Washington (CNN): In the hours before the attack on the two tankers in the Gulf of Oman on Thursday, the Iranians spotted a US drone flying overhead and launched a surface-to-air missile at the unmanned aircraft, a US official told CNN.
The missile missed the drone and fell into the water, the official said.
Prior to taking fire, the American MQ-9 drone observed Iranian vessels closing in on the tankers, the official added, though the source did not say whether the unmanned aircraft saw the boats conducting an actual attack.
Still, it is the first claim that the US has information of Iranian movements prior to the attack.
The same official also said in the days prior to the attack, a US reaper drone was shot down in the Red Sea by what is believed to be an Iranian missile fired by Houthi rebels.

DUBAI/WASHINGTON (Reuters) - The United States on Friday blamed Iran for attacks on two oil tankers at the entrance to the Gulf and said it was seeking international consensus about the threat to shipping, despite Tehran denying involvement in the explosions at sea.
Thursday's attacks raised fears of a confrontation in the vital oil shipping route at a time of increased tension between Iran and the United States over U.S. sanctions and military moves in the Middle East, Tehran's proxy groups in the region and its nuclear program.
"Iran did do it and you know they did it because you saw the boat," U.S. President Donald Trump told Fox News.

Pentagon officials are drafting a slew of "contingency plans" for the U.S. and its Middle East allies, should growing tensions between Washington and Iran escalate in the region, says acting Defense Secretary Patrick Shanahan.
U.S. national security officials are also reaching out to American allies, in a effort to gin up "an international consensus" to increase pressure on Tehran, in the wake of a pair of attacks on commercial oil vessels in the Gulf of Oman, Mr. Shanahan told reporters at the Pentagon on Friday.
ANKARA (Reuters) - Turkey will "take reciprocal steps" if the United States imposes sanctions over its purchase of Russian S-400 defenses, the Turkish foreign minister said on Friday, marking the latest step toward a standoff between the NATO allies.
"If the United States takes any negative actions towards us, we will also take reciprocal steps," Mevlut Cavusoglu, the minister, said when asked about possible U.S. sanctions in an interview broadcast on Turkish TV.
Ankara and Washington have sparred publicly for months over Turkey's purchase of the S-400 missile systems, expected to be delivered as early as next month. Washington has said that would trigger U.S. sanctions and sent a letter warning that Ankara would be pulled out of the F-35 jet program.
A senior U.S. general says the Islamic State (IS) extremist group remains a "very worrisome" presence in Afghanistan, but it is unlikely to mount an attack on the U.S. homeland because it is under strong military pressure.
Marine General Frank McKenzie, who heads the U.S. Central Command, on June 12 told reporters the extremist group "in Afghanistan certainly has aspirations to attack the United States."
"It is our clear judgment that as long as we maintain pressure on them it will be hard for them to do that," he said.

As the US trudges toward the 19th year of its war in Afghanistan, it's officially the most dangerous country on the planet.
Afghanistan is now the least peaceful country in the world, replacing Syria, according to the 2019 Global Peace Index report released on Wednesday by the Institute for Economics and Peace (IEP).
Mohib Iqbal, a research fellow at the institute, told RFE/RL that Afghanistan "is now the world's most violent conflict with the highest number of deaths from war and terrorism."
The former head of Saudi intelligence, Prince Turki al-Faisal, told FRANCE 24 in The Hague that he was pessimistic about the prospects for a successful negotiation between the US and Iran, calling Iran "a disruptive force" in the region. He also accused Tehran of being behind this week's attack by Houthi rebels on a Saudi airport and said he saw no chance for a peaceful solution in Yemen in the near future.
"I'm always hopeful that sensibility can be achieved in the minds of [the] Iranian leadership. Late at night somewhere not far from the coast of Iran, US sailors sleep on board ship when suddenly a dull thud reverberates through the hull and shocks them awake.
An Iranian mini-submarine or possibly a drone has wound its way through layers of defenses, struck the side of the warship and water is flooding in.
In the hours following the incident, Iranian leaders say it wasn't an intentional attack. Some of their naval personnel went rogue. Suspicion is now hardening that Iran was behind the attack on the two tankers in the Gulf of Oman on Thursday morning. U.S. Secretary of State Mike Pompeo has fingered the Islamic Republic, and American officials have released footage of what purports to be an Islamic Revolutionary Guard Corps speedboat alongside one of the ships. The video shows men apparently removing an unexploded limpet mine from the hull of the vessel.
The implication is that the perpetrators were removing evidence of their guilt.

An audio recording has emerged of a distress call made at the scene of one of the Gulf of Oman explosions yesterday, as the owner of the other tanker said the crew saw a 'flying object' hurtling towards them.
In the short clip, the captain of a passing cargo ship voices fears of a torpedo attack as he helps to rescue the crew of the MT Front Altair after it was hit by a blast and caught fire.
The sailor, who identifies himself as the captain of the Hyundai Dubai, gives the exact location of the Altair, mentions an explosion and says that its 23 crew members have 'safely disembarked', in the recording published by TradeWinds.
The US military on Friday released a video it said shows Iran's Revolutionary Guards removing an unexploded mine from one of the oil tankers targeted in the Gulf of Oman. Tehran denied involvement, accusing the US of waging an "Iranophobic campaign".
"It is the assessment of the United States that the Islamic Republic of Iran is responsible for the attacks," US Secretary of State Mike Pompeo told reporters.

WASHINGTON (Reuters) - The United States has no interest in engaging in a new conflict in the Middle East but will defend American interests including freedom of navigation, the U.S. military said on Thursday as it directed a destroyer to the scene of an attack in the Gulf of Oman.

For most of the last six years, Xi Jinping has been largely free to define the terms of his presidency. But with challenges piling up from the US trade war to mass protests in Hong Kong and to domestic challenges being faced by the economy, his tenure as China's leader is increasingly being dictated by events.
This week alone, US President Donald Trump threatened to hike tariffs if Xi fails to meet with him at the G20 meeting in Japan; hundreds of thousands of protesters rallied against an extradition law in Hong Kong; and signs emerged that China's economy is struggling, with manufacturing slipping and an 8.5% decline in imports indicating slowing domestic demand.

From the unrest in the province of Xinjiang and its Uighur population to resentment among many Chinese over China's social credit system that rewards and punishes personal behaviour. And what is unfortunate for President Xi is that almost all of this has been self inflicted. The likely passage of Hong Kong's controversial extradition law will irrevocably tarnish the city's rule of law and its attractiveness as an international commercial hub. Unless China's leaders are prepared to accept these disastrous consequences, they should withdraw the bill before it is too late.
WASHINGTON, DC – The world has been riveted by the protests raging in Hong Kong against the city government's proposed law to allow the extradition of criminal suspects to mainland China. About one million people – roughly one-seventh of the former British colony's population – took to the streets on June 9 to denounce the draft law, and another large protest on June 12 resulted in violent clashes between demonstrators and police.
Yet, despite the massive protests, the Chinese government is determined to get its way. Instead of withdrawing the proposed law, Hong Kong's Beijing-controlled leaders have fast-tracked the bill and scheduled it for a vote in the city's Legislative Council at the end of this month. Its adoption would be a calamity not only for Hong Kong, but also for China.

Why China decided to upset the status quo right now and put this important Chinese financial hub at risk is beyond me. China summoned a US envoy in Beijing on Friday to protest against remarks by Washington over Hong Kong's controversial extradition bill.
Vice Foreign Minister Le Yucheng urgently summoned Robert Forden, deputy chief of mission at the US embassy in Beijing, for the protest, the Chinese foreign ministry said in a statement.
Le said China did not accept foreign forces meddling in Hong Kong affairs.

FRENCH prosecutors on Thursday demanded a four-month suspended sentence for a 30-year-old British aid worker accused of assaulting a police officer in the northern border town of Calais.
Hong Kong’s leader Carrie Lam announced Saturday her government will suspend a controversial bill allowing criminal suspects to be extradited to China, after massive street protests that gripped the city this week descended into violence.
Lam has faced unprecedented pressure to scrap the legislation, which its critics say could become a backdoor for China to round up political and commercial adversaries. An estimated one million people joined what is believed to have been the city’s largest ever protest on June 9, and a second round of demonstrations ended violently on Wednesday.
“After repeated internal deliberations over the last two days I now announce that the government has decided to suspend the legislative amendment exercise,” Lam said at a press conference, adding that the central government in Beijing supported the decision to take “more time for discussion.”
Reiterating her position that the legislation is necessary to prevent Hong Kong from becoming a “haven” for criminals, Lam told reporters the government had not provided adequate explanation to the public. The bill, she maintained, was designed to bring justice in the case of a Hong Kong man accused of murdering his pregnant girlfriend in Taiwan in February 2018.
“The original urgency to pass the bill this legislative year is perhaps no longer there,” Lam said, a reference to statements from Taiwanese officials that it would not seek the suspect’s return under the proposed legislation. She added that a majority of lawmakers support the bill and it would not be completely withdrawn, as the protesters demand.
“As there are still loopholes in our [extradition] mechanism we are not in a position to retract this bill,” Lam said, as that would suggest that the legislation was not justified. Suspending the bill came as an abrupt about-face after Lam’s attempt to fast-track the legislation earlier this week. She said there is no timeframe for reopening debate on the matter.
Lam said she “felt heartbroken” by the violence, adding that “this is a time for a responsible government… to restore as quickly as possible the calmness of society.”
Authorities said 81 people were injured, 22 of them law enforcement officials, in the worst unrest the city has seen in decades. Police labeled the protest a “riot,” and said they fired 150 canisters of tear gas, “several rounds” of rubber bullets, and about 20 beanbag shots. Amnesty International said the police used “excessive force” against largely peaceful protesters. A demonstration mostly of concerned mothers rallied in the city center on Friday, some holding signs reading, “don’t shoot our kids.”
The Civil Human Rights Front, the pro-democracy coalition that organized the protests, said another march scheduled for Sunday will proceed as planned. The group said in a statement that the purpose of the demonstration is to condemn the use of force by police brandishing “lethal weapons.” The group is also demanding that police withdraw their characterization of the protest as a riot, and release participants who were arrested without charge.
Lam’s reversal follows intense pressure across broad sectors of society, as well as the international community, over concerns that the city’s democratic freedoms are eroding as an increasingly assertive Beijing seeks to exert greater influence. The former British colony was returned to China in 1997 under an agreement called “one country, two systems” that guaranteed its autonomy for 50 years, but many say Beijing is steadily chipping away at its freedoms.
The controversy over the extradition proposal has become the latest point of tension between the U.S. and Beijing. On Thursday, members of Congress reintroduced legislation supporting democracy and human rights in Hong Kong. The bill would require an annual assessment of the territory’s political autonomy to determine whether it still qualifies for special trade status with the U.S.
Beijing has rebuffed the U.S., saying it would not accept what it has labeled as foreign interference in Hong Kong’s affairs, and the Chinese government has summoned a U.S. envoy in Beijing over the matter.
A small island, three miles off the coast of Ireland, has been making efforts to attract new residents, touting its newly established internet connectivity as a draw for remote workers.
Just a ferry-ride away from the village of Burtonport in northwest Ireland sits Arranmore Island—an island known for its history, fishing culture, beautiful landscapes, and now, its high-speed internet.
The island has been working with the Irish mobile operator company, Three Ireland, to become the first Irish island to have an offshore internet hub. Three’s efforts have brought high-speed wireless connection to the 469 people currently living there. But the island is ready for more. With a population that has spent years in decline, Arranmore seeks to revive its economic and social color.
Arranmore has been touting its new high-speed internet in an effort to attract new residents, whom locals suggest could work remotely with their new resource. They’ve even written letters to America and Australia, according to reports, in an effort to increase the number of people living on the island. A campaign has been launched directed at those who have emigrated from Ireland as a way of enticing them back home.
According to CNN, the letter detailed the benefits of island life, explaining, “there are less people here than would fit in a couple of Amtrak carriages but enough musicians and good Irish whiskey to keep the party going well into the night.”
The lack of wireless connection in Ireland’s rural areas has been an ongoing issue for the country. Despite government promises of a National Broadband Plan, which is attempting to bring high speed broadband to every citizen and workplace in the country, the government’s rollout has been slow, and Ireland’s many inhabited islands have yet to see results. So Arranmore decided to take matters into its own hands.
The Irish Independent reports that Three was able to set up a dish on the mainland which connects to a hub on the island, delivering faster download and upload speeds. This “hub” is a shared space that has been named MODAM, an acronym for an Irish phrase which means “Arranmore Digital Hub.” Spaces can be rented out for €20 a day.
The Independent also reported that Three has helped Arranmore fund the purchase of equipment for this new facility, which now has video conferencing, smart technology, and telecommunication abilities.
Instead of spending time and money establishing a broadband connection using undersea wires, this plan has proven more effective for Arranmore. Hopefully, Arranmore’s success will improve data connectivity on other islands like it.
In the past, Arranmore has lost many of its residents to urban areas, where poor internet connectivity is not a hindrance to their professional lives. The Irish Times reports that there are 25 businesses currently operating on the island. But thanks to Three’s technology and infrastructure, Arranmore is hoping this number will grow.
The second largest Ebola outbreak in history has killed more than 1,300 people since it began in August last year and has now spread across the border from the Democratic Republic of Congo to Uganda.
Doctors, aid workers and the government have been unable to contain the virus in the Democratic Republic of the Congo — a country in the midst of civil war. Now two people have died from the Ebola virus in neighboring Uganda, including a 5-year-old boy. The virus has infected more than 2,000 people.
Public health experts at the World Health Organization (WHO) on Friday decided not to declare an international emergency, which if implemented, would require the WHO Director-General to issue temporary recommendations including surveillance measures, travel and trade measures and treatment guidelines, to prevent the spread of the disease.
“In general this has garnered a lot less attention than the 2014 epidemic,” Laurie Garrett, a Pulitzer Prize-winning author and expert on infectious diseases, tells TIME. “On all levels. Political, economic, public health and media.”
This is the third time WHO has gathered to assess whether to declare an emergency or not. At a Friday press conference Dr. Preben Aavitsland , acting chair of the WHO Emergency Committee on Ebola read out their statement.
“The exportation of cases to Uganda is a reminder that as long as this outbreak continues in DR Congo, there will be a risk of spread to neighboring countries,” said Dr Aavitsland. “The risk of spread outside the region remains low,” he said. “It is the committee’s view that the outbreak is a health emergency in the Democratic Republic of Congo and the region, but it does not meet all the three criteria for a public health emergency of international concern.”
“In the past [WHO has] been reluctant for a number of reasons,” Garret says. “The key one is it hasn’t crossed borders. Now a Congolese boy has died on Ugandan soil followed by his grandmother, but they still aren’t Ugandan and there hasn’t been any evidence of person to person transmission inside Uganda.”
The DRC has been at war since 1994 involving complex conflicts internally between rebel groups and externally against neighboring countries. Much of the conflict is concentrated in the eastern part of the DRC, where both militia and official security have been accused of mass violence, leading to a culture of mistrust of officials and outsiders.
More than an estimated 5.4 million civilians have died in the conflicts. Many aid workers on the ground treating Ebola patients have become the target of attacks, forcing several aid centers to close. Misinformation spread by some politicians have also created an air of mistrust in foreign workers and rumors that Ebola doesn’t actually exist. All of these factors have prevented an end to the outbreak.
“It’s not biology, it has nothing to do whatsoever with biology,” Garret says. “This is a 100% military/ political set of obstacles… the issue is that the people trying to stop the epidemic are being shot at.”
When did this Ebola outbreak start?
On August 1, 2018, the Institut National de Recherche Biomédicale confirmed four cases of the Ebola virus in the DRC. It is unclear what started the outbreak in August, according to Garrett, but organizations including the World Health Organization (WHO) immediately declared an outbreak. Further investigations found a concentration of Ebola cases in the North Kivu and Ituri provinces in eastern DRC, bordering Uganda.
The rate of deaths has slowly started to decrease after peaking in April 2019, but containment has proven difficult.
Why has it been so difficult to contain?
No other country in the world has more experience with Ebola than the DRC, Garrett says, and the country has been successful at ending many past epidemics, even ending an outbreak as recent as July 2018. But eastern DRC presents a different set of challenges, where a lot of the country’s conflict and violence is concentrated.
An estimated 4.5 million people are currently displaced in the DRC, according to the International Rescue Committee. The Council on Foreign Relations (CFR) estimates the number of people displaced in 2017 alone was 4.9 million. More than 20,400 peace keepers have also been deployed to the country. CFR estimates the country’s death toll due to war has surpassed 5.4 million, where kidnapping, sexual violence and robbery are common.
“It’s not clear that ramping up the response would make a difference in the context of a war zone,” Garrett, a former senior fellow on global health at CFR, says. She says she believes the epidemic has the potential to turn into an endemic.
To add to the difficulty, some politicians in the DRC have spread rumors that Ebola doesn’t exist, or that it was brought to the DRC by foreigners. A 2018 study found that 25.5% of North Kivu residents didn’t believe Ebola was real.
“Pouring more people in there, especially white-skinned people, Asian people, non-Africans, pouring them in there only can draw more of the conspiracy theories,” Garrett says. “And they can become more targets for the thugs and the armed bands and military groups.”
Yet others, like Nicole Fassina, an Ebola operations coordinator with the International Federation of the Red Cross, remain optimistic.
One way the Red Cross has responded to the spread of false information is by regularly going door-to-door in various communities to collect information on what rumors people are hearing. They counter those rumors in public statements.
“This is a really important part because it allows us to adapt our approach based on what we’re hearing,” Fassina says. “It’s a community-led approach that will end this outbreak.”
A spokesperson for WHO echoes that sentiment.
“We have the people, the tools, the knowledge, and the determination to end this outbreak but what we need is the sustained political commitment of all parties, so we can safely access and work with communities to beat the virus & end the suffering & loss of life,” WHO said in a statement to TIME. “Working closely with communities is the only way we can end the outbreak.”
After a string of fires at aid centers and shootings at aid workers in February 2019, Doctor’s Without Borders was forced to leave the DRC. At least two aid workers were killed and one was kidnapped, according to the U.N. In an earlier incident, 15 U.N. peacekeepers were killed, and 53 others were injured in North Kivu. Attacks have continued at various other centers, causing those who are sick to fear getting help.
“This is unprecedented,” Garrett says.
A lack of funding has also played a role in the rate of cases. WHO’s Dr. Aavitsland called on the international community to step up funding.
“The lack of funding makes the response in DR of Congo and the preparation work — makes it more difficult and may delay the actual stamping out of this outbreak,” he told reporters at a WHO the Friday press conference announcing the international emergency decision.
How many people have died?
A DRC woman and her 5-year-old grandchild have died of Ebola after crossing the border into Uganda. As of Thursday, the Uganda Ministry of Health confirmed a third case.
There’s a 67% fatality rate for those who have contracted the virus in the DRC. The highest fatality rates have been in North Kivu, where more than 1,200 have died.
Nicole Fassina, an Ebola operations coordinator with the International Federation of the Red Cross, is back home in Nairobi, Kenya, after spending four weeks in North Kivu. She describes the situation on the ground as disheartening.
It is still possible for the virus to be contracted after the infected person has died, making mourners especially susceptible to the disease. The Red Cross has implemented a Safe and Dignified Burial system, working with local community members to handle bodies in a way that is culturally respectful.
“If someone is taking away your loved one without being able to say goodbye in a manner that allows you some level of peace of the situation, that can be really difficult,” Fassina says. “We have to make sure that even though this is a medical outbreak, there’s still a very personal element that can’t be forgotten.”
What has the response been?
The international response to the outbreak has been minimal, according to Garrett.
The U.S. State Department issued a do not travel warning to North Kivu, Ituri and several other eastern DRC provinces.
The U.S. Centers for Disease Control announced Wednesday that it would be activating an Emergency Operations Center in Eastern DRC. Since June 11, 187 CDC staff have completed 278 deployments to the DRC, according to a statement by the CDC.
“Through CDC’s command center we are consolidating our public health expertise and logistics planning for a longer term, sustained effort to bring this complex epidemic to an end,” CDC Director Robert R. Redfield said in a statement.
Part of Fassina’s work includes building a rapport and relationship between affected communities and Red Cross aid workers to ensure cultural traditions are respected.
The Red Cross has had a presence in the DRC for nearly 100 years. Other organizations on the ground are WHO, the International Rescue Committee, Human Rights Watch, Africa CDC, various U.N. agencies, and dozens of NGOs and faith-based aid organizations.
“It’s only by being a part of these communities that we can listen to them properly and know how to respond when an outbreak comes up,” Fassina tells TIME.
How does the 2019 Ebola outbreak compare to the 2014 outbreak?
The global response to the 2014 epidemic in western Africa was also slow at first. In March 2014, WHO declared an outbreak after 49 confirmed cases in Guinea, several months after the first case was detected in December 2013. By July 2014, the virus had spread to Sierra Leon and Liberia. In August, after the virus spread to Nigeria, WHO declared an international emergency, 932 deaths later.
The U.S. CDC activated its response centers in west Africa in July 2014 and trained 24,655 healthcare workers. The U.S. Department of Justice also deployed military to west Africa in April 2014. Later in the year, one person in the U.S. was confirmed to have died of Ebola.
The 2014 outbreak is still the worst Ebola epidemic in history. A total of 11,325 died, and there were 28,652 total cases.
What public health considerations should people take?
The Uganda Minister of Health, Dr. Jane Ruth Aceng, called on Ugandans to avoid touching each other, not even handshakes, until the outbreak has been resolved.

WHO has been distributing best practices for those in proximity to the disease, which include minimizing contact with others, and how to properly hydrate a person who is sick. WHO also encourages those who have survived Ebola to play a role in spreading accurate information on the ground, and recommends vaccinations for those on the ground in crisis areas.
The disease spreads through contact with bodily fluids and contact with infected animals and aid workers are highly susceptible to catching the virus.
“I really commend the frontline workers who risk their lives every day to respond,” Fassina says. “The approach and the way forward is clear, and we are prepared for this. But we really need to make sure that we are adapting and listening to those communities and having a community-led response.”
Back in 2017, Turkey agreed to purchase Russia’s advanced S-400 air defense missile system over the strong objections of both the US and NATO, of which Turkey is a member. Turkey has been adamant it will follow through with the purchase, and delivery of the missile system is expected in July. Late last week, the Pentagon announced that Turkey would be cut out from the F-35 fighter jet program unless it changed course; this week, the US House of Representatives passed a non-binding resolution condemning Turkey for its purchase and urged sanctions should the deal go through. Turkish President Recep Tayyip Erdogan reiterated this week that the purchase from Russia is a “done deal.”
Why It Matters:
Because Turkey is taking concrete steps towards breaking ranks with the U.S.. Turkey has been a member of NATO for 67 years, and while relations between Washington and Ankara have been testy at times, it has been decades since they’ve shown this kind of genuine strain. Turkey seems determined to push the boundaries of the relationship, because not only are the Americans upset that Turkey decided to purchase weapons from perennial-NATO foe Russia (or that the missile system is incompatible with NATO systems), but the installation of the S-400 system will compromise American jets—the radar system on the S-400 can undermine the F-35’s stealth capabilities, and just as importantly, the installation of the system could give Russian military personnel a first-hand look at the vulnerabilities of the F-35. The Turkey purchase also represents yet another potential flashpoint between the U.S. and Russia, and should the deal be completed, it will arguably be Russia’s most tangible success sowing division among Western allies to date.
What Happens Next:
While Erdogan maintains that the S-400 purchase is no longer up for debate, there is a small chance that Turkey decides to delay the delivery to avoid the ire of Washington (though doing so would annoy Russia). But that seems unlikely at this point; the US will officially cut Turkey from the F-35 program on July 31 or when Turkey accepts delivery of the missile system, whichever comes first. Meanwhile, the US will begin the process of sanctioning Turkey under the Countering America’s Adversaries Through Sanctions Act (CAATSA). As of this writing, it’s an open question of how severe US sanctions will be. The most draconian option for Washington would be to broadly hit the still-fragile Turkish economy and jeopardize Turkey’s access on IMF financing, but it’s more likely that the sanctions will target the Turkish military’s procurement division. At the upcoming G20 meeting in Japan, it will be critical to watch the meeting between Erdogan and Trump. We should have a better sense of where things stand by end of June.
Another thing worth paying attention to: where Turkey places the S-400 systems, which are mobile. If it places the systems near the Mediterranean in defense of North Cyprus, it could stoke tensions with both Greece and the Republic of Cyprus, and by extension the E.U. If Turkey stations the defense systems by the American air base in Incirlik, it would represent a threat to American aircraft and would be seen as a major provocation against the US. So major, in fact, that it could cause the US to abandon Incirlik all together, one of its most important bases in the region.

Turkey has the second-largest military force in NATO. So it’s not just its geostrategic location that matters here—a NATO without Turkey is a weaker NATO overall. But here’s the thing: there is no mechanism for suspending or expelling a country from NATO. Which means NATO is heading into uncharted territory.

The One Major Misconception About It:
That Turkey is the only one taking the economic hits throughout this drama. Turkish manufacturers produce 937 parts for the F-35, and if they get cut from the program, Lockheed Martin—the company that builds F-35—will need to find a different source for those parts and could delay delivery to other customers by up to two years.
The One Thing to Say About It at a Dinner Party:
Condemnation for Turkey over the S-400 purchase is one of the few foreign policy issues that has bipartisan support in Congress as well as support from the White House. Hard to say if that reflects worse on the US or on Turkey.
Julian Assange appeared in a British court Friday in the first of what is likely to be many battles over a recently filed U.S. extradition attempt. Speaking via video link from a maximum-security prison near London, the 47-year old WikiLeaks founder declared that “175 years of my life is effectively at stake,” while banner-waving supporters demonstrated outside Westminster Magistrates Court.
It was typical theatrics surrounding Assange, a man who has achieved worldwide notoriety for his commitment to exposing closely held national security secrets. But the supporters who paint him as a victim of far-reaching government power aren’t wrong about one thing. The U.S. has gone further in the charges it brought against Assange than any prior American government, putting into motion a legal process that has sweeping implications for the First Amendment’s bedrock protection of free speech.
Late last month, the Trump Administration filed an 18-count indictment that included charges Assange had violated provisions of the Espionage Act by publishing one of the largest troves of classified documents in U.S. history. It is the first time the federal government is prosecuting a defendant for receiving and publishing still-classified information.
That extraordinary step sets up what may be a bitter irony for the U.S. government. By choosing to use the Espionage Act as aggressively as it has, rather than sticking to a single count of computer hacking, American prosecutors may have ensured that Assange will never see justice in the United States. Foreign governments have tended to view espionage as a political crime, says Jameel Jaffer, executive director for Columbia University’s Knight First Amendment Institute and it would be highly unusual if Britain extradited Assange to face charges under the Espionage Act. “Countries don’t ordinarily extradite individuals facing prosecution for political offenses,” he said.
Even without the challenges posed by the Espionage Act, extraditing Assange promises to be a protracted, politically charged process that faces long odds. Human rights groups, such as Amnesty International, have already called for the extradition request to be dismissed. Additionally, any ruling against Assange will almost certainly be appealed to Britain’s Supreme Court, which takes time. For instance, two men — suspected hacker Lauri Love and banker Stuart Scott — won their appeals against extradition last year to the United States after fighting the cases for several years.
Regardless of what happens next, the indictment should be perceived as an ominous threat to newsgathering and journalism, Jaffer said. “The U.S.’s indictment of Assange should be understood as an assault on press freedom, because the theory of the indictment is that routine practices of investigative journalism are criminal,” he said. “Cultivating sources, communicating with sources confidentially, protecting sources’ identities, and publishing government secrets—this is what good national security journalists do every day.”
What’s now at stake, constitutional lawyers say, is how far the First Amendment extends to protect journalists who publish information they deem to be in the interest of the American public, even if that information is secret.
In recent years, the most publicly significant national security stories exposing problematic government behavior, including revelations of CIA black sites, the torture program, and NSA domestic surveillance practices, were based on secret information. Publication of these stories led to sweeping reforms in U.S. policy. The danger of going after Assange, civil libertarians say, is an attack on Americans’ right to know about what the government does with taxpayer dollars in America’s name.
The Justice Department argues Assange is not a journalist. Journalism advocates say that makes the case even more dangerous, because the Espionage Act doesn’t differentiate between reporters and everyone else. That in turn means a successful prosecution of Assange will set the precedent for prosecuting journalists as spies down the road.
Another complicating factor is that news organizations, such as the New York Times, The Guardian and Der Spiegel, published information in partnership with WikiLeaks, including material leaked by U.S. Army intelligence analyst Chelsea Manning. That raises the possibility that they, too, could be potential Justice Department targets if the Assange case proves successful.
This is why the Administration’s pursuit of Assange “crosses the Rubicon” on Espionage Act prosecution, says Stephen Vladeck, a national security law professor at the University of Texas at Austin, who has followed the casework on the issue for more than a decade. It was Trump’s predecessor, Barack Obama, who launched a deliberate campaign to find, expose and prosecute the leakers in order to deter others from taking similar actions. “The difference, I think, is the Obama Administration was always mindful of the dangerous precedent of breadth of the Espionage Act,” Vladeck said.
“Trump’s DOJ is acting more aggressively, but it is building off of a blueprint set out by the Obama Administration, including dusting off old cases that were left to die on the vine and bringing new ones using and expanding legal precedents set during the Obama Administration,” says Jesselyn Radack, a national security and human rights attorney who specializes in representing whistleblowers. She now represents Daniel Everette Hale, a 31-year old former Air Force intelligence analyst, who was charged in May for violating the Espionage Act.
“The Trump Administration wants quell information that it does not want the public to know, especially information that exposes government fraud, waste, abuse of power and illegality, i.e. classic whistleblowing disclosures that have exposed this countries darkest atrocities: war crimes, torture, and secret domestic surveillance.”
The U.S. government’s aggressive prosecution of leaks and efforts to control information are already having a chilling effect on journalists and government whistle-blowers. Many journalistic sources, including those of TIME, have shifted to encrypted means of communication or don’t engage at all as a result of the Assange indictment.
Assange’s appearance Friday came less than a month after the U.S. filed its indictment in the Eastern District of Virginia. The U.S. had 60 days from Assange’s April 11 arrest at the Ecuadoran Embassy in London to send the a formal extradition request under an extradition treaty with Britain. The judge set February 25, 2020 as the date for a full hearing on whether he will ever be sent to face charges in the United States.
Expedia Group, the digital travel industry conglomerate has agreed to pay $325,406 to the U.S. government for breaching Cuban travel sanctions between 2011 and 2014.
According to a memo released by the treasury department on Thursday, Expedia subsidiaries assisted 2,221 people, including Cuban nationals with travel-related services with travel between the U.S. and Cuba, or within Cuba and beyond. The services were in violation of Cuban Assets Control Regulations that were first established in 1963 and were offered prior to the easing of travel restrictions during “Cuban thaw,” which began under the Obama Administration at the end of 2014.
The treasury department stated that foreign subsidiaries of the Seattle-area company that “lacked an understanding of and familiarity with U.S. economic sanctions laws” were responsible for the violation, adding “Expedia employees overlooked particular aspects of Expedia’s business that presented risks of noncompliance with sanctions.” Expedia Group owns U.S. based websites CheapTickets, Expedia, Hotels, Hotwire, Orbitz in addition to foreign-based Trivago, Venere and Wotif.
The company voluntarily disclosed the violations to the Office of Foreign Assets Control (OFAC), and after learning of the violations, the treasury department stated that “Expedia implemented significant remedial measures to strengthen its U.S. economic sanctions compliance program throughout the Expedia corporate family” and that the company cooperated with the OFAC investigations.
Expedia did not respond to TIME’s request for comment.
The news comes at a time when U.S.-Cuban relations have stiffened after President Trump’s reneging of Obama-era negotiations with the Caribbean nation. Last Tuesday, Trump announced new restrictions on travel to Cuba from the U.S., barring cruise ships from visiting the country and banning “People to People” travel. This includes organized tour groups, one of the primary ways U.S. citizens have visited Cuba.
The Notre Dame Cathedral in Paris, which was devastated by a huge fire in April, is set to hold its first mass since the disaster.
Around 20 worshippers will attend the service on Saturday, which is being held in a side-chapel that was undamaged by the fire for “obvious security reasons,” according to the Parisian diocese. All attendees must wear hard hats.
Saturday is an important date for the 850-year-old Notre Dame: it’s the anniversary of the consecration of its altar, which before the fire was celebrated each year with a special mass inside the main hall.
The mass will be broadcast live, and led by the Archbishop of Paris.
The fire began on the afternoon of April 15, while the cathedral was undergoing renovations. It appeared to start within scaffolding that was covering the roof.
Nobody died in the blaze, and firefighters were able to control it before it caused major damage to the stonework. The roof, however, was destroyed.
In the aftermath of the fire, French billionaires and businesses pledged 850 million euros ($955m) to repair the roof. On Friday, French media reported that only 9% of that figure had so far been paid.
(WASHINGTON) — President Donald Trump on Friday blamed Iran for attacks on oil tankers near the strategic Strait of Hormuz, but he also held out hope that implicit U.S. threats to use force will yield talks with the Islamic Republic as the Pentagon considers beefing up defenses in the Persian Gulf area.
A day after explosions blew holes in two oil tankers just outside Iran’s territorial waters, rattling international oil markets, the administration seemed caught between pressure to punish Iran and reassure Washington’s Gulf Arab allies without drawing the U.S. closer to war.
“Iran did it,” Trump said on Fox News Channel’s “Fox & Friends.” He didn’t offer evidence, but the U.S. military released a video it said showed Iran’s Revolutionary Guard removing an unexploded limpet mine from one of the oil tankers targeted near the Strait of Hormuz, suggesting Tehran wanted to cover its tracks.
Iran denied any involvement in the attacks and accused Washington of waging an “Iranophobic campaign” of economic warfare.
A U.S. Navy team on Friday was aboard one of the tankers, the Japanese-owned Kokuka Courageous, collecting forensic evidence, according to a U.S. official who spoke on condition of anonymity to discuss a sensitive operation.
Apparently alluding to the U.S. video, Trump said Iran’s culpability had been “exposed.” He did not say what he intended to do about it but suggested “very tough” U.S. sanctions, including efforts to strangle Iranian oil revenues, would have the desired effect.
“They’ve been told in very strong terms we want to get them back to the table,” Trump said. Just a day earlier, the president took the opposite view, tweeting that it was “too soon to even think about making a deal” with Iran’s leaders. “They are not ready, and neither are we!”
Trump last year withdrew the United States from an international agreement to limit Iran’s nuclear program that was signed in 2015 under his predecessor, President Barack Obama. He has since then re-instated economic sanctions aimed at compelling the Iranians to return to the negotiating table. Just last month the U.S. ended waivers that allowed some countries to continue buying Iranian oil, a move that is starving Iran of oil income and that coincided with what U.S. officials called a surge in intelligence pointing to Iranian preparations for attacks against U.S. forces and interests in the Gulf region.
In response to those intelligence warnings, the U.S. on May 5 announced it was accelerating the deployment of the USS Abraham Lincoln aircraft carrier battle group to the Gulf region. It also sent four nuclear-capable B-52 bombers to Qatar and has beefed up its defenses in the region by deploying more Patriot air defense systems.
Officials said that Pentagon deliberations about possibly sending more military resources to the region, including more Patriot missile batteries, could be accelerated by Thursday’s dramatic attack on the oil tankers.
At the Pentagon, acting Defense Secretary Patrick Shanahan said Iran is not just a U.S. problem. He said the U.S. goal is to “build international consensus to this international problem,” and to ensure that U.S. military commanders in the region get the resources and support they need.
In remarks to reporters later, Shanahan noted the commercial and strategic importance of the Strait of Hormuz, through which passes about 20 percent of the world’s oil.
“So, we obviously need to make contingency plans should the situation deteriorate,” he said. “We also need to broaden our support for this international situation.”
Other administration officials said the U.S. is re-evaluating its presence in the region and will discuss the matter with allies before making decisions. The officials, who briefed reporters on condition of anonymity, said Thursday the U.S. is looking at all options to ensure that maritime traffic in the region is safe and that international commerce, particularly through the Strait of Hormuz, is not disrupted. One option, they said, is for U.S. and allied ships to accompany vessels through the strait, noting that this tactic has been used in the past. They said there is no timeline for any decisions.
In ticking off a list of Iranian acts of “unprovoked aggression,” including Thursday’s oil tanker attacks, Secretary of State Mike Pompeo added a surprise accusation. He asserted on Thursday that a late May car bombing of a U.S. convoy in Kabul, Afghanistan, was among a series of threats or attacks by Iran and its proxies against American and allies interests. At the time, the Taliban claimed credit for the attack, with no public word of Iranian involvement.
Pompeo’s inclusion of the Afghanistan attack in his list of six Iranian incidents has raised eyebrows in Congress, where he and other U.S. officials have suggested that the administration would be legally justified in taking military action against Iran under the 2001 Authorization of Military Force, or AUMF. In that law, Congress gave then-President George W. Bush authority to retaliate against al-Qaida and the Taliban for the Sept. 11, 2001, terrorist attacks. It has subsequently been used to allow military force against extremists elsewhere, from the Philippines to Syria.
As the world awaited Washington’s next move, analysts said it was difficult to sort out the conflicting claims.
“There are few actors in the world that have less credibility than Donald Trump and the Iranian regime, so even U.S. allies at the moment are confused about what happened,” said Karim Sadjadpour, an Iran expert at the Carnegie Endowment for International Peace. He said the “tremendous mistrust” of both Trump and Iran has made “the biggest priority for most countries to simply avoid conflict or further escalation.”
At the same time, Iranian Ayatollah Ali Khamenei is in a difficult position, Sadjadpour said. “If he didn’t respond to Trump’s provocations, he would risk looking like a paper tiger and projecting weakness. But if he responds overly aggressive to Trump he potentially destabilizes his own rule and his own regime. That’s why we’ve seen Iran calibrate its escalation.”
At this point in human history we have three choices: to die, to survive or to thrive.
From the wildfires in the U.S., coral die-back in the tropics and the deadly hurricanes battering small islands, the signs are crystal clear: climate devastation is already here. The world’s poorest people and indigenous communities are on the front line. They are also bearing the brunt of the sixth mass extinction, which is under way due to conversion of their forests, wetlands and other wild landscapes into concrete cities, dam reservoirs and fields growing soya.
I joined Extinction Rebellion to fight against the climate and ecological emergency we are now facing – an emergency that threatens the very conditions of all life on Earth. I have been an environmental lawyer for thirty years, working to create new treaties, E.U. agreements and national laws aiming to prevent the situation we now find ourselves in. Sadly, I know this emergency cannot be averted by governments signing weak compacts and voluntary agreements with the biggest polluters on Earth. Nor by tweaking carbon markets that have been gutted of climate ambition by fossil-fuel lobbyists. We need to overhaul our political systems to limit access to government by big business. We need citizens’ assemblies to allow ordinary people to decide the scale and pace of transition on the basis of independent scientific advice.
Normal politics has failed us. It has brought the whole planet to the brink of ecological disaster. We cannot invoke and rely on the inadequate legal tools of the past 30 years that have allowed this crisis to happen. We need everyone to unite – from the left, the right, and every shade in between, and especially young people, many of whom are too disillusioned to vote or are excluded because they are only 16. We need everyone to undertake mass civil disobedience to create a new political reality the whole world over.
But we can’t get there if we work in silos and factions. We need a “movement of movements” to model the unity and urgency we need right now. The new movement of movements must be led by our youth and by those who have been resisting “business as usual,” especially communities of color and those at the forefront of oppression. The new movement must be based on the reality that the legacy of colonialism, combined with current forms of capitalism based on never-ending extractive growth, is literally killing us. The reality is that four environmental defenders a week are being killed in the Global South. We in the Global North need to honor their work and join their struggles by also throwing our own bodies on the line.
We need a socially just transition for everyone on Earth, not just for workers trapped in the toxic industries that need to be phased out, but for everyone at the sharp end of austerity and ecological destruction. Climate and ecological destruction are at heart issues about social and intergenerational justice. We can’t just fixate on the maths and science of climate change and leave people and fairness out of the equation.
These are the facts that justify the unification and intensification of our shared struggles and which will only succeed if we have a worldwide rebellion. Climate-change denialists cannot cover up the fact that the struggle for access to natural resources, especially fresh water and arable land, is intensify- ing, and that large parts of the planet are already becoming uninhabitable due to food and water scarcity.
The world’s insect population has fallen by 60 per cent since the 1970s. Large parts of Europe look green but are ‘biodiversity deserts’ – the birds and bees are dying. Current extinction rates are at least tens, and possibly hundreds, of times greater than background rates, destroying entire eco- systems both on land and in the sea.
Climate change is warming up the atmosphere, oceans are acidifying and the cryosphere – the parts of the world covered in ice – is literally in meltdown. Abrupt, non- linear, irreversible changes are underway in the Arctic, Antarctica, Greenland and the world’s glaciers, which are crucial to food, water and agricultural production.
The human consequences of these changes – economic instability, large- scale involuntary migration, conflict, famine and the collapse of economic and social systems – are plain to see and reported daily, but these stories are not linked in mainstream political and media coverage to the climate and ecological emergency that is already upon us.
Between 2006 and 2011, 60 per cent of Syria suffered the worst long- term drought and crop failures in the country’s history. Two to three million people became poor and many more were internally displaced. The resulting social instability amplified the political factors that led to war in Syria, with now half its original population of 13 million having migrated or been internally displaced. Something similar is occurring in Yemen, where up to 10 million people face starvation, despite millions trying to move to safer, once fertile areas.
The received political wisdom that people in rich countries can sit tight and buy their way out of catastrophic environmental outcomes, or know that the welfare state will save them, is looking more and more fanciful as we remain in the grip of austerity politics. Anyone with an understanding of how the global food system works, especially how much of the world’s food supply passes through less than a dozen ‘choke point’ ports, will know that our economies are deeply intertwined. Everyone will be affected, joining the millions who already are all over the world. Poor communities, especially people of color, whether in the Global North or the Global South, who have always been on the front lines of environmental injustice, will likely also bear the brunt of the new catastrophes.
Are humans destined to become extinct as a species? Will we be slugging it out for what little remains by arming our- selves and building walls to keep out those less fortunate than ourselves? Can we really dismantle the toxic systems that have given rise to these gargantuan problems in the short window we now have?
No one knows what will happen, and no one can say for sure whether or not fundamental ecological tipping points have already been breached. The good news is that there are millions of people mobilizing to stop humanity falling off a cliff.
And they also have some sharp new ideas to create kinder, regenerative societies that can start the process of restoring nature and create communities of resistance and resilience to the impacts we cannot avoid. They want to do more than just avoid extinction or merely survive. They are building a movement built on solidarity and well- being so everyone, and every part of everyone, can flourish. Ending domination over nature goes hand in hand with tackling all forms of domination and hierarchy. The struggle for climate justice is also the struggle for racial, gender, sexual and economic equality. We are not alone. Actions are now happening all over the world.
In Ghana, Extinction Rebellion activists recently held an event calling for action on the climate and ecological emergency in Africa. The event was staged in solidarity with those in the Global South and the entire world. ‘The impact of the climate catastrophe is part of our daily life. This is why this event is important,’ says the Ghanaian activist Mawuse Yao Agorkor.
These voices cannot be ignored any longer. This year, Extinction Rebellion has injected a new sense of energy and urgency into the climate movement. Thousands of people have joined, participating in non- violent actions by blocking bridges, blockading roads and shutting down government buildings.
While media headlines have focused on our work in the United Kingdom, Extinction Rebellion has started an International Solidarity Network to support existing resistance in the majority world, working closely with activists in West Papua, Bangladesh, Mongolia and the Caribbean.
Extinction Rebellion is also linking with and learning from other movements.
At the U.N. Conference on Climate Change, Extinction Rebellion supported the Alliance of Small Island States and the Climate Vulnerable Forum – together representing over 80 countries with 1 billion people. We helped pull together an international ‘emergency coalition’ to reject weak language that would have condemned them to extinction. While we in the Global North might only just be feeling the effects of climate change, the majority world has long since known the tragedy that the climate crisis brings.
Support is also being provided to the youth-led school strike movement started by Greta Thunberg, and to the newly emerging Birthstrike movement which is taking off in many countries to support people who are choosing not to bring children into this world unless, and until, conditions improve. In the U.S., the Sunrise Movement is building bipartisan support for a ten year mobilization and investment plan called the Green New Deal.
What all these movements have in common is a complete rejection of neoliberal economics and ‘business as usual’ politics. Yes, it is too late to prevent all the negative impacts of climate change. But this cannot destroy our capacity to nurture. It cannot destroy our capacity to love and our sense of justice.We can and now must redesign human societies based on love, justice and planetary boundaries so that no person or society is left to face devastating consequences and we learn to restore nature together.
Faced with toxic systems that are destroying all life on Earth, affirmation of this vision and rebelling against whatever gets in its way becomes a sacred duty for all. We can and must succeed in catalyzing a peaceful revolution to end the era of fossil fuels, nature extraction and capitalism.
Life on Earth depends on it.

A ban on advertisements containing “harmful” gender stereotypes came into force in the U.K. on Friday, in a move experts hope will reduce gender inequality.
Adverts containing stereotypes such as women being bad at driving, or a husband being lazy while his wife cleans, will likely fall foul of the new rules recommended by the U.K.’s Advertising Standards Authority (ASA).
“Making assumptions about how people should look and behave might negatively restrict how they see themselves and how others see them, and limit choices they make in life,” said Ella Smillie of the ASA, who led the 2017 study which recommended the new rules.
Other scenarios likely to be disallowed include stereotypes of children’s ambitions, for example boys aspiring to be engineers and girls aspiring to be dancers.
The new rules will affect social media advertising as well as ads on TV and in public places. They add to existing British guidelines banning sexualized imagery in ads unless it is relevant to the product being advertised.
“Our evidence shows how harmful gender stereotypes in ads can contribute to inequality in society, with costs for all of us,” said Guy Parker, chief executive of the advertising authority, in a statement. “Put simply, we found that some portrayals in ads can, over time, play a part in limiting people’s potential. It’s in the interests of women and men, our economy and society that advertisers steer clear of these outdated portrayals.”
Not all stereotypes will be banned, but those that are deemed “likely to cause harm or serious widespread [offense]” will.
Ads that satirize gender stereotypes will still be allowed. So will innocent depictions of women doing shopping or men doing home improvement, for example, provided there are no accompanying value judgments.
Regulators will consider the perspective of the group being stereotyped when deciding whether an ad should be allowed. The use of “[humor] or banter” will not be enough of an excuse to exempt ads from the ban, they said.
The ASA said scenarios likely to be banned under the new rules would include:
An ad that depicts a man with his feet up and family members creating mess around a home while a woman is solely responsible for cleaning up the mess.
An ad that depicts a man or a woman failing to achieve a task specifically because of their gender e.g. a man’s inability to change [diapers]; a woman’s inability to park a car.
Where an ad features a person with a physique that does not match an ideal stereotypically associated with their gender, the ad should not imply that their physique is a significant reason for them not being successful, for example in their romantic or social lives.
An ad that seeks to [emphasize] the contrast between a boy’s stereotypical personality (e.g. daring) with a girl’s stereotypical personality (e.g. caring) needs to be handled with care.
An ad aimed at new [mothers] which suggests that looking attractive or keeping a home pristine is a priority over other factors such as their emotional wellbeing.
An ad that belittles a man for carrying out stereotypically “female” roles or tasks.

Educational Qualification:
Pharmacist:
Passed 10th Class or Matriculation or its equivalent
Registered under clause (c0 of section 31 or 32 of Pharmacy Act 1948.
Persons serving in similar or equivalent or higher grades in the civil post in the Defence Services and possessing the above qualification.
Telephone Operator Grade – II (Now Telephone Operator):
Essential– Passed Matriculation/10th Class or equivalent with English as a compulsory subject. Proficiency in handling of PBX Board.
Desirable– Must have Fluency in Spoken English. Persons holding analogous or equivalent or higher grades in the lower formations of the Defence services and possessing the above qualifications.
Fire Engine Drivers (erstwhile FED-I & II):
Passed 10th Class or SSCL or its equivalent
Must have at least 03 years experience of driving heavy vehicle and be in possession of a valid driving license.
Must be fit and capable of performing strenuous duties and must have passed the test specified below.
Cook:
Passed Matriculation/10th Class from a recognized board
Must have 01 year of experience in relevant trade.
Persons serving in similar or equivalent or higher grades in the civil post in Defence services and possession above qualification and experience
Bootmaker/equipment Repair and Boot Maker:
Must make or repair complete footwear, mainly to leather. Studies drawings and other specifications or take necessary measurements to make footwear according to requirements.
Fireman (erstwhile Fireman Grade-I & II):
Charged with duties ranging from saving lives to keeping fire fighting equipment clean. A fireman must be ready to perform job functions such as rescuing people or animals from a recognized board
Assistant Supervisor – cum – Cashier/Clerk-cum-Cashier/Cashier:
Must assist the canteen manager/canteen supervisor in the provision o services in departmental canteens or statutory canteens. Ability to command, co-ordinate and control canteen staff.
Tailor (Upholster):
Must know Stitching, alteration, renovation, and repair of garments and others. Also, replacement of interior seats, seat covers, and roof of automobiles.
Bearer/Server:
Must Serve Tea/Coffee, Tiffin, Lunch etc.. to the employees or workers as per the order. Washing utensils or assist the cook in departmental statutory canteens and any other work assigned by canteen supervisor or manager.
Pest Control Worker(erstwhile Begary):

Roles and Responsibilities:
Each Village Secretariat will be assigned 10 Jobs.
They will be specially intended for village empowerment and the daily activities resolving purpose.
They will be monitoring works such as Pahcyaatraj, drinking water, women and children welfare, primary education, hospitals, agriculture, and various other services related to villages.
However, nature and type of jobs are still not disclosed by the officials in prior.
Selected candidates can avail various services from village secretariat such as ration card, Rythu Bharosa scheme benefits, fee reimbursement, Arogya Shree, etc.
A Village Secretariat in AP is liable to offer solution within 72 hours from the time of submission of application related to the grievance.
AP government has introduced AP Secretariat system to make service delivery faster and transparent.
Village Secretariat of AP will work closely with Village Volunteers in order to provide better solutions to the complaint.

NEW DELHI: Insolvency & Bankruptcy Code (IBC)-type framework for NBFC sector, further simplification of GST, implementation of direct tax code, initiating job-oriented growth measures and maintaining fiscal prudence were some of the key suggestions made by economists for the ensuing Budget to Finance Minister Nirmala Sitharaman on Friday.The finance minister is holding customary meetings with different stakeholders, including industry and farmers' bodies. This was the sixth such pre-Budget consultancy meeting.The economists were of the view that the Budget, to be presented in the Lok Sabha on July 5, should set the tone for the next five years and is a unique opportunity to promote manufacturing through 'Make in India'.They touched upon a host of macroeconomic factors like economic growth, jobs, fiscal management, investments and public sector borrowings, according to a release by the finance ministry.Among other major suggestions were removing bottlenecks in supply-chain, framing EXIM policy for agriculture, doing away with specific duties on textiles, reviving inter-state councils for holistic domestic growth, skilling youths, giving fillip to services and manufacturing sector, and bringing structural reforms for a long-term growth.Stability of tax rates, reduction in tariffs, further simplification of GST, implementation of direct tax code, promoting labour intensive sectors, constitution of independent fiscal policy committee and incentivising digital transactions were also made part of the discussions."I have basically talked about the external threats and opportunities because most people focus on fiscal monetary. So I said (it) is a once in a generation opportunity of moving supply chain to India," said former CEA Arvind Virmani after the meeting.Manoj Panda, Director, Institute of Economic Growth, stressed that the agriculture sector must be liberalised and farmers should be taught learn how to face markets.The participating economists also underlined the need for bringing Insolvency and Bankruptcy Code type framework for NBFC sector infusing capital in banks and tapping into e-commerce's potential for job growth.Rathin Roy (CEO and Director, NIPFP), S Mahendra Dev (Vice Chancellor, Indira Gandhi Institute of Development Research), Shekhar Shah (DG, National Council of Applied Economic Research), T N Ninan (Chairman, Business Standard), Sunil Jain, (Managing Editor, Financial Express), and Surjit S Bhalla (MD, O(X) US Investment) also put forth their views during the meeting which among others was also attended by top officials of the ministry.Other prominent economists in the meeting were Rakesh Mohan, Nitin Desai, and Soumya Kanti Ghosh (Chief Economist, SBI).
MUMBAI: The Reserve Bank on Friday asked banks to ensure their ATMs are grouted to a wall, pillar, or floor by September-end, except those installed in high secured premises such as airports, to enhance security of the cash vending machines.In 2016, the RBI had set up a Committee on Currency Movement (CCM) to review the entire gamut of security of treasure in transit.Based on the recommendations of the panel, the central bank has now issued the instructions aimed at mitigating risks in ATM operations and enhancing security.As part of the security measures, all "ATMs shall be operated for cash replenishment only with digital One Time Combination (OTC) locks".Also, "All ATMs shall be grouted to a structure (wall, pillar, floor, etc.) by September 30 2019, except for ATMs installed in highly secured premises such as airports, etc. which have adequate CCTV coverage and are guarded by state/central security personnel".Further, banks may also consider rolling out a comprehensive e-surveillance mechanism at the ATMs to ensure timely alerts and quick response, it said.The new measures to be adopted by banks are in addition to the existing instructions, practices and guidance issued by the RBI and law enforcement agencies.The RBI also warned the banks that non-adherence of timelines or non-observance of the instructions would attract regulatory action including levy of penalty.

What sets Jaishankar apart from earlier career diplomats — and India has had quite brilliant ones — is that the trust and the confidence of Prime Minister Narendra Modi he enjoyed even before he joined the latter's Cabinet.In these turbulent times, when international relations have been turned upside down by the likes of US President Donald Trump and China's Xi Jinping, Modi has picked someone who not only is a keen analyst of this global flux, but also who understands his mindset, his vision for India in this new global order.So, what does a professional diplomat like Jaishankar bring to the external affairs table of GoI? An incisive mind to dissect and understand the complexities of the issue at hand; a dispassionate analysis of ground realities; patience and perseverance for conducting tough negotiations while focusing on the broader national interest.…It is an open secret that Modi wants to use foreign policy as a productive means to fulfil his domestic agenda of transforming India from a developing country to a developed one. Jaishankar is expected to help realise this aim.As our former man in Washington, he can also help steady relations with the US, whose president has already termed India as the 'tariff king', withdrawn the Generalised System of Preferences (GSP) from India — amounting to a loss of $5.6 billion — and asked us to stop importing oil from Iran and buying the S-400 Triumf antiaircraft defence system from Russia.Along with those, the tightening of the H-1B visa, intellectual property rights (IPR) pressure, imposition of duties on steel and aluminium, and India filing 17 trade disputes with the World Trade Organisation (WTO) against the US has impacted US-India relations despite the US having declared India a major defence partner, granting it Strategic Trade Authorisation (STA-1) status, and converging on the Indo-Pacific, not to mention selling India defence equipment worth $6 billion in the last six years. Jaishankar is India's best bet to iron out some of those issues.He is equally at home with China, where he is perceived as a promoter of closer Sino-Indian relations. Not too many will know that the idea of the Wuhan 'informal summit' between Modi and Xi didn't emanate from Beijing; it was proposed by New Delhi. And if sources who map the corridors of South Block daily are to be believed, it was Jaishankar's brainchild.Besides maintaining peace on the border and reduction of the trade deficit, efforts will be made by India to dissuade China from supporting Pakistan blindly and obstructing India's membership into the Nuclear Suppliers Group (NSG) and UN Security Council.But Jaishankar's real test will be the long-pending border dispute with China. Over 40 rounds of talks between the special representatives of the two countries haven't produced any tangible results.Can Jaishankar facilitate a territorial compromise acceptable to both parties? What can it be? Have we prepared Indian public opinion? Any success on this front will require statesmanship, more than diplomacy.The statesman focuses on the broader picture and rises from the chaos of the present to secure a better future. Above all, he is prepared to take risk and put all his prestige at stake to achieve long-term national goals. Egypt's Anwar Sadat's visit to Israel in 1977 was an act of courage and statesmanship. Though they didn't produce desired results, Atal Bihari Vajpayee's bus trip to Lahore in 1999 and his invitation to Pervez Musharraf for the Agra Summit in 2001were great initiatives of statesmanship.Professional diplomats are, by training and temperament, not prone to taking risks. NEW DELHI: India has decided to raise import tariffs on 29 goods from the US after having deferred retaliatory higher duties multiple times since announcing them in June last year, said people with knowledge of the matter. The move also follows the US abruptly ending preferential tariffs for some Indian exports earlier this month. Such a move, if implemented, will be taking place just ahead of meetings between US President Donald Trump and Prime Minister Narendra Modi at the G20 summit on June 28-29 in Osaka. Also coming up later this month is a visit by US secretary of state Mike Pompeo to India for bilateral talks with counterpart S Jaishankar. Pompeo said on Thursday that the US was open to discussions on the Generalized System of Preferences (GSP).Higher duties have been proposed on apples, walnuts, chickpeas, lentils, boric acid and diagnostic reagents. The move, which was triggered by the US announcing higher tariffs on Indian steel and aluminium last year, was deferred multiple times in view of the trade dialogue between the two countries."There will be no further extension of the retaliatory tariffs," said an official aware of the development, adding that the commerce department and external affairs ministry are on the same page on the decision.Trump has repeatedly called out India for its high tariffs, even though the two countries have developed close political and security ties, often citing levies on Harley Davidson motorcycles. India had in fact cut customs duty on motorcycles to 50% from 100% in 2018 after Trump raised the issue.US commerce secretary Wilbur Ross on Thursday asked New Delhi to remove restrictive market access barriers for American companies. The issue of retaliatory tariffs was also discussed between commerce and industry minister Piyush Goyal and US Ambassador to India Kenneth Juster ten days ago.India has also taken the US to the World Trade Organization (WTO) dispute settlement mechanism over the imposition of import duties on steel and aluminium. India's exports to the US in FY19 amounted to $52.4 billion, while imports were worth $35.5 billion. 69796600 The US is currently jockeying for support on the world stage to block Chinese telecom giant Huawei and isolating Iran, two quarrels in which India's stance will be critical, experts said. The proposed retaliatory tariffs to the tune of about $200 million are to be imposed against the US plan to levy 25% and 10% tariffs on certain steel and aluminum imports, respectively. Though the US temporarily exempted several countries from the tariffs, pending negotiations on potential alternative measures, there was a stalemate on talks with India.While the import duty on walnuts is likely to be raised to 120% from 30%, that on chickpeas, Bengal gram and masoor dal could be hiked to 70% from 30%. India ranked third as a destination for US apple exports in 2017, purchasing $97 million of US apples, or 10% of total exports, as per the US government data.When India first announced these tariffs on June 20 last year, it included Harley Davidson motorcycles. However, these were excluded later. The current deadline on the retaliatory tariffs expires on June 16. Officials said that though there is no Section 301 probe at present but that threat looms. Section 301 of the Trade Act of 1974 gives the US Trade Representative broad authority to respond to a foreign country's unfair trade practices. The statute includes authorisation to take actions that are within the President's power with respect to trade in goods or services, or any other area of pertinent relations with the foreign country.TRADE PACT While officials and experts have ruled out the move as signalling the start of a trade row with the US, they said it may lead to Washington seeking to persuade Delhi to sign a bilateral trade pact, which is in line with the Trump administration's doctrine. The US may also seek other concessions."This is not a trade war but it seems the US wants to make India sign a trade pact. It also wants to extract concessions on ecommerce," said the official cited above.India prohibits ecommerce companies with foreign direct investment (FDI) from selling products via firms in which they have an equity interest. It also bars them from making deals with sellers to sell exclusively on their platforms. The policy change of December 2018 had a direct bearing on Amazon and Walmart-owned Flipkart. Washington has also flagged its concerns on India's draft ecommerce policy on data localisation requirements, restrictions on cross-border data flows, transfer of intellectual property and proprietary source code, and preferential treatment for domestic digital products. Early this month, Washington announced the termination of preferential tariffs to $5.6 billion worth of Indian exports after determining that it has not assured the US that it will provide "equitable and reasonable access to its markets". This marked the end of the trade package that the two sides were discussing to resolve their issues.Commerce and industry minister Piyush Goyal has said that the US ending the GSP was not "a matter of life and death" for exporters, though some of them may have been hit. The Department of Revenue is expected to soon notify the tariffs before the deadline ends. Experts said the move is good signalling from India but urged caution in responding to increased pressure from the US.
MUMBAI: Amid the growing fears of defaults by non-banking finance companies, the largest lender State Bank of India Friday said it will continue to funds to the sector as it feels the problems facing the industry are not very grave and system-wide.The bank does not consider the crisis plaguing the shadow banks are grave as only one or two of them are severely impacted, said a top bank official."SBI is lending to NBFCs and we will continue to do so...Our decision is based on risk perception that we have on a particular entity. We have not stopped lending to NBFCs at all," managing director Arijit Basu told reporters on the sidelined of a banking summit organised by industry lobby IMC.Last week, SBI had said it had been closely monitoring its exposures to NBFCs for the past many months and was taking appropriate measures to safeguard its interest."The overall quality of the NBFC asset portfolio in our books continues to be good. We have already included the stressed NBFC accounts in our estimate for slippages and loan loss provisions for the current financial year," SBI had said without quantifying it.As of March 2019, SBI had an exposure of Rs 1.87 lakh crore to the NBFC sector, which has been in trouble since IL&FS went belly up last September.He said both RBI and government have taken a few steps to address the issues and are contemplating more measures.It could be noted that Dewan Housing Finance had defaulted on bond repayments on June 4, which led to the downgrade of its Rs 850-crore commercial papers to D from A4 by Icra and Crisil.On June 11, the mortgage lender, however, said it paid Rs 962 crore towards interest payment on debt instruments which fell due on June 4, and met the seven-day "cure period" to pay off its obligation.DHFL paid the interest towards a total of 12 NCDs amounting to Rs 961.95 crore which were due for payment on June 4.
New Delhi: About Rs 2,100 crore that various airports owe to the Central Industrial Security Force (CISF) will be cleared over three years starting next month, as per a collective decision by Amit Shah-led home ministry and Hardeep Singh Puri-led aviation ministry."Dues will be cleared with increased passenger services fee (PSF) that we have announced to hike," a senior aviation ministry official said. "We have calculated the increase in a manner that dues will be fully cleared in three years starting July this year."The issue of dues owed to CISF by both private airports and tho-se operated by Airport Authority of India (AAI) had been a matter of concern with the home ministry in July last year going to the extent of threatening to pull out its force from airports if the dues were not cleared. The Prime Minister's Office then had to intervene to resolve the issue.The Narendra Modi government, in its second stint, has cleared the long-pending demand to increase PSF as cost of security was not being met through existing charges, officials said.PSF per domestic passenger has been increased to Rs 150 from Rs 130, while for international passengers the rise is to $4.85, or about Rs 338, from $3.25, or about Rs 225, starting July 1. PSF has also been linked to inflation now, which means the fee would increase every three years based on inflation rate, thus taking care of any increase in cost.As per the plan, payment of dues will happen in instalments and the collection and payment of PSF will now be the responsibility of the aviation ministry, said the official quoted earlier."One of the big concerns the home ministry had was that airport operators were not utilising the collected fee judiciously, leading to deficit in collection and utilisation. Hence, it has now been decided the aviation ministry will get collections from PSF."Earlier, each airport used to collect PSF individually. Now, it will be deposited in an escrow account that the civil aviation ministry will have with the Airports Authority of India (AAI), to be managed by a trust with AAI as its trustee.Under the new arrangement, the government has also decided to waive off the penal interest charged on the dues. "With the waiver of penal interest, the total dues have gone down by about Rs 400 crore," the official said.
By Chandan TapariaNifty50 failed to hold above 11,888 level on Friday and consolidated for most part of the day, but strong selling pressure emerged in the last hour of the session. The index formed a bearish candle on daily and weekly scales, which signalled selling pressure at higher levels. The index has been consolidating between 11,761 and 12,041 levels for 14 sessions now and requires a decisive range breakout to commence the next leg of rally. Else, it is likely to move in a broader trading range.As long as it holds below 11,888, Nifty could extend its weakness towards the lower band of the support range at 11,761 and then see a fresh decline towards 11,660 level, while on the upside immediate hurdles are seen at 11,965 and then 12,000 levels.On the options front, maximum Put open interest was at 11,500 followed by 11,800 levels, while maximum Call OI was at 12,000 followed by 12,500. There was Call writing at 11,900 followed by 12,000 levels, while Put unwinding was seen at 11,800 and then 11,700 levels. Options data suggested a wider trading range between 11,750 and 12,100 levels.India VIX moved up 2.10 per cent to 13.94 level. However, volatility is hovering below the 15 mark, which supports buying interest on any decline. At the same time, it rules out any major swing in the market.Bank Nifty failed to surpass the previous day's high and declined nearly 400 points to close near the lower band of the trading range near 30,600 level. It formed a bearish candle on the daily as well as on weekly scales, which suggest the bears are holding a tight grip at higher levels. As long as it holds below 31,000, the index could extend its weakness towards 30,250 and then 30,000 levels, while on the upside, hurdles are seen at 31,000 and then 31,313 levels.Nifty futures closed negative at 11,829 level with a loss of 0.83 per cent. Long buildup was seen in Manappuram Finance, Wockhardt, Tata Communications and Jet Airways while there was shorts buildup in Ajanta Pharma, BEML, Just Dial, DHFL and Escorts.(Chandan Taparia is Technical & Derivative Analyst at MOFSL. NBFC issues should be divided into three categories --- a)Issues of solvency; b), Issues of governance; and c) Issues of liquidity. At times, there may be an attempt to obfuscate the issue of governance and solvency as a liquidity problem, says Uday Kotak, President Elect, CII, in an interview with ETNOW.Edited excerpts:The Confederation for Indian Industry (CII) has managed to get some of the Cabinet ministers of Modi 2.0 who have been setting out the agenda for the next 100 days in the runup to budget on July 5. Corporates are saying this is what needs to be done with the economy. Are you seeing any change in the mindset of India Inc and is the government really coming down harshly?One of the first and most important agendas at CII is to build trust between the government and industry. On this platform, one of the key issues which CII is committed to do is to build confidence in the corporate governance framework of corporate India. There have been challenges. We are seeing many issues come up but some of the issues have actually come out of the recommendations of the SEBI corporate governance committee, which I had the privilege of being a member of. The latest issue is in the context of auditors. Auditors have to give reasons for why they are stepping down. That is playing out in the public domain. There are a number of recommendations which the committee has made. There is a code of conduct which CII has put out which is committed to building a platform for cutting edge governance of corporate India. But we have not seen the pace that should have been kept for adopting a lot of those recommendations for them to become a reality. For example, just look at the auditors issue. Auditors are saying it is okay to resign without explaining. Just yesterday, one of the big four resigned from two companies. It has become a big trend and is still not changing?One of our recommendations is that when an auditor resigns, he needs to explain the reasons why he is resigning and that is something which has been adopted. I believe auditors have to follow that. Is it going to come up in the 100-day agenda?It is already a part of the SEBI guidelines. So no more work needs to be done on that?On that, the guidelines as they stand is if any auditor resigns prematurely, they have to give the reasons why they have resigned. Perhaps you saw in the case involving PwC with Reliance Homes and Reliance Cap, but not with Manpasand or Vakrangee?I do not want to comment on specific cases. As CII, we talk about industry issues not company specific. This new fear for industry is the big four have the majority of the businesses when it comes to audits. If you are going to remove two of them, which is Deloitte as well as BSR -- a KPMG affiliate -- it is going to lead to disruption. Do you think this is what is really needed for India to give a strong message.I am very clear that as we go forward, India needs to do significant capacity building in its economic and financial sector. Whether it is the dominance of the global audit firms or global rating agencies or global credit information bureaus or significant levels of global ownership in many sectors, if we want to build sustainable growth and believe in the primacy of the nation state, the time has come for us to really have significant capacity building in some of these key functions including areas like audit and credit rating. So India has to increase its capacity because we do not even have 25 firms which have 20 partners?I am not commenting on global firms or local firms. I am talking about domestic Indian capability and capacity to manage world class quality in many areas of governance, economics and finance. Is this a big problem right now? When we talk about attracting growth capital, liquidity has turned out to be a problem. We will still see the NBFC space recover. We need many reforms in the financial sector. Is this the biggest pain point in the economy?As I look at the discussions on the financial sector and particularly the NBFC sector, I believe there are two important aspects which we need to look at; first, within the financial sector there are many verticals. We must have a holistic view of the financial sector and therefore the strengthening of the FSDC mechanism which is in place, is needed. It can get significantly more active under the leadership of the finance minister with the different regulators. This is extremely crucial. Second, specifically on NBFCs, we have to divide the issues into three categories. a)Issues of solvency. b), Issues of governance; and c) Issues of liquidity. At times, I believe there may be an attempt to obfuscate the issue of governance and solvency as a liquidity problem. We go to look at clearly these three areas distinctly. But there are overlaps…There are, of course, overlaps but if there is a solvency issue you cannot solve it by a liquidity answer. Is that a mistake that the regulators and the government…I am not saying that is the mistake by the regulators and the government. Very often, the lobby groups try and obfuscate these issues. So has CII got it right?CII has got it right. I am talking about lobby groups and we do not think about CII in any sense in that manner. How do you see this entire situation panning out? Industries are fearful of everybody being painted with the same brush. They are also worried about finding the auditors.When you look at the whole area of governance particularly in the context of the financial sector, there are six checks and balances; number one, management, number two, board of directors, number three, institutional shareholders, number four, auditors, number five, rating agencies and number six, regulators. These are the six fiduciaries which do their job and have checks and balances. We need to look at the roles of different fiduciaries in specific context and each case may have to be analysed along the lines of these six players and their respective roles. When the government comes up with the proposal and says that should independent directors sit for an exam, how realistic is this? I would say that my personal view is that companies should be proactive to ensure that directors or directors on their boards are given enough opportunity to be at the cutting edge of what is required in their fiduciary role and may be the top 50 or 100 companies should set an example themselves. But the problem also is that independent directors are usually family members someone's in laws, sister-in-law, brother-in-law, brother-in-law's neighbour -- related parties so to speak. This is the case in the promoter driven companies.You know investors are smart, stakeholders are smart. They see through all this and if it is a listed company, the marketsplace will speak and in many ways shareholders will vote on their feet. When it comes to corporate governance, the liability exists on nominee directors and independent directors. You have a situation where PE&VC firms feel scared having nominee directors because there is just far too much liability and they do not have that much say. On the other hand, there are people who believe that you need to increase the liability. How do we find the balance?In our corporate governance report,, we have recommended that companies directors and officers have D&O liability insurance. believe many of the cutting-edge, listed companies already have a D&O liability insurance and e can debate what the amounts are but that is the way to go. If there is a fiduciary responsibility, there should be some sort of an insurance on that. You cannot as a fiduciary, absolve yourself of your normal diligence as a director. But they will obviously want to say Mr Kotak this may be a witch-hunt, this is just a case of wanting to make an example to send out a strong message and create disruption in the market?Each case has to be looked at specifically and proper analysis and investigation needs to be done. I am always a believer that facts and data should be the basis of any steps taken and as long as you do that and have facts and data backing, that is the correct way of going forward. Overall, as a system we do need to keep in mind that the market place is important. You have a whole host of minority stakeholders -- whether in debt or equity -- who depend on fiduciaries for the basis of their investments and we cannot let them down. here do you think the whole situation is with respect to the economy? Is revival even possible till this is fixed? Uday Kotak: I see very interestingly two phases of this development. For a long time, the real sector was impacting the financial sector. We now may be seeing signs of issues in the financial sector beginning to impact the real sector.
NEW DELHI: The government is ready with draft personal data protection law, and it may allow data mobility overseas based upon reciprocity, IT and Telecom Minister Ravi Shankar Prasad said Friday.He also said that people are not pleased with European data protection law, and are looking the way it will shape up in India."India will uphold its data sovereignty. That will not be negotiable. India is a huge country, generating a lot of data. I do acknowledge that some degree of data movement is important in a digital world but that will be based upon reciprocity and understanding," Prasad said at a Confederation of Indian Industries event.The draft of Personal Data Protection Bill, 2018 - which is based on the recommendations of the government-constituted high-level panel headed by Justice B N Srikrishna - restricts and imposes conditions on the cross-border transfer of personal data, and suggests setting up of Data Protection Authority of India to prevent any misuse of personal information."Data is going to become an important area of growth, commerce and vulnerable area of dispute. Data protection law we have finalised. I will take it to the cabinet. I feel data anonymity should also be kept in focus. Anybody, Indian or international, seeking to indulge in data commerce will have to follow the rules of the game," Prasad said.In response to a question from former Infosys executive vice-chairman Kris Gopalakrishnan, Prasad said the world is now looking at proposed data protection regulation in India."I went to Stanford to give a lecture and all of them are waiting for India's data protection law. All of them, because they are not happy with European product at all. Therefore, (the) world is looking at India. What is important, is India's moment must be seized properly," the minister said.The government started process on framing personal data protection law after the Supreme Court held that privacy is a fundamental right and asked the government to work around it.The minister reiterated his aim to grow India's digital economy to USD 1 trillion in next 4-5 years.Kotak Mahindra Bank MD and CEO Uday Kotak asked the minister about preparation of India to deal with trade war-like scenario between the US and China."India is too big a country to be swayed by these momentary impulses of competition. My take is very simple. Regardless of all the limitation, let us learn to trust ourselves. And whenever and wherever we have trusted ourselves - you all have given results," Prasad replied.He said that the matter is very sensitive for him to make any off the line comment."What I feel is we must observe it closely, properly. Something good will come for India because globally people trust India's human resource, India's open society, India as a country (has) great substance and sanctity," Prasad said.The US has barred its software and hardware companies from supplying products and services to Chinese telecom major Huawei alleging security threat from the company.While many experts see it a trade war in the name of security.
