Two American troops and one from Britain were killed, and about a dozen people were wounded when 15 small rockets hit Iraq's Taji military camp north of Baghdad on Wednesday, said U.S. officials.
The number of U.S. troops injured has not been confirmed.
The officials said it was too early to assign blame, but any indication that Iran-backed militia were responsible could ignite a new round of military escalation between the United States and Iran.
The officials, speaking on condition of anonymity, declined to quantify the number of troops and military contractors among the dead and wounded and noted that the information was just coming in and could change.

The NBA has cancelled its season, it was announced Wednesday night, after the Oklahoma City Thunder's game against the Utah Jazz was postponed with no explanation and it was later announced a player had contracted coronavirus.
The league confirmed in a statement that 'the test result was reported shortly prior to the tip-off of tonight's game' and 'the affected player was not in the arena'.
'The NBA is suspending game play following the conclusion of tonight's schedule of games until further notice,' a statement read. 'The NBA will use this hiatus to determine the next steps for moving forward in regard to the coronavirus pandemic.'

Italy has the highest coronavirus death rate in the world with one in every 16 people who catch the disease there dying from it.
Experts say having one of the oldest populations in the world, a large number of cases concentrated in a small area and inaccurate statistics are contributing to the deadly impact the virus is having there.
At least 10,149 people have now been diagnosed with the virus, making it the worst hit country outside of China, and 631 are confirmed to have died.
Its death rate is 6.22 per cent, according to the most recent data – the highest in the world.

Turkey will respond heavily if the cease-fire with Russia is violated in northwestern Syria's Idlib, President Recep Tayyip Erdoğan said on March 11.

The Pentagon on Monday awarded contracts to three companies that will be tasked with building small, mobile nuclear reactors that will generate power for American troops stationed at home and abroad.
The Department of Defense picked three firms - BWX Technologies of Virginia; Westinghouse Government Services of Washington, DC; and X-energy of Maryland - to design a small nuclear microreactor that can be forward deployed with US forces abroad.
The three companies will compete in an engineering design competition where the prototypes will be unveiled in two years, the Pentagon announced.
BWX Technologies will be paid $13.5million; Westinghouse Government Services will receive $11.9million; and X-energy will get $14.3million - all as part of a combined $39.7million investment in 'Project Pele.'

Kolkata: State Bank of India (SBI) has decided to enter the microfinance market that has shown immunity to economic downturn.The move by India's largest lender is likely to roil the segment because it is planning to offer micro loans at rates lower than that is prevailing in the market nationwide through its wide network of branches.The state-owned lender is setting up a vertical, Financial Inclusion & Micro Market (FIMM), to handle its microfinance operations and has assigned a deputy managing director for the task. It is doing the groundworks for a national roll-out of the business soon."We have a big presence in retail and the corporate segment. Micro lending is one segment where we find great opportunities going forward," said KV Haridas, who has been re-designated the deputy managing director in charge of FIMM. "We are already contributing majorly to all government initiatives including Mudra, SHG Financing, PMEGP, etc. There is huge potential in micro lending and we would now like to make the most of the opportunities available," he added. 74585748 The bank has identified about 8,000 branches, mostly in the hinterlands, for offering loans to borrowers such as tea-stall owners, tailors and rickshaw pullers and would rely on Aadhaar numbers for customer identification. Bandhan Bank lends at 17.95%, while other private lenders in this segment, such as HDFC Bank and Axis Bank charge more than 20%.Micro lending needs a robust collection mechanism and SBI plans to use its existing business correspondents to carry out this task. The bank may also engage retired bank officials to supplement the structure.The microfinance sector caters to 5.64 crore borrowers. The segment's gross loan portfolio grew 24% year-on-year to Rs 2.11 lakh crore at the end of December 2019, despite the economic slowdown and rural distress. Banks as a cluster hold the largest share of micro-credit portfolio with Rs 83,876 crore loan outstanding at the end of 2019.Bandhan Bank has projected the current market potential at Rs 7.3 lakh crore saying that the industry can grow seven to eight times in the next five years.

This also follows an RBI clarification about the safety of banking deposits on Sunday."Concern has been raised in certain sections of the media about the safety of deposits of certain banks. This concern is based on analysis which is flawed. Solvency of banks is internationally based on capital to risk weighted assets (CRAR) and not on market cap. RBI closely monitors all the banks and hereby assures all depositors that there is no such concern of safety of their deposits in any bank," RBI said in a two part tweet. RBI's tweets were in response to an erroneous comparison by a news channel between the ratio of deposits and market capitalisation of private sector banks, which subsequently went viral through whatsapp forwards. On Monday and Wednesday, these lenders also came out with statements debunking these theories. In a statement on Wednesday, RBL Bank emphasised that it is fundamentally a strong institution. 74586235 "Rumours around financial health and stability of the institution, especially in social media, seem to be misplaced, motivated and not based on facts," the bank said, adding that its CRAR at 16.08% is higher than the prescribed minimum of 11.5% and liquidity coverage ratio (LCR) is at 145% of statutory requirements as at the end of last week. The bank's operating profit has grown steadily from Rs 884 crore in fiscal 2013-14 to Rs 1,239 crore in fiscal 2018-19," the bank said.Karnataka Bank COO YV Balachandra also addressed concerns in a letter to employees. "The solvency of a bank cannot be measured minute to minute with the change in market cap. Market cap ratio is a mischievous and misleading invention by a particular TV channel and is an incorrect way of assessing the safety of banks. This includes fleet sales as well as vehicles leased out on subscription, though the proportion of the latter on overall volumes is right now extremely limited."We are the only car maker to launch a BS VI-compliant 1.2 litre diesel engine. About 30-40% of sales in the compact sedan segment come from diesel versions…BS VI diesel technology offers higher fuel efficiency, better emissions, and improved performance. We will continue to give that option to our customers," Hyundai Motor India managing director SS Kim told ET in a recent interaction.Kim said the company has worked aggressively to minimise the impact of vehicle price increase on account of transition to higher emission norms on consumers.As per industry estimates, as many as 180,000 vehicles were sold to fleet operators in the local market last year. Despite a robust overnight closing on Wall Street, the Asian markets, and Dalal Street in particular, failed to capitalise on bullish global cues on Wednesday. NSE Nifty made a negative start to the day, but did not take any directional bias throughout the session. The headline index gyrated 100 points on either side, as it failed to sustain at day's highs. While heading nowhere, the 50-stock pack finally ended flat with a negligible gain of 6.95 points or 0.07 per cent at 10,458.40. The global markets are exhibiting a tentative bias. India's volatility index, VIX, also rose 2.45 per cent to the 31.56 level despite coming off its highs. Nifty futures have added another 13.17 lakh shares or 7.64 per cent in open interest, indicating the continuation of a massive builtup of short positions. The immediate low of 10,300-10,334 will be crucial to watch out for in the near term. From this zone to 10,650, the market may witness some volatile consolidation. A shaky start to the trade cannot be ruled out on Thursday, with 10,500 and 10,565 levels acting as overhead resistance. Support may come in at 10,390 and 10,330.74581513 The Relative Strength Index (RSI) on the daily chart stood at 19.48 and continued to trade deeply oversold, without showing any divergence against the price. The daily MACD was bearish and stayed below its signal line. No significant formations were seen on the candles. The pattern analysis showed that Nifty has not only breached the lower support of the broadening formation, which it was trading in, but it has also went on to slip below the crucial moving averages, and all significant pattern supports. The defiance of the technical levels was due to the global meltdown, which was triggered by the coronavirus outbreak, and its likely effects on throwing economies into a recession. We also have expiry of the weekly options on Thursday. The 10,500, 10,600 and 10,700 strikes have significant incremental builtup of Call open interest, with each of these points acting as resistance. The absence of Put OI builtup is relatively lower, indicating higher expectations of a downside move. The deeply oversold nature of the market on the short term charts and high builtup of short positions are the only two factors that can trigger a short covering-fuelled technical pullback. Apart from this, the broader sentiment remains outrightly bearish. In the event of any pullback, we would strongly suggest traders not to chase the upmove and continue to approach the market with a highly cautious and selective approach. This is to cater to emerging service segments such as internet of things, industrial automation and 5G technology, all of which require core-engineering skills. Indian technology firms have traditionally preferred to hire computer science engineers.But, increased business from services related to design engineering and IoT consulting have meant the software services providers recruiting more graduates with core engineering skills."The whole space of industrial engineering will be the bigger trend. For five years, the trend was more digital, on the chief marketing officer side. Now, bigger investments will come from a chief manufacturing officer or a chief production officer," said Ashwin Yardi, CEO of Capgemini India, which plans to hire up to 15,000 graduates from Indian campuses by 2021.Capgemini, which has set up two technology labs in Paris and Mumbai to develop 5G technology services, will look to increase talent in emerging technology areas. Within its 'digital engineering and manufacturing services' division, the company designs hardware components and software components embedded in hardware for clients including a large aircraft manufacturer. The work involves mechanical engineering skills, including design engineering and prototyping."We have a diverse workforce-…probably it will increase with a bigger focus," Yardi said."A lot of IT companies have invested in 'left shifting' technology development for them, so a lot of us go to campuses and teach them Java even before they graduate… (Earlier) we didn't bother if they had mechanical skills or not, but with this, we must go back and see how good mechanical engineers are," he said.'Shift-left' is an approach where software testing is performed earlier in the software development process in order to quickly prevent errors.Tech Mahindra has also been recruiting engineers with core skills for a few of its service domains. India puts in visa curbs as WHO calls Covid-19 a pandemic NEW DELHI: India imposed stringent travel curbs to the country as the World Health Organization (WHO) declared the Covid-19 outbreak a pandemic with more than 118,000 confirmed cases and 4,291 deaths in 114 countries. India's count of infected people is 62 with no confirmed deaths so far from the disease.The WHO had classified the coronavirus outbreak as a global public health emergency on January 30 and had been reluctant to call it a pandemic over concerns that it would create unnecessary panic.The government late on Wednesday suspended "all existing visas, except diplomatic, official, UN/international organisations, employment, project visas" until April 15. The visafree travel facility for Overseas Indian Card (OIC) holders has been suspended until the same date. The curbs go into effect at 1200 GMT on March 13 at the port of departure.74585607 Visas Valid for Those Already in IndiaAny foreign national who needs to travel to India urgently will have to contact the nearest Indian mission. This includes holders of medical visas. Apart from this and in continuation with earlier advisories, the health ministry said a 14-day quarantine was mandatory for all travellers, including Indian nationals, arriving from or having visited China, Italy, Iran, South Korea, France, Spain and Germany after February 15.Incoming travellers, including Indian nationals, are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum of 14 days on arrival. Indian nationals have also been advised to avoid all non-essential overseas travel, the health ministry said. On their return, they can be subjected to quarantine for a minimum of 14 days. International traffic through land borders will be restricted to designated check posts with robust screening facilities.The decision followed a meeting by a group of ministers (GoM). This included health minister Harsh Vardhan, aviation minister Hardeep Puri and foreign minister S Jaishankar. A committee of secretaries chaired by the cabinet secretary had made detailed recommendations to the GoM.The latest measures only refer to those traveling to the country, said an official. "The circular is only applicable for those coming into India. For those already in India, the existing visas are valid and normal rules for extension apply."The visa curbs will have an impact on flights to India, airline executives said, but it was too early to quantify.
