Hitler's forces launched the attack on December 16, 1944, taking Allied troops in Belgium and Luxembourg by surprise.
The Allies eventually recovered, mounting a heroic defence in the Siege of Bastogne after a US commander had responded 'Nuts!' to a German demand of surrender, but up to 40,000 people including thousands of civilians were killed in the fighting.
Today the king and queen of Belgium, president of Germany and top US officials are leading the ceremonies to honour those who died.
Washington (CNN)A Russian spy-ship has returned to international waters off the southeastern coast of the United States and is operating in what two US officials told CNN is an "unsafe manner."
The Viktor Leonov, a Russian surveillance ship, has been sailing off the coast of South Carolina and Florida in the last few days, one official told CNN, adding that the ship's actions were determined to be unsafe because it is not using running lights in low visibility weather and it is not responding to hails from commercial vessels attempting to establish its position in order to help avoid potential accidents.
The official said the Vishnya-class spy ship was also engaged in "other erratic maneuvers."
A US Coast Guard official told CNN that the Coast Guard was broadcasting a "Marine Safety Information Bulletin" to alert mariners in the area to the Russian ship's presence and its behavior.
NEW YORK (Reuters) - Wall Street stocks notched record closing highs on Monday as cooling trade tensions between Washington and Beijing and upbeat economic data from China boosted investor sentiment.
The Dow surpassed its November closing high, while the S&P 500 and Nasdaq marked record closes for the third straight session.
Friday's announcement of an interim trade deal between the world's two biggest economies has lifted prospects for the global economy, several analysts said. Although growth in China is expected to continue moderating, the trade developments brightened the country's economic outlook.
Adding to the optimism, data released early on Monday showed China's industrial output and retail sales growth accelerated in November.
The U.S. Air Force's new B-21 stealth bomber is scheduled to make its first public appearance in December 2021. But there's a lot of work to do before the plane can debut.
The U.S. Air Force in 2015 awarded Northrop Grumman a $23-billion contract to develop the new bomber as a partial replacement for the service's existing fleet of around 160 B-1, B-2 and B-52 bombers.
More than four years later, work is well underway on the first B-21 test plane, John Tirpak reported at Air Force magazine. Northrop is building the bomber at a secretive facility in Palmdale, California that previously manufactured Global Hawk spy drones.

After 28 years of U.S. forces participating in continuous combat in the Middle East, it is not surprising that a popular consensus exists to reduce U.S. military presence in the region. President Trump used this perspective to defend his recent decision to withdraw from Syria, declaring that he is "bringing soldiers home." Russian President Vladimir Putin and his Turkish counterpart Recep Tayyip Erdogan discussed the situation in Syria and Libya in a Dec. 11 phone call. I am deeply disturbed by the assertion of President Trump that our "current director" — as he refers to the man he selected for the job of running the F.B.I. — cannot fix what the president calls a broken agency. The 10-year term given to all directors following J. Edgar Hoover's 48-year tenure was created to provide independence for the director and for the bureau. The president's thinly veiled suggestion that the director, Christopher Wray, like his banished predecessor, James Comey, could be on the chopping block, disturbs me greatly. Campus protests take place across country, as alleged police brutality fuels anger
Intense protests against a divisive Indian citizenship law that excludes Muslims have spread to university campuses across the country, fuelled by a brutal police crackdown on a demonstration in Delhi at the weekend.
Police entered the Jamia Millia Islamia University (JMI) campus in the capital on Sunday and detained more than 100 students, beating activists in the street and firing teargas. JMI was shut on Monday, as were nearby schools and offices, after barricades and buses were set alight during the protest.

WASHINGTON/BEIJING (Reuters) - U.S. President Donald Trump's top trade negotiator praised a "phase one" U.S.-China trade deal which is expected to nearly double U.S. exports to China over the next two years, while China remained cautious ahead of the signing of the agreement.
U.S. Trade Representative Robert Lighthizer, speaking on CBS' "Face the Nation" program on Sunday, said there would be some routine "scrubs" to the text, but "this is totally done, absolutely."

Turkey could shut down its Incirlik air base, which hosts U.S. nuclear warheads, in response to threats of U.S. sanctions and a separate U.S. Senate resolution that recognized mass killings of Armenians a century ago as genocide, President Tayyip Erdogan said on Sunday.
'If it is necessary for us to take such a step, of course we have the authority ... If this is necessary, together with our delegations, we will close down Incirlik if necessary,' Erdogan said on A Haber TV.
Turkey can also close down the Kurecik radar base if necessary, he added.
A Pakistani special court sentenced former military dictator and president Pervez Musharraf to death in absentia, ending six-year long high treason proceedings against him for suspending the nation’s constitution in 2007.
In a two-to-one majority, the three-member special court headed by judge Waqar Ahmad Seth announced the verdict, his spokesman Mohammad Amjad said by phone on Tuesday. Musharraf, who has been in Dubai since 2016 seeking medical treatment, has the right to appeal in the Supreme Court, according to former attorney general Ashtar Ausaf.
It is the first time in Pakistan’s 72-year history that a military ruler was tried with high treason for imposing emergency rule and suspending the constitution in 2007. Musharraf, as the army chief, toppled the civilian government of ex-premier Nawaz Sharif in 1999 and later became the country’s military president.
The nation’s benchmark KSE-100 index fell as much as 1.5% before paring losses to 0.3% in Karachi.
Musharraf was a key ally of the U.S. after the Sept. 11 attacks in New York until he was forced to step down in 2008 to avoid impeachment by Parliament. Sharif began treason proceedings against Musharraf soon after he came back to power in 2013.
The court delayed the judgment in November after Prime Minister Imran Khan’s administration and the former military chief requested more time for arguments. An anti-terrorism court has already declared him absconder and ordered the confiscation of his assets in the murder case of former prime minister Benazir Bhutto.
Musharraf never attended legal proceedings due to what his counsels say his poor health.
Mexico will raise its minimum wage by 20% as President Andres Manuel Lopez Obrador doubles down on redistribution policies even at the risk of spurring inflation and limiting the room for interest rate cuts.
The minimum wage will rise to 123.22 pesos ($6.50) a day next year, Labor Minister Luisa Alcalde announced at an event in Mexico City. While that’s less than the most aggressive pay hike proposal of 29% discussed by the head of the nation’s minimum wage commission, known as Conasami, it’s seven times the current rate of inflation, which slowed to 2.85% in late November.
Minimum wage increases have accelerated under Lopez Obrador, a leftist who has promised to boost income and well-being for the nation’s poorest who had lost purchasing power due to stagnant salaries amid inflation. The 20% raise announced Monday follows a 16% hike during his first year in power, at the time the biggest jump in two decades.
“This is going to help the economy of course because it strengthens the internal market,” Lopez Obrador said at an event at the National Palace in the nation’s capital, thanking union leaders and business representatives. “If there’s more revenue, it helps reactivate the economy, there are more sales for merchants.”
The wage increase likely will prevent core inflation from slowing much, even though economic growth is weak, Carlos Capistran, the chief Mexico and Canada economist at Bank of America, said. Core inflation aims to track underlying price trends by excluding the most volatile goods, such as food and energy.
Capistran sees policy makers cutting the interest rate by only a half point more, to 7%, he said in a research report last week. That would still leave Mexico with one of the world’s high real interest rates, or borrowing costs minus inflation.
“We’re starting to see some effect of high minimum wage increases on inflation in the form of higher core inflation, and that will make the central bank more prudent,” said Ernesto Revilla, head of Latin America economics at Citigroup Inc. in New York and former chief economist at Mexico’s Finance Ministry. “It will make Banxico go slowly in the easing cycle.”
About 20% of Mexico’s working population earned the minimum wage or less per day as of the first quarter of this year, according to the nation’s statistics institute, known as Inegi. But the minimum wage can affect other types of contracts that are indexed to it, making it relevant for other sectors of the economy.
The central bank’s board has been split at its last two policy meetings, with the majority voting for quarter-point interest rate reductions while Lopez Obrador’s two appointees have supported deeper monetary policy easing, of half a percentage point.
The board will cut the key rate a quarter point to 7.25% at its final meeting of the year on Thursday, according to the median forecast of analysts surveyed by Bloomberg.
Central bank Governor Alejandro Diaz de Leon last month called for caution in raising the minimum wage. It’s desirable that salaries cover Mexicans’ basic needs, but this should be done without distorting the labor market or providing disincentives to hiring, he said.
He declined to specify a level at which the wage should be set. In a report in August, the bank said that the increase at the start of this year contributed to a slowdown in the creation of formal jobs.
The central bank flagged persistent core inflation and wage increases that outpace productivity as the top two inflation risks in the statement accompanying its Nov. 14 policy decision.
(United Nations) — China and Russia are calling on the U.N. Security Council to terminate sanctions on key North Korean exports such as coal, iron, iron ore and textiles, “with the intent of enhancing the livelihood of the civilian population.”
A draft resolution circulated to council members Monday by the two allies of North Korean leader Kim Jong Un would also lift a ban on North Koreans working overseas and terminate a decision to repatriate all those earning income abroad by Dec. 22.
The council expressed concern when the repatriation provision was adopted two years ago that earnings from the nearly 100,000 overseas North Koreans, according to a U.S. estimate, are being used to support the North’s nuclear and ballistic missile programs..
China and Russia made these and other proposals 16 days before Kim’s end-of-December deadline for the United States to come up with new proposals to revive nuclear diplomacy.
At Kim’s second summit with U.S. President Donald Trump last February, negotiations faltered after the U.S. rejected North Korean demands for broad sanctions relief in exchange for a partial surrender of the North’s nuclear capabilities.
North Korea has carried out 13 ballistic missile launches since May seeking to pressure Washington, and it has hinted at lifting its moratorium on nuclear and long-range missile tests if the Trump administration fails to make substantial concessions before the new year.
The proposed resolution, obtained by The Associated Press, welcomes the continuing dialogue between the United States and North Korea and calls on all parties to consider implementing “further practical steps to reduce military tension on the Korean peninsula and probability of any military confrontation by all appropriate means.” Its suggestions include adoption of a formal declaration and/or peace treaty ending the 1950-53 Korean War.
The draft resolution also calls for “prompt resumption of the six-party talks or re-launch of multilateral consultations in any other similar format, with the goal of facilitating a peaceful and comprehensive solution through dialogue.”
The six-party talks involving North Korea, South Korea, the U.S., China, Russia and Japan began in 2003 and led Pyongyang to accept a deal in September 2005 to end its nuclear weapons program in exchange for security, economic and energy benefits. But after difficult negotiations, North Korea refused to accept U.S.-proposed verification methods, and the agreement fell through in December 2008. The six-party talks have been stalled since then.
The China-Russia draft resolution reiterates “that all parties should commit to work toward complete denuclearization of the Korean peninsula.” It would call on the nuclear weapon states — the U.S., Russia, China, Britain and France — that are parties to the Nuclear Nonproliferation Treaty to work with North Korea on “the process of practical denuclearization of the Korean peninsula.”
It welcomes further development of relations between the two Koreas, in particular on rail and road connections, and would exempt the inter-Korean rail and road projects from sanctions.
The proposed resolution would terminate specific provisions in council resolutions adopted in 2016 and 2017 that banned the sale or import of coal, iron and iron ore, textiles and “statues.”
Then U.S. Ambassador Nikki Haley said in December 2017 that those sanctions would ban over 90% of North Korea’s exports reported in 2016.
The draft resolution would also lift a ban on North Korea’s import of some industrial machinery and transport vehicles used for infrastructure construction that can’t be diverted to the country’s nuclear and ballistic missile programs.
It also would ask the Security Council committee monitoring sanctions on North Korea to adopt “the most favorable approach towards requests for exemption from existing U.N. sanctions … for humanitarian and livelihood purposes.”
The Chinese and Russians produced a long list of construction and humanitarian items ranging from railway or tramway materials, iron or steel parts for roofs and windows, screws and bolts, bulldozers, traffic control equipment, vehicles under 20 tons, and firefighting vehicles to sewing needles, radiators for central heating, kitchen articles, air conditioning, dish washers, micro-computers, vacuum cleaners, shovels, axes, agricultural equipment and fire extinguishers.
This summer, the Ukrainian government awarded the rights to develop a huge complex of oil and gas fields in the country to an American company that is co-owned by a former campaign donor to then-Energy Secretary Rick Perry. The decision annoyed the heads of the state-owned Naftogaz conglomerate, which had competed and lost the bidding for the contract. Now, Naftogaz has filed a lawsuit seeking to overturn the deal, two sources familiar with the matter tell TIME, casting a spotlight on Perry’s role in Ukraine’s oil and gas industry.
The suit was filed on Friday afternoon in the District Administrative Court of Kyiv, the sources tell TIME, and has not been previously reported. In a draft of the complaint obtained by TIME on Monday, Naftogaz alleges that the government of Ukraine acted illegally and with bias in July when it granted the oil and gas fields to an American company that is co-owned by Michael Bleyzer, one of Perry’s longtime allies and financial backers.
Bleyzer, a Ukrainian-born energy investor from Texas, insists that his company won the oil and gas exploration rights in Ukraine fairly and without any political influence. He says that the committee of government officials that made the decision was advised by outside experts who saw broader advantages in doing business with the U.S.
“The bid submitted by our company was judged as superior by the interagency committee as advised by a group of independent experts,” Bleyzer wrote in an email to TIME. “It was and is Ukraine’s goal to bring in much needed-foreign expertise and investment to find new fields, a goal advanced by this award.”
The Department of Energy (DOE) denied that Perry advocated for the business interests of any specific individual or company during his tenure as Energy Secretary, which ended this month. Rather, a department spokesperson said, Perry advanced the general interests of the U.S. energy sector. “Throughout his tenure at DOE, Secretary Perry championed the American energy industry all over the world,” Shaylyn Hynes, a spokesperson for the Department, said in a statement on Sunday. “[T]hroughout his engagements with Ukrainian officials Secretary Perry consistently called for the modernization and reform of Kyiv’s business and energy sector in an effort to create an environment that will incentivize Western companies to do business in Ukraine.”
Perry’s efforts to shape the energy sector in Ukraine have played out alongside the Trump Administration’s campaign of political pressure in the country. Starting this spring, Perry was part of a trio of senior U.S. officials—dubbed the “three amigos”—who took the reins of American policy in Ukraine. A whistle-blower’s complaint about Trump’s pressure campaign resulted this fall in an impeachment inquiry by Congress, which ended last week with the drafting of two articles of impeachment against the President.
Though Perry has played a relatively minor role in the impeachment saga so far, he was at the forefront of the parallel, and possibly intertwined, effort to influence the Ukrainian energy sector. During a meeting in May, Perry presented the President of Ukraine, Volodymyr Zelensky, with a list of Americans who could advise Zelensky’s government on energy policy. Among the people he suggested was Bleyzer, who has supported Perry’s political campaigns over the years, including with a reported $30,000 contribution to Perry’s campaign for governor of Texas in 2010.
At the time of Perry’s visit to Kyiv in May, Zelensky was seeking a meeting with Trump in hopes of bolstering Ukraine’s alliance with the U.S. against Russia, which invaded Ukraine in 2014 and continues to occupy parts of the country in Europe’s only active war.
The Associated Press reported in October that Perry’s proposal was part of an effort to install new leadership at Naftogaz. Some of the advisers Perry recommended were meant to join the company’s supervisory board, the AP reported. Bleyzer and the Department of Energy both denied pushing for changes to the board. In his email to TIME, Bleyzer wrote that Perry never suggested appointing him or anyone else to the board of Naftogaz. “For the record no one ever discussed this position with me, and I never would have considered it,” he wrote.
However, Bleyzer was advanced by the Department of Energy as a possible advisor to Ukraine on energy policy. “I participated in a couple of conversations with the DOE staff where they expressed an interest in creating an informal group that could help the DOE develop energy independence strategy for Ukraine. I would characterize these conversations as brainstorming in nature,” Bleyzer added. “Nothing ever came out of that idea.”
About two weeks after Perry proposed Bleyzer as an energy adviser to Ukraine, a company that Bleyzer co-founded, Ukrainian Energy, put in a bid for the rights to explore for oil and gas in a vast complex of fields known as Varvynska, the largest of nine energy licenses that the government put up for auction this year. Bleyzer’s only competitor for that field was a subsidiary of Naftogaz called UGV, whose bid appears to have been higher, at least in terms of the price it offered and the investments it promised to make, according to bidding documents reviewed by TIME. The Associated Press reported the apparent disparity in the bids last month.
“We know our offer was better,” Andriy Kobolyev, the CEO of Naftogaz, told TIME in an interview on Nov. 22.
Still, when the government decided the results of the tender on July 1, Bleyzer’s company won out, securing the exclusive rights to develop the complex of oil and gas fields for up to 50 years. “We are very annoyed with this,” Kobolyev, the Naftogaz CEO, told TIME last month. “Very annoyed, to say the least. And when we are annoyed, we usually do act, and we will.” Asked whether he intended to take legal action, Kobolyev answered, “Can’t comment.”
But lawyers for Naftogaz were then already at work preparing a lawsuit that seeks to overturn the results of the auction, according to the two sources with direct knowledge of the claim. UGV, the subsidiary of Naftogaz, is listed as the plaintiff in the lawsuit, according to the draft of the complaint. The document asks the court to nullify the government’s decision to award the fields to Bleyzer’s company, and to order the government to hold a new competition for the licenses to those fields. The defendants are listed as the Cabinet of Ministers of Ukraine, the Ministry of Energy and Coal Mining of Ukraine and the government commission that awarded the rights to the fields this year. Neither Perry nor Bleyzer is named in the draft complaint.
A member of the government commission that awarded the licenses, Roman Opimakh, told the AP last month that he saw no sign of American political influence in the commission’s decision. He said the commission wanted to attract American investments to the Ukrainian energy sector, and that aim was a factor in the decision to award the fields to Bleyzer’s company.
Bleyzer did not respond to questions about how he intended to answer the lawsuit. “I found out about it from you,” he wrote TIME, and said he “was a little surprised as any lawsuit would be totally groundless.” Bleyzer said he had reached out to Naftogaz to ask about the lawsuit, but had not received a reply.
Greta Thunberg might have been been named TIME’s Person of the Year for drawing global attention to climate change, but the climate continues to speak for itself. Last month was the second-hottest November in recorded history, and 2019 is likely to be the second warmest year ever.
Scientists at the National Oceanic and Atmospheric Administration announced Monday that last month was 1.66 degrees Fahrenheit above the 20th century average, making it the second hottest November since record-keeping began 140 years ago.
And there’s more bad news: 2019 through November has been the second-hottest year on record, and the season (September through November) has been the second-hottest in recorded history. Both the season and the year to date were 1.69 degrees Fahrenheit above average, coming in just behind 2016 and 2015, respectively, and the average sea surface temperature was the second-warmest for the year to date.
Scientists say that record temperatures are yet another sign that the climate is changing, but they’re even more troubling when you look at other recent records. For instance, the five hottest Novembers have all taken place since 2013. In some regions, this was the hottest November in history; Africa, South America and the Hawaiian Islands all experienced their hottest Novembers on record.
Ahira Sanchez-Lugo, a NOAA climatologist, said that there is an 85% chance that 2019 will be the second-warmest year on record. This year was warm, in part because there was an El Niño climate phenomenon, which causes temperatures to rise. However, Sanchez-Lugo says that climate change makes this effect even more extreme.
She explained that while rising temperatures due to climate change are like riding an escalator — slowly but steadily increasing — an El Niño is “as if you’re jumping on the escalator.”
Sanchez-Lugo says that these reports are like a health assessment for the Earth, and that there are some warning signs. “We’re seeing that the Earth has a temperature, but not only that, we see that there are symptoms,” says Sanchez-Lugo.
High temperatures can also cause a domino effect on the environment. For instance, sea ice coverage reached near-record lows in the Arctic and Antarctic this November. Without sea ice covering its surface, the ocean absorbs solar radiation and becomes warmer, and some research suggests that receding sea ice can also lead to higher snowfall, says Sanchez-Lugo.
Many record temperatures were set in 2019. This November follows the second-highest October on record, and the month before that tied the warmest September on record. And during July — the hottest month ever recorded globally — regions from the United States to Europe were plagued by oppressive heatwaves.
(HARARE, Zimbabwe) — The wife of Zimbabwe’s vice president has been charged with attempting to kill her husband.
Mary Chiwenga, a former model and wife of Vice President Constantino Chiwenga, appeared at the Harare Magistrates Court Monday where she was also charged with money laundering and fraud. Wearing a floral dress, she waved to journalists as she entered the court’s holding cells. The magistrate ordered that she remain in custody pending a bail hearing.
She is accused of trying to kill her husband in South Africa in July. First, she tried to deny medical treatment to Chiwenga by insisting he stay at a hotel instead of a hospital when he was flown to South Africa for emergency medical treatment, according to the charge sheet.
While Chiwenga was in the hospital on July 8, she went to his room, asked security to leave and, while alone with him, removed an intravenous drip and a catheter, causing him to bleed profusely, according to the charge sheet. She then forced him off the bed and tried to bring him out of the ward before being intercepted by his security detail, the charges said.
Chiwenga later went to China where he received medical treatment for four months and he returned to Zimbabwe in November. On his return, Chiwenga said he was suffering from a condition that narrowed or tightened his esophagus.
Mary Chiwenga is also accused of laundering about $1 million to neighboring South Africa by pretending to pay for goods that were never brought into Zimbabwe, according to the charges. She was seen as close to her husband before and immediately after he led the military to force the late former president, Robert Mugabe, to resign in 2017.
She has not been seen in public with Chiwenga since he returned from China in November. On Monday, the state-run Herald newspaper described her as “the estranged wife” of the vice president.
President Emmerson Mnangagwa has described fighting corruption as a top priority since assuming power in 2017. But critics and the opposition say the anti-corruption commission is mainly targeted people viewed as dissenters.
(BASTOGNE, Belgium) — Side by side, the Allies and former enemy Germany together marked the 75th anniversary of one of the most important battles in World War II — the Battle of the Bulge, which stopped Adolf Hitler’s last-ditch offensive to turn the tide of the war.
At dawn on Dec. 16, 1944, over 200,000 German soldiers started the most unexpected breakthrough through the dense woods of Belgium and Luxembourg’s hilly Ardennes. Making the most of the surprise move, the cold, freezing weather and wearied U.S. troops, the Germans pierced the front line so deeply it came to be known as the Battle of the Bulge.
Initially outnumbered, U.S. troops delayed the attack enough in fierce fighting to allow reinforcements to stream in and turn the tide of the battle by Christmas. After a month of fighting, the move into Germany was unstoppable.
U.S. Secretary of Defense Mark Esper paid tribute to over 19,000 U.S. troops who died in one of the bloodiest battles in the nation’s history.
“Their efforts not only defended America but also ensured that the peoples of Europe would be free again,” Esper said, calling the Battle of the Bulge “one of the greatest in American history.”
Even though German deaths also exceeded well over 10,000 in the battle that stretched deep into January, German President Frank-Walter Steinmeier took special time to thank the U.S. troops.
“On this day, we Germans would like to thank the United States of America. The American armed forces, together with their allies, liberated Europe and they also liberated Germany. We thank you,” Steinmeier said.
“Those who died were victims of hatred, delusion, and a destructive fury that originated from my country,” he said.
Germany is now an ally of the United States and its wartime partners, united in the NATO alliance. During the poignant ceremonies under leaden skies and rain at the star-shaped Mardasson memorial in Bastogne, the current discord between the United States and several European allies over trade and security were never mentioned.
Even if it was relatively warm 6 degrees Centigrade (43 degrees Fahrenheit) compared to the shivering conditions 75 years ago, there was also a fog hanging low.
Hitler had hoped the advance would change the course of World War II by forcing U.S. and British troops to sue for peace, thus freeing Germany to focus on the rapidly advancing Soviet armies in the east.
Out of the blue at dawn, over 200,000 German troops counter-attacked across the front line in Belgium and Luxembourg, smashing into battle-weary U.S. soldiers positioned in terrain as foreign to them as it was familiar to the Germans.
Yet somehow, the Americans blunted the advance and started turning back the enemy for good, setting Allied troops on a roll that would end the war in Europe less than five months later.
This battle gained fame not so much for the commanders’ tactics but for the resilience of small units hampered by poor communications that stood shoulder to shoulder to deny Hitler the quick breakthrough he so desperately needed. Even though the Americans were often pushed back, they were able to delay the German advance in its crucial initial stages.
“It was ultimately the intrepid, indomitable spirit of the American solider that brought victory,” Esper said.
When the fortunes of war turned, it was most visible in the southern Ardennes town of Bastogne, where surrounded U.S. troops were cut off for days with little ammunition or food.
When Brig. Gen. Anthony C. McAuliffe of the 101st Airborne received a Dec. 22 ultimatum to surrender or face total destruction, he offered one of the most famous — and brief — replies in military history: “”Nuts.” Four days later, U.S. troops broke the Nazi encirclement.
“News of their fierce defense quickly spread, boosting the morale of allied forces all along the Western Front,” Esper said.
After the fighting in the Battle of the Bulge ended on Jan. 28, 1945, Allied forces invaded Germany, eventually leading to the Nazi surrender and the end of the war in Europe.

(KABUL, Afghanistan) — A female tattoo artist, a rarity in ultra-conservative Afghanistan, is taking a big risk with every customer she takes on.
It’s been 18 months since Suraya Shaheedi started her mobile tattoo shop in the capital, Kabul. She’s received death threats for taking on the taboo of the ink-on-skin drawings she does — as well as being a single woman willing to work with men.
“I have struggled a lot, even been threatened with death, because people in Afghanistan think doing tattoos is haram,” she said, using the Arabic word meaning prohibited by religion.
“Whether my customers are men or women doesn’t matter to me. I do tattoos for both,” says Shaheedi, a 26-year-old, divorced single mother.
In a black curtained room, surrounded by his friends, a young customer shrieks in pain as the needle pierces and inks his skin.
“I can’t leave the profession I love,” Shaheedi adds.
She easily gets customers, whether men or women, as social attitudes toward tattoos loosen up and more ink parlors open. It’s the kind of small, but important change that Shaheedi feels a return of Taliban rule could threaten.
After decades of war, Afghans want peace. A big concern for many like Shaheedi is that U.S.-led peace talks with the Taliban will boost the militant group.
“I am happy if the Taliban return results in peace, but if they disagree with my work and impede the freedom and progress of women, then I will be the first to stand against them,” she vowed.
Women like Shaheedi have carved out a space for themselves in a society where custom heavily restricts women’s roles and education. Close to 40% of Afghanistan’s eligible girls are not allowed by their families to go to school, and almost 20% are forced by their families to leave school after grade six, according to a survey by the Asia Foundation released this year.
In areas under the Taliban, who now control or hold sway over roughly half of the country, women are not allowed to leave their homes without a male escort. The insurgent group ruled Afghanistan with a harsh version of Islamic law from 1996 to 2001, when the U.S. invaded.
Shaheedi divorced her husband eight years ago while she was pregnant. She and her son now live with her parents. Her father supports her work, even though Afghanistan’s patriarchal society often forbids a woman from touching a man to whom she is not related or married.
Her parents and elder brother persuaded her to become a tattoo artist, Shaheedi said, after she got her first tattoo while visiting Turkey — an arrow piercing the image of an eye on her right hand, which she says symbolizes overcoming adversity.
Shaheedi’s father, Hussain, 58, believes the strict customs controlling women in Afghanistan need to change. “I support my daughter in every way, and she makes me proud the way she’s stood against this taboo,” he said.
Shaheedi uses Instagram and other social media to find and meet customers. She prefers not to keep a parlor with a fixed address out of concerns for her safety.
She also does manicures and makeup. When she met one customer recently at a hair salon, the customer’s husband recognized her from her social media pages as being the tattoo artist “Ahoo,” the nickname she uses online. The husband threatened to kill Shaheedi if she kept posting images of her tattoo work on social media.
Tattoos were common in some of Afghanistan’s rural areas, especially among Pashtun and Hazara women, but the ink piercings were used sparingly, often as only a few green dots on the face.
Tattoo artists say demand among the younger generation has risen for more flamboyant and personal designs, and with it, the number of ink parlors increased in the capital.
Omid Noori, 23, has 16 tattoos all over his body. He wants to add another on his left arm, showing the head of a lion with a crown and wreaths. But he only wants new designs on parts of his body that his clothing can hide, because he says he’s tired of hearing people’s negative comments about the ink piercings.
He also worries what would happen if Islamic militants caught him.
“I’m thinking that if the Taliban return, they’ll cut off my hands and legs,” he said.
He inked his last tattoos at a parlor belonging to a former Afghan army officer, Nazeer Mosawi.
Mosawi, 42, fought for seven years in Afghanistan’s civil war with the Islamic insurgents. He says he is still fighting the war, but this time his battle is against society’s conservatism, with his tattoo machine as his weapon.
Mosawi receives threatening phone and social media messages almost every day, demanding he close his tattoo business. “They even threaten to beat me, burn my shop,” he said. “There is no alternative: I tell them, OK, I can’t flee this country because of these threats. It’s my homeland.”
But for every threat he gets, Mousawi said he gets several messages with positive feedback or people curious to learn more.
Shaheedi said she is also working to put her 8-year-old son, now in second grade, through school. She is also studying business management at a university in Kabul.
“Being a woman in Afghanistan requires guts,” she said. “I am proud of myself for having the guts.”

The Nuclear Power Corporation of India Limited is an Indian public sector undertaking based in Mumbai, Maharashtra. The Corporation is owned by the Government of India and is responsible for the generation of nuclear power for electricity. NPCIL was created in September 1987 under the Act of 1956, “with the objective of undertaking the design, construction, operation and maintenance of the atomic power stations for generation of electricity in pursuance of the schemes and programs of the Government of India under the provision of the Atomic Energy Act 1962.” All nuclear power plants operated by the company are certified for ISO-14001 (Environment Management System). MUMBAI: Telecom minister Ravi Shankar Prasad said that he didn't appreciate Vodafone Group's comments about pulling out from India unless given relief on adjusted gross revenue (AGR) dues, saying no one can 'dictate terms' to India."I don't appreciate this kind of statement. Very firmly and very clearly. We have given all the opening for doing business but no one should dictate terms on us. India is a sovereign country...," said Prasad at the Times Network India Economic Conclave 2019 on Monday . In November, Vodafone Group's CEO Nick Read had highlighted the stress in the sector post Supreme Court's verdict on AGR dues and said that the UK arm will not infuse any further equity and may eject without relief. He had later said he was misquoted. But in another event earlier this month, Vodafone Idea's chairman Kumar Mangalam Birla said that without sufficient relief, the telco will have to shut down .The telecom minister assured on Monday that a monopoly was not on agenda and state-run BSNL and MTNL were important assets as well."We don't countenance any monopoly nor we will. BSNL and MTNL are strategic assets...Therefore we owe it...For a fair competition a strategic PSU must remain in the field," Prasad said . The government so far has given a two year spectrum moratorium and will await the call of the top court on review petitions filed by players like VIL and Bharti Airtel on the AGR verdict. The apex court had in October widened the definition of AGR to include non-core items, leaving the two telcos facing dues of over Rs 89,000 crore which needs to be paid by January end."We have done our best for the private sector. They wanted two things which we have done namely- from 10 installment from spectrum charge we have extended to 16 and all the spectrum installment from 2021-22 and other two years have been now completely put on hold giving them a cool benefit of Rs 42,000 crores," added Prasad. The minister said PSUs who are impacted by AGR verdict have submitted a representation, which is being examined by the government.In another session during the event, Piyush Goyal too commented on the telecom sector that is reeling under a debt of Rs 7 lakh crore and has stoked the fear of further shrinking from a three private player market to a two player only. "Government also acquired stress. Railtel will have to shell out some 80 odd crores, BSNL has a stress, I am told GAIL has a big problem. These will have to be sorted out in consultation with the honourable supreme court. Government proactively or suo moto cannot take an action on this but I assure you we are in continuous dialogue," said Goyal. The telecom and IT minister also fielded questions on data privacy. " The SC has held privacy to be a fundamental right but they have also stated that a terrorist or a corrupt person do not have any privacy," said Prasad .The government said it needs to maintain the balance between privacy and security where both are of paramount importance . "I am trying to highlight is that the rights/privacy of individual is paramount and also of the government's obligation to maintain safety, security and fair investigation," he added . The minister noted that data must be available for policymaker to frame the policy but that data must be anonymised data.When asked about justice B N Srikrishna's comments that the data protection bill tabled in Parliament, that exempts its agencies from some or all provisions into an "Orwellian State"; Prasad defended saying he will discuss fine prints with one of the key drafters of the bill. "He will be able to understand that we have followed in principal what he had recommended," said Prasad , but added " freedom of speech is subject to reasonable restriction for the safety, security of India. The most pristine freedom is not unlimited". The telecom minister highlighted the controversy around global digital firms and their tussle with the government on data security and localisation . "I don't want to prejudice their case except to gently remind these global companies, India has the biggest global presence of Facebook, welcome, India has the biggest global presence of Whatsapp, welcome, Twitter etc. All welcome. India is a free democratic country, you all are welcome to do business in India but do it fairly in accordance with law," he said.
Mumbai: International rating agency Moody's Investor Service has said fiscal measures including corporate tax cut, farmer income support and the monetary policy easing, taken by the Indian government and central bank, will have a limited effect in stimulating consumption demand. The agency slashed its forecast for the country's FY20 growth rate to 4.9%, down from a previous downgrade to 5.8% and cautioned that slower growth dims prospects for significant fiscal consolidation, which will weigh on the sovereign's credit profile.It also cut its FY21 forecast for the country's growth rate to 6.3% from 6.6%. "What was once an investment-led slowdown has now broadened into weakening consumption, driven by financial stress among rural households on the back of stagnating agricultural wage growth and constrained productivity, as well as weak job creation due to rigid land and labour laws," said Deborah Tan, a Moody's assistant vice-president and analyst. Household consumption has been the backbone of India's growth, making up about 57% of GDP in FY2018-19. 72809541 Tax cuts, combined with lower nominal GDP growth, have dampened the outlook for fiscal consolidation and have increased the risk that debt may not stabilise – let alone decline, it said. However, the agency said, the probability of a significant and rapid deterioration in fiscal strength remains low, given the composition of government debt and the ability to withstand financing shocks. The major factors responsible for weakening economic growth were rural financial stress, low job creation and liquidity constraints, Moody's said in a report. It noted that the credit crunch among non-bank financial institutions (NBFIs), the major providers of retail loans in recent years, has "exacerbated" this slowdown. "While the income shock to households has been unfolding over several years, it was not visible on headline growth as long as households could borrow from NBFIs. With the materialisation of a credit supply shock, we now see the impact of these twin shocks on growth," Tan added. Moody's expects measures to stimulate domestic demand – including income support for farmers and low-income households, monetary policy easing and a broad corporate tax cut – will be limited in offsetting this slowdown."Although a modest recovery is expected for next year, supported partly by spillovers from policy stimulus, economic growth will be weaker than in recent years, which will have negative credit implications for Indian issuers in a range of sectors," it noted. In automotive, weak demand and tight liquidity will constrain automakers' earnings. Moreover, slower economic growth over the last few quarters will also reduce debt servicing capabilities of households, which in turn will weaken the asset quality of retail loans across all segments, it said.
New Delhi: Online sales in India accounted for 1.6% of total retail sales, with intra-regional trade in South Asia remaining low, the World Bank said on Monday. "While it has grown substantially in recent years, ecommerce in the region is still very small. Even in India, online sales as a percentage of total retail sales were only 1.6%, versus over 15% for China and around 14% globally," said its report, 'Unleashing E-commerce for South Asian Integration.' Indian firms, which tend to be more digitised and heavily concentrated in service sectors, tended to highlight regulatory issues - such as tax rules, legal liability laws and data piracy challenges - as the top challenges to ecommerce, it said.The World Bank said a survey of more than 2,200 firms showed that most of the cross border e-commerce was conducted with extra-regional partners, such as China, the UK and the US. Referring to various studies, it said mobile phones, electronic and computer accessories, clothing, footwear, fashion accessories and consumer durables were most traded in India. The bank said that while Indians and Pakistanis transact online significantly, the likes of Bangladesh and Nepal fare worse than many African countries on most ecommerce indicators. In addition, the pervasive lack of trust between countries in the region hurts trade.72811357 Firm choice is distorted by existing regulations in South Asia. Washington: Boeing said Monday it would temporarily suspend production of its globally grounded 737 MAX jets next month as safety regulators delay the aircraft's return to the skies after two crashes. The decision confirmed investor fears that the company's recovery from the crisis is dragging on longer and creating more uncertainty for Boeing than executives anticipated. Boeing's travails since March have weighed on the US economy, holding down American manufacturing output, trade and sales of durable goods while damaging the company's performance on Wall Street's benchmark Dow Jones Industrial Average. In a statement, the company said it would continue to pay its workers despite the temporary production stoppage, but the decision immediately raised questions for the future of parts suppliers that contribute to the jets' manufacture. "We have previously stated that we would continually evaluate our production plans should the MAX grounding continue longer than we expected," the company said in a statement. "As a result of this ongoing evaluation, we have decided to prioritize the delivery of stored aircraft and temporarily suspend production on the 737 program beginning next month." The company said it would focus on delivering 400 jets it has kept in storage. Though the jets have been grounded worldwide since March following deadly crashes in Indonesia and Ethiopia, which left 346 people dead, Boeing had continued to produce 40 of the planes per month at a Renton, Washington facility. - Shares tumble on Wall Street - Last week, US aviation regulators issued the company an unusually sharp rebuke, accusing it of pursuing an "unrealistic" timeline for the MAX's return to service and of making public statements intended to put pressure on federal authorities. The Federal Aviation Administration said Wednesday it could not approve the jets' return to service before 2020, even though Boeing had long said it planned to get officials' green light before the end of this year. Boeing and the FAA have been under intense scrutiny for their responses to issues with the aircraft, including the flight-handling system involved in both accidents, the Maneuvering Characteristics Augmentation System, or MCAS. "Boeing seems to have finally come to terms with the new reality that international safety regulators will not be bent to their whim, and the process of returning these planes to service is not as simple as a quick software fix," Senator Richard Blumenthal said in a statement. Analysts say Boeing's prospects will remain clouded until Boeing can get the all-clear for the MAX to fly again. "As we have throughout the 737 MAX grounding, we will keep our customers, employees and supply chain top of mind as we continue to assess appropriate actions," the company said, adding that it will disclose financial information tied to the suspension when it releases quarterly results late next month. Major air carriers that had purchased 737 MAX jets have repeatedly pushed back the dates on which they anticipate a return to service. Southwest said Thursday it had reached a confidential agreement with Boeing partially compensating the airline for costs related to the grounding of the jets. Nevertheless, the manufacturer in November unveiled an updated version of the jet, the 737 MAX 10. Shares in Boeing fall 4.3 percent as investors anticipated Monday's decision. They were down another 0.4 percent in after-hours trading at 2300 GMT.
BHUBANESWAR: A dispute over the allocation of the Saruabil chrome mine in Odisha is delaying the formal declaration of the winner of the recent auction for its mining rights.TS Alloys, a subsidiary of Tata Steel, emerged the highest bidder for the mine, offering to pay 88.5% of the sale value of the mineral to the state for rights to the chrome deposit.Misrilall Mine, which has been mining it for the past 65 years, had approached the Orissa High Court against denial of a licence extension to it. The court asked the state government to consider Misrilall Mine's plea, as well as allow it to match the highest bid in the auction to be able to retain the mine.The Odisha government may now have to explain why it did not extend Misrilall Mine's licence, considering it as a captive mine when it extended Tata Steel's Joda East iron ore lease until March 2030.In response to ET's queries over the matter, Tata Steel said: "With reference to your query on the allocation of Saruabil/Mishrilal chromite mines, we wish to state that Tata Steel as a responsible corporate has always complied with the government norms and respects the defined statutes. The matter being sub-judice currently, we would not like to make any further comments in the matter."Saruabil was among the first operating chrome mining leases to be auctioned, marking India's transition to licences that can only be won through competitive bidding. Leases of more than 300 mines will lapse on next March 31 as per a 2015 amendment to the law that brought this change. While the amendment allowed extension of merchant leases until 2020, leases under the "captive" category were extended until 2030. The term "captive purpose" may have been inserted into the Act for the first time by way of this amendment, say legal experts.Misrilall Mine's contention is that as per a 1997 renewal of the licence, it was a captive mine and so the permit should have been extended until 2030, as was the case with Tata Steel's Joda iron ore mine. Instead, it was extended only until next March in what, it alleged, was an "arbitrary and discriminatory" decision.The company first moved the Revision Authority against denial of the licence extension, following which the state government dismissed its plea. The high court, finding this to be a "non-reasoned order", put the government decision in abeyance and asked the state to give Misrilall Mine a hearing and dispose of the matter with a "reasoned" order."In the meantime, it will be open for the petitioner to apply for the tender pursuant to the notice dates 31 July 2019 and if he is prepared to match the highest tender amount, he may be given preference, since he is holding the mines and he has claimed extension of the mining lease under section 8A(5) of the MMDR Act, 1957," said in the October 21 order.Misrilall Jain, who owned the mining company, had been granted mining rights for 20 years to 610 acres in the chrome-rich Sukinda district of Odisha in May 1954. The lease was renewed for another 20 years in August 1974. In 1993, when the company applied for yet another renewal, the government demanded that it set up a chrome or ferro alloy industry in the state.Misrilall Mine, in the petition that ET has seen, claimed that it has set up two plants with 15,000 tonnes and 7,500 tonnes capacity, employing more than 900 people. In 2015, when supplementary lease deeds were signed, the company applied to be considered as a captive player. The lease, however, was treated as a merchant one and extended only until 2020. Misrilall Mine's petition claimed that it made several written submissions to the state government complaining of this, and agreed to the extension to 2020 only under protest.Jain's contention in the high court was that the government's changed position attracted the doctrine of 'promissory estoppel' and doctrine of legitimate expectation, since the company had stood by its end of the bargain.Legal and mining experts ET spoke to said captive purpose or captive consumption wasn't defined in the Act. There was no mention of the same in Tata Steel's lease of the 1,657 acres (671 ha) Joda iron ore mine, nor in the extension of lease signed April 18, 2015. ET has seen copies of both.The Odisha government contends the entire text of the lease is to be read with terms and conditions of the lease. "There is no mention of 'captive' in the lease deed. But the lease had been treated as captive because the material has only been used at its plants and for its own consumption. The lease conditions have always been thus monitored and maintained," said the state's director of mines, Deepak Mohanty.The original Joda East lease was signed in the 1950s, and there are no terms of lease term, or any other document available with the department that specifies captive use, said an official asking not to be named. Neither is there any provision in the Act prescribing that the entire mineral be only used for captive purposes.Misrilall Mines contends that like the company, Tata Steel had also sold iron ore to third party players and even exported from the particular mine in the past.
NEW DELHI: Whirlpool of India Managing Director Sunil D'Souza has resigned from the company and would be replaced by Vishal Bhola, the consumer durable maker said on Monday. The board of the company, in a meeting held on Monday, accepted the "resignation of Sunil D'Souza, Managing Director of the company who has decided to pursue interests outside of the company", Whirlpool of India said in a regulatory filing. D'Souza's resignation will be effective from April 3, 2020, it added further. ET Intelligence Group: The appetite for Indian equities is growing among investors from the middle-weight developed economics such as Norway, Iceland, Canada, and the Netherlands. The assets under management (AUM) of investors in these countries grew by 15-27 per cent in India since the beginning of the current year. The total AUM by foreign portfolio investors (FPIs) grew 11 per cent in India, according to data from NSDL. The FPIs' total AUM was $423 billion at the end of November 2019. In 2019 so far, they have invested $13.3 billion in Indian equities, the highest in the past five years.Norway's AUM growth in India was the highest at 27 per cent to Rs 69,278 crore in the first 11 months of the current year. The Scandinavian nation constitutes 2.3 per cent of the total FPI exposure. It invests in Indian equities through the government pension fund, the world's largest sovereign fund and Norges Bank. These two funds have invested 1 per cent and 0.5 per cent of their equity assets in India, according to Bloomberg. The share of the middle-weight developed nations in the AUM of FPIs in India was 10 per cent in November 2019, a gain of 400 basis points in the past two years. Bengaluru: India's technology sector will increase its hiring by nearly 10% in the next financial year, according to recruitment professionals tracking the sustained uptick in entry-level jobs across the industry. This includes hiring by the in-house technology centres of global corporations as well as the country's software exporters.The $177 billion information technology and business process management sector will close FY20 having hired nearly 180,000 and is forecast to hire 200,000 engineers and graduates in the next financial year, industry experts said. 72804610 "The hiring growth, fuelled by (recruitment) of people with 1-5 years' experience will remain steady (with) major contributions from the India-based technology units of multinational companies," Kamal Karanth, co-founder, Xpheno, a Bengaluru-based staffing agency, told ET. He said hiring will primarily be led by both existing and new technology centres of global companies.In the past 12-18 months, nearly 30 such captives have set up shop in India through re-badging contracts with technology services companies, according to Xpheno estimates. In a re-badging exercise, the IT services vendor takes over a particular business unit and its employees from a client."India offers a variety of highly-skilled professionals and this is one of the major reasons why our hiring at the captive will continue to grow over the next two to three years here," said a senior executive at the India-based technology centre of a European investment bank."Others in the sector are also hiring in good numbers. TCS alone has made 30,000 on-campus offers this year.Industry experts reckon increased technology spending, especially in the digital space, will further boost growth in hiring next year.Sangeeta Gupta, chief strategy officer at industry lobby Nasscom, said "there is an increased need for tech jobs and though (there will) be a lag initially, second half of the year (2021) could be better".However, the increased hiring is unlikely to reflect in higher headcount within IT services companies that are going through a sustained phase of both voluntary and involuntary attrition among mid-level employees.Wipro's chief human resources officer Saurabh Govil, told ET in a recent interview, that there is no growth for middle managers who are unable to reskill in digital technology. "We are continuously working towards reskilling the middle management bulge. If they are not successful in moving to digital, some of them are asked to move on or not given salary growth," he said.Xpheno's Karanth said mid-to-senior level employees, those with more than 15 years of experience, will find it difficult to remain at their posts within major tech services companies unless they change fast. "There is a bloodshed happening across mid-level roles and hence the net headcount of the tech services companies are not going to grow much. But these people will find jobs in captives," he said.
