Facebook has officially launched Facebook Dating in the United States.

Tehran increases pressure on European signatories to the historic 2015 nuclear pact before weekend deadline.
Iranian officials ratcheted up pressure before a weekend deadline for European nations to come up with a solution for Iran to sell its oil abroad after the United States withdrew from a 2015 nuclear deal and reimposed devastating sanctions.
President Hassan Rouhani threatened on Wednesday to take additional steps and accelerate its nuclear activities if Europe fails to provide a solution by Friday.
"Iran's third step is of an extraordinarily significant nature," Rouhani said, without detailing what that would entail, adding a "decree will be announced today or tomorrow".
Former Vice President Joe Biden appeared to have a blood vessel burst in his left eye while participating in CNN's town hall on climate change.
A broken blood vessel in the eye, also known as a subconjuctival hemorrhage, can be caused by several things, including high blood pressure, bleeding disorders, blood thinners, or even excessive straining.

The Adrian Darya 1, the Iranian oil tanker that the U.S. has pursued for several days, is now fewer than 10 nautical miles from the shores of Syria, intelligence sources tell Fox News.
The captain of the vessel, Akhilesh Kumar, has been refusing to cooperate with a planned oil delivery and has asked to be dismissed or replaced, the sources added.
The ship, formerly known as the Grace 1, turned off its tracking systems as it sailed toward Syria on Monday afternoon.
By entering Syrian waters, the vessel was defying a commitment to the United Kingdom that allowed its release after it was detained in the Strait of Gibraltar.
According to report, Canada would receive 100,000 Palestinians from Lebanon and Syria and Spain would receive 16,000 Palestinians from Lebanon, alongside similar agreements with Belgium and France.
Canada denied a report in the Lebanon-based newspaper Al Akhbar on Wednesday according to which the country has reached an understanding with the United States that it will receive 100,000 Palestinians (40,000 from Lebanon and another 60,000 from Syria).
The Lebanese paper quoted a source in a Palestinian faction. The paper claimed that there is a further understanding with Spain to receive 16,000 Palestinians from Lebanon, alongside similar agreements with Belgium and France. The understandings would lead to the reduction of the cost of migration from $12,000 to $7,000 per person.

Jeremy Corbyn denied voters the chance to decide on Brexit tonight after ordering his MPs to block Boris Johnson's call for a snap election.
A clearly frustrated PM ridiculed the stance taken by Corbyn - who did not even bother to be present for the declaration of the result - taunting that he was the first Opposition leader 'in history' to turn down the opportunity of a poll.
But crucially, Mr Johnson did not give any indication of how he might now try to extricate himself from the impasse.
Turkish President Recep Tayyip Erdoğan on Wednesday blasted renegades from his ruling Justice and Development Party (AKP) and expressed his frustration over what he said was a denial of nuclear warheads possessed by other nations.
"They say we can't have nuclear tipped missiles though some have them. This, I can't accept," said Erdoğan.
Turkey signed the Nuclear Nonproliferation Treaty in 1980, and has also signed the 1996 Comprehensive Nuclear-Test-Ban Treaty, which bans all nuclear detonations for any purpose.
Pointing out that Turkey had been denied weapons deals by allied nations, the Turkish president said that this had led to the country producing its own weaponry.
"We asked for smart bombs from (U.S. President Barack) Obama, told him we needed them, but they didn't give them to us. We've asked (Obama's successor Donald) Trump as well, but nothing's come of it. So we're making them ourselves," Erdoğan said.

San Francisco's legislative body has challenged other American cities and states to follow its lead and formally condemn the National Rifle Association (NRA).
The Californian city's board of supervisors passed a resolution on Tuesday officially labeling the gun rights' group a domestic terrorist organization.
District 2 Supervisor Catherine Stefani, whose district includes the Marina and Presidio, wrote the declaration stating that the NRA "spreads propaganda that misinforms and aims to deceive the public about the dangers of gun violence."
It said the NRA "musters its considerable wealth and organizational strength to promote gun ownership and incite gun owners to acts of violence."

KABUL (Reuters) - The Afghan government has concerns about the draft peace agreement reached between U.S. and Taliban negotiators and wants further clarification, President Ashraf Ghani's main spokesman said on Wednesday.
The deal, which would see around 5,000 U.S. troops withdrawn and five bases closed in exchange for guarantees that Afghanistan would not be used as a base for militant attacks on America, was presented to Ghani this week by the special U.S. envoy for peace in Afghanistan, Zalmay Khalilzad.
However, with the Taliban stepping up attacks in the capital Kabul and provincial centers across the country, the agreement has faced scepticism from several sides, including a number of former U.S. officials and politicians.

The Trump administration views a French proposal to extend a $15 billion credit line to Iran with some skepticism, U.S. officials said on Wednesday, adding that they had not seen any concrete proposal that would be in keeping with U.S. sanctions on Tehran.
"We are pretty skeptical of this," a senior administration official told reporters during a conference call.
France has floated the idea of offering Iran about $15 billion in credit lines until the end of this year if Tehran comes fully back into compliance with its 2015 nuclear deal, according to Western and Iranian sources.
Such a move would require approval by the United States, which under U.S. President Donald Trump pulled out of the pact and has since sought to pursue a "maximum pressure" campaign against Iran.

The Trump administration is offering a reward of up to $15 million for information that can help disrupt the financial apparatus of Iran's Islamic Revolutionary Guards Corps (IRGC).
The State Department through its Rewards for Justice program is offering the funds for information on the revenue sources of the military unit, which the Trump administration sanctioned as a foreign terrorist organization in April, according to details obtained by The Hill. This includes information on the financial sources of the IRGC-Qods Force.
The administration is also seeking information on illicit oil-for-money schemes by the group; entities or individuals assisting it in evading U.S. or international sanctions; financial institutions working with the Revolutionary Guard and other topics related to the financial mechanisms of the Iranian military unit.
The State Department announced the reward at a briefing late Wednesday morning.

Saad Hariri vows to accelerate financial reforms following four-hour meeting with top Lebanese officials
Lebanese officials declared a state of economic emergency on Monday, vowing to speed up public finance reforms in an acknowledgement of the financial situation afflicting the country.
"This difficult economic situation requires us taking speedy measures such as finishing the budget on time and reducing the deficit," Prime Minister Saad Hariri told reporters after a four-hour meeting called by Michel Aoun, Lebanon's president, to discuss the country's economic crisis.
The meeting, attended by parliament speaker Nabih Berri, cabinet ministers, lawmakers and leaders of political parties, ended with an agreement on the outline of a plan to steer Lebanon in a more sustainable direction.

Almost two years after the U.S. Navy's costliest warship was first hobbled by manufacturing defects with its propulsion system, the two companies at the center of the breakdown are haggling over who will have to pay back taxpayers for fixing the problem.
Aircraft carrier-builder Huntington Ingalls Industries Inc. and subcontractor General Electric Co. are in talks over who will pay the Navy for fixes it made on the propulsion system of the troubled $13 billion USS Gerald R. Ford. The service last month declared the system finally fixed, though the carrier still has a number of other shortfalls.
Those talks are sensitive enough that the Navy won't comment publicly on how much taxpayers have spent so far fixing the issue. "Publishing interim cost information could jeopardize the pending negotiations," Captain Danny Hernandez, a Navy spokesman, said in an email, declining to comment further.

WASHINGTON — The U.S. Air Force's top civilian hinted the service will make major cuts to certain legacy programs — and potentially retire entire aircraft inventories — to further invest in advanced technology for combating future threats.
Acting Air Force Secretary Matt Donovan said the service is following the lead of Defense Secretary Mark Esper, who said he is open to divesting legacy capabilities and has directed a Defense Department-wide review aimed at reshaping the fiscal 2021 budget.
"His guidance states that 'no reform is too small, too bold or too controversial to be considered,' " Donovan said in a keynote speech at the third annual Defense News Conference.
Deterring and/or defeating aggression by China's military has become a top priority of U.S. defense strategy. Due to China's geographical circumstances, Pentagon planners assume that any outward thrust of the People's Liberation Army, Navy and Air Force would occur in the east, presumably using maritime routes. So it is there that America and its allies intend to block aggression—starting at the first island chain off the eastern coast that includes Japan, Taiwan and the Philippines.
The United States has diverse means for countering China's military forces. Air Force assets based as far away as Guam could be brought to bear against a Chinese threat, as could Army units deployed to the island chain with long-range missiles, and various naval assets in the U.S. Pacific Fleet. Washington's ideas about the best mix and application of friendly forces in the region are constantly evolving.

The People's Liberation Army Air Force for the first time showcased seven J-20 stealth fighter jets, the largest J-20 formation ever publicly shown, on Tuesday, leading experts to say China's military is already operating a considerable number of J-20s, which could achieve regional aerial superiority and destroy the enemy's strategic facilities deep in hostile territory.
In a video released by the PLA Air Force on social media, which was also the 74th anniversary of the victory in the War of Resistance against Japanese Aggression (1931-45), as many as seven J-20s can be seen flying in formation, Global Times reported.
The number of J-20s flying in formation has gradually increased from two to five, and now seven, since China's most advanced fighter jet made its first public appearance at Airshow China in Zhuhai, South China's Guangdong Province, which was held in November 2016.

(FREEPORT, Bahamas) — The ground crunched under Greg Alem’s feet on Wednesday as he walked over the ruins of his home, laid waste by Hurricane Dorian. He touched a splintered beam of wood and pointed to the fallen trees, overcome by memories.
“We planted those trees ourselves. Everything has a memory, you know,” he said. “It’s so, so sad. … In the Bible there is a person called Job, and I feel like Job right now. He’s lost everything, but his faith kept him strong.”
The devastation wrought by Dorian — and the terror it inflicted during its day-and-a-half mauling of the Bahamas — came into focus Wednesday as the passing of the storm revealed a muddy, debris-strewn landscape of smashed and flooded-out homes on Abaco and Grand Bahama islands. The official death toll from the strongest hurricane on record ever to hit the country jumped to 20, and there was little doubt it would climb higher.
With a now-distant Dorian pushing its way up the Southeastern U.S. coast, menacing Georgia and the Carolinas, many people living in the Bahamas were in shock as they slowly came out of shelters and checked on their homes.
In one community, George Bolter stood in the bright sunshine and surveyed the ruins of what was once his home. He picked at the debris, trying to find something, anything, salvageable. A couple of walls were the only thing left.
“I have lost everything,” he said. “I have lost all my baby’s clothes, my son’s clothes. We have nowhere to stay, nowhere to live. Everything is gone.”
The Bahamian government sent hundreds of police officers and marines into the stricken islands, along with doctors, nurses and other health care workers, in an effort to reach drenched and stunned victims and take the full measure of the disaster.
“There are many in Grand Bahama who are suffering,” Prime Minister Hubert Minnis said at a news conference. “We know there are many Bahamians that are in need of help. I want to assure you that more help is on the way.”
He thanked the international community for its response, especially the U.S. government for what he called their “exceptional assistance.”
The U.S. Coast Guard, Britain’s Royal Navy and relief organizations including the United Nations and the Red Cross joined the burgeoning effort to rush food and medicine to survivors and lift the most desperate people to safety by helicopter. The U.S. government also dispatched urban search-and-rescue teams.
Londa Sawyer stepped off a helicopter in Nassau, the capital, with her two children and two dogs after being rescued from Marsh Harbor in the Abaco islands.
“I’m just thankful I’m alive,” she said. “The Lord saved me.”
Sawyer said that her home was completely flooded and that she and her family fled to a friend’s home, where the water came up to the second floor and carried them up to within a few feet of the roof. She said she and her children and the dogs were floating on a mattress for about half an hour until the water began receding.
Sandra Cooke, who lives in Nassau, said her sister-in-law was trapped under her roof for 17 hours in the Abaco islands and wrapped herself in a shower curtain as she waited.
“The dog laid on top of her to keep her warm until the neighbors could come to help,” she said. “All of my family lives in Marsh Harbor, and everybody lost everything. Not one of them have a home to live anymore.”
The storm pounded the Bahamas with Category 5 winds up to 185 mph (295 kph) and torrential rains, swamping neighborhoods in brown floodwaters and destroying or severely damaging, by one estimate, nearly half the homes in Abaco and Grand Bahama, which have 70,000 residents and are known for their marinas, golf courses and all-inclusive resorts.
Bahamian Health Minister Duane Sands said 17 of the dead were from the Abaco islands and three from Grand Bahama. He said he could not release further details because the government still had to contact family members.
Some people in the Abaco islands complained that they had not seen any aid except for medical supplies for the main hospital, where hundreds of people were temporarily living as they awaited help.
By late Wednesday, Dorian has crept back up to Category 3 force with 115 mph (185 kph) winds and was pushing toward a brush with the Carolinas — with a direct hit on the outer banks possible. An estimated 3 million people in Florida, Georgia and North and South Carolina had been warned to clear out, and highways leading inland were turned into one-way evacuation routes.
At 11 p.m. EDT, Dorian was centered about 105 miles (170 kilometers) south of Charleston, South Carolina, moving north at 7 mph (11 kph). Hurricane-force winds extended outward up to 60 miles (100 kilometers) from its center.
Forecasters said there was the danger of life-threatening floods as storm surge moves inland from the coastline, as well as the potential for over a foot of rain in some spots.
“Hurricane Dorian has its sights set on North Carolina,” Gov. Roy Cooper said. “We will be ready.”
As the threat to Florida eased and the danger shifted farther up the coast, Orlando’s airport reopened, along with Walt Disney World and Universal. To the north, ships at the big Norfolk, Virginia, naval base were ordered to head out to sea for safety, and warplanes at Langley Air Force Base in Virginia were sent inland.
The U.S. mainland recorded its first death in connection with the hurricane, that of an 85-year-old man in North Carolina who fell off a ladder while preparing his home for the storm. Dorian was also blamed for one death in Puerto Rico.
On Tybee Island, Georgia, Debbie and Tony Pagan stacked their beds and couches atop other furniture and covered their doors with plastic wrap and sandbags before evacuating. Their home flooded during both Hurricane Matthew in 2016 and Irma in 2017.
“It’s a terrible way to live,” Debbie Pagan said. “We have the whole month of September and October to go. How would you like to be living on pins and needles?”
Another Tybee islander, Sandy Cason, said: “The uncertainty and the unknown are the worst part. Just not knowing what’s going to be here when you get back.”
Along King Street in historic Charleston, South Carolina, dozens of shops and restaurants typically bustling with tourists were boarded up, plywood and corrugated metal over windows and doors, as the flood-prone downtown area braced for high water.
Mark Russell, an Army veteran who has lived in South Carolina much of his life, went to a hurricane shelter right away. As for those who hesitated to do so, he said: “If they go through it one time, maybe they’ll understand.”

LONDON (AP) — Prime Minister Boris Johnson looked for new ways Thursday to bring about a national election, after rebellious British lawmakers rejected his call to trigger a snap poll and moved to block his plan to leave the European Union next month without a divorce deal.
Johnson’s office said he will seek the public’s support for his bid to hold a general election in coming weeks. Downing Street says Johnson plans to speak directly to the people Thursday, but details of a planned speech or rally were not immediately released.
Johnson’s failure on Wednesday to secure a quick ballot was the embattled leader’s third Parliamentary defeat in two days. It was also evidence that scarcely six weeks after taking office with a vow to break Britain’s Brexit deadlock — which ensnared and eventually brought down his predecessor, Theresa May — Johnson’s plans to lead the U.K. out of the EU are in crisis.
Events have spiraled out of his control. He leads a government with no majority in Parliament and an election that could change that fact may be beyond his reach.
The latest setback for Johnson came Wednesday evening after he called for a national election on Oct. 15, saying it was the only way out of Britain’s Brexit impasse after lawmakers moved to block his plan to leave the European Union next month without a divorce deal.
But Parliament turned down his motion and the prime minister indicated he would try again, saying an election was the only way forward for the country and urging opposition lawmakers to “reflect overnight and in the course of the next few days.”
Johnson’s office reiterated Thursday that the prime minister will not seek another Brexit delay from Brussels that would take the United Kingdom’s departure past the current Oct. 31 deadline. He says Labour Party leader Jeremy Corbyn’s refusal to endorse an election is a “cowardly insult to democracy.”
Johnson insists Britain must leave the bloc on the scheduled date of Oct. 31, with or without a divorce deal, but many lawmakers — including several from Johnson’s Conservative Party — are determined to thwart him. Shortly before lawmakers rebuffed the call for a new election, the House of Commons approved an opposition bill designed to halt a no-deal Brexit.
Johnson accused the opposition of trying to “overturn the biggest democratic vote in our history,” referring to the outcome of the 2016 referendum to leave the EU.
His solution, a risky one, is an election that could shake up Parliament and produce a less obstructive crop of lawmakers. But opinion polls do not point to a certain majority for Johnson’s Conservatives. Opposition parties, deeply mistrustful of the prime minister, refused to back a new election until the anti-no deal bill becomes law.
“Let the bill pass and have Royal Assent and then we can have a general election,” Labour Party leader Jeremy Corbyn said.
Johnson needed the support of two-thirds of the 650 lawmakers in the House of Commons to trigger an election — a total of 434 — but got just 298, with 56 voting no and the rest abstaining.
The maneuvers are part of a head-on showdown between Johnson’s Brexit-at-all-costs administration and a Parliament worried about the economic and social damage that could be wrought by a messy divorce.
Opposition lawmakers, supported by rebels in Johnson’s Conservative Party, warn that crashing out of the bloc without a divorce agreement would cause irreparable economic harm.
Amid the parliamentary turmoil the upper chamber, the House of Lords, voted early Thursday to push through the no-deal bill so that it can pass into law before Parliament is suspended next week.
The bill’s supporters had feared its opponents in the Lords could try to stop it by filibustering. But in a session that lasted until 1.30 a.m. in London, peers agreed to return the bill to the Commons on Monday for any amendments before passing into law.
“There is very little time left,” said Labour Party lawmaker Hilary Benn as he introduced the opposition bill. “The purpose of the bill is very simple: to ensure that the United Kingdom does not leave the European Union on the 31st of October without an agreement.”
The bill would require the government to ask the EU to delay Brexit until Jan. 31, 2020, if it can’t secure a deal with the bloc by late October.
The lawmakers hope to pass the bill into law — a process that can take months — by the end of the week, because Johnson plans to suspend Parliament at some point next week until Oct. 14.
Johnson became prime minister in July by promising to lead Britain out of the EU, breaking the impasse that has paralyzed the country’s politics since voters decided in June 2016 to leave the bloc. But he is caught between the EU, which refuses to renegotiate the deal it stuck with May, and a majority of British lawmakers opposed to leaving without an agreement. Most economists say a no-deal Brexit would cause severe economic disruption and plunge the U.K. into recession.
Johnson insisted Wednesday that talks with the EU on a revised deal were “making substantial progress.”
But the bloc says the U.K. has not submitted any substantial new proposals. European Commission spokeswoman Mina Andreeva said “there is nothing new” from London.
Johnson, who was a leader of the 2016 campaign to leave the EU, has long said that his enthusiasm and energy for Brexit will allow him to succeed in leaving the EU where May had failed, leading to her resignation.
But he was humiliated Tuesday — the first day of Parliament’s autumn term — by losing his first Commons vote as prime minister when lawmakers passed a motion 328-301 that enabled their push for a law stopping a no-deal Brexit. His government lost its working majority as one Conservative lawmaker defected to the opposition, and more than 20 Tory legislators sided with the opposition on the vote.
Johnson responded with swift vengeance, expelling the rebels from the Conservatives in Parliament, leaving them as independent lawmakers. Among those bounced out were former International Development Secretary Rory Stewart; Kenneth Clarke, a former treasury chief and the longest-serving member of the House of Commons; and Nicholas Soames, the grandson of Johnson hero Winston Churchill.
But the beleaguered U.K. leader got a boost Wednesday when a Scottish court refused to intervene in his decision to suspend Parliament, ruling it was a matter for lawmakers to decide, not the courts.
The case was only the first of several challenges to Johnson’s maneuver, however.
Transparency campaigner Gina Miller, who won a ruling in the Supreme Court in 2017 that stopped the government from triggering the countdown to Brexit without a vote in Parliament, has another legal challenge in the works — set to be heard Thursday. A human rights campaigner has sued in Northern Ireland, arguing that the historic Good Friday peace accord is in jeopardy because of Johnson’s actions.

(KABUL, Afghanistan) — A Taliban suicide car bomb rocked Kabul on Thursday, killing at least 10 civilians in a diplomatic area that also includes the U.S. Embassy — the second such attack this week that underscored Afghan government warnings that a preliminary U.S.-Taliban deal on ending America’s longest war was moving dangerously quickly.
Interior Ministry spokesman Nasrat Rahimi said another 42 people were wounded and 12 vehicles destroyed.
The Taliban said they targeted vehicles of “foreigners” as they tried to enter the heavily guarded Shashdarak area where Afghan national security authorities have offices. The NATO Resolute Support mission is nearby, and British soldiers were at the scene retrieving what appeared to be the remains of a NATO vehicle.
Neither the NATO mission nor the British high commission immediately commented on the bombing.
Footage widely shared on social media showed the suicide bomber’s vehicle turning into the checkpoint and exploding — and a passer-by trying to sprint away just seconds before.
Once again, stunned civilians were the victims.
“I don’t know who brought us to the hospital and how,” said one of the wounded, Nezamuddin Khan, who was knocked unconscious and woke up in a local hospital.
The explosion follows a Taliban attack targeting a foreign compound late Monday that killed at least 16 people and wounded more than 100, almost all of them local civilians. An Associated Press reporter on the phone with the U.S. Embassy when Thursday’s blast occurred heard sirens begin blaring there.
U.S. envoy Zalmay Khalilzad has been in Kabul this week briefing the Afghan president and others on the U.S.-Taliban deal to end nearly 18 years of fighting that he says only needs President Donald Trump’s approval to become a reality.
But the Afghan government has raised serious concerns, including in new comments delivered Thursday as the latest attack occurred. The agreement was moving with “excessive speed,” presidential adviser Waheed Omer told reporters, warning that difficult days were ahead.
“Afghans have been bitten by this snake before,” Omer said, recalling past deals from which, like now, the Afghan government has been sidelined. “Where there is no feeling of ownership there is no safety,” he said, though he emphasized that the government still sees the peace process as an opportunity.
The Taliban, at their strongest since their 2001 defeat by a U.S.-led invasion, have refused to negotiate with the government, calling it a U.S. puppet.
The Afghan government on Wednesday said it shares the concerns raised by several former U.S. ambassadors to Afghanistan, who warned that a full U.S. troop withdrawal that moves too quickly and without requiring the Taliban to meet certain conditions, such as reducing violence, could lead to “total civil war.”
Khalilzad has said 5,000 U.S. troops would withdraw from five bases in Afghanistan within 135 days of a final deal. Between 14,000 and 13,000 troops are currently in the country.
The Taliban want all of the approximately 20,000 U.S. and NATO troops out of Afghanistan immediately, while the U.S. seeks a withdrawal in phases that would depend on the Taliban meeting certain conditions such as a reduction in violence.
The U.S. also seeks Taliban guarantees that they will not allow Afghanistan to become a haven from which extremist groups such as al-Qaida and the local affiliate of the Islamic State group can launch global attacks.
The deal is meant to be followed quickly by intra-Afghan talks that the U.S. would like to see begin ahead of Afghanistan’s presidential election on Sept. 28.
Afghan President Ashraf Ghani, who has been shown the U.S.-Taliban deal but not allowed to keep a copy, has insisted that the election must not be delayed. He seeks a second term and what he calls a strong mandate to negotiate with the militant group on the country’s political future. He has rejected talk of an interim government, an idea that has gained such traction in Kabul that many other presidential candidates have barely campaigned.
Ghani’s adviser, Omer, acknowledged on Thursday the risks of holding another chaotic election after the presidential one in 2014 and last year’s parliamentary vote. He said the election must happen on time but said a vote that is not transparent will “cause challenges.”
Hong Kong’s embattled top official, Chief Executive Carrie Lam, has stuck to her approach to ending Hong Kong’s political crisis, despite the poor reception shown to her announcement yesterday that she was formally withdrawing a divisive extradition bill.
Appearing stiff and formal at a press conference Thursday morning, Lam largely repeated the plan outlined a day before, when she said that aside from withdrawing the bill she would support the work of the territory’s Independent Police Complaints Council (IPCC) in looking into allegations of police brutality, as well as “start a direct dialogue” with “people from all walks of life,” inviting “community leaders, professionals and academics to advise the government” on policy.
“After more than two months of social unrest,” she said, “it is obvious to many of us that discontent in society extends far beyond the bill—to housing and land supply, income distribution, social justice and mobility, and opportunities for the young, and how the public can be fully engaged in the government’s decision making.”
But her initiatives fall far short of the key demands of Hong Kong’s democracy movement, which include universal suffrage, exoneration for the 1,140 protesters arrested so far during the unrest, and a Commission of Inquiry into how the police have handled the protests, instead of referring the matter to the IPCC, which protesters say is dominated by pro-establishment figures. The IPCC also lacks the legal power to summon witnesses.
Speaking to TIME after Lam’s press conference, prominent campaigner Joshua Wong said “The cause of Hong Kong people to get free elections will never stop” and added that the Hong Kong government would “never” be “the decision maker” when it came to initiating dialogue.
Willy Lam (no relation), adjunct professor at the Chinese University of Hong Kong’s Center for China Studies, told TIME that “The possibility of a dialogue happening is very low indeed. Most of the protesters, particularly the radical fringe, consist of university and high school students and this group has made it known they have no interest in speaking to Carrie Lam.”
He added: “If she had made the announcement [of the bill’s withdrawal] say two months ago, it would have helped to appease the public, but now the goalposts have moved, and the public is demanding some concrete, democratic development.”
Conservative politician Michael Tien said that the bill’s withdrawal “may not be able to put the unrest away, to a level under control.” He told TIME: “I think they need to think about the issue of the Commission of Inquiry. In the last two months, things have taken a turn. The priority of the Commission of Inquiry is higher.”
Democratic legislator Au Nok-hin agreed. “I think an independent investigative body [into the police] and the nomination of a neutral person to chair such a committee would be crucial … If the police can’t be trusted, it will be very difficult for them to execute the law in the future.”
The bill that sparked the Hong Kong protests would have allowed, for the first time, the extradition of fugitives to mainland China. Critics of the measure feared that Beijing would use its provisions to round up dissidents in the semi-autonomous territory, which was retroceded to China in 1997 after 156 years as a British colony. Opposition to the bill quickly escalated into a campaign for full political freedom for Hong Kong, whose 7.2 million inhabitants are linguistically and culturally distinct from mainland Chinese.
Lam’s withdrawal of the bill yesterday was intended as a major concession to the movement, but has instead provoked anger and scorn—uniting activists, academics and even pro-government politicians in agreement that it was insufficient.
“She finally bowed to demands by saying that she has irrevocably withdrawn the bill,” Professor Lam said, “but it was a case of too little, too late.”
The chief executive’s close aide and cabinet member, Ronny Tong, has been one of her few defenders.
“Behind the current immediate problems lie the more deep-seated discord in the community, and that discord has got to be dealt with by livelihood issues,” he told TIME. “Carrie Lam is a good administrator in relation to solving such deep-seated livelihood issues, and in these first two years she’s dealt with them in ways that people tend to agree with.”
Pro-establishment politician Regina Ip also sounded a positive note.
“We do not expect one concession to placate all the protestors,” she said. “But at least this move demonstrates that the government has been listening.”
But pro-democracy legislator Claudia Mo summed up the fury of many in Hong Kong, when she told TIME that Hong Kong’s beleaguered leader was “an incurable tinpot dictator, using rule by law, rule by decree to clamp down on our young protesters.”

U.K. Prime Minister Boris Johnson was dealt two harsh rebukes in a showdown with Parliament this week over his plans to take a hard line in Brexit negotiations with the E.U.
First, a “rebel alliance” of opposition lawmakers and members of Johnson’s own Conservative Party voted Tuesday and Wednesday to make a “no deal” Brexit illegal. (Johnson has repeatedly said the U.K. will Brexit by the Oct. 31 deadline, no matter what.)
Johnson had pinned his short tenure so far on using the threat of crashing out of the E.U. without a deal––and the chaos and economic pain that’s likely to cause––to get the bloc to agree to more favorable terms.
When lawmakers––including respected former members of Conservative governments and Winston Churchill’s grandson––voted to take that option off the table, Johnson said the only option left was a general election.
Then, they denied him that, too. Late Wednesday, his bill to hold an early election on Oct. 15 failed to win over the two-thirds of lawmakers required, thanks to a 2011 law requiring a supermajority. Opposition lawmakers have said they will withhold their support until Johnson revealed his plan for an alternative Brexit deal––and until it was certain a “no deal” Brexit would not happen during or directly after the campaign.
Johnson had been pinning his hopes on public fatigue with Brexit. He bet it would help him unite the “leave” side of the British public and benefit from a split in the opposition “remain” camp––and ride what remains of his political honeymoon to victory on a “people versus Parliament” election.
“He’s basically appealing to one half of the electorate, i.e. those who voted leave and nearly all of whom would still vote to leave,” says Professor John Curtice of Strathclyde University, one of the U.K.’s most respected polling experts. “Of course, that section of the public is rather unhappy about the fact that it’s all taking so long.”
Curtice says that Johnson is hoping that by driving a hard line on Brexit, Johnson can win back defectors to the Brexit Party, uniting the “leave” vote, while benefiting from a split in the “remain” vote among the Labour Party and the Liberal Democrats, a smaller opposition party that has seen a recent revival in fortunes.
“But for the split in the ‘remain’ vote, Johnson wouldn’t have a dog’s chance of being able to win the election,” Curtice tells TIME, noting that the Conservatives’ 35% standing in voting intention polls is 10% down from the support Johnson’s predecessor Theresa May held just two years ago.
If Johnson is somehow able to muster to votes for a fresh election, Britain’s electoral system might be his savior. Under the “first past the post” system, voters get just one pick of candidates, and the lawmaker who receives the most votes in a constituency is sent to Parliament––even if that number is less than 50%.
In the Brexit context, with the U.K. split virtually down the middle between leave and remain, (53% of the country now supports “remain” and 47% “leave,” compared to 52% support for “leave” at the time of the Brexit referendum in 2016,) that means that whichever side can unite the vote around a single party will likely emerge victorious.
Despite all the setbacks he has received in recent days, Curtice says the Brexit math gives Johnson a chance. “It looks as though there’s a potential pathway to winning the election of being able to unite the ‘leave vote,’” he says. “Whereas the pathway for uniting the ‘remain’ vote seems to be much more difficult. In a single member plurality electoral system [like the U.K.], the united side is always going to win.”
The prime minister’s government was defeated by 328 votes to 301 on Tuesday and a similar margin on Wednesday, after an alliance of lawmakers from the opposition parties was joined by a 21-strong rebel contingent from the ruling Conservative Party.
After the first of the two defeats, on Tuesday night, Johnson expelled the 21 Conservative rebels from his party.
Such a move could also potentially force Johnson to go to the E.U. capital in Brussels to request a Brexit delay–– something he has repeatedly said he would never do.
The outcome of the parliamentary wrangling will be instrumental in how the upcoming election (a matter of when, rather than if, given Johnson’s minority in Parliament) plays out.
“It’s clear for the polling evidence that Johnson is much more likely to be able to win an election after Brexit,” says Curtice. But that outlook depends on whether Brexit has the negative effect on the economy many have predicted. “If the consequences of Brexit are fine, he’ll be fine,” Curtice tells TIME. “If the consequences of Brexit are not so good, payback time will begin to kick in.”
(ABOARD THE PAPAL PLANE) — Pope Francis acknowledged his growing opposition within the conservative right-wing of the U.S. Catholic Church and said in off-hand remarks aboard the papal plane Wednesday it is “an honor if the Americans attack me.”
Francis commented on critics of his papacy when he received a copy of a new book about his detractors in the United States, “How America Wants to Change the Pope.” Author Nicholas Seneze, who covers the Vatican for the French Catholic newspaper La Croix, presented it to Francis on a flight to southern Africa.
The plane landed in Maputo, Mozambique late in the afternoon. Francis is on a trip this that also takes him to Madagascar and Mauritius.
In his book, Seneze charts the fierce criticism of Francis among American conservatives who loathe his outreach to migrants and China, his denunciation of free-market capitalism, his environmental concerns and his relaxation of church rules on the death penalty and sacraments for civilly remarried Catholics. Some have gone so far as to accuse Francis of heresy.
The pope’s most outspoken conservative critics in the U.S. include Cardinal Raymond Burke, who Francis ousted as a Vatican supreme court justice, and former White House adviser Steve Bannon. Well-funded, right-wing Catholic media amplified their disapproval. Wealthy Catholics are putting money behind initiatives to discredit Francis’ allies with the goal of electing a conservative, doctrine-minded churchman as the next pope.
In presenting the book to Francis, Seneze explained that he had wanted to show Francis’ problems with the U.S. church and how Francis had responded with “spiritual weapons.”
“For me, it’s an honor if the Americans attack me,” Francis quipped. As he handed the book to an aide, the pope added “This is a bombshell.”
Vatican spokesman Matteo Bruni sought to clarify the pope’s comments afterward, stressing they came in an “informal context” and that Francis always welcomes criticism.
“The pope wanted to say that he always considers criticism an honor, particularly when it comes from authoritative thinkers, and in this case from an important country,” Bruni said.
Francis’ fraught relations with the U.S. church hierarchy has escalated in the last year following published accusations by a former Vatican ambassador that Francis had followed others in turning a blind eye to the sexual misconduct of an American prelate, now-former Cardinal Theodore McCarrick.
A church investigation determined McCarrick sexually abused minors and adult seminarians, and Francis defrocked him in February. McCarrick penchant for bedding seminarians was an open secret within some church circles since at least 2000.
The former Vatican ambassador, Archbishop Carlo Maria Vigano, blamed the scandal on Francis and called for him to resign in an unprecedented attack. Vigano accused Francis of having rehabilitated McCarrick from secret sanctions Pope Benedict XVI imposed but never fully enforced.
The archbishop had ties to the well-funded right-wing of the U.S. church, and clergy and lay people latched onto Vigano’s accusations. They questioned his commitment to fighting clergy sexual abuse, although allegations against McCarrick first arrived in the Vatican during the papacy of St. John Paul II.
Seneze, whose book was published in France on Wednesday, said he wanted to use the publication of Vigano’s claims as a starting point even though criticism of Francis’ papacy has earlier roots, including teaching documents about the environment and the injustices of the global economy.
History’s first Latin American pope had his own qualms about the U.S. church leadership, which veered to the right during the conservative papacies of John Paul and Benedict, and focused on fighting culture war battles over abortion and gay rights.
Relations took a nosedive in the aftermath of the Vigano affair, when several U.S. bishops vouched for Vigano’s integrity and demanded the Vatican respond to his allegations. Even the head of the U.S. Conference of Catholic Bishops, Cardinal Daniel DiNardo, called for a full Vatican investigation.
To date, the Vatican hasn’t released a promised report into the scandal.
The U.S. conference lost further esteem in Rome when it tried late last year to outmaneuver the Holy See into accepting new accountability norms that the Holy See said were legally problematic. Eventually the U.S. conference adopted revised norms in June.
The U.S. is closing in on a deal with the Taliban that is designed to wind down America’s 18-year war in Afghanistan, but the best indication of how risky the pact may be is this: Secretary of State Mike Pompeo is declining to sign it, according to senior U.S., Afghan and European officials.
The “agreement in principle” that U.S. envoy Zalmay Khalilzad has hammered out in nine rounds of talks with Taliban representatives in Qatar would take the first tentative steps toward peace since U.S. and allied forces deployed to Afghanistan following the attacks on 9/11, according to senior Afghan and Trump Administration officials familiar with its general terms. Defense Secretary Mark Esper was scheduled to discuss the closely held details of the deal with President Donald Trump in a Sept. 3 meeting, according to senior administration officials. If Trump approves and a deal is struck, it could begin a withdrawal of some 5,400 U.S. troops, roughly a third of the present force, from five bases within 135 days.
But the deal doesn’t ensure several crucial things, those familiar with the discussions tell TIME. It doesn’t guarantee the continued presence of U.S. counterterrorism forces to battle al Qaeda, the survival of the pro-U.S. government in Kabul, or even an end to the fighting in Afghanistan. “No one speaks with certainty. None,” said an Afghan official taking part in briefings on the deal with Khalilzad. “It is all based on hope. There is no trust. There is no history of trust. There is no evidence of honesty and sincerity from the Taliban,” and intercepted communications “show that they think they have fooled the U.S. while the U.S. believes that should the Taliban cheat, they will pay a hefty price.”
That may explain why Pompeo declined to put his name on the deal. The Taliban asked for Pompeo to sign an agreement with the Islamic Emirate of Afghanistan, the official name of the government founded by the Taliban in Afghanistan in 1996, four U.S., Afghan and European officials familiar with the discussions tell TIME. Having the Secretary of State sign such a document would amount to de facto recognition of the Taliban as a legitimate political entity, and he declined to do so, the Afghan officials say.
Pompeo’s office declined to comment before publication of this story. After it was published, Pompeo said through a spokesperson that he might sign if Trump and all parties struck a deal. “There is no agreement to sign yet. If and when there is an agreement that is approved by all parties, including President Trump and if the Secretary is the appropriate signatory, he will sign it,” State Department spokesperson Morgan Ortagus emailed TIME Wednesday evening.
There are two alternatives. Khalilzad himself may sign it. Or the U.S. and the Taliban may simply issue a joint statement, supported in turn by the U.S.-backed government in Kabul and a number of other countries, including Japan, Russia and China, two Afghan sources familiar with the deliberations tell TIME.
That diplomatic sleight of hand might solve the signature problem, but it won’t do much to address the core challenges facing those who want to give peace in Afghanistan a chance after four decades of war. As it stands, the agreement would set the stage for the withdrawal of most American forces by the end of November 2020 if the Taliban do three things: open negotiations with the U.S.-backed Afghan government; reduce violence near areas U.S. forces control; and keep foreign militants out of the areas they control, according to current and former U.S., Afghan and European officials, who all spoke anonymously to describe the sensitive and fractious deliberations.
U.S. military and intelligence officers and diplomats who have served in Afghanistan worry that once a withdrawal is underway, it will be irreversible, given Trump’s promise to end the U.S. involvement in the war there, the fast-approaching 2020 U.S. elections and the absence of public support for the war. The price of peace, they fear, might include reversing much of the hard-won progress towards building a stable country over nearly two decades of war. These officials fear a roll back of civil, human and women’s rights in Afghanistan; a weakening of the national, regional and local governments; the deterioration of anti-Taliban military and law enforcement forces; and a rise in corruption.
It is “not clear whether peace is possible,” nine former high-ranking U.S. officials, including a former deputy secretary of state, warned in a Sept. 3 letter distributed by the Atlantic Council. “Secondly, there is an outcome far worse than the status quo, namely a return to the total civil war that consumed Afghanistan.”
That risk was made plain Monday, when a massive, deadly Taliban car bomb exploded in Kabul, just as Khalilzad was concluding an hour-long interview promoting the tentative peace deal to an Afghan news outlet. It was a reminder that as it now stands, the agreement does not require the extremist Islamic group to reject terrorism or stop attacking Afghan forces, officials say. The talks between the Taliban and the U.S.-backed Afghan government are expected to begin in Oslo shortly after a U.S.-Taliban agreement is finalized, officials say.
For their part, the Taliban have assured their fighters that the U.S. will withdraw all foreign troops within a little more than a year. In their communications with their rank and file, Taliban officials also go light on mentioning any “conditions” that would give the Americans the right to freeze or reverse the troop withdrawal, Afghan officials familiar with the Taliban communications tell TIME.
Taliban commanders have radioed their followers to “prepare for victory” by welcoming Afghans who sided with the Americans rather than engaging in bloody revenge, a senior Afghan official said. Senior Taliban officials have bragged to other foreign officials that all you have to do to defeat the Americans is refuse to surrender, and ultimately, the Americans will give up, a former senior U.S. official told TIME.
“The Taliban’s goals for Afghanistan have not changed,” said Bill Roggio, of the Washington, D.C.-based Foundation for Defense of Democracies. “It seeks to eject the U.S., reestablish its Islamic Emirate of Afghanistan and impose its Islamic government.”
Still, the agreement may be the best deal the U.S. and its allies can get to head off a pre-emptive pullout of U.S. troops in time for the 2020 U.S. elections. Military officials have long known they need to reduce the number of troops to a smaller, cheaper footprint to mollify U.S. policymakers tired of writing checks after 18 years of war, and a U.S. public that doesn’t understand why the troops are still there.
For Afghan officials, or at least the government of Afghan President Ashraf Ghani, it’s a final insult and a dark turning point in relations with Washington. Publicly, Ghani has tentatively, though not officially, embraced the deal. But privately aides tell TIME that they have heard shouting matches between Ghani and Khalilzad in Kabul over the last two days, with Khalilzad telling Ghani that he’s got to accept this deal because Afghanistan is losing the war.
The disagreements range from the petty to the existential: Afghan-born Khalilzad won’t give a draft of the Taliban agreement to Ghani, the elected Afghan president, and a university classmate of Khalilzad’s, the aides say. Ghani won’t yield on holding Afghan presidential elections that are likely to hand him another five-year term, complicating the nascent Oslo talks with the Taliban.
Each man has given some quarter, with Khalilzad publicly conceding that it’s likely too late to cancel the Sept. 28 election, and Ghani agreeing to send a delegation to Oslo to start talks with the Taliban in the last week of September, just before the voting. The 15-person delegation includes three women, but the names won’t be announced until just before the talks begin, Afghan officials said.
Everyday Afghans, for their part, don’t know whom, if anyone, to trust. But they know Trump wants out, even if it means outsourcing their conflict to Afghan adversary Pakistan. As the violence continues and horror stories re-emerge of public floggings and summary executions in areas the Taliban control, a grim repeat of their puritanical decade in power until the U.S. drove them out after 9/11 for giving al Qaeda a sanctuary.
Says the Afghan official who participated in the briefings with Khalilzad: “If the U.S. decides to leave, we can’t stop them.” Who in Washington will take responsibility for the decision is another matter.

(Bloomberg) — Its streets helped form the backdrop for this year’s hit TV show Chernobyl, which depicted a deadly explosion at the Soviet-era nuclear plant in 1986. Now, the Baltic city of Vilnius is preparing for its own potential real-life atomic catastrophe.
The Lithuanian capital is on edge over the imminent opening of a nuclear-power facility just 40 kilometers (25 miles) away in Belarus. Following a string of incidents during construction — and attempts to conceal them — many deem the Russian-built Astravets plant unsafe.
The government is buying 900,000 euros ($1 million) of iodine tablets in the event of a radiation leak, which could affect a third of Lithuania’s 2.8 million population. Nationwide drills will be held to test readiness should the unthinkable happen.
“Everything you saw on the Chernobyl TV series will be here: the sirens, the rescuers and the helicopters,” said Edgaras Geda, head of Civil Protection Board, which is organizing the exercises. “People still remember Chernobyl. Many of our relatives, including my uncles, were sent to the rescue missions so we have first-hand experience. We’re not going to guess whether an accident could happen, we’re getting ready for one.”
The four-day drills will start Oct. 1 and involve a Chernobyl-like scenario where a nuclear accident at Astravets sends out a radioactive cloud helicopters monitor. Sirens will sound, warning messages will be sent to all mobile phones and the national broadcaster will report on the disaster. In some areas, rescuers and the military will evacuate. In others, volunteers playing victims will be registered, washed and given fresh clothing before being taken to safe locations for medical tests and food.
Astravets’s safety record is the concern. Since construction began in 2012, there have been at least three deaths. Lithuania is worried about transparency, with some incidents initially going undisclosed, including when the 330-ton casing for the plant’s atomic core slipped from a crane and plunged to the ground.
The 2,400-megawatt facility’s two reactors are being built by the export arm of Russia’s state-run Rosatom Corp., which also has projects in Turkey, China and Finland. It’s the same company that oversaw Russia’s failed nuclear-missile test on Aug. 8. Five scientists were killed in that incident. Radiation levels spiked in the White Sea near the Arctic Circle.
Russia is providing the lion’s share of Astravets’s $11 billion cost via loans and will be the sole supplier of fuel. Lithuania, once part of the USSR and ruled from Moscow, refuses to purchase the electricity and wants its neighbors to refrain too.
For some in Vilnius, memories of the blast at the Chernobyl reactor in Ukraine more than 30 years ago — along with Soviet efforts to cover it up — are all too fresh. Residents will get a refresher this month when the whole of HBO’s miniseries is screened in a local stadium.
“I clearly remember the day Chernobyl exploded, it’s very disturbing,” said Ona Rimkiene, a retired nurse. “Power plants are generally scary, but it’s scarier how close this one is.”
Belarus, which plans to deliver the first fuel to Astravets by Oct. 1, denies safety problems. Even so, it ignored international recommendations after the 2011 Fukushima disaster to stop building nuclear plants within 100 kilometers of major cities.
Lithuania has long complained to Europe about the threat — not least because Astravets is built on land with heightened seismic risks.
“Germany supports Lithuania that higher safety criteria must be met,” Chancellor Angela Merkel told her Lithuanian counterpart at a news conference last month.
For now, Lithuania is monitoring radiation along the Belarus border and in the river that passes Astravets before reaching Vilnius. A leak could contaminate drinking water for the city’s 540,000 residents.
“The probability of nuclear accidents is low,” said Sandra Norbutaite, head of public safety in Vilnius. “But the consequences are catastrophic. It’s best to be prepared.”
Peter Lindbergh, the renowned German fashion photographer, died on Tuesday at the age of 74.

Recognized as one of the most influential photographers of his generation, Lindbergh worked with countless fashion designers and international magazines throughout his career. His unfussy, intimate black and white images of models are credited with having a significant impact on the fashion industry and pop culture.
Lindbergh was born in 1944 to German parents stationed in Leszno, a city in Poland then annexed by Germany. He studied at the Berlin Academy of Fine Arts and moved to Paris in 1978 to pursue his career, his website says. In the 1990s, his photography of models such as Naomi Campbell, Cindy Crawford and Linda Evangelista helped launch the supermodel era.
His work has appeared in magazines such as Vogue, Vanity Fair, Harper’s Bazaar and The New Yorker.
He was known for capturing the natural beauty of his subjects. “I hate retouching, I hate make-up. I always say, ‘Take the make-up off!'” he told British Vogue earlier this year.
Lindbergh shot the Pirelli calendar three times — in 1996, 2002 and 2017, taking pictures of actresses rather than models. For the 2017 edition, he photographed them with little makeup or styling. In a statement he wrote about the work, he said: “In a time where women are represented in the media and everywhere else as ambassadors of perfection and youth, I thought it was important to remind everyone that there is a different beauty, more real and more truthful, not manipulated by commercial or any other interests, beauty which speaks about individuality, the courage to be yourself, and your very own sensibility.”
In an interview about the project in 2016, he told TIME: “This is a possibility for me to show how beauty should be treated today because beauty today has been kidnapped by commerce. And we start to believe that all these magazine pictures of women and clothes are beautiful. And I don’t think so. Or these over-retouched monsters, they all want to be perfect.”
“I thought I would take women everybody knows, actresses, in a very sensible way,” he continued. “And show that beauty is about that sensibility, is about emotions, all these elements are more important than perfection and youth.”
Lindbergh lived between Paris, Arles and New York. His work has been on display in museums such as the Centre Pompidou in Paris and the Museum of Modern Art in New York.
Many paid tribute to Lindbergh on Twitter. Oscar-winning actress Charlize Theron, who starred in Lindbergh’s J’adore Dior 2015 fragrance commercial, wrote: “My heart is broken. Peter Lindbergh was a genius and an absolute master of his craft.”

NEW DELHI: Ahead of the crucial Goods and Services Tax (GST) Council meeting on September 20, the finance ministry has begun crunching the numbers to estimate the revenue it would lose in the event of rate reductions aimed at boosting demand during the festive season.The fitment panel that examines rate changes is expected to meet shortly to consider suggestions mooted by some states as well as industry, two officials aware of the development told ET. The panel comprises central and state officials.Among big-ticket consumer items, automobiles, tyres, cement, air conditioners and large LCD televisions are currently in the 28% bracket. Automobiles also bear a cess, depending on the size of the vehicle, further increasing the total tax incidence."Issues are being examined in detail… Numbers are also being looked at," said one of the officials. Some states have already written to the Centre highlighting the need to cut rates on autos and cement to provide a boost to the economy. Some state policymakers are of the view that a more radical view of the rate structure needs to be taken, for instance merging the 12% and 18% slabs into one.The key issue before the council meeting in Goa will be a possible cut in the tax incidence on automobiles, though there are differences among states on this issue. Punjab has suggested a comprehensive look at the rate structure while reducing levies for sectors such as automobiles to help turn the economy around. But Kerala is opposed to any such move. 70986156 West Bengal has also sought steps for the auto sector, particularly hybrid and Bharat Stage VI vehicles. Private consumption expenditure slowed to 3.1%, an 18-quarter low, while manufacturing grew 0.6%. With consumption having helped prop up growth in the past few years amid sluggish private investment and exports, any revival plan hinges on Indians loosening their purse strings during the festive season, which is when the bulk of sales take place traditionally.High-frequency indicators have pointed to the slowdown getting more entrenched. The country's largest car maker Maruti Suzuki said Wednesday that it will halt production for two days this month as inventory piles up.On Sunday, most companies including Maruti Suzuki, Hyundai, Mahindra & Mahindra, Tata Motors and Honda reported a further drop in sales in August. While Maruti Suzuki reported a 33% decline, Tata Motors witnessed a 58% drop.GST rate cuts do not necessarily lead to a reduction in collections as they spur demand as well, experts said."Given the economic slowdown, there is certainly a case for reduction in rates for a few sectors such as auto," said Pratik Jain, national leader, indirect taxes, PwC. "This has been done in the past and worked more often than not. Of course, this has to be backed up with other economic stimulus (measures) as well."For sectors such as real estate and railways, where input tax credit is restricted, there is a case for reduction in rates on key inputs, he said.Jain said the GST Council may also want to consider merging the 12% and 18% slabs into a single one of possibly 15% or 16%, which will also simplify the rate structure. "However, it will not be an easy decision for the council and a larger consensus needs to be built for any major rate change," he said.

His wireless carrier slipped into the bankruptcy earlier this year."There is an acute cash-flow crunch as the expected debt resolution is yet to be actualized," Reliance Naval's Chief Executive Officer Debashis Bir said in the report. "This is impacting the progress of the existing projects leading to extended timelines and thereby leading to erosion of confidence amongst clients."The revival of the shipyard is crucial for Ambani, 60, who's counting on potential government defense contracts to turn the company's fortunes around as Prime Minister Narendra Modi steps up spending on national security. India's government has invited bids for $2.2 billion of warships and support vessels, part of Modi's $250 billion military modernization plan.Policy changes brought in by the government has not led to increased shipbuilding contracts for private companies, Bir said.Reliance Naval is facing the prospect of bankruptcy after lenders rejected its debt repayment plan, Bloomberg News reported Tuesday. The firm has defaulted on a debt of more than 64.6 billion rupees as of March 31, to lenders including Union Bank of India, IDBI Bank and Central Bank of India according to its auditors' report.Anil Ambani's wider conglomerate is planning to dispose of assets spanning roads to radio stations, aiming to raise about 217 billion rupees ($3 billion) to help pare debt that has ballooned to about 939 billion rupees at four of its biggest units -- excluding the telecom business Reliance Communications Ltd.
NEW DELHI: India is likely to miss its fiscal deficit target for the current financial year, despite receiving an additional dividend from the central bank, five government officials and advisers said, as tax collections have sunk amid a sharp slowdown.With economic growth falling to a six-year low of 5% in the April-June quarter, the sources said the government could toward the end of 2019 be forced to raise the fiscal deficit target to 3.5% of GDP from 3.3%, amid pressure for additional stimulus measures.The officials asked not to be identified as they have not been authorized to discuss the matter with media.A Finance Ministry spokesman did not immediately respond to the requests for comment.Tax collections could fall by as much as 1 trillion rupees ($14 billion), or 4% of $344 billion annual target, two of the officials said, noting that sharp shortfalls are expected both in goods and services tax (GST) and income tax collections."Overshooting the fiscal deficit target is inevitable this year as the economic slowdown has hit government revenue," a senior adviser said, adding the deficit would rise unless the government resorts to hefty spending cuts.Separately, a finance ministry official said plans to sell minority stakes in some state-run entities including electricity producer NTPC, state insurer General Insurance Corp and construction finance company HUDCO could be deferred, as market sentiment has weakened.Two government advisers said they have also urged the Prime Minister Narendra Modi-led government to defer the fiscal target to tackle the economic slowdown and outline stimulus steps to help the hard hit sectors such as autos and textiles.

New Delhi: Hero MotoCorp has commenced dispatch of the first batch of BS VI-compliant Splendor iSmart 110 motorcycles to its dealers for product familiarisation and training purposes, signalling its imminent launch, according to two people familiar with the development. "The dispatches were made earlier this week, and bikes are expected to reach some of the dealerships in a day or two," one of the persons cited above, told ET. A spokesperson for Hero MotoCorp said they do not want to comment on speculations. The Splendor iSmart 110 is likely to be competitively positioned and priced 12-15% higher than the current Splendor iSmart, said one of the sources. As we have stated earlier, our preparation towards migration to BS-VI is well on track and we will bring our range of BS-VI motorcycles and scooters well before the stipulated timeline. We will make the announcements on specific launch dates at an appropriate time."One of the persons cited earlier said, "The Splendor iSmart 110 is likely to be competitively positioned and priced 12-15% higher than the current Splendor iSmart. Although the company has not informed the dealers of the exact pricing as yet, the product familiarisation and training initiative is a clear indication that the motorcycle is likely to be commercially launched soon."In June 2019, Hero MotoCorp became the first two-wheeler manufacturer in the country to receive the BS VI certification from the International Centre for Automotive Technology (ICAT). The company received the certification for its Splendor iSmart 110 motorcycle.The BS VI-compliant motorcycle has been designed and developed at the company's R&D hub, the Center of Innovation and Technology (CIT), in Jaipur, Rajasthan.In the first four months of the fiscal, Hero MotoCorp sold 2.32 million units in the domestic market, down by 15% from the year-ago period.
MUMBAI: The world's largest carmaker Volkswagen is considering CNG as an alternative fuel for the near future before mobility technology eventually transitions to electric.If there is a stable policy framework from the government in terms of identifying CNG as one of the solutions to the rising pollution crisis, the German carmaker, which already has a considerable presence in Europe in terms of CNG vehicles, will consider bringing these to India, Steffen Knapp, director of Volkswagen Passenger Cars, told ET."We are the biggest player globally in CNG. Depending on the infrastructure, we can do this very fast (in India)," he said.If the government pitches for adoption of CNG in terms of setting up fuel stations across the country, increase the import of the fuel to the country, and buy more CNG vehicles for its fleets, it will make a business case for Volkswagen to invest in the technology in India, Knapp explained.Being successful in any segment in India requires high level of localisation and being a small player in terms of volumes, the company cannot invest in every technology unless there's a clear trend backed by policy, he said.Maruti Suzuki has announced that it will introduce CNG as an option on all its small cars as the company plans to stop making diesel vehicles after April 2020 when the BS-VI norms kick in.In the mid-term, Volkswagen will focus on petrol-powered SUVs for the Indian market, the executive said. "Our future lies in petrol," he said.At present, over 60% of the company's sales in the country are of petrol-powered vehicles. The future of diesel-powered vehicles in India for the company is uncertain and Knapp was non-committal on whether it will upgrade its diesel engines for the BS-VI emission norms.The customer, too, has been confused lately due to the lack of a stable policy stance, he said.
MUMBAI: A sliding rupee has come in as a big positive for India's technology services providers, which are struggling with weak margins amid declining spending by big companies.IT stocks have outperformed the benchmark in the last few weeks as every 1 per cent depreciation in the rupee against the dollar improves their earnings margin before interest and tax by 20-25 basis points, said analysts.Tech Mahindra, HCL Technologies, Infosys, Tata Consultancy Services, NIIT Technologies, Hexaware, Mastek, Mphasis and L&T Infotech are some of the top picks of analysts.The rupee depreciated by 5.3 per cent to 72.39 against the dollar in the past one month, its steepest monthly decline in six years. The BSE IT index gained 4.4 per cent in the same period, compared with a 1 per cent decline in the broader Sensex index. IT stocks such as Infosys, HCL Tech, Tech Mahindra, L&T Infotech and Hexaware have rallied between 5 per cent and 11 per cent. 70986416 Analysts believe the rupee weakening would result in margin benefits in the short term.It would act as a "margin tailwind for the Indian IT service players while tight labour markets in the key markets are increasing cost structures", said Sanjeev Hota, the head of research at brokerage firm Sharekhan. "However, the material rupee depreciation benefits will not stay for long term as it would be passed on to customers during contract renewals or bidding for new contracts," he said.With the NSE IT index's returns consistently outperforming the benchmark Nifty over FY2018 to so far this fiscal year, the IT index is trading at +1standard deviation above its mean price-to-earnings readings for the past three years."In the current situation, IT is a safe sector, what we would advocate investors to take fresh positions in because the rupee depreciation is providing a cushion to IT company earnings," said Mahantesh Sabarad, the head of retail research at SBICAP Securities.Analysts remain optimistic about the demand scenario for IT services in the medium-tolong term, but see concerns over rising global macro issues.
The market is in neutral to negative territory from a sentiment perspective with lower-than-expected earnings growth and multiple levels of taxes like STT and LTCG, said Nilesh Shah, managing director at Kotak Mahindra Asset Management Company. Unless fundamentals improve, there is unlikely to be an upturn in sentiment or flows and consequently the market, said Shah in an interview with Sanam Mirchandani. Edited excerpts:The market sentiment remains weak despite government's announcements. GDP growth has slowed further. What is your reading of the situation?The markets are driven by flows, fundamentals and sentiments. From a flow point of view we are in neutral to minor negative territory. FPIs, HNIs and retail are sellers. There is a supply overhang from minimum public shareholding norm. Mutual funds are the only buyers. From a sentiment point of view, we are in neutral to negative territory with lower than expected earnings growth and multiple levels of taxes like STT and LTCG. Fundamentals are suffering from subdued June quarter GDP growth at 5%. The market is not optimistic about second quarter GDP growth based on the data so far for July and August. The market right now has ignored two small positives - subdued oil prices despite US-Iran skirmishes in the Middle East and average monsoon, which has recovered from deficiency mode. At this juncture unless fundamentals improve, we are unlikely to see upturn in sentiment or flows and consequently market. There is heightened global uncertainty because of US-China tariff war but that creates an opportunity for us. If we can bring many of the manufacturers leaving China to our country, we will be on our way to close the gap with China, which has grown five times faster than India since 1980. Fundamentals of the economy need to be improved by giving growth priority over inflation and fiscal prudence, providing adequate debt and equity capital through better transmission of credit from PSU banks and NBFCs, reducing the burden of very high real interest rate on entrepreneurs, taking structural reforms in land and labour laws, improving ease of doing business through creating Rule of Law whereby simple laws like cheque bunching don't end up creating unsolved 60 lakh-plus cases, etc.There is also an issue about the fund transfer that the RBI has given to the government. The market has been a bit divided about the idea of such a transfer and how the government should use it. What are your thoughts?There could be a challenge on the fiscal side in FY20 because of the slowdown in taxation revenue and with this transfer, to that extent, fiscal slippage fear gets reduced and now it is up to the government where they want to use it. Our recommendation would be to use it either for infrastructure spending, which has a multiplier effect on the economy, or use it to recapitalise PSU banks so that there is transmission of credit which has been stalled.Do you see further rate cuts from the RBI after Friday's GDP data?Undoubtedly, the RBI has pronounced an accommodative stance and since they have kept inflation and inflationary expectations well below the target level, they can now focus on growth. At this point, real interest burden on Government of India is about 3%, for corporate India it is about 6%. One doesn't make that kind of return even in equities worldwide so how can our entrepreneurs bear the burden of such high real interest rates? I believe the RBI will take appropriate action on easing that burden to revive growth.What is your view on the rupee? Do you see it weakening further?The destiny of the rupee is to depreciate. One, our inflation is higher than our peer group. Second, our productivity enhancement is lower than our peer group. So by virtue of those two, over a period, the rupee has to depreciate. The market is not linear; so if rupee doesn't depreciate in a period of time, in next period the rupee has to compensate. The rupee will continue to depreciate in medium term. However, the RBI has a very matured policy of managing volatility and letting market decide direction.In this uncertain market scenario, should investors play safe and focus on defensives?From a valuation point of view, market is reasonably cheap in small and mid-caps, fairly valued in large caps and expensive in super-large caps. However, the confidence on earnings growth is not coming through because of variety of issues. We recommend investors who can afford risk to buy into a diversified portfolio of small and mid-cap (stocks) rather than a sector-specific portfolio. Try to invest in companies which are run by good managers where you don't expect corporate misgovernance. Second, try to invest in companies which have manageable debt burden. They should not be excessively leveraged. Third, try to invest in companies which have operating leverage. If the companies have operating leverage, when the upturn comes in the economy, they will have the maximum benefit. More importantly, this is the time where you should be greedy about valuations. Whole host of companies are available at below historical average valuation. So, one should be greedy on valuation. Don't invest on a lump sum basis. Invest on six to 18 months STP (systematic transfer plan) basis.
Bengaluru: The market for wearable devices more than doubled in the second quarter of 2019, reaching an all-time high of 3 million shipments, research firm International Data Corporation said. India is the world's third-largest market for wearable devices, after the US and China.IDC attributed the growth to ear-worn wearables, which include wireless earphones that track health and fitness or enable smart assistants. "The market for ear-worn devices has seen exponential growth in the last few quarters and this will continue in the coming quarters as well, primarily because traditional audio vendors are moving towards the wireless devices as it provides the ease of operation and comfort of carrying a device, while participating in a fitness activity or taking a call on the go," said Anisha Dumbre, Market Analyst, IDC India.Shipments of wristbands rose over 19% in the period, though they fell 24% sequentially as brands corrected inventory after large shipments in the first quarter. "The average selling price of this category declined 9.7% from the previous quarter to USD 26 as brands have launched more affordable options in the market to onboard new segment of users," the report said.
BENGALURU: Growth in searches for teaching jobs has jumped 40 per cent in 2018-19, a job site said. The impressive increase could be attributed to the development of digital media which has opened avenues to new roles such as online tutors and e-educators, the site Indeed said in a statement. The data revealed a 41 per cent increase in job searches for teaching jobs from July 2016 to July 2019. Growth in searches for teacher jobs has been the highest in 2018-19 witnessing a 40 per cent increase. There was an increase of 14 per cent in job-seeker interest for these roles during 2017-18, while three years ago (2016-17) there was a dip of 11 per cent in job seeker interest towards teaching roles."The advancement of technology and e-learning has led to the rise of online tutor and e-educator jobs", it said. The new-age profession does come with its perks. While the average annual salary for a teacher in India is Rs 2,19,804 and goes up to Rs 5,88,000 per annum; the average annual salary of an online tutor in the country is Rs 4,80,000 and goes up to Rs 9,25,000 per annum, Indeed said. Salary estimates are based on salaries submitted anonymously to Indeed by employees, users, and collected from past and present job advertisements on Indeed in the past 36 months, it added.
