HONG KONG (Reuters) - Hong Kong braced for a fresh round of protests over the weekend as police said they would withdraw from a university on Friday that has been the site of some of the worst clashes between protesters and security forces in nearly six months of unrest.
The protests, announced by demonstrators on social media, are planned from Friday, through the weekend and into next week. A big test of support for the movement is expected on December 8 with a rally planned by Civil Human Rights Front, the group that organized million-strong marches in June.
The Asian financial hub has seen a week of relative calm since local elections on Sunday delivered an overwhelming victory to pro-democracy candidates.
Anti-government protests have rocked the former British colony since June, at times forcing businesses, government, schools and even the international airport to close.

French President Emmanuel Macron on Thursday denied having accepted a Russian proposal to impose a moratorium on missile deployments in Europe, but said it was important the Kremlin initiative not be simply dismissed.
Russia has called on the United States and other countries to declare a moratorium on the deployment of short and intermediate-range nuclear missiles in Europe after a treaty banning such a move formally ended in August.

MOSCOW (Reuters) - The United States rejected on Wednesday a suggestion it seek a prisoner swap involving a former U.S. Marine jailed in Russia for nearly a year over spying allegations, and called for his immediate release.
Paul Whelan, who holds U.S., British, Canadian and Irish passports, was detained by agents from Russia's Federal Security Service in a Moscow hotel room on Dec. 28 last year.
After a U.S. diplomat visited him in jail on Wednesday, the U.S. embassy complained about Whelan's declining health and called Russia's treatment of him "shameful", saying Moscow had refused to allow the diplomat to bring him Thanksgiving dinner.
Moscow says Whelan was caught red-handed with a computer flash drive containing classified information. Whelan says he was set up in a sting and had thought the drive, given to him by a Russian acquaintance, contained holiday photos.
Among international leaders, Vladimir Putin regarded favorably by most.
The navy, army and president command the greatest confidence among the Mexican public, according to a new poll.
Published Wednesday by the newspaper El Financiero, the poll shows that the navy is No. 1 in the minds of Mexicans: 69% of respondents have a lot or some trust in the institution.

Embattled leader Nicolás Maduro sent about $900 million in oil to Cuba this year despite the humanitarian crisis in Venezuela, a U.S. top diplomat told reporters on Wednesday.
The U.S. special envoy for Venezuela, Elliott Abrams, said that Maduro has the money to alleviate the shortages of food and medicine in that country but has preferred to pay debts to Russia and China and continues sending oil to the Cuban government, his main ally in the region.
"The regime paid the Russian oil company Rosneft over a billion and a half dollars to reduce debt," he said. Maduro also sent China just under $3 billion worth of oil and $900 million
to Cuba. "That's about $5 billion that could have been spent on food and medicine but was not," he said.
Security forces have killed at least 22 protesters in Iraq as a new escalation of anti-government protests erupted in the southern city of Nasiriyah, hours after the torching of an Iranian consulate in the holy city of Najaf.
Authorities opened fire and used tear gas cannisters to disperse protesters who gathered on two bridges in Nasiriyah on Thursday (local time), shooting dead at least 22 protesters and leaving more than 180 wounded, medics and security sources said.

Baghdad, Iraq - At least 25 people were killed after security forces opened fire with live ammunition and tear gas canisters to disperse anti-government protesters in the southern city of Nasiriya, medical sources and witnesses said.
Authorities in the capital, Baghdad, dispatched troops to "restore order" in southern Iraq, which has seen massive protests for weeks, the military said in a statement on Thursday.

ERBIL, Kurdistan Region —The Iraqi Defense Ministry received top US military officials on Wednesday to reinforce Iraqi-US security agreements.
Mark A. Milley, the Chairman of the Joint Chiefs of Staff visited the Iraqi defense ministry on Wednesday to conduct two official meetings with the Iraqi Defense Minister Najah al-Shammari and the Army's Chief of Staff.
Milley was accompanied by the US ambassador and the Commander of the US-led Combined Joint Task Force - Operation Inherent Resolve, which fights the Islamic State (ISIS).

The Trump administration moved to cut U.S. aid to NATO this week under a new formula reportedly agreed to by ally countries.
NATO and U.S. defense officials have confirmed in multiple reports that the Trump administration is seeking to reduce its contribution to NATO to approximately 16 percent of the organization's budget in order to bring U.S. funding closer to that of Germany, which pays 14.8 percent.
Under earlier agreements, the U.S. provided 22 percent of NATO's direct funding, which covers the maintenance of NATO's headquarters, joint security investments and some combined military operations, CNN reported.
NATO chief Jens Stoltenberg on Thursday confronted Emmanuel Macron in Paris over the French president's claim the alliance is suffering "brain death", a charge that has set the stage for a testy NATO summit in London next week.
Addressing reporters after the talks, Macron said his damning assessment of NATO's crisis had been a "useful wake-up call" for the alliance.

North Korea fired an 'unidentified projectile' today, apparently ramping up its weapons tests while talks with the United States remain deadlocked.
The Thanksgiving launch was revealed in a one-line announcement by South Korea's Joint Chiefs of Staff which gave no further details.
Japanese media quoted sources from the defence ministry in Tokyo saying that two projectiles were launched from North Korea's east coast.
The sources said that the projectiles appeared to be ballistic missiles - which Pyongyang is banned from firing under UN sanctions.

SEOUL, South Korea (AP) — North Korea said Friday the latest test-firing of its “super-large” multiple rocket launcher was a final review of the weapon’s combat application, a suggestion that the country is preparing to deploy the new weapons system soon.
South Korea’s military earlier said North Korea fired two projectiles, likely from the same “super-large” rocket launcher, on Thursday. It expressed “strong regret” over the launches and urged North Korea to stop escalating tensions.
On Friday, the North’s Korean Central News Agency confirmed the launches were made with the presence of leader Kim Jong Un and other top officials.
“The volley test-fire aimed to finally examine the combat application of the super-large multiple launch rocket system proved the military and technical superiority of the weapon system and its firm reliability,” KCNA said.
It said Kim expressed “great satisfaction” over the results of the test-firing.
Analyst Kim Dong-yub at Seoul’s Institute for Far Eastern Studies said North Korea appears to be entering the stage of mass-producing and deploying the rocket launcher. He wrote on Facebook that the weapons system may already have been deployed.
Thursday’s firing was the fourth test-launch of the rocket launcher since August.
Some experts say the flight distance and trajectory of projectiles fired from the launcher show they are virtually missiles or missile-classed weapons. The projectiles fired Thursday flew about 380 kilometers (235 miles) at a maximum altitude of 97 kilometers (60 miles), according to South Korea’s Joint Chiefs of Staff.
Japanese Prime Minister Shinzo Abe on Thursday called the projectiles ballistic missiles.
North Korea has fired other new weapons in recent months in what some experts say is an attempt to wrest concessions from the United States in stalled nuclear diplomacy while upgrading its military capabilities.
A U.S.-led diplomacy aimed at persuading North Korea to scrap its nuclear program in return for political and economic benefits remains largely stalemated since the February collapse of a summit between Kim and President Donald Trump in Vietnam.
Most of the North Korean weapons tested since the Vietnam summit were short-range. Attention is now on whether North Korea resumes nuclear and long-range missile tests if Trump fails to meet a year-end deadline set by Kim for Washington to offer new proposals to salvage the negotiations.

(PARIS) — Dozens of French activists blocked an Amazon warehouse south of Paris in a Black Friday-inspired protest, amid increased opposition to the post-Thanksgiving sales phenomenon that has seen a group of French lawmakers push to ban it altogether.
Protesters from climate group Amis de la terre (Friends of the Earth) spread hay and old refrigerators and microwaves on the driveway leading to the warehouse in Bretigny-sur-Orge on Thursday. They held signs in front of the gates reading “Amazon: For the climate, for jobs, stop expansion, stop over-production!”
The activists were later dislodged by police.
More demonstrations are expected as Black Friday looms into view. French climate groups are planning “Block Friday” demonstrations Friday.
Their objections are garnering some support within France’s National Assembly. Some French lawmakers want to ban Black Friday, which has morphed into a global phenomenon even though it stems from a specifically U.S. holiday: Thanksgiving Thursday.
A French legislative committee passed an amendment Monday that proposes prohibiting Black Friday since it causes “resource waste” and “overconsumption.”
The amendment, which was put forward by France’s former environment minister, Delphine Batho, will be debated next month. France’s e-commerce union has condemned it.
On Europe 1 radio Thursday, France’s ecological transition minister, Elisabeth Borne, criticized Black Friday for creating “traffic jams, pollution, and gas emissions.”

(BAGHDAD) — Security forces shot dead 40 anti-government protesters during 24 hours of bloodshed amid spiraling violence in the capital and Iraq’s south, security and medical officials said Thursday, one day after an Iranian consulate was torched.
Iran condemned the burning of its consulate in the holy city of Najaf as violence continued into the night across southern Iraq, where security forces had killed 36 protesters and wounded 245 since Wednesday evening, the officials said. Another four protesters were shot dead in the capital. The officials spoke on condition of anonymity in line with regulations.
Police and military forces were deployed across key oil-rich provinces to re-open roads closed off by demonstrations.
The escalating violence and heavy response against demonstrators by a largely Iran-backed government threatened to intensify tensions, especially if efforts to implement electoral and anti-corruption reforms fail to placate protesters.
Crisis committees were created to enhance coordination between Prime Minister Adil Abdul-Mahdi and governors in provinces affected by the protests “for the importance of controlling security and enforcing the law,” said a statement from the joint operations command.
Security forces shot four protesters dead in Baghdad and wounded 22 when they tried to cross the important Ahrar Bridge leading to the nearby Green Zone, the heavily fortified seat of Iraq’s government. Protesters occupy parts of the Jumhuriya, Sinak and Ahrar bridges, all of which lead to or near the fortified area.
In Najaf, five protesters were fatally shot and 32 wounded when security forces opened fire to prevent them from torching a central mosque named after the father of a prominent political leader, officials said.
The deaths came after a day after protesters burned the Iranian consulate in Najaf. It was one of the worst attacks targeting Iranian interests in the country since the anti-government protests erupted two months ago.
The unrest in Iraq began on Oct. 1, when thousands took to the streets in Baghdad and the predominantly Shiite south. The largely leaderless movement accuses the government of being hopelessly corrupt and has also decried Iran’s growing influence in Iraqi state affairs.
At least 350 people have been killed by security forces, which routinely use live ammunition and tear gas to disperse crowds.
Iran has called for a “responsible, strong and effective” response to the burning of its consulate, Abbas Mousavi, a Foreign Ministry spokesman, said in statements to Iran’s official IRNA news agency.
Iraq’s Ministry of Foreign Affairs condemned the attack, saying it was perpetrated by “people outside of the genuine protesters” seeking to harm relations between the countries.
One demonstrator was killed and 35 wounded when police fired live ammunition in a failed effort to prevent protesters entering the consulate building. Once inside, the demonstrators removed the Iranian flag and replaced it with an Iraqi one, said a police official who spoke on condition of anonymity in line with regulations.
A curfew was imposed in Najaf after the attack on the consulate. Security forces were heavily deployed around main government buildings and religious institutions Thursday morning.
Najaf province is the headquarters of the country’s Shiite religious authority headed by Grand Ayatollah Ali al-Sistani. He has been largely supportive of protester demands, siding with them by repeatedly calling on political parties to implement serious reforms.
Influential Shiite cleric Muqtada al-Sadr called on Iraq’s government to resign “immediately to stop the bloodletting,” while imploring protesters to maintain the peace.
“If the government does not resign, this will be the beginning of the end of Iraq,” he warned.
Al-Sadr, who has supported the protests, also categorically denied that his supporters were involved in the attack on the Iranian consulate in Najaf.
In addition to using sit-ins and burning tires to close main avenues, protesters have lately targeted Iraqi economic interests in the south by blocking key ports and roads to oil fields.
In the oil-rich city of Nasiriyah, 31 protesters were killed overnight and 215 wounded by security forces who fired to drive them away them from key bridges, security and medical officials said Thursday. Demonstrators had been blocking Nasr and Zaitoun bridges leading to the city center for several days. Security forces moved in late Wednesday to open the main thoroughfare.
By Thursday afternoon, special forces were transferred from neighboring Najaf and Diwanieh provinces to Nasiriyah to contain the violence, security officials said.
Amnesty International denounced the violence, calling it a bloodbath that “must stop now.”
“The scenes from Nasiriyah this morning more closely resemble a warzone than city streets and bridges. This brutal onslaught is just the latest in a long series of deadly events where Iraqi security forces meted out appalling violence against largely peaceful protesters,” said Lynn Maalouf, Middle East research director for the rights groups.
In Basra, security forces were deployed in the city’s main roads to prevent protesters from staging sit-ins on important avenues.
Basra’s streets were open as of Thursday morning, but highways leading to the two main Gulf commodities ports in Umm Qasr and Khor al-Zubair remained closed. Schools and official public institutions were also closed.
Separately, the U.S. Embassy denounced a recent decision by Iraq’s media regulator to suspend nine television channels, calling for the Communications and Media Commission to reverse its decision. The embassy’s Thursday statement also condemned attacks and harassment against journalists.
Local channel Dijla TV had its license suspended Tuesday for its coverage of the protests, and its office was closed and equipment confiscated, according an official from one of the channels under threat. Other channels have been asked by the regulatory commission to sign a pledge “agreeing to adhere to its rules,” said the official, who requested anonymity out of fear of reprisal.
The Islamic State extremist group, meanwhile, claimed responsibility for Tuesday’s coordinated bombings in three Baghdad neighborhoods that killed five people. The bombings, which occurred far from Tahrir square where demonstrators are camped, was the first apparent coordinated attack since anti-government protests began.
(SEOUL, South Korea) — The death of South Korean singer and actress Goo Hara, whose body was found at her home in Seoul this week, has again shone a spotlight on pressures that stars, especially females, face in the cutthroat K-Pop industry and in deeply conservative South Korean society.
Goo’s death at age 28 came less than two months after the death of Choi Jin-ri, or Sulli, another K-pop star and Goo’s close friend. Experts say both Goo and Choi faced extensive cyberbullying and sexual harassment from the public and media throughout their careers, which took a toll on their mental health.
Police say they are still investigating Goo’s death and found a “pessimistic note” at her home.
Once popular mostly in Asia, K-Pop has spread far beyond South Korea, thanks to wildly popular groups such as “BTS” and “Blackpink.”
Goo debuted in 2008 as part of the five-member girl group Kara, which shot almost immediately to fame. She later launched a successful solo career in South Korea and Japan.
Sulli began her career around the same time as Goo, debuting as a member of the girl band f(x) in 2009. She also had multiple acting roles after stepping away from her singing career.
Goo made headlines when she took her former boyfriend, Choi Jong-bum, to court last year. Choi claimed to have been assaulted by her, while Goo accused him of threatening to release a sex video of her.
During the dispute, Goo’s Korean agency didn’t renew her contract. A court sentenced Choi to 1 ½ years in prison on charges of coercion and assaulting and blackmailing Goo. The jail term was suspended, keeping him out of prison. Choi appealed and the trial is still ongoing.
K-Pop is highly competitive, with dozens of groups debuting each year. Industry experts have long warned about the dark side of the scandal-ridden industry. Aspiring artists, as young as their early teens, train for years. Only a few debut and even fewer are commercially successful. The likelihood of their success increases if they sign with a handful of top entertainment agencies.
The industry is known to have strict rules for their stars — including dating bans, spartan training and diets, and sometimes slave-like and unfair contracts. Experts say the industry has additional requirements for its female artists, unspoken rules reflective of South Korea’s patriarchal society.
Park Hee-A, a K-pop journalist and writer of Interviews with K-Pop Stars, said female stars are bound by rigid societal rules of femininity.
“Some female idol members have gotten ostracized for not smiling in a television show and reading a book about feminism that contradicts male-dominated patriarchal South Korean society,” Park told The Associated Press.
Expectations of purity and chastity govern women in South Korea. Goo faced a barrage of hate comments following media reports about the sex video despite her being the victim of revenge porn.
“The topic of sex is taboo in South Korea compared to western countries,” said Tae-Sung Yeum, attending psychiatrist at Gwanghwamun Forest Psychiatric Clinic. “There’s a high moral standard required, especially for female celebrities, because South Korea is a patriarchal society.”
Sulli, Goo’s long-time friend, also made headlines, often malicious and misogynistic, for speaking out about subjects such as ageism and feminism. She was criticized for wearing shirts without a bra, calling older male colleagues by their first names and openly supporting feminism.
Yeum said it’s difficult for K-Pop stars to seek professional help for depression, especially in a country where many people believe that psychiatric disorders can be “treated with one’s will.” He said multiple suicides in the industry stem from stars being plunged into a hypercompetitive system with a plethora of abuses from a young age.
When Sulli was found dead in her Seongnam home, Goo bid farewell to her friend in a live-streamed video. “I will live more diligently for you,” Goo cried while apologizing for not being able to make it to her funeral. Two days before Goo’s death, she uploaded a final selfie on her Instagram with the caption, “Good night.”
President Donald Trump made a surprise Thanksgiving visit to Afghanistan to meet both the country’s president and with U.S. troops, saying that peace talks have resumed with the Taliban amid a push for a cease-fire and to reduce U.S. deployment in the region.
The president landed at Bagram Airfield around 8:30 p.m. local time Thursday and greeted U.S. soldiers over a turkey dinner before meeting with Afghanistan President Ashraf Ghani at the airfield’s Air Force headquarters.
Trump summoned in reporters for part of their meeting and said talks are continuing with the Taliban. The U.S. wants the Taliban to agree to a cease-fire and will continue to reduce its troop commitment to the region, Trump said.
“The Taliban wants to make a deal and we’re meeting with them and we’re saying it has to be a cease-fire, and they didn’t want to do a cease-fire and now they want to do a cease-fire I believe it’ll probably work out that way,’’ Trump said, standing alongside Ghani.
Trump confirmed he’d like to reduce troop levels to about 8,600 in Afghanistan from 12,000 now, but would like to go lower without impacting operational duties. “We can go much further than that but we’ll have it all covered,’’ Trump said.
Both Trump and Ghani said it was an honor to meet. Trump spent about 45 minutes in the building where they met, with press in the room for only a portion of it. In brief remarks to reporters during the bilateral session, Ghani noted that U.S. combat casualties have fallen under Trump’s presidency; Trump took office after the NATO mission in Afghanistan shifted to a training and advisory role.
Ghani thanked Trump for his leadership and called for a deal that won’t give too much power to the Taliban, saying Trump should not put “limits on the type of peace that will ensure the gains of the past year, and will ensure your security and our freedom.’’
Both Trump and Ghani then attended a rally-style event at a nearby hangar for U.S. troops, and Trump entered to the same song, “Proud to Be an American,” he uses at campaign rallies. He then invited Ghani up to speak to the U.S. troops, and the Afghan leader delivered an impassioned defense of the U.S. mission.
“Please thank your families for agreeing to miss you on this special occasion at home and for being here defending United States security and our freedom. Together, we will succeed,” Ghani told the soldiers. “We will never permit the repetition of 9/11 again. God bless you, god bless the president.”
At the rally, Trump reiterated that they’re working for a peace deal in Afghanistan. “Rest assured that my administration will always be committed to annihilating terrorists wherever they appear,” he told troops there, adding that he looked forward to the day “when we can bring each and every one of you home and safe to your family, and that day is coming and coming very soon.”
(BEIJING) — China reacted furiously Thursday to President Donald Trump’s signing two bills aimed at supporting human rights in Hong Kong, summoning the U.S. ambassador to protest and warning the move would undermine cooperation with Washington.
Hong Kong, a former British colony that was granted special autonomy when China took control in 1997, has been rocked by six months of sometimes violent pro-democracy demonstrations.
Trump’s approval of the bills was not unexpected. Neither was the reaction from Beijing, given China’s adamant rejections of any commentary on what it considers an internal issue. Nevertheless, the clash comes at a sensitive time and could upset already thorny trade negotiations between the two nations.
Chinese Vice Foreign Minister Le Yucheng told U.S. Ambassador Terry Branstad that the move constituted “serious interference in China’s internal affairs and a serious violation of international law,” a foreign ministry statement said.
Le called it a “nakedly hegemonic act.” He urged the U.S. not to implement the bills to prevent greater damage to U.S.-China relations, the ministry said.
In a statement about the meeting, the U.S. Embassy in Beijing said “the Chinese Communist Party must honor its promises to the Hong Kong people.”
The U.S. “believes that Hong Kong’s autonomy, its adherence to the rule of law, and its commitment to protecting civil liberties are key to preserving its special status under U.S. law,” it said.
The U.S. laws, which passed both chambers of Congress almost unanimously, mandate sanctions on Chinese and Hong Kong officials who carry out human rights abuses in Hong Kong, require an annual review of Hong Kong’s favorable trade status and prohibit the export to Hong Kong police of certain nonlethal munitions.
“I signed these bills out of respect for President Xi, China, and the people of Hong Kong,” Trump said in a statement. “They are being enacted in the hope that Leaders and Representatives of China and Hong Kong will be able to amicably settle their differences leading to long term peace and prosperity for all.”
In Hong Kong, thousands of pro-democracy activists crowded a public square on Thursday night for a “Thanksgiving” rally to thank the United States for passing the laws and vowed to “march on” in their fight.
Prominent activist Joshua Wong, who was among those who lobbied for the U.S. laws, said it was remarkable that human rights had triumphed over the U.S.-China trade talks. Wong told the rally the next aim is to expand global support by getting Britain and other Western nations to follow suit.

Since the Hong Kong protests began in June, Beijing has responded to expressions of support for the demonstrators from the U.S. and other countries by accusing them of orchestrating the unrest to contain China’s development. The central government has blamed foreign “black hands” bent on destroying the city.
C.Y. Leung, a former chief executive of Hong Kong, said at a talk at the Foreign Correspondents Club of Hong Kong that he doubts the U.S. or supporters of the bills “ever had the interest of Hong Kong in mind.” He suggested Hong Kong was being used as a “proxy” for China and the legislation was a way to hit back at Beijing.
While China has repeatedly threatened unspecified “countermeasures,” it’s unclear exactly how it will respond. Speaking on Fox News, Trump called the protests a “complicating factor” in trade negotiations with Beijing.
At a daily briefing, Chinese Foreign Ministry spokesman Geng Shuang responded to a question about how Trump’s endorsement of the legislation might affect the trade talks by saying it would undermine “cooperation in important areas.”
Asked Thursday if the U.S. legislation would affect trade talks with Washington, a Chinese Commerce Ministry spokesman said he had no new information to share.
Recently both sides expressed confidence they were making headway on a preliminary agreement to avert a further escalation in a tariff war that has hammered manufacturers in both nations.

A woman who was suspended by TikTok after posting viral videos critical of the Chinese government’s actions in Xinjiang said in a Twitter post that the Chinese video-sharing app has restored her account and apologized.
New Jersey teenager Feroza Aziz had posted a series of videos that initially looked like makeup tutorials, before quickly morphing into stinging rebukes of China’s treatment of Uighur Muslims. “So the first thing you need to do is grab your lash curler, curl your lashes, obviously, then you’re going to put them down and use your phone that you’re using right now to search up what’s happening in China,” she said in one.
“I thought if I made this sound like a makeup tutorial, people would want to watch it,” Aziz earlier told CNN. “When I spoke straightly about the Uighur Muslims, that video got taken down.”
TikTok, owned by Beijing-based ByteDance Inc., blamed a “human moderation error” for the removal of her viral video, noting in a lengthy statement that a previous account belonging to Aziz was removed for posting a video including an image of Osama bin Laden, which violated their guidelines. The company says Aziz’s video doesn’t violate its standards, shouldn’t have been removed, and was only offline for 50 minutes total. TikTok says it is conducting a broader review of its content moderation process.
U.S. lawmakers have expressed concern that the app’s growing popularity poses a national security risk, including censorship by the Chinese government. The U.S. has leveled similar claims of potential censorship against Chinese tech companies like Huawei Technologies Co., while sanctioning others like security camera maker Hangzhou Hikvision Digital Technology Co. Ltd. for their involvement in Xinjiang.

The incident is the latest flare-up for companies that have to navigate political sensitivities in China as well as government and consumer backlash in the U.S. and elsewhere to actions seen as caving to China’s political ambitions.

Chinese scientist He Jiankui shocked the world by claiming he had helped make the first gene-edited babies. One year later, mystery surrounds his fate as well as theirs. He has not been seen publicly since January, his work has not been published and nothing is known about the health of the babies.
“That’s the story — it’s all cloaked in secrecy, which is not productive for the advance of understanding,” said Stanford bioethicist Dr. William Hurlbut.
He talked with Hurlbut many times before He revealed at a Hong Kong science conference that he had used a tool called CRISPR to alter a gene in embryos to try to help them resist infection with the AIDS virus. The work, which He discussed in exclusive interviews with The Associated Press, was denounced as medically unnecessary and unethical because of possible harm to other genes and because the DNA changes can pass to future generations.
Since then, many people have called for regulations or a moratorium on similar work, but committees have bogged down over who should set standards and how to enforce them.
“Nothing has changed,” said Dr. Kiran Musunuru, a University of Pennsylvania geneticist who just published a book about gene editing and the CRISPR babies case.
“I think we’re farther from governing this” now than a year ago, said Hurlbut, who disapproves of what He did. However, so much effort has focused on demonizing He that it has distracted from how to move forward, he said.
Here’s what’s known about the situation:
He was last seen in early January in Shenzhen, on the balcony of an apartment at his university, which fired him from its faculty after his work became known. Armed guards were in the hall, leading to speculation he was under house arrest.
A few weeks later, China’s official news agency said an investigation had determined that He acted alone out of a desire for fame and would be punished for any violations of law.
Since then, AP‘s efforts to reach him have been unsuccessful. Ryan Ferrell, a media relations person He hired, declined to comment. Ferrell previously said He’s wife had started paying him, which might mean that He is no longer in a position to do that himself.
Hurlbut, who had been in touch with He early this year, declined to say when he last heard from him.
The Chinese investigation seemed to confirm the existence of twin girls whose DNA He said he altered. The report said the twins and people involved in a second pregnancy using a gene-edited embryo would be monitored by government health departments. Nothing has been revealed about the third baby, which should have been born from that second pregnancy in late summer.
Chinese officials have seized the remaining edited embryos and He’s lab records. “He caused unintended consequences in these twins,” Musunuru said of the gene editing. “We don’t know if it’s harming the kids.”
Rice University in Houston said it is still investigating the role of Michael Deem, whose name was on a paper He sent to a journal and who spoke with the AP about He’s work. Deem was He’s adviser when He attended Rice years ago.
The AP and others have reported on additional scientists in the U.S. and China who knew or strongly suspected what He was doing.
“Many people knew, many people encouraged him. He did not do this in a corner,” Hurlbut said.
Scientists recently have found new ways to alter genes that may be safer than CRISPR. Gene editing also is being tested against diseases in children and adults, which is not controversial because those changes don’t pass to future generations. Some scientists think gene editing will become more widely accepted if it’s proved to work in those situations.
“It’s moving forward slowly because it’s being done responsibly,” Musunuru said.
A forum was held in Berkeley, California, last month to get public views on gene editing — everything from modifying mosquitoes and crops to altering embryos.
The National Academy of Sciences recently pulled a video it made after concern arose about how it portrayed the ethically dicey science and its possible use to make designer babies. The academy has been leading some efforts to set standards for gene editing, and it gets most of its funding from the government, although a private grant paid for the video, a spokeswoman said.
An AP/NORC poll last year found that most Americans say it would be OK to use gene-editing to protect babies against disease, but not to change DNA so children are born smarter, faster or taller.
A moratorium is no longer strong enough, and regulation is needed, CRISPR pioneer Jennifer Doudna of the University of California, Berkeley recently wrote in a commentary in the journal Science. She noted that the World Health Organization has asked regulators in all countries not to allow such experiments, and that a Russian scientist recently proposed one.
“The temptation to tinker” with the DNA of embryos, eggs or sperm “is not going away,” she wrote.
Glued to bright pink boats in the middle of the road. Drenched in blood-red paint. Dragged into vans by police. That flair for the dramatic has helped propel climate activist group Extinction Rebellion (XR) into the spotlight in 2019, both in the U.K. and abroad.
But in the weeks before Britain’s Dec. 12 general election, the rebellion has begun a shift to a more conventional kind of activism: the ballot box.
Last week, invited by a local XR group, around a hundred residents of the south London neighborhood of Battersea filed into a Victorian church for a hustings — the British version of a stump event — to hear five candidates for the local parliamentary seat argue over policy and trade barbs in a highly traditional act of party politics. But, for perhaps the first time, the topic was exclusively the climate.
From the pews, dozens of children and adults stretched their arms high in the air for a chance to interrogate the candidates about their parties’ climate plans. “I’ve never seen so many hands up at an event,” the moderator told the crowd. The more searing questions elicited cheers from the crowd. Ill-prepared answers met with scoffs and laughter.
The audience enthusiasm in Battersea reflects a sea change in British politics at this election. According to pollsters Opinium, 54% of Brits say the climate crisis will influence their vote. Parties have devoted far larger swaths of their campaigns and manifestos to the subject than at the last election in 2017. Channel 4, one of the U.K.’s main broadcasters, will host the country’s first climate debate for national party leaders on Thursday night.
Part of that surge in interest has been driven by XR, whose first two-week long rebellion in April prompted the government to declare a climate emergency and sparked more Google searches for “climate change” than any previous month since records began in 2004. Youth climate strikers, who are planning a mass school walk-out on Friday, have also drawn huge attention to the climate in the U.K. and beyond. Both groups now see the general election — called unexpectedly in October amid political deadlock over Britain’s departure from the European Union — as a chance to channel increased environmental awareness into concrete political change.
But there’s a catch. Though the climate is now tied with the economy as the third most important electoral issue in the U.K. (up from eighth place in 2017), it still ranks behind the pressing question of Britain leaving the Europan Union. The ruling Conservative Party backs Prime Minister Boris Johnson’s Brexit deal and wants to leave as soon as possible, while the opposition Labour party wants a new deal with the E.U. and a fresh referendum. With Brexit dominating election discussions, it’s even more difficult for activists to interrogate parties’ climate proposals. Turning the Brexit election into a climate election will be no small feat.

The political landscape for climate activists in the U.K. is very different to that of the U.S. Whereas President Trump has rolled back laws to reduce emissions, and has begun pulling the U.S. out of the Paris Climate Agreement on keeping global temperature rise below 1.5 degrees above pre-industrial levels, the British left and right both say climate change needs to be taken seriously. In this election, both Labour and the Conservatives have dedicated more space to climate in their manifestos than ever before. “It’s no longer niche to want climate action. We’re seeing it become mainstream across all parties,” says Daze Aghaji, a coordinator for the youth branch of XR.
But that broad support for climate action doesn’t mean activists’ work is done — nor that the necessary “transformative systemic change” to energy systems, land use and the economy advised by the U.N.’s climate scientists, will take place. A damning U.N. report published Tuesday detailed how, while world governments say they are committed to cutting carbon emissions, their current plans to do so will still lead to catastrophic climate change.
The U.K.’s election period has highlighted how easy it is for politicians to pay lip service to climate action without offering concrete steps to reduce emissions. Critics have accused politicians of greenwashing — presenting policies that sound good but actually have only a small effect on emissions.
Prime Minister Boris Johnson has called the climate crisis“a colossal issue for the entire world” and has pledged “far-reaching” measures to tackle it. But he plans to skip the televised climate debate Thursday night. Climate activists and economists have accused him of greenwashing his party’s environmental record, which over the last nine years in government has included an effective moratorium on new onshore wind farms (because of a ban on subsidies) andincreasing public spending on fossil fuels. Just two years ago, the party’s manifesto promised to “ensure that the [oil and gas] sector continues to play a critical role in our economy and domestic energy supply.”
The Conservatives have some specific spending pledges for climate action: $1 billion for developing carbon capture technology, $11.9 billion to overhaul energy efficiency in homes, schools and hospitals, $647 million to help “energy-intensive industries” transition to renewables.
Labour has grander plans. The first point on the party’s manifesto is the promise of a Green New Deal to transition to a zero-carbon economy, echoing recent demands by progressives like Alexandria Ocasio Cortez in the U.S and older plans urged more than a decade ago by environmentalists in the U.K.It would be underwritten, Labour say, by a $517 billion National Investment Fund and the “rewriting” of Treasury investment rules to prioritize the climate.
The deadlines by which parties promise to deliver a carbon neutral Britain fall neatly along ideological lines. The right-wing Conservatives have plan to reach net-zero emissions by 2050, the centrist Liberal Democrats by 2045, leftist Labour by “the 2030s” and the Green Party by 2030.
This range of goals on the climate — also evident in the partisan division over climate change in U.S. politics — may stem from the right’s aversion to the kind of big government interventions climate activists say are necessary to reach net zero quickly, says Sarah Lunnon, an XR coordinator who helped write the group’s election handbook. “Unlike Jeremy Corbyn [the Labour Party leader], we believe that free markets, innovation and prosperity can protect the planet,” the Conservative manifesto states. “The right believes that the markets will provide the answers and consumers should be able to choose environmentally friendly products,” Lunnon says. “But it’s not a choice, we have to change our way of life.”
XR insists it is “beyond politics,” refusing to endorse any political party and pushing people to closely examine each party’s climate plans instead. In the run upto the election, national organizers sent out a lengthy set of handbooks to members, deploying the group’s considerable activist force on hustings, voter registration drives and their more typical eye-catching protests. Disruptive acts of civil disobedience are also planned in the first 12 days of December, and hunger strikes are taking place outside the main parties’ headquarters, calling attention to the likelihood of future food scarcity as climate change wreaks havoc on global agriculture in the coming decades.
In the more traditional setting of the Battersea hustings, it was clear why the climate crisis has struggled to break through during previous election cycles. The complex, abstract and unprecedented issue jarred with the local format of the campaign. The candidates stumbled on the budget for their parties’ climate plans, some were accused of cherry-picking facts, and most spent more time talking about recycling than reducing greenhouse gas emissions. “It was frustrating, I felt that the audience really understood the gravity of the issues. I don’t think the same could be said about the candidates,” says Joe Taylor, the XR member who organized the event.
Even for climate activists themselves, the U.K.’s electoral system makes prioritizing environmental action a tricky calculation. Rather than voting for a national party or the prime minister, voters elect local lawmakers from the parties in their district, and the party with the most seats gets to form a government. That system, known as “first past the post” because of its winner take all outcome, has been blamed for reducing representation of the Green Party and other smaller groups in parliament, which tend to perform better in proportional voting systems, such as those for the E.U. parliament. (While the Green Party won just 1.6% of the vote in the 2017 general election, it won 12% in the 2019 European election.)
“A vote for the Green Party for example just isn’t going to count round here,” Taylor says, adding that he’ll probably “hold his nose and vote Labour” despite the problems he has with the party and his preference for the Green’s long standing commitments to action. “If Brexit wasn’t an issue, I’d vote Green,” says Lu Curtis, an attendee at the Battersea hustings. “But I want to stay in the E.U., so I might have to vote tactically for Labour to stop Brexit.”

The struggle to prioritize the climate crisis in the U.K. election points to a grim challenge for the environmental movement worldwide. “Historically, [oppositional] democracies haven’t dealt very well with emergencies,”says Lunnon, the XR co-ordinator, citing the historic need for parties to join together in special national unity governments during wartime, as in Britain during the Second World War. “Our system can deal with multiple issues normally. But when you’ve got that huge threat coming towards you need to unify around action, not opposition.”
To deal with such deficiencies in governance, XR are calling for a “citizens’ assembly” on climate change, one that could research the issue, listen to scientists and make binding recommendations to the government on the climate crisis. The activists argue that would free political parties from the need to make electorally difficult decisions and separate the issue from important but less existential questions like Brexit. (“There’s no Brexit on a dead planet,” one XR slogan goes.) The government says it is planning a citizens’ assembly, with 110 demographically representative Brits, for “four weekends between late January to the middle of March next year” in Birmingham. But its recommendations will not be binding.
Despite its distraction from the climate, Brexit has helped teach climate activists like XR an important lesson in effective campaigning, Lunnon says. The campaign to leave the E.U. — waged ahead of the 2016 referendum and continuing in the last three years as politicians sought to negotiate the country’s path out of the bloc — argued in emotional terms that British people needed to “take back control” and reclaim national pride. “We would be foolish not to recognize that success. And we need to recognize the failure of the environment movement in using science and argument to try and move people,” Lunnon says. “We’ve been saying ‘We’ve got to stop global temperature rise.’ That doesn’t mean anything to people. We’ve got to show people what climate change actually means to their lives. We’re only starting to do that now.”

NEW DELHI: The government wants to conduct an audit of WhatsApp's security systems following revelations of Israeli spyware exploiting its vulnerabilities, IT Minister Ravi Shankar Prasad said but refused to say if the government had bought the spyware. The Indian Computer Emergency Team (CERT-In) "has clearly said that we want to audit your (WhatsApp) entire system... we have told them that we want to conduct an audit and inspection of WhatsApp's security systems and processes," Prasad said in reply to a short duration discussion in Rajya Sabha over the spying controversy. He, however, did not give a direct reply to Congress leader Digvijaya Singh's repeated query if the government had bought Pegasus spyware from Isreali firm NSO. To Singh's question on Home Minister having met WhatsApp officials, Prasad said WhatsApp representatives keep meeting government officials and they "may have met Home Minister as well. After all, WhatsApp has its biggest operations globally in India." WhatsApp, last month, sued Israeli surveillance firm NSO Group, accusing it of helping those buying its spyware Pegasus break into the phones of roughly 1,400 users across four continents. The targets of the hacking included diplomats, political dissidents, journalists, along with military and government officials. In India, 121 users are believed to have been compromised. Prasad said cyber security agency CERT-In had sought information from WhatsApp including need to conduct an audit and inspection of WhatsApp's security systems and processes on November 9, and further clarifications and details have been sought on November 26, following response from WhatsApp on November 18. Stating that WhatsApp CEO had made no mention of vulnerability in their system by Pegasus spyware during his meeting with the Ministry, Prasad also warned digital players that they must erect appropriate security walls, failing to which appropriate action would be taken. "If there is provocation from any messages or communal violence happens, then you would have to tell the origin, who have started it. We are having discussions with them," said Prasad asserting that they would have to tell the law enforcement agencies about the origin of the rogue message. The minister also said that several of such messages originated from Pakistan. "I want to inform you that several times, many things start from Pakistan. Senior Congress leader Anand Sharma asked as whether there has been any unauthorised intercepts by the Government agencies. "Besides authorised, have the government agencies made unauthorised use of this Pegasus spyware. Do you have any information? If yes, then please share the information with the house," Sharma asked. Assuring him, the minister said that any violation of the established procedure in this is "actionable". "To the best of my knowledge, no unauthorised interception has been done," Prasad said adding " If anyone is having a problem, then let them file an FIR." Replying to the concerns raised by the members, Prasad said digital companies are welcome to do the business in India but they would also have to acknowledge and understand that safety and security of Indians are of prime importance. Mumbai | Kolkata: Competition Commission of India (CCI) has approved Amazon's proposed acquisition of minority stake in Future Group, paving the way for a closer integration of one of country's leading retail chain into the Amazon India online marketplace.Amazon and Future Group are now rolling out a joint business plan that will help the Kishore Biyani owned retailer to achieve $1-billion (about Rs 7,000 crore) of incremental revenue by 2021, two senior industry executives said.Amazon wants to expand its hyperlocal platform, Amazon Now, into newer cities in India riding on the Future Group's store network and also sell Future Group's FMCG and fashion private brands through its India e-commerce marketplace, the executives said. The two companies are also exploring possibilities which will allow Amazon Prime and Future Pay customers to avail of common benefits and privileges.When contacted, a Future Group spokesperson confirmed the CCI clearance but declined to share further details. An email sent to Amazon India did not elicit any response till Thursday press time.CCI had sought additional details from Amazon on the proposed deal after it sought the approval of the competition watchdog in October. By Devashish MitraIn the backdrop to India's recent decision to not join the Regional Comprehensive Economic Partnership (RCEP), the question of trade liberalisation's effects on poverty has once again come to the fore. In their new book, Good Economics for Hard Times, Economics Nobel laureates Abhijit V Banerjee and Esther Duflo provide an extensive discussion on the impact of international trade on poverty.Specifically, they write about work on India by their former PhD student, currently at the International Monetary Fund (IMF), Petia Topalova, 'The national poverty rate dropped rapidly in the 1990s and 2000s, from about 35% in 1991 to 15% in 2012. But, against this rosy backdrop, greater exposure to trade liberalisation clearly slowed poverty reduction — contrary to what the Stolper-Samuelson theory would tell us, the more exposed a particular district was to trade, the slower poverty reduction was in that district.'Not a Poor ConclusionBased on this statement, a reader could be forgiven for concluding that had India not undertaken trade liberalisation, it would have experienced faster poverty reduction than it did. There are, however, several reasons why such a conclusion would be incorrect.First, Topalova's results, based on analysing trade-poverty linkages using the district as the unit of analysis, are quite different from those of a paper I co-authored with Rana Hasan and Beyza P Ural (bit.do/fipeF). Working with states and regions (a region being a collection of districts within a state with similar agro-climatic features) as units of analysis, we found that areas where workers were, on average, faced with greater increases in exposure to foreign competition tended to have experienced greater reductions in rural, urban and overall poverty rates (and poverty gaps).While working with districts can have some advantages from an econometric perspective, it also has some serious disadvantages. For example, the then-sampling methodology of the National Sample Survey Organisation's (NSSO) household expenditure surveys used to estimate poverty did not allow for straightforward computation of representative poverty rates at the district level. Further, district boundaries change over time.An individual district, relative to a state or region, is also more likely to be specialised in its production. Districts specialised in importable goods will lack the product diversification that can generate offsetting real income enhancing effects of expanding export sectors. Also, irrespective of whether this makes qualitative differences to the results, Topalova emphasised as her main determinant of poverty the overall employment-weighted average tariff, including non-tradable industry tariffs, which she sets to zero.In our study, we restricted attention to the weighted average for only the economy's tradable part, since non-tradable employment itself responds to tradable tariffs. Also, a good's non-tradability arises precisely from its prohibitively high (not zero) trade cost (inclusive of tariff). Our analysis is for tariffs and non-tariff barriers, using several alternative poverty measures.Next, one should not conclude that trade liberalisation has harmed the cause of poverty reduction. As Banerjee himself has correctly pointed out, based on the analytical methods used in both studies, one can only say which states (or districts) reduced poverty faster or slower due to trade liberalisation, not what this liberalisation did to poverty at the national level.That's a Bit RichNow, the national poverty rate certainly declined faster during India's post reform period. To be sure, the 1991 economic reforms entailed more than just trade liberalisation. But being a key element of the reforms, it is likely that trade liberalisation contributed to higher economic growth and reduced poverty. That all boats were lifted — though some more than others — is consistent with both our study and Topalova's.Certainly, these results don't warrant Banerjee and Duflo's conclusion that "greater exposure to trade liberalisation clearly slowed poverty reduction", which runs the risk of serious misinterpretation by lay readers. This claim is especially surprising since Topalova's urban poverty results are mostly statistically insignificant — that is, lack precision.Importantly, in some of our analysis, we allowed the transmission of tariffs to change with distance from ports and the quality and density of the transportation infrastructure that vary across states. Hasan and I later extended our analysis in a paper co-authored with Jewelwayne Cain, where we added a later round of NSSO data. All our earlier results survived, and we also found that financial development helps with this trade and poverty reduction channel.Interestingly, a common finding across both Topalova's study and ours concerns the role of labour market regulations. While in our study, labour market flexibility was found to enhance the relative speed of poverty reduction in open states, in Topalova's, it was found to reduce the relative slowness of poverty reduction in open districts. Overall, given the evidence available today, it seems impossible to unambiguously conclude that trade is bad for the poor. MUMBAI: Credit disbursals by nonbanking financial companies (NBFCs) have continued to slide despite government measures to boost bank funding to the sector. Loan sanctions fell 34% in the September quarter, a year after the NBFC liquidity crisis that was sparked by the unexpected defaults at Infrastructure Leasing & Financial Services (IL&FS).Total NBFC sanctions fell to Rs 1.9 lakh crore at the end of September from Rs 2.9 lakh crore during the same period last year, according to data compiled by the CRIF High Mark credit bureau and the Finance Industry Development Council (FIDC). The latter is a grouping of NBFCs."Liquidity transmission from PSBs (public sector banks) to non-AAA-rated NBFCs remains constricted. The cost of funds has gone up by over 120 bps (basis points) despite 135 bps of repo rate cut. Thus there is divergence of spread of almost 250 bps," said Magma Housing Finance CEO Manish Jaiswal."NBFCs play a pivotal role driving last-mile credit reach and the government must systemically examine fund flow and cost of funds to non-AAA-rated NBFCs to fix this issue."While overall sector trends were bleak, a few segments such as consumer durable loans, gold loans and personal loans were in positive territory. On an annual basis, consumer loans grew 7% to Rs 13,114 crore while personal loans grew 22% to Rs 18,262 crore. Gold loans rose 17%.The government and the Reserve Bank of India (RBI) have announced several measures to arrest the collapse of the nonbank lending space that contributes over 20% to total credit. They didn't, however, implement a bailout or liquidity window. 72286047 The regulator has put in place measures to increase liquidity in the system, aiding bank lending to NBFCs. It also relaxed securitisation and priority sector norms to facilitate this. The government announced a partial credit guarantee (PCG) scheme to restore confidence in the sector but that's remained a nonstarter."Whatever measures have been announced by the government have not been very effective," said FIDC co-chairman Raman Agarwal. "The measures are routed through banks and banks have become risk averse. Portfolio buyout is a band-aid solution and not a real solution to come out of the liquidity squeeze."The NBFC sector is facing multiyear-high credit costs with banks showing little enthusiasm to lend to them. Data show that before the IL&FS crisis in September last year, banks charged nearly 40 bps as the spread on AAA-rated NBFC paper. This rose to more than 1.5 percentage point and has remained at that level despite the regulatory and policy measures."The government's PCG scheme is yet to see any liquidity transmission and even the sanctions have not really been forthcoming," said Jaiswal. "The PCG scheme has remained as a well-meaning intent on paper and is yet to reach the desired level of execution."Among the casualties of the credit crunch is mortgage lender Dewan Housing Finance Corp. Ltd (DHFL), which became the first NBFC to enter bankruptcy resolution under the Insolvency and Bankruptcy Code (IBC). DHFL owes the banking system nearly Rs 1 lakh crore. Another nonbank lender Altico Capital, which failed to make payments in September this year, has failed to raise capital or find any resolution. Mutual funds, a key lender to NBFCs after being flooded with cash from investors in 2016-17, have frozen lending due to redemption pressures.
New Delhi: The government is in the process of appointing a service provider who will sell National Highways Authority of India's FASTags on the platforms of Flipkart, Amazon and Snapdeal.The electronic tag that allows automatic deduction of toll charges is already available on Amazon. It will soon be available on the other two ecommerce platforms as well, as FASTags become compulsory for toll payments on national highways from December 1. Paytm and bank websites also sell FASTags.Bids will be opened on Friday to select the service provider, who will procure bank-neutral FASTags from authorised manufacturers and make those available for sale from January on the three online platforms.The service provider will also have to set up a system to resolve customer complaints or queries online. Only owners of cars, utility vehicles, vans and other light motor vehicles will be allowed to buy FASTags online.It has been specified in the bid document that the service provider shall not sell FASTags "in bulk to any single customer or a group of customers." The tag must be delivered within seven days of a customer placing the order. The service provider must also provide a daily report on sale of FASTags to authorities.Once purchased, the customer can link the tag to an existing bank account of choice.The government in a statement on Wednesday said more than 70 lakh FASTags had been issued so far and the average daily issuance had grown to 35,000 in November from 8,000 in July. "Sales on online ecommerce platforms would further swell the sales," a senior government official told ET. In fact, sales of FASTags have jumped 130% since November 21 when its joining fee was waived, the government said on Thursday.
MUMBAI: The number of frauds at State Bank of India (SBI), the country's biggest mass-lender, has nearly trebled in the first seven months of this fiscal year in comparison with the whole of FY19, even as the regulator nudged high-street lenders to declare instances of fraud more quickly.Data disclosed in the initial public offering (IPO) document of SBI Cards showed that largeticket corporate frauds worth Rs 26,757 crore were reported to regulators between April and November this year by SBI, compared with Rs 10,725 crore were reported in FY19. The comparison appears even starker when FY18 disclosures, at only Rs 146 crore, are considered.Instances of fraud have risen to 48 so far in FY20 from 25 in FY19, and 8 in FY18. SBI's data include frauds with a value of at least Rs 100 crore.SBI didn't respond to ET's mailed queries.The development comes at a time when the Reserve Bank of India (RBI) has been increasingly nudging lenders to become more proactive in the reporting frauds. It has also asked banks to examine unresolved NPAs worth more than Rs 50 crore from the fraud angle.The majority of these frauds happened in the earlier years but were being declared now by the bank, analysts said. Currently, it takes nearly 55 months for a large ticket corporate fraud to be detected and reported by an Indian bank, according to data disclosed by RBI."Most of the accounts being declared fraud now have been NPAs for a long time; however, the official processes take time. In a few cases, forensic audit has also been initiated," said a forensic expert working at a Big4 consulting company. "Banks will continue to see a rise in the frauds reported until all the legacy cases are resolved. It will take at least a year from now."Industry participants who spoke with ET said most of these frauds involve corporate loans, which have been siphoned off by the companies for unauthorized purposes. Some of them are also a result of the slump in business that led to non-payment of bank dues; however, the accounts were covered up. Hence, the actual health of the loan was not reflected on the books.Other lenders too are seeing a surge in reported frauds. In a reply to Rajya Sabha, Union Finance Minister Nirmala Sitharaman said on November 19 that Indian banking system declared frauds worth ?95,760 crore during the period between April and November 2019.After SBI, Punjab National Bank saw the highest frauds reported with a value of Rs 10,821crore."Comprehensive measures have been taken to prevent frauds, including directions to banks to examine all NPA accounts above Rs 50 crore from the angle of possible fraud, initiation of criminal proceedings, enactment of Fugitive Economic Offenders Act 2018," said Nirmala Sitharaman in a reply to a question posted by a Rajya Sabha member in the ongoing winter session.The FM further added that the creation of a Central Fraud Registry, empowering bank heads to request for issue of Look Out Circular, and establishment of National Financial Reporting Authority were some other measures being undertaken by the government to ensure timely reporting of frauds.Several high-leverage companies are currently facing prosecution from various investigative agencies, including the Enforcement Directorate and Serious Fraud Investigation Organization (SFIO).Ballooning of NPAs in the Indian banking system prompted the government and agencies to chase loan defaulters.In the past two years, banks were forced to mark some of the big loan accounts including IL&FS, DHFL and Bhushan Power and Steel as NPAs."Once a lender declares an account as a fraud, it is required to set aside a provision to cover for the losses immediately. Banks, hence, prefer to declare an NPA as a fraud only after it has finished its provision requirement for the default account," said an analyst on the condition of anonymity.
ET Intelligence Group: Boards of Indian companies are slightly bigger and more independent than they were five years ago. However, they lag the global trend on independence.The median number of directors on boards of 87 of the BSE 100 Index companies stood at 11, with 53.3% members being independent, data from Bloomberg show.Five years ago, the median number of directors stood at ten, with 50% members being independent. Ten was found to be the most common board size for India Inc, with 50% being the most common proportion of independent directors on board.India Inc is in line with America Inc on the board size but not on independence. As per the Spencer Stuart 2018 S&P 500 Board Index, the average S&P 500 board had 10.8 directors, with 85% of the boards being independent. The range of board size is wider in India — from four to 22 — whereas S&P 500 boards range in size from five to 18 members. In 2018-19, L&T had the biggest board with 22 members, half of whom are independent. The company had a 14-member board in 2014-15.72286408 Incidentally, five of the top ten companies having the biggest boards are public sector undertakings (PSUs), with power generation company NTPC having the biggest board with 18 members.Most PSUs have seen a significant increase in the board size, but not necessarily accompanied with a corresponding increase in their independence. While L&T, with its biggest board, has half of its members as independent directors, Eicher Motors, with the smallest board size of four directors in FY19 had three-fourths of its board independent.The Companies Act mandates one-third of the board to be independent. Both Dr Reddy's Labs and Maruti Suzuki have 12 members each on their respective boards, but the former has the most independent board with 83% of its directors being independent and the latter (along with Petronet LNG) has the least independent board with one-third (the mandatory limit) of its members being independent.Sun Pharmaceutical Industries figures among the list of BSE100 companies with the smallest boards, with eight directors, as well as being among the least independent one, with 37.5% independent directors.Analysts are divided on whether the board size and independence influence a company's performance. While the agency theory (directors as agents of shareholders on the board) and the resource dependency theory (directors providing direct or indirect access to resources) suggest a positive relation between board size and firm's performance, the stewardship theory (directors act as stewards maximising shareholder interest) hints at a negative relation between the two and favours a smaller board. The optimum size of a board has been pegged at 8-10 directors.

Apart from having a strong presence in the country's microfinance sector, the bank has started focusing on the retail loan segment. Given its high asset quality, diversified loan book across regions, strong management team, and reasonable valuation, investors may consider the IPO.BUSINESSAfter receiving the small finance bank licence from the RBI in 2015, USFB commenced operations in February 2017. With 552 banking offices, 441 ATMs, 16,776 employees, it caters to 49 lakh customers across 24 states and union territories. Of the total loan book of Rs 12,864 crore as of September 2019, 79 per cent belonged to micro banking or small-ticket loans typically given to microfinance borrowers. The proportion has reduced from 97.5 per cent in March 2017 due to rising business from other segments including affordable housing and micro and small enterprises.The bank has been consciously growing the micro banking segment at a moderate annual rate of 23 per cent between FY17 and FY19 compared with 40-45 per cent growth for some of the other microfinance companies. The strategy is helping to curb exposure to risky assets. To diversify the loan book further, it has recently started financing two- and threewheeler purchases.Metros and urban areas constitute two-thirds of the bank's advances while 20 per cent is distributed in semi-urban areas. This leaves the bank's exposure to rural areas to just over 5 per cent thereby shielding it from vagaries of monsoon and bouts of loan waivers.FINANCIALSThe loan book has doubled between March 2017 and September 2019 while deposits improved to Rs 10,130 crore from Rs 210 crore during the period. The share of current and savings account (CASA) deposits, which are a low cost funding option, improved to 11.9 per cent from 1.6 per cent by similar comparison. The gross non-performing assets (GNPA) were 0.9 per cent of the advances in September 2019. Total income was Rs 1,430 crore and net profit was Rs 187 crore in the six months to September 2019.USFB's cost-income ratio at 67 per cent is higher than 56.6 per cent for the larger peer AU Small Finance Bank (AUSFB). As USFB's CASA share improves and the recent investments in new territories and new loan segments become profitable, the management expects the ratio to reduce.VALUATIONThe IPO is valued at a price-book (P/B) multiple of 2.5 considering the issue proceeds and Rs 250 crore of equity that USFB raised two weeks ago. This compares with AUSFB's P/B of around seven. USFB has managed asset quality better with higher provisioning and it also has higher return ratios. NEW DELHI: The government wants to conduct an audit of WhatsApp's security systems following revelations of Israeli spyware exploiting its vulnerabilities, IT Minister Ravi Shankar Prasad said but refused to say if the government had bought the spyware. The Indian Computer Emergency Team (CERT-In) "has clearly said that we want to audit your (WhatsApp) entire system... we have told them that we want to conduct an audit and inspection of WhatsApp's security systems and processes," Prasad said in reply to a short duration discussion in Rajya Sabha over the spying controversy. He, however, did not give a direct reply to Congress leader Digvijaya Singh's repeated query if the government had bought Pegasus spyware from Isreali firm NSO. To Singh's question on Home Minister having met WhatsApp officials, Prasad said WhatsApp representatives keep meeting government officials and they "may have met Home Minister as well. After all, WhatsApp has its biggest operations globally in India." KOLKATA/NEW DELHI: Salesforce, Microsoft, Cohesity and Uber are set to offer crore-plus pay packages for the cream of engineering talent at Indian Institutes of Technology, where the final placements start this Sunday.Only two companies, Microsoft and Uber, had offered compensation packages in excess of Rs 1 crore last year."Despite all the talk about a slowdown, it is shaping up to be a strong placement season. There are more companies this year offering big salary packages," said a placement coordinator at an IIT.Salesforce is likely to emerge the top paymaster for the Class of 2020, as it has lined up offers of around Rs 1.8 crore (including variable pay and stock options) for software developer roles, IIT placement officials said. The American cloud-based software company is so far offering this international profile only at IIT-Madras and IIT-Bombay, they said.Microsoft, which had made the biggest offer in the past three years, is offering about Rs 1.54 crore ($214,600) for roles in the US, the officials said.
