The UK will work alongside the U.S. to assure the security of merchant vessels in the Strait of Hormuz, the Ministry of Defence has said.
The announcement comes after Iran's foreign minister said they will no longer tolerate 'maritime offences' and added that Iran is 'responsible for the security and safety' of the region.
Last month, Iran's Revolutionary Guards seized British tanker Stena Impero near the Strait of Hormuz for alleged marine violations.
Britain had previously seized an Iranian oil tanker near Gibraltar, accusing it of violating sanctions on Syria.

WASHINGTON (Reuters) - U.S. President Donald Trump imposed a freeze on all Venezuelan government assets in the United States on Monday, sharply escalating an economic and diplomatic pressure campaign aimed at removing socialist President Nicolas Maduro from power.
The executive order signed by Trump goes well beyond the sanctions imposed in recent months against Venezuela's state-run oil company PDVSA [PDVSA.UL] and the country's financial sector, as well as measures against dozens of Venezuelan officials and entities.
Trump's action, the toughest yet against Maduro, not only bans U.S. companies from dealings with the Venezuela government but also appears to open the door to possible sanctions against foreign firms or individuals that assist it.
Russian and Chinese companies are among those still doing significant business in the South American OPEC nation.

UNITED NATIONS (Reuters) - North Korea has generated an estimated $2 billion for its weapons of mass destruction programs using "widespread and increasingly sophisticated" cyberattacks to steal from banks and cryptocurrency exchanges, according to a confidential U.N. report seen by Reuters on Monday.
Pyongyang also "continued to enhance its nuclear and missile programmes although it did not conduct a nuclear test or ICBM (Intercontinental Ballistic Missile) launch," said the report to the U.N. Security Council North Korea sanctions committee by independent experts monitoring compliance over the past six months.
The North Korean mission to the United Nations did not respond to a request for comment on the report, which was submitted to the Security Council committee last week.
SEOUL (Reuters) - North Korea fired missiles into the sea off its east coast for the fourth time in less than two weeks, the South Korean military said on Tuesday, as Pyongyang protested that joint U.S.-South Korea military drills violated diplomatic agreements.

In a statement carried by state media on Monday, the army accused the rebels of violating the truce that was brokered last week during talks in Kazakhstan following a three-month campaign supported by Russia.
"Armed terrorist groups, backed by Turkey, refused to abide by the ceasefire and launched many attacks on civilians in surrounding areas," SANA reported the army as saying. "The armed forces will resume their military operations against terrorists," it said.
With Putin and Trump having torn up a Cold War pact that lowered the risk of nuclear war, America should build more conventional missiles to catch up with Russia and China.
After more than 30 years, the Intermediate Nuclear Forces (I.N.F.) Treaty ended last week, with an American withdrawal on Friday and a Russian withdrawal on Saturday. Although the United States abided by the terms of the treaty, Russia violated it by fielding more than 100 banned intermediate-range missiles, and China, which was never bound by it, fielded thousands. The United States has none.
To fix this gap, it is time for the Department of Defense to develop and field conventionally armed, ground-launched, intermediate-range missiles. The I.N.F. was a good treaty that reduced tensions and contributed to the peaceful end of the Cold War. After signing it in 1987, the Soviet Union and the United States eliminated ground-launched missiles with ranges of approximately 310 to 3,417 miles. Those missiles were problematic because, if they were armed with nuclear warheads, they could, given their short flight time, be used for devastating surprise attacks against allies in Europe and against the Soviet Union. The elimination of those missiles provided a greater sense of stability between the Soviet Union and the United States and its allies.

An unidentified Chinese military vessel collided with a Taiwanese container ship on Wednesday night and refused to stop after the accident, the island's coastguard has said.
No injuries were reported, but the coastguard said it had received a call from the freighter, called Yutai Number One, after the incident.
The collision happened about 20 nautical miles southeast of Liao Luo, a port on Quemoy, one of the closest Taiwanese-controlled islands to the mainland.
After the crash, the Chinese warship asked the freight vessel to sail with it to the mainland port of Xiamen in Fujian province, some 40km (25 miles) away.

(TOKYO) — Hiroshima marked the 74rd anniversary of the atomic bombing of the city with its mayor renewing calls for eliminating such weapons and demanding Japan’s government do more.
Mayor Kazumi Matsui raised concerns in his peace address Tuesday about the rise of self-centered politics in the world and urged leaders to steadily work toward achieving a world without atomic weapons.
“Around the world today, we see self-centered nationalism in ascendance, tensions heightened by international exclusivity and rivalry, with nuclear disarmament at a standstill,” Matsui said in his peace declaration.
He urged the younger generations never to dismiss the atomic bombings and the war as a mere events of history, but think of them as their own, while calling on the world leaders to come visit the nuclear bombed cities to learn what happened.
Matsui also demanded Japan’s government represent the wills of atomic bombing survivors and sign a U.N. nuclear weapons ban treaty.
Japan, which hosts 50,000 American troops and is protected by the U.S. nuclear umbrella, has not signed the Treaty on the Prohibition of Nuclear Weapons, an inaction atomic bombing survivors and pacifist groups protest as insincere.
Prime Minister Shinzo Abe acknowledged widening differences between nuclear and non-nuclear states.
“Japan is committed to serve as a bridge between nuclear and non-nuclear states and lead the international effort, while patiently trying to convince them to cooperate and have a dialogue,” Abe said in his address at the ceremony. (UNITED NATIONS) — A panel monitoring U.N. sanctions says North Korean cyber experts have illegally raised money for the country’s weapons of mass destruction programs “with total proceeds to date estimated at up to $2 billion.”
The experts said in a new report to the Security Council that North Korea is using cyberspace “to launch increasingly sophisticated attacks to steal funds from financial institutions and cryptocurrency exchanges to generate income” in violation of sanctions.
Cryptocurrency exchanges deal in virtual money like bitcoin, Ethereum and Ripple which use a technology called blockchain. There have been some high-profile cryptocurrency exchange heists including a hack reported last month by Tokyo-based Remixpoint, which runs the BITPoint exchange, causing the loss of 3.5 billion yen, or $32 million, worth of virtual money.
The experts’ report, seen Monday by The Associated Press, said large-scale attacks against cryptocurrency exchanges by North Korea allow the country “to generate income in ways that are harder to trace and subject to less government oversight and regulation than the traditional banking sector.”
North Korea also continues to have access to the global financial system, “through bank representatives and networks operating worldwide” as a result of “deficiencies” by U.N. member states in implementing financial sanctions and Pyongyang’s “deceptive practices,” the experts said.
The panel said North Korean financial institutions, including banks under U.N. sanctions, “maintain more than 30 overseas representatives controlling bank accounts and facilitating transactions, including for illicit transfers of coal and petroleum.”
It said the banks and their representatives “make use of complicit foreign nationals to obfuscate their activities.”
North Korea has also continued to violate sanctions using illicit ship-to-ship transfers of coal and refined petroleum products, the panel said.
The experts said they identified “new evasion techniques” for such transfers including feeder vessels using Class B Automatic Identification Systems and multiple transfers using smaller vessels.
North Korea also continued to violate sanctions by procuring items for the production of nuclear weapons and other weapons of mass destruction, the panel said.
During the six-month period between February and August, the panel said, North Korea continued to enhance its nuclear and ballistic missile programs.
The experts said representatives from three North Korean entities under U.N. sanctions — KOMID, Saeng Pil and Namchongang — continued to operates overseas, including under diplomatic cover, “attempting to transfer conventional weapons and expertise and to procure equipment and technology for the country’s WMD (weapons of mass destruction) programs.”
The Munitions Industry Department and other sanctioned entities also continued to raise funds for these programs by sending information technology workers abroad, the panel said. And the Reconnaissance General Bureau and other sanctioned bodies, including the Mansudae Overseas Project Group, “also engaged in the import of luxury goods and attempted sale of frozen assets overseas” in violation of U.N. sanctions.
The experts said they received a report from the United States and 25 other countries with imagery and data accusing North Korea of violating U.N. sanctions by importing far more than the annual limit of 500,000 barrels of refined petroleum products in the first four months of 2019. The U.S. complaint was made public in June.
The panel said Russia responded that “it would be premature” for the sanctions committee to make a conclusive determination and stop such imports, and China said more evidence and information was needed to make a judgment.
(SEOUL, South Korea) — North Korea continued to ramp up its weapons demonstrations by firing two presumed short-range ballistic missiles into the sea Tuesday while lashing out at the United States and South Korea for continuing military exercises that the North says could derail fragile nuclear diplomacy.
North Korea’s fourth round of weapons launches in less than two weeks came amid a standstill in nuclear negotiations and after President Donald Trump repeatedly dismissed the significance of the country’s recent tests despite the threat the weapons pose to ally South Korea and U.S. bases there. Experts say the North’s weapons displays could intensify in the coming months if progress isn’t made on the nuclear talks.
South Korea’s military alerted reporters to the launches minutes before the North’s Foreign Ministry denounced Washington and Seoul over the start of their joint exercises on Monday. The ministry’s statement said the drills, which North Korea sees as an invasion rehearsal, leave the country “compelled to develop, test and deploy the powerful physical means essential for national defense.”
The statement from an unidentified spokesperson said Pyongyang remains committed to dialogue, but it could seek a “new road” if the allies don’t change their positions.
“It is too axiomatic that a constructive dialogue cannot be expected at a time when a simulated war practice targeted at the dialogue partner is being conducted,” said the statement released by Pyongyang’s official Korean Central News Agency. “We remain unchanged in our stand to resolve the issues through dialogue. But the dynamics of dialogue will be more invisible as long as the hostile military moves continue.”
Seoul’s Joint Chiefs of Staff said the two projectiles the North flew cross-country were likely short-range ballistic missiles. They were launched early Tuesday from an area near the North’s western coast and traveled about 450 kilometers (279 miles) on an apogee of 37 kilometers (23 miles) at a maximum speed of above Mach 6.9 before landing in waters off the country’s eastern coast, the JCS said.
The JCS said the projectiles showed similar flight characteristics to short-range missiles North Korea fired on July 25, which traveled about 600 kilometers (373 miles) during launches the North described a “solemn warning” to South Korea over its plans to continue military drills with the United States.
South Korea’s military had said the flight data of the July missiles showed similarities to the Russian-made Iskander, a solid-fuel, nuclear capable missile that is highly maneuverable and travels on lower trajectories compared to conventional ballistic weapons, improving its chances of evading missile defense systems. The North last week also conducted two test firings of what it described as a new multiple rocket launcher system.
South Korea’s government had no immediate statement on the North’s launches. The office of South Korean President Moon Jae-in said his chief national security adviser, Chung Eui-yong, will hold an emergency meeting with the country’s defense minister and spy chief on Tuesday to discuss the launches.
Japan’s Defense Ministry said the launches did not pose an immediate threat to the country’s security.
North Korea had said it will wait to see if the August exercises actually take place to decide on the fate of its diplomacy with the United States and whether to continue its unilateral suspension of nuclear and long-range missile tests, which leader Kim Jong Un announced last year amid a diplomatic outreach to Washington.
South Korea’s Defense Ministry on Monday didn’t initially confirm the start of the joint military exercises before Defense Minister Jeong Kyeong-doo told a parliamentary hearing that the drills had begun. Jeong did not provide specific details about the drills, which were expected to be computer simulated and not involve actual combat troops and equipment.
The North’s launches came a day after Moon, a dovish liberal, made a nationalistic call for economic cooperation between the Koreas while denouncing Japan’s imposition of trade curbs on the South amid an escalating diplomatic row.
Moon’s insistence that a “peace economy” by the Koreas would be able to erase Japan’s comparative economic superiority by “one burst” drew instant criticism from conservatives, who accused the president of ignoring the North’s weapons tests.
The allies have scaled down their major military exercises since the first summit between Kim and President Donald Trump June 2018 in Singapore to create space for diplomacy. But the North insists even the downsized drills violate agreements between Kim and Trump.
Nuclear negotiations have stalemated since the collapse of the second Trump-Kim summit in Vietnam in February over disagreements in exchanging sanctions relief and disarmament.
The North’s recent tests have dampened the optimism that followed the third summit between Trump and Kim on June 30 at the inter-Korean border. The leaders agreed to resume working-level nuclear talks, but there have been no known meetings between the two sides since then.
WASHINGTON — The U.S. Treasury Department labeled China a currency manipulator Monday after Beijing pushed down the value of its yuan in a dramatic escalation of the trade conflict between the world’s two biggest economies.
The decision, which came hours after President Donald Trump accused China of unfairly devaluing its currency, marks a reversal for Treasury: In May, it had declined to sanction China for manipulating its currency.
The U.S. had not put China on the currency blacklist since 1994.
The designation could pave the way for more U.S. sanctions against China.
Earlier Monday, China had allowed its currency to weaken to an 11-year low, a move that gives its exporters a price edge in world markets and eases some of the damage from U.S. tariffs on Chinese products.
Trump had gone on Twitter to denounce China’s move as “currency manipulation.” He added, “This is a major violation which will greatly weaken China over time.”
In a statement, Treasury said it would work with the International Monetary Fund “to eliminate the unfair competitive advantage created by China’s latest actions.”
“This is an extraordinary action of hostility against a major trading partner, with little economic basis and again driven mostly by presidential whims,” said Cornell University economist Eswar Prasad, former head of the China division at the International Monetary Fund. “The timing and apparent logic for Treasury’s designation of China as a currency manipulator reeks of arbitrariness and retaliation, and will inflict further damage on an already wounded relationship between China and the U.S.”
China’s central bank sets the exchange rate each morning and allows the yuan to fluctuate by 2% against the dollar during the day. The central bank can buy or sell currency — or order commercial banks to do so — to dampen price movements.
China’s central bank blamed the yuan’s drop on “trade protectionism” — an apparent reference to Trump’s threat last Thursday to impose tariffs Sept. 1 on the $300 billion in Chinese imports to the United States in addition to the $250 billion he’s already targeted.

(MOSCOW) — Massive explosions at a Russian military ammunition depot in Siberia injured at least eight people and prompted the evacuation of thousands Monday.
Russia’s Defense Ministry said a fire triggered the explosions at a storage facility for gunpowder charges near the city of Achinsk in eastern Siberia’s Krasnoyarsk region. Authorities declared a state of emergency in the region and ordered the evacuation of residents of several districts in Achinsk, as well as towns and villages within 20 kilometers (12.4 miles) of the depot.
Regional Gov. Alexander Uss said 6,000 people were being evacuated under the order.
Air traffic was suspended within 30 kilometers (18.6 miles) of the munitions site. Videos posted by local residents showed powerful explosions sending plumes of black smoke high into the sky.
Ammunition depot explosions are not unusual in Russia. After the most recent incident in May 2018, a fire raged for almost a week before water drops from military aircraft and helicopters helped put out the blaze.
The Indian government on Monday announced plans to divide up the contested Himalayan region of Kashmir and change the constitutional settlement guaranteeing its semi-autonomous status, provoking uproar in Parliament and fears of an imminent clash with Pakistan.
Jammu and Kashmir, which includes the Kashmir Valley, is India’s only Muslim-majority state and the subject of a long-running territorial dispute with Pakistan, which currently administers territory lying west of the Indian-administered state. The nuclear-armed powers have gone to war over Kashmir twice, and there’s a long-running insurgency on the Indian side between separatists and the army that has left at least 40,000 people dead since 1989.
India’s home minister Amit Shah made Monday’s announcement without consulting Kashmir’s state legislature. It came after days of rising tensions. On Saturday, Pakistan accused India of firing banned cluster munitions across the de-facto border dividing the Indian and Pakistan-administered Kashmir, killing two Pakistani civilians. In recent days, India has sent 10,000 extra troops to Kashmir, cut phone and Internet access, placed prominent Kashmiris (including leading politicians) under arrest, and told pilgrims visiting from other parts of India to leave.
Later on Monday, Pakistani Prime Minister Imran Khan denounced India’s plans to divide Kashmir into two federal territories and change its constitutional status as “irresponsible, unilateral and irrational.” “Pakistan will exercise all possible options to counter the illegal steps,” the country’s Foreign Ministry added in a statement.
India’s Hindu nationalist Bharatiya Janata Party (BJP), which returned to power after elections in May with an increased majority, has long called for the revocation of Article 370 of India’s constitution, which guarantees Kashmiri autonomy. Now, the party seems to be trying to make this long-held ambition become reality. Here’s what to know about the situation in Kashmir and what it means for the world.
What is Article 370 and why is it important?
Kashmir’s status as a semi-autonomous state is complex. It has its roots in the partition of British India in 1947, when Kashmir’s Hindu ruler decided to join India rather than Pakistan on the condition that it was granted a level of autonomy. Over the years, that autonomy was worn down by the central state, writes Professor Sumantra Bose in his book Secular States, Religious Politics. But opposition to Kashmir’s “special status” has only increased since, in tandem with the rise of Hindu nationalism.
The two most significant concessions given to Kashmir in the Indian constitution of 1950 were Article 370 and Article 35A. Article 370 gave Indian-administered Kashmir autonomy in all areas except defense, communication and foreign policy. Article 35A gave only “permanent residents” of Kashmir the right to own property.
Since the 1950s, Hindu nationalists have rallied against these exceptions, arguing that Hindu-majority India must not bend its constitution for Muslim-majority Kashmir. During the 2019 election campaign, the BJP promised to revoke Kashmir’s “special status,” tapping into many Hindu voters’ hostility toward Muslims and mistrust of Pakistan.
“The fact that Kashmir had a special status was not widely known among Indians generally until recently,” says Nitasha Kaul, a Kashmiri lecturer at the University of Westminster in London. “As awareness around Kashmir has grown, the BJP argument has presented Article 370 as something that causes separatism in Kashmir.”
In the BJP’s 2019 manifesto, the page containing the pledge to revoke Kashmir’s special status also includes a quote from Prime Minister Narendra Modi: “India supports peace, but the country will not hesitate to take any steps required for national security.”
It’s those words that will worry residents of Kashmir, who on Monday were reportedly stockpiling food and supplies ahead of curfews. When tensions last rose in the region in February, India sent jets into Pakistani airspace and the two countries traded fire across the de-facto border.
What other changes did Home Minister Amit Shah announce on Monday?
As well as the plan to revoke Kashmir’s “special status” from the constitution, the Indian government also brought forward plans to reorganize the administrative borders in the region.
Shah introduced to parliament a plan to break up the current state of Jammu and Kashmir into two separate “Union Territories.” One, which will retain the name Jammu and Kashmir, will have its own legislature. The other, the sparsely-populated region of Ladakh, will be ruled directly by India’s central government. The effect of such changes will be to increase the Delhi government’s control over both.
In doing so, writes Rohan Venkataramakrishnan on the Indian news site Scroll.in, the Indian government is “using a legal technicality … to remove the autonomous powers that the state had,” while also bypassing elected Kashmiri politicians.
“It’s the West Bank model,” Rana Ayyub, an Indian journalist and author, tells TIME, referring to the Palestinian territories. “Kashmiri voices have been silenced, democratic leaders have been censored. It’s the first time since the Emergency [a period of authoritarian rule under Indira Gandhi in the 1970s] that two democratic leaders from mainstream parties have been placed under house arrest.”
While Shah’s proposed changes could theoretically be challenged by the Indian Supreme Court, analysts say the court is often slow to reach judgements (it is still deliberating over one famous case from the 1990s) and has a track record of ruling in favor of the incumbent government.
What’s the situation on the ground in Kashmir now?
As the news filtered across the region and the world, residents of Kashmir itself were left in the dark. On Sunday, the day before Shah’s announcement, the Indian government had shut down Internet access and phone lines in Kashmir. That evening, Kashmiris knew something big was going to happen — they just didn’t know what.
On Monday, several prominent Kashmiri politicians were arrested, including former Chief Ministers Mehbooba Mufti and Omar Abdullah.
“There’s essentially no other place on Earth that has had as many Internet shutdowns as Kashmir,” says Ravi Agrawal, the author of India Connected: How the Smartphone Is Transforming the World’s Largest Democracy. “The government doesn’t need any planning at all. It can do it instantaneously. It’s as simple as flicking a switch.”
The reason for the shutdown, Agrawal says, is to make it harder for people to organize protests that could turn violent, or for militants to coordinate attacks. Hostility to the Indian Army, viewed by many Kashmiris as an occupying force, is rife in the valley. The Indian government would have known well in advance that this decision would likely provoke fierce resistance.
The tactic also makes it harder for Kashmiris to garner support from the rest of India. “It’s one thing to have a protest,” Agarwal says, “but if you don’t get to have images disseminated of that protest, then what’s the point? Protesting is about imposing pressure on the state, or on society.”
Some fear that violence is now inevitable. “At some point, they will have to ease the curfew,” Ayyub tells TIME. “So we are looking at a possible unfortunate series of violent events. This is the very essence of the fight in Kashmir. The insurgency was because Kashmiris wanted to be given independent status. Now, they have made it a Union Territory without even consulting Kashmiris. It only means dark days ahead for the valley.”
What’s the background to the crisis in Kashmir?
This year has been one of the deadliest periods in Kashmir’s recent history, with more than 300 people killed in six months, according to statistics published by Reuters in July.
In February, during the runup to national elections, some 40 Indian paramilitary police were killed in a suicide bombing by a Pakistani militant group. In response, India sent fighter jets into Pakistani airspace and bombed Pakistani territory, though nobody was killed.
The crisis de-escalated after Pakistan returned an Indian pilot who had been captured when an Indian plane was shot out of the sky. But that wasn’t before Modi was able to leverage jingoistic rhetoric for his re-election campaign, pledging to do all that was necessary to protect India — and stoking tensions over Kashmir. (Khan took the opportunity to burnish his own leadership credentials, too.)
Now that the BJP has returned to power with an imposing majority, many Indian Muslims fear that Kashmir is a test-case in turning India into what Hindu nationalists call a “Hindu Rashtra,” or Hindu nation.
“Even in Delhi, the whole hyper-nationalist thing against Muslims has become so much more visible since Modi’s reelection,” says Kaul, the London-based academic. “It’s like Germany in the late 1920s, early 1930s. It’s probably a few years before all of that really starts to happen, but it’s definitely on its way.”

“It’s called ‘currency manipulation,’ ” Trump tweeted Monday morning, adding that, “This is a major violation which will greatly weaken China over time.”
The currency weakened to 7.0391 to the dollar by late afternoon, making one yuan worth 14.2 cents, its lowest level since February 2008. The level of seven to the dollar has no economic significance but carries significant symbolic weight.
“The thought of a currency war is crossing more than a few traders’ minds,” Stephen Innes of VM Markets said in a report.
The prospect of heightened U.S.-China trade tension sent the Dow Jones industrial average tumbling more than 590 points in midmorning trading.

It appears “the currency is now also considered part of the arsenal to be drawn upon,” Robert Carnell of ING said in a report. He said Monday’s move might be part of “a concerted series of steps aimed at pushing back at the latest U.S. tariffs.”
Until now, economists had expected the People’s Bank of China, the Chinese central bank, to intervene and put a floor under the currency if it threated to breach the seven-to-the-dollar level.
A central bank statement Monday blamed “unilateralism and trade protectionism measures,” a reference to Trump’s tariff hikes. But it tried to play down the significance of “breaking seven.” “It is normal to rise and fall,” the statement said. It promised to “maintain stable operation of the foreign exchange market.”
Chinese leaders have promised to avoid “competitive devaluation” to boost exports by making them less expensive abroad — a pledge the central bank governor, Yi Gang, affirmed in March. But regulators are trying to make the state-controlled exchange rate more responsive to market forces, which are pushing the yuan lower.
Trump’s tariff hikes have put downward pressure on the yuan by fueling fears economic growth might weaken. The yuan has lost 5% since hitting a high in February of 6.6862 to the dollar.
That helps exporters cope with tariffs of up to 25% imposed by Trump on billions of dollars of Chinese goods. But it raises the risk of inflaming American complaints.
Trump rattled financial markets Thursday by announcing plans for 10% tariffs on an additional $300 billion of Chinese goods, effective Sept. 1. That would extend penalty duties to almost all U.S. imports from China. The United States has already imposed 25% tariffs on $250 billion worth of Chinese imports.
The Treasury report in May urged Beijing to take steps “to avoid a persistently weak currency.”
A weaker yuan also might disrupt Chinese efforts to shore up cooling economic growth. It would raise borrowing costs by encouraging an outflow of capital from the world’s second-largest economy. Globally, a weaker yuan might lead to more volatility in currency markets and pressure for the dollar to strengthen, Louis Kuijs of Oxford Economics said in a report. That would be “unwelcome in Washington,” where Trump has threatened to weaken the dollar to boost exports.
A weaker dollar “would be bad news” for Europe and Japan, hurting demand for their exports at a time of cooling economic growth, Kuijs said.
The Chinese central bank tried to discourage speculation last August by imposing a requirement that traders post deposits for contracts to buy or sell yuan. That allows trading to continue but raises the cost.
Beijing imposed similar controls in October 2015 after a change in the exchange rate mechanism prompted markets to bet the yuan would fall. The currency temporarily steadied but fell the following year.
Grassroots women’s rights campaigns in Saudi Arabia helped advance sweeping reforms to the so-called guardianship system, regional experts say, even as prominent activists who have campaigned for greater gender equality remain in jail or on trial.
On Thursday, Saudi Arabia’s Council of Ministers announced their approval of a royal decree to reform the Kingdom’s wilayah, or guardianship, system, a jumble of regulations that Human Rights Watch has said constitute “the most significant impediment to realizing women’s rights in the country.” The new laws, at least some of which are expected to go into effect at the end of August, indicate that women over the age of 21 will be able to obtain passports and travel abroad without requiring a close male relative’s permission. Reforms will also improve Saudi women’s protection against employment discrimination and grant a greater degree of autonomy over family matters, enabling them to register births, marriages or divorces — previously the purview of male relatives.
Published late Thursday, the new laws amount to “perhaps the boldest decisions implemented so far under the current leadership regarding the situation of women in the Kingdom,” says Eman Alhussein, a visiting fellow at the European Council on Foreign Relations (ECFR). On Twitter, Saudi Arabia’s newly appointed ambassador to the U.S. Princess Reema bint Bandar called the reforms “history in the making” and wrote that along with the easing of other restrictions on women, they proved the Saudi leadership’s “unequivocal commitment to gender equality.”
While human rights advocates have welcomed the “long overdue” move to begin dismantling the guardianship system, they note the reforms do not do away with it entirely: women will still require the permission of a male relative to marry or to leave prison or women’s shelters. Rights groups have also called for the release of imprisoned women’s rights activists who remain on trial or in detention in retaliation for campaigning to change that same system.
Saudi Arabia’s Crown Prince Mohamed bin Salman, often known as MBS, has overseen a gradual relaxation of laws restricting women’s freedoms and says he hopes to increase women’s participation in the workforce from 22% to 30% by 2030. Recent measures include an internationally promoted move to lift the ban on women driving, and a gradual blunting of the powers of the religious police. But the Crown Prince’s attempts to cast himself as a modernizing reformer have been undermined by his simultaneous crackdowns on dissident voices, and mounting criticism of Saudi Arabia’s role in the disastrous war in Yemen. A recent United Nations report said there is “credible evidence” linking MBS with the murder of Saudi journalist Jamal Khashoggi in Istanbul last year. On the eve of Saudi issuing driving licenses to women for the first time in June 2018, the Kingdom jailed prominent women’s rights activists including Loujain al-Hathloul, who according to her brother has been tortured and threatended with rape in prison.
In spite of such crackdowns, experts say dissident voices have played a crucial role in expediting the latest changes to women’s legal status. A long running campaign called I Am My Own Guardian helped push the passage of a law in 2017 that ended the requirement for women to obtain male approval before accessing government services, according to writer Nora Doaiji. But outcry following the recent flight of several Saudi women from the country — including teenager Rahaf Mohammed Alqunun, who fled to Thailand in January — has raised international awareness of the issue.
Rahaf’s skillful use of Twitter — broadcasting her plight while barricaded in an airport hotel room — led to U.N. intervention on her behalf and to her eventual asylum in Canada. It also inspired a viral social media campaign in which women in Saudi Arabia and abroad rallied around an Arabic-language hashtag that roughly translates as “remove the guardianship system or we’ll all migrate.”
Even speaking out online has been risky, however. Amnesty International told TIME in January it had previously documented instances of individuals being charged and, in some cases, handed down harsh sentences for simply expressing their opinion on social media. Still, Kristin Smith Diwan, a senior resident scholar at the Arab Gulf States Institute in Washington (AGIW) says activist campaigns like the one that trended after Rahaf’s flight contributed to both “shifting opinion about women’s role in society and, importantly, made this social change and these demands apparent to the Saudi leadership.”
Saudi Arabia also issued a directive to its embassies not to pursue the return of women who fled, Diwan says. The royal court monitors social media and has undertaken polling to determine public opinion on social issue, and “presumably wouldn’t have implemented the changes if a sizable constituency were not in favor of them.” The August announcement came after reform was teased for several weeks in Saudi Arabia’s local press in what was perceived as an attempt to test public opinion on easing the guardianship system. “The growing number of women fleeing the country hindered the modernization efforts and was counterproductive to the Kingdom’s image abroad,” says ECFR’s Alhussein.
There is no indication the Crown Prince plans to ease its suppression of critical voices, and the Kingdom’s intolerance for dissent makes gauging public sentiment difficult. Over the weekend Saudi Twitter swelled with exuberant praise for MBS, alongside mock laments for men’s loss of control, and memes featuring women dashing with their luggage to the airport, alone.
(RIO DE JANEIRO) — A Brazilian gang leader tried to escape from prison by dressing up as his daughter when she visited him behind bars and walking out the penitentiary’s main door in her place, authorities said Sunday.
But prison officials said the nervousness displayed by Clauvino da Silva, also known as “Shorty,” as he tried to leave the prison in the western part of Rio de Janeiro dressed as a woman gave him away.
His plan was apparently to leave his 19-year-old daughter inside the jail. Police are looking into her possible role as an accomplice in Saturday’s failed escape attempt from Gericinó prison.
Rio’s State Secretary of Prison Administration released photos showing da Silva in a silicon girl’s mask and long dark-haired wig, wearing tight jeans and a pink shirt with a cartoon image of donuts. They also released a video in which da Silva can be seen removing the mask and some of the clothes, and saying his full name.

Kashmir to start afreshBy Harsh V PantAfter weeks and days of intense speculation about the situation in Jammu and Kashmir, the Narendra Modi government finally revealed its cards. In one fell swoop, it has fundamentally transformed India's relationship with the state.Home minister Amit Shah announced in Parliament the suspension of Article 370 — via Clause 3 of the Article that allows presidential proclamation to decide the Article's operationability or suspension — which exempted J&K from the Indian Constitution (except Article 1and Article 370 itself) and permitted the state to draft its own Constitution. The state will now be bifurcated into two Union territories: Ladakh without a legislature, and Jammu and Kashmir with a legislature.While GoI received support from parties like Bahujan Samaj Party (BSP), Aam Aadmi Party (AAP), Biju Janata Dal (BJD) and YSR Congress Party (YSRCP), its ally, the Janata Dal (United), walked out of the House in opposition to the move. Predictably, J&K's political leaders called the move 'unconstitutional' & warned of dangerous consequences. In some ways, the move should not be that surprising. BJP had talked of the abrogation of Articles 370 and 35A in its 2019 manifesto and has never been shy of making its preferences clear on the matter. Syama Prasad Mukherjee, founder of Bharatiya Jana Sangh, the predecessor of BJP, was imprisoned by the Sheikh Abdullah government in Srinagar where he died in 1953, championing the cause of fuller integration of J&K with India. Since then, this issue has resonated with the rank and file of the party.The Modi government's strong mandate for a second term all but ensured that this issue would be front and centre of its new agenda. For any government, this is an issue that is a tinderbox. But Modi has time and again demonstrated his penchant for calibrated risk-taking. So, the last few weeks saw the ground gradually being prepared for such a move, one that would have longterm consequences for the country, and could, potentially, be the high water mark of the Modi government, if managed carefully.The credibility of J&K's 'mainstream' political parties in the state has hit rock bottom. While the separatist leadership has long been exposed for what it is — venal, self-serving puppets of Pakistan — it is the 'mainstream' political actors in the erstwhile state, whose ineffective and corrupt malgovernance has hollowed J&K out of any positive aspirations. And, so, the time was ripe to challenge the status quo.The drama unfolding in the 'Af-Pak' theatre also provides a backdrop to this development. US President Donald Trump's reported 'offer' of mediation on Kashmir during Pakistani Prime Minister Imran Khan's visit to Washington may have convinced Indian policymakers that the time to make a move on Kashmir is 'now or never'.If the US and Pakistani interests converge on Kashmir at the expense of India, there is no reason why New Delhi should play ball. India has its equities to preserve in Afghanistan, and at times playing the role of a spoiler is equally important to convey to your interlocutors that your voice matters.Modi's move on Kashmir, whether planned or unplanned, does precisely that. Not only will the US be struggling to figure out a response to this, but Pakistan, too, will be under immense pressure to do 'something' about it. So far, Islamabad has slammed India's move of revoking Article 370.Arguing that New Delhi's unilateral move could not change the nature of the Kashmir dispute, it has suggested that Islamabad will exercise 'all possible options' to counter India's moves. This is likely to involve Pakistan raising the Kashmir issue at all possible fora, including at the forthcoming session of the UN General Assembly in September. Whether the international community will have any appetite for it is another matter altogether.The 'abrogation' of Article 370 is difficult to digest for many in India, too. We have grown so used to the status quo that a change of this magnitude challenges our intellectual faculties. But it is also a reality that much as many of us would like to ignore it, the status quo on Kashmir had became unsustainable long back.It was only the political and policy inertia that was keeping Indian policymakers from challenging it.The 'Kashmir problem' has always been a bilateral matter between the people of J&K and New Delhi. The rest of India has been living with one set of policies vis-à-vis J&K for the last seven decades, and the results have been underwhelming. It is time now to change those policies. Just like the people of Jammu and Kashmir and Ladakh have a stake in the rest of India, the rest of India, too, has a stake in the new Union territories.The Modi government's latest move underlines that it is not only serious about consolidating India's frayed peripheries, but it is also cognisant of aspirations of a 'state', which, despite its resources, has become a cesspool of violence and degenerative politics. The challenge, now, will be to ensure that the ownership for such a move is taken by the real stakeholders, the state's people.With mainstream leaders vehemently opposing the decision, New Delhi will have to reach out to a new embryonic 'elite' emerging from within the panchayati raj institutions.For many Kashmiris, the special status, guaranteed through Article 370, had become an article of faith. Almost every Valley-based entity sought to negotiate autonomy greater than promised by Article 370, as it exists today. In contrast, Jana Sangh and its successor BJP had made revoking Article 370 a part of its fundamental tenets.So why was Article 370 inserted in the Constitution in the first place? Poet and politician Hasrat Mohini, in fact, had asked in the Constituent Assembly in 1949, 'Why this discrimination, please?' N Gopalaswami Ayyangar, Jawaharlal Nehru's confidant, a former diwan to Maharaja Hari Singh of J&K, and the principal drafter of Article 370, argued that for a variety of reasons, Kashmir, unlike other princely states, was not yet ripe for integration.India had been at war with Pakistan over J&K, and while there was a ceasefire, the conditions were still "unusual and abnormal". The involvement of the UN brought an international dimension to this conflict. Finally, Ayyangar argued that the "will of the people through the instrument of the [J&K] Constituent Assembly will determine the Constitution of the state as well as the sphere of Union jurisdiction over the state".In sum, there was hope that J&K would one day integrate like other states of the Union — hence the use of the term 'temporary provisions' in the Article's title. But this could happen only when there was real peace and the people of the state acquiesced to such an arrangement. Clearly, the Modi government had determined that with or without the support of the state assembly, the time was ripe for 'J&K's integration'.That J&K's 'autonomy', as envisaged in the Constituent Assembly, remained intact prior to Monday is a myth. Presidential orders eroded Article 370 substantially. In fact, the autonomy that the state enjoyed was a shadow of its former self. There is virtually no institution of the Republic of India that doesn't include J&K within its scope and jurisdiction.The only substantial differences from many other states relate to 'permanent residents' and their rights (Article 35A); the non-applicability of Emergency provisions on the grounds of 'internal disturbance' without the state's concurrence; and the name and boundaries of the state that can't be altered without the legislature's consent. J&K is not unique in this. There are special provisions for several states listed in Article 371and Articles 371-A to 371-I. Can Article 370 be revoked unilaterally? Clause 3 of the Article is clear.The president may, by public notification, declare that this Article shall cease to be operative, but only on the recommendation of the state's Constituent Assembly — which no longer exists. Of course, Parliament has the power to amend the Constitution to change this provision, which has been initiated by the Modi government. But this could be subject to a judicial review, which may find this clause to be a basic feature of the relationship between the state and the Centre, and cannot, therefore, be amended.Is Article 370 a source of gender bias in disqualifying women from the state of property rights? Article 370 is itself gender neutral. But by virtue of Article 35A, the definition of 'permanent residents' in the J&K Constitution — based on notifications issued in 1927 and 1932 during Dogra rule — was thought to be discriminatory. The 1927 notification, included an explanatory note that stated, 'The wife or a widow of the state subject… shall acquire the status of her husband as state subject of the same class as her husband, so long as she resides in the state and does not leave the state for permanent residence outside the state.'This was also widely interpreted as suggesting that a woman from J&K who marries outside the state would lose her status as a state subject. But, in October 2002, the J&K High Court, with one judge dissenting, held that the daughter of a permanent resident of the state would not lose her permanent resident status on marrying a non-permanent resident, and will enjoy all rights, including property rights. But no rights were granted to her children. This gender bias has been challenged before the Supreme Court.But with the scrapping of Article 35A, this, too, has become history. Did Article 370 strengthen separatist tendencies in J&K? Article 370 was about providing space — in governance, and to the people who felt vulnerable about their identity and insecure about the future. But it did create a network of patronage and power gamed by friends and adversaries alike. It sustained a politics of entitlement among politicians, media persons and bureaucrats. This model had incentivised bad politics, rent-seeking and corruption. We have to now see whether doing away Article 370 will actually institutionalise good governance and create new opportunities for J&K's and Ladakh's people.The writer is professor of international relations, Jawaharlal Nehru University, New Delhi
MUMBAI: After the abrogation of Article 370, banker Uday Kotak Monday called upon the government to bring in more legislative changes to lower state ownership in public sector banks below 50 per cent and also re-introduction of the FRDI Bill.He proposed changes to public sector banking, including reducing the number of state-run lenders to five, getting government stakes down in some of them to under-50 per cent, or merging a few of them or even public private partnerships in banking.Under the public private partnership model, the state ownership has to be capped at 26 or 33 per cent, with the private sector partner owning the rest, he said, adding this will create huge value for the government."We must think about a courageous move of looking at state-owned banks. It would be differentiated, bold and would be a big step in transformation of finance," he said, delivering the 25th Lalit Doshi memorial lecture this evening.The banker also suggested re-introduction of the controversial Financial Resolution and Deposit Insurance (FRDI) Bill to tackle the woes plaguing the financial sector."Time has come for a strong FRDI Bill along with a strong resolution mechanism for handling stress and mortality in the financial sector," he said, speaking of the Bill which was withdrawn because of a 'bail-in' clause.Kotak also pitched for a stronger Financial Sector Development Council for inter-regulatory issues, proposing that the finance minister should be placed as the arbitrary."Time has come for a very strong FSDC under the finance minister that ensures that issues of regulation between regulators are handled in a seamless manner," he said.Kotak, who has been tasked to manage IL&FS, said what we are witnessing at present in the financial sector are the "after-effects of serious indigestion which India"."It was very easy to get an accounting opinion, it was easier to get a rating...there was mad competition among rating agencies," he said in comments, that come weeks after reports of how rating agency professionals were compromised and the heads of two of them were asked to leave the organizations--Icra and Care Ratings--last month.Ahead of the RBI policy review, Kotak pitched very strongly for a narrowing the real interest rates, which is the differential between the inflation & lending rates.He said ideally, the rate needs to be 1.5 per cent as against the up to 3 per cent at present, adding inflation is also under control.Kotak also reiterated the case for small savings rate to be brought down to have better transmission.To a question on crony capitalism continuing, he said this aspect is "deeply disturbing" and the problems come to fore with every instance of frauds being discovered.Kotak said contract enforcement in the country needs to be improved, pointing out that the World Bank has also found our record wanting on that front.He said we should go ahead with the budgetary proposal for foreign borrowing but cautioned against excessive reliance on the same.He also rued the dominance of cash, such that currency is back to the pre-demonetisation levels and asked for a shift back to less-cash system.Welcoming the government decision to abolish Article 370 which accords special status to J&K earlier in the day, he said, "this is a momentous day in our history."
NEW DELHI: Indian weather seems to have given a pocketful of sunshine to private forecasters from across the world with a $100-million market opting for their services for various projects.The govt is hiring private operators like The Weather Company (WC) to cater to three main sectors — agriculture, logistics and transport. "We have major clients in all three sectors," said WC India head Himanshu Goyal. The US-based company, which was acquired by IBM in 2016, operates in 178 countries. It collects data every 15 minutes with a resolution of 500 metres to provide hyper-local forecasts.WC went into a collaboration with the Niti Aayog in 2018 for use of artificial intelligence in precision farming. It also provides data and conducts on-ground research for the agriculture ministry. "The scope of the Aayog project was to introduce and make available climateaware cognitive farming techniques and identifying systems of crop monitoring, early warning on pest/disease outbreak based on advanced AI innovations," Goyal said. 70543714 The need for more accurate prediction has unleashed a wider domain for the global weather forecasting and services market to grow from $1.2 billion in 2016 to $2.7 billion by 2023, according to the Allied Market Research. "The weather forecasting market in India is worth at least $100 million and is growing at a rapid pace," said Jatin Singh, founder of Skymet. Set up in 2003, the Indian forecaster serves more than 20 clients from sectors like agriculture, power, oil and gas, insurance, and banking. The company has seen its income rising from Rs 2 crore in FY12 to Rs 41 crore in FY19. "The world is dominated by one or two companies, and I'm not sure they understand tropical meteorology," he said.The India Meteorological Department (IMD), the good-old sate-run weatherman, however, says no agency can match its forecasting prowess, given its skill, technology, countrywide data collection and computing power."If you compare with other service providers from all over the world, we-'re second to none in terms of certain events like cyclones or heat waves," said IMD chief M Mohapatra. Advancement in forecasting models has reduced the number of deaths due to heat waves from over 1,500 in 2015 to under 100 this year. "In the past five years only, the accuracy (of forecast) has improved 20-35%," Mohapatra said. Before issuing any forecast, IMD looks at 12 numerical weather prediction models — seven from India and five from nearby countries. "All these things cannot be done by the private sector," he said.Mohapatra want the private forecasters to complement IMD, instead of competing with it. "The private players can customise the forecast issued by IMD to cater to the requirements of the specific sector. That will help the country prosper, and there will be enough space for the private players to do their job," he said. Skymet's Singh agreed that the private sector will have to play ball with IMD to grow the field of earth sciences. But, his experience through the last 15 years in the field has been different. "The fact is that the government works with us, but IMD doesn't. They look at private operators as vendors or equipment suppliers," he said.
NEW DELHI: The tourism ministry has submitted a plan to the Prime Minister's Office (PMO) to encourage more overseas visitors to come to India after the slide in numbers continued this year, following on from the slowdown in 2018, said officials familiar with the matter.The ministry plans to develop 17 sites to attract visitors as had been announced in the July 5 budget and consider ways of promoting tourism on "several fronts," said one of the people cited above."There's a big plan in the works — the development of 17 iconic sites will be part of this," he said. "It will be a holistic plan that will look at boosting numbers on several fronts. The ministry has already worked on the master plans for the 17 iconic sites and has held stakeholder consultations and appointed consultants. It may have come in the budget now, but we have been working on it."The government is also evaluating representations made by the tourism industry. "Different demands of the industry are being considered, and a lot of things are in process," said another official. "Some of the demands of the industry are also being considered by the ministry of home affairs."Finance minister Nirmala Sitharaman had said in her budget speech that the 17 sites will be developed into world-class destinations to boost the tourism sector. These include the Taj Mahal and Fatehpur Sikri in Uttar Pradesh; Ajanta and Ellora in Maharashtra; Red Fort, Humayun's Tomb and Qutab Minar in Delhi; Hampi in Karnataka; Somnath and Dholavira in Gujarat; Amer Fort in Rajasthan and Colva beach in Goa, among others.Tourist Inflow up 1.9% in First 4 MonthsIn its report for the January 2018-March 2019 period, the ministry had said it proposes to carry out the development of these sites in collaboration with other central ministries, including those of road transport and highways, shipping, civil aviation and railways.Tourist arrival numbers grew 1.9% in the first four months of this year to 3.93 million over the same period last year. In 2018, tourist arrivals rose 5.2% to 10.5 million, compared with 14% growth in 2017.Ministry officials said the Kerala floods last year and the Pulwama attack this year put the brakes on growth."2017 was a blockbuster year but we can't grow like that every year," one of them said. "Kerala floods negatively impacted travel as about half the foreign tourists go to Kerala. Following the Pulwama attack, several countries issued and updated travel advisories which affected sentiment. Why would you take a risk if you are going on a holiday?"Growth is muted this year as the number of visitors from Bangladesh appears to have declined."Short-haul destinations have a tremendous opportunity and we need to tap travellers from neighbouring countries who can come on a weekend if we get the travel costs right," he said. "For short-haul destinations, reducing the visa cost from $80 to $25 could make a difference."The government increased e-visa fees for most countries to $80 from $50 in June last year.Subhash Goyal, a member of the National Tourism Advisory Council, said issues such as the 28% goods and services tax on luxury hotels make India expensive."We have to make India an affordable destination and make sure we don't outprice ourselves when compared with Sri Lanka, Thailand, Malaysia and Dubai, etc.," Goyal said. "The overall tax on tourism shouldn't be more than 5%. The visa fee should not be more than $25. We should make an exception to the visa fee for a year for Buddhist countries. China is the world's number one outbound market and we are celebrating 70 years of diplomatic relations with China next year... We could consider a waiver for the Chinese tourists too, that way we can attract a lot of Chinese travelers."ET reported on July 18 that the ministry of home affairs had made a series of amendments in various chapters of the visa manual for India in a bid to simplify the entry of foreign nationals.
Companies may soon have to geotag and furnish pictures of projects undertaken under their corporate social responsibility (CSR) programmes to the government.The Ministry of Corporate Affairs is considering such a move after the government introduced penal provisions to deal with companies failing to meet their CSR obligations, a government official said.Parliament last week approved amendments to the Companies Act, adding provisions that make companies criminally liable for CSR violations.Companies with a minimum net worth of Rs 500 crore, turnover of Rs 1,000 crore, or net profit of Rs 5 crore are required every year to spend at least 2% of their average profit for the previous three years on CSR activities."We want greater transparency so people can see the CSR work being done," said the official. Details of the CSR expenditure provided by some companies did not even tally with their annual reports, the official added.Recent amendments also mandate that companies deposit any unspent CSR funds for a financial year into a fund specified by the government. If the unspent funds are for an ongoing project, then they may be deposited in an escrow account. If funds earmarked for a fiscal year are not spent even after three years, then the amount would be transferred to a fund specified by the government.The official cited above said the provision allowing companies to transfer CSR funds to a government fund would be particularly useful in the case of companies with low levels of CSR expenditure, as in such cases the administrative cost might end up consuming a large portion of the CSR budget.
NEW DELHI: The government on Monday said it has begun the process of auction of 27 coal mines and allotment of 15 blocks to public sector undertakings. "The Ministry of Coal has started the process of auction of 27 coal mines and allotment of 15 coal mines to central PSU and state PSUs (public sector undertakings)," the coal ministry said in a statement. According to the objective of auctioning of coal blocks, the government said it is auctioning 21 coal mines for end-use non-regulated sectors and six coking coal mines for end-use iron and steel sector, the ministry said. In case of allotment of blocks for PSUs, five coal mines are for power sector, nine for sale of coal and one for iron and steel, it said. "At peak rated capacity (PRC), these 42 coal mines will produce approximately 70 million tonne per annum (MTPA)," it said. "Notice inviting tender and notice inviting application have been published in the newspaper... The electronic bidding will be conducted on Metal Scrap Trading Corporation (MSTC) platform," it said. The last date of registration of bidder and sale of tender document is September 13 and the bid's due date is September 19. "The electronic bidding will be conducted on MSTC platform from October 10, 2019 to November 8, 2019," it said.
NEW DELHI: Shapoorji Pallonji-led Sterling and Wilson Solar's (SWSL) Rs 3,125 crore IPO will hit the market on Tuesday. Analysts said the firm, a leader in the solar EPC space, is well placed to capitalise on the opportunities from the solar power sector and thereby they have given 'subscribe' ratings to the issue from a long-term perspective.The IPO comprised entirely of an offer for sale of 4.01-4.03 crore shares. Its main objective is to carry out disinvestment by the promoter, and SWSL will not receive any proceeds from the offer. The issue is priced at Rs 775-780 per share.At the upper end of the price band of Rs 780, the issue seems fairly priced at a P/E of 19.6 times (post dilution) on FY19 consolidated basis, said Centrum Broking. The company has no domestic listed peer.Strong parentage, asset-light business model and low capex requirements work in favour of the company. SWSL is also a leading solar EPC solutions provider in India, Africa and Middle East with 16.6 per cent, 36.6 per cent and 40.4 per cent market share, respectively, according to IHS Markit. "SWSL operates in a niche but high-growth solar industry, which has aided in a 72 per cent CAGR in net profit over FY2016-FY2019. The company has high return ratios with lower working capital cycle. At the upper price band, the company is valued at P/E and EV/EBITDA of 20 times and 22 times, respectively, on FY2019 earnings. Considering all the above factors, SWSL's prospects look promising for the long term," Sharekhan said in a report.As of March 31, the company's order book stood at Rs 7,740 crore, which includes letters of intent worth Rs. 3,908 crore for solar power projects for which it has won the bid, but has not yet executed definitive."Operating in a highly competitive environment, SWSL with its strong parentage, geographic-specific strategy and execution track record has been able to garner global market leadership position with a share of 4.6 per cent in 2018 (based on annual installations of utility-scale photovoltaic (PV) systems of >5 MW Peak - MWp) vs 0.3 per cent in 2014 (IHS Markit)," Centrum Wealth Research said in a note.Choice Broking forecasts a 32.8 per cent rise in revenue in FY20 to Rs 10,939.36 crore. The brokerage expects the EBITDA and PAT margin for FY20 to come in at 8 per cent and 6.8 per cent, respectively as against respective margins of 7.8 per cent and 7.8 per cent in FY19. Similarly, it sees the FY21 top-line to be at Rs 136,74.2 crore (a growth of 25 per cent over FY20), while EBITDA and PAT margin are anticipated to be at 8.8 per cent and 7.7 per cent, respectively.However, with the current turbulence in the domestic equity market, the brokerage assigned a "Subscribe with Caution" rating for the issue.
The economic slowdown may last longer than anticipated and will get tougher before it gets any better, says Amitabh Chaudhry, CEO, Axis Bank. There is a lot of unpredictability and hurdles in the functioning of government agencies which are creating jitters, he tells Saloni Shukla in an interview. Edited excerpts:What is your assessment of the economic slowdown and what can be done to turn things around?It's obvious that the Indian economy is stalling. It started with the NBFC and real estate sector and has now impacted the auto sector and the consumption economy.What can change this? On the one side, people say that the government has to do something, that they have to infuse steroids.The government is saying, "my hands are tied as I have to be fiscally responsible." They want private entrepreneurs to put in money. My worry is that private entrepreneurs don't have the money. A fatigue has set in. The government is trying to ease norms to bring in foreign equity.How long will this gloom and doom last?I hope this is a cyclical issue because if it's structural then we will take a long time to come out of it. People don't know why the auto industry is in the dumps. My worry is this slowdown will last longer than anyone of us have anticipated. People are saying one quarter...I don't think so. It will get much worse before it gets better.So, what can be done to at least make the negative impact lesser?The biggest thing the government can do is to bring in predictability…as in when you have approvals to undertake a project, can I be sure that I won't be stopped? New foreign money cannot deal with this unpredictability.Lots of people who are stopping these projects are governments. I was hearing Uday Kotak speak. He said on the settlement side, government agencies are trying to extract as much money as possible. The government owes a lot of money. It can't sit on other people's money. It causes working capital and liquidity issues. They need to ensure payments are done in time. This needs to be monitored at the highest level.Are there any opportunities during the economic slowdown?Even if the Indian economy was not growing there are opportunities for us because our market share is not very large. We have deep relationships with our clients on the wholesale side…we haven't got our fair share.So, I believe we can grow 6-7% above industry average. We have to be more cautious than before. The signs and signals coming in are not positive. New companies are defaulting on a weekly basis; the commentary on some of the retail assets is becoming more negative than before. So, we need to raise our standards on what sort of risks we can take.The market says your bank has turned very conservative. How do you grow?We want to be ahead of the curve in our provisioning policies. We are trying to be more conservative in our risk rating then even the rating agencies. We also intend to provide much faster on our retail loans.We also want to keep a tight leash on who we lend to and who we don't lend to. Earlier, Axis Bank was known to be taking large exposure, large fees, large transactions. We don't want to do too many of them. Tomorrow, if there is stress in certain aspects of the economy it's possible we will be impacted.Is this conservatism purely because what is happening in the economy?No. It's a permanent change for Axis Bank. We are clear about that. We don't want to go back to the old ways. History has taught us that just growing faster is not enough. I know market hates negative surprises especially when it comes from the financial sector.You yourself had a negative surprise in store for the Street this quarter. Is this a case of over-promising and not delivering?It's only the second quarter. The slippages have come from the BB. We have said we will take down things faster than what others might be doing. Could I have kept some of these accounts at a slightly higher rating level? Yes, very easily, because they are rated at a higher level in the market. But, we don't want to be doing that. We did exactly what we promised to the market but they didn't like it.We should not be swayed by market reactions. Otherwise, we will not do what we set out to do. We have a legacy book...the economy is not doing well, the names that we didn't expect to slip have turned into stressed accounts. We have to face the music.There is a fear of investigative agencies across banks and corporate India. Have you come across these concerns in your chat?There is a fatigue which has set in among a few promoters because they feel in some cases these agencies are not dealing fairly. Some of the promoters whom we speak to want to reduce the number of their businesses and like to deleverage.A lot of them are telling us they want to sell off some of their businesses but I don't think their heart is in it. Let's also admit at the same time that a lot of promoters have taken advantage of the system and done things which were blatantly wrong. Now, the rules are changing and the government is getting tougher...obviously, no one likes change so the truth is somewhere in between. The cleansing process will cause short-term pain but is good in the long-term.What is your view on the current state of play in the NBFC sector which led to the dislocations in the economy?I believe this crisis will not get solved in a hurry. I don't think the government and the RBI should save them. Some NBFCs will die. Some NBFCs, if they are smart enough, will just do enough business to survive. Some NBFCs will close books so they will die slowly, and the good ones will go out and raise enough capital to survive in the long run.NBFCs should share more information and become more transparent. But, my worry is if they share too much the market comes and slaps you. This will go on. Look at IL&FS. We have been at it since August last year. DHFL has been at it for quite some time. We keep hearing about a new investor but nothing has happened.

For LGBTQ employees who would like to go through transition, the company will provide gender affirmation surgery reimbursement up to Rs 500,000 as a one-time cost through its insurancevendor.This will be supplemented with hormone replacement therapy reimbursement up to Rs 60,000 per year which would also be part of the insurance coverage.
