Erik Prince, founder of the private security firm Blackwater and prominent supporter of Donald Trump, made a secret visit to Venezuela last month and met Vice-President Delcy Rodríguez – one of Nicolás Maduro's closest allies.
The visit, described by one source as "outreach" to Maduro's government, came just eight months after Prince floated a plan to deploy a private army to help topple the Venezuelan leader.
It was unclear what Prince, the brother of Trump's education secretary, Betsy DeVos, discussed with Rodríguez. The meeting was first reported by Bloomberg.
A meeting with Rodríguez, who is under US sanctions, could raise questions about whether Prince might have run afoul of US law, which prohibits Americans from virtually any business dealings with sanctioned individuals and specifically with the Venezuelan government. The Venezuelan vice-president's office also oversees the country's national intelligence service.

The City of New Orleans has suffered a cybersecurity attack serious enough for Mayor LaToya Cantrell to declare a state of emergency.
The attack started at 5 a.m. CST on Friday, December 13, according to the City of New Orleans' emergency preparedness campaign, NOLA Ready, managed by the Office of Homeland Security and Emergency Preparedness. NOLA Ready tweeted that "suspicious activity was detected on the City's network," and as investigations progressed, "activity indicating a cybersecurity incident was detected around 11 a.m." As a precautionary measure, the NOLA tweet confirmed, the city's IT department gave the order for all employees to power down computers and disconnect from Wi-Fi. All city servers were also powered down, and employees told to unplug any of their devices.

On December 18, Mr Esper will host his Indian counterpart, Rajnath Singh, at the Pentagon for a bilateral meeting. Following this, he and Mr Singh will drive down to the Foggy Bottom headquarters of the State Department to join External Affairs Minister S Jaishankar and Secretary of State Mike Pompeo for the second India US 2+2 ministerial.

Despite commentary to the contrary, Beijing's success isn't perfect or unstoppable.
American opinion has moved away from its once-benign view of China. That older view, still favored by many business people, held that a prosperous China would threaten its neighbors less than a poor China, and anyway would offer the United States great economic advantages. Accordingly, this view recommended that the West engage China in a friendly way and accommodate Beijing as much as possible. The newer view has responded to overwhelming evidence that Chinese development is far from benign, that China flaunts common trade practices, steals technological secrets on a huge scale and spies outrageously. Moreover, this new view contends that Beijing acts aggressively in Asia, seems to have set itself on a thinly-veiled imperialist project that it calls the "Belt and Road," and shows no regard for human rights in Hong Kong and—still more outrageously—in its Xinjiang region. This new view frequently paints China as a dangerous economic, military, and diplomatic juggernaut, so unstoppable, in fact, that the United States, short of a disastrous military confrontation, has little choice but to engage China in disarming ways and accommodate it where it can.

Even as US and Chinese officials were reducing global economic tensions on Friday by confirming they had reached a "phase one" trade deal, the top US military official said that the Pentagon has put China on the top of its priorities – ahead of Russia – owing to Beijing's "brazen efforts" to undermine the territorial claims of its neighbours.
Speaking at the Council on Foreign Relations in New York, US Defence Secretary Mark Esper condemned China for undermining international laws and violating the sovereignty of smaller states.
"Today, the international rules-based order that America and its allies have worked hard to establish is being tested … China first and Russia second are now the department's top priorities," Esper said.
The display of China's most prominent operational and developmental unmanned military aircraft is another sign that Beijing is betting big on drones.

The lineup occurred at Malan Air Base, a known hub of testing for these types of systems. The image is yet another stark reminder of how China is betting big on unmanned aerial military capabilities, from high-end unmanned combat air vehicles (UCAVs) to swarms of small expendable drones.

The Chinese navy is training fighter pilots experienced in carrier-borne operations to command and manage its warships as it seeks to expand its global naval power.
Its best pilots from carrier-borne squadrons – including some qualified to fly fighter jets during both daytime and at night – were sent to a naval academy for warship combat and command training late last month, PLA Daily reported on Monday.

Instead of rudders, ailerons and other conventional control surfaces, MAGMA relies on two new technologies for maneuverability. Wing circulation control "takes air from the aircraft engine and blows it supersonically through the trailing edge of the wing to provide control for the aircraft," according to BAE Systems.

WASHINGTON — Just because China might be able to hit US Navy aircraft carriers with long-range anti-ship missiles doesn't mean carriers are worthless, the service's top officer said December 5.
The chorus of doom and gloom over China's anti-access weapons is too simplistic, Chief of Naval Operations Adm. Michael Gilday said, but that doesn't mean the Navy should refrain from adjusting the way it fights.
"Let's look at this like a physics problem," Gilday proposed. "[People will say]: 'Hypersonics go really fast and they travel at long ranges. Carriers can only travel ['X' distance], so carriers are going to have to go away.' That's a very simplistic way to look at the problem.
"I've been in two big war games since I've been [CNO], and I absolutely believe that we have to wring more out of what we have today in terms of how we are going to fight with it."

ISLAMABAD - Officials in Afghanistan said Saturday Taliban infiltrators have killed at least 25 government security forces in the eastern volatile Ghazni province.
The overnight insider attack happened in the Qarabagh district where a group of seven security personnel Friday night turned their guns on fellow soldiers at a local Afghan army base.
District chief Ghulam Habib Zerak told VOA the assailants collected arms and a military vehicle from the base before fleeing and rejoining insurgents in the area. He said at least two Afghan soldiers were wounded in the incident.
The Taliban claimed in a statement the attack killed 32 security forces and its fighters captured the base, though insurgent claims are often exaggerated.

Top US and Chinese generals have recently doubled down on military-to-military diplomacy after months of rising tensions, as the two sides bid to head off conflict in the hotly contested South China Sea.
In recent weeks, the two superpowers have teetered on the brink of confrontation, including over an incident in which China reportedly intercepted US littoral combat ships roaming in Beijing-claimed waters.
Against the backdrop of a bitter trade war and diplomatic spats over pro-democracy protests in Hong Kong, which China believes the US has covertly backed, the Pentagon and People's Liberation Army (PLA) now seem determined to de-escalate on the South China Sea front.

(MADRID) — Chilean officials presiding over this year’s U.N. climate talks said Saturday they plan to propose a compromise to bridge yawning differences among countries that have been deadlocked on key issues for the past two weeks.
With the meeting already into extra time, draft documents presented overnight failed to achieve consensus. Observers and environmental groups warned that they risked undoing or stalling on commitments made in the 2015 Paris climate accord.
Later Saturday, Chilean diplomat Andrés Landerretche told reporters that a fresh compromise would be circulated Saturday afternoon, but insisted that there would have to be trade-offs if there was to be a deal supported by all countries.
“It’s impossible to have a consensus outcome if you don’t compromise,” he said.
Asked whether some decisions might be postponed until next year, Landerretche said: “We don’t foresee any suspension. We are working with a view toward finishing our work today.”
But observers said there were still huge obstacles to overcome.
“I’ve been attending these climate negotiations since they first started in 1991, but never have I seen the almost total disconnection we’ve seen here (…) in Madrid between what the science requires and the people of the world demand, and what the climate negotiators are delivering,” said Alden Meyer, a climate policy special at the Union of Concerned Scientists.
Meyer said the current drafts didn’t reflect urgent warnings from scientists that greenhouse gas emissions need to fall sharply, and soon.
“The planet is on fire and our window of escape is getting harder and harder to reach the longer we fail to act,” Meyer said.
Growing concern about climate change has been reflected in mass protests staged around the world over the past year, often by young activists concerned about the future they and their children might face as the planet heats up.
Demonstrations took place inside and outside the venue of the talks in the Spanish capital, with Swedish teenage activist Greta Thunberg one of the most prominent voices calling for urgent action to curb emissions.
Some countries said it was time to heed those demands.
“We have the science. We have the collective will to deliver enshrined in the Paris agreement. And now it is time to step up,” said Ola Elvestuen, Norway’s environment minister.
“A weak encouragement will not be understood by the outside world,” he said. “It will send a message that we are not listening to science.”
Senior European officials, including ministers from Spain, Germany and the EU’s top climate official, Frans Timmermans, were engaged in last-minute negotiations to prevent the talks from collapsing.
But among the countries pushing back against agreeing new measures to help poor countries and set new emissions cutting targets was the United States, which under President Donald Trump has announced it is pulling out of the Paris accord.
“I’ve just heard the comments of many others here today on the need to include an expansive additional language on gaps and needs,” Kimberly Carnahan, a State Department official representing the U.S., said during a morning debate.
“We don’t support such language and we would not think that it would lead to the balance of this text, but rather take us quite far in the other direction.”
Small island nations, which fear disappearing beneath the waves over the coming decades as global warming leads to sea level rise, bristled at the U.S. position.
“(Decisions) should be made by countries that are going to be bound by those decisions and not by parties who are not going to be bound by the Paris agreement,” said Ian Fry, ambassador for climate change of the Pacific state of Tuvalu.
Harjeet Singh of the humanitarian group Action Aid said the European Union would also shoulder blame if the talks in Madrid fail to make progress.
“It does a lot of sweet talking but it doesn’t really help people,” he said.
Among the main issues at stake are rules for international carbon markets and a system for channeling money to help poor countries cope with the economic impact of climate change.
(LONDON) — British Prime Minister Boris Johnson pledged Saturday to repay the trust of voters in the working-class hearland of northern England who rejected the Labour Party and helped give him an 80-seat majority at this week’s election.
Speaking to cheering supporters at a cricket club in Sedgefield — the constituency once held by Labour former prime minister Tony Blair — Johnson acknowledged the seismic shift that helped sweep him to victory in Thursday’s election.
“I know that people may have been breaking the voting habits of generations to vote for us,” he told supporters. “And I want the people of the northeast to know that we in the Conservative Party and I will repay your trust.”
In a victory speech outside 10 Downing Street on Friday, Johnson called for an end to the acrimony that has festered throughout the country since the divisive 2016 Brexit referendum, and urged Britain to “let the healing begin.”
Johnson’s campaign mantra to “get Brexit done” and widespread unease with the leadership style and socialist policies of opposition leader Jeremy Corbyn combined to give the ruling Conservatives 365 seats in the House of Commons, its best performance since party icon Margaret Thatcher’s last victory in 1987. Labour slumped to 203 seats, its worst showing since 1935.
While Johnson was on a victory lap Saturday, Corbyn — who has pledged to stand down next year — was under fire from within his own party, where there was little sign of healing starting any time soon.
Former lawmaker Helen Goodman, one of many Labour legislators to lose their seat in northern England, told BBC radio that “the biggest factor was obviously the unpopularity of Jeremy Corbyn as the leader.”
Another former Labour lawmaker criticized the election campaign more broadly as muddled. Anna Turley told the BBC that the party put forward an overwhelming number of policies and voters “just didn’t believe we were the party that could deliver on any of it.”
John McDonnell, Labour’s finance spokesman, said Saturday he would stand down from the position when Corbyn is replaced.
“I’ve done my bit. We need to move on at that stage with that new leader,” he told reporters.
Armed with his hefty new majority, Johnson is set to start the process next week of pushing Brexit legislation through Parliament to ensure Britain leaves the EU by the Jan. 31 deadline. Once he’s passed that hurdle — breaking three years of parliamentary deadlock — he has to seal a trade deal with the bloc by the end of 2020.
“We’ve just been going over the timetable we can definitely get it in before Christmas, and we’re out on Jan. 31,” Johnson said.
While Johnson’s large majority means he has relatively clear air ahead on Brexit, he faces turbulence over renewed calls for a referendum on Scottish independence following the strong election showing of the Scottish National Party.
The front page of Saturday’s edition of The Scotsman newspaper featured photos of Johnson and Scottish National Party leader Nicola Sturgeon and the headline: “Two landslides One collision course.”
Johnson owes his success, in part, to traditionally Labour-voting working class constituencies in northern England that backed the Conservatives because of the party’s promise to deliver Brexit. (KHARTOUM, Sudan) — A court in Sudan convicted former President Omar al-Bashir of money laundering and corruption on Saturday, sentencing him to two years in a minimum security lockup.
That’s the first verdict in a series of legal proceedings against al-Bashir, who is also wanted by the International Criminal Court on charges of war crimes and genocide linked to the Darfur conflict in the 2000s.
The verdict comes a year after Sudanese protesters erupted in revolt against al-Bashir’s authoritarian rule. During his three decades in power, Sudan landed on the U.S. list for sponsoring terrorism, and the country’s economy was battered by years of mismanagement and American sanctions.
Al-Bashir has been in custody since April, when Sudan’s military ousted him after months of nationwide protests. The uprising eventually forced the military into a power-sharing agreement with civilians.
Sudan’s military has said it would not extradite him to the ICC. The country’s military-civilian transitional government has not indicated whether they will hand him over to the The Hague.
The Sudanese Professionals’ Association, which was the backbone of the protest movement, welcomed Saturday’s verdict as a “moral and political conviction” against the former president and his regime.
Under Sudanese law, al-Bashir, 75, will be sent to a state-run lockup for elderly people who are convicted of crimes not punishable with death. But he will remain in jail amid an ongoing trial on separate charges regarding the killing of protesters in the months prior to his ouster.
The former strongman appeared in the defendant’s cage on Saturday wearing a traditional white robe and turban. He had arrived in a white Land Cruiser SUV amid tight security at the Judicial and Legal Science Institute in the capital, Khartoum.
As the verdict was read, a handful of al-Bashir’s supporters briefly disrupted the proceedings, shouting Islamist slogans before being pushed out of the courtroom by security forces.
Hundreds of al-Bashir’s supporters also protested near the presidential palace in Khartoum, where security forces closed off access to the palace and the military’s headquarters.
Defense lawyer Mohammed al-Hassan said Saturday’s verdict was expected and that an appeal would be filed before a higher court, adding that the ex-president’s “morale is high.”
Al-Hassan also said security forces detained al-Bashir’s second wife, Widad Babakr, last week for questioning about her alleged bank accounts and assets. That’s part of a wider corruption-related investigation into the al-Bashir family’s wealth. Babakr had been under house arrest in Khartoum since al-Bashir’s overthrow.
Prosecutors had questioned al-Bashir last week over his role in the Islamist-backed military coup which brought him to power in 1989.
Anti-government demonstrations erupted last December over steep price rises and shortages, but soon shifted to calls for al-Bashir to step down. Security forces responded with a fierce crackdown that killed dozens of protesters in the months prior to his ouster and arrest.
Millions of U.S. dollars, euros and Sudanese pounds were later seized in al-Bashir’s home.
In August, al-Bashir told the court he had received through his office manager $25 million from Saudi Arabia’s Crown Prince Mohammed Bin Salman.
He said the crown prince did not want to reveal that he was the source of the funds, so he did not deposit the money in the country’s central bank.
He said the money was being used for donations not for his own benefit. Al-Bashir however did not provide documents or records for the spending.
(BEIJING) — China expressed cautious optimism Saturday about a first-step trade agreement that dials down a trade war it blames the U.S. for starting.
Chinese experts and news media joined government officials in saying the deal would reduce uncertainty for companies, at least in the short term. They remained cautious, saying both sides will have to show a willingness to compromise to resolve the more fundamental differences between them.
“It at least stabilizes the situation and lays a foundation for the next round of trade talks or canceling additional tariffs in the future,” said Tu Xinquan, a professor at the University of International Business and Economics in Beijing. “I cannot predict what achievement can be made during the future talks.”
The two countries announced a “Phase 1″ agreement Friday under which the U.S. will reduce tariffs and China will buy more U.S. farm products. Chinese officials said the nine-chapter text, which includes intellectual property, technology transfer, financial services and dispute settlement, has to undergo legal and translation review before it can be signed.
At a late night news conference in Beijing, timed to coincide with the U.S. morning, the officials said the United States would begin phasing out tariffs on Chinese imports, rather than continue to raise them. The deal was announced just two days before higher tariffs were set to kick in. China would make similar tariff cuts, the officials said, but they gave no details.
China portrayed the agreement as in line with the opening up of its economy and the deepening of its economic reforms. Increased imports of high-quality products from the United States and elsewhere will “meet the growing needs of the people for a better life,” said Wang Shouwen, a deputy commerce minister and trade negotiator.
Bai Ming, an economic expert described as being close to the commerce ministry, told the state-owned Global Times newspaper that the U.S. tariff cuts demonstrate a positive attitude.
“They are not showing enough of it, but it’s an improvement,” he was quoted as saying.
In a separate piece, the Global Times called the agreement a new beginning. It pointed to stock market gains in recent days as word of a possible deal emerged. The dispute between the world’s two largest economies had rattled markets and depressed global growth.
“China and the U.S. have been locked in a trade war for about 20 months and neither side could overwhelm the other to recklessly impose its own will on the other,” said the newspaper, which is known for its nationalistic views.
It added, though, that both countries are capable of prolonging the trade war, and that resolving their differences will require patient negotiations.
“Rome was not built in a day,” it wrote.

(SEOUL, South Korea) — North Korea said Saturday that it successfully performed another “crucial test” at its long-range rocket launch site that will further strengthen its nuclear deterrent.
The test possibly involved technologies to improve intercontinental ballistic missiles that could potentially reach the continental United States.
The announcement comes as North Korea continues to pressure the Trump administration for major concessions as it approaches an end-of-year deadline set by leader Kim Jong Un to salvage faltering nuclear negotiations.
North Korea’s Academy of Defense Science did not specify what was tested on Friday. Just days earlier, the North said it conducted a “very important test” at the site on the country’s northwestern coast, prompting speculation that it involved a new engine for either an ICBM or a space launch vehicle.
The announcement suggests that the country is preparing to do something to provoke the United States if Washington doesn’t back down and make concessions to ease sanctions and pressure on Pyongyang in deadlocked nuclear negotiations.
An unnamed spokesman for the academy said scientists received warm congratulations from members from the ruling Workers’ Party of Korea Central Committee who attended the test that lasted from 10:41 to 10:48 p.m. Friday at the Sohae Satellite Launching Ground, where the North has conducted satellite launches and liquid-fuel missile engine tests in recent years.
The spokesman said the successful outcome of the latest test, in addition to the one on Dec. 7, “will be applied to further bolster up the reliable strategic nuclear deterrent of the Democratic People’s Republic of Korea,” referring to North Korea’s formal name.
Kim Dong-yub, a former South Korean military officer and currently an analyst from Seoul’s Institute for Far Eastern Studies, said the North mentioning its nuclear deterrent makes it clear it tested a new engine for an ICBM, not a satellite-launch vehicle. Kim said it was notable that North Korea announced the specific length of the test, which he said possibly signals a larger liquid-fuel ICBM engine.
North Korea’s current ICBMs, including the Hwasong-15, are built with first stages that are powered by a pair of engines that experts say are modeled after Russian designs. When the North first tested the engine in 2016, it said the test lasted for 200 seconds and demonstrated a thrust of 80 tons-force.
The North Korean statement came a day before Stephen Biegun, the U.S. special representative for North Korea, was to arrive in South Korea for discussions with South Korean officials over the nuclear diplomacy. It was unclear whether Biegun would attempt contact with North Korean officials at the inter-Korean border, which has often been used as a diplomatic venue, or whether such an effort would be successful.
During a provocative run of weapons tests in 2017, Kim Jong Un conducted three flight tests of ICBMs that demonstrated potential range to reach deep into the U.S. mainland, raising tensions and triggering verbal warfare with President Donald Trump as they exchanged crude insults and threats of nuclear annihilation. Experts say that the North still needs to improve the missiles, such as ensuring that their warheads survive the harsh conditions of atmospheric reentry, for them to be considered a viable threat.
Relations between Kim and Trump became cozier in 2018 after Kim initiated diplomacy that led to their first summit in June that year in Singapore, where they issued a vague statement on a nuclear-free Korean Peninsula, without describing when or how it would occur.
But negotiations faltered after the United States rejected North Korean demands for broad sanctions relief in exchange for a partial surrender of the North’s nuclear capabilities at Kim’s second summit with Trump in Vietnam in February.
Trump and Kim met for a third time in June at the border between North and South Korea and agreed to resume talks. But an October working-level meeting in Sweden broke down over what the North Koreans described as the Americans’ “old stance and attitude.”
Kim, who unilaterally suspended nuclear and intercontinental ballistic missile tests last year during talks with Washington and Seoul, has said North Korea could seek a “new path” if the United States persists with sanctions and pressure against the North.
North Korea has also conducted 13 rounds of ballistic missile and rocket artillery tests since May, and has hinted at lifting its moratorium on nuclear and long-range missile tests if the Trump administration fails to make substantial concessions before the new year.
Some experts doubt that Kim would revive the tensions of 2017 by restarting nuclear and ICBM tests, which would cross a metaphorical “red line” and risk shattering his hard-won diplomacy with Washington. They say Kim is likely to pressure Trump with military activities that pose less of a direct threat to the U.S. and by bolstering a united front with Beijing and Moscow. Both are the North’s allies and have called for the U.N. Security Council to consider easing sanctions on Pyongyang to help nuclear negotiations move forward.
Saturday’s news of the test came after U.S. Ambassador Kelly Craft criticized the North’s ballistic testing activity during a U.N. Security Council meeting on Wednesday, saying that the tests were “deeply counterproductive” and risk closing the door on prospects for negotiating peace.
She also cited North Korean hints of “a resumption of serious provocations,” which she said would mean they could launch space vehicles using long-range ballistic missile technology or test ICBMs, “which are designed to attack the continental United States with nuclear weapons.”
While Craft said that the Trump administration is “prepared to be flexible” and take concrete, parallel steps toward an agreement on resuming talks, North Korea described her comments as a “hostile provocation” and warned that Washington may have squandered its chance at salvaging the fragile nuclear diplomacy.

NEW DELHI: In a thumbs up to the Indian government's Unified Payments Interface (UPI) scheme, Google has written to the US Federal Reserve Board detailing the successful example of UPI-based digital payment in India in order to build "FedNow" -- a new interbank real-time gross settlement service (RTGS) for faster digital payments in the US.In a letter written by Mark Isakowitz, Vice President, Government Affairs and Public Policy, US and Canada, Google, the company said it worked closely with the National Payments Corporation of India (NPCI), the payment regulator government by the Reserve Bank of India (RBI), to build 'Google Pay' for the Indian market.NPCI deployed a real-time payment system UPI in 2016.According to Google, UPI was thoughtfully planned and critical aspects of its design led to its success."First, UPI is an interbank transfer system (there are now over over 140 member banks, after initially launching with 9 participating banks). Second, it is a real time system. Third, it is 'open' -- meaning technology companies can build applications that help users directly manage transfers into and out of their accounts held at banks," Isakowitz wrote to Ann Misback, Secretary, Board of Governors of the Federal Reserve System.Adoption of the system was rapid, growing from 100,000 monthly transactions, to 77 million, to 480 million, to 1.15 billion monthly transactions in the first four years. "After just three years, the annual run rate of transactions flowing through UPI is about 10 per cent of India's GDP, including 800 million monthly transactions valued at $19 billion," said the company in the letter dated November 7 that was surfaced on Saturday."Google has been a successful market participant in India's use of UPI, and Google Pay provides one of the three leading mobile applications that use UPI, as measured by transaction volume," the letter elaborated.Google said the use of debit, credit and pre-paid cards also nearly doubled during the same period. Google Pay's monthly active user-base grew three times to reach 67 million in September this year -- up from 22 million in the same month last year.According to a latest Worldline report tiled "India Digital Payments Report - Q3 2019", the total volume of UPI transactions in Q3 2019 in India touched 2.7 billion, a whopping 183 per cent increase from the same July-September quarter a year ago. In terms of value, UPI clocked Rs 4.6 trillion, up 189 per cent from Q3 2018.The number of transactions done on mobile wallets was 1.04 billion, an increase of just 5 per cent over previous year period while the value of transactions in the July-September period was Rs 466 billion, an increase of 2 per cent over Q3 of the previous year, said the Worldline report.According to a recent Assocham-PWC study, digital payments in India will more than double to $135.2 billion in 2023 from $64.8 billion this year with a compounded annual growth of 20.2%.Google said that after learning its lessons from the India digital payments market, it offers specific suggestions to the Fed Reserve to "support real-time low-value and high-value payments, use standardized messaging protocols with extended metadata, and provide clear standards for an Application Programming Interface (API) layer that enables licensed non-financial institution third parties to access and submit requests into this payment system".

It is a tough challenge, essentially because of the politics in which education, schools and teachers are embedded, but must be addressed.How do we make healthcare an effective, pooled and pre-paid part of everyday life, rather than a calamity that throws an afflicted family into the jaws of poverty? Building a political economy around insurance is the wrong way to go about it. That is the route the US took, to end up spending 18% of GDP on healthcare, to get the same results as Europe that spends half as much. Government spending on public health is just 1% of GDP in India. How to spend scarce tax rupees on healthcare must be thought through. Healthcare and social security in general can no longer be the responsibility of a single department or ministry. Clean water and air, without which good health is not possible, depend on cropping practices, industrial regulation, pollution control, environmental protection and law enforcement.India is in competition with China for the world's diabetes and heart disease crown, as people move from hard labour to service sector jobs that warp the spine. Tackling this part of health calls for urban planning that creates playgrounds and parks, stadia and pools, playing courts and pitches.Social security is an umbrella term that encompasses care of expectant mothers and children, unemployment allowance, disability payments, old age security, skills training and reskilling, housing and healthcare.In a rapidly urbanising and, therefore, migrant, society, housing for all is about as useful as charkha-for-all in lieu of clothing. Mr Biswas might have a house of his own in the village, but when he comes to the town, looking for better work, what he needs is affordable rental housing. That calls for rational rent laws, an end to the artificial shortage of urban land, rapid connectivity and intelligent urban planning to create mixed-use, densely populated, yet ghetto free habitats. In other words, social security and healthcare must be reimagined as governance, and parcelled out to different parts of the government sensitised to their new priorities. This is politics.India's power sector is in crisis, as 15% to 55% of its output, depending on the region, is not paid for — entirely on account of bad politics that trains people to expect power for free or impunity when they steal it.Indian industry is not as inefficient as our trade deficit with China would suggest. Industry routinely inflates project costs to create a war chest with which to pay off the neta-babu-political thug nexus, besides paying for that getaway to Thailand. The inflated cost structure makes for pricier output. Handsome returns from inflated project costs disincentivise attentive management. To fix this, political funding must cease to come off the books of companies.
NEW DELHI: The ministry of road transport and highways has said that at least 75% toll lanes at toll plazas in the country must have electronic toll collection, temporarily relaxing an earlier mandate for 100% electronic toll collection (ETC) on National highways. In a letter sent to the National Highways Authority of India (NHAI), in July this year, the highways ministry had asked for conversion of all toll lanes at all national highways to 'FASTag lanes December 1st onwards, a move that will make travel through toll plazas seamless and also remove congestion. The ministry on November 29, provided a two weeks' extension for the rollout, which begins on Sunday, December 15. It was earlier decided that one hybrid lane will be allowed at every toll plaza to facilitate and monitor over dimensional or over-sized vehicles where FASTag and other modes of payment will be accepted and that it will be eventually phased out."Depending on the traffic pile up at high traffic volume fee plazas, not more than 25% 'FASTag lane of fee plaza,' may be temporarily converted to hybrid lanes," the ministry told NHAI in a fresh communication on Saturday. The ministry said that this was a temporary measure to be adopted for 30 days only to facilitate smooth flow of traffic, and avoid inconvenience to users. It should be ensured that the least possible number of the declared FASTag lanes be converted into hybrid lanes temporarily and further that at least 75% lanes of every fee plaza remain declared and operational as FAStag lanes in order to incentivize the vehicles carrying FASTag, the ministry further said.Introduced in 2014, the RFID-based FASTags affixed on vehicle windscreens would enable toll to be debited from a linked account, without requiring vehicles to stop for transactions.
Ashutosh Kumar, 21, has a little secret. The final-year BTech student at the Indian Institute of Technology (IIT) Madras has landed an impressive job offer from an MNC in this season of campus placements. His parents are thrilled, too. He comes from a business family — his father and his two brothers manage businesses — and they see the youngest Kumar as a welcome outlier.He, however, has other plans. In 2016, in his first year at IIT, he joined their aero-robotics club. He loved it. By the third year, when he was making drones as a pastime, his senior Pranjal Mehta — cofounder of the startup ePlane.ai — asked him to come on board. He joined as an intern, and was hooked. As the startup was incubated on campus, he would hop into their lab to work on projects between and after classes."I had worked as a summer intern in a large aerospace US MNC. I figured large companies are not for me. Startups are exciting," he says. Kumar has an offer to join ePlane full time. And that's where he is headed when he graduates next year. Of course, startup salary doesn't compare with the MNC offer. "But it will take care of my basic needs. For now, that's good," he says.December's here. Last year, in its debut on IIT campus, it hired 13 fresh graduates. This year, it is hiring 70. "Job offers by MNCs like FMCG giants have lost their aspirational value and have been replaced — in both their offerings and aspirational quotient — by some of the largest tech firms like Microsoft and Samsung as well as finance/investment majors," says a professor at one of the top IITs. Today, global technology companies dominate in multiple levels — salaries, job offers and hiring across disciplines.The dream of going for master's and doctorates in the US, too, has waned. Ashwin Mahalingam, associate professor, IIT-Madras, recalls that in 1998, 40 of 49 students in his class, including himself, left for the US after BTech. "Today it would be under 20%," he says. Agrees Anurag Mehra of IIT-Bombay. A decade back, as a faculty member, he would write recommendations annually for at least 10-15 of his students applying for higher studies overseas. Having set up 50 GICs in India so far, he says the pace is hastening. "I am adding one every three weeks," he says. Many legacy MNCs like retailers, automobile firms and banks, hurting from the onslaught of digital players, are setting up GICs to reinvent themselves. Many digitally native MNCs like Netflix and Facebook and newer startups like UiPath also have big GIC plans in India. 72621304 "We are moving away from hiring on campus in a constrained environment. Internships leading to job offers work better" Amit Verma, director (HR), Nvidia India.According to consultancy firm Zinnov, between FY2015 and FY2019, GICs grew from 1,000 to 1,250 centres in India even as their headcount (mostly engineers, scientists and researchers) rose from 745,000 to 1 million. It expects GICs to touch 2,350 centres by 2030. "I see big growth coming from Asia-Pacific companies," says Anand Subramaniam, delivery head, GIC accelerator platform, Zinnov. Today traditional Indian firms barely show on the IIT radar except for stray companies like Bajaj Auto and Tata's Jaguar Land Rover. Indian IT outsourcing companies too have lost their sheen while PSUs have almost fallen off the map. "PSUs offered good core jobs to our students. They aren't coming anymore," says AK Agarwal, professor, IIT-BHU. In 2008-09, 85 of 856 offers at IIT-Bombay came from government and PSUs, making up 10%. In 2018-19, it stood at 1%.Meanwhile, startups like Flipkart, Ola and Byju's make their appearance. The IITs' stormy affair with startups has matured over the last decade. Around 2016, amid funding squeeze in the startup world, many companies like Flipkart, Portea, InMobi and Car Dekho reneged or deferred their job offers, leading to many being blacklisted from the campuses. There is a more nuanced understanding of the startup world now. "We are cautious and understand that startups face funding issues that are not in their control," says Professor CS Shankar Ram, placement adviser, IIT-Madras.Undoubtedly, entrepreneurship and startup jobs are gaining ground across campuses. "Success of unicorn founders has an impact," says Professor PVM Rao, head, Department of Design, IIT-Delhi. Incubation cells in IITs, with enabling policies offering grants and workspace, help. Samyak Jain at IITDelhi says a monthly stipend of `35,000 (as part of Design Innovation Fellowship) and a grant of `2 lakh from the government to build his project have helped him as he bootstraps his startup. At IIT-Madras, Pranjal Mehta, 22, declined job offers from top consulting firms to build his drone startup ePlane. "Initially, my parents were uneasy. After I bagged some great job offers, they had faith in what I could do," he says. Incubated in a campus lab, with Professor Satyanarayanan Chakravarthy as cofounder and mentor, ePlane has six staff members and 20 interns, mostly IITians.Preplacement offers are rising. Over 1,200 preplacement offers have been made across 23 IITs. IIT-Madras got 167 while IIT-Delhi got 186. Amit Verma, HR head, Nvidia India, says five years ago, internship programmes contributed 10% of their recruits but they now chip in about 40%. "We are dialling down on campus recruitment as we don't want to hire in such a constrained environment," he adds.Problems to FixA few things have not changed, though. For instance, how campus placements are structured and the strong hold that consulting and financial services firms — offering fat pay packets — still have on IIT graduates. A large number of top IIT graduates do not take up jobs related to their core areas. Partly, it is a function of job supply —there are fewer exciting jobs in core areas. Partly, it is a function of how the entire campus placement machinery works.Vibhor Jain (name changed), 24, an IIT-Bombay alumnus, got an offer that everyone aspires for on placement day — a well-paying consulting job. "When you land a consulting job, everyone envies you. But the work was pathetic and unethical (like data manipulation)," he says. He quit within a year and now works at an aircraft maker's Bengaluru GIC. "It is a nurturing environment. My mentor is great. They are now supporting me to do PhD. It doesn't pay like consulting does but I prefer this any day," he says.Then what makes consulting and investment banking the preferred jobs for IITians? These sectors offer the fattest pay packets and land the most coveted Day 1 slots for hiring. "Besides good exposure, there is massive glamour quotient. Travel, perks, salaries — their pre-recruitment pitch can be dazzling," says Manish Shetty, an IIT-Bombay alumnus, who is pursuing his PhD in the US. 72621395 Ravi Khanna Walia, 22 IIT-Delhi-"Both learning curve and growth are sharper in a startup. "They talked about expedition to Antarctica and engagement with Akshaya Patra. I was spellbound. I was not zoned out even for a second," she says. Nobody tells you the flip side. "All my talented seniors, who were all-rounders and role models, had picked consulting jobs," says Lal. She, too, joined a consulting firm but quit within a year to pursue her master's.To fix campus placements, we need to take a look at how it works. It kicks off in August with preplacement marketing pitches by companies and online screening tests. By mid-November, students get a list of companies for which they qualify. Campus placements' first phase at top IITs is typically from December 1 to 15 before restarting in January. The most sought-after recruiters, judged by the student-led placement cell, are often the ones offering the highest pay packets and they get the prime, first-day slots in the final placement phase."The placement week is crazy," says Ayush Singhal, a final-year BTech student at IIT-Delhi. At IIT Madras, interviews began at 5 am this year, says Ashutosh Kumar, a final-year student. Students, busy, anxious and stressed, rush from one interview to another. Some would pack in 10 interviews in the morning slot — between 5 am and 2 pm. In Delhi, Singhal says: "Top students get multiple offers. Many students get none and deal with rejection after rejection."Dealing with rejection is hard in this whirl of expectations. One of Singhal's friends didn't land a job till Day 3. "He got depressed, felt ashamed. He wouldn't talk to us. Eventually, he came to us and cried," he says. Almost the entire semester goes in students' preparing for job placements, without focusing on studies and grades. Recruiters, too, are not happy.They flag four problems with the current placement process. One, the highest bidder gets the first access. Two, packing a lot of interviews in a few days and taking spot decisions is a terrible practice, as students and recruiters barely get to know each other. Not surprisingly, attrition of these graduates in the first year is high.Three, landing slots on the first day has become a status symbol, often dominated by non-core, high-paying recruiters from consulting and banking sectors. The best students get the earliest interview slots. Placement rules are such that the moment they get an offer, students are almost coerced to accept it."We have had branch toppers who would have loved to explore jobs in the core area but ended up with a financial sector job," says Kumar of IIT-Madras.Four, the entire focus is on top salaries and the number of job offers one gets; there is poor attention to those who are left behind and have landed no jobs.IITs are waking up to the issues around placement procedures. "There is a lot of stress and it is difficult for students to keep their focus on academic activities. We are trying to figure out how to improve it," says IIT-Madras professor Ram. IIT placement committees are mulling on how to rejig the model. Pushing for more internships which, in turn, lead to preplacement offers should go a long way in correcting the skewed template.Right or wrong, the career choices of IITians have a signalling effect for the country at large, especially for the new wave of students following in their footsteps.
MUMBAI: Cash-strapped Air India is now finding it hard to continue operations in the absence of any equity infusion from the government so far this fiscal. The divestment-bound airline's CMD Ashwani Lohani said in a late Saturday night Facebook post: "Air India needs to survive till it is sold. I wonder why is it so difficult for this appreciation to sink in..."Air India management had on Monday sent an urgent SOS to the government, seeking immediate sovereign guarantee for raising Rs 2,400 crore as fresh loan to somehow keep flying till outcome of the second divestment process is known. Given the government's tight fiscal position that makes equity infusion difficult, AI was asked to raise fresh loans. However there has been no response to that so far and AI is finding it difficult to continue operations like this. Lohani's plain-speaking Facebook post added: "...in this environment of disinvestment, expecting a radical improvement bordering on a turnaround is an impractical thought. That output can be given sans inputs is a grossly impractical thought. Air Indians are indeed putting in their best even at this critical juncture and that is very very appreciable."Sources say Air India has a chance to be sold only if it is flying till the change in ownership takes place. The grounded Jet Airways, for instance, did not get any solid buyer and its slots and flying rights were given to other Indian carriers.Air India has a total debt burden of close to Rs 74,000 crore - that includes nearly Rs 60,000 crore of aircraft and working capital debt and Rs 14,000 crore of net current liabilities or payables. A special purpose vehicle, AI Asset Holding Ltd, has taken on Rs 29,464 crore of the airline's debt along with some assets."Of the remaining debt, we are finding it hard to do debt servicing of close to Rs 225 crore per month. That is the shortfall between our expenses and income," said sources.The expression of interest (EoI) for AI sale is yet to be issued. The government is sweetening the deal by attaching a least possible debt tag - limited to aircraft loans only that the new buyer will anyway take and no working capital debt - for the sale. On its part, the government is walking a financial tightrope and has not been able to been any equity to Air India this fiscal - apart from taking away Rs 29,464 crore of the airline's debt and relieving it from servicing of that significant portion of debt.
NEW DELHI: Adani Transmission Ltd (ATL) on Saturday said it has received a Letter of Intent for a power transmission project in Maharashtra.The Letter of Intent (LoI) to ATL has been awarded under a tariff based competitive bidding model from Maharashtra State Electricity Transmission Company Ltd (MSETCL)."ATL has received the LoI from MSETCL to build, own, operate and maintain a transmission project in Maharashtra for a period of 35 years," a company statement said.The project 'Kharghar Vikhroli Transmission Pvt Ltd' comprises approximately 34 km of 400 kV and 220 kV transmission lines along with 400kV GIS (Gas Insulated Switchgear) Substation at Vikhroli in Mumbai.According to the statement, this will be the first ever 400 kV substation facility in Mumbai.The project is critical to Mumbai as the existing capacity of transmission corridor is not sufficient to carry further power into the city. It would enable additional power to be brought into the city, thus helping in meeting the future demand of Mumbai.The project will also help bring down the cost of electricity for the people of Mumbai, it added.ATL is the transmission and distribution business arm of Adani Group. It is the country's largest private transmission company with a cumulative transmission network of around 14,738 circuit kilometer. Out of this, 11,477 ckt km is operational and 3,261 ckt km is at various stages of construction.
Mumbai: Moody's said that Indian non-bank lenders could face solvency stress in 2020 despite surplus system liquidity, with high-street banks advancing less money to a financing industry segment battling fund constraints for a while.Ever since the default by IL&FS became public in September 2018, NBFCs as a sector has been facing a severe liquidity crisis."Funding difficulties are forcing NBFC to reduce lending, resulting in funding constraints at borrowers relying on non-bank lenders for refinancing" Moody's said in a report on Friday. "This increases the risk of loan losses for NBFCs, and as a result, they will continue to have difficulty in obtaining funding."As the financials of NBFC customers weaken, banks will reduce lending to them, and this in turn will further worsen their funding stress.Central bank data showed that bank funding to NBFCs has slowed down."These consequences will ultimately lead to more nonperforming loans (NPLs) for banks," Moody's said. Japan-based financial major Nomura also said NBFC liquidity concerns as the major reason for the economic slowdown in the country.Funding difficulties are forcing NBFC to reduce lending, resulting in funding constraints for borrowers relying on non-bank lenders. Many borrowers are slow shifting to banks for funds.Major portfolio of NBFCs loans comprises of loans to the real estate sector, as well as structured or equity-backed loans to promoters of large companies in various industries."These borrowers have had relatively easy access to credit in the past few years as finance companies have aggressively pushed for high-yield loans to them," Moody's said. Among the 19 largest NBFCs by assets, excluding government- owned companies, 10 have such exposures.As the financial health of NBFCs deteriorates due to more loan losses, they will have greater difficulty obtaining funding, which will exacerbate their funding constraints. This can result in more NPLs from NBFCs for banks.
Mumbai: Indian stock brokers have sought the reintroduction of rebates on the payment of securities transaction tax (STT), withdrawal of dividend distribution tax, and restoration of the exemption on long-term capital gains tax in listed shares.The Association of National Exchanges Members of India (ANMI) has also sought reduction in the rate of STT, and listed these four demands in a letter addressed to the Central Board of Direct Taxes (CBDT); these will be included in the budget recommendations to the finance ministry.ANMI is of the view that reintroduction of Section 88E under the Income Tax Act and reduction in STT are required to boost volumes, helping the government increase its revenue.As per a World Bank study, India's turnover to market-cap ratio has fallen by over 43% from 101 in 2004 to 58 in 2018. It is measured as total traded value of all shares in a year divided by Average Market Capitalisation of the entire market in that year.The present form of adversarial taxation on dividend of around 15% results into double/triple taxation of corporate earnings, according to ANMI."The tax on the dividend should be in the form of equalisation to balance the difference between corporate and highest rate of personal tax.
