This also pointed at the lackadaisical approach of the Pakistani Government as these masks were sent to the hospitals without checking the consignment that came in from China. Pakistan's friend China had promised to send top-quality N-95 masks to the country affected by Coronavirus.

U.S. spies officials collected raw intelligence about a developing health situation in Wuhan, China in November and put it into a report that got shared with federal officials – but didn't warn that a pandemic was forming, according to the latest disclosure in how the administration learned about the coronavirus.
The report of a more calibrated November caution by U.S. spies comes after an onslaught of pushback from the Trump administration to an earlier report this week that spies caught wind of the developing coronavirus and drafted a memo that made it to the White House with the November information.
President Trump called that report a 'Hoax' in a tweet very early Friday morning.

MANAGUA (Reuters) - During Nicaragua's devastating civil war in the 1980s, youthful revolutionary Daniel Ortega toured every town in the Central American nation, clad in his green Sandinista uniform.
Now in his second stint as president, the 74-year-old leftist leader has disappeared from public view for nearly a month, raising questions about his health and whereabouts as the world reels from the spread of the coronavirus.
As in 2014, another time he dropped off the map, his absence has even prompted speculation he may have died.
The government did not respond to a request for comment on the reasons for Ortega's absence, his health or whether he is alive.
However, a government official close to Ortega said he was alive, speaking on condition of anonymity.

Barely six months after the launch of China's first amphibious assault carrier, there are signs that the second ship is about to hit the water. The Type-075 ship is a large helicopter carrier for amphibious landings, similar to the U.S. Navy's America Class. A video shared on Chinese social media on Thursday shows the new ship nearing completion in the dry dock. Based the launch preparations for the first ship, she appears almost ready for launch, within a week or two. Previously I was able to predict the launch of the first carrier to within 24 hours.

The Chinese navy recently launched a series of naval drills to shore up its coastal capabilities in the Pacific, a region where China's goals frequently clash with those of the United States.

The Navy's top officer has not ruled out reinstating USS Theodore Roosevelt captain Brett Crozier, who was fired after his memo leaked urging the Navy to respond more quickly to a coronavirus outbreak on the aircraft carrier.
Admiral Mike Gilday said on Thursday that the investigation of the USS Roosevelt matter, which he ordered last week, is now complete and he has started to go through the report.
Gilday, the Navy's chief of operations, said he has not ruled out any options, including possibly reinstating Crozier, if that's where the investigation leads.
Chadian army officials report military forces have killed about 1,000 Boko Haram extremists in an operation on the islands of Lake Chad.
In a video statement released late Thursday, Army spokesman Colonel Azem Bermandoa said the eight-day operation cleared the extremists from the islands in a vast area between Chad, Nigeria, Niger and Cameroon.
He said 52 Chadian army soldiers also were killed and nearly 200 others wounded during the operation.
The move follows a Boko Haram attack last month on a Bohoma army base. More than 92 soldiers were killed. Army officials called it the deadliest attack ever on the nation's forces.
Boko Haram extremists have killed tens of thousands and forced millions from their homes during their more than decade-long insurgency.

British scientific journal Nature has apologised for associating Covid-19 with China in its reporting, saying that early coverage of the global health crisis by itself and other media had led to racist attacks on people of Asian descent around the world.
In an article published on Tuesday, the publication said that the World Health Organisation's announcement on February 11 that the official name for the pneumonia-like virus would be Covid-19 had been an implicit reminder to "those who had erroneously been associating the virus with Wuhan and with China in their news coverage – including Nature".
"That we did so was an error on our part, for which we take responsibility and apologise," it said.

The World Health Organisation is preparing to launch an appeal for more than $US1 billion [$1.5 billion] to fund operations against the coronavirus pandemic.
Now 100 days since the WHO was alerted to the first case of COVID-19, and after more than $US800 million [$1.2 billion] having already been pledged or received, the organisation says it will release a revised strategy plan and new funding appeal.
WHO Director-General Tedros Adhanom Ghebreyesus believes the pandemic is much more than a health crisis, requiring a whole-of government & society response.
"For the past 100 days, our unwavering commitment has been to serve all people of the world with equity, objectivity and neutrality. That will continue to be our sole focus in the days, weeks and months ahead," Dr Tedros said.
The appeal and strategy plan will commence in coming days.

Slow Satellites
Although satellite reconnaissance has largely overtaken the role of spy planes, they are not always a perfect solution, particularly when intelligence information is needed very quickly. Satellites can take up to 24 hours to get into the correct place in their orbit, which is considerably slower than the SR-71 Blackbird, which can make LA to D.C. in just over an hour.
The other drawback to satellites is their potentially vulnerable to attack. Since they travel in relatively predictable orbits, countries hostile to a satellite can potentially track their flight path and bring them down in the event of war with the manufacturing country — a crucial vulnerability.
While Unmanned Aerial Vehicles have been used extensively for reconnaissance, they are not necessarily very fast, and unless effectively stealthy, they are very vulnerable to attack.

The A-10C, assigned to the 75th Fighter Squadron at the base, touched down "without its landing gear extended," officials with the 23rd Wing said in a news release.
Photos of the mishap surfaced on the unofficial, but popular Air Force Facebook page Amn/Nco/Snco, showing the A-10 close-air support aircraft resting on its underside on the flight line as airmen and emergency crews responded to the incident.

The medical intelligence (MEDINT) cell within Canadian Forces Intelligence Command is tucked away on the edges of the country's security and defence establishment.

For at least one of the country's leading intelligence experts, the fact that the unit was tracking the COVID-19 outbreak and reporting on it raises serious questions about information-sharing within the federal government — and its possible failure to heed early warning signs.

The United States should encourage the use of privateers to fight Chinese aggression at sea, according to a pair of articles in magazine produced by the US Naval Institute.
The reports – titled "Unleash the Privateers!" and "US Privateering Is Legal", and published in the April issue of Proceedings – suggest the US government issue letters of marque – a commission authorising privately owned ships (privateers) to capture enemy merchant ships.
The authors – Mark Cancian, a retired US Marine Corps colonel and senior adviser at the Centre for Strategic and International Studies (CSIS), and Brandon Schwartz, a former CSIS media relations manager – said that China's larger merchant fleet represented an asymmetric vulnerability with the US, and an attack on China's global trade would undermine its entire economy and threaten its stability.
Such a campaign would be a legal and low-cost way to contain China's power rise on the sea, they said, adding that it could prevent, rather than provoke, a war.

New Delhi: Prime Minister Narendra Modi is expected to discuss proposals to extend the Covid-19 lockdown to the end of the month in urban centres while easing it selectively for rural areas to allow harvesting, said officials with knowledge of the matter. An announcement regarding the shutdown's extension or otherwise could be made on Sunday, the officials said. The chances of the lockdown being lifted in urban centres from April 15 are bleak, officials said, citing the rising deaths and infections in Mumbai, Pune, Delhi and Indore. Odisha and Punjab have extended the lockdown until April 30 and May 1, respectively. Many other states have suggested the same to the Prime Minister's Office (PMO), saying that only harvesting be allowed. As many as 133 districts in nearly a dozen states—a majority of them with urban concentrations—are under aggressive containment currently. The government doesn't want to disturb this arrangement.Vardhan Points to Rapid Rise"We are in the third week of the lockdown. Usually, all experts say if you use lockdown, it takes three-four weeks to flatten out the curve," Union health minister Harsh Vardhan said in a video conference on Friday with foreign diplomats. Much of rural India is safe from the coronavirus so far but the question is if a chance can be taken."PK Mishra, principal secretary to the PM, met the 11 empowered groups of officers on Covid-19 on Friday to review steps to assist farmers across the country to harvest their produce while maintaining social distancing. Issues related to supply chain and logistics management to ensure the availability of essentials and arranging shelter for vulnerable groups such as migrant workers and the homeless were also reviewed by the senior officials on Friday.The government is also closely studying the experience of other countries with lockdown strategies, including Japan and Singapore imposing a lockdown after a second wave of positive cases. Modi spoke with Japanese Prime Minister Shinzo Abe on Friday. They discussed the measures taken by their countries to deal with the crisis.Eleven states are under scrutiny and relief from the lockdown there looks difficult, the officials cited above said. These are Maharashtra, Tamil Nadu, Delhi, Rajasthan, Telangana, Kerala, Uttar Pradesh, Gujarat, Andhra Pradesh, Madhya Pradesh and Karnataka. Of the 133 districts in these states, those reporting more than 15 cases each have been targeted with a 'large outbreak containment strategy.' A 'cluster containment strategy' shas been applied to those with 6-15 cases each.
New Delhi: India should improve its disaster management preparation and ensure the availability of resources so that the country doesn't have to choose between "lives and livelihood" during crises such as the Covid-19 pandemic, said Niti Aayog vice chairman Rajiv Kumar."I hope we will not have to continuously try this tradeoff or balance between saving lives and livelihoods," he said at a global webinar on 'Covid-19 — Fallout & Future' organised by Bennett University's Times School of Media ."That's where we are today," he said at the closing session of the webinar on Thursday, listing the lessons India needs to draw. "I hope that there will be enough resources available with public authorities at all levels to ensure that when it comes to situations like this, we have enough resources to support lives because livelihoods will get lost when you have lockdowns."He said the public healthcare system must be strengthened so that it can cope with such outbreaks. "We need to get our act together so that next time we get into a situation we are much better prepared," he said. New Delhi: More than 15 million jobs could be lost in India's export sector due to half of all orders getting cancelled and units unable to repay loans due to the Covid-19 pandemic and the ensuing lockdown, the apex body of exporters said on Friday.The cancellations and postponement of shipments have eroded packing credits and impacted exporters' fund-liquidity position as cash flows have completely dried up."With cancellation of over 50% of orders and gloomy forecast for the future, we expect 15 million job losses in exports and rising NPAs (nonperforming assets) amongst exporting units, hitting the economy very badly," said Sharad Kumar Saraf, president, Federation of Indian Export Organisations (FIEO).Most of the retrenchment will be in labour-intensive sectors such as leather, gems and jewellery, handicrafts and textiles. 75090130The apparel exports sector estimates 2.5-3 million job losses because of order cancellations and buyers not clearing dues. "Small economies like Bangladesh and Sri Lanka too have announced relief packages," he added.Calling for a balance between life and livelihood, Saraf asked the government to immediately announce a relief package for exports. It also asked for waivers on EPF and ESIC payments for three months from March to May. The grouping also sought extension of pre- and post-shipment credit by 90-180 days on maturity, rollover of forward cover without interest and penalty, automatic enhancement of limit by 25% to address liquidity challenges and extension of interest equalisation benefits.A representative of the cotton textile industry said layoffs could be avoided if banks are lenient in offering working capital to the sector and provide support when contracts in foreign currency collapse."The issue of layoffs can become serious if banks don't show forbearance," the person said. "This is crucial so that we can retain labour especially because they are trained labour."This an opportunity for India to mitigate the risks associated with products from China and capture market from competitors such as China, Bangladesh and Vietnam, the person said.
NEW DELHI | MUMBAI: From restricting shoppers through token-based entry, maintaining strict fever screenings, installing full-body fumigation chambers, and even keeping adjacent seats vacant at theatres and food courts — top malls and retailers are planning a slew of measures to instil confidence in shoppers that malls are safe zones and there's no risk in shopping and eating out again.Of course, such measures could reduce footfalls drastically, squeezing cash flow further, but mall operators say it could also help convince authorities and consumers that there was no danger in visiting malls again."Malls have single owners who can control and administer the rules set out by the government. There is controlled point of entry and each one can be manned carefully with rules enforced strictly. With most malls temperature and access controlled, sanitisation is easier to manage," High Street Phoenix Mall's president (west), Rajendra Kalkar, said.Currently, retailers selling discretionary products from apparel to lifestyle merchandise are not allowed to open stores.Once the lockdown is lifted, social distancing norms will become an integral part of mall maintenance, owners say."We are in initial talks with cinema hall operators and retailers on how to ensure social distancing for at least 3-4 months. While cinemas may not be allowed to book more than 50% of the seats and ensure no one sits next to each other, retailers will be advised to ensure limited number of people inside the store at a time," said Manoj Gaur, the managing director of Noida-based Gaurs Group.With thousands of retail and restaurant doors shut and zero sales, several retailers are not in a position to pay rent and even wages to employees.Many have appealed to their mall and high-street landlords to change their contracts to a revenue-sharing model for the next nine months to help tide over the crippling effect of the coronavirus pandemic.While retailers maintain they will take adequate precautions wherever customer contact is involved and use technology like contactless payments to curtail contamination risk, some brand outlets which have high-contact services like make-overs and testers will discontinue these services."Inside the store, we will have sanitiser stations and floor markers to facilitate social distancing. We will be frequently steaming garments and disinfecting surfaces such as escalators, cash counters, card machines, shopping bags, etc.," Lifestyle International managing director Vasanth Kumar said.
Bengaluru: E-commerce firms in India, including leaders Amazon and Flipkart, will take a major hit if sales of non-essential items continue to be restricted and the lockdown is prolonged, industry executives and analysts said. Smartphones, electronics, furniture, large appliances, among others, have been categorised as non-essential items in the current situation, but contribute more than 90% of sales at these etailers, according to Forrester Research. The ecommerce sector cumulatively clocked sales of $32 billion last year. "The economic impact of these three weeks itself will take about three months to recover," said a partner at a growth-stage investment firm requesting anonymity. "The strict lockdown is a bad signal for investors, businesses and people globally, especially in the technology space, on the continued risks attached to doing business in India," he added. Some rules may quickly need to be relaxed for businesses to breathe easy, he said. If the online channel is opened up gradually, ecommerce firms will have to closely work with manufacturers, importers, the labour ministry, and ecosystem players to ensure that orders are fulfilled. They will also have to fix supply chain gaps by forging partnerships with neighbourhood stores, offline retailers and last-mile businesses. This is no mean task. Already, the top two ecommerce firms in the country by Gross Merchandise Value (GMV), Amazon and Flipkart, as well as several other niche e-tailers, including Lenskart, FirstCry and Nykaa, have seen sales slump, simply because most or all of their products are termed non-essential goods right now. "There will be limited demand for non-essential goods due to the impact on jobs and income... but there might be an uptick in demand during Diwali," said Satish Meena, an analyst at Forrester Research. If the sector opens up for business fully soon, Meena estimates that the e-commerce industry would grow 9-10% this year to touch $35 billion, although the rate of growth itself will be sharply lower from the 27% it clocked last year. Analysts said they expect the growth to come on the back of consumers getting accustomed to shopping online as they maintain social distancing even after the lockdown is lifted. Sale of essential goods, helped by the ongoing 21-day lockdown and probably some more, will grow by about 3%, Meena said. Earlier this week, industry body Internet and Mobile Association of India urged the government to allow ecommerce companies to resume operations completely, since they are best placed to follow social distancing guidelines by delivering products at doorsteps. This comes after industry tracker Counterpoint Research cut India's 2020 smartphone production forecast by 7-8% from the 300 million units predicted earlier. It also warned that the demand for smartphones is unlikely to pick up anytime soon. To be sure, even categories where ecommerce companies operate unhindered, such as grocery and pharma delivery players like BigBasket, Grofers, 1MG and Pharmeasy, have largely missed order and delivery timelines, mainly as a result of acute labour shortages and capacity issues. Hindustan Unilever, the country's biggest consumer goods firm, said earlier this week that average daily sales and factory output had tumbled to about 40% of its usual run rate, hurt by lack of labourers and transport disruptions. To counter such a scenario, Flipkart group CEO Kalyan Krishnamurthy told employees during a recent townhall that the company will actively forge more ecosystem partnerships since this would be a critical enabler for growth.
Mumbai: Surplus cash in the banking system has surged to as much as Rs 4.74 lakh crore, surpassing liquidity levels seen four years ago during the demonetisation period.But, the liquidity glut is not bringing interest rates down, as risk-averse banks stay off from fresh loans amid an alarming Covid-19 scene."The entire liquidity could ignite credit expansion once normalcy is back," Federal Bank executive director Ashutosh Khajuria said. "High liquidity is a good measure to prevent any collapse of a bank which has stress on the deposit front. For some banks, it prompts to lend."But, there is no demand for credit due to the Covid-19 situation, Khajuria said.There was a net cash surplus, or liquidity, of Rs 4.41-4.74 lakh crore in the system in the second week of April, show data from the Reserve Bank of India.A surge in the benchmark bond yield, a key gauge to price any bonds, indicates that the high liquidity has failed to bring down rates on longer-term papers.The benchmark yield has gone up by 35 basis points since the unscheduled RBI policy meeting on March 27, pulling prices down."Unprecedented liquidity is an endeavour to make lenders generous," said Soumyajit Niyogi, an associate director at India Ratings & Research. However, that ability to lend is not percolating into keenness to lend owing to multiple uncertainties. But it has since started falling and moved to 49.74 level by the end of Thursday's trade.Nifty ended the truncated week a tad above the 9,100 mark, after having rallied 12.72 per cent to post its biggest weekly gain since May 2009. The 30-share Sensex ended a seven-week losing streak and closed 4.23 per cent, or 1,265 points, higher at 31,159.The sharp drop in VIX -- which signals possible market volatility for the next 30 days – has come as a shot in the arm for the bulls and it hinting at market stability in the coming weeks."VIX has cooled off after testing the highs of 86-87 levels, which we had last witnessed during the 2008-09 market crash. This suggests wild swings could possibly subside going ahead, even though bouts of corrections cannot be ruled out," said Aditya Agarwala, Senior Technical Analyst at YES Securities.Sameet Chavan of Angel Broking said higher volatility in the recent past kept market participants on their toes. "With the fall in VIX, we hope the worst is behind us and the coming month will bring back smiles on investor faces," he said.VIX hit a record high level of 92 in 2008.Meanwhile, the net of Nifty500 advance-decline ratio has hit a multi-year low of -497 level, something that has been seen only thrice in last two decades.The advance-decline ratio is an indicator that shows market breadth. "These extremes typically have coincided with significant market bottoms," says ICICI Securities, which recommends investors to utilise the ongoing selloff to construct long-term portfolio of quality stocks in a staggered manner with at least one-year time horizon.The Nifty500 universe covers 90 per cent of the free float market capitalisation on NSE and this is used to measure the extent of panic in the market.

Bengaluru: In its bid to drive awareness, installation and usage of the Aarogya Setu app, the ministry of electronics and information technology (Meity) has formally enlisted the help of social media platforms for "outreach purposes" on a "priority basis" in order to reach "all mobile users in India."In an emailed circular to these platforms, which ET has seen and reviewed, the ministry officials wrote, "...in the larger public interest as well as to fight this health emergency situation, you are requested to use your fullest capacity to outreach your users and making them aware and promoting the installation of the Aarogya Setu app on a priority basis." The platforms, the letter added, had to commit a minimum contribution of users "within a week's time", with a progress report to be shared with the ministry on a daily basis.A senior Meity official, while confirming the circular, told ET on a condition of anonymity, "Every company in the physical and the digital world is doing it. Our aim is to reach out to all the mobile users in the country while ensuring the privacy and security of every user. We are trying, in all possible manner, to reach out to the people." The official added, "This is an unprecedented situation. By the time the lockdown opens, such apps will become very important. We are trying to reach out through social media, and leverage their strength and innovation in this regard to inform users about the availability, features and the benefits of the app."The request also comes a few days after the app crossed over 10 million downloads on the Google Play Store, while on the iOS App Store, it was the top-ranked app in the Health and Fitness category.A Google spokesperson in an emailed response to ET's queries said, "We are committed to offering our support to not-for-profit developers, State and local health agencies offering publicly available crisis response apps and sites in response to the COVID-19 pandemic.
