Unlike other drones, the RQ-180 is designed to evade radar, conducting its mission in secret.
AvWeek published a lengthy read on the RQ-180. The magazine, long known as "AvLeak", lived up to its reputation by revealing many previously unknown details about the secret aircraft. According to the article, the RQ-180 was built by Northrop Grumman and is based on an unmanned aerial combat vehicle (UCAV) design the company pitched to the U.S. Air Force in 2005.

Satellite imagery that The War Zone has exclusively obtained calls into question the scale, scope, and effectiveness of airstrikes the U.S. military carried out on its own key base in northern Syria. U.S. personnel had operated the facility alongside their predominantly Kurdish allies, the Syrian Democratic Forces, or SDF, up until being abruptly evacuated last week under very controversial orders.
Just days after apparently withdrawing US troops from Syria, much to the chagrin of the military-industrial-complex-sponsored Washington establishment, The Wall Street Journal reports that The White House is considering options for leaving about 500 U.S. troops in northeast Syria and sending dozens of battle tanks and other equipment to protect them.
The abrupt reversal, reportedly suggested to President Trump by military officials fits with his statement earlier today that he wanted to safeguard the oil fields (seen by Washington as potential leverage in future negotiations over Syria), tweeting:

A Russian soldier has shot and killed eight colleagues and left two more wounded after a 'nervous breakdown' at remote military base in Siberia.
The gunman - named locally as Ramil Shamsutdinov, 20 - opened fire with his service weapon around 6.20pm local time during a changing of the guard at a 'repair and technical base' in the Transbaikal Region, the Russian Defence Ministry said.
Eight people died at the base, in the closed settlement of Gorny, while two more were taken to hospital with non-life-threatening injuries. The shooter was arrested.
PSKOV, Russia — After a teenager blew himself up inside a branch of Russia's secret police near the Arctic Circle late last year, a freelance journalist hundreds of miles to the south drew what she thought was "an obvious and banal" conclusion in her weekly radio commentary.
Her conclusion — that relentless repression by Russia's security forces is radicalizing Russian youth — now has the journalist, Svetlana Prokopyeva, facing up to seven years in jail for "publicly inciting terrorism."
Even the Kremlin's own Human Rights Council, protested that Ms. Prokopyeva had done no such thing and, from her home office in the ancient Russian city of Pskov, had been merely trying to explain the forces that push people toward extreme acts, not to encourage them.
Yet, the case rolls on, adding a Kafkaesque twist to the increasingly assertive actions of a security apparatus seemingly bent on proving the Kremlin's harshest critics right when they say that Russia has taken a dangerous turn as President Vladimir V. (HAVANA) — The Trump administration is banning U.S. flights to all Cuban cities but Havana in the latest move to roll back the Obama-era easing of relations, two people briefed on the matter said Friday. The people said the Transportation Department would announce that JetBlue and American Airlines flights to Santa Clara in central Cuba and Holguin and Camaguey in the island’s east would be banned starting in December.
Flights to Havana, which account for the great majority of U.S. flights to Cuba, will remain legal. Other banned destinations like the beach resort of Varadero do not currently have U.S. carriers serving them.
The stated reason for the move is to prevent tourism to Cuba, which is banned by U.S. law. But it is not clear how many people take the flights for tourism purposes. Many are used by Cuban-Americans visiting relatives in cities far from Havana by road.
“We plan to operate in full compliance with the new policy concerning scheduled air service between the U.S. and Cuba,” JetBlue said in a written statement. “We are beginning to work with our various government and commercial partners to understand the full impact of this change on our customers and operations in Camaguey, Holguin and Santa Clara.”
American Airlines said it was reviewing the U.S. decision. “We will continue to comply with federal law, work with the administration, and update our policies and procedures regarding travel to Cuba as necessary,” a company statement said.
The Trump administration has been regularly tightening the six-decade-old embargo on Cuba in recent months with the stated purpose of cutting off income to the Cuban government and forcing it to cut ties to Venezuela and grant more human rights to Cuban citizens. Washington has barred U.S cruise ships visiting Cuba, sanctioned oil tankers moving petroleum from Venezuela to Cuba and permitted lawsuits against foreign companies profiting from their use of properties confiscated from Americans or from Cubans who later obtained American citizenship.
The measures have contributed to the Cuban government’s chronic shortages of hard currency and were blamed for several weeks of fuel shortages on the island, but so far there is no indication that the Trump policy is having its desired effect. Cuba’s security services continue to detain and harass dissenters and human rights groups say freedom of expression, assembly and other rights remain highly curtailed.
The Cuban and Venezuelan government remain tightly aligned and both have declared their intent to become even closer allies in the face of the Trump measures.

A Chinese orienteering team was disqualified for cheating this week during the 2019 Military World Games, which were hosted by China.
Orienteering is an endurance sport in which competitors navigate what is usually unfamiliar terrain using only a map and compass. While racing to the finish line, they must navigate to a series of check-points en route. In the women’s middle distance competition at the Games, Chinese orienteers had come close to sweeping the winners podium, with competitors in first, second, and fourth place. (A male Chinese orienteer placed second in the men’s race.) But an investigation into their conduct was kicked off after complaints from six other countries participating — Russia, Switzerland, France, Belgium, Poland and Austria.
After investigating the complaints, a jury decided to disqualify the competitors and void the results of their race from final tallies. In a statement, the International Orienteering Federation (IOF) decried that, “the middle fistance competition was unfortunately overshadowed by extensive cheating by the Chinese team.” Detailing the investigation, the statement explained that “it was soon discovered and proven that the runners had received illegal assistance both by spectators in the terrain, markings and small paths prepared for them and which only they were aware of.”
“I just don’t want to lose,” 20-year-old Li Meizhen, a member of China’s orienteering team, had said in a pre-competition profile on the Games’ website. “Orienteering is like life. You may feel fatigue and encounter obstacles. Yet you can always find surprises and joy,” she added.
The Chinese team was also disqualified from competing in the long distance race and a relay competition. The team appealed the jury’s decision with the International Military Sports Council (CISM), but their appeal was denied. Though the IOF’s statement noted that “the [revised] results are not yet official,” results currently listed on the Military World Games website do not list any Chinese participants as winning medals in the middle distance races (or in subsequent orienteering competitions).
Now the IOF, which governs the rules of the sport, is partnering with CISM to deliver sanctions to those involved. IOF will also be investigating Chinese teams participating in the Orienteering World Cup finals (a civilian event) that began Friday, also being hosted by China.
“The IOF takes the actions of the Chinese team very seriously and is pleased to see that the IOF rules regarding the fairness of competition were enforced by the jury and CISM and that the best solution was found for those athletes who compete within the regulations of the sport,” said IOF Secretary General Tom Hollowell in a public statement.
The Military World Games kicked off in China on Oct. 18 with a ceremony and declaration from Chinese President Xi Jinping.

Across the 2019 Games as a whole, as of Friday China is in first place on the medal table, with 193 medals total as of Friday evening. Russia and Brazil, with 136 and 74 medals respectively, are in 2nd and 3rd place. The Games conclude on Oct. 27.
(DHAKA, Bangladesh) — A court in eastern Bangladesh sentenced the principal of an Islamic school and 15 others to death on Thursday over the killing of an 18-year-old woman who was set on fire for refusing to drop sexual harassment charges against the principal.
Judge Mamunur Rashid of the Women and Children Repression Prevention Tribunal found Principal Siraj Ud Doula and the others guilty of either killing the woman or ordering her death in April.
The brutality of the death triggered nationwide protests. Tens of thousands of people attended Nusrat Jahan Rafi’s funeral prayers in her hometown, and Prime Minister Sheikh Hasina pledged that her family would get quick justice.
All of the defendants, including a local ruling party member and some students at the school, were in the court in handcuffs during the reading of the verdict. The principal, who had smiled as he was brought into the court, cried after the verdict was announced, local media reported. The defendants began shouting and screaming as they were taken away in a police van.
Defense lawyer Giasuddin Nannu said all 16 defendants would appeal the verdict.
Rafi said she was lured to the roof of her rural school in Feni town and told to withdraw the charges by five people clad in burqas. When she refused, she said her hands were tied and she was doused in kerosene and set on fire. She told the story to her brother in an ambulance as she was taken to a hospital and he recorded it on his mobile phone.
She died four days later with burns covering 80% of her body.
The violence shook Bangladesh, triggering protests and raising concerns over the plight of women and girls in the conservative Muslim-majority nation of 160 million people, where sexual harassment and violence are often unreported, victims are intimidated and the legal process is lengthy. Many avoid reporting to police because of social stigma.
Police also often show an unwillingness to investigate such cases and are accused of being influenced by local politics or bribes, according to human rights groups.
Days before Rafi was set on fire, she filed a complaint with police that the principal of her madrasa had called her into his office and repeatedly touched her inappropriately. Her family agreed to help her to file the complaint, which prompted police to arrest the principal, infuriating him and his supporters. Influential local politicians backed the principal.
Police told the court that the suspects told them during interrogations that the attack on Rafi was planned and ordered by the principal from prison when his supporters visited him. They said it was timed for daytime so it would look like a suicide attempt.
(MOSCOW) — The Russian Defense Ministry says a soldier killed eight of his comrades and wounded two others in a shooting outburst at a base in Siberia before being apprehended.
The ministry said the attack happened Friday at a military base in the town of Gorny, 150 kilometers (93 miles) north of the border with Mongolia. Two of those killed were officers and the others were enlisted men. The two wounded soldiers reportedly were in serious condition.
Russia’s Investigative Committee said it had opened a murder case against the suspect, whom it identified as 20-year-old Ramil Shamsutdinov.
The Defense Ministry said the soldier apparently opened fire in a “nervous breakdown over personal problems unrelated to his military duties.” A deputy defense minister was heading to the base to conduct an investigation.
Shootings and other violent outbursts plagued the Russian military in the 1990s and early 2000s when it suffered from desperate cash shortages and low morale. They have become relatively rare in recent years as conditions in the Russian military have improved.
(TALLAHASSEE, Fla.) — A Russian gun rights activist who admitted being a secret agent for the Kremlin and trying to infiltrate conservative U.S. political groups while Donald Trump rose to power was released from federal prison on Friday, officials said.
Maria Butina left a low-security facility in Tallahassee, Florida and was placed in the custody of federal immigration authorities. She is expected to be immediately deported to Russia now that she has finished her 18-month sentence.
Butina pleaded guilty last December to conspiring to act as an unregistered agent. She admitted that she worked with a former Russian lawmaker to leverage contacts in the National Rifle Association to pursue back channels to American conservatives during the 2016 presidential campaign, when Trump defeated Democrat Hillary Clinton.
She violated U.S. law because she did not report those efforts to the Justice Department, which requires the registration of lobbyists and others in the U.S. who do the bidding of foreign governments.
A report last month from Sen. Ron Wyden an Oregon Democrat, alleged that the NRA acted as a “foreign asset” for Russia in the run-up to the 2016 election, and that NRA insiders provided access to the American political system to advance personal business interests. The report said the NRA had engaged in a yearslong effort to facilitate the U.S.-based activities” of Butina and Alexander Torshin, the former lawmaker. The NRA called the report “politically motivated and contrived.”
Butina has contended that she was not a spy and that her actions took place out in the open. Her lawyers have said that she was simply a student interested in American politics and better U.S.-Russian relations.
“I love both countries, and I was building peace,” Butina said in an interview with NPR in May. In the same interview, she said she knew that Torshin was providing the information she gathered to Russia’s Ministry of Foreign Affairs. She said that she was honored to help and believed that her notes and analysis would be valuable to Russian officials.
In April, she told reporters in Moscow in a conference call that “I didn’t expect such a severe punishment.” Russia’s embassy has also said that its diplomats visited her.
The case was separate from special counsel Robert Mueller’s investigation into ties between Russia and the Trump campaign. Butina has said she knew nothing about Russia’s efforts to interfere in the presidential election.
Butina also said in the NPR interview that has no concerns about returning to Russia because people who know her “know as a matter of fact that I am not a spy nor do I have any secret information.”
“I don’t think I have any problems or I could have any concerns about my safety,” she said. “I don’t see that happening.”
For the past week, the streets of Chile’s capital, Santiago have resounded with the sound of banging metal pots, the rallying call of more than 400,000 protesters taking part in demonstrations across the country. Protesters clashed with police firing rubber bullets, tear gas and water cannons to disperse crowds.
The demonstrations, which began on Oct. 18 in defiance over an increase in subway fares, have spilled over into their eighth day. Chilean truck and taxi drivers on Friday brought gridlock to Santiago’s highways in protest against high road tolls, Reuters reports.
In an attempt to calm the protests, Chile’s President made a televised apology for his government’s failure to respond to long-standing frustrations. But the apology hasn’t quelled the protests, which have so far led to at least 18 deaths. This the most violent unrest Chile has witnessed since the end of Augusto Pinochet’s dictatorship in 1990. Here’s what to know.
How did the protests start?
The unrest was triggered by an increase in subway fares of 4% in Santiago. In response, high school pupils and university students jumped over ticket barriers to evade paying the increased fares. The local police took action and confronted the students in metro stations and violent clashes ensued.
The young protesters, who are also experiencing the strain of an underfunded education system, were joined in a mass demonstrations by many other Chileans who are frustrated with rising living costs, low wages and one of the worst rates of inequality in Latin America. Protesters across the country, including striking workers and trade unions, continued to defy the government’s curfews to pour on to the streets for the eighth day.
But, the demonstrations against the government quickly turned violent in some areas of Chile, with some masked protesters throwing rocks at police, arson and lighting barricades, and looting.
What do the protesters want?
The proposed subway fare hike was scrapped two days after the protests started and Chile’s President Sebastian Piñera announced social reforms, including an increase in the minimum wage, but demonstrations continued.
Amid the anti-government unrest in Venezuela and Brazil, Chile has been a good-news story for Latin America, with a stable economy. The World Bank describes the country’s economy as “one of Latin America’s fastest-growing economies in recent decades”, due to its solid macroeconomic framework. But this prosperity has fallen into the hands of a lucky few, as Chile has the highest rate of income inequality among a group of 35 of the world’s wealthiest nations. The country suffers from large pay gaps between men and women and low levels of employment for women, youth and low-skilled groups, according to a 2018 OECD report. With one of the highest rates of economic inequality in the region, in Santiago, Chile’s capital, luxury apartments and private schools and hospitals sit close to overcrowded schools, underfunded public schools and shantytowns.
The protesters are frustrated and demanding significant change to living standards, poor quality health care and education, and how the country is governed, with some demanding the president resigns.
18 people have been killed and thousands arrested
Since the protests erupted, at least 18 civilians have been killed, according to officials. The military and Chile’s national police force, known as the Carabineros, are currently detaining 2,840 people across the country — 305 of whom are children and teenagers — and 584 people have been injured, Chile’s human rights commission, INDH, reported.
The INDH confirmed it has compiled 67 legal cases against both police and military agents, related to five homicides and 12 complaints of alleged sexual violence, including stripping and threats of rape and touching. The cases will be investigated by Chile’s public prosecution service.
The organization has also recorded reports of torture, shooting at civilians, verbal and physical abuse including beatings, as well as police delaying driving detainees to the police station, leaving them in overcrowded vans for hours with poor ventilation.
The protests have prompted the UN High Commissioner and former Chilean president, Michelle Bachelet to take action and send a team to Chile to investigate allegations of human rights abuses against demonstrators.
“Having monitored the crisis in Chile since it began, I have decided to send a verification mission to examine the allegations of human rights violations,” Bachelet announced on Twitter on Oct. 24. Earlier in the week on Oct. 21, Bachelet said: “I’m deeply disturbed and saddened to see violence, destruction, deaths and injuries in Chile”.

Chile’s right-wing president, Sebastián Piñera, has come under intense criticism after he announced, on television, that Chile was “at war with a violent enemy”. The government declared a state of emergency on Oct. 19, and set curfews in the country’s largest cities.
On Oct 23, Piñera, apologized for the government’s “lack of vision”. “We humbly accept legitimate social demands and messages that Chileans have delivered,” he said. “It is true that problems were accumulating for decades and the different governments were not able to recognize the situation in all its magnitude. I recognize and apologize for that lack of vision.”
Pinera has since pledged to introduce social reforms, including increasing the basic pension by 20% as well as the minimum wage — but the reforms haven’t quelled anger among Chileans as thousands have again taken to the streets to protest.
How does this demonstration fit in with Chile’s history of protests?
Students have been pivotal in forming mass demonstrations in the past. Violent protests, albeit on a smaller scale, erupted in Chile in 2016 after students called for education reforms. Police deployed tear gas and water cannons to disperse the crowds of demonstrators.
Similarly, in 2017, thousands of students returned to the streets to march across the country to demand improvements to the nation’s higher education system. The students argued that the then President Michelle Bachelet had not improved access to higher education or its quality.
This week’s protests are larger and have spread across the country, with many Chileans joining the protest over general fears over inequality and living standards.
As Argentina heads into its presidential election Sunday amid economic crisis, voters are mulling a dramatic change of course for their country.
Four years ago, Argentina shocked the international community by turning its back on Peronism, the divisive political movement that had ruled the South American country of 44 million consistently since 2001, — most recently under former President Cristina Fernández de Kirchner. At the 2015 elections, voters shunned Kirchner’s protégé, who promised to continue her mix of protectionist economic policy and subsidized living costs. Instead, they elected Mauricio Macri, a slick millionaire businessman who promised reforms that would open Argentina up to international investment.
Two decades of economic dysfunction and state intervention made the country a pariah on global capital markets, and, Macri argued, severely limited the country’s growth. Economists around the world rejoiced about the measures he was taking.
But today, with the value of the peso plummeting, inflation soaring and several million Argentines falling into poverty in a single year, many inside the country say Macri’s experiment with economic liberalism has failed.
Kirchner, currently a senator, is back to capitalize on Argentina’s dissatisfaction, this time as a vice-presidential candidate to Alberto Fernández (no relation), a little-known former adviser from the moderate wing of her Peronist Justicialist party. The pair promise to reverse Macri’s economic overhaul and restore standards of living for a suffering working class. The president, meanwhile, is urging voters to give him a second term so his reforms can bear fruit. Here’s what to know about Argentina’s elections.
President Mauricio Macri, the son of a real estate tycoon and former head of Boca Juniors football club, leads the centre-right Republican Proposal party (PRO by its Spanish initials), which is part of an electoral coalition called Commitment to Change.
Macri says the solution to the country’s current economic crisis is not a return to protectionism, but more jobs. He wants to create a million and a half of them in the private sector by stimulating tourism, agriculture and the creative industries, as well as cutting taxes for younger workers and regulating more of the informal sector — which accounts for roughly a third of jobs in Argentina. Macri has also pledged to crack down on the sale of drugs, touting his record so far in office, with an unprecedented 80,000 drug-related detentions nationwide.
Macri’s rival Alberto Fernández served as cabinet chief to his running mate’s husband, Néstor Kirchner (president from 2003 to 2007) and then in the early months of Cristina’s first term. Like the Kirchners, Fernández belongs to the Justicialist Party, the formal home of the ideologically complex Peronist movement. But he hails from the party’s moderate wing, while Kirchner is from the center-left. After leaving Kirchner’s administration, Fernández became a fierce critic of her more divisive political choices — which included extensive new taxes on the powerful agricultural sector (which in 2015 became one of Macri’s strongest support bases) and an attempt to increase political control over the judiciary.
By working with Fernández, Kirchner is trying to rally her base while also appealing to voters who dislike her — and the fact that she’s in the midst of a long series of trials for alleged corruption. (She denies any wrongdoing and claims the cases are politically motivated. As a sitting senator, she is immune from incarceration.)
The Fernández-Kirchner ticket, representing the Victory Front electoral coalition, promises to undo a highly controversial pension reform — pushed through by Macri in 2017 in a bid to reduce a budget deficit — and add an extra 20% to pension packets. Fernández also wants to expand public healthcare and housing programs.
What is Peronsim?
Former President Juan Domingo Perón initiated the Peronist movement in the 1940’s. A populist, he built his support base among trade unions and the working class, advocating state intervention in the economy, strong labor rights and generous public welfare schemes for the poor. But his politics also incorporated elements like nationalism, and an authoritarian strain.
Several generations of politicians have moulded themselves on Perón. From the end of Argentina’s last military dictatorship in 1983 to Macri’s election in 2015, the country spent 24 out of 36 years with a president from the Peronist movement.
But just what Peronism stands for ideologically is extremely complicated. The movement today is sprawling and diverse, containing politicians on both the left and the right. During her two terms from 2008 to 2015, Kirchner pursued welfare programs and subsidies on services. But another nominally Peronist president, Carlos Menem, carried out large-scale privatizations of public assets and reduced budgetary spending during the 1990’s.
Many analysts say Peronists today are united by little more than their invocation of patriotism and Perón’s legacy.
How is Argentina’s economy factoring into the election?
The pitfalls of Macri’s reform program has proved a defining factor in this election.
In an effort to reduce public debt and make the country more appealing to foreign investors, the president has scrapped protectionist policies on industry, cut public spending and cancelled subsidies on gas, electricity and public transport.
He also floated the peso, which had been artificially over-valued during the Kirchner era, and removed currency controls that limited the amount of U.S. dollars and other foreign exchange businesses and individuals could buy. In 2016 analysts hailed Argentina’s “triumphant return” to capital markets and in 2017 it successfully floated $2.75 billion worth of long-term ‘century bonds,’ indicating high investor confidence in the state.
But in 2018, inflation began to spike and the peso’s value started to fall rapidly — it lost half of its value against the dollar in 2018 — making the cost of living untenable for many Argentines and driving companies out of business.
Last year Macri was forced to ask the international Monetary Fund (IMF) for a record bailout of $56 billion. That decision enraged many in Argentina, who blame mismanagement by the IMF for exacerbating the country’s catastrophic economic collapse of 2001. Under the terms of the loan, Argentina will have to implement austerity measures, affecting an already struggling working class.
Economic hardship under Macri has made it easy for Kirchner and Fernández to promise a return to the good days under Peronism. They did far better than predicted at a king of primary election in August, winning a 15 point lead over Macri.
The pair’s success, indicating a possible return to protectionist Peronist economics in Argentina, has spooked financial markets, accelerating the peso’s fall. In September, as Argentines rushed to convert their savings into foreign currency, Macri was forced to reinstate the Kirchner-era currency controls.
Who’s likely to win?
Fernández’s ticket has maintained a strong lead over Macri since August and some polls suggest he will win up to 54% of the vote. To win an Argentine election in the first round, a candidate needs to win 45%, or at least 40% with a 10 point lead over their nearest rival. If no candidate reaches that mark, a second-round run off will pit the two top candidates against each other on November 24.
Macri is currently polling at around 33%. If he does defy the odds and make it to a second round, some pollsters say he would have a chance to turn things around.
This is a lightly edited transcript of remarks by J.K. Rowling at the One Young World global forum in London on Oct. 24. The author was speaking at the launch of #HelpingNotHelping, a campaign led by her children’s charity Lumos intended to educate young people about the potential harms of orphanage tourism and volunteering.
In 2004, I read a story about a 6 or 7-year-old boy who was being kept 24 hours at a time in a cage bed, which is effectively a cot with chicken wire around it.
I saw this very disturbing image, and I was pregnant at the time with my third child and think I was feeling particularly hormonal and vulnerable, and Ient to turn the page. I’m not particularly proud of that impulse but it’s important to acknowledge that as humans, some situations are so distressing that you flinch. And so I went to turn the page and I thought ‘no, you have to read the story and if the story is as bad as the picture looks, you have to do something about it.’
So I read the story, and it was actually even worse than the picture looks. It talked about an institution where young people with disabilities were being kept, effectively confined to small cells, in an Eastern European country.
That’s how Lumos started. Our NGO is named after the light-giving spell in Harry Potter, which we decided was appropriate because what we’re trying to do is reveal children who are often very hidden away and isolated in these so-called orphanages around the world, and work together to release them.
The reason we don’t have orphanages in the developed world is we know they do often irreparable harm. We understand that institutionalisation is one of the worst things that you can possibly do to a child. We understand it renders children very vulnerable to abuse and trafficking, it has huge effects on their normal development, and it massively impacts their life chances.
One of the facts that most stunned me when I started listening to this seriously is that eight out of 10 children living in so-called orphanages – and this statistic applies globally – are not orphans. Eight out of 10 will have one living parent at least, and overwhelmingly the family did not want to give up the child.
So why are they in the so-called orphanage? Overwhelmingly, the number one reason is poverty. Then you have natural disasters, and you have disability. Disabled children are greatly over-represented in institutions worldwide, and that will be again not because parents want to give that child up, but because the only hope they have for education and healthcare for that child in that community, is to put them into the so-called orphanage.
And then we come to the part that I think we really want to talk about today. The West has, often with the best intentions, funded huge amounts to these so-called orphanages. But another key pillar propping up the orphanage business—and I have to call it that—is people volunteering and visiting orphanages.
In other words, ‘volun-tourism’ and orphanage tourism, where you’re taken to see children in an orphanage as part of your travel experience, or when you go believing – which overwhelmingly people of course believe they’re doing good – they volunteer for a couple of weeks, or a month.
And often these young people will come away believing they did good, and are appalled when the facts are laid out in front of them, and they realize that they may have contributed to the perpetuation of abuse.
They’ve brought foreign money into the country and we do know that some orphanages are set up literally to exploit children. The children are the bait for foreign donations and a volunteer experience, and the money is going into the pockets of the people running the orphanages.
However, we do have some hope.
There seems to be a tipping point being reached where governments are acknowledging now that institutionalisation is profoundly damaging to children, which is wonderful. And we are thrilled that the U.K. Foreign and Commonwealth Office has amended its travel advice to warn people of the harms of ‘volun-tourism’. It’s massive.
Lumos is thrilled to have partnered with Hope and Homes for Children and with the Association of British Travel Agents. We have made an orphanage tourism taskforce and what we are doing there is trying to shift the travel industry from supporting orphanage tourism, and that’s also a big breakthrough.
I suppose I would say there are three big things that people can do watching this.
The first is and I’m sure by now very obvious, don’t volunteer in orphanages. Don’t give your time to propping up a system that we know does real, serious harm.
And then there’s the financial aspect. If you have money to give when you are travelling, put it into local businesses because that helps communities. That’s something real you can do when travelling. Don’t go and visit orphanages.
If you want to support charities or projects, just do a bit of due diligence and make sure you’re dealing with the root causes here: look at poverty and building community services and so on.
The last thing I’d say, and what we would love to see as an organisation, is to see businesses amending their social responsibility policies. We’d love to see those corporate policies changed to make sure they’re not supporting so-called orphanages or child institutions. That is something hugely powerful that everyone can do.
I know I said three things but I’m going to say a fourth thing. We are looking to educate people because changing the mindset is what is ultimately going to make the difference. If everyone in this hall went out today and spoke to their university, their college, their place of work and friends and family and said ‘we need to not support this.’
We know that millions and millions and millions of children are trapped and they are voiceless. The world needs to hear what orphanages are doing to children globally.
(LONDON) — A fourth person was arrested in connection with the deaths of 39 people found in the back of a container truck in southeastern England, British police said Friday as the investigation into one of the country’s worst human smuggling cases geared up.
Police said a 48-year-old man from Northern Ireland was arrested Friday at England’s Stansted Airport on suspicion of manslaughter and conspiracy to traffic people. The arrest came after police arrested a man and a woman, both 38 and from northwestern England, earlier Friday on the same charges. The 25-year-old driver of the truck remains in custody on suspicion of murder.
The new arrests came as police began the grim process Friday of conducting post-mortem examinations of the dead. The remains of 11 people from the truck were transported Thursday by ambulance from the Port of Tilbury to a mortuary under police escort.
Essex Police said 31 men and eight women were found dead in the truck early Wednesday at an industrial park in Grays, a town 25 miles (40 kilometers) east of London.
Although U.K. police said they believed the dead were Chinese citizens, Chinese officials told reporters in Beijing the nationalities and identities of the victims had not yet been confirmed.
The Vietnamese Embassy in London confirmed Friday that it contacted police about a missing woman feared to be one of the dead. An embassy spokesman said it was contacted by a family in Vietnam who says their daughter had been missing since the truck was found.
Chinese Foreign Ministry spokeswoman Hua Chunying said China was working in cooperation with local authorities.
“No matter where these victims come from, this is a great tragedy which drew the attention of the international community to the issue of illegal immigration,” she said. “The international community should further strengthen cooperation in this area, strengthen sharing of information and intelligence … to prevent such tragedies from happening again.”
Hua said Chinese authorities were also seeking information from police in Belgium, since the shipping container in which the bodies were found was sent to England from the Belgian port of Zeebrugge.
Human smuggling from China is believed to have fallen drastically in recent years amid the country’s rapidly growing domestic economy. However, some Chinese, particularly those with lesser education, continue to be drawn to Europe and North America by the promise of much higher wages than they can earn at home, despite the considerable risks involved.
Parts of China, especially the southeastern province of Fujian, have long histories of sending migrants abroad.
The issue is a difficult one for China’s ruling Communist Party, which is intensely sensitive about China’s international image and has staked much of its legitimacy to rule on improving living standards for the bulk of China’s 1.4 billion people.
In an editorial Friday, the party newspaper Global Times said authorities in Britain and elsewhere hadn’t done enough to crack down on people smuggling.
“Such a serious humanitarian disaster occurred under the eyes of the British and Europeans,” the newspaper said. “Britain and the related European countries have not met their responsibility for protecting these people from dying in such a manner.”
British police believe the truck and container took separate journeys before ending up at the industrial park. They say the container traveled by ferry from Zeebrugge to Purfleet, England, where it arrived early Wednesday and was picked up by the truck driver and driven the few miles to Grays.
The truck cab, which is registered in Bulgaria to a company owned by an Irish woman, is believed to have traveled from Northern Ireland to Dublin, where it caught a ferry to Wales, then drove across Britain to pick up the container.
Global Trailer Rentals Ltd told Ireland’s national broadcaster RTE the trailer it owns was leased Oct. 15 in County Monaghan, in Ireland, at a rate of 275 euros ($299) per week. The Dublin-based company said it will make the data from its tracking system available to investigators.
The company’s directors told RTE it was “shell-shocked” at the news.
Groups of migrants have repeatedly landed on English shores using small boats to make the risky Channel crossing, and migrants are sometimes found in the back of cars and trucks that disembark from the massive ferries that link France and England.
But Wednesday’s macabre find in an industrial park was a reminder that criminal gangs are still profiting from large-scale trafficking.
The tragedy recalls the deaths of 58 Chinese migrants who suffocated in a truck in Dover, England, in 2000 after a perilous, months-long journey from China’s southern Fujian province. They were found stowed with a cargo of tomatoes after a ferry ride from Zeebrugge, the same Belgian port featured in the latest tragedy.
In February 2004, 21 Chinese migrants — also from Fujian — who were working as cockle-pickers in Britain drowned when they were caught by treacherous tides in Morecambe Bay in northwest England.

A new report analyzing 10 million social media and online posts in the U.S. and U.K. over three and a half years found 1.5 million transphobic posts, highlighting the level of cyber-abuse targeting transgender people.
Anti-bullying charity Ditch the Label and consumer intelligence company Brandwatch partnered on the study, which found that in the U.S., race was the leading driver of transphobic online comments. In the U.K., politically-driven abuse was the most prominent topic in conversations including transphobic comments. Other themes found within transphobic comments included parenting, religion, gender, sports and healthcare. “Education is key to stem the stream of transphobic abuse online, especially when we consider the breakdown of themes surrounding transphobic abuse,” said Liam Hackett, CEO and founder of Ditch the Label. “There needs to be greater governance of online communities, and a tougher stance and zero tolerance approach towards transphobia online.” The study analyzed platforms including social media services like Twitter and Instagram, as well as YouTube, forums and news websites.
“Unfortunately these findings don’t surprise me. For someone who is in the public eye, I experience abuse on a daily basis,” British transgender model and activist Munroe Bergdorf said in a statement, adding that she had seen most of the transphobic comments included in the report on her own social media timeline, ranging from memes to threats to her safety. “I was interested to see the relationship between transphobia and racism and do feel that racist people see transphobia as a tool to legitimize their racism. I’ve had transphobic comments on photos of me mixed in with Nazi speech on a number of times.”
Across the platforms surveyed, high percentages of transphobic comments appeared on news sites and web forums. The study also noted a large volume of abusive commentary on YouTube. Be that as it may, China's ghost city phenomenon has been a result of policy, over-urbanisation and unbridled loans from State-run banks to the urban development infrastructure corporations (UDICs), the special purpose vehicles (SPVs) set up for every city, with not enough residents willing to move in there.There are a large number of ghost cities in India as well: Ross Island (Andaman & Nicobar Islands), Fatehpur Sikri (Uttar Pradesh), Dhanushkodi (Tamil Nadu), Mandu (Madhya Pradesh), old Goa and Vijayanagar (Karnataka). Causes for these ghost towns include natural calamities such as earthquakes, cyclones or epidemics, and historical reasons such as invasions or wars.Dhanushkodi was declared unfit for living by the Madras government in 1964, following a devastating cyclone that submerged many parts of the town underneath sand dunes. Indian cities have been hubs of services, primarily, following trends in the national economy. States should compete, and offer incentives for manufacturing plants to be located in their cities, and not just software firms, hospitality chains and retail outlets.Dhanushkodi should teach us how we should employ manufacturing or artificial intelligence (AI) to power information about impending disasters, such as cyclones & earthquakes. Weather forecasting has to be further improved to prevent and mitigate urban flooding and its significant after-effects.Be Good CityzensAbove everything, policy certainty is needed for cities to enable them to function efficiently as effective land and labour markets. Currently, our cities are constrained with regulations in each of these factor markets. Land regulations are archaic and urban labour markets are nearly dysfunctional, which are problems essentially for manufacturing firms. Entrepreneurial skills, manifesting themselves as startups (focusing on both manufacturing and services), should be encouraged at the city level, as startups are concentrated primarily in urban areas.One hopes that India's ghost cities are temporary, and will be converted into economically vibrant nerve centres to support the rest of the economy. The 'Make in India' initiative should be actively supported at the city level by unleashing land and labour markets. With these policy initiatives, cities can serve as channels by which economic slowdown can be redressed.
MUMBAI: Reliance Industries Ltd will invest Rs 1.08 lakh crore through a rights issue in a newly formed, wholly owned subsidiary, which in turn will use the proceeds to invest in Reliance Jio Infocomm with the aim of making the telco a virtually net debt free company by March 31, 2020."Identified liabilities" of a corresponding amount of Jio will be transferred to RIL and the parent's equity stake worth Rs 65,000 crore in the telco will be transferred to the wholly owned unit.In addition to the three-year-old carrier Jio, all the other digital businesses of the group such as JioCinema, JioTV, JioSaavn and other platforms such as education, healthcare and gaming will be housed in the new subsidiary. "Given the reach and scale of our digital ecosystem, we have received strong interest from potential strategic partners," RIL chairman Mukesh Ambani said in a statement. "We will induct the right partners in our platform company, creating and unlocking meaningful value for RIL shareholders."Ambani described the new company as a truly transformational and disruptive digital services platform. "It will bring together India's No. 1 connectivity platform, leading digital app ecosystem and world's best tech capabilities, to create a truly digital society for each Indian," he said.After the transaction, Jio, with over 355 million users, will have about Rs 40,000 crore of mainly spectrum-related debt on books. "RJIL (Jio) will become virtually net debt free by 31st March 2020, with exception of spectrum-related liabilities," RIL said.RIL's latest move is an attempt to mirror the structure of companies such as Alphabet-Google, Alibaba and Tencent and attract comparable valuations in the future as it moves to monetise its digital assets, analysts said.Alibaba's market cap stands at over $455 billion while Alphabet is worth nearly $878 billion. 71768923 "It's a great move to attract investments. "It will have significant financial strength to address the digital services opportunity in India."The optionally convertible preference shares (OCPS) that the wholly owned unit will issue to RIL will be redeemed when a new investor enters the subsidiary, said people familiar with the matter. Jio will also be issuing OCPS on a rights basis to the wholly owned unit.The newly formed unit "will subscribe to the rights issue of OCPS aggregating up to Rs 1,08,000 crore for the purpose of payment of consideration for transfer of identified liabilities" to RIL, the company said.A person aware of the development said there will be no changes in spectrum licences, which will remain with Jio. Besides monetisation of its digital assets, RIL said the transaction won't impact any shareholder or the consolidated debt of RIL."Consolidation of liabilities in RIL creates an efficient structure to manage debt and cash. It does not impact RIL's standalone credit profile given its robust cash flows and conservative leverage," RIL said. RIL's standalone debt is Rs 28,000 crore and it can easily take on debt of up to Rs 1.36 lakh crore or so, said people with knowledge of the matter. RIL's cash and treasury investments are worth Rs 1.3 lakh crore and it's throwing up cash of Rs 1 lakh crore every year, so Jio's debt won't be a big burden, they said.

NEW DELHI: The Supreme Court has instructed telecom companies to deposit the dues sought by the government in three months in accordance with the court's Thursday order backing a broader definition of adjusted gross revenue (AGR). "We give (telecom companies) three months' time to deposit the amount, which is due and compliance be reported," said the court order uploaded on its website Friday.Vodafone Idea and Bharti Airtel, the two telcos affected most by the SC order with pending licence fee and spectrum usage charge (SUC) dues of Rs 39,000 crore and over Rs 41,000 crore, respectively, declined to comment on the three-month deadline. Tata Teleservices, which sold its loss-making consumer mobility business to Airtel, faces dues worth nearly Rs 13,000 crore. Queries emailed to a spokesperson of the company remained unanswered as of press time Friday.The government will soon issue demand notices to telecom companies for additional licence fees and spectrum usage dues. "With this Supreme Court judgment, our hands are tied. We have no choice in the matter," a senior government official told ET. Officials however told ET the authorities could explore ways to soften the blow on the industry saddled with over Rs 7 lakh crore of debt. The options being considered include reducing the interest and penalty, besides long-term measures like lowering licence fees and spectrum usage charge, and fixing a floor for tariffs. But this would be a tightrope walk, as the government would want to avoid vigilance action in future.Another official said the sector was in a fragile state and the government was thinking of providing relief. "But it can't be confused with the issue of AGR. We have been fighting for this for 15 years," he said. He acknowledged that while the judgment was in favour of the government, the timing was not 'opportune'.Vodafone Idea, which analysts warned could be headed for bankruptcy unless granted some relief, said Friday that it would seek reprieve from the department of telecom (DoT), including waiver of interest and penalty.A DoT official said a decision on a waiver could only be taken at the "topmost levels" of the government. It said Thursday that it may file a review petition in the apex court.Besides waiving off or lowering penalty and interest, the government is working out a broader relief package for the industry that could include reassessing moratorium on payment for spectrum installments, offsetting input tax credit worth Rs 36,000 crore against future payments, and reducing licence fee by two percentage points to 6% by decreasing the contribution to the Universal Service Obligation Fund (USOF). Recently, telecom minister Ravi Shankar Prasad had said the government was working on spectrum pricing reforms.
MUMBAI: The Economic Offences Wing of Mumbai Police is keen to explore the possibility of auctioning at least 18 assets of 'depreciating value' seized from HDIL promoters arrested in connection with Punjab & Maharashtra Cooperative Bank fraud case.The city police recently discussed the matter with JB Bhoria, the Reserve Bank of India-appointed administrator of the bank, saying the proceeds raised from the auctions could be infused in the bank and be made available to the beleaguered depositors on a pro rata basis, at least two sources told ET.The move will help provide quick relief to the depositors even as the probe into alleged criminal conspiracy between some officials of PMC Bank and Housing Development Infrastructure Ltd (HDIL) promoters Rakesh and son Sarang Wadhawan is underway, they said."A sizeable chunk of the depositors are from the lower income group and an early auction will ease their financial load," one of the sources said. "We are awaiting clarity from RBI administrator on it."Bhoria refused to comment.An RBI spokesperson in a text reply to ET said, "Only the administrator can say, we will not have any information on this."The Wadhawans have already given their consent to selling the 18 attached assets, including two private jets, a speed boat and a fleet of high-end cars. In a letter dated October 16 to the finance ministry, RBI and probe agencies including EOW and Enforcement Directorate (ED), they requested the agencies to monetise the attached assets whose value could depreciate at "fair market value"."We further give our unconditional consent for the appropriation of the money received from the sale of these assets to be adjusted and appropriated towards the principal loan amount procured by us and the respective companies," the letter said. "We undertake and assured to extend full cooperation and assistance in the process." ET reviewed a copy of the letter.Probe agencies expect to raise a few hundred crores from the sale.The persons cited earlier said the auction will have to be carried under certain provisions of the Securitisation and Reconstruction of Financial Assets and Enforcement of Securities Interest (SARFAESI) Act, 2002 that allows banks and financial institutions to auction residential or commercial properties of defaulters to recover loans."In this case, since the accused has already agreed to give their consent to the auction, the list of the same could be provided to the administrator and the auction can be carried out as per the provisions of the Act," one of the officials said.The fraud at PMC Bank came to light after RBI discovered that the bank had allegedly created over 21,000 fictitious accounts to hide over Rs 4,300 crore of loans extended to almost-bankrupt HDIL.A manager of the bank on behalf of the RBI-appointed administrator then filed a case with the EOW. HDIL promoters, suspended PMC Bank managing director Joy Thomas, its former chairman Waryam Singh and director SS Arora have been arrested by EOW in the course of the probe. While EOW is probing the alleged criminal conspiracy between the promoters and accused bank officials, ED is probing the allegations of money laundering. The Wadhawans are currently in judicial custody and are lodged at Mumbai's Arthur Road jail.
MUMBAI: Loans growth remained tepid in the fortnight ended October 11 signalling that the loan melas that kicked off this month are yet to lead to a significant impact on disbursals.Aggregate loans disbursed by the commercial banks in the country rose Rs 21,645 crore during the fortnight ended October 11, to Rs 97.9 lakh crore, according to the latest data released by the Reserve Bank of India in its weekly statistical supplement. Credit growth on a year-on-year basis works out to 8.8 per cent compared to 14.4 per cent same period a year ago.Significantly the data reflects the period during which the government has announced a loan mela on October 1, covering 250 districts across the country to boost consumption and revive demand. The finance secretary Rajeev Kumar had said that state-run banks had disbursed Rs 81,781 crore in the nine days of 'loan mela' from October 1-9, at a media conference in mid-October. The measures announced by the government was expected to push loan growth of the banking sector as well as the sector was seeing a sharp contraction in loan demand through-out the first half of the fiscal.Since the RBI data released by the Reserve Bank is net of loan repayments, it is likely that entire disbursement is not fully captured in the data say bankers. Besides, much of the disbursals during the period were made from previous sanctions according to bankers.The sectoral data on bank lending until August indicate a slowdown in many sectors including small and medium enterprises, unsecured loans and vehicle loans among others.Interestingly, deposits have grown at a faster pace despite interest rate cuts and contraction in returns. Deposits grew 9.8 per cent year-on-year as of October 11, compared to 8.9 per cent in the same period a year ago.
While top quality private banks are going to lead in the next one year, if we project the outlook three years down, then it would be the broader capital goods sector, says Sunil Subramaniam, MD & CEO, Sundaram MF. Excerpts from an interview with ETNOW. Let us start off by getting your new year wish list. We are watching out for some of the multibaggers. What should we pick for the new year?In the new year, the big will get bigger and the biggest multiplier next year will be the high quality private sector banks if you want to take a one-year outlook. If you project the outlook down to three years, then I would say the broader capital goods sector. Big are going to get bigger and you are still looking at private sector banks and so forth. You are not going in for any kind of risk taking?No, this is a year of takeoff. I think 2020 is probably the most crucial year in our country's stock market history because this is going to be the turnaround year. So in the first year of a turnaround, the big will get bigger because I see all the investments being made on a very good future. Risk will add on by the end of next year. During the process of the investment cycle kickstarting, which is what is being hoped for next year, if you want the return by the end of one year, then it is still going to be from the safer, bigger players. What are the kind of returns that one could hope for in a best case scenario even if you are not looking at immediate one-year scenario? Let us say over the next two years, if you are looking at a slightly more longer-term investment?From the larger cap segment, I would say low to middle double digit return and for the broader market, I would expect high double digit return. That is the range. I would expect the broader market to outperform the larger market over three years by about 3-4 percentage points. You can basically put it as a band of 12-15 and 15-18 percentage points for the largecaps and the broader market. You were one of the first ones to say that the time has come to buy the broader markets. Is it going to be a very selective recovery when it comes to mid and smallcaps, albeit the entire space is actually moving up in one go?Mid and smallcap probably has much more drivers, whereas the largecap is concentrated in banking and financial services and IT. Those three sectors account for about 55-60% of the index. But the broader market is much broader. That is why it is the broader market. We see that there are three or four compounders there. The first compounder is consumer discretionary. We believe that is the story in the broader market where consumer durables, recovery in auto and all of those which are going to drive the next big thing. The second thing which we are going to see and which is probably slightly towards the later half of next year but full-fledged in 2021, would be the capex cycle. Though the government's efforts have been essentially on boosting the supply side, those require time to get into action. Next year, with the announcements on FDI and the actual order books being announced, the flow will start to build. By the end of next year, I would see a full-fledged blowout of broader capex cycle where the midcap and smallcap segments have heavy exposure. That is the reason we have been bullish on the broader market because we think the capex cycle will be ripe for take off by the end of next year . A lot of things have changed from last Diwali to this. The entire fundamental dynamics is a complete contrast to where they were in the year gone by, a case in point is autos for instance. Are there certain sectors investors should stay off for the next one year?The one thing which is clear is that the global trade war has actually enhanced the possibility of recession in many countries and definitely a slowdown. So global cyclicals, where I would count both ferrous and non-ferrous metals would be under pressure. Commodities also would be under pressure because it includes the core minerals. You will see demand easing off so I would say people are better off staying away from the global cyclicals.. Second, in a slowdown, highly export-oriented services sectors, where I count pharma and IT to some extent. IT has a cushion that is an existing business model which is going on. So there is a safety element to IT, but I would not see IT really jumping up and growing their businesses as a multiplier effect in the coming years. So, global-oriented businesses are probably going to underperform the domestic-oriented businesses in the coming year. I would encourage investors to shift their focus towards the domestic economy because whatever the government is doing in terms of the supply side, will have a long-term lasting impact on the domestic economy. Anything from the earnings that has surprised you or anything that has disappointed you?It has been a mixed bag. I don't want to get company specific, but even within sectors, we have seen very mixed results. I would rather wait for a couple of weeks where we will get sector-wise clarity. But every sector has seen some companies disappoint and some companies surprise on the positive side. That has been a little bit of surprise because we thought the market has factored in a GDP slowdown, leading to some kind of consumption slowdown involving a lot of stocks. Some positive surprises have indeed come through, but we would rather wait for a couple of more weeks before passing out more definitive judgements. Do you feel we could see momentary pain two-three months down the line?I would say there could be disappointing earnings surprises which the market has not factored in but I do not expect that to severe market corrections because we see that domestic mutual funds continue to get strong SIP flows. So, there is buying power with the domestic participants. So, putting buying power where there is future value will prevent the market from falling very deeply. I do not think that will be a sharp fall, but at the same time, there are not really any causes for a great rise in the short run. Expect a sideways movement for at least the next couple of months. Within segments like private sector banks, are you watching out for any triggers or domestic cues? Even within that pack, there have been select cases where leverage and overexposure has been a problem. Would you be very stock specific or would you still bet on the whole theme as a whole?We bet on the theme as a whole. The only filter we would use would be corporate governance structure in the private sector banks. The reason is that whether there is a general revival in the consumption or there is a capex side thing, there is a rate transmission going on. The banking system is bound to expand and the good quality private sector banks are sitting in a sweet spot for business as a whole. A large number of PSU banks are going to go through merger pangs and so their ability to lend is going to be constrained. At the same time, apart from the crème de la crèmes of the NBFCs, the broader pack is going to see liquidity situation turning tough for them. So, the absence of the PSU banks and the wider NBFCs from the market would help private sector banks.So even if there is stock-specific bad news for a particular quarter, overall over the next year, their business volumes and their net interest margins are going to expand because of the absence of competition. That's why I think of them as the biggest bet for next year. The top five banks are accounting for 35% of the market and that is already too high. Banking is one sector where a typical prevention of a monopolistic situation does not arise and the larger banks are free to become larger in many economies. We believe for India, the potential exists for them to increase their market share in the country.

It formed a Hammer pattern on the daily scale and a small-bodied candle on the weekly chart, as buying emerged at lower levels while the hurdles remains intact.The index has been stuck between 11,500 and 11,700 levels for last five sessions and now needs to hold its support to aim for the upper band of the trading range at 11,700, while a decisive hold below 11,550 can negate the current short-term bullish setup and take Nifty to its downside support in the 11,480 – 11,450 zone.On the monthly options front, maximum Put open interest was at 11,000 followed by 11,500 levels, while maximum Call OI was at 12,000 followed by 11,700 levels. There was Call writing at 11,600 and then 11,550 levels, while Put writing was seen at 11,500 and then 11,550 level. Options data suggested a trading range between 11,450 and 11,750 levels.India VIX fell 5.70% to 15.31.Bank Nifty remained volatile and traded in a broad range of 500 points for most part of the session. It formed a Hammer pattern on daily scale, as dips got bought into while a long-legged Doji on the weekly scale suggested a tug of war between the bulls and the bears.The index is finding multiple supports near 28,800 mark, while supply pressure remained intact at higher levels. Nifty has to hold above 29,200 to witness a bounce towards 29,700 level, while a hold below the same level may make it drift towards 29,000 and then 28,800 levels.Nifty futures closed flat at 11,604 level.
