Daily Mail: Chinese state media release footage of military vehicles gathering at the Hong Kong border and warn that Beijing's armed police can be mobilised to crack down on riots

* China's People's Daily released the clip on its social media account today
* It captures armoured vehicles entering a 'service area' one after another
* The post warned armed police are entitled to deal with 'riots and terror attacks'
* China today slammed Hong Kong protests and linked them to 'terrorism'
* Footage emerged after the city was rocked by another weekend of clashes
* Protesters rallied at the airport today and authority had to cancel all flights
* A Beijing military chief in Hong Kong previously said troops were ready

China's state-run newspaper People's Daily today released a video that appears to show military vehicles being mobilised to a mainland city bordering Hong Kong.

The clip captures armoured fighting vehicles entering a 'service area' one after another while other military vehicles were travelling on a highway.

The news outlet said the footage had emerged on social media today without commenting on its authenticity.

However, the paper warned that Chinese law gives the country's People's Armed Police Force the right to deal with riots, chaos, serious violent incidents, terrorist attacks and other incidents regarding social security.

CNN: Allegations of sexual assault, cocaine use among SEAL teams prompt 'culture' review

Washington (CNN)In the wake of several high-profile scandals, including allegations of sexual assault and cocaine use against Navy SEAL team members, the four-star general in charge of all US special operations has ordered a review of the culture and ethics of the elite units.

"Recent incidents have called our culture and ethics into question and threaten the trust placed in us," Gen. Richard Clarke, head of Special Operations Command, said in a memo to the entire force.

While the memo did not mention specific incidents, it comes after an entire SEAL platoon was recently sent home from Iraq following allegations of sexual assault and drinking alcohol during their down time -- which is against regulations.

Another recent case involved an internal Navy investigation that found members of SEAL Team 10 allegedly abused cocaine and other illicit substances while they were stationed in Virginia last year. The members were subsequently disciplined.

The U.S. Navy might not have any choice but to buy more of its venerable Arleigh Burke-class destroyers. It's a risky proposition.

Delays in designing a new large surface combatant, or LSC, could compel the fleet to develop yet another version of the Burke, which has been in production in a succession of increasingly capable -- and heavy -- variants since the late 1980s.

Budgetary pressure and uncertainty about the LSC's design "are forcing the service to think about what the Arleigh Burke program will look like beyond the current multi-year contract for the Flight III configuration," USNI News reporter Megan Eckstein reported, citing the Navy's program executive officer for ships, Rear Adm. Bill Galinis.

The US Navy plans to install mechanical throttles in their guided missile destroyers after touchscreen controls were met with overwhelming criticism from the fleet

Daily Mail: US Navy to revert back to old-fashioned mechanical throttles after touchscreen controls contributed to 2017 crash which killed 10 sailors on USS John S McCain

 * A fleet survey revealed overwhelming opposition to the cutting-edge displays
 * Sailors may not be receiving sufficient training to use the complex interfaces
 * Throttle control confusion led to the McCain turning into another ship's path
 * Physical throttles will be installed in all guided missile destroyers from next year

The US Navy plans to install mechanical throttles in their guided missile destroyers after touchscreen controls were met with overwhelming criticism from the fleet.

The complex interfaces — coupled with poor training — contributed to the collision between the U.S.S. John S. McCain and the oil tanker Alnic MC in August 2017.

Sailors at the navy destroyer's helm lost control of the ship, which sailed into the path of the tanker. The subsequent collision led to 10 fatalities and 58 injured.

The navy reported that the incident, off of the Singapore coast, flooded a number of compartments, 'including crew berthing, machinery, and communications rooms.'

Reuters: Majority of Britons support 'Brexit by any means' - poll

LONDON (Reuters) - A majority of Britons believe Prime Minister Boris Johnson must take Britain out of the European Union "by any means", even if that involves suspending parliament, an opinion poll conducted for the Daily Telegraph said on Monday.

Johnson has promised to lead Britain out of the EU on Oct. 31 regardless of whether he manages to secure an exit deal with Brussels, despite many in parliament being opposed to leaving without a deal.

A ComRes opinion poll showed 54% of respondents said they agreed with the statement: "Boris (Johnson) needs to deliver Brexit by any means, including suspending parliament if necessary, in order to prevent MPs (Members of Parliament) from stopping it."

Johnson is seeking a deal with the EU but has not ruled out suspending parliament to prevent lawmakers' attempts to block a no-deal exit.

U.S. - Taliban Talks End Without A Deal

Al Jazeera: US-Taliban talks end without deal, both sides to consult

Two sides have been negotiating in Doha for agreement that would see the US withdraw its troops from Afghanistan.

The latest round of talks between the Taliban and the United States has ended without any signs of reaching a peace deal for Afghanistan, as both sides said they would consult their leaderships on the next steps.

The eighth round of talks, which began in Qatar's capital on August 3 and focused on technical details, ended in the early hours of Monday.

Neither side provided details of the outcome of the discussions in Doha, but US envoy Zalmay Khalilzad called them "productive" and Taliban spokesman Zabihullah Mujahid described them as "long and useful".

SCMP: Beijing warns of 'signs of terrorism' in violent unrest in Hong Kong

* China's top policy office on the city reiterates support for police, saying a 'critical moment' has been reached
* Hong Kong and Macau Affairs Office also vows to crack down on violent crime with 'iron fist'

Beijing on Monday warned that escalating violence by anti-government protesters in Hong Kong, especially against the police, was showing "signs of terrorism" and reiterated its support for the city's force to take resolute action to crack down on "rioters".

Yang Guang, a spokesman for the Hong Kong and Macau Affairs Office (HKMAO) under the State Council, read out a stern statement to Hong Kong media in Beijing, saying the city had come to a "critical moment" and vowing to clamp down on violent crime with an "iron fist".

In particular, the spokesman condemned as reckless petrol bomb attacks on police stations by protesters that left an officer injured on Sunday.

Reuters: Hong Kong airport grinds to halt; China likens protests to terrorism

HONG KONG (Reuters) - Hong Kong's airport halted flights on Monday, blaming demonstrators for the disruption, while China said the anti-government protests that have swept the city over the past two months had begun to show "sprouts of terrorism".

The airport authority said it was working with airlines to resume flights from 6 a.m. on Tuesday, but the developments raised the stakes sharply after a weekend of skirmishes during which both activists and police toughened their stances.

The precise trigger for the airport's closure was not clear, since protesters occupying the arrivals hall for four days have been peaceful. Most of them had left shortly after midnight, but around 50 remained, discussing their next move.

CNBC: We're here to deter Iran, not go to war: US military commanders in the Gulf

* U.S. military presence in the Gulf aims to deter Iran and augment stability the region, senior commanders told CNBC aboard the USS Abraham Lincoln on Sunday.
* The 100,000 ton aircraft carrier hosts a total of 44 different strike fighters as well as helicopters and other aircraft.
* The U.S. Navy's 5th Fleet is tasked with patrolling an expanse of about 2.5 million square miles of water, and has seen an increase in U.S. forces deployed to the area amid escalating tensions between the U.S. and Iran.

MANAMA — America's growing volume of military assets in the Persian Gulf is about deterrence, not war, senior Navy commanders told CNBC aboard the USS Abraham Lincoln.

"Our goal is not to go to war with Iran. Our deterrence seeks to add to stability in the region, freedom of movement, and trade," Capt. William Reed, the air wing commander on the carrier, told CNBC's Hadley Gamble over the weekend.

The U.S. aircraft carrier, currently in the North Arabian Sea, is a "great symbol of American presence in the Gulf, which in turn adds stability to the region," Reed added. He oversees 77 aircraft associated with the strike group.

Moscow Times/Reuters: Viral Clip of Russian Policeman Punching Young Woman During Protests Stirs Anger

Video footage of a Russian police officer punching a young woman in the stomach has stirred anger among many Russians who believe the authorities have used excessive force to disperse weeks of political demonstrations in Moscow.

The clip, filmed Saturday and later circulated online by Russian celebrities with millions of followers, shows the moment two helmeted riot policemen drag the woman, Daria Sosnovskaya, to a waiting police bus.

Sosnovskaya, 26, is seen struggling to break free and trying to trip up one of the police officers who responds by punching her in the stomach, prompting one of the reporters filming the incident to sarcastically call the policeman "a hero."

Warzone/The Drive: Something Big Seems To Be Going Down Near Area 51 This Weekend

Various pieces of information point to some important and secretive testing taking place in the Nevada Test and Training Range over the weekend.

The Nevada Test and Training Range (NTTR) seems to be hosting a significant test—or tests—of some sort this weekend, at least according to fragmented reports from various sources. Keep in mind, the nature of the topic makes attempting to draw any hard conclusions as to what exactly is afoot in the large swathes of cordoned off airspace that sit over southern Nevada a grossly speculative game that isn't really the purpose of this post. With that in mind, here is what we hearing.

A handful of interesting Notices To Airman (NOTAMs) had been published that identify distinct restricted areas within the NTTR that are being placed off-limits to any air traffic at any altitude. Keep in mind, these NOTAMs are for military aircrews, not wayward civilian planes or light aircraft trying to weave around the NTTR over the weekend when some of the Military Operating Areas (MOAs) may be "cold" (not in use). Twitter user Bryan Herbert, who keeps an eye on aerial happenings and breaking news events throughout the region, first posted about the NOTAM on August 8th.

Stars and Stripes: Army brigade uses mini drones for first time in Afghanistan

KABUL, Afghanistan — Members of the first Army infantry brigade to be issued pocket-sized drones are putting the devices to work in southern Afghanistan.

Paratroopers from the 3rd Brigade Combat Team, 82nd Airborne Division, used the Black Hornet Personal Reconnaissance System last week to support a foot patrol in Kandahar province, a statement by the division said.

Army photos of the patrol Friday show troops deploying at least one drone, which resembles a miniature helicopter, during a counterterrorism mission.

"The Black Hornet provided overhead surveillance for the patrol as it gauged security in the region and spoke to local Afghans about their concerns," the statement said, adding that paratroopers "routinely employ the system" to reduce combat risks.

New York Times: As U.S. Nears a Pullout Deal, Afghan Army Is on the Defensive

KABUL, Afghanistan — As the United States appears to be nearing a deal with the Taliban on pulling its troops from Afghanistan, the country's security forces are in their worst state in years — almost completely on the defensive in much of the country, according to local military commanders and civilian officials.

Afghan commanders vowed last year to take the offensive, rather than go on fighting a static "checkpoint war." But in most major battlegrounds, the bulk of the regular Afghan forces are still holed up in fortified bases and outposts. Most offensive operations have been left to small numbers of Afghan and American Special Operations soldiers, backed by both countries' air forces.

The woeful state of the regular Afghan forces has been widely seen as giving the Taliban a valuable edge in its negotiations with the United States, which have gone on for eight rounds in Doha, Qatar, and are believed to be near a conclusion. An announcement could come as early as Tuesday but also may be delayed, perhaps for weeks.

An analysis of more than 2,300 combat deaths of government forces, compiled in daily casualty reports by The New York Times from January through July, found that more than 87 percent occurred during Taliban attacks on bases, checkpoints or command centers. These numbers indicate that the Taliban can attack many such bases almost at will.

Conservative Argentine President Mauricio Macri suffered a resounding defeat in primary elections on Sunday.

The primary, in which presidential candidates from all parties take part, was won by his left-wing rival, Alberto Fernández.

Mr Macri, whose austerity measures have turned many voters against him, is hoping to win a second term in office in the presidential poll on 27 October.

But analysts say his chances of beating Mr Fernández now look very slim.

Conservative candidate and ex-prison chief Alejandro Giammattei has been elected president of Guatemala.

Preliminary results show he took 59% of the vote, while his centre-left opponent Sandra Torres won 41%.

Ex-first lady Ms Torres, who won the first round in June, was running for the third time, while Mr Giammattei was making his fourth attempt.

Shortly before being elected, Mr Giammattei said he wanted to change a controversial US migration deal.

He has been elected for a single four-year term, replacing outgoing President Jimmy Morales.

NPR: With Congressional Blessing, Space Force Is Closer To Launch

It started as a joke.

Early last year, President Trump riffed on an idea he called "Space Force" before a crowd of Marines in San Diego.

It drew laughs, but the moment was a breakthrough for a plan that had languished for nearly 20 years.

"I said maybe we need a new force, we'll call it the Space Force," Trump said at Marine Corps Air Station Miramar in March 2018. "And I was not really serious. Then I said, 'What a great idea, maybe we'll have to do that.'"

But now, under a new name and with Congress' support, Space Force is closer to becoming a new military reality. It would be the first new military service in more than 70 years.

The Hill: Russia: Small nuclear reactor involved in explosion that killed five scientists

A small nuclear reactor was involved in the failed missile test last week that ended in an explosion killing five scientists, Bloomberg News reported Monday.

The institute they worked for is developing small-scale power sources that use "radioactive materials, including fissile and radioisotope materials" for the Defense Ministry and civilian uses, Vyacheslav Soloviev, scientific director of the institute, said on local TV, according to the news outlet.

The scientists were national heroes and the "elite of the Russian Federal Nuclear Center," institute Director Valentin Kostyukov said in the video obtained by Bloomberg.

Ukraine has protested to Russia after a leather-clad President Vladimir Putin visited the annexed Crimean peninsula to attend a bikers' festival.

Its foreign ministry described Saturday's visit as a "blatant violation of Ukraine's sovereignty".

Ukraine said attempts by Moscow and its media to present such visits as routine were "pathetic".

Crimea was annexed from the Ukraine in 2014, triggering a wave of ultra-patriotism in Russia.

Flights Canceled for a Second Day as Protesters Reoccupy Hong Kong’s Airport

Demonstrators invaded the terminal building at Hong Kong International Airport for a second day Tuesday, forcing the cancellation of all flights out of the restive territory from the late afternoon.

Scuffles broke out earlier in the day as black-clad protesters physically blocked and pushed back against travelers attempting to pass from the departure level through to security and immigration check points.

“We’re supposed to be home right now,” said Sehem, a 23-year-old medical student trying to return to Europe. “We’ve been in the airport for more than 24 hours, we’re super tired, we just want to go see our families—and we have exams in ten days. We need to get home and study.”

Many passengers vented their anger at airline staff. One man screamed “I want to go home!” at an airline representative. When protesters complained about being unable to reach the departure gates, protesters chanted “Blame the government!”

The latest cancellations come a day after protesters brought one of the world’s busiest airports to a standstill, forcing the grounding of all arrivals and departures from mid-afternoon Monday and leaving hundreds of travelers stranded.

Hong Kong’s political crisis began in June as a series of peaceful marches against a now-suspended bill that would have allowed the extradition of criminal suspects to mainland China from the semi-autonomous enclave for the first time. But the movement has since snowballed into a push for greater political freedom and self-determination for the former British colony. Protesters also seek the ouster of Hong Kong’s unpopular top official, the exoneration of all those arrested during demonstrations, and an independent inquiry into how the police handle protests, which are frequently marred by violent clashes.

A three-day airport sit-in was scheduled to end on Sunday, but police actions at protests in downtown Hong Kong that evening caused widespread anger and prompted thousands to head back out to the airport on Monday and renew their occupation of the terminal building in protest.

Videos circulated online showed police on Sunday apparently firing crowd-control weapons at protesters at close range in enclosed spaces, like subway stations. One young woman, believed to be a medic, was reportedly blinded after being hit in the eye with a projectile.

“What happened on Sunday [night], the violence, made many people furious about the abuse of power,” Iris, a 28-year-old protester and a teacher, told TIME on Tuesday. “We don’t think [yesterday’s airport protest] was enough. This is just the start, a lot of people are at work. Later there will be more coming out.”

The intensifying unrest has sparked stern condemnation from Beijing. Speaking at a press conference Monday, Yang Guang, China’s top policy official for Hong Kong and Macau, accused “radical protesters” of committing serious crimes and “starting to plant the seeds of terrorism.”

More than 120 airlines use Hong Kong Airport, connecting the city to some 220 destinations. The facility handled nearly 75 million passengers in 2018 and 5.1 million tonnes of cargo and mail, playing a crucial rule in Hong Kong’s economy.

Speaking at an aviation forum in China in May, Hong Kong’s Secretary for Transport and Housing, Frank Chan Fan, said “The direct, indirect and associated economic contributions of the Hong Kong International Airport [add up to] five per cent of Hong Kong’s GDP.”

For protesters, that makes the facility a strategic target.

“I hope flights get cancelled today because we should destroy the Hong Kong economy unless the Hong Kong government responds to our … demands,” said 21-year-old Tang. “We are here to tell everyone we can’t let the Hong Kong police abuse our citizens.”

He said protesters would return tomorrow and every day until their demands were met.

Some passengers expressed support for the protests, despite the inconvenience to themselves.

“I support what they’re doing, there’s truth to what they’re saying. They’re safe in the airport, [where] the police can’t do what they did in the streets of Hong Kong and in the metro. They have a right to do this,” said a 29-year-old Romanian traveler, Daniela, who was attempting to return to her home in Paris.

Others were simply philosophical. Alejandro, 33, was at the airport trying to fly to Jakarta for business. “I’m from Puerto Rico,” he said. “I’m used to this.”

U.N. Investigating 35 North Korean Cyberattacks in 17 Countries

UNITED NATIONS — U.N. experts say they are investigating at least 35 instances in 17 countries of North Koreans using cyberattacks to illegally raise money for its nuclear program — and they are calling for sanctions against ships providing gasoline and diesel to the country.

Last week, The Associated Press reported that North Korea illegally acquired “as much as two billion dollars” from its increasingly sophisticated cyber activities against financial institutions and cryptocurrency exchanges, quoting the experts’ summary.

Their lengthy report, recently seen by AP, reveals that neighboring South Korea was hardest-hit, the victim of 10 cyberattacks, followed by India with three, and Bangladesh and Chile with two each.

Thirteen countries suffered one attack — Costa Rica, Gambia, Guatemala, Kuwait, Liberia, Malaysia, Malta, Nigeria, Poland, Slovenia, South Africa, Tunisia and Vietnam, it said.

Missing Dentures Found Stuck in Man’s Throat 8 Days After Surgery

Here’s why it’s best to remove false teeth before surgery: You just might swallow them.

A medical journal is reporting the case of a 72-year-old British man whose partial dentures apparently got stuck in his throat during surgery and weren’t discovered for eight days.

The man went to the emergency room because he was having a hard time swallowing and was coughing up blood. Doctors ordered a chest X-ray, diagnosed him with pneumonia and sent him home with antibiotics and steroids. It took another hospital visit before another X-ray revealed the problem: His dentures — a metal roof plate and three false teeth — lodged at the top of this throat.

The man thought his dentures were lost while he was in the hospital for minor surgery.

How it happened isn’t exactly clear, but a half-dozen previous cases have been documented of dentures going astray as surgical patients were put to sleep.

Placing a tube in a patient’s airway can push things where they don’t belong, said Dr. Mary Dale Peterson, an anesthesiologist at Driscoll Children’s Hospital in Corpus Christi, Texas.

Besides dentures, retainers, loose teeth and tongue piercings can cause problems, said Peterson, who is president-elect of the American Society of Anesthesiologists. Before a child’s surgery, she’ll pull a very loose tooth and tell the patient to expect a visit from the tooth fairy. “We can make a nice game of it.”

In the British case, after the dentures were removed, the man had several bouts of bleeding that required more surgery before he recovered. The journal article didn’t identify the man or the hospital involved.

What can be learned from this case? Doctors need to listen carefully to their patients and build a timeline of what happened rather than relying heavily on scans and tests, said Dr. Rui Amaral Mendes, an associate editor of BMJ Case Reports, which published the paper Monday.

For their part, patients should tell their doctors about mouth problems before surgery, said Mendes, an oral surgeon at Case Western Reserve University in Cleveland. That includes dentures, blisters and serious gum disease. Loose teeth could be knocked down the throat when tubes are put into the airway.

“Stay on the safe side,” he said. “Inform your physician of what’s going on in your mouth.”

Teen Fugitive Murder Suspects Die by Suicides: Canada Police

TORONTO — Canadian police said Monday they believe two fugitives suspected of killing a North Carolina woman and her Australian boyfriend as well as another man died in what appears to be suicides by gunfire.

The Manitoba Medical Examiner completed the autopsies and confirmed that the bodies found last week were indeed 19-year-old Kam McLeod and 18-year-old Bryer Schmegelsky. Both were found in dense bush in northern Manitoba.

McLeod and Schmegelsky were charged with second-degree murder in the death of Leonard Dyck and were suspects in the fatal shootings of Australian Lucas Fowler and Chynna Deese of Charlotte, North Carolina, whose bodies were found July 15 along the Alaska Highway about 300 miles (500 kilometers) from where Dyck was killed.

A manhunt for the pair had spread across three provinces and included the Canadian military. The suspects had not been seen since the burned-out car was found on July 22.

The bodies were found near Gillam, Manitoba. A police helicopter initially spotted a damaged boat along the Nelson River last week and a follow-up search in the area uncovered the items directly linked to the two in what was described as very tough terrain.

The separate discoveries of the three bodies the teens were believed to have killed shook rural northern British Columbia.

Schmegelsky’s father, Alan Schmegelsky, said earlier that he expected the nationwide manhunt to end in the death of his son, who he said was on “a suicide mission.”

McLeod and Schmegelsky grew up together on Vancouver Island and worked together at a local Walmart before they set off together on what their parents thought was a trip to Yukon for work.

McLeod and Schmegelsky themselves were originally considered missing persons and only became suspects later.

Police were investigating a photograph of Nazi paraphernalia allegedly sent online by one of the suspects. Schmegelsky allegedly sent photographs of a swastika armband and a Hitler Youth knife to an online friend on the video-game network Steam.

Alan Schmegelsky had said his son took him to an army surplus store about eight months ago in his small Vancouver Island hometown of Port Alberni, where his son was excited about the Nazi artifacts.

Alan Schmegelsky said he didn’t believe that his son identified as a neo-Nazi, but that he did think the memorabilia was “cool.”

DNA Tests Could Help a Father Find Out What Happened to His Wife and Kids. But Politics Stand in the Way

When Walid Khalil Murad drifts off to sleep, he can feel the warmth of his three small children in bed beside him. They are there in his dreams too, playing happily together. There is three-year-old Nishtiman, with eyes like her father’s and the same stubborn spirit, and his sons, Nashwan, 5, and Nashat, 6, all battling for a place on Murad’s lap. He can touch them, talk to them, and he is as happy as he has ever been.

Then Murad wakes up, and they are gone. Sometimes he cries. Sometimes he drinks. Sometimes he thinks about the life jacket that kept him afloat as he drifted away from the sinking boat just a few kilometers from the Greek coast, and how he wishes he had slipped it off and sunk to the bottom of the Aegean Sea along with everything he loved.

He tried to tug his life jacket off that cold, dark morning in December 2015, when he realized that the smuggler’s boat had gone beneath the waves with his family still trapped in the cabin. A friend shouted over the waves at him to stop — maybe the Greek coastguard would come soon, maybe his family would be saved, maybe they would have a happy life in Europe. But none of those maybes came true. Murad has never seen Nishtiman, Nashwan, Nashat or his wife Jinar again.

“I am lost,” says Murad, 34, who owned two shops in the Iraqi city of Sinjar before Islamic State fighters forced him to take his family and flee. He casts his sunken eyes to the ceiling and struggles to continue through the tears.

“Sometimes I talk to myself — I literally talk to myself — and say ‘maybe, just maybe, they are still alive’, then I say to myself immediately after that, ‘but the sea was very difficult, they did not have a chance.’”

There are many obstacles standing between Murad and the truth about what happened to his wife and children: chaotic record-keeping in countries where bodies wash up on beaches; an apathetic public; far-right governments with no interest in the plight of refugees. Now there is also some hope, not just for Murad but for the relatives of all the 21,000 people who have died or gone missing trying to cross the Mediterranean since 2011. After years of lobbying, an international organization has persuaded some countries to start work on identifying the dead using DNA technology – and finally giving their families some form of closure.

But behind this outwardly simple effort are layers of institutional and political complexities, which are threatening the future of the project before it has even properly started. In the meantime, Murad waits for news of his family, caught in limbo between hope and grief.

“I think it would have been better if I was with them,” says Murad, who eventually was resettled in Germany. “I find it very difficult to live this life.”

In a sparkling white building alongside a canal in the Dutch city of The Hague, scientists are at work. In this sterile, highly-regulated environment, test tubes and refrigeration units store bone fragments, blood samples, and other DNA samples from some of the most harrowing events of the last few decades.

Since its founding in 1996, the International Commission on Missing Persons (ICMP) has quietly pioneered some of the most advanced DNA identification technology in the world. It began work at the request of President Bill Clinton to try and identify the 40,000 people missing in the wars in the former Yugoslavia. In the last two decades, it has put a name to 70% of those victims, and its work on that conflict continues. In 2015, the ICMP moved its main office from Sarajevo to The Hague — a city already home to other peace and justice-based institutions such as the International Criminal Court — reflecting the expansion of its work. Today, it employs more than 140 people and is called on for any event where large numbers have gone missing – Hurricane Katrina, the 2004 Asian tsunami, the MH17 crash over Ukraine, the California wildfires, and the recent wars in Syria and Iraq.

But its newest endeavor may be one of the hardest yet.

“It is unprecedented,” says Kathryne Bomberger, Director-General of the ICMP. “Europe hasn’t experienced such a large number of missing persons in a long time, and they are missing migrants.” In these politically-volatile times, when nationalist parties have made inroads across Europe, the ICMP’s task is even more difficult.

“You can use the best technologies in the world,” Bomberger says, “but the political will in the end is what matters the most.”

The mechanics of the process are simple in theory: the countries that have found migrant bodies on their soil — mostly southern European nations like Italy, Greece, Malta and Spain — would take DNA samples and any other identifying characteristics and upload this information to a centralized database maintained by the ICMP. Meanwhile, anyone searching for a missing relative would fill in a form and give a DNA sample using a simple saliva or pin-prick blood test that can be done at home. The results of that are uploaded to a second database, and the two data sets are then compared for matches.

But none of this will happen without the full support of the governments involved, and the hundreds of thousands of refugees who survived the journey to Europe now face a surge in support for far-right leaders. For such politicians, “these people [are] without value, and particularly in death they deserve nothing from us,” says Simon Robins, a researcher on missing migrants with the University of York’s Centre for Applied Human Rights.

“If you find a body in London on the street, the authorities would make every effort to identify it,” says Robins. But when a body washes up on a beach in Greece or Italy, “the fact that that person’s racial origins suggest they may not be a citizen means that no investigation is conducted.”

And relatives of those who died in the Mediterranean have very little lobbying power. Many of the shipwreck survivors who make it to Europe are not able to vote. Family members in countries of origin are usually very poor or living in war zones.

Bomberger says the ICMP started pressuring governments to work on identifying missing migrants in 2011, when the Arab Spring led to the first large groups of refugees crossing the Mediterranean in overcrowded boats, and death tolls started to rise. The ICMP received $400,000 from the Swiss government in late 2017 — just about enough money to start the first phase of the project: bringing Italy, Greece, Malta and Cyprus together to sign an agreement and start work on the technicalities of the search. But no more pledges have been made, although Bomberger says the researchers need at least the same amount again.

When the four countries met for a second time in The Hague on June 13 this year, the Italian government refused to sign the final declaration vowing to enhance cooperation for the search. Since the country’s far-right League formed a coalition government in 2018, with its leader Matteo Salvini in the key post of Interior Minister, Italy has implemented some of Europe’s harshest policies toward migrants and refugees. Salvini closed Italy’s ports to migrant rescue ships and has started bulldozing refugee settlements.

Bomberger remains confident that Italy will eventually cooperate. “It’s early days, so it’s not unusual that there are political issues at the beginning,” she says. “I think we can overcome it.”

But for relatives of the dead like Murad, the political hostility and lack of empathy shown by countries like Italy feels like yet another indignity. “I want you to put yourself in my place, not for a day, just for one minute — just imagine that you lost your family the same way I lost my family,” Murad says.

Ingrid Gudmundsson understands what Murad is going through. Her daughter, Linda, was 30 years old, pregnant with her second child, and on vacation in Thailand with her one-year-old daughter Mira when a tsunami wave crashed into the coastline on December 26, 2004. The disaster that affected 14 countries and killed an estimated 230,000 people.

Gudmundsson was at home in Sweden when she saw the news. At first, she didn’t think her daughter and granddaughter could be in danger. But then Linda didn’t answer her phone.

“After some days I began to realize what happened. But even in that time, I thought ‘I know my daughter, she is 30 years old, athletic, strong and very stubborn’,” says Gudmundsson. “I thought she must be somewhere with broken legs or arms or no voice. I went through it many, many times with different scenarios. It was terrible to not know anything.”

Carina Heeke, a psychologist at the Freie University Berlin specializing in grief, has studied the differences between relatives of those missing and those confirmed dead. She found that the people who display the most trauma are those who cling to hope that their loved one is alive.

“We assume that hope is a good thing,” she tells TIME. “But the problem is that although there may be hope, the person still is not there. So usually it comes with a lot of consequences.”

For many, the search begins to consume their lives. In Mexico, a group of mothers whose children disappeared in the drug cartel wars started digging up mass graves themselves. In Japan, a father learned to scuba dive so he could spend weekends at the bottom of the sea searching for a daughter he lost in the March 2011 tsunami.

Murad lives to share his pain. He gives talks at ICMP events. He grieves in public, letting everyone see the rawness of his unfathomable loss, sharing everything he can about his family even as tears stream down his face, in the hope that this will jolt people out of apathy and someone, somewhere will help him find Nishtiman, Nashwan and Nashat.

“At least I could go and visit their graves, and just know that they are there,” he says.

For Gudmundsson, the search for the truth ended a few months after the tsunami. In March 2015, her daughter Linda’s body was identified. They were able to retrieve her DNA from her dental records. But Mira was a baby. She did not have many teeth. She was finally identified by the ICMP in July 2015 using its most advanced DNA analysis tools, which was able to make a match with Gudmundsson’s DNA.

“It is the same sadness of course but it is easier to understand,” Gudmundsson says, adding that her grieving process was helped by a lack of blame. “This was nature, it was a catastrophe, I feel no need for revenge. But if there is war, terrorism, I think it’s another sorrow and another sadness. I only can say if they are waiting for their relatives to be identified, have hope. Trust the science.”

But science is only part of the problem. First, the bodies of the Mediterranean dead need to be found — and no one knows exactly where they are.

At the height of the refugee crisis, it was chaos. Bodies washed up on beaches, and no one knew what to do with them. Giorgia Mirto, a field researcher on border deaths attached to the University of Bologna, describes haphazard record-keeping in Italy and no systematic procedure to take DNA samples from bodies or bury victims from the same shipwreck together. After 2013, when two high-profile shipwrecks prompted more scrutiny, a protocol for dealing with the recovered bodies was developed. But Mirto says it’s not clear if every municipality is following the correct procedures.

Robins, who traveled to the Greek island of Lesbos for research during the crisis, describes a similar situation there. In the summer of 2015, at least 3,000 people were arriving on Lesbos per day, and hundreds were dying each day. Bodies were stacked in freezer containers. Graveyards ran out of space. An Egyptian scholar with no experience of handling the dead volunteered for the task of administering burial rites. There were plenty of well-meaning people trying to do the right thing, but with no forensic experience, crucial evidence that would enable the bodies to be identified later was lost.

Robins goes as far as calling the burial sites “mass graves like something out of Srebrenica — multiple bodies and human remains.”

Because of the lack of records, no one will even guess how many of the 21,000 estimated dead are buried in which European countries, or how many have been identified. Even that estimate of 21,000 may not be accurate; it comes from deaths and missing persons reported by family members and shipwreck survivors, and from bodies actually retrieved and buried. People working in the field say the number is likely much higher. Mirto says that previous research done between 1990 and 2013 showed that around 27% of people believed to have been killed in migration were found and identified, but she thinks that figure would be lower now.

Thousands of people likely remain at the bottom of the sea, trapped in the rotting wood of the vessels they thought would save them, their underwater coffins preventing them from floating to the surface. It is highly unlikely any country will cover the huge expense of trawling the seabed. And some people may still be alive. EUROPOL, the European Union’s law enforcement agency, estimates that around 10,000 children have gone missing during migration, some left waiting in refugee centers for parents who may never come, others trafficked and exploited.

Working out where all the records — and the bodies — are is the ICMP’s first task. But that is still only half of the picture. “Before you can identify bodies, you need to identify families,” says Robins.

This is a huge challenge given the global nature of migration. Bomberger estimates that people are coming to Europe from 65 different countries. Many relatives will remain in the country of origin while others scatter across Europe. For one missing person, multiple governments must work together. In Murad’s case, an ideal scenario would involve the cooperation of Iraq so other family members could give DNA samples; Turkey, which is the last country where his family were seen alive; Greece, where the boat was headed, and Germany where Murad is now living. But some governments – Syria for example – would simply not cooperate, while others have no technical capacity.

Then there are ethnic and political sensitivities. Murad is a member of the Yazidi community – he fled Iraq when Islamic State fighters came to his hometown, killing hundreds of men and kidnapping thousands of women and children. Among his people, there remains distrust in a government which they feel did not do enough to protect them.

Gathering data from families of the missing across the world would invoice a huge outreach campaign, ideally accompanied by psychological support.

Bomberger is frank about the challenges ahead. She is motivated to keep going by the desperate families she meets, and because she believes the task is an important one, not just from a moral and legal perspective, but also to prevent future cycles of violence and resentment. It has helped heal wounds in the former Yugoslavia, and Bomberger is confident it will do so for Europe’s refugee community.

“Twenty years ago, when we started this whole process in the former Yugoslavia, everyone said it couldn’t be done,” says Bomberger. “Nothing is impossible. You have to try, because it’s not going to go away, and I think we can help build the mechanisms to find people. It is not insurmountable.”

But it will take time. So Murad waits, reliving the last moments he saw his children as he buttoned up their small life jackets and promised them a new life: “We just put the vests on and then we said ‘we put our fate in the hands of God — happiness is waiting for us at the other end.’”

A few hours later, they were swallowed by the waves, where they probably still remain, frozen in time at the bottom of the sea.

The recent re-discovery online of an old video of a salmon cannon transporting migratory salmon between bodies of water is Internet gold and people want in.

“This salmon cannon transports the fish between bodies of water,” Cheddar tweeted last week.

The pressurized “fish tube” as it called is the environmentally-friendly brainchild of a company appropriately called Whooshh Innovations. Dams can block migration for salmon who need to get where they’re going, but this contraption transports live salmon through the tube and over dams in order to significantly cut down their travel time.

Thinking there had to be a better way to share the water resources, Whoosh began testing their fruit transport tubes on fish. It worked, and it was the “a-ha” moment that caused the company to pivot from fruit to fish.”

Even though the innovation dates back to 2011 and this particular viral fish tube video is from 2014, the Internet couldn’t stop marveling at it as it is wont to do when it comes to matters involving salmon shooting around.

It even got the Super Mario 64 edit.

It even showed up on Last Week Tonight back in 2014. And John Oliver doesn’t just talk about anything.

It may make the journey more efficient for salmon, but this tube cannot accommodate humans as people were quick to point out.

Hong Kong’s Airport Is Shut Down Amid Protests. Here’s What Travelers Should Know

Thousands of anti-government protesters occupied Hong Kong’s airport on Monday, prompting officials to cancel thousands of flights, causing travel chaos.

All departures from Hong Kong International Airport were canceled Monday, and arrivals faced delays — though officials said inbound flights already on their way would be allowed to land.

“Other than departure flights that have completed the check-in process and the arrival flights already heading to Hong Kong, all other flights have been cancelled for the rest of [Monday],” airport authorities said in a statement.

Protesters occupied the airport — one of the world’s busiest and a major regional hub — in defiance of police who they accuse of brutality. On Sunday, police fired tear gas at crowds inside a subway station, and charged at protesters on an escalator. One woman had been hit in the eye with a tear gas canister. There were also reports of undercover police dressing as protesters in order to make arrests.

The demonstrations in Hong Kong are now into their tenth week. They began as opposition to a controversial extradition law, but have morphed into wider resistance against encroaching control from Beijing, which many Hong Kong residents see as an authoritarian threat to their comparatively open society.

Here’s what to know if you’re scheduled to travel to or from Hong Kong today.

How long will flights be canceled for?

At the time of writing, all flights out of Hong Kong International Airport until 7 a.m. local time on Tuesday had been canceled. Passengers traveling later should keep checking the airport’s departures page and contact their specific airline for advice.

According to the BBC, rumors have spread among protesters in the airport that authorities are planning to move against the protesters there on Monday evening. Those rumors have caused crowds to thin, creating backlogs on public transport and on roads leading to the airport. Thousands of people, however, remain at the airport.

Is it still safe to go to Hong Kong?

Hong Kong authorities have hinted that the police crackdown could yet become more violent.

“In recent days, Hong Kong’s radical protesters have repeatedly attacked police with highly dangerous tools, which constitute serious violent crimes and have started to show signs of terrorism,” said a spokesperson for the Chinese government on Monday. “This type of violent criminal activity must be resolutely combated according to the law, with no hesitation or mercy.”

There will be “no leniency or mercy,” the spokesman added.

The U.S. State Department has issued a level two travel advisory for Hong Kong, warning travelers to “exercise increased caution in Hong Kong due to civil unrest.”

Russia Says Small Nuclear Reactor Blew Up in Deadly Accident

The failed missile test that ended in an explosion killing five scientists last week on Russia’s White Sea involved a small nuclear reactor, according to a top official at the institute where they worked.

The institute is working on small-scale power sources that use “radioactive materials, including fissile and radioisotope materials” for the Defense Ministry and civilian uses, Vyacheslav Soloviev, scientific director of the institute, said in a video shown by local TV.

The men, who will be buried Monday, were national heroes and the “elite of the Russian Federal Nuclear Center,” institute Director Valentin Kostyukov said in the video, which was also posted on an official website in Sarov, a high-security city devoted to nuclear research less than 400 kilometers (250 miles) east of Moscow.

The blast occurred Aug. 8 during a test of a missile that used “isotope power sources” on an offshore platform in the Arkhangelsk region, close to the Arctic Circle, Russia’s state nuclear company Rosatom said over the weekend. The Defense Ministry initially reported two were killed in the accident, which it said involved testing of a liquid-fueled missile engine. The ministry didn’t mention the nuclear element.

Radiation Spike

It caused a brief spike in radiation in the nearby port city of Severodvinsk, according to a statement on the local administration’s website that was later removed. The Russian military said radiation levels were normal but disclosed few details about the incident.

News of the explosion set off in nearby cities and towns a run on iodine, which is believed to help prevent the thyroid gland from absorbing radiation. Norway said it had stepped up radiation monitoring after the incident but hadn’t detected anything abnormal.

Southerly winds and the large distance between the border and the explosion make it unlikely that Finland will detect any radiation, Pia Vesterbacka, director at Finland’s Radiation and Nuclear Safety Authority, said by phone Monday. The authority hasn’t checked its air filters since the incident but expects to have results this week, she added.

Rosatom declined to comment on the incident Monday and a spokeswoman for the Sarov institute couldn’t immediately be reached.

Russian media have speculated that the weapon being tested was the SSC-X-9 Skyfall, known in Russia as the Burevestnik, a nuclear-powered cruise missile that President Vladimir Putin introduced to the world in a brief animated segment during his state-of-the-nation address last year.

The incident comes after a series of massive explosions earlier last week at a Siberian military depot killed one and injured 13, as well as forcing the evacuation of 16,500 people from their homes. Russia’s navy has suffered numerous high-profile accidents over the years. In July, 14 sailors died in a fire aboard a nuclear-powered submarine in the Barents Sea in an incident on which officials initially refused to comment. A top naval official later said the men gave their lives preventing a “planetary catastrophe.”

Russia’s worst post-Soviet naval disaster also occurred in the Barents Sea, when 118 crew died on the Kursk nuclear submarine that sank in after an explosion in August 2000.

Modi's new jobs data to include CAs, lawyers & cab drivers

NEW DELHI: Professional bodies including those representing lawyers, chartered accountants and architects, among others, as well as gig economy companies such as Ola and Uber will have to soon start filing data on jobs created.The government is set to notify a framework for collating this information, a senior government official told ET, adding that this had been decided at a highlevel meeting recently."A notification in this regard is expected soon," he said.The government has identified 23 organisations that will be directed to share the number of professionals registered. This will eventually include service providers such as Ola and Uber that recruit drivers. U.S. President Donald Trump's administration unveiled a new rule on Monday that could deny visas & permanent residency to hundreds of thousands of people for being too poor.The long-anticipated rule, pushed by Trump's leading aide on immigration, Stephen Miller, takes effect Oct. 15 and would reject applicants for temporary or permanent visas for failing to meet income standards or for receiving public assistance such as welfare, food stamps, public housing or Medicaid.Such a change would ensure that immigrants "are self-sufficient," in that they "do not depend on public resources to meet their needs, but rather rely on their own capabilities, as well as the resources of family members, sponsors, and private organizations," a notice published in the Federal Register said."The principle driving it is an old American value and that's self-sufficiency," Ken Cuccinelli, the acting director of U.S. Citizenship and Immigration Services, said in a Fox News interview published on Monday."It will also have the long-term benefit of protecting taxpayers by ensuring people who are immigrating to this country don't become public burdens, that they can stand on their own two feet, as immigrants in years past have done," he said.The overhaul is part of President Donald Trump's efforts to curb both legal and illegal immigration, an issue he has made a cornerstone of his presidency.He has pledged to build a wall along the U.S. southern border with Mexico - initially saying Mexico would pay for it - and has pressed for changes to immigration laws. Both efforts have made little progress with lawmakers.This rule change on benefits could be the most drastic of all the Trump administration's immigration policies, experts have said. Advocates for immigrants have criticized the plan as an effort to cut legal immigration without going through Congress to change U.S. law.Under the new rules, more than half of all family-based green card applicants would be denied, according to the Migration Policy Institute, a research organization. Some 800,000 green cards were granted in 2016.The new rule is derived from the Immigration Act of 1882, which allows the U.S. government to deny a visa to anyone likely to become a "public charge." Immigration officers in recent years have defined visa applicants as a public charge if they are likely to become primarily dependent on government assistance.Most immigrants are ineligible for the major aid programs until they get green cards but the new rule published by the Department of Homeland Security expands the definition of a public charge that stands to disqualify more people.Applicants will now need to show higher levels of income to get a visa and the rule greatly expands the list of government benefits that would disqualify them from obtaining U.S. residency.Immigrant advocates have expressed concern the rule could negatively affect public health by dissuading immigrants from using health or food aid to which they or their children are entitled.Other parts of the Trump administration have taken or are contemplating similar approaches to penalize immigrants' use of public assistance.The State Department changed its foreign affairs manual in January 2018 to give diplomats wider discretion in deciding visa denials on public-charge grounds. In the 2018 fiscal year, which ended last September, the number of visas denied on those grounds quadrupled compared to the previous year.The Justice Department also is considering a regulation that would dramatically expand the category of people who could be subject to deportation on the grounds that they use public benefits.

HDFC Bank managing director Aditya Puri remained the highest paid bank chief executive in India with a monthly basic salary of Rs 89 lakh in FY19. Puri has led the bank — the most valuable lender in the country — since its inception 25 years ago.Axis Bank CEO Amitabh Chaudhry, who took over the position in January, was second at a basic monthly salary of Rs 30 lakh. The bank ranks third in terms of assets among private sector banks. Kotak Mahindra Bank's Uday Kotak was at number three with a monthly basic salary of Rs 27 lakh and ICICI Bank's former boss Chanda Kochhar was at four in the list compiled from annual report data, having got Rs 26 lakh per month until her departure.Her successor Sandeep Bakhshi earned an average Rs 22 lakh per month, ranking him at five. He became CEO in October, having taken over as chief operating officer (COO) in June when Kochhar moved out following a probe ordered by the board. IndusInd Bank's Romesh Sobti, with an average Rs 16 lakh per month basic pay, ranked below Bakhshi.CEO compensation at banks has come into focus over profitability and bad loans. In some cases, the Reserve Bank of India had to withhold approval for CEO bonuses. The regulator under former governor Urjit Patel was tough on executive pay and perks.CEO-level pay depends on creating shareholder value and improving key performance parameters, said K Sudarshan, regional managing partner, Asia, EMA Partners, a global executive search firm."Besides base compensation, bonus and stock options also form an important part of CEO compensation," he said. "In a way, the bank size does not determine the compensation but it all depends on creating shareholder value with focus on improving key parameters like return on capital employed (ROCE), net interest margin (NIM) etc."While the data has been compiled from annual reports, the compensation is not necessarily comparable, with at least two CEOs — Bakhshi and Chaudhry — taking charge at different points during the year. Bakhshi started as COO in June and became CEO in October. Chaudhry became CEO in January. The monthly numbers have been arrived at after dividing the annual amount given in the report by the number of months they have served the respective banks. Kochhar held the post until October 4.In calculating pay, ET did not take into account perks and other privileges because these are treated differently by various banks.Yes Bank SalariesYes Bank CEO Ravneet Gill and former CEO Rana Kapoor's basic salaries have not been calculated because the bank gives a consolidated number including perquisites, contributions towards provident fund and medical reimbursement under the head of salary. Gill's salary has been listed at Rs 59 lakh for March. Kapoor's gross salary was Rs 6.48 crore for the 10 months ended January. Shikha Sharma earned an average Rs 24 lakh per month, less than her successor.

RIL partners Microsoft to start up a software boom

MUMBAI: Reliance is positioning itself as a software company, partnering with Microsoft to offer cloud-based solutions to small enterprises, investing in blockchain and internet of things networks, and creating virtual and mixed reality content across education, entertainment and gaming to tap retail customers."Today, Jio is already a software company," Reliance Industries chairman Mukesh Ambani told shareholders at the 42nd annual general meeting of the company on Monday. "Jio has over 6,000 software engineers and we are continuing to attract technology talent from across India and the world."Reliance has entered into a ten-year partnership with Microsoft. Jio will offer Microsoft solutions to small and medium enterprises at just Rs 1,500 per month as a package, including connectivity. Reliance will also set up data centres that would run Microsoft's Azure platform."Together, we will offer comprehensive technology solutions — from compute and storage to connectivity and productivity — to SMBs everywhere in the country," said Satya Nadella, CEO of Microsoft, speaking through a video message at the AGM. The partnership will combine Azure, Azure AI and Office 365 with Jio's connectivity and digital solutions, he added.Ambani said up to 80% of the cost of running a startup goes towards cloud and connectivity infrastructure, adding that the Reliance-Microsoft partnership would offer connectivity and cloud infrastructure "free for budding startups".For micro, small and medium businesses, a bundle of connectivity, productivity and automation tools is typically priced between Rs 15,000 and Rs 20,000 per month, but Reliance and Microsoft would offer these applications along with connectivity for "one-tenth the cost starting at Rs 1,500 per month", Ambani said. For enterprises, the company has customised plans with similar benefits, he said.Analysts said it could spur a revolution in pricing and adoption of cloud infrastructure and applications, comparing the move to the data revolution that Reliance Jio brought about in the telecom sector. "This is the most rock-bottom pricing that one can imagine even for the most elementary cloud services," said Navin Mishra, senior director, analyst, digital infrastructure, cloud and hyperconvergence, at Gartner. From a cloud perspective India is proposed to be in a $4-5 billion bracket in the next four years, driven by enterprises where SMBs have not yet been present, according to Gartner."Pricing has been a key inhibitor for the bottom of the pyramid," Mishra said. "With this partnership it looks like they are trying to address the disruption of the marketplace with such pricing for most elementary cloud services... The second aspect is a lot of cloud providers struggle with the network piece of applications, especially for India where the SMB universe is huge and we have a vast geographical diversity. Jio has already invested a lot of money into building the network for 4G and disrupting the marketplace with the pricing," he said.Ambani on Monday also announced that Jio is setting up a pan-India Edge Computing and Content Distribution network to deliver immersive content to users in areas like entertainment, shopping, gaming and education.Jio aims to connect one billion IoT (internet of things) devices in India, out of an estimated two billion such devices by 2021. This would present a Rs 20,000-crore-per-year revenue opportunity for the company, he said. Reliance will increase focus on virtual reality content and showcased capabilities of Tesseract, a VR company at the AGM. This creates exciting new possibilities for entertainment, shopping, gaming and most importantly for education, Ambani said.Delivering immersive content to hundreds of millions of users requires a well-integrated solution spanning connectivity, data storage and real-time computing, he said. Ambani also said Jio would install one of the largest blockchain networks in the world with "tens of thousands of nodes operational on day one" across the country.Jio is investing in a growing ecosystem of technology startups, he said. Reliance has invested in 14 startups so far.

Payment companies seek better MDR deal

MUMBAI: Digital payments companies are hoping that they are among those who get a favourable treatment in terms of the merchant discount rates (MDR) charges from the finance minister when the government tries to undo some of the measures that have turned out to be dampener for businesses.While the digital push may be on top of the agenda for New Delhi, it has been a rough ride for most payments companies in the country in the first half. It may get worse if the latest proposal to do away with merchant discount rates for high value merchants."Our major source of revenue comes from MDR,'' said an executive from a leading payments company. The payment companies were already suffering from high costs of compliances on KYC after the Aadhar verdict now will be squeezed both on the cost and the revenue side. "The decision seems to have been taken without the consultation of the stakeholders on the ground."The volume of transactions on mobile wallets reduced to 334 million in June as against 393 million in December, according to the latest data available on RBI. 70652206 This the first time since the inception of mobile wallet payment that the volume of transactions have seen a decremental growth in the first half of a calendar year. Finance minister Nirmala Sitharaman has abolished MDR charges for all merchants with a turnover of over Rs Rs 50 crore and it would reduce the margins for the payment companies significantly."Unlike banks, we don't have physical infrastructure in most geographies. Also a wallet company cannot cover these costs like banks through interest income. We solely depend on MDR," said Hemant Gala, head, banking products, PhonePe.The move on MDR also goes against many recommendations."Previous committees constituted by the regulators had arrived at their recommendations to set a market-priced MDR mechanism after months of comprehensive research and multiple meetings with industry stakeholders," said Naveen Surya, chairman emeritus, Payments Council of India. "There are three pillars on which the payment industry is running — credit cards, debit cards and P2P payments. While the first two legs won't be impacted much on the revenue side, the P2P businesses would be impacted significantly." As per the Finance Bill, all merchants with a turnover of over Rs 50 crore are to have compulsory digital payment options and the transactions made on these channels are to not attract any additional fees. A digital channel may include UPI, debit card, credit card or Aadhaar-enabled payments among others."RBI and banks will absorb these costs from the savings that will accrue to them on account of handling less cash as people move to these digital modes of payment," the FM has said. The merchant discount rate has three main components: The interchange fees which is charged by the issuer bank or whose account the payment is originating, which makes for about 85% of the fee, the processing fees which is charged by the payments gateway operator such as RuPay, Visa or Mastercard and the remainder of MDR that goes to the acquiring bank.

Setback for Lodhas in dispute over control of MP Birla Group

A court-appointed committee has decided not to support a resolution seeking Harsh Vardhan Lodha's reappointment as director on the board of the MP Birla Group's three listed entities — Birla Corporation, Vindhya Telelinks and Birla Cable. Lodha, who currently heads the group, has challenged the move in the Calcutta High Court.The Administrator Pendente Lite (APL) committee oversees the operations of the company until there's a final order in the decade-and-a-half-old dispute between the Birlas and the Rajendra Lodha family over control of the MP Birla Group."APL committee (having control over majority shareholdings in companies in MP Birla Group including Vindhya Telelinks and Birla Cable) does not support the resolution for reappointment of HV Lodha as a director of Vindhya Telelinks and Birla Cable," said the committee in its July 30 report, which ET has reviewed. "The committee supports in principle the resolution for payment of profit-based remuneration to non-executive directors of Universal Cables, Birla Corporation, Vindhya Telelinks and Birla Cable."The three-member APL committee is headed by former Bombay High Court chief justice Mohit Shah.'No Controversy'The other two members are MK Sharma, former vice chairman of Hindustan Unilever, and chartered accountant AC Chakraborty.In its 20-page report, the committee also said: "However, the committee does not support the payment of profit-based remuneration to non-executive chairman of above-mentioned companies up to 0.75% of net profit of the company."Harsh Lodha has asserted that "there is no controversy (over) the estate of the late Priyamvada Devi Birla" as her shareholding is specified in an undisputed affidavit of assets. The APL committee is seeking to "exercise voting rights in respect of shares not owned by the estate" of the late Priyamvada Devi Birla, Lodha has argued, challenging various decisions taken lately by the APL committee in the high court.He said the division bench of the Calcutta High Court had in 2012 ruled that the APL committee can "exercise all such rights which flow from the ownership of shares" of the estate of the late Priyamvada Birla. But the APL committee cannot exercise any right in respect of assets/shares not mentioned in the affidavit of assets".Citing various orders passed by the high court, Lodha has contended that the APL committee is "required to act unanimously" and not by majority.The development comes as the MP Birla companies have listed resolutions for the reappointment of Harsh Lodha at annual general meetings (AGMs).Lodha had approached the Calcutta High Court to challenge the APL committee's report soon after it was issued in July 30. On August 2, the court had said that since the companies had already started the process for holding an election for reappointment of directors, it wasn't inclined to stay this. But the companies can't declare results for six weeks or before the court issues an order, whichever comes first.Justice Sahidullah Munshi had said the matter would next be heard by the court on August 30.The APL committee also expressed unease over Lodha looking to trademark the name and logo of the MP Birla Group of companies, educational activities and hospital services through Birla Corp.70651786 "In order to ensure that even in case of the plaintiffs (HV Lodha) not succeeding in the probate petition, investment companies in tier I and tier II and the charitable trusts and societies will not be able to use the name and logo of MP Birla group of companies which bloomed during the lifetime of Smt PD (Priyamvada Devi) Birla," the committee said. "This is an issue of serious concern."The APL has asked the Registrar of Trade Marks in Kolkata not to proceed with the registration of any trademark, trade name or logo of MP Birla Group without prior approval of the high court.Priyamvada Birla, the widow of MP Birla, bequeathed her assets of around Rs 5,000 crore to chartered accountant RS Lodha on her death in July 2004. As soon as RS Lodha, who died in 2008, approached the court to probate the will, the Birla family challenged it and sought probate over two earlier wills. Later, in 2008, the Birlas had sought the court's intervention to appoint administrators.The Birla family has challenged the authenticity of the above will and argues that the group assets should go to charities as per the mutual will of MP Birla and Priyamvada Birla made in 1982. Currently, RS Lodha's son Harsh Lodha spearheads the MP Birla Group.

Over half of Nifty50 going at a discount, but index is still up

Mumbai: The recent decline in the markets has brought down the valuations of country's largest stocks with a majority of them trading at a discount to their longterm valuations.Over half of the Nifty50 stocks are currently trading at a discount compared to their 10-year average price to earnings (P/E) ratio — a popular valuation measure. Also, 32 are trading at a discount to their 10-year average price to book (P/B) ratio — a valuation ratio based on a company's assets, data showed.But, Nifty is trading above its 10-year average P/E ratio. According to data compiled by brokerage Motilal Oswal Securities, the Nifty is currently trading at a P/E multiple of 18.2 times against tenyear average of 17.9. It's P/B multiple, however, is in line with the 10-year average of 2.6.The trend indicates the broader weakness amongst India's top 50 stocks that has not been captured at the index level."The movement in the Nifty during the last few years has largely been driven by a handful of stocks," said Gaurav Dua, head-capital market strategy, Sharekhan. These include HDFC, HDFC Bank, Reliance Industries, TCS and Infosys. "This skewed rally of select few stocks has led to a situation where majority of the Nifty stocks are now trading at lower valuations while a few stocks continue to command premiums."While Nifty has fallen 8 per cent from its January peaks, some of the stocks have witnessed much steeper falls. For instance, Yes Bank shares have lost over 50 per cent since the beginning of the year while Maruti Suzuki is down 25 per cent.State-owned entities lead the pack of stocks that are trading at a discount to their long-term price to earnings. ONGC is currently trading at 51 per cent discount to its 10-year P/E ratio while Bharat Petroleum and GAIL are trading at discounts of 27 per cent and 39 per cent, respectively. 70651916 Auto stocks, too, are trading at deep discounts with companies such as Mahindra & Mahindra and Hero MotoCorp trading over 15 per cent lower than their average price to earnings. The sector has been impacted by slowdown in demand leading to a slump in sales of both two and four wheelers.At the P/B level, IndusInd Bank is trading 12 per cent lower than its longterm average while Indiabulls Housing Finance is at a 47 per cent discount."The sell-off is happening across the market expect for those handful stocks where bulk of the mutual fund money is going," said G Chokkalingam, founder, Equinomics Research and Advisory."There are several concerns like slowdown in demand, lacklustre earnings and uncertainty about monsoon and hence investors are turning cautious."

Mumbai: Analysts were upbeat on the prospects of the Reliance Industries (RIL) stock when the market opens for trade on Tuesday, after the company's Chairman and Managing Director Mukesh Ambani announced a mega deal with Saudi Aramco, pledged to make it a zero net-debt company in 18 months and promised to dole out big bonus and dividends over the next few years.Addressing the company's 42nd annual general meeting (AGM), Ambani on Monday announced a deal with Saudi Aramco, which he termed as one of India's largest foreign direct investments till date. As per the deal, Saudi Aramco will acquire a 20 per cent stake in RIL's oil-to-chemicals (OTC) business at an enterprise value of $75 billion. The oil-to-chemicals division, formed by combining refining and petrochemicals businesses, coverts petroleum into chemicals and achieved Rs 5.7 lakh crore revenue in fiscal year 2019."I think the stock will react positively, and if there is short covering, the rise could be stronger," said Deven Choksey, Group Managing Director, KR Choksey Investment Managers.Shares of the company have jumped 20 per cent since last AGM in July 2018, while the benchmark BSE Sensex gained 5 per cent during the same period."I think the important aspect is he has started monetising the businesses in true spirit. He is collecting money from Saudi Aramco, the tower assets are converted into Invits, plus there is this deal with BP, all of which will successfully contribute to strong cash flow," Choksey said.RIL has already transferred its telecom infrastructure assets into two separate infrastructure trusts for a consideration of Rs 1.25 lakh crore with the intention of raising money from large global institutional investors. 70645625 Ambani said RIL would also evaluate value unlocking options for real estate and financial investments. Reliance Industries is also aiming to list its consumer businesses Reliance Jio and retail arm Reliance Retail in next five years. Choksey believes the total valuation of Reliance Jio and retail assets could be well in excess of $100 billion in next 2-3 years, surpassing the current valuation of RIL. "He is making the balance sheet lighter, which is a key point," he said.Others echoed the views. "The market is going to heartily welcome the seminal announcement by India's largest & most respected company RIL of 20% stake sale in its oil-to-chemical (OTC) business to the world's largest oil company Saudi Aramco," said Ajay Bodke, CEO- PMS at Prabhudas Lilladher."This programme to aggressively pursue deleveraging in businesses such as OTC, fibre and tower and emerge as a zero debt company in the next 18 months will strengthen the consolidated balance-sheet leading to strong valuation re-rating of the stock," Bodke said.Sameer Kalra, Founder of Target Investing, said this clearly lays down the path of divestments to repay the debt, which certain investors were doubting. "Next 12 months of new products and services launch will set a high growth phase which will be generating higher cash flows as reduction of debt and only maintained capex will be required," he said, adding that he had a 'buy' rating on the stock."The combined value of refining and petchem by Aramco at $75 billion is higher than our $73 billion estimate. It would provide much needed capital for oil to chemicals expansion plans in phased manner over next decade as mentioned by RIL FY19 annual report, for which we estimate 12mn tonne rise in petchem capacity should require another $11 billionin long term," said Gagan, Oil & Gas analyst at Elara Capital. The Rs 1.05 lakh crore inflow from Aramco and annual operating cash flow would help de-leverage RIL within 2 years, Dixit said. "We believe key trigger for conclusion of RIL Aramco deal would be declining probability of Maharashtra refinery of OMCs where Aramco was committed earlier, as its cost jumped Rs 3 lakh crore to Rs 4 lakh crore due to delays and environmental related commitment requirement," Dixit said. Ambani also said Reliance Jio logged some 15 million registrations across 1,600 towns for Jio Fiber so far, as it prepares to complete the rollout of the home broadband service over the next 12 months. He said Reliance Jio is aiming to connect 1 billion homes on Jio IOT (internet of things) platform, which he identified as a more than Rs 20,000 crore revenue opportunity. Ambani said Jio is signing almost 10 million users every month. Ambani said Jio Fiber services will be available from September 5, 2019, while the IOT business will be launched from January 1, 2020. The RIL stock currently has 9 'strong buy' ratings, 13 'buy' ratings, 9 'hold' ratings and 3 'sell' and 2 'strong sell' ratings, data from Reuters showed.

TCS’ AI platform Ignio tops $60m revenue mark

BENGALURU: TCS' artificial intelligence platform Ignio has crossed $60 million in annual revenue and India's largest IT services company is doubling down on the product strategy it has created for the unit, the company's top executives said.Five years ago, Ignio began as a platform that was closely integrated and sold with the company's services offerings but two years ago, TCS began to take it down a product path. ET had reported that the company hired a chief marketing officer and an analyst relations head to carve out a product-niche.TCS hopes to make Ignio the fastest software product to reach $100 million in revenue. TCS CEO Rajesh Gopinathan said that FY19 revenue had topped $60 million. Ignio earned $31 million in FY18, TCS had disclosed. The FY19 figures and growth rate imply that TCS should reach its $100 million goal by the end of this year. "We have started to go and appoint channel partners so that it can be pretty much sold by third parties, and the third parties themselves can go provide services around it. So, I think we have started that journey, and in the last quarter, appointed about 4 or 5 channel partners," NG Subramanian, chief operating officer at TCS, told ET in a recent interview. "It's a new way of working for us. Traditionally, we have been implementing our products ourselves." 70651809 Subramanian said that the product would continue to be embedded in the company's offerings but that channel partners would help accelerate growth."The real kick is to reach out to the larger ecosystem and appoint digital mid-channel partners and empower them to implement it.
