Josie, 4, was fishing with her parents near Delavan, Illinois on Wednesday when she got a bite from a 33-pound flathead. (Josie weighs 30 pounds.) But with some help with her dad and her trusty Frozen pole, which was rigged with a 50-pound line, Josie was able to reel the fish in.

At first, Josie thinks her new catch is pretty gross (understandable) but she eventually finds the courage to touch it. She even lies down next to it for scale.

Times of Israel: Netanyahu says he's doing everything to defend Israel, including 'in Iraq'

PM's comment comes after Iraqi government accuses Jerusalem of attack on powerful Iran-backed paramilitary force in its territory.

Prime Minister Benjamin Netanyahu on Friday appeared to drop the biggest hint yet that Israel was operating in Iraq against Iranian interests.

Netanyahu, during a Facebook live stream to supporters, said: "I am doing everything to defend our nation's security from all directions: in the north facing Lebanon and Hezbollah, in Syria facing Iran and Hezbollah, unfortunately in Iraq as well facing Iran. We are surrounded by radical Islam led by Iran."

His comments came after the Iraqi government accused Israel of being behind an attack on a powerful Iran-backed paramilitary force in its territory earlier this week.

Tom Luongo: One Last Ceasefire Before Oblivion for Jihadists in Syria

The battle to reclaim Syria moved forward this week. Syrian Arab Army forces reclaimed the town of Khan Sheikoun last week prompting a flurry of moves by all involved, most notably Turkish President Recep Tayyip Erdogan.

Erdogan was in Moscow this week sharing an ice cream cone with Vladimir Putin and cutting deals. The first part of that deal went into effect today; a ceasefire in the de-escalation zone in Idlib province.

If the battle is won, in essence, and the jihadists on the run, why call a ceasefire now?

Simple. Turkey needs to be able to recall its troops from the area and disengage with the rebels it has been backing there for years. That was what Erdogan bargained for in Moscow, the lives of his troops.

That should tell you how serious Putin is about retaking Idlib and how little patience he has now for Erdogan's nonsense.

Hurriyet Daily News: Ankara, Moscow to hold talks over Su-57 fighter jets

Turkey and Russia will commence talks on cooperation in the aviation industry in a bid to strengthen bilateral talks, including the Sukhoi Su-57 stealth fighter jets, after Turkish President Recep Tayyip ErdoÄŸan's one-day visit to Moscow, according to a senior Russian official.

"We will continue to talk about topics on the agenda and of course address the S-400s. We will talk about how we can go through a more advanced phase on the Su-35 and the possible procurement of Su-57," Dmitry Shugayev, the head of the Russian Federal Service for Military and Technical Cooperation, told reporters on the sidelines of the MAKS-2019.

Turkey has been showing interest in Russian fighter jets as the former was removed from the U.S. F-35 program, according to Shugayev.

Long War Journal: Airstrike targeted Al Qaeda leadership in Syria, U.S. military says

The American military conducted an airstrike against al Qaeda in Syria (AQ-S) "leadership at a facility north of Idlib, Syria" earlier today, according to U.S. Central Command (CENTCOM). It is the second time the U.S. has struck al Qaeda operatives in Syria since late June.

The "operation targeted AQ-S leaders responsible for attacks threatening U.S. citizens, our partners, and innocent civilians." CENTCOM adds that the "removal of this facility will further degrade their ability to conduct future attacks and destabilize the region."

To this day, German-Polish ties are haunted by the events of World War II. The invasion of Poland cast a long shadow, as demonstrated by current demands for reparations and plans to erect a memorial to Polish victims.

Poland wasn't just the first country invaded by Germany in World War II. It also suffered the largest number of casualties as a proportion of its total population, in addition to the systematic, wholesale destruction of Polish towns, cities and cultural assets.

These days, however, 80 years after the invasion of Poland, few Germans realize the full extent of the damage wreaked upon their neighbor. Germany's foreign minister, Heiko Maas, admitted as much on a recent visit to the country.

The demonstrations in London and elsewhere are against Prime Minister Boris Johnson's decision to prorogue parliament — a move that increases the chances of Britain leaving the European Union without agreement.

RFE: Thousands March In Moscow Protest Defying Authorities

Thousands of Russians defied authorities and marched in central Moscow, ignoring officials' warnings and pressing demands to let independent candidates run in upcoming city council elections.

Police did not interfere with the August 31 protest, which was markedly smaller than previous ones.

However, camouflaged officers linked arms to keep marchers out of the road when demonstrators arrived at Pushkin Square -- a symbolically important public park closer to the Kremlin. A heavy presence of detention buses and water-cannon trucks were visible on nearby side streets.

WNU Editor: The authorities were surprised by this demonstration. They did not expect it, and are now saying that only a few hundred showed up. But from what I see, the real number is many times that. My advice to the Kremlin is watch out. From what I am hearing, people are angry, especially those under the age of 30. And they are using the protest movement in Hong Kong as a template to now organize their protests in Russia.

The US military has spent billions of dollars since 2001 fighting the Taliban insurgency in Afghanistan.

But the end may finally be in sight for America's military presence in the country if the current talks taking place in Doha between the United States and the Taliban reach a successful conclusion.

Afghan President Ashraf Ghani has said the war has "cost the United States government and society $500bn".

So maybe the question should be .... should the U.S. have put a limit on their engagement in Afghanistan after the Taliban and their Al Qaeda allies were driven out. Al Jazeera: US blacklists Iranian oil tanker 'headed to Syria'

Adrian Darya 1 on its way to Syrian port of Tartus in contravention of EU sanctions, Secretary of State Pompeo says.

The United States blacklisted an Iranian tanker at the centre of a major diplomatic dispute with Tehran, saying it had "reliable information" the ship was transporting oil to Syria in violation of European Union sanctions.

In a statement issued on Friday, the US Treasury Department said the Adrian Darya 1 was "blocked property" and "anyone providing support" to the vessel risked being sanctioned.

The ship's captain, Akhilesh Kumar, was also blacklisted under the order.

Reuters: In Trump's team, misgivings emerge over any deal with Taliban in Afghanistan: U.S. officials

WASHINGTON (Reuters) - As negotiators work to nail down an agreement with the Taliban to withdraw U.S. troops from Afghanistan, misgivings have grown among some Trump administration officials and lawmakers that it will erode the United States' ability to thwart attacks from there, U.S. officials said.

Their concerns collide with U.S. President Donald Trump's impatience to secure a deal to draw down 14,000 troops and end America's longest war, allowing him to claim a foreign policy victory as he campaigns for re-election in 2020.

On Thursday, Trump appeared to reflect some of his aides' caution, telling Fox News Radio that U.S. troops would initially be reduced here to 8,600, and "then we make a determination from there as to what happens."

Reuters: Taliban, Afghan forces clash in northern Afghan city amid peace talks with U.S.

KUNDUZ, Afghanistan (Reuters) - Taliban forces attacked the northern Afghan city of Kunduz on Saturday, setting off hours of gun battles, even as U.S. negotiators move closer to finalizing a deal with the insurgents for the withdrawal of American troops from the country.

Heavy fighting has gone on in Kunduz since the early hours of the morning after Taliban fighters attacked from several directions, forcing Afghan forces to rush in reinforcements to prevent the insurgents from gaining control of the city.

Electricity and most telephone services were cut, and residents were sheltering in their houses, making it difficult to gain a complete picture of the fighting.

US President Donald Trump says Beijing's response to anti-government protests in Hong Kong has been restrained because it does not want to jeopardise ongoing trade talks with Washington.

"If it weren't for the trade talks, Hong Kong would be in much bigger trouble. I think it would've be much more violent," Trump told reporters at the White House on Friday.

"I really believe China wants to make a deal, and they know it puts us in a very bad position if there's not a humane way of handling the problems.

Khalid Sheikh (also spelled as Shaikh) Mohammed is said to be the architect behind the plot that killed 2,976 in New York City, Washington D.C. and Pennsylvania.

Cohen set the date so that a military jury could be selected, the New York Times reports. The selection process is said to take months, with various military personnel having to be flown in by groups to the base.

As Protests Rage, Hong Kong Police Storm Subway With Batons, Pepper Spray

(HONG KONG) — Protesters in Hong Kong threw gasoline bombs at government headquarters and set fires in the streets on Saturday, while police stormed a subway car and hit passengers with batons and pepper spray in scenes that seem certain to inflame tensions further in a city riven by nearly three months of pro-democracy demonstrations.

Police had denied permission for a march to mark the fifth anniversary of a decision by China against fully democratic elections in Hong Kong, but protesters took to the streets anyway, as they have all summer. They provoked and obstructed the police repeatedly but generally retreated once riot officers moved in, avoiding some of the direct clashes that characterized earlier protests.

Late at night, though, video from Hong Kong broadcaster TVB showed police using batons while on the platform of Prince Edward subway station and swinging batons at passengers who backed into one end of a train car behind umbrellas. The video also shows pepper spray being shot through an open door at a group seated on the floor while one man holds up his hands.

It wasn’t clear if all the passengers were protesters or what precipitated the incident, which was widely shared on social media as another example of police brutality during the protests. Angry crowds gathered outside Prince Edward and nearby Mongkok station, where police also rushed in and made arrests.

Protests erupted in early June in Hong Kong, a semiautonomous Chinese territory of 7.4 million people. A now-shelved extradition bill brought to the fore simmering concerns about what many in the city see as an erosion of the rights and freedoms that residents are supposed to have under a “one country, two systems” framework.

The mostly young, black-shirted protesters took over roads and major intersections in shopping districts on Saturday as they rallied and marched with no obvious destination in mind.

Authorities closed streets and a subway stop near the Chinese government office and parked water cannon trucks and erected additional barriers nearby, fearing protesters might target the building. The office would have been the endpoint of the march that police did not allow.

Instead, a group of hard-line protesters decided to take on police guarding government headquarters from behind large barriers that ring the building to keep demonstrators at bay.

While others marched back and forth nearby, a large crowd wearing helmets and gas masks gathered outside. They pointed laser beams at the officers’ heads and threw objects over the barriers and at them. Police responded with tear gas, and protesters threw gasoline bombs into the compound.

Then came the blue water. A water cannon truck fired regular water, followed by repeated bursts of colored water, staining protesters and nearby journalists and leaving blue puddles in the street.

The standoff continued for some time, but protesters started moving back as word spread that police were headed in their direction. A few front-line protesters hurled gasoline bombs at the officers in formation, but there were no major clashes as police cleared the area.

Protesters regrouped and blocked a major commercial street by piling up barricades and setting a large fire. Smoke billowed into the air as hundreds of protesters waited on the other side of the makeshift barrier, many pointing laser beams that streaked the night sky above them.

Firefighters made their way into the congested area on foot to put out the fire. Police in riot gear removed the barricades and moved in quickly. They could be seen detaining a few protesters, but by then, most had already left. As police advanced east down Hennessey Road, protesters made another stand in the Causeway Bay shopping district. They threw gasoline bombs at police, who fired tear gas and water cannons.

Protesters built another fire, a smaller one, in front of Sogo department store. Police waited behind their riot shields while firefighters put out the smoldering fire with extinguishers. When police moved in, the protesters had again retreated. Other groups crossed Hong Kong’s harbor to the Tsim Sha Tsui district, where police said they set fires and threw gasoline bombs on Nathan Road.

Democratic Party lawmaker Lam Cheuk-ting said Hong Kong citizens would keep fighting for their rights and freedoms despite the arrests of several prominent activists and lawmakers in the past two days, including activist Joshua Wong.

Protesters are demanding the full withdrawal of the extradition bill — which would have allowed Hong Kong residents to be sent to mainland China to stand trial — as well as democratic elections and an investigation into alleged police brutality in past battles with hard-line demonstrators.

“I do believe the government deliberately arrested several leaders of the democratic camp to try to threaten Hong Kong people not to come out to fight against the evil law,” Lam said at what was advertised as a Christian march earlier Saturday.

About 1,000 people marched to a Methodist church and police headquarters. They alternated between singing hymns and chanting slogans of the pro-democracy movement. An online flyer for the demonstration called it a “prayer for sinners” and featured images of a Christian cross and embattled Hong Kong leader Carrie Lam, who had proposed the extradition bill.

The Civil Human Rights Front, the organizer of pro-democracy marches that have drawn upward of a million people this summer, canceled its march after failing to win police approval. Police said that while previous marches have started peacefully, they have increasingly degenerated into violence in the end.

The standing committee of China’s legislature ruled on Aug. 31, 2014, that Hong Kong residents could elect their leader directly, but that the candidates would have to be approved by a nominating committee.

The decision failed to satisfy democracy advocates in Hong Kong and led to the 79-day long Occupy Central protests that fall, in which demonstrators camped out on major streets in the financial district and other parts of the city.

The participants in the religious march Saturday were peaceful and mostly older than the younger protesters who have led this summer’s movement and, in some cases, blocked streets and battled police with bricks, sticks and gasoline bombs Religious meetings do not require police approval, though authorities said late Friday that organizers of a procession with more than 30 people must notify police.

Knife Attack In Lyon, France Leaves 1 Dead, 9 Injured

(VILLEURBANNE, France) — Police detained an Afghan man seeking asylum in France after one person was fatally stabbed and nine others injured Saturday outside a subway station near the city of Lyon, authorities said. The reason for the attack was unclear.

The assailant was a 33-year-old Afghan citizen who had applied for asylum in France and was awaiting a response, according to a national police official. The attacker provided contradictory information to police, but that the attack did not appear to be terrorism-related, two French officials told The Associated Press.

The victim who died was a 19-year-old man, and it was unclear if he knew the attacker, according to local police. Three of the injured are in critical condition, officials said.

The subway station in the Lyon suburb of Villeurbanne was cordoned off, with police combing the area.

A manhunt was initially launched for a second attacker but police later determined that the detained man was the main suspect, two officials said. Police are still looking for possible accomplices.

The officials were not authorized to be publicly named because of French government policy.

The national anti-terrorism prosecutor’s office has not been asked to participate in the investigation at this stage. An official with the Lyon regional administration said national security forces weren’t involved in the search, which includes a few dozen local police officers and a helicopter.

France remains on high alert after several deadly Islamic extremist attacks in 2015 and 2016.

Protestors Amass Across U.K. Over Prime Minister Boris Johnson’s Brexit Parliament Suspension

(LONDON) — Prime Minister Boris Johnson’s provocative decision to suspend the British Parliament for a time before the country’s deadline for leaving the European Union came under fire Saturday in London and other cities where protesters took to the streets.

The demonstrations were called ahead of what is expected to be a pitched debate in Parliament this week as Johnson’s opponents scramble to try to pass legislation that would block him from carrying out Brexit on Oct. 31 without an approved withdrawal agreement.

An estimated 10,000 people gathered in central London, while others protested in in Belfast, York and others cities to show determination to block a “no deal” Brexit. Protesters in London briefly blocked traffic on a downtown bridge and in Trafalgar Square.

Labour Party leader Jeremy Corbyn, who had urged his supporters to come out in large numbers, told thousands of people at a rally in Glasgow, Scotland that the message to Johnson was simple: “No way. It’s our Parliament.”

Corbyn said Johnson, who became prime minister through a vote of Conservative Party members instead of a general election, does not have a mandate for shutting down Parliament or for leaving the EU without a deal in place. Many economists and academics think a no-deal Brexit would lead Britain into a prolonged recession.

“It’s not on, and we’re not having it,” Corbyn said.

Johnson’s decision to shutter Parliament for several weeks when a debate about Brexit plans had been expected galvanized angry crowds of protesters on Saturday. Organizers said protests were held in more than 30 locations throughout England, Scotland, Wales and Northern Ireland.

In London, they chanted: “Boris Johnson, shame on you.” Some carried signs saying: “Stop the Coup” in reference to what they say is a move that threatens democracy.

The protests were organized by the anti-Brexit group Another Europe Is Possible and by Momentum, which is allied with the opposition Labour Party. The group is urging its membership to “occupy bridges and blockade roads.”

In Exeter in western England, pharmacist Bridie Walton, 55, said she was attending the first demonstration of her life. “Nobody voted for a dictatorship,” she said, condemning Johnson’s suspension of Parliament. “These are the actions of a man who is afraid his arguments will not stand scrutiny.”

Johnson’s plan is also being opposed by some in Parliament who plan to introduce legislation this week to try to prevent a disorderly departure from the European Union.

Their task will be made more difficult if Johnson’s plan to shut Parliament for part of the time period before the Oct. 31 Brexit deadline is carried out.

Johnson’s supporters may well be able to delay any proposed legislation from being enacted in time. Tactics could include introducing a variety of amendments that would have to be debated, or the use of filibusters to stall the process.

The shutdown of Parliament is also being challenged in three separate court cases scheduled to be heard next week. Former Prime Minister John Major has joined one of the lawsuits, raising the likelihood that he will argue in court that the current prime minister, a fellow member of the Conservative Party, is acting improperly by shutting Parliament.

Johnson, who helped lead the successful Brexit referendum campaign, says his government is actively pursuing a new deal with EU leaders and claims opposition to his policy will make it harder to wring concessions from Europe.

(MADRID) — Parents of babies and toddlers in Spain who have developed abnormal body hair plan to sue a pharmaceutical company that put a treatment for hair loss into packages meant for addressing acid reflux and other conditions.

Spanish health authorities have blamed the Minoxidil mix-up on Farma-Química Sur. They say the well-known topical treatment was put in packaging that was supposed to contain a syrup with omeprazole, which is used for stomach problems.

Spain’s Health Ministry has said at least 20 children from the age of a few weeks to two years have been affected.

The mother of a 10-month old boy said Saturday that families are getting preparing to file a joint lawsuit against Farma-Química Sur. The company has been closed down pending an official probe.

There Are More Fires Burning in Africa Than Anywhere on Earth

(DAKAR, Senegal) — As the world has watched with fear and fascination the fires burning in Brazil’s Amazon rainforest, satellite images show a far greater number of blazes on the African continent.

NASA has called Africa the “fire continent,” home to at least 70% of the 10,000 fires burning worldwide on an average August day, though the agency says the number of fires is consistent from year to year.

While French President Emmanuel Macron has said he is considering launching an international campaign to help sub-Saharan African countries fight fires, experts say the situation there is different and not yet a growing problem — though it could become a threat in future. Angola had almost three times more fires than Brazil over a period last week, according to NASA satellite imagery, which indicated around 6,000 fires in Angola, more than 3,000 in Congo and just over 2,000 in Brazil.

Though Angola and Congo dominate in numbers of fires, they often occur in sparsely wooded savannas and on fields cultivated by small farmers, making them less of a concern for deforestation than those in the Amazon, said Sally Archibald, a professor at Wits University in Johannesburg.

“There are fire management questions in these (African) ecosystems, but fire is part of their ecology,” said Archibald, who studies fire management and savanna dynamics. “In South America, the equivalent non-forest woodlands have been largely converted to soybean agriculture already, but in Africa they are largely untransformed.”

Savanna fires release carbon dioxide, but within a year the grass regrows, sucking much of the carbon out of the atmosphere again. The fires may push toward the forests, but are mostly snuffed out at that border, Archibald said, unless trees are cut down making tropical forests more vulnerable. When a tropical forest is burned, the trees die and the carbon dioxide goes up and doesn’t return to the system quickly.

“The main message is: yes we have a lot of fire, but it’s not bad and can be very good for the ecology,” she said. “We don’t know how many deforestation fires we have but the best evidence is that our forests are not decreasing, they are in fact increasing.”

Most deforestation occurred in West Africa in the 19th century, Archibald said, adding that Cameroon and Gabon show increased forestation. However, ecosystems such as the Miombo Woodlands, which covers 10% of the continent over nine countries, do need to be managed. These woodlands push up against forests and because of an increase in population, more people are planting crops along the edges.

The Miombo Network, an advisory and sustainability group that Archibald is a member of, is working with the World Bank and policymakers to make sure there is proper fire management in these areas, she said.

NASA research scientist Niels Andela also said that savanna fires have shaped Africa’s landscape for thousands of years. “Fires are therefore often a critical component of these ecosystems and are not perceived as harmful by local communities,” he said. “Indeed, fires are often used for agricultural purposes, for example to keep the landscape open to support livestock, as well as sometimes as part of shifting cultivation.”

Andela said deforestation isn’t occurring on the same scale as in South America. “In part that may be simply due to limitations of existing infrastructure and lack of access to global markets, processes that drive large scale agricultural expansion elsewhere,” he said. “It is therefore certainly a possibility that this may change in future.”

Tosi Mpanu Mpanu, former chief negotiator for the Africa Zone at the 2015 United Nations climate change conference, said agricultural practices known as “slash and burn” need to be better managed, citing the over 3,000 fires in Congo.

“It is a great threat to our forests,” he said of the technique used by farmers in Congo and elsewhere in sub-Saharan Africa. “You need a global ambitious program or you train people to use other practices for people to go into intensive agriculture. You have to organize these small farmers by giving them fertilizer, seeds.”

The European Space Agency estimates 25-35% of climate-changing greenhouse gas emissions come from so-called biomass burning, which includes fires that are intentionally set to clear land for agriculture.

The majority of those fires occur in tropical regions of Africa. Using satellite data from the agency’s Copernicus program, researchers said in a December study that the total area burned in 2016 was 4.9 million square kilometers (1.89 million sq. miles). Most of the fires are 100 hectares (247.1 acres) or smaller in size.

Other areas with extensive biomass burning are Australia, South America and southeast Asia.

Globally, the amount of area burned declined by about 25% over the past two decades, largely because of savannas and grasslands being converted to agriculture, said James Randerson, an earth systems scientist at the University at California, Irvine.

Randerson said the tropical forests of Africa have yet to see widespread deforestation driven by industrial-scale agriculture that is transforming parts of the Amazon. But, he said, global economic forces could potentially change this as countries in east Asia, particularly China, seek to expand trade relations with African nations.

“That could put more pressure on the African forests,” Randerson said.

(SELA PRI KAMNIKU, Slovenia) — There’s no mistaking it depicts Donald Trump: a large wooden statue of the U.S. president has been erected in Slovenia, the homeland of his wife Melania.

The nearly eight-meter high (26 feet) construction shows Trump with his trademark hair style, blue suit, white shirt and a long red tie. His right arm — fist clenched — is raised high like that of New York’s Statue of Liberty. When triggered, a mechanism opens a red-painted mouth and shark-like teeth appear. “Like all populists, the statue has two faces,” its creator, Tomaz Schlegl, said. “One is humane and nice, the other is that of a vampire.”

The monument was built on private property among the lush greens and rolling hills of the sleepy village of Sela pri Kamniku, some 30 kilometers (20 miles) northeast of the Slovenian capital, Ljubljana. The statue has a temporary permit and has to be removed by Halloween, Oct. 31. Some local villagers, unhappy with its appearance, suggest torching it that day.

“I thought it will be a sculpture, one statue,” said Stane Supar, who owns land where it stands. “But now this huge thing has grown, and everyone tells me it’s a provocation.”

Schlegel, an architect, defended his project, saying it is “provocation against populism that the world is full of.”

“It is the Statue of Liberty, which no one today knows what it represents,” he said. “The pose is that of Superman. He can do and say whatever he wants without consequences.”

Two American tourists came Friday to this remote corner of Slovenia after hearing about the statue. “It seems like a really unusual location for a piece of art like this,” said Eddie Flawer from Santa Rosa, CA.

“I’m not very fond of Donald Trump and I didn’t know what to make of his hand up and doing the salute and the spikes coming out of the top of his head,” Flawer said. “But maybe it’s a metaphor of the Statue of Liberty which would make some sense since he seems to be doing everything in his power to negate the beauty and the spirit of the Statue of Liberty.”

It’s not the first time in Slovenia that a member of the Trump family has been carved in wood. A life-size sculpture of the U.S. first lady was unveiled in her hometown of Sevnica in June, drawing mixed reactions from the locals.

The rustic figure was cut from the trunk of a linden tree, showing her in a pale blue dress like the one she wore at Donald Trump’s presidential inauguration. Her face is depicted in a naive local style.

The first lady, born Melanija Knavs, changed her name to Melania Knauss when she started modeling. She settled in New York in 1996 and met Trump two years later.

Amid Peace Talks, Taliban Launch ‘Massive Attack’ on Afghan City of Kunduz

(KABUL, Afghanistan) — The Taliban launched a large-scale attack on Kunduz, one of Afghanistan’s main cities, killing at least 15 people and wounding more than 75 others, government officials said Saturday, even as the insurgent group continued negotiations with the United States on ending America’s longest war.

The militants, who have demanded that all foreign forces leave Afghanistan, now control or hold sway over roughly half of the country and are at their strongest since their 2001 defeat by a U.S.-led invasion. Such attacks are seen as strengthening their negotiating position.

The U.S. envoy in the talks, Zalmay Khalilzad, said in a Twitter post that he raised the Kunduz attack with the Taliban and told them “violence like this must stop.” He is expected to visit Kabul on Sunday to brief the Afghan government.

A suicide bomber detonated his explosives at the main intersection in Kunduz after hours of efforts by Afghan security forces to push the militants into the city’s outskirts, provincial council member Ghulam Rabani Rabani told The Associated Press. The blast killed 10 people and wounded five others, Interior Ministry spokesman Nasrat Rahimi said.

The Taliban quickly claimed responsibility for the bombing, which occurred after the defense and interior ministers visited Kunduz and asserted that Afghan forces had repelled the attackers. The commander of U.S. forces in Afghanistan, Gen. Scott Miller, also visited the city, Khalilzad said.

Afghan officials confirmed casualties among security forces in the day of fighting but did not say how many and said at least 60 Taliban fighters had been killed. As night fell, they said gun battles continued on the outskirts of Kunduz, a strategic crossroads with easy access to much of northern Afghanistan as well as the capital, Kabul, about 200 miles (335 kilometers) away.

Presidential spokesman Sediq Seddiqi told reporters the attack was “completely against the peace talks.”

The bodies of at least three civilians and two members of the security forces were taken to the Kunduz hospital and at least 80 wounded civilians of all ages were treated, including women and children, said the provincial health director, Esanullah Fazeli.

Rabani said the insurgents briefly took control of the hospital earlier in the day, but Fazeli said the fighters left after staffers told them the patients could be hurt in any cross fire. “In a way we are thankful that the Taliban accepted what they were told,” he said.

The Taliban launched the “massive attack” from several different points overnight, said Sayed Sarwar Hussaini, spokesman for the provincial police chief, who reported “intense gun battles” around the city.

Hours later the Afghan defense minister, Asadullah Khalid, rejected speculation that Kunduz had collapsed.

The Taliban have continued bloody assaults on civilians and security forces even as their leaders meet with Khalilzad in Qatar to negotiate an end to nearly 18 years of war. Talks continued Saturday, and Afghanistan’s chief executive, Abdullah Abdullah, said Khalilzad would visit Kabul on Sunday to brief the government. Both the U.S. and Taliban in recent days have signaled they are close to a deal.

One Afghan analyst, former deputy interior minister Mirza Mohammad Yarmand, said the attack on Kunduz showed the Taliban are not interested in a cease-fire, which has been a key issue in the Qatar talks.

In the negotiations, the United States has also sought Taliban guarantees that Afghanistan will no longer be a launching pad for terror attacks such as the Sept. 11, 2001, attack on the U.S. by al-Qaida. The Taliban government had harbored al-Qaida leader Osama bin Laden.

Some 20,000 U.S. and NATO forces remain in Afghanistan after formally ending their combat role in 2014. They continue to train and support Afghan forces fighting the Taliban and a local affiliate of the Islamic State group.

Many Afghans worry that an abrupt departure of foreign troops will leave Afghan forces vulnerable and further embolden the Taliban, who already portray a U.S. withdrawal as their victory. “We have lost the city in the past and know the Taliban can attack again from insecure areas,” a lawmaker from Kunduz, Fatima Azizi, told the local Ariana television channel on Saturday.

“Unfortunately, civilians are again the victims,” she said.

The Taliban seized Kunduz, at the heart of a major agricultural region near Tajikistan, for around two weeks in 2015 before withdrawing in the face of a NATO-backed Afghan offensive. The insurgents pushed back into the city center a year later, briefly raising their flag before gradually being driven out again.

About Sri Krishnadevaraya University

Sri Krishnadevaraya University is a public university in Anantapur, Andhra Pradesh, India, founded on July 25, 1981. For the past couple of years, a bearish outlook by the Donald Trump administration in the US has resulted in mounting visa rejections.Global tech companies such as Amazon and Microsoft as well as Indian code factories such as TCS and Infosys have all faced the heat from this changed stance. 70929186 According to US Citizenship and Immigration Services data, the H-1B rejection rates for Indian outsourcers has gone up from around 4-5% two years ago to around 40-50% today. In the background, immigration officials are getting more stringent with checks or RFE (request for evidence). According to estimates from USCIS, the RFEs for H-1B visas from Indian applicants went up from an average of 5% in 2016 to 50% in 2018.The mounting work visa rejections have meant that apart from the business difficulties they are causing the companies and their clients, the cultural cache of a job with an Indian tech outsourcer, which came with a reasonable chance of a stint in the US and possibly an eventual Green Card, is now diminishing. It is one thing to take a job in Bellandur in Bengaluru with the possibility you could end up in Boston, and quite another if that is not a possibility.Like Sharma, Praveen Kumar and his wife Neha (names changed), living in another city in Florida, are also on the brink of abandoning their own American dream, 14 years after Kumar first landed there. In this time, he has risen up the ranks in his job with a large electrical utility and become a member of the energy committee with the IEEE (Institute of Electrical and Electronics Engineers). This means he has been in meetings in Washington DC and schmoozed with senators discussing the future of energy and engineering in the US, even as his own fate hangs by a thread. "We have gotten to enjoy the quality of life and the American way," Kumar admits. "But with this immigration flux, it is hard to not get stressed out about what tomorrow holds." 70929189 Six years after they got into the queue for a Green Card, the couple may have to walk away from it all, settling instead for more stability for immigrants in neighbouring Canada or the familiar comforts of life back in India.As the H-1B visa pile-up has lengthened, it could be a decade or more before things change for them, he adds. "Along with work stress, this additional burden is not something we signed up for when we chose to relocate.""The changes made to H-1 norms for computer programmers, the uncertainty with visa extensions despite prior approvals, the 'Buy America Hire America' initiatives have all had a negative impact on the number of H-1B petitions being approved and the number of visas being approved," says Poorvi Chothani, managing partner of Lawquest International, a law firm headquartered in Florida and focused on immigration law. "The number of visa denials for B-1 visas is at the highest I have ever seen and the number of H-1B visas being delayed by hundreds of days and/or denied is also at its peak." 70929192 Across the United States, from Florida to San Francisco, Seattle and Texas, Indian immigrants are hunkering down and planning their next steps. The challenge is unwinding their American lives (houses, cars, children and their education) and figuring out what to do next. For people with children, for example, the challenge is magnified, because they need to figure out schooling and the necessary adjustment of moving back, besides starting afresh, often after a decade or more outside India. "The area I grew up in (Malleswaram—a conservative, quiet neighbourhood in Bengaluru), is unrecognisable from the time I grew up there," says Kumar, the engineer in Florida. "After a decade-and-a-half in the States, it is a shock to go back home."Other recent returnees say that they have yet to adjust to life "back in India," struggling with new levels of noise, pollution and chaos, after living in American suburbia. "The complex is great, but the roads outside are not," says Ganesh L, who has returned to India's IT capital and consults remotely from his home-office in a gated community in Whitefield, a tech hub in Bengaluru's eastern periphery."The immigration climate has worsened," says Peter Bendor-Samuel, CEO of Everest Group, a leading outsourcing advisory. "The current administration has not only restricted the number of H-1Bs, (but) also dramatically increased scrutiny of the applications process."This has resulted in soaring denial rates, heartburn for applicants and upset strategies for a sector that requires a regular funnel of engineers to be shipped to the US to help with coding and often project implementation duties. "This has made the process far less reliable and difficult to manage," he adds. In the first few days of April each year, USCIS allows applications for H-1B visas, typically permitting some 85,000 applications annually. 70929195 Due to the massive number of applications, this quota is booked out in days. While there is no lack of applicants, what has worsened this year has been prolonged waits, skyrocketing demand for additional information and the consequent delay in the entire process. Now, the USCIS may lengthen the process further — it wants to have a round of pre-registration of applicants for this category of visas — adding another layer of uncertainty to an already nerve-wracking process.Chothani, the immigration lawyer, says all these moves are causing lengthy delays for applicants and their families. She points out that a couple of years ago, most H-1B applications were approved with the initial documentation, but now as many as 60% of them receive an RFE. While the option of hastened processing called Premium Processing is often used by companies (with a statement update in around a fortnight), the usual route can now stretch to eight months.Indian IT executives and lobbies such as Nasscom maintain that a narrowing and denial of H-1B visas may hit uncomfortably close to home for the US. The issue of these visas is much higher to American companies such as Amazon and Google than to Indian outsourcers, they point out. A crippling shortage of science and engineering talent in the country means Indian workers are pivotal to these companies' continued growth.Delays in granting and renewing visas and graduating to a Green Card or citizenship are keeping technology immigrants on a knife-edge, suspended between chasing the dream and giving up on meeting friends and family back home. "We missed out on a lot (of ) occasions—my dad's 85th birthday, my nephew's birth (he is now five) and we haven't even met him," says Amrita Kumari (name changed), who has lived in the US for around a decade with her husband, who has an H-1B visa. "I'm not sure if I'll be able to make it to my niece's wedding this December...Not being able to be there in person at the time of need is the hardest."The couple is, however, optimistic they will get their delayed Green Card towards the end of 2019 or early in 2020. 70929198 Another couple in Texas expect the worst. "We are ready to leave at a moment's notice," say Raj Singh and Sunita (names changed), a thirty-something couple, who have lived in the same city for nearly a decade. So, they sold their cars and in late August sold their house, and are in the process of figuring out what to do with their investments. "Immigration (department) has never been so hostile."Among the Indian community in tech worker-heavy cities such as Austin, conversations are increasingly dominated by stories of those who lost their visas, the tales of the undecided applications and the ones who chucked it all up and returned home. "We have never felt so much tension during something as routine as our Sunday temple visits," Singh says.Meanwhile, a looming legislative measure in the US can make the future of H-1B hopefuls more uncertain. In August, the Office of Management and Budget (a part of the US President's office) reviewed a proposed regulation from the Department of Homeland Security that would mandate that employers pre-register for the H-1B visa category without paying the fees for the employees they intend to sponsor. Then, there will be a lottery and only the shortlisted employees can start the actual application for H-1B. The US administration hopes this lottery system will streamline the system rather than bog it down in another layer of paperwork and bureaucracy. The IT industry is divided on this proposed measure, with Indian companies contending that they will be discriminated against, since this system could be opaque. Immigration experts worry that the timing could be a concern, with companies expected to start planning their 2020 H-1B plans by September this year.Thus, as US President Donald Trump ratchets up his protectionist agenda, thousands of tech workers continue to wonder what the future holds. ....

Banking details of Indians with accounts in Switzerland will be available to tax authorities from Sunday as the automatic exchange of information regime kicks off between the two countries. The move, the Central Board of Direct Taxes (CBDT) said, is a significant step in the government's fight against black money and the era of "Swiss bank secrecy" will finally be over from September. The CBDT frames policy for the Income-Tax Department. Between August 29 and August 30, a Swiss delegation, led by deputy head of the tax division in the state secretariat for international finance Nicolas Mario Luscher, called on Revenue Secretary A B Pandey, CBDT Chairman P C Mody and CBDT Member (Legislation) Akhilesh Ranjan before the regime kicked in, it said. The first automatic exchange of financial account information (AEOI) under the provisions common reporting standard will start from September. "India will receive information of the calendar year 2018 in respect of all financial accounts held by Indian residents in Switzerland," the CBDT said in a statement. The information will include accounts that were closed during 2018. During the meeting, both sides discussed bilateral exchange of information matters to expedite execution of tax information sharing requests made by India in specific cases, it said. It has the makings of an ambitious nationwide campaign with Prime Minister Narendra Modi himself flagging it off and tasking a 28-member committee headed by sports minister Kiren Rijiju to give it shape and traction.Such a movement could not have come a day sooner. For all the remarkable progress India has made in tackling communicable diseases, our nation of 1.3 billion sits on a time bomb when it comes to non-communicable diseases (NCDs) such as cardiovascular disease, chronic respiratory diseases, cancers and diabetes.Some 60% of deaths in India result from NCDs, making them the leading cause of deaths in the country — ahead of communicable diseases, injuries and prenatal, maternal and nutritional conditions.The answer to this pandemic, clearly, is fitness. But therein, we stare at a missing link. Fitness, in public consciousness and debates, is mostly about exercise. The attention to diets is scant in comparison, even in public health circles. The impact of dietary habits on the health of individuals is glossed over.Inattention to dietary habits, to be sure, is not atypical of nations with an accelerating national income. But there is evidence and lessons that India needs to take note of — and act upon — fast.Can't Outrun Bad Diet Readers of this publication are likely to have someone with an NCD in the family or in close circles. Real-life examples stare at us. Just in the last one year, we have lost political leaders and former ministers Arun Jaitley, Sushma Swaraj, Manohar Parrikar, and Ananth Kumar to NCDs. Move to the states and leaders with diabetes stand out: Amarinder Singh in Punjab, Arvind Kejriwal in New Delhi, Devendra Fadnavis in Maharashtra, K Chandrashekar Rao in Telangana, Pinarayi Vijayan in Kerala… The list could go on.Think about it. If we cannot protect our leaders from the scourge of NCDs, what chance does the rest of the nation have? The World Health Organization lists diet as the No. 1 risk factor for NCDs. Specifically, the lack of vegetables and fruits on the one hand, and the excess of calories on the other.For Indians, excess calories in diets can mostly be traced to rice and wheat or products made from these. We just do not have enough fibre in our diets despite having a rich heritage of the same in our diets of the past.(Disclosure: I run a company that sells the flour of green jackfruit, which has high fibre content.)According to a report published in Lancet in 2017 by the Indian Council of Medical Research, early deaths due to poor diet in India have increased by 35% over a decade to more than half a million a year, overtaking deaths due to tobacco use. Average fasting plasma glucose in India has increased by 40% from 1990. Studies such as those by Roy Taylor of the Newcastle University have shown that type-2 diabetes and associated complications can be addressed with a very low calorie diet.Type-2 diabetes is the most prevalent type of diabetes among the affected 70 million Indians.A very low calorie diet in the Indian context would translate into a higher percentage of vegetables and fruits on our plates and very low amounts of carbohydrates.It is amply clear to me – and, increasingly, to the doctors I interact with – that we need a massive grains-to-greens change in our diets if we have to achieve the goals of Fit India Movement. For that, we must start right at the top: the Parliament canteen. Our lawmakers and politicians lead incredibly busy lives with diet being an early casualty and NCDs commonplace.If we can demonstrate to them that a diet dominated by greens and less of grains can deliver better numbers in their next health tests, getting them to root for policy change towards NCDs will be that much easier. Imagine the push needed to to transpose food subsidies from grains to vegetables and fruits.One of the first people who supported me in my green jackfruit journey was someone who occupied premises less than a kilometre away from Parliament.In November 2014, when I met former president APJ Abdul Kalam, he instantly saw how green jackfruit could both add fibre to diets and also reduce calories by replacing rice or wheat — all this at a scale to cover millions of Indians. Indian B-to-B founders are shifting base to Silicon Valley

What's the point of so much shuttling?" Saket Modi, 29, asked himself a few months ago.Last year, the cofounder of Lucideus, a cybersecurity startup, spent four months in Silicon Valley. This year, in the first four months itself, he had to make seven trips from Delhi to California. Eventually, in July, Modi, who was living out of a suitcase, rented a studio apartment in Palo Alto and shifted base to the US."There is something in the hawa here. It is pure magic," he says over a WhatsApp call from the US. "The Valley plugs you into the cutting-edge world of technology and startups so beautifully."Serendipitous meetings, for one, are frequent in the Bay Area. Just the other day, says Modi, he ran into Oyo founder Ritesh Agarwal at Curry Up Now, an Indian restaurant. Weekend get-togethers among top tech executives, especially of the Indian diaspora, add glue to ties. Anand Chandrasekaran, Lucideus' first angel investor who was earlier director at Facebook and chief product officer at Snapdeal, invited Modi home for dinner one day. "He is family," says Chandrasekaran. 70926686 There are plenty of opportunities to forge new relationships and deepen existing ones. Earlier this month, Modi went on a weeklong fishing trip to Alaska with former Cisco chairman John Chambers and a few other entrepreneurs. "What an incredible experience it was! One week of almost no internet, and spending time together in water all day. It was out of this world. At the end, you become friends," recalls Modi.Lucideus, founded in 2012 and incubated at IIT-Bombay, counts Chambers, ex-Googler Rajan Anandan and Citigroup's former senior vice-chairman Victor Menezes among its angel investors. After honing its product and strategy in the Indian market and now boasting an impressive customer list, including HDFC Bank and Delhi airport, Lucideus is setting its sights high and casting its net wide. The US has 40% of the $135 billion market for cybersecurity that Lucideus is tackling. Understandably, Modi's shift to the US brings him closer to his customers. 70926694 Modi isn't alone. A growing number of Indian entrepreneurs are shifting base to Silicon Valley, looking at it as their second headquarters. Jaspreet Singh, cofounder of data-protection startup Druva, perhaps kick-started the trend in 2012 when he moved to the US. It was the same year that Krishna Gopal Depura registered MindTickle, a sales-enablement platform, in the US. He says the company was designed to be in the US so they registered it there. "Till 2015, I was shuttling between the US and India, spending about one to three weeks every month there," he says. He eventually moved to the US in 2015.The trend has gained momentum. Girish Mathrubootham, cofounder of Freshworks, has just moved to the US even as his company, which creates software solutions for enterprise support and sales, gears up for an IPO.Vinod Muthukrishnan, cofounder of CloudCherry, moved to the US in 2017. The other cofounder and CTO, Nagendra CL, soon followed him. 70926717 70926724 Umesh Sachdev, cofounder of Uniphore, shifted to the US last year and now has six of his eight CXOs, all locally hired, located there. Uniphore's revenue growth has surged to 300%-plus from sub-100% after Sachdev's US shift. "These days many Indian entrepreneurs reach out to me as a sounding board as they contemplate their US shift," he says.A slew of other startups like Zinier, a modern field service management platform; Zenoti, which has business software for salons and spas; Helpshift, a customer relationship management platform; and CleverTap, a mobile marketing platform, too have joined the wave. 70926753 These startups share a few common characteristics.Most of them are B-to-B, riding the SaaS (Software as a Service) wave, on the back of cloud computing. US enterprise customers form their biggest market. Unlike fund-hungry B-to-C startups, these are bootstrapped or very measured in their fundraising, and have a frugal businessbuilding approach. They straddle India and the US and are equally strong in both countries — in India, where product development happens, and in the US, which is the hub of sales, marketing and customer support. Often, their customer-facing cofounder relocates to the US while the other holds the fort in India. The Indian SaaS wave began with companies like Zoho that targeted the long tail of small and mid-sized customers mostly via desk-selling. Now startups are moving up the value chain, targeting large Fortune 1000 enterprises. "Since the US is their biggest market, moving there dramatically improves founders' understanding of their customers, helps build relationships and accelerates growth," says Rajan Anandan, MD of Sequoia Capital India.Beyond H-1B Dollar dreams and an American zip code have always enthralled Indians. The 1970s and the '80s saw a wave of bright IITians migrating to the US.They worked hard to integrate themselves into the economy and society. Another wave began in the 1990s, triggered by Y2K. On the back of labour and cost arbitrage, IT services outsourcing took off, creating success stories like Infosys, Wipro and TCS and sending relatively low-paid techies on H-1B visas to America. This helped millions of Indians live their American dream. Three out of four H-1B visa holders are Indians, according to a 2018 report of the US Citizenship and Immigration Services. 70926767 Under US President Donald Trump, the visa regime is getting stricter.Meanwhile, the Indian route to the US has taken a new turn with entrepreneurs like Modi. Comfortable in their skin and confident in their world view, they are pitching their tent in the mecca of tech world, Silicon Valley, and paying top dollars to hire local talent. The conversation is no longer about cost arbitrage and their dreams are no longer limited by the US boundary. Smart, young and nimble, they compete on equal terms with top MNCs and well-funded startups from across the world, baiting fussy corporate customers with their compelling next-gen tech tools. 70926796 It is a marker of the changing times. In the digital era where innovative garage startups are upending industries, and century-old businesses like Ford Motor are challenged by newbies like Tesla, Indian entrepreneurs are thinking big and global.Chambers, who has invested in Uniphore and Lucideus, elucidates: "Both the companies have what I look for in any startup — the ability to be No. 70926821 1 or 2 in their industry segment (globally) because they are disrupters."Indian Roots, Global Shoots For enterprise software, the biggest market is the US. "You have to be where your business' centre of gravity is," says Sumant Mandal of March Capital Partners, a technology investment firm based in California, also an investor in Uniphore. 70926841 Druva's Singh moved to the Valley in 2012 after being nudged by its investor Sequoia. "Israeli startups used to do this. Sequoia thought India could be the next. There was little precedence then," he says. His visa got rejected. "The consulate in India did not even agree that I was an entrepreneur," he says. So Druva went by the Israeli playbook — first hire somebody in the US and then get that person to hire the founder in the US on an L-1 visa. Now, almost all of Druva's CXOs are based in the US. The US's enterprise market is very different from India's. In India, IT is a support function and customers' priority is cost optimisation rather than quality. In the US, both venture capitalists and customers are very mature and willing to pay.They are also more open to dealing with a startup and trying new products. "In the US, you don't sell features but value propositions," says Depura of MindTickle.Indian startups land there with some unique advantages. 70927079 "Thanks to the IT outsourcing wave, nobody understands the IT architecture of enterprises and their processes the way Indians do," says Ankur Kothari, cofounder of US-based Automation Anywhere.Abhinav Chaturvedi, partner, Accel, lists another: "India's advantage is the cost per employee, a critical metric." The abundant engineering talent in India is also a big plus. Modi recently met a founder of a $600 million Silicon Valley startup who groaned that Facebook had lured away three of his engineers at three times the salary. "What chance do I have? I can't tell you how lucky we are on talent in India," says Modi.Among the big positives in the US is an evolved investor ecosystem. "When we were raising Series A, we had six term sheets from possible investors," says Modi. Term sheets — which outline the terms and conditions of a business agreement — from Indian investors ran into 15 pages with too much legalese. "With poor exits, they are extra cautious," he says. He eventually went with Chambers, who had given a one-page term sheet, and money reached their account within 45 days. 70927086 Says Chandrasekaran: "Having a market in your backyard is a big advantage. If you start in India the bar is set very high as Indian customers don't have a big budget and the product is built to the most stringent requirements."India also offers a great testing ground to fine-tune products and build scale and credibility before reaching out to fussy global customers. "Once you are a champion in the US and India, you are prepared to tackle both developed and developing countries," Modi says.Says Ashish Gupta, serial entrepreneur and investor: "These guys are competing against some of the best Valley-funded startups. Their future looks bright. Odds are favourable to them."The network effect is providing some tailwind.Indians have risen up the ranks, especially to CTO roles, in US enterprises. The IT outsourcing wave has created networks, familiarity and credibility. This means that Indian founders have a rich network of mentors and angel investors to help open doors to Silicon Valley.Modi of Lucideus has an enviable tech advisory board that includes the CTO of PayPal, Sri Shivananda, an Indian."Of course, your product has to be good, but with so many Indian CXOs here, you get your foot in the door relatively easy," says Depura.The valley life Living in Silicon Valley has its own charms and challenges. "I wanted our office in Palo Alto, in the heart of Silicon Valley and close to Stanford," says Sachdev. But when he began house-hunting there, he realised the rentals were "crazy". He finally leased a cheaper space in Fremont, about 15 miles away, and hence has a longer commute.Workday begins early in the US. Breakfast meetings mean 7:30 am. For Pavan Sondur of Unbxd, which has operations spread across multiple time zones, the day begins even earlier — he is in office by 5 am. Unlike in India, meetings are data-driven. And there is a big thrust on automation tools. Sachdev, for instance, uses 11 HR automation tools.In Silicon Valley, tech-driven entrepreneurs seem to speak the same language. "This is the densest region in the world for talent in artificial intelligence and machine learning," says Sondur.Solutions to complex business issues — how to hire, how many to hire, what's the optimal revenue per employee — are often tossed around over Friday drinks.Work culture, too, is markedly different. Instead of the relationship-driven culture in India, it is more professional in the US. Contracts are sacrosanct.The founders have had to make plenty of lifestyle adjustments as well. "In India, there is so much help. The US has more of a DIY culture. Even billionaires do their dishes.That adjustment was tough," says Sachdev.It is tough on spouses too. Singh's wife had to quit her MNC job in India to join him. She reskilled herself and did her third master's to start work in the US.The after hours have taken a distinctly Californian vibe. Indoors-bound Indians, used to weekend movies and parties with family and friends, are turning outdoorsy."The infrastructure for outdoor activities is incredible here," says Muthukrishnan of CloudCherry. Beaches, forests, trekking trails, skiing slopes, lakes for angling add to the weekend life. If you are nostalgic for cricket, even that is possible. "We have many cricket teams featuring a strong Indian diaspora," says Muthukrishnan, who plays cricket every weekend. Meanwhile, whisky- and beer-loving Indians like Sachdev are developing a taste for wine in the land of vineyards.It is not entirely rosy. Local hiring is among the biggest pain points. Almost all of them are hiring their senior executives locally. "Bay Area is costly. We are a small company. With no network and credibility, initial hiring is tough," says Muthukrishnan.Unfamiliarity with cultural nuances can create problems. "It takes a while to decipher their body language — what they say and what they mean," says Depura, who made a lot of hiring mistakes initially. People with great communication skills are able to convince that they are the best. "You need to be cautious. In the US, reference checks are important," he says.Indian startups need to grasp the value proposition of equity, which is something that Silicon Valley understands.Also, there will be a learning curve for Indian companies as they shift their thrust on from IT services to software products.Two much? Managing two headquarters and team expectations in two geographies is challenging.Chaturvedi of Accel says, "It is critical to have good communication channels." Sachdev faced issues at Uniphore. When the founders moved to the US, the company created a layer of director and vice-presidents in India. But, with the C-suite in the US, the staff in India felt a bit disconnected. "Travelling frequently — once in six weeks — and getting an India MD have helped," says Sachdev.Israel has struggled to transition from a startup nation to a scaleup nation. Its startups, high on innovation and technology, were often acquired before they scaled up. Will Indians too face the same predicament? Cloud-Cherry has just been acquired by Cisco. "VCs in India are smaller. So the ecosystem may not have patience and may seek exits to get their money back," says Singh of Druva. After a few cycles, he hopes, things will get better. "Initially, we got lucky. Now we are seeking investors who have experience and are aligned with our vision."Even as the wave grows, it is clear that it holds enormous potential if Indian startups play their cards right. "This is the first time I am seeing globally competitive startups coming out of India. I am excited," says Mandal of March Capital. Adds Chandrasekaran: "These startups are leveraging the best of both worlds. They are going to be trailblazers."And hopefully they will be the rightful inheritors to the bastion that India's IT services industry has created.

Railways working on six transformative ideas to change the face of national transporter

A proposal to introduce private passenger trains is well on track. The only issue is the venture by Indian Railways (IR), part of its move to modernise operations, may run late.Also on the table is a somewhat daring proposal: to corporatise all its seven production units, such as the Raebareli-based Modern Coach Factory and the Integral Coach Factory in Chennai, which last year sprang a surprise by rolling out the high-speed Train 18, later renamed the Vande Bharat Express. The project to corporatise the production units has also been delayed as trade unions representing about 82,000 workers in the seven factories have fiercely opposed the idea of converting their workplace into a public sector undertaking (PSU). They see the move as a ploy to eventually sell the asset to a private conglomerate.ET Magazine has learnt that these two reformist ideas, despite being delayed, are well on the shortlist of six transformative projects the IR has retained from a wider list of 11. The new Narendra Modi government had approved these 11 in mid-June for implementation within 100 days of returning to power. The government will complete 100 days on September 6 if the days are counted from the prime minister taking oath on May 30. Railway Board Chairman Vinod Kumar Yadav's letter dated June 18, which had enclosed the 100-day action plan, has asked railways officials to complete their tasks by August 31.ET Magazine spoke to railway officials, three retired chairmen as well as union leaders to assess the progress on the ground and to understand how the projects will shape up.70926343 When this article went to print, only two of the six projects had been completed: the Rs 13,490 crore project to increase train speed on the Delhi-Kolkata and Delhi-Mumbai routes from 130 kmph to 160 kmph and the handing over of two trains to Indian Railway Catering and Tourism Corporation (IRCTC) to run. The IR subsidiary has not yet started operating the trains.Of the other projects (see Key Targets and Status below), the railways has almost completed the blueprint for eliminating 2,568 manned level crossings in key routes by 2023. The ambitious project involving construction of road overbridges and underpasses will cost over Rs 50,000 crore, according to the railways' assessment. IR has decided to ask only for central funds, thereby avoiding any negotiations with respective state governments for sharing of financial burden. The proposal will be sent to the Cabinet Committee on Economic Affairs for approval as soon as inter-ministerial consultations — mainly with the ministry of finance and the NITI Aayog — are over.In addition, the railways has now provided WiFi facilities to 3,767 railway stations, according to data available till August 28, up from 1,603 in May-end. The target was to cover 6,485 stations by August 31, according to the Railway Board chairman's letter.70926347 An idea that were part of the 100-day action plan but was stopped in its tracks was voluntary surrender of subsidies while buying tickets. That would have helped the railways boost revenue from the loss-making passenger segment. IR recovers only 53 per cent of the cost incurred from passenger transport business. Other ideas that are no longer being pursued — possibly because of political ramifications — are rightsizing IR and introduction of performance-led appointment in Railway Board, the apex decision-making body of India's largest transporter.However, IR has not shied away from pursuing at least two challenging tracks — operating private passenger trains and converting its factories into a PSU despite opposition. SS Khurana, who was Railway Board chairman in 2009-10, says it will be good for the IR if it loses its monopoly and faces some competition.70926352 But there are bottlenecks. "The challenge will be to convince private players to invest. They will continue to be worried, as stations, platforms, tracks and signalling remain with the railways," he says.Private operators who had been running container trains since 2006 in limited pockets have at times expressed their frustration that their business was completely dependent on the railways alone.Another former chairman of the Railway Board, Vivek Sahai, however, says the government needs to be careful. "It must not hand over all its lucrative routes to private companies," he says, citing the example of how Air India is now getting pushed into a tight corner due to competition from private players.The details of how the government will bring in private players are not yet clear.70926357 Last month, Railway Minister Piyush Goyal said in the Lok Sabha that privatising the national transporter was out of question. But a careful reading of the minister's speech indicated that he was in favour of getting private players on board for the sake of what he says "national interests". Goyal also defended the government's intention to corporatise some of the railways' units. The minister's statement was in a way an extension of what Finance Minister Nirmala Sitharaman said in her budget speech. The FM said the government would need Rs 50 lakh crore to improve railway infrastructure between 2018 and 2030. The requirement of such a gigantic amount was seen as an indication to open up the IR for private bidders.The arrangement to let IRCTC operate trains could well be the basic template to engaging private players. According to a railway minister circular dated August 13, the railways would hand over two Tejas train rakes to IRCTC on a trial basis. The subsidiary would get advertising rights on the coaches and, most importantly, the freedom to decide its own fare.70926364 In return, it will pay the railways a monthly fee, called haulage charge in industry parlance. The pact will be valid for three years. IR has already handed over to IRCTC the Delhi-Lucknow Express and the Ahmedabad-Mumbai Central Express for operations.IRCTC on August 22 filed draft papers for its initial public offering. The government is looking to reduce about 12.5 per cent stake via the share sale and mop up Rs 500-600 crore.If a private conglomerate is willing to run its own trains under similar arrangements, and if the railways doesn't withdraw its trains from the same routes, there is unlikely to be any major resistance. That would not be called a sell-off. But there are concerns in some quarters that the railways might eventually turn into an Air India jostling for space in profitable routes with private players.70926374 In its 100-day action plan, IR said it would float an expression of interest to identify potential routes and private operators willing to participate in the bidding process, apart from preparing a request for quotation and request for proposal. These would be required for an effective public-private partnership deal. The railways also said it would initiate consultations with trade unions before engaging any private player.The trade unions are opposed to the very idea of private players entering the domain of railway operations. But, it seems, their stand on private trains is somewhat softer as compared with the stand against the railways' move to put the factories under one PSU. "We have protested both at the grassroots and apex level (Railway Board) against the board's move to corporatise railway production units. Let the factories get more freedom, we have no issue. But we will oppose if they are made into a PSU. We understand that is the first step towards divesting the railway jewels," says Shiva Gopal Mishra, general secretary of All India Railwaymen's Federation. Their fear is understandable as NITI Aayog has made its intentions clear on this subject. It has repeatedly said the government must divest all PSUs, barring a few that are in strategic sectors such as oil and defence.70926379 As documents suggest, the railways plans to create a PSU called Indian Railway Rolling Stock Company. A CEO would head each of the production units. The CEOs would report to a chairman and managing director. The transporter wants its newest production unit, the Modern Coach Factory at Raebareli, to be hived off first. On August 27, Congress general secretary Priyanka Gandhi Vadra joined workers at the Raebareli unit protesting the move.The proposed corporatisation has positives and negatives, says Arunendra Kumar, who was Railway Board chairman from 2013 to 2014. Becoming a PSU will give the coach factory more operational flexibility, he says. "It will help production units to look for international technologies, cut costs and explore export markets. But it will also mean the railways floating tenders worth thousands of crores of rupees annually to buy locomotives and coaches. What if the tender process gets delayed?"Discussions with Rail Bhawan officials indicate the transporter is willing to bite the bullet and undertake dramatic reforms, including running of private passenger trains and corporatising its factories. The only hiccup is that the decisions won't arrive at the speed of a Vande Bharat Express.

FY20 GDP growth unlikely to top 6.4%: Shubhada Rao

"The first quarter GDP numbers of FY20 have not surprised us but have rather disappointed us," says Shubhada Rao, Chief Economist, Yes Bank in an interview with ET NOW. Excerpts...ET Now: What is your take on GDP numbers? And also, the government has come out with bank consolidation which Mythili Bhusnurmath has gone out of the way to say is terrible in nature and is going to do nothing. What is your initial reaction?Shubhada Rao: Well let me make a comment on GDP. While we were quite clearly on the lower end of the forecast band, we expected it to come in at 5.5%. But the actual figure has come in at 5% and on GVA we were at 5.3% which has actually come at sub-5% i.e. 4.9%.There were ample signals and we were always looking at a much lower GDP, much lower than the fourth quarter of the previous year. So I do not think there is a surprise there. It is just the degree or the momentum of the slowing which has continued right into the first quarter of our fiscal year is somewhat of a disappointment because clearly we were looking at manufacturing which would lead the numbers to the downslide and also on the spending side the government expenditure has not done very well particularly in the last few quarters.On the GDP side, it is the capital formation which once again has disappointed and disappointed very heavily. I do not have the numbers right now but I can guess from the capital goods production and the capital goods imports that the investment in the economy has remained once again subdued.Remember, in the previous quarter we had seen the capital formation or the investment nose dive from an average of 12% to below 4% and probably it has hovered around this range so quite clearly consumption remains on significantly weaker path, investment remains on a very subdued platform, the net exports are unlikely to have become a tad better and we have not had a great conducive global environment either. So putting all the drivers of growth together, I would probably feel that this quarter GDP, the first quarter of FY20 GDP has not surprised us but perhaps disappointed us even more.I do not get a very different sense for the second quarter but one hopes that the cash transfers happen in the third and the fourth quarter to support consumption-led growth and we could see some respectability numbers in the second half of the year. Altogether, we are seriously looking at somewhere close to 6.4% or we need to review our computation for the year but it is unlikely to be over 6.3% or 6.4% GDP growth for the entire fiscal year.Mythili Bhusnurmath: What disturbs you more -- the overall GVA growth or the manufacturing growth at 0.6% because remember manufacturing is where the jobs are going to come from? And we also have Make in India and a host of other schemes and nothing seems to have worked.Shubhada Rao: Manufacturing growth at 0.6% is basically saying that your manufacturing is just not growing. This is the sector which raises employment opportunities and it has remained on an extremely weak turf. Though I would say the services are relatively holding up on a comparative scale.If I were to look at industry vis-à-vis services, the industry is completely the biggest driver of this downslide and rightly so. It being a labour-intensive sector is the one which is reflecting the pain on the ground as well and that is why consumption remains quite weak on the turf. If I look at the previous Friday's few measures, I feel that those are where the government has begun to listen to some of the problems on the ground, those are supply side of measures. But what is going to become relevant from here on is what the government is doing to put money into the hands of people to revive the consumption or the ability to purchase things, goods and services. Unless and until you have a very tangible action on that front, growth is going to remain elusive so it has to be move in tandem, the supply-side measures as well as the revival of demand and consumption side of measures to be able to see some respectability in growth returning.Mythili Bhusnurmath: Given the fact that the slowdown is so much worse than what we had anticipated, does it seem particularly unfortunate that the government chose this particular moment of time to announce that huge public sector banking reorganisation. I know Yes Bank has been through some hard times recently but are you saying thank God we are not a public sector bank?Shubhada Rao: Well, the financial sector is going through a challenging time and there is no doubt about it. It started in September of 2018 and today we have a highly integrated financial sector. It is not just public sector banks or private sector banks or NBFCs, the financial sector is entirely very closely integrated. So what happens to the rest of the sector also begins to reflect on the banking sector and vice versa. I am not really in a position to critically evaluate the mega-merger announcement that has taken place. One hopes that individually and independently, keeping the merger story aside if the government is expediting on the PSU capitalisation, at least the credit appetite to an extent can return for the second half starting October and March.I know a lot of us are pinning our hopes on some growth recovery and with the festive season kicking off in October, if we see some steps taken by the government on cash transfers materialising in a much more broader and expeditious manner, then the consumption could revive. But as I said the reforms are more of long term benefits accruing to the overall sector. What you really need to see is short-term measures upfront which could act as some kind of adrenaline to push the economy towards at least a 6% plus growth going forward and that is what we would remain hopeful of. We need to carefully evaluate the expenditures of the various ministries which are actually executing some money transfers to the rural economy.

Saudi Aramco board sees too many risks for New York IPO

DUBAI/LONDON/RIYADH: The board of Saudi Aramco has determined that listing the state energy giant in New York would carry too many legal risks to make it a realistic option, five sources said, although they said a final decision lay with Saudi Arabia's crown prince. New York was the exchange favoured by Crown Prince Mohammed bin Salman before plans for the initial public offering were put on hold last year, the sources said, even after Aramco's lawyers and some government advisers had raised legal concerns. New York offers the largest investor base in the world, vital for an IPO that aims to attract as much as $100 billion, a sum that could prove tough for other exchanges to raise. US President Donald Trump urged the kingdom to list in New York. One source familiar with the IPO plan told Reuters the board, made up of cabinet ministers and Aramco executives, had concluded at an August meeting that a US listing would not be considered "unless Aramco is offered sovereign immunity that protects it from any legal action." "This is, of course, hard if not impossible to achieve," the source added. Like other sources who spoke to Reuters, he asked not to be named because of sensitivities surrounding the fate of the IPO which the crown prince hopes will value the company at $2 trillion. Some insiders and bankers say that figure is too high. The move to rule out New York and scale back on the valuation suggests technocrats in Aramco and the government are pushing for a more realistic IPO plan, the sources said. Alongside New York, exchanges in London, Hong Kong and Tokyo have been keen to woo Saudi officials to secure a deal to trade shares in Aramco, which is expected to have a primary listing in Riyadh. But Saudi officials say the New York disclosure process and complex regulations might legally interfere with the sovereignty of the Saudi government, which would remain the major Aramco shareholder, probably retaining a 95% stake. "Listing in New York is no longer an option," one industry source familiar with the IPO process said. Riyadh and London were now the main options, with the domestic listing first to be followed by an international offering at a later stage, four of the sources said. "The likelihood of a local listing is increasing, with 1-2% of Aramco being listed locally," another source familiar with the IPO process said, adding that "the other possibility is listing in London". LITIGATION RISKS Three sources said potential litigation risks in the United States included US Justice Against Sponsors of Terrorism Act (JASTA) and proposed US legislation known as "NOPEC", which could lead to Aramco being sued in US courts. "The whole system is highly litigious, but of course Aramco has lots of investments in the US which will continue," said another industry source, who has discussed the IPO process with Saudi officials. NOPEC legislation would make it illegal for foreign nations to work together to limit fossil fuel supplies and set prices, opening Saudi Arabia and other members of the Organization of the Petroleum Exporting Countries to US legal challenges. JASTA allows lawsuits against the Saudi government as it says it helped plan the Sept. 11, 2001 attacks on the United States and should pay compensation. Riyadh denies the charges. Aramco could also become embroiled in existing lawsuits against oil companies in the United States for their role in climate change, the sources said. Saudi Aramco said in a statement it "continues to engage with the shareholder on IPO readiness activities", when asked by Reuters if New York had been dropped as a listing venue. "The company is ready and timing will depend on market conditions and be at a time of the shareholder's choosing," it added, without elaborating. Tadawul, the main Saudi stock exchange, has said it expected inflows of $15 billion to $20 billion this year after its inclusion in the FTSE Russell and MSCI emerging market indices, helping secure liquidity for Aramco's local listing. The crown prince has favoured a New York Stock Exchange listing in part because of Riyadh's longstanding ties with Washington, sources familiar with Saudi thinking have said. Aramco began life in the 1930s as a US-Saudi venture. Selling a 5% stake in Aramco has been a centrepiece of Vision 2030, a plan to diversify the Saudi economy away from oil. But the IPO, initially slated for 2017, has faced repeated delays. The IPO is now not expected until Aramco completes its acquisition of a majority stake in petrochemicals giant Saudi Basic Industries Corp (SABIC), pushing it back to 2020 or 2021. Aramco has already asked major banks to submit proposals for potential roles in the planned IPO, two sources said. Saudi banks were pitching for various roles in the IPO in late August in the eastern Saudi city of Dhahran, while international banks would be pitching for mandates for the share sale in early September in London, one of the two sources said. Digitalisation is now forcing Nasscom to reinvent itself

National Association of Software and Services Companies or Nasscom, the non-profit set up 21 years ago to help scale up India's information technology and business process management industry, is changing its focus as digital disruption and US visa barriers hit the traditional outsourcing business model of member companies. Thus, in June, Debjani Ghosh, the association's president, was at Dubai Internet City to cut the ribbon for a "landing zone" for Indian small and medium enterprises (SMEs) willing to tap the West Asia market and create jobs in the region. Ghosh now hopes to create similar SME zones in the United States, Europe and Japan to help Indian IT and BPM companies find their feet globally. Recently, the association took 45 small companies on a tour of five American states, including New Jersey, North Carolina, Ohio, Michigan and Texas. In many places, the state governors met the Nasscom delegation. Countries across the world are eager to welcome Indian small businesses, says Ghosh, who was previously the South Asia managing director of Intel Corporation, the US-based chipmaker. New Business Climate Essentially, there are two problems facing the $177 billion Indian IT BPM sector, says Keshav Murugesh, Nasscom's chairman. One is the rapid disruption being brought about by digitalisation for which the industry needs to reskill itself and keep thinking on its feet. The other issue is the increased rejection rate of H1-B visas (on which outsourcers send Indians to work on client sites in the US) and the perception that American jobs are being outsourced to India. His solution? To develop India as a hub for innovation and co-creation with skilled manpower.70928264 "The future is less about protecting turfs and more about skills and transformation of business. Our focus is to encourage the world to invest in India and take advantage of our unique position to transform companies in this era of tech disruption," says Murugesh, the chief executive of WNS Global, one of India's biggest BPM companies. Nasscom, he says, has tried to bust the myth that India is taking away US jobs. He presents three points. First, while most of H1-B visas (76% in FY2017) went to Indians, a big chunk went to employees of US-headquartered multinational corporathat American jobs are being outsourced to India. Second, according to a research by IHS Markit, average wages for Indian IT professionals in the US was nearly $94,800 while Indian companies paid $96,300, he says. This demolishes the myth on low wages. Third, Indian IT companies in 2017 directly added $57.2 billion to the US gross domestic product, a figure higher than the GDP of six American states, he adds. To keep doing this and more, India also needs to be at the top of IT industry trends. There are many ways in which Nasscom is tackling the digitalisation and IT employee re-skilling challenge. In the last 10 years, Nasscom's membership has changed, forcing these new measures. Many member companies are now focused on the domestic market and run business-to-consumer ecommerce operations, unlike older members that are traditional software and BPM companies. Scale-up Challenge According to Ghosh, Indian IT has a unique problem with innovation. "As a culture, we do not know how to scale up innovation". Hence, much of Nasscom's focus will be on creating models that can be scaled up, she says. This means fast digitalisation of the industry. "Whether you are tech or non-tech, big or small, digitalising yourself or others, creating solutions for digitalisation is the single-point focus. Some of our new members are banks and hospitals," she says. One key project is FutureSkills, which was created based on research done by the Boston Consulting Group. The tasks are to ensure that college courses are linked to the needs of the IT industry and that employees of member companies are re-skilled in latest technologies. The programme covers 10 new technology areas and 155 new job roles. Earlier this year, there was an indication that change is on the way when Nasscom refused to give out IT industry guidelines for 2020. Ghosh says predictions have become meaningless in a constantly evolving business environment. Nasscom will instead develop a set of 10-12 parameters that it will talk about every year. "We've thrown away the crystal ball."
