David Morgan, Reuters: Explainer: After Mueller, what do U.S. House Judiciary Democrats do about Trump?

WASHINGTON (Reuters) - Democrats in control of the U.S. House Judiciary Committee hope that Robert Mueller's testimony on Wednesday will boost their wide-ranging investigation of President Donald Trump, but it is not entirely clear where that inquiry is headed.

The panel, led by New York Representative Jerrold Nadler, has the power to start impeachment proceedings against Trump.

But Nadler is not among the 90 House of Representatives Democrats who have publicly said they favor initiating the impeachment process against the president.

Senior House Democrats, including Speaker Nancy Pelosi, are trying to hold back impeachment demands within the party, fearing a voter backlash in the 2020 election campaigns. If the House were to impeach Trump, it would then be up to the Republican-controlled Senate to hold a trial and potentially remove him from office.

Dutch actor Rutger Hauer died at the age of 75 at his home in the Netherlands.

Known for roles in Blade Runner and True Blood, the star passed away following a 'short illness,' according to a statement from his non-profit association Wednesday.

Steve Kenis, the rep for Rutger, also confirmed the sad news that the star died on July 19 and his funeral was held on Wednesday.

Puerto Rico Gov. Ricardo Rosselló is expected to resign Wednesday after more than a week of protests, according to a source familiar with the situation, but Rosselló's own party says it's prepared to begin impeachment proceedings if he committed any crimes.

"The (impeachment) report is in the Capitol building. At any moment we will have it in our hands," said Puerto Rico Rep. Jose Melendez, a member of the governor's New Progressive Party. "As soon as we receive it, if there are illegal acts in the chats, we will begin impeachment unless the governor resigns beforehand."

House Speaker Carlos Johnny Mendez told reporters Wednesday afternoon, "I just received the document, I haven't read even the first line." Enrique Colón, one of the lawyers Mendez appointed to deliver the report, said the legal group's recommendation "effectively" is to proceed with impeachment.

AFP: China-Russia joint exercise sends a message to Washington

Beijing (AFP) - An unprecedented joint China-Russia bomber patrol over disputed territory off the coast of South Korea and Japan was a "massive development" in their bid to challenge US influence in the region, analysts said Wednesday.

The joint patrol caused outcry from Washington's two main allies in the region after both Tokyo and Seoul claimed a Russian plane violated their airspace.

Seoul said a Russian warplane twice entered South Korean airspace near the disputed Dokdo islets -- which Tokyo also claims and calls Takeshima -- and that it fired warning shots in return. Japan also said it scrambled fighter jets in response.

Reuters: Russia, South Korea trade conflicting claims over alleged airspace intrusion

MOSCOW/SEOUL (Reuters) - Russia's embassy in Seoul on Wednesday said that Moscow had not apologized for an alleged airspace violation the previous day, after South Korea said that a Russian attache had expressed "deep regret" and blamed malfunctioning equipment.

A Russian military aircraft entered airspace near a group of islets claimed by both South Korea and Japan on Tuesday, during a long-range joint air patrol with Chinese jets, according to South Korea and Japan, which both scrambled fighter jets in response.

South Korean warplanes fired flares and hundreds of warning shots near the Russian aircraft, and the incident triggered a round of diplomatic protests by countries in the region.

An unidentified Russian military attache in Seoul told South Korean officials on Tuesday that the plane appeared to have "entered an unplanned area due to a device malfunction", said Yoon Do-han, South Korea's presidential press secretary.

Washington Post: China takes aim at U.S., Taiwan in new military blueprint

BEIJING - China sharpened its hostility toward the United States and Taiwan in a new high-level report on its future military strategy that accused Washington and its allies of undermining global stability.

Releasing the document on Wednesday, officials of the People's Liberation Army repeatedly warned that Beijing would be willing to deploy military force to assert its claims over Taiwan. WNU Editor: I expected a better performance from former Special Counsel Robert Mueller. His refusal to answer questions on Russian attempts to influence and meddle into U.S. elections was telling. The reason and mandate for the creation of the Special Counsel was over Russian meddling, but questions on this case will not be answered by the Counsel? Update: A prosecutor cannot say that because we do not have evidence to charge someone, that person is not necessarily innocent .... Mueller says he did not exonerate Trump, U.S. policy precluded charges (Reuters). That type of thinking is reserved for kangaroo courts like in China or in the former Soviet Union where the accused must prove their innocence if they are charged, not the prosecutor proving that they are guilty.

President Trump claimed that if the U.S. wanted to quickly end the Afghanistan War, it could do so in just a week, but said that the option would result in the deaths of millions.

Speaking to reporters in the White House on Monday, Trump said that he would prefer to work with Pakistan to win the war instead of taking more drastic action.

"If we wanted to fight a war in Afghanistan and win it, I could win that war in a week. I just don't want to kill 10 million people," Trump said to reporters. "If I wanted to win that war, Afghanistan would be wiped off the face of the Earth, it would be gone, it would be over in, literally, in 10 days."

A French Inventor Tried to Cross the English Channel on a ‘Flyboard’ and Crashed Into the Sea

(SANGATTE, France) — A French aviation buff and inventor glided partway over the English Channel on a homemade “flyboard” Thursday — then crashed in the sea.

Undeterred, he plans to try again.

After careful preparations, Franky Zapata took off from the French coastal town of Sangatte fastened to the small flying platform he designed.

From afar, it looked like he was skateboarding on the sky.

But as he descended for a refueling stop about halfway across, the platform he was meant to land on was moving too much due to waves. So he was not able to grab onto it, and he fell into the water, his wife Christelle said.

He was rescued by French divers and is doing fine, she told The Associated Press.

“These are the kind of things that can happen,” she said. He traveled more kilometers than he expected, and faster than he expected, so she said it wasn’t a total disaster.

“He will do it again,” she said. “He never sits back after a failure.”

Zapata had hoped to make it across 36 kilometers (22.4 miles) to the Dover area in southeast England in about 20 minutes. He was carrying a power pack full of kerosene, and was planning to refuel from a boat partway across.

Zapata, 40, wowed crowds in Paris on Bastille Day, whirling over European leaders on the flyboard. But crossing the windy, ship-filled Channel is a much tougher challenge.

He scheduled Thursday’s flight to coincide with the 110th anniversary of the first flight across the Channel, by French aviator Louis Bleriot on July 25, 1909 — who also left from Sangatte after multiple failed attempts. The beach where Zapata took off Thursday bears Bleriot’s name.

Rapper A$AP Rocky Has Been Charged With Assault Over a Fight in Sweden

(STOCKHOLM) — A Swedish prosecutor on Thursday charged rapper A$AP Rocky with assault over a fight in Stockholm last month, in a case that’s drawn the attention of fellow recording artists as well as U.S. President Donald Trump.

Rocky, a platinum-selling, Grammy-nominated artist whose real name is Rakim Mayers, has been in custody since July 3 as authorities investigate a fight he was allegedly involved in on June 30 before appearing at a music festival.

Prosecutor Daniel Suneson said in a statement that he filed charges against the artist and two others “suspected of assault causing actual bodily harm, having come to the conclusion that the events in question constitute a crime and despite claims of self-defense and provocation.”

The rapper and the other two suspects, who were described as members of his entourage but not identified, will remain in custody until trial.

The Stockholm District Court plans to announce at a later point when that will take place, and the prosecutor has recommended that it set aside three days for the hearing. The charges can carry a maximum sentence of two years in prison.

Videos published on social media appear to show a person being violently thrown onto the ground by Rocky, 30. A defense lawyer has said it was self-defense.

Suneson said that he concluded otherwise after studying videos available to investigators.

“It is worth noting that I have had access to a greater amount of material than that which has previously been available on the internet,” he said. “In addition to video material, the injured party’s statements have been supported by witness statements.”

Suneson added that there were initially two injured parties in the case, but the allegations concerning one of them were dropped due to “insufficient supporting evidence” and the charges relate to only one alleged victim. That person has not been identified.

A counter-allegation was made by the artist’s bodyguard against one of the alleged victims, but that case was closed earlier this week, the prosecutor said.

Sean “Diddy” Combs, Justin Bieber and Kris Jenner are some of the celebrities who have publicly expressed support for Rocky. The artist has collaborated with Kendrick Lamar, Cardi B, Drake and Selena Gomez.

On Saturday, Trump said he spoke with Swedish Prime Minister Stefan Lofven about A$AP Rocky and “offered to personally vouch for his bail,” something that is not available under Swedish law. Urged on by the first lady and celebrities including Kanye West and Kim Kardashian West, the president had said in a Friday tweet that he would intervene to try to free Rocky.

Lofven’s press secretary, Toni Eriksson, later said that the two leaders had a “friendly and respectful” conversation in which Lofven “made certain to emphasize the complete independence of the Swedish judicial system, prosecutors and courts” and stressed that the government cannot and will not attempt to influence the legal proceedings.

Father of Canadian Murder Suspect Predicts Manhunt Will End in Son’s Death

(TORONTO) — The father of one of the suspects in the slaying of an American woman, her Australian boyfriend and another man said Wednesday he expects a nationwide manhunt to end in the death of his son, who is on “a suicide mission.”

The grim prediction came as Canadian police said they were setting up roadblocks around the remote Manitoba town of Gillam, where two young suspects, 19-year-old Kam McLeod and 18-year-old Bryer Schmegelsky, recently left a burned-out vehicle they had been traveling in.

Royal Canadian Mounted Police Cpl. Julie Courchaine said police “are coming from all over” to Gillam, which is more than 2,000 miles away from a region in northern British Columbia where another burned vehicle was found Friday and where the three people were apparently killed.

The victims have been identified as American Chynna Deese, 24, Australian Lucas Fowler, 23, and Leonard Dyck, 64, of Vancouver. Police released Dyck’s name late Wednesday and announced that McLeod and Schmegelsky have been charged with second-degree murder in his death.

McLeod and Schmegelsky themselves were originally considered missing persons and only became suspects in the case Tuesday. Officers across the country were searching for the young men.

Schmegelsky’s father, Alan Schmegelsky, said Wednesday that his son had a troubled upbringing and is in “very serious pain.” His son struggled through his parents’ acrimonious split in 2005 and his main influences became video games and YouTube, the father said.

“A normal child doesn’t travel across the country killing people. A child in some very serious pain does,” Alan Schmegelsky told Canadian Press. He said he expects his son will die in a confrontation with police.

“He’s on a suicide mission. He wants his pain to end,” the father said, breaking into tears. “Basically, he’s going to be dead today or tomorrow. I know that. Rest in peace, Bryer. I love you. I’m so sorry all this had to happen.”

Even if his son is caught, his life will be over, he said. “He wants his hurt to end. They’re going to go out in a blaze of glory. Trust me on this.”

The father said he and his wife separated when their son was 5. She moved with the boy to the small Vancouver Island community of Port Alberni, where he met McLeod. They attended the same elementary school and quickly became inseparable best friends.

They were “everyday, good kids” who didn’t get into trouble, but his son had problems at home and, at 16, briefly moved to Victoria to live with him, Alan Schmegelsky said. The boy then returned to Port Alberni to live with his grandmother.

His son doesn’t own any firearms and doesn’t know how to drive, Alan Schmegelsky said. He worked at the Port Alberni Walmart after graduating from high school earlier this year, but was disappointed with the job and told his dad he was setting off to Alberta with McLeod to look for work.

The father recalled that his son bought a nice black suit with his second paycheck from Walmart.

“Now I realize it’s his funeral suit,” he said.

In Port Alberni, signs with “No Trespassing” were staked outside McLeod’s large waterfront family home. His father, Keith McLeod, released a written statement.

“This is what I do know — Kam is a kind, considerate, caring young man (who) always has been concerned about other people’s feelings,” McLeod said.

“As we are trapped in our homes due to media people, we try to wrap our heads around what is happening and hope that Kam will come home to us safely so we can all get to the bottom of this story.”

The separate discoveries of three bodies and a burning car have shaken rural northern British Columbia.

During the investigation, police found the body of what was then an unidentified man roughly a mile (about 2 kilometers) from a burned out car.

That was about 300 miles (500 kilometers) from the spot along the Alaska Highway near Liard Hot Springs where Deese and Fowler were found shot dead over a week ago.

Fowler, the son of a chief inspector with the New South Wales Police Department, was living in British Columbia and Deese was visiting him.

The couple had met at a hostel in Croatia and their romance blossomed as they adventured across the U.S., Mexico, Peru and elsewhere, said British Deese, the woman’s older brother.

British Deese said the couple was on a trip to visit Canadian national parks and said the family believes they must have had engine trouble in their van.

Dyck’s family said in a statement late Wednesday: “We are truly heart broken by the sudden and tragic loss of Len. He was a loving husband and father. His death has created unthinkable grief and we are struggling to understand what has happened.”

Police said Tuesday that McLeod and Schmegelsky were traveling in northern Saskatchewan in a grey 2011 Toyota Rav 4, which was the car later found burned in Gillam.

Residents of Gillam were locking their doors and cars.

But Deputy Mayor John McDonald said if McLeod and Schmegelsky were wandering around in the bush, they couldn’t have picked a worse time.

“The sandflies came out three days ago and they’re just voracious,” he said. “I’m quite sure they’ll be more than happy to have someone find them.”

Authorities in the neighboring province of Ontario were also warning the public about the suspects, who were considered armed and dangerous.

Police released surveillance photos of the two in Saskatchewan and urged the public not to approach them and to call 911.

Police said earlier the young men were traveling to Whitehorse in the Yukon to look for work and had not been in contact with their families for the past few days.

Sri Lankans Ask the U.K. to Take Back Rotten Waste

Sri Lanka is demanding the U.K. take back more than a hundred containers of waste, joining the growing list of Asian countries pushing back against developed nations that export trash as recycling.

The 111 containers consisting of plastics, syringes and suspected human remains are believed to have been sent from the U.K. in 2017, the BBC reports, but were only inspected last week after port officials complained of a putrid smell.

Authorities said Tuesday they had taken “immediate action to order the re-export” of the waste.

“Some of the materials have been liquidized and deteriorated to the point that we cannot even examine them,” Customs Department spokesman Suni Jayaratne told the local Daily Mirror newspaper, according to the BBC.

Protestors held a demonstration Wednesday outside the British High Commission in the capital Colombo and handed over a letter urging the U.K. to take back the waste. “Sri Lanka is not your dump yard,” read one protest sign.

“This is a third-world country, we are struggling with so many issues, and how can we be responsible for somebody else’s garbage?” One protestor said.

The global trash trade reached a turning point early last year when China, once the world’s biggest receiver of plastic waste, banned its import. Since then, Southeast Asia has seen a huge spike in waste shipments — much of it contaminated plastic that is unrecyclable — from developed countries.

But several nations have begun sending the trash back to where it came from. Earlier this week, Cambodia announced it would ship 1,600 tonnes of waste back to the U.S. and Canada. In May, the Philippines sent 69 container-loads of garbage to Canada, and the month before, Malaysia returned five containers to Spain.

The U.K. government says it is “committed to tackling illegal waste exports, but the country’s Environment Agency told the BBC that it had yet to receive an official request from Sri Lanka to re-import the trash.

South Korea Says North Korea Fired 2 Unidentified Projectiles Into Sea

SEOUL, South Korea — North Korea fired two unidentified projectiles into the sea on Thursday, South Korea’s military said, the first launches in more than two months as North Korean and U.S. officials work to restart nuclear diplomacy.

The South’s Joint Chiefs of Staff said the projectiles were fired from the eastern coastal town of Wonsan and flew 430 kilometers (267 miles). It wasn’t immediately known what type of projectiles North Korea fired. But in the past, such launches have involved missiles or artillery.

Some observers say the North could intend to show the U.S. and others what would happen if diplomacy fails. Recently, North Korea was ramping up pressure on the U.S. ahead of the possible resumption of nuclear talks.

North Korea is desperate to win sanctions relief, but U.S. officials have maintained North Korea must first take significant steps toward nuclear disarmament.

A senior U.S. official said the Trump administration was aware of the reports of a “short-range projectile launched from North Korea.” The official, who spoke on condition of anonymity to provide a response, said the administration had no further comment at this time.

It was the first such launches since Seoul said North Korea fired three short-range missiles off its east coast in early May. Many experts said at the time that those missiles bore a strong resemblance to the Russian-designed Iskander, a short-range, nuclear-capable ballistic missile that has been in the Russian arsenal for more than a decade.

South Korea’s military said it and the U.S. military were analyzing details of the launches. South Korea said it was monitoring possible additional launches by North Korea.

During a third summit at the Korean border late last month, U.S. President Donald Trump and North Korean leader Kim Jong Un agreed to resume nuclear negotiations, which had been deadlocked since their second summit in Vietnam in February ended without an agreement because of disputes over U.S.-led sanctions.

North Korea said last week that it may lift its 20-month suspension of nuclear and missile tests to protest expected military drills between the United States and South Korea that Pyongyang says are a rehearsal of an invasion.

Thursday’s launches won’t end that weapons test moratorium, which applies to firing long-range missiles capable of reaching the mainland U.S.

On Tuesday, North Korean state media said Kim inspected a newly built submarine and ordered officials to further bolster the country’s military capabilities. The Korean Central News Agency said the submarine’s operational deployment “is near at hand.”

After analyzing North Korea-dispatched photos of the submarine, experts said the submarine likely has three launch tubes for missiles. South Korean government documents say North Korea has about 70 submarines, but analysts say they mostly have a single launch tube.

The construction of such a new submarine suggests North Korea has been increasing its military capability despite nuclear diplomacy that it began with the United States early last year.

Tinder’s Newest Feature Aims to Keep LGBTQ People Safer Across the World

With a new feature, Tinder says it wants to make the swiping experience safer for its LGBTQ users traveling and living in certain countries.

On Wednesday, the dating app introduced a new safety update dubbed “Traveler Alert” that will warn users who have identified themselves as lesbian, gay, bisexual, transgender and/or queer when they enter a country that could criminalize them for being out.

The app plans to use the locations from users’ devices to determine if there is a threat to the user’s safety, where users can opt to have their profile hidden during their stay or make their profile public again. The caveat being that if a user decides to have their profile public, their sexual preference or gender identity will no longer be disclosed on the app until they return to a location where the user is deemed safer to disclose their identity.

In the statement, Tinder says they developed the feature so that users “can take extra caution and do not unknowingly place themselves in danger for simply being themselves.”

Tinder partnered with the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), an LGBTQ advocacy organization, to determine which countries’ users are at the most risk of being in danger. They determined that 69 countries, including 11 countries where consensual same-sex acts could be punishable by the death penalty, would be used for the feature.

ILGA Executive Director André du Plessis says in a statement that the organization supports the strides that Tinder is making to protect members of the LGBTQ community.

“We hope that this development will raise awareness amongst all Tinder users, and help protect people of diverse sexual orientations in the 69 countries around the world that currently still criminalise same-sex love,” Plessis says. “We work hard to change practices, laws and attitudes that put LGBTQ people at risk – including the use of dating apps to target us – but in the meantime, the safety of our communities also depends on supporting their digital safety.”

OutRight International Deputy Director Maria Sjödin tells TIME that all dating apps need to recognize that LGBTQ people are actively using their platforms.

“I do think it’s important that all dating apps recognize that they have users who are LGBTQ people. And I think it’s important that they recognize that in many countries and in many societies, people do face violence and discrimination,” Sjödin says.

Sjödin says that while this is a great move toward protecting LGBTQ users, this update will also serve as a reminder that there are LGBTQ people who permanently reside in the communities that others are just visiting.

“Even people who live in that country are facing, probably in most cases, higher risks than anyone who was just traveling through someplace for a few days or a few weeks as a tourist,” she said.

Tinder allowed users the option to select their gender identity in 2016 and has implemented ways to make the app more inclusive. The company said users can expect the new feature to roll out in the coming days.

(LONDON) — New Prime Minister Boris Johnson seems to be clearing out top ministers, firing several members of former leader Theresa May’s Cabinet.

So far, May’s secretaries in defense, business, education, transport, local government and international trade have all announced they are leaving government. That comes hours after Treasury chief Philip Hammond, Justice Secretary David Gauke, International Development Secretary Rory Stewart and May’s de-facto deputy, David Lidington, resigned.

Some of those leaving had said they would rather go than serve under Johnson, who wants to leave the European Union even if no Brexit agreement is in place to ease the transition. Johnson insists the country will leave the EU by Oct. 31 — “do or die.”

However many British lawmakers, including some in Johnson’s Conservative party, worry that the shock of severing decades of frictionless trade would devastate the country’s economy.

(LONDON) — Boris Johnson became Britain’s new prime minister Wednesday, vowing to lead the U.K. out of the European Union, “no ifs, ands or buts.”

Standing outside the shiny black door of 10 Downing St., Johnson said that “after three years of unfounded self-doubt, it is time to change the record.”

He derided “he doubters, the doomsters, the gloomsters” who believe the ebullient but chaotic Johnson cannot succeed in breaking the Brexit impasse that defeated his predecessor, Theresa May.

Johnson has just 99 days to make good on his promise to deliver Brexit by Oct. 31, come what may.

The former mayor of London and foreign secretary is getting Britain’s top job in politics after winning a contest to lead the governing Conservative Party.

Famed for his bravado, quips in Latin and blond mop of hair, Johnson easily defeated Conservative rival Jeremy Hunt, winning two-thirds of the votes of about 160,000 party members across the U.K.

He replaces May, who announced her resignation last month after Parliament repeatedly rejected the withdrawal agreement she struck with the 28-nation bloc. That has left Britain stranded in Brexit limbo as the U.K.’s departure from the EU was delayed past its long-scheduled March exit date.

Johnson took office in a day of carefully choreographed political drama that began with May attending the weekly Prime Minister’s Questions period in the House of Commons for the last time.

The usually boisterous session was subdued, with Conservative colleagues praising May’s sense of duty and opposition leaders offering best wishes, while aiming their fire at her replacement. May just shook her head when Labour Party leader Jeremy Corbyn asked if she would help him stop “the reckless plans of her successor,” who has vowed to leave the EU if necessary without a Brexit divorce deal.

May offered Johnson slightly muted praise, saying she was pleased to hand over to a Conservative committed to “delivering on the vote of the British people in 2016 and to delivering a bright future for this country.”

And she fired back at Corbyn: “As a party leader who has accepted when her time was up, perhaps the time is now for him to do the same?”

As she left the Commons chamber, May was given a standing ovation by Conservative lawmakers, many of whom helped bring her down by rejecting her Brexit deal.

After saying goodbye to Downing Street staff, May stood outside the prime minister’s residence and spoke publicly for the last time as Britain’s leader.

With husband, Philip, by her side, May said it had been “the greatest honor” to serve as prime minister.

Reminding her successor of the risks posed by a disruptive Brexit, May said the new government’s priority must be “to complete our exit from the European Union in a way that works for the whole United Kingdom.”

May and her husband then traveled by ministerial Jaguar the mile (1.6 kilometers) to Buckingham Palace to advise Queen Elizabeth II to ask Johnson to form a new government. The palace confirmed in a statement that the 93-year-old monarch had accepted May’s resignation.

May left the palace after a half-hour. Moments later, Johnson’s car swept through the gates of the royal residence. He will be the 14th prime minister of the queen’s 67-year reign.

There was a brief hiccup in the smooth handover when environmental protesters blocked Johnson’s car by forming a human chain across the road outside the palace. They were quickly bundled aside by his police escort.

Greenpeace said its activists had tried to hand Johnson a letter calling for strong action against climate change.

Half an hour later, Johnson spoke in Downing Street, giving Britons a glimpse at his priorities and policy plans.

It was classic Johnson: upbeat but vague, a scattershot spray of promises from more police on the streets to better broadband to high animal welfare standards — and “a new deal, a better deal” on Brexit.

Now the real battle starts.

Johnson has vowed that Britain will leave the EU on Oct. 31, with or without a deal on departure terms. Economists warn that a no-deal Brexit would disrupt trade and plunge the U.K. into recession, and the EU is adamant that the deal it made with May will not be renegotiated.

Chief EU Brexit negotiator Michel Barnier said “we are ready to listen and to work with” Johnson, but did not budge on the bloc’s refusal to alter the deal.

“A no-deal Brexit will never be, never, the choice of the EU. But we are prepared,” he said in Brussels.

Johnson, whose personal brand is built on optimism — and, critics say, an ambiguous relationship with facts — promised Tuesday to deliver Brexit “in a new spirit of can do.”

“I say to all the doubters: ‘Dude, we are going to energize the country, we are going to get Brexit done,'” he said.

To succeed, Johnson must win over the many Britons opposed to Brexit and resistant to his blustering charms.

In a sign he hopes to move beyond the largely white, male and affluent Conservative members who chose him as their leader, Johnson’s office said his government would be a “Cabinet for modern Britain” with more women and a record number of ministers from ethnic minorities.

His administration is also set to include some pro-EU politicians, but many members will be strong Brexit supporters like Johnson. One of his senior advisers is set to be Dominic Cummings, lead strategist for the “Vote Leave” campaign in the 2016 EU membership referendum.

A contentious figure, Cummings was found to be in contempt of Parliament earlier this year for refusing to give evidence to a committee of lawmakers investigating “fake news.”

Several senior members of May’s government who oppose a no-deal Brexit resigned Wednesday before they could be fired by Johnson. Treasury chief Philip Hammond, International Development Secretary Rory Stewart and Justice Secretary David Gauke all quit, along with David Lidington, who was May’s deputy prime minister.

“Given Boris’s stated policy of leaving the EU by October 31 at all costs, I am not willing to serve in his government,” Gauke said in his resignation letter.

The Cold War wasn’t just fought in the White House and the Kremlin. In American and Soviet homes, the capitalism-communism divide was a topic of conversation at many a kitchen table — and, most famously, in one model kitchen.

On July 24, 1959 — 60 years ago Wednesday — U.S. Vice President Richard Nixon and Soviet Premier Nikita Khrushchev brought the Cold War home. In what’s since been famously dubbed “the kitchen debate,” the world leaders debated the merits of American-style capitalist consumerism and Soviet-style communism against the backdrop of an American exhibition in Moscow’s Sokolniki Park. Cold War historian Brian Dooley says it was a “monumental moment in the battle of ideas in the Cold War, exposing the publics on either side of the Iron Curtain to a discussion based on ideology rather than military strength.”

One of the key areas in which they competed was the promise of their respective systems to design a kitchen and produce labor-saving appliances that could liberate women. But, in allowing the two sides to face off over technology, the debate also exposed the issues facing both American and Soviet women.

The kitchen race

Both the U.S.S.R. and the U.S., following a bilateral Cultural Agreement adopted in 1958, organized exhibits showcasing the industrial achievements of their respective systems: one in Moscow and one in New York City. The aim was to develop better mutual understanding and friendlier relations between people in the East and West. The American National Exhibition, which displayed cars, television sets, fashion styles and, most importantly, the Whirlpool Miracle Kitchen, attracted an estimated 2.7 million Soviet citizens over the course of six weeks. But the event was about more than just showing off shiny new goods.

Susan Reid, Professor of Slavonic Studies at Sheffield University, wrote in Cold War Kitchen: Americanization, Technology, and European Users that the family home and kitchen were “in the vanguard” of America’s Cold War effort to “discredit the communist project in the eyes of Soviet citizens” by raising demand for products that the Soviet economy of shortage couldn’t deliver.

“The effect on the consciousness of ordinary Soviet citizens — whether it stimulated an appetite for consumerism — preoccupied the American authorities,” says David Crowley, a professor at the National College of Art and Design in Dublin.

It was already clear that the U.S. was winning the Cold War in terms of consumer production: although the Soviet Union was ahead of the U.S. in rocket technology at the time, the U.S. was in the lead for commodities. So Khrushchev decided to “enter into a competition” with the U.S. on that side of things too. The quality of citizen’s homes became central to his goal of “catch up and overtake America,” which he had declared in May 1957. After the exhibition, the Soviet output of products like fridges and vacuums increased, and the number of households with fridges grew rapidly, rising from 4% in 1960 to 11% in 1965 and 65% by 1975.

The ‘gilded cage’

But, much as he wanted to out-produce his rival, Khrushchev was not sold on the ideology behind the American home. As the politicians toured the American model kitchen, Nixon pointed at a dishwasher and said, “In America, we like to make life easier for women.” Khrushchev retorted, “Your capitalistic attitude toward women does not occur under Communism.”

The Soviet leader implied that “these machines were only trapping women in the home,” says food historian Bee Wilson.

If the exhibition’s visitor books are anything to go by, the American kitchen did not “triumphantly win the hearts of Soviet citizens, even as an aspiration,” wrote Reid. Visitors wrote that they considered it too spacious with too many appliances, according to Reid. In August 1959, Marietta Shaginian, a Soviet journalist from the Russian newspaper Izvestiia, wrote that the ideal kitchen was nothing more than a “gilded cage.” She called it “ideologically inappropriate” because it was designed not to help the working woman achieve self-realization but to compensate the middle-class ‘‘professional housewife’’ for her lack of a place in the public arena.

And it was true that the “professional housewife” represented an American ideal for women in those post-war years. “She raised the family, made nutritious meals and educated her children as an educated woman,” says Diane Koenker, a Soviet history professor at University College London. If she did work outside the home, a limited number of jobs were an option: Thirty-eight percent of American women were employed in 1960, mostly working “pink collar” jobs as a teacher, nurse or secretary. Meanwhile, women accounted for just six percent of doctors, three percent of lawyers, and less than one percent of engineers, explains Gail Collins in When Everything Changed: The Amazing Journey of American Women from 1960 to the Present.

In the U.S., appliances were presented in a “glamorous” light and associated with leisure, with advertisements showing women dancing around their spacious kitchens, says Koenker. “A woman would use all the latest technology so that she had more time for her bridge club and tennis club,” she adds.

Meanwhile, in the USSR, scientific progress — not glamor — framed images of this kind of domestic advance. Housewives wearing housecoats appeared beside images of women who operated pneumatic drills as a “personification of Soviet modernity,” Reid wrote. Domestic appliances “were rockets for housewives,” who too would have their share of the Space Age, she explains. (Whether women themselves actually felt they were participating in the Space Race when they cleaned their homes was “debatable,” adds Crowley.)

Under the Soviet system, everyone participated in the labor force regardless of gender, says Koenker. In 1967, women made up 41% of engineers there, compared to 2% in the years following the creation of the Soviet Union in 1917. In Khrushchev’s view, a fancy kitchen and new appliances were only useful if they freed women up to spend more time at work outside the home.

The labor-saving lie

The question of what the modern kitchen could do for the modern woman, and for society, wasn’t limited to the Soviet side.

Many feminists in the U.S. were also noticing that so-called labor-saving devices were not lightening burdens but only adding to them. The American writer Betty Freidan challenged the idea that fulfillment for women was found in the home as a wife and mother in her 1963 book The Feminine Mystique. “Even with all the new labor-saving appliances,” Friedan pointed out, “the modern American housewife probably spends more time on housework than her grandmother [did]”.

“There’s another part of the story,” says Wilson, who points to the fact that many American women who could afford it relied on a domestic worker. In her essay Labor Saving, in the upcoming book Women On Food, she explains that for well-off families what spared them from domestic labor was not an appliance but rather a human being. The people who did those jobs, most often African American women, worked long hours without employee protections. Across the U.S. in 1960, almost 40% of working African American women were domestic help; in the South it was up to 90%.

In the Soviet Union, housework as paid employment was virtually non-existent. No one entered this industry, thanks to the availability of widespread paid employment and the fact that women had the education to qualify.

But Soviet claims to women’s liberation have also been contested. Many Historians, such as Gail Lapidus, have described Soviet women as carrying a “double burden.” While working full-time they were also responsible for their home and children, leaving men relatively free to pursue leisure activities.

One thing held true on both sides of the divide: In both American and Soviet kitchen a man would rarely be found cooking and cleaning. The home was still seen as the woman’s domain.

Although the images of a woman vacuuming in the U.S. and the USSR looked very different, the position of American and Soviet women was much more similar than the Cold Warriors would have had the world believe.

Boris Johnson Led the Charge for Brexit. Now, as Prime Minister, He Must Deliver It

A week to the day before Boris Johnson became U.K. Prime Minister, he was on stage waving a smoked fish above his head.

“I want you to consider this kipper,” Johnson told his crowd, punctuating each word with a shake. Traditionally eaten by Brits at breakfast time, the fish was now being used by Johnson to make a point about Brexit. British kipper manufacturers, Johnson said, were having their costs unfairly pushed up by E.U. regulations. When Britain finally leaves the political and economic bloc, Johnson told his crowd, such regulatory nonsense would be a thing of the past. “We will,” he concluded, “get our mojo back.”

It was classic “Boris,” as he is universally known — soaring rhetoric on gently nationalistic themes, delivered with an attention-grabbing stunt. The fact that the rules governing kipper shipments are in fact set by the U.K., not the E.U., was also characteristic of the man now headed to 10 Downing Street, who has a long history of putting compelling narratives ahead of facts.

Having for years cultivated an aura of buffoonery, Johnson’s campaign for leader of the Conservative Party was by contrast a slick operation. He and his team developed an optimistic refrain — yes, his story went, Britain had been betrayed by Theresa May’s inability to pull the U.K. out of the E.U. as promised. But if the country just believed in itself a little more, and rallied behind a strong new Prime Minister, things didn’t have to be that way. “This is a great country,” Johnson said at one leadership debate. “We can do it.”

He sealed victory comfortably, beating rival Jeremy Hunt with 66.4% of party members’ votes. On Wednesday, he travels to Buckingham Palace to be formally appointed as the new Prime Minister by Queen Elizabeth.

The first and most pressing item on his checklist, naturally, is Brexit. The U.K. is still scheduled to leave the E.U. on Oct. 31, a date which Johnson pledged on the campaign trail to stick to, “do or die.” By default, the country is on track to crash out of the bloc on Hallowe’en unless a deal can be negotiated. Theresa May’s Brexit deal, which was roundly rejected by lawmakers, took two years. Johnson has just three months.

The new Prime Minister helped swing the 2016 referendum as its foremost cheerleader. Now, installed in Britain’s highest office by way of internal party machinations, he is responsible for delivering what he promised. His premiership rests on him succeeding.

Johnson is what Brits might call a “Marmite” politician — someone people either love or hate. He is extremely well liked by Conservative Party members, but less so by the rest of the country: 58% of Brits have a negative view of him, according to YouGov polling released Tuesday.

Born Alexander Boris de Pfeffel Johnson, he began his career in the 1990s as a journalist in Brussels, reporting on the E.U. headquarters for the Daily Telegraph newspaper. From there, he would regularly send back critical — and sometimes factually sparse — dispatches to London.

His work in Brussels, some former colleagues say, laid the foundation for Brexit. “He played into the image of the E.U. as a continental club where Britain was going to lose its influence, and where it would be held to hundreds of absurd regulations like straight cucumbers and bananas, or the E.U. having a standard size for condoms,” says Michael Binyon, who served as the Times of London’s Brussels correspondent at the same time as Johnson. “He realized it was more fun to write, and got him more headlines and attention. It made people laugh, but helped create a climate of hostility to ‘Brussels bureaucrats.’”

He became a Member of Parliament in 2001, leaving his Brussels-bashing behind to become a politician – though he remained the editor of the Spectator, a right-wing British magazine. He was fired from his role in the opposition senior leadership team in 2004 for lying about an affair he had with a Spectator columnist.

In 2008, Johnson was elected Mayor of London in a surprise upset for a city that did not normally vote Conservative. It was an early sign of his electability. In the job, though, he showed a lack of attention to detail. “As Mayor, Boris was so confident of his own image and visibility, he didn’t mind other people doing all the policy,” says Tony Travers, a professor of politics at the London School of Economics.

The London Mayor has a role in overseeing transport, housing and policing in the capital, but little actual legislative power. The job was perfect for Johnson’s exuberant personality. “He is someone who has a lot of presence and charisma, and clearly makes an impact on people,” says Mark Lyall Grant, the U.K.’s former National Security Adviser, who advised Johnson when he was Foreign Secretary.

In 2016, after two terms as Mayor, Johnson returned to Parliament. In the run-up to the Brexit referendum that year, Johnson couldn’t decide which side to support. Despite his time as a hack in Brussels, he still harbored some admiration for the European project. To ease his decision-making, he wrote contradictory columns setting out his arguments, one for “Remain,” the other for “Leave.” Eventually, he picked the anti-establishment side.

“The thing about Boris is he is driven by ambition. He doesn’t have an ideology,” says Jenny Jones, a Green Party politician who campaigned against Johnson for the Mayoralty. “But actually, if you don’t have an ideology, you don’t have any vision.”

Some observers have compared Johnson’s populist approach to that of President Donald Trump, though the pair differ in other respects – unlike Trump, Johnson had a long career in politics before rising to the top job. Nevertheless, they get along. Trump was one of the first world leaders to congratulate Johnson on Tuesday when the results of the leadership election were announced. “A really good man is going to be the Prime Minister of the U.K. now,” Trump said. “They call him Britain Trump, and people are saying that’s a good thing.”

As Prime Minister, Johnson will have far more responsibilities than he did as Foreign Secretary, the job he was given by Theresa May after the referendum. “There will be a lot of focus on whether he can back up the rhetoric,” one senior diplomat who worked with him tells TIME. “We saw a lot of energy and panache in the Foreign Office. But also a very short attention span. If he’s going to be a successful Prime Minister, he will need to step up to a new level.”

He will have to do it fast. Johnson insists he would prefer to leave the E.U. with a deal, but also says Brexit will not be delayed any longer. He will go back to Brussels to renegotiate, but if he can’t do so in time, Britain looks set to leave the E.U. with “no deal” on Hallowe’en, with no arrangements for continued trade and regulatory alignment. The U.K. government’s Office for Budget Responsibility predicts such a scenario would send the economy into a recession, shrinking GDP by 2% by the end of 2020.

Johnson faces a similarly daunting challenge in Parliament, where no party currently has a working majority. His ruling Conservative Party has the most lawmakers, but is divided over how to pursue Brexit. The Prime Minister will be able to count on the support of the Brexit wing of the party that made life so hard for May. But more moderate Conservatives have threatened to vote to bring down Johnson’s government if he were to pursue a “no deal” Brexit, or a withdrawal without trade and economic agreements in place.

A vote of no confidence in Johnson could trigger an early general election, which he would need to win if he wants to avoid being the shortest-serving British Prime Minister in history. With Conservative support at just 25% nationally, according to the most recent YouGov poll, the party can be far from confident they will win the majority of seats in Parliament they would need to continue governing.

But if Johnson can overcome those hurdles, he will be Britain’s first post-Brexit Prime Minister, tasked with forging a new role for the country on the international stage. “He has recognition, which is an important factor in global politics,” says Grant. “To be known by your first name is political gold dust. That could be very helpful for Britain, post-Brexit.”

Johnson is a student of history and a great admirer of Britain’s wartime Prime Minister Winston Churchill, about whom he authored a book in 2014. “He thinks of himself in Churchillian terms,” says Binyon. “He likes the idea of coming to the rescue in Britain’s darkest hour. But it’s going to be very difficult. Not only does he have to bring the party together, but then the country. And he’s got to do so in a way that won’t take us straight down the drain.”

Vijayanagara Sri Krishnadevaraya University, Bellary (VSKUB) is another state-funded college set up in 2010 by the Government of Karnataka in Ballari locale through the Karnataka State Universities Act 2000. About Rashtriya Ispat Nigam Limited (Vizag Steel Plant)

The steel mill is located in the southern part of the city of Visakhapatnam, in the state of Andhra Pradesh in India. The company also owns a captive limestone blast furnace at Jaggayyapeta (Krishna District), a captive Dolomite mine at Madharam (Khammam), a captive manganese ore mine at Cheepurupalli (Vizianagaram). He also has a mining lease for the sand of the Champavathi River. Making the impossible possible lies in man's determination and Sri Tenneti Viswanadham was one of those personalities. The struggle of thousands of such personalities has paved the way for the creation of such a large steel factory. The activities began with the appointment of the site selection committee in June 1970 and the committee's report subsequently approved for the site. In January 1971, the Indian Prime Minister laid the first stone.

With the offer of assistance from the government of the former USSR, a revised project concept has been developed. The DPR for a production capacity of 3.4 MTPA was prepared by MMN Dastur & Co in November 1980. In February 1981, a contract was signed with the Soviet Union for the preparation of execution plans for ovens. Coke, blast furnaces and sinter plants. The base of the blast furnace was built with the first bulk concrete in the project in January 1982. Construction of the municipality also began.

Is India walking into a middle-income trap? Signs aren't pretty

The good news is that everybody – the International Monetary Fund was the latest to fall in line on Tuesday – agrees with the Reserve Bank of India (RBI) that India's gross domestic product (GDP) growth rate will be a modest 7% in 2019-20. The 0.3 percentage point reduction in its forecast is because of "a weaker-than-expected outlook for domestic demand", the IMF said. The bad news is that nobody I have spoken with is happy about the economy. There is no euphoric surge in sentiment. The market capitalization on the Bombay Stock Exchange has fallen by over Rs 7 tn since Finance Minister Nirmala Sitharaman presented the budget on July 5. Foreign portfolio investors, upset by her 'super-rich' income-tax surcharge, have pulled out over $1 billion so far this month.Two weeks ago, former Chief Economic Adviser Arvind Subramanian put out his second paper questioning India's growth estimates for the period 2012-13 to 2016-2017 (which covers the final two years of the UPA government and the first three years of the NDA government) after the January 2015 revision of the base year for GDP calculations to 2011-12. In his paper, Subramanian says he and his team found inconsistencies between GDP data and other macro-indicators, as well as a puzzling divergence between the weak index of industrial production (IIP) and manufacturing-sector growth. "As we continued to investigate the matter, the puzzle only deepened. In 2015-16 and 2016-17, India recorded an exceptionally high GDP growth of 7.5 percent together with weak growth in key indicators, such as credit, exports, and investment. Accordingly, in July 2017, Volume 2 of the Economic Survey devoted a section (Appendix 2) that asked whether any other countries had achieved such high growth with such weak indicators in the post-1991 period. It found that no other countries had done so."During the 2002-2011 period, India grew at an average 7.5%, on the back of strong investment growth (13%) and export growth (15%). But between 20111 and 2016, India's economy was hit by a series of shocks. Export growth collapsed to an average 3%. The Twin Balance Sheet crisis struck both stressed companies that had recklessly borrowed for albatross infrastructure projects and banks that were piling up non-performing loans. Credit to industry grew at a paltry 1%. The final two UPA years were mangled by corruption and policy paralysis. Droughts hit agricultural output and consumption in 2014 and 2015. And in 2016, demonetization pulverized the informal and small-scale economy.Despite these shocks, the revised data said GDP slipped only slightly from 7.7% to 6.9%. Subramanian's first paper, published in June, was fiercely attacked by critics. The Economic Advisory Council to the Prime Minister published a scathing rebuttal saying India's GDP methodology was robust and in line with advanced countries. Subramanian had followed 'simplistic econometric techniques'. "The author, in the capacity of Chief Economic Adviser in the Ministry of Finance, has presided over the army of government economists and statisticians, and is aware of the enormous magnitude and complexity of the exercise to compute GDP of the continent-size highly diverse emerging economy of India," the EAC said.Yet, just two weeks before the 2019 election results, one of the economists who wrote that critique, National Institute of Public Finance and Policy director Rathin Roy, painted an alarming picture of India slipping into a middle-income trap, like Brazil or South Africa, "with large numbers of people in poverty (and) rising crime … It's not panic stations yet; we have five to ten years … but there is urgency."Subramanian's questions come at an awkward point for the Modi government: it is about to revise the GDP base year again to 2017-18. At the end of August, it will publish GDP data for the April-June quarter, after the previous quarter's dismal 5.8%. And the National Sample Survey Office is about to publish its 75th survey results on consumption expenditure across India, a crucial measure of poverty in the country. This is not to say that pro-poor policies have not paid dividends: the United Nations Development Program said earlier this month that India lifted 271 million people out of poverty in the decade from 2005. Still, some policymakers are jumpy when side-swiped by the slowdown. For instance, RBI Governor Shaktikanta Das has told public-sector banks he is unhappy they are not passing on the central bank's interest-rate cuts to businesses and consumers. As the crisis in the non-banking financial companies deepens, with DHFL about to go belly-up, Das is also irritated at the rising defaults by small borrowers under the MUDRA scheme – this at a time when a committee has recommended doubling the limit of non-collateralised loans to Rs 20 lakh.Does all this really matter? There is little doubt that this government intends to use its unprecedented mandate to push economic policies that will combine strident welfarism with what can only be described as tough love for groaning businesses and heaving markets.Sitharaman told the Rajya Sabha on Tuesday that the Modi government aims to bring in "such changes for a New India wherein there is a greater transparency … and making sure that the redistribution of collective resources happens with an equity principle in mind. So if you were to raise more taxes, more collection is only going to result in more redistribution of funds, thereby bringing in a far more equitable development." We have been warned.

Now, Aadhaar can be used for state schemes

BENGALURU: The Union Cabinet approved changes to the Aadhaar and Other Laws (Amendment) Bill 2019 on Wednesday, to incorporate a clause that will allow the use of Aadhaar data for state schemes and subsidies. The amendment is via a new section, 5A, inserted into the Act. India's national biometric ID can now be used by state governments for schemes that are funded through the 'Consolidated Fund of the State'. 70369626 "The states had demanded (this). As per a Supreme Court order, Aadhaar is allowed where the funds are going for beneficiary schemes coming straight from the central government. It will enable the use... the way subsidies to the central schemes are transferred from the central fund, Aadhaar can be used for transferring state subsidies," Prakash Javadekar, Ministry for Information & Broadcasting, said during a press briefing. Earlier this month, Parliament had approved amendments to the Aadhaar Act to allow voluntary use of the 12-digit unique number as ID proof for obtaining mobile phone SIM cards and opening bank accounts. The government also inserted a new clause allowing the use of Aadhaar data by states for implementation of their schemes.

Deutsche Bank on brink of Lehman moment?

FRANKFURT: Deutsche Bank reported a bigger than forecast quarterly loss of 3.15 billion euros ($3.5 billion) because of major costs stemming from its efforts to reshape its business. Deutsche Bank had earlier this month flagged it would lose around 2.8 billion euros in the quarter when it announced a restructuring plan that will see 18,000 jobs go and cost 7.4 billion euros overall. The second-quarter loss compared with a profit of 401 mn euros a year earlier. The bank's shares dropped 5 per cent in early Frankfurt trading. Deutsche, Germany's largest lender, is considered one of the most important banks for the global financial system, along with US heavyweights JPMorgan Chase, Bank of America and Citigroup. But Deutsche has been plagued by losses and scandal, prompting it to embark on one of the biggest overhauls to an investment bank since the aftermath of the financial crisis. Chief Executive Officer Christian Sewing said on Wednesday that the bank had already taken significant steps in implementing the strategy. More than 900 employees had given notice or been told they would be made redundant. Revenue at Deutsche's cash-cow bond-trading division dropped 4 per cent in the quarter, while equities sales and trading revenue dived 32 per cent. The declines underscore the continued weakness at the lender's investment bank, which saw an 18 per cent drop in net revenues during the period. Details of those plans were announced earlier this month. They include plans to scrap its global equities business and scale back its investment bank. It also reshuffled management. The bank will set up a new so-called "bad bank" to wind down unwanted assets, with a value of 74 billion euros of risk-weighted assets. Reuters reported on Tuesday that it will take years to shed those unwanted assets, tying up capital that could have generated income of 500 million euros a year. Some investors have told Reuters they doubted these moves would be enough to turn around its flagging fortunes in the face of intense competition and low interest rates. Others investors have said they were worried Deutsche Bank would backtrack on a pledge not to tap shareholders for additional cash, particularly in view of its capital constraints. "I really can't say that I see the positives in this plan. I remain a bitter curmudgeon," said Barrington Pitt-Miller, portfolio manager at Janus Henderson Investors.

"My view is that there are some very good things happening," he told ET in an interview, among them the transformation that will be wrought by the digital revolution. While his bank has raised red flags about demand in some segments of the economy, initiatives such as overseas sovereign borrowings are bold, Puri said, adding, "I would say it is imperative that we bring the money into the system and use it to spend for productive purposes." Budget measures such as the higher surcharge on the super-rich have limitations when it comes to generating revenue but the idea behind this is to widen the tax base, said Puri, whose 25-year stewardship has seen HDFC Bank become the bellwether of India's credit economy. During the bank's interaction with investors last week, the scenario you projected was not encouraging either.The fact that there is a slowdown cannot be denied. We travelled 100 kilometres from Indore to a village. I met the shopkeepers there. They said their customers are from the town and some 300 villages around. Most of them are on WhatsApp, use cash but are tech savvy. But they didn't want to pay merchant charges, so I offered them a payment app based on UPI (Unified Payments Interface) which does not have charges. I said what if I then give my mobile app to all the village customers around and they can come and pay on QR code and UPI. Simultaneously, I tied up with the telecom ministry, the CSC (Common Services Centres). The response has been phenomenal. People who did not take it first came back to take it. We have been able to close the asset or liability lead on the same day. More and more is happening on this both in terms of government as well as private enterprise. This will have a very positive impact in terms of cost dynamics and will come with new business.But one of the main arms of finance – NBFCs – is struggling. How does the economy get back on track?I do believe the NBFC crisis was averted. Problems still remain, which is what they are working on. It's part liquidity but if the bigger ones get through, the small ones can be absorbed. The bigger issue is that their lending to portions of the economy has gone down. Banks cannot step in immediately but once things settle down, some of the stronger NBFCs will start to lend.But one segment of financial services is crippled.Not all are crippled. Let us differentiate where you are unable to tap demand. Don't mix the credit problem with the demand issue. One side you are saying that I cannot lend because I don't have credit, other side you are saying there is no demand. What is the issue exactly? It is a combination. Their model has to be redefined. You cannot borrow short term and lend long term because some real estate fellow is giving you a fantastic rate. There is no free ride of borrowing at 6% and lending at 22%. You have to think.So where is the problem?Real estate is a problem, especially at the high end. The cashflow issue has to play out there. All real estate is not a problem. Affordable real estate is booming. Construction activity has started to pick up. We have seen some uptick in consumption this month. The interest rate trajectory is on the way down. Liquidity has improved and it is reflecting in government yields and commercial paper rates. Let some money come in and monetary transmission with lower rates will happen. I feel the doom is over. We have hit the bottom.How do you revive consumption and investment? The budget did not have much stimulus but some policy proposals have led to debate.I believe this sovereign bond thing is good. Why are we saying if it is badly managed we will get hurt… don't manage badly! If you exercise prudence, you will get it at a cheaper rate and at a good tenor. The day they started giving toll financing guarantee, there was no shortage of money. Similarly, in these projects, if they are clear that they will give the right returns to the equity holders and contractors and bring the risk in line, it will come. They will have to be sure that they mean what they say. There is no shortage of money coming into India. It is for us to structure projects in a way that all participants feel comfortable. So, let us not completely be pessimistic.Will that lead to recovery?From 6% we can only go upwards. What happens in the next quarter we don't know, but we will move up systematically depending on the efficiency of the execution to 7.5%. Beyond 7.5%, you need private investment, which comes only when demand is there. But if we want volumes, the tax base has to be increased. I do believe they have the capability today, based on artificial intelligence, to substantially increase the tax base. Only 12,000 people earning more than Rs 5 crore? If you go to Malabar Hill or even around Lower Parel, there will be more people. You have taxed today because you needed to get it going but ultimately the solution is to broaden the tax base.Will this tax have an impact on investments?Not now, if they stop here. If they go back to the old regime where it was Rs 100 and you paid Rs 102 as tax, it will have impact. The trajectory on tax for both corporates as well as the rich must go down. But that can happen when we expand the base. People may accept this measure for now but in the long run this is not the solution. Net-net our GDP growth is 6% and it is going to only improve gradually to go towards 7%. Itna kyun ro rahe hain jaise sab udd gaya. (Why wail as if everything has come crashing down?)There are also issues like job losses due to bankruptcy proceedings.There is a solution, for instance, if they move quickly… like if they close it with extreme urgency… whether like Tatas' takeover of Bhushan Steel or Mittals' takeover of Essar Steel. Those are good plants. Very quickly they should start contributing. Similarly, they can solve the power problem. Everybody has realised that bankruptcy code and cleanup of assets is a good thing. Disappointed by penalty decision, have faith in judicial process: Airtel

NEW DELHI: Telecom operator Bharti Airtel on Wednesday expressed disappointment on the DCC's decision on penalty imposition, saying the "arbitrary" move would put more burden on stretched financials of telcos while adversely impacting the government's vision of a digitally empowered India.The telecom department's apex decision-making body, the Digital Communications Commission (DCC), on Wednesday approved imposing a cumulative penalty of Rs 3,050 crore on Bharti Airtel, Vodafone and Idea (now merged as Vodafone Idea Ltd) for not providing points of interconnection to Reliance Jio.The penalty on Airtel and Vodafone works out to be about Rs 1,050 crore each. In case of Idea, it comes to around Rs 950 crore.Hinting at possible legal recourse, Airtel asserted that it will approach the "appropriate forum" after receiving a formal intimation about penalty, and went on to say that it has "complete faith in the judicial process and the law of the land"."We are extremely disappointed with the decision to impose penalty on the telecom operators on the matter pertaining to providing the Point of Interconnect (POI). This is despite the fact that the total number of POIs provided were more than sufficient for the projections provided on the number of customers," an Airtel spokesperson said.The spokesperson argued that the requested points of interconnect were provided within the prescribed time limits and were more than the numbers requested for."All these facts were presented to the authorities. It is, therefore, disheartening that those facts have not been considered while taking this arbitrary decision of imposing the penalty," the spokesperson said.Given the recent forced consolidation due to the financial stress in the sector, the decision will put an additional burden on the already stretched balance sheets of the operators, and adversely impact the government's vision of a digitally inclusive and empowered India, the spokesperson said."Upon receipt of the formal communication intimating the levy of penalty, we will approach the appropriate forum. We have complete faith in the judicial process and the law of the land," the spokesperson added.In October 2016, the telecom regulator had recommended imposing a total penalty of Rs 3,050 crore on Airtel, Vodafone and Idea for allegedly denying inter-connectivity to Reliance Jio.The regulator had, at that time, stopped short of recommending cancellation of their telecom licences saying it may lead to significant consumer inconvenience.The DCC had last month approved imposing penalty on Airtel and Vodafone Idea. However, before imposing the penalty, the commission decided to seek the regulator's views on revising the Rs 3,050 crore suggested penalty, citing the "present financial health of the sector".The Telecom Regulatory Authority of India, however, maintained its stand, saying it is not in a position to modify its previously recommended penalty on the operators as it is bound by the provisions of the Trai Act.

Even in a tough year, 2 in every 3 midcap funds beat benchmark

In a tough year for midcap stocks, when the S&P BSE Midcap Index lost 11 per cent, mid-cap funds fared pretty well, with 14 out of 21 mid-cap funds staying ahead and beating the benchmark indices. Analysts use outperformance over benchmark as an important tool to recommend a mutual fund scheme.This augurs well for investors who have poured money into midcap and small-cap funds. As per data from the Association of Mutual Funds in India, in the past three months alone, these funds received inflows of Rs 5,900 crore through the lump sum route. In addition, analysts point out that of the Rs 8,000 crore that flows through systematic investments plans, or SIPs, every month, 30-40 per cent goes into mid-cap and smallcap schemes.70372077 Axis Midcap Fund, Kotak Emerging Equities and Reliance Growth Fund outperformed their benchmarks by a margin of 7-11 per cent in the past one year.A combination of higher cash, some exposure to large-caps and strategy of staying away from troubled sectors helped these funds fare better than the indices.Axis Midcap Fund gave 0.1 per cent returns in the past one year, but its benchmark S&P BSE Midcap TRI lost 6.95 per cent. The fund consistently held large cash in its portfolio over the past year. As of June 2019, it had 13.1 per cent cash in its portfolio while in February it had 19.1 per cent cash in its portfolio."Sizable increase in AUM (assets under management) in the last one and a half years, helped by regular inflows, led to higher cash holdings in the scheme. All these cash holdings are temporary in nature. We are cautiously evaluating and adding multiple ideas across large and mid-cap space in these funds in the current economic environment," said Shreyash Devalkar, senior fund manager, Axis Mutual Fund.ICICI Prudential Midcap Fund held 15 per cent cash while HDFC Midcap Opportunities fund held 8.5 per cent at the highest levels in the past one year. Both these funds outperformed their benchmark indices during this period."Amid high valuations and continued wait for improvement in earnings growth, several funds had turned cautious on mid- and small-cap stocks. This resulted in higher cash holding in some schemes," said Sachin Jain, mutual fund analyst, ICICI Securities.Kotak Emerging Equities managed to outperform its benchmark by 6.8 per cent and held cash levels of 6 per cent in June 2018. "Staying away from troubled sectors like aviation, NBFCs (non-banking financial companies) and good performance from some specialty chemical stocks helped the fund outperform," said Pankaj Tibrewal, fund manager, Kotak Mutual Fund.

F&O: Selling pressure haunting Nifty on every rise; setup weak

The index formed a bearish candle on the daily scale and drifted towards 11,230 as every bounce was being sold into at higher levels.The 50-stock pack traded in the 11,230-11350 zone. Immediate structure of the index is weak and till it holds below 11,320, weakness could extend further towards 11,200 and then 11,111. On the upside, hurdle is seen at 11,365 and then 11,400. On the options front, maximum Put open interest was at 11,300 followed by 11,200 strike while maximum Call open interest was at 11,400 followed by 11,300 strike.We have seen Put writing at 11,150 and 11,250 strike while Call writing was seen at 11,300 followed by 11,350 strike. Option data suggests a shift in lower trading range between 11,200 and 11,400 levels.India VIX fell down up 4.99 per cent to the 12.76.Nifty Bank continued its weakness for a fifth session and drifted towards 28,871. The index, which made a bearish candle on the daily scale, has been forming lower highs lower lows from the last five sessions. Resistances are gradually shifting lower, and now, till it remains below 29,350, weakness could continue towards next support of 28,888 and then 28,550. On the upside, major hurdle is seen at 29,350 and then 29,500.Nifty futures closed with a loss of 0.48 per cent at 11,279. Infosys board wants to monitor steps to bring down attrition

BENGALURU: Infosys' board of directors is directly monitoring measures to reduce employee attrition, two people aware of the deliberations said.The Bengaluru-based software services provider reported 23.4% attrition rate in the quarter ending June 30. This includes people who were let go during the quarter.In the preceding three months, the attrition rate was 20.4%, while it stood at 23% in the year-ago period. The board typically discusses attrition rates at its meetings. The consistently high level is, however, making the board take stronger notice, the people said. 70371825 "The board is trying to understand why this is happening and address it. They do not see it as alarming yet," one person told ET. "They would like the attrition rate to come down."Infosys has said that while the number of employees leaving the company was a concern, it was not affecting its services to clients. "The attrition (now) is high and the steps to decrease it have not yet shown an impact. The board wants to monitor the steps because it is a significant risk," an Infosys executive with knowledge of the matter said. "If employees are constantly being changed on projects, the clients begin to get annoyed."Infosys declined to comment."If there is attrition of critical talent, then there is an issue. But, here we are looking at more attrition at the lower level. The (company) HR has some good approaches to stem attrition even at the lower level and they will be monitoring to see how effective those measures are," said the person cited above.The software services exporter has seen a return to stability with the appointment of Salil Parekh as chief executive in January 2018 following a tumultuous period during the tenure of former CEO Vishal Sikka. The company has also experienced far less senior management upheaval with Parekh at the helm.Historically, the attrition rate at Infosys has been 13-15%."These are during normal times when there are fewer disruptions, but today, we are living in an environment where there is a lot of technology disruption happening. There is an increase in adoption of newer technology, there is shortage of skills. So, to that extent, we are seeing a higher degree of attrition given the shortage of talent," chief operating officer UB Pravin Rao told analysts on July 12.Analysts say the company will continue to see higher attrition levels.
