Based on the footage shown, it appears that Nintendo's new experience is a peripheral for the Nintendo Switch and uses the sensors in the Joy-Con controllers for movement-based gameplay, possibly with a series of minigames or exercises akin to 1-2-Switch or Wii Fit.

Multiple states are now investigating Facebook over possible antitrust violations.

Samsung has been working for five months on improving its first foldable phone, and it shows. The new version of the Galaxy Fold, which the company brought to the IFA trade show in Berlin doesn't feel like a device that will easily break.
Samsung says it has reinforced the screen with metal plates, improved the hinge, and extended the screen's protective cover to make it peel-proof. Having held the phone in my hand for mere minutes, it's hard to say whether these improvements will keep dust and particles out and the screen intact long-term, but it definitely feels sturdy in the hand. Huawei's got a new smartphone chip, but don't ask the company about smartphones.
That was roughly the gist of Huawei's media briefing ahead of the IFA trade show in Berlin. The company detailed its new smartphone chip, the Kirin 990, as well as the latest iteration of its AirPods-like earphones, the Freebuds 3. But questions about any other products — including the Mate X, which was at one point scheduled to be launched in September, as well as the Mate 30, which is scheduled to launch in two weeks, were not allowed.
It's not hard to imagine why Huawei was reluctant to talk about smartphones. Under pressure from the U.S. trade ban, the company likely still isn't sure to what extent it'll be able to use Google's products and services in upcoming Android phones. Retail giant H&M announced Thursday that it will suspend leather purchases from Brazil over concerns that the material is linked to fires that have devastated the Amazon this year.
H&M said that it is issuing a temporary freeze on orders until it is confident that the material is not causing “environmental harm,” according to Agence France-Presse (AFP).
“Due to the severe fires in the Brazilian part of the Amazon rainforest, and the connections to cattle production, we have decided to place a temporary ban on leather from Brazil,” the Swedish fashion firm said in a statement to AFP.
Another major company, VF Corporation, which owns brands Timberland, Vans and The North Face, announced late last month that it would stop buying Brazilian leather due to concerns about destruction of the Amazon, according to AFP.
A record number of forest fires have burned in the Amazon this year, according to Brazil’s Instituto Nacional de Pesquisas Espaciais, a space research center, which tracks fires through satellite data. In late August, the agency said that it had detected more than 74,000 fires in the Brazil, an 83% increase in fires from the same time in 2018.
There are signs that the recent fires in the Amazon were at least, in part, started deliberately. According to a publication from the southern part of the Amazonian state Pará, farmers and ranchers in the region organized coordinated action on Aug. 10 to set fires to clear land for pastures, and in doing so, demonstrate their desire for work.
On August 25, Brazil deployed troops to fight the fires, which have prompted an international outcry. Three days later, Brazil’s President Jair Bolsonaro signed a 60-day ban on the use of fire to clear land.
According to the World Wildlife Federation (WWF), 10% of the world’s species live in the Amazon. The rainforest stores 90 to 140 billion metric tons of carbon, and the release of “even a portion” of that “would accelerate global warming significantly,” according to WWF.

The German leader faces the challenge of balancing human rights concerns and economic discussions with one of Germany’s largest trading partners.
“I indicated during the talks that the rights and freedoms agreed upon in Hong Kong’s Basic Law should be safeguarded,” Merkel said during a joint news briefing with Li. The Basic Law is Hong Kong’s de facto constitution, which promises the semi-autonomous Chinese city certain democratic rights not afforded to the mainland.
Merkel added that political dialogue — not violence — is the path toward a resolution.
China was Germany’s biggest single trading partner last year, with trade totaling 199 billion euros ($218 billion). The relationship is important to Europe’s largest economy, particularly as Germany is considered likely to enter a technical recession in the current quarter.
Germany long had amicable relations with Beijing because its exporters ran a surplus supplying Chinese factories with equipment and components. But those ties increasingly are strained over German complaints about market access and Chinese technology policy.
Beijing tried without success to recruit Germany as an ally in its tariff war with President Donald Trump. While Merkel’s government has echoed U.S. complaints, it objects to Trump’s tactics, which he has also used against Europe.
Merkel is in Beijing with a high-ranking German business delegation that includes executives in the auto, financial services and transport industries. The economic ties make it harder for Merkel to satisfy a U.S. diplomat and activists who have urged her to raise human rights issues such as China’s treatment of ethnic minorities in Tibet and Xinjiang, as well as the three months of pro-democracy demonstrations that have roiled Hong Kong.
Richard Grenell, the U.S. ambassador to Germany, said Thursday that China’s “willful disregard of its commitments” to Hong Kong and human rights violations in Xinjiang show that its ruling Communist Party “stands against the values Germany cherishes.”
“We hope that Chancellor Merkel will take a firm stance for the values that unified Germany after the fall of Communism: human rights, democracy and the rule of law,” he said.
Hong Kong activists also warned Merkel about dealing with “authoritarian and unjust regimes” in an open letter published this week in Germany’s Bild newspaper.
On the question of what Merkel might say about Hong Kong, a senior German official said the talks with Xi and Li will be conducted “comprehensively in terms of thematic breadth, and open and friendly in terms of tone — with a readiness to express criticism where we think things are worthy of criticism.”
The official briefed reporters on condition of anonymity in line with department rules.
China has bristled at what it calls foreign interference from countries such as the U.S. and the U.K. on political tumult in Hong Kong, a semiautonomous Chinese city where activists have staged three months of mass protests calling for democratic reforms and an independent inquiry into police conduct.
On Friday, Merkel will also visit German engineering company ZF Fredrichshafen in Beijing. She travels Saturday to Wuhan, the capital of central Hubei province, where she will inaugurate the plant expansion at German auto supplier Webasto and speak at Wuhan University.
The escalating U.S.-China trade war is unwinnable by either side, according to new research shown exclusively to TIME.
On Sept. 1, the Trump Administration slapped 15% levies on an additional $125 billion of Chinese imports, prompting Beijing to retaliate with 5-10% tariffs on 1,717 American products, including soybeans, crude oil and car parts. The average U.S. tax on Chinese imports now stands at 21.2%, up from just 3.1% when President Donald Trump took office.
The bruising trade tussle has roiled bourses and upset supply chains for over a year, hastening fears of a global recession. Nevertheless, there is no sign of a resolution in sight, with Trump tweeting on Aug. 23, “We don’t need China and, frankly, would be far better off without them.”
Economists at the China Europe International Business School (CEIBS) and Open University of Hong Kong disagree. A new number-crunching analysis says only China has the manufacturing capacity to satisfy the U.S.’s huge appetite for products, meaning American consumers must continue to buy from China or U.S. retailers will suffer.
Conversely, American demand far outstrips the rest of the world combined, meaning China cannot replace its American customers with those elsewhere for the foreseeable future—or at all.
“Replacing the [U.S.-China trade] relationship with any other country is impossible in the short to medium term and possibly in the long term also,” says Professor Bala Ramasamy, associate dean at CEIBS. “It is the relationship between a very large and insatiable market and a very well-oiled production machine.”
Take cellphones, for example, which alone accounted for 13% of total imports from China to the U.S. last year, worth some $70 billion. If all the cellphones the U.S. exports—some $10 billion’s worth—were kept for domestic consumption and combined with all those produced by second-place exporter Vietnam—around $30 billion’s worth—it still wouldn’t be enough to satisfy the U.S. market.
By the same token, Beijing would require the Netherlands, the U.K., Germany, India, Sweden and France to source all their cellphones from China just to replace the value of American imports. It’s a picture repeated for a myriad of other consumer products.
“Our research findings may offer a basis on which to cool recently increasing tensions and rhetoric,” says Ramasamy.
“I was using magic last night when someone messaged to ask if I needed to be picked up from school.” No, that’s not a line from Harry Potter. It’s the kind of thing a Hong Kong protestor might say after a clash with police.
Hong Kong’s protestors have their own argot. Cantonese, Hong Kong’s lingua franca, is complicated enough with its nine tones. But even a native speaker might not understand a conversation between protestors, who have created between them a unique vocabulary.
Although many would accuse them of making light of violent unrest, the use of slang “keeps people sane,” argues Wee Lian Hee, a language professor at Hong Kong Baptist University. “If [protestors] talk formally all the time, I suspect the movement would soon become tiresome,” he tells TIME.
The recent withdrawal of the controversial extradition bill, initially the trigger of the demonstrations, has done little to pacify public anger. Protestors continue to take to the streets, communicating in a jargon that reveals much about how they see each other, the authorities, and their actions.
手足 Sau Zuk (“Hands and Feet”)
Protestors refer to each other as “hands and feet.” The term conveys the idea of unity: when the hands and feet of a protestor are injured, other protestors feel his or her pain.
發夢 Faht Moong (“Dreaming”)
“I dreamed that I threw a petrol bomb last night,” a protestor might say — except he wasn’t actually dreaming. Many use the word to avoid directly stating that they were involved in unlawful activity.
行街 Hahng Gaai (“Shopping”)
Similar to “dreaming,” the term “shopping” (literally to stroll around, or walk the streets) is used euphemistically to mean one was out at a protest. With clashes between police and protestors often occurring in busy retail districts that are home to glitzy malls, the “shopping” metaphor is oddly apt.
黨鐵 Daung Teet (“Communist Party Rail”)
Ever since it started shuttering train stations closest to protest sites, the city’s subway operator has been accused by protestors of siding with the police, who in turn are seen as an arm of the Beijing-backed government. Protesters have responded by vandalizing stations, destroying equipment such as ticket machines, and referring to the Mass Transit Railway (MTR) with this derogatory term, which rhymes with the actual name of the MTR in Cantonese.
鬼 Gwai (“Ghost”)
Undercover cops are referred to by protestors as “ghosts.” Young, black-clad and wearing face masks, these non-uniformed officers fit right in on the barricades before springing into action to make arrests. Two fired warning shots during violent clashes last week.
落雨 Lok Yu (“Raining”)
When front line protestors shout “It’s raining!” it may actually be — Hong Kong’s summers are notoriously wet. But most of the time, it’s a shorthand way of saying “Everyone open your umbrellas,” often because police are about to use pepper spray.
接放學 Zeep Fong Hok (“School Pick-up”)
When clashes between police and protestors last well into the night, long after train services have stopped, chat groups on encrypted messaging app Telegram start buzzing with information about “school pick-up” services. Supporters of the protestors who have cars — or “school buses” — let protesters know where to meet them, how many people they can pick up, and which districts they’re able to drive to.
豬嘴 Juu Jui (“Snout”)
Surgical and construction masks hide identity, but are useless when police fire salvos of tear gas. Proper gas masks — nicknamed for the snout-like shape of their filters — have become standard equipment.

To “use magic” means to start fires. Sadly, it’s a term that has gained traction in recent weeks as hardline protestors become increasingly reckless in their actions, setting barricades and other objects ablaze.
淺藍/深藍 Cheen Laam or Sum Laam (“Light Blue” or “Deep Blue”)
Blue is the unofficial color of supporters of the police and government (as opposed to yellow, which represents the pro-democracy camp). “My grandma is so deep blue,” a protester might say. “But my dad is only light blue.”
Robert Mugabe, the former freedom fighter-turned-wily and ruthless autocrat who ruled the southern African nation of Zimbabwe for 37 years before he was forced out in 2017 following a military takeover, died Friday. He was 95 years old.
“It is with the utmost sadness that I announce the passing on of Zimbabwe’s founding father and former President, Cde Robert Mugabe,” President Emmerson Mnangagwa said in announcing the death on Twitter. “Mugabe was an icon of liberation, a pan-Africanist who dedicated his life to the emancipation and empowerment of his people. His contribution to the history of our nation and continent will never be forgotten. May his soul rest in eternal peace.”
Mugabe came to power in the wake of Zimbabwe’s battle for independence from Britain in 1980, promising prosperity and democracy only to undermine both in his single-minded pursuit of political dominance. Though initially celebrated as a liberator, the Savile Row-suited (at least until international sanctions put a stop to his frequent U.K. visits) dictator’s most enduring legacy is a once-promising nation crippled by corruption and mismanagement.
Mugabe was the only leader Zimbabwe had known until Vice President Mnangagwa succeeded him in elections in 2018. A year later, the country still staggers under massive debts, a worthless currency and an impoverished population, all directly related to Mugabe’s time in power. Residents of the capital, Harare, only have access to running water once a week, and many rural communities have no electricity at all. The education system, once the best in southern Africa, has collapsed.
Mugabe’s death follows an extended stay in a Singaporean hospital, where he was being treated for an undisclosed condition that, over the last few years of his life, required annual trips abroad for health care. His treatment abroad earned him criticism at home as Zimbabwe’s public health system crumbled for lack of government investment.
The confirmation of Mugabe’s passing puts an end to persistent speculation. Rumors of his death were so frequent in Zimbabwe that he once bragged about besting Jesus: “I have died many times—that’s where I have beaten Christ. Christ died once and resurrected once,” he said on his 88th birthday. In September 2016, just after another such rumor sent Twitter into a tailspin, he told reporters, with his signature Cheshire-cat grin, “It is true that I was dead. And I resurrected. As I always do.” Nonetheless, Mugabe’s final days in power were marked by a visible decline: At the opening of Parliament in September 2015, he launched into the same State of the Nation speech he had delivered just a few weeks prior. Assembled parliamentarians either didn’t notice, or didn’t dare comment, until he was finished.
Catching the nonagenarian’s frequent stumbles and gaffes became something of a two-edged sword for Zimbabwe’s beleaguered media—lapped up by citizens desperate for signs of the end of his reign, but cause for government retaliation as well. When Mugabe tripped and fell on the red carpet at the Harare airport upon his return from a meeting at the African Union, local papers covered the incident, but heralded it as a sign of his continued good health: “President Mugabe showed that he is mentally agile by having the reflexes to break that fall and that he is physically fit by walking away unscathed,” was the pro-government Sunday Mail’s take. “The incident proved why Zimbabweans vote for him consistently: he is as mentally alert and physically capable as he has ever been.”
A ‘master politician’ and ‘tragic figure’
It was that deft wielding of rewards, and punishment, for supporters and detractors alike that put Mugabe in power and kept him there for so long, says Zimbabwean-born Charles Laurie, director and head of politics at the London-based Verisk Maplecrof risk analysis firm. Mugabe was a “master politician, and something of a tragic figure, never having been able to escape his own ambitions,” says Laurie. “If Mugabe had left office in a peaceable and timely manner, he would be regarded as one of the icons of the African political scene.” Instead, he used his skills to manipulate elections and extend his terms long beyond those mandated by Zimbabwe’s constitution, according to Laurie. “The essence of his rule is the single-minded purpose of him remaining in power, and the willingness to use all means to achieve that goal.”
Mugabe won his last presidential term in 2013, with 62% of the vote in an election that was widely considered to be fraudulent and unfair. When street protests fueled by social media threatened Mugabe’s grip on power in late 2016, he retaliated in characteristic style, cracking down with brutal force and driving protest leaders into exile.
His revolutionary roots
Educated at missionary schools in what was then known as the English colony of Rhodesia, Mugabe went on to study at Fort Hare University in South Africa, where he first encountered the revolutionary politics of the African National Congress. Mugabe’s newfound political activism earned him a decade-long prison term for sedition a few years after he returned to Rhodesia in 1960. Upon his release in 1974, he fled to neighboring Mozambique, from where he launched a guerrilla war against Rhodesia’s white-supremacist government, which ended with independence in 1979.
When Mugabe became Prime Minister of the newly named Zimbabwe in April 1980, he surprised his former foes by calling for a policy of reconciliation and even appointing some white Zimbabweans to his government. “If yesterday I fought you as an enemy, today you have become a friend,” he said in a national radio broadcast. “If yesterday you hated me, today you cannot avoid the love that binds me to you.” In 1981, he was nominated with Britain’s Foreign Secretary Lord Carrington for a Nobel Peace prize for their work in bringing about the Rhodesian peace settlement, but was passed over in favor of the United Nations’ refugee commission.
Mugabe’s push for peace ended abruptly in 1982 over a political fallout with fellow freedom fighter Joshua Nkomo, with whom he shared a coalition government. Mugabe sent his notorious Fifth Brigade to crush an armed uprising by Nkomo’s minority Ndebele tribe, resulting in the deaths of thousands in what has been described by many observers as ethnic cleansing. Still, Mugabe remained a darling of the West for turning Zimbabwe into one of the healthiest, best-educated and economically successful countries on the African continent at the time. In 1994, Britain’s Queen Elizabeth knighted him.
Corruption and nepotism erode early successes
But the adulation didn’t last. By the time he became president in 1987, corruption and nepotism had started to erode those early successes. In 2000, Zimbabwe’s economic growth had slowed substantially, and Mugabe encountered growing political opposition. In response, he launched a populist land reform program, expropriating white-owned farms and giving them to landless supporters and war veterans under the guise of correcting Zimbabwe’s colonial inequalities. The economy went into free-fall, and inflation spiked — the central bank started issuing billion-dollar bank notes, and a hamburger went for 15 million Zimbabwean dollars. National elections in 2008 were marked by fraud, deadly violence and a severe repression of the media. Mugabe was eventually forced into an uneasy power-sharing government with Morgan Tsvangirai, widely seen as the real winner, but by then Mugabe had lost whatever credibility he had left in the international arena. His knighthood was rescinded, and he was slapped with targeted sanctions that prevented him from going to many countries in Europe and the U.S.
Zimbabwe’s economy never recovered, buffeted by a loss of investor confidence, debt, financial fraud and now drought. Corruption monitoring group Transparency International estimates that Zimbabwe is losing at least $1 billion a year to graft. According to the World Bank, one fifth of the population lives in extreme poverty. Nonetheless, Mugabe continued to celebrate his February birthdays in lavish fashion, serving feasts of elephant, buffalo and even lion meat to crowds of cronies numbering in the tens of thousands, even as five million of his subjects faced food shortages.
Until the very end of his reign, Mugabe played potential successors off each other, testing loyalties and setting the stage for a pitched conflict between his glamorous wife, Grace Mugabe, Vice President Mnangagwa, and his former Vice President, Joyce Mujuru, whom he had removed from power in 2014. But that strategy finally backfired in 2017, when the Zimbabwean army, alarmed by his wife’s growing influence, staged a soft coup, putting Mugabe under house arrest and forcing him to submit a letter of resignation to Parliament on November 21, 2017. “My decision to resign,” wrote the President, “arises from my concern for the welfare of the people of Zimbabwe and my desire to ensure a smooth, peaceful and non-violent transfer of power that underpins national security, peace and stability.” As the speaker of the house read it aloud, parliamentarians cheered.
His controversial legacy
Zimbabweans had every reason to celebrate the end of an era defined by economic mismanagement, government corruption and human rights abuses, but after nearly four decades of dictatorship, expectations of rapid improvement in the country’s economy and political direction went unmet. Mugabe’s successor, former Vice President Mnangagwa, promised a new leaf upon his election to the presidency in 2018, but conditions have only worsened. Comrades-in-arms during the independence struggle, Mnangagwa and Mugabe worked side by side for much of the President’s reign. In a diplomatic cable posted on Wikileaks in 2000, the U.S. State Department noted that Mnangagwa was “widely feared and despised throughout the country” and “could be an even more repressive leader” than Mugabe.
Mugabe’s death, says analyst Laurie, is likely to launch a period of intense introspection in Zimbabwe, and around the world. As a Marxist revolutionary who faced prison and risked death in the fight for justice and the independence of his nation, Mugabe well deserves the accolades of his citizens. For his whole-hearted promotion of reconciliation instead of retribution a good decade before Nelson Mandela espoused the same philosophy for a post-apartheid South Africa, Mugabe became an international example of enlightened leadership.
But his addiction to power proved his undoing. Mandela and Mugabe were both prisoners-turned-presidents, but where Mandela stood down after one term in office, Mugabe clung to power until the bitter end. Had he followed Mandela’s example, he would have remained a hero. Instead Mugabe will be remembered as the despot who turned one of the most promising nations of Africa into a failing state. “The trouble with Mugabe,” Mandela once famously said, “is that he was the star—and then the sun came up.”
(UNITED NATIONS) — The United States has blocked the U.N. Security Council from issuing a statement following the recent exchange of cross-border fire between the militant group Hezbollah in southern Lebanon and Israeli forces in Israel, diplomats said Thursday.
The initial draft of the French-proposed council statement, obtained by The Associated Press, would have condemned “all violations of the Blue Line,” which is the U.N.-drawn dividing line between the two countries.
Hezbollah militants on Sunday fired a barrage of anti-tank missiles into Israel, prompting a reprisal of heavy Israeli artillery fire in a rare burst of fighting between the bitter enemies who fought a monthlong war in 2006. The shooting quickly subsided without casualties on either side, but the situation remains volatile.
The proposed council statement urged all parties “to exercise maximum calm and restraint” and refrain from rhetoric that could jeopardize the cessation of hostilities agreed to by Israel and Lebanon after the 2006 conflict.
The U.N. diplomats, who insisted on anonymity because they were revealing negotiations that were supposed to be private, said the U.S. objected to the statement’s failure to condemn Hezbollah and its “moral equivalence” between Israel and the militant group.
A U.S. Mission statement said: “Our diplomatic negotiations are confidential and we are unable to discuss the details of closed door negotiations.”
Bahamians are scrambling to respond to a catastrophic Category 5 hurricane that the nation’s Prime Minister has described as a “historic tragedy” since the slow-moving storm made landfall Sunday. Hurricane Dorian has claimed at least 20 lives and destroyed many buildings, especially on the islands of Grand Bahama and Abaco.
Governments and nonprofits are offering money, workers and other aid to help with the rescue and recovery effort. According to the Red Cross, about 45% of the homes on Grand Bahama and Abaco — about 13,000 houses — are believed to be severely damaged or destroyed as a result of the storm, and some 62,000 people will need clean drinking water, the Associated Press reports. U.N. officials said that more than 60,000 people will need food assistance.
At the same time, Bahamians have carried out their own efforts to account for loved ones, posting frantic photos and notes on Facebook and WhatsApp begging for word about missing friends and family members.

What is the hurricane’s death toll?
Officials in the Bahamas say the country’s death toll has increased to 30, reports the Associated Press. Bahamian Health Minister Duane Sands said that he expects the number to be “significantly higher” in upcoming days as crews continue search and rescue missions.
“So many families have been impacted by the devastation, including those trapped during the storm,” Prime Minister Hubert Minnis said Wednesday at a press conference. “Just about every Bahamian throughout the country has been worried about loved ones on Grand Bahama and Abaco.”
How bad is the destruction?
Much of the severe damage appears to be concentrated on the Abaco islands, a chain of islands in the northern Bahamas known as a boating destination. The Prime Minister said Tuesday that parts of Abaco are 60% destroyed.
Local communities within the Abaco islands have reported significant damage. A community known as The Mudd, which was built over time by Haitian immigrants, was “razed” by the storm, according to the AP. Most of the houses in Marsh Harbour, one of the largest towns in Abaco, were destroyed by the storm, the Miami Herald has reported.
Minnis said that most homes on Grand Bahama seem to have sustained “minor damage,” and he said he’s personally seen damage to homes, infrastructure and other buildings.
The Bahamas’ southern islands, including its capital, Nassau, were not affected by the storm.
The Category 5 hurricane was both powerful and slow-moving. When it made landfall, Hurricane Dorian had sustained winds of up to 185 mph. Moving as slowly as 1 or 2 mph, the hurricane arrived in the Bahamas on Sunday and did not have the all-clear until Wednesday morning.
What are the relief efforts?
Other countries, private companies and nonprofits have mobilized to support the relief effort in the Bahamas, although the nation has faced challenges as it’s worked to prepare airports and a harbor damaged by the storm into a position to receive much-needed support.
Ravelle Dean, a volunteer with the Bahamas’ National Emergency Management Agency (NEMA) who is designated to speak on behalf of the agency, tells TIME that two of Abaco’s three airports are now open to private planes. The Sandy Point Airport was unaffected by the storm, and Marsh Harbour was reopened on Thursday morning. Treasure Cay Airport is open only to rescue and recovery helicopters.
However, aircraft need to receive permits from NEMA to enter the airports, and the agency has been “inundated” with calls, Dean says.
“There’s definite frustration on some people’s ends,” she adds. “We’re trying to go as fast as we can.”
The U.S. Coast Guard has sent crews to help with the relief response; as of Thursday morning, the Coast Guard said it had rescued 135 people and six pets in the Bahamas since the beginning of the storm. The Coast Guard also provided a helicopter for Prime Minister Minnis to survey the aftermath of the storm.

The United Nations has pledged $1 million in aid, and the U.N. World Food Program has bought eight tons of ready-to-eat meals that it is working to bring to the Bahamas. Canada has also pledged $500,000 to the relief effort, according to Minnis.
Carnival Cruise Line has partnered with Tropical Shipping and NEMA to bring food and supplies donated in Florida to the Bahamas. The Micky and Madeleine Arison Family Foundation and Carnival pledged $2 million to recovery and relief effort; Disney Cruise Line also pledged $1 million to relief efforts, Minnis said.

A number of other organizations are also collecting donations for the Bahamas, including the American Red Cross, Americares and World Central Kitchen, the nonprofit founded by celebrity chef José Andrés, who has been on the ground in the Bahamas and shared images of devastation.
(MANILA, Philippines) — An American woman who attempted to carry a 6-day-old baby out of the Philippines hidden inside a sling bag has been arrested at Manila’s airport and charged with human trafficking, officials said Thursday.
They said Jennifer Erin Talbot was able to pass through the airport immigration counter on Wednesday without declaring the baby boy but was intercepted at the boarding gate by airline personnel.
Talbot was unable to produce any passport, boarding pass or government permits for the baby, airport officials said.
Public records indicate she has been living in Utah. Philippines officials previously said Talbot was from Ohio, and records indicate she has family connections there.
Property records obtained Thursday show Talbot owns a home in a suburb of Salt Lake City, and got a traffic citation there in March. People answering the door in Sandy, Utah, declined to comment to The Associated Press.
Wearing an orange detainee shirt and handcuffs, Talbot, 43, was presented to reporters in Manila on Thursday. She kept her head low and wiped her tears at times. When reporters asked her to comment, Talbot shook her head.
Talbot had planned to board a Delta Air Lines flight to the United States with the baby, airport officials said.
“There was really an intention to hide the baby,” immigration official Grifton Medina said by telephone.
After discovering the baby, airline staff called immigration personnel, who arrested Talbot at the airport. She was later handed over to the National Bureau of Investigation and the baby was turned over to government welfare personnel.
The NBI said Talbot presented an affidavit at the airport, allegedly from the baby’s mother, identified as Maricris Dulap, giving consent for the baby to travel to the U.S., but it had not been signed by the mother.
Officials said no government travel approval had been issued for the baby, prompting them to file human trafficking charges against Talbot. The charges carry a maximum penalty of life imprisonment. Talbot also violated at least two other laws on child abuse, kidnapping and illegal detention, the NBI said.
U.S. Embassy officials were notified of Talbot’s arrest and told Philippine authorities that she has no criminal record in the U.S., NBI official Manuel Dimaano said.
Dimaano said Dulap gave her baby to Talbot in southern Davao city. He said investigators will try to determine how Talbot brought the baby out of Davao, which requires a city clearance for infants to be transported by a foreigner.
The baby’s parents have been charged under a child protection law but have not been placed under arrest, although the mother has been interviewed by social welfare officers, Dimaano said.
He said Dulap told the officers that she wanted to offer her baby for adoption, and there was no indication that she had sold the baby.
Dimaano said when he and other officials asked Talbot what she intended to do with the baby, she replied that she just wanted to give it “a name and a church blessing.”
(LONDON) — Boxed in by opponents and abandoned politically even by his own brother, British Prime Minister Boris Johnson struggled Thursday to keep his Brexit plans on track, and he accused lawmakers of thwarting democracy by blocking his call for a new election.
Johnson remained determined to secure an election after lawmakers rejected his attempt to trigger a snap poll, and moved to stop the U.K. leaving the European Union next month without a divorce deal. House of Commons leader Jacob Rees-Mogg told Parliament that a vote would be held Monday on a new motion calling for an election in October.
It’s uncertain whether it will pass, with opposition parties divided over whether to agree to an election now.
Johnson said he would “rather be dead in a ditch” than delay Brexit any further, and insisted that whether or not Britain left the EU as planned on Oct. 31 must be “a matter for the people of this country to decide.”
“I don’t want an election at all, but frankly I cannot see any other way,” he said, flanked by cadets at a police academy on what felt very much like an election campaign stop.
Earlier, he called the rejection of a snap election “a cowardly insult to democracy.”
Johnson’s determination to lead Britain out of the EU on Oct. 31 faces strong opposition from lawmakers, including members of his own Conservative Party who oppose a no-deal Brexit.
His brother, Jo Johnson, dramatically quit the government Thursday, saying he could no longer endure the conflict “between family loyalty and the national interest.”

Johnson’s solution is to seek an election that could shake up Parliament and produce a less troublesome crop of lawmakers. It’s a risky gambit: Opinion polls don’t point to a clear majority for the Conservatives and the public mood is volatile.
British prime ministers used to be able to call elections at will, but under 2011 legislation fixing elections at five-year intervals, they now need the support of two-thirds of lawmakers in Parliament to hold an early poll.
On Wednesday, Johnson asked Parliament to back an Oct. 15 election — but Parliament said no, with opposition parties either voting against him or abstaining.
Corbyn said Labour, the biggest opposition party, would only vote for an early election if the prospect of a no-deal Brexit was taken off the table.
Labour economy spokesman John McDonnell said the party wanted an election but was still deciding on whether to seek one before the Oct. 31 Brexit deadline, or to wait until Parliament had secured a delay to Britain’s departure from the bloc.
“The problem that we have got is that we cannot at the moment have any confidence in Boris Johnson abiding by any commitment or deal that we could construct,” he told the BBC. “That’s the truth of it. So, we are now consulting about whether it’s better to go long, therefore, rather than to go short.”
Opposition lawmakers, supported by Conservative Party rebels, are close to passing a bill that would block a no-deal Brexit on Oct. 31, compelling the prime minister to seek a three-month delay to Britain’s departure if no agreement is reached by late October.
The bill was approved by the House of Commons on Wednesday, but faced trouble in Parliament’s upper chamber, the House of Lords, where pro-Brexit members planned to defeat it by filibustering — talking until time ran out.
But early Thursday, the Lords agreed to let the bill pass through the chamber by Friday, allowing it to become law on Monday.
Johnson said the legislation would “scupper our negotiating power and make it much more difficult for the government to get a deal.”
Johnson plans to suspend Parliament at some point next week until Oct. 14, a decision that enraged opponents of Brexit and faces several legal challenges. His critics accused him of subverting democracy and carrying out a “coup.”
Transparency campaigner Gina Miller, who won a 2017 Supreme Court ruling that stopped the government from triggering the countdown to Brexit without a vote in Parliament, took the government to the High Court on Thursday over the suspension.
Miller, who is supported in her claim by Labour and the governments of Scotland and Wales, argues that sending lawmakers home at a crucial time is unlawful.
“We say that what the prime minister is not entitled to do is to close Parliament for five weeks at such a critical time without justification,” her lawyer, David Pannick, told the hearing.
The case continues Friday, when judges may give their ruling.
Johnson insists he wants to secure a revised divorce deal to replace the agreement May struck with the bloc, which was rejected three times by British lawmakers. He told Parliament this week there was “real momentum” in negotiations with the EU, but European officials deny this and say Britain has yet to produce any concrete proposals.
Pro-Brexit British politicians want a looser economic relationship with the EU than foreseen under May’s deal, to make it easier to strike new trade pacts with other countries, notably the United States.
U.S. Vice President Mike Pence met Johnson in London on Thursday and later tweeted: “As the deadline for Brexit approaches, we urge the European Union to negotiate in good faith with Prime Minister @BorisJohnson and work to reach an agreement that respects the United Kingdom’s sovereignty and minimizes disruption to commerce.”
That comment is likely to please the British government but annoy EU officials and pro-EU Britons.
At the meeting, Pence said Washington “is ready, willing and able to immediately negotiate a free trade agreement with the U.K.”
But anti-Brexit U.K. politicians fear the Trump administration will demand access to Britain’s state-funded National Health Service as part of any deal.
Johnson told Pence “we will do everything to increase free trade, but the National Health Service is not on the table as far as our negotiations go.”
“And we’re not too keen on that chlorinated chicken either,” he said — a reference to concerns that Britain will have to lower animal hygiene standards as part of a trade deal.
(KABUL, Afghanistan) — A Taliban suicide car bombing in Kabul on Thursday killed a U.S. service member, a Romanian soldier and at least 10 Afghan civilians in a busy diplomatic area that includes the U.S. Embassy — the second such attack this week underscoring Afghan government warnings that a preliminary U.S.-Taliban deal on ending America’s longest war was moving dangerously quickly.
“Peace with a group that is still killing innocent people is meaningless,” Afghan President Ashraf Ghani said in a statement.
A NATO Resolute Support mission statement said the two service members were “killed in action,” without providing details or releasing their names pending notification of their families.
The American soldier was the fourth U.S. service member killed in the past two weeks in Afghanistan.
Interior Ministry spokesman Nasrat Rahimi said another 42 people were wounded and 12 vehicles destroyed. Hours later, the Taliban set off a car bomb outside an Afghan military base in a neighboring province, killing four civilians.
The Taliban said they targeted vehicles of “foreigners” as they tried to enter the heavily guarded Shashdarak area in Kabul where Afghan national security authorities have offices. The NATO Resolute Support mission is nearby, and British soldiers were at the scene, retrieving what appeared to be the remains of a NATO vehicle.

U.S. envoy Zalmay Khalilzad has been in Kabul this week briefing Ghani and other Afghan leaders on the U.S.-Taliban deal to end nearly 18 years of fighting that he says only needs President Donald Trump’s approval to become a reality. Khalilzad has not commented publicly on this week’s attacks.
The Afghan government has raised serious concerns about the deal, including in new comments on Thursday as the latest attack occurred. The agreement was moving with “excessive speed,” presidential adviser Waheed Omer told reporters, warning of difficult days ahead.
“Afghans have been bitten by this snake before,” Omer said, recalling past agreements from which, like now, the Afghan government has been sidelined. “Where there is no feeling of ownership there is no safety,” he said.
The Taliban, at their strongest since their 2001 defeat by a U.S.-led invasion, have refused to negotiate with the government, calling it a U.S. puppet.
The Afghan government on Wednesday said it shares the concerns raised by several former U.S. ambassadors to Afghanistan, who warned that a full U.S. troop withdrawal that moves too quickly and without requiring the Taliban to meet certain conditions, such as reducing violence, could lead to “total civil war” such as the one that engulfed the country in the 1990s, before the Taliban swept into power.
Khalilzad has said 5,000 U.S. troops would withdraw from five bases in Afghanistan within 135 days of a final deal. Between 14,000 and 13,000 troops are currently in the country.
However, the Taliban want all of the approximately 20,000 U.S. and NATO troops out of Afghanistan immediately, while the U.S. seeks a withdrawal in phases that would depend on the Taliban meeting certain conditions, such as a reduction in violence.
The U.S. also seeks Taliban guarantees that they will not allow Afghanistan to become a haven from which extremist groups such as al-Qaida and the local affiliate of the Islamic State group can launch global attacks.
The deal is meant to be followed quickly by intra-Afghan talks that the U.S. would like to see begin ahead of Afghanistan’s presidential election on Sept. 28.
The Afghan president, who has been shown the U.S.-Taliban deal but not allowed to keep a copy, has insisted that the election must not be delayed. He seeks a second term and what he calls a strong mandate to negotiate with the militant group on the country’s political future. He has rejected talk of an interim government, an idea that has gained such traction in Kabul that many other presidential candidates have barely campaigned.
Ghani’s adviser, Omer, acknowledged on Thursday the risks of holding another chaotic election after the presidential one in 2014 and last year’s parliamentary vote. He said the election must happen on time but said a vote that is not transparent will “cause challenges.”

Home, auto and personal loan rates may not fall sharply as expected after the RBI's directive on Wednesday as baddebt-laden banks strive to protect profitability with higher spreads over benchmark rates.Banking experts and analysts cautioned about pressure on banks' net interest margin after the RBI ordered lenders to ditch the current formula for setting rates and adopt a new one based on market-linked benchmarks.Some bankers and analysts warned that rates may either rise in the short term or stay where they are, as banks' cost of funds is linked to deposit rates that are sticky and not benchmarked.Banks may begin to charge a higher risk premium to cover the cost of deposits, which do not move in tandem with any of the RBI-suggested external benchmark interest rates — such as repo rate or treasury bills.Implications for Bank MarginsIf banks don't raise rates, they may be compromising on profitability."Linking all new retail loans (to external benchmarks) could lead to wide fluctuations in EMIs (equated monthly installments) for customers because these rates have to be reset every three months. The certainty that retail borrowers look for in EMIs will go. Also, with deposit rates not linked to the market, the transmission will not be total," said Prashant Kumar, CFO at State Bank of India. The country's largest lender has already linked cash credit overdraft rate up to Rs 1 lakh and home loan rates to the repo. 71002172 On Wednesday, the RBI asked banks to peg loans to retail lenders and micro, small and medium enterprises (MSMEs) either to the central bank's repo rate, the threemonth or six-month treasury yield published by Financial Benchmarks India Ltd (FBIL) or any other benchmark published by the latter. The move is aimed at making banks transmit the RBI's interest rate actions. It has been observed that whenever the RBI raises rates, banks are quick to pass on the increase to borrowers. The reverse, however, doesn't happen as promptly.The repo rate stands at 5.4%. If a bank with a marginal cost of lending rate of 9% charges a customer 100 basis points above it — or 10% interest rate — on a home loan, it will now be tempted to widen the spread because the new external benchmark rate would mostly be lower than the MCLR. In the current scenario, the spread between repo and the actual rate is 460 basis points. A basis point is one-hundredth of a percentage point. Taking the same illustration forward, if the RBI cuts rates by, say, 40 basis points to 5% percent, the MCLR or the bank's cost based on deposit and other rates does not fall by an equal amount to 8.6%. The fall may be just 20 bps or 10 bps, depending on the strength of the bank's deposits franchise. Hence, to protect margins, the bank would have to create a buffer and widen the spread to maybe 480 bps or even 500 bps. Eventually, instead of giving out the home loan at 10%, the bank may offer it at 10.2% or 10.3%. "The RBI's move could have serious implications on bank margins because their liabilities are fixed and loans to retail borrowers and MSMEs constitute more than 50% of the loan book in some cases," said Prakash Agarwal, head (financial institutions) at India Ratings & Research. "Banks will have to keep a buffer to adjust lending rates because deposit rates will not come down at the same pace as lending rates."Banks could also raise administrative fees to compensate for the additional risk. And this could also make payments volatile for individuals. Since May, SBI has linked its savings bank rate for deposits above Rs 1 lakh to the repo rate. However, it did not change the rate despite the 35 bps cut by the RBI earlier this month. SBI's savings bank rate is currently at 3%, higher than the 2.65% it should have offered taking into account the cut by RBI.Bank deposits in India compete with government savings schemes such as public provident fund and national savings schemes, which offer higher rates and hence create a floor for cuts in deposit rates. A large number of households and senior citizens depend on bank rates for survival. Hence, any rate cut also has social implications."What happens if a bank links the rates to, say, three-month or sixmonth treasury bill and there is sudden liquidity crisis, which leads to rates shooting up? Does that mean a mortgage borrower will overnight have to pay 200 basis points more as interest?" said Suresh Ganapathy, an analyst at Macquarie Securities. "The bigger issue is that of banks' ALM (asset-liability management) over the longer term in the absence of floating rate liability market. Please note that SBI did launch floating-rate, fixed-tenure term deposits in the past only to fail miserably… No one in India will accept a floating rate on deposits, since what they need is income certainty," Ganapathy added.Kotak Institutional Equities said the change would cast a shadow on bank margins as MCLR rates are currently higher than repo-linked instruments. It will also slow down transmission till all rates are aligned, and could lead to tweaks in bank spread or credit risk adjustment."Many banks are seen to be reluctant to link loan rates to external benchmarks because of the severe constraints they face in lowering deposit rates fearing migration of deposits to small savings schemes," said Ajay Bodke, CEO (PMS) at Prabhudas Lilladher.

Under Asia's richest man, Mukesh Ambani, Reliance Industries is pivoting from an oil-led conglomerate into a more consumer-facing company, selling everything from handbags to broadband to try to tap into Indians' rising disposable incomes. Reliance Brands already runs high-end stores in India with some 40 foreign partners, including British label Burberry , shoemaker Steve Madden and New York-based Iconix Brand Group Inc, through joint ventures and franchises. It also wrapped up its first international acquisition in May, buying Hamleys, the world's oldest toy retailer, for $88.5 million. And it is not planning to stop there. "The Hamleys acquisition ... has already whetted our appetite," Reliance Brands CEO Darshan Mehta said in an interview in India's financial capital Mumbai. "Internationally, much of brick and mortar retail is in a lot of pain," he added at the Reliance Brands office plastered with photographs of models advertising its breadth of brands. "No wonder - what may have once been available for 100 is now available for 50." Western companies "over built" their store estates and did not see the "e-commerce gorilla" coming, Mehta said. "Look around and you will always find many of them up for sale, whether it be in New York, London or Milan." Mehta declined to give details on talks. NEW DELHI: The country that hosts Facebook's largest user base, India, is also the country whose cybersecurity researchers receive the biggest quantum of payouts from the social media behemoth for discovering data breaches and vulnerabilities.As per Facebook, in 2018, the company awarded over $1.1 million to security researchers from more than 100 countries, bringing the total payout till date to over $7.5 million. The payout programme, known as a bug bounty scheme, was started by Facebook in 2011. The top three countries based on the sum of payouts were India, the US and Croatia.It was an Indian security expert who played a crucial role in the latest incident of a data breach at the social media company though he didn't report his discovery under the bug bounty programme.American online publisher Tech Crunch reported on Wednesday the discovery of hundreds of millions of phone numbers linked to Facebook accounts through an exposed server that contained more than 419 million records over several databases on users across markets. Tech Crunch was tipped off by Sanyam Jain, an Indian security researcher from Udaipur and a member of the Hague-based nonprofit, GDI Foundation.71002112 Dan Gurfinkel, the security engineering manager for Facebook, said since the company started its bug bounty programme — where it collaborates with security researchers from around the world — India has been among the top contributing countries based on the bounty payouts and quality of bug reports. In response to the latest breach discovered by Jain, Facebook said the data set is old and appeared to have information obtained before it made changes last year to remove people's ability to find others using phone numbers. But concerns have been mounting since Jain's discovery. In response to ET's queries, Facebook did not specify if any Indian users had been impacted. "The dataset has been taken down and we see no evidence that Facebook accounts were compromised. The underlying issue was addressed as part of a newsroom post on April 4, 2018 by Facebook's chief technology officer," said a Facebook spokesperson.
Home, auto and personal loan rates may not fall sharply as expected after the RBI's directive on Wednesday as baddebt-laden banks strive to protect profitability with higher spreads over benchmark rates.Banking experts and analysts cautioned about pressure on banks' net interest margin after the RBI ordered lenders to ditch the current formula for setting rates and adopt a new one based on market-linked benchmarks.Some bankers and analysts warned that rates may either rise in the short term or stay where they are, as banks' cost of funds is linked to deposit rates that are sticky and not benchmarked.Banks may begin to charge a higher risk premium to cover the cost of deposits, which do not move in tandem with any of the RBI-suggested external benchmark interest rates — such as repo rate or treasury bills.Implications for Bank MarginsIf banks don't raise rates, they may be compromising on profitability."Linking all new retail loans (to external benchmarks) could lead to wide fluctuations in EMIs (equated monthly installments) for customers because these rates have to be reset every three months. The certainty that retail borrowers look for in EMIs will go. Also, with deposit rates not linked to the market, the transmission will not be total," said Prashant Kumar, CFO at State Bank of India. The country's largest lender has already linked cash credit overdraft rate up to Rs 1 lakh and home loan rates to the repo. 71002172 On Wednesday, the RBI asked banks to peg loans to retail lenders and micro, small and medium enterprises (MSMEs) either to the central bank's repo rate, the threemonth or six-month treasury yield published by Financial Benchmarks India Ltd (FBIL) or any other benchmark published by the latter. The move is aimed at making banks transmit the RBI's interest rate actions. It has been observed that whenever the RBI raises rates, banks are quick to pass on the increase to borrowers. The reverse, however, doesn't happen as promptly.The repo rate stands at 5.4%. If a bank with a marginal cost of lending rate of 9% charges a customer 100 basis points above it — or 10% interest rate — on a home loan, it will now be tempted to widen the spread because the new external benchmark rate would mostly be lower than the MCLR. In the current scenario, the spread between repo and the actual rate is 460 basis points. A basis point is one-hundredth of a percentage point. Taking the same illustration forward, if the RBI cuts rates by, say, 40 basis points to 5% percent, the MCLR or the bank's cost based on deposit and other rates does not fall by an equal amount to 8.6%. The fall may be just 20 bps or 10 bps, depending on the strength of the bank's deposits franchise. Hence, to protect margins, the bank would have to create a buffer and widen the spread to maybe 480 bps or even 500 bps. Eventually, instead of giving out the home loan at 10%, the bank may offer it at 10.2% or 10.3%. "The RBI's move could have serious implications on bank margins because their liabilities are fixed and loans to retail borrowers and MSMEs constitute more than 50% of the loan book in some cases," said Prakash Agarwal, head (financial institutions) at India Ratings & Research. "Banks will have to keep a buffer to adjust lending rates because deposit rates will not come down at the same pace as lending rates."Banks could also raise administrative fees to compensate for the additional risk. And this could also make payments volatile for individuals. Since May, SBI has linked its savings bank rate for deposits above Rs 1 lakh to the repo rate. However, it did not change the rate despite the 35 bps cut by the RBI earlier this month. SBI's savings bank rate is currently at 3%, higher than the 2.65% it should have offered taking into account the cut by RBI.Bank deposits in India compete with government savings schemes such as public provident fund and national savings schemes, which offer higher rates and hence create a floor for cuts in deposit rates. A large number of households and senior citizens depend on bank rates for survival. Hence, any rate cut also has social implications."What happens if a bank links the rates to, say, three-month or sixmonth treasury bill and there is sudden liquidity crisis, which leads to rates shooting up? Does that mean a mortgage borrower will overnight have to pay 200 basis points more as interest?" said Suresh Ganapathy, an analyst at Macquarie Securities. "The bigger issue is that of banks' ALM (asset-liability management) over the longer term in the absence of floating rate liability market. Please note that SBI did launch floating-rate, fixed-tenure term deposits in the past only to fail miserably… No one in India will accept a floating rate on deposits, since what they need is income certainty," Ganapathy added.Kotak Institutional Equities said the change would cast a shadow on bank margins as MCLR rates are currently higher than repo-linked instruments. It will also slow down transmission till all rates are aligned, and could lead to tweaks in bank spread or credit risk adjustment."Many banks are seen to be reluctant to link loan rates to external benchmarks because of the severe constraints they face in lowering deposit rates fearing migration of deposits to small savings schemes," said Ajay Bodke, CEO (PMS) at Prabhudas Lilladher.
MUMBAI: Two years after its listing, Aditya Birla Capital Limited (ABCL) raised Rs 1,000 crore from private equity fund Advent International as part of a larger Rs 2,100 crore capitalisation exercise that will also see an equal contribution from promoter entities. Existing investor PremjiInvest will put in Rs 100 crore.The board approved the fundraise through a preferential allotment at Rs 100 per share at a 10.62% premium to ABCL's closing price of Rs 90.40 on September 4, the company said in a statement. ET was the first to report on September 4 that Advent was in advanced negotiations with Kumar Mangalam Birla to invest in his listed financial services holding company for a minority stake.Advent International will invest Rs 1,000 crore via its affiliate Jomei Investment and PremjiInvest's Rs 100 crore will come in through affiliate PI Opportunities Fund.Additionally, Grasim Industries will invest Rs 770 crore along with other Birla promoter entities who will, all told, contribute another Rs 230 crore to ABCL as "confidence capital". After the transaction, the promoter and promoter group entities will hold about 70.54% of ABCL.Upon completion of the transaction, Advent, a US-based buyout fund with over $36 billion AUM, will own about 4.15% of ABCL's equity, making it the largest non-promoter shareholder.PremjiInvest, through its affiliates, will hold about 4.11% of ABCL. In July 2017, PremjiInvest, the family investment arm of Wipro founder Azim Premji, bought a 2.2% stake in the company for Rs 703.7 crore ($109 million) at a proposed valuation of Rs 32,000 crore.In September of that year, ABCL got listed after a group reorganisation that saw Aditya Birla Nuvo merging with Grasim Industries and the financial services business getting hived off and brought under Aditya Birla Capital. Since listing, the stock is down over 60% and closed Thursday at Rs 91.45 for a market value of Rs 20,135.32 crore."The premium that we are getting in the valuation is a validation of the inherent strength of our franchise from a pedigreed global institutional investor," said ABCL CEO Ajay Srinivasan. "Since our listing two years ago, we have funded our strong growth through internal accruals and debt. "Between retail, SME (small and medium enterprises) and HNIs (high networth individuals), it's 50% of our lending book and we will continue to accelerate our pace of growth in these retail segments, cherry picking opportunities that fit our risk return portfolio." The balance sheet strength will come in handy to scale up through acquisitions."There is consolidation across the financial services spectrum starting with banks and NBFCs. This positions us well to capitalise on growth in general as well as to be prepared for any opportunities in any of the sectors in which we operate," Srinivasan said. Crude oil was on a roller-coaster ride in August with prices starting the month on a steady upward trend with WTI hitting $56 and later reaching lowest of $50 and then soaring back to $56 to end the month on a bunch of volatile factors, including "Trump Tweet" effect.It seemed like global markets and crude are completely at the mercy of Trump's tweets these days. One particular area of risk to watch is the further weakening of the yuan against the dollar. The yuan depreciated to 7.15 to the greenback, the weakest rate since prior to the global financial crisis 11 years ago.The other headwinds were the ever increasing US production, which rose by 300,000 bpd to a record 12.5 million bpd. Prices received some boost after Iran's Foreign Minister Javad Zarif threw cold water on the prospects of any meeting with the US. This came a day after President Donald Trump floated the idea of easing restrictions on Iran.The demand picture looks wobbly as worries over the supply side, where global production grew by a whopping 2.2 million barrels per day (mbpd), more than double its historical average. The vast majority of this growth was driven by US production. Since 2012 and the onset of the tight oil revolution, US production has increased by over 7 mbpd – broadly equivalent to Saudi Arabia's crude oil exports – an astonishing increase, which has transformed both the structure of the US economy and global oil market dynamics.Meanwhile, The Joint Ministerial Monitoring Committee (JMMC) of the Opec and non-Opec countries reported that July's overall compliance level was 159 per cent and was 22 per cent higher than earlier. The 1.8 mbpd supply growth from non-Opec this year stands in sharp contrast to the expected increase in demand of just 0.8 mbpd. Opec+ cuts have been required to keep the oil market from an utter meltdown, including deeper-than-required cuts from Saudi Arabia, and harsh US sanctions on Venezuela and Iran.Natural gas Natural gas prices had a volatile month as market participants start to look towards the colder months in and the amount of increase in demand for natural gas can be a major trigger for the next month.The hurricane is providing some support, but there remains uncertainty as if hurricane hit Florida. It will have a bearish influence on natural gas prices because of lower cooling demand, while hurricanes in the Gulf of Mexico near Louisiana and Texas tend to have a bullish influence since that is where the natural gas production facilities are.Prices are at critical point in year where volatility can increase due to seasonality shifts. With the summer cooling season winding down, traders will begin preparing for the winter heating season starting around September 1. EIA expects WTI –Brent Spread will average $5.50 during Q4 2019 and in 2020, narrowing from $6.60 spread during July.The narrowing spread reflects that crude oil pipeline transportation constraints from the Permian basin to refineries and export terminals on the US Gulf Coast will ease in the coming months. On the Options front, maximum Put open interest (OI) was at 10,800 followed by 10,600 strike while maximum Call OI was at 11,200 followed by 11,700 strike. Call writing was at 11,000 followed by 10,900 strike, while Put writing was seen at 10,800 and 10,600 strikes. Option data suggests a trading range between 10,600 and 11,200 levels. India VIX moved up by 0.17 per cent to the 17.27 level. Bank Nifty formed an Inside Bar on the daily scale, as it traded in the range of the previous session's candle. The index managed to negate the formation of lower lows after five sessions, but supply pressure was seen at higher levels. It needs to hold above 27,000–27,150 to witness a bounce towards 27,350 and then 27,500, while on the downside, major supports are seen at 26,650 and then 26,500. Nifty futures closed with a marginal loss of 0.10 per cent at 10,875. Cognizant could see a slew of job cuts as early as end-October, CEO Brian Humphries indicated at an investor event in New York, to ensure that the ongoing restructuring at the company does not drag out over time."I do not believe in death by a thousand cuts, I would rather pull the Band-Aid off and get it behind us and set the context as to why this is critical and fast forward to the future," Humphries said.The announcements would be made along with the company's third quarter results, expected next month, and to the employees ahead of that, he said."We need to be draconian with the cost structure and use those savings to fund the future," he said.Humphries, who joined Cognizant in April, said earlier it planned to reduce costs to 'self-fund' some investments and make the IT services exporter 'fit-for-growth.' The Teaneck, New Jersey-headquartered company had grown strongly over the past 25 years even though growth has been disappointing over the last few years, he said, but it was in the process of 'ripping out cost.' "It's almost like having lived in a house for 20 years, having never moved and having not done spring cleaning. When you do move, you tend to find a lot of stuff you don't really need anymore," Humphries said. It could also be an indicator of companies going in for "a reshuffling of the pack", according to an hiring expert.While leadership hiring continues to be strong, what has changed, however, is risk-averse organisations taking longer to zero in on the best talent for a CXO level post. This has resulted in prolonging of the process of hiring, said hiring experts.EMA Partners, an executive search firm, said it has signed up as least seven-to-eight CEO searches in the last one month. Executive Access India, on the other hand, has signed up five new assignments within the last 30 days. Sapphire Human Solutions CEO Ankit Bansal, said: "Across India, there have been over 400 CXO movements in August alone, as per our internal research. The number has remained more or less the same over the last few months."Bansal said although there has been a flurry of new mandates, decision making has slowed down and is delaying the process. "For a placement to close in August, work would have started in January-February this year. One would have to wait for CXO placement numbers for December-January to understand the real impact of the current slowdown" EMA Partners regional managing partner (Asia) K Sudarshan, said: "We believe while CEO hiring has not taken a beating in a bearish market, the process of hiring has certainly lengthened. Organisations are also cautious that they want to hire a CEO who will hit the ground running as there is no appetite for trying someone who is untested."Given the demand, CXO talent is weighing options to see which side the bread is buttered. Executive Access India MD Ronesh Puri, said: "Talent, which is not looking at retiring soon, is taking advantage of the situation to look for new opportunities. Premium talent continues to command an even bigger premium as organisations are competing with each other for outstanding talent. Premium talent is keen on moving out at more than traditional 20% hikes. Their ask is now around 40% as they know they can today command a higher price."Average talent is being weeded out and facing the axe as companies are becoming tough on average performers. "We are getting a number of calls from candidates as well. "When times are hard, companies like to shuffle the pack. There are firms who do not want to hire from the same industry and, at the same time, there are companies which ask us to bring talent from the same industry.
