to our notice that transactions that have failed due to technical reasons, non-availability of currency in ATMs, etc., are also included in the number of free ATM transactions," RBI said in a circular to all scheduled commercial, cooperative and rural banks on Wednesday. These transactions are to be considered as failed transactions and no charges are to be levied for them."It is hereby clarified that transactions which fail on account of technical reasons like hardware, software, communication issues; non-availability of currency notes in the ATM; and other declines ascribable directly/ wholly to the bank / service provider; invalid PIN / validations; etc., shall not be counted as valid ATM transactions for the customer."Furthermore, non-cash withdrawal transactions such as balance enquiry, cheque book request, payment of taxes, funds transfer which constitute 'on-us' transactions shall also not be part of the of free ATM transactions given to customers, the central bank said.

E-tolling infra set up at 75% of national highways

NEW DELHI: Moving swiftly on the government's plan to switch to electronic toll collection on national highways from December 1, the National Highways Authority of India (NHAI) has equipped nearly 75% of national highways with e-tolling infrastructure.The road transport and highways ministry, in a letter sent to the NHAI last month, had asked for conversion of all toll lanes at all national highways to 'FASTag lanes', a move that will make travel through toll plazas seamless and remove congestion.Introduced in 2014 by the government, the RFID-based FASTag affixed on the windscreen of vehicles allows for direct payment of fee from a prepaid or savings account linked to it and enables vehicles to drive through toll plazas without stopping for transactions.ET had reported on July 9 that the government planned to make electronic tolling mandatory in a bid to reduce congestion at toll plazas."About 75% of toll plazas already have fully functional infrastructure (for e-tolling). We are in the process of setting it up in the remaining 20-25% plazas," said an official, who did not wish to be identified.In the case of national highways functioning on build-operate-transfer model, the concessionaires have been asked to make infrastructure for electronic tolling available, said the official.

Loans against shares now a pricier affair

MUMBAI: Interest rates on loans against shares (LAS) have surged about 300 basis points in the past three months despite the RBI's soft rate regime as some high profile defaults have heightened the associated risk. Promoters of companies raise such loans for short tenors because they can't arrange other credit lines or to invest in other businesses. With mutual funds turning risk-averse and NBFCs struggling for liquidity, the hitherto lucrative segment has turned sour. A basis point is 0.01 percentage point.The RBI has cut the repo, or benchmark, rate by 110 basis points in its past four monetary policy reviews. However, the interest rate on LAS, which was at 8- 12% three months ago, has gone up to 10-15%, depending on the profile of the company and promoters, said lenders."Interest on LAS has significantly surged in past three months as MFs who lend to firms against collateralised shares have turned risk-averse with plunging stock prices," said Vikrant Narang, CEO, structured finance, Ambit Capital.Lenders Seeking More Cover"Lenders are now demanding even more cover along with higher rates," said Narang of Ambit Capital.The BSE MidCap and SmallCap indices have fallen 18% and 25%, respectively, in the past year amid a liquidity squeeze that has gripped NBFCs. That was sparked by the default by Infrastructure Leasing & Financial Services (IL&FS) in September last year. Dewan Housing Finance Corp Ltd (DHFL) has struggled to make repayments as has the Essel Group, which was forced to reach a standstill agreement with some lenders after stocks crashed.Several lenders that have given loans to small and mid-sized companies are sitting on losses as the market has fallen sharply in the past few weeks. Yes Bank recently invoked pledged shares in Cox & Kings, giving it a nearly 18.5% stake in the travel company. The private sector lender has also acquired stakes in Eveready, Reliance Power, CG Power and several other companies after promoters failed to arrange funds following a crash in share prices.70685000 The promoters of 830 listed companies had pledged shares worth Rs 1.86 lakh crore as of August 13. In about 80 companies, including Bajaj Hindusthan, Reliance Naval, IVRCL, Asian Hotels, McLeod Russel and Reliance Capital, promoters have pledged more than 90% of their holding.Loans against shares are normally of tenors ranging from six to 24 months. As banks cannot lend more than Rs 20 lakh to a single entity under LAS, promoters raise funds from NBFCs by pledging their shares.Interest rates have increased by 200-400 basis points versus a year ago, dealers said. The tight market liquidity has also fuelled this trend, according to dealers."Investors are demanding risk premium amid a volatile stock market," said Lakshmi Iyer, chief investment officer, debt, at Kotak Mutual Fund. "Many small or mid-size company promoter pledges are also rising, which in turn also stokes fears among investors and this has led to higher LAS rates."Promoters of some large and midcap companies including Sterlite Technologies, Adani Ports, GMR Infra, Emami, Indiabulls Housing, Indiabulls Real Estate and Jubilant FoodWorks redeemed pledged shares recently amid liquidity stress and a drop in stock prices."Fund houses seem to be attracting regulatory attention on LAS due to collapse of some latest corporate deals," said Vikram Dalal, founder, Synergee Capital. "All investors are now seeking risk aversion with companies running for credit lines. This has made money costly for those mid to small size promoters who used to approach NBFCs to pledge their shares in order to raise funds for their business."The Securities and Exchange Board of India (Sebi) said in June that detailed reasons will have to be provided for pledging more than 20% of the share capital or 50% of the promoter holding. There's also a closer watch on mutual funds' exposure to LAS schemes. The regulator also frowned upon the standstill agreements between Essel and mutual funds. They had agreed not to invoke pledged shares, giving the group time to sell assets and repay loans.

Steel sector to weaken in FY20 due to twin impact of softer prices and high input cost

Fundamentals for the steel sector are likely to weaken in FY20 under the twin impact of softer prices and higher input costs on the back of low demand. Domestic steel companies will be impacted by muted demand from auto sector, even though government projects in affordable housing and infrastructure are expected to improve the demand scenario, India Ratings and Research (Ind-Ra) has said in its latest sector report."Overall, the fundamentals for the steel sector are likely to weaken in FY20, with the risk of softening of prices, elevated raw material prices and weak demand. However, the impact of these factors could be partly off-set by favourable demand-supply balance for industry participants, it said."On the domestic front, the Indian steel sector is likely to see robust demand from the affordable housing and infrastructure sectors, bolstered by various government schemes and projects. However, demand from the automobile sector is likely to be muted," it said. A key area to watch out for is the auction of mines by March 2020, where any delay could lead to disruption in domestic steel production in FY21, the Ind-Ra report added. Supply of coking coal is likely to be tight in the coming months, the report said with large Australian miners reducing their output. However, with India, the largest coking coal importer from Australia, maintaining its monthly import levels, the agency expects coking coal prices to remain firm in near to medium term. However, Ind-Ra expects a bearish trend to prevail in iron ore prices in the coming months. While ore prices rose 48% year on year to US$ 135/tonne in July 2019, as global ore major Vale of Brazil cut its production due to a dam collapse in January 2019, supply showed signs of recovery in July 2019. In China mills reluctant to increase iron ore inventories due to lower demand could also rein-in prices.

Tech View: Nifty50 forms ‘Bullish Harami’, hints at trend reversal

NEW DELHI: Nifty50 rebounded on Wednesday and topped the 11,000 mark in a style. The index formed a Bullish Harami candle and an Inside Bar on the daily chart, which suggest a possible trend reversal is on the cards. The 11,078 level will be keenly followed, analysts said.A 'Bullish Harami' candle pattern is considered a bullish reversal candle by nature, said Rohit Singre of LKP Securities. "If the index manages to hold above 11,080, it may move towards the 11,140-11,200 range. Support for the index is seen in the 10,930-10,850 range," he said.For the day, the index closed at 11,029, up 103 points or 0.95 per cent."For last 27 sessions, the index appears to be moving in a well-defined down-sloping channel with multiple touch points and, thus, a close above 11,078 should hint at strength in the index. For this sideways phase to continue with a positive bias, Nifty50 should sustain above 10,900," said Mazhar Mohammad of Chartviewindia.in.Mohammad said a strong comeback by the index, without violating the preceding session's low, is a sign that Tuesday's big selloff was triggered by global factors."The overall structure for Nifty remains range-bound with support at 10,950. It requires a decisive close above 11,111 for its recent upmove to sustain," said Chandan Taparia of Motilal Oswal Securities.

I am a bull in a bear market and I am fully invested: Raamdeo

There will be bouts of rallies and good companies which are doing well, will continue to progress. These will be few and far between because broader economy is in a slowdown mode,says Raamdeo Agrawal, MD & Co-Founder, Motilal Oswal. Excerpts from an interview with Nikunj Dalmia of ETNOW. You typically love this kind of market because the news is bad and prices are great.No yesterday was not good. Yesterday was quite scary and I am getting to feel that we are into papa bear market and you have to be very cautious and now you do not have to pre-empt any news fundamentally. After hearing everything, after analysing also if you are going to buy, you get 5% cheaper than before the result kind of thing. So this is a very different market than what it was just a year back you can say. So bull market and bear markets are very different. I do not want to sound like a technical guy but if you see the last 30-35 years, there are three-four phases of bear market like when I started my career in 87 – 87, 88, 89 these three years were terrible years in the market and then from 600-700 Sensex we shot up to 4500 that was mother of all the bull markets led by Harshad Mehta bull run in 18-19 months between 91 to 92 end March. So that was one phase of a bear market and then it finally ended in a massive bull market. The next seven-eight years were kind of gone nowhere type. There was no index. There was no ET Now. We did not know anything. What is Sensex and underperformance, outperformance. There was a massive liberalisation followed by collapse, then the industrial licensing was withdrawn. I did not realise what has happened but the world has changed. The License Raj had gone.Yes License Raj was gone suddenly. Liberalisation was in and globalisation was in and you suddenly started seeing consumer goods and services coming into the country, otherwise for a jeans or for a ball pen, you have to ask somebody from abroad and now in the last 20-30 years, things have changed. If you go to any of these countries -- Europe, America and all -- you do not find any gap between what you get here and what you can buy from there. That is a massive achievement. We did not have the forex then, maybe a billion dollars or two. We had some gold. Today we are sitting on $400-430 billion of reserves. There is a massive change in this period. We had a software boom in 2000 and then post collapse after 2001, 9/11 happened and then 2001, 02, 03 were terrible years. We incurred losses in the two-three months after 87. That was very scary and very bad. On many days, there were no new highs. I used to pray that there should be at least five-six companies from my portfolio which should be on a new high. It was almost impossible. Then we saw the mother of all bull runs and almost everything was in new high in 2008. From there, it now feels that we are into some kind of prolonged soft market. Do you think for the next two or three years, we may not get new highs?There will be bouts of rallies and good companies which are doing well, will continue to progress. These will be few and far between because broader economy is in a slowdown mode. If interest rates come down further and if the government starts spending and starts heavy lifting, could we see a very quick revival or is the economy gone for next 12-18 months?It is going to be a hard earned, slow turnaround. I am not a great macro guy but I am meeting 100-200 people almost every day -- investors or mid-sized and large-sized corporates. We get to see some colour of what is really happening in the ground. Actually one of the things is that there is a lot of negativity, more than what is the problem in the economy. You speak to somebody yesterday, I called up one dealer in Jabalpur and I asked how you are doing. Sahab bahut kharab hai, yeh hai, woh hai (Sir, the situation is very bad), he said but I asked how good is your book? He said he has grown but everybody else has not done well. So what is the problem? He is saying that the problem is that of negativity through the channels, through the newspapers, social media. The buzzword is that there is a lot of problem! Now when you have this kind of perception, even consumers think should I buy the car? Should I commit to new EMI? Is my job safe, is my bonus safe? That kind of fear is unnecessarily creeping in. When a good business goes through a cyclical downturn, Raamdeo Agrawal steps in and he will start purchasing or he will be investing when sentiment has an impact on prices, but not in actual reality. Where do you think prices are suffering because of sentiment? The word slowdown is not a July phenomenon. Auto, FMCG sales have been slowing down for six, eight months now. How come the fall has been excruciating in the last six, eight weeks?We have been seeing that earnings estimates are going haywire but it was going haywire in terms of 5%, 7% and things like that in December. Trouble started cropping up not so much in September last year. It was in the December quarter that there was a problem. Initially we thought this will get over and New Year will bring better times. Then the slowdown caught on and till March, most of the manufacturers to save the 2018-19 books, pumped in and inventory got accumulated big time. My general understanding is that in the first quarter of FY19-20, they made a wholesale correction in the inventory. Production got cut right now and so the retail sales were not as much down as the wholesale sales were down but you get to hear more about the wholesale sales. There is now a clamour that slowdown is almost double. There is a slowdown. The inflow of the customers, footfalls and all are lower and half of it could be only because of the general negativity in the system. There is pessimism. There is no mood of optimism. The government is trying to tax too much. Even the insurance costs are up, as did the higher registration costs. Then came the electrical vehicles (EV) and there was disruptive talks by some officials that EV will come and the old system will go away. These things are not helping the businesses, particularly in the environment of slowdown. Then came the NBFC crisis which is basically last mile funding system and authorities are aware of the problem and they are taking whatever steps they can take. But that also has to come around. Some alternative mechanism of last mile delivery has to come up. Without that, how will you take care of last mile because the banks go up to the branch. Beyond branch, who gives loan for a house costing Rs 10-12 lakh? It has to be done by specialised NBFC. But the entire architecture has broken down because there is a doubt now on the rating agencies, on the banks and the NPAs and so the whole thing is somewhat disoriented right now. It will fall in place slowly. The good guys who have maintained themselves well and have capital adequacy, who have underwritten very well, will survive and they will come back but it is a cyclical process. Right now, markets are confused. There is a section in the market which feels that this is a temporary slowdown and there is a section in the market which feels that this is a structural slowdown and the demand and the economy is going into a tailspin for the next two or three years?See I do not know about the timeline. There is a slowdown. It is not going to happen that next month you do three things and suddenly there will be a boom, no. So FY20 is a washout?No, no, government and authorities have to do what they have to do. Let the market, entrepreneurs, consumers take their own time to come back. But let us not expect that the results will be dramatically known overnight and markets can dramatically change overnight. July was down by 7-8%, even yesterday it was very scary -- 2% in one day. So, markets can move much ahead but there are two different things; one is the economy and second is the perception of the economy through the market. The perception can change quite dramatically in a month's time. If I have to make a prism of greed and fear, greed is out but in terms of the fear gauge, are we in fear or are we in extreme fear?I would say fear. I would say yesterday was extreme fear. Is there scope for prices to come down, 10-15% cannot be ruled out?Yes, why not? It can be quite fearful. My single source of optimism or pessimism is from the company's outlook for business. I do not understand how globally it will play, global macro, local macro are all difficult to figure out but when I talk to a company how the company is going, we can build up what we can do. Common friends tell me that every time they feel disappointed or they have concerns about Indian economy, they call on you because in a sense you have this image that 24x7, 365 days in a year you will be bullish. But for the first time over the years, I have interacted with you, you are not sounding bearish but you are sounding hesitant to me.No I am a bull in bear market. I am still bullish and I am fully invested. I will go down with the market only. I am not a guy who is sitting on 10% cash and things like that so that is not the issue. My status has not changed but the conditions in the market have clearly undergone change. What does the current market conditions mean for future returns for the next three years, five years?Lower it goes, higher it will be for the future. Do you think this is more like a base preparation for next bull run?Yes see every market after seven-eight, six-seven years… See when this government came, there was a complete hopelessness kind of situation. The market started rallying in October 2013 when I think Modi ji was nominated as prime minister elect nominee in Goa… By the BJP…Yes, that time the index was about 6,000. From there, the rally started. In the next five years, we had a rally going from 6,000 to 12,000. It was a nice 15% compounded and individually stocks have gone 10x, 20x whatever but it was a nice five-year run. There has to be a correction because the corporate earnings have not grown. Corporate earnings have grown only 5%, 6%. So obviously there has to be a massive correction across the board. Our index PE multiple, Nifty went up to more like 25-26 which is now about 22 or something, 22-23. Are we reasonably priced, are we cheaply priced?No, by the historical average about 15-17, say 17-18. Though interest rates are much lower now, that can account for a little higher valuation because now we are into trajectory wise. The interest rate is much-much lower. Earlier, 8-9% was norm, now it accounts 5-6%, still talking lower. Clearly, that can accommodate little higher valuation than usual valuation but look at the corporate profit to GDP, it is less than 2%. The market cap to GDP is 70% today, yesterday it was Rs 139-140 lakh crores. GDP is Rs 200 lakh crore, so we are talking about 70%. US is 150% and so can it go to 60%? Yes. My corporate profit goes further down and my GDP keeps growing at about 10-11%. Obviously, markets will remain here and the GDP will keep climbing. The market cap to GDP can come down to more like 60%. These are not sustainable levels. What is your view on profits? It is not looking good right now. There is no impetus for the… And that is across the board?I mean broadly. Private sector banks are in a very cosy situation. The competition from NBFC also has gone down to a great extent. They are in lender's paradise. They have got great powers…. ...and they have market share gain.They have the liability. They can create their own deposit. I mean the economy is doing well. I mean 5-6% is not bad. The economy is still growing and they have the peak of the customers and so they will have very stable margin. So private sector bank is one end of the market, especially corporate banks. That will do well.Yes. Just about a year ago, year and a half ago, Maruti had a PE multiple of 40. It had reached almost Rs 10,000. Do you think we may not see those levels and those PE multiples for Maruti in a long time now?No, everything will come back. I do not know how long it will take. The reality is that it is Rs 5500 or 6,000. So from 6,000 to say Rs 12,000 would take about three years. At a time when we are talking about a real disruption which is coming from EV, do you think that will peg the PE multiples or that will compress the PE multiples?They could be the winners in electrical vehicle also. It is a little away at least for India because it takes about $5000 to get a worthwhile electrical vehicle and you need infrastructure now. Even worldwide also, it is not that big a push in terms of total number of EV cars sold and then they give subsidy. I do not think our government has that kind of fiscal space to give lot of subsidy to car buyers. We are little away and we buy what 800-1000 CC cars which are very lowly priced. The real thing is that as the EV picks up worldwide, the crude prices will come down to more like $30-40. At that point of time, it will be very affordable for the IC engine which has lots of parts and which creates a lot of jobs. The government should seize that opportunity. In fact, we must push the old technology as far as we can push and then let EV grow on its own merit, come back and take over eventually in 15-20-25 years. Whatever happens in the world will happen in India also. But why we disrupt the current business which is going on very well.Stay Invested Till You Make Money I will take the clock back by 10 years. In 2009, we were coming off the financial crisis and we were eating Maggi in the same room, I said what is your market view? You said, ave you stopped eating Maggi? You said even I have not stopped eating Maggi and that is the reason I am investing in Nestle. So it is not that Indian consumer will completely fade away. The cyclical sentiment may be poor but eventually a year or 18 months from now, both demand and sentiment will improve?You have to figure out are you an investor or a speculator. Investor means few years. Nowadays I do not say even three to five years, I say till you make money. This is new because the guys who came three years back they have not made money. Now, we are saying that till you make money because I have seen it takes two years, three years depending on when, but you make tons of money. Every bear market or a soft market gives birth to amazing bull market. So this correction if it lasts... jitni badi mandi utni badi teji to woh hone wala hai (The bigger the slowdown, the greater will be the surge). I mean I am seeing that for the last 40 years. Now how much is going to be the correction, where it will bottom out and all only chartists and all those guys can figure out I have no idea. But what I am saying is that the journey from current $3 trillion to 5 or $6 trillion, doubling of GDP will happen in the next seven, eight years for sure, okay that will happen despite all the gloom I still believe that if not in 2025 in 2026 we will be $5 trillion or maybe even $6 trillion. Time we do not know but the destination we know?Yes. So the discretionary spend build up will happen. All this pessimism will continue maybe for three months, maybe six months and the fantastic monsoon, a little more reasonable oil prices, a little softer policies from the government and we will be again back. The sectors to bounce back again would be the same sectors which are getting affected?You must buy what you understand because saying that consumer stock is very expensive there is no point in just piling on to that. There are a lot of tech companies, some specialised pharma companies, some consumer companies, even auto companies which have corrected. One of the things which I have learned is that the portfolio is made up of two types of stocks; secular and cyclical. You cannot apply the buy and hold and do not bother about selling the stock when it is cyclical would be very dangerous. Metals are cyclical, you cannot buy and own them permanently. Yes, so you have to know how to handle secular stocks and how to handle deeply cyclical stocks. This time, I got completely hammered by my good amount of auto holdings which turned out to be cyclical. It was cyclical but I did not know it was coming and it was coming so severely. We had to take 40-50% knock from Eicher, Maruti. We had 7%, 8% allocation each and just between these we had 15%, 15%. It has come down to say half so 6-7% decline in the entire portfolio has happened because of these two. So yes, we have suffered. We are learning. The stock market is a continuous learning machine. In the next round, we must position it rightly. But this decline will throw up opportunities in a lot of sectors.

SE2 sets up technology center in Pune

PUNE: US headquartered Insurtech firm SE2 today announced its new Technology and Innovation Center in Pune, which would support the firm's US operations. The company already has a center in Gurugram where it has 550 employees and plans to double its overall India headcount to over 1,000 by the end of 2020. "SE2 India operations will be an integral part of the company's existing business operations. Our initial investments have been to the tune of $3.2 million with an annual spend of over $10 million in infrastructure, technology and facilities. We will continue to invest in people, processes and technology to remain ahead of the curve by at least a decade from the industry," said Chirag Buch, managing partner, SE2 India.SE2 is a technology and third-party administration company that caters to the North American life and annuity insurance market. Vinod Kachroo, Chief Information Officer, SE2 said that the company had invested $85 million over the last few years to create its new technology platform which enabled their customers to launch products and offer new services a lot faster than before. "We have a 10x10 vision, which is to scale the business ten times and have the technology remain relevant for 10 years from now. Pune will be the fuel to continue to innovate on the tech platform. As our business grows, the investment in India and the work done out of here will grow at the same pace or higher," he said. The company plans to scale the Pune center to 200 people by the end of 2020 and is looking at hiring people with domain expertise either in insurance or financial services, along with the required tech capabilities."As insurers continue to tackle both the challenges and opportunities for the digital evolution, SE2 is helping clients future-proof their businesses and navigate this transformation with a digital-first approach," said Kachroo. A lot of work around helping clients with the digital transformation, and the conversion from client platforms to the SE2 AurumTMand platform would be driven out of India.The company works with over 37 customers in the US on over 1000 life and annuity products and manages over two million policies.
