The biggest Apple rumor outside of Apple Car has been revived in a big way.
According to a report by The Information, Apple is planning to launch an augmented reality (AR) headset in 2022, followed by a sleeker pair of AR glasses in 2023.
While we've heard loads of similar reports over the years, this one — if accurate — is different.
First, The Information claims that Apple CEO Tim Cook spoke about the project at an internal gathering of as many as 1,000 Apple employees, which is an uncommonly large number. Climate protest group Extinction Rebellion floated a miniature house on the River Thames to draw attention to rising sea levels caused by climate change.
The protest was staged early Sunday, close to Tower Bridge, London.
An Extinction Rebellion statement called Monday's "Our House is Flooding" protest "yet another attempt to send an SOS to the government on climate inaction and draw attention to the threat humans face from climate change and rising sea levels."

Samsung's next-generation flagship, the Galaxy S11, likely won't launch until February 2020, but the rumor mill is already fully operational.
According to reliable leaker of all things mobile, @evleaks, the Galaxy S11 will come in three screen sizes — 6.2 or 6.4 (Blass isn't sure), 6.7 and 6.9 inches. That's a very big increase compared to this year's Galaxy S10, which is available in 6.1 inches (Galaxy S10), 6.4 (Galaxy S10+) and 6.7 inches (Galaxy S10 5G), and that's if we don't count the 5.8-inch Galaxy S10e.
It's unclear how the new models will be named, but Blass says all three will be available in 5G and LTE variants, with the largest model only coming with 5G. On Sunday, National Security Adviser Robert O'Brien said Lt. Col. Alexander Vindman, who gave a bombshell testimony in the House impeachment investigation last month on President Donald Trump's Ukraine scheme, will be removed from his post at the White House National Security Council.
"Lieutenant Colonel Vindman, who has testified under oath, is serving on the National Security Council currently," CBS News's "Face the Nation" host Margaret Brennan said during her interview with O'Brien. "Will he continue to work for you despite testifying against the President?"
"Well look, one of the things that I've talked about is that we're streamlining the National Security Council," O'Brien replied. "It got bloated to like 236 people up from 100 in the Bush administration under President Obama."
The national security adviser said Vindman, who currently serves as the council's Director for European Affairs, will be removed as a part of the White House's "streamlining" efforts.

WASHINGTON (Reuters) - The United States is very upset about Turkey's purchase of Russian missile defense systems and could impose sanctions on Ankara if it does not "get rid" of them, White House National Security Adviser Robert O'Brien said on Sunday.
"Turkey will feel the impact of those sanctions," O'Brien told CBS's "Face the Nation" in an interview, referring to penalties under the U.S. law known as the Countering America's Adversaries Through Sanctions Act, which he said would pass Congress with "overwhelming" bipartisan support.
His comments came ahead of a visit by Turkish President Tayyip Erdogan to Washington on Nov. 13 to meet U.S. President Donald Trump for likely crucial talks as the two NATO allies have been at loggerheads over a range of issues.
One key disagreement is Ankara's purchase of the Russian S-400 anti-aircraft missile system, which Washington says is incompatible with NATO defenses and threatens its Lockheed Martin (LMT.N) F-35 fighter jets.

A U.S. State Department official has expressed concern about Serbia's interest in Russian air defense systems, warning Belgrade to be "careful and cautious" about buying them, in comments to North Macedonia television.
"We do of course have concerns not just about deployment of Russian military equipment on the territory of Serbia, but the possibility of Serbia acquiring significant Russian military systems," Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs Matthew Palmer told the Elsat television channel, in an interview that aired late on Friday, November 8.

Fewer than 1,000 U.S. troops will remain in Syria with a continued mission of defeating ISIS, Chairman of the Joint Chiefs of Staff Gen. Mark Milley said Sunday.
"The footprint will be small, but the objective will remain the same: the enduring defeat of ISIS," Milley said in an interview on ABC's "This Week."

Hong Kong’s police watchdog lacks the power to conduct an investigation into the police force’s handling of months of protests in the city, a panel of experts appointed by the enclave’s government said in a report issued Friday.
The report’s findings are a major blow to Hong Kong’s embattled leader, Chief Executive Carrie Lam, who has insisted that the Independent Police Complaints Council (IPCC) is capable of conducting an independent investigation.
The findings will also strengthen the hand of protesters, who for months have been calling for an independent probe into the police.
Hong Kong’s IPCC has a shortfall in “powers, capacity, and independent investigative capability necessary to match the scale of events and the standards required of an international police watchdog operating in a society that values freedoms and rights,” according to a statement posted on Twitter by panel member Clifford Stott.
“Structural limitations in the scope and powers of the IPCC inquiry remain, inhibiting its ability to establish a coherent and representative body of evidence,” the statement read.
It went on to add that the IPCC may only be able to provide an “interim report, with limited but sufficient facts to allow preliminary conclusions to be drawn on some of the divers of the protest, the handling of key events, and the evolution of the disturbances.”
An independent inquiry into the police force is one of Hong Kong protesters’ five key demands. Only one demand — the total withdrawal of a controversial extradition bill which would have allowed China to put criminal suspects on trial in the mainland legal system — has been met.
Experts say that the report’s findings may force the government to take further action.
“This will put additional pressure on the Hong Kong as well as the central government to agree upon setting up a true independent commission of inquiry,” Jean-Pierre Cabestan, a professor in political science at Hong Kong Baptist University, tells TIME.
“It has demonstrated that the IPCC is ill-equipped to conduct an independent investigation of police brutality — a lack of capacity [that] many in the Hong Kong community have suspected from day one.”
The panel — comprised of five experts on police tactics from the U.K., Australia, New Zealand and Canada — was appointed by the IPCC in early September to help provide advice on its practices and procedures.
Hong Kong’s police force has faced public backlash for its handling of the protests. Rights group Amnesty International has criticized the force’s “reckless and indiscriminate tactics” and the United Nations High Commissioner for Human Rights said that the extent of violence during the months of unrest warrants an independent and impartial investigation.
The panel’s statement was issued as Hong Kong was gripped by its 23rd straight weekend of anti-government protests. Tensions have escalated after a 22-year-old university student died on Friday, several days after sustaining injuries during a fall from the third story to the second story of a car park, near the scene of a street battle between protesters and police.
On Monday morning, a protester was reportedly in critical condition after police fired live bullets as protesters caused major disruptions to transport networks.
“After what happened the past weekend and this morning the commission is more necessary than ever as a first step to find a solution to the current crisis,” Cabestan says.
(KUALA LUMPUR, Malaysia) — A Malaysian judge on Monday ordered former Prime Minister Najib Razak to enter a defense at his first corruption trial linked to the multibillion-dollar looting at the 1MDB state investment fund that helped spur his shocking election ouster last year.
A calm Najib said in court he would testify in his defense when the trial resumes.
High Court Judge Mohamad Nazlan Mohamad Ghazali said the prosecution had established its case on charges of abuse of power, breach of trust and money laundering. The seven charges relate to 42 million ringgit ($10.1 million) that allegedly went into Najib’s bank accounts from SRC International, a former unit of the 1MDB fund.
The judge said it was clear that Najib, who was also finance minister at the time, had “wielded overarching authority and power” in SRC and taken actions for “personal and private interest.” He said the prosecution has established the “ingredient of dishonesty” in misappropriating the funds.
Defense lawyers said Najib would be the first witness called when the trial resumes Dec. 3.
Najib is also charged in four other cases in the 1MDB scandal that led to investigations in several countries. His wife, several officials from his government, and the U.S. bank Goldman Sachs also face charges related to the scandal.
Monday’s ruling was seen as a key test for the legal system and the credibility of Prime Minister Mahathir Mohamad’s government, which won a historic victory in the May 2018 election on an anti-corruption platform. The polls led to Malaysia’s first change of government since independence from Britain in 1957.
In an immediate reaction, Sports Minister Syed Saddiq Syed Abdul Rahman tweeted: “Praise God. May justice be on the side of the people.”
The patrician former leader, whose father and uncles were the country’s second and third prime ministers respectively, could face years in office if convicted. Najib, 66, denies any wrongdoing and accuses Malaysia’s new government of seeking political vengeance.
Mahathir, 94, was premier for 22 years until his retirement in 2003 but made a political comeback amid anger over the 1MDB scandal. His government soon reopened 1MDB investigations that had been quashed under Najib.
U.S. investigators say Najib’s associates pilfered more than $4.5 billion from 1MDB between 2009 and 2014 and laundered the money through layers of bank accounts in the U.S. and other countries to finance Hollywood films and buy hotels, a luxury yacht, art works, jewelry and other extravagances. More than $700 million from the fund allegedly landed in Najib’s bank account.
Truckloads of luggage stashed with cash, jewelry and hundreds of expensive designer bags worth a staggering 1.1 billion ringgit ($265 million dollars) were seized from Najib’s and his wife’s home and other properties.
In all, he faces 42 charges of criminal breach of trust, graft, abuse of power and money laundering in the five criminal cases.
His second trial, the biggest and most complex, started in August and is ongoing. Najib faces four counts of abusing his power to receive more than $731 million from 2011 to 2014, and 21 other charges of receiving, using, and transferring illicit funds linked to 1MDB. Dates for the other trials have not been set.
Najib’s lawyers say he is the victim of a conspiracy by rogue bankers including one identified by U.S. investigators as the mastermind behind the 1MDB fiasco. Prosecutors say Najib was the real power behind the fraud in the fund and its local unit.
(MADRID) — Prime Minister Pedro Sánchez’s Socialists won Spain’s national election on Sunday but large gains by the upstart far-right Vox party appear certain to widen the political deadlock in the European Union’s fifth-largest economy.
After a fourth national ballot in as many years and the second in less than seven months, the left-wing Socialists held on as the leading power in the national parliament. With 99.9% of the votes counted, the Socialists captured 120 seats, down three seats from the last election in April and still far from the absolute majority of 176 needed to form a government alone.
The big political shift came as right-wing voters flocked to Vox, which only had broken into Parliament in the spring for the first time. Sunday’s outcome means there will be no immediate end to the stalemate between forces on the right and the left in Spain, suggesting the country could go many more weeks or even months without a new government.
The far-right party led by 43-year-old Santiago Abascal, who speaks of “reconquering” Spain in terms that echo the medieval wars between Christian and Moorish forces, rocketed from 24 to 52 seats. That will make Vox the third leading party in the Congress of Deputies, giving it much more leverage in forming a government and crafting legislation.
The party has vowed to be much tougher on both Catalan separatists and migrants.
Abascal called his party’s success “the greatest political feat seen in Spain.”
“Just 11 months ago, we weren’t even in any regional legislature in Spain. Today we are the third-largest party in Spain and the party that has grown the most in votes and seats,” said Abascal, who promised to battle the “progressive dictatorship.”
Right-wing populist and anti-migrant leaders across Europe celebrated Vox’s strong showing.
Marine Le Pen, who heads France’s National Rally party, congratulated Abascal, saying his impressive work “is already bearing fruit after only a few years.”
In Italy, Matteo Salvini of the right-wing League party tweeted a picture of himself next to Abascal with the words “Congratulations to Vox!” above Spanish and Italian flags. And in the Netherlands, anti-Islam Dutch lawmaker Geert Wilders posted a photograph of himself with Abascal and wrote “FELICIDADES” — Spanish for congratulations — with three thumbs-up emojis.
With Sunday’s outcome, the mainstream conservative Popular Party rebounded from its previous debacle in the April vote to 88 seats from 66, a historic low. The far-left United We Can, which had rejected an offer to help the Socialists form a left-wing government over the summer, lost some ground to get 35 seats.
The night’s undisputed loser was the center-right Citizens party, which collapsed to 10 seats from 57 in April after its leader Albert Rivera refused to help the Socialists form a government and tried to copy some of Vox’s hard-line positions.
Sánchez’s chances of staying in power still hinges on ultimately winning over the United We Can party and several regional parties, a complicated maneuver that he has failed to pull off in recent months.
Sánchez called on opponents to be “responsible” and “generous” by allowing a Socialist-led government to remain in charge.
“We extend this call to all the political parties except for those who self-exclude themselves … and plant the seeds of hate in our democracy,” he added, an apparent allusion to far-right and also possibly to separatist Catalan parties.
United We Can leader Pablo Iglesias extended an offer of support to Sánchez.
“These elections have only served for the right to grow stronger and for Spain to have one of the strongest far-right parties in Europe,” Iglesias said. “The only way to stop the far-right in Spain is to have a stable government.”
Pablo Casado, the leader of the Popular Party, also pledged to work to end months of political instability. He said “the ball was in the court” of Sánchez, though. In recent months his party and Citizens have struck deals with Vox to take over some cities and regional governments.
Bonnie Field, a professor on Global Studies at Bentley University in California, called the political situation a “mess government-wise.”
“Spanish politics are now increasingly complicated and any governing formula is going to require lots of negotiations, and people being open to criticism,” she said.
The Socialists took a hit in the country’s Senate, losing their absolute majority of 133 seats in the upper parliamentary chamber amid the significant conservative inroads.
Julia Giobelina, a 34-year-old web designer from Madrid, was angry at having to vote for the second time this year. But she said she cast her ballot in hopes of stopping Vox.
“They are the new fascism,” Giobelina said. “We citizens need to stand against privatization of health care and other public services.”
Spain returned to democracy in the late 1970s after a near four-decade right-wing dictatorship under the late Gen. Francisco Franco. The country used to take pride in claiming that no far-right group had seats in the national Parliament, unlike the rest of Europe. That changed in the spring, but the Socialists’ April victory was still seen by many as a respite for Europe, where right-wing parties had gained much ground.
Vox relied on its anti-migrant message and attacks on laws that protect women from domestic abuse as well as what it considers leftist ideology disguised as political correctness. Still, it does not advocate a break from the EU in the very pro-EU Spain.
It has nevertheless flourished after recent riots in Catalonia by separatists, capitalizing on Spanish nationalist sentiment stirred up by the country’s worst political conflict in decades. Many right-wingers were also not pleased by the Socialist government’s exhumation of Franco’s remains last month from his gargantuan mausoleum so he could no longer be exalted in a public place.
The debate over Catalonia, meanwhile, promises to fester.
The three Catalan separatist parties won a combined 23 seats on Sunday.
Many Catalans have been angered by the decision last month by Spain’s Supreme Court, which sentenced to prison nine Catalan politicians and activists who led a 2017 drive for the region’s independence. The ruling has triggered massive daily protests in Catalonia that left more than 500 people injured, roughly half of them police officers, and dozens arrested.
(BAGHDAD) — The United Nations’ mission for Iraq on Sunday proposed a roadmap out of the country’s social upheaval, while Amnesty International said Iraq’s crackdown on anti-government protests has descended into a “bloodbath.”
At least 319 protesters have been killed by security forces since the economically driven protests and unrest began last month, according to the latest figures from the Iraqi Human Rights Commission released Sunday.
Iraqi security forces put up concrete barriers in central Baghdad in an effort to hamper and block the movement of protesters. The measures come after security forces last Monday violently cleared demonstrators from three flashpoint bridges in central Baghdad. By the end of the day, six anti-government protesters were killed more than 100 wounded.
The widening security crackdown reflects government intransigence and narrowing options for protesters who have been on the streets of Baghdad and the mainly Shiite south’s cities for weeks. Authorities shut down internet access and blocked social media sites several times amid the demonstrations.
The leaderless protests are targeting Iraq’s entire political class and calling for the overhaul of the sectarian system established after the 2003 U.S.-led invasion. Security forces have used live ammunition, rubber bullets and tear gas in an effort to quell the protests.
On Sunday, the United Nations Assistance Mission for Iraq urged the country’s politicians to chart a way forward and proposed a roadmap, saying time is of essence.
In a statement it laid out a series of short- and longer-term measures to deal with the crisis, including electoral reform and a series of anti-corruption measures. As immediate measures, it called for the release of all peaceful demonstrators detained since Oct. 1, initiating a full investigation of cases of abduction and prosecuting and punishing those responsible for the excessive use of force.
Amnesty International said Iraqi authorities should immediately rein in security forces.
“The government of Iraq has a duty to protect its people’s right to life, as well as to gather and express their views. This bloodbath must stop now, and those responsible for it must be brought to justice,” said Heba Morayef, Amnesty International’s Middle East and North Africa Director.
“All government promises of reforms or investigations ring hollow while security forces continue to shoot and kill protesters,” she said.
The White House issued a statement Sunday night calling for a halt to the violence against the protesters.
“The United States is seriously concerned by continued attacks against protestors, civic activists, and the media, as well as restrictions on Internet access, in Iraq,” said the statement from the press secretary. “Iraqis won’t stand by as the Iranian regime drains their resources and uses armed groups and political allies to stop them from peacefully expressing their views. Despite being targeted with lethal violence and denied access to the Internet, the Iraqi people have made their voices heard, calling for elections and election reforms.”
The U.S. called for “the Iraqi government to halt the violence against protesters and fulfill President (Barham) Salih’s promise to pass electoral reform and hold early elections.”
The protesters’ most immediate demand is for the resignation of Prime Minister Adel Abdul-Mahdi’s government. He’s held the post for just over a year, and is refusing to step down.
On Sunday, security forces closed roads near the Khilani Square with one-meter high concrete barriers, trying to block protesters from reaching Baghdad’s landmark Tahrir Square, the epicenter of the protests, and the Sanak bridge.
At least 19 protesters were wounded when security forces used tear gas to repel them, according to police and hospital sources.
In the southern city of Nasiriyah, security and medical officials said 31 people were injured in confrontations outside the education directorate as security forces tear-gassed protesters trying to block employees from reaching the building in the city center. Among those wounded were two school students, the officials said, speaking on condition of anonymity in line with regulations.
On Saturday, five protesters were shot dead by live ammunition, while the sixth was killed by a direct hit to the head from a tear gas cannister, medical and security forces said.
The protesters were pushed back from the three bridges spanning the Tigris River toward the heavily fortified Green Zone, the seat of government. Protesters have tried to force their way across on an almost daily basis.
The deaths occurred as the protests intensified in the afternoon when demonstrators tried to get back to the bridges. The officials spoke on condition of anonymity in line with regulations.
The demonstrators complain of widespread corruption, lack of job opportunities and poor basic services, including regular power cuts, despite Iraq’s vast oil reserves. They have rejected government proposals for limited economic reforms, and instead called on the country’s political leadership to resign, including Adel Abdul-Mahdi.
“We consider the peaceful protests of our people as among the most important events since 2003,” Abdul-Mahdi said in a statement Saturday that vowed to meet the protesters’ demands for wide-ranging reforms. He added that electoral reforms would be put forward soon along with “an important government reshuffle” in response to the protests against the sectarian system imposed in 2003, though the statement didn’t provide further details.
Abdul-Mahdi reiterated an earlier order forbidding security forces to use excessive violence, such as live rounds, against peaceful protesters in a meeting with President Barham Salah and Parliament Speaker Mohammed Halbousi on Sunday.
At least 60 people were reported injured after violent unrest broke out across Hong Kong Monday morning.
Police fired live bullets as anti-government protesters caused major disruptions to transport networks in a bid to enforce a general strike. At least one man, said to be a 21-year-old student, was wounded by gunfire and is in hospital in critical condition. Police accuse him of attempting to snatch an officer’s weapon.
According to AFP, a second protester may have been hit. Police drew their weapons in at least two other clashes.
In a separate disturbance, a man was reportedly set alight after engaging in a tense argument with a group of youths. Local media said his condition was also critical.
Two petrol bombs were meanwhile thrown into a commuter train as passengers were boarding, the subway operator said. Miraculously, nobody was injured.
Disturbances were reported in several suburbs and on at least three university campuses, with outbreaks of vandalism and arson. Students hurled bricks and petrol bombs at police, who responded with rubber bullets and tear gas.
During the lunch hour, startled office workers ran for cover after police fired teargas at protesters occupying Pedder Street, in the heart of the financial district. The street is one of the city’s most exclusive, home to prestigious offices, top designer boutiques, and the glitzy Landmark shopping mall.
Many office workers were taking part in the protests. A 29-year-old banker named Alex said he didn’t go to work today but came out on the streets to protest instead after he heard the news of the morning’s shooting.
“The government just wants to bring the violence to the next level to make us afraid,” he told TIME. “Even though we are afraid we still have to come out. We still can’t give up.”
But Michael, a 47-year-old company owner, told TIME that the protesters were guilty of “Sheer terrorism—a hundred percent all the hallmarks of terrorism. We’re not telling this to the world, we’re not calling this terrorism, because we’ll lose investors, but it will be all down to zero if we declare this a terrorist state.”
He added: “They [the protesters] have nothing to lose. We have everything.”
Tourists were among those caught up in the unrest. When asked if she would return to the city, a 26-year-old traveler on her first visit to Hong Kong replied “To be honest I don’t think so. It’s dangerous here.”
Subway services were heavily disrupted as protesters threw objects onto the tracks, vandalized facilities, and set fires in stations and train compartments. Several stations were closed.
Protesters also set up roadblocks at several major choke points, bringing traffic to a standstill and forcing bus passengers to disembark and walk. The Cross Harbour Tunnel, the main road artery connecting the Kowloon peninsula to the financial and commercial districts of Hong Kong Island, was blocked. Police said as many as 120 locations were barricaded or obstructed.
At Pamela Youde Nethersole Eastern Hospital, where the protester shot by police remains in intensive care, about two dozen medical staff and black-shirted protesters staged a protest, chanting “Liberate Hong Kong” and “Hongkongers, avenge!”
“The problem Hong Kong is facing right now is uncontrolled police violence,” said a doctor taking part. “This use of live fire on unarmed civilians is unacceptable by international standards,” he told TIME.
“This behavior is absurd and unforgivable,” said a 24-year-old radiographer. “There’s no excuse, [the police officer who opened fire] was trying to kill.”
As night fell, protesters remained at the barricades on major roads, engaging in running battles with police, who deployed tear gas and water cannon.
At an evening press conference, Hong Kong’s embattled leader, Chief Executive Carrie Lam, called a press conference an appealed for calm. She also reiterated the government’s uncompromising stance.
“If there is still any wishful thinking that by escalating violence the [government] will yield to pressure to satisfy so called political demands, I am making this statement loud and clear: that will not happen,” she told media. “Violence will not give any solution to the problems Hong Kong is facing. Out joint priority now is to end the violence and return Hong Kong to normal as soon as possible.”
Monday’s disturbances come after a weekend of vigils and unrest as protesters vented their anger at the death Friday of a 22-year-old student, Alex Chow. Chow had been in a coma for several days after being found with serious head injuries near the site of a confrontation between police and activists.
Hong Kong’s anti-government unrest is now in its fifth month and represents the most serious challenge to Chinese Communist Party in decades. Protesters are demanding greater political freedom and have repudiated Beijing’s sovereignty over the semi-autonomous enclave, which was retroceded to China in 1997 after 156 years as a British colony.
The government denied that it would impose emergency powers in response to Monday’s protests and was also forced to quash rumors that it was planning to impose a daily cash withdrawal limit at banks.
Police said 266 protesters aged 17 to 24 have been arrested over the past week.

LA PAZ, Bolivia — Bolivian President Evo Morales announced his resignation Sunday under mounting pressure from the military and the public after his re-election victory triggered weeks of fraud allegations and deadly protests.
The decision came after a day of fast-moving developments, including an offer from Morales to hold a new election. But the crisis deepened dramatically when the country’s military chief went on national television to call on him to step down.
“I am sending my resignation letter to the Legislative Assembly of Bolivia,” the 60-year-old socialist leader said in a statement.
Morales’ claim to have won a fourth term last month plunged the country into the biggest crisis of his nearly 14 years in power. The unrest left three people dead and over 100 injured in clashes between his supporters and opponents.
Earlier in the day Sunday, the Organization of American States said in a preliminary report that it had found a “heap of observed irregularities” in the Oct. 20 election and that a new vote should be held.
Morale agreed to that. But within hours, military chief Gen. Williams Kaliman made it clear that would not be sufficient.
“After analyzing the situation of internal conflict, we ask the president to resign, allowing peace to be restored and stability to be maintained for the good of our Bolivia,” Kaliman said.
The leadership crisis escalated in the hours leading up to the resignation announcement. Two government ministers in charge of mines and hydrocarbons, the Chamber of Deputies president and three other pro-government legislators announced their resignations. Some said opposition supporters had threatened their families.
In addition, the head of Bolivia’s Supreme Electoral Tribunal stepped down after the OAS findings were released. Also, the attorney general’s office said it will investigate judges on the tribunal for alleged fraud.
Morales in 2996 became the first president from Bolivia’s indigenous population, and he went on to preside over a commodities-fed economic boom in South America’s poorest country. The former leader of a coca growers union, he paved roads, sent Bolivia’s first satellite into space and curbed inflation.
But many who were once excited by his fairy-tale rise have grown wary of his reluctance to leave power.
He ran for a fourth term after refusing to abide by the results of a referendum that upheld term limits for the president. He was able to run because Bolivia’s constitutional court disallowed such limits.
After the Oct. 20 vote, Morales declared himself the outright winner even before official results indicated he obtained just enough support to avoid a runoff with opposition leader and former President Carlos Mesa. A 24-hour lapse in releasing results fueled suspicions of vote-rigging.
The OAS sent a team to conduct what it called a binding audit of the election. Its preliminary recommendations included holding new elections with a new electoral body.
“Mindful of the heap of observed irregularities, it’s not possible to guarantee the integrity of the numbers and give certainty of the results,” the OAS said in a statement.
During the unrest since the election, protesters have torched the headquarters of local electoral tribunal offices and set up roadblocks that paralyzed parts of Bolivia.
Pressure on Morales increased ominously on Saturday when police on guard outside Bolivia’s presidential palace abandoned their posts and police retreated to their barracks in at least three cities.

(TEHRAN, Iran) — Iran has discovered a new oil field in the country’s south with over 50 billion barrels of crude, its president said Sunday, a find that could boost the country’s proven reserves by a third as it struggles to sell energy abroad over U.S. sanctions.
The announcement by Hassan Rouhani comes as Iran faces crushing American sanctions after the U.S. pulled out of its nuclear deal with world powers last year.
Rouhani made the announcement in a speech in the desert city of Yazd. He said the field was located in Iran’s southern Khuzestan province, home to its crucial oil industry.
Some 53 billion barrels would be added to Iran’s proven reserves of roughly 150 billion, he said.
“I am telling the White House that in the days when you sanctioned the sale of Iranian oil and pressured our nation, the country’s dear workers and engineers were able to discover 53 billion barrels of oil in a big field,” Rouhani said.
Oil reserves refer to crude that’s economically feasible to extract. Figures can vary wildly by country due to differing standards, though it remains a yardstick of comparison among oil-producing nations.
Iran currently has the world’s fourth-largest proven deposits of crude oil and the world’s second-largest deposits of natural gas. It shares a massive offshore field in the Persian Gulf with Qatar.
The new oil field could become Iran’s second-largest field after one containing 65 billion barrels in Ahvaz. The field is 2,400 square kilometers (925 square miles), with the deposit some 80 meters (260 feet) deep, Rouhani said.
Since the U.S. withdrew from the 2015 nuclear deal, the other countries involved — Germany, France, Britain, Russia and China — have been struggling to save it. However, they’ve offered no means by which Iran can sell its oil abroad.
Any company or government that buys Iran’s oil faces harsh U.S. sanctions, the threat of which also stopped billions of dollars in business deals and sharply depreciated Iran’s currency, the rial.
Iran has since gone beyond the deal’s stockpile and enrichment limits, as well as started using advanced centrifuges barred by the deal. It also just began injecting uranium gas into centrifuges at an underground facility.
The collapse of the nuclear deal coincided with a tense summer of mysterious attacks on oil tankers and Saudi oil facilities that the U.S. blamed on Iran. Tehran denied the allegation, though it did seize oil tankers and shoot down a U.S. military surveillance drone.
(ROME) — A roadside blast wounded five Italian Special Forces soldiers in northern Iraq on Sunday as they were on a training mission to assist Iraqi troops, Italian military officials said.
The Italian Defense Ministry said three of the wounded were in “grave condition” in the explosion. An Iraqi security official said the bomb exploded next to their vehicle as they were traveling just outside Kirkuk, wounding six Italian soldiers.
The discrepancy in the number of wounded wasn’t immediately explained. The wounded were evacuated by U.S. military helicopters to hospital in Baghdad.
One Italian soldier lost a leg to amputation due to injuries from the bomb and another suffered serious internal injuries, Italian Gen. Nicola Lanza de Cristoforis told state TV.
The defense ministry said the soldiers are part of a special forces team who were carrying out the “mentoring and training” of Iraqi armed forces involved in the fight against Islamic State group.
Iraq declared victory against IS two years ago, but the group continues to stage insurgent-type attacks across the country, particularly in northern Iraq.
Currently, Italy has about 800 regular soldiers and 80 special forces in Iraq.
(MOSCOW) — Police in the Russian city of St. Petersburg plan to interrogate a prominent professor who has been detained on suspicion of killing a female student after he was pulled from a frigid river with a backpack containing severed arms.
Oleg Sokolov, a history professor at St. Petersburg State University who is an expert in French revolutionary military history, was found Saturday in the Moika River with the rucksack. Police later found the body of his student in his apartment, Russian news reports said.
Lawyer Alexander Pochuev said Sokolov has signed a statement of guilt, the Russian media reports said. Sokolov was hospitalized Saturday for hypothermia but was taken to a police station Sunday for questioning.
Reports said Sokolov had been awarded France’s Legion of Honor for his work.

It’s unclear whether Milley’s prediction of keeping 500 to 600 American troops there includes the roughly 200 who are at the al-Tanf garrison in southern Syria.

New Delhi: The government could boost its revenues by more than Rs 55,000 crore if it implements a task force report that calls for a complete rejig of income tax slabs and capital gains tax regime, two persons familiar with the content of the report said."There could be an overall gain in revenues if the recommendations are implemented in full," one of the persons said. The government has begun examining the report of the task force on direct taxes, and it is expected that some its recommendations may find place in the upcoming budget.The report, which is yet to be made public, has suggested a radical shift to taxation approach by suggesting no prosecution or reopening of assessment for people who declare and pay higher income tax for a past period of up to six years with interest and 50 per cent penalty."It has been seen that taxpayers do not pay higher tax for a past period for fear of reopening of assessment and prosecution," said the second person cited earlier. It would give a boost to revenues, the person said.The report has also suggested new income-tax slabs of 10 per cent for people earning up to Rs 10 lakh per year, 20 per cent for those with incomes of over Rs 10 lakh and up to Rs 20 lakh, 30 per cent for incomes of over Rs 20 lakh and up to Rs 2 crore, and 35 per cent for individuals earning more than Rs 2 crore. It has not suggested any change to current income tax exemption limit. 71998098 The current IT rates are 5 per cent plus 4 per cent cess for people earning between Rs 2.5 lakh and Rs 5 lakh, 20 per cent plus 4 per cent cess for incomes of more than Rs 5 lakh up to Rs 10 lakh, and 30 per cent plus 4 per cent cess for those earning over Rs 10 lakh.The task force has suggested removal of surcharge that ranges between 15 per cent to 37 per cent . It has also proposed restricting deductions available to individuals to provident fund, medical and education expenses, housing loan and charity to bring efficiency gains. Currently, individuals can avail a host of deductions in lieu of interest on savings in fixed deposits, equity-linked savings schemes and insurance. The task force has suggested removal of deduction available in lieu of interest and rentals.On the capital gains tax regime, the task force has suggested three categories: equity, non-equity financial assets, and all others including property. Indexation benefits is proposed to be restricted to non-equity financial assets and all other assets categories.Along-term capital gains (LTCG) tax of 10 per cent is proposed for gains on sale of equity assets held for more than 12 months. For equities held for a shorter period, 15 per cent short-term capital gains tax has been proposed.For non-equity financial assets held for over 24 months, a LTCG of 20 per cent with indexation has been proposed for gains on sale. In case of all other assets, a 20 per cent tax with indexation on gains on sale post holding a period of 36 months has been proposed.At present, equities, preference shares, equity-based mutual funds, zero coupon bonds, Unit Trust of India units are considered long-term assets if held for a period of over 12 months. Debt-oriented mutual funds, jewellery held for a period of over 36 months are treated as long-term. Real estate held for over 24 months is treated as a long-term asset.The task force has not suggested discontinuation of securities transaction tax levied on equities. It has suggested changes to taxation of employee stock option plans to incentivise startups.The report has suggested 25 per cent tax for foreign companies and a branch profit tax rate of 15 per cent if these are repatriated. It suggested scrapping of dividend distribution tax, and instead tax dividends in the hands of recipient. It has also suggested widening of presumption taxation to enhance tax base.The report called for public rulings. The task force, with Central Board of Direct Taxes member Akhilesh Ranjan as convenor and chief economic advisor KSubramanian as member, had submitted its report on August 19.
By Anoop Narayanan & Priyanka GuptaThere have been media reports of a security and data breach of the Facebook-owned social messaging platform WhatsApp that, among other things, has affected about 1,400 WhatsApp users worldwide, and more than 100 Indians. These reports also indicate that WhatsApp did not adequately report the security breach to the Indian government.The media has been busy discussing about NSO, the Israeli technology company focusing on cyber intelligence, which has been accused by WhatsApp of helping NSO's clients to break into phones via a spyware. But it would be important to understand certain legal aspects of such a reported breach.A few questions arise. Has WhatsApp violated Indian laws? If yes, what are the applicable laws and what are the violations? And what are the penalties in Indian law for such violations? Further, from a public interest perspective, how do such legal provisions protect the public, and what are the remedies?India's Information Technology (IT) Act, 2000 governs the reporting of data breach incidents, under which the government constituted the Indian Computer Emergency Response Team (CERT-In) as the nodal agency for cybersecurity. CERT-In Rules mandate service providers, intermediaries, data centres and body corporates (handling sensitive personal data) to report all cybersecurity incidents 'as early as possible'.As to the reporting procedure, CERT-In prescribes separate forms for vulnerability and breach reporting. It appears from Cert-In's vulnerability note of May 17, 2019 relating to WhatsApp's reporting that the social messaging platform had reported a buffer overflow vulnerability that a remote attacker could exploit through a decoy WhatsApp call to target user phones and access information on the target systems.The Cert-In report also reflects that the solution to patch the vulnerability was to upgrade to WhatsApp's latest version. Along with that, it provided web links to certain international online articles published a few days prior to the CERT-In report. These reported cases of exploitation of WhatsApp's vulnerability by attackers who had targeted a select number of users using NSO's Pegasus spyware.Although it appears that WhatsApp has, prima facie, complied with its reporting obligations under the Cert-In rules, it is unclear whether the reporting was adequate and prompt. Further, Cert-In rules enable it to seek relevant information from any entity to carry out its functions. From the publicly available documents, it is unclear whether CERT-In had analysed WhatsApp's reporting, ascertained the inadequacy, and demanded additional information, despite rating the vulnerability severity as 'High' in its report.While WhatsApp's compliance issue remains open now, and may be subjected to judicial analysis, one must understand the legal consequences. The law prescribes a penalty of `25,000 for non-reporting of a security incident, which is not even a trifle for large corporates. Further, one-year imprisonment and `100,000 fine is prescribed for not providing information called for by CERT-In. As regards imprisonment, there will be several open issues, specifically for companies operating in India from overseas jurisdictions without any people present in India. Similar issues are discussed in the traceability case before the Supreme Court.Further, from a public interest perspective, it is relevant to understand the key objectives of CERT-In. The purpose of reporting a cyber incident to CERT-In is to address and prevent data breach, and to develop security guidelines to prevent similar incidents in the future. The role of CERT-In and its objectives are critical. But it is unsure if CERT-In is reaching out to the general public other than through its website notifications. Additionally, we have not come across any provision or policy requiring CERT-In to publish public notices alerting citizens about the vulnerabilities or breaches.A larger concern that remains is about people affected by such cyberattacks. In the absence of any statutory provision to notify such persons and assess their loss, the reporting mechanism does not provide any direct benefits or remedies to them. Hopefully, the proposed privacy law containing notification requirements to the data subjects will bring some respite.Millions of people use technology services like WhatsApp. However, it is impossible for the average user to understand cloud technology, never mind anticipate and detect such breaches, or protect themselves by adopting immediate remedial measures against cyberattacks. Considering the vast use of technology for personal, professional and financial transactions, the public must be immediately notified regarding such breaches, irrespective of whether all are personally affected or not.Hopefully, GoI will introduce provisions for public notification of cyber & data security breaches to help citizens stay informed and protected.
By Archit GuptaThe GST Council has proposed that the electronic invoicing (e-invoice) system may be implemented on a voluntary basis from January 2020. Until now, there have been no standards set for e-invoicing in India. After consultation with the relevant trade and industry bodies, as well as the Institute of Chartered Accountants of India (ICAI), the GST Council finally approved of the standard for e-invoicing in its 37th Council meeting held in September, in Goa.E-invoicing in India will be a big move, due to the volume of business transactions undertaken every day, as well as the plethora of different, non-standardised formats used in invoice generation. The main objective is to enable interoperability across the entire GST eco-system i.e. an e-invoice generated by one software should be capable of being read by any other software. Basically, through machine readability, an invoice can be uniformly interpreted.In addition to the above, this new system of e-invoicing aims to make invoice reporting an integral part of a business process and remove the tedious task of invoice-compilation at the end of a return period. Claiming fictitious Input Tax Credit (ITC) by raising fake invoices is also one of the biggest challenges currently faced by tax authorities. The e-invoice system will help to curb the actions of unscrupulous taxpayers and reduce the number of fraud cases as the tax authorities will have access to data in real-time.One of the biggest points of uncertainty doing the rounds was that e-invoices will be generated from the common portal of the tax department. However, in a recent release by the GST Network (GSTN), they have clarified that the adoption of e-invoicing standards will merely impact the standardisation of invoices for easy data access and retrieval, without affecting its physical or printed appearance. To put it simply, taxpayers will continue to use their existing ERP systems to generate their invoices just as they have done before, however, with the new standard being adopted by the particular software in place, data sharing and readability now becomes easier. The GSTN has also announced that they will provide accounting and billing software options free of cost to small taxpayers. This is a welcome move to those businesses which currently do not use any accounting software, and it paves the way for a completely online and electronic GST ecosystem in the future.The second important part of the implementation of e-invoicing is the reporting of these invoices, which have been generated as per the standard, to a central system called the Invoice Registration Portal (IRP). The IRP will generate a unique Invoice Reference Number (IRN), followed by the digital signing of the invoice and the generation of a QR code. The QR code will contain the vital parameters of the invoice and gets sent back to the original taxpayer who generated the invoice.In theory, the process may seem a bit complicated. However, the objective of this part of the process is to pre-populate data in the relevant GST returns and reduce the reconciliation process. In fact, there are currently over 60 countries which have adopted this method of invoice generation and population, and India could be one such country soon to be added to the list.There are certain concerns the industry still has about the implementation of e-invoicing in India. One of them being the time limit that businesses will have to generate these invoices. Another is whether the invoices will have an expiry date. It would also be helpful if the government clarified if a business would be exempted from raising e-invoices under special circumstances. All these concerns should be addressed before the system gets implemented to avoid unnecessary doubts and difficulties for taxpayers.In order to make way for the successful implementation of e-invoicing, there are certain factors that the government will need to consider. One of them being the reporting of B2C invoices. E-invoicing will apply only to B2B invoices, though the maximum amount of fraud and tax evasion takes place through B2C sales, as no ITC is involved. An essential goal for such a system must also be to plug this loophole and lay down a mechanism so that customers are able to report non-compliant invoicing which can then help curb tax evasion at its source.A second and equally major point to consider would be that the network must come with minimal glitches, as downtime and failure impact compliance negatively. The capacity for the upload of e-invoices is based on the GSTR-1 data submitted over the last two years, as per the release. Hence, if the GSTN is prepared with the numbers, it should also be prepared with up-to-date robust technological systems, with the necessary back-end infrastructure and customer support in place.Similar to the new return system, a trial version for e-invoicing will help put things in place. This will give taxpayers and professionals a real-time working experience, and any issues arising during the trial run can be resolved before a full-fledged implementation. Currently, this system will be launched on a voluntary basis from the 1st of January, 2020. This could be for taxpayers above a certain turnover, or invoices above a certain value, which is yet to be notified.The e-invoicing system has the potential to turn the Indian economy into a digital & transparent system and must be well thought through keeping the above situations in mind.(Archit Gupta is Founder and CEO - ClearTax.)
MUMBAI: For the first time, De Beers — once known for its formidable clout — is changing a quaint practice that marked the secretive world of diamonds. In a major shift, the 131-year-old De Beers is letting diamond houses return some of the rough stones sold by the group. It's a sign, traders say, of a slow market and a probable decline in De Beers' control over the supply of roughs.For decades, representatives of chosen diamond houses assembled in a room, and each was given a box of diamonds — a mix of good and lesser quality rough stones. The buyers, called 'sightholders', took the box without a word — accepting whatever stones De Beers offered. The ritual, which took place in London, later moved to Botswana after the family that controlled the group sold a chunk of its stake.According to industry circles, De Beers has recently allowed sightholders to return around a fifth or more of what they purchased across certain categories at its 'sight' (as the ritual is called), besides cutting prices of the roughs by 5% on average, to support them amid a crisis in India's midstream, or diamond polishing, industry.India is the global hub for cutting and polishing roughs, with an estimated 9 out of 10 diamonds processed by the country being polished in Surat, and to a much lesser extent in Mumbai.72000123 Buyers allowed to return up to 20% of stonesThanks to this over concentration, the industry has been grappling with an oversupply of polished inventory and tight liquidity conditions that have plagued other sectors as well, including auto and realty."Traditionally, the rejection rate has been 10% and that too in very select category of roughs. This month, sightholders had the flexibility to return around 20% of the stones across more categories," said Anoop Mehta, director of Mohit Diamonds, one of over 30 Indian sightholders.Another sightholder said rough prices this month were reduced on average by 5%, in addition to the higher rejection rate permitted. In the October cycle, the rejection rate was 30%, he said.Sightholders cannot reject the entire box. However, they were given the flexibility to defer the purchase of the full box by a few months.De Beers sells rough diamonds through 10 events ('sights') annually in Botswana where its 80-odd sightholders are given a box containing diamonds filled in plastic bags. In each of the past three sales cycles, culminating in the one on October 2, De Beers made less than $300 million — which Bloomberg termed as being unprecedented citing data going back to 2016. This is being attributed to the financial stress and oversupply in India's midstream industry.While De Beers did not comment on the reduction in prices or rejection rate cited by the diamantaires, a company official said the group had "provided (its) sightholder customers with a range of flexibility options to support them during a challenging period for rough diamond buyers".The official added that the flexibility was "not in relation to a slowdown in consumer demand for diamond jewellery, but rather some challenges specific to the industry's midstream including high levels of wholesale diamond inventories and tightness in midstream liquidity".Exports of cut diamonds downReflecting the stress in the system, India's exports of cut and polished diamonds dipped by 14% to a provisional 13.9 million carats in the first half of FY19 from 16.1 million carats in the same period of FY18, according to the commerce ministry-sponsored Gem and Jewellery Export Promotion Council (GJEPC). In value terms, exports in April-September 2019 shrank 19% from a year ago.Given the acute stress in the midstream industry over the past year, sightholders such as publicly listed AsianStar said De Beers' move to allow return of stones was "welcome". "There has been a slowdown globally owing to the US-China trade war, weak economic growth in the Euro zone, closure of Hong Kong and slower growth back home," said Vipul Shah, MD of AsianStar. "Given the multiplicity of these adverse factors, the move by De Beers is welcome."From a monopolistic control of the market until the 1980s, De Beers' hold has loosened with the discovery of new mines in Russia, Australia and Canada. Russia's Alrosa is the world's largest miner by caratage. In 2018, Alrosa mined 36.7 million carats as compared to 35.3 million carats by De Beers and 18.4 million carats by Rio Tinto.Pranay Narvekar, partner at gems and jewellery consulting firm Pharos Beam, estimates global output of roughs at 140-145 million carats this year, down from 148.4 million carats in 2018, owing to reduced production by De Beers.
NEW DELHI: The Ministry of Environment has granted clearance to the Indian Oil Corporation Ltd (IOCL) to set up a Rs 766-crore 2G ethanol plant in Haryana's Panipat district.Making the announcement through a tweet on Sunday, Union Environment Minister Prakash Javadekar said, "Happy to inform that Environment Clearance is given to IOCL to set up new 2G Ethanol plant in Panipat."He also said that the project would help in achieving the goal of doubling farmers' income."This project not only promotes use of environment friendly fuel but also aids in fulfilment of government's goal of doubling farmers' income," he tweeted.The IOCL had submitted a proposal seeking environment clearance for its proposed 100 KLPD Ligno-Cellulosic 2G ethanol plant at Baholi in Panipat district of Haryana.The estimated investment in setting up the plant is Rs 766 crore.Ethanol produced will be used for blending in transportation fuel, an official source said.Recently, the central government had notified that no environmental clearance would be required by sugar mills to produce additional ethanol from sugarcane juice.
NEW DELHI: Traders' body CAIT on Sunday demanded a high-level enquiry by the Centre to probe the "unholy nexus" of e-commerce firms, companies owning brands and banks for causing price distortion in the country's e-commerce market. Praveen Khandelwal, Secretary General of the Confederation of All India Traders (CAIT) also urged Prime Minister Narendra Modi to constitute a Group of Ministers (GoM) to look into the alleged distortions, both in the e-commerce and brick & mortar format of retail. Union Minister Piyush Goyal had earlier this week said that the government was looking into alleged predatory pricing by Walmart-owned Flipkart and Amazon. In a statement, CAIT claimed that not only e-commerce firms like Amazon and Flipkart, but a large number of companies owning brands, particularly in mobile, FMCG, electronics, electrical appliances, footwear, garments and other sectors, and various banks are also responsible for distortion in prices of different products on online portals. "It is apparent that these brand owning companies are also exploiting the offline market, being hand in glove with e-commerce companies having separate price policy for both online and offline market, which is a clear violation of the Competition Act," the traders' body said. It also criticised the banks giving cash back and various types of discounts for purchasing goods from e-commerce portals by making payments through their respective credit/debit cards. CAIT said the "vicious nexus" of brands, banks and other service providers was creating distortion in the e-commerce market and creating an uneven playing field which runs contrary to both the FDI policy and the Competition Act. Khandelwal said CAIT representatives will soon meet Commerce Minister Goyal, Finance Minister Nirmala Sitharaman and RBI Governor Shaktikanta Das on this subject and demand justice. The traders' body said it will also seek an appointment with the prime minister to apprise him of the "unholy nexus" and seek remedial measures.
New Delhi: Overseas investors remained net buyers in the domestic capital markets with an investment of over Rs 12,000 crore in the first week of November as market sentiments improved following economic reforms by the government.The latest depositories data showed that foreign portfolio investors (FPI) infused a net Rs 6,433.8 crore in equities and Rs 5,673.87 crore in debt segment between November 1-9.This took the total net investment in the domestic markets (both equity and debt) to Rs 12,107.67 crore.The latest inflows come after two consecutive months of foreign investments. In October, FPIs invested a net Rs 16,464.6 crore while in September they had put in Rs 6,557.8 crore.However, Umesh Mehta, head of research at Samco Securities termed the FPI purchases "half-hearted" saying that they invested "an average of Rs 550 crore per day this week which is nothing compared to their aggressive past purchases which tally around Rs 1,500-2,000 crore per day.""It seems that FPIs are feeling left out and have joined the herd; clearly visible through their halfhearted purchases in Indian markets. FPIs are currently nibbling a few shares just to maintain their asset allocation weights in the portfolio towards Indian equities," Mehta said.Himanshu Srivastava, senior analyst manager research at Morningstar Investment Adviser India said, mainly the domestic factor led to the foreign inflows."Measures announced by the government to boost domestic economy and foreign investment like abolishing super-rich surcharge, cutting corporate tax and recapitalisation of banks has started to pay dividends. Besides, stock markets touching new all-time highs and better than expected earnings growth would have also encouraged investors," he added.
The Indian credit sector is not headed toward any form of blow-up as Cassandras would like us to believe, said Romesh Sobti, MD of IndusInd Bank. In an interview with Saloni Shukla, he also spoke in detail on his 2020 superannuation and said that he did not expect an extension beyond the age of 70 from the RBI, which is why his successor — an internal candidate at the bank — will have a parallel run with him for at least 3-4 months. Edited excerpts:With non-banks exiting the space they had taken over, are banks taking back the share? In the last 5-7 years, NBFCs were offering almost all services that banks traditionally were doing; we all know that it led to liquidity mismatches. Now, we are seeing that there is a clear differentiation between retail and wholesale NBFCs. One SBI report says retail NBFCs have managed ?2.36 lakh crore worth of securitisation; that's massive liquidity. About $9 billion dollars of ECBs and bonds have been raised by them; these are staggering numbers. So, the shift is happening. Retail NBFCs will continue to grow and compete with banks but their returns may reduce because the cost of funds is going up. I think the whole concept of co-origination will take off now. On the wholesale side, we are clearly seeing mitigation in the competition.What is your view on larger non-bank lenders turning into banks if the RBI were to allow it? I don't foresee NBFCs readily converting into banks. We saw of a recent case which didn't go through due to whatever reasons, but the retail NBFCs have created their niche and the wholesale space could be mitigated through merger with banks. I see a lot of inter-mingling. Several years ago, we wanted to set up an MFI; we were told it's a separate space, and now we own an MFI. All said and done, the NBFC sector will not fade away. But how they approach growth may differ. Valuation-linked growth will no longer be the norm; now it is bottom-line linked. Liquidity norms of banks are gradually being applied to non-banks.The worry in the NBFC sector is that there are a few time-bombs waiting to explode. What can the govt and the regulatory authorities do?If I look at only the RBI actions, there have been nine policy actions to facilitate credit and liquidity to this sector. The issue now is risk averseness, which is directly linked to resolutions. If recoveries start flowing from IL&FS and in the new calendar year we expect that to happen, things will start to look up. If the share sale of the media company happens, if the real estate company we have now started talking about gets over its cash flow issues ... once these bumps are smoothened out, it will be better. In the case of the housing finance company, we were hoping to find a resolution, but it is embroiled in other complicated issues now. But the biggest account which cast a shadow was IL&FS and if a few thousand crores start flowing in from that you will see a clear toning down in the risk averseness. We have seen the RBI take a tough stance that they are monitoring the top 50 NBFCs and time and again they have said they don't see systemic issues.The government has also taken steps for the housing sector. We know it's more beneficial to lend but we are watching for resolutions to happen.When will the fresh recognition of stress stop and resolution start ?This is the long and dark shadow of IL&FS. If we resolve that part of the shadow, only then will this stop. Every time a new name pops up, we have to see the extent of the residual loss the banking industry took on them. The banking industry is facing issues with a media company, a diversified NBFC, a housing finance company ... one has to see the residual loss left in these cases.The other issue is that a few years ago, the exposures were small but now they have swelled. Suddenly you realise one troubled NBFC has ?1.2 lakh crore of loan book ... that is why I keep harping on resolutions. End of the day it's not the NPA but the credit costs that hit your P&L; once that's sorted, it will be business as usual.We have seen a slowdown in banking system credit. The festive season also didn't move the needle. What lies ahead?In our book we saw retail and vehicle credit grow normally. In the microfinance book the growth is back as the issue with floods has played out. On the corporate side, the growth was muted due to recoveries and repayments in a few accounts. While we may be a bellwether on credit growth because our book is small, overall we should see growth over 20%.PSU lending is happening, collections in MFI have gone to the preflood levels; in the vehicle sector we are growing because of the market share shifts but the sector is not growing; non-vehicle retail is also being talked about a lot.In unsecured portions, the CIBIL data do not show stress emerging in that segment. So, although there have been Cassandras that believe something is wrong, in my mind we are not headed for any form of blow-up in the credit sector.It boils down to corporates. Hopefully, it will be better growth as compared to Q2. It's a mixed bag but we don't see uniform momentum upwards.Is the auto sector finally looking up?The festive season has surprisingly done well as the passenger vehicle data showed. Maruti, for instance, showed very good numbers. So, for me the message is the consumer is willing to buy at a price.The board has chosen a successor and the name has been sent to RBI for approval…We have been occupied with succession planning for years. There have been no assumptions on extensions. As an organization, we didn't have plan A. It was always this plan.Are you disappointed that you didn't get an extension?No. I never expected it. At 65 when the rules came in, there was no RBI policy on the CEO's age. So, it became slightly discretionary. But when the rules came in, it was made a defined policy. The board has remained focused; two years ago they had sought to know who are the potential successors. And it's not only the CEO; over the last 12 years, we have created a solid bench strength and we are leveraging that now. We are finding people from within to lead us; that's part of the succession play in an organisation.Has that started happening here?Yes, it has been happening for a while now but its subtle and non-obtrusive. You give the potential candidate a wider role and the organisation starts sensing that. The parallel run would be for 3-4 months, not for 12-18 months.What is sacrosanct about age of 70?What is sacrosanct is what the regulator says. The Companies Act also lays down 70 but has a proviso that you could go beyond 70 if the shareholders approve. If the regulator lays down a policy, it's a rule. Period. You don't contest these sorts of things. I have conveyed it is my job to give you a good successor and do a smooth handover, and that is what we will do.
