Donald Trump's decision to give the green light – now seemingly turning amber – for Turkey to enter northern Syria has produced a torrent of criticism from European capitals to Washington Republicans, all pointing out that Ankara's move will revive Islamic State, cause untold civilian deaths and land the US with an indelible reputation across the Middle East as an unreliable ally.
But the west has been losing traction in Syria over the past two years, and it may be the reaction of Russia and Iran, who have forces on the ground in Syria, that will most concern the Turkish president, Recep Tayyip ErdoÄŸan. Their reaction may also reveal more about the long-term future of Syria's eight-year civil war.

Donald Trump claimed he was unfamiliar with a pair of businessmen who worked with his attorney and were indicted Thursday for alleged campaign finance violations, despite appearing in a photo with them last year at the White House.
'I don't know them,' he insisted as he left Washington for Minneapolis.
Trump noted that he apparently took a photograph with the men—Rudy Giuliani—but claimed he doesn't know anything about them.
'I have pictures with everybody. I don't know if there's anybody I don't have pictures with,' he said. 'I don't know them. I don't know about them. I don't know what they do.'
Reminded that they were clients of Giuliani, he again distanced himself from the men who donated $325,000 to a Super PAC supporting him.
'Maybe they were clients of Rudy. You'd have to ask Rudy. I just don't know,' he told journalists assembled on the South Lawn.

Michael Atkinson, the Intelligence Community's inspector general, told members of Congress that the whistleblower had a "professional tie" to a 2020 Democratic candidate. He had written earlier that while the whistleblower's complaint was credible, he had shown "some indicia of an arguable political bias ... in favor of a rival political candidate."
A retired CIA officer told the Washington Examiner, "From everything we know about the whistleblower and his work in the executive branch then, there is absolutely no doubt he would have been working with Biden when he was vice president."

(TOKYO) — A powerful typhoon was forecast to bring 2 feet of rain and damaging winds to the Tokyo area this weekend, and Japan’s government warned people Friday to stockpile supplies and evacuate before it’s too dangerous.
The Rugby World Cup and other events were canceled for Saturday, and flights and train services halted.
“In order to protect your own life and your loved ones, please try to start evacuating early before it gets dark and the storm becomes powerful,” Meteorological Agency forecast department chief Yasushi Kajihara told a news conference.
Kajihara said Typhoon Hagibis resembled a typhoon that hit the Tokyo region in 1958 with heavy rains and left a half-million houses flooded. More than 1,200 people died in that storm.
Prime Minister Shinzo Abe’s Cabinet is to hold a disaster management meeting later Friday.
“The government is doing the utmost to prepare for the approaching typhoon,” disaster management minister Ryota Takeda told reporters, and urged people to prepare early and obtain food and water.

(TEHRAN, Iran) — Two missiles struck an Iranian tanker traveling through the Red Sea off the coast of Saudi Arabia on Friday, Iranian officials said, the latest incident in the region amid months of heightened tensions between Tehran and the U.S.
There was no word from Saudi Arabia on the reported attack and Saudi officials did not immediately respond to requests for comment. Oil prices spiked by 2% on the news.
Iranian state television said the explosion damaged two storerooms aboard the unnamed oil tanker and caused an oil leak into the Red Sea near the Saudi port city of Jiddah.
The state-run IRNA news agency, quoting Iran’s National Iranian Tanker Co., identified the stricken vessel as the Sabity. That vessel last turned on its tracking devices in August near the Iranian port city of Bandar Abbas, according to data from MarineTraffic.com. Iranian tankers routinely turn off their trackers as U.S. sanctions target the sale of Iran’s crude oil.
“The oil tanker named SABITY belonging to the company sustained damages to the body when it was hit by missiles 60 miles (96 kilometers) from the Saudi port city of Jiddah,” IRNA said.
The agency did not say whom Iranian officials suspect of launching the missiles.
Lt. Pete Pagano, a spokesman for the U.S. Navy’s 5th Fleet overseeing the Mideast, said authorities there were “aware of reports of this incident,” but declined to comment further.

Yemen’s Houthi rebels, whom the kingdom is fighting in a yearslong war, claimed that assault, though analysts say the missiles used in the attack wouldn’t have the range to reach the sites from Yemen.
(ANKARA, Turkey) — Turkey’s Defense Ministry says a Turkish soldier has been killed during action in Syria — Turkey’s first military fatality in Ankara’s cross-border offensive, now into its third day.
The ministry said Friday that three soldiers were wounded. It didn’t provide details.
Separately, the ministry said 49 more “terrorists” were “neutralized” in the incursion, in reference to Syrian Kurdish fighters. It said the total number of Kurdish fighters killed in the incursion now numbers 277.
Those numbers could not be independently verified.
Turkey considers the Syrian Kurdish fighters terrorists linked to a Kurdish insurgency within Turkey and has launched an invasion into northeastern Syria this week.
Ankara says the offensive is necessary for national security.
There have been civilian casualties on both sides: six civilians in Turkey and seven in Syria.
Ibrahim al-Asiri, a senior al-Qaeda bomb maker and terrorist coordinator, was killed two years ago in a United States operation in Yemen, the White House announced on Thursday.
Al-Asiri had been in hiding in Yemen for years and was the repeated target of U.S. drone strikes. The U.S. mistakenly believed they had killed him in a 2011 strike. They later targeted a man they believed was al-Asiri in a May 2012 strike, but he turned out to be another al-Qaeda leader.
As TIME wrote in 2013, the Obama administration believed al-Asiri was “the most dangerous terrorist in the world.” He was connected to the failed “underwear bomb” aboard a U.S.-bound flight on Christmas Day 2009, and allegedly built bombs that nearly detonated within two Chicago-bound international cargo planes in 2010. Al-Asiri also allegedly planned to blow up a U.S. airliner in 2012 around the anniversary of al-Qaeda leader Osama bin Laden’s death, but was stopped when the member chosen for the suicide mission turned out to be a double agent for the U.S. Per the White House statement, Al-Asiri also built a device used in an assassination attempt of the former Crown Prince of Saudi Arabia.
“Al-Asiri’s death significantly handicapped al-Qa’ida in the Arabian Peninsula,” the statement reads. “The United States will continue to hunt down terrorists like al-Asiri until they no longer pose a threat to our great Nation.”
The reveal comes at a moment when the Trump administration faces pressure for their recent announcement to withdraw troops from Northern Syria, putting Kurdish forces — key U.S. allies in the fight against ISIS — at increased danger of attacks from Turkey. The Kurds, part of the U.S.-backed Syrian Democratic Forces, control facilities holding about 11,000 ISIS detainees. If the Kurds abandon the detention camps to fight the Turkish military, thousands of ISIS operatives could escape, U.S. officials worry.
President Donald Trump has faced criticism from members of his own party in Congress for his decision to withdraw troops from Syria’s border with Turkey. South Carolina Sen. Lindsey Graham, usually a staunch defender of the President, called the move “a major blunder” that “cuts against sound military and geopolitical advice.”
Senate Majority Leader Mitch McConnell warned that “a precipitous withdrawal” of troops would benefit Russia, Iran and Syrian President Bashar al-Assad, and increase the risk that the Islamic State would “regroup.”
(LONDON) — Protesters in New York City brought traffic to a standstill in the city’s busiest hub and an activist in London climbed atop a plane as climate change demonstrators entered the fourth day of rallies around the world.
Protesters transported a green boat on a trailer into Times Square and then sat down and refused police orders to move.
The boat bore the logo of the activist group Extinction Rebellion. It also had the words “Act Now” written on it and a string of brightly colored flags.
Some of the demonstrators carried signs in the shape of orange rescue lifebuoys, with the words, “Save our Future.”
The New York Police Department made dozens of civil disobedience arrests and removed the vessel some time later, which led to re-opened area streets and brought the traffic back to normal.
In London, a climate change activist scaled a British Airways plane at London City Airport. Extinction Rebellion identified the activist as a former Paralympic cyclist. A video streamed by the group showed the activist clinging to the fuselage.
British Airways says that customers were booked onto alternative flights to Amsterdam.
In a separate incident, BBC Newsnight political editor Nicholas Watt tweeted that his flight from London to Dublin had been grounded after a protester stood up to deliver a lecture on climate change just as it was to take off.
Activists sought to shut down London City Airport on Thursday as part of their wave of protests worldwide.
The environmental protests have been taking place in cities around the world.
The group got its start in London last year, and has since spread to other countries.
Activists, politicians and economists are forever arguing over the best way to address climate change: carbon tax or Green New Deal; both or neither, or a mixture of elements from each. A new International Monetary Fund (IMF) report released Thursday cuts through that noise: any aggressive policy, it says, is better than nothing at all.
“We definitely want action to be taken,” says Paolo Mauro, deputy director of fiscal affairs at the IMF, who oversaw the report. “We’re not religious about any particular type of measure.”
The new report comes as a range of different climate policies are under consideration in the U.S. Proposals for a Green New Deal — an ambitious spending program aimed at eliminating emissions and funding social programs — have garnered the most attention in recent months. All the major Democratic presidential candidates have embraced some form of a Green New Deal, and activists have pushed aggressively for such a program. But proposals for a carbon tax have also been gaining momentum on Capitol Hill. U.S. lawmakers are currently considering drafts for several new carbon tax proposals.
The IMF report does not provide a specific policy prescription. Instead, it assesses a variety of different proposed climate policies, including a carbon tax, an emissions trading system, regulations and a so-called “feebate” system in which polluting is penalized and those who reduce emissions are rewarded. The IMF report concludes that lawmakers must craft rules that work within their own countries’ political context.
Still, while taking an even-keeled look at several policies that would effectively reduce emissions, the IMF report does put a thumb on the scale. It concludes unequivocally that a carbon tax is the most “single, most powerful and efficient tool” to drive a reduction in emissions. It would push polluters to reduce carbon emissions across all facets of the economy—and it’s easier to implement than some alternatives.
One of the benefits of a carbon tax, the report says, is that it’s easier to standardize across borders. More than 70 countries have committed to eliminating their carbon footprint by 2050, but many others — including the biggest emitters, like the U.S. and China — have lagged behind. A carbon tax offers a uniform approach to compare each country’s progress and to form coalitions across borders. “If a country has a straightforward carbon tax,” says Mauro, “it’s a lot easier to compute how much action has been taken.”
For those nations that don’t implement a carbon tax, economists will need to calculate an implicit carbon price, a tricky but doable proposition, report authors say. The IMF found that to keep temperatures from rising more than 2°C above pre-industrial levels by the end of the century, the price on carbon needs to reach $75/ton by 2030.
Authors behind the IMF report argue that activists need not choose between a carbon tax and a Green New Deal-type spending program: a carbon tax can — at least in part — help defray the cost of a Green New Deal. It’s an idea that has caught on in some policy circles, even if it hasn’t risen to the forefront of the climate policy discussion. TIME reported in July that dozens of members of Congress who support Rep. Alexandria Ocasio-Cortez’s Green New Deal resolution also back a carbon tax.
Democratic Rep. Salud Carbajal of California, who supports both the Green New Deal and a carbon tax, echoed the need for action of any kind. “I’m for anything and everything,” he told TIME in July, “that moves the ball forward.”
The report also addresses some of the common critiques leveled against a carbon tax, including that the policy would hit the poor hardest. The report authors emphasize the wide range of potential uses for revenue derived from a carbon tax, from potential tax breaks for low-income people to helping communities whose livelihoods will be damaged by the transition away from fossil fuels.
What’s clear is that the consequences of inaction will be severe. In a landmark report released last year, the UN’s Intergovernmental Panel on Climate Change warned that a rise in temperatures of just 1.5°C could lead to ecological, economic and humanitarian disaster with millions displaced and severe impacts altering human civilization as we know it. The IMF under Christine Lagarde has prioritized the issue citing the costs of inaction. “Many of the things that we are debating, whether it’s sustainability, whether it’s structural reform, whether it’s fighting inequalities,” said Lagarde at event in May, all “will be meaningless if in twenty years time essentially we have wasted the small window of opportunity we have.”
For the first time in the Nobel Prize for Literature’s 118-year history, two authors were announced Thursday as recipients of the award: Austrian novelist and playwright Peter Handke and Polish author Olga Tokarczuk. (Handke received the Prize for 2019. Tokarczuk received the Prize for 2018.)
Last year’s Nobel Prize for Literature had been cancelled in the wake of sexual assault allegations and significant resignations in 2017 that rocked the Swedish Academy administering the Nobel Prize.
Here’s what to know about the two central European authors.
Olga Tokarczuk
Tokarczuk received the 2018 Nobel Prize in Literature “for a narrative imagination that with encyclopedic passion represents the crossing of boundaries as a form of life,” the Nobel Academy said.
Olga Tokarczuk, awarded the 2018 #NobelPrize in Literature, never views reality as something stable or everlasting. She constructs her novels in a tension between cultural opposites; nature versus culture, reason versus madness, male versus female, home versus alienation.
Tokarczuk, 57, was born in 1962 in Sulechów, Poland. She now lives in Wrocław. She was immersed in literature from a young age. Her parents were teachers and her father was also a school librarian. In the library, “she read pretty much everything she could get hold of,” the Academy says in a biography of the author.
Her “real breakthrough,” it notes, was with her third novel, Primeval and Other Time — a family saga set in a mythical place. And what the Nobel Academy described as her “magnum opus” to date was the historical novel, The Books of Jacob — a story about an 18th century sect leader whose followers saw him as the new Messiah. That book won The Nike Prize, a prestigious Polish literary award that has been described as “Poland’s Booker equivalent” and an English translation is expected to release in spring of 2021.
Tokarczuk is not new to international acclaim either. Last year, she became the first Polish writer to win the Man Booker International Prize for her novel Flights, about travel in the 21st century, borders and human anatomy. This year, her newly translated book, Drive Your Plow Over the Bones of the Dead, has been short-listed for the same prize; the story is a thrilling murder mystery in which horoscopes help solve homicides.
Tokarczuk said in a phone interview with the Academy shortly after winning the prize that she was “surprised” and “cannot find the right words” to express how she feels. She added that she was happy to know that both awards went to authors from central Europe, noting the region’s challenges with democracy.

Tokarczuk is not well liked by Polish conservatives and her criticism of the country’s past, including its anti-semiticepisodes has sparked death threats, the Associated Press reported.
“She is uniquely insightful” when it comes to “figuring out a person’s psychology,” Jennifer Croft, a translator for two of Tokarczuk’s novels, tells TIME. “She is really fascinated by people’s quirky eccentricities.” Croft says that she has always been “100% sure” that Tokarczuk would win the Nobel Prize for Literature one day. “I always told publishers that,” Croft says. She describes Tokarczuk’s style as “rhythmic, lyrical, clear” and one that aims to “reinvent the novel” by connecting seemingly unconnected fragments of stories. “The reader is supposed to connect it however he or she sees fit,” Croft says.
Peter Handke
Handke received the 2019 Nobel Prize in Literature “for an influential work that with linguistic ingenuity has explored the periphery and the specificity of human experience,” the Academy said.

The Academy characterizes his work as possessing “a strong adventurous spirit” and a “nostalgic inclination” — especially in the drama, Walk About the Villages, and the novel, Repetition. His writing “shows and unending quest for existential meaning,” it says. The Academy also praises A Sorrow Beyond Dreams, the “short and harsh, but deeply affectionate book” written about his mother’s suicide.
Handke, 76, was born 1942 in a southern Austrian village named Griffen. His mother was part of the Slovenian minority and his father was a German soldier who he would only meet as an adult, according to a biography of the author from the Academy. He grew up with his mother and her new husband and spent his early years in war-torn Berlin before they moved back to Griffin.
Handke studied law at Austria’s University of Graz but dropped out a few years later after his first novel, Die Hornissen, was published in 1966.
Since 1990, Handke has been based out of a French city, southwest of Paris.
Handke’s work is not limited to one form of literature. It includes novels, essays, note books, dramatic works and screenplays, the Nobel Academy says.
Handke has not shied away from politics, either. He protested NATO’s airstrikes against Serbia during the Kosovo War in the 1990s and spoke at former Serbian leader Slobodan Milosevic’s funeral, the Associated Press reported, noting that he has “faced criticism for his vigorous defense of the Serbs” during the war.
Austria’s president congratulated Handke on the Prize, praising his “fascinating” works, the AP reported.
Around noon on Wednesday, a 27-year-old German man drove to a synagogue in the city of Halle in eastern Germany with the aim of killing as many Jews as possible. It was Yom Kippur, the holiest day in the Jewish calendar. The attacker failed to get past the perimeter gate of the synagogue, and then allegedly shot and killed a passerby before driving off while apologizing for his incompetence to his livestream audience: “Sorry guys … like the loser I am … One time loser, always a loser.” He continued to a nearby kebab shop where he killed one person before making an escape. Police later arrested him following a car chase.
What at first sight may appear as an isolated attack in an obscure German city is anything but. The manifesto the attacker posted online — as well as his comments during the livestream — make clear that this is just the latest in a series of interconnected far-right terrorist attacks that have taken place across the world. It follows on from attacks in Pittsburgh (United States), Christchurch (New Zealand), Poway (United States), El Paso (United States) and Bærum (Norway), attacks that have killed 85 people in total over the last year. All of them speak to the same audience of white nationalists online, hoping to inspire them to commit their own acts of violence.
Of those, the March 2019 Christchurch massacre in New Zealand — which left 51 worshippers dead in two mosques — has proven to be most influential. Wednesday’s attack in Germany featured many of the same hallmarks: the use of a livestream, thestated aim of a mass-casualty attack with “high score” kill counts, the posting of an online manifesto, the use of meme music and the language of relatively obscure internet image boards.
Beyond the similar modus operandi, the Halle shooter also invoked the unifying grand narrative of white-nationalist terrorism today: the “white genocide” conspiracy theory. This is the idea that a Jewish conspiracy is orchestrating the mass immigration of non-whites into Europe and North America with the ultimate aim of destroying the white population. Euphemistically labeled “the great replacement,” this was cited as motivation by the Christchurch, Poway, and El Paso shooters. And the Halle attacker explicitly referred to this in his live stream, blaming Jews for feminism, declining birth rates, and mass immigration, as well as denying the Holocaust.
There are, however, differences. While the Christchurch shooter wanted to kill as many Muslims as possible, he also had secondary and tertiary aims: for New Zealand and the United States to ban guns (the reaction), causing people to rise up (the counter-reaction). He said he hoped to have “accelerated” that process. New Zealand did ban assault rifles following the Christchurch massacre, though there was no popular uprising as Tarrant anticipated. The Halle attacker, meanwhile, had no such secondary or tertiary aims. His manifesto makes no mention of possible government reactions or counter-reactions. Instead, he only hoped to inspire more mass-casualty attacks by white nationalists on Jews, Muslims, and other “enemies.”
The Halle attacker had constructed an arsenal of improvised weapons, including a submachine gun and hand grenades. In his manifesto he explicitly states he wanted to prove the viability of such improvised weapons, and therefore inspire others to do the same. Yet much to his frustration, his firearms jammed throughout the attack, giving several people a chance to escape. Had his weapons proved more reliable, and had he managed to enter the synagogue, the attack would have been deadlier. His failure to do so has already become the subject of ridicule among white nationalists online.
The trend of livestreaming attacks leads to difficult questions for tech companies, particularly over whether more can be done to stop them. The Christchurch shooter used Facebook Live, while Wednesday’s attack was streamed on the gaming-platform Twitch. For its part, Twitch said that it had shared the video’s hash with the Global Internet Forum to Counter Terrorism, a partnership of leading tech companies formed in 2017 that uses hashing technology to automate content takedown. While the audience for these livestreams is relatively small — the Halle attacker’s stream was only viewed live by a handful of people — members of an online subculture quickly downloaded and shared this content on more obscure platforms. Tackling those may prove more difficult.
The wife of a U.S. diplomat allegedly involved in a fatal car accident will not return to the U.K. for further questioning, according to “secret” briefing notes accidentally shown by U.S. President Donald Trump on Wednesday at a press briefing.
The briefing notes, marked “secret”, revealed that U.S. Secretary of State Mike Pompeo told U.K. Foreign Secretary Dominic Raab that the “spouse of the U.S. Government employee will not return to the United Kingdom.” They were captured in a photo by a Washington Post photographer during a press conference on Oct. 9.
U.K. officials, including Prime Minister Boris Johnson, have urged the U.S. to waive diplomatic immunity for the wife of the U.S. diplomat, named in British media as Anne Sacoolas, after she fled the U.K. following a car crash on Aug. 27 this year which killed British teenager Harry Dunn. The vehicle was driving on the wrong side of the road when it crashed into Dunn’s motorbike head-on, Northamptonshire police said in a statement. Sacoolas was allegedly behind the wheel in the crash which killed the Dunn, 19.
Northamptonshire Police Superintendent Sarah Johnson confirmed in a statement on Oct. 5 that the suspected driver, a 42-year-old American woman, left the country despite telling the police she had no plans to leave the country in the near future. Police want her to return to “enable Northamptonshire police to complete their investigations and justice to be served for Harry Dunn and his very distraught family,” Stephen Mold, the Police, Fire and Crime Commissioner for Northamptonshire, told TIME.
President Trump’s briefing notes also said that it is up to the diplomat’s wife to consider whether to speak to British investigators. It read: “(If raised) Note that the spouse of the U.S. Government employee will have to consider, based on the advice or her legal counsel, whether to make herself available for questioning by British authorities.”
Despite having the notes at the press conference, when asked about the case, President Trump did not read from the notes. Instead he said: “It’s a very complex issue as you know. So a young man was killed. The person that was driving the automobile has diplomatic immunity. We’re going to speak to her very shortly and see if we can do something. It was an accident… We’re going to speak to her and see what we can come up with so there can be some healing.”
President Trump added: “The woman was driving on the wrong side of the road. That can happen.”
U.K. Foreign & Commonwealth Office sources confirmed to TIME that U.S. Secretary of State Mike Pompeo had a discussion with U.K. Foreign Secretary Dominic Raab, but they declined to discuss the detail of that conversation. Nor would they comment on the leaked notes, arguing that it was unclear whether President Trump had read them and, if he had done, whether he agreed with them.
A State Department official told TIME in a statement: “While we are in close consultation with the appropriate British officials, we cannot comment on private diplomatic conversation with the British Government.”
U.K. Prime Minister Boris Johnson spoke to President Donald Trump on the evening of Oct. 10 to urge President Trump to reconsider the U.S. position so that the diplomat’s wife can return to the U.K., cooperate with police and allow Harry’s family to receive justice, a Downing Street spokesperson said.
But U.K. officials may not be successful in their attempts to bring the diplomat’s wife to the U.K. A State Department official told TIME in a statement that diplomatic immunity is “rarely waived”.
According to the 1961 Vienna Convention on Diplomatic Relations, foreign diplomats and their family are given certain protections that allow them to avoid arrest for most crimes unless the diplomat’s home country decides to waive immunity.
Harry Dunn’s mother, Charlotte Charles spoke to Sky News about President Trump’s note today. She said: “I don’t see the point in Boris Johnson talking to President Trump or President Trump even taking a call from Boris Johnson if he’d already made his decision. It’s just beyond any realm of human thinking.”
(TEHRAN, Iran) — Thousands of flag-draped Iranian women cheered, blew horns and celebrated inside a Tehran stadium Thursday as they watched the first FIFA soccer match they’ve been allowed to freely attend in decades.
The 2022 World Cup qualifier between the Iranian national team and Cambodia at Tehran’s Azadi Stadium marks a decades-long push by Iranian women to be able to watch soccer matches, something hard-liners in Iran’s Shiite theocracy to this day still oppose.
Iran allocated only 4,000 tickets for women in a stadium that seats about 80,000 people, keeping them separated from men and under the protection of female police officers. That’s even though face-painted Iranian women have cheered for their team abroad for years, despite the 1981 ban that followed the country’s Islamic Revolution.
“We are so happy that finally we got the chance to go to the stadium. It’s an extraordinary feeling,” said Zahra Pashaei, a 29-year-old nurse who has only known soccer games from television. “At least for me, 22 or 23 years of longing and regret lies behind this.”

The majority of Azadi, or “Freedom,” Stadium was empty except for the raucous crowd of women who could be heard chanting and cheering amid the match. Iran in the second half was up 10-0 over Cambodia. Iranian state television, which long has been controlled by hard-liners in the Islamic Republic, aired footage of women cheering and commentators even acknowledged their presence.
While Iran for years has considered letting women into soccer matches, the decision to allow them in Thursday came as part of intense pressure from FIFA, the world body governing the sport. Iran faced a potential ban if it didn’t allow women into the match.
That pressure has grown both with FIFA and Iran’s soccer-loving public since September, when an Iranian woman detained for dressing as a man to sneak into a soccer stadium to watch a match died after setting herself on fire upon learning she learned she could spend six months in prison.
The self-immolation death of 29-year-old Sahar Khodayari, who became known as the “Blue Girl” for her love of the Iranian team Esteghlal, shocked Iranian officials and the public, becoming an immediate hashtag trend across social media in the Islamic Republic.
Iran is the world’s last nation to bar women from soccer matches. Saudi Arabia recently began allowing women into soccer matches in the kingdom.
Hard-liners and traditional Shiite clerics, citing their own interpretation of Islamic law, believe in segregating men and women at public events, as well as keeping women out of men’s sports. They’ve maintained tight control on social mores in the times since the Islamic Revolution, which saw women required to cover their hair and also wear the black, all-encompassing chador while working in government jobs.
The effort to allow women back into stadiums has gone through fits and starts since the revolution. Iran even barred a woman from hold a sign for the country when it attends its first Summer Olympics in 1986 in South Korea. A group of Irish women received special permission to attend a qualifier between Iran and Ireland in Tehran in 2001.
In 2006, former hard-line President Mahmoud Ahmadinejad said he wanted women to attend matches to “improve soccer-watching manners and promote a healthy atmosphere.” However, Supreme Leader Ayatollah Ali Khamenei, who has final say on all matters of state, opposed the decision.
Then, last year, Iranian authorities allowed a select group of women into Azadi Stadium by invitation only to watch the Asian Champion League final.
Activist groups outside of Iran, however, remain suspicious of Tehran. Amnesty International called the decision “a cynical publicity stunt by the authorities intended to whitewash their image.”
“Instead of taking half-hearted steps to address their discriminatory treatment of women who want to watch football, the Iranian authorities should lift all restrictions on women attending football matches, including domestic league games, across the country,” said Philip Luther, Amnesty’s Middle East and North Africa research and advocacy director.
Still, many in Iran embraced the move, like shopkeeper Amir Ali Bagheri, who sold the nurse Pashaei a new Team Melli jersey ahead of the match.
“They (women) are so excited they are going to the stadium,” he said. “God willing, there will be freedom sooner so that they can attend all matches, not just the national team matches. That will be much better.”

ET Intelligence Group: Reliance Jio's move to pass the burden of interconnect usage charges (IUC) to its subscribers through the newly introduced top-up vouchers has stumped analysts, who might now struggle to compute the fair value of the telco that has upended India's sectoral leader-board in less than three years through record subscriber additions.Analysts want to know whether the move is to be construed as an indirect tariff increase, helping Jio gradually enhance the profitability dimension to the frenetic pace of growth it has achieved in less than three years. Some others believe the measure might be aimed at pressuring the regulator to abolish IUC by its original deadline of December 2019.The Street has so far been building the case of an increase in Jio's tariffs in the next two years after it reached a subscriber market share of 45%. The telecom venture already accounts for about a fourth of the total enterprise value at Reliance Industries, India's biggest company by market value. 71532370 Jio has attracted a record subscriber base in the shortest span of time due to two factors: Simplicity in the pricing of its tariffs, and reasonable discount on tariffs compared with peers.Some analysts believe subscribers may find it difficult to assess the benefits of a top-up voucher, and the effective bundled payments could narrow Jio's tariff differential with peers.Based on the effective increase in tariffs after the introduction of top-up vouchers, Jio's 84-day plan could be on a par with those of Bharti Airtel and Vodafone Idea.At present, Jio is 13% less expensive, and is a clear value leader.To be sure, the top-up voucher may lift average revenue per user (ARPU) by .`15-19. Some analysts believe that this could be an ideal opportunity for Jio to gain subscriber market share by highlighting zero IUC for users of its own network. Jio is a net payer of IUC as 64% calls are outgoing, while for Bharti and Vodafone, these figures are at 45% and 41%, respectively.Jio carried 271 billion off-out minutes in the first quarter of FY20 and six paise per minute would add incremental gross revenue of Rs 1,790 crore and net revenue of Rs 1,070 crore, according to Kotak Institutional Equities.Jio's move could ease competitive intensity in the telecom sector, raising expectations of the 'rule of three' in the space.
Mumbai: Minority stakes in Indian companies, purchased by several offshore funds through the foreign direct investment (FDI) route, now face uncertainty after the capital markets regulator put a 10 per cent minimum ownership threshold to classify equity holdings below that level as portfolio investments.The change in classification by the Securities and Exchange Board of India (Sebi) will now require the affected overseas funds and private equity companies, which have already made such investments as FDI, to compulsorily secure licences as foreign portfolio investors (FPI). Obtaining such a licence increases their compliance and regulatory burden. By contrast, FDI investments don't need any licence.Although estimates vary, market participants believe that about 10-15 per cent of annual FDI inflows would need reclassification under the new rules that took effect late last month.In FY19, inflows through the FDI route amounted to $62 billion, central bank data showed.Earlier, classification of an investment was determined by the route through which the investment was made. With the change in rules, if a foreign fund buys less than 10 per cent stake in a company, such an investment will be considered FPI regardless of the route chosen. Conversely, if the ownership of an FPI in a company crosses 10 per cent, such an investment would be considered FDI.A global custodian told ET that if the FPI licence is compulsory for foreign funds owning less than 10 per cent, it could create more problems. "Under the FPI regime, an entity is not allowed to hold unlisted shares, while a large portion of FDI investments are in the unlisted space," the custodian official said, on the condition of anonymity.71532709 The Reserve Bank of India, which regulates the FDI space, has also said that classification is more a function of ownership threshold than the purchase route used to own the stock."FDI and FPI are agnostic from the point of view of the schedule under which investment has been made. It is the percentage which defines whether it is direct or portfolio investment," RBI said in a note on its website.So, overseas private equity firms are now being advised to obtain an FPI licence from Sebi to continue holding less than 10 per cent in local assets. Furthermore, FPIs are subject to higher disclosures, including know-your-customer (KYC) documentation for a fund's key management officials."We have already made representations to both Sebi and RBI seeking clarity on the issue since it would be unfair on several private equity investors," said the legal advisor of a leading PE fund. "The classification of an investment should be based on the purpose of such investment rather than how much stake is being bought."FDI and FPI routes are used by foreign funds for entirely different purposes. Investments through the FDI route are strategic in nature, and meant for the long term. Several FDI investors also get a say in the management of the investee company, including board seats.By contrast, portfolio investments are short-term in nature, with investors having the liberty to buy or sell stock on the bourses. Also, FPIs are allowed to invest only in listed securities, while FDI investments can be made even in unlisted assets."The change appears to be an unintended consequence of the new FPI and FDI classification," said Rajesh Gandhi, partner, Deloitte. "This would have other implications such as the need to open a local Indian bank account and get separate KYC as an FPI investor, and obtaining a licence from a custodian — all of which are otherwise not required for investing under the FDI route."To be sure, experts believe some of the FPI investors, too, will be affected. Sebi has said that if the holding of an FPI group exceeds 10 per cent of the total equity of a company, an FPI has to cut the excess stake within five working days, and failure to do so will lead to the investment being classified as FDI."The way exchange control regulations are worded, any fresh investment amounting to less than 10 per cent of equity in an Indian company would be required to be carried out through the FPI route," said Tejesh Chitlangi, partner, IC Universal Legal.

The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has issued a show-cause notice to 22 builders and have threatened to impose fine of Rs 371 lakh for not following order of giving possession on the given date. UP RERA has identified 397 projects in the NCR region of several promoters where the compliance of the court orders regarding possession are not being followed. "These promoters have missed their deadlines to give possession to the complainants as stated in their affidavit in the Court. In the first phase, 22 projects have been identified and called for a meeting with Secretary UPRERA on 23rd October, 2019 at Greater Noida Regional Office," a RERA official said. The promoters have been issued a show cause notice asking the reasons of non-compliance of the court order and to submit reply to the Authority. Under Section 63 of the RERA Act, if the replies are deemed to be inappropriate then penalty of 5 percent of the total project cost will be levied on them.
NEW DELHI: Crisis-ridden Bharat Sanchar Nigam Ltd (BSNL) on Thursday asserted that a plan for revival of the state-owned company is under active consideration of the government. The plan entails giving suitable package comprising components like voluntary retirement scheme (VRS) and 4G spectrum and allowing monetisation of assets available with BSNL, the company said. "...it is clarified that there is a plan under active consideration for revival of BSNL by Government of India by giving suitable package in terms of VRS/4G spectrum and allowing monetisation of assets available with BSNL," it said in a statement. BSNL said it has served the nation especially during difficult times of natural calamities, and provides affordable services throughout India even at remote corners. "We shall continue to do so in future," it added. Distressed telecom firms Mahanagar Telephone Nigam Ltd (MTNL) and BSNL have been incurring losses and have been facing problems in clearing staff salaries in the recent past. BSNL's loss is estimated to be around Rs 14,000 crore with a decline in revenue to Rs 19,308 crore during 2018-19. The public sector firm's provisional loss was Rs 4,859 crore in 2015-16, Rs 4,793 crore in 2016-17, Rs 7,993 crore in 2017-18 and is estimated to swell to Rs 14,202 crore in 2018-19, according to information presented in Parliament. The number of employees in BSNL stood at about 1,65,179.
The US Food and Drug Administration officials who inspected a manufacturing facility of Aurobindo Pharma have observed that several documents, provided during the inspection, were incomplete or inaccurate or potentially misleading.Aurobindo, on October 7 said it received seven observations from the US health regulator for its unit-7 formulation plant in Telangana. "The responsibilities and procedures applicable to the quality control unit are not fully followed Several lists of documents requested were either provided as incomplete, inaccurate and or explained with potentially misleading statements through out the inspection," the FDA inspection report said in one of the observations."The corporate quality personnel who answered our questions were later found not to have undergone training on the apparent results investigation SOP," it said. Equipment and utensils are not cleaned at appropriate intervals to prevent contamination that would alter the safety, identity, strength, quality or purity of the drug product, it's report further said.Reacting to the FDA observations, Aurobindo Pharma had earlier said, "The inspection ended with 7 observations. We believe none of the observations are related to data integrity. The Company is confident of addressing these issues within the stipulated timeline." The FDA conducted a cGMP (Current Good Manufacturing Practices) inspection at the Unit 7 manufacturing facility from September 19-27 this year.The FDA recently issued a warning letter to Aurobindo Pharma's Unit X1 (Active Pharmaceutical Ingredients (API) in Srikakulam District of Andhra Pradesh for deviations from CGMP. Aurobindo shares closed at Rs 465.15 piece on BSE down 1.93 per cent.
Indian retail inflation probably reached a 12-month high in September, but still leaving room for further interest rate cuts because it's expected to remain below the Reserve Bank of India's target, according to a Reuters poll. An extended monsoon has delayed harvests and interrupted the supplies of vegetables like onions, a key ingredient in Indian kitchens. That probably pushed retail inflation higher last month; food prices account for over half the inflation basket. Any previous sharp rise in onion prices has been painful for Indian policymakers. To keep that price surge from spiraling out of control, as it did a few years ago, the government has banned onion exports. The Oct. 4-9 poll of over 40 economists predicted India's annual consumer inflation rose to 3.7 per cent in September, its highest in a year. Forecasts ranged from 3.10 per cent to 3.92 per cent. Only two economists expected inflation to be lower than August's 3.21 per cent. If the consensus is right, inflation will come in below the RBI's medium-term target for 14 months in a row. The inflation data are due on Oct. 14. "Headline consumer price inflation likely jumped in September on the back of a surge in onion prices. But that will hardly bring tears to the eyes of the RBI, as it is likely to have stayed below the 4.0 per cent target," said Shilan Shah, senior India economist at Capital Economics. "Another rate cut in December seems likely." Subdued inflation and an economic slowdown have allowed the RBI to cut interest rates by a total of 135 basis points this year, including a 25-basis-point cut last week, making it the most aggressive central bank in Asia. Economists in a separate Reuters poll said the central bank was not yet done with rate cuts. "The RBI has been quite vocal about the fact that they would continue to support growth and they have left the door open for more policy cuts," Sakshi Gupta, senior India economist at HDFC Bank.
LONDON: A deeper cut in oil supplies is among options for OPEC and its allies to consider in December, its secretary general said on Thursday as the producer group's forecasts pointed to slower global growth and lower demand next year.OPEC, Russia and other producers, an alliance known as OPEC+, have since January implemented a deal to cut oil output by 1.2 million barrels per day to support the market. The pact runs to March 2020 and the producers meet to set policy on Dec. 5-6."The conference will take appropriate, strong, positive decisions that will set us on the path of heightened and sustained stability for 2020," Mohammad Barkindo told reporters at a briefing in London."All options are open," he said, when asked about the prospect of a deeper oil supply cut.Oil prices have failed to gain a lasting boost from supply disruptions this year, including the attack last month on Saudi Arabian oil installations that briefly shut down more than half of production in the world's top exporter.Brent crude was trading near $58 a barrel, down from a 2019 high near $75 in April. Concern about weaker economies and demand due to uncertainties such as Brexit and the U.S.-China trade dispute have overshadowed lower supply.While the last meetings of the Organization of the Petroleum Exporting Countries and its allies in July decided on supply for the next nine months, the next meeting in Vienna will likely take a longer view."As we approach December, we will be faced with real data for 2020 which will enable us to probably review the current arrangement and come up with a decision that probably will cover the whole of the year," Barkindo said.OPEC separately released its October monthly oil market report on Thursday in which it trimmed its forecast for world economic growth in 2020 to 3% from 3.1%, saying "it seems increasingly likely that the slowing growth momentum in the U.S. will carry over to 2020".Barkindo, speaking to reporters on the sidelines of the annual Oil & Money conference, sounded a more upbeat tone, saying data on 2020 was preliminary and could surprise to the upside.LOWER 2020 DEMANDIn a forecast that could press the case for further supply restraint in 2020, OPEC continues to see a drop in demand for OPEC crude next year due to higher supply from rivals such as the United States.Global demand for OPEC crude will average 29.6 million bpd, OPEC said in the report, a drop of 1.2 million bpd from 2019. Should OPEC keep pumping at August's rate - the level before the Saudi attacks - that implies a surplus of about 200,000 bpd.OPEC said that in September the group's production was 1.32 million bpd lower month-on-month at 28.49 million bpd, largely due to the Saudi attacks.Saudi Arabia has stressed that it restored output quickly, but told OPEC that its production in September fell by 660,000 bpd from August to 9.13 million bpd.Secondary sources that OPEC uses to monitor its output said Saudi production was even lower, falling by 1.28 million bpd to 8.56 million bpd.OPEC left unchanged its 2020 forecast that global oil demand would grow in 2020 by 1.08 million bpd.Supply from non-OPEC producers will expand by a much faster 2.2 million bpd even after a downward revision in Thursday's report, keeping up the pressure on OPEC and its allies to avoid a larger surplus next year.
