(LA PAZ, Bolivia) — Bolivia faced its worst unrest in decades amid a political vacuum Tuesday, while Evo Morales, who transformed the Andean nation as its first indigenous president, fled the country following weeks of violent protests.
Morales flew out on a Mexican government plane late Monday hours after being granted asylum as his supporters and foes fought on the streets of the capital while an opposition leader tearfully laid out a possible path toward new elections in the wake of the president’s resignation.
Morales stepped down Sunday following weeks of widespread protests fed by allegations of electoral fraud in the Oct. 20 presidential election that he claimed to have won. Resignations by every other constitutionally designated successor left unclear who would take his place and how.
His flight from the country was a dramatic fall for the llama shepherd from the Bolivian highlands and former coca growers’ union leader who as president helped lift millions out poverty, increased social rights and presided over nearly 14 years of stability and high economic growth in South America’s poorest country. In the end, though, his downfall was marked by his insistence on holding onto power.
“It pains me to leave the country for political reasons, but I’ll always be concerned,” Morales said on Twitter. “l’ll return soon, with more strength and energy.”
Mexican Foreign Minister Marcelo Ebrard published a photo of Morales holding the flag of Mexico, saying that the plane had left Bolivia and that Morales was safe.
In an earlier tweet, Morales posted a photo of his first night after he resigned showing him lying on a floor with an improvised blanket as a bed. He said had been forced into these conditions after what he has called a coup by the opposition.
Angry supporters of the socialist leader set barricades ablaze to close some roads leading to the country’s main airport Monday, while his foes blocked most of the streets leading to the capital’s main square in front of Congress and the presidential palace. Police urged residents of La Paz to stay in their homes and authorities said the army would join in policing efforts to avoid an escalation of violence.
The Senate’s second vice president, opposition politician Jeanine Añez, said in an emotional address that she would take temporary control of the Senate, though it was unclear if she would be able to get approval from Congress, which is controlled by Morales supporters. She would become next in line for the presidency if chosen to head the Senate.
“Please excuse me if my voice breaks,” Añez said between tears after arriving in Congress under heavy guard. “It’s so hard to see Bolivians clashing, no matter which side they’re on. They are being mistreated, and I’m asking you to cease the violence.”
Añez said she would convene a legislative session Tuesday to consider accepting the formal resignation of Morales. It was unclear, however, if lawmakers could meet that soon because of insecurity in the capital.
As tensions grew, local media reported that Morales supporters were marching on La Paz from the nearby city of El Alto, a Morales stronghold, to try to break the street blockades thrown up by his opponents and reach the capital’s main square.
Gen. Williams Kaliman, the chief of the armed forces, announced the joint police-military operation in a television address. He said the hope was to “avoid bloodshed and mourning of the Bolivian family,” and he urged Bolivians to help restore peace.
Anti-Morales demonstrators in downtown La Paz set tires and other barricades on fire as other people went onto their rooftops to yell, “Evo, murderer!” Rock-throwing demonstrators also clashed in Cochabamba and other cities.
His presidency, the longest among serving leaders in the region and the longest ever in Bolivia, ended abruptly Sunday, hours after Morales had accepted calls for a new election by an Organization of American States team. The team reported a “heap of observed irregularities” in the Oct. 20 election whose official results showed Morales getting just enough votes to avoid a runoff that analysts said he could lose against a united opposition.
Morales stepped aside only after the military chief called on him to quit, saying that was needed to restore peace and stability. His vice president also resigned as did the Senate president. The only other official listed by the constitution as a presidential successor, the head of the lower house, had resigned earlier.
Morales has lashed out at his political opponents, calling his removal a return to the bleak era of coups overseen by brutal Latin American militaries that ruled over the region.
Former President Carlos Mesa, who finished second in the election, said Morales was brought down by a popular uprising, not the military. He noted that troops did not take to the streets during the unrest.
“Academics and the press have been very critical of the Bolivian military. But this might be the only time in Bolivian military history that the military is on the right side for once,” said Eduardo Gamarra, a Bolivian political scientist at Florida International University.
“There’s nothing here that remotely mirrors a traditional military coup,” Gamarra added. “Perhaps this is a time that the military is playing a role that it should play. It’s not intervening in what are essentially civilian affairs.”
Michael Shifter, head of the Washington-based think tank Inter-American Dialogue, warned that Bolivia’s polarization needs to healed by new leadership.
“The temptation for any vengeance against Morales supporters needs to be resisted,” Shifter said. “That would be a recipe for continued conflict and chaos that could well put at risk some of the country’s undeniable socio-economic gains over the past decade.”
People waiting for flights Monday morning at the airport in the eastern Bolivian city of Santa Cruz listened to the national anthem played on television and then watched replays of Morales resigning in his televised address and news of the street clashes.
“At first people believed in him as an Indian. He was much more humble and accessible, but during these 14 years, he changed,” España Villegas, a linguist, said while she waited for a flight to La Paz.
Morales, who was from the poor Andean highlands, had promised to remain austere when he became president in 2006. But shortly after, he bought a new airplane and built a 26-story presidential palace with a heliport.
“He fought poverty, he lifted our economy, but perhaps he wasn’t well advised,” Villegas said.
Morales ran for a fourth term after refusing to accept the results of a referendum that upheld term limits for the president — restrictions thrown out by a top court that critics contend was stacked in his favor.
“The whole population was tired of him because it’s been nearly 14 years of government,” said a businessman from the city of Cochabamba, who asked to be identified only by the name Walter, fearing reprisals by Morales supporters.
“There was no respect anymore. We’re hurt. He believed himself to be a god.”
(GAZA CITY, Gaza Strip) — Israel killed a senior Islamic Jihad commander in Gaza early Tuesday in a rare targeted killing that threatened to unleash a fierce round of cross-border violence with Palestinian militants. The militant group said the commander’s wife was also killed in the airstrike and that their children were wounded.
Air raid sirens wailed throughout southern and central Israel as militants responded with heavy rocket fire.
The airstrike that killed Bahaa Abu el-Atta came days after the appointment of hard-line politician Naftali Bennett as Israel’s new defense minister. Bennett has long advocated tougher action against Palestinian militants.
But speaking to reporters, Lt. Col. Jonathan Conricus, a military spokesman, said the operation had been planned long ago.
Conricus called Abu el-Atta a “ticking time bomb,” saying he had been responsible for a number of recent rocket attacks on southern Israel and claimed that he was actively planning new attacks.
“We essentially over the last week have been waiting for the opportune moment to conduct this surgical strike,” the spokesman said.
Conricus added that the airstrike had been carried out with a warplane that destroyed only the floor of the building where Abu el-Atta was hiding in order to minimize “collateral damage.”
The airstrike damaged the half of the second and most of the third floor of a house in the Shejaeya neighborhood, in the eastern part of Gaza City. The house was known to be Abu el-Atta’s home.
Gaza’s Health Ministry said a man and a woman were killed in an airstrike at a house and two other people were wounded. Relatives and the Islamic Jihad said the woman was Abu el-Atta’s wife and the wounded were their children.
The militant group said Abu el-Atta, 42, was undergoing “a heroic act” when he was assassinated. It did not elaborate, but vowed revenge.
Minutes after the Iran-backed group confirmed the death, barrages of rockets could be heard fired toward Israel. Air raid sirens continued to go off throughout the morning as far away as Holon and Rishon LeZion, two suburbs of Tel Aviv.
Israel on Tuesday also shut down crossing points into Gaza and reduced the permissible fishing area off the territory’s coast to 6 nautical miles in anticipation of a looming confrontation.
In Israel, schools were canceled in communities and towns along the Gaza Strip’s boundary and all the way to Tel Aviv, about 90 kilometers (56 miles) north of Gaza.
Islamic Jihad is an Iranian-backed group that often carries out attacks independent of Hamas, the larger militant group that controls Gaza.
But Conricus described Abu el-Atta as a powerful figure in Gaza who often acts alone without instruction from Tehran or Hamas.
He said Israel had no further plans to resume its assassinations of militant leaders — a practice that in the past has triggered heavy fighting. “There was no other choice,” he said.
Bennett, Israel’s new defense minister, has long called for a tougher response to rocket fire from Gaza, including a resumption of targeted killings. The comments indicated that Bennett had not played a significant role.
Israel routinely says it holds hold Hamas responsible for any fire emanating from the enclave.
Since Hamas took over Gaza by force in 2007 from the internationally backed Palestinian Authority, Israel and Gaza militants fought three wars, with the third in 2014 lasting for 50 days and was the deadliest and most destructive.
Short-but-frequent spasms of violence have occurred, the latest earlier this month when about 10 projectiles were fired at Israel, which accused Abu el-Atta of being behind them.
Since the 2014 war, Israel has mostly refrained from targeted assassinations of senior Gaza militants, but did so one time in May, Israeli airplanes killed a Hamas commander and financial broker in a car traveling in Gaza City during a three-day exchange of fire.
Commuters faced chaotic conditions and severe delays across Hong Kong throughout Tuesday as anti-government protesters attempted to enforce a strike for the second day. Unrest broke out at three universities and many schools and businesses were closed. The financial district was also paralyzed.
Local media reported that protesters had thrown objects and at least one petrol bomb onto train lines during the morning rush hour, forcing passengers to disembark and walk along the tracks. Barricades were also set up on major thoroughfares, bringing traffic to a standstill. Protesters hurled rocks at police, who responded with tear gas and rubber bullets.
Tense standoffs took place at several stations, between frustrated commuters and squads of riot police conducting random bag searches and ID checks. Several stations pulled down the shutters. By mid-morning, many workers had given up hope of finding any kind of transport and began setting out for their workplaces on foot.
Police reportedly entered the Polytechnic University campus and were accused of beating a student leader. Clashes broke out at City University, where the office of the president was ransacked, and at Chinese University, where students lobbed petrol bombs at police in an hours-long confrontation. By late afternoon, the university resembled a battleground under a pall of tear gas and smoke from fires. Students began barricading themselves in the campus as the sun went down.
Barricades were also set up on the road outside the enclave’s oldest seat of tertiary learning, Hong Kong University, where protesters dropped heavy objects onto moving vehicles from a footbridge.
At lunchtime, larges crowds gathered in the heart of Central, the financial district, where they occupied key roads. Office workers broke into spontaneous applause as black-shirted radicals passed by.
Many joined the protesters in chanting “Hongkongers, avenge!” Others formed a human chain to pass supplies and bricks to protesters manning barricades, one of which was set up directly outside the luxurious Mandarin Oriental hotel. Police later began clearing the streets with heavy volleys of tear gas.
Hundreds of office workers also marched through the streets of Kwun Tong, a commercial and industrial district on the Kowloon peninsula, chanting “Liberate Hong Kong! Revolution now!”
“Work is not the most important thing—I can get another job. This is about my freedom,” said 26-year-old Eva, a neatly attired office worker who joined the protests in Central “I didn’t tell my boss where I was going, I don’t care,” she told TIME.
Her colleague, Marco, 24, said: “It’s good to have protests in Central so you can encourage people to come out.”
“There are a lot of office workers here and we want them to join our movement,” said Rex, a 20-year-old student. “A lot of office workers are standing with us, so it’s a good sign.”
However, not all bystanders approved. “I admire their passion but they’re going about it wrong,” a 50-year-old executive named James told TIME. “They need to have a dialogue. The harder they make it to do business, the less likely people will come do business here.”
At least one man was set upon and beaten by masked radicals.
Tuesday’s disturbances come after a day of territory-wide violence that saw 287 people arrested—most of them students—in the wake of clashes on university campuses and in several districts. Scores were injured, including two people hospitalized in critical condition. One was a protester who was shot after advancing on an officer who had his weapon drawn. The other was a man set on fire after a dispute with a group of youths.
The U.S. State Department issued a statement Monday saying: “The United States is watching the situation in Hong Kong with grave concern. We condemn violence on all sides, extend our sympathies to victims of violence regardless of their political inclinations, and call for all parties—police and protestors—to exercise restraint.”
The department added: “The increased polarization within Hong Kong society underscores the need for a broad-based and sincere dialogue between the government, protestors, and citizenry writ large.”
However, efforts by Hong Kong’s Beijing-backed leader, Chief Executive Carrie Lam, to hold Town Hall-stye dialogues with the public stalled after she was lambasted at the inaugural event in September. The political climate has deteriorated sharply since. In the late afternoon Tuesday, a police superintendent told reporters that Hong Kong society was “on the verge of a breakdown.”
During a press conference yesterday, the embattled Lam refused to give ground so long as the protests remained violent.
“If there is still any wishful thinking that by escalating violence the [government] will yield to pressure to satisfy so-called political demands, I am making this statement clear and loud here: that will not happen,” she said.
The unrest has meanwhile raised concerns over the viability of the district council elections in 12 days’ time. Although the councils are the lowest tier of political organization, elections to them are seen as Hong Kong’s fairest and most democratic, because they are conducted on the basis of universal suffrage—unlike the vote for the city’s leader, which is restricted to just 1,200 carefully vetted and mostly pro-establishment electors in a city of 7.4 million.
The current elections are regarded as a bellwether of support for the anti-government protests, which are now in their fifth month. Speaking at a hastily convened press conference Tuesday morning, Lam said: “We still hope we can hold the elections and try our very best to,” but warned of “an issue of safety and order.”
Failure to hold the vote will be regarded by protesters as an attempt by the government to bolster the position of conservative parties—who currently hold a majority across Hong Kong’s 18 district councils—and will likely become a flashpoint for further unrest.
Sparked in June by a now withdrawn extradition bill, Hong Kong’s protests have escalated into a violent push for greater political freedom. Many protesters also demand more autonomy from Beijing, or even secession from China, which resumed sovereignty over the former British colony in 1997.

The head of Bolivia’s military says that following reports police have been overtaxed by weeks of unrest, the armed forces will now provide help in keeping order.
Gen. Williams Kaliman said Monday night the joint police-military force will seek to “avoid bloodshed” and he called on Bolivians to help restore peace.
The announcement came as supporters and opponents of former President Evo Morales clashed in Bolivia’s streets. Morales resigned Sunday after weeks of protests over a disputed presidential election.
Bolivian police chief Yuri Calderon says the joint policing operation will begin immediately and “end when the peace is recovered.”
As part of a crackdown on the importation of synthetic opioids to the U.S from China, nine people were convicted in China on charges of trafficking fentanyl as part of a joint effort by Chinese and American law enforcement agencies. The public sentencing display and harsh sentences, including a death penalty and two life sentences, are what experts believe is China’s way of signaling to Washington that they are committed to combatting drug trafficking.
Fentanyl use has killed thousands in the U.S. About 28,000 people died from overdoses involving synthetic opioids other than methadone, including fentanyl, in 2017.
And overdose deaths specifically involving fentanyl doubled every year from 2013 to 2016. A congressional commission has referred to China as the “largest source of illicit fentanyl and fentanyl-like substances in the United States.” According to U.S. law enforcement and drug investigators China is the “main supplier” of the drug to the U.S., Mexico and Canada.
The U.S. has been asking China to crack down on its fentanyl problem for years now — and made such requests even towards the end of the Obama Administration. China has made a series of commitments indicating they will do so but the problem has persisted.
“Publicizing this is an attempt to send a message that ‘Hey, we’re really serious about this and we’re making moves to crack down,’” Regina LaBelle, who was chief of staff in the Office of National Drug Control Policy during the Obama Administration, tells TIME. American officials have long blamed China for the influx of fentanyl and similar substances reaching U.S. borders. LaBelle recalls several “high-level” discussions with China in which they made commitments in the last year of the Obama Administration to crack down on fentanyl. “They would, in official statements, say the right words,” LaBelle says.
However many believe that China’s lack of oversight over its massive pharmaceutical and chemical industry still poses a daunting challenge for any efforts to crackdown on the production and export of illegal drugs. LaBelle remains skeptical about how much has changed. Asked whether China did enough during President Barack Obama’s tenure, LaBelle responded, “They probably could have moved a little faster because we’re almost in the same place we were.”
Without being privy to classified information, it’s “really hard to tell” whether China is doing enough to stop the illicit flow of synthetic opioids, LaBelle says. She adds that it’s an “extreme challenge,” given the lack of regulation in China’s sprawling chemical industry.
Fentanyl has devastated the U.S. in recent years. The substance is 50 times stronger than heroin, and proving increasingly popular with American drug users. While the rate of overdose deaths from heroin has plateaued in recent years, the rate of overdose deaths related to synthetic opioids, including fentanyl, has been increasing — 45% between 2016 and 2017 (from 6.2 to 9 deaths per 100,000 people).
Fentanyl seizures by U.S. Customs and Border Protection have shot up dramatically in recent years, too. In FY 2013, CBP seized about 1 kg of fentanyl. By FY 2018, the agency seized almost a thousand times that amount. Much of the drug has come through the mail, prompting Trump to order the U.S. Postal Service and express shipping companies to “SEARCH FOR & REFUSE all deliveries of fentanyl” earlier this year.
President Trump has previously said that Chinese President Xi Jinping had told him that China did not have a drug problem, because it could (and does) use the death penalty to punish drug dealers. However, data and experts point to an increase in drug users in the country, suggesting China does have problems with drug abuse.
A top Chinese drug official denied allegations by Trump that China is the reason for most of the supply of America’s fentanyl just two months ago. A congressional commission previously stated that China does not have a domestic fentanyl abuse problem and this is the reason its production is not prevented. “Because illicit fentanyl is not widely used in China, authorities place little emphasis on controlling its production and export,” notes a 2017 report from the U.S.-China Economic and Security Review Commission.
Thursday’s sentencing appeared to be a victory for the White House. Jim Carroll, policy director for the Office of National Drug Control, said in a statement issued on the same day that “the concrete action taken by China is a direct result of President Trump’s strong leadership on this issue, and the personal engagement by many members of Congress.”
As part of a wide-ranging deal between Trump and Chinese leader Xi Jinping last December, China had reportedly pledged to designate fentanyl and similar drugs as controlled substances, subjecting those who sell them to harsh punishments and potentially slowing their flow into the U.S. In April, China announced that it would follow through on its pledge to control all fentanyl-related substances as a class and did so the following month.
The rare collaboration between the two countries comes in the midst of an ongoing trade war that has lasted for more than a year and strained American and Chinese economies. On Friday, Trump pushed back on comments from a Chinese official that the U.S. would roll back the higher tariffs slapped on Chinese goods, the Associated Press reported.
China’s decision to very publicly convict the fentanyl traffickers at this time appears to be an attempt at political posturing and gaining “leverage” in ongoing trade talks for some experts. Bryce Pardo, an associate policy researcher at the RAND corporation who has worked with the national government on drug policy, points out that it’s important to note that some of the arrests in the case may have been made two years ago. The timing is “more than just a coincidence,” he says and likely is a message from China that “they’re doing something.”
The public sentencing does, however, highlight successful cooperation between the two countries at an otherwise tense time. Pardo notes that the convictions show the results of “a very positive collaboration effort” and that such intelligence and information sharing is key to tracking down individuals involved in manufacturing synthetic opioids.
Even if China was to successfully get the production and export of fentanyl under control, it would not necessarily mean the end of fentanyl being imported to the U.S. China is “just one piece of this puzzle,” Pardo says. “At the end of the day, fentanyl manufacturing will not stop,” even if “China does get its regulatory house in order.” India also has a massive pharmaceutical industry with little regulation and just last year, Indian authorities reported two relatively large seizures of fentanyl apparently headed for North America.
While China grapples with its supply crisis, it’s imperative for the U.S. to focus on curbing demand and enacting effective harm reduction measures to minimize and prevent overdose deaths, LaBelle says. “We have to recognize both sides of this equation,” LaBelle says. “Without customers, there wouldn’t be a market.”
(THE HAGUE, Netherlands) — A Dutch court says the government must attempt to bring home children whose mothers traveled to Syria to join Islamic extremist groups.
The decision Monday at a court in The Hague came in a case filed by lawyers on behalf of 23 women and their 56 children who are housed in camps in northern Syria. The court has ruled that “the children are not responsible for the actions of their parents, however serious they are.”
The government has long said it is too dangerous to go to Syria to repatriate Dutch citizens.
The court says the government must “use all possible means,” including an offer of U.S. help to repatriate the children. But it also says the state “cannot be ordered to take serious security risks.”
ISTANBUL (AP) — A former British army officer who helped found the White Helmets volunteer organization in Syria, was found dead in Istanbul early Monday, Turkish officials and the group said.
James Le Mesurier’s body was found near his home in the Beyoglu district by worshippers on their way to a mosque, the state-run Anadolu news agency reported.
The Istanbul governor’s office said “comprehensive administrative and judicial investigations” had been initiated into Le Mesurier’s death.
Anadolu said police established that no one had entered or left his home at the time of the incident, and they believe he may have fallen to his death.
Le Mesurier was the founder and CEO of May Day Rescue, which founded and trained the White Helmets, also known as the Syria Civil Defense, a group of local humanitarian volunteers. Anadolu said he was 48 and had moved to Turkey with his wife four years ago.
The White Helmets confirmed his death on its Facebook page.
“The family of the Syrian Civil Defense extends its deepest condolences to his family, and we express our deepest sorrow and solidarity with his family, as it is our duty to commend his humanitarian efforts, which the Syrians will always remember,” the group said.
The Syrian government and its allies, including Russia, have been critical of the White Helmets volunteers, accusing them of being agents of foreign powers, being terrorists for working in rebel-controlled areas and of staging chemical attacks.
The group, which has had more than 3,000 volunteers in opposition-held areas, says it has saved thousands of lives since 2013 and documented Syrian government attacks on civilians and other infrastructure.
Last week, Russian Foreign Ministry spokeswoman Maria Zakharova had accused Le Mesurier of being a former British agent who has “been spotted all around the world, including in the Balkans and the Middle East.”
“Given the role of the West in undermining stability in these regions, it is not difficult to assume what the British intelligence officer did there,” she said.
Her comments were apparently prompted by a statement last week by a British Foreign Office official about the White Helmets coming under pressure.
Turkey’s private DHA news agency said authorities were investigating whether Le Mesurier had committed suicide, saying he had allegedly been on anti-depressant pills. Anadolu also reported that Le Mesurier’s wife told police her husband had been taking medicine to treat “extreme stress” and that they had moved to the neighborhood to be close to a health center.
Anadolu said his wife told police they had been up until 4 a.m., then took sleeping pills. She was woken by the doorbell less than two hours later and saw her husband’s body from the open window of their 3rd-floor apartment.
DHA said Le Mesurier’s body was awaiting an autopsy.

Morales, 60, had led Bolivia since 2006, making him the longest-serving current head of state in Latin America. The country’s first indigenous leader, he oversaw an economic boom, a massive reduction in poverty and strides in social equality, earning him high approval ratings and three consecutive election wins.
But protesters accused Morales, a left-wing union leader and former coca farmer, of attempting to manipulate the results of the Oct. 20 national elections. He claimed to have won a fourth term outright, despite preliminary results indicating the need for a second round run off with his rightwing rival.
Thousands of Bolivians took to the streets, sometimes clashing violently with Morales’ political allies. Morales agreed to hold fresh elections after electoral observers refused to verify his victory, but in a crucial blow to the president, the country’s military chief joined calls for his resignation Sunday.

But he said he was resigning to prevent further bloodshed, fulfilling his “obligation, as indigenous president and president of all Bolivians, to seek peace.” Here’s what to know about his resignation.
Who is Evo Morales?
Before Morales won his first election in 2005, Bolivia’s indigenous people — who make up at least 42% of the population according to the 2012 census (the government estimates it could be higher) — had struggled to win rights and representation from a political class dominated by wealthy families of European descent.
Morales, who hails from the large Aymara group, expanded freedoms for indigenous communities and legal protections for their cultures. He also delivered a sharp increase in living standards, improving access to electricity, sewerage and water services.
Economists say Morales responded to Latin America’s commodities boom more successfully than other governments in the region, marshalling Bolivia’s gas and mineral riches into fuel for both social programs and businesses. Bolivia remains South America’s poorest country after crisis-stricken Venezuela, but poverty fell from 60% in 2006 to 36% in 2017, while per capita GDP grew from $1,200 to over $3,350 in the same period.
But Morales’ relationship with the public began to sour in 2016, when he asked voters to approve the abolition of presidential term limits. Voters narrowly rejected Morales’ proposal. The president then turned to the constitutional court, dominated by his allies, which ruled that term limits violated human rights, paving the way for him to run for a fourth term this year. Since then critics have accused Morales of trying to turn Bolivia into an authoritarian state, also citing corruption scandals and the persecution of political opponents.
Did Morales win the October election?
The live vote counting after national elections on Oct. 20 showed Morales in the lead, but just short of the 10 point lead he needed to win outright. The opposition celebrated the chance to go to a second round in December, in which their candidate, the right-wing former president Carlos Mesa, would have had a chance at unseating Morales.
But then Bolivia’s electoral board abruptly suspended the vote count for 24 hours. When it began again, the results showed Morales with 46.85% to Mesa’s 36.73%, just enough of a lead to avoid a run off. The opposition cried foul play — a claim now supported by the Organization of American States, whose observers reported “clear manipulations” of the voting system.
Morales’ critics immediately took to the streets in cities across the country, clashing with his supporters and the police. At least three people were killed in the protests and several hundred were injured. Local media also reported an arson attack on a government minister’s home and a brutal attack on a pro-Morales mayor in a small town in central Bolivia. Luis Fernando Camacho, a lawyer from the city of Santa Cruz who became the protests’ most visible leader, said Bolivians would remain in the street until Morales stepped down.
On Sunday, Williams Kaliman, the head of Bolivia’s armed forces backed protesters’ demands. “Given the escalating conflict the country is facing, and in order to secure the life and safety of the population, we suggest that the president resign his presidential mandate and allow the pacification and re-establishment of stability for the good of Bolivia,” he said at a press conference.

After Morales announced his resignation in a televised address, thousands of his critics celebrated at rallies in the capital La Paz. Mesa, his opposition rival, announced the “end of tyranny” in Bolivia.

Late Sunday night, Morales tweeted that a police officer had publicly threatened him with an “illegal arrest warrant” and said “violent groups” had vandalized his home. A video circulating on social media and on Latin American news outlets claimed to show Bolivians wandering through Morales’ residence to survey the damage. Morales’ supporters have denounced his ousting as a rightwing coup.
The resignation now leaves a power vacuum in Bolivia. The vice-president and other top officials also stepped down amid the protests, including the senate and national assembly leaders that are mandated by Bolivia’s constitution to take up the presidency on an interim basis when it is empty. Though opposition senator Jeanine Añez has pledged to take up the job, that attempt would have to be approved by congress, where Morales’ Movement for Socialism party controls both houses. Per Bolivia’s constitution, an interim president would have to call fresh elections within 90 days.
A World War II Navy submarine missing for 75 years has finally been found off the coast of Japan.
The U.S.S. Grayback, one of WWII’s most successful U.S. submarines, was discovered 1,400 feet below sea level off the coast of Okinawa, Japan, by explorer Tim Taylor and his team on June 5, according to multiple news outlets. The discovery became public on Sunday, just one day before Veteran’s Day.
The families of the 80 U.S. sailors who were on board the U.S.S. Grayback will now have closure about what happened to their loved ones.
The Grayback sailed out of Pearl Harbor in Jan. 1944 for the South China Sea, but was attacked by land-based Japanese naval aircraft in the East China Sea on Feb. 26, 1944. The submarine was listed as missing by the U.S. Navy after it was three weeks overdue to return in March of that year.
The find reportedly comes after amateur researcher Yutaka Iwasaki, a systems engineer in Kobe, Japan, discovered a flaw in the translation of Japanese military documents. The coordinates given in the report, which showed that a Japanese aircraft had dropped a 500-pound bomb on the submarine, had been translated incorrectly by the U.S. Navy.
The discovery is part of Taylor and his wife Christine Dennison’s Lost 52 Project, which aims to find the 52 missing U.S. submarines. So far, the team has located five missing subs, including the Grayback. After finding the Grayback, the couple spent months searching for relatives of the sailors who died onboard, so they could finally have some closure three-quarters of a century later. “The most important thing is, they’re here, now they can be celebrated again, they can be honored again, and we know where they are,” Dennison told ABC News.
Gloria Hurney, whose uncle Raymond Parks died on the Grayback, also told ABC News: “There’s a book I read, and it says these ships are known only to God. But now we know where the Grayback is.”
“We do not tell people that we’re looking for these because we don’t want to disappoint people, and we don’t want to blast it across the Internet until it’s done properly though the Navy,” Taylor added. “With the technology that we’re using, and the ability to cover large swaths of ground, we’re looking at the potential to find several more.”

By Keki MistryFor more than a year, an overwhelming drive seems to be underway to label non-banking financial companies (NBFCs) as anathema to the economy. It's easy to paint all NBFCs with the same brush, but it can be quite flippant to ignore the contributions they have made in addressing economic demand that has helped in financial inclusion.Shadow banking, a term borrowed from the West, suggests being outside the scope of the financial regulatory system. This is completely untrue for India. It is incorrect to believe that NBFCs and housing finance companies (HFCs) are significantly riskier than banks. Many banks don't have the wherewithal to cater to the segment that NBFCs are able to reach out to. Many NBFCs specialise in lending in a particular sector, and develop skill sets unique to that customer base. Many unbanked borrowers avail credit from NBFCs and later use their track record to become bankable borrowers.The Infrastructure Leasing & Financial Services (IL&FS) default in September 2018 was not a systemic issue. The pain seen in the broader NBFC sector was largely one of liquidity, and not a solvency crisis. Nonetheless, the IL&FS default created a 'risk aversion' in the system. It signalled the end of easy money — that is, using cheaper, shortterm market instruments to fund longer-term assets.Admittedly, perception and liquidity issues have affected NBFCs that, to some extent, have caused the fall in credit to the auto, real estate, agriculture and small and medium enterprises sectors. Many well-managed NBFCs continue to do well, but others are struggling.RBI has strengthened the regulatory framework of NBFCs by introducing a robust liquidity framework, and proposed a liquidity coverage ratio for large NBFCs, which is currently applicable only to banks. RBI could also consider:1. Initiate conversations with senior bankers and provide assurances, so that banks can start feeling more confident of funding NBFCs.2. Examine a roadmap for the merger of NBFCs into banks, with appropriate guidelines to grandfather the existing NBFC balance sheet from maintenance of the cash reserve ratio, statutory liquidity ratio and priority sector lending requirements of a bank.3. Increase the threshold entry level of NBFCs and HFCs by raising the minimum capital requirements. Regulating over 10,000 NBFCs is clearly a very difficult task. NBFCs will have to focus on liability management. Most large NBFCs are well capitalised, but have got exposed due to excessive short-term borrowing.The stronger NBFCs and HFCs have a more diversified funding base. Very few non-bank financial entities have the benefit of retail deposits, a source of stable funding, especially in these times. NBFCs are considering other instruments to raise money, such as masala bonds or external commercial borrowings. In fact, larger NBFCs offering good collaterals are accessing funds from global investors.An alternate source of long-term funding beneficial for the lender is the securitisation of mortgage loans. Securitisation provides much-needed liquidity to the balance sheet of an HFC, as it helps the company to churn its portfolio and make room for fresh assets. According to the International Monetary Fund (IMF), securitisation helps free up capital that allows banks to extend new credit to the economy.Another potential fund source is covered bonds. These are the largest asset class in the European bond market.Covered bonds are held on the balance sheet of the issuer — not in the special purpose vehicle (SPV) — and in an event of the bankruptcy of the issuer, the covered pool is protected and can be claimed by the investor. They also receive a higher credit rating, as they are backed by high-rated pool of assets.From a housing finance perspective, there is a need to ensure that appropriate measures are taken to further develop the corporate bond market. In the current scenario, banks and mutual funds have shown little interest to invest in long-term bonds. Debt financing will be an important source of stable longterm funding.Currently, negative sentiments have percolated to all sectors including housing, particularly high-end housing. Like all asset classes, housing markets go through cycles. Yet, the current issues in the housing sector seem more symptomatic of a cyclical downturn, rather than a deep-rooted structural slowdown. In this context, finance minister Nirmala Sitharaman needs to be congratulated for introducing a Rs 25,000 crore special window to revive stuck projects, subject to certain conditions.There is no substitute for prudent lending. By sacrificing margins or appraisal norms, you can capture all the growth you want. But this kind of growth will not lend to sustained longterm success. By covering a wide spectrum of customised services and innovative products, NBFCs have played an active role in strengthening the economy, and will continue to do so.The writer is vice-chairman-CEO, HDFC
NEW DELHI: India's electricity demand fell 13% in October led by a sharp reduction in offtake from the industralised states like Gujarat & Maharashtra, which may indicate a deepening economic slowdown although officials said this was just an aberration.Electricity demand during October this year was down to 98 billion units as against 113 billion units in the same month last year, data available with the Central Electricity Authority (CEA) said. This is the third consecutive month of low power demand which has slowed since August. However, government officials attributed it to late rains and favorable weather conditions.A senior government official said the electricity demand has been low since three months but the demand for the year till date has been up by 2%. "This could just be an aberration. One needs to look at the long term numbers," the official said.Association of Power Producers director general Ashok Khurana said the slowdown is symptomatic of general economic slowdown and is worst for finances of power discoms as the offtake from subsiding customers has reduced. Most assets in the power sector are already stressed due to non-payment of dues by discoms, lack of fuel, finance and other regulatory approvals.Government data shows that distribution companies dues to power generating companies have increased to Rs 80,260 crore, of which Rs 61,144 crore is overdue.Last week, rating agency Moody's Investor Service cut the country's credit rating outlook from stable to negative saying the government has been partly ineffective in addressing economic weakness, leading to rising risks that the growth will remain lower. Core sector data released on Monday showed industrialgrowth shrunk for second straight month in September, contracting by 4.3%, witnessing the steepest fall in nearly eight years since October 2011. The core sectors for the month of September contracted by 5.2% from the 0.5% contraction seen in August and electricity generation by -2% in September against a growth of 8% in same period last year.The reduction in demand this year is unusual in October as the country has been witnessing exceptionally high demand in September-October every year.Last year, the power distribution companies of states like Maharashtra, West Bengal and Bihar placed aggressive buy bids of about Rs 20 per unit on the spot power market. 72013598 The aggressive bids to avoid load shedding led the prices on the exchange peak to ten year high of Rs 18 per unit and the average hovering at Rs 6-8 per unit."Electricity demand has been increasing in the months of October and September for the past many years. This year's data has come as a surprise. The demand is way lower than the expectations," an industry insider said. The CEA data showed that the peak-hour power demand also declined by 5% year-on-year to 165 GW. The power demand in October 2019 in Madhya Pradesh decreased by 26%, Maharashtra by 22% and Karnataka by 25%. Electricity demand in Gujarat was down by 19%, Andhra Pradesh by 16%, Telangana by 16%, the data showed.Barring four states in the country's north and the east, demand fell across regions, the data showed.
NEW DELHI: The BJP on Monday lost its oldest and the only major Hindutva ally as the Shiv Sena, its partner for more than three decades, walked out of the Modi government at the Centre. The decision of the Maharashtra party to snap ties came following years of unease in the alliance and reached a flash point after the recent assembly election results, with the Sena accusing the BJP of breaking "promise" of equal division of power in the state. The BJP has asserted that it had never agreed to share the post of chief minister, as claimed by Sena president Uddhav Thackeray. The divorce between the two parties wedded to the Hindutva ideology finally happened after an acrimonious relationship over the last five years. The first strains in their ties surfaced in the 2014 assembly polls when they fought separately after the Sena's refusal to part with the number of seats the BJP wanted. As Prime Minister Narendra Modi led the BJP to an unprecedented win in the 2014 Lok Sabha polls, it sensed an opening in Maharashtra to oust Sena from the position of senior ally, a position the party founded by Bal Thackeray had enjoyed till his reign. The Sena was forced to become the junior partner as the BJP won 122 seats in the 288-member assembly while it won 63. They joined hands to form the government, with the BJP's Devendra Fadnavis becoming the chief minister. The first & only saffron government in the state earlier between 1995-2000 was headed by Sena leaders. The Sena, however, never reconciled to its reduced status as the lotus bloomed in one local poll after another and the BJP under Modi and its president Amit Shah also became the flag bearer of Hindutva with Thackeray's party following in its shadow. Through its mouthpiece Saamana and sundry leaders Sena kept attacking the Modi government off and on and even blocked its leader Anil Desai from joining as a minister in the Centre. That it was never given portfolios of its choice at either the Centre or the state always remained an irritant for the party. With 18 members in Lok Sabha, the Sena was the biggest NDA constituent after the BJP but its departure will not make any difference to the government's stability as the ruling party alone has 303 MPs in the 543-member House. While on the one hand Sena's severing ties with the NDA underscores the BJP's growing hegemony which forced an avowed secular party like the Congress to mull supporting a strident Hindutva party like the Sena, it also highlights how the ruling party's expansionist drive under Modi and Amit Shah has made its allies of decades uneasy. Bihar Chief Minister Nitish Kumar, who heads the JD(U), hardly shares the same level of warmth with the BJP since his return to the NDA in 2016 that he did when he was part of the saffron alliance for more than 15 years before breaking ties in 2013. Kumar's party has refused to join the Modi government as it believes that it was not offered its due share. Akali Dal- the second oldest BJP ally after the Sena- has often in the past expressed its reservations over its ally's policies. The BJP in the last few years lost a major ally like TDP but also gained a big regional partner like AIADMK and several smaller allies in northeastern states.

NEW DELHI: Alstom SA's joint venture with the Indian Railways, which has to supply 35 electric locomotives to the national transporter in the current financial year, is struggling to meet deadlines and could be at risk of cancellation, said officials with knowledge of the matter. Alstom hasn't been able to supply any engines yet, with the locomotives having failed multiple trial runs, they said. "Prima facie, if a design condition is not met and a period (specified for delivery) expires, contract cancellation becomes the automatic route," said one of the officials, who described the venture as a "failure."The Electric Locomotive Factory at Madhepura in Bihar was one of the two major locomotive projects awarded in 2015 as part of the Make in India initiative, the second being a joint venture with General Electric (GE). The Rs 20,000 crore Madhepura project was tasked with manufacturing 800 high-powered locomotives in 11years. The joint venture is the largest foreign direct investment (FDI) in the railway sector.The Rs 10,000 crore Marhowra facility, the joint venture with GE, will make 1,000 diesel locomotives in 11years. Indian Railways owns a 26% stake in both, with the overseas partner holding the rest. The French company didn't respond to queries and neither did Indian Railways. Calls and messages to Railway Board chairman VK Yadav were unanswered. The French company said in March last year that the plant was on schedule."Alstom announced the completion of its first all-electric locomotive from its state-of-theart locomotive facility at Madhepura in the state of Bihar, on schedule," it had said in a statement. The locomotive that had been manufactured at the Alstom plant and inaugurated by Prime Minister Narendra Modi is "gathering dust," said one of the officials. The company is still in the process of making changes to the specifications of the locomotive, said one of the officials cited above. The Research Designs and Standards Organisation (RDSO), part of the railway ministry, conducted two trials of the WAG12 locomotive, according to an official status report—the first on July 23-25 last year and the second on April 10-12 this year."In both trials, the loco could not pass the laid down criteria," the report said. "Further modifications in bogie and suspension of loco are also parallely (sic) being done." One official cast doubt on the Alstom's expertise. "This is a new design they are working on," the person said. "I am not sure they (Alstom) have the capability in bogie design."

These rules, when effective, will supersede the Mines Vocational Training Rules, 1966.As per the proposal, the board shall consists of the chief inspector of mines, who shall be its chairperson, three members possessing technical qualification in mining or petroleum engineering and having at least twenty years' practical experience, one each in coal mines, metal mines, and oil mines to represent each sector appointed by the central government.Besides, it will have two members to be appointed by central government possessing technical qualifications in electrical engineering or mechanical engineering or allied engineering and having at least twenty years of practical experience in mines along with two members to be appointed by central government serving in human resource organization and imparting training in different trades of engineering and having at least fifteen years' of experience serving in such organisation, or serving in an institution imparting education in mining or petroleum engineering at the degree or equivalent level and having twenty years' of experience."Every member, other than the chairperson, of the board shall hold office for a period of three years from the date of the notification appointing him a member of the board, or until his successor is appointed and takes charge, whichever is later," it said.The draft proposes that these rules shall apply to all persons employed or to be employed in a mine and shall apply to every mine under the Mines Act, 1952.Labour ministry has sought opinion from all stakeholders on the draft rules over next three months following which these rules will be notified. However, they would be effective a year later after final notification, it said.
By Chandan TapariaNSE Nifty started the week on a negative note and traded with a negative bias in the first half of the session. However, it managed to above hold crucial support of 11,850 and rebounded towards the fag end to close near 11,900. The index consolidated in a narrow range of 75 points and formed a small bodied candle on the daily scale as dips were being bought into while hurdle remains intact at higher levels.The index has been respecting the 11,850 level from the past eight sessions, and now it needs to continue to hold above the same to witness an upmove towards 12,035 and then 12,103. On the downside, supports are seen at the 11,780-11,750 zone.On the monthly options front, Maximum Put open interest was at 11,600 followed by 11,500 strike while maximum Call open interest was at 12,000 followed by 11,800 strike. We have seen Marginal Call writing at 12,200 followed by 12,300 strike while Put Unwinding was seen at all the immediate strike. Options data suggests a broader trading range between 11,750 and 12,200 levels.India VIX moved up by 2.46 per cent to the 16.25 level.Bank Nifty continued its outperformance against the benchmark indices and extended gains towards 31,200. The index formed a bullish candle on the daily scale with gains of more than 350 points as buying interest was seen for most part of the session. It managed to close above its previous swing high and thus gave a breakout from Horizontal trend line on the daily scale. Supports are gradually shifting higher and now it has to continue to hold above 30,800 to witness an upmove towards 31,500 while on the downside, supports are seen at 30,800 and then 30,600.Nifty futures closed flattish at 11,946. Builtup of long positions were seen in Amara Raja Batteries, RBL Bank, Ashok Leyland, Jindal Steel and IGL, while shorts were seen in Equitas, Indigo, Balkrishna Industries, Cipla and Pidilite.(Chandan Taparia is Technical & Derivative Analyst at MOFSL. All our units are taking these slower times to improve their efficiencies, improve their layouts and redo the machine, says Vivek Chaand Sehgal, Chairman, Motherson Sumi. Excerpts from an interview with ETNOW. Your second quarter numbers have beaten estimates. What in your view are the key positive triggers for the company?I agree with you. There is not one or two headwinds., there are headwinds almost everywhere but Motherson has been winning new orders from almost all geographies and those orders are now coming into production. Hence, you can see overall the revenue has gone up by 6%. Of course, other things have also gone up. PKC, which we took over, has done really well. Their revenues are up. Their profits are up and though SMRPBV faces some continued challenges in the setting up of greenfield plants, overall all have done a phenomenal job and vindicates our statement that the slowdown is there but in the right places, if you have the right cars, there is no slowdown. Talk to us about the working capital management in this quarter as well. Has the slowdown in the EU enhanced working capital needs?You must understand that this is the last year of our five-year plan and we are all focussing on return on capital employed (ROCE). Obviously people are working towards bringing the inventories down and they are taking all the necessary steps, so that we can come up with good gross number at the end of the five-year plan. What is your guidance on growth and margins for the rest of the year? Do you see an improvement in the following quarters?Our teams are working very hard. In fact, the board complimented teams and the associates for the very responsible way of handling costs and the performance of their companies. So, yes, there is going to be a tremendous amount of focus. All the units are taking these slower times to improve their efficiencies, improve their layouts and redo the machine. Everything has been looked into so that we can deliver a better set of numbers. Could you also update us on the progress of the greenfield sides? How long will they continue to be a pain point for the company?These greenfields are all going through a ramp up and that cannot happen overnight. It is not just a switch on or switch off. The last time we had talked to the investors through your channel, we were talking about 600-700 cars per day. Now we are doing about a 1,000 cars per day and the next quarter we will be doing approximately 1,100 to about 1,300 cars per day. There are various combinations and permutations. Various plants are going through various launches and that is good news because these are all the latest cars. They are very strong in their demand and we are maybe a quarter here, quarter there but we are not so worried about it. The whole group has really supported them and is doing a great job. What about Brexit deliberations? Have they had any impact on the business and if so, will there be any long-term impact positive or negative for you?Brexit is a global happening. We as a group or a company are not so much affected by Brexit. Once the terms and conditions of Brexit are known, we will probably be able to guide better but it would be of very little consequence really to Motherson because Britain is a very small portion of our business as of now.

The inputs have also been sought from Hindi speakers — apart from six other languages — as India remains one of its fastest growing markets globally.It has also sought inputs from English, Arabic, Spanish, Portuguese and Japanese speakers. Twitter said any photo, audio or video that has been significantly altered or fabricated to mislead people or to change its original meaning is considered synthetic and manipulated media — sometimes referred to as deepfakes or shallowfakes. According to its draft policy, Twitter may place a notice next to Tweets that share synthetic or manipulated media if it sees that such media is deliberately trying to mislead people.
