France's armed forces said Monday it had carried out a drone strike for the first time, during operations in Mali at the weekend in which it said 40 "terrorists" were killed.
On Saturday, French President Emmanuel Macron had announced that French forces had "neutralised" 33 jihadists in the central Malian region of Mopti, in an operation that had started the previous night.
In a statement, the French military command said the drone strike happened during a follow-up operation Saturday in which another seven jihadist fighters were killed.
As French commandos were searching the combat zone in Ouagadou forest, 150 kilometres (90 miles) from the town of Mopti, "they were attacked by a group of terrorists on motorbikes," the statement said.
A Reaper drone and a French Mirage 2000 patrol opened fire to support the ground troops, it said.
"This is the first operational strike by an armed drone," the statement said, confirming an earlier report published in the specialist blog Le Mamouth.

A court in Saudi Arabia has sentenced five people to death for the killing of journalist Jamal Khashoggi, who was murdered in the Saudi Consulate in Istanbul last year by a team of Saudi agents.
Khashoggi, an opinion writer for the Washington Post who was at one time a Saudi royal insider before becoming a critic of the leadership, was killed by lethal injection and then dismembered by a group of Saudi men sent from the kingdom.

ANKARA/BEIRUT (Reuters) - A Turkish delegation was in Russia on Monday for talks on Syria, following reports that Russian-backed attacks there were forcing tens of thousands more Syrians to flee towards Turkey.
Turkey already hosts about 3.7 million Syrians - the world's biggest refugee population. Its President Tayyip Erdogan said on Sunday it could not handle a new influx and was urging Russia to stop the strikes in Syria's northwestern Idlib province.
The Turkey-based Humanitarian Relief Foundation (IHH) said on Monday 120,000 Syrians were fleeing towards the Turkish border - higher than Erdogan's estimate of 80,000.
Chinese officials said Monday that the creation of a U.S. Space Force would overly weaponize outer space and endanger peaceful missions.
The Associated Press reported that Geng Shuang, a spokesman for China's foreign ministry, told reporters that Beijing is "deeply concerned" and "resolutely opposed" to the Trump administration's establishment of the sixth branch of the U.S. military.
"The relevant U.S. actions are a serious violation of the international consensus on the peaceful use of outer space, undermine global strategic balance and stability, and pose a direct threat to outer space peace and security," Geng said.
At his home in the mountains north of Kabul, former mujahideen fighter Shah Sulaiman closed his damaged eyes, took a sip of green tea and thought bitterly of Afghanistan's war against the Soviet Union that started four decades ago.
"When we fought against the Soviets, we were expecting a good future," said the 62-year-old father, who was blinded in one eye and suffered a leg wound when he trod on a landmine during the conflict in 1985.

SCIENTISTS have discovered a 300-million-year-old lizard in Canada that proves the first instance of animal parental care in a bombshell scientific revelation.
Since October, the Central African Republic (CAR) has been hit by the worst flooding in two decades, destroying over 10,000 homes and affecting an estimated 100,000 people across the country. Dozens of people have been killed and several hundreds of thousands more affected across the east and central African region.
Exceptionally heavy torrential rains have caused the Oubangui river, a major tributary of the River Congo that forms the border between CAR and the Democratic Republic of Congo, to overflow on about 372 miles of shoreline, according to UNICEF. Several riverside communities in CAR have been adversely affected, with reports from aid organizations that the flooding is so bad in the capital Bangui that the only way to get around is by canoe.
Adrienne Surprenant is a Canadian photojournalist who has worked for several years in the Central African Republic, focusing on long-term projects with social and environmental themes. In recent weeks, Surprenant has documented the effects of the flooding in Bangui and the surrounding areas, in partnership with environmental organization Greenpeace. “This year, the climate change was stronger than before. We don’t even know what we can do anymore,” said 38-year-old plant cultivator Bruno Yamkomopanza. He lost his five hectares of sowing seeds, where he planted carrots, coleslaw and cucumbers, to the floods in Bimbo, near Bangui.
“While heavy rains are not unusual during the rainy season, their intensity was unprecedented,” says Safiatu Alabi, head of programmes in CAR for the Norwegian Refugee Council. “When asked, men and women in Bangui and Bimbo recalled flooding occuring in the past 10 to 15 years, but never to the extent experienced this season.” In late October, Prime Minister Firmin Ngrébada declared a national catastrophe in the country; two months on, the situation on the ground is still critical.
CAR is one of the poorest countries in the world and the most food-insecure country in the world, and the recent flooding has exacerbated several underlying humanitarian problems. According to the Norwegian Refugee Council, 1 million people are currently displaced and 2.6 million are in need of urgent assistance due to ongoing conflicts in several parts of the country, which has been embroiled in a violent civil war between the government, rebels and militia groups since 2012. “These men, women, boys and girls simply do not have a safety net to fall back onto when faced with additional shocks and stresses, as has happened when these massive floods hit,” says Alabi.
Several other countries across central and east Africa have also been affected by the flooding, including Somalia, Ethiopia, South Sudan, Somalia, Cameroon and Nigeria. While the region is susceptible to flooding during the second rainy season in October to December, a weather phenomenon known as a positive Indian Ocean Dipole has been linked to more extreme rainfall to east Africa. According to the Australian Bureau of Meteorology, the dipole’s positive phase this year has been the strongest for six decades, resulting in warmer sea temperatures in the western Indian Ocean region. It’s uncertain whether the weather pattern, known as the Indian Niño, has directly caused the flooding, but it is thought to lead to enhanced rainfall across East Africa and droughts across Australia.
“What we’re seeing in Australia with the droughts and the fires at the moment is apocalyptic,” says Paul Johnston, head of the Greenpeace Science Unit. “East Africa has been seen less in the news, but it has affected a lot more people and potentially precipitated a serious food insecurity problem in the coming year. Those dimensions are pretty underrepresented.” According to predictions, the phenomenon will only become more extreme in the years to come. “There is evidence to suggest that under progressive climate change, we are getting more extreme dipoles and there’s also evidence to suggest that they are likely to increase in frequency, from once in about sixteen to seventeen years to once in six to seven years,” Johnston says.
In these quiet, intimate portraits, Suprenant captured the effects of the floods on local people, some of whom lost everything to the water and were forced to escape to safety during the night. Désiré Ndoumba hosted around 50 of his neighbors in his house to escape the rising floods. “I can’t just stare at the people staying homeless. That’s why I opened my doors to them, so that they can sleep well, and that everyone has at least a small space,” he told Suprenant.
“Living in the CAR, I find myself discouraged by this event once again hitting the population,” Suprenant writes on Instagram. “Some of them were displaced by the conflict, starting to rebuild, and find themselves with nothing once again.”
And some aid workers say the worst may be yet to come — the damage to agricultural fields means an entire crop season will be lost, destroyed infrastructure will take a long time to rebuild and contaminated water sources could put families at risk of fast-spreading diseases such as cholera. “While the water is slowly retreating, this is bringing a whole range of health-related questions with it,” says Alabi.
She says that 2020 “will be the real test” in terms of response from the international community. In 2019, CAR received its lowest amount of relief and aid funding in six years, potentially because of the increased number of other crises in the region. The U.N. and humanitarian partners had appealed for $430 million for CAR this year, and so far only 67% has been funded. “People in the CAR are longing for peace and security. These are basic rights that many Central Africans have been deprived of for too many years.”
(CHENGDU, China) — Leaders from China, Japan and South Korea reiterated their commitment to ending North Korea’s nuclear and missile programs at a trilateral summit Tuesday that comes against the backdrop of increasing demands by Pyongyang for sanctions relief.
Free trade and economic cooperation were also at the forefront of the meetings between Chinese Premier Li Keqiang, Japanese Prime Minister Shinzo Abe and South Korean President Moon Jae-in in the southwestern Chinese city of Chengdu between
Li said the three agreed that “dialogue and consultation is the only effective way to solve the issues of Korea Peninsula.”
“We three countries are willing to work together with the international community to solve the issue of Korea Peninsula in a political way,” Li said at a joint news conference following the meeting.
The North has threatened to take unspecified action if that relief is not forthcoming by the end of the year. Speculation has centered on the possibility of conducting a new missile test, possibly of an intercontinental ballistic missile capable of delivering a nuclear warhead.
The North has said that what “Christmas gift” it gives the United States depends on Washington’s actions.
Li, Abe and Moon also said they discussed furthering regional cooperation on the economy, the environment and people-to-people exchanges.
“We all advocate for free trade and promote economic integration. China holds that safeguarding free trade benefits the protection of multilateralism, of world peace,” Li said.
In his comments, Moon said the sides agreed to support efforts to restart talks between Washington and Pyongyang so that “denuclearization and peace … could actually advance.”
Abe echoed that stance in his remarks, criticizing North Korean missile launches as violating U.N. resolutions and seriously threatening regional security.
“For that purpose, it was confirmed that full implementation of U.N. security council resolutions remains important, and we need to maintain the momentum of the U.S.-North Korea process,” Abe said.
Although China is Pyongyang’s most important source of investment, diplomatic support and economic aid, it has shown little success in convincing Kim Jong Un’s government to abandon its nuclear arsenal. The U.S. has demanded steps toward complete denuclearization before any sanctions can be lifted, while Beijing favors a multi-stage approach.
The trilateral summits between China, Japan and South Korea date back to the fallout from the 1997 Asian financial crisis, which devastated businesses across the region and prompted moves toward greater economic integration. The three countries account for about 24% of world trade and have tightly bound supply chains, with more than $720 billion in trade moving between them last year.
With the Trump administration’s abandonment of the Trans-Pacific Partnership, China has led a push for an alternative 16-nation grouping, the Regional Comprehensive Economic Partnership. Momentum toward a final agreement hit a snag this year when Chinese rival India said it would not participate, and the future of the pact remains unclear.
There is friction among the three nations meeting Tuesday as well.
While Japan and China have lately set aside their historical differences, South Korea and Japan continue to feud over Japan’s colonization of the Korean Peninsula in the last century, a dispute now spilling over into their vital economic relationship.
Li, who is chiefly responsible for overseeing China’s economy, acknowledged the frictions between Japan and South Korea, but said that would not alter China’s commitment to free trade and open markets. Although China has been accused of “weaponizing” trade in political disputes and unfairly backing its major state companies, it has been a leading voice against protectionism amid its ongoing tariff war with Washington.
“We invite South Korean and Japanese enterprises to take an advantageous position, grasp the broad opportunities, win more business opportunities and better realize mutual success,” Li said.
Moon stressed how industrial transformation, climate change and trade protectionism require that the three countries strengthen cooperation.
“The three countries over the past 20 years have cooperated in various fields, including business, diplomacy, culture, people-to-people exchanges and the environment,” Moon said. “We now form a core cooperative body in Northeast Asia that contributes to international peace and prosperity.”
(BEIRUT) — Syrian government forces pressed ahead Monday with a new military assault on the country’s last rebel stronghold that began last week, an offensive that has set off a mass exodus of civilians fleeing to safer areas near the Turkish border.
Under the cover of airstrikes and heavy shelling, Syrian troops have been pushing into the northwestern province of Idlib toward a major rebel-held town, Maaret al-Numan. The town sits on a key highway linking the capital Damascus with the northern city of Aleppo, Syria’s largest.
The immediate goal of Syrian President Bashar Assad’s forces appeared to be reopening the highway, which has been closed by the rebels since 2012.
Idlib province is dominated by al-Qaida-linked militants. It’s also home to 3 million civilians, and the United Nations has warned of the growing risk of a humanitarian catastrophe along the Turkish border. The United Nations says over half of the civilians in Idlib have been internally displaced following continuing reports of airstrikes in the area.
U.N. Secretary-General Antonio Guterres is alarmed by the escalation of fighting and is calling for an immediate halt to hostilities, his spokesman said late Monday.
The spokesman, Stephane Dujarric, said earlier that a U.N.-negotiated six-hour humanitarian pause had enabled safe passage for more than 2,500 people to flee.
Over the past three days, some 39 communities were reportedly been affected by shelling in northern Hama, southern Idlib and western Aleppo governorates, while 47 communities were reportedly hit by airstrikes, Dujarric said.
“The U.N. urges all parties to ensure the protection of civilians, and to allow sustained and unhindered access by all humanitarian parties to provide life-saving assistance to all in need,” the U.N. spokesman said.
Residents of villages and towns in southern parts of Idlib province have been fleeing with their belongings in trucks, cars and on motorcycles.
The government’s ground offensive resumed last week after the collapse of a cease-fire, in place since the end of August.
Before this latest bout of violence, the U.N. reported that some 60,000 Idlib residents had already been displaced since the government’s bombing campaign began late last month.
The pro-government Al-Watan newspaper said Syrian troops were a few kilometers (miles) away from Maaret al-Numan, adding that the town “might surrender to the army without fighting.”
The opposition’s Syrian Civil Defense, also known as the White Helmets, said Maaret al-Numan and the nearby town of Sarqeb were almost empty after tens of thousands of civilians left to escape heavy aerial and ground bombardment.
“As you can see the destruction is massive. Residents were forced to flee this area,” said a member of the White Helmets in a video as he walked through Maaret al-Numan. “They had to choose between death or fleeing to the unknown further north.”
Syrian troops have also nearly surrounded a Turkish observation post near the village of Surman in Idlib province, according to Al-Watan and the Britain-based Syrian Observatory for Human Rights, an opposition war monitor.
Turkey is a strong backer of some rebel fighters, and has 12 observation posts in northwestern Syria as part of an agreement. The deal was brokered last year along with Russia, one of Assad’s main backers.
The Observatory, which has a network of activists in Syria, said government troops have captured approximately 35 villages and hamlets near Maaret al-Numan in the past few days.
Also Monday, a vehicle rigged with explosives blew up in a market in a northern Syrian town controlled by Turkey-backed opposition fighters, killing five people and wounding others, state media and opposition activists said.
State news agency SANA said the blast occurred in the village of Suluk near the Turkish border, putting the death toll at five people and reporting that several more were injured.
A similar death toll was also given by the Turkey-based Syrian National Coalition and the Observatory, which also said 20 people were wounded.
Suluk is near the Syrian border town of Tal Abyad in Raqqa province. Turkish troops and Turkey-backed fighters captured Tal Abyad and Suluk from Kurdish-led fighters in October. Turkey’s invasion of northeastern Syria pushed back Syrian Kurdish fighters from some border areas.
Explosions in north Syria areas controlled by Turkey-backed opposition fighters killed scores of people in recent weeks.
Turkey blames Syrian Kurdish fighters for these attacks, a claim that the Kurds deny.

The unprecedented bushfires devastating swathes of Australia have already pumped out more than half of the country’s annual carbon dioxide emissions in another setback to the fight against climate change.
Fires blighting New South Wales and Queensland have emitted a combined 306 million tons of carbon dioxide since Aug. 1, which is more than half of Australia’s total greenhouse gas footprint last year, according to Niels Andela, an assistant research scientist at NASA’s Goddard Space Flight Center in Maryland and collaborator with the Global Fire Emissions Database. That compares with the Copernicus Atmosphere Monitoring Service’s estimate of 270 million tons in just over four months.
Destructive blazes have erupted in 2019 from the Arctic to the Amazon and Indonesia in what scientists are calling an exceptional year for wildfires. As places like Australia grapple with extreme weather conditions such as severe droughts and frequent heatwaves — often aggravated by climate change — they’re likely to suffer from more persistent and ferocious fires that will typically start earlier and last longer.
“We have been closely monitoring the intensity of the fires and the smoke they emit and when comparing the results with the average from a 17-year period, they are very unusual in number and intensity, especially in New South Wales, for being so early in the fire season,” said Mark Parrington, a senior scientist at Copernicus, the European Union’s atmosphere observation program.
NASA uses satellite data to analyze the correlation between historic fire detection and modeled emissions from historic fires. That relationship is used to predict emissions based on active fire detection in almost real-time. Andela acknowledged that the methodology is still under development and that there is a large degree of uncertainty associated with the estimates, meaning they could be on the high side. It could take months for more accurate estimates to be generated by fresh satellite data, he said.
Around 200 blazes were burning across the world’s driest inhabited continent on Monday. New South Wales, the most populous state, remains at the forefront of the disaster with almost 800 houses lost since the fire season began unusually early in the midst of winter. The crisis has spread to South Australia state, where an estimated 86 homes were destroyed at the weekend.
Organic matter aerosol and carbon monoxide, good tracers of smoke, have already transported across the Tasman Sea to as far as South America, Copernicus said in an emailed response to Bloomberg.
And conditions are unlikely to improve anytime soon. Australia’s Bureau of Meteorology is forecasting above-average maximum temperatures for most of Australia for at least the first quarter of next year. Northern New South Wales and southern Queensland are experiencing record-breaking dryness, and very low levels of soil moisture threatens to slash national summer crop output for a second year by 52% to 1.24 million tons, according to the Australian Bureau of Agricultural and Resource Economics and Sciences.
Wildfires across the globe have released approximately 6.38 billion tons of carbon dioxide into the atmosphere in the first 11 months of this year, according to Copernicus. These blazes can be responsible for far greater air pollution than industrial emissions and produce a combination of particulates, carbon monoxide and other pollutants, which can be hazardous to the health of all life on the planet, the European group said.
According to Andela, it’s not uncommon for Australia’s emissions from wildfires to exceed CO2 from fossil sources because large wildfires in savannas and grasslands, mainly in the northern regions of the country, are a natural part of ecosystems. But this year’s fires in New South Wales — largely occurring in forested areas — are exceptional as it can take much longer for the vegetation to recover.
“In savannas and grasslands, regrowth of burned vegetation typically absorbs the emitted carbon dioxide within a few years, but for forests, this may take several decades,” he said. “From a carbon cycle perspective, the key question for New South Wales would be how quickly the vegetation is able to recover, or if some forests may never fully recover at all.”

Prime Minister Scott Morrison says the nation is on target to meet its Paris Agreement commitments, but at the same time wants to increase sales of coal — the biggest export earner last year.
(LONDON) — Queen Elizabeth II plans to acknowledge that both Britain and her family have endured a difficult year by saying during her Christmas message that it has been a “bumpy” time.
The pre-recorded message will be broadcast in Britain and the Commonwealth nations on Christmas Day. It was recorded before the queen’s husband, Prince Philip, was hospitalized in London as a precautionary measure.
Excerpts released by Buckingham Palace before the speech show the queen admits difficulties during the course of the year.
Talking about the need for reconciliation and forgiveness, Elizabeth says: “The path, of course, is not always smooth, and may at times this year have felt quite bumpy, but small steps can make a world of difference.”
She is thought to be referring both to Britain’s tortuous path out of the European Union, which led to a lengthy political stalemate broken only earlier this month when voters gave the pro-Brexit Conservative Party a comfortable majority in Parliament, and to the royal family’s setbacks.

(SEOUL, South Korea) — A new satellite image of a factory where North Korea makes military equipment used to launch long-range missiles shows the construction of a new structure.
The release of several images from Planet Labs comes amid concern that North Korea could launch a rocket or missile as it seeks concessions in stalled nuclear negotiations with the United States.
North Korea has warned that what “Christmas gift” it gives the U.S. depends on what action Washington takes.
One of the satellite images taken on Dec. 19 shows the completion of a new structure at the March 16 Factory near Pyongyang, where North Korea is believed to be developing and manufacturing vehicles used as mobile launchers for long-range ballistic missiles.
Jeffrey Lewis, director of the East Asia nonproliferation program at the Middlebury Institute, said in an email that the construction seemed to be an expansion of the factory, which would be “big news.”
North Korea used what appeared to be vehicles imported from China during its three flight tests of the Hwasong-14 and -15 intercontinental ballistic missiles in 2017, Lewis said. An increased capacity to produce mobile launchers would potentially help expand North Korea’s ICBM force and improve its survivability during nuclear conflict.
Lewis said, as far as he knows, North Korea only imported six of the vehicles that were used during the 2017 ICBM tests.
“I would think North Korea would want 50-100 such systems,” he said. “This would probably be some mix of ICBMs we have seen and the new system that North Korea claims is under development.”
Nuclear talks between the U.S. and North Korea have been stalled since a February summit between leaders Donald Trump and Kim Jong Un fell apart.
Earlier this month, North Korea carried out two major tests at its long-range rocket launch and missile engine testing site in the country’s northwest. Experts believe it tested a new engine for either an ICBM or a satellite launch vehicle.
The other images released by Planet Labs show that site before and after the Dec. 7 test.
(SYDNEY) — Australia’s drug regulator has fined a pharmaceutical company owned by the billionaire Sackler family over what it dubbed misleading advertising for one of its opioid painkillers, as the country grapples with surging rates of opioid prescriptions and related deaths.
Mundipharma Australia, the international affiliate of OxyContin maker Purdue Pharma, was ordered to pay penalties of 302,400 Australian dollars ($209,000) by the Therapeutic Goods Administration over its promotion of the opioid Targin, the drug regulator said in a statement.
The fine against Mundipharma comes as Purdue faces a barrage of lawsuits in the United States accusing it of deceptive marketing tactics that downplayed the addictive nature of its opioids.
In a statement last week, the TGA said it had issued 24 infringement notices against Mundipharma after determining that its advertising of Targin to health professionals “was misleading, imbalanced and otherwise inaccurate,” and thus breached the drug promotion requirements set out in the code of conduct by industry regulator Medicines Australia.
In Australia, drug companies are banned from directly advertising to consumers, though they are free to market their drugs to medical professionals — provided they abide by the code of conduct.
The TGA found fault with a sentence that appeared in the promotional materials that said: “Opioids should be used as part of multimodal pain management plan and in an ongoing trial, as they are associated with potential harms, including unsanctioned use, addiction and overdose.”
The TGA said the sentence “appeared to positively encourage the prescription of Targin medicines for chronic non-cancer pain.”
“The TGA considers that opioids should not be represented as a core component of the multi-modal management of chronic non-cancer pain, and the decision to prescribe opioids should be approached with significant caution,” the agency said.
Mundipharma Australia said it “respectfully disagrees” with the TGA’s assessment of the sentence, which the company said is no longer in use.
“Mundipharma’s intent with this statement was to proactively and voluntarily urge caution when healthcare professionals chose to prescribe an opioid, and to clarify that this should only be considered in specific circumstances and as part of an overall treatment program if deemed appropriate by healthcare professionals,” the company said in a statement.
The sentence the TGA found fault with appeared in various Targin materials, and separate infringement notices were issued for each instance.
“Mundipharma has comprehensive and robust systems and processes in place to ensure that all our materials and claims are supported by strong medical evidence and scientific guidelines and are in full compliance with all applicable laws and industry standards,” the company said.
Dr. Simon Holliday, an Australian addiction specialist, first complained about the marketing pamphlet for Targin in 2018. He initially filed a complaint with Medicines Australia. But membership to Medicines Australia is not mandatory, and Mundipharma declined to participate in the complaints process because it had dropped out as a member. Holliday then went to the TGA and got nowhere. So he wrote to the health minister and other lawmakers. He received no response.
Earlier this year, the Royal Australian College of General Practitioners also complained to the TGA about the pamphlet.
Asked why it took so long to take action, the TGA told the AP in an emailed response that it assessed Holliday’s initial complaint in 2018 “and considered it to be a low priority” for several reasons, including that health professionals have the expertise to critically appraise advertising materials. Because of that, it did not launch an investigation into the ad. After the complaint received media attention earlier this year, the TGA decided to investigate, the agency said.
“Additional time was needed for TGA to get advice from Medicines Australia as well as facilitate two face to face meetings with Mundipharma as part of ensuring they received natural justice,” the agency told the AP.
Holliday said he was happy to have called attention to the issue, which he hopes becomes part of a broader discussion related to big pharma’s influence over health care — from the way the drugs are marketed to the money drug companies spend on medical conferences and influential research papers.
“We’ve got to look at the big picture about how does business and health services interact,” Holliday said. “There’s this covert — or overt — manipulation of the way healthcare is being developed, and I really do think we need to be thinking about that.”
(KYIV, Ukraine) — Two men with close ties to Rudy Giuliani leveraged their political connections to pursue a deal to export natural gas from the U.S. to Ukraine intended to benefit Republican donors and friends of President Donald Trump’s family.
The plan centered on replacing the head of Ukraine’s state-owned gas company Naftogaz with its No. 2, Andrew Favorov, in hopes that the dual U.S. Ukraine citizen would be more amenable than his boss to the proposal. To make that happen, they also pushed to eliminate the U.S. ambassador to Ukraine, Marie Yovanovitch, who was known for fighting corruption.
Favorov, in a series of interviews with The Associated Press in Kyiv, described his dealings with Giuliani’s associates, Soviet-born Florida businessmen Lev Parnas and Igor Fruman. His tale, corroborated with interviews with key witnesses, shows how Parnas and Fruman were able to use their contacts in Republican circles to suggest they had access to the people and money that could make a complex business and geopolitical deal happen.
The effort ran parallel to their work in Kyiv with Giuliani, Trump’s personal lawyer, to push Yovanovitch aside and convince Ukraine’s leaders to investigate Trump’s political rival, Joe Biden, and his son Hunter’s business ties to another Ukrainian energy company called Burisma.
The story illustrates an essential backdrop of both the impeachment drama roiling U.S. politics and the criminal investigation of Giuliani and his associates: the decades-long tug of war between Russia and the West over Ukraine, in which geopolitical influence, natural resources and corruption are major themes.
With Western help, Ukraine has been working to wean itself from dependence on Russia. Anti-corruption reforms at Naftogaz were a key to that effort. The company built enormous capacity to store natural gas, just as the gas boom in the United States has left Texas producers with so little storage capacity that they’re burning off their excess.
Yovanovitch, who fought to keep those anti-corruption safeguards in place, is now a key witness in the impeachment inquiry, and federal prosecutors investigating Giuliani have interviewed both Favorov and Naftogaz CEO Andriy Kobolyev.
Parnas and Fruman were arrested Oct. 9 at an airport outside Washington carrying one-way tickets to Europe and are charged with conspiracy, making false statements and falsification of records in a case centered on alleged campaign finance violations. Fruman’s lawyer did not respond to requests for comment and Parnas’ lawyer did not immediately answer written questions posed by AP.
Favorov says Parnas and Fruman’s campaign started in March, on the fringes of an energy conference in Houston during a dinner with Harry Sargeant III, a billionaire from Florida who made his fortune in shipping and energy.
Favorov recalls the group discussed the potential to export as much as 100 shiploads of liquified natural gas from the U.S. to Ukraine.
Chris Kise, Sargeant’s lawyer, said in an email to AP that the billionaire had no specific business in mind when he attended the dinner.
“Mr. Sargeant simply provided broad industry guidance and his expert view on the challenges presented by operating in foreign markets,” Kise said.
Later that evening, in a smoky Houston bar, Favorov says Parnas and Fruman proposed he replace his boss as CEO of Naftogaz.
“You’re a Republican, right?” Parnas asked. Favorov says he nodded.
“Then you’re our man,” Parnas replied.
They also casually informed him that Trump would soon be removing Yovanovitch, who was a key backer of the anti-corruption efforts at Naftogaz.
Favorov says he wasn’t inclined to take the men seriously. But then pieces of their puzzle began to fall into place.
Kobolyev’s leadership of Naftogaz was indeed in a precarious position. Ukraine’s leaders under then President Petro Poroshenko took steps to remove the authority of Naftogaz’s independent supervisory board to appoint key executives, including the CEO. They also pressed Kobolyev to forgive millions in loans to a Ukrainian oligarch, Dmitry Firtash, who is closely aligned with Russian President Vladimir Putin, according to people familiar with the effort.
Yovanovitch was recalled to Washington in May, months before her tour was scheduled to end. The move put Favorov on alert.
Favorov and Kobolyev returned to Washington in late April, shortly after Volodymir Zelenskiy, a comedian who ran for president of Ukraine on an anti-corruption platform, defeated Poroshenko.
Once again Parnas and Fruman came calling. The pair arranged a lunch at the Pennsylvania Avenue steakhouse The Capital Grille, where Favorov pitched gas imports to the group which included an employee of Sargeant’s company. Kise, Sargeant’s lawyer, described it as a “social lunch.”
The following day, Favorov and Kobolyev went to the Trump International Hotel where Parnas and Fruman introduced them to Jeff Miller, a former political adviser to Perry and now vice finance chair for the 2020 Republican National Convention, and Tommy Hicks Jr., a private equity investor who is co-chairman of the Republican National Committee and a friend of Donald Trump Jr. Three people with direct knowledge of the meeting described it to AP on condition of anonymity.
The group discussed how much gas could be shipped to Ukraine and at what price, according to the people. And they talked about the major challenge: To move the quantity of natural gas envisioned, the pipeline from Poland to Ukraine would have to be expanded.
Parnas and Fruman, the people said, claimed to have connections who could take care of the bottleneck.
Hicks declined to comment. A person with direct knowledge of Miller’s account says he came to the meeting only because Parnas said he would be introduced to potential clients and left after a short time because he doesn’t represent foreign companies.
Three months later a U.S. delegation went to Poland, where Perry signed a memorandum of cooperation with the Polish and Ukrainian counterparts, pledging to build the infrastructure necessary to accommodate huge shipments of natural gas.
The dream of their gas deal died when Parnas and Fruman were arrested in October on campaign finance charges.
Favorov is left wondering what kind of influence they really had.
“I’m thinking, did Lev Parnas and Igor Fruman really play a role in advancing and shaping U.S. policy?” he asked.
(NEW YORK) — A chat app that quickly became popular in the United Arab Emirates for communicating with friends and family is actually a spying tool used by the government to track its users, according to a newspaper report.
The government uses ToTok to track conversations, locations, images and other data of those who install the app on their phones, The New York Times reported, citing U.S. officials familiar with a classified intelligence assessment and the newspaper’s own investigation.
The Emirates has long blocked Apple’s FaceTime, Facebook’s WhatsApp and other calling apps. Emirati media has been playing up ToTok as an alternative for expatriates living in the country to call home to their loved ones for free.
The Times says ToTok is a few months old and has been downloaded millions of times, with most of its users in the Emirates, a U.S.-allied federation of seven sheikhdoms on the Arabian Peninsula.
Government surveillance in the Emirates is prolific, and the Emirates long has been suspected of using so-called “zero day” exploits to target human rights activists and others.
Zero days exploits can be expensive to obtain on the black market because they represent software vulnerabilities for which fixes have yet to be developed.
The Times described ToTok as a way to give the government free access to personal information, as millions of users are willingly downloading and installing the app on their phones and blindly giving permission to enable features.
As with many apps, ToTok requests location information, purportedly to provide accurate weather forecasts, according to the Times. It also requests access to a phone’s contacts, supposedly to help users connect with friends. The app also has access to microphones, cameras, calendar and other data.
A security expert who said he analyzed the app for the Times, Patrick Wardle, said that ToTok “does what it claims to do” as a communications app, which is the “genius” of the app if it is being used as a spy tool. “No exploits, no backdoors, no malware,” he wrote in a blog post. The app is able to gain insights on users through common functions.
In a blog post Monday, ToTok did not respond directly to Sunday’s Times report, but said that with “reference to the rumors circulated today about ToTok,” the one goal of the app’s creators was to create a reliable, easy-to-use communications platform. The post said ToTok had high-security standards to protect user data and a privacy framework that complied with local and international legal requirements.
ToTok said the app was temporarily unavailable in the app stores from Google and Apple due to a “technical issue.”
The Times says that based on a technical analysis and interviews with security experts, the company behind ToTok, Breej Holding, is most likely affiliated with DarkMatter, an Emirati cybersecurity company that has hired former CIA and National Security Agency analysts and has close business ties to the Emirati government.
Emails sent to ToTok through its website and to the Emirates embassy in Washington were not immediately returned.
(PARIS) — France’s defense ministry announced Monday it had carried out its first armed drone strike, killing seven Islamic extremists in central Mali over the weekend.
France joins a tiny group of countries that use armed drones, including the United States.
The drone deployment came nearly one month after two French helicopters collided in Mali, killing 13 soldiers in the deadliest military loss for France in nearly four decades.
A defense ministry statement said the drone strike took place Saturday while French President Emmanuel Macron was visiting neighboring Ivory Coast, where France has a military base. Macron already had announced that French forces had killed 33 extremists that day.
The drone strike targeted jihadists in the Ouagadou forest, where a group known as the Macina Liberation Front is active. French commandos “were attacked by a group of terrorists who infiltrated on motorcycles,” the ministry said.
“Working in a difficult environment, in a densely wooded region, this action was made possible by the action of ground troops supported by the air component,” the ministry said.
The French military successfully tested its weaponized Reaper drone for the first time last week, and Defense Minister Florence Parly called the drones “protectors for our troops and effective against the enemy.”
She said they allow French troops more discretion and flexibility, and insisted that France will respect rules of armed conflict in using the drones. She had announced in 2017 that France would arm its surveillance drones after the country suffered a string of extremist attacks.
The use of armed drones has been somewhat sensitive in France, notably because of civilians killed by U.S. drones in Afghanistan and Somalia.
France, Mali’s former colonial ruler, led a 2013 military operation to oust Islamic extremists from power in northern Mali, where they had implemented a harsh version of Sharia law. Since then, however, Mali’s military has failed to stem the violence despite support from the French and a United Nations peacekeeping mission.
This year has been particularly deadly for Malian forces, prompting the president to reassign some soldiers in the most remote and vulnerable desert outposts.
The French military has 4,500 personnel in West and Central Africa. Macron is set to discuss the future of France’s military mission in Africa’s Sahel region at a meeting in France next month with presidents from the countries taking part in the regional G5 Sahel counterterror force.

MUMBAI: The government may shortly reduce licence fees of telecom companies from 8% to either 5% or 6%, in what would be a second major step to revive an industry struggling with high debt amid intense competition which has dragged revenue and profitability.According to two senior government officials, a meeting at the highest levels of the government is scheduled for this week to discuss scaling down the licence fees which, industry experts say, will save the three telcos a combined Rs 4,000-5,000 crore annually.Industry experts said that while a licence fee cut will give some relief, it won't be enough to stave off the balance sheet dangers of the likes of Vodafone Idea and Bharti Airtel. These two telcos face statutory dues of over Rs 53,000 crore and Rs 35,500 crore, respectively, due to a Supreme Court order widening the definition of adjusted gross revenue (AGR). 72947862 "The government cannot do anything about the AGR dues, which has been decided by the Supreme Court. From the initial suggestions of relief measures, a licence fee cut will be taken up now following the two-year spectrum moratorium already announced," said a senior official, who did not want to be named.Another person aware of the developments said that once a decision is taken, it will be sent to the Cabinet to be ratified.The Committee of Secretaries (CoS), which was set up to suggest measures to improve the health of the sector, had last month recommended a reduction in the licence fee paid by telecom companies and allowing a two-year moratorium on spectrum payments. While the moratorium was approved by the Cabinet, giving a Rs42,000 crore cash flow relief to the three private telcos, the licence fee reduction issue is being taken up now.Telcos annually pay 8% of their adjusted gross revenue (AGR) as licence fees. The industry has been long calling for a reduction in that fee, besides also in the spectrum usage charge (SUC), which is paid at 3-5% of AGR.USOF OBLIGATION"So, the Universal Service Obligation Fund (USOF) component of licence fee could be cut to 3% or 4%, from 5%, and the pure licence fee component to 2% from 3%," said one of the officials. USOF comprises 5% of the 8% of AGR that telcos pay as licence fees annually.Analysts said if this licence fee gets reduced to 5%, Bharti Airtel will save around Rs 2,000 crore, Jio some Rs1,500 crore and Vodafone Idea around Rs 800 crore in the next fiscal year starting April 2020."If this (licence fee cut) happens, then this would be a step in the right direction since Indian licence holders are on the higher side of regulatory charges. However, it will not be enough to address the near-term balance sheet concerns pertaining to the AGR issue," said Rajiv Sharma, head of research at SBICap Securities.The government has said it won't be able to give any relief to telcos on the AGR dues unless the court directs it to. Airtel and Vodafone Idea have both filed limited review petitions, but they haven't been heard as yet.Prashant Singhal, global technology, media and telecommunications (emerging markets) leader at EY, said that AGR is a much bigger concern and industry is "hopeful that the top court looks into the review petition."But any cut in levies — coupled with the two-year moratorium on spectrum payments, recent price hikes by the telcos and any move by the regulator to set a floor for tariffs — will add to the outlook towards the sector turning positive, say analysts.And this will help attract investors for telcos such as Bharti Airtel, who has announced a $3 billion fundraising programme via equity and debt. Vodafone Idea in the near future too will need to raise funds, not just for AGR but also for capex to take on Airtel and Jio in the market.The sector has been long calling for levies such as the licence fees and SUC to be cut, saying the Indian telecom industry is among the highest taxed in the world, with Rs30 of every Rs100 earned going to the government.
A family trust of Aditya Puri, HDFC Bank's Managing Director, has partly sold its stake in HDB Financial Services, the unlisted NBFC arm of the private lender, people aware of the development said. Vistra ITCL sold shares at Rs 800-825/share to a South based family office recently for around Rs 200 crore taking advantage of the high demand for the shares and its rising valuation. An HDFC Bank spokesperson declined comment on the issue while Shyamala Gopinath, chairperson of the bank and Deepak Parekh, chairman, HDFC did not respond to ET's email questionnaire sent on December 18. HDB Fin Services which is considering an IPO is valued at Rs 90,000 crore in the unlisted market, ET reported on December 12. Its stock is trading at Rs 1,100 apiece against Rs 600-700 a year earlier. The Investors have bought HDB Financial shares over the past year on expectations that Puri will steer the company once he leaves the executive corner room role at HDFC Bank, the financier's parent company, expected in October 2020. Puri was inducted as chairman of HDB's board effective from May 1, 2016. 72947593 But HDFC Group watchers feel Puri's continuation as the chairman of the NBFC even after his retirement from HDFC Bank might destabilise the parent, and have implications for the bank's new CEO who is slated to come in as Puri's successor.HDB Financial has now emerged as the 4th most valuable NBFC in the country with a strong retail franchise that has expanded in consumer durable financing, digital products loans across metros and even non metros at a time when the entire sector is battling severe bad loans and liquidity concerns.The allotment of equity shares in HDB Financial Services was made to a few HDFC Bank employees, including Puri in 2007. The quantity and rationale were approved by the board of directors of the bank, said the bank's spokesperson in an earlier correspondence with ET in July this year. Ruling out any potential conflict of interest in respect of the roles and operations of these employees in the bank, he said, "This was at a time when HDB had just come into being and employees were allotted small quantity of shares in it," the spokesperson added. "The shares were allotted at par to both the Bank and the said employees. The point of allotting these was to align the interests of senior management of the Bank with the growth of the then newly formed subsidiary. As part of oversight over the Bank's subsidiary, three officers who are part of the senior management of the Bank are directors on the Board of HDB."Puri, as on date has no direct shareholding in HDB, as per the bank's spokesperson. In 2013, he transferred his shares to his family as part of the succession planning. The family's shareholding was transferred to the Trust, namely, Vistra ITCL (India) Ltd. in December 2017. The annual report of FY2016-17 of Vistra shows Amrita Puri Puri's daughter, as the largest individual shareholder with 14.81 lakh shares worth 0.19 per cent stake in the company.As on 31ST March 2019, Vistra ITCL (India) Limited owned 14.8 lakh shares or 0.189 per cent of HDB as per regulatory filings. In its annual report for 2018-2019, Vistra is number 3 in the list of top 10 shareholders of the shadow lender other than directors, promoters, ADR and GDR holders.The bank held 95.53 per cent in HDB.HDB had Rs 55,425 crore of assets under management and posted a profit of Rs 1,724 crore at the end of March 2019. Revenue more than tripled to Rs 8,725 crore. Its overall loan portfolio expanded 22 per cent to Rs 56,287 crore. Return on assets was about 2.3 per cent in FY19, aided by a healthy net interest margin and low credit cost, while return on equity was at17.2 per cent. Investors are optimistic about the NBFC's growth as it has access to cheap sources of funds through its parent and generates higher margins.The loan book has also diversified, with increased presence in commercial vehicle/construction equipment (CV/CE) financing and business loans. As a result, the share of loans against property (LAP) declined to 35 per cent as on June 30, 2019, as compared to 60 per cent as on March 31, 2016. Whereas, that of CV/CE loans and business loans rose to 34 per cent and 21 per cent, respectively, from 21 per cent and 15 per cent, respectively.In its assessment as on August, Crisil had rated loan facilities worth Rs 25,000 crore and NCD programme to the tune of Rs 15,000 crore at AAA. The rating agency in its rationale had credited HDFC Bank's support and constant fund infusion as one of the prime reasons for the top-notch rating."Return on managed assets was 2.3 per cent for the full year ended March 31, 2019. It has been stable for the past three years, aided by healthy net interest margin of over 6.5 per cent and low credit cost of 1.3 per cent for fiscal 2019. Operating expenses, which had increased to 7.7 per cent (as a percentage of average total assets) in fiscal 2017 on account of amalgamation of its business process outsourcing (BPO) operations fell to 6 per cent during fiscal 2019, but continue to be relatively high," the ratings agency said in August.
New Delhi: The centre is staring at a Rs 63,200-crore shortfall in goods and services tax compensation cess for FY20 as revenues slow down. Delay in release of compensation to states has already emerged as a bone of contention between Centre and states.As per a presentation made to the GST Council, the compensation requirement for states is expected to be about Rs 1.6 lakh crore for the ongoing fiscal, at a growth rate of 5%. However, compensation cess collections are expected to be about Rs 96,800 crore, leading to a huge shortfall.The required collections have more than doubled over the previous fiscal - from Rs 69,275 crore - while actual collections have remained almost flat on the back of slowing economy.Compensation cess collection for FY 2018-19 was Rs 95,081 crore, just marginally lower than Rs 96,800 crore that is expected this fiscal ending March 2020.The centre had released Rs 35,298 crore as compensation to states for August and September period just two days ahead of the GST Council meeting on December 18. Payment was released after some opposition ruled states including Kerala, West Bengal threatened to approach the Supreme Court over the delay in release.The issue was discussed in detail at the meeting and a detailed presentation waa made before the Council, an official said.Rating agency ICRA has estimated a shortfall of Rs 2.2 lakh crore for all states. Finance minister Nirmala Sitharaman had stated in Rajya Sabha that in 2017-18, the total cess collected was Rs 62,596 crore, of which Rs 41,146 crore was released to states. The rest Rs 15,000 crore was accumulated in the Cess Fund. In the next year, Rs 95,081 crore was collected and Rs 69,275 crore released to states but "cess accumulated was zero," she had said.

A representative for Reliance didn't reply to an email seeking comment on Ambani's wealth.Zero Net DebtWhile the success of the phone operator was a cause for cheer, the business mogul's plans to pare Reliance's debt has sent Reliance's stock soaring to a record.Ambani, 62, has vowed to slash the group's net debt to zero by early 2021. Plans include a stake sale in Reliance's oil-to-chemicals business to Saudi Arabian Oil Co., listings of the telecommunications and retail units within five years, sale of tower assets and strategic partners for a digital platform linked to Reliance Jio Infocomm Ltd., the phone company.The value of Reliance's shares have almost tripled since the end of 2016, when Jio entered the Indian market with free calls and cheap data and forced some heavily indebted incumbents to exit or merge with rivals. With more than 350 million users, unlisted Jio reported a net income of 9.96 billion rupees ($140 million) for the September quarter while the other two private sector operators amassed record losses.Still, investors have been wary of the ballooning debt at the group that spent about $76 billion in the last five years. NEW DELHI: Religare Health Trust has got a 12-month extension from the Singapore Stock Exchange (SGX) to decide on its winding up plans.The Singapore-based trust had cancelled an extraordinary general meeting that was scheduled for December 3 to vote on its closure after the Supreme Court of India sought an inquiry into the purchase of assets from the trust by Fortis Healthcare using money from IHH Healthcare.The Supreme Court had stalled IHH's acquisition of Fortis, originally promoted by Malvinder and Shivinder Singh, in December 2018. However, Fortis told the court that IHH had already paid Rs 4,600 crore by way of a preferential share allotment in November that year.Last month, the court questioned Fortis for using the Rs 4,600 crore to buy the assets from RHT. "Once there is clarity from the Supreme Court and in the absence of any other extenuating circumstances, such as any discussions or negotiations on the injection of a suitable business into RHT, the trustee-manager intends to reconvene the EGM for the proposed voluntary winding up," it added.The trusteemanager had applied to the SGX on December 12 for an extension of six to 12 months for RHT to meet the requirements for a new listing.Following the Supreme Court's order last month, Fortis had written to the trustee-manager of RHT on November 25 to "immediately revoke the winding-up process." BENGALURU: Google Pay, a dominant player in the United Payments Interface (UPI)-based payments space, has come out with an advisory, detailing ways in which users can avoid being subject to fraud on the platform.Google Pay has urged users to keep their UPI PIN a secret, download only trusted apps, and use the payment app to reach customer care.The advisory comes in the backdrop of increased cases of fraud, where money from bank accounts of users have been swindled using UPI."As UPI has grown in India, it has brought into the fold many users who are new to digital payments. The key to the continued success of the rails is user education, to ensure that users transact digitally in a way that's aware and secure," said Ambarish Kenghe, director - Product Management, Google Pay.The recent communication is part of a larger user education drive that Google announced for India earlier this year in collaboration with the Data Security Council of India and several ecosystem partners, including banks and fintech companies, it said.
