WASHINGTON — The United States was the largest exporter of major arms from 2015-2019, delivering 76 percent more materiel than runner-up Russia, according to a new study by the Stockholm International Peace Research Institute think tank.
The U.S. contributed about 35 percent of all the world's arms exports during that five-year time period, partly supported by the increased demand for American advanced military aircraft in Europe, Australia, Japan and Taiwan, said Pieter Wezeman, a senior researcher at SIPRI.
The study found that the U.S. provided major arms — defined by the think tank as air defense systems, armored vehicles, missiles and satellites, among other materiel — to 96 countries in those five years, with half of the weapons going to the Middle East.

The coronavirus that causes Covid-19 can linger in the air for at least 30 minutes and travel up to 4.5 metres – further than the "safe distance" advised by health authorities around the world, according to a study by a team of Chinese government epidemiologists.
The researchers also found that it can last for days on surfaces where respiratory droplets land, raising the risk of transmission if an unsuspecting person touches it and then rubs their face and hands.
The length of time it lasts on the surface depends on factors such as temperature and the type of surface, for example at around 37C (98F), it can survive for two to three days on glass, fabric, metal, plastic or paper.

Kilic also said his country had taken steps to bolster security on its border with Iran to counter the threat of the coronavirus but that trying to prevent the spread of the virus in refugee camps in Syria would be a "mission impossible."
"We have reached the limits of our capabilities" to accept refugees, Kilic told reporters. "We told them, if you want to leave Turkey, you are free to do so. We have been hosting those people around eight years in Turkey."

OPEC+ unravels, prompting Saudi Arabia to flood the market

Travel restrictions are being imposed across Italy nationwide as the whole country goes into lockdown to try to halt the spread of the new coronavirus.
Italian premier Giuseppe Conte said on Monday night that a new government decree will require all people in Italy to demonstrate a need to work, health conditions or other limited reasons to travel outside the areas where they live.
Conte said he is extending restrictions on travel from the north to the entire country of 60 million people in a new move to try to stop the spread of the virus that has so far killed more than 460 in Italy.
The premier also took to task young people in much of Italy who have been gathering at night to drink and have a good time during the public health emergency that started on February 21.

A Marine stationed in northern Virginia has become the first U.S. service member on American soil to test positive for coronavirus, also known as COVID-19.
'A U.S Marine assigned to Fort Belvoir, VA tested positive today for COVID-19 and is currently being treated at Fort Belvoir Community Hospital,' the Pentagon said in a statement on Saturday.
The Marine had recently returned from overseas where he was on 'official business', according to the Pentagon.
Defense Secretary Mark Secretary Esper and the White House have been briefed.

Saudi Arabia slashed its oil export prices over the weekend and declared a price war with Russia that sent global markets reeling and marked the sharpest decline in oil futures since 1991.
The price drop came after Russia refused to sign on with a proposal by the Organization of the Petroleum Exporting Countries (OPEC) to cut production globally as the coronavirus outbreak has slowed the demand for oil.
OPEC nations met with allies like Russia on Thursday and Friday in Vienna to reduce oil production by an additional 1.5million barrels per day to stabilize the market starting in April through the end of the year.

FRANKFURT: A clash of two oil titans - Saudi Arabia and Russia - is sending shock waves through energy markets, with wide-ranging implications for consumers and oil companies, including those in the No. 1 producing country, the United States.The spat between these vital oil suppliers comes at a critical moment; the coronavirus outbreak is squeezing economies around the globe to the point where world oil demand is forecast to shrink in 2020 for the first time since 2009.Oil prices fell Monday by the most in one day since the 1991 Gulf War. The price of U.S. crude fell as much as 34% to $27.34 a barrel, a stunning drop for one day & the lowest price since early 2016.The decline followed Russia's refusal last week to join the OPEC oil cartel in proposed production cuts aimed at supporting prices. Thwarted in its search for cuts, Saudi Arabia, the leading OPEC member, sharply changed course over the weekend by cutting prices and signaling it will ramp up production.Here is a look at the oil price war and what it could mean over the longer term in the industry as well as for consumers at the gas pump.WHY ARE OIL PRICES FALLING?First came the coronavirus outbreak, which reduced travel and transport, sharply reducing demand for fuel. The international Brent benchmark had fallen from $69 at the start of the year to around $50 last week.Then came last week's meeting between OPEC and non-member countries. On the agenda: a production cut of 1.5 million barrels a day, or about 1.5% of global production. The idea was to keep prices from sagging even more as demand is expected to fall this year. Saudi Arabia, the world's No. 2 oil producer, wanted No. 3 Russia and other nonmembers to take 500,000 barrels per day of the cuts. Since 2016, the Saudis and the Russians have worked together on production issues.But this time the Russians balked. They refused to join new cuts, or even to extend previous production cuts that were due to expire at the end of March. And the Saudis hit back, telling customers that they were going to ramp up production and slash prices for Asian customers.WHAT IS SAUDI ARABIA'S GOAL?First, protecting market share. Both Saudi Arabia and Russia have seen U.S. producers take a chunk of their market, and falling prices help keep customers on board.Second, Saudi Arabia may hope that the pain of low prices will force a Russian rethink. "Saudi Arabia has de facto launched a price war against Russia, promising to sell its oil at a discount in order to maximize its oil revenues,'' say analysts at UniCredit bank. ``It appears Saudi Arabia wants to cement its position as the world's top oil exporter and to persuade Moscow to return to the negotiating table.''WHAT'S BEHIND RUSSIA'S REFUSAL?Russia may have seen no point in cutting production only to lose market share as U.S. shale producers in Texas and New Mexico take up the slack. Analysts say Saudi Arabia may be underestimating Russia's ability to weather low prices. Both countries are heavily dependent on oil revenues for their state budgets. But Russia says it can balance its budget at around $42 a barrel for its own benchmark crude. Saudi Arabia, whose economy is less diverse, needs more than $80 per barrel, according to the International Monetary Fund, even though its costs are much lower than Russia's.What Saudi Arabia has done is to send prices so low that both will feel a serious crunch.And Russia may have a longer-term target: the U.S. oil industry."The Russians are doing this out of long-term strategic considerations,`` said Tom Adshead, research director for the Macro-Advisory consulting firm in Moscow. ``Their view is that by doing this they can damage the financial health of U.S. shale-oil producers and that by doing this they can take a lot of U.S. capacity offline and thereby remove U.S. producers as a source of competition. The other thing that is on their mind in all this is that if they cut then that will also primarily benefit U.S. producers.""So they've decided they're going to take some short-term pain in order to inflict damage on one of their major competitors,'' Adshead said.Stephen Innes, chief market strategist at financial services firm AxiCorp., says Russian President Vladimir Putin may also have decided to hit back at the U.S. industry after Washington placed sanctions on Russian state oil company Rosneft for marketing Venezuela's oil.WHAT DOES THIS MEAN FOR US PRODUCERS?The current low prices could constrain activity in the American shale oil industry. A downturn in oil prices in 2014-2016 hurt companies in places like the Permian Basin in west Texas and eastern New Mexico. According to the Federal Reserve Bank of Dallas, $50 per barrel is the price at which it becomes profitable to drill a new well in the U.S. Large producers such as Exxon have already scaled back with prices at $50 a barrel. In Texas, the number of active rigs fell from 553 in October 2018 to 398 in January 2020. Around the same time, the oil industry in Texas shed about 14,000 jobs"With the growth phase of the shale boom grinding to a halt due to the lack of investment in the industry, now U.S. shale oil could find itself running into a brick wall,'' says Innes from AxiCorp.The head of the International Energy Agency, Fatih Birol, believes the U.S. shale industry will survive but the risks are high. He warned countries against being rash with big production decisions: "This is not a Russian roulette.''WHAT'S IT MEAN FOR PRICES AT THE PUMP?Most of the price of gasoline in the United States simply reflects the price of oil, so lower crude prices should mean lower pump prices with a lag of about six weeks. Right now, they're at $2.42 according to the U.S Energy Information Administration. When crude fell to $36 in 2016, prices at the pump averaged $2.15. Lower pump prices mean people have more to spend on other goods.The impact is less pronounced in Europe since most of the price is made up of taxes. Currently, gasoline costs 1.32 euros per liter in Germany, or about $5.70 per gallon.
KOLKATA: The price increases by telcos in December will likely more than offset revenue dips caused by any resultant reduction of voice and data services during the January-March quarter, analysts and industry experts said.The telcos are likely to report around 10% on-quarter growth in average revenue per user (ARPU) – a key performance metric – in the fourth quarter, when the major impact of the tariff hikes is expected to take effect, they said. Bharti Airtel, Vodafone Idea and Reliance Jio Infocomm increased their bundled tariffs 14-33% in early December for the first time after a three-year hiatus.The Big 3 telcos are expected "to report meaningful sequential revenue growth and an 8-10% on-quarter rise in ARPU in the March quarter," said Rajiv Sharma, research head at SBICap Securities. "The beneficial impact of the December price hikes would outweigh any potential revenue slippages caused by an estimated 3% on-quarter fall in consumption and customer downtrading to lower value plans" after the rise in tariffs.Nitin Soni, director (corporates) at global research firm Fitch, estimates Airtel will report 20% on-year growth in operating income, or earnings before interest, tax, depreciation & amortisation, in FY20, primarily on the strength of the tariff increases.Airtel, Vodafone Idea and Jio had not responded to ET's queries by press time. 74558360 "It would be fair to say that operators expect the tariff increases to adequately compensate for any reduction in usage," Rajan Mathews, director general of the Cellular Operators Association of India, told ET. The group represents Airtel, Jio and Vodafone Idea. However, he said telcos would need to assess the impact of the tariff hikes over a longer period as plans have varying validity periods of two-to-three months that would need to be exhausted before customers buy new increased tariff vouchers.Mathews added that the actual impact of the tariff hikes would also be clearer once older prepaid card stocks are exhausted.
NEW DELHI: In a first, India has figured on a list of global arms exporters, making a modest entry at number 23 but the ranking is likely to rise sharply over the coming years with the government's focus on encouraging weapons sales abroad.The latest data on global arms transfer by SIPRI shows that Indian arms imports have come down significantly (by 32%) since 2015, indicating that the 'Make in India' initiative is gaining ground but the country is still ranked as the world's second biggest weapons buyers, just behind Saudi Arabia.Interestingly, imports from the US have taken a huge dip in the past five years, with the data showing that Russia now accounts for 56% of arms supplies. In fact, the US no longer figures among the top three suppliers of arms to India. After Russia, Israel at 14% and France at 12% are the major sources of weapons for India.Even though India has ordered systems like the Apache and Chinook helicopters and additional P8I maritime aircraft from the US, orders to Russia – from the S 400 anti-air system to additional T 90 Tanks & helicopters have been significantly higher. The recent $3 billion deal for Apache and MH 60 'Romeo' choppers has not been taken into account in the data set."The USA became the second-largest arms supplier to India in 2010–14 as the security relationship between the two countries developed into a strategic partnership. However, in 2015–19 India continued with its policy of supplier diversification, and imports of arms from the USA were 51% lower than in 2010–14," the report says.The silver lining for India, along with the 32% dip in imports has been the entry into the exporters list. At present, the exports shown are modest – they account for only 0.2% of the global arms market – but the start is significant. India's biggest clients are Myanmar, which accounts for 46% of exports, Sri Lanka at 25% and Mauritius at 14%.As reported by ET, India has a target to increase its defence exports to $ 5 billion within five years. MUMBAI: State Bank of India (SBI) will submit its rescue plan for Yes Bank within a week to the Reserve Bank of India (RBI) that will likely entail a maximum investment of Rs 6,000 crore for a 26% stake. The plan may involve a similar amount to be invested by a group of global investors, said people aware of the matter. The RBI is also firming up plans to provide liquidity support of at least Rs 8,000-10,000 crore to stem any flight of deposits once the moratorium on Yes Bank is lifted."RBI governor Shaktikanta Das and SBI chairman Rajnish Kumar met on Monday to firm up the plans on Yes Bank's reconstruction scheme. Liquidity support from the RBI for Yes Bank is also on the anvil," said one of persons. "The RBI liquidity line could be against a pledge of securities of a similar value. The details are being worked out."RBI-appointed administrator Prashant Kumar confirmed that Yes Bank had the support of RBI and SBI. "We have full support from the RBI as far as liquidity is concerned. There is no issue whatsoever," he said.ET reported March 9 that SBI is in talks with more than half-a-dozen investors, including Blackstone, Brookfield, Carlyle, TPG, KKR, JC Flowers and Goldman Sachs, for a potential investment in Yes Bank. The plan is to infuse fresh equity into the bank and have three-four marquee investors along with SBI and a few domestic institutions and individuals. SBI is keen to have external investors put in as much as Rs 15,500 crore but the timeline of one week is believed to have deterred some. 74559530 The SBI chairman had said Saturday that there was interest from several investors and, at a base price of Rs 2,450 crore, an investment in the bank made sense. "Many potential investors have approached us after seeing the scheme… There are some very good names," Kumar had said.Bank will Need Rs 22,000 croreThe RBI, which superseded the Yes Bank board and imposed a 30-day moratorium on Thursday, announced a draft reconstruction plan that entails an equity investment of up to 49% by SBI.As per RBI's draft scheme, the state-owned lender is required to hold a minimum 26% in Yes Bank for at least three years. Analysts estimate that the maximum of Rs 10,000 crore that SBI plans to invest in Yes Bank is less than half of what it needs to stay afloat. The beleaguered bank will need at least Rs 22,000 crore, half of which will have to come from non-SBI investors. The magnitude of the provisions required by the bank has prevented investors from infusing funds in the past.
NEW DELHI: The final restructuring plan for Yes Bank will be presented to the cabinet for approval, said people with knowledge of the matter. The Reserve Bank of India (RBI) will finalise it after considering feedback on the draft scheme placed in the public domain on Friday.The State Bank of India (SBI) will take up to 49% stake in Yes Bank as an investor as per the draft scheme announced by the RBI. Monday was the last day for submitting suggestions or comments on the scheme.The restructuring scheme will be taken to the cabinet as an administrator has been appointed for Yes Bank in consultation with the government and it also entails a substantial cash infusion by public sector lender SBI.SBI has said a board of directors will be constituted for Yes Bank comprising chief executive, managing director, non-executive chairman and non-executive directors.The finance ministry and the Prime Minister's Office are both keeping close tabs on developments, said the people cited above. "I am in continuous interaction with the RBI. The RBI is fully seized of the matter and has assured they will give a quick resolution," finance minister Nirmala Sitharaman had said on Friday.
MUMBAI: Yes Bank administrator Prashant Kumar assured depositors that their money was safe and said the ₹50,000 limit on withdrawals could be lifted as early as the end of the week if the restructuring plan gets implemented by then."It would be correct to say that the moratorium could be lifted by Saturday. We are working overnight to do this much before the RBI deadline," he told ET. "Once the moratorium is lifted, normalcy will be restored. The outer date is April 3. I would like to assure all depositors: There is absolutely no need to worry or panic. Your deposits are absolutely safe. Our top priority is to make banking services seamless and hassle-free for our customers."The lender has the backing of the Reserve Bank of India (RBI) and State Bank of India (SBI) to deal with any flight of deposits, he said. A former SBI chief financial officer, Kumar was appointed by the RBI after it superseded the Yes Bank board and imposed a 30-day moratorium on March 5 as part of a rescue plan led by SBI that was proposed the next day.Situation Under Control: Kumar"We have full support from the RBI as far as liquidity is concerned. There is no issue whatsoever," he said. Clarity on liquidity support for Yes Bank will emerge in three-four days, after which the lender expects to lift the cap on withdrawals.He acknowledged that some depositors may choose to take their money elsewhere."Flight of deposits is expected. I don't envisage a situation where this won't happen," Kumar said. "But since State Bank of India has already agreed to be the equity partner, its brand name will stem the deposit flow. Also, in the next three to four days more clarity is expected to come on the capital side as well from the RBI."Kumar said the situation was under control after panic last week, when long queues were seen outside Yes Bank ATMs with customers unable to withdraw cash."I acknowledge that customers have faced hassles, but not a single unpleasant incident happened at any of our branch or ATMs. After the initial hiccup, our customers are also responding very well to the situation," Kumar said. "My staff is very responsive. They have been working day and night to smoothen customer interface. The ATMs were up and running on the first day itself. On Saturday, ATMs of other banks were also accessible to our customers. I'm getting very good feedback from the customers. Today, we didn't even find rush in our branches, so it is normalising very quickly."He also rejected speculation over a possible merger and said Yes Bank will remain a separate entity."There is no question of a merger. I don't think that will happen," Kumar said. "SBI has said publicly that it will invest 49%, we are also in discussions with other investors which is being led by SBI. I am confident that in a couple of days the issue about the capital requirement would be taken care of, but the whole understanding and the clarity would come in the next couple of days along with our declaration of the December quarter results."Third-quarter earnings are due to be announced on March 14. The new board will be announced when the moratorium is lifted."The day the moratorium is lifted, there will be a notification through which the board will be reconstituted. Once the new board is in, it will meet and decide the future course of action," he said. "I have been communicating directly to both customers and employees, messages and emails were sent from my desk on the first day of my coming in."Kumar said he couldn't comment on what his role would once the SBI plan was implemented. "As far as my role is concerned, you will have to ask the RBI," he said. SBI's participation meant that there was no risk to depositors."We will also reach out to the customers to assure them that nothing untoward will happen to their monies. They are dealing with a much-better-governed Yes Bank now," he said. "This bank now has the backing of SBI. I firmly believe that our customers will understand that and keep their deposits and businesses with our bank."

NEW DELHI: Crude oil prices will not slip below $30 a barrel unless a recession is in the works, said market veteran Shankar Sharma.Sharma said he gave up on equities at least a month back to move to other asset classes. "I moved out of equities in the first week of February. The market outlook is not pretty, and one may see further fall going ahead," Sharma, Joint MD of First Global told ETNOW.BSE Sensex crashed some 1,500 points and Nifty plunged below 10,700 in early Mumbai trade on Monday amid a brisk selloff in equities globally, after an oil price war broke out in West Asia, which sent crude oil prices plunging 31 per cent.Saudi Arabia kicked off a price war with Russia by slashing its crude prices after OPEC + talks fell apart. The oil-rich nation pledged to unleash its pent-up supply on to a market reeling from falling demand because of the coronavirus outbreak.Analysts said this suggests oil players are uncertain about demand for crude oil amid the coronavirus outbreak.Sharma said investors must let things play out instead of trying to time the peak of the virus outbreak. "Aggressive stance in this market is not warranted, given how the virus outbreak is unfolding," he said, adding that it is better to buy 10% higher than moving into the market blindly.Shankar Sharma said one needs to dial away from equities a bit at this point, if not completely.While India is usually a winner in case of oil price correction, yet investors sensed trouble."Where there is a global economic slowdown or meltdown, India has never been a winner. If oil is going down partly because demand is very weak, that does not help any economy and India is no island," said Arvind Sanger, Managing Partner at Geosphere Capital Management."Asset prices are going lower and obviously interest rates are going lower too. But interest rates and oil prices will not work till we get a sense as to how deep is this economic correction is going to be. This becomes a kind of self-fulfilling and self-feeding slowdown, where destruction in equity value will cause further economic pain and, therefore, further slowdown. We have to see how it goes," he said. Sanger said oil prices can go down in the short term till it gets to the marginal cost of oil production. "Some of the costlier producers which would be either some of the heavy oil producers in places like Canada and that could take oil $20 lower before they shut down production," he added.
SAN FRANSCISCO: Twitter said on Monday that it reached a deal with Elliott Management, the activist investor that had called for ousting the social media company's chief executive, Jack Dorsey.The agreement will keep Dorsey atop Twitter — at least for now — at a crucial time for the social network. It also avoids a potentially costly fight with Elliott, the $40 billion hedge fund that has successfully shaken up many corporate boardrooms. It also brings on board Silver Lake, one of Silicon Valley's biggest investors in technology companies. Moratorium on withdrawals may go by Saturday: Prashant Kumar, Yes Bank Administrator MUMBAI: Yes Bank administrator Prashant Kumar assured depositors that their money was safe and said the ₹50,000 limit on withdrawals could be lifted as early as the end of the week if the restructuring plan gets implemented by then."It would be correct to say that the moratorium could be lifted by Saturday. We are working overnight to do this much before the RBI deadline," he told ET. "Once the moratorium is lifted, normalcy will be restored. The outer date is April 3. I would like to assure all depositors: There is absolutely no need to worry or panic. Your deposits are absolutely safe. Our top priority is to make banking services seamless and hassle-free for our customers."The lender has the backing of the Reserve Bank of India (RBI) and State Bank of India (SBI) to deal with any flight of deposits, he said. A former SBI chief financial officer, Kumar was appointed by the RBI after it superseded the Yes Bank board and imposed a 30-day moratorium on March 5 as part of a rescue plan led by SBI that was proposed the next day.Situation Under Control: Kumar"We have full support from the RBI as far as liquidity is concerned. There is no issue whatsoever," he said. Also, in the next three to four days more clarity is expected to come on the capital side as well from the RBI."Kumar said the situation was under control after panic last week, when long queues were seen outside Yes Bank ATMs with customers unable to withdraw cash."I acknowledge that customers have faced hassles, but not a single unpleasant incident happened at any of our branch or ATMs. After the initial hiccup, our customers are also responding very well to the situation," Kumar said. "My staff is very responsive. They have been working day and night to smoothen customer interface. The ATMs were up and running on the first day itself. On Saturday, ATMs of other banks were also accessible to our customers. I'm getting very good feedback from the customers. Today, we didn't even find rush in our branches, so it is normalising very quickly."He also rejected speculation over a possible merger and said Yes Bank will remain a separate entity."There is no question of a merger. I don't think that will happen," Kumar said. "SBI has said publicly that it will invest 49%, we are also in discussions with other investors which is being led by SBI. I am confident that in a couple of days the issue about the capital requirement would be taken care of, but the whole understanding and the clarity would come in the next couple of days along with our declaration of the December quarter results."Third-quarter earnings are due to be announced on March 14. The new board will be announced when the moratorium is lifted."The day the moratorium is lifted, there will be a notification through which the board will be reconstituted. Once the new board is in, it will meet and decide the future course of action," he said. "I have been communicating directly to both customers and employees, messages and emails were sent from my desk on the first day of my coming in."Kumar said he couldn't comment on what his role would once the SBI plan was implemented. "As far as my role is concerned, you will have to ask the RBI," he said. SBI's participation meant that there was no risk to depositors."We will also reach out to the customers to assure them that nothing untoward will happen to their monies. They are dealing with a much-better-governed Yes Bank now," he said. "This bank now has the backing of SBI.
