The Navy acknowledged for the first time last week that 'unidentified aerial phenomena' shown in widely-disseminated videos are real

SAN DIEGO — Strange flying objects captured on video by Navy fighter pilots off the coast of San Diego in 2004 and in Atlantic waters in 2015 were acknowledged by the Navy as "unidentified aerial phenomena" last week, the first time the service has acknowledged the objects are real.

The three videos, published by former Blink-182 guitarist Tom DeLonge's "To the Stars Academy," appear to show small, airborne craft flying and maneuvering at high speeds. The videos were shot by the Advance Targeting Forward Looking Infrared (ATFLIR) pods on Navy F/A-18s.

he news was first reported by The Black Vault, a website that publishes declassified government documents.

A Navy spokesman told The Black Vault that the Navy had no "descriptions, hypothesis of conclusions" about objects in the three videos. The videos are labeled on YouTube as "FLIR1," "Gimbal" and "Go Fast."

Politico: Bolton unloads on Trump's foreign policy behind closed doors

The recently fired national security adviser made little secret of his disagreements with the president.

John Bolton, President Donald Trump's fired national security adviser, harshly criticized Trump's foreign policy on Wednesday at a private lunch, saying that inviting the Taliban to Camp David sent a "terrible signal" and that it was "disrespectful" to the victims of 9/11 because the Taliban had harbored al Qaeda.

Bolton also said that any negotiations with North Korea and Iran were "doomed to failure," according to two attendees.

All the North Koreans and Iranians want to do is negotiate for relief from sanctions to support their economies, said Bolton, who was speaking before guests invited by the Gatestone Institute, a conservative think tank.

Trudeau admits to 2nd incident where he donned makeup and sang 'Day O' in high school talent show

Liberal Leader Justin Trudeau says he knows now that his decision to dress up in brownface and a turban for a gala at a private school where he worked 18 years ago was a racist thing to do and he is now "deeply sorry."

Trudeau also admitted there was a second instance of racist behaviour. "When I was in high school I dressed up at a talent show and sang Day O with makeup on," he said.

Speaking to reporters on his campaign plane, Trudeau apologized for his actions, saying that he now recognizes his actions were racist.

WNU Editor: If  a Liberal candidate did this, Prime Minister Trudeau would be demanding his/her resignation right away. But the one who is guilty is Justin Trudeau himself, and his only option right now is to come clean and apologize profusely (which he has tried to do tonight). But the damage has been done, and it is considerable. Women, young people, and minorities are the groups that support Liberal leader Justin Trudeau. How can they feel motivated to vote for him when a picture like this one shows up. And as for his apology .... I was not impressed. He told reporters tonight that he will be telling his children that when you make a mistake you need to own up to it. But I doubt that he will be telling them that it is a good idea to wait 18 years and only start saying you made a mistake once the nature and details of your error has been published in Time magazine. Bottom line. I do not think he can recover from this. This has been an election without a major issue to dominate the headlines. But now there is one, and it will revolve around the the character and judgment of one Justin Trudeau.

Justin Trudeau, Canada's prime minister, wore brownface makeup to a party at the private school where he was teaching in the spring of 2001. TIME has obtained a photograph of the incident.

The photograph has not been previously reported. The picture was taken at an "Arabian Nights"-themed gala. It shows Trudeau, then the 29-year-old son of the late former Prime Minister Pierre Trudeau, wearing a turban and robes with his face, neck and hands completely darkened. The photograph appears in the 2000-2001 yearbook of West Point Grey Academy, a private day school where Trudeau was a teacher.

WNU Editor: This is a bombshell story in Canada, and it is happening right in the middle of an election campaign. As for the picture itself. Talk about looking creepy. And is that a student or his girlfriend that he is groping? For the past week the Liberal Party of Canada has been playing 15 year old video clips from Conservative opposition leader Andrew Scheer and his pro-life position, as well pointing out past comments made by other Conservative candidates years ago. The Prime Minister himself has been accusing the opposition of racism and stoking prejudices and hate. But how can you explain this? My bet is that the Prime Minister will be going in front of the cameras tonight to profusely apologize for what he did. On a side note. It was the American news website Time that broke this story, not a Canadian one. So is the Canadian press asleep on the job? And is there anything else out there that we should know (I am willing to bet that there is). And as for the other political parties running in this campaign, why did their oppo-research teams missed this? If I running their campaign, I would be firing them right now.

Although the Iranian-backed Houthi rebels in Yemen claimed responsibility for last week's attack on Saudi Arabia's Abqaiq oil processing plant, the audacious operation looks like the handiwork of the Islamic Republic of Iran. It is even emerging that the drones or cruise missiles were fired directly from Iranian soil.

Stirrings of war are on the horizon. President Donald Trump warned that a US response is "locked and loaded" and the Saudi King and Crown Prince are not best pleased.

For years, Shia Iran and Sunni Saudi Arabia have engaged in a proxy conflict. Currently, the regional rivals support different sides in the civil wars in Syria and Yemen. But why would Iran instigate a direct attack against Saudi Arabia and risk conflict not only with Riyadh, but possibly the United States as well? The attack seems especially irrational considering the timing. Just days earlier there was credible talk about a potential meeting between Trump and his Iranian counterpart Hassan Rouhani at the United Nations. Meanwhile, Trump fired his hawkish national security advisor John Bolton, indicating a willingness to ease some sanctions.

At three in the morning on Saturday, residents of the Saudi oil town of Abqaiq were roused by something other than the pre-dawn call to prayer.

A massive series of explosions at the huge oil processing plant sent flames up to thirty feet into the air, gunfire was aimed at what seemed to be a drone in the sky. Abqaiq's residents fled with their families into the surrounding desert.

The events in this obscure town rocked world oil prices and dramatically raised the stakes in the ongoing tensions between the US and Iran.

Abqaiq is the Saudi Kingdom's largest oil processing hub, each day converting 5.7 million barrels of crude oil into differently graded products. These are then delivered by pipeline to petrochemical plants or tankers on the Saudi coast destined for the West.

FOX News: Saudi oil attacks an 'act of war' by Iran, not Yemen rebels, Pompeo claims

U.S. Secretary of State Mike Pompeo on Wednesday doubled down on accusations Iran is responsible for the weekend bombing on Saudi Arabia's oil facilities, telling reporters that the strike was "an act of war."

Pompeo, speaking from Jeddah, Saudi Arabia, added that even if the "fraudulent claims" of responsibility by the Yemen Houthi rebels were true, "it doesn't change the fingerprints of the [Iran Supreme Leader Ayatollah Ali Khamenei] as having put at risk the global energy supply."

His comments come hours after President Trump tweeted that he had ordered Treasury Secretary Steven Mnuchin to "substantially increase sanctions" on Iran, amid escalating tensions between the two countries.

National Interest: Chinese Sea Mines Are Threatening the U.S. Navy

Chinese naval strategists want to push the United States Navy as far away as possible.

Key point: The navy's record dealing with sea mines is not very encouraging, despite recent technological advances.

In the closing phases of the Pacific War, American military strategists ingeniously combined two weapons systems, the revolutionary long-range B-29 bomber and the comparatively simple parachute-retarded influence sea mine with magnetic or acoustic exploders, to wreak havoc on the Japanese economy and Japanese morale. The effort to sow Japan's waterways thoroughly with thousands of mines was named, aptly enough, Operation Starvation and this effort proved highly effective in helping to reduce Japan to its knees. Nevertheless, the U.S. Navy has also been on the "receiving end" of skillfully employed mine warfare and these cases are more recent. The classic case is from the Korean War when mines laid off North Korea prevented U.S. forces from making an efficient invasion at Wonsan. A number of allied mine warfare ships were sunk in that operational fiasco. During the Persian Gulf War, two U.S. Navy ships, the Tripoli and also the Princeton, were both seriously damaged by Iraqi mines.

ABC News Online: What does it take for China to take Taiwan's Pacific allies? Apparently, $730 million

Beijing has praised Solomon Islands for severing diplomatic ties with Taiwan earlier this week, saying the decision will bring "unprecedented opportunities for development" for the Pacific nation.

Some $US500 million ($730 million) has reportedly been promised in financial aid by Beijing, far surpassing the financial support offered by Taiwan — meanwhile, Solomon Islands promised to terminate their relationship with Taiwan before China's National Day on October 1.

"China highly commends the decision of the Solomon Islands' government to recognise the one-China principle and sever the so-called 'diplomatic ties' with the Taiwan authorities," Foreign Ministry spokesperson Hua Chunying said.

Germany Is Extending Its Arms Export Freeze On Saudi Arabia

Germany has extended its arms export moratorium on Saudi Arabia by 6 months. If parliament agrees, cabinet also plans to extend a Bundeswehr training mission in Iraq and reconnaissance flights tracking IS in Syria.

Germany's freeze on arms deliveries to Saudi Arabia begun last October andformalized in March would remain in place until March 2020, a German government spokesman announced Wednesday.

The ban — prompted by the killing of Saudi dissident journalist Jamal Khashoggi — had been questioned within Chancellor Angela Merkel's own party following the mystery drone strikes on Saudi oil installations, which the US and Saudi Arabia blame on Iran or its allies.

But Merkel on Tuesday had said that she saw "no conditions, at the moment, for a changed stance" on the German government's side, signaling that the moratorium should be extended beyond its initial expiration date of September 30th.

Defense News: Senate Republicans not ready for US military action against Iran

WASHINGTON ― Senate Republicans were advising against immediate military action against Iran in response to an attack on Saudi Arabian oil facilities, calling for more analysis and discussion first.

"I think it's appropriate that all of us get together and exchange ideas, respectfully, and come to a consensus―and that should be bipartisan," said Senate Foreign Relations Committee Chairman Jim Risch, R-Idaho. "I can tell you I'm sure there will be differing views; there always are on matters like this with complex options."

The comments came as lawmakers expected a classified briefing in the coming days, and as the Trump administration made available a classified briefing book, in the Senate's security facility. House Speaker Nancy Pelosi, D-N.Y., has reportedly requested the administration provide the House with an all-members briefing.

I certainly do not see any public support for such a war, and even less so from our international allies. Reuters: Iran warns of crushing response, blames U.S. for regional tension

DUBAI (Reuters) - Iran on Wednesday threatened a crushing response to any military strike after attacks on Saudi oil sites blamed by Washington on Tehran, though it said the Islamic Republic had no desire for conflict in the Gulf region.

In a letter sent on Monday to the United States via the Swiss embassy, which represents U.S. interests in Iran, Tehran said it "denies and condemns claims" by U.S. officials that "Tehran was behind the attacks".

"It was also emphasized in the letter that in case of any aggression against Iran, that action will face an immediate response from Iran and the response won't be limited to its source," the state news agency IRNA reported.

The Etemad daily newspaper describing U.S. accusations of Iranian responsibility for the Saudi attacks as part of Washington's stated "maximum pressure" policy to isolate Iran.

Saudi Arabia has today displayed remnants of drones and missiles it said were used in attacks on its oil facilities and described them as 'undeniable' evidence that Iran was involved.

Defence Ministry spokesman Colonel Turki al-Malki said a total of 25 drones and missiles including Iranian Delta Wing unmanned aerial vehicles were used during the attack on the Abqaiq refinery and Khurais oil field.

He said seven missiles either failed to hit their targets or failed to explode, with wreckage of several recovered from the desert.

Benjamin Netanyahu is facing an uphill battle to keep his job after his party lost seats in Israel's election, leaving him deadlocked with his biggest political rival.

According to partial results, Netanyahu's Likud party and rival Benny Gantz's Blue and White party were tied on 32 seats each in the 120-seat Knesset.

If that result proves final then it would reduce Netanyahu's right-wing coalition government to 56 seats overall - five short of a majority - raising the prospect of an end to his record-breaking rule.

But Netanyahu, who is facing a corruption probe which would intensify if he was forced from power, refused to concede on Wednesday morning.

President Donald Trump said Wednesday he ordered the Treasury Department to "substantially increase" sanctions on Iran.

Trump's announcement follows strikes Saturday on the world's largest crude-processing plant and oil field in Saudi Arabia. The U.S. accused Iran of carrying out the attacks.

It was not immediately clear what steps the president directed Treasury Secretary Steven Mnuchin to take. The Treasury Department, White House and State Department did not immediately respond to CNBC's requests to comment.

The strikes triggered the largest spike in crude prices in decades and renewed concerns of a budding conflict in the Middle East. All the while, Iran maintains that it was not behind the attacks.

Reuters: Trump picks hostage negotiator O'Brien for top security job

WASHINGTON (Reuters) - U.S. President Donald Trump on Wednesday picked U.S. hostage negotiator Robert O'Brien as national security adviser, replacing hardliner John Bolton who was fired abruptly last week after clashing with the president on a host of issues.

O'Brien, who will be the fourth person to hold the post in the Trump administration, has served as Trump's special envoy for hostage affairs at the U.S. Department of State since May 2018 and has a long history in Republican foreign policy circles.

"I have worked long & hard with Robert. He will do a great job!" Trump wrote on Twitter.

Trump fired Bolton after disagreements over handling foreign policy matters relating to North Korea, Iran, Afghanistan, Russia and Venezuela.

Three Executives Have Been Absolved of Negligence in the Fukushima Nuclear Meltdown

TOKYO (AP) — A Japanese court on Thursday ruled that three former executives for Tokyo Electric Power Company were not guilty of professional negligence in the 2011 Fukushima meltdown.

The ruling by the Tokyo District Court ended the only criminal trial in the nuclear disaster that has kept tens of thousands of residents away from their homes because of lingering radiation contamination.

The plaintiffs were expected to appeal the decision. A group of their supporters stood outside the court Thursday with placards reading “unjust sentence.”

The court said ex-TEPCO chairman Tsunehisa Katsumata, 79, and two other former executives were also not guilty of causing the deaths of 44 elderly patients whose health deteriorated during or after forced evacuations from a local hospital.

The executives were charged with failing to foresee the tsunami that struck the plant after an earthquake and for failing to take preventive measures that might have protected the Fukushima Dai-ichi plant on Japan’s northeastern coast.

Katsumata and co-defendants, Sakae Muto, 69, and Ichiro Takekuro, 73, pleaded not guilty during the trial’s opening session in June 2017. They said predicting the enormous tsunami was impossible.

Three of the plant’s reactors had meltdowns after the magnitude 9.0 earthquake and tsunami on March 11, 2011, spreading radiation into surrounding communities and into the sea.

Prosecutors in December demanded a five-year prison sentence for each executive, accusing them of professional negligence for not taking sufficient measures to guard against the threat of a tsunami despite knowing the risks.

In the ruling the court said TEPCO officials were aware of a need to improve tsunami prevention measures and considering taking steps, but their measures were in line with government safety standards at the time.

It was unclear if they could have completed preventive measures in time for the tsunami.

Judge Kenichi Nagafuchi also said experts were also divided over evaluations of various tsunami predictions.

The prosecutors had argued TEPCO could have prevented the disaster had it stopped the plant to install safety measures ahead of the tsunami. But the court said the company’s responsibility for supplying electricity to the public meant that idling the plant would have caused a “social impact.”

The acquittal disappointed dozens of Fukushima residents and their supporters observing the ruling in the courtroom.

“Unbelievable,” some of them said.

Hiroyuki Kawai, a lawyer representing the more than 5,700 Fukushima residents who filed the criminal complaint to prosecutors, said before the ruling that he expected the legal battle to last about a decade because the losing side would appeal.

“This is only the beginning of a major battle,” he said at a rally ahead of Thursday’s ruling. “Our ultimate goal is to eradicate dangerous nuclear plants that have thrown many residents into despair.”

Prosecutors have told the court that the three defendants had access to data and scientific studies that anticipated the risk of a tsunami exceeding 10 meters (30 feet) that could trigger a loss of power and severe accidents.

Defense attorneys for the TEPCO executives told the court that the tsunami projection was not well-established. They said the actual damage was larger than projected, and that if TEPCO had taken steps based on the projection, it would not have prevented the disaster.

Prosecutors said TEPCO was already conducting a tsunami safety review following a 2007 earthquake in Niigata, another location in northern Japan, and the three former executives routinely participated in that process. In March 2008, a TEPCO subsidiary projected that a tsunami as high as 15.7 meters (47 feet) could hit Fukushima, prompting the company to consider building seawalls.

Prosecutors presented hundreds of pieces of evidence including emails between safety officials and the two vice presidents that suggested increasing concern and a need for more tsunami measures at the plant. More than 20 TEPCO officials and scientists testified in court.

Government and parliamentary investigations said TEPCO’s lack of a safety culture and weak risk management, including an underestimation of the tsunami risks, led to the disaster. They said TEPCO colluded with regulators to disregard tsunami protection measures.

The company has said it could have been more proactive with safety measures, but that it could not anticipate the massive tsunami that crippled the plant.

TEPCO has spent 9 trillion yen ($83 billion) on compensation related to the disaster. It needs to spend an estimated 8 trillion yen ($74 billion) to decommission the plant and 6 trillion yen ($55 billion) for decontamination.

The U.N. Secretary-General Says He Has Taken a Forceful Stance on China’s Treatment of Muslims

UNITED NATIONS (AP) — Secretary-General Antonio Guterres has strongly rejected claims by five human rights groups that he hasn’t condemned the Chinese government’s detention of more than a million Muslims in the Xinjiang region, saying he has spoken out forcefully.

“I don’t think anyone has been more persistent and more clear in talking to the Chinese authorities in relation to this issue than myself,” he told reporters Wednesday. “It is absolutely not true that I’ve only done discreet diplomacy.”

On the contrary, Guterres said that during his visit to Beijing in April, “I not only did raise the issue, but I made it public.”

The five rights groups said in a letter to the secretary-general circulated Tuesday that he would make an important contribution to addressing “one of the most pressing human rights issues of our time” by speaking out against China’s internment of the Uighurs and members of other predominantly Muslim ethnic groups and calling for the immediate closure of detention camps for them.

The letter was signed by Human Rights Watch, Amnesty International, the International Commission of Jurists, the International Federation for Human Rights and the World Uyghur Conference.

Guterres said he told the Chinese “that it is very important to act in a way that each community feels that their identity is respected and that they belong, at the same time, to the society as a whole.”

“There couldn’t be a more clear message,” he said. “So, if there is an area where I believe I’ve been doing publicly much more than many other leaders around the world (it) is this.”

Guterres said he will continue acting to guarantee that “all human rights in all circumstances are fully respected in that situation.”

Does that mean detention centers should be closed?

“It will mean to do everything that is necessary for human rights to be respected,” Guterres replied.

Criticism has grown over China’s internment of the Uighurs and other Muslims, and Guterres has been criticized previously by human rights groups and some governments for his behind-the-scenes approach and failure to address their plight publicly.

China’s government insists the detention sites are “vocational” centers aimed at training and skills development. It has sharply criticized 22 Western countries that called for an end to mass arbitrary detentions and other abuses of Uighurs and other Muslims in the Xinjiang region.

In a report earlier this year to counter criticism of internment camps and other oppressive security in the traditionally Islamic region, China said it had arrested nearly 13,000 people it described as “terrorists” and had broken up hundreds of “terrorist gangs” in Xinjiang since 2014.

The five rights organizations cautioned Guterres “against any action that might lend credence to Beijing’s narrative that the unlawful detention of over a million Uighurs and other Muslims is a necessary measure to counter terrorism.”

The U.S. Says the Attack on a Saudi Oil Site Was an Iranian ‘Act of War’

RIYADH, Saudi Arabia (AP) — U.S. Secretary of State Mike Pompeo on Wednesday called the attack on Saudi Arabia’s oil installations an “act of war” against the kingdom by Iran, as the Saudis displayed missile and drone wreckage and cited other evidence they said shows the raid was “unquestionably sponsored by Iran.”

Iran, which has denied involvement in the attack, warned the U.S. it will retaliate immediately if it is targeted.

President Donald Trump, meanwhile, said he is moving to increase financial sanctions on Tehran over the attack. He was noncommittal on whether he would order U.S. military retaliation.

At a news conference, Saudi military spokesman Col. Turki al-Malki said the attack Saturday that did heavy damage to the heart of the Saudi oil industry was “launched from the north and was unquestionably sponsored by Iran.” Yemen is south of Saudi Arabia, while Iran and Iraq lie to the north.

Al-Malki stopped short of accusing Iran of actually firing the weapons itself or launching them from Iranian territory.

Yemen’s Iranian-backed Houthi rebels have claimed responsibility for the attack, saying it was in response to the Saudi-led war in Yemen that has killed tens of thousands of people.

At the news conference, the Saudis displayed broken and burned drones and pieces of a cruise missile that Al-Malki identified as Iranian weapons collected after the attack. He also played surveillance video that he said showed a drone coming in from the north.

Eighteen drones and seven cruise missiles were launched in the assault, Al-Malki said, with three missiles failing to make their targets. He said the cruise missiles had a range of 700 kilometers (435 miles), meaning they could not have been fired from inside Yemen.

“This is the kind of weapon the Iranian regime and the Iranian IRGC are using against the civilian object and facilities infrastructure,” Al-Malki said, referring to Iran’s Revolutionary Guard. He added: “This attack did not originate from Yemen, despite Iran’s best effort to make it appear so.”

Pompeo, who landed in Saudi Arabia shortly after the news conference, took a harder line, telling reporters: “The Saudis were the nation that was attacked. It was on their soil. It was an act of war against them directly.”

He said en route to Saudi Arabia that “it doesn’t matter” whether the Houthis claim they were behind the attack. “This was an Iranian attack,” he said.

“It doesn’t change the fingerprints of the ayatollah as having put at risk the global energy supply,” Pompeo said, referring to Iran’s Supreme Leader Ayatollah Ali Khomenei.

The attack came after a summer of heightened tensions between Iran and the U.S. over Trump’s withdrawal from the 2015 Iranian nuclear deal.

Iran sent a note to the U.S. via Swiss diplomats Monday, reiterating that Tehran denies involvement in the aerial attack, the country’s state-run IRNA news agency reported. The Swiss have looked after American interests in Iran for decades.

“If any action takes place against Iran, the action will be faced by Iran’s answer immediately,” IRNA quoted the note as saying. It added that Iran’s response wouldn’t be limited to the source of the threat.

The U.S. State Department had no comment on the warning.

Trump, meanwhile, tweeted: “I have just instructed the Secretary of the Treasury to substantially increase Sanctions on the country of Iran!”

He did not elaborate, and it was not immediately clear what further means are available since he has already cut deeply into Iran’s oil market. National Security Council officials declined to comment.

IRNA also reported that Iran’s delegation to the annual U.N. General Assembly meeting has yet to receive the necessary U.S. visas. Foreign Minister Mohammad Javad Zarif was to travel to New York on Friday, with Iranian President Hassan Rouhani following on Monday.

The U.N. meeting had been considered as an opportunity for direct talks between Rouhani and Trump.

Asked in Los Angeles whether Rouhani will come to New York, Trump said, “I really don’t know. If it was up to me, I’d let them come.”

“I’ve always felt the United Nations is very important,” he added. “I think it’s got tremendous potential. I don’t think it’s ever lived up to the potential it has. But I would certainly not want to keep people out if they want to come.”

As the host of the U.N.’s headquarters, the U.S. is required to offer world leaders and diplomats visas to attend meetings. But as tensions have risen, the U.S. has put increasing restrictions on Iranians like Zarif.

In Tehran, Rouhani told his Cabinet that Saudi Arabia should see the weekend attack as a warning to end its war in Yemen, where it has fought the Houthi rebels since 2015 and sought to restore the internationally recognized government.

Rouhani said Yemenis “did not hit hospitals, they did not hit schools or the Sanaa bazaar,” referring to the Saudi-led coalition’s airstrikes.

He said the Houthis were responsible for the attack on the oil installations: “They attacked an industrial center to warn you. Learn the lesson from the warning.”

Justin Trudeau Admits to Also Wearing Blackface Makeup in High School Following TIME Report

Canadian Prime Minister Justin Trudeau apologized Wednesday night for wearing brownface at a 2001 “Arabian Nights”-themed party—less than two hours after TIME published a previously unreported yearbook photo from the event at the private school where he was teaching.

In a new revelation, Trudeau also admitted that he wore blackface “makeup” in high school to sing “Day-O,” a Jamaican folk song famously performed by African-American singer and civil rights activist Harry Belafonte.

“When I was in high school I dressed up at a talent show and sang ‘Day O.’ With makeup on,” he said.

The publication of the photo embroiled his campaign in scandal, with Canadian reporters asking why he had not been forthcoming about the image if he knew it existed.

Five weeks before election day on Oct. 21, Trudeau is in a dead heat with the Conservative Party. According to CBC News’ poll tracker on Sept. 18, which aggregates all publicly available polling data, the Conservative Party and the Liberal Party were polling at 34.4% and 34.2% respectively. The New Democratic Party was polling at 13.5% and the Green Party was polling at 9.7%.

Responding to the brownface photo to reporters, Trudeau acknowledged he was in the picture, which shows his face, neck and hands darkened. “I shouldn’t have done that. I should have known better but I didn’t and I’m really sorry,” Trudeau said.

During his statement, which he made aboard his campaign plane in Halifax, Nova Scotia, Trudeau was asked multiple times by reporters if he would resign. The prime minister avoided answering the question directly. “I take responsibility for my decision to do that. I shouldn’t have done it. I should’ve known better,” he said.

He added: “It was something that I didn’t think was racist at the time, but now I recognize it was something racist to do, and I am deeply sorry.”

When asked about what he has to say to members of his staff who are part of minority groups, Trudeau responded, “I have a number of calls to friends and colleagues tonight, and I will have many more calls to make.”

At least seven of Trudeau’s 35 cabinet ministers are from ethnic minority communities.

Trudeau went on to say, “I have worked all my life to try and create opportunities for people to fight against racism and intolerance, and I can just stand here and say that I made a mistake when I was younger, and I wish I hadn’t.”

When asked whether there were any other embarrassing photos or moments that he wanted to own up to, he responded: “The fact of the matter is that I’ve always—and you’ll know this—been more enthusiastic about costumes than is sometimes appropriate.”

Before Trudeau’s address, National Council of Canadian Muslims released a statement before Trudeau’s address, calling on the Prime Minister to apologize. Following his comments, the group tweeted: “We thank the Prime Minister for his apology.

“Prime Minister Trudeau’s apology came less than an hour after NCCM called on him to apologize for wearing blackface/brownface. Promises made, promises kept. That’s the NCCM way.”

What are Canadian politicians saying?

Prior to Trudeau’s response, Jagmeet Singh, the leader of Canada’s New Democratic Party, which is farther left than the Liberal Party, addressed the incident. “Anytime we hear examples of blackface or brownface it’s really, it’s making a mockery of someone for what they live and what their lived experiences are. I think he needs to answer for it,” said Singh.

Following Trudeau’s response, Singh tweeted: “Tonight is not about the Prime Minister.It’s about every young person mocked for the colour of their skin. The child who had their turban ripped off their head. And those reliving intense feelings of pain & hurt from past experiences of racism. To you, I say you are loved.

After Trudeau’s apology, Conservative Leader Andrew Scheer told reporters, “Wearing brownface is an act of open mockery and racism. It was just as racist in 2001 as it is in 2019. And what Canadians saw this evening is someone with a complete lack of judgement and integrity, and someone who’s not fit to govern this country.” He did not take questions.

Before Trudeau spoke, Elizabeth May, the leader of the Green Party of Canada, tweeted, “I am deeply shocked by the racism shown in the photograph of Justin Trudeau. He must apologize for the harm done and commit to learning and appreciating the requirement to model social justice leadership at all levels of government. In this matter he has failed.”

‘Materialism Will One Day Bring Change.’ Why a Senior Defector Believes North Korea’s Days Are Numbered

An influx of capitalist culture and a swelling desire for material goods could one day spell the end for North Korea’s Kim dynasty and hasten the pariah state’s re-entry into the international community. That’s according to a high-ranking defector who spoke recently to TIME.

Thae Yong-ho, a former diplomat who held posts in Denmark, Sweden and the U.K. said that while the regime’s elusive leader, Kim Jong Un, may have no intention of undertaking reforms or giving up his nuclear weapons, change is inevitable.

Thae, who was once a member of North Korea’s elite, defected to South Korea with his wife and two sons in 2016. He lives under the protection of the South Korean government, and travels with an entourage of body guards.

As the DPRK’s deputy ambassador in London, Thae’s main responsibility was to counter criticism of Pyongyang’s human rights record and any negative media coverage. He has described becoming disenchanted with Kim Jong Un’s rule and escaped just as he was being recalled to Pyongyang. Since defecting, Thae has been sharing his insights on the secretive regime and advocating for tougher sanctions.

TIME sat down with Thae in the Taiwanese capital Taipei, amid news that U.S. President Donald Trump and Kim have been expressing interest in another summit.

North Korea says it wants to restart denuclearization talks with the U.S., but it’s also been conducting new missile tests. What’s going on?

It has long been North Korea’s policy to make America and South Korea used to North Korea’s pattern of provocations [even] amid the dialogue campaign. It is not the first time North Korea did this. North Korea wants control. They do not want to be controlled.

President Trump has pursued a strategy of cozying up to hostile leaders, including Kim Jong Un, in the hopes that it will pay off at the negotiating table. What do you think has been the effect of this?

I think President Trump is playing a very dangerous game with North Korea.

President Trump met three times with Kim Jong-Un, [but] in the past one and a half years, Trump has not taken any significant measures to stop the nuclearization of North Korea. Meanwhile Kim Jong Un has achieved quite a lot. First, he avoided a so-called military option, which President Trump had emphasized quite often in 2017. Second, he stopped President Trump from adding additional sanctions. Third, thanks to these meetings, Kim Jong Un actually strengthened his legitimacy and absolute rule over North Korea.

The President of America has so far flown to Asian cities Singapore, Hanoi and Panmunjom, to meet Kim Jong Un. In America’s history, I don’t think the President has ever traveled that kind of long distance to meet the leader of a small country.

Have the U.S.-North Korea negotiations made any progress toward denuclearization?

So far, no. There are a lot of signs that North Korea is continuing to produce its nuclear material and, even this year, North Korea conducted more than nine short-range missile tests. North Korea has shown it has new types of missiles. So actually, North Korea’s nuclear capability is more updated thanks to this current dialogue atmosphere with the Trump Administration.

What would be a more effective strategy?

In Hanoi last February it became very clear that Kim Jong Un will not destroy all his nuclear production facilities. He is not interested in the denuclearization process. Once this is proved, then America has to take very resolute actions by increasing additional economic sanctions.

President Trump has made it clear he wants the Nobel Prize for making peace with North Korea. What does Kim Jong Un want from these talks?

First, he wants nuclear status in this region. Kim Jong Un thinks the only way to achieve nuclear status is to buy the time. Like what India and Pakistan did.

Second, is that through this dialogue process with President Trump, Kim Jong Un, a man in his thirties, all of a sudden raised his rank to the same level as other important players in this region, like President Trump, Xi Jinping, Putin, President Moon. And domestically, he proved to North Korean people that he is very capable, even though he is young.

What would be wrong with normalizing relations with a nuclear North Korea? We’ve accepted nuclear India and Pakistan.

India and Pakistan justified their acquisition of nuclear weapons as a deterrent to prevent a war with each other. But North Korea is the first country to use its weapons to threaten America. No nuclear state in the world has directly threatened one specific country’s security. And if America allows North Korea to be a nuclear state then I think many countries will follow suit. North Korea’s nuclear issue is not just about North Korea, this impacts the whole international non-proliferation objective.

You’ve referred to Trump’s policy on North Korea as the “Trump Doctrine” and compared it to the “Nixon Doctrine,” what do you mean by this?

In the 1950s and early 60s, American policy toward China was containment. They wanted to isolate China. But when China succeeded in testing the hydrogen bomb in 1967, the American strategy on the whole region started to change. President Nixon visited China in 1972 and America totally shifted, accepting China’s nuclear status.

What could this mean for the Korean Peninsula in the coming years? The recent developments are very alarming. The reality is that nobody is really serious about stopping this birth of a new nuclear state.

So the Trump Doctrine would hand North Korea what it wants?

Not everything it wants. But the Trump Doctrine would accept the birth of a new nuclear state in this region.

You’ve said that North Korean people, both regular citizens and the elite, don’t believe in the system. What gives you this impression?

If you read North Korea’s propaganda, it seems that everything is working, the country is prosperous, whatever. But if you look at the reality, the current regime can be termed a socialist skeleton. The bones have a socialist structure, but the flesh has already turned capitalist. The number of black markets and free markets are increasing every year. If you read Rodong Sinmun, North Korean media, they said North Korea will not collapse because of a military strike by imperialists, but it is possible if the young generations are not educated properly.

What do they mean by ‘educated properly’? What’s different about the younger generation?

If you look at the millennial generation of North Korea, they are the only ones who have grown up with computers. When computers were introduced in late 1990s, all of a sudden there was a boom of English learning. If you want to use a computer, you have to know English, right?

And they are not interested in watching communist or socialist cultural content. They are only interested in American or South Korean movies or dramas. I think that the young generations’ eyes are not on ideological things, but on material things. And even though the North Korean regime wants to stop it, they can’t stop this future.

Is there any indication that this infiltration of foreign culture is changing North Korea?

Of course. When I was young, when I dated girls, at that time we called each other ‘comrade.’ But now, the young generations in North Korea, they do not use ‘comrade,’ they use something like South Korea, oppa, like brother. When texting, they copy the South Korean [slang]. So the language of the culture is changing. Their dressing style is also moving toward South Korea’s. Now young ladies are eager to buy good brands of handbags. I think this new demand for materialism will one day bring change. I am absolutely sure that within 20 years, demonstrations similar to those in Hong Kong will take place in North Korea.

Is there anyone trying to change the regime from within?

At this moment no. But if we look back to what happened in Communist states in the past, for instance what happened in the former Soviet Union, Gorbachev was the third generation. When he entered power, he started to make changes. The military or security forces couldn’t halt this process because the new young forces demanded it. Now, in China, [President] Xi Jinping is second generation, while the demonstrators in Hong Kong are third generation. Of course, this is an ideological confrontation, but actually, also, this a generational confrontation. Now in North Korea, Kim Jong Un is the only one in his thirties in the North Korean leadership. The people around him are all in their late sixties, seventies or eighties. So power is still in the hands of the ruthless and merciless second generation. The young generation knows that if they stand up the crackdown will be immediate. But after 10 or 20 years, when the power is with the [third] generation, I think the people will be brave enough to go to the streets.

Since Kim Jong Un is third generation any chance he’ll embrace reforms?

No, this is Kim’s family business. They want to the dynasty to go on and on. So I think the final change of North Korea will be the collapse of the Kim Dynasty.

Dozens of Designers Work in Shifts to Create Hong Kong Protest Art. Here Are Some Examples of Their Work

When he heard that people in Hong Kong were forming a human chain to call for democracy on Aug. 23, a local designer who goes by the name Phesti borrowed from the imagery of local subway signs to create a logo of figures holding hands. Underneath, in typography identical to that used by the train system, he wrote “HongKongers stand as one.” The image quickly went viral.

Like many involved in Hong Kong’s protests, Phesti hides his identity behind a pseudonym. He is one of hundreds of anonymous creators turning out protest art to support the city’s push for greater political freedom. Phesti says his designs are for “people like me, who are in the peaceful camp don’t dare to protest on the front line and engage in more aggressive action.” He hopes the work will make such individuals “feel like they can still participate in something and find a way of saying what’s on their mind.”

Since Hong Kong’s young people rose up in a pro-democracy rebellion three months ago, protest-related digital graphics, illustrations and paintings have exploded. The collection of agitprop ranges from infographics and memes, to illustrations based on news photos, and various adaptations of the famous 1830 painting by French artist Eugène Delacroix, Liberty Leading the People.

Not all of the work is serious. Some is designed purely to give viewers a good laugh.

“A lot of people are holding in their feelings, so some of these illustrations may offer them emotional relief,” says Arto, a satirist whose cartoons are hugely popular. “Fighting ridicule with humor is probably more effective than waging a public opinion war,” he tells TIME.

Much of the work plays on Cantonese slang and makes reference to local music, global pop culture and advertising.

Creations such as Phesti’s and Arto’s thrive in online forums, chat groups, social media and on so-called Lennon Walls, where people leave supportive messages on colorful post-it notes. At protests and on public transport, iPhone users often share images via mass Airdrops.

A large number of the artworks get posted first to a special channel on Telegram, a messaging app frequently used by protesters, and from there the channel’s 90,000 or so subscribers spread them elsewhere.

The uploaded works are created by a team of some 200 designers working in shifts, one of the channel’s administrators and university design student Y tells TIME. They brainstorm ideas with thousands of people in another chat group and then turn their crowd-refined suggestions into visuals of different styles.

The government is unlikely to make further concessions to the protest movement, which also shows no signs of backing down. With no end in sight to the unrest, Y said the workload for artists and designers would only increase, and many report feeling exhausted with some dropping out.

Canadian Teenager Diagnosed With ‘Severe Respiratory Illness’ Linked to Vaping

A Canadian teenager has been diagnosed with “severe respiratory illness” linked to use of vaping products, health officials in Ontario, Canada, confirmed Wednesday.

“As far as we are aware this is the first case of vaping related illness that’s been reported in Canada,” said Dr. Christopher Mackie, the medical officer of health and CEO of the Middlesex-London Health Unit, at a press conference.

According to Mackie, the unidentified individual was a “high school age youth” who had “no other health issues whatsoever.” He added that “[the individual] had quite a severe illness course, including ICU life support.” The teenager recovered and is now at home. Mackie’s said his team was notified of the case late last week.

Mackie would not comment if the individual had vaped cannabis, which some have argued is driving the rise of vaping-related illnesses in the United States.

As of Sept. 11, the Center for Disease Control in the U.S. had identified 380 confirmed and probable cases of lung disease associated with vaping in 36 states and the U.S. Virgin Islands. Seven people have died from vaping-related respiratory illnesses in the U.S. since the first case was reported on Aug. 23.

“It’s important to point out that there are limitations to the science here,” Mackie said. “Many of the chemicals used in e-cigarettes have not been tested for their health impacts… It’s not known how e-cigarettes are causing these health concerns.” But he stressed that there was “no other potential cause [for the illness] identified other than vaping.”

“The use of these products is escalating, especially by high school-aged youth, which is a major concern for us,” Linda Stobo, the manager of chronic disease and tobacco control at the Middlesex-London Health Unit, said at the press conference.

Stobo cited a study by Professor David Hammond of the University of Waterloo that found vaping among Canadian youth ages 16-19 increased 74% between 2017 and 2018.

Israel’s Election Has Ended in Deadlock. Here’s What Could Happen Next

Israel’s second election in fewer than six months has ended in political deadlock, leaving Prime Minister Benjamin Netanyahu facing an uncertain future and paving the way for protracted coalition negotiations. As the official count filtered in on Wednesday, no side emerged with a clear path to government.

“The era of Netanyahu is over,” claimed one opposition lawmaker as exit polls emerged Tuesday night. But while the prime minister is down, he’s not yet out. As pre-election polls had predicted, Netanyahu’s right-wing Likud party together with allied right-wing nationalist and religious parties fell well short of securing the 61 seats required for a parliamentary majority. But so did his principal opponent Benny Gantz, who leads the nominally centrist party Blue and White. With 91% of the votes counted, Blue and White had 32 seats, with Likud on 31. It remains to be seen which of the two leaders Israel’s President Reuven Rivlin, who occupies a largely ceremonial role, will ask to form a coalition.

Both, predictably, claimed they could. “In the next few days, we will begin negotiations to form a strong, Zionist government and in order to avert a dangerous, anti-Zionist government,” a weary looking Netanyahu told supporters in the Likud headquarters late Tuesday night. In Tel Aviv, Gantz said his party would “act to form a broad unity government that will express the will of the people.”

With Israel now set for coalition negotiations all options are on the table, including a third election. Here are some of the scenarios that might emerge in the coming weeks.

A “National Unity” Government

The most likely outcome, although it’s far from assured would be a so-called government of national unity, bringing together the two largest parties, and possibly others across the political spectrum. Gantz and secular nationalist party leader Avigdor Lieberman — who, as polls predicted, has emerged as a kingmaker — have both expressed their preference for a liberal national unity government. It would revolve around a partnership between Likud and centrist Blue and White, with or without Lieberman’s party, Yisrael Beiteinu.

There are several obstacles: the largest being Gantz’s vow not to sit in a government with Netanyahu, citing three looming corruption charges on which Israel’s attorney general has said he would indict Netanyahu, pending a hearing. Over the coming weeks Netanyahu is expected to pull out all the stops to persuade Gantz to rescind on his promise. On Wednesday evening, a senior member of Likud said the door was open for negotiations with Gantz, provided he drop his demand for the party to abandon Netanyahu.

Likud jettisoning Netanyahu is a remote possibility but there is unlikely to be any talk of a putsch until the implications of the election results are clearer. For now, the party Netanyahu has molded in his image has vowed to stick with its leader.

Political deadlock and a third election

Israel’s President Reuven Rivlin will soon decide whether to give Gantz or Netanyahu the first shot at forming a government. Given the latter’s failure to do so in May, and Blue and White’s marginal lead at the latest count, Gantz seems the likelier bet, Israel’s Haaretz suggests. Whomever is given the mandate would have 28 days to form a government, with the option to ask for a short extension.

Should Blue and White and Likud remain in political deadlock, and both sides thwart each other’s attempts to form a government, Israelis could be forced to vote in yet another election early next year.

A Center-left Government with Ultra Orthodox support

Even in a coalition with center left Labor-Gesher, former Prime Minister Ehud Barak’s left wing Democratic Union, and with a potential support arrangement with Israel’s Joint List — a political alliance of the main Arab-dominated parties in Israel that now comprises the third largest party in Israel’s parliament — Gantz would be short of a governing majority.

A center-left alliance passing the 61-seat threshold, then, would require Ultra Orthodox parties that traditionally ally with Netanyahu to instead sit with Blue and White, Labor-Gesher and the Democratic Union. The Haredim have worked with Labor governments in the past, but the probability they will do so without Blue and White making unpalatable concessions is slim. On Wednesday, local media reports, one of the two main Ultra Orthodox parties had already vowed to stand with Likud “all the way.”

A Right-Wing Government With Lieberman or Labor-Gesher support

Both would require major about faces from their party leaders. Netanyahu’s former right hand man Lieberman sunk the prime minister’s chances of forming a government in May when he made joining his coalition conditional on the passage of a bill that would withdraw Ultra Orthodox students’ exemption from serving in Israel’s military. Lieberman’s power has increased from five Knesset seats in April to at least eight. Although Netanyahu’s vulnerability to corruption charges has led some to speculate he may offer Lieberman a split Prime Ministership, the Yisrael Beiteinu leader’s largely secular base would regard concessions to the Ultra Orthodox — whose support Netanyahu also needs — as a betrayal. In a post election speech, Lieberman doubled down on his resolve to pass the mandatory military service bill and called a unity government “the only option.”

There were rumors in the run up to the election that Labor-Gesher chairman Amir Perez could be convinced to cross the aisle. But doing so would torpedo the legitimacy of what was once Israel’s largest party. Perez has vowed not to sit in a coalition with Netanyahu — and recommitted to that vow on Wednesday: “you have nothing with which to entice us,” he said in a statement address to Netanyahu.

While the Prime Minister may yet find a way to endure, his bid to offer the hard right annexation of Palestinian territories in exchange for their support on immunity from criminal prosecution is all but dead.

 

Graeme Gibson, Canadian Author and Margaret Atwood’s Longtime Partner, Dies at 85

Graeme Gibson, the Canadian author of books including Five Legs and Perpetual Motion and longtime partner of author Margaret Atwood, has died. He was 85.

His publisher, Penguin Random House, announced his death in a press release Wednesday.

Atwood said in a statement that her longtime love “went out on a high.”

“We are devastated by the loss of Graeme, our beloved father, grandfather, and spouse, but we are happy that he achieved the kind of swift exit he wanted and avoided the decline into further dementia that he feared. He had a lovely last few weeks, and he went out on a high, surrounded by love, friendship and appreciation. We are grateful for his wise, ethical, and committed life.”

The Handmaid’s Tale author recently told TIME for its Sept. 3 cover story that she became a caretaker to Gibson while he battled dementia, bringing him to doctor’s appointments while completing her latest novel, The Testaments, a sequel to her acclaimed dystopian best-seller.

The literary couple met in writing circles in the 1970s they lived together in Toronto until his death. Although the two never married, they had a daughter together, Eleanor Jess Atwood Gibson, in 1976. Gibson previously had two sons — Matthew and Grae Gibson — with Shirley Gibson.

Gibson was born in London, Ontario, in 1934. His first book, Five Legs, was published in 1969. He went on to pen fiction books including Gentleman Death and Communion and non-fiction books including The Bedside Book of Birds and Eleven Canadian Novelists — which featured an interview with Atwood herself. His final book, The Bedside Book of Beasts, was published in 2009.

He was a founding member of multiple writers’ organizations, including the Writers’ Trust of Canada, PEN Canada and Writers’ Union of Canada, which created the Graeme Gibson Award in 1991 to honor “varied and remarkable contributions” to improve circumstances for Canadian writers.

The author’s passion for literature was only matched by his love for birds. He served as a council member of the World Wildlife Fund Canada and also served, with Atwood, as BirdLife International’s Rare Bird Club’s Joint Honorary President.

With a shared love of literature and birding, Gibson and Atwood remained close in their decades together, as noted in a 2017 New Yorker profile of Atwood, which also confirmed his early dementia diagnosis and their shared support for Canada’s dying-with-dignity movement.

Saudi Arabia Says Iranian Missiles and Drones Hit Oil Facilities

(RIYADH, Saudi Arabia) — Saudi Arabia alleged Wednesday that Iranian cruise missiles and drones attacked the heart of the kingdom’s oil industry, showing journalists the remains of the weapons while stopping short of directly accusing Iran of launching the assault. Iran denies being involved and has threatened the U.S. it will retaliate “immediately” if Tehran is targeted over the attack, which was claimed by Yemen’s Houthi rebels.

The news conference by Saudi military spokesman Col. Turki al-Malki comes after a summer of heightened tensions between Iran and the U.S. over President Donald Trump unilaterally withdrawing America from Tehran’s 2015 nuclear deal with world powers.

While the U.S. has said Iran was behind the attack on Saudi oil installations this weekend, al-Malki made a point not to directly accuse Iran of firing the weapons or launching them from inside of Iranian territory. The kingdom has sought help from international investigators and the United Nations, both lengthening the probe and internationalizing its conclusions.

“The attack was launched from the north and was unquestionably sponsored by Iran,” al-Malki told journalists.

By stopping short of saying the missiles were launched from Iran, the kingdom potentially avoids a response that could lead to war among the heavyweight countries of the region and international superpower, the United States. However, not retaliating to the strikes also carries the risk of leaving Saudi Arabia exposed to continued attacks.

The news conference took place with a backdrop of broken and burnt drones and pieces of one cruise missile allegedly collected from the attacks.

Al-Malki described the drones as “delta wing” models, which looked like large triangles. The cruise missile had a small jet engine attached to it, he said.

Eighteen drones and seven cruise missiles were launched in the assault, Al-Malki said, with three missiles failing to make their targets. He said the cruise missiles had a range of 700 kilometers (435 miles), meaning they could not have been fired from inside Yemen. He played surveillance video he said showed a drone coming in from the north.

“This is the kind of weapon the Iranian regime and the Iranian IRGC are using against the civilian object and facilities infrastructure,” he said, using an acronym for Iran’s paramilitary Revolutionary Guard.

Iran sent a note to the U.S. via Swiss diplomats in Tehran on Monday, reiterating that Tehran denies being involved in the Saudi attack, IRNA reported. The Swiss have looked after American interests in Tehran for decades.

“If any action takes place against Iran, the action will be faced by Iran’s answer immediately,” IRNA quoted the note as saying. It added that Iran’s response wouldn’t be limited to the source of the threat, suggesting it would inflict damage beyond what it had suffered.

IRNA separately reported Wednesday that Iran’s first delegation for the annual U.N. General Assembly meeting had not left Iran because the U.S. has yet to issue them visas. Foreign Minister Mohammad Javad Zarif was to travel to New York on Friday, with Iranian President Hassan Rouhani following Monday, according to the agency. The U.N. meeting had been considered as an opportunity for direct talks between Rouhani and Trump.

As the host of the U.N.’s headquarters, the U.S. is mandated to offer world leaders and diplomats visas to attend meetings there. But as tensions have risen, the U.S. has put increasing restrictions on Iranians like Zarif. Since becoming Iran’s president in 2013, Rouhani has spoken each year at the General Assembly.

The U.S. State Department did not respond to requests for comment Wednesday. Trump separately tweeted: “I have just instructed the Secretary of the Treasury to substantially increase Sanctions on the country of Iran!” He did not elaborate, and Treasury officials could not immediately be reached.

India's consumer goods industry could post its slowest pace of revenue growth in a decade and a half this financial year, Credit Suisse said, even as category leaders Dabur and Godrej Consumer sounded more optimistic about sales revival in the second half of FY20.Liquidity constraints and lower farm incomes will likely affect revenues at India's leading consumer companies, which Credit Suisse said had harnessed savings from the GST rollout and fuel costs to expand operating margins and earnings over the past few years."Despite the slowdown over FY16-19, FMCG companies grew their earnings faster by expanding margins from levers like the fall in crude prices and GST savings," Credit Suisse said in a report on the consumer sector. Given the lower penetration rates in many FMCG categories, we believe that the headroom for growth is tremendous."Furthermore, most analysts said that larger companies can negotiate the broader economic slowdown better than smaller and regional ones. "FMCG industry growth has slowed over the last two quarters and is likely to be modest even in Q2. However, given the fact that larger FMCG companies have gained market share from smaller players, the impact of the slowdown has hit larger players to a lesser extent," wrote Harit Kapoor and Bhakti Thacker of Investec in an investor note factoring an 11% average earnings growth for its FMCG coverage, despite estimated average revenue growth at 8.1% for FY20."We are hopeful of seeing the green shoots of revival in the coming quarters with benefits of a likely fiscal stimulus reaching rural consumers," said Lalit Malik, chief financial officer, Dabur India, which plans to increase its reach to 55,000 villages by March next year. "We are also expanding our product basket in the rural market by way of newer low-unit packs to feed these markets and push demand growth."Nielsen revised down its sectoral forecast for 2019, estimating growth in the 9-10% range, compared with its previous projection of 11-12%. The research firm, however, expects food categories to grow at a higher rate of 10-11%.Over the past decade, sales of branded daily needs in the nation of 1.3 billion people have increasingly relied on the rural hinterland, home to more than 800 million people, whose purchase behaviour is largely linked to farm output.India's farm economy has been under strain. Zee's boss can't sell co's unpledged shares

MUMBAI: A Delhi High Court-appointed arbitrator has asked Essel Group chairman Subhash Chandra not to sell his unpledged stake in Zee Entertainment Enterprises (ZEE) till next month in an ongoing dispute with Indiabulls Housing Finance over default in repayment of loans worth Rs 200 crore.The order, passed by Justice Badar Durrez Ahmed (Retd) on August 28, restrains Chandra from selling, directly or indirectly, shares of ZEE till October 16, the date of the next hearing. The order exempts ZEE shares already pledged with nonbanking finance companies and mutual funds but is likely to complicate matters for these lenders as they seek to recover their money.Essel Group has certain claims against Indiabulls Housing Finance and likewise Indiabulls Housing Finance also has certain claims against Essel Group, said an Essel Group spokesperson."The mentioned stay issued by the Hon'ble Arbitrator has not been received by Essel Group as yet. The same will be reviewed by Essel Group once received, before making any further comments", he added.Emails sent to Indiabulls Group did not elicit any response till the time of going to press."Considering the totality of circumstances at this stage and to balance and protect the rights of the parties, I feel that it would be appropriate to pass an order restraining the respondent (Subhash Chandra) from creating any third party rights, selling, encumbering, alienating, transferring or disposing of in any manner whatsoever any of the assets/properties mentioned by the respondent in the affidavit which has been filed," the order stated."It would also be necessary to pass an order restraining the respondent from directly or indirectly divesting his shareholding, if any, in ZEEL (Zee Entertainment Enterprises Ltd). However, this would relate only to shares which are not pledged or encumbered with mutual funds/banks/NBFCs or other financial institutions and in which no third party rights had been created prior to the deed of guarantee dated 05.12.2018," it said.The Essel Group, which owns ZEE, had reached an agreement in January under which the lenders agreed not to sell the Zee Entertainment shares pledged with them till September 30 and gave Essel time to find a buyer for a portion of Chandra's stake.Earlier this month, the Essel Group transferred Rs 4,000 crore to lenders after selling 11 per cent of the promoter stake in ZEE to Invesco-Oppenheimer. The group was also in discussions with other buyers to sell another 7-8 per cent stake and repay the lenders in full.That process may get complicated now with the arbitrator's order. The promoter stake in ZEE is now reduced to 25 per cent after the deal with Invesco-Oppenheimer, of which 52 per cent is pledged. The deal with mutual funds and other lenders stipulates that Essel repay all loans by the end of this month. Since the unpledged shares of ZEE can't be sold, Essel will have to work with prospective buyers and lenders on finding a solution that satisfies everybody. One of the possibilities include lenders getting repaid and removing the pledge, thereby enabling buyers to get unencumbered shares. The promoters can then bring down the debt though their stake becomes even smaller in the company. The Essel Group's 25 per cent stake is now worth Rs 8,051 crore while the debt with mutual funds and other lenders is more than Rs 5,000 crore.Indiabulls had moved the Delhi High Court in December 2018 after Essel promoter firms defaulted on repayment of loans.

RBI drops a data bomb on fintech firms

BENGALURU | MUMBAI: The Reserve Bank of India has ordered commercial banks and non-banking lenders to stop providing unregulated entities access to consumer data held by credit bureaus, dealing a blow to scores of fintech startups that have based their business models on such information.In a letter to banks and NBFCs, the central bank said it noticed that they had appointed agents and permitted them to access the database of credit information companies. Such actions are against the Credit Information Companies (Regulation) Act, 2005 (CICRA), it said and warned of penalties if any of the regulated entities violated its order.The RBI also asked all lenders to inform it within 15 days of the measures they had taken to curb this practice.ET has seen a copy of the letter. The central bank did not respond until press time Wednesday to an email seeking comment.Meeting with heads of credit companiesAs per the Credit Information Companies Regulation Act, banks and NBFCs are mandated to report every retail loan to all the four credit bureaus and keep them updated on the repayment behaviour of the consumer. This allows other lenders to use this data and evaluate the customers before issuing any loans. Banks and NBFCs are expected to keep the data in confidence, according to RBI's outsourcing policies for them.As per the current practice, banks partner with fintech marketplaces and institutional agents and give them authorisation to access the data directly from credit information companies, without seeking the consent of the customers. 71194511 "This was the interpretation of the CICRA under the purview of which banks and credit bureaus were operating," said a person in the know. "This kind of outsourcing model has been prevalent for a few years. These agents include online marketplaces, IT companies, analytics firms and institutional agents."The practice came to light during the annual audits of some banks, the person said.The RBI sent the letter to all banks on Monday, said this person. On Tuesday, representatives of the central bank met the heads of the four credit information companies — TransUnion CIBIL, Equifax, Experian and CRIF High Mark — seeking information about the practice."The RBI sought clarity on the provisions under which the data was being shared under CICRA," said a senior executive at one of the companies. "The practice had been happening for a few years. We made our positions clear to the RBI."Industry insiders ET spoke to said this move could radically affect the business models of fintech companies, since many of them were relying on the data to evaluate customers while they applied for loans through them. Online marketplaces, such as SIDBI's PSB Loans in 59 Minutes platform, could be impacted due to the restriction, they said."This will be a major blow to the sector. Though we rely a lot on non-financial data sources, we do take bureau data as one of the information points. Now we will not have any visibility on the past credit behaviour of the customer," said the founder of a lending marketplace, who did not wish to be named.The RBI order could, however, benefit the startups that have moved away from the pure-play loan sourcing business and are taking exposure on their own books. One such company, MoneyTap, has recently secured its own NBFC lending licence, ET had reported. Several other players have also either applied or are planning to apply for lending licences.

Instead, it has slipped a notch to seventh place as a collapse in consumption slowed gross domestic product growth to the weakest in six years. External shocks from trade wars to surging oil prices are exacerbating that pain.Troubled by the grim prospects, the central bank has lowered interest rates to a nine-year low and Governor Shaktikanta Das wants other stakeholders -- from the government to banks to the private sector -- to step up. But with Finance Minister Nirmala Sitharaman facing lower revenue prospects that threaten her budget gap goal, the heavy lifting on stimulus appears to lie with the Reserve Bank of India.Das may be able to ease a financing squeeze, but it'll take delivery on big bang reforms to unlock the productivity gains needed to power the economy toward Modi's goals. While his return to office this year with a bigger mandate stoked expectations among investors for bolder reforms, that hope is fading 100 days into his second term as global investors head for the exit.Unemployment at a 45-year high has hurt demand for everything from soaps to 7-cent cookies, while car sales have slumped the most on record and new investments have been sluggish as a lingering shadow banking crisis curbs lending. "One has to boost aggregate demand and one of the ways of doing that is by lowering rates."Another way is by attracting large dollops of foreign investments into fresh projects and be part of trading blocs like the Regional Comprehensive Economic Partnership. While India has jumped in the ease of doing business rankings, it has not been enough to attract significant foreign capital to become part of global supply chains despite some initial hopes that businesses might relocate to shield themselves from the ongoing U.S.-China trade war.While Modi has seen through far-reaching reforms -- giving RBI an inflation targeting mandate, introducing a nationwide consumption tax and passing an insolvency law -- in his first term, he's fallen short of overhauling the banking system. Besides, large parts of the economy are yet to recover from his decision to ban high-value bills in 2016."Investors should await clarity in the coming months on what steps the government will take to ease labor laws, reform the banking system and privatize state-owned enterprises," said Amitabh Dubey, an analyst at TS Lombard."But at the same time they should be prepared for a continuation of past policies: namely, a mix of reform, state control and populism."

Air India may lower prices of its properties to draw more buyers

By Faizan HaldarNEW DELHI: Air India could slash by as much as a quarter the base price of real estate assets including plots, apartments and a commercial tower it plans to auction, officials at the staterun airline said.Two years ago, the national carrier had put on the block as many as 111 properties with a cumulative price tag of Rs 9,500 crore, hoping to monetise assets to reduce its mounting debt. It has so far managed to sell only 32 of those, raising about Rs 1,000 crore, the officials said.In fact, several properties have been put on sale multiple times since, but failed to attract bidders even at the base price. For instance, it recently cut the price of a 2,000-square-metre plot in Mumbai's Pali Hill, after trying to auction it six times for Rs 200 crore. The base price of a bungalow in Nairobi will also be reduced as it could not fetch any buyer so far."Because of the slowdown, we have noticed that even prime properties are not finding buyers at the rate we are bidding," said an Air India official. "The Mumbai's property is at a prime location, and despite reducing the price by 25%, it could not find a buyer. We will have to see what to do next … a property in Amritsar was sold at the sixth attempt."It has found success overseas though, with the sale of properties in Tokyo, Hong Kong, London and Mauritius. An office space in London was sold at Rs 45 crore, while flats in Tokyo and Hong Kong were sold to India's Ministry of External Affairs. A group of ministers is scheduled to meet on Thursday to discuss the disinvestment.Prime infrastructure such as Air India's Mumbai's Nariman Point building and a 30-acre housing society in Delhi will be given to the government and the proceeds will be used to reduce debt."The land of the Vasant Vihar housing complex has been handed over to the Ministry of Urban Development and, similarly, all the major transactions will happen within the government," said the official. "We don't want any controversy later and that is why we keep the base price higher than market price to avoid allegations of selling it at lower rate," he said, suggesting that the price would still be above market rates.71193889 "There is a committee which decides on lowering the rate in case the property is not finding any buyer," said Air India spokesperson Dhananjay Kumar. "Based on the recommendation, the call is taken whether to reduce it by 10% or more. In some cases, the property is sold when the rate is reduced by 10%."In 2011-12, the government prepared a turnaround plan for Air India and had tasked it to sell properties worth Rs 500 crore every year. Most of the transactions have happened in last two years and before the start of the process to sell its own stake, the airline wants to get rid of most of the properties.Air India had debt of Rs 59,000 crore on its books, of which the government transferred Rs 29,400 crore last year to Air India Asset Holdings, a special purpose vehicle (SPV) that houses the debt and assets of the national carrier. The government is repaying the debt through government-guaranteed bond issues in three batches. It is also looking at an option to further reduce the remaining debt of Rs 30,000 crore by half. The money generated from property sale will also go to the SPV.The airline had posted a net loss of Rs 8,400 crore in 2018-19.Air India has been issuing auction notices relating to properties it owns across the country, including the iconic 23-story building located in Nariman Point in Mumbai.In June, it sold 23 properties in 14 cities in India, including a holiday home at Lonavala and flats is Delhi's Asiad Village. Last year, properties in Mumbai, Bengaluru and Ahmedabad, and land in Kolkata, Pune, Bhuj, Goa, Gwalior, Thiruvananthapuram and Nashik were sold.

Airfares rise only a tad this festive season

MUMBAI: Airfares for the upcoming festival season starting October have inched up from their lows in September and are also higher than the same time last year, said airline and travel company executives. But a creeping slowdown in demand for travel will keep the fares reined in compared with the high levels of April-June when the grounding of Jet Airways led to a capacity shortage that set ticket prices soaring, they said."Year on year, the current bookings for this year's travel during the festive season (Diwali + Dusshera) is about 6% higher than last year," said Balu Ramachandran, head of air travel business at travel portal Cleartrip.A spokesperson at Makemytrip said the portal's data shows a 5% increase in travel bookings as well as fares for the Diwali season.But airline executives sounded less optimistic. "I am seeing a direct correlation between fares and loads/bookings," said a senior airline executive."For those who have raised fares, bookings have dropped. For those that have kept fares low, bookings may be higher but still not higher in revenue terms. I see an overall weakening of revenue environment compared with the April-June period," he said.Jet stopped operating on April 17, running out of funds and unable to raise money to stay afloat. Its gradual cutting of flights and ultimate stoppage of operations took out more than 500 daily flights from the system and created a shortage of capacity.Fares were up by more than 25% in May, a trend that sustained through the summer and into August. By that time, airlines were temporarily allocated most of the slots of Jet Airways. Capacity started being deployed and fares slumped in September.An overall negative sentiment has weakened consumption in India, a trend seen especially in a slowdown in the automotive sector. There are fears that this will be spread to the air travel industry, especially in the leisure segment."In September, you are getting fares between Delhi and Mumbai for Rs 2,500. This one month has wiped out majority of the gains made in the previous months. We can only hope that the festive season will be healthier in terms of yields," said a second senior executive at a low fare carrier.

Colgate is stepping up its marketing initiatives and outreach at a time when competitive intensity, especially from Patanjali, is waning.As part of its strategy to expand the natural toothpaste portfolio, Colgate is now launching India's first black toothpaste with bamboo charcoal. Although Colgate India has been present in the natural segment, this would allow it to directly compete with Patanjali's toothpaste range for the first time.Analysts attending a recent meet with Colgate's management have all turned bullish on the stock. It is trading at earnings multiple of 45 times. In contrast, HUL, Nestle, Dabur and Marico are trading at more than 50 times.

Equity mutual fund fees in India among most expensive in world

That's higher than all 26 countries in the study except Canada, Italy and Taiwan. India's rate for hybrid funds is 1.78%, more expensive than all but Germany and Canada.Overall, India's fee and expenses grade improved to average from below average in 2017, when Morningstar conducted its last survey. The upgrade follows the nation's moves to ban up-front commissions and cap investment charges, the report said."While still a small fund market relative to many others in this study, India's fund industry has seen rapid growth in assets under management," Morningstar said. This growth led the country's market regulator to "require managers to pass economies of scale back to investors through lower ongoing charges."71184732 Retail investors have been a force behind mutual funds' growing heft since Prime Minister Narendra Modi swept to power in 2014.
