A Pentagon contractor has been killed and several US service members have been injured following a rocket attack on a coalition military base in Iraq.
Intelligence officials say 11 to 14 rockets were launched on the K1 military base, located near the oil-rich city of Kirkuk, on Friday afternoon.
The United States is now looking into whether an Iranian-backed Shi'ite Muslim militia group by the name of Kataib Hezbollah is responsible for the attack.
Friday's fatal incident is 'the eleventh rocket attack targeting an outpost housing American forces in the last two months,' according to Military Times.
While no group has yet claimed responsibility for the latest attack, US Secretary of State Mike Pompeo has blamed Iranian-backed forces for previous rocket launches on bases in Iraq.
They are the military's "guardian angels." They are trained paramedics, paratroopers, and combat divers. This is the story of one such soldier, and the mission of a lifetime.

The jumpmaster screams the command over the roaring engine, and the back hatch of the HC-130 aircraft yawns open into night. A cold wind enters the cabin. It brushes past the seven soldiers seated in rows, sending stray pieces of paper, fabric, and tape fluttering in the thin air. In front, the team leader, Tech. Sgt. Jordan St. Clair* looks out past the ramp door. He can see nothing. A low blanket of clouds blots out the moon and stars and erases the distinction between the black sky and the black Atlantic Ocean beneath. He turns back to his men, each strapped with over a hundred-and-fifty pounds of gear. Their faces are lit only by the lambent glow of chemlights.
"STAND UP!"
The seven soldiers rise. At the next command—"HOOK UP!"—they clip their parachute line to a red steel cable running over their heads.
Fifteen hundred feet below, their target: the Tamar, a commercial shipping vessel two thirds into its voyage from Baltimore to Gibraltar. Earlier that morning, there had been an explosion onboard, some unknown ignition that had set fire to four sailors working inside the hull. In his distress message, the ship's captain wrote that the men had been burned from head to toe. They were in the middle of the Atlantic; the nearest land—the Azores Islands—was over five hundred miles to the east. They were out of range of both U.S. and Portuguese Coast Guard helicopters as well as rescue boats. The men's injuries were severe, requiring expert attention. The captain's message was routed from Lisbon to Portsmouth, then to Boston, and on to the soldiers in Long Island. Within hours of the explosion, two of the sailors died. The two other men—charred, skin flayed—wait now without pain medicine.

A U.S. Army base in South Korea accidentally blasted an emergency siren Thursday night instead of the somber notes of taps, officials said, igniting brief panic on the base amid North Korean leader Kim Jong Un's threats of an unwelcome "Christmas gift."
Taps, the melancholy bugler's song played at military funerals, was supposed to be sounded on Camp Casey's announcement system at 10 p.m., as is custom at Army installations to mark the end of the day, said Army Lt. Col. Martyn Crighton, a spokesman for the 2nd Infantry Division.
But Crighton said "human error" instead prompted the sounds of an emergency siren wafting through the freezing air throughout Camp Casey, the closest U.S. Army base to the North Korean border - and a likely prime target for missile strikes in the event of an attack.
The mistake bewildered service members on base, who said in a Reddit thread posted soon after the incident that soldiers were "riled up," and some ran through the halls in full uniform before the error was realized.

Russia has deployed its first hypersonic nuclear-capable missiles, with Vladimir Putin boasting that it puts his country in a class of its own.
The president described the Avangard hypersonic glide vehicle, which can fly at 27 times the speed of sound, as a technological breakthrough comparable to the 1957 Soviet launch of the first satellite.
Putin has said Russia's new generation of nuclear weapons can hit almost any point in the world and evade a US-built missile shield, though some western experts have questioned how advanced some of the weapons programmes are.

Iran, China and Russia began joint naval drills on Friday in the Indian Ocean and Gulf of Oman, in what Moscow said was an unprecedented exercise in naval cooperation and training.
Waters around Iran have become a focus for international tensions, with the United States exerting pressure for Iranian crude oil sales and other trade ties to be cut off.
'The message of this exercise is peace, friendship and lasting security through cooperation and unity... and its result will be to show that Iran cannot be isolated,' Iranian flotilla admiral Gholamreza Tahani said on state television.

A top construction firm was sacked from its refurbishment of the MI6 headquarters after a major security breach, it was reported last night.
Balfour Beatty was axed from the project after more than 100 blueprints outlining layouts and alarm systems went missing from the home of the Secret Intelligence Service.
The building, at Vauxhall Cross in south London, is famed for its appearance in several James Bond films.
Access to the sensitive papers was limited to supervisors and there were approximately 40 staff sub-contracted to the project, The Sun reported.
So serious was the security lapse that when the alarm was raised staff workers were not allowed to leave.
More than 235,000 people have fled from their homes in Syria's rebel-held Idlib province, the UN says, as government forces step up their offensive on the area.
The exodus happened between 12 and 25 December as fighting intensified.
Idlib in north-western Syria is the last major region held by rebels opposed to President Bashar al-Assad.
The Russian-backed Syrian government has been bombarding Idlib since late November.
An increase in air strikes and ground fighting since mid-December has accelerated civilian displacement from the area, UN humanitarian agency Ocha said in a report.

Those following the news from Russia have probably heard that Russia's only aircraft carrier, the Admiral Kuznetsov (official name: Admiral of the Fleet of the Soviet Union Kuznetsov), was put into dry dock for major repairs and retrofits. Things did not go well. First, the dry dock sank (it was Russia's biggest) and then a huge crane came crashing down on the deck. And just to make it even worse, a fire broke out on the ship killing 2 and injuring more. With each setback, many observers questioned the wisdom of pouring huge sums of money into additional repairs when just the scheduled ones would cost a lot of money and take a lot of time.
Actually, the damage from the fire was not as bad as expected. The damage from the crane was, well, manageable. But the loss of the only huge floating dry dock is a real issue: the Kuznetsov cannot be repaired elsewhere and these docks cost a fortune.
But that is not the real problem.
The real problem is that there are major doubts amongst Russian specialists as to whether Russia needs ANY aircraft carriers at all.
Zhang Ming warned it would be 'disastrous' for EU countries not to promote free markets and open international competition.
The EU could face a backlash from "suspicious" Chinese entrepreneurs if it pursues its plans to limit foreign corporate ownership and China's involvement in 5G communications, the country's ambassador to the EU said.
In an interview with the Financial Times Zhang Ming warned that if EU countries do not promote international cooperation and free markets, "it would be disastrous for them," as it would impact Chinese investments in the bloc.
"What I hope to see is that the EU will keep to the principles of multilateralism and free trade, as well as the principles of openness, fairness, justice and non-discrimination," he said.
The comments come ahead of recommendations expected in January for EU countries to tighten security checks on 5G companies. China's Huawei, which has faced a backlash from the U.S., is a world leader in the sector.
Zhang also gave a cautions response to a proposed EU-wide carbon border tax, which French Economy Minister Bruno Le Maire said earlier this month is needed to curtail imports from countries with laxer environmental standards.

WASHINGTON – The White House wants the U.S. Navy to go back to the drawing board and find new ways to replace its aging sealift fleet, a move that could set back efforts that military officials see as vital to maintaining the military's ability to project power across the globe.
The Office of Management and Budget, in a December 16 memo to the Department of Defense obtained by Defense News, directed DoD to come up with a more cost-effective plan than the Common Hull Auxiliary Multi-Mission Platform, known as CHAMP, a hull that the Navy had planned to use as part of a sealift recapitalization program.

The U.S. Navy could scale back purchases of new destroyers, attack submarines, frigates, cargo ships, as well as retire early a number of cruisers and littoral combat ships, under a new budget plan taking shape in the Pentagon. The ostensible goal of the proposal is to free up funds for other shipbuilding efforts, including new fleets of unmanned surface and undersea vehicles, but the service is already finding itself in a battle with Congress over funding priorities before it has even finalized its pitch.
After years of domination in the South China Sea, Chinese submarines have started popping up somewhere new – and it's on our doorstep.
The Andaman Sea is fast becoming the latest target of Chinese expansionism. India says it has seen a surge of Chinese submarine activity in the strategically critical waterway.
And, last month, its navy booted a Chinese spy ship out of its waters. But Indian Navy sources say Chinese submarines have become a regular visitor to the region. And they're much harder to deal with.
In September, the Indian navy evicted the Chinese survey ship Shiyan-1 for intruding upon its exclusive economic zone. It was sailing among the Andaman and Nicobar Islands without permission. And such survey ships map the ocean floor for just two purposes: military or economic.
Broadcaster responds Thursday to complaints that edit was politically motivated
CBC confirmed Thursday it deleted a scene featuring Donald Trump from the movie Home Alone 2: Lost in New York, but the broadcaster says the cut occurred before he became president and was not politically motivated.
Several media outlets reported Trump's cameo in the 1992 movie was edited out of the CBC TV broadcast of the movie earlier this month.
In the uncut version, Trump appears for some seven seconds in a scene set at the Plaza Hotel in New York, when Macauley Culkin's character Kevin McCallister asks him for directions to the lobby.

ARGENTINA threatened to ramp-up World War 3 tensions when they sent a stark warning to the UK over its handing of nuclear weapons on the Falklands, documents seen by Express.co.uk reveal.
(MOSCOW) — Russia confirmed Friday that it will appeal its four-year Olympic ban for manipulating doping data.
The Russian anti-doping agency, known as RUSADA, sent a formal letter disagreeing with the sanctions imposed earlier this month by the World Anti-Doping Agency. The case is now heading to the Court of Arbitration for Sport (CAS).
Next year’s Olympics in Tokyo will be the third consecutive edition of the games preceded by a legal battle over Russian doping issues.
RUSADA said it “disputes the (WADA) notice in its entirety,” including the evidence of tampering with the data archive. The data was handed over in January and was meant to clear up past cover-ups, but has led to more legal tussles.
RUSADA’s own CEO, Yuri Ganus, attached his own note of protest to Friday’s letter. Ganus is critical of Russian officials and had disagreed with the decision to appeal. He was overruled by his agency’s founders, which include some of Russia’s most influential sports leaders.
The WADA sanctions ban the use of the Russian team name, flag or anthem at a range of major sports competitions over the next four years, including next year’s Olympics and the 2022 soccer World Cup.
However, Russian athletes will be allowed to compete as neutrals if they pass a vetting process which examines their history of drug testing, and possible involvement in cover-ups at the lab.
That has prompted anger from some Western athletes and organizations like the United States Anti-Doping Agency, which wanted a blanket ban on Russian athletes.
The appeal was widely expected with Russian President Vladimir Putin having branded the ban “unfair.”
RUSADA’s supervisory board voted Dec. 19 to file an arbitration case with CAS in Switzerland after WADA ruled Russia had manipulated doping laboratory data to cover up past offenses. Putin has said it was not fair to threaten Russia with more doping-related punishment, and that any sanctions should be on an individual basis. “I think it is not just unfair but not corresponding to common sense and law,” Putin said.
After a panel of three CAS arbitrators is chosen, a verdict will be issued within three months.
Putin added that WADA’s recommended four-year ban on Russia hosting major sports competitions would have little effect, pointing to the 2022 men’s volleyball world championships as an event Russia intends to keep.
WADA demands events are moved unless it’s “legally or practically impossible” to do so, which could create a loophole for event organizers who don’t want to break financial commitments.
That ban already doesn’t apply to next year’s European Championship soccer games in St. Petersburg or the 2021 Champions League final, both of which are exempt because they’re continental, not world, championships.
Russia handed over the lab’s doping data archive in January in return for having earlier sanctions lifted in 2018. WADA investigators found evidence that Russia was intensively editing the data in the weeks before the handover to remove signs of failed drug tests.
WADA said it found fake messages spliced into chat logs in an apparent attempt to smear former lab director Grigory Rodchenkov, who’s become a key witness for WADA since leaving Russia.
(WASHINGTON) — A U.S. Special Forces soldier who died in Afghanistan this week was seizing a Taliban weapons cache when he was killed, the U.S. military said Friday.
Sgt. 1st Class Michael Goble was with his unit when its members discovered an undisclosed amount of Taliban weapons in Kunduz Province, said Eric Pahon, a spokesman for the U.S. forces in Afghanistan. Pahon said Goble and others were clearing out the cache when an explosion happened.
Pahon said the Taliban wrongly claimed that the service members were in a convoy and targeted by a roadside bomb during a raid.
Goble, 33, of Washington Township in Bergen County, New Jersey, was killed Monday and an Afghan service member was wounded. Goble served with the 1st Battalion, 7th Special Forces Group.
Details about what type of weapon or ammunition exploded are still under investigation.
A spokesperson with the U.S. State Department confirmed that an American citizen injured in the incident had passed away but did not release the victim’s identity. “We extend our sincerest condolences to the families of all those lost,” the agency said in a statement emailed to TIME.
U.S. Ambassador to New Zealand Scott Brown said in a public statement that supporting victims and their families continues to be the agency’s “primary focus.”
At least 17 people have died as a result of the deadly Dec. 9 eruption, New Zealand Police reported in an update on Monday. The search for another two missing victims has since been suspended. A spokesperson with the New Zealand Police said the agency was not yet in a position to to release the name of the victim.
White Island is a popular tourist destination off the east coast of New Zealand’s North Island.
Police previously said that 47 people appeared to be on the island at the time of the eruption. Of these 47, nine people were from the United States. Other Americans who died include teenagers Berend Hollander, 16, and Matthew Hollander, 13. The duo were Australian permanent residents but their family appeared to have moved from Chicago to Sydney several years ago.

Remember when Olympic organizers in Rio de Janeiro slept on cruise ships and called them “floating hotels”? Tokyo will do the same for its turn in the spotlight. From July 24 to Aug. 9, the city is chartering at least one large ship to serve as a floating hotel in response to a shortage of rooms on dry land. But you’d be better off going a more traditional route: Two of Royal Caribbean Cruises Ltd.’s Shanghai-based ships, Spectrum of the Seas and Voyager of the Seas, will offer itineraries that overnight at Tokyo’s new terminal. Passengers with tickets can easily get to events and then sail on to other, less frenetic parts of the country.
Windstar Cruises LLC is betting that the summer’s television coverage will drum up tourism interest for Japan in general, so it’s skipping the marquee games and sending its 312-passenger, all-suite Star Breeze to the country for a series of temple- and garden-centric sailings this fall. But the most peaceful way to sail might be a three-night trip on Guntû, a 38-passenger design ship that’s like a floating ryokan on the Seto Inland Sea, complete with traditional open-air onsen baths in some of its suites.

Typically cruise lines have relied heavily on the Bahamas. Not only is Nassau, the capital, a frequent port of call, but several companies have organized sailings throughout the commonwealth around islands that they own. In the last year, however, the roles have changed. After Hurricane Dorian devastated Grand Bahama (also a cruise port) and the less-visited Abaco islands, cruise companies helped deliver recovery supplies and made major donations. In the storm’s aftermath, they’re helping revitalize the entire Bahamian tourism economy.
Royal Caribbean is opening the second phase of its $250 million Perfect Day at CocoCay island in January. The Coco Beach Club includes the first overwater floating cabanas in the region. Norwegian Cruise Line Holdings Ltd. has boosted the offerings at its Great Stirrup Cay, a chic, South Beach-style beach oasis where you can shell out as much as $1,100 a day for a private, air-conditioned villa conveniently located near a Moet & Chandon bar. MSC Cruises’ recently opened, 95-acre Ocean Cay offers a more tranquil experience that focues on spa treatments and underwater activities in its protected marine reserve. And when adults-only Virgin Voyages debuts its first ship in March, every sailing will stop at a swanky private resort—think Ibiza or St-Tropez—developed by Resorts World Bimini.
Kinsale, Ireland
Cruise lines are jumping on the DNA tourism trend, and harbor towns in West Cork, including the historic fishing town of Kinsale, are trying to get a piece of the pie. Promotional efforts have focused on attracting small expedition and boutique ships, and they’re paying off. Last year, French line Ponant sent one ship; this year it’s sending four. Ultraluxury line Seabourn has been sniffing around, too. Nearby attractions include a 3.7-mile trail around the ocean cliffs of the Old Head of Kinsale, where the Lusitania was sunk just offshore by a German U-boat in 1915. There’s also a star-shaped fort built by Charles II. And if you find through an ancestry search that you’re related to the notorious 18th-century pirate Captain Anne Bonny, Kinsale is said to be where she’s from.
The Douro River, Portugal
Lisbon is a popular port, but attention has also shifted north to the quieter Portuguese city of Porto, famous for its sweet red fortified wine. It’s also becoming a popular starting point for cruises on the Douro River. Hillsides covered in terraced vineyards and historic quintas reflect 2,000 years of winemaking in the valley, with itineraries that include stops for tastings and time to cross the border toward the medieval city of Salamanca in northwestern Spain. Luxury tour operator Tauck Inc. and luxury brand Uniworld River Cruises are each debuting ships in the spring: Uniworld’s 100-passenger S.S. Raja Ampat Islands
Far from the fancy resorts in Bali—in miles, scenery, and style—this Indonesian archipelago occupies an enviable position in the center of the Coral Triangle. Cruises here lead to fascinating cultural encounters, but the big attraction is the warm sea, home to about 75% of known coral species and about half of all the world’s marine tropical fish. Typically the best way to see it all has been on small dive boats, but upscale expedition cruise ships from Ponant and Australian line Coral Expeditions have recently moved in. Joining them is Aqua Expeditions, best known for its top-notch Amazon River sailings. It transformed a naval vessel into its first ocean ship, the 15-suite yacht Aqua Blu, on which it offers a culinary program designed by Aussie superstar chef Benjamin Cross and sailings that stretch through the winter.
Subantarctic Islands
These islands in the Southern Ocean, which are on the way to Antarctica from Australia and New Zealand, are protected nature preserves, where only researchers live among birds and marine mammals. On Macquarie Island, beaches may be covered with royal penguins and fur seals. The island also has a weird geologic feature: Some of its shores are piled up with exposed green rocks from the Earth’s mantle that look eerily like they’re covered in snakeskin. And the Snares, one of several chains of New Zealand islands, feature crested penguins endemic to the islands. Cruise passengers visit on zodiacs that hug the shoreline or make a landing for guided walks, all in places where the number of visitors is tightly controlled. Get here on expedition ships from Silversea Cruise Holding Ltd. or Lindblad Expeditions-National Geographic, which have new itineraries traversing the region.
The Seychelles
Luxurious options abound in this Indian Ocean paradise off of East Africa. Crystal Cruises’ 62-passenger superyacht, Crystal Esprit, has suites with butler service and a private submarine. Ponant’s 184-passenger Le Bougainville has a snazzy, underwater Blue Eye Lounge, somewhat like a submarine with a panoramic view and where you can get a martini. But the real beauty of sailing here is taking tiny zodiacs to islands with uninhabited beaches, where you may snorkel among coral reefs or wander past tortoises in lush forests. Keep an eye out for the Seychelles warbler and other native birds, as well as Vallée de Mai, a rare palm forest little changed since prehistoric times.
Nile River
In January, Uniworld Boutique River Cruises launches the new 84-passenger, all-suite S.S. Sphinx, and because it will only sail in Egypt, its look will have an authentic sense of place. (Think Egyptian fabrics and artworks.) Similarly, Viking River Cruises in September adds the 82-passenger Viking Osiris, done up in Scandinavian design despite her Nubian name. Standard 12-day sailings on both ships start and end in Aswan, usually after a hotel stay in Cairo and a flight to Luxor. For DIY types, there are also four-night sailings to Aswan on Sanctuary Retreats’ elegant, recently upgraded, 64-passenger Sanctuary Nile Adventurer. Its shorter sailings aren’t packaged with pre- and post-cruise land experiences and are a little more flexible. This year, especially, a must-do is drinks on the terrace of Aswan’s Old Cataract Hotel, where Agatha Christie wrote parts of her 1937 novel Death on the Nile. Kenneth Branagh’s film based on the book will debut in theaters in the fall.
Wearing a white cotton bodysuit, a helmet and a respirator to protect against radiation, tour guide Beata Jevsejeva walks briskly up the stairs to the reactor hall at the decommissioned Ignalina Nuclear Power Plant (INPP) in the Lithuanian town of Visaginas. It’s late November and sparks fly out of the ground as mechanics saw metal to remove a refueling machine, once used to top up uranium levels. Tenyears ago, on Dec. 31 2009, the INPP’s final nuclear reactor was shut down shortly before midnight. By 2038 the entire plant will be dismantled.
The room will look familiar to anyone who’s watched the HBO Chernobyl series, which was filmed at the Ignalina power plant in August 2018. The hugely popular series, watched by over 8 million people, shows the catastrophic nuclear explosion at the Chernobyl nuclear power plant near the town of Pripyat in Ukraine in 1986, which killed some 40,000 people and contaminated the surrounding area. Since the series was released in May, tourism to Ignalina has “massively increased,” says Natalija Kravchenko, head of communications at INPP.
That’s partly because, more than 30 years on, Chernobyl’s radiation levels remain too high for tourists to walk around the plant. Instead, tourists from around Europe, the U.S. and Australia have poured into the Ignalina plant in Visaginas for the unique experience of being able to walk on nuclear reactors, something that’s too dangerous to do in Chernobyl. Tickets to tour the Ignalina plant, priced at 60 euros ($66) each, are booked up months ahead. In 2019 alone, 4,025 people visited the plant, says Kravchenko.
The rise in tourism has breathed new life into a town that has faced an identity crisis since the Ignalina plant was decommissioned in 2009. The closure led to the loss of thousands of jobs and a surge in young people leaving Visaginas; Kravchenko says that the plant will be fully closed off to visitors in eight years. The mayor and residents are instead finding ways to move the town away from its nuclear identity and develop other industries to keep people from leaving, and to attract more visitors. “Our city will always be a nuclear age monument, but it will not support the life of our residents,” says Pavel Kostenko, a 36-year-old Visaginas resident who runs a small steel production company, Viri Technologija.
Situated among pine forests and on the shores of the Visaginas lake, some 80 miles from the capital Vilnius, the town of Visaginas was built in 1975 to accommodate plant workers. Technicians and nuclear physicists came from around the USSR and then-Communist countries like Poland; they were housed along 14 streets in this town with an area of 5.6 miles. By 1983, people of 43 different nationalities had built one of the world’s most powerful nuclear power stations, providing 70% of Lithuania’s electricity and pumping energy throughout the Baltics and Russia. “It was intended to be a window of Soviet progress to the West,” says Olga Cernovaite, who directed the 2017 documentaryButterfly City, shot in Visaginas. (Seen from the air, Visaginas’ design resembles a butterfly cut in half, with each wing representing the INPP reactors.)
But a lot has changed since the Soviet Union fell in 1991, cutting off the flow of money from Moscow. The newly-independent, cash-strapped country of Lithuania sought to join the European Union. Attached to the conditions for its accession was the dismantling of the Ignalina plant due to safety concerns. Ignalina’s reactors were three times as powerful as the RBMK reactors in Ukraine’s infamous Chernobyl plant. In 2004, Lithuania became an E.U. member; with that came a multi billion euro package to close the plant. But in doing so, the country lost a major export commodity and is now dependent on73% of its energy being imported (well above the E.U. average of 52%) fromNorway and the United States.
Launching and expanding new industries is now seen as a way of connecting more closely with other parts of Lithuania. In this mostly Russian-speaking town, where more than half of the population are Russian, many residents have felt disconnected from the rest of the country. “We were living in the past, now we need to think about the future,” Kostenko says.
The closure of Ignalina, which began in 2004, was a huge shock to the country. “No one could believe they would do that and cut thousands of jobs,” says Kostenko, whose parents, now retired, were INPP engineers. Some 5,000 people were employed at the plant; today, only about 1,900 are left, according to Kravchenko.
The town has also shrunk. Over the past 20 years, a third of the population, mostly young people, have migrated to Russia and other cities in Europe; the town is now home to about 18,700 people, with an average age of 55, according to Visaginas mayor Erlandas Galaguz. “There was an identity crisis. The city was built for the plant. Without the plant, there is no city,” says Galaguz, who worked as a reactor engineer for over a decade. “Residents thought that there won’t be life here.”
The crisis was compounded by the language barrier. “To be Lithuanian you need to speak the language,” says documentary producer Cullinane. Many people from Visaginas’ older generation can’t speak Lithuanian and that “doesn’t go over so well” in modern Lithuania, Cullinane adds.
“Life in Visaginas was like a bubble and when it burst, the town began searching for its identity. This is something that is probably happening in many former Soviet republics—not just in Visaginas,” says Cernovaite, the Butterfly City director. Under Soviet rule, Moscow’s policies of Russification — the spreading of Russian culture and language throughout the republics — sought to control a diverse population by suppressing ethnic national identities. The strength of national identity varied across Soviet states. But in Lithuania and their Baltic neighbors Latvia and Estonia — the last states to join the USSR and the first to leave — it was strong.
Many residents of Visaginas have said they’re disappointed with how the Lithuanian media tends to portray the town. When Russian President Vladimir Putin annexed the Ukrainian peninsula of Crimea in 2014, under a pretext of safeguarding Russians and Russian speakers, several Lithuanian outlets grew suspicious of Visaginas. In March 2016, a major news platform in the Baltics described Visaginas as a threat to Lithuania’s security. The headline claimed that the homeland security department had found an active “death battalion” in Visaginas, which turned out to be teenagers playing with air guns and wearing old Soviet military uniforms that belonged to their grandparents.
Even residents who are fluent in Lithuanian have struggled to integrate. Speaking through her respirator in a muffled voice as we walk through a long, brightly lit corridor Jevsejeva says: “I understand, talk and work in Lithuanian and with Lithuanians, but unfortunately I don’t feel fully Lithuanian, and other Lithuanians don’t recognize me as one of them.” The 31 year old worked in London at two major banks for four years before deciding to move back.
“I thought I would die of loneliness in London,” she says, adding that she’s one of a handful of her classmates who decided to settle in Visaginas, where the average salary is 700 euros a month.(The national average is 1,300 euros.)
“We need to go back to a state where people believe in the town’s perspective and potential,” says Visaginas mayor, Erlandas Galaguz. And to do that, he says, Visaginas needs jobs. “But things are getting better,” he adds. A new factory that will produce medical equipment is currently being built by the U.K. based Intersurgical in Visaginas, to be launched next year. It’s expected to give an economic boost to the town, with the factory planning to employ about 200 people initially and to eventually increase the workforce to 1,500.
Another potential area for development is ecotourism, because Lithuania has rich national parks, coastal scenery, lakes and rivers. In January 2018, Visaginas residents Anton Jevtiuchov, 28, and his wife Anastasija, 27 launched a Visaginas-based travel company, LitWild Travel, organizing daily and weekly trips around Lithuania’s lakes and forests. They had previously studied and worked in recruitment and engineering in the U.K., Spain and Russia, before returning home to set up the company. Last year, they conducted 86 tours with up to 30 participants, most of which start in Visaginas or in nearby towns. That work earned them a “Heroes Among Us” award from the President of Lithuania last January, given to Lithuanians who return home after living abroad to start their own civic initiative.
LitWild has been able to bring in visitors, Anastasija says, because of improvements in infrastructure in Visaginas. These new pavements, street lights and regular trains connecting the town to the capital are largely the result of E.U. funds from 2007-2013. But she says the company needs more support. “At the moment, it’s all in our hands. Our business, like other local businesses, needs more support from local authorities,” says Anastasija. LitWild wants to set up a local camping site and an information center, which require a greenlight from local politicians. But Anastasija says they’ve been waiting for concrete action for over a year.
Residents are also keen to develop the creative industries. Alex Urazov greets me with a smile outside his art residency “Tochka” (“Point”) in central Visaginas, barefoot and in cut-off cargo pants even though it’s snowing. The 35 year old was born in Russia and moved to Visaginas in 1988 at the age of 4, when his parents found work at the plant. Twenty years later, when Urazov was working as a DJ, he says he felt he had “hit a ceiling” and needed to get out. That’s when he moved to Britain, spending time in London and Leeds. “Work, drink, party and the cycle continues. A destructive time,” he says. After four years of life in the U.K. he moved back to his hometown to set up an art residency. “I found my purpose,” he says.
Tochka, which occupies a 5 story building in the center of town, welcomes young Visaginas residents and visiting artists.Urazov’s only rule is that alcohol and drugs are banned. “I won’t turn them away if they come here drunk, but they can’t take anything in here,” he says. Tochka looks like a big bric-a-brac shop. Masks, sci-fi figurines and other crafts — some made by the visitors — crowd the dimly lit rooms. One of the rooms is decked out in dream catchers and hand-made key-chains, which they sell online and at local markets. At Tochka, people draw on the walls, engage in heated debates or read Urazov’s collection of books on philosophy. It’s also a rare safe space in Visaginas for LGBT people. “A lot of people who don’t feel like they fit in come here,” he says.
Urazov says he wants Visaginas to move away from its “Soviet” past and become more “European.” “I want to bring Lithuania and the world closer to Visaginas, attract diverse people and make it contemporary,” he says. Various artists and photographers have begun migrating from the capital to Visaginas, according to Urazov, because “property is cheap, it’s peaceful with the surrounding nature and has all the necessities of a city.”
Other residents see a huge potential in the plant’s leftover infrastructure. One afternoon, Kostenko and Igor Davidyuk, a member of the city council, drive to a large 3-story administrative building in the Ignalina power plant that’s been abandoned and closed off to the public since 2009. As we pull up to the rusted gates, Kostenko proudly shows me a frame from the Chernobyl trailer featuring this exact gate and tells me how camera crews took over the site for four days.
But attracting more production companies is not what they have in mind for the future. Davidyuk, a member of the “Visaginas is Us”, a public election committee led by seven other young professionals from the town, envisions Visaginas as an IT hub that hosts data centers—and hopes to transform the Ignalina power plant facilities into a data center.
Lithuania has become increasingly attractive to both technology companies and businesses that need tech expertise. It is home to 13 of the 20 largest IT companies in the Baltics, has Europe’s fastest and most affordable internet connection, and a highly developed IT infrastructure. In 2015, Google established a sales office and Nasdaq, an American stock exchange, opened a center of excellence in Vilnius.
“Visaginas is Us” says politicians in Vilnius could help the town attract investors and encourage companies to expand by introducing a free economic zone in Visaginas (an area where companies are taxed very lightly or not at all) or by offering corporate tax concessions. In 2019,This year they secured the lifting of the sanitary protection zone, which bans certain businesses operating within a 2 mile radius of the plant. The relaxed restrictions, expected to be implemented from January 2020, will allow businesses to set up shop in this building and six others around the plant.
If successful, the administrative buildings in the Ignalina plant wouldn’t be the first former nuclear facility to be transformed into a data center. In 2008, a building that was part of an ex nuclear plant in Hanau in central Germany was turned into a data center by 1&1 Internet, one of the world’s largest web hosting companies. By 2021, Rostelecom Data Centres, Russia’s largest digital service provider will launch commercial services in a disused plant in the western Russian city of Tver. And a former Google executive suggested in 2016 that a defunct power station in Vermont be used as a data center.
In one of the building’s rooms at Ignalina, old fire extinguishers and barrels of oil are scattered on the ground, and a large industrial hook hangs from the ceiling. A railway track, once used to transport materials, runs through the room and around the Ignalina plant; “the plant’s artery” is what Kostenko calls it. Old signs that read “Danger! Keep out” hang below red rubber gloves coated in white dust. In a room that occupies the entire third floor, a few shelves are stacked with files, and black and white photos of former plant employees. “Think how many offices and people could be here,” says Kostenko. “So much potential”.
On the roof, we get a view of hundreds of yards of the Ignalina plant, its dozens of remaining electrical grids, and even more foundations of those that were dismounted. “If we could only get the young generation to build something as big and impressive in such a short amount of time as the older generation did,” says Kostenko, “the town will do well.”

MUMBAI: The Economic Offences Wing of the Mumbai Police filed an over 32,000-page chargesheet in connection with the multi-crore scam at Punjab & Maharashtra Cooperative Bank on Friday, charging HDIL promoters Rakesh and Sarang Wadhawan as well as former bank chairman Waryam Singh, managing director Joy Thomas and director SS Arora.The EOW charged the former management of PMC Bank with failing to report an account of Rakesh Wadhawan with an outstanding amount of Rs 1,671.88 crore as the top borrower from the HDIL Group and filing false statements with the Reserve Bank of India to avoid regulatory scrutiny.Of 43 accounts with an outstanding amount of Rs 5,027.33 crore in FY18, only 21 loan accounts of the HDIL Group with dues of Rs 333.14 crore were reported to the RBI, according to the chargesheet reviewed by ET. The group's total outstanding amount accounted for more than half of PMC Bank's entire credit exposure.The chargesheet says Rakesh and Sarang Wadhawan hatched a criminal conspiracy to cause wrongful gains for their company by taking loans from PMC Bank against mortgage facilities without providing any security.To support its findings, the EOW attached a statement of Rupali Raut, an executive of the bank's credit department who prepared statements submitted to the RBI during FY15 to FY17.'Rakesh Wadhawan not Named Top Borrower'Raut told the EOW that "the practice of hiding loan liability of HDIL Group company's account dates back from almost 2008".Rakesh Wadhawan should have been reported as the top borrower from HDIL Group in 2018, according to the EOW. However, bank officials, acting under instructions from superiors, excluded his name. The acts of concealing material facts of the total credit exposure of HDIL Group companies in PMC Bank and the preparation of false statements filed with the RBI fall well within the ambit of forgery and criminal conspiracy of the Indian Penal Code, the EOW said in the chargesheet.Similarly, irregularities were observed in other statements submitted to the RBI that dealt with segment-wise analysis and the bank's exposure to the real estate sector."As the main business of HDIL and its group companies is construction and development of the properties, all accounts have to be classified under commercial real estate (CRE) category… Instead, PMC Bank has shown additional counts of fictitious accounts and amounts," the EOW said.PMC Bank showed 59,675 accounts with outstanding dues of Rs 5,528.38 crore. These accounts included 21,049 fictitious accounts purportedly prepared over the years to conceal 22 loan accounts of HDIL with outstanding dues of Rs 4,638.46 crore and 22 other loan accounts with outstanding dues of Rs 3,815.82 crore, according to the chargesheet.The probe revealed that HDIL and associate companies availed of mortgage against overdraft/ mortgage loan type credit from PMC Bank between 2008 and 2014, while Sarang and Rakesh Wadhawan availed of similar loan facilities from 2009 to 2013. While awarding these mortgage facilities, PMC Bank did not follow the rules.In the case of Sarang Wadhawan, the memorandum of deposit limit of Rs 10 crore was sanctioned in 2009 and by 2018, this limit had been renewed to Rs 91 crore. The enhanced amount was disbursed without any security. The required loan documents were invalid and the amount wasn't repaid, which were a full-fledged breach of the RBI's norms and conditions, the EOW said."All facilities are mortgage loans. However, officials have not obtained security against facilities awarded... facilities have been enhanced periodically without taking into consideration the actual performance of borrowers," it said.The bank officials, instead of classifying these loans as non-performing assets, kept charging interest on these outstanding dues to keep them alive and present them as financially sound, it was stated in the chargesheet.The alleged modus operandi involved falsifying the bank's advances master dump Excel sheet, which required details of each loan account to be provided. The bank started to conceal select non-performing exposures by replacing the information with dummy accounts. The largest outstanding balance among the fictitious accounts mentioned in the advance master indent of FY18 was only Rs 42.83 lakh, the chargesheet stated."The same have been missed by the previous RBI inspecting team because the balance outstanding in these fictitious accounts was considerably small in amount," the EOW said. 73002592 According to the chargesheet, PMC Bank included 2,500 accounts in the advance master file in 2014-15 and while adding them, only the outstanding amount was mentioned. In 2015-16, a new set of accounts was included. For 2016-17, an additional 4,969 new fictitious accounts were included for a total of 17,469. For 2017-18, 3,580 fictitious accounts were added, taking the total to 21,049 fictitious accounts, according to the chargesheet."This exercise was done for the purpose of concealing huge outstanding of HDIL Group accounts... the practice of creating fictitious accounts was applied to meet with compliance of RBI instruction regarding providing details of all borrowers of bank," it said.The EOW said the bank maintained three notebooks containing details of the money paid and received by HDIL and its associate companies, Rakesh and Sarang Wadhawan, Waryam Singh and Joy Thomas. The money belonged to public depositors. The statements of over 40 depositors were attached with the chargesheet."In some instances, they have paid cash to these people against cheques furnished by them and in some instances cash was paid to them without any cheque or any other instrument," the EOW said.The chargesheet states that between 2014 and 2019, Rs 65.29 crore was paid in cash to HDIL Group which returned Rs 55.28 crore. The balance has not yet been repaid.
MUMBAI: Hindustan Unilever will split the role of current chairman and managing director Sanjiv Mehta, who will retain the second post, said top officials close to the development. A top Unilever executive will become non-executive chairman at the India unit in order to meet the March 2020 Securities and Exchange Board of India (Sebi) deadline for separating the two roles. The measure is aimed at improving corporate governance at Indian companies.Insiders are betting that the maker of brands such as Dove and Sunsilk may appoint Unilever chief operating officer and former HUL CEO Nitin Paranjpe, 56, as non-executive chairman. Paranjpe used to be the president of Unilever's homecare business and executive vice president for the South Asia region encompassing businesses in India, Pakistan, Bangladesh, Sri Lanka and Nepal in 2008-13."We are conscious of this requirement of the regulation and we will take steps to meet it," a Hindustan Unilever spokesperson said without elaborating. The company is expected to make an announcement early next year, said the people.While the CEO or managing director is directly responsible for operations, the chairman's remit is governance. NEW DELHI: The data collected for the National Population Register (NPR) will not confer a right to Indian citizenship, says the new 2020-21 manual of instructions issued for enumerators by the Registrar General and Census Commissioner of India. It also cautions enumerators against getting into arguments over nationality with individuals in households across the country."Nationality recorded is as declared by the respondent and does not confer any right to Indian citizenship," says the manual, a copy of which has been seen by ET.The manual instructs enumerators that in cases where the nationality of persons in the same household is different, they must "probe this question for each individual carefully to get the correct information". However, it says, "Do not get into any argument with the respondent regarding this (nationality). Please inform the respondent to give correct nationality of each person in the household."Data for NPR updation will be collected between April 1 and September 30, 2020, as per a notification issued by the Registrar General of India on July 31 this year.People will be asked 21 questions this time, up from 14 when NPR was introduced in 2011 by the then Congress government along with the Census. A pretest for NPR was held between August and September and responses of 3 million individuals were recorded.The new categories introduced for 2020 NPR are Aadhaar (voluntary), mobile number, date and place of birth of parents, place of last residence, passport number, voter identity cards, permanent account number (PAN) and driving licence number.Resistance by StatesIn 2011, details such as name, date of birth, sex, marital status, educational qualification, occupational activity, father and mother's names and nationality (as declared) were among the questions posed to respondents.Union minister Prakash Javadekar had said on Tuesday after a cabinet meet, "No documents or biometrics will be taken during the NPR process. MUMBAI: India's slowing economy could cause gross bad loans in the financial system to rise again after the first annual decrease in eight years, even as a seventh of non-bank lenders faced the risk of failing capital adequacy tests if gross nonperforming assets (NPA) were to increase 3%, the central bank said Friday.The slowdown could cause the gross non-performing ratio of local lenders to increase to 9.9% in September 2020 from 9.3% in September 2019, the Reserve Bank of India's (RBI) Financial Stability Report showed."This is primarily due to change in macroeconomic scenario, marginal increase in slippages and the denominator effect of declining credit growth," the RBI said in the report. Credit growth remained subdued at 8.7% until September 2019.The bi-annual report said that banks saw stable asset quality in the first half to September, and 24 banks had gross NPA (GNPA) ratios below 5%. But four banks had GNPA ratios higher than 20% in September 2019. The share of large borrowers in Indian banks' total loan portfolios stood at 51.8% as on September 30, and their share in gross NPA was 79.3%.NPAs of Private, Foreign BanksStress tests on public sector banks showed that GNPA may rise to 13.5% by September 2020 from 12.7% in September 2019 in a severe stress scenario.Private sector banks could see increase in gross NPAs to 5.4% from 3.9% during the same period and foreign banks from 2.9% to 4.2%. The central bank conducts stress tests to assess the resilience of the Indian banking system against macroeconomic shocks for credit risks. These tests included a baseline and two adverse (medium and severe) macroeconomic risk scenarios.73002549 Capital Adequacy ConcernsThe central bank said that capital adequacy for 53 banks is projected to come down to 14.1% by September 2020 from 14.9% in September 2019. Failure of an NBFC with the maximum capacity to cause solvency losses to the banking system will cause a loss of 2.5% of the total tier-I capital of the banking system, while failure of an HFC with the maximum capacity to cause solvency losses to the banking system will lead to a loss of 4.6%.On NBFCs, the report said that under a severe stress test scenario, 14.2% of the NBFCs will not be able to comply with the minimum regulatory capital norms if the gross NPA rises by 3%. The report showed that consumer credit portfolio of NBFCs and HFCs had relatively higher delinquency rates as compared to banks.Delinquency in home loans and loans against property rose for NBFCs and HFCs, while it remained stable for banks.NBFCs have seen stress in their asset quality during the first half of the fiscal. The gross NPA ratio of the NBFC sector increased from 6.1% as at end-March to 6.3% as at end-September.

A follow-through buying may instill confidence among traders, analysts said. "Nifty rebounded sharply after a minor degree correction in the last few sessions. This shows that the underlying tone of the market continues to be bullish. Participation was seen in the broader market as well, which augurs well for the overall market rally. Traders can initiate fresh long positions once the swing high of 12,294 is taken out," said Gaurav Ratnaparkhi of SharekhanRatnaparkhi believes the levels around the 12,350-12,400 zone will be a key short-term target area to watch out for. He sees support in the 12,150-12,100 zone.For the day, Nifty rose 119.25 points, or 0.98 per cent, to 12,245."Nifty50 made a strong comeback, as it erased all the losses of Thursday's F&O expiry session, but formed a Doji candle on the weekly charts, which is a cause for concern. PUNE: India has doubled its artificial intelligence (AI) workforce to 72,000 in 2019 from 40,000 in 2018, but 2,500 positions are still vacant, according to a study by ed-tech company Great Learning. About 3,000 companies said that they were working on AI projects of some nature in 2019, a growth of 200% over 2018. According to the study, Indian AI industry has also doubled in size with revenues of $415 million in 2019, compared to $230 million a year ago. Most of this growth has been powered by experienced professionals who have transitioned into a career in AI by upskilling themselves over the last few years, with 65% of AI professionals in India transitioning to their current role from other fields in the last 2 years. The number of freshers joining the field has also grown to 6,000 in 2019 from 3,700 last year. Large scale adoption of business intelligence, rising AI-based optimization of enterprise processes, improved data management across Indian organizations, increasing use of chatbots and NLP voice assistants, and bigger AI budgetary allocations from the government are the major factors contributing to this growth.
