Washington (AFP) - Washington approved the $3.3 billion sale of anti-ballistic missiles to Japan Tuesday, following close behind a series of new ballistic missile tests by North Korea that could threaten the US ally.
Japan will buy up to 73 of the Raytheon-made SM-3 Block IIA missiles, which are designed to be fired by the ship-board Aegis system to intercept incoming ballistic missiles, the Pentagon said.
The sale came as North Korea is expanding its offensive missile capabilities, having proven over the past two years the ability to launch medium- and long-range ballistic missiles, potentially nuclear-tipped, that could hit both Japan and the United States.

The Yemeni government has claimed control of Aden following its forces' dramatic counterattack in southern Yemen that has swept southern secessionists from recently seized areas.
Late on Tuesday, forces loyal to President Abd Rabbuh Mansour Hadi began moving from eastern Shabwa province towards neighbouring Abyan, which they recaptured early Wednesday before moving southwest to Aden.
Now Hadi's troops have control of much of the strategic port city, just 18 days after being routed by the Security Belt Forces (SBF), a militia seeking the independence of Yemen's south.
In a statement, the Yemeni government said it had recaptured Aden and siezed control of the presidential palace.
Dozens of dead and wounded have been brought to Aden's Republic Hospital, which is appealing for doctors to come and help with the number of casualties, local media reported.

The Queen has agreed to Boris Johnson's plan to suspend Parliament as the Prime Minister tries to stop MPs from blocking the UK leaving the EU on October 31.
Mr Johnson outlined his proposal to the monarch in a phone call this morning while Jacob Rees-Mogg, the Commons Leader, flew to Balmoral Castle in Scotland to present it to her in person.

The evidence supports claims last month in North Korean state media, which said that North Korean leader Kim Jong Un had inspected a newly built submarine at an undisclosed location.

Meanwhile, human rights zealots the world over seem to wish to make the Hong Kong protests into a battering ram, which would spark the long-sought-after "Jasmine Revolution" towards democracy in China. Needless to say, it is far from clear that either the external advocates (many residing in Washington, D.C.) or the actual protesters themselves in Hong Kong, have thought this through very carefully. How does this end? The most likely outcomes will be violence and repression—hopefully not with war as well, but that awful possibility can hardly be ruled out. There is some reason to hope that the protests could be winding down now and we should all wish that "cooler heads will prevail."

WASHINGTON (Reuters) - China has denied a request for a U.S. Navy warship to visit the Chinese port city of Qingdao in recent days, a U.S. defense official told Reuters on Tuesday, at a time of tense ties between the world's two largest economies.
This marks at least the second time China has denied a request by the United States this month, having earlier rejected a request for two U.S. Navy ships to visit Hong Kong, as the political crisis in the former British colony deepened.
The defense official, speaking on the condition of anonymity, said the destroyer was supposed to visit on Sunday but China denied the request prior to that.
U.S. military warships have occasionally made visits to China, most recently in 2017, the defense official said. The last U.S. Navy ship to visit Qingdao was the destroyer Benfold in 2016.

Mr Johnson intends to send MPs home for most of September and the start of October in a move which will dramatically reduce the amount of time available for them to pass a law to block a No Deal divorce from the EU on Halloween.
(LONDON) — The World Health Organization says there has been a “dramatic resurgence” of measles in Europe, in part fueled by vaccine refusals, with nearly 90,000 people sickened by the virus in the first half of 2019.
In a report issued Thursday, the U.N. health agency said the number of measles cases from January to June this year is double the number reported for the same period in 2018. Measles is among the world’s most infectious diseases and is spread mostly by coughing, sneezing and close personal contact.
Although numerous European countries have introduced stronger vaccination policies, stubborn pockets of vaccine refusal have fueled epidemics across the continent. Last month, the German government proposed making measles immunization mandatory for children and employees at kindergartens and schools; there have been more than 400 cases of measles in Germany this year.
With more than 84,000 cases, Ukraine accounted for the vast majority of measles in Europe, followed by Kazakhstan and Georgia. In February, Ukraine’s health ministry said eight people had died of measles.
An expert WHO committee said four countries — Albania, the Czech Republic, Greece and the U.K. — have now lost their status as having eliminated measles. Measles is preventable with two doses of the vaccine, but there is no effective treatment once people are infected.
“If high immunization coverage is not achieved and sustained in every community, both children and adults will suffer unnecessarily and some will tragically die,” said Dr. Guenter Pfaff, chair of a WHO expert committee on measles in Europe.
In some developed countries, measles vaccination rates dropped sharply following the publication of a flawed study in the late 1990s that linked the combined measles, mumps and rubella vaccine to autism. Health officials have struggled to debunk misperceptions about the vaccine’s safety ever since.
“Misinformation about vaccines is as contagious and dangerous as the diseases it helps to spread,” WHO Director-General Tedros Adhanom Ghebreyesus in a statement this week.
In 2017, WHO estimated about 110,000 people died from measles worldwide, mostly children under 5-years-old.
(KUALA LUMPUR, Malaysia) — Iranian Foreign Minister Mohammad Javad Zarif said Iran’s supreme leader will not meet President Donald Trump unless Washington halts its “economic terrorism” that has hurt ordinary Iranians.
Zarif said the removal of U.S. sanctions — which he described as a form of extortion, arm twisting and intimidation — could also help salvage the 2015 Iranian nuclear deal, which the U.S. unilaterally withdrew from last year.
He said Tehran has the right to reduce its compliance under the nuclear pact after the U.S. left, but it can return to full implementation if the U.S. fulfills its commitment and returns to the table.
“We are prepared to leave (the pact) because we have nothing to lose,” he told a forum in Kuala Lumpur. But Tehran also believes that the only way to avoid a “nuclear holocaust” is to destroy all nuclear weapons, he said.
“We say that if you (the U.S.) come back to your commitments, you fulfill your commitments and the commitments are to normalize economic relations with Iran, we will revert back to full implementation and that is still on the table,” he added.
In recent months, Tehran has announced that it would cross limits imposed by the multinational pact on the size and potency of its nuclear stockpile.
Iranian President Hassan Rouhani on Tuesday backed off from possible talks with Trump, just a day after the U.S. president said the two could meet on their nuclear impasse after a surprise intervention by French President Emmanuel Macron during the G-7 summit this week.
His U-turn can be seen as a result of pressure from hard-liners in the Iranian establishment who oppose taking a softer tone toward the West. Iran has increased its uranium enrichment activities after the U.S. pullout from the nuclear deal.
It has also lost billions of dollars in business deals allowed by the accord as the U.S. re-imposed and escalated sanctions largely blocking Tehran from selling crude abroad, a crucial source of hard currency for the Islamic Republic.
“They are engaged in economic terrorism and the basic principle in a civilized world is that you do not negotiate with terrorists. If they want to negotiate, they have to abandon terrorism,” Zarif said, in reference to rollback of sanctions.
“It won’t be possible for us to engage with the United States unless they stop imposing war, engaging in economic terrorism against the Iranian people,” he told reporters later.
Zarif slammed Washington’s push for dominance in the region including through a U.S.-led coalition to patrol the Strait of Hormuz, a strategic waterway through which much of the world’s oil transits. He said Middle Eastern countries can safeguard security without interference from outsiders.
In past weeks, the Persian Gulf region has seen six attacks on oil tankers that the U.S. has blamed on Iran and the downing of a U.S. surveillance drone by Iranian forces. Iran denied it was behind the tanker attacks.
But in July, Iran seized British-flagged tanker the Stena Impero, after the United Kingdom seized an Iranian tanker thought to be carrying fuel to Syria in violation of international sanctions. The Iranian vessel was released earlier this month, but the British vessel is still being held.
Zarif said the British tanker had violated Iran’s sea laws and will need to go through the court system. He said Iran will help expedite the legal process.
Canada has deported a Chinese dissident who has a history of violent crime on the grounds that he could pose a danger to the public, the New York Times reports, downplaying concerns he could face persecution back home.
Since fleeing China and obtaining residency in Canada, where he was resettled by the U.N., Yang Wei, 49, has been arrested multiple times for offenses including possession of a knife and aggravated assault. In one case, he assaulted a store worker, and in another stabbed a bus driver 13 times.
Authorities justified his deportation on the grounds that he posed a danger to the public. Yang is expected to arrive in Beijing Thursday.
Critics of the ruling say Yang, who has mental health problems, will likely face incarceration in China. The former political activist founded a branch of the China Democracy Party in his native province of Sichuan. He earlier served three years in a labor camp after putting up pro-democracy posters in support of the 1989 Tiananmen protests.
“They’ll be waiting for him,” said Sheng Xue, a Toronto-based writer who is friends with Yang.
According to Sharom Hom, executive director of the organization Human Rights in China, Canada is obliged under the international principle of non-refoulement not to deport refugees if they could face abuse back home.
According to the Times, the ruling to deport Yang was based primarily on a document that evaluated whether he would receive adequate mental health care in China. The assessment, which was viewed by the Times, reportedly said there was no proof that he would be incarcerated upon his return.
News of Yang’s deportation comes at a time of heightened tensions between the two countries. Last December, an executive of Chinese tech giant Huawei was arrested in Vancouver over alleged Iran sanctions violation. Several Canadians were subsequently detained in China in what was seen as a tit-for-tat retaliation.

“The climate and ecological crisis is a global crisis and the biggest crisis humanity has ever faced,” she said shortly after she stepped on shore. “And if we don’t manage to work together and to cooperate… then we will fail.”
Thunberg said that while she’s hoping to spread the word about climate change, one person isn’t the primary focus of her message––President Donald Trump.
“My message for him is just listen to the science, and he obviously doesn’t do that. As I always say to this question, if no one has been able to convince him about the climate crisis, the urgency, why should I be able to do that?” Thunberg said.
Thunberg launched her campaign for action on climate change just last August, when she sat outside of the Swedish Parliament in Stockholm holding a sign inscribed with the phrase, “Skolstrejk för Klimatet” (School Strike for Climate). In the year since, she helped to organize a March 15 strike believed to have been joined by 1.6 million people in 133 countries; met with world leaders, including Pope Francis; and was nominated for the 2019 Nobel Peace Prize.
Thunberg has drawn attention to the greenhouse gas emissions caused by air travel. In Sweden, she is credited for the spread of “flygskam”––flight shame––which reports say may have encouraged some Swedes to avoid traveling by plane.

The Malizia II is a 60-foot vessel is designed to be emission-free, and is equipped with solar panels, hydro-generators and an onboard lab for measuring CO2 levels and other information about the surface of the ocean.
The teen set sail two weeks ago with a small group, including her father, Svante Thunberg, and co-skippers Pierre Casiraghi––grandson of Rainier III, Prince of Monaco and Grace Kelly––and professional sailor Boris Herrmann, who has travelled around the world three times and made “countless” journeys across the Atlantic, according to Herrmann’s website.
As the vessel was designed for racing, it was built for speed––but not comfort. Herrmann’s website acknowledges that the boat lacks many amenities, including cooking facilities, a toilet and a shower, although “comfortable mattresses” were added for Thunberg’s voyage.
Several young people said that they had first learned about Thunberg from YouTube, but had been motivated to act because they’ve learned how climate change is impacting people around the world.
Olivia Wohlgemuth, a 16-year-old student at LaGuardia High School, tells TIME that while she’s worried about the future, protesting to raise awareness gives her hope.
“I always feel so hopeful at protests. Climate change can be so bleak and action can be an antidote to that,” Wohlgemuth said.

Several teenagers, including 15-year-old Dwight School student Alessandro Dal Bon, said that Thunberg had been the inspiration for them to get involved with climate activism.
“She’s not afraid of anyone. She’s not afraid of the politicians, she’s not afraid of the businessmen. She just wants to get her message out there. And she’s willing to do anything for that. She’s willing to cross the Atlantic Ocean for 15 days on a small boat to do that. That just shows you how determined she is,” Dal Bon says.
Thunberg thanked the sailboat’s team and said that the trip had been “surprisingly good,” noting that she hadn’t gotten seasick. She said that she would miss feeling “disconnected” from the world during the journey.
“To just sit, literally sit for hours, and just stare at the ocean not doing anything. That was great. And I’m going to miss that a lot,” Thunberg said. “And of course, to be in this wilderness, the ocean, and to see the beauty of it. “
(ROME) — The leader of Italy’s opposition Democratic Party, calling for an end to the country’s political “season of hate,” acquiesced Wednesday to demands by the populist 5-Star Movement for another premiership by Giuseppe Conte so both rival forces can team up to keep from power the hard-right nationalist League party.
Party leader Nicola Zingaretti told reporters after meeting with Italian President Sergio Mattarella that he informed the president that because the 5-Stars were the biggest party in Parliament, the Democrats would back the movement’s choice for premier.
As head of state, Mattarella must decide whether a stable government can be formed or if it’s best to call an early election that is likely to propel League leader Matteo Salvini to power.
The anti-establishment 5-Star Movement was the senior party in a coalition government led by Conte. It collapsed last week after Salvini yanked support in a bid to trigger the election and make him the next premier.
The center-left Democrats have been plagued by infighting, including over whether it’s wise to ally with their ideological rivals the 5-Stars. Zingaretti had originally insisted that the wisest course is to put the choice for the next government in the hands of voters.
But a powerful party faction led by former Premier Matteo Renzi has lobbied vigorously for a coalition deal with the 5-Stars.
Earlier Wednesday, after down-to-the wire, frantic negotiations with the 5-Stars, the Democratic Party leadership voted in favor of a second mandate for Conte.
Zingaretti didn’t name Conte in his remarks outside the president’s office at the Quirinale Palace, saying only that the choice was the one named by the 5-Stars in recent days. The Movement has loudly lobbied for Conte.
“We love Italy and we believe that it’s worthwhile to try this new experience,” Zingaretti said. “In complicated times like those of today, to avoid the responsibility of having the courage to try is something we cannot and do not want to allow.”
In apparent reference to Salvini, who as interior minister cracked down on immigration and along with other League leaders accused migrants of fueling crime, Zingaretti added: “We intend to put an end to the season of hate, rancor and fear.”
Little has been revealed on how the pro-European Union Democrats would govern in a coalition with the 5-Stars, who resent EU influence on national policies. The Democrats sharply criticized the anti-migrant line of Conte’s government championed by Salvini.
Conte is a lawyer who, while officially non-partisan, has been openly sympathetic with the 5-Stars. The Movement championed him to head Italy’s first all-populist government, in coalition with another unnatural ally, Salvini’s League, in June 2018.
A police team in France has destroyed a computer hacking network that affected more than 850,000 computers around the world.
Following a tip, the French cybercrime fighting team, C3N, found and destroyed the pirate server, located in the Paris area. The server controlled a network of computers infected by a virus that reportedly made millions of euros through fraud, according to the BBC.
“We managed to track down where the command server was, the control tower for the ‘botnet’ network of infected computers,” C3N chief Jean-Dominique Nollet told France Inter radio, according to the BBC. “People may not realize it, but 850,000 infected computers means massive firepower, enough to bring down all the websites on the planet. Even well-protected institutions were at risk of being paralyzed.”
Authorities said the French team that tackles cybercrime became aware of the private server in the spring, learning that it had sent a virus called Retadup to hundreds of thousands of Windows computers across 100 countries, mostly concentrated in Central and South America, the BBC reported.
Police said the virus was sent through USB drives and emails that advertised quick money making or erotic pictures. By gaining control of the computers, hackers were able to create cryptocurrency, steal data from Israeli hospitals and use ransomware to threaten people for money.
(LONDON) — An alleged victim of Jeffrey Epstein who claims she was also delivered to Britain’s Prince Andrew for paid sex as a teenager has challenged the British royal to speak up, saying: “He knows exactly what he’s done and I hope he comes clean about it.”
The jet-setting middle son of Queen Elizabeth II was a longtime friend of the financier who killed himself while awaiting trial on sex-trafficking charges. But the prince strenuously denies any knowledge of criminal behavior by Epstein and has described himself as “appalled” by allegations from many women who accused Epstein of sexual abuse.
Among them is Virginia Roberts Giuffre. She has said she was a 15-year-old working at President Donald Trump’s Mar-a-Lago club when she was recruited to perform sex acts on Epstein. Giuffre said in a sworn affidavit that she was flown on Epstein’s private planes to his properties in New Mexico, the U.S. Virgin Islands, Paris and New York, and said meetings were also arranged for sex in London and elsewhere with Prince Andrew.
Without making specific new allegations against the British royal, Giuffre used a New York court appearance Tuesday to heap more attention on Andrew’s links to Epstein.
“He knows what he’s done and he can attest to that,” Giuffre told reporters outside the courthouse after she and 15 other women testified about abuse they allege they suffered at Epstein’s hands.
Pressed for additional comment, she added: “He knows exactly what he’s done and I hope he comes clean about it. Thank you.”
There was no mention of the prince during the court hearing itself. But Giuffre’s comments outside were widely reported in the British media Wednesday, focusing further scrutiny on the 59-year-old prince whose 10-year marriage with Sarah Ferguson ended in divorce in 1996, three years before the prince says he first met Epstein.
In a statement last Saturday, the prince who served in the Royal Navy and worked in an ambassadorial role promoting Britain as an investment destination, said he saw Epstein “infrequently and probably no more than only once or twice a year. I have stayed in a number of his residences.”

In a document about her alleged experiences filed in a federal court in Florida, she claimed to have had sex with the prince three times — in London and at Epstein’s New York mansion when she was 17 — and in the U.S. Virgin Islands when she was about 18. She alleged Epstein paid her about $15,000 following the London trip.
Giuffre has targeted similar allegations of abuse against a long list of rich and powerful men, including a former U.S. senator, a former U.S. governor, a modeling agent and American lawyer Alan Dershowitz, with whom she was involved in a years-long legal battle. All of the men have denied the allegations and claimed she’s making them up.
Outside the 2½-hour court hearing in New York , where Epstein’s alleged victims poured out their anger, some crying as they described falling into Epstein’s web, Giuffre said: “We need to get to the bottom of everybody who is involved.”
“I was recruited at a very young age from Mar-a-Lago and entrapped in a world that I didn’t understand and I’ve been fighting that very world to this day and I won’t stop fighting. I will never be silenced until these people are brought to justice,” she vowed.
Brad Edwards, a lawyer representing Epstein accusers, said he would welcome Andrew’s help in trying to seek justice for the women.
“I personally extended that invitation to Prince Andrew multiple times. Anytime, we are ready and we have a lot of questions for him,” he said. “We have specific pointed questions and if he really wants to help, then we want his help.”
In his written statement, Andrew said: “At no stage during the limited time I spent with him did I see, witness or suspect any behaviour of the sort that subsequently led to his arrest and conviction.”
That referred to Epstein’s 2008 conviction after pleading guilty to prostitution-related state charges. Epstein served 13 months behind bars.
In his statement, Andrew acknowledged that he also met Epstein after his release in 2010 but said it was a “mistake.”
Epstein, 66, was found dead at the Metropolitan Correctional Center on Aug. 10, touching off outrage that such a high-profile prisoner could have gone unwatched at the Manhattan federal lockup. He was awaiting trial on sex-trafficking charges involving dozens of teenage girls.
The U.K. government announced controversial plans to suspend parliament on Wednesday morning, a gamble which could allow a “no deal” Brexit to be forced through — or preempt a vote of no confidence in the government.
The Queen formally agreed Prime Minister Boris Johnson’s request to end the current parliamentary session, the government said Wednesday.
The move to “prorogue” parliament will effectively lock lawmakers out of the building for several days in early September, possibly preventing them from making laws that would force Britain’s exit from the European Union to be delayed or even canceled if a deal cannot be agreed.
Britain is scheduled to leave the E.U. on Oct. 31, but currently has not accepted a withdrawal agreement which would lessen the shock of its departure. Johnson has pledged to leave on Halloween with or without such a deal — but many lawmakers are opposed to the shock economists say a so-called “no deal” Brexit would bring.
What is prorogation?
The prorogation of parliament is when the Queen ends one parliamentary session so that another can begin.
Prorogation can only happens when the Queen says so — which, in the modern era, is only after the Prime Minister has requested it. Lawmakers do not have a say in preventing prorogation.
In practice, it means sitting lawmakers will not meet for several weeks, meaning they cannot pass laws. Prorogation also gives the government an opportunity to set out its new agenda for the coming session, which is announced by the Queen in a speech to lawmakers amid great pomp and ceremony.

Why is Johnson proroguing parliament now?
Johnson’s opponents have accused him of proroguing parliament in order to make a “no deal” Brexit more likely. But his government says a new parliamentary session is overdue. Normally a parliamentary session lasts for around a year. But the current session began in 2017, extended to give time to complex Brexit legislation.
The Johnson government announced the plan to prorogue parliament as a “plan to bring forward a bold and ambitious legislative agenda,” arguing that the current session of parliament had gone on for too long. “This is clearly the defence [the U.K. government] is going to run against charges of carrying out a constitutional outrage,” said Laura Kuennsberg, the BBC political editor who first broke the news, on Twitter.
But there is a political explanation, too. Lawmakers have been on their summer break since July 25, just one day after Johnson became Prime Minister. On Sept. 3 they are due to return. They were due to sit for around two weeks until Sept. 14, when, in keeping with annual tradition, Parliament would be suspended until mid-October to allow for party conferences to take place.
Those two weeks were shaping up to be crucial for efforts by lawmakers to legislate against a “no deal” Brexit. But prorogation means lawmakers will only sit until Sept. 9 at the earliest and Sept. 12 at the latest, reducing the amount of time they have to agree on a law which could make it illegal for the U.K. to leave the E.U. without a deal, forcing Brexit to be delayed or even canceled.
What impact will this have on Brexit?
The move basically means that the Brexit endgame has been brought forward to next week.
Lawmakers have been trying for months to design legislation which would both make “no deal” impossible and prove palatable to a majority of lawmakers. So far they have failed, but with the clock ticking down a new plan may arise in the coming days.
Alternatively, if none can be found, those same lawmakers could trigger a vote of no confidence in Johnson’s premiership — potentially toppling his government. It wouldn’t take much: Johnson has a working majority of just one vote, and several lawmakers in his party have pledged to vote against his government if it attempts to force through “no deal.”
If lawmakers vote down Johnson’s government in a vote of no confidence, they will have 14 days in which to agree on a replacement government, otherwise an election will be held. Officials have threatened to hold that election after the Oct. 31 deadline, according to reports, effectively gambling that no majority exists for an alternative coalition government and thus ensuring a no deal Brexit.
But Johnson has also said that he wants to renegotiate the current deal between the E.U. and the U.K. — which was negotiated by his predecessor Theresa May, and which British lawmakers refused to ratify three times earlier in 2019. Should a breakthrough with the E.U. occur, Johnson has said lawmakers will be able to return to parliament to vote on a new deal before Oct. 31. “If, as I hope, a deal with the E.U. is forthcoming, parliament will then have the opportunity to pass the Withdrawal Agreement Bill required for ratification ahead of 31 October,” he said in a statement.
Alternatively, it could even mean May’s deal being brought back from the dead. The Speaker of the House of Commons, John Bercow, ruled out a fourth vote on the deal when May was Prime Minister, based on the argument that the same legislation could not be voted on multiple times during the same sitting of parliament. In a new sitting, that argument becomes invalid. So, if Johnson fails to renegotiate the deal but decides May’s deal is better than no deal, and a majority of lawmakers agree with him, Britain could end up leaving the E.U. with the deal already on the table.
What has been the reaction so far?
Opposition lawmakers immediately rallied against the plans to prorogue parliament. “Boris Johnson’s attempt to suspend parliament to avoid scrutiny of his plans for a reckless No Deal Brexit is an outrage and a threat to our democracy,” said the opposition Labour Party leader, Jeremy Corbyn, on Twitter. “Labour will work across Parliament to hold the government to account and prevent a disastrous No Deal.” Corbyn also wrote to the Queen to protest against Johnson’s plan.
Lawmakers within Johnson’s ruling Conservative party also voiced opposition to the move. “It would be a constitutional outrage if Parliament were prevented from holding the government to account at a time of national crisis. Profoundly undemocratic,” said Philip Hammond, the U.K.’s former finance minister who has threatened to vote against Johnson in a vote of no confidence.
Johnson did, however, have one prominent backer in the President of the U.S.

“This is an unconstitutional and undemocratic outrage not seen in recent British history,’’ Labour MP Stephen Doughty said on Twitter. “Pulls HM the Queen into major political crisis. Did Cabinet know or approve? How can a tiny meeting of just three be allowed to shut down our democracy? This will not stand.’’
The BBC also reported the Cabinet would hold a conference call on Wednesday morning.

National Institute of Pharmaceutical Education and Research (NIPER) are the national level foundations in pharmaceutical sciences with an announced goal of turning into a focal point of magnificence for cutting edge studies and research in pharmaceutical sciences. The Government of India has announced NIPER as a ‘Foundation of National Importance’. It is a self-ruling body set up under the aegis of Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers.
In February 2015, Arun Jaitley, the Minister of Finance, declared three new NIPERs, in Rajasthan, Chhattisgarh, and Maharashtra. In March 2015 Devendra Fadnavis, the Chief Minister of Maharashtra, reported that the Maharashtra area will be in Nagpur. In November 2015 Ananth Kumar, at that point the Miniset of Chemicals and Fertilizers, declared that the area of the Rajasthan foundation will be in Jhalawar. In July 2016 Kumar confirmed the designs for Rajasthan, Chhattisgarh, and Maharashtra, and in the following money related year, he referenced designs for NIPERs in Madhya Pradesh, Andhra Pradesh, and Karnataka. International expansion is one of Amazon.com Inc.'s greatest opportunities. The company generates close to two-thirds of its ecommerce revenue in the United States, but it has been bulking up its bet on India and stretching its Prime shopping club into more countries to bring Jeff Bezos's online bazaar to the world.The scale of those international efforts makes it surprising to see Amazon's relatively lagging growth outside its home market. Amazon posted roughly the same or quicker e-commerce revenue growth in North America than outside for 11 out of the last 14 quarters, adjusted for foreign-currency movements and making a rough estimate of the lift from Amazon's acquisition of Whole Foods. This is not an anomaly. In research published this month, RBC Capital Markets analyst Mark Mahaney said the annual growth rate of Amazon's core North America e-commerce segment had topped currency-adjusted international growth each year since 2010. The pessimistic take on these figures is that Amazon's international segment isn't pulling its weight despite heavy investment and the debut of Amazon's e-commerce services and Prime in more countries. The optimistic scenario is that Amazon is poised for explosive growth once its globe-trotting strategy takes hold.Which of these views proves true rests in part on a question: Does the rest of the world behave like people in Amazon's domestic market? If the shopping habits of Brazilians, Australians and Indians start to look like those of Americans who reflexively surf to Amazon whenever they need to buy something, Amazon is golden. If not, then optimistic expectations of Amazon's future might not pan out.Home CookingAmazon says little about revenue trends by country. I imagine one reason for the growth gap between North America and the rest of the world is Prime, which is the most established in the U.S. out of the 18 or so countries where people can pay for fast, free shipping and other perks. Analysts estimate that Prime members spend at least twice as much on Amazon as customers who aren't, which makes Prime the engine of Amazon's e-commerce machine. In large population countries, Prime is a few years old in India and offered with limited features in Brazil, but it's relatively established in Amazon's three biggest individual markets outside of North America — Germany, the U.K. and Japan. In Germany and Japan, Amazon's reported revenue growth last year was about half the pace in the U.S., according to company disclosures that don't adjust for effects of foreign currency movements. In the U.K., the rate of reported revenue has accelerated significantly in the last few years.It's tough to draw conclusions from Amazon's bare-bones geographic disclosures. Mahaney estimates that if Amazon can gain even relatively small shares of online shopping in big population countries such as India, Turkey and Mexico, Amazon's growth will get a significant lift. Even if Amazon doesn't conquer the entire world, there is plenty of potential. That would, however, take a bite out of Amazon's total market. It might not be easy for Amazon to conquer the planet.
NEW DELHI: India opened its doors further to foreign direct investment (FDI), diluting the stringent condition of local sourcing for single-brand retail, in continuation of measures aimed at reviving growth.It also allowed 100% FDI in commercial coal mining and allowed as much in contract manufacturing through the automatic route, hoping to attract global vendors looking to diversify supply chains as the US and China battle it out in a trade war. Earlier, the government had issued a notification allowing 100% FDI in insurance intermediaries.In other decisions on Wednesday, the Cabinet also approved a Rs 6,268-crore subsidy for sugar exports, besides 75 new medical colleges."The changes in FDI policy will result in making India a more attractive FDI destination," commerce and industry minister Piyush Goyal told reporters after the Cabinet meeting chaired by Prime Minister Narendra Modi. "These will help global companies looking for alternative manufacturing hubs and help create a large number of jobs," Goyal added.He ruled out further liberalisation of FDI in multi-brand retail. 70884933 The decisions on Wednesday came after the stimulus package unveiled by finance minister Nirmala Sitharaman on August 23 to help turn around the economy.Single-brand retailers will now be able to start online sales before they set up brickand-mortar stores, but will need to open these within two years. All procurements made from India will be counted toward local sourcing, irrespective of whether the goods are sold in India or exported."Easing of the 30% sourcing norm by including export turnover is a big step towards attracting large brands that source products from India across categories such as apparel, shoes, soft furnishings and furniture," said Rajat Wahi, partner, Deloitte India.Sourcing of goods from India for global operations can be done directly by the entity undertaking single-brand retail or group companies — resident or nonresident — or indirectly through a third party under a legally tenable agreement.The liberalisation in singlebrand retail will help generate more FDI."The flexibility in devising the India sourcing strategy should attract more brands into the country, resulting in more local manufacturing and exports, which has been the original intent of the policy," said Akash Gupt, partner, PwC.Before the latest change, 100% FDI was permitted only in captive coal mining."It has been decided to permit 100% FDI under automatic route for sale of coal, for coal mining activities including associated processing infrastructure," an official statement said. Allowing 100% FDI in commercial coal mining is expected to draw independent miners, helping raise investment and output.To provide clarity on contract manufacturing, the Cabinet decided to allow 100% FDI under the automatic route. There is currently no specific provision for contract manufacturing in the FDI policy.Welcoming the decision to allow 100% FDI in commercial coal mining as "another progressive step by the government", Vedanta Resources chairman Anil Agarwal said, "This will send a positive signal to global investors and give a significant push to the economy to help it reach the $5-trillion mark."
By Edward WongOne former senior foreign policy official in the Obama administration received messages from someone on LinkedIn offering to fly him to China and connect him with "well paid" opportunities.A former Danish Foreign Ministry official got LinkedIn messages from someone appearing to be a woman at a Chinese headhunting firm wanting to meet in Beijing. Three middle-aged men showed up instead and said they could help the former official gain "great access to the Chinese system" for research.A former Obama White House official and career diplomat was befriended on LinkedIn by a person who claimed to be a research fellow at the California Institute of Technology, with a profile page showing connections to White House aides and ambassadors. No such fellow exists.Foreign agents are exploiting social media to try to recruit assets, with LinkedIn as a prime hunting ground, Western counterintelligence officials say. Intelligence agencies in the United States, Britain, Germany and France have issued warnings about foreign agents approaching thousands of users on the site. Chinese spies are the most active, officials say."We've seen China's intelligence services doing this on a mass scale," said William R. Evanina, director of the National Counterintelligence and Security Center, a government agency that tracks foreign spying and alerts companies to possible infiltration. "Instead of dispatching spies to the U.S. to recruit a single target, it's more efficient to sit behind a computer in China and send out friend requests to thousands of targets using fake profiles."The use of social media by Chinese government operatives for what American officials and executives call nefarious purposes has drawn heightened scrutiny in recent weeks. Facebook, Twitter and YouTube said they deleted accounts that had spread disinformation about the Hong Kong pro-democracy protests. Twitter alone said it removed nearly 1,000 accounts.It was the first time Facebook and Twitter had taken down accounts linked to disinformation from China. Many governments have employed similar playbooks to sow disinformation since Russia used the tactic to great effect in 2015 and 2016.LinkedIn, owned by Microsoft, is both another vehicle for potential disinformation and, more important, an ideal one for espionage recruitment, American officials say.That is because many of its 645 million users are seeking employment opportunities, often from strangers. To enhance their prospects, many former government employees advertise that they have security clearances.LinkedIn is also the only major U.S. social media platform not blocked in China because the company has agreed to censor posts containing delicate material.Chinese agents often make offers over various channels, including LinkedIn, to bring the prospective recruit to China, sometimes through the guise of a corporate recruiting firm offering to pay them for speaking or consulting engagements or aid in research. From there, agents develop the relationship."The Chinese want to build these options with political, academic and business elites," said Jonas Parello-Plesner, the former Danish Foreign Ministry official who reported the apparent recruiting attempt by the Chinese that began over LinkedIn. "A lot of this thrives in the gray zone or the spectrum between influence-seeking and interference or classical espionage."People who have just left government are especially vulnerable because they are often looking for new employment, he and other former officials say.Nicole Leverich, a spokeswoman for LinkedIn, said the company proactively finds fake accounts to remove and has a team that acts on information from a variety of sources, including government agencies."We enforce our policies, which are very clear: The creation of a fake account or fraudulent activity with an intent to mislead or lie to our members is a violation of our terms of service," she said.Some photographs on fake accounts are generated by artificial intelligence, The Associated Press reported.In multiple recent cases, LinkedIn proved to be an effective recruiting tool. A former employee of the CIA and Defense Intelligence Agency, Kevin Patrick Mallory, was sentenced in May to 20 years in prison for spying for China. The relationship began after he replied in February 2017 to a LinkedIn message from a Chinese intelligence agent posing as a think tank representative, the FBI said.The Justice Department in October charged a Chinese intelligence agent, Yanjun Xu, with economic espionage after he recruited a GE Aviation engineer in a relationship that began on LinkedIn, according to the indictment.Evanina, the counterintelligence chief, told Reuters last year that Chinese agents were contacting thousands of people at a time on LinkedIn. "It's the ultimate playground for collection," he said.That level of activity has not dropped, though Evanina declined to give statistics."People in the private sector and academia are also being targeted this way," he said this month. "Foreign intelligence services are looking for anyone with access to the information they want, whether classified or unclassified, including corporate trade secrets, intellectual property and other research."The Chinese Foreign Ministry did not respond to a request for comment.The former Obama senior foreign policy official, speaking on the condition of anonymity for fear of jeopardizing future interactions related to China, described in interviews a monthslong recruitment effort by someone who appeared to be a Chinese spy.In May 2017, five months after the official left his government job and just after he made a trip to China, someone called Robinson Zhang reached out via LinkedIn.Zhang's profile photograph features the Hong Kong skyline, and he identifies as a public relations manager for a company called R&C Capital. In a message to the former official, Zhang described R&C as "an international consulting company based in Hong Kong" that specializes in "global investment, geopolitical issues, public policy, etc.""I'm quite impressed by your CV and think you may be right for some opportunities, which are all well paid," Zhang wrote, according to screenshots of the exchanges.The words struck him as strange, the former official said, so he asked Zhang for a website. Zhang directed him to a home page with an image of the Eiffel Tower but little information about R&C Capital. It appeared to be "something he made up on the fly," the former official said. (The New York Times viewed the site, which was deleted sometime after The Times emailed the company for an interview request.)Zhang repeatedly indicated that his company could pay for a trip to China. The former official asked multiple times for more detail on the company but did not get any substantive responses.In a message in August 2017, Zhang said that Zhejiang University had "already determined a candidate" for a conference on China's Belt and Road infrastructure projects before suggesting other opportunities — even though the two had not shared any earlier exchanges about this or any other event.The former official referred Zhang to a speakers' agency representing him and has not heard from Zhang since.Although the site for R&C Capital listed its address as No. 68 Mody Road in Hong Kong, there is no company by that name there. The company is also not included in the Hong Kong corporate registration database.Parello-Plesner, the Danish official, had similar exchanges on LinkedIn with a user by the name of Grace Woo who contacted him in 2011.Woo said she worked for DRHR, a headhunting company in Hangzhou, China. When she learned Parello-Plesner was visiting Beijing in 2012, she suggested he stop by Hangzhou to meet with the company. She asked for an image of his passport so she could make travel arrangements, but he declined.Parello-Plesner agreed to meet in the St. Regis Hotel in Beijing. Woo never appeared, but a young man who said he was from DRHR guided Parello-Plesner to a conference room, where three middle-aged men welcomed him. They said they were from a government research organization, but they did not have business cards."I thought, 'This meeting is very dodgy,' " Parello-Plesner said.The men told Parello-Plesner they could fund his research if he worked with them, promising "'really great access to the Chinese system,' " he said.Parello-Plesner, suspecting the men were intelligence or security officials, reported the meeting to British officials when he returned to London, where he lived at the time."If I were LinkedIn, I would proactively do my homework now," said Parello-Plesner, who has researched China's foreign interference operations as a senior fellow at the Hudson Institute and wrote about his encounter last year. "This was just the tip of the iceberg."DRHR was one of three companies German domestic intelligence officials singled out in December 2017 as front organizations for Chinese agents. Those officials concluded that Chinese agents had used LinkedIn to try to contact 10,000 Germans, and LinkedIn shut down some accounts, including those of DRHR and Woo.In October, French intelligence agencies told the government that Chinese agents had used social networks — LinkedIn in particular — to try to contact 4,000 French individuals. Targets included government employees, scientists and company executives, according to Le Figaro, the French newspaper.It can be hard to pinpoint the origins of the people behind fake social media accounts. The former Obama White House official and career diplomat, Brett Bruen, said a user by the name of Donna Alexander contacted him in 2017 on LinkedIn. Her profile says she is a research fellow at the California Institute of Technology, but the photograph is of an actress.A spokeswoman for the university said it has no record of an employee by that name.Alexander's network on LinkedIn includes White House officials and former ambassadors, according to screenshots seen by The Times. "This person seems to have ingratiated herself with or gotten accepted by a lot of people in the foreign policy structure of U.S. government," Bruen said.At the same time, Western intelligence agencies are discovering another potential issue with LinkedIn — some of their operatives have no account there at all, which might raise questions about a person's true identity among foreign officials or counterintelligence agents. Bruen said one European official told him that his country's intelligence agency was creating "the most boring LinkedIn profiles possible — a shallow cover so it doesn't arouse suspicion."
MUMBAI: Aircel and its unit have sacked some 1,000 of its 1,229 remaining employees, unable to meet related costs as the resolution professional (RP) Deloitte strives to keep the bankrupt mobile phone company running so that its assets fetch a good price in the ongoing insolvency process."There has not been a regular source of any cash flow from operations, and the funds garnered from recoveries/litigations could only help sustain for a limited timeframe. The companies have now reached a precarious financial position and need to right size the current workforce strength in line with its current situation," the resolution professional said in a letter to all employees earlier this month. The last working day for the sacked employees was August 16. In the letter, the RP assured the exiting staff that salaries for July will be paid and that consulting firm Aon Consulting was working on the exit pay for each of them.Aircel is in the midst of an insolvency process with the RP trying to sell assets to repay banks, who are owed some Rs 20,000 crore.The RP has been running the operations of the bankrupt telco, owned by Malaysia's Maxis, with around Rs 90 crore that some employee-run groups had helped recover, besides Rs 341.8 crore and Rs 298 crore that Aircel got from Bharti Airtel and the telecom department respectively, related to the deal to sell 4G spectrum to the Sunil Mittal-led operator.70885015 But the funds appear to be running out rapidly. Aon has chaffed the employees on whether they are required for the long term to keep company as a going concern; or if they are required for an interim period in roles like compliances, legal and tax matters, sale of assets; and finally, those whose services are not needed any more. "Aon's report on manpower planning states that out of 1,229 employees as on 26th April 2019, 246 employees were deployed in 78 unique roles which were identified to maintain the companies as going concern," the RP said in the letter. Aon then interviewed these employees for the identified critical roles and positions in their corresponding business segments/departments/geographies."Aon has identified that 170 to 200 employees are required in current situation and that the rest of the employees will have to be let go immediately," said the mail. Aircel, filed for bankruptcy in March 2018, after failing to service debt of Rs 20,000 crore. Deloitte and the lenders have zeroed in on UV Asset Reconstruction Co Ltd to hand over the reins of the company. However, legal battles including a major one over ownership of spectrum with the telecom department have been severe roadblocks.On Wednesday, the RP's legal representative argued in the National Company Law Tribunal (NCLT) that the telco had the 'right of use' over spectrum, which meant that the airwaves come under the definition of property and can be sold as part of asset monetisation. The airwaves were bought in auctions for Rs 6,249 crore and were currently valued at Rs 6,239 crore. However, a lawyer representing the telecom department said spectrum was a natural resource belonging to the government and public, and one cannot possess it or claim any rights without making necessary due payments.The tribunal will next hear the case on September 19.
MUMBAI: A bankruptcy court has approved the sale of the wind energy assets of IL&FS to Japan's Orix Corp, one of the original investors in the cash-strapped infrastructure financier. It is the first step in a restructuring process involving sale of assets that have demand externally.On Wednesday, the Mumbai bench of the National Company Law Tribunal (NCLT) allowed the governmentappointed board's plea for the sale of IL&FS' balance 51% stake in seven wind energy units to Orix. The Japanese company already owns a 49% stake in each of those units.The NCLT division bench was presided over by judicial member VP Singh. The technical member was Rajesh Sharma. "The company should deposit the fund from the asset sale in an interest bearing account until further orders," said the tribunal. "The amount should not be used for any other purpose."Last month, NCLAT had approved the proposed sale of IL&FS' wind power assets. The units are held under IL&FS Wind Energy Ltd (IWEL).Orix had decided to match the offer of the highest bidder, of approximately Rs 4,800 crore for 100% of enterprise value, meaning no haircut to the debt of the SPVs, aggregating to about Rs 3,700 crore, IL&FS said in a statement during the announcement of the sale.70885115 The assets include a controlling stake in the wind power generating plants with an aggregate capacity of 873.5 MW and those under construction with a combined capacity of 104 MW. The company also owns solar power plants, and projects under development of about 300 MW are also up for sale.The sale will lead to the resolution of the following companies of the IL&FS Group - Lalpur Wind Energy Private, Etesian Urja, Khandke Wind Energy Private, Retadi Wind Power, Wind Urja India Private, Tadas Wind Energy Private and Kaze Energy Limited.The subsidiaries are part of the resolution plans for IL&FS Group. Boutique investment banking firm Arpwood Capital and JM Financial are the financial and transaction advisors, while Alvarez & Marsal is the resolution consultant.The IL&FS group submitted a progress report to courts categorising assets into three categories; red, green and amber. IL&FS has been looking to sell stakes in subsidiaries and pare its debt. The company has debt of Rs 91,000 crore.
MUMBAI: High-street lenders are divided on the central bank's regulatory sandbox programme, with backers calling the initiative a game changer even as others seek more operational clarity to ensure the experiment helps them keep pace with rapidly changing technology.Private lender Kotak Mahindra Bank said that the sandbox will create a perfect collaboration opportunity with startups to test emerging solutions such as video KYC and alternative data-based lending models. Payments major Visa believes the initiative would accelerate India's digital economy dream."The RBI's Regulatory Sandbox framework is a welcome move that will help accelerate our journey toward a digital economy," T R Ramachandran, Visa's group country manager, told ET. "Payment innovations are destined to transform the way we interact, shop and pay and the regulatory sandbox will provide the perfect platform for such payment innovations to be tested in a controlled environment." Others such as Bank of Baroda are in the process of analysing how the programme would add value to their already operational startup initiatives before they decide on participation."The RBI is too late (in rolling out the guidelines)," Papia Sengupta, ED, Bank of Baroda, said jokingly, responding to ET's query at a recent press event. "We have tied up with IIT in setting up an incubation programme where we are collaborating with young startups…We'll discuss internally and decide whether to participate (in RBI's sandbox) based on what benefits it'll provide."As per the final enabling guidelines placed in public domain on August 13, the sandbox would function in five stages over a period of six months where representatives from the regulators would scrutinise the solutions."It takes away some amount of uncertainty between ideation and launch for start-ups, banks and regulators to understand risks associated with a new product," said Deepak Sharma, chief digital officer, Kotak Mahindra Bank.Some players, however, believe that lack of operational clarity may deter both smaller startups and established players from participating in the programme."One major area of concern is that there is no clarity on the next steps, growth or implementation roadmap once a company tries/ tests and exits the sandbox," according to Sampad Swain, CEO, Instamojo. "Some of the cohorts may build an extremely successful product, but after exiting the Regulatory Sandbox, might not have the relaxation of regulations to continue the product in the larger picture."The RBI has also made it clear that any losses incurred by the customers during the time of testing would be borne by the liable participant. These companies have also been mandated to take compulsory insurance cover to apply in the sandbox."These additional costs would make it harder for fintech start-ups to get approvals from their boards," said Vikas Kumar, CTO, LoanTap.
Mumbai: Union Cabinet on Wednesday eased foreign direct investment (FDI) norms for various industries such as single-brand retail, coal mining, contract manufacturing and digital media.It allowed 100 per cent foreign direct investment (FDI) via automatic route in coal mining and ancillary activities."The government wanted to boost investments in the country for a very long time," Union Commerce Minister Piyush Goyal said at a media briefing.The Centre also approved 100 per cent FDI in contract manufacturing. Local sourcing norms were also eased for FDI in single-brand retail. Sourcing norms will now be for a block of five years."The Cabinet has liberalised FDI investment norms to enhance ease of doing business and attract investment," he added.The government has approved 26 per cent FDI with the government's approval in digital media, on the lines of print media."These changes will give a big boost to the FDI in the country, big boost to the Make in India programme, integrate India will global value chains , help people who are looking for alternate manufacturing hibs, and would want to come to India and leverage on our comparative and competitive strength, and create a large number of jobs for the people in India.Separately, the Cabinet also approved sugar export subsidy for 60 lakh metric tonnes of sugar, providing relief to sugarcane farmers, Union Environment Minister Prakash Javadekar said at the media briefing.The sugar export subsidy will cost government Rs 6,270 crore, and should now provide support to sugar prices, he added.
There is a need to address the increasing trust deficit between lenders and borrowers amid a significant slowdown through policy measures and transparency, said Jaspal Bindra, chairman, Centrum group. In an interview to Saikat Das, he said that while bank recapitalisation, announced last week, will provide a significant impetus to credit growth, the benchmarking of loans to the repo rate augurs well for domestic demand, especially in the housing and auto sectors. Edited excerpts:How do you see the economy today?There is a significant slowdown in the economy. This is largely because the sentiment amongst the stakeholders is weak. Additionally, there is an increasing trust deficit between the banks and borrowers. I think the combined effect of the slowdown and trust deficit is what is making the problem bigger.What should be done to address the issue of trust deficit?There are several factors that need to be taken into consideration. The first area is addressing equity markets. Sebi and the government need to take steps to bolster confidence. On the debt financing side, addressing corporate governance is a challenge. PSU (public sector unit) banks are under constant scrutiny and hence are unwilling to take exposures if there is even a minimal doubt. They find it easier not to lend rather than face repercussions later. Also, mutual funds are in a bit of a dilemma, as they too have suffered hits. Across sectors, confidence will have to be built through policy measures and transparency.How do you view the measures announced by the finance minister last week to improve the situation?Till recently, there was an impression that the government was in denial about a slowdown. The good thing is that now at least both the RBI and the government have clearly acknowledged that a problem exists.They have been meeting with industry CEOs to work out ways to improve the situation. The FM announced several measures to revive growth last Friday. Bank recapitalisation will provide a significant impetus to credit growth.Benchmarking of loans to the repo rate augurs well for domestic demand, especially in the housing and auto sectors. The removal of surcharge on FPIs should bring back the recently pulled out investments.What is your assessment of economic growth?I think there is definitely a slowdown, and there's no denying that. You see any sector, you will find a slowdown. The more obvious ones being auto, BFSI.... Jobs are bound to be cut as demand has reduced. Companies are unable to maintain existing production capacity, let alone add capacity.In any economy, there will be a problem of readjustment, where a sector may go through a cyclical downturn. The problem now is that many sectors are going through it together.It is not just restricted to consumption. There is no additional investment, with limited available credit. So, it is a concentration effect.Do you see signs of a revival by the end of this financial year?Unfortunately, we are in a stage where the situation is bad. Fortunately, we can only go up from here. How quickly the FM's latest measures take effect on the ground will be closely watched. We should see some traction on the ground in the next three-six months. By the end of the financial year we should be in a better place.What bold steps can the government take to improve growth?To reinvigorate the growth cycle, we have to improve credit flow in the market. The FM has addressed this point through the bank recapitalisation proposal. Second, labour law reforms have been talked about for a while and will surely help, especially in this volatile environment.Third, India has so much room to accommodate foreign capital. Incentivising foreign capital is strongly needed if the government has to maintain fiscal discipline amid limited domestic capital available for investment.What is your view on the proposed foreign bond sales by the government?Several countries have issued offshore bonds. Since the Indian rupee is not fully convertible, there are some pros and cons. Cost is definitely a pro, because you can raise cheap capital and Indian paper is scarce.The cons are of course that if ever our reserves were to be weaker than they are today, having any dollar liability on the government's balance sheet puts pressure on the currency and currency management becomes challenging.The real estate sector is under a lot of stress. What would be a cure-all?Commercial real estate is doing better. However, the residential sector, particularly high-value projects, are struggling. The easiest cure is for sales to revive. Slow economic growth and weak sentiment are resulting in a lack of confidence amongst homebuyers.Possibly some combination of structural price correction, lower mortgage rates and better economic prospects will help. Besides, HNIs (high net worth individuals) were traditionally large investors in residential real estate, and are now no longer so. They too need an incentive to return.
Micromax Informatics' valuation has crashed about 93% in roughly four years from a peak of Rs 21,000 crore in 2015 to less than Rs 1,500 crore now, with major private equity investors including TA Associates and Sandstone Investment exiting the Indian handset maker.PE players are selling 6.9% in the company for Rs 93.65 crore to the promoters, whose holding will increase to more than 85%, Micromax said in its latest regulatory filings with the Registrar of Companies (RoC).The four promoters — Vikas Jain, Rahul Sharma, Sumeet Kumar and Rajesh Agarwal — hold 19.57% each before the buyback and their holding will go up proportionately after the transaction is completed.Once the poster boy of Indian smartphone industry Micromax has now been pushed to the fringes, having failed to counter the onslaught of Chinese rivals such as Xiaomi and Vivo. Its revenue had shrunk to Rs 4,345 crore in 2017-18 from Rs 11,041 crore in 2014-15 while net profit slumped to Rs 103 crore from Rs 3,362 crore during the same period. Financials for FY19 are not yet available."With the onslaught of Chinese companies, Micromax lost both market share and ability to make profit," said Mohit Yadav, founder of business intelligence platform Veratech Intelligence that analysed Micromax's RoC filings for ET. "In this situation, investor seems to think Micromax is unlikely to recover and hence are willing to take a dip in valuation and take a quick exit," he said.Experts said the current valuation of Micromax will not be more than Rs 1,358 crore, considering the share price for the buyback will not exceed Rs 26.34 per unit.This is a fraction of the valuation in 2010 when Micromax had roped in these private equities by selling equity shares at Rs 2,390.62 per share and preference shares at Rs 2,812.5 per share, as per Veratech Intelligence.Emails sent to Micromax, Sequoia Capital, Sandstone Capital, Madison India Capital and TA Associates did not elicit any response till Wednesday press time. 70885171 The following shareholders are selling their shares in Micromax in the buyback as per RoC filings: Wagner Ltd, an affiliate of TA Associates, which once owned 14.82% but has pared stake in tranches; Madison India Capital HC, which owns 0.39%; Milestone Trusteeship Services Pvt Ltd, in its capacity as a trustee of Madison India Opportunities Trust Fund that owns 2%; Sandstone Investment Partners I fund, holding 2.65%; SCI Growth Investments II, a fund of Sequoia Capital owning 0.65%; and Sequoia Capital India Investment Holdings III that has 250 residual shares.Chinese semiconductor firm Spreadturm Hong Kong Ltd remains invested in the firm with 1.17% stake, as per the filing.Yadav of Veratech said Indian law does not permit sale of shares at a price below the fair market value. "Hence, Micromax's valuation will be a minimum of Rs 515 crore," he said. "In 2010, the minimum valuation was anywhere between Rs 1,250 crore to Rs 1,450 crore."Navkendar Singh, research director at IDC India, virtually ruled out a comeback for Micromax, saying Chinese mobile phone brands are now more experienced and seasoned to work in a diverse market like India.Chinese brands today control more than 75% of the Indian smartphone market as per Counterpoint.Singh said Micromax is trying to stay relevant by partnering with other brands for marketing and distribution tieups, using their manufacturing capacities and capabilities to produce phones for some other brands or markets outside India.Micromax has also diversified into the consumer durables segment while one of its promoters is venturing into electric vehicles.
