As late as 7 p.m., military and diplomatic officials were expecting a strike, after intense discussions and debate at the White House among the president's top national security officials and congressional leaders, according to multiple senior administration officials involved in or briefed on the deliberations.
Officials said the president had initially approved attacks on a handful of Iranian targets, like radar and missile batteries.
The operation was underway in its early stages when it was called off, a senior administration official said. Planes were in the air and ships were in position, but no missiles had been fired when word came to stand down, the official said.

Gallagher has been charged with murdering the young ISIS militant by stabbing him multiple times in the neck and side but he denies it and claim she is being set up.

The U.S. Navy RQ-4A Global Hawk, an unmanned aircraft with a wingspan larger than a Boeing 737 jetliner, was brought down by an Iranian Islamic Revolutionary Guard Corps surface-to-air missile that was fired from near Goruk, Iran on Wednesday night, according to Lt. Gen. Joseph Guastella, head of U.S. Air Forces Central Command.
"This was an unprovoked attack on a U.S. surveillance asset that had not violated Iranian airspace at any time during its mission," Guastella said. "This attack is an attempt to disrupt our ability to monitor the area following recent threats to international shipping and free flow of commerce."

The Korean Central News Agency said the leaders reached “shared understanding” on the issues they discussed but the report did not give any specifics on the stalled nuclear negotiations between Washington and Pyongyang over disagreements in exchanging sanctions relief and disarmament.
“The supreme leaders …. broadly exchanged their opinions on the political situation of the Korean Peninsula and other serious international and regional issues,” the KCNA said. They assessed that deepening their relationship was in line with the “mutual interest of the two countries in face of serious and complicated changes in the environment and would be favorable for the region’s peace, stability and development.”
Chinese state media earlier reported that Kim told Xi he is waiting for a desired response from Washington and the U.S. should meet North Korea halfway to “explore resolution plans that accommodate each other’s reasonable concerns.”
Xi said his government is willing to play a constructive role in the denuclearization of the Korean Peninsula. “The international community expects the U.S. and North Korea to continue to talk and achieve results,” he said, according to Chinese state broadcaster CCTV.
Xi and Kim attended a dinner reception and a mass games performance later Thursday, the reports said. Xi later Friday concludes the first visit to North Korea by a Chinese president in 14 years.
He is expected to meet with President Donald Trump next week in Japan and could pass him a message from Kim about the nuclear negotiations.
Xi’s two-day state visit to North Korea, announced just three days ago, began with the synchronized pomp of all major events in the country.

(TBILISI, Georgia) — Riot police fired rubber bullets and tear gas and unleashed water cannons early Friday to drive thousands of protesters away from Georgia’s parliament building and off the capital’s main avenue. As dawn broke, police appeared to be in full control of the city center after a night of clashes that injured scores.
The unrest began when thousands of demonstrators calling for the government to resign tried to storm the parliament.
Nearly 70 people — 39 police and 30 civilians — were treated in hospitals for injuries in the night of clashes, said David Sergeenko, an adviser to the prime minister. But the Rustavi-2 television station reported 100 injured demonstrators had been counted at one hospital.
After demonstrators were pushed away from the parliament, police tried to drive them away along Tbilisi’s main avenue. But demonstrators resisted for hours and police launched barrages of tear gas.
Many of the demonstrators tried to fend off the tear gas with surgical masks or by holding clothing to their mouths. Some brandished shields that apparently had been taken from police.
By 5 a.m. (0100 GMT), protesters appeared to be fully dispersed and phalanxes of police accompanied by armored vehicles strode down the avenue.
The unrest was sparked by the appearance Thursday of Russian legislator Sergei Gavrilov in the building as part of an assembly of legislators from Orthodox Christian countries.

Georgia and Russia broke diplomatic relations after the war and although steps have been made to restore normal relations, animosity toward Russia is strong and many Georgians resent any sort of official visit by Russians.
The visit of the Russian delegation of the Orthodox assembly already had prompted complaints, but the anger turned into a street protest after Gavrilov sat in the chair of the Georgian parliament speaker during a session of the assembly.
“We asked the government not to allow this guy to come here, but they have allowed — not only allowed to cross the Georgian border, but to sit in the chair of the president of the Parliament. So, this was the biggest humiliation of the nation and that’s why this big crowd came despite these bullets and tear gas people are here and still fighting,” said Gigi Ugulava, a top figure in the opposition European Georgia party.

Angry protesters once again occupied the political heart of Hong Kong Friday morning—forcing the hurried evacuation of government offices—after the embattled administration of Chief Executive Carrie Lam refused to meet an ultimatum for her resignation and the withdrawal of a divisive extradition bill.
Chanting a Christian hymn that has become the anthem of Hong Kong’s freedom movement, thousands of black-clad demonstrators began streaming into the forecourt of the Legislative Council from early morning. They demanded the unconditional release of all protesters arrested to date and an investigation into the police handling of the demonstrations that have rocked the semi-autonomous enclave for the past 10 days.
Shortly after 11: 00 a.m., large crowds of protesters chanting “Withdraw [the bill]!” erected barricades on Harcourt Road—a key thoroughfare in front of the government headquarters that was the center of the Umbrella Revolution, the 79-day street occupation of 2014. A banner hung across the road read “This Is Hong Kong Not China.”
Urged by recently freed activist Joshua Wong, crowds then marched on Police Headquarters at Arsenal Street, just under a kilometer away. They began taunting police and chanting for the release of prisoners. Officers retreated behind metal gates as demonstrators completely surrounded the building and dragged barriers across Hennessy Road and a part of Queensway, both vital arteries.
Protesters are furious with the police over what Amnesty International described in a statement Friday as “unlawful use of force by police against peaceful protesters” during a protest on June 12 at which scores were injured. Amnesty said the evidence against the Hong Kong police was “irrefutable.”
On Friday, demonstrators plastered Police Headquarters with a sign reading “Fight to the bitter end” and photographs purported to be of people injured by police at the earlier demonstration. Barricades were erected to prevent officers from leaving the building.
Addressing the crowd through a microphone, Wong urged protesters to lay siege and said “[Police Commissioner] Stephen Lo has to come down and face Hongkongers.” He told TIME at the scene: “It’s time for the police to apologize.”
In an emotional speech that followed, democratic lawmaker Hui Chi-fung addressed protesters saying: “We’ve never had so many people surround [police] HQ. So, all the police officers here, look around at all these angry young people, those who are telling the truth. I ask you to come out immediately to face them.”
The swelling crowds appeared set for a long blockade. Wilson Chan, 25, said he would stay at Police Headquarters through the night if necessary. “If officers start firing tear gas or attacking in any way, I’ll stay behind to help others.”
A section of the crowd almost forced an entry into the building when a gate jammed, but police were able to close it after what one witness described as a “dangerous situation.”
Protesters then threw up barricades on Gloucester Road, a major east-west highway, and staged sit-ins in the headquarters of Hong Kong’s taxation and immigration departments, barricading themselves in the latter. People were prevented from reaching the neighboring Wanchai Law Courts. Police were conspicuously absent.
“Hong Kong people aren’t protesters by nature. We enjoy having nice meals and playing computer games,” Michael, a 25-year-old medical doctor at Immigration Tower told TIME. “I’d rather stay home and play computer games or listen to music, but we have no choice.”
Workers were prevented from returning to their offices after lunch and were instead called on to join the protest. Civil servants already in the buildings began evacuating as protesters politely apologized for causing them inconvenience and held signs to guide them through the crowd. One protester held up a sign that read “I know this is hard for everyone. But we’ll get through this together.”
The Secretary for the Civil Service, Joshua Law, said that contingency plans were being put in place to enable civil servants to work elsewhere. Hong Kong’s Secretary for Justice, Teresa Cheng, meanwhile apologized for the extradition bill Friday morning, saying that the government had “learned a hard lesson.”
Just after 12:00 noon, police Senior Superintendent Yolanda Yu called on the crowds to peacefully end their blockade of Police Headquarters. Law enforcement officers said that the siege was delaying responses to emergency calls. However, a police attempt to negotiate with protesters was drowned out by angry chants and abandoned.
Karmen, a 20-year-old student, said she did not think the government would withdraw the extradition bill, but nevertheless “even when you know what the result will be, you still have to show up to show unity. You struggle to survive before you die.”
Student unions and other groups have been calling on Hongkongers to commit acts of “civil disobedience” in a movement that has widened from a protest against a divisive law into a rebellion for greater political freedom. It has also become a deepening embarrassment for Beijing. Many protesters wave the Union Jack, or the colonial Hong Kong flag, as a repudiation of Chinese sovereignty. One protester on Friday carried a banner reading “Return Hong Kong to Us.”
“This is a long-term war and we need to be strategizing next steps,” said Jeff, a 24-year-old protester outside the legislature.
Writing Thursday in British newspaper the Independent, Wong and fellow campaigner Alex Chow suggested that the movement’s aims were no longer even confined to Hong Kong.
“Our long-term hopes rely on whether we can pressurize the CCP [Chinese Communist Party] to devolve its power to the people and implement genuine electoral democracy at various administrative and community levels,” they said. “We must remember that a democratic Hong Kong could lead to a more democratic China.”
Many in Taiwan likewise hope for a freer China and have been staging rallies in support of the Hong Kong demonstrations. As protesters gathered in Hong Kong Friday, a man with a microphone read aloud an anonymous message of support, sent from the island that Beijing regards as a renegade province: “Please don’t give up on what you are fighting to protect. You have awakened so many people who were asleep.”
On Friday, dissident Chinese artist Ai Weiwei released a video throwing his support behind the protesters and characterizing Hong Kong’s freedom struggle as being between “a disciplined and civilized world” and “an irrational society with no principles.”
The latest protests follow days of unrest. On June 9, huge numbers of people—more than a million, according to organizers—marched to protest the bill, which would, for the first time, have allowed the extradition of fugitives to mainland China. The government says the bill is necessary to prevent Hong Kong from becoming a haven for criminals, but critics fear that Beijing will use it to detain political opponents and silence its many detractors in the enclave.
On June 12, protests around the legislature turned violent, forcing the body, which is dominated by pro-Beijing lawmakers, to shelve a debate on the bill. More than 80 were injured in clashes with police, who used tear gas and rubber bullets to clear the streets.
Lam then announced that the legislation would be postponed, but this did not pacify Hongkongers, who turned out in even greater numbers on June 16 to call for the bill’s complete withdrawal and Lam’s ouster. The march, which organizers claim was two million strong, saw the young and the elderly, political activists and business figures, religious groups and families, all take to the streets in an unprecedented show of unity.
The marches forced a public apology from Lam for the extradition debacle, but it was criticized for being belated and insufficient. Protesters are now expected to step up their actions in the run up to the July 1 anniversary of the city’s return to Chinese sovereignty. One woman told TIME Friday that demonstrators needed to be “less passive and reliant on waiting for the government’s move.”
Speaking earlier in an exclusive interview with TIME, Wong said the battle was far from over. “The Hong Kong government and Beijing have turned a whole generation of students from citizens to dissidents,” he said. “I think President Xi might be really angry at how Carrie Lam generated more than a million dissidents that live in and love this place.”

The first Dominican-American to serve in Congress says there’s no reason to fear visiting the Dominican Republic, but he’s planning to visit the Caribbean nation next month to get answers following the deaths of nine American tourists this year.
“First of all, I’m concerned about the deaths,” Rep. Adriano Espaillat, a Democrat from New York, tells TIME. “I will look into them and I’m sure the U.S. authorities, including the FBI and the Dominican authorities, are looking into the causes of them. I will fight for that to happen, for them to get to the bottom of it.”
Espaillat made the announcement on Wednesday, saying he plans to speak to tourism and government officials to learn the latest details on the headline-making deaths––many of which came after travelers reportedly fell suddenly ill.

A New Jersey man who died earlier this month in his Terra Linda Sosua hotel room raised the death toll to nine, and the news has spooked some travelers who fear it is an unsafe destination.
Espaillat says he wants to prioritize getting answers for the families of the victims during the visit.
He also notes that statistics have shown the country is a safer destination than many other vacation spots in the region. According to the State Department, there has been no evidence of foul play and no sign that the deaths are connected.
Last year, 13 U.S. citizens died while traveling to the Dominican Republic. The number was 17 in 2017. More than 2.7 million U.S. tourists visited the island in 2017, making the island the fourth most popular travel destination for Americans.
Citing InSight Crime’s 2018 Homicide Round-Up, Espaillat compared the Dominican Republic’s homicide rate to other countries in Latin America and the Caribbean. Statistics show that the Dominican Republic recorded 10.4 homicides per 100,000 people––compared to 81.4 in Venezuela, 25 in Mexico and 11.7 in Costa Rica. He also says the Dominican Republic recently installed a 911 emergency response system that the U.S. helped develop.
Even so, Espaillat says all that “doesn’t mean that I’m not concerned.”
“I’m concerned about any death and my condolences go out to the families,” he says. “I will do everything possible to ensure that the FBI looks at what happened, but you know I’m going as a tourist, and my message is not only am I going to celebrate July 4th but also to do as I’ve always done every year, and that is visiting the Dominican Republic.”
Following his work-related trip, the congressman says he will be taking a personal vacation to Punta Cana, the location where several U.S. tourists have died.
“I’m going as a tourist as, I’ve always done,” he adds.
He says the bad publicity may drive some people away, but he knows of many others who are determined to return.
“I’m sure some people will not go back, but I’ve also seen reactions of people who are saying ‘Wow, I love the country, I’ve been going there for years with my family, they treat me so good, I’m going back,'” he says. “My heart goes out to the families who have lost their loved ones, and as a member of Congress, I will do everything I can [so] that authorities get to the bottom of what happened and that there is an answer for them. I think that the families deserve to hear that.”
President Donald Trump downplayed the likelihood of U.S. military action against Iran after a military drone was shot down Thursday during a reconnaissance mission in the Middle East, the latest test of an escalating conflict that the President is seeking to avoid.
Speaking at the White House, Trump suggested the shoot-down of the $100 million high-flying U.S. drone could have been an accident carried out by a “general” acting “loose and stupid.”
“I find it hard to believe it was intentional,” he said, adding that the downing of the military aircraft was “a new fly in the ointment” in his Administration’s dealings with Iran. He did not indicate how the U.S. would respond.
The President hasn’t been shy about saying he doesn’t want to get involved in additional military entanglements overseas, often issuing interpretations of Iranian actions that are more measured than those of his advisers. In an interview with TIME on Monday, Trump called Iran’s alleged attacks on oil tankers in the region “very minor,” striking a notably different tone than the Pentagon.
But his Administration has been on a collision course with Iran since the U.S. withdrew from the landmark nuclear deal a year ago. The shoot-down Thursday represented the most serious clash yet. Whether or not Trump wants to admit it, the U.S. and Iran are already locked in a low-grade conflict that could evolve into a wider war, either by miscalculation or deliberate action.
Trump’s remarks appear to be an attempt to lower the tensions, seizing on an assessment by some U.S. intelligence analysts that an Islamic Revolutionary Guards Corps (IRGC) commander might have launched the attack without authorization from the government. The IRGC is an Iranian military entity with a separate line of command that runs through Supreme Leader Ayatollah Ali Khamenei rather than President Hassan Rouhani, who oversees the country’s military.
The Iranian government celebrated the shoot-down on Thursday, however, indicating it was highly unlikely to have been a mistake or the work of a rogue actor.
“The downing of the U.S. drone had an explicit, decisive and clear message that defenders of the Islamic Iran’s borders will show decisive and knockout reactions to aggression against this territory by any alien,” said Hossein Salami, an IRGC commander, according to Iran’s semiofficial Tasnim news agency. “Borders are our redline, and any enemy violating these borders will not go back.”
Iranian Foreign Minister Javad Zarif issued a slightly more measured sentiment on Twitter. “The US wages #EconomicTerrorism on Iran, has conducted covert action against us & now encroaches on our territory,” he said. “We don’t seek war, but will zealously defend our skies, land & waters. We’ll take this new aggression to #UN & show that the US is lying about international waters.”
The U.S. military, in turn, released grainy video and a map that it said was proof the drone was over international waters and never got closer to Iran than 21 miles.
Lt. Gen. Joseph Guastella, commander of U.S. air forces in the Middle East, said in a statement that the drone was flying over the Gulf of Oman and the Strait of Hormuz on a surveillance mission in international airspace when it was shot down by a surface-to-air missile fired from an installation near Goruk, Iran.
“This was an unprovoked attack on a U.S. surveillance asset that had not violated Iranian airspace at any time during its mission,” he said. “This dangerous and escalatory attack was irresponsible and occurred in the vicinity of established air corridors between Dubai, UAE, and Muscat, Oman, possibly endangering innocent civilians.”
The drone that was shot down was a U.S. Navy RQ-4, a high-end reconnaissance plane that flies for 30 hours at a time 10 miles above the earth. It is unarmed, but packed with the military’s most advanced cameras and sensor equipment.
“It’s hard to know what the Iranian strategy is here, not just because it’s opaque, but because there may not be one coherent strategy that the IRGC and Rouhani’s government share,” said one U.S. official on Thursday, who spoke on the condition of anonymity and without authorization to speak to the news media. “There appear to be different elements that may or may not fit together. One is pushing the envelope to see where the American limit is.”
The Trump Administration’s approach to Iran has been disjointed in its own right. Secretary of State Mike Pompeo and National Security Adviser John Bolton have argued for a more aggressive response. Some officials in the intelligence community, the military and the State Department have also warned that a military response could easily spin out of control.
The U.S. official, along with a second intelligence official who also requested anonymity to speak without authorization, said Iran, and especially its civilian leaders, are trying to use the Trump Administration’s threats of military action to isolate the U.S. from its allies, who have been seeking ways to continue doing business with Iran despite Washington’s campaign to exert economic pressure on the Islamic Republic.
Pounded by U.S. sanctions, Iran’s oil exports have plunged from their peak of 2.5 million barrels per day peak in April 2018 down to 500,000 barrels, a historic low. And the Trump Administration continues to turn the global financial system into a weapon against Tehran. The policy has triggered an exodus of corporations and financial institutions that would rather abandon their investments in Iran than risk U.S. Treasury Department sanctions.
However, rather than forcing Iran to renegotiate the 2015 six-nation Joint Comprehensive Plan of Action to curb Iran’s nuclear weapons program, which the Trump administration has abandoned, “Washington’s maximum pressure” campaign has prompted a string of bellicose behavior from Iran and its allies.
Iranian-backed militias have been accused of launching a series of attacks against U.S. and allies’ facilities in Iraq, Saudi Arabia, Yemen and the Gulf of Oman. Meanwhile, Tehran announced an escalation of its nuclear program, saying that by next week it will breach the limit on its stockpile of enriched uranium that was set under the nuclear deal.
The drone shoot-down came just days after the U.S. military blamed Iran for firing at—and missing—another drone flying over international waters. The U.S. also has accused the Iranian government of being behind six attacks on oil tankers in the Gulf of Oman over the past six weeks and launching rockets at several U.S.-linked facilities.
The uncertainty about who ordered the attack on the drone and why only makes a volatile situation more dangerous. While the U.S. and Iran both have said publicly that they don’t want war, both nations have taken steps toward — rather than away from — an escalating confrontation.
Earlier this week, the Pentagon announced 1,000 additional troops will be deployed to the Middle East for security and intelligence gathering. A squadron of 12 jet fighters, several spy planes, Patriot missile batteries, a B-52 bomber task force, the USS Abraham Lincoln aircraft carrier strike group and other military assets have already been dispatched to the region.
The White House invited Congressional leaders to a briefing Thursday afternoon about the tense standoff. Republicans and Democrats agree that Iran is a bad actor intent on expanding its influence in the Middle East, either directly as its military forces and Iranian-backed political groups have done in Iraq, or by funding and equipping proxies such as Hezbollah in Lebanon and Hamas in Gaza. But there is no consensus on how to respond.
House Speaker Nancy Pelosi told reporters that “there’s no appetite to go to war in our country.” Meanwhile, Sen. Lindsey Graham, a South Carolina Republican and Trump ally, said if Iran was “itching for a fight, they’re going to get one.”
Sen. Jack Reed, a Rhode Island Democrat and the ranking member of the Senate Armed Services Committee, said after the White House briefing that in the meeting Trump repeated his suggestion that the shoot-down of the drone may have been accidental.
“President Trump suggested that Iran’s use of force to take down this surveillance drone in international air space may have been unintentional,” Reed said in a statement Thursday evening. “At a minimum, it illustrates the risk of miscalculation in what has become a highly pressurized situation.”

President Donald Trump said Iran made a “big mistake,” and later added that it was a “new wrinkle” for Iran and the U.S.
Days after saying that Iran attacked two oil tankers in the Persian Gulf, the United States is now accusing the country of shooting down an unmanned surveillance aircraft in international airspace. The Iranian Revolutionary Guard Corps declared that it had stuck down the RQ-4 Global Hawk over Iranian airspace, but the United States countered that the incident was an “unprovoked attack” and that the aircraft had been traveling in international airspace.
A few days ago, the U.S. officials also accused Iran of firing missile at a different drone that had been responding to the attack on the tankers.
But what exactly is an RQ-4A drone, and why does this attack matter? TIME spoke to drone aircraft experts to find out what you need to know.
What is the RQ-4 Global Hawk drone?

In technical terms, the drone that Iran shot down was a U.S. Navy Broad Area Maritime Surveillance (BAMS-D) aircraft, which is a Navy version of the Air Force’s high-flying RQ-4A Global Hawk. In simple terms, it is an unmanned aircraft that is intended for surveillance at sea.
Unlike the missile-launching MQ-1 Predator and MQ-9 Reaper drones that are used to conduct airstrikes, Global Hawk drones are unarmed are used only to collect information.
To do this, they fly at altitudes of up to 60,000 feet–– almost twice as high as a commercial airliner. At that height, the drone can see beyond the curvature of the Earth.
“This drone typically has as its most important defense altitude,” says Amy Zegart, a senior fellow at the Hoover Institution and Stanford University’s Freeman Spogli Institute of International Studies. “It flies at a very high altitude, so the fact that the Iranians were able to shoot it down shows that they have some pretty significant capabilities. In some ways, the shoot down is a signaling mechanism to the United States that Iran is more capable than we might have assumed.”
Global Hawks are also expensive, says Zegart. The cost of a single drone was more than $176 million in 2011, according to the military––more than 10 times the price of drones like the Predator and Reaper.
Global Hawks may be used for surveillance, but they’re not considered to be stealth aircraft. The drone has a 130-ft wingspan, similar to a Boeing 737 passenger jet. It is large, heavy and slow compared to combat aircraft, Dan Gettinger, the co-director of the Center for the Study of the Drone at Bard College, tells TIME.
“They’re not fast. They have a high profile––they’re easily observable on radar. They’re purposely designed to fly slowly at high altitudes. They’re able to essentially loiter over an area and collect as much data as possible,” Gettinger says.
Such an aircraft would be carrying advanced technology such as high definition and infra-red cameras, as well as sensors that can intercept telephone and radio chatter.
Douglas Barrie, a senior fellow for military aerospace at the International Institute for Strategic Studies tells TIME that this kind of aircraft would be sent on missions to conduct maritime surveillance or to peer inside a country from outside its borders.
“The range of the sensors onboard would allow you to see, certainly, areas of Iran of interest, while you’re still in international airspace,” Barrie says.
What happened to the drone?

The U.S. and Iran are telling conflicting stories. The Iranian Revolutionary Guard said that it shot down the aircraft over Iranian airspace. Revolutionary Guard’s Commander and Chief Hossein Salami said on Iranian TV that the U.S. aircraft crossed a “red line” and that Iran sent a message that it will respond to aggression, according to Reuters.
“Iran is not seeking war with any country, but we are fully prepared to defend Iran,” Salami said.
The U.S. Central Command, which is in charge of military operations in the Middle East, says the drone was attacked in international airspace at the Strait of Hormuz, which connects the Persian Gulf to the Gulf of Oman. The Strait is especially significant because much of the world’s oil supply flows through it.
“Iranian reports that the aircraft was over Iran are false. This was an unprovoked attack on a U.S. surveillance asset in international airspace,” Navy Capt. Bill Urban, a spokesperson for U.S. Central Command, said in statement Thursday.
Has this happened before?
Although it’s not unusual for smaller drones to face attacks, attacks on drones that are as large and sophisticated as the RQ-4 are rarer, Barrie says. Such aircraft fly at high altitudes and are hard to hit with short-range missiles.
Americans may remember that Iran allegedly captured a smaller drone––the RQ-170 Sentinel––in 2011.
Gettinger argues that what’s happening now is a very different, and that now there’s a higher risk of escalation. In 2011, the United States declined to claim the aircraft.
“It was a very secret drone on a secret mission,” Gettinger says. “Here, it’s a much more public event.”
What does it mean that a drone was shot down?
Zegart warns that while the diplomatic situation isn’t as dire as it would be if an aircraft with American pilots had been shot down, she considers Iran’s attack to be an aggressive move for Iran, especially since the drone wasn’t carrying weapons.
“It’s a signaling device that Iran has capabilities that we might not have anticipated before––but it’s certainly less aggressive than shooting at something that would risk human lives,” said Zegart.
U.S. efforts to collect surveillance don’t mean that the drone was being used in an aggressive way, she says.
“Regardless of where you come down on is this international airspace or Iranian airspace, this was not an escalatory move by the United States. It was an escalatory move by Iran,” Zegart says. “You can imagine in some circumstances, gathering intelligence can be deescalating, because everyone has a better picture of what’s going on on the ground. So the simple fact of sending a surveillance drone over a conflict area does not in itself lead to escalation necessarily.”
Zegart warns that the situation is “very dangerous” and that the Trump Administration should take the potential for escalating tensions seriously.
“The President’s use of Twitter is perhaps the biggest wildcard here,” says Zegart. “There are a lot of mixed messages coming out of the Administration whether you’re listening to the National Security Adviser or the President or the Secretary of State. So messaging discipline––which has never been a hallmark of this administration––is all the more important with this particular adversary. I think we can’t assume that an adversary like Iran is going to discount what the President says on Twitter is just Trump being Trump.”
Beyond the current situation, Gettinger, of the Center for the Study of the Drone, argues that the U.S. is likely to see more incidents like this. Drones are becoming increasingly popular in regions with high political and military tensions.
“Because of this proliferation of drones, and because of the perceived low risk of deploying them in these situations, there is a potential that we could see more of these incidents in the future,” Gettinger says.
Chennai, the sixth-largest city in India is running out of water for its nearly 4.6 million residents as four of the city’s reservoirs are nearly dry due to a heat wave and drought. Many people are reported to have been waiting hours in line for water being provided through government tankers.
The water crisis is being felt throughout India—at least 550 people were reportedly arrested Wednesday during protests in Coimbatore, about 300 miles southwest of Chennai, alleging negligence by the municipal government. Some political parties are calling on more protests.

The region relies heavily on monsoon rains, but delayed monsoon seasons have started to become more frequent, and temperatures this month have reached 104 degrees. Rainfall dropped by 99% from June 1-19. During that period, Chennai only received 0.3 millimeters of rainfall, compared to the 40mm it normally receives. But weather forecasters predict the dry weather might end soon as the southwest monsoon slowly makes its way to the region. Some rain has been reported in Chennai on Thursday.

Local media reports the reservoirs water levels are some of the lowest in 70 years. Several restaurants, hotels and other businesses have been forced to close. Many wealthier people are paying for private water sources, while violence has been reported as people wait in line for water from government tankers.

Jyoti Sharma, founder and president of FORCE, a water conservation NGO, told CNN that some water tankers have been hijacked and drivers have been attacked. The tankers also can’t reach all neighborhoods, including most of the Chennai slums, where about 820,000 people live, according to CNN.
A June 18 government report said India is experiencing the worst water crisis in its history. Another report estimates India’s water demand will be twice the available supply by 2030.
“The Duke and Duchess of Sussex will establish their own new charitable foundation with transitional operating support from The Royal Foundation,” the charity said in a statement on Thursday. The statement adds that the two couples will continue to support The Royal Foundation’s mental health initiative, Heads Together, as a group.
Naturally, many have interpreted the news as a sign of discord among the iconic “Fab Four,” as the group has been dubbed. But royal experts say there’s no bad blood. “The fact that they’re separating is not a big deal,” Marlene Koenig, a historian and expert on the British royal family, tells TIME.
It’s uncommon for siblings in the royal family to have collaborative charities and foundations like this in the first place, according to Koenig, who thinks the only reason for the joint venture from the beginning was for both brothers to have a project to share as they grew up. This is just the “natural progression,” she says.
Though both couples participate in other philanthropic causes, the Royal Foundation is their “primary philanthropic and charitable vehicle,” according to its website. The two brothers founded the organization in 2009, when they were both still single, so it only makes sense that they would split up now to establish themselves as two individual families.
As for rumors of feuds among the four royals, Koenig thinks the notion that there’s trouble in paradise has nothing to do with the facts. “They’re just [on] two different career paths,” she says.” After his father Prince Charles, Prince of Wales, takes the throne, Prince William will be the heir — and eventually the king of England, which gives him more responsibilities and duties. Given his position in the line of succession, Prince Harry will likely never be king, affording him more opportunities to pursue his own interests and passions.
“I think this is all about them pursuing different trajectories,” says Katie Nicholl, the author of Harry and Meghan: Life, Loss, and Love. “While they might be sentimental about the whole thing, they also have to be pragmatic, and this makes sense.”
It’s also not the first time the Cambridge and Sussex families have begun to write their own stories. Earlier this year, the Duke and Duchess of Sussex started their own royal court with their primary home at Frogmore Cottage in Windsor, separate from Kensington Palace. (Prince William and Kate Middleton, meanwhile, retain Kensington Palace as their main residence. Their country estate, Anmer Hall in Norfolk, serves more as a weekend escape.)
Though it’s true that the announcement comes just over a month since Meghan Markle and Prince Harry had their first son, Archie Harrison Mountbatten-Windsor, on May 6, Nicholl says it was expected that Prince Harry would soon begin his own charity. “I think it’s actually high-time that he has his own foundation,” Nicholl tells TIME.
The split also gives the royals a chance to focus on causes they are individually passionate about. Through Prince Harry’s charity Sentebale, an organization he co-founded in 2006 with Prince Seeiso of Lesotho, he works to bring aid to impoverished children and those living with HIV and AIDS in Botswana, Malawi and Lesotho. The Duke and Duchess of Sussex are headed to Africa this fall, People reports, to continue this mission.
During a speech in Fiji in October, Markle made this passion known: “Everyone should be afforded the opportunity to receive the education they want, but more importantly the education they have the right to receive,” she said. “And for women and girls in developing countries, this is vital.” The Duchess delivered another speech as a champion for women’s rights on International Women’s Day this year.

The Duke and Duchess have both, along with Prince William and Kate Middleton, also advocated for mental health awareness and treatment. While causes like feminism and mental health aren’t quite taboo in today’s culture, they’ve historically been considered “controversial” topics for members of the royal family to discuss, Koenig says.
Now that Prince Harry and Meghan Markle will have their own foundation, which Nicholl expects will be announced in the coming months, they’ll likely be taking on these humanitarian causes, as well as new ones, with increased vigor.
By taking on more progressive causes, the Duke and Duchess of Sussex are ready to make a difference internationally. Along with their “worldwide persona,” Koenig says it will be a big boost for the royal family. “Doing different things makes the monarchy relevant. The monarchy keeps changing,” she says, “and that’s a good thing.”
If Florida Kayindo hadn’t contracted Ebola herself, she wouldn’t believe that it existed. The 36-year-old grins with bemusement thinking about all the rumors she’s heard. “In the beginning people thought Ebola wasn’t a real illness, it was brought in by white people,” she explains.
“White people are evil, that’s what people in the community believe,” Kayindo tells TIME. “Before Ebola white people were around, but now they’re thinking white people came with Ebola.”
Kayindo was declared Ebola free in November 2018 and since then she has been working in a childcare center on the grounds of Beni General Hospital, in eastern Democratic Republic of the Congo, North Kivu province, close to where the Ebola outbreak began last August. Like other survivors, she has antibodies that mean she can’t get sick from the virus again, and is now being paid to care for the children of others who are undergoing treatment.
Despite her experience with the virus, Kayindo occasionally appears to question whether her understanding of Ebola and how it is contracted is correct. She finds herself asking could it have been spread through food or water, similar to a scene she once saw in an old sci-fi movie.
Kayindo is not alone in her skepticism. Misinformation has contributed to the difficulties containing the virus in DRC, where more than 1,300 people have now died in the second largest Ebola outbreak in recorded history. Rumors have led local Congolese to distrust both medical workers and the authorities’ response.
Souleymane Diallo, UNICEF’s Senior Ebola Coordinator, said residents in affected areas have limited understanding about the management and treatment of Ebola or how vaccinations and interventions work. “The lack of information leads the community to ask a lot of questions about the Ebola virus,” Diallo tells TIME. “It’s become a source of the community’s lack of confidence in the response.
Given political tension in the country, there is speculation among communities that the central government – roughly one thousand miles away in Kinshasa – is spreading the virus on purpose to gather support or using it to quell opposition. This was exacerbated when residents of Beni and Butembo were barred from voting in the recent presidential election, ostensibly because of health risks.
Others believe that international aid organizations are behind the outbreak. This belief has been compounded by the amount of money that suddenly seems to be flowing into DRC’s east to help assist efforts to contain Ebola. They argue they got little relief from conflict and other health issues before this, and ask why Ebola would be any different.

With an internet penetration of less than 7%, word of mouth remains the most common way for rumors to spread in DRC. These have included speculation that people who died from Ebola are deliberately being killed in treatment centers.
Ebola’s viral load spikes when someone dies, meaning burials need to be carefully conducted. Since the outbreak began, dozens of volunteer teams who are associated with the Red Cross or the Congolese government have been involved with more than 5,600 burials.
Kate Learmonth, a health coordinator for the International Federation of Red Cross and Red Crescent Societies, said the humanitarian organization is sensitive to what’s being said among Congolese communities in relation to concerns about Ebola burials. In an attempt to combat the spread of false information, burial and community outreach teams are logging what they hear in communities. Since last August, they’ve gathered more than 85,000 messages of complaint, feedback and rumors from 1,300 volunteers working on the Ebola response.
This has influenced changes in how those who have died from the virus are buried, including a switch to using clear body bags to secure victims in. These allow mourners to say goodbye, and also helps to combat mistruths about what happens to an Ebola patient after they die, including pervasive rumors that their organs are harvested.
In recent months, Red Cross burial teams have also started allowing relatives of the dead to don protective clothing and accompany their body through the whole process.
“We really feel there needs to be a reset and that more emphasis needs to be put on addressing the community fears and concerns, to make sure it’s a local response,” said Learmonth. “The outbreak will only really end when the community is engaged.”
The spread of harmful rumors have had tragic consequences for Congolese frontline workers, many of whom have been accused of profiting from the crisis. There have been more than 130 attacks on healthcare facilities, during which dozens of people have been killed.
Hygienist Mireille Kavira, 38, was offered a job in Beni General Hospital’s Ebola treatment centre two months ago, after the unrelated death of her husband, who had worked there before. As a mother of four children, she needs the money, but her new position led to Kavira’s neighbors shunning her.

“The community don’t like me because they understand I work where Ebola is,” she said. “They say ‘You got money for nothing, there is no Ebola, you are an accomplice.’”
One hundred and fifty miles south of Beni, the border city of Goma doesn’t yet have any confirmed Ebola cases, but misinformation is already being spread there too.
On a Saturday morning in Katoy, a poor neighborhood in the city’s north, a group of local leaders and volunteers gather in a compound. They’re discussing Ebola, how to avoid contracting it, and what to do if you experience symptoms. After reiterating the importance of regular hand-washing, the group leader reads out a hotline number to call if anyone comes across a suspected case. Then the attendees begin to discuss the rumors they have heard.
One volunteer said she heard foreigners will force people into Ebola treatment centers, claiming they have Ebola even if there are no symptoms. “You white people come for your own interest, to make money off Ebola,” she said, as others around her nodded.
“We really want to inform the population about Ebola so people know what it is and how to react, making sure they adopt the right attitudes when and if it reaches the city,” says Clarisse Amunazo, a health promoter for Médecins Sans Frontières. The medical charity have a team of 24 people involved in outreach to communities in Goma.
Traditional healers, who are more trusted and preferred by many Congolese from impoverished backgrounds, are being brought into the Ebola response too. They help identify and report new cases, and are also eligible for vaccinations as frontline workers.
However, Amunazo said that while healers are doing valuable work, there are still pockets of resistance, echoing many of the other fault lines in eastern DRC that have allowed rumors around Ebola to flourish. “Some (traditional healers) have their own beliefs and think they can cure any disease,” Amunazo said. “One told me he’s making his own cure for Ebola.”
(WASHINGTON) — President Donald Trump declared Thursday that “Iran made a very big mistake” in shooting down a U.S. drone but suggested it was an accident rather than a strategic error. Asked about a U.S. response, he said repeatedly, “You’ll find out.”
A few minutes earlier, a senior U.S. military officer said Iran shot down the huge, unmanned American aircraft over international waters in an attempt to disrupt U.S. efforts to monitor the Persian Gulf area where Trump has blamed Iran for attacking shipping vessels.
But Trump said he could not imagine the missile attack on the drone was intentional and he had a feeling “a general or somebody” mistakenly ordered the attack.
Some members of Congress expressed alarm at the possibility of open conflict in the Middle East, especially after Trump’s morning tweet that said only, “Iran made a very big mistake.” But when asked about it later, he merely described the incident as a “new wrinkle” in escalating tensions between the U.S. and Iran — a “fly in the ointment.”
Still he said the U.S. “will not stand for it.”
Shortly before Trump spoke, at a photo opportunity with visiting Canadian Prime Minister Justin Trudeau, Air Force Lt. Gen. Joseph Guastella, commander of U.S. Central Command air forces in the region, took a different tack from Trump’s idea of an accidental shootdown.
“This attack is an attempt to disrupt our ability to monitor the area following recent threats to international shipping and free flow of commerce,” he said.

After BJP's rousing Lok Sabha victory, can we expect a remarkable maiden Budget from Finance Minister Nirmala Sitharaman? This is the question on the minds of most Indians for whom the Budget starts and ends with the Budget speech. If the past is any indication, the speech could outline the broad policy direction that GoI wishes to pursue over the next five years to boost the economy and create more jobs.For purists, however, the Budget is foremost a fiscal policy and accounts statement. It must focus on the three fundamental components of the fisc: revenues, expenditure and borrowings, flowing in and out of the Consolidated Fund of India.A perusal of Budget speeches over the years shows the gradual shift of focus from fiscal to broader economic and politico-economic issues, increasingly veering towards the US president's State of the Union Address. It covers a gamut of areas that range from foreign policy, trade to legislative goals, focusing on achievements and policy agenda. "Presidents must receive the support of a majority in the House, and oftentimes a super-majority in the Senate, to enact their legislative proposals. By appealing directly to the public, a president can use popular leverage to convince Congress to adopt his policy agenda," states a Congressional Research Service paper, 'The President's State of the Union Address: Tradition, Function and Policy Implications' (Colleen J Shogan, bit.do/eVBPz).With an overwhelming majority for BJP in the Lok Sabha, the passage of India's constitutionally mandated components of the Budget — money Bills — would pose no challenge. But given the fiscal challenges facing India, there is merit in re-calibrating the focus of the Budget speech to the fisc. To do that effectively, Budget preparation must be done within the mid-term framework.Can the Budget afford to ignore the NBFC liquidity crunch leading to a solvency problem for infrastructure and real estate players, and to losses for mutual fund investors? Growth is aworry, and people expect jobs. How are the tall promises on infrastructure and healthcare to be funded? An explanation is in order to the extent public money is used to fund these schemes. Separate discussions can follow on other economic issues.What are the constitutional and legal requirements? India's Constitution has no mention of 'Budget'. Only three mandatory documents — the Annual Financial Statement, Demand for Grants, and the Finance Bill —find specific mention.Sitharaman's Budget speech must centre around articulating GoI's medium-term fiscal strategy and goal, keeping in view the report of the N K Singh Committee on Fiscal Responsibility and Budget Management (FRBM), committing to a credible path to attaining debt sustainability. Several times in the past, GoI has taken liberty with the roadmaps laid down in the Budget. In doing so, it will need to focus on increasing the tax-GDP ratio, without raising tax rates or compliance burden.On the expenditure side, the way forward could be to work on improving the efficiency of expenditure as suggested by the Bimal Jalan-led Expenditure Management Commission. GoI passed the FRBM law in 2003 to lower the Centre's fiscal deficit to 3% of GDP by 2008. But this target to measure fiscal prudence has been pushed back to 2020-21.February's interim Budget of 2019-20 budgeted the fiscal deficit at 3.4% of GDP, taking into account the impact of the income support scheme. GoI is likely to spend more now that it has extended the scheme to all farmers. A slippage at the state level due to taking on the debt of bankrupt electricity boards and loan waivers could push up the combined Centre-state fiscal deficit to 8% of GDP. The fiscal deficit may also have been understated, as the Centre didn't take into account the debt of state undertakings serviced entirely from the Budget.The Budget must do away with such practices to maintain the sanctity of Budget numbers. A robust accounting and reporting system to estimate the outstanding extra-budgetary resources flowing into the consolidated fund is needed.Any off-Budget financing — used to cover, say, arrears of the Food Corporation of India (FCI) — must include disclosures to Parliament on the underlying principle for funding. Revenue estimates that include divestment receipts must be credible.The outcome-output framework for schemes is a useful metric. A holistic evaluation of outcomes achieved through spending on flagship schemes is needed to improve the quality of implementation. Budget outlays should also be based on detailed project reports that are well defined on final targets, milestones and exact funding requirement at every stage, whether it is building highways or toilets.GoI should be watchful, as any increase in fiscal deficit when investment picks up, will create inflationary pressures. The consequences of fiscal imprudence will be adverse for India that needs to revive growth. An announcement of a credible plan for fiscal consolidation would make Sitharaman's Budget impressive.
BENGALURU: Likely restrictions on H-1B visas may hurt US technology companies more than Indian IT services providers, as a higher number of work permits have been issued to Indian nationals working for American firms.Indians are the biggest beneficiaries of the H-1B visa programme, with two-thirds of the work permits going to them, according to data from the US Citizenship and Immigration Services (USCIS), which processes these applications."This is a testimony to their skillset. Only a small share of these Indian nationals is employed by Indian companies. The vast majority of them are sponsored by global and US multinationals," said software lobby group Nasscom in a statement on Thursday.Amazon secured more work permits than the top six Indian IT services firms combined last year.69883478 No Official Word: MEA"If US policy makes it more difficult to hire advanced tech workers, it will only weaken the US companies that depend on them to help fill their skills gaps, put jobs at risk, creating pressure to send technology services abroad," Nasscom said.The US told India that it was considering capping H-1B work visas for nations that force foreign companies to store data locally, news agency Reuters reported on Thursday quoting unnamed sources.Spokespersons at the ministry of external affairs and the commerce ministry, however, said the US had not talked about capping of work permits for Indians."There is no US official who has said this," the MEA spokesperson said. "We have not heard anything officially. We remain engaged with US officials and (US) Congress over this."The Reserve Bank of India has said global payment firms such as Mastercard and Visa should store data locally. The country has also unveiled draft data protection and ecommerce policies, which call for critical personal data of users and customer data of ecommerce firms to be stored locally.After analysing data from the USCIS, US-based think tank, Centre for Immigration Studies (CIS), had said in March that six Indian companies — Tata Consultancy Services, Infosys, Wipro, Cognizant and the US arms of Tech Mahindra and HCL Technologies — got only 16%, or 2,145 H-1B work permits in 2018, less than the 2,399 visas that Amazon secured.These firms accounted for nearly two-thirds of the visa extension rejections among the top 30 companies in 2018, CIS said. The study counted Cognizant, based in the US, as an Indian entity as it follows the Indian IT services provider model — one that has a larger base of employees offshore in the country.The Trump administration has increased scrutiny of visa applications from Indian companies in the last few years."A cap on the number of Indian professionals who can apply for, and receive, H-1B visas will impact not just Indian IT firms but also all the firms in the US," said Vivek Tandon, CEO of EB5 BRICS.In 2018, Indian IT firms received a large number of continuing approvals, or extensions that are not subject to the annual cap, but the list of employers receiving maximum initial approvals (for new H-1B employees) was dominated by US firms, he said.If the United States does impose country-specific caps, Indian companies could be severely impacted, said Ganesh Natarajan, the former CEO of Zensar Technologies.
The Centre has taken a major step towards building advanced submarines for the Indian Navy. The defence ministry on Thursday issued an Expression of Interest to shortlist Indian strategic partners for the construction of six conventional submarines under Project 75 India (P-75I) worth about Rs 45,000 crore. This is a step towards opening a second production line for diesel electric submarines in India. The first being the French designed Scorpene class submarines being constructed at Mazagon docks in Mumbai under Project-75. The Project 75 India is also the second project being undertaken under the Strategic Partnership model, with the first being the procurement of 111 Naval Utility Helicopters (NUH). The model is being implemented to enable participation of private Indian firms in Make in India in defence. The Indian strategic partner will be the systems integrator by building an extensive ecosystem and will tie-up with foreign manufacturers to cover manufacturing, transfer of technology and assistance in building. "As a major initiative towards 'Make in India', the government immediately on taking over has issued the Expression of Interest(s) (EOI) for shortlisting potential Indian Strategic Partners (SPs) for construction of six conventional submarines for P-75(I) Project of the Indian Navy on June 20. The project cost is about Rs 45,000 crore...This would provide a major boost to the indigenous design and construction capability of submarines in India in addition to bringing in the latest submarine design and technologies as part of the project," said the defence ministry. The acquisition was approved on January 31 by the Defence Acquisition Council led by the then Defence Minister Nirmala Sitharaman. This was followed by the issuing of the EOI for shortlisting Indian SPs. The potential SPs are expected to respond to the EOI within two months. Three Indian shipyards- L&T, Mazagon Docks Shipbuilders Limited and Hindustan Shipyard Limited- are expected to respond to the EOI. The Indian companies would be shortlisted based on their capability for integration of system of systems, expertise in shipbuilding domain and the financial strength. The next step would be to issue the Request for Proposal to the shortlisted companies. The EOI for shortlisting foreign Original Equipment Manufacturers will be issued in two weeks, the ministry said. Four foreign manufacturers- France's Naval Group, Sweden's Saab, Russia's Rubin Design Bureau and Germany's ThyssenKrupp Marine Systems- are expected to respond to this EOI. The manufacturers would be shortlisted based on their submarine design meeting the navy's requirements and qualifying the Transfer of Technology and Indigenous Content criteria.The SPs in collaboration with the manufacturers will set up dedicated manufacturing lines for these submarines in India. All six submarines under this project will be built in India by the selected Indian Strategic Partner in collaboration with the selected manufacturer. "The Indian Navy would also have the option to manufacture six more submarines under the project," said the ministry.It is expected that the project would not only help in boosting the submarine and ship building industry, but also enhance the manufacturing sector, especially of the MSMEs by developing an ecosystem for making spares and equipment.In 1999, the Cabinet Committee on Security had approved a '30-Year Plan for Indigenous Submarine Construction', which was to develop two production lines on which six submarines each- named Project 75 and Project 75 (I)- would be built with foreign submarine makers. The two projects are important for the navy to replace its ageing Sindhughosh and Shishumar class submarines, which number around 13 and most of which are close to 30 years old. While the first Scorpene class submarine, INS Kalvari, was commissioned into the navy in December 2017, the remaining five are at different stages of construction and trials.
NEW DELHI: The Indian Railways is drawing up a plan to restructure and rightsize the mammoth organisation.The restructuring exercise, beginning with the Railway Board, seeks to ensure better efficiency while avoiding cross-departmental frictions, said an official. "We want to put the right people in the right place to improve efficiencies of the Indian Railways. This will ensure better HR practices in the organisation," the official said.Rightsizing is among the priority areas of the 100-day action plan approved by railway minister Piyush Goyal. The ministry is looking at bringing in criterion such as strong delivery, performance and leadership qualities for positions such as divisional railway managers, general managers and board members."This will reduce cross-departmental friction by doing away with silos and making people talk both horizontally and vertically across the organisation. That is the main aim," said another official.69883645 The restructuring would be followed largely on the recommendations made by the Bibek Debroy Committee on Indian Railways, said the official. "We will make a detailed report and follow the recommendations of the committee, but with some modifications. It is not sacrosanct," the official said.The committee had in its report presented in 2015 said the centralised structure and departmentalisation of the Indian Railways was adversely affecting the railways' work culture and narrowing its approach to department-specific goals.About 'rightsizing', one official said there are too many people doing the same job at present in the Railways. "We may look at reshuffling people to departments that need more workforce," the official said. This assumes significance as the ministry charts a plan to 'corporatise' various verticals of the national transporter, essentially adopting best practices of the corporate sector for improving efficiency.The ministry also has plans to undertake the technological revamp of the working of the Indian Railways.
MUMBAI: BSR & Associates, part of global accounting firm KPMG's network in India, has resigned as an auditor of IL&FS Financial Services (IFIN), which is being probed by multiple agencies for alleged financial irregularities.The announcement comes a day before a hearing at the National Company Law Tribunal (NCLT), where the government has sought a ban on BSR and fellow auditor Deloitte Haskins & Sells for their alleged role in concealing bad loans at Infrastructure Leasing & Financial Services (IL&FS) and its group firms including IFIN. After the alleged financial irregularities came to light, the government had replaced the IL&FS board with one headed by banker Uday Kodak.The board last month sought an explanation from BSR on why it should not be removed as the auditor of IFIN.69883700 In a news release on Thursday, BSR said it explained its position to the board but has yet to get a response. It resigned on Wednesday. "We had filed our written response to this notice on May 24, 2019 and provided explanations during a meeting held with IFIN on May 29, 2019. While IFIN has not communicated its decision to us as yet, we do not intend to impose ourselves as auditors of the company," the audit firm said.Conflict of Interest"Our resignation will allow the company to appoint another auditor so that the work on the audit for FY2019 may progress. We believe we have discharged our duties in good faith and have acted in a bona fide manner and we will continue defending ourselves," it said.The government is seeking a five-year ban on both audit firms, invoking for the first time a provision in the Companies Act. If the plea is accepted, it would prevent both firms from auditing any listed or unlisted company in India.IFIN was audited by BSR in 2018-19 and jointly by BSR and Deloitte in 2017-18. Deloitte was the sole auditor in 2015-16 and 2016-17.The Ministry of Corporate Affairs had also sought the removal of both BSR and Deloitte as the auditors of IFIN.During a hearing on June 10, Deloitte's lawyers argued that the firm was no longer an auditor of IFIN.If the NCLT accepts the government plea, IFIN would have to first appoint an auditor, which could happen only through the NCLT as per current regulations. The process may take a couple of months as the board has still not reached out to any accounting firms, said company insiders. Most of the major auditors may opt out of auditing IFIN, either because of conflict of interest or due to the risk associated with a company that is in a financial crisis and is facing investigations over fraud, said industry insiders. The Big Four of EY, Deloitte, KPMG and PricewaterhouseCoopers have audited or have done some other work for IFIN or the IL&FS Group firms, which may create conflict situations if they take up the work.
Mumbai: Private equity group Advent International has emerged as the sole contender for acquiring Mumbai-based biopharma company Bharat Serums and Vaccines (BSV) with a bid worth Rs 3,600 crore ($520 million) after rival contenders backed out of the two-year-long sale process, industry officials close to the development told ET.Valuation mismatches, however, may turn out to be a deal-breaker and founding promoters may try and raise funds to buy back shares held by existing private equity investors, providing them an exit route, said one of the people cited above.Kotak PE and OrbiMed together hold 23% stake in BSV. The rest of the stake is with the Daftary family.Founded by Vinod G Daftary in 1971, BSV is currently run by his sons Bharat Daftary (chairman & MD) and Gautam Daftary, who is the managing director."The promoters will initiate talks with lenders and use some internal accruals to buy back the stake," one of the persons cited above said. By Chandan TapariaNifty50 on Thursday managed to respect its previous day's low and gradually extended its gains towards 11,850 level by surpassing the crucial hurdle at 11,761.The index formed a Bullish Engulfing Candle on the daily scale, as strong buying interest emerged at lower levels near to its 50-day EMA after the consolidation of last four sessions.As long Nifty holds above 11,761 level, it could extend the gains towards 11,888 and then 11,965 levels, while on the downside support is seen at 11,761 and then 11,720 levels.On the options front, maximum Put open interest was at 11,700 followed by 11,500 levels, while maximum Call OI was at 12,000 followed by 12,200 levels. There was Call writing at 12,200 followed by 12,100 levels, while Put writing was seen at 11,800 followed by 11,700 levels. Options data suggested a shift in trading range higher to 11,650-12,000 zone.India VIX fell 4.96 per cent to 14 mark. Stability in volatility could again take the market towards the upper band of the trading range.Bank Nifty managed to hold its crucial support in the 30,200- 30,250 zone and witnessed strong buying interest towards 30,830 level. It formed a bullish candle on the daily scale and finally surpassed the crucial hurdle at 30,600 level.As long as the index holds above 30,600, it could extend gains towards 31,000 and then 31,313 levels, while on the downside, supports are seen at 30,500 and then 30,250 levels.Nifty futures closed positive at 11,856 with a decent gain of 1.26 per cent. Markets run on earnings, and that is a commonly-used dictum. The entire market is, therefore, into forecasting what those earnings shall be. A number of methods are used and practitioners of each one of them claim their approach is the best. Or it is the best that they can do.After all, there has to be the 'capability' to make forecasts. This so-called capability is what creates jobs and businesses. Both jobs and businesses seek to satisfy the demand coming from the marketplace. And the demand is: what's going to happen in the future?We are all so obsessed with the future because that's where all our riches, we tell ourselves, lie, are to be found or are to be created.So, the race is to make forecast. The next quarter, the next year, the next 5 years or even the next hour or next few minutes for those looking at the shorter timeframe.It's all about what is going to happen next. Even those who talk about the next five years are not immune to what is going to happen next, they just pretend that it doesn't matter.So newer and newer methods are devised, older methods are rejigged, technology is brought in to create tweaks and speed up information processing. More and more data is looked at and linkages are established between data sets that nobody ever thought of before. Because no one is quite sure what is connected to what, no one questions these approaches.They just look at the stuff that they think they are able to handle and perhaps do. So the larger the player, the more data you can collect and bigger the data crunching you can do in the hope that your output will be better than that of next guy.You narrow it down to stuff like value, valuation, earnings trajectory, visibility and reliability of outputs, etc. For the guys projecting price levels, it is price action and trends, more momentum indicators, more ways to measure and handle volatility.Finally it's all about controlling risk and keeping it within a certain band and then programming the machines to handle all of it.Never mind those occasional flash crashes; they are just small glitches in the overall big structure, we tellourselves, overlooking the fact that every time something like that happens, it is like reaching 98 on the Snakes and Ladders board and getting bitten by the snake to send you down to 11!But hey, you have your data crunching machines and the associated nonsense to help you make it back to 98 again, right?Data in India is said to be limited and, hence, we do not have the kind of 'extensive research' that the US analysts are able to put out. So, you would think the vastly greater amount of data that is available in the US ought to produce more reliable 'forecasts', right? That would be logical to think.But, pause here to take a look at this chart.Bond markets are giants and biggest banks and players are part of them. So there is no dearth of 'talent', supposedly, in this space. Now, take a look at the result of that talent pool inforecasting something as basic to the market as bond yields. Could something have been more off the mark? I am sure the guy at the top end of that prediction for June is now out of his job!That, even when the entire data has been assessed by some of the finest brains using the most sophisticated computers and running the best algorithms for the longest time, cross-checking hundreds of combinations and possible outcomes.After doing all that, we presume, analysts came out with their forecasts.Doesn't this show no one really knows anything; most of all, those are supposed to know?Where does that leave us? Should we do this stuff at all? Is it all just some 'roll of the dice'? Are we all existing in this incredible make-believe world of useless forecasting?Perhaps, we are. The question is can we live without it?The future is one big hope. All the things that are not in the present or that we wish were there are all hoped for in the future. I want to buy stocks where I am certain about earnings and growth for next four to eight quarters. I want to know that today. Since that is not possible, the next best thing isto forecast it. This helps me create an image of certainty, create a sense of comfort on what I am about to do and have a sense of security that I am not acting randomly. Forecasting is essential, because we want the ideal. Our actions are then directed to achieve this ideal. We want to mimic all those who are engaged in the pursuit of the ideal.Rene Girard, the Stanford professor who champions contrarian thinking, calls it 'Mimetic Behaviour'. In the case of the bond yield forecast shown earlier, it is probably this 'Mimetic Behaviour,' which is at work.Analysts within the fraternity probably know each other and certainly follow each other's work. The tendency towards 'Mimetic Behaviour' influences the way we think and once we find that the forecasts are all tending towards the positive, it is difficult to go against the grain. I recall some people giving a very contrarian, deeply bearish forecasts for Reliance Communication and Indiabulls group a while ago and they were castigated for that blasphemy!No one believed those seemingly dire forecasts back then, but subsequent price actions proved them correct. It was 'Mimetic Behaviour' back then and it is once again, 'Mimetic Behaviour' now which got us this yield forecast that bombed across the board!I myself am in the business of forecasting. In fact, I have done this for decades. It has worked out okay, but I am certain there are countless forecasts that bombed which my mind would prefer not to remember. Like me, there are a thousand others who are also in the business of forecasting.We are in search for an ideal too; of being able to know what is going to unfold in the future and the way it is going to unfold. We are doing it for ourselves and for the sake of our clients who ask for such services (to satisfy their own search of the ideal).How do we ensure that we do not become victims of our own forecasts or indeed fall victim to other's forecasts (Mimetic Behaviour)? For one thing, I would think the more we desire an ideal outcome, the more is the tendency to believe and follow a forecast. So have a check on how badly you want a certain outcome. That can be tempered through other means and the problem can be reduced to a certain extent.In the market, one of the maxims to follow is something Robert Miner, a veteran market technical analyst, once said: 'Never trade a forecast, always trade the market.'This maxim, which I have made my own over the years, has prevented me from being caught in the cobweb of forecasts that the market throws at you every now and then.The market is reality, our forecasts about it are expectations and, therefore, it is only in our minds! Follow reality, that is what Miner suggested!Value investing is in fashion these days. This is one of the areas where 'Mimetic Behaviour' appears to be dominant. Warren Buffet is a hero. There are many blind followers, some of whom have also become a bit iconic, and thus heroes for those lower down.This is a very two-dimensional world. There is the hero and the goal (the investing model) on one side and there are obstacles (the market) on the other side. This is now made into a battle of the hero (i.e. the Model) vs the obstacle (i.e. the market). But the reality from this fairy tale is quite different; it is a two-dimensional model. People's emotions, random events, constant barrage of information and technology enablements are all new villains that create many more dimensions, which take us out of the ideal two-dimension setup where good (the model) wins over the bad (the market).To win this, normal people fall back on what the icons are saying or forecasting! And make it their own.Rakesh is still holding stock X, they rationalise. Damani has bought truckloads of stock Y, they justify; even as both X and Y keep tanking way beyond what the normal investor can afford.They overlook a simple fact that Rakesh or Damani have the means to hold those stocks into infinity, because they have the money and they probably form a minor part of their portfolios. But for the normal investor, it is probably 10 per cent or more of his portfolio (after all, it was bought because of Rakesh and Damani owned it!).So, if we believe the Girardian model of human behaviour, then a dose of Robert Miner practicality is the only solution in not getting trapped into something that we innately have to make (i.e. forecasts), but at the same time we have to protect ourselves against.

As air travel continues to surge worldwide, airlines are looking to deliver integrated comfortable and memorable, digital travel experiences through path-breaking 'Cabin Innovations'," the company said in a statement.No financial details of the partnership were disclosed.Airbus is a strategic customer and partner of the company, it added.Karthikeyan Natarajan, global head of engineering and IoT at Tech Mahindra, said the partnership will strengthen the company's aerospace engineering portfolio, especially in areas like cabin engineering and customer services."It has been our constant endeavour to develop innovative engineering and digital solutions for our customers. MUMBAI: Retail and fast moving consumer goods and durables (FMCG&D) sector together is likely to add 2.76 lakh new jobs in the first six months of the current financial year following the entry of foreign retail giants, the report said.According to TeamLease Services biannual 'Employment Outlook' report for the April-September 2019-20, the retail sector will witness a 2 per cent increase in net employment outlook, resulting in the addition of 1.66 lakh new jobs while (FMCG/D) will see a 1 per cent growth adding 1.10 lakh new jobs.With 27,560 new jobs Delhi will top the list in retail followed by Bengaluru with at 22,770 new jobs, it said.The report revealed that the exponential growth witnessed by the sector coupled with entry of foreign retail giants, capacity expansion and acquisitions are some of the key drivers of the job growth.The report was done across 19 sectors and 14 geographies, surveying 775 enterprises in India and 85 businesses across the globe to evaluate employment outlook trends.While Delhi and Bengaluru were the top job creators in retail, Mumbai with 14,770 new jobs and Delhi with 10,800 new jobs will be the leaders for (FMCG/D), it said.Setting up of food parks, capacity expansion, acquisitions by the existing players, regulatory changes like easing the foreign direct investments (FDI) in 'cash and carry', single and multi-brand retail through automatic routes are the key aspects that will push job creation by the sector, it added."Apart from government interventions like easing of FDI norms, expansions by the domestic players, the increase in domestic consumption will also positively impact and bolster the job creation by these sectors," Teamlease Services Head of Digital and IT Mayur Saraswat said.In fact, he said, the job creation by retail and (FMCG/D) will witness a 15.11 per cent and 10.31 per cent growth respectively."Further, not only experienced talent seems to benefit from the optimism in these sectors, it will see a positive impact on fresher hiring as well. Retail sector alone will be creating 33,310 new fresh graduates jobs across cities," he added.The report also found that both FMCG and retail experienced a significant increase in attrition in April- September 2018-19, compared to October-March 2018-19. Attrition in retail is seen at a 19.82 per cent and (FMCG/D) at 16.03 per cent respectively, it added.
