Kim Yo Jong is the deputy director of the Propaganda and Agitation Department of the Workers' Party of Korea (WPK).
According to sources, this is a clear sign that Kim Yo Jong has taken over the role that Kim Jong Il's younger sister, Kim Kyong Hui, once filled. It is also an indication that Kim, as befitting her "Mount Paektu lineage," has assumed a more politically significant role in the regime.

A Royal Navy patrol ship shadowed a Russian vessel through the English Channel as it passed close to British territorial waters.
The Portsmouth-based HMS Tyne sailed to keep watch on the Smolnyy Perekov on Christmas Eve, remaining at sea on Christmas Day to monitor the Russian vessel, the Royal Navy said.
HMS Tyne is due to return today, remaining ready for tasking at short notice over the rest of the festive period.
Commander Jon Browett, HMS Tyne's commanding officer, said: 'Leaving our families at this time of year is especially difficult, but national security doesn't stop for Christmas, and as one of the duty units over the festive period we had bags packed and were ready to go.

US military cyber officials are developing information warfare tactics that could be deployed against senior Russian officials and oligarchs if Moscow tries to interfere in the 2020 US elections through hacking election systems or sowing widespread discord, according to current and former US officials.
One option being explored by US Cyber Command would target senior leadership and Russian elites, though likely not President Vladimir Putin, which would be considered too provocative, said the current and former officials who spoke on the condition of anonymity because of the issue's sensitivity. The idea would be to show that the target's sensitive, personal data could be hit if the interference did not stop, though officials declined to be more specific.

Turkey says it could shut down American military facilities if the United States sanctions it over buying Russian arms and its intervention in Syria.
The U.S. Air Force has announced that it will pay eight different Turkish firms tens of millions of dollars to update the infrastructure and complete other construction projects at facilities it operates in that country over the next five years. This comes amid threats from Turkey's government, including from President Recep Tayyip Erdogan, to suspend or outright terminate American access to various bases in the country, including Incirlik Air Base, where the United States presently stores approximately 50 B61 nuclear bombs.
The Pentagon announced the Air Force deals, worth $95 million in total, in its daily contracting announcement on Dec. 23, 2019. The notice does not say how much each of the Turkish companies received. The Air Force only considered offers from local companies in accordance with the U.S.-Turkey Defense Economic Cooperation Agreement (DECA), which the two countries signed in 1980 and includes guarantees for Turkish participation in military construction projects.
Potential security engagements among the three have spotlighted their increasing convergence.
While much of the focus in terms of minilateral alignments in the Asian region tends to be on those involving U.S. allies and partners, be it the Quad or U.S.-Japan-ROK trilateral dynamics, there are other arrangements beyond this as well. Of particular note are the arrangements that have been forged by China and Russia over the past few years.
One of these is the China-Russia-Iran relationship. Like many other arrangements, this represents the outgrowth of the combination of existing links between the three countries and recent convergences due to various trends and developments, including growing opposition to the United States that has risen further under President Donald Trump. And it continues to attract headlines about other countries that could join as well, including Pakistan.

BEIJING (Reuters) - China, Iran and Russia will hold joint naval drills starting on Friday in the Indian Ocean and Gulf of Oman, China's defense ministry said on Thursday,amid heightened tension in the region between Iran and the United States.
China will send the Xining, a guided missile destroyer, to the drills, which will last until Monday and are meant to deepen cooperation between the three countries' navies, ministry spokesman Wu Qian told a monthly news briefing.
The drill was a "normal military exchange" between the three armed forces and was in line with international law and practices, Wu said.
"It is not necessarily connected with the regional situation," he said, without elaborating.

North Korea’s “Christmas gift” for the United States never arrived, although it still could.
The ominous statement from a North Korean official that “it is entirely up to the U.S. what Christmas gift it will get” had the U.S. and its allies on alert this week. Many observers predicted the North was preparing to test its first intercontinental ballistic missile (ICBM) since 2017. Since then, President Donald Trump and North Korean leader Kim Jong-un have temporarily ratcheted down tensions with face-to-face meetings. They are beginning to rise again.
Christmas came and went without a launch. Analysts say North Korea may still fire a missile. But, some say, the heightened anxiety over the North’s actions could be the point of the message.
Jenny Town, managing editor of the North Korea research group 38 North, notes that the “Christmas gift” comment was made by a lower-level official. “It wouldn’t have been uncharacteristic for them to do something like this [an ICBM test], but this was hyped up more than it should have been,” she says.
Mintaro Oba, a former U.S. State Department official who specialized in the Koreas, says the ominous statement was a “public communications tactic.”
“It tried to heighten the fear of increased tension in a language Americans would latch onto,” he says.
Earlier this month, North Korea’s vice minister of foreign affairs in charge of U.S. affairs, “reminded” the U.S. that the North had set an arbitrary deadline of the end of 2019 for progress on nuclear talks.
“[North Korea] has done its utmost with maximum perseverance not to backtrack from the important steps it has taken on its own initiative,” the official, Ri Thae Song, said in a statement on North Korea’s state news agency. “What is left to be done now is the U.S. option and it is entirely up to the U.S. what Christmas gift it will select to get.”
Perhaps in response, Aircraft Spots, which tracks U.S. military aircraft movements, found numerous U.S. surveillance aircraft flights over and around the Korean peninsula this week, including on Christmas Day. Among them: an RQ-4 Global Hawk drone; an E-8C Joint STARS ground surveillance plane; a RC-135S Cobra Ball, which is designed to detect ballistic missile launches; and a U.S. Navy P-3C Orion maritime surveillance aircraft, which can hunt submarines.
U.S. officials remain watchful. Before the year is over, Kim is expected to chair a year-end conference with his party and give a New Year’s speech. Both are opportunities that the leader could use to claim that he is working — successfully — to advance relations with the U.S.
Despite three meetings between Trump and Kim, talks over the hermit nation’s nuclear program appear to have stalled. The North has fired multiple shorter-range missiles this year with minimal response from the U.S. Analysts said North Korean leaders might expect that an ICBM launch would force the U.S. back to the negotiating table on more favorable terms.
The anticipation of an ICBM launch sparked fears that the New Year could see a return to the “fire and fury” rhetoric of 2017, when Washington and Pyongyang exchanged hostile threats as North Korea ramped up development of its nuclear and long-range missile arsenal.
Even if no test comes before the New Year, analysts say it is likely that the U.S. and its allies remain on high alert. Recent satellite images showed that Pyongyang is expanding a factory linked to the production of long-range nuclear missiles, and increased activity at North Korea’s main nuclear facility was reported last month.
“Scientists and engineers are working on North Korea’s weapons programs every day,” says Daniel Pinkston, a security and international relations expert at Troy University. “And I don’t see any signs or indications that they will stop.”
South Korea’s Yonhap News Agency reported Friday that North Korean media has been touting satellite launches in other countries, and might use the guise of a satellite launch to test an ICBM. Since the technology used for a satellite launch and an ICBM test is similar, Pinkston says, such a test could be used to refine their ICBM program.
Trump, who has bragged about his personal relationship with Kim, brushed off the “Christmas gift” comment. “Maybe it’s a present where he sends me a beautiful vase as opposed to a missile test,” he joked.
NEW DELHI (AP) — Paramilitary and police forces were deployed and the internet shut down Friday in Muslim-majority districts in the north Indian state of Uttar Pradesh, which has experienced the highest death toll in protests that have erupted nationwide against a new citizenship law that excludes Muslims.
Security drones buzzed over western Uttar Pradesh, where protests turned violent after last week’s Friday prayers.
Twenty-three people have been killed nationwide since the citizenship law was passed in Parliament earlier this month in protests that represent the first major roadblock for Prime Minister Narendra Modi’s Hindu nationalist agenda since his party’s landslide reelection earlier this year.
Most of the deaths — 16 people — have occurred in Uttar Pradesh, according to state government spokesman Awanish Awasthi. Twenty percent of the state’s 200 million people are Muslim. The state government is controlled by Modi’s governing Bharatiya Janata Party. Government officials have repeatedly said security forces haven’t killed anyone.
Modi has defended the new citizenship law and accused the opposition of pushing the country into a “fear psychosis.”
The law allows Hindus, Christians and other religious minorities who are in India illegally to become citizens if they can show they were persecuted because of their religion in Muslim-majority Bangladesh, Pakistan and Afghanistan. It does not apply to Muslims.
Tens of thousands of protesters have taken to India’s streets to call for the revocation of the law.
TOKYO (AP) — Japan on Friday approved a contentious plan to send its naval troops to the Middle East to ensure the safety of Japanese ships transporting oil to the energy-poor country that heavily depends on imports from the region.
The Cabinet’s decision reflects tensions that have escalated between Iran and the U.S. since President Donald Trump withdrew from Iran’s 2015 nuclear deal.
Despite being a U.S. ally, Japan’s troop dispatch is not part of a U.S.-led coalition protecting Middle East waterways, apparently an attempt to maintain neutrality in a show of consideration to Iran.
Under the plan, Japan will send about 260 Maritime Self-Defense Force personnel with a destroyer and a P-3C reconnaissance aircraft, mainly for intelligence-gathering in the Gulf of Oman, the Arabian Sea and the Bab el-Mandeb Strait connecting the Red Sea and the Gulf of Aden.
Japan will stay away from the Strait of Hormuz, where the U.S.-led coalition is operating.
Prime Minister Shinzo Abe explained the plan to Iranian President Hassan Rouhani when he visited Tokyo last week.
Japan, which has friendly ties with both Iran and the U.S., also seeks to serve as a mediator between the two and play a greater role in restoring stability in the region, officials said.
The Middle East supplies more than 80% of Japan’s oil needs.
Sending warships to areas of military tension is a highly sensitive issue in Japan because its pacifist post-World War II constitution limits the use of force by the military strictly to self-defense. Abe, however, has gradually expanded Japan’s military role in recent years.
In June, a Japanese-operated tanker was attacked in the Gulf of Oman. Washington said Iran was responsible and urged Japan to join the U.S.-led military initiative.
MOSCOW (AP) — A Kazakhstan plane with 98 people aboard has crashed shortly after takeoff early Friday, killing at least 15 people, officials in Almaty said. At least 66 others survived with injuries, 50 of them hospitalized.
The Bek Air aircraft hit a concrete fence and a two-story building after takeoff from Almaty International Airport. It lost attitude at 7:22 a.m. (0122 GMT), the airport said.
In a statement on its Facebook page, the airport said there was no fire and a rescue operation got underway immediately following the crash.
Around 1,000 people were working at the snow-covered site of the crash. The weather in Almaty was clear, with mild sub-zero temperature that is common at this time of the year.
Footage showed the front of the broken-up fuselage rammed a house and the rear of the plane lying in the field next to the airport.
The plane was flying to Nur-Sultan, the country’s capital formerly known as Astana.
The aircraft was identified as a Fokker-100, a medium-sized, twin-turbofan jet airliner. The company manufacturing the aircraft went bankrupt in 1996 and the production of the Fokker-100 stopped the following year.
All Bek Air and Fokker-100 flights in Kazakhstan have been suspended pending the investigation of the crash, the country’s authorities said.
TOKYO (AP) — Japan on Friday revised a roadmap for the tsunami-wrecked Fukushima nuclear plant cleanup, further delaying the removal of thousands of spent fuel units that remain in cooling pools since the 2011 disaster. It’s a key step in the decades-long process, underscoring high radiation and other risks. The government and the plant operator, Tokyo Electric Power Co., still keep a 30- to 40-year completion target.
A look at some of the challenges:
More than 4,700 units of fuel in pools
More than 4,700 units of fuel rods remain inside the three melted reactors and two others that survived the 2011 earthquake and tsunami. They pose a high risk because their storage pools are uncovered and a loss of water in case of another major disaster could cause fuel rods to melt, releasing massive radiation. Their removal at Units 1 and 2, after repeated delays, is now delayed by up to 10 years from the initial target of 2018, with more preparation needed to reduce radiation and clear debris and other risks.
Fuel rods removal at No. 1 reactor pool will begin sometime in 2027-2028, after debris is cleaned up and a huge rooftop cover installed to contain radioactive dust. Fuel removal at Unit 2 pool is to begin in 2024-2026. Work at No. 3 reactor pool began in April 2019 and all 566 units will be removed by March 2021. TEPCO has emptied the pool at Unit 4, which was offline and only suffered building damage, and aims to have all remaining rods in reactor pools removed by 2031 for safer storage in dry casks.
1.2 million tons of radioactive water
TEPCO has been unable to release the 1.2 million tons of treated but radioactive water kept in nearly 1,000 tanks at the plant, fearing public repercussions and impact on the area’s struggling fishing and farming. The water keeps growing by 170 tons daily because it is used to cool the melted fuel.
The Ministry of Economy, Trade and Industry recently drafted a proposal to release the water to the sea or the air, or a combination of both. TEPCO says it can only store up to 1.37 million tons until the summer of 2022. Time is limited because preparation is needed before any water release. TEPCO and the government say the tanks pose risks if they were to spill out the contents in another major earthquake, tsunami or flood. They also need to free up space to build storage for melted fuel removed from reactors beginning 2021.
The water is still somewhat contaminated, but TEPCO says further treatment can remove all but radioactive tritium to levels allowed for release. Experts say tritium is not harmful to humans in small amounts and has been routinely released from nuclear plants around the world.
880 tons of melted fuel
Removing an estimated 880 tons of molten fuel from Fukushima’s three melted reactors is the toughest and unprecedented challenge. It’s six times the amount dealt with in the aftermath of the 1979 Three Mile Island partial core melt.
A removal is to begin in 2021 at Unit 2, where robotic probes have made bigger progress than at Units 1 and 3. A robotic arm was developed to enter the reactor from the side to reach the melted fuel that has largely fallen to the bottom of the primary containment vessel. A side entry would allow a simultaneous removal of fuel rods in the pool from the reactor’s top. A melted fuel removal will begin with just a spoonful, which will be carefully measured and analyzed per International Atomic Energy Agency instructions. The government hopes to gradually expand the scale of removal, though further expertise and robotic development is needed. The first decade through 2031 is a crucial phase that would affect future progress. Units 1 and 3 fell behind due to high radiation and water levels respectively, requiring more investigation.
770,000 tons of radioactive waste
Japan has yet to develop a plan to dispose of the highly radioactive melted fuel and other debris that come out of the reactors. TEPCO will compile a plan for those after the first decade of melted fuel removal. Managing the waste will require new technologies to reduce its volume and toxicity. TEPCO and the government say they plan to build a site to store the waste and debris removed from the reactors, but finding one and getting public consent would be difficult.
Additionally, there will be an estimated 770,000 tons of solid radioactive waste by 2030, including contaminated debris and soil, sludge from water treatment, scrapped tanks and other waste. They will be sorted out, treated, compacted for safe storage under a plan to be compiled by 2028.

The government says Fukushima’s decommissioning cost is estimated at 8 trillion yen ($73 billion), though adding compensation, decontamination of the surrounding areas and medium-term storage facilities would bring the total to an estimated 22 trillion yen ($200 billion). Japan Center for Economic Research, a think tank, estimates that decommissioning alone would cost 51 trillion yen ($470 billion) if the water is not released and a tritium removal technology is pursued.

More than 10,000 workers will be needed annually in coming years, about one third assigned to work related to the radioactive water. Securing experienced workforce for the decadeslong cleanup is a challenge in a country with rapidly aging and declining population. Nuclear Regulation Authority Chairman Toyoshi Fuketa raised concerns about a possible labor shortage following recent minor mishaps at the plant. TEPCO has expressed intention of hiring workers for the decommissioning under Japan’s new policy allowing more unskilled foreign labor, but the plan is on hold following government instructions to address language and safety concerns.
Scandinavian writer Ari Behn — the ex-husband of Norwegian Princess Martha Louise and among the people who had accused actor Kevin Spacey of sexual misconduct — died this week, his manager said. He was 47.
Behn died by suicide Wednesday, his manager told the Norwegian news service NTB. Authorities said he was found at his home in Norway.
The Norwegian royal family said in a written statement that Behn was “an important part of our family for many years and we carry warm and good memories of him with us.”
Behn, who was Danish-born, and Martha Louise, the oldest daughter of Norway’s King Harald and Queen Sonja, were married for 14 years. The couple divorced in 2017 and have three children.
The match had critics before it even became official. Negative coverage dogged Behn after a Las Vegas travelogue he hosted on Norwegian TV in the early 2000s briefly showed him around prostitutes, some of them using cocaine.
Behn said at the time that it was mere reporting, not endorsement, and Martha Louise defended him.
Behn also wrote books and plays, including 1999’s “Trist som faen,” or “Sad as Hell,” a short story collection that was translated into several languages.
In 2017, Behn accused Spacey of groping him under the table at a Nobel Peace Prize concert in Oslo a decade earlier. It didn’t appear that Behn ever pursued criminal charges or a lawsuit against Spacey.
Spacey didn’t comment on the allegations at the time, which came amid a string of similar accusations. A lawyer for Spacey didn’t respond to an email seeking comment Thursday.
Behn’s death came a day after Spacey, 60, released a YouTube video in which he pretends to be Frank Underwood, the scheming politician he played in the Netflix series “House of Cards.” He did not address the cascade of allegations against him.
Spacey was dropped from “Cards” after several people stepped forward with allegations of sexual misconduct. The final season aired last year.
Massachusetts prosecutors this year dropped a criminal case alleging the Oscar winner groped an 18-year-old man at a bar on the resort island of Nantucket in 2016. The unnamed accuser in that case invoked his Fifth Amendment right not to testify about text messages from the night of the alleged encounter.
Police in London have also said they are investigating allegations of sexual misconduct by Spacey, but there has been no public update on that inquiry for months.
Los Angeles prosecutors this year tossed a sexual battery charge against Spacey after the unnamed accuser in that case died.
Another player in the Spacey saga, Linda Culkin, was fatally struck crossing the street in Quincy, Massachusetts, in May.
The former nursing assistant had pleaded guilty to sending death threats and bomb threats to Spacey and his associates. She was sentenced to over four years in federal prison in 2014.
Prosecutors said at the time that Culkin became obsessed with Spacey after a patient told her of being attacked by him.

After the U.S. Ambassador to Zambia criticized the country’s harsh record on gay rights, the Zambian government considered his position “no longer tenable,” — effectively requiring him to leave Zambia, according to the U.S. State Department.
The State Department said in a statement emailed to TIME that it was “dismayed by the Zambian government’s statement,” which they “consider to be the equivalent of a declaration that the Ambassador is Persona Non Grata.”

Ambassador Daniel Foote had said in November that he was “horrified” by a recent 15-year prison-sentence doled out to a gay couple, according to the Associated Press. The agency did not immediately respond to a request for confirmation about whether Foote had been recalled from Zambia as a result of the government’s statement.
Earlier this month, Foote also issued a forceful public statement that called attention to Zambia’s record on gay rights and its impact on efforts to eradicate the country’s AIDS epidemic. “Discriminatory and homophobic laws, under the false flags of Christianity and culture, continue to kill innocent Zambians, many of whom were born with the virus,” Foote said.
Zambian President Edgar Lungu said on Sunday in a speech broadcast by state-owned television channel ZNBC that he had “complained officially to the American government” and was awaiting a response. He said about Foote: “We don’t want such people in our midst. We want him gone.”
Lungu later told Sky News on Monday, “we are saying no to homosexuality” and indicated that he was aware his stance could jeopardize U.S. aid to the country. “If that is how you are going to bring your aid, then I’m afraid the West can leave us alone in our poverty,” he said. But the president maintained his point of view, characterizing the ambassador’s comments as breaching the state’s sovereignty.
Foote took issue with the response he received for speaking out on the gay couple sentenced to prison. “I was shocked at the venom and hate directed at me and my country, largely in the name of ‘Christian’ values, by a small minority of Zambians,” he said.
The spokesperson for the state department also stressed the United States’ commitment to protecting gay rights in its statement. “The United States firmly opposes abuses against LGBTI persons,” the statement said. “Governments have an obligation to ensure that all people can freely enjoy the universal human rights and fundamental freedoms to which they are entitled.”
(PALM BEACH, Fla.) — President Donald Trump is speaking out against the “carnage” involving thousands of civilians in a rebel stronghold in Syria.
In a tweet Thursday, Trump wrote: “Russia, Syria, and Iran are killing, or on their way to killing, thousands of innocent civilians in Idlib Province. Don’t do it! Turkey is working hard to stop this carnage.”
The tweet refers to an intense air and ground bombardment by government forces in southern and eastern Idlib province, the last rebel-held bastion in the country.

(BANDA ACEH, Indonesia) — Thousands of people knelt in prayer in Indonesia’s Aceh province at ceremonies Thursday marking the 15th anniversary of the Indian Ocean tsunami, one of modern history’s worst natural disasters.
The massive Dec. 26, 2004, tsunami was triggered by a magnitude 9.1 earthquake off Sumatra island. The giant wall of water killed about 230,000 people in a dozen countries as far away as East Africa. Indonesia’s Aceh province, which was closest to the earthquake, was hit first and hardest.
More than 170,000 people died in Indonesia alone, about three-quarters of the overall death toll.
“No words can describe our feelings when we tearfully saw thousands of corpses lying on this ground 15 years ago,” acting Aceh Gov. Nova Iriansyah said at a ceremony in Sigli, a town in Pidie district, “And now, we can see how people in Aceh were able to overcome suffering and rise again, thanks to assistance from all Indonesians and from people all over the world.”
Weeping survivors and others attended religious services and memorial ceremonies. Relatives of the dead and religious and community leaders presented flowers at mass graves of victims in the provincial capital, Banda Aceh.
Shops and offices were closed, boats were not allowed to sail and flags were being flown at half staff throughout Aceh on Thursday and Friday.
Disaster-prone Indonesia, a vast archipelago of more than 17,000 islands that is home to 260 million people, lies along the “Ring of Fire,” an arc of volcanoes and fault lines in the Pacific Basin.
Thursday’s commemoration came four days after the anniversary of last year’s Sunda Strait tsunami, which followed the eruption and partial collapse of the Anak Krakatau volcano. That tsunami struck coastal regions of Banten on Indonesia’s main island of Java and parts of southern Sumatra island, leaving more than 400 people dead and 14,000 injured.
In Thailand, hundreds of people attended a tsunami memorial ceremony at Ban Nam Khem, a small fishing village that lost about half of its population of 5,000 when the waves rolled in.
More than 8,000 people in Thailand died or went missing in the disaster, and the bodies of almost 400 victims remain unidentified and unclaimed.
Western visitors and local residents attended the service at the Ban Nam Khem Tsunami Memorial Park in Phang Nga province, where they viewed a photo display of victims. A Thai woman handed over an offering of food for Buddhist monks presiding over the proceedings.
The lucrative tourist industry centered around the island of Phuket was devastated by the disaster — as many as half of the victims were foreigners — but quickly bounced back and has grown much bigger.
Many local residents had their houses rebuilt and jobs restored, but still have to cope with the loss of friends and family.
Niwan Chantharawong left a floral offering at a commemorative wall in Ban Nam Khem. She recalled the horror of losing two children in the tragedy.
“I think they didn’t die on the day that the tsunami hit. We couldn’t find them until the 28th and their bodies hadn’t decomposed at all,” she told Thai PBS television, with tears welling up. “I often imagine how much they would have thought about me before taking their last breaths. But we could not find them, and we couldn’t help them. This has stuck with me. And every time I think about it, it hurts.”
Officially, there are between 8,200 and 8,300 dead in Thailand, but about a third of that total are missing, with no confirmation of their fate. An unknown number of bodies were swept out to sea, and the ad hoc evacuation of foreign tourists meant that at least some survivors were never accounted for. Also unclear was what happened to thousands of undocumented workers from Myanmar who did low-wage labor in the area, coming from poor, remote areas with little way to plug into the effort to account for casualties.
According to police Col. Kittipong Thongthip, there are 394 unclaimed bodies at the Bang Maruan tsunami victim cemetery in Phang Nga, where white gravestones are marked with numbers, not names.
Kittipong, who as local police chief oversees the cemetery, said 25 bodies had been confirmed to be migrant workers from Myanmar, but could not be further identified. There are no clues as to the identities of the other 369.
“I don’t think we will be able to prove who those bodies are,” he said by phone. “It’s 15 years now and nobody comes to see their missing loved ones here anymore.”

NABARD was created following the recommendations of the B.Sivaraman Committee (by Law 61 of the Parliament of 1981) of 12 July 1982 to implement the law of the National Bank for Agriculture and Rural Development of 1981. According to a TOI report, a new set of rules have given the green light to GST authorities as a strategy to ensure better compliance.With over 1 crore GST-registered entities failing to file return on time, the new set of rules enable GST-authorities to attach your property and banks accounts if despite repeated reminders you fail to file tax returns.Top officials of the Central Board of Indirect Taxes and Customs have been told to go hard on defaulters. The process to nudge the entity and its officials will begin three days ahead of the deadline for filing GSTR-3A of the final returns. The due date for the same is by the 20th of every month.Post the due date, a system-generated message will be sent to all the defaulters asking. All the authorised signatories of the entity, proprietor of the entity, partners of a firm, directors of companies or the kartas in case of HUFs will also receive the system generated message. If the entity fails to comply, five-days after the due date, an electronic notice will be served. giving it 15 days to furnish the returns.If the notice elicits no response, tax officials have been told to undertake an assessment of the tax liability after factoring in the available data.The CBIC, in the three-page standard operating procedure issued on Tuesday has decided to go strong against "defaulters".The SOP issues states, "For the purpose of assessment of tax liability... the proper officer may take into account the details of outward supplies available in the statement furnished under section 31 (Form GSTR-1), details of supplies auto-populated in FORM GSTR-2A, information available for e-way bills, or any other information available for any other source, including from inspection." Officials can initiate recovery action, according to the SOP, if the entity fails to respond to the assessment order for 30 days. VAT and service tax carried such provisions but were invoked in extreme cases only.
MUMBAI: India's grocery consumption basket shrank by an average 5 kg per household in the 12 months ended September from the year earlier, although they spent slightly more overall. Consumers shopped more often but bought less each time, spreading their budgets to ease the financial pinch amid the slowdown, according to a study by Kantar Worldpanel, a global consumer research firm owned by communications and advertising giant WPP."The average basket size in (the year ended) September 2018 was 222 kg while it dropped 3% to 217 kg in 2019," said K Ramakrishnan, South Asia MD at Kantar. "But spends have gone up 2% from Rs 14,724 to Rs 15,015 in the same time frame."Most companies increased promotions in 2018 by offering additional grammage or bigger packs while keeping prices intact. However, these could have been withdrawn or normalised in 2019, resulting in divergent value and volume growth trends, companies said. "Even if we sold the same number of packs in both years, volume will still show a drop in 2019 as additional grammage will reflect only in the base year," said B Krishna Rao, senior category head at Parle Products. "If some of the measures that the government is contemplating also leads to more money in the hands of consumers, hopefully recovery should happen." In a trend reversal, edible oil, tea, spices, snacks and atta, among others, have seen a shift to branded products from the unorganised market. The items cited above have seen a 5% decline in unbranded products even as the overall categories grew. Branded products account for less than half the overall consumption of many commoditised segments. Local and unbranded products, which are cheaper, have been nibbling away at the share of leading consumer product companies for years. Kantar data also revealed that in categories that have at least 50% penetration, consumers have started buying them on two extra occasions during the year but in smaller quantities each time. For instance, shopping occasions for biscuits grew from 40 last September to 48 times this year; the purchase quantity per visit dropped to 117 grams from 138 grams.
NEW DELHI|KOLKATA: The telecom department will shortly urge the sector regulator to clear the way for auctioning the coveted spectrum in the 26 GHz band, aiming to reduce 5G deployment costs and, therefore, allow affordable ultra-fast mobile broadband services.The Department of Telecommunications (DoT) will seek pricing recommendations from the Telecom Regulatory Authority of India (Trai) for this band, a senior government official said. "We will be taking a Trai reference for the 24.75 to 27.25 GHz millimetre wave band (popularly known as the 26 GHz band), and look at an auction sometime later next year," the official said on condition of anonymity.The 26 GHz band spectrum is widely seen by telecom operators worldwide as amongst the most efficient airwaves for delivery of affordable 5G services. Indian telcos have urged the government to emulate the US, South Korea, Japan and Hong Kong to leverage the global 5G ecosystem developing around the 26 GHz band. These airwaves are also ideal for industrial applications.But government insiders hinted that 26 GHz band spectrum is unlikely to be auctioned in the upcoming sale since the approval process and price discovery mechanism may take more time. For now, DoT has only earmarked spectrum in the 3.3-3.6 GHz band for 5G services. But experts believe the government and Trai have enough time to set a starting price for 26 GHz spectrum since the International Telecom Union (ITU) recently finalised rules around global 5G deployments on this wave band at the World Radio Conference-2019 in Egypt. "There's no economic logic in conducting two separate 5G auctions in 2020. Since ITU has ratified the 26 GHz band for 5G globally, there is nothing stopping the government from asking Trai to quickly fix an appropriate reserve price for these airwaves to include them in the upcoming sale by April next year," said a top industry executive specialising in spectrum regulation and management. 72987832 Backing the view, Com First (India) director Mahesh Uppal said, "It's in the government's interest that mobile operators get adequate, quality spectrum in the 26 GHz band and are not forced to lock their funds instead in 3.5 GHz airwaves."Earlier this month, the Cellular Operators Association of India (COAI) — which represents Bharti Airtel, Reliance Jio and Vodafone Idea — asked telecom secretary Anshu Prakash to push Trai to include 26 GHz in the list of 5G airwave bands earmarked for the upcoming sale.Telcos had also said any reservation of 26 GHz band spectrum for government agencies such as Indian Space Research Organisation (Isro) would adversely impact 5G deployments in India, going forward. They had suggested that future satellite deployments by Isro should be done in other frequency bands.Last week, the Digital Communications Commission (DCC), the highest decision-making body in the DoT, cleared the country's largestever spectrum auction likely around March-April 2020 that can potentially fetch the government over Rs 5 lakh crore if the carriers bid for the whopping 8,300 units of 4G and 5G airwaves on offer.But analysts ruled out the possibility, citing a combination of high reserve prices, incumbents' stretched balance sheets, the absence of India-relevant 5G use cases and an immature device ecosystem.
MUMBAI: Audit partners at top professional services firms including the Big Four have started demanding a "risk premium", as regulatory scrutiny is increasing over them and has on several occasions led to legal action.They are seeking risk premium in the form of salary hikes and special bonuses, following actions by the Securities and Exchange Board of India, National Financial Reporting Authority as well as the Serious Fraud Investigation Office and Enforcement Directorate against audit firms and partners, sources said.Regulatory scrutiny, investigation and legal action have increased against auditors in recent years following the unearthing of several alleged corporate scams, where the authorities have claimed they had failed to flag the wrongdoings."The audit partners want that they and their teams be compensated for taking the risk that could even land them in jail," said a partner with one of the top multinational firms.ET spoke to the India and audit practice heads of multinational audit firms as well as promoters and senior partners of top Indian audit firms. Most of them spoke on the condition of anonymity.In some cases, the partners are demanding as much as a 25-30% salary hike and bonus equivalent to 40% of annual salary, said a senior partner. Lately, regulators have been going after audit partners of top firms. In October, the Economic Offence Wing of the Mumbai Police arrested audit partners of an EY India affiliate firm, SV Ghatalia & Co, for allegedly failing to flag lack of internal control mechanism at National Spot Exchange Ltd and allegedly conspiring with the exchange to project a "healthy picture" in the audit.Bank accounts of some partners and senior executives of Deloitte Haskins & Sells and BSR & Associates, a KPMG affiliate firm, could be frozen after certain alleged irregularities were found at IL&FS Financial Services (IFIN) that they had audited. Ministry of Corporate Affairs (MCA) in August had moved National Company Law Tribunal and requested the tribunal to pass an order to freeze the bank accounts of 23 proposed respondents including that of auditors.The NFRA, in a recent report, had also made allegations against Deloitte India partners and executives over their role in IFIN's audit. These steps have caused panic among many audit partners, who fear they are being victimised even when real villains such as promoters, bankers, civil servants and other advisers are walking away.The complaint is that even if other teams — like advisory or due diligence — give wrong advice to the audit client, the regulators are only going after auditors and partners signing balance sheets."Risk has increased for the audit firms due to the regulatory environment. As a firm we are seeing that often when our partners are not comfortable with certain positions taken by clients, we have been either moving out as auditors or stating our position in the audit reports," said Nikhil Singhi, a partner at Singhi & Co, one of the biggest Indian auditing firms.This is happening at a time when audit fees are under pressure following the implementation of the audit rotation rule. According to industry insiders, most of the top professional services firms — mainly the big four of EY, PwC, KPMG and Deloitte — were growing at about 20% annually, but their audit revenue was either stagnant or expanding at a much slower pace. 72986018 The total revenue of the top firms —the Big Four plus Grant Thornton and BDO — could be around Rs 15,000 crore from their India operations. Within the big four, the audit business is Rs 2,200-2,500 crore, but it is a steady business."The profession is in a state of transition. When a scam breaks out, there is an immediate reaction and auditors are being blamed or criminal action is being taken against them. The various stakeholders don't distinguish whether an auditor is involved or not or has been negligent or despite his best efforts could not figure out a well-crafted scam," said Ved Jain, a former president of the Institute of Chartered Accountants of India.Industry trackers said regulatory expectations had gone beyond professional standards and auditors were now being held responsible for business decisions and failures. Though the proportion of audit business has been going down steadily (17-21% in the big four firms) and there is increasing risk of regulatory action, for the professional services firms, it provides a good entry into clients and a few profitable services can be then cross-sold.

Wikimedia wrote to the Union minister for electronics and IT, Ravi Shankar Prasad, on issues around automated filtering of content, setting up of a local entity and traceability of content, proposed under the rules.In the letter, Amanda Keton, General Counsel, Wikimedia Foundation said the new draft rules have not been made public even after a year since official consultations on the draft were completed."We remain concerned that requirements in the bill will hinder our mission to provide free access to knowledge in India, rather than support it," Keton wrote.The government first released the Draft Information Technology [Intermediary Guidelines. (Amendment) Rules] 2018 for public consultation last year.The ministry of electronics and IT recently told the Supreme Court that it planned to finalise the guidelines — which put greater responsibility on social media and internet platforms — by January 15. 72988196 The Data Protection Bill of 2019 introduces definitions of social media intermediaries and a layered approach to obligations which may mitigate most negative effects on websites posed by the requirements in the draft intermediary guidelines, the letter, sent earlier this week, said. "Yet, even with such an approach we remain concerned about requirements which encourage or necessitate automated filtering of user uploads, either explicitly or implicitly through short take-down times and could severely disrupt the availability and reliability of Wikipedia," it said.It also expressed concerns about "the material burden" that requirements such as local incorporation rules would place on the Wikimedia Foundation's nonprofit model."Rules which require the removal of content or cooperation with law enforcement within short time periods could also prove impracticable without significant additional investments in either new employees or technology," it pointed out.India is its fifth largest market in terms of the number of views. Wikipedia is available in 23 Indian languages. Imposing traceability requirements on online communication is a serious threat to freedom of expression as it could interfere with the ability of Wikipedia contributors to freely participate in the project, it said."Requiring websites to track their users will discourage free communications and has the potential to even discourage legal economic activity on the internet..."

Consumers have never been so demanding and have a very clear idea of what they want — for example Keto diets, blood group diets, Friday menus, different ethnicities, and preferences for specific retail brands to mirror in their cafeterias," Sodexo's Asia Pacific MD, corporate services, Vineeta Tikekar told ET.The $24.2 billion French company, with presence in over 80 countries, operates through two business models in India—on-site services or facility management and the consumer-facing coupons business. India contributes about 7-8% to Sodexo's global revenue. "This is a young, emerging market which is consuming food differently, is a lot more indulgent-led and with higher ticket sizes, which are being split into different day parts," Tikekar said.Sodexo is also working on smart vending, or offering fresh food out of vending machines, and is underway with pilot projects with online grocery delivery store Big Basket's BB instant.A Sodexo-Oliver Wyman report on food services and consumer trends has forecast a strong disruption in the food market by 2030, driven by evolving consumers and corporate expectations.Food delivery by aggregators and hyper local delivery startups have had a massive impact on dine-in consumption. As expected, the domestic stock market stayed depressed on the day of the expiry of monthly derivative series. NSE Nifty opened in the red and continued to drift lower as the session progressed. The selloff intensified in the last hour with the index finally ending with a loss of 88 points or 0.72 per cent at 12,126.55. With just three sessions to go this year, the headline index is back at its key support zones. The 12,103 level was the Double Top resistance, which Nifty had breached on the upside. It will be crucial to see if this point acts as a support while the index suffers a full throwback. For the breakout to remain in force, the 50-stock pack has to keep its head above 12,100 on a closing basis. The volumes are expected to stay low due to year-end holiday season. Friday will be an important session where index's action against 12,100 will be crucial to watch out for. There are mild chances of a technical pullback, and 12,165 and 12,210 levels are likely to act as resistance. Support may come in lower at 12,060 and 12,000. Volatility is expected to rise if the market extends fall.72983834 The Relative Strength Index (RSI) stood at 55.30 and stayed neutral, showing no divergence against the price. The daily MACD remained bullish and traded above its signal line. However, the daily MACD was seen narrowing its trajectory. A large black body emerged on the candles. The body was bigger than the previous black body, which suggests more pressure on the downside during the session. As per pattern analysis, Nifty has suffered a full throwback after breaking above the 12,103 level, which was a stiff Double Top resistance. A throwback happens when the index returns to the same point from which it broke out earlier. There are chances that Nifty may see a modest technical pullback initially from the current levels and resistance at some point. Given the current technical setup, pullbacks should not be construed as resumption of the rally. There are higher chances of the market getting vulnerable at higher levels. The volumes are likely to continue to remain on the lower side. We would recommend traders to avoid large exposures as well as maintain a stock-specific and cautious view on Friday. Warburg Pincus is likely to raise its stake in IndiaFirst Life Insurance, a joint venture between Bank of Baroda, Andhra Bank and the buyout firm. Chief executive RM Vishakha told Shilpy Sinha in an interview that with the PE firm on board, the company is looking to grow at 25% annually for the next five years. Edited excerpts:How does the prospect of Warburg being the largest shareholder change the game for Indiafirst?This year has started well where we have reported a 29% growth in individual annual premium equivalent on a Y-o-Y basis in the first half of FY20, compared with 11% industry growth. Our ambition is to grow at over 25% a year for the next five years and to be among the top 10 private life insurers in the country. Our shareholders are all aligned on our growth strategies.Insurers are turning more to technology firms like Ola, Uber than to brick and mortar distributors. How do you look at it?We believe in strategic alliances as a key focus area. Most of the current tie-ups being offered by insurers are group term products. We are keen on disrupting the market with alliances in a differentiated manner. As an example, if we were to tie-up with a cab aggregator, our proposal would be to provide options where the user could keep increasing his or her insurance cover while also investing in a suitable long-term plan by parking his surplus earnings on any given day.What are the growth expectations from partnerships, against agency and other channels?We are a bancassurance-led, multichannel distribution company. The growth expectations for any channel is substantially dependent on the base. Our foray into agency and other channels is relatively new. Therefore, our growth expectations from agency and other channels is not comparable to the expectations in bancassurance.Warburg Pincus has come in recently after the FDI norms were raised to 49%. Are there any discussions around them raising stake from 26% currently?It is a shareholder decision and not something that I can comment on. Having said that, any prudent shareholder will always seek opportunities to increase their shareholding depending on multiple factors prevalent at that given time.What is the impact of public sector bank mergers on IndiaFirst life insurance, with Andhra Bank -- a shareholder --being merged with a bigger bank?In one word, positive. Within a short span of time we have gained extended distribution, we have integrated systems and have activated new bank branches. By when will you need to raise more capital? Will it be through an IPO?We have always been a very capital-efficient company. We have done far more and good business with less capital. The industry average for capital efficiency ratio has been 1.97. we always had a capital efficiency ratio of 2.71, which is among the best in the industry. Our capital requirement has primarily been for maintaining reserves, solvency commitments. There are multiple avenues for raising capital provided by the regulator. We have raised money through a listed NCD in 2017. We still have additional capacity through which we can raise further NCD capital. An IPO has multiple parameters to be considered. Raising capital is just one of the reasons why any company will be going for an IPO. It is and will always be a shareholder decision.Insurers are reducing exposure to ULIPs and focusing on term products.It is a very positive development that in the past 20 years of privatisation of insurance we see an awareness about term plans. Thanks to the introduction of competitively-priced, standalone term products. Government initiatives like Pradhan Mantri Jeevan Jyoti Bima Yojana, the evolution of web-aggregators there has been greater awareness and a certain amount of pull that the insurance industry is seeing for term products.How does lower insurance cover under the new product guidelines change the industry?This is an option given to customers to decide on the insurance cover they require when looking at a shorter-term policy; and align their insurance requirement to the period of cover. As per original regulations, even if you took a policy for a minimum of 5-7 years, you needed to have 10 times the sum assured.
