U.S. Defense Secretary Mark Esper says Washington wants to deploy new ground-launched, intermediate-range missiles in Asia soon.
Esper's remarks came a day after the United States and Russia formally withdrew from the Intermediate-Range Nuclear Forces (INF) Treaty, a 31-year-old landmark nuclear accord between Washington and Moscow.
No longer bound by the treaty, Esper said he would "like" to "deploy a capability sooner rather than later" in Asia.
Esper, speaking in Australia on August 3, did not specify where the United States intended to deploy these new weapons.
"I would prefer months...but these things tend to take longer than you expect," he told reporters.

WASHINGTON — The United States is set to accelerate its development of new cruise and ballistic missile systems following its withdrawal from a nuclear treaty with Russia, the Pentagon said on Friday.
Accusing Russia of "sustained and repeated violations" of the Intermediate-Range Nuclear Forces (INF) treaty, Defense Secretary Mark Esper said the US had already begun work to develop "mobile, conventional, ground-launched cruise and ballistic missile systems."
The United States has formally withdrawn from a landmark nuclear missile pact with Russia saying Moscow was in violation of the treaty, something the Kremlin has repeatedly denied.
The 1987 Intermediate-range Nuclear Forces Treaty (INF) was negotiated by then-US president Ronald Reagan and Soviet leader Mikhail Gorbachev.
It banned land-based missiles with a range of between 500-5,500 kilometres, thus reducing both countries' abilities to launch a nuclear strike at short notice.
Washington signalled it would pull out of the arms control treaty six months ago unless Moscow stuck to the accord.

At least 20 people have been killed and at least 40 others, including a four-month-old baby, were wounded after a gunman opened fire inside an El Paso Walmart Saturday.
One suspect is in custody. He has been identified in press reports as Patrick Crusius, a 21-year-old man from Dallas.
Crusius is allegedly the man seen in surveillance footage walking in through the front entrance of the Walmart with an AK-47 assault rifle.
The gunman is seen wearing what appears to be either headphones or ear defenders.

(MOSCOW) — Police in Moscow cracked down hard on unsanctioned election protests for the second weekend in a row Saturday, detaining more than 800 people at a rally against the exclusion from city council contests of some independent and opposition candidates, an arrest monitoring group said.
Election officials rejected signatures several candidates needed to qualify for next month’s local ballot. The decision tapped dissatisfaction with a political environment dominated by the Kremlin-aligned United Russia party, in which dissenting voices are marginalized, ignored or repressed. The OVD-Info organization, which tracks arrests in Russia, said 828 people were detained Saturday.
The Russian Interior Ministry said the number was about 600 in a crowd of about 1,500 protesters, although police are widely believed to understate crowd estimates for opposition events. The detentions came a week after authorities arrested nearly 1,400 people at a similar protest.
Lyubov Sobol, one of the excluded candidates and a driving figure of the current wave of protests, was among those detained. She was grabbed by police in central Moscow and hustled into a police van, loudly demanding to know why she was being held.
Demonstrators were aiming to hold a march along the Boulevard Ring, which skirts central Moscow and is a popular locale for people to walk around, despite repeated warnings that police would take active measures against a protest. Helmeted riot police lined the route and started seizing demonstrators from a scattered cluster on Pushkin Square and pushing them back from another square further along the route.
Some of the detentions were harsh, including one young bicyclist who was beaten with truncheons as he lay on the pavement still straddling his bike. Some other detainees appeared nonchalant, smirking or checking their phones as police led them to buses.
The demonstrations dissipated after about four hours as a steady, cold rain began falling.
Once a local, low-key affair, the September vote for Moscow’s city council is now emblematic of the division within Russian politics and the Kremlin’s ongoing struggles with how to deal with strongly opposing views in its sprawling capital of 12.6 million people. In the past month, the issue has provoked a surprisingly large outcry for a local election. On July 20, about 20,000 people turned out for a demonstration that was the largest in the city in several years.
On Saturday, about 2,000 people attended another rally in St. Petersburg supporting the Moscow protests, the local news site Fontanka.ru reported.
The Moscow city council, which has 45 seats, is responsible for a large municipal budget and is now controlled by the pro-Kremlin United Russia party. All of its seats, which have a five-year-term, are up for grabs in the Sept. 8 vote.
Also Saturday, Russia’s Investigative Committee announced it was opening a criminal case against the Foundation for Fighting Corruption, headed by the Kremlin’s most prominent foe Alexei Navalny. The committee said the organization was suspected of receiving funding that had been criminally acquired.
Navalny is serving 30 days in jail for calling last week’s protest. The head of the foundation also is jail in connection with that protest.
HONG KONG (AP) — Protesters and authorities clashed in Hong Kong again on Saturday, as demonstrators removed a Chinese national flag from its pole and flung it into the city’s iconic Victoria Harbor and police fired tear gas after some protesters vandalized a police station.
The scene was all too familiar in the semi-autonomous Chinese territory, which has been wracked by pro-democracy protests for nearly two months. Since the rallies began, protesters have vandalized buildings and thrown bricks, while police have fired tear gas and rubber bullets.
On Saturday afternoon, tens of thousands of black-clad protesters filled a major road in a usually bustling market district where shop owners had shuttered their storefronts in anticipation of a prolonged demonstration. They also blocked a tunnel and surrounded police stations where non-emergency services were suspended.
Police had warned earlier in the day that those who continued past the pre-approved protest route would be breaking the law. They called on protesters to stick to designated routes and times after violent clashes marred previous rallies in the summer-long protest movement. Any demonstrations that are not pre-approved will be “cleared out” as unlawful assemblies, police said.
After the protesters defied those warnings, police fired several rounds of tear gas Saturday night to push back some demonstrators who had thrown bricks at a police station and spray-painted inflammatory language on its outer walls. Protesters then created a barricade with umbrellas, metal road barriers and a public trash receptacle as police protected by shields stayed put and raised tear gas warning banners. The protesters also set cardboard on fire to form a barrier.
A small crowd of local residents gathered in front of the police line, complaining that they were unable to go home because the police were blocking the way to the subway station.
A 42-year-old Swedish man named Peter, who was in Hong Kong on business, said he could not reach his hotel just a few blocks away. “But it’s a small price to pay,” said Peter, who added that he supports the protesters.
In a separate demonstration on Saturday, thousands of people dressed in white gathered at a Hong Kong park to express their support for the police. They held up signs that read “Give Peace a Chance.”
Pro-democracy demonstrators began setting up first aid stations and handing out helmets a few hours into their rally. When one group reached the harbor near a luxury shopping center and high-end hotels, some protesters climbed up a cluster of flag poles and removed the Chinese national flag. After some debate over whether to paint the flag black, they decided to throw it into the water before the police could intervene.
Shortly afterward, a 38-year-old protester named Paladin Cheng planted himself beside the poles with his own set of flags, which read “Hong Kong Independence.”
“We’re losing our freedom little by little,” said Cheng, who was clad in head-to-toe black with a black visor and face mask. “Those who don’t support Hong Kong independence will have no choice but to become Chinese.”
A former British colony, Hong Kong was returned to China in 1997 under the framework of “one country, two systems,” which promises the city certain freedoms not afforded to mainland residents. In recent years, however, some Hong Kong residents have accused Beijing of chipping away at their autonomy through the arrests of booksellers and activists.
Such sentiments have propelled the current mass demonstrations, which were triggered in early June by a proposed extradition law that would have allowed Hong Kong residents to be sent to mainland China to stand trial.
While the government has since suspended the legislation, protesters have pressed on with five major demands, including direct elections and an investigation into alleged police brutality. Hong Kong’s leader is chosen by a pro-Beijing committee.
Zarine Chau, a 56-year-old security guard, said she rarely used to get involved in politics, but was angered after she saw videos of police officers beating up protesters. “I feel so hurt,” Chau said. “Why doesn’t the government answer to us?” She attended Saturday’s rally with her 5-month-old Chihuahua, who was there to help protesters relax, Chau said.
A 44-year-old nonprofit worker surnamed Wai said he was worried about protesters’ safety because violent incidents have often occurred after marches draw to a close. “Some things have gone too far,” Wai said. “Hong Kong’s future belongs to all of us. We need to keep it safe.”
Hong Kong residents have accused police of negligence after 44 people were injured last month in a mob attack by white-clad assailants who appeared to target protesters. Authorities said their resources were stretched due to the prolonged demonstrations.
Mong Kok, the site of Saturday’s pro-democracy protest, was one area where protesters set up a pro-democracy demonstration zone in 2014. Near the end of the Occupy Central protests, police officers descended on the site and tore down the metal barricades, bamboo and wooden planks protesters had used to block off key streets.

Institute of Banking Personnel Selection
After nationalization of banks in India in 1969, Indian banks needed to expand their branch network across the country so that they were more accessible to their customers. The board requires the number of staffs but recruitment through methods such as advertising were unsatisfactory. Thus, the banks asked the National Institute of Bank Management to design a selection testing process for hiring proficient candidates. And as a result, a small unit named Personnel Selection Services (PSS) was established to handle these type of projects. A few years later, in 1984, PSS was converted into IBPS. IBPS currently functions as an autonomous body that is mainly engaged in conducting competitive exams for recruitment to clerical and officers’ posts in the banking sector.
Earlier, candidates had to write multiple exams conducted by each bank for their vacancies. But from 2012, the Recruitment process has been changed. Now IBPS conducts five exams every year for banking sector recruitment. Two levels of the examination are for probationary officers, two for clerical levels and one for specialist officers (agricultural, law, technical).

by Omkar Khandekar Jay Kapadia was a chain-smoker for 35 years. "I wanted to quit," the Mumbai-based businessman recalled. "I had tried everything — nicotine patches, hypnotherapy, hospitalisation. Nothing worked." In 2011, his wife suggested he switch to e-cigarettes. A novelty device then, it consisted of ingesting nicotine through a battery-powered vaporiser instead of burning tobacco. It wasn't too common in India at the time but vaping was gaining currency as a healthier alternative to cigarettes in several western countries. The Oxford English Dictionary even recognised it as the Word of the Year in 2014. Kapadia, 53, doesn't smoke anymore, only vapes. "And I think I speak for most of us here that we used to be smokers at some point," he added, referring to the informal group of e-cigarette distributors called the India Vape Industry Association (InVIA), one balmy July afternoon. Like Kapadia, many in the business of e-cigarette distribution have similar stories of transition. When ET Magazine met some on the sidelines of an InVIA meeting at a Mumbai five-star hotel, they argued that theirs was a "cause that turned into a business". India's smoking population is an estimated 10 crore. Promoting e-cigarettes as a cessation product thus has tremendous potential. Of course, e-cigarettes do contain nicotine, the addictive substance found in cigarettes. The liquid & vapour it generates are also said to be potentially harmful. "We have never claimed vaping is completely safe," said Kapadia. "But this is certainly a healthier alternative." Some studies have declared vaping as 95% safer than conventional cigarettes, since it does not contain tar and other harmful chemicals produced by burning tobacco. Citing this, an advisory by the UK's National Health Service encourages its use as a cessation device. The government of New Zealand, in a bid to have a smoke-free country by 2025, too, encourages users to switch to vaping. In India, no independent studies have been conducted or regulatory mechanisms put in place on the use of e-cigarettes. It is, however, a signatory to the World Health Organization's Framework Convention on Tobacco Control (FCTC), which calls upon countries to regulate the use of e-cigarettes or ban them altogether. Many activists trace the resistance faced by e-cigarettes in India to the FCTC guidelines. 70515112 In July, some media reports, citing anonymous sources from the Health Ministry, said the Union government intended to put a complete ban on e-cigarettes and vaping products. The move came after the Indian Council of Medical Research (ICMR), in May, backed a total ban on Electronic Nicotine Delivery Systems (ENDS), saying such devices become a gateway to smoking and had the potential to get a nonsmoker addicted to nicotine. Vaping, it said, had an impact across the life course, "from womb to the tomb".Smoke Signals On the face of it, the government's crackdown on e-cigarettes seems counter-intuitive, especially when its approach to limit the use of tobacco is greater regulation, not a complete clampdown. For all its overt anti-tobacco moves, the government continues to own about 28% stake in ITC, a company which accounts for nearly 85% of the cigarette market in India. A common refrain against a cigarette ban is the money riding on it: apart from employing 7 million people, cigarette production and sales contribute to nearly 2% tax revenues in India.As for e-cigarettes, the caution in believing in its benefits over conventional counterparts seems to be driven by the precedents set by the global tobacco industry. In the 20th century, tobacco companies in the US funded several "studies" claiming there was no link between smoking and cancer. Such obfuscation allowed them to promote its use until as recently as 1998, when they had to abandon such "studies" in accordance with a lawsuit settlement.Dr Shekhar Sanyal, whose Goa-based National Organisation for Tobacco Eradication has been active in pushing for a country-wide tobacco ban, says, "You can't ban tobacco products in India because they generate a lot of employment. E-cigarette isn't a big industry today but it has the potential since it is being promoted as a healthier alternative to cigarettes. My main worry is that it will attract children and they will get addicted to it."Vaping, he adds, needs to be studied for "a minimum of 20 years" before it can be conclusively regarded as safe. Most e-cigarettes have been in circulation for a little over a decade, and its technology is constantly evolving.Punjab was the first Indian state to ban vaping in 2014. Since then, vaping products have been banned in 12 other states. This year, on the occasion of World No Tobacco Day on May 31, Maharashtra and Rajasthan became the latest states to enact this ban. In the absence of clear guidelines, however, states vary in their approach to enforce such bans, using the Drugs and Cosmetics Act, Cigarette and Other Tobacco Products Act or the Poisons Act to do it.Lokesh Jain, founder of the Delhi-based e-cigarette company Litejoy International Private Limited and a member of InVIA, finds the hardline approach confounding. "The standard process for the government before issuing any industry-specific rule is to consult all stakeholders. Here, they are taking unilateral decisions. All our attempts to engage have been stonewalled," he said.The health ministry did not respond to ET Magazine's requests for an interview. 70515147 In February, Litejoy International Private Limited challenged in the Delhi High Court the Centre's notification to the customs, drugs control and state licensing authorities to clamp down on the manufacture, sale and distribution of e-cigarettes. In March, the court gave an interim order, staying the ban. Similar legal challenges are being mounted in Maharashtra, Tamil Nadu, Jammu & Kashmir and Karnataka.According to Global Adult Tobacco Survey (GATS 2) 2016-17, an estimated 0.02% Indian adults use e-cigarettes. Members of InVIA claim that most e-cigarette sales in India are driven by people aged over 30 in tier-1 and -2 cities. While vaping devices are available for as little as Rs 150, the most popular ones cost Rs 1,200-2,000.In 2017, the market research firm Euromonitor International valued India's vaping market at around $15.6 million and projected it to grow 60% annually until 2022. However, given the government's reluctance to tap into the industry and the uncertainty about its future, it is foreign brands that are driving the sales.In 2014, ITC launched an e-cigarette, Eon, without much fanfare. Juul, among the most popular e-cigarette brands in the US, and its parent company Philip Morris International (PMI) are said to be eyeing the Indian market for the last two years. R Venkatesh, India director of corporate affairs at Philip Morris International, said his company has invested nearly $6 billion in research and development of vaping products. It hasn't yet launched in India, where the ban seems to be done "without necessary understanding of the science behind these products"."Smokers choose to smoke for the nicotine. They are not interested in the burning and the smoke," said Venkatesh. "Think of it as similar to women using open-hearth ovens to cook. There used to be a lot of smoke because of the burning of coal. They inhaled it and landed up with respiratory diseases. Through technology, we eventually came up with gas cylinders and electric stoves. You haven't given up cooking, only ensured that the mechanism is better, less risky. It's the same analogy for e-cigarettes."While an analogy between cooking and smoking is far-fetched, PMI in India has been engaging with doctors, scientists, public health experts and policymakers to address misconceptions around vaping and the need for a regulatory framework for e-cigarettes. "Each time we engage with the regulators, they ask for an India-specific data. But you¡¦re banning a category, you're not allowing us to engage externally. How on earth am I supposed to create India-specific data?"Samrat Chowdhery, who leads the consumer body Association of Vapers India (AVI), says a ban on e-cigarettes is counterproductive. "Bans don't work in India. It will only slow the uptake and it will damage the perception."A user himself, Chowdhery says he noticed a positive difference in his own health after he switched to cigarettes in 2014. "If you look at studies," he says, "vaping has proved to be more effective as a cessation product than nicotine patches or gums. As for arguments about e-cigarettes becoming a gateway there have been studies in the UK and the US show such occurrences are very less."Over the past few years, the AVI too has engaged with researchers in this field and initiated dialogue with the Indian government to regulate the e-cigarette market. While there hasn¡¦t been a lot of successes so far, Chowdhery has no plans to give up anytime soon."I am an optimist," says Chowdhery. "Condoms faced a lot of resistance when launched, with many saying they will promote 'irresponsible sex'. But it worked out eventually. Soon after Ken Allen handed the baton of DHL Express to long-time colleague John Pearson in January, he wrote in the Harvard Business Review: "His [Pearson's] singing voice is better than mine!"During the global financial crisis in 2008, DHL Express, an arm of German mail & logistics multinational Deutsche Post DHL Group, had started a turnaround process. This meant resizing its US business and letting go of thousands of employees. To keep up the morale in those hard times, Allen, then CEO, used music in a big way in internal communication and would even sing at employee meets.Now, Pearson, the new CEO, is also the company's singer-in-chief. Ask him about it, and the 56-year-old Briton breaks into a song by Bob Seger: "Simplicity it works for me/ It keeps me runnin' hard, and sharp and true…"Under Pearson, DHL Express, too appears to be "runnin hard, sharp and true" towards India's small & medium enterprises (SMEs) as these companies enter faroff markets by relying on ecommerce. Up to 70% of the company's business in India comes from SMEs.In an interview with ET Magazine during his first visit to India as the company's CEO, Pearson says: "Global trade is too big to fail." 70515143 For every move like Brexit or the US-China trade war, there would be 70 to 80 protrade talks and deals happening at the same time, he says. Pearson even sees unexploited trade routes across the world.According to him, if one were to take all global trading points and organise trade routes so that each destination pairs with every other destination, one would find that 25% of these routes have never seen any international trade.This gap, he says, is being met by ecommerce merchants, who are already exporting products between points that have never seen trade before."We are cross-border ecommerce specialists," says Pearson.Thus, for the last three years, his company has been holding seminars across India to reach out to small companies, especially those making leather products, garments, fashion accessories and handicrafts, and showing them ways to tap the foreign market. At the seminars, firms are being taught how to be part of the ecommerce ecosystem, which includes lessons on website creation, online payments, tax structures, marketing and registering on online marketplaces.Pearson says the biggest ecommerce lanes are the Italy-US (New York) fashion lane and US (New York)-India fashion & consumer products lane. "Ecommerce exports from India are burgeoning." RS Subramanian is the India h ead DHL Express. Sitting alongside Pearson, he says there a strong trend of traditional exporters and even non-exporters taking the ecommerce route for growth. "I can give you a list of 100 to 200 customers who started off as small players and are now exporters with a large portion of business happening through ecommerce."Currently, Deutsche Post DHL Group has four subsidiaries in India: DHL Express international deliveries), DHL Blue Dart (domestic), DHL Supply Chain (warehousing) and DHL Global Forwarding (freight forwarding). It also runs a network of 800 trucks under the banner DHL Smart Tracking.To increase its reach in the country, the company has earmarked $250 million investment into the India business over a five-year period — from 2016 to 2021. The group in January also created a new division called DHL eCommerce Solutions and put Pearson's former boss Allen in charge to develop solutions for the new industry.So what is the ecommerce strategy at DHL and what will be the role of the DHL eCommerce Solutions that Ken Allen heads? Pearson explains that ecommerce is an opportunity for every part of the group and the new division will help design solutions for ecommerce industry, bringing together the existing services, not replacing them. "It is not the tail, or the dog. It is part of the dog," he says.To explain how a new division grows at DHL, he says that earlier, DHL Express used to move documents and then it began delivering large packages too.The pivot happened in 1969, he says. A car broke down in Saudi Arabia and DHL Express flew in parts from the UK. Then an airplane was grounded or an oil rig was down and packages had to be moved fast to keep things operational.Today, DHL Express moves finished products and is a crucial part of entire supply chains. "With time, we moved from being emergency suppliers to become a part of the supply chain. We became a package company that also moves documents," he says.And all through the interview, Pearson shows a knack for "simplicity" — breaking down complex situations into pithy one-liners.
A flurry of developments in Kashmir this week has triggered panic and rumours among political leaders and locals in the Valley. Though the state governor has tried to quell the assumptions, many fear the developments were part of an 'effort' to repeal Articles 370 and 35A. The two have a potential to intensify the unrest in the region that has amplified since a vehicle laden with explosives rammed into a police convoy on February 14, killing 40 paramilitary personnel. Home Minister Amit Shah in an earlier statement had pointed that Article 370 was a 'temporary provision'. Here's why Article 370 is such a contentious issue at this moment. What is Article 370?Article 370 of the Indian Constitution is a 'temporary provision' which grants special autonomous status to Jammu & Kashmir. Under Part XXI of the Constitution of India, which deals with "Temporary, Transitional and Special provisions", the state of Jammu & Kashmir has been accorded special status under Art370. All the provisions of the Constitution which are applicable to other states are not applicable to J&K. For example, till 1965, J&K had a Sadr-e-Riyasat for governor and prime minister in place of chief minister.History of Article 370The provision was drafted in 1947 by Sheikh Abdullah, who had by then been appointed prime minister of Jammu & Kashmir by Maharaja Hari Singh and Jawahar Lal Nehru. Sheikh Abdullah had argued that Article 370 should not be placed under temporary provisions of the Constitution. He wanted 'iron clad autonomy' for the state, which Centre didn't comply with.Provisions of Article 370According to this article, except for defence, foreign affairs, finance and communications, Parliament needs the state government's concurrence for applying all other laws. Thus the state's residents live under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other Indians. As a result of this provision, Indian citizens from other states cannot purchase land or property in Jammu & Kashmir. Under Article 370, the Centre has no power to declare financial emergency under Article 360 in the state. It can declare an emergency in the state only in case of war or external aggression. The Union government can therefore not declare emergency on grounds of internal disturbance or imminent danger unless it is made at the request or with the concurrence of the state government.The validity of Article 370 has been questioned time and again. Can it be debated on the floor of the Parliament? Well, yes. Experts have said that it is temporary in nature and avenues to change it are yet to be explored by lawmakers. Constitution expert and former Secretary General of the Lok Sabha Subhash Kashyap, said this Article is not barred from a debate on the floor of the Parliament. "Article 370 under the Constitution has been ascribed as a temporary provision and not a special provision. There are provisions in the Constitution - temporary, transitional and special. Temporary is the weakest. The question is - how can be it ended and when shall be ended," Kashyap told news agency IANS.However, legal experts point out that removing Article 370 comes with riders. "There are practical problems in removing Article 370. There are a number of presidential orders issued under Article 370 extending a number of statutes and other provisions applicable in other parts of the country to J & K. If 370 go without any alternative, it will create practical difficulties", said Kumar Mihir, Advocate on Record in Supreme Court.
Chennai is heaven," says Girish Mathrubootham, cofounder of Freshworks. Sitting at his San Francisco home, his new residence since he relocated to the US last month, Mathrubootham is a tad emotional as he speaks on a Zoom video call one early morning. "What do you miss?" I ask.It is not so much the things, he says, as he waves his cup of filter coffee that his wife has freshly brewed. He lets out a faint smile: "It is the city, the air, its people and much more." Mathrubootham and his love for Chennai can be explained in an interesting backstory.Many Chennai entrepreneurs shift base to Bengaluru once their startups gain a certain size — for example, Ather Energy that was incubated at IIT-Madras or IITM in 2013 but shifted to Bengaluru in 2015. In 2011, Mathrubootham also seriously contemplated shifting his base from Chennai to Bengaluru. "The suggestion came from an investor," he recalls. He went to Bengaluru, zeroed in on an office space for his year-old startup and explored residence options. Besides everything else, being in a city where he could rub shoulders with India's startup pioneers, like the Bansals of Flipkart, was a big draw. Then hurdles emerged. Some of his early employees didn't want to move. Mathrubootham, though, has shifted base from Chennai to Silicon Valley even as his company gears up for the Nasdaq IPO. And Chennai has become a hotbed of software-as-a-service (SaaS) startups.There are an estimated 600-plus of them buzzing around in the city with Mathrubootham playing its biggest cheerleader. Besides the current unicorns Zoho and Freshworks, Zinnov forecasts that Chennai could see the emergence of seven more unicorns in the next five years, including Uniphore, Mad Street Den, ChargeBee and Crayon Data. With 15,000 employees, SaaS revenue from Chennai has touched $1 billion with $500 million of funding. "SaaS offers a $1 trillion opportunity for India. We will lead that wave," says Suresh Sambandam, cofounder, OrangeScape, who along with Mathrubootham has been working passionately to nurture Chennai's startup ecosystem.In tandem, IITM too has shifted gears over the last decade to give Chennai's startup ecosystem some much-needed ballast. Its four incubators, eight centres of excellence and a new world-class Research Park spread over 1.2 million sqft are nurturing a flurry of deep-tech startups — 190 and counting. "We work with IITs in Delhi, Mumbai and Chennai and also the Indian Institute of Science in Bengaluru," says R Raghuttama Rao, CEO, Gopalakrishnan-Deshpande Centre (GDC) for Innovation & Entrepreneurship, which was set up at the IITM in 2017. "We are trying to catalyse a technology's lab-to-market journey. IITM, with a vibrant ecosystem, seems to be ahead of others."Bengaluru has the buzz and is India's startup capital, helped by its early lead in tech, cosmopolitan culture and pleasant weather.Mumbai is the financial capital with Bollywood adding some glamour. Up north, the political nerve centre of NCR has a bit of everything, including some deft packaging and aggression to make it among India's top startup hubs. But Chennai, considered conservative in its approach and introverted in its world view, has not drawn much attention. Located deep down south, the city is steeped in its rich culture and has a society that prides in its centuries-old traditions. Amid this, forget the fast paced world of startups, even the old-economy businesses here don't get much attention. 70514771 Not that Chennai doesn't have any. It has been the manufacturing hub, once called the Detroit of India. Almost all IT giants — from TCS to HCL and Cognizant to Infosys — maintain large campuses in and around the city. In fact, some like TCS began their IT services outsourcing journey from here. Some of the biggest MNCs from Ericsson to Verizon have critical engineering centres here. Yet, in terms of signalling its existence and positioning, brand Chennai Inc barely registers on the India map. "Unlike Bengaluru, Chennai has always been so isolated,"says Sambandam of OrangeScape. "It isn't seen as a sexy city. Culturally, we are hype-averse. We want to stand out, create our own space."Over the last decade, however, a change has been afoot. Chennai is slowly finding its groove. Led by IITM and passionate entrepreneurs like Mathrubootham, the city is positioning itself as the capital of SaaS and deep-tech startups. 70514749 According to data from Venture Intelligence, Chennai has become India's fourth most active startup ecosystem, ahead of Hyderabad and Pune. "When I came here in 2007, I wanted to run away," says Umesh Sachdev, cofounder of Uniphore, who shifted base to the US last year. "Language was a huge barrier. But a lot has changed. Chennai grows on you."Rajan Srikanth, co-president, Keiretsu Forum, who spent years in the US before shifting back to Chennai in 2009, says: "The biggest change I see is that IITM has become a hotbed for startups. We have got a fabulous start."Relatively, Chennai is considered a more liveable city. It is not costly like Mumbai and doesn't have the aggressive culture generally attributed to the north. It is relatively safer, has shorter commutes, better traffic conditions, relatively lower cost of living and lower air pollution.Ashwini Asokan, cofounder of Mad Street Den, offers a good view of what Chennai feels like today. "Forever, it was about Chennai talent migrating out. With SaaS and deep-tech startups here, we are seeing people staying back and many actually returning," says Asokan, who returned to the city in 2014 from the US to set up her startup. 70514790 With 150-odd staff, Mad Street Den does bleeding edge work around AI and computer vision and has a truly global clientele and team. "From a talent perspective, this place is insane. And I am not just talking about IITM graduates," she says. Her strategy is to hire fresh graduates from campuses and groom them in AI, talent for which is anyway scarce and expensive globally. Abundant talent, low attrition and great work ethics have helped Chennai's image. "For a bootstrapped startup like ours, we needed time, talent and resources to experiment. What I managed to do in Chennai I couldn't have done anywhere else in the world," she says. "There's something about Chennai's air that works for SaaS startups," says Sachdev of Uniphore. "Unlike the north, Chennai's culture is introverted," says Sridhar Vembu, founder of bootstrapped unicorn Zoho, a pioneer of Chennai's SaaS wave. "Building a product requires a degree of introversion and a lot of patience." In Bengaluru, B2C founders are the biggest poster boys.They often operate in a winner-take-all market that requires speed, aggression and a lot of money to win fickle customers and build strong brands. SaaS startups must work differently.Often bootstrapped, building a robust differentiated product is critical. Catering to enterprises, the sales pitch and customer servicing require a degree of maturity and sophistication. SaaS startups also hit the profitability curve a lot earlier in their trajectory. "Chennai's frugal, conservative and grounded approach is suitable to build a business well," says Chennai-based Arun Natarajan, founder, Venture Intelligence. Krish Subramanian, founder of Charge-Bee, agrees: "We in Chennai don't come from the B2C world. B2B comes very naturally to us." 70514698 Chennai has also been fortunate in having entrepreneurs who have helped build the ecosystem. The biggest credit must go to Zoho. Former employees of the company — started in 1996 as Advent — have spawned 22-plus SaaS startups in Chennai. Multiple entrepreneurs say the Zoho factory, with its culture of high operational freedom and empowerment, offered a rich training ground for future entrepreneurs to hone their SaaS skills around building products and selling to global customers.Founders like Mathrubootham, with strong Chennai roots, have worked hard to nurture the local ecosystem. Avinash Raghava, now community platform evangelist at Accel, saw this happen during his earlier stint at iSpirt, where he was working towards making India a product nation. "I am an ecosystem builder. We tried with Pune." But with its high floating population, it did not get much traction. But in Chennai "bringing the Valley culture of paying forward was easier. Girish, Suresh, Krish, all of them came together to passionately build the SaaS ecosystem." In 2014, inspired by SaaStr in the US, Raghava floated the idea of SaaSX (now called SaaSBoomi) — a founders-only event — in India. Chennai-based entrepreneurs played passionate host and it has been a big success. Mathrubootham set the tone. Despite being busy, he mentored young entrepreneurs and openly shared the playbook. "It was less of sharing gyaan and more of sharing real experiences. Too focused on their own business, entrepreneurs like him rarely invest so much time and energy to build an ecosystem," says Raghava. In fact, after the first year, there was a suggestion to shift the conference to Bengaluru. "Girish said if in Bengaluru, I am not coming. And that settled the matter," says Sambandam. 70514732 Chennai founders, a relatively smaller, homogeneous lot, are also a tight-knit group. From Open Coffee Club to Filter Koffee Mafia, they connect over WhatsApp groups and Sunday breakfasts, exchanging notes and seeking help on operational and strategic issues as varied as customer acquisition to setting sales target, hiring to setting metrics. "You can be openly vulnerable and nobody will judge you. People find time to help," says Subramanian. Also, the Zoho "mafia" supports each other, which is crucial in early days of a startup. For PipeCandy, both Freshworks and ChargeBee were its early customers. Freshworks uses ChargeBee for subscription management. "When you are starting, your product is not mature. You need friendly customers who can give feedback and make you better," says Murali Vivekanandan, cofounder, PipeCandy. Equally, if not more, IITM is giving Chennai's startup world a big leg-up by building a vibrant ecosystem of industry mentors, faculty and young students. Take for example Satyanarayanan Chakravarthy, a professor who set up a $23 million combustion research centre in 2011 with grants. He now has 40-plus projects and his 15 team members, all IITM faculty, have earned Rs 69 crore cumulatively between 2012 and 2018. "Each project we do involves large firms. And we have great startups like Agnikul and Aerostrovilos coming out of here," he adds. Professor Krishnan Balasubramanian recalls IITM's startup bet kicking off around 2009-10 with an incubation policy that enabled students and faculty to work on startups. Multiple initiatives followed — from setting up a fun lab where students could tinker around with the latest technologies to Nirmaan (a one-year pre-incubator programme for students) to boot camps on cutting-edge technologies like drones and Android app development. A recent initiative has been I-Incubate by the GDC. For each idea, they put together a team with a lead researcher (faculty member), twothree entrepreneurs and industry mentors. "The biggest change is that students are turning down jobs to do startups. We see a huge difference in the way faculty and students think about research," says Krishnan. Startups like Ather Energy and Uniphore are some of the promising IITM alumni. But the biggest credit at IITM must go to professor Ashok Jhunjhunwala who has passionately and patiently worked "to build a very unique innovation ecosystem." The biggest proof is the Rs 500 crore Research Park that houses R&D facilities of 90 companies. As part of the lease contract, companies at the park must earn credits for academia partnerships as well as students and faculty engagements. Not governed by IITM and not dependent on government money, the centre already makes Rs 30 crore as cash profit and has 65% occupancy. It should be making Rs 50 crore or more when fully occupied, says Jhunjhunwala. He says some 10 IITM faculty earn Rs 1 crore-plus through the centre. "There are huge benefits if you bring three sets of people together — academia, industry and students," he adds. 70514807 Challenges ahead Despite the progress, Chennai must overcome many hurdles. While the founders find time to exchange notes and support each other, would they be able to sustain this as their startups scale up? Mathrubootham, who played a big mentor role, has just relocated to the US. Lack of availability of risk capital is another challenge, says Srikanth. Arun Jain, founder of Polaris, says: "Bengaluru is first generation professional wealth and Chennai is second generation promoter wealth. Custodians, the latter, often take fewer risks." Mathrubootham adds, "People in Chennai are very conscious about spending. They must learn to balance it with big thinking. This applies to India at large, not just Chennai." As they grow, SaaS entrepreneurs will also have to take on the biggies from Silicon Valley. Targeting small and midsized customers through desk-selling has its constraints. "You have to work harder to understand product-market fit. Just having a cheaper version of a bigger product brand has its limitations. When you relocate to the US, you realise you almost live in a well in Chennai," says Sachdev of Uniphore. The city moves slowly in the fast-paced startup world. For the young crowd, there are cultural challenges like the lack of vibrant nightlife. Language remains a barrier in the region where Tamil pride is sometimes worn on the sleeves. "At Open Coffee Club, sometimes the conversations are in Tamil, making non-Tamilians feel like an outsider," says an entrepreneur. Chennai has made a good start. Soon after Ken Allen handed the baton of DHL Express to long-time colleague John Pearson in January, he wrote in the Harvard Business Review: "His [Pearson's] singing voice is better than mine!"During the global financial crisis in 2008, DHL Express, an arm of German mail & logistics multinational Deutsche Post DHL Group, had started a turnaround process. This meant resizing its US business and letting go of thousands of employees. To keep up the morale in those hard times, Allen, then CEO, used music in a big way in internal communication and would even sing at employee meets.Now, Pearson, the new CEO, is also the company's singer-in-chief. Ask him about it, and the 56-year-old Briton breaks into a song by Bob Seger: "Simplicity it works for me/ It keeps me runnin' hard, and sharp and true…"Under Pearson, DHL Express, too appears to be "runnin hard, sharp and true" towards India's small & medium enterprises (SMEs) as these companies enter faroff markets by relying on ecommerce. Up to 70% of the company's business in India comes from SMEs.In an interview with ET Magazine during his first visit to India as the company's CEO, Pearson says: "Global trade is too big to fail." 70515143 For every move like Brexit or the US-China trade war, there would be 70 to 80 protrade talks and deals happening at the same time, he says. Pearson even sees unexploited trade routes across the world.According to him, if one were to take all global trading points and organise trade routes so that each destination pairs with every other destination, one would find that 25% of these routes have never seen any international trade.This gap, he says, is being met by ecommerce merchants, who are already exporting products between points that have never seen trade before."We are cross-border ecommerce specialists," says Pearson.Thus, for the last three years, his company has been holding seminars across India to reach out to small companies, especially those making leather products, garments, fashion accessories and handicrafts, and showing them ways to tap the foreign market. At the seminars, firms are being taught how to be part of the ecommerce ecosystem, which includes lessons on website creation, online payments, tax structures, marketing and registering on online marketplaces.Pearson says the biggest ecommerce lanes are the Italy-US (New York) fashion lane and US (New York)-India fashion & consumer products lane. "Ecommerce exports from India are burgeoning." RS Subramanian is the India h ead DHL Express. Sitting alongside Pearson, he says there a strong trend of traditional exporters and even non-exporters taking the ecommerce route for growth. "I can give you a list of 100 to 200 customers who started off as small players and are now exporters with a large portion of business happening through ecommerce."Currently, Deutsche Post DHL Group has four subsidiaries in India: DHL Express international deliveries), DHL Blue Dart (domestic), DHL Supply Chain (warehousing) and DHL Global Forwarding (freight forwarding). It also runs a network of 800 trucks under the banner DHL Smart Tracking.To increase its reach in the country, the company has earmarked $250 million investment into the India business over a five-year period — from 2016 to 2021. The group in January also created a new division called DHL eCommerce Solutions and put Pearson's former boss Allen in charge to develop solutions for the new industry.So what is the ecommerce strategy at DHL and what will be the role of the DHL eCommerce Solutions that Ken Allen heads? Pearson explains that ecommerce is an opportunity for every part of the group and the new division will help design solutions for ecommerce industry, bringing together the existing services, not replacing them. "It is not the tail, or the dog. It is part of the dog," he says.To explain how a new division grows at DHL, he says that earlier, DHL Express used to move documents and then it began delivering large packages too.The pivot happened in 1969, he says. A car broke down in Saudi Arabia and DHL Express flew in parts from the UK. Then an airplane was grounded or an oil rig was down and packages had to be moved fast to keep things operational.Today, DHL Express moves finished products and is a crucial part of entire supply chains. "With time, we moved from being emergency suppliers to become a part of the supply chain. We became a package company that also moves documents," he says.And all through the interview, Pearson shows a knack for "simplicity" — breaking down complex situations into pithy one-liners.
NEW DELHI: As airfares have gone up due to sudden increase in demand from tourists leaving Kashmir after an advisory from the state government, the aviation ministry has asked airlines to not overcharge passengers. "On advice from the aviation ministry, We have advised the airlines to rein in the surging price for Yatries returning from Amarnath dham," said a senior DGCA official, who did not want to be identified. The source also added that almost all tourists have been evacuated from the valley and the fares from Monday are at normal levels. The central government has also deployed the Indian Air Force to evacuate passengers from the valley.
Mumbai: The tax on super rich announced in the Union budget and the proposal to scrap old vehicles and hike registration and renewal charges for vehicles, are own goals of the Indian government led by Narendra Modi, said Christopher Wood, global head of equity strategy at Jefferies.Though Wood remains a believer in the structural reforms agenda of the re-elected government, he said that such a move targeting the affluent salaried middle class makes little sense for a government whose stated aim, via the bankruptcy legislation and the likes, is to combat the long-entrenched crony capitalism of the so-called "promoters", most particularly their long-standing practice of treating PSU banks as their private piggy banks."Given that this well-intentioned attempt to end the existing way of doing things will naturally create collateral damage for an economy already facing multiple shocks in the form of demonetisation, the Real Estate Regulation Act and the introduction of GST, the last thing required is to send a negative signal to the salaried classes, who represent the small minority of people actually paying high rates of tax," said Wood."The negative signaling effect, to quote jargon loved by G7 central bankers, is certainly far worse than any additional revenue that might be generated."The Budget on July 5 proposed raising income tax surcharge on taxpayers with income in the range of Rs 2-5 crore to 25 per cent from 15 per cent. For those earning more, the tax rate was raised to 37 per cent from 15 per cent. The effective tax rate for these groups would go up to 39 per cent and 42.7 per cent, respectively. Overseas investors functioning as trusts in India will have to pay the tax on surcharge as well.Another 'own goal', through measures proposed by the road transport and highways ministry is to encourage scrapping of vehicles, said Wood."The proposed measures have hit the auto stocks badly because the sector is already under severe pressure from the collateral damage done by the still intensifying liquidity squeeze in the NBFC space in a car and two-wheeler market where, historically, a large percentage of sales have been financed," he said.
