Iranian Foreign Minister Mohammad Javad Zarif visited Beijing on Monday after a surprise appearance at the Group of Seven summit in France over the weekend – a move highlighting China's close relationship with Iran, which is in a stand-off with the US over its nuclear programme.
Zarif tweeted in the afternoon that he had arrived in Beijing after a stopover in Tehran. He said that he planned to present his Chinese hosts with a 25-year road map on the China-Iran comprehensive strategic partnership, which was signed in 2016, and that Tehran would actively contribute to Beijing's Belt and Road Initiative.

China signaled Monday it is now seeking a "calm" end to its ongoing trade war with the U.S. and President Trump voiced optimism about a deal, as Asian markets crumbled and China's currency plummeted to an 11-year low following the latest tariffs on $550 billion in Chinese goods announced last Friday by the Trump administration.
"I think we're going to have a deal," Trump told reporters.
Trump said Monday that officials from China called U.S. officials and expressed interest to "get back to the table," The Wall Street Journal reported. He called the discussions a "very positive development."

A pilotless space plane operated by the US Air Force has completed a record 717 days in orbit – and, we still have no idea what its mission is.
The X-37B craft clocked 717 days, 20 hours and 42 minutes this morning at 6:43 a.m. EDT (1043 GMT), according to Space.com, bringing it past the spaceflight duration record set previously during the Orbital Test Vehicle 4 mission.
While it isn't the longest flight ever, the feat marks a personal best for this line of craft, with each pushing a bit further than the mission before.

BIARRITZ, France (Reuters) - U.S. President Donald Trump said on Monday he would meet Iran's president under the right circumstances to end a confrontation over a 2015 nuclear deal and that talks were underway to see how countries could open credit lines to keep Iran's economy afloat.
But Trump, speaking at a G7 summit in the French resort of Biarritz, ruled out lifting economic sanctions to compensate for losses suffered by Iran.
Trump told reporters it was realistic to envisage a meeting between him and President Hassan Rouhani in coming weeks, describing Iran as a country of "tremendous potential".
"I have a good feeling. I think he (Rouhani) is going to want to meet and get their situation straightened out. They are hurting badly," Trump said.

Global military spending increased to a record $1.8 trillion in 2018 — the largest amount since the Cold War.
It's also about 75% higher than post-Cold War low in 1998.

Finally, he asserted that the Burevestnik nuclear-powered cruise missile "of unlimited range," and the Poseidon nuclear-powered unmanned underwater vehicle, were successfully undergoing tests.
Syrian government forces have made fresh military advances towards President Bashar al-Assad's goal of reclaiming "every inch" of the country in an offensive that has intensified fears of a humanitarian disaster in the northern Idlib province.

U.S. and Taliban officials have been negotiating in Qatar since last year on an agreement centered on the withdrawal of U.S. forces, and an end to their longest-ever war, in exchange for a Taliban guarantee that international militant groups will not plot from Afghan soil.
U.S. negotiators have been pressing the Taliban to agree to peace talks with the Kabul government and to a ceasefire, but a senior Taliban official said that would not happen.
"We will continue our fight against the Afghan government and seize power by force," said the Taliban commander on condition of anonymity.
Saudi Arabia has denied there was an attack by the rebels, despite claims by them that an armed drone was used.
Houthi rebels on Monday claimed to have attacked a military target in the Saudi Arabian capital Riyadh a day after the Yemeni rebels fired ballistic missiles at an airport.
According to a spokesperson for the Houthis, who have been battling more than four years of a devastating military campaign led by Saudi Arabia, the attack was carried out with an armed drone.
"The Houthis have said they have targeted a military place, but they haven't given more details about the target," Al Jazeera's Mohammed al Attab said from the Yemeni port city of Hodeidah.
Saudi Arabia has denied there was an attack by the rebels.
Iran did not identify the buyer of the 2.1 million barrels of oil or where the vessel is currently headed. The US previously said it would take action to prevent the oil from being delivered to Syria.
The oil from an Iranian tanker at the heart of a standoff between Washington and Tehran has been sold, the Iranian government announced on Monday.
Government spokesman Ali Rabiei did not identify who bought the 2.1 million barrels of crude oil onboard the ship estimated to be worth $130 million (€117 million).
He added the buyer of the oil will now decide the ship's destination.

There was nothing truly surprising in the white paper. It's no secret that China has been moving away from a huge, low-tech peasant military to a smaller, more agile and high-tech force. Still, there is plenty in the paper to disturb the West as well as China's Asian neighbors.

(Reuters) - The United Arab Emirates finances the military leader trying to topple a United Nations-recognized government in Libya. It helps lead a coalition of nations imposing an economic blockade of Qatar, despite U.S. calls to resolve the dispute. It hired former staffers of the U.S. National Security Agency as elite hackers to spy in a program that included Americans as surveillance targets, a Reuters investigation found this year.
And yet, in a highly unusual practice, the U.S. Central Intelligence Agency (CIA) does not spy on the UAE's government, three former CIA officials familiar with the matter told Reuters, creating what some critics call a dangerous blind spot in U.S. intelligence.
The CIA's posture isn't new. What's changed is the nature of the tiny but influential OPEC nation's intervention across the Middle East and Africa - fighting wars, running covert operations and using its financial clout to reshape regional politics in ways that often run counter to U.S. interests, according to the sources and foreign policy experts.
The CIA's failure to adapt to the UAE's growing military and political ambitions amounts to a "dereliction of duty," said a fourth former CIA official.

It has been 79 days since an estimated one million people took to the streets of Hong Kong to join a protest that kicked off a summer of upheaval, and the movement shows little sign of abating. The protests that gripped this semiautonomous region of China beginning on June 9 have become its longest period of unrest since the former British colony was returned to Chinese sovereignty in 1997.
The current series of protests have now outlasted the Umbrella Movement of 2014, when pro-democracy demonstrators occupied part of the city’s busy financial district, camping out in colorful tents until public support petered out and police cleared the sites. The earlier movement, which demanded free elections of the city’s leader, ended without concessions and was viewed by many as a failure. But five years later, protesters say they are putting hard-learned lessons into practice toward a more sustainable approach to their activism.
Indeed, the current protests have proven difficult for the government to control. What began as a march against an unpopular extradition bill, now suspended, soon snowballed into a broader movement demanding greater democratic freedoms. Instead of occupying a finite space at the city’s central core, protesters have adopted a strategy based on the concept “be water,” borrowed from martial artist and Cantonese movie legend Bruce Lee. The protests are marked by their fluidity, taking form as “pop-up” events all over the city without lingering too long in a single location. They’re largely unpredictable, often planned in real-time via encrypted social media apps. And this time around, the movement has no clear leadership, making it impossible for authorities to identify and arrest its would-be masterminds. “It’s hard to break down our movement,” says Natalie Lee, a 24-year-old protestor. “You can target an organization, but you can’t target mass citizens.”
Strategy isn’t the only difference between then and now. Both authorities and protesters have become much more willing to escalate their tactics, resulting in scenes of violence that seemed unimaginable five years ago. While the demonstrations have by-and-large been peaceful, confrontations between police and protesters have further inflamed tensions; one of the movement’s key demands is an independent inquiry into allegations of excessive force used by officers. Tear gas and rubber bullets, which were rarely used before, are now a normal part of the news cycle. A small faction of the protesters have taken more radical action such as attacking police, hurling bricks and homemade smoke bombs toward them and vandalizing government property. Sunday marked a major escalation, as an officer discharged a live round as a warning shot after being assaulted by protesters.
Protestors say they are more desperate now after their battle five years ago achieved little. Jackie S., 23, tells TIME he has been on the frontlines during a number of stand-offs with police. “Back in 2014, I never imagined that I’d be like this,” he says, “learning how to remove metal barricades from the streets, how to put out tear gas right after it’s fired.” As Jason Buhi, a China expert who teaches law at Barry University in Orlando, Fla., observed, the protesters are “willing to get their hands dirty” this time around. “They’re willing to do what it takes in a way that wasn’t on their minds in 2014,” he says.
Beijing continues to push the narrative that foreign governments are behind the unrest. Chinese state media has branded the movement as a “color revolution,” a reference to anti-authoritiarian protests that swept former Soviet states in the early 200s. And as tensions escalate, fears mount that Beijing could intervene; paramilitary police have reportedly amassed in the neighboring city of Shenzhen in recent weeks, while the People’s Liberation Army maintains a permanent troop presence in Hong Kong. As dramatic as the events of 2014 were, the possibility of Chinese armed intervention has never seemed as real as it does now.
But the differences seen on the streets today reflect how little progress has been made since the Umbrella Movement of 2014. Instead of seeing democratic change, Hong Kongers say they’ve witnessed a steady erosion of civil liberties. Fears about growing Chinese encroachment in the territory’s affairs have been underscored by a series of alarming developments, such as the 2015 disappearance of five booksellers known for peddling salacious texts about the Chinese Communist Party, and later the arrest of several activists associated with the Umbrella protests. “The whole world is moving forward, why do we have to move back?” asks a 20-year-old protestor who goes by the nickname Sylvia.
In other ways, Sylvia says, little has changed since she and her classmates would rush to join the protests after school. Just like in 2014, protest art is plastered on walls and along the bridges connecting the city’s maze of skyscrapers. Despite pockets of chaotic confrontation, the protestors are still, on the whole, lauded for their civility; offering food, water and first aid to fellow demonstrators. Many return the day after a protests to pick up trash to leave public sites clean and orderly.
Perhaps the clearest constant between then and now is the persistence of the public in the face of an unresponsive government. “They don’t think they’re going to really get what they ask for, but the belief is that if they don’t keep fighting, that will really be the end of Hong Kong,” says Victoria Tin-bor Hui, an associate professor of political science at the University of Notre Dame. “They cannot afford to lose, to just go home this time.”
Following a weekend of escalating violence between pro-democracy demonstrators and police, Hong Kong leader Carrie Lam Tuesday insisted her administration has not “lost control.”
While repeating much of her rhetoric from earlier press conferences, a defiant Lam said the semi-autonomous city can handle the spiraling unrest without Beijing’s forces intervening.
“The [Hong Kong] SAR government still has confidence that we can ourselves handle the conflict that has occurred in society in the past two months,” the embattled Chief Executive said in response to a question about the plausibility of the People’s Liberation Army descending on the city.
Her remarks come after Chinese state-run media stoked fears that Beijing’s forces could directly step in to quell the 12-week protest movement. A pointed commentary Sunday said the central government has the authority and responsibility to intervene if riots occur. Such a move would be unprecedented.
Lam admitted that the use of force was “intensifying” and that the protests are “reaching a state of lawlessness.” She criticized protesters for throwing petrol bombs at police and destroying neighborhood businesses, while firmly defending policing practices, which have elicited criticism from rights groups.
According to police, 21 officers were injured and 86 people, including a 12-year-old child, were arrested over the weekend. Marches held in at least three districts devolved into scenes of pitched battles by nightfall, with one officer firing a gun into the air as a warning shot.
The demonstrations, which began as a backlash to an unpopular extradition bill, have since morphed into a broader movement challenging China’s sovereignty and calling for full democracy. In recent weeks, demonstrators have shut down the city’s subway trains and the international airport.
When asked about why the government continues refusing to respond to the protesters’ demands, Lam made it clear that she has no intentions of capitulating, including to calls for her resignation.
“It’s not a question of not responding, it’s a question of not accepting those demands,” she said.
As Lam digs in, the protestors’ resolve also shows no signs of abating. Pro-democracy coalition Civil Human Rights Front (CHRF) will hold a march to the Chinese government’s liaison office, Beijing’s organ in Hong Kong, on Saturday, and a class boycott will be held Monday to coincide with the first day of the academic year for high school and university students.
A giant tattoo of tiny man standing in front of an oncoming tank covers the entirety of one of artist Badiucao’s upper arms. It’s an inspired choice of ink for the Chinese artist who has earned both the fury of the Chinese Communist Party and excited comparisons to Banksy.
Images of the individual known to history as Tank Man flashed around the world on June 5, 1989, when the anonymous Beijing resident, clutching a shopping bag, faced down a column of advancing tanks. The night before, troops had rolled into Tiananmen Square and brutally suppressed a weeks-long, peaceful occupation by students and workers calling for political reform. Hundreds, perhaps thousands, are thought to have died.
“I wanted [the Tank Man tattoo] on my right arm, the arm that I use to draw,” Badiucao (pronounced ba-doo-chow) tells TIME. “It’s a personal reminder to keep having courage with my arm, with my hand, and with my pen.”
Born in China in 1986, Badiucao grew up in a society where all mention of the Tiananmen massacre is fanatically censored. He was in university in 2007, studying law, when he gathered with friends in his dormitory to watch what they thought was a Taiwanese rom com. In turned out that their copy had been doctored by activists intent on spreading awareness of the events of 1989—a few minutes into the film, the movie suddenly cut to a documentary about the massacre.
“It shocked me deeply,” he says. For Badiucao, it was the moment that started his politicization. He tried to find out information about Tiananmen, but was quickly stymied. “If I can’t see the truth about the country, how can I have hope for the country?”
Out of frustration, he started using his artistic talents to create satirical doodles. He had loved painting, drawing and photography as a child: now he used those skills to comment on the political situation in China, and dropped his plans to become a lawyer.
Badiucao comes from a family of artists — his grandfather and his great uncle were filmmakers in China during the 1930s and 1940s. As the political situation deteriorated in China in the 1950s, they both considered moving to Hong Kong or Taiwan, but ultimately decided to stay in their homeland. It’s a decision they paid for with their lives; both were persecuted and killed in an anti-intellectual crackdown, leaving Badiucao’s father orphaned as a young child.
“In my family, there’s a very clear message that to be an artist in China is dangerous,” he says.
So, in 2009, Badiucao packed his bags for Australia, where he got a masters degree and later naturalized. Today, the artist’s work encompasses all mediums, from fine to installation to performance to street art, but he says that everything he creates has a common theme.
“The message from me is always about promoting freedom of speech, advocating for human rights.”
He is best known for the cartoons he posts online, which often take aim at the Chinese government, like a drawing of Chinese President Xi Jinping hunting for Winnie the Pooh (the fictional creature was banned on the Chinese internet after a meme comparing Xi to Pooh went viral).
“Why are they censoring such an adorable animal?” the artist asks.
The artist, who now lives in Melbourne, shares much of his work on Twitter, which he started using after censors shut down his account on the Chinese microblogging site Weibo more than 30 times. Twitter is banned in China, but despite China’s Great Firewall, he’s sure that his artwork still reaches people at home who access the website via virtual private networks (VPNs).
“More and more websites, terms and photos are becoming ‘sensitive’ each year and have been added to censorship lists maintained by social media companies,” Yaqiu Wang, China Researcher at Human Rights Watch, tells TIME. But she says that creative work like Badiucao’s might be able to slip by the censorship apparatus.
“Netizens can still post about political sensitive topics through creative means,” Wang explains, “such as altering the images or replacing critical characters with characters that look alike or with characters that have the same pronunciations.”
For years, and even though he was no longer living in China, Badiucao attempted to conceal his identity, appearing at events in a ski mask. He had good reason to be fearful; others critical of the regime have faced severe punishments. Ai Wei Wei, who Badiucao worked for as an assistant at one point, has been imprisoned and hit with hefty tax evasion fines that the artist says were politically motivated. The political cartoonist Jiang Yefei was sentenced to six and a half years in prison last year for “subversion of state power.”
Badiucao finally unmasked himself on the 30th anniversary of the Tiananmen Square massacre in June, when a documentary about him called China’s Artful Dissident came out. It had become terrifyingly clear to him that Beijing already knew his identity. Ahead of a planned exhibition in Hong Kong late last year, he began receiving threats. When several of his family members in China were detained by the police, he decided to cancel his trip to Hong Kong and call off his show, which was going to feature artwork like an installation made from neon lights depicting the late Nobel Prize winning Chinese political prisoner Liu Xiaobo.
Despite the danger he faces, Badiucao refuses to stand down, and although he wasn’t able to have his exhibition in Hong Kong, his work is now being featured across the city in another way. Since early June — when Hong Kong’s anti-government protests began — the artist has spent much of his time creating artwork to comment on the unrest and the government’s response to it. When Hong Kong’s top official, Chief Executive Carrie Lam, wept on television as she spoke about the sacrifices she had made for the city, the artist released a cartoon of the leader with a reptilian arm wiping away what many Hongkongers said were crocodile tears.
Demonstrations have now become a near daily occurrence in the city, and Badiucao’s art can often be seen at rallies, printed out and turned into posters, or taped onto one of the colorful “Lennon Walls” of protest messages and artwork that have popped up across the city. It inspires the protesters to keep fighting.
“Protest art serves the function of not only spreading the necessary political messages but also connecting movement participants’ emotions, which are pivotal in sustaining a movement,” Vivienne Chow, a journalist and cultural critic based in Hong Kong, tells TIME.
Although Badiucao can’t be in Hong Kong alongside the protesters, he is happy that his artwork has finally reached the city, even if it’s via the Internet instead of a gallery. As the Hong Kong protests enter their third month, he hopes that his work will continue motivating the protesters to carry on their resistance against what is perceived as Beijing’s tightening grip.
“What’s happening in Hong Kong is not just about Hong Kong, it’s also about every country that values freedom and democracy,” Badiucao says. “This is a fight, and it’s a meaningful fight.”
(CANBERRA, Australia) — The Australian government said on Tuesday it was “very concerned and disappointed” that a Chinese Australian writer had been formally arrested in China on suspicion of espionage.
Yang Hengjun has been in Chinese custody since he arrived in southern China’s Guangzhou from New York on Jan. 19 with his wife Yuan Xiaoliang and his 14-year-old stepdaughter. China revealed in July that the 54-year-old academic and former Chinese government official had been detained.
“The government is very concerned and disappointed to learn that Australian citizen and academic Dr. Yang Hengjun … was formally arrested in China on suspicion of espionage,” Foreign Minister Marise Payne said in a statement. She described him as being held in “harsh conditions” without access to his lawyers or family visits, thought embassy officials have visited him.
China’s foreign ministry has said Yang was suspected of engaging in criminal activities that endanger China’s security, but Yang’s Australian lawyer Rob Stary said the basis of the espionage charge remains unclear.
“We think it relates to espionage on behalf of Australia, but it’s not specified on the charge sheet,” Stary said. “We’d obviously be disturbed by that if it was the allegation, because there is absolutely no foundation for it at all.”
Stary suspects the espionage charge relates to Yang’s democracy activism. “He’s a blogger and that’s what he does, he’s an academic, he’s of a different ilk,” Stary said.
Yang has held Australian citizenship since 2002 and has a doctorate from the University of Technology Sydney. He had been living in New York as a visiting scholar at Columbia University.
Payne said she had discussed with China’s Foreign Minister Wang Yi the Australian government’s concerns about Yang’s detainment.
“We have serious concerns for Dr. Yang’s welfare and about the conditions under which he is being been held,” Payne said. “It is important, and we expect, that basic standards of justice and procedural fairness are met. I respectfully reiterate my previous requests that if Dr. Yang is being held for his political beliefs, he should be released.”
Australia expected Yang to be treated in accordance with international human rights law, including the Universal Declaration of Human Rights, with special attention to those provisions that prohibit torture and inhumane treatment, guard against arbitrary detention and that protect the right to freedom of thought, conscience and religion, Payne said.
Before Yang was moved into criminal detention, he had been held under so-called residential surveillance at a designated location. This can involve being guarded 24-hours a day with lights on continuously and tortures including sleep deprivation, being tied to a chair or forced to stand for hours.
For years, leaders in the fight against climate change have sought to use international trade as a weapon, pushing world leaders to penalize countries that aren’t stemming warming emissions by restricting trade with them on the global market. But for the most part, the measures have gained little traction.
Last week, that changed. As tens of thousands of fires engulfed the Amazon, the European Union threatened to block a landmark trade deal with Brazil and ban imports of Brazilian beef if the country’s right-wing leader, Jair Bolsonaro, didn’t act. Within days of the threat, and as G-7 leaders prepared to discuss the matter in France, Bolsonaro buckled, abandoning his passive approach to the crisis and sending more than 40,000 troops to fight the fires.
The trade fight over the Amazon represents a little noticed, but important development in the fight against climate change. As countries diverge in their efforts to combat climate change, with some expending significant resources and others ignoring the issue, policymakers are increasingly looking to use trade rules to push others to act and to promote their own low-carbon products.
And in an ironic and unexpected turn of events, it appears that despite taking the U.S out of the international effort to combat climate change, President Trump’s destruction of trade norms may have cleared the way for a powerful new weapon in the fight as countries increasingly crack down on rouge climate counterparts.
“Previously politicians didn’t want to reach for those kinds of weapons, but we’re in the Wild West now,” says Aaron Cosbey, a researcher at the International Institute for Sustainable Development who studies the link between climate change and trade. “Trade has powerful potential.”
The new trade threats stem from fires in the Amazon rainforest set by farmers looking to increase the land available for agriculture. Brazil’s National Institute of Space Research (INPE) has identified more than 70,000 fires this year and says the number of fires so far this represents a nearly 80% increase over the same period in 2018.
The destruction of the Amazon not only threatens to destroy biodiversity and affect the lives of indigenous people but also to rapidly accelerate climate change. The Amazon absorbs carbon dioxide that would otherwise trap heat in the atmosphere. Burning trees releases the heat-trapping gas. And, while fires have burned with the same or greater intensity in the past, scientists warn that the region could be dangerously close to a tipping point that would make it impossible to restore the rainforest and sustain the region’s ability to absorb carbon dioxide.
Bolsanaro has previously questioned the science of climate change, while leaders in the EU have long rejected his position. Around the world, policymakers have sought not only to clean up their own carbon footprints but also to push other countries to act.
But the rate of destruction in the Amazon accelerated those often-subtle diplomatic efforts. In statements in the days leading up to the G-7 summit, France and Ireland both suggested that they might withhold support for a landmark trade deal between the European Union and a handful of South American countries if Bolsanaro did not take the matter seriously. “Under these conditions, France is opposed,” French President Emmanuel Macron’s office said in an Aug. 23 statement.
The deal, known as the European Union–Mercosur Free Trade Agreement, would eliminate the majority of tariffs between the EU and the Mercosur common market, which includes Brazil, Argentina and others. Officials announced a deal in June after two decades of negotiations, but it still requires approval from constituent countries. European Council President Donald Tusk said it was “hard to imagine” the deal going through if Bolsonaro did not take action.
Finland, which currently chairs the Council of the European Union, suggested a different path: restricting Brazilian beef imports. Brazil currently exports 120,000 tonnes of beef annually to the EU, a figure Brazilian producers hope to grow in the coming years. Finland’s finance minister said in a statement late last week that he would raise the possibility of banning Brazilian beef at a meeting with his EU counterparts in September “if progress has not been made before then.”
One important reason countries are willing to wield trade as a weapon, experts say, is that President Trump has normalized saber rattling in world markets. Trump is no friend of climate change measures, but his threats to launch trade wars and impose tariffs on other countries have weakened the international trade regime, making once-anathema measures like tariffs and import restrictions more politically palatable. More directly, his administration has weakened the World Trade Organization, a body that could ordinarily block measures like a ban on imports from a particular country.
“It might be illegal, but it almost doesn’t matter anymore,” says Coseby, noting that the WTO panel that could overturn a ban on Brazilian beef lacks the members to overrule it because the Trump administration won’t approve them.
In a world where the U.S. and China exchange escalating tariffs affecting goods valued in the hundreds of billions of dollars, it would be easy to write off the threat as small potatoes. Indeed, in the past week the U.S. and China have respectively announced hiked tariffs on $550 billion and $75 billion in goods.
But in the long-term the current trade spat could be overshadowed as countries vie to control the 21st century market for clean energy and low-carbon products. A country that requires its own companies to reduce their emissions will want to punish other countries that have not enacted such measures.
“This market is going to be the dominant market of the world for the rest of this century,” John Kerry, the former U.S. Secretary of State who proposed a border carbon fee as a U.S. senator, told me earlier this year. “If in the United States is not a commanding position in it our economy will suffer tremendously.”
There are hints of this discussion already. Earlier this year, Macron proposed a “carbon tax on borders” for the EU. In the U.S., where climate policy experts are divided on a slew of different measures, a similar idea has gained a wide range of endorsements, from Vermont Senator Bernie Sanders who proposed “a fee on imported Carbon Pollution-Intensive Goods” as part of his presidential campaign to a group of Republican elder statesmen calling for a carbon tax. Legislation that includes such a measure, among other things, has nearly 60 co-sponsors in the House of Representatives.
Trump, who has boasted that trade wars are “good” and “easy to win,” may think climate change is much ado about nothing. He has repeatedly denied the science of climate change when confronted on the topic and on Monday at the G-7 said that he was not going to “lose” the American economy “on dreams” and “windmills.” But at some point in the not-so-distant future, the trade environment he helped create may be a lot harder for the U.S. to navigate, in part because of his denial of the reality of climate change.
(Bloomberg) — President Donald Trump said he doesn’t expect to make money if the U.S. hosts next year’s Group of Seven summit at his Trump Doral golf resort, even as he delivered an extended sales pitch to hold the meeting at his Miami property.
“Each country can have their own villa, or their own bungalow” if the meeting is at Doral, Trump said Monday at the end of the G-7 summit in Biarritz, France. The U.S. is next in the rotation to host the annual meeting of world leaders, which will occur in the middle of the 2020 presidential campaign. “I don’t want to make any money,” said Trump.
Earlier in the day, Trump ticked off advantages of holding a global summit in the Sunshine State of Florida. “It’s very big,” and it’s Miami, “so it’s a great area.” He told German Chancellor Angela Merkel, sitting next to him, that she’d have just a three-minute helicopter ride from the airport to the site.
“People are really liking it,” Trump said.
The president already has run afoul of ethics experts and faced multiple lawsuits over his continued involvement with some of his private business holdings, such as the Trump International Hotel in Washington. Locating a global summit on one of his properties would open him up to a slew of new allegations that he’s mixing his private financial gain with his public position as commander-in-chief.
The Trump Organization has donated profit from foreign governments to the U.S. Treasury, part of a bid to counter criticism that Trump may be violating the U.S. Constitution’s emoluments clauses by accepting payments from foreign governments.
Still, Doral would benefit in other ways from hosting a summit of world leaders. The resort would get free publicity that could boost future profit.
The president placed his business holdings in a revocable trust that lets him continue to profit from his company’s activities. His sons Eric and Donald Jr. run the Trump Organization. Democrats and watchdog groups have repeatedly criticized Trump for maintaining his business while in public office.
Doral is built more for play than work, and its website boasts that it’s only eight miles (13 kilometers) from the Miami airport. It’s 800 acres, boasts four golf courses and 643 rooms, plus more than 100,000 square feet of event space — including the Donald J. Trump Grand Ballroom.
Doral may have fallen on hard times financially. Trump’s financial disclosure showed the property had $74.8 million in 2018 income, down from about $115.9 million.
A number of high-profile companies and industry groups have held meetings there since Trump took office, including private prison operator Geo Group Inc., a major beneficiary of Trump’s immigration policies. Separately, the Community Financial Services Association of America, a payday lenders’ trade group, held an event there in March amid efforts to roll back consumer protections in the industry.
(BIARRITZ, France) — U.S. President Donald Trump skipped a discussion on climate with other world leaders at the Group of Seven summit in France, leaving an empty chair as global power brokers debated how to help the fire-ravaged Amazon and reduce carbon emissions.
Trump was scheduled to attend Monday’s session on climate, biodiversity and oceans at the G-7 summit in Biarritz, but didn’t. French President Emmanuel Macron, the summit host, said Trump’s aides were there instead. Trump is a climate change skeptic who once had claimed it’s a hoax that was invented by the Chinese. His decision to withdraw the United States from the 2015 Paris climate accord has severely damaged global efforts to reduce emissions.
Trump started the morning behind schedule, and held one-on-one meetings while others were in the climate discussions. However, one of his interlocutors, German Chancellor Angela Merkel, managed to make it to the climate meeting.
Trump then met with India’s Prime Minister Narendra Modi, where he was asked about attending the climate session. Trump said it would be his next stop and that he wants clean air and water.
But he never showed up.
Macron shrugged off Trump’s absence, saying it wasn’t his goal to try to persuade Trump to rejoin the climate accord. “You can’t rewrite the past,” Macron told reporters. But Macron said he and Trump had a “long, rich and totally positive” discussion on the Amazon fires and an international effort to invest in “re-foresting” the area.
G-7 countries pledged $20 million on Monday to help fight fires in the Amazon rainforest, which threaten its ability to capture carbon released into the atmosphere by cars and other emitters. It’s a small sum overall but G-7 summit host France hopes it will bring more attention to the fires.
U.N. Secretary General Antonio Guterres – who attended Monday’s climate talks – expressed hope that Americans themselves would help fight climate change even if their president doesn’t.
“I am very optimistic about American society and its capacity to deliver in relation to climate action,” he told reporters afterward. “What matters here is to have a strong engagement of the American society and of the American business community and the American local authorities.”
(PORTO VELHO, Brazil) — Brazilian President Jair Bolsonaro has insulted adversaries and allies, disparaged women, blacks and homosexuals, and even praised his country’s 1964-1985 dictatorship. Yet nothing has rallied more anger at home and criticism from abroad than his response to fires raging in parts of the Amazon region.
The far-right populist leader initially dismissed the hundreds of blazes and then questioned whether activist groups might have started the fires in an effort to damage the credibility of his government, which has called for looser environmental regulations in the world’s largest rainforest to spur development.
In response, European leaders threatened to block a major trade deal with Brazil that would benefit the very agricultural interests accused of driving deforestation.
And French President Emmanuel Macron on Monday continued his feud with Bolsonaro, who had endorsed a Facebook post insulting Macron’s wife. Macron accused him of skipping a scheduled meeting with the French foreign minister in favor of a barber appointment and reiterating that Bolsonaro had lied to him.
Macron said: “It’s sad. First for him and for the Brazilians.”
He said Brazilian women “are doubtless ashamed to read that about their president” and that he hoped the country would soon have a president who could behave according to the standards of the office.
Meanwhile, thousands of people have demonstrated in cities across Brazil and outside Brazilian embassies around the world. #PrayforAmazonia became a worldwide trending topic. Pope Francis added his voice to the chorus of concern, warning that the “lung of forest is vital for our planet.”
Bolsonaro finally took a less confrontational approach Friday and announced he would send 44,000 soldiers to help battle the blazes, which mostly seem to be charring land deforested, perhaps illegally, for farming and ranching rather than burning through stands of trees.
Some say it’s not enough and comes too late.
“No (Brazilian) democratic government has suffered such international criticism as Bolsonaro is going through,” said Mauricio Santoro, an international relations professor at Rio de Janeiro State University. “By breaching international environmental agreements, Brazil has been discredited, blurred and unable to exercise any type of leadership on the international stage.”
Brazilian military planes began dumping water on fires in the Amazon state of Rondonia over the weekend, and a few hundred of the promised troops deployed into the fire zone. But many Brazilians again took to the streets in Rio de Janeiro and other cities Sunday to demand the administration do more. Some held banners that read: “Bol$onaro is burning our future.”
Bolsonaro has previously described rainforest protections as an obstacle to Brazil’s economic development. Critics say the record number of fires this year has been stoked by his encouragement of farmers, loggers and ranchers to speed efforts to strip away forest. Although he has now vowed to protect the area, they say it is only out of fear of a diplomatic crisis and economic losses.
“The international pressure today has a bigger impact than the demonstrations by Brazilians on the streets,” Santoro said.
The leaders of the Group of Seven nations announced Monday they have agreed to an immediate $20 million fund to help Amazon countries fight wildfires and launch a long-term global initiative to protect the rainforest.
German Chancellor Angela Merkel said her country and others will talk with Brazil about reforestation in the Amazon once the fires have been extinguished.
“Of course (this is) Brazilian territory, but we have a question here of the rainforests that is really a global question,” she said Sunday. “The lung of our whole Earth is affected, and so we must find common solutions.”
Fires are common during Brazil’s dry season, but this year has set an alarming record. The country’s National Space Research Institute, which monitors deforestation, has recorded more than 77,000 wildfires in Brazil this year. That is an 85% rise over last year, and about half of the fires have been in the Amazon region.
“We’ve had eight months without any type of concrete action in defense of the Amazon,” said Rómulo Batista, a member of Greenpeace Brazil’s Amazonia Campaign. He said the flames licking over swaths of the Amazon are a reflection of Bolsonaro’s environmental policy.
“The government created a sense of impunity among farmers who were willing to commit illegal acts to deforest,” he said.
“Thousands of species of plants and animals are being killed, many of them that we don’t even know. The population of nearby cities is suffering terrible damage because they’re breathing that air and it’s causing them respiratory problems. And the rise in deforestation can completely alter the rain patterns by region and devastate agriculture, even in South America.”
Bolsonaro has argued with critics who note that the Amazon produces vast amounts of oxygen and is considered crucial for efforts to contain climate change. But Batista predicts the fires will prove a turning point and the pressure by G-7 leaders will shift Bolsonaro’s view on the environment.
Brazil’s federal police agency announced Sunday that it would investigate reports that farmers in the state of Para, one of those most affected by the blazes, had called for “a day of fire” to ignite fires Aug. 10. Local news media said a group organized the action over WhatsApp to show support for Bolsonaro’s efforts to loosen environmental regulations.
Justice Minister Sergio Moro, who oversees the police, said on Twitter that Bolsonaro “asked for a rigorous investigation” and said “the criminal fires will be severely punished.”
Merkel noted Bolsonaro is putting “significant forces” into the effort to save the rainforest.
But Bolsonaro has had a tense relationship with foreign governments — including Germany’s — and non-governmental groups that he accuses of meddling in his country’s management of the Amazon.
Macron’s office on Friday complained that the Brazilian leader “had lied to him” about environmental commitments.
Asked if he would speak with Macron, Bolsonaro said Saturday: “If he calls me, I will answer. I am being extremely well-mannered with him even though he called me ‘a liar.'”
(PORTO VELHO, Brazil) — The Group of Seven nations on Monday pledged tens of millions of dollars to help fight raging wildfires in the Amazon and protect its rainforest, even as Brazilian President Jair Bolsonaro accused rich countries of treating the region like a “colony.”
The international pledges at a G-7 summit in France included $20 million from the group, as well as a separate $12 million from Britain and $11 million from Canada. Ottawa has also offered to send firefighting planes to Brazil.
Other groups are contributing support for a region whose rainforests are a major absorber of carbon dioxide from the atmosphere. Earth Alliance, a new environmental foundation backed by Leonardo DiCaprio, is pledging $5 million in aid, saying the Amazon is one of the “best defenses” against climate change.
The funds are widely seen as critical support, but a relatively small amount for dealing with an environmental crisis of such scale threatening what French President Emmanuel Macron called “the lungs of the planet.”
More than $1 billion, for example, has been paid into a fund to help the Amazon in the past decade. And major donors Germany and Norway recently cut donations to Brazilian forestry projects, saying Bolsonaro’s administration isn’t committed to curbing deforestation.
It was unclear how exactly the new money would be administered. Bureaucracy can slow and reduce the amount that reaches programs in the field. Brazil’s environment minister, Ricardo Salles, said the aid was welcome and that Brazil should decide how the resources are used.
More global funding and political will in Brazil will be needed once the fires are extinguished, said John Robinson, chief conservation officer at the Wildlife Conservation Society.
Brazil needs “legislation and regulations that set clear limits preventing landowners — especially large ones — from burning the forest and converting it to agriculture and rangeland, backed by incentives and investment in alternatives,” Robinson said.
The international pledges came despite tensions between European countries and the Brazilian president, who suggested the West was angling to exploit Brazil’s natural resources.
“Look, does anyone help anyone … without something in return? What have they wanted there for so long?” Bolsonaro said.
Bolsonaro has insulted adversaries and allies, disparaged women, black and gay people, and praised his country’s 1964-1985 dictatorship. But nothing has rallied more anger at home and criticism from abroad than his response to the fires in parts of the Amazon region.
The Brazilian leader says he is committed to protecting the Amazon and prosecuting anyone involved in illegal fires, many of which appear to be to have been set in already deforested areas to clear land for farming.
But Bolsonaro initially questioned whether activist groups might have started the fires in an effort to damage the credibility of his government, which has called for looser environmental regulations in the world’s largest rainforest to spur development.
“We believe that there are many mining companies and lumber companies and farmers who feel that the president has their backs,” said Raoni Metuktire, a Brazilian indigenous chief and environmentalist who traveled to the G-7 summit in Biarritz.
In response, European leaders threatened to block a major trade deal with Brazil that would benefit the very agricultural interests accused of driving deforestation.
The impact of the fires and smoke has disrupted life for many in the Amazon region. The airport in Porto Velho, the capital of Rondonia state, was closed for more than an hour Monday morning because of poor visibility. On Sunday, a soccer match of a lower-tier national league was briefly suspended because of smoke in Rio Branco, capital of Acre state, as fire burned in a field outside the stadium.
In Para state, where fires have swept many areas, resident Moacir Cordeiro said he was worried about their impact on nature and his health. Smoke rose from nearby trees as he spoke.
“I don’t think there are enough people to extinguish the fires,” said Cordeiro, who lives in the Alvorada da Amazonia region. He said it was difficult to breath at night because of the smoke.
Another man, Antonio de Jesus, was also worried.
“Nature shouldn’t be killed off like that,” he said.
Macron said the Amazon, while mostly Brazilian, is a world issue and that his message to Bolsonaro is: “We cannot allow you to destroy everything.”
Brazil’s sovereignty must be respected, Macron said, but the world can help Brazil reforest and build its economy “while respecting the natural balance.”
About 60 percent of the Amazon region is in Brazil; the vast forest also spans parts of Bolivia, Colombia, Venezuela, Ecuador, French Guiana, Guyana, Peru and Suriname.
Speaking on French TV after hosting the G-7 summit, Macron acknowledged that Europe, by importing soya from Brazil, shares some blame for the agricultural pressure on the rainforest.
He added that Europe’s dependence on imported proteins, including soya, for animal feed is “a very bad choice” and that he wants Europe to develop alternate sources of protein.
Bolsonaro has accused Macron of treating the region “as if we were a colony.”
Bolsonaro has announced he would send 44,000 soldiers to help battle the blazes, and military planes began dumping water on fires in the Amazon state of Rondonia.
The move was welcomed by many critics, but some say it’s not enough and comes too late.
In violating environmental agreements, Brazil has been discredited and “unable to exercise any type of leadership on the international stage,” said Mauricio Santoro, an international relations professor at Rio de Janeiro State University.
Critics say the large number of fires this year has been stoked by Bolsonaro’s encouragement of farmers, loggers and ranchers to speed efforts to strip away forest. Although Bolsonaro has now vowed to protect the area, they say it is only out of fear of a diplomatic crisis and economic losses.
Fires are common during Brazil’s dry season, but the numbers surged this year. The country’s National Space Research Institute, which monitors deforestation, has recorded more than 77,000 wildfires in Brazil this year, a record since the institute began keeping track in 2013. That is an 85% rise over last year, and about half of the fires have been in the Amazon region — with more than half of those coming just in the past month.
Rómulo Batista, a member of Greenpeace Brazil’s Amazonia Campaign, said “the rise in deforestation can completely alter the rain patterns by region and devastate agriculture, even in South America.”
Brazil’s federal police agency announced that it would investigate reports that farmers in Para state had called for “a day of fire” on Aug. 10 to ignite fires. Local media said a group organized the action over WhatsApp to show support for Bolsonaro’s efforts to loosen environmental regulations.
On the afternoon of Aug. 19, the sky over São Paulo, Brazil’s largest city, went dark. A cold front combined with ash from forest fires in the Amazon rainforest and formed ominous clouds that blocked out the sun. Photos of the blackened sky began to pop on Twitter, and soon the world was paying attention to the blazes rampaging across the forest called “the lungs of the world.” Many blame President Jair Bolsonaro’s rhetoric as the central factor in the crisis. Less obvious are the ways the conflagration stems from years of slashing government budgets for the environment and dismantling support for indigenous and traditional subsistence communities.
For example, Bolsonaro’s predecessor, Michel Temer, reorganized the government and wielded his budget scissors liberally. Temer downgraded a ministry focused on supporting sustainable family farms and chopped funds for environmental protections and science. In 2017, Temer cut the federal science budget by 44% and took nearly the same amount from the discretionary budget of IBAMA, Brazil’s environmental agency. In April 2019, Bolsonaro continued the trend, cutting IBAMA’s budget by 24%. Those cuts left the agency unable to cover its fixed costs and left it without resources for patrolling and enforcement.
A spokesperson for IBAMA says that its budget has been reinstated to what it was prior to the April cuts. Nonetheless, thus far in 2019, IBAMA has issued only one third of the fines it did over the same period last year, according to Folha de São Paulo, one of Brazil’s largest newspapers. The drop is likely a result of both a lack of funding and political will. Earlier this year, Bolsonaro had IBAMA fire an agent, who happened to have fined Bolsonaro years ago for illegal fishing.
In a similar vein, after the Brazilian space agency, called INPE, released new satellite data showing a 278% increase in deforestation in July compared to the same period last year, Bolsonaro fired the agency’s head, suggesting that the data were trumped up in order to tarnish the country’s image.
“No country in the world has the moral right to talk about the Amazon. You destroyed your own ecosystems.”Brazil’s strong agriculture sector has ratcheted up pressure on forests. Agriculture has been the strongest performing sector of Brazil’s economy in recent years, and the US-China trade war has positioned Brazil well to replace the US as the global leader in soybean exports. The demand for soybeans has created pressure to rapidly clear forests and plant. Jair Bolsonaro’s oldest son, Flávio Bolsonaro, a senator, has introduced a bill that would eliminate a requirement that rural properties in the Amazon maintain 80% of their native vegetation.
Meanwhile, the president has regularly challenged criticism about his government’s environmental policies in a way some see as condoning deforestation. “The Amazon is ours,” Bolsonaro told journalists in mid-July. “We preserve more [rainforest] than anyone. No country in the world has the moral right to talk about the Amazon. You destroyed your own ecosystems.”
Fabiano Lopez da Silva, head of Fundação Vitoria Amazonica, an environmental non-governmental organization based in Manaús, says such rhetoric stimulates illegal deforestation. “[Farmers and illegal loggers] can go forward with illegal fires. There won’t be any sort of [fiscal enforcement] or monitoring or fines for this kind of activity,” says Lopez da Silva.
There are indications that these latest fires may have at least in part been the result of political acts. According to the Folha do Progresso, a publication from the southern part of the Amazonian state of Pará, farmers and ranchers in the region organized what they called “a day of fire” for Aug. 10, where they would set forests aflame to clear land for pasture and planting. Their goal, according to the outlet, was to show Bolsonaro they wanted to work, and burning down trees was the way to do that. In the following 48 hours, forest fires spread rapidly in the region. The New York Times reports that farmers set the bulk of these fires, but that they targeted land already cleared for agriculture, not old-growth forest.
Similarly, the environment secretary for the state of Amazonas, Eduardo Taveira, told TIME that in the southern part of the state, the agency has seen an unusually large number of fires in areas where man-made forest fires are an annual issue. Taveira and Lopez da Silva both noted that forest fires in the Amazon are almost never the result of natural causes.
Meanwhile, by reorganizing the government and cutting budgets, the Bolsonaro administration has undercut environmental policing power. For the last few years, during the dry season (which runs from June to December) IBAMA has maintained an enforcement base in Novo Progresso, a city in the state of Pará at the epicenter of the current forest fires. When IBAMA agents patrol the countryside looking for illegal logging and other violations, military police generally accompany them to ensure their safety, since Brazil ranks as one of the most dangerous countries in the world for environmental activists. But this year, shortly after demonstrations near Novo Progresso where farmers burned bridges and tires to protest IBAMA’s enforcement actions, the state military police were removed from this detail. Though the police respond to the state government, it’s hard not to see removing police protection as tacit permission to break the law.
Bolsanaro’s administration declined to respond to emailed questions from TIME.
On Aug. 23, Bolsonaro made a televised speech to announce “zero tolerance” for environmental crimes, and said Brazil would deploy its armed forces to cope with the forest fires. In the same speech, however, he reaffirmed the need to provide economic opportunity to the Amazon region’s population, and there’s little indication that Bolsonaro will pull back his support for expanding mining operations and large-scale farming in the region.
That’s just more bad news for the Amazon’s indigenous people, whose lands are some of the best preserved in the region. One of Bolsonaro’s first official acts as president in early 2019 was to transfer the agency charged with supporting indigenous people, FUNAI, under the Ministry of Agriculture. Analysts say this weakens the agency’s ability to protect indigenous territories. Along with suggesting that indigenous territory could be opened up for mining, Bolsonaro has also threatened to halt the certification of any new indigenous settlements.
Obviously, this is devastating for indigenous people. But it’s also potentially catastrophic for the environment. According to a recent United Nations report, strong land rights for indigenous communities help form a bulwark against climate change. In Brazil, for example, indigenous territories are constitutionally protected. This helps maintain the forest by discouraging encroachment by farmers, miners and loggers.
But, according to Joenia Wapichana, a member of the Sustainability Network (a political party established by former Minister of the Environment Marina Silva) and the first indigenous woman elected to Brazil’s senate, the Bolsonaro government has “persecuted” indigenous people by attempting to halt the processes that define the boundaries of indigenous territories. The FUNAI website lists 440 fully recognized indigenous territories in Brazil. Another 127 have crossed the first hurdle in the demarcation process while a further 115 have yet to move past the initial study required to begin applying for recognition.
Once these boundaries are established, non-indigenous Brazilians are barred from using the land, creating buffer zones against deforestation.
Brazil’s traditional subsistence communities and settlements established by the descendants of formerly enslaved people represent another shield against deforestation. Traditional communities are generally the descendants of European settlers who practice small-scale agriculture as well as producing goods from materials that can be harvested sustainably from the forest. For example, in Montanha e Mangabal, a government-certified “traditional community” with approximately 250 residents in Pará, many of the community’s residents support themselves by producing oils from native plants, fishing, and raising yucca roots to make flour. The community’s presence deters deforestation, says its president, Ageu Lobo Perreira. “[Traditional] communities are always there watching,” he says. “You can’t come here and attack the environment, take lumber.”
Unfortunately, these communities are at risk thanks, Lobo Perreira says, to federal defunding of environmental protection, public education, and public healthcare. “Families are leaving because they want their children to have a secondary-school education,” Lobo Perreira says. Community members must travel more than 140 miles to the city of Itaituba for any serious health issues.
“These are places where the state’s power, judicial power doesn’t reach.”Further, these places on the frontlines of deforestation have become flash points of violence. Indigenous and traditional subsistence communities regularly report physical violence in confrontations resulting from incursions onto their land. Last year, for example, after Lobo Perreira publicly challenged miners prospecting illegally on the community’s land, he received death threats that forced him to leave Montanha e Mangabal for a few months.
“When you enter these more remote areas,” says André Cutrim, a professor of environmental resource management at the Federal University of Pará, “these are places where the state’s power, judicial power doesn’t reach.” The result, he says, is that it’s easier to cut down trees or to start fires illegally—and harder for an already hamstrung environmental agency to operate in the face of violence and lawlessness. This enables land grabbers to deforest and farm regardless of what the law permits.
Cutrim says the Bolsonaro government is stoking passions with its rhetoric. “The message of the current government isn’t conciliatory. It’s a message of confrontation,” he says. This, Cutrim sustains, makes Bolsonaro’s supporters feel authorized to pursue their own interests, even if that means setting fire to one of the country’s treasures.

Therefore, given the big consumption problem, given available policy options for the government, and given the huge impact of the global economic slowdown, the need for a consumption-boosting Keynesian multiplier may be more acute than the government may like.A tiny departure from the fiscal carefulness has already happened via the decision that GoI will start replacing its old cars with new ones. Over the next three-four quarters, bigger and more creative fiscal options may have to be —or, indeed, should be — considered.The Reserve Bank of India (RBI) board decided on Monday to transfer Rs 1.76 lakh crore of its 'excess capital' to the government — this is nearly double the Rs 90,000 crore central bank transfer assumed in 2019-20 Budget, however, around Rs 28,000 crore is already accounted for as interim dividend for 2018-19. It would be smart to spend the extra amount in bang-for-buck ways, aimed at the fastest and deepest impact on consumption expenditure.But aside that, the finance ministry must not right now be rigid on the fiscal deficit. Inflation is low, consumption is hurting, exports are in dumps, and investment has been flat for a while. So, the government should proactively plan a fiscal boost and execute it as a sort of an emergency economic measure, should, for example, the consumption slowdown continue to drag everything else down.March for EconomyGS concludes its analysis by saying that assuming a significant rise in consumer confidence and easier liquidity/credit conditions, economic activity may rise by next March. The rise is modest, and global slow growth and 'negative fiscal impulses' are likely to be the main drags. The country's largest carmaker Maruti Suzuki India is looking at CNG option to fill in the space vacated by small diesel engine cars in future, according to a senior company official.The company had in April this year announced that it would stop selling diesel cars from April 2020, when BS-VI is implemented in the domestic market, citing feasibility issues after cost escalation due to the new emission norms.At the time of announcement around 23 per cent of all the units sold by the company in the domestic market were diesel cars.Presently, MSI offers its popular models Alto, AltoK10, Celerio, WagonR, Dzire, Ertiga in CNG option along with light commercial vehicle, Super Carry."For Maruti Suzuki in the future, CNG vehicles are likely to make up for the space vacated by small diesel engine cars," MIS Senior Executive Director (Engineering) C V Raman told PTI."We believe that for a small car, CNG is a very good option. It is an alternative to oil consumption. We have the widest range of CNG cars for our customers. We are keen to promote green fuels," he further said.Besides, the government's focus is also to expand the gas-based economy, Raman added."There is a lot of emphasis on expanding CNG availability in the country," he added.In the April-July period this fiscal, MSI's domestic sales were at 4,74,487 units as against 6,17,990 units in the year-ago period, down 23.2 per cent.An estimated 30 lakh CNG vehicles are currently plying on the Indian roads at present with sales majorly in Delhi-NCR, Gujarat, Maharashtra, Uttar Pradesh and Haryana.Cumulatively, MSI has sold over 5 lakh CNG cars so far.MSI has, however, kept its options open saying if there is demand for bigger diesel engine after BS-VI implementation, it will consider offering its consumers the same.Although, it is currently focussing only on making petrol and CNG engines BS-VI compliant. It is already offering seven of its models in the petrol BS-VI engines.
Prime Minister Narendra Modi on Monday informed President Donald Trump that India plans to further step up imports, including oil, from the US and that USD 4 billion worth of imports were already "in the pipeline", as the two countries sought to overcome their differences on tariffs and market access.The Modi-Trump meeting assumes significance in the wake of the strain that has popped up in the bilateral relationship on a host of trade and economic issues.Meeting on the sidelines of the G7 Summit in the French city of Biarritz, where India was a special invitee, Modi and Trump agreed that preferably before the Prime Minister visits US next month, there will be an interaction between their trade ministers at which "the whole range of trade issues will be discussed," Foreign Secretary Vijay Gokhale said.Briefing on the 40-minute meeting between Prime Minister Modi and President Trump, he told reporters that Commerce Minister Piyush Goyal was supposed to go to Washington earlier but it did not materialise.In Washington, a readout of the Modi-Trump meeting said, the two leaders discussed ways to broaden their strategic partnership and greatly increase trade between the United States and India.Though trade is an important part of the booming bilateral strategic partnership, a row over market access and tariffs has escalated in recent months, leading to fears of a protracted dispute.President Trump has previously described India as the "tariff king." Before his meeting with Modi on the sidelines of the G20 Summit in Osaka, Japan, demanded the withdrawal of India's "very high" tariffs on US goods."The Prime Minister spoke of the importance of energy imports from the US, and he referred to the fact that 4 billion dollars worth of imports are already in the pipeline and that would be expected to be stepped up," Gokhale said.He noted that Prime Minister would be in the US in September to attend the UN General Assembly and would also travel to Houston, America's energy capital. The prime minister is scheduled to address the Indian community in Houston on September 22.In Houston, the prime minister is expected to have a round table with the top CEOs of the energy companies in the US, he said.He said the objective there is two fold, one to see how India can import more energy (oil) from the US and second is how the country can invest in the energy sector in the US.Gokhale said President Trump spoke very warmly of the fact that India has become a major importer of energy. He also indicated that he was willing to send top administration officials to Houston in an effort to ensure that the bilateral energy relationship made progress.India's exports to the US in 2017-18 stood at USD 47.9 billion, while imports were at USD 26.7 billion. The trade balance is in favour of India.The Foreign Secretary described the bilateral meeting between Modi and Trump as a very positive one."This is the third either meeting or conversation that the two leaders have had in about 100 days of office that Prime Minister Modi has been in his second term," he noted.In June, President Trump terminated India's designation as a beneficiary developing nation under the key GSP trade programme after determining that New Delhi has not assured the US that it will provide "equitable and reasonable access" to its markets.The Generalized System of Preference (GSP) is the largest and oldest US trade preference programme and is designed to promote economic development by allowing duty-free entry for thousands of products from designated beneficiary countries.The Trump administration wants India to lower the trade barriers and embrace "fair and reciprocal" trade.Trump has also criticised India's high import tariff on the iconic Harley- Davidson motorcycles as "unacceptable".Many US companies like Google, Mastercard, Visa and Amazon have raised concerns over the issue of data localisation and its impact on their operational cost.In April last year, the Reserve Bank of India issued a directive on 'Storage of Payment System Data'. It had advised all system providers to ensure that within a period of six months, the entire data relating to payment systems operated by them is stored in a system only in India, for effective monitoring.India has also dragged the US to the World Trade Organisation's dispute settlement mechanism over the imposition of import duties on steel and aluminium.
MUMBAI|KOLKATA: If biscuits were a proxy for consumption in India, the trends would diverge, depending on who buys them. City slickers are munching more cookies these days, although the rural folk have gone easy on them, according to a report.The overall FMCG slowdown was largely led by rural markets and smaller companies with annual sales of less than Rs 100 crore, Nielsen said in a recent report. "While value categories or small packs are seeing a decline, there has been no issue in consumer demand for premium sub-segments and bigger packs in biscuits, which are still growing," said Mayank Shah, category head at Parle Products.Biscuits are India's largest consumer product segment, worth Rs 35,000 crore, and grew 2.5% in the April-June quarter. Biscuits costing more than Rs 100 per kilo, the premium version, account for twothirds of the market and grew 8%. The rest of the market — selling for less than Rs 100 per kilo — fell 9%."Mass products are usually first to get impacted. While premium or discretionary categories are not entirely insulated, they are holding up so far," said Devendra Chawla, managing director at Spencer's Retail.70851114 'Need to Keep a Close Eye'"But going forward, we need to keep a close eye on them," said Chawla. The urban-rural divide holds true for consumption of most fast-moving consumer goods in India. Urban and discretionary products are growing at a faster pace, while a few categories of mass-market goods have been hurt.Daily home and personal products including creams, detergents, toothpastes, deodorants and food items such as chocolates, malted beverages and noodles grew at a higher rate during the April-June quarter, according to officials quoting Nielsen data.Yet, the FMCG market growth fell 60 basis points to 10% during the quarter, led by biscuits, salty snacks, soaps and tea.Marico, which sells Saffola and Parachute oil, said mass-market products have a wider presence in rural India where the slowdown is more pronounced, while discretionary urban products are still holding up due to modern trade and ecommerce."Apart from lower consumption of mass categories, wholesale is also stocking less due to a liquidity crisis, which is also impacting growth," said Saugata Gupta, managing director of Marico.Consumption in rural India, which accounts for about a third of the market, has been under stress over the past three quarters, even though it has expanded at a faster pace than in the cities. Both markets grew at the same rate in April-June. The farm economy has been under strain, with agricultural production having expanded 2.7% year-on-year in the October-December quarter, the lowest in almost three years.Chocolates, deodorants, malted drinks and noodles are all discretionary in nature, but grew by between 10% and 15% during the quarter. Also, in categories such as laundry, toothpaste and skin cream, the premium variants outperformed mass products, companies said.'TARGETING NEW CUSTOMERS'"FMCG companies are entering into newer outlets to target newer customers, which is leading to growth in the under-penetrated categories. For well-entrenched categories like soaps and biscuits, growth will be impacted unless consumers buy more or upgrade their purchases, which is happening now," said ITC executive director B Sumant.While value or revenue growth in FMCG has consistently been coming down over the past four quarters — from 16.2% in July-September last year to 10% now, analysts are questioning if it's due to the base-year effect after a one-off kicker from the implementation of the goods and services tax."Is it just normalisation with the one-off kicker now in the base? We believe the answer, is somewhere in the middle. There is some underlying demand slowdown, for sure, but the deceleration is not as sharp as the reported growth comps suggest," Kotak Securities said in a recent investor note.While Nielsen still maintains a healthy outlook of 9-10% growth for the FMCG market in 2019, it's still lower than its previous estimate of 11-12%."FMCG is not completely delinked to the state of the economy. But it is not a doomsday scenario," Hindustan Unilever chairman Sanjiv Mehta said after the company's earnings last month. The local unit of Anglo-Dutch Unilever, long considered a proxy for broader consumer sentiment in India, saw sales growth narrow to 7% during April-June from 16% a year ago.Growth of FMCG products with higher price tags also mimics other discretionary categories in the larger consumer space. The latest data from market researcher GfK show unit sales of products such as smartphones, smart speakers, washing machines, refrigerators and air-conditioners have grown at a faster pace in the six months from January to June compared with a year earlier.
MUMBAI: The Bollywood business script now has three storylines. First, a significant number of smaller films, with budgets under Rs 30 crore, have done good business. Second, a number of big-budget, big-star movies have tanked. And, third, this new Bollywood business model is attracting many new players, pulling down the industry's overall return on investment (RoI).In the second story of our special series on 'Business of Bollywood', ET takes a deep dive into small and big budget films and ponders the eternal question — what is the secret recipe of success in the mad, mad world of movies."The economics of film-making are definitely more encouraging today than they were just five years ago," said Amrita Pandey, CEO of Junglee Pictures, owned by the Times Group, which also owns ET. "In the last 18 months there have been more than 10 high-concept movies that have been breakout hits," she said.The idea of script-led, high-concept films is catching up. Junglee Pictures produced 'Talvar', and then 'Badhaai Ho' and 'Raazi', among others, which were smallbudget movies that did very well in terms of returns."It is content that does the talking, as films like 'Badhaai Ho', 'Raazi', 'Stree', 'Andhadhun', etc, have reaped in threefold profits as compared to their budget … and many anticipated big-budget films, high on star power, have failed to create the desired impact," said Apoorva Mehta, CEO of Dharma Productions.Viacom18 Studios produced the likes of 'Tanu Weds Manu', 'Kahaani', 'Mary Kom', and the more recent 'Andhadhun'. Ajit Andhare, COO of Viacom18 Studios, said the focus is on making films on a tight script where the main asset is the story. "That reduces reliance on star power and improves overall returns," he said.Take last year. The performance contrast between smaller films such as 'Badhaai Ho', 'Stree', 'Raazi' and 'Sonu Ke Titu Ki Sweety', and superstar-led films like Aamir Khan's 'Thugs of Hindostan', Shah Rukh Khan's 'Zero' and Salman Khan's 'Race 3' was sharp."2018 was a big lesson. And that trend has continued. If you see, this year there's been 'Uri', 'Tashkent Files', 'Article 15' and so on," said Shariq Patel, CEO of Zee Studios.Flaw in 'Big-Budget' ModelSo, has the time come for smaller films to replace big-budget movies in the equation? The answer is "no", said Ronnie Screwvala, the producer of Uri."For three small-budget films that worked, there were at least 50 others that just came and went. So if a movie that does not start with a big Friday but grows to be a hit… this means only three things — great story/script, the trailer has to hit home, and great word-of-mouth. These are the only ingredients for success," Screwvala said.70851213 A typical big film as recently as a decade ago, according to Vikram Malhotra, founder of Abundantia Entertainment, was built on the combination of a big star, a big director and fancy locations — all leading to a big budget.The biggest problem of big-budget films was that even when they were crowd-pullers, they were lowrisk, low-reward films. "The key issue for the last many years was that the top six stars either added 50% to the cost of the movie or took home 80% of the overall share. Neither of that made any business sense," Screwvala said.Also, broadcaster-star deals, a trend started by Star India — broadcaster inks multimovie deals with stars on the basis of unseen content for prices that are impossible to justify — further made the RoI equation unviable.SMALL FILMS' ECONOMICSSmaller films used to be made earlier too, and some of them did well commercially, such as Khosla Ka Ghosla! and Bheja Fry.The tipping point was probably 2012's Kahaani, reportedly made on a budget of just Rs 8 crore, with box office collections close to Rs 70 crore.One big reason for the success of smaller films is also the advent of digital video streaming services, which opened up non-theatrical revenue streams and created new 'stars' like Ayushmann Khurrana, Rajkummar Rao, Vicky Kaushal, Kartik Aaryan, Kriti Sanon, Kiara Advani and Taapsee Pannu. These new 'stars' also command a premium on OTT (over-the-top media services) given the box office success of their films.However, for every successful small-budget film, there are at least five which either don't get a release date or go unnoticed. There are regulatory issues too."There is undoubtedly greater profitability today for movies that balance high content with realistic budgets. But to augment profitability, I think it's equally important for the regulatory environment to become cinema-friendly and extend benefits on taxation, ease of shooting and rebates," said Tanuj Garg, managing partner of Ellipsis Entertainment, and the producer ofTumhari Sulu and Why Cheat India."Small-budget movies are riskier," Screwvala said. "In most cases, the cost to market and release the film could be 50-75% of the cost of making the movie. You need to be supremely confident of your content as it will never take a big opening but will grow, and that needs patience and guts."Malhotra feels that small films' success is leading to "too many" joining the new game and that many don't have the knowhow. That's why the overall RoI at industry level isn't showing significant improvement."The business of moviemaking hasn't become less risky, there are break-out hits and then there are colossal underperforming movies. Very few movies are average performers at the box office," Junglee's Pandey said.Screwvala cautions that one should not greenlight a small film until the financier is convinced the movie can break out and be big. Otherwise, he said, a "small movie with a small vision will remain small".
In an effort to allay concerns of the broadcast industry, RS Sharma, chairman of the Telecom Regulatory Authority of India, has clarified that the regulator has no intention to revise the new tariff order (NTO), but it moots to bring perfection with consumer-friendly features. In an exclusive interaction with Muntazir Abbas and Gaurav Laghate, Sharma also spoke about common misconceptions and the regulator's endeavour to empower consumers. Edited excerpts:The broadcast industry has raised concerns over the timing of your consultation paper on the new tariff order. What was the need for the review so soon when the industry is still coming to terms with the changes?For the first time after digitisation, the Telecom Regulatory Authority of India (Trai), after a three-year-long legal battle, has come out with a new regulation. The new framework is entirely different from the existing one. It has come into effect from December last year effectively but de-facto from April 1.The framework is already fixed. There is no proposal to change any component of that framework, and if somebody is making a point that we (Trai) are changing the framework, it is absolutely false. Since this framework has started operating, we have observed that certain issues largely related to consumers have cropped up. We are only trying to fine-tune it.Have you not hinted at some fundamental changes to the framework?We are not reviewing the framework. Consultation doesn't talk about changing the framework but it is bringing perfection in the phenomenon observed in the last few months.So, what is the basis that triggered such a need to fine-tune it?We have found that certain areas need a bit of tuning and hence issued a consultation. If we find all pamrameters are working fine, there will be no issue. Otherwise, we will tweak a few parameters.Trai also has a duty to protect the interest of consumers. The entire framework is consumer-centric, enabling them to exercise their choice, and we have created a draft on API. Consumers should transparently select and watch TV channels as per their choice.There was an observation that consumers were not able to delete the channels and that's why we have created the Channel Selection System API draft.From the questions raised in the paper, it seems that you want to disallow bundling?No, not at all. We are saying that there were certain things that we have observed and need to fine-tune them. Trai's consultation is not actually a decision, but it articulates issues coming in the way of implementing certain guidelines, and eventually asks stakeholders if the change is required or not.Why is Trai keen on lowering average revenue per user (Arpu)?We are ensuring that consumers have a choice and are empowered to exercise their choice. Our objective is not to increase or decrease Arpu. Our aim is to enable the consumers to choose channels and safeguard them against any obstacle in their path.Some may argue that since OTT players do pricing of their own, your framework discourages a level-playing field?Earlier upper limits were fixed, and the price cap was there as a content deterrent. In the new framework, we have said to keep the price as you (industry) want. The only condition is if you offer a bouquet, no higher tariff channels should be a made a part of it. We have no problem if you (broadcasters) offer channels outside a bouquet. We have removed the price cap.Contrary to the impression, the framework releases the price restrictions on TV channels completely. Rs 19 is only a condition on the bouquet, and the framework would not be changed but only a few parameters may be tweaked that too if needed.
For people who are patient with their money, in 12-18 months they will look back and say "Wow, that was a good moment to buy stocks", says Ridham Desai, MD, Morgan Stanley India. Excerpts from an interview with ETNOW.How much of a booster do you feel these measures will be for the markets? Reactions this morning might still taper a little because of the global dynamic, but how do you feel this will impact the domestic economy?The most important takeaway is that the government has not used the fiscal lever. The fiscal space is limited, but more importantly what we are trying to do from a policy perspective is to rekindle growth by lowering interest rates. Had the government gone for a fiscal stimulus, which several quarters of the markets were pressing for, it would have clipped the RBI wing's and we would not have been able to lower interest rates further. Additionally, in an environment where central banks around the world are cutting rates, this should not have worked well. In fact, using fiscal stimulus may actually have caused growth to slow down eventually; say in a quarter or two from now. So not using the fiscal space is the biggest takeaway from Friday's announcements. Obviously, the PSU bank recap was a very important step and I hope this is done ASAP. This is something that we had put on top of our agenda saying, if the government has to do one single thing it would be to recap the PSU banks. It creates potential for fresh loan growth and that is adequate enough to stimulate the economy. From a domestic perspective, what the government is doing is correct and should help lift economic growth. Remember in the last quarter, which is the quarter ended June, central government spending grew at just 2%; the central government spending is about 8% of GDP. If that normalises in this quarter as the government is suggesting, when the government makes payments, it is basically spending money that would lift the GDP growth by 100 bps QoQ. So this is par for the course. The actions are reasonable. Now, you made the point about the global economy that continues to act as an overhang and the fact that India has 20% of its GDP coming from exports. We are increasingly of the view that the risk of a global recession is rising. In fact, over the weekend, we have cut our global GDP growth even further, after having done one cut last week. Essentially, this big overhang remains and that caps the absolute upside on share prices. But the measures that the government has taken are good enough to close out India's relative underperformance to EMs which has been quite stark over the past four or five weeks.The elements to this are, of course, kick-starting consumption sentiment and getting the engine running again. The other aspect is bringing the FII money back in and actually seeing an improvement in flows. Do you feel that we will see that momentum change, particularly given the global dynamic right now?There are two things to this. The first is that the outflows that India experienced over the past, say, two or three months were actually less than what emerging markets as a whole have seen. So there was nothing idiosyncratic about it. There is nothing India related about it. Essentially, EMs have seen big outflows and India is a part in that. The second thing is that one of the disappointments that we had on Friday was the lack of any clarification on the Finance Minister's budget speech. In her speech, she said that the FPI limit will now be equal to the FPI limit to us. That was a very important announcement to boost passive flows into India as she had highlighted. Now we continue to wait for clarification from government either via press note or any other mechanism to guide MSCI saying that this is now effective. It is a very important thing from a flow perspective. If this is done as soon as possible, it will lift India's overall weight in the EM index. With that, India will witness a surge in passive flows and, in fact, even active flows. But overall, the EM-flow environment looks tepid. It is bearing the brunt of a global slowdown and part of these outflows that India is witnessing is related to those.But can this really revive lending in the system because we know that the problem was not the absence of liquidity, but a confidence crisis wherein banks were not willing to lend?That is obviously a very fair observation. To the extent that the government starts spending money, it does help a lot because the payments that are stuck in the system get released and that softens the blow, especially on medium and small enterprises. So I think that announcement along with the PSU banks recap announcement is important. Further, the banks have told the Finance Minister that they will lower the reference rates so interest rates go down. If the PSU banks reach out and make the loans, you will see a recovery in loan growth. My view is that it may all take a little while, but eventually we should see that Rs 5 trillion loan growth number that the finance minister alluded to. That was also our thesis when we were dealing with what policy announcements should be made. I think this is the most potent way to revive growth.From an investment perspective, now that the liquidity tap has been opened for PSBs, do you think the pool of investment can go beyond the corporate banks and obvious names?We are constructive on select public-sector banks, especially the ones that are well capitalised. We continue to remain positive on the private-sector banks. They are witnessing an improvement in loan growth. Remember one thing, if you get loan growth you also get deposit growth and therefore, it actually lifts the overall system which is something that has been anaemic for the past several quarters. Both loan growth and deposit growth have been anaemic, and so both of them get triggered. There is some concern about compressing net interest margins if interest rates are marked down, but if loan growth is recovering then that offsets any margin pressure that banks witness. And the valuations are actually quite attractive, even in the private space. These are not valuations from where you actually end up losing money. In fact, if you go back in time, these are valuations from where you end up making money on most occasions. I would think that financials are still the best place to be. One needs to continue to be selective with respect to non-banking finance companies. It will take a while for their growth to come back. They need more liquidity and capital on their balance sheets. To that extent, their growth may lag system growth. So you have to be very selective there. But I think the large banks should do quite well in this environment.This entire FPI issue, now that the tax has been reversed, I do not think flows will come back?I do not think the outflows had to do anything with the tax issue. The tax issue was a slightly different problem. The problem was that while on one hand we are trying to incentivise more foreign investments into the country, on the other hand we end up putting a tax which almost everybody in the government acknowledged post budget was not intended. So I do not think the tax issue was causing any outflows. The outflows, as I mentioned, was due to the overall EM situation and that persists. So resolving the tax issue, per se, does not bring back flows. But it does highlight one very important thing -- the government is listening. If you see the narrative in the market place over the past two months, it has been that we are dealing with a government that is not listening to our problems. The prime minister on the Independence Day speech, as well as the finance minister have made this very clear, that they are not agnostic to the concerns in the economy and they are working towards fixing them. That is what this reversal on the tax position does. It is a government that is listening and taking sensible suggestions. Mind you, a lot of people have also gone and suggested to the government that they should apply fiscal stimulus and the government has very categorically said that that is not what they think they should be doing. For the market the fact that the government is listening is the biggest takeaway, rather than the tax being reversed.What is the right way of looking at Indian stocks now? Valuations and sentiments are at levels where you have historically ended up making money if you were patient. I said this two weeks ago also and nothing much has changed in that regard. If you go back, we have had one situation in December 2016, then one situation in August 2013 and then in December 2011 and then all the way back in the financial crisis in December 2008. So essentially, this is the fifth time in the last 11 years that we have had a combination of our sentiment and valuation indicators hitting this level. And if you look back, each of those occasions in hindsight proved to be great moments to buy. On some occasions, we have had a V-shape recovery, like in 2013. On other occasions, we did not get a V-shape recovery and it tended to be a little bit more muted. I think right now, given the global backdrop, we are in that latter position which in hindsight may prove to be a great moment to have bought stocks. But it does not mean that stocks are going to go up in a hurry or show a V-shape recovery. People have time on their side, but these are levels at which you want to engage in stocks and buy them. Stocks look far more attractive than government bonds right now. And down the cap curve, they look extremely attractive. For people who are patient with their money, in 12-18 months they will look back and say "Wow, that was a good moment to buy stocks".

In early trade, the index corrected more than 200 points from 11,000 level, but the decline got bought into and it managed to gain more than 300 points from intraday lows.The index erased the losses of last three sessions and closed above the psychologically important 11,000 level. Meaningful Put writing was seen at 10,900 followed by 11,000 while minor Call writing was seen at 11,200 and then 11,100 levels. Options data suggested a trading range between 10,900 and 11,200 levels.India VIX fell 4.01 per cent to 16.65 level.Bank Nifty opened with a 700-point gap up, but drifted sharply towards 26,900 level in the first hour of trade. However, it recovered sharply from lower levels and gained nearly 1,000 points to close near the 28,000 mark. KOLKATA: Reliance Jio Infocomm is likely to trigger another wave of price disruption – this time with its plan to roll out affordable cloud-based solutions for small and medium enterprises in partnership with Microsoft, which will also boost the country's data centres business, analysts said.Reliance Industries chairman Mukesh Ambani said recently that its telecom arm would offer SMEs a combination of Microsoft cloud solutions with connectivity at Rs 1,500 a month – effectively a tenth of the current cost of similar services. It plans to do so by leveraging its upcoming maze of data centres across the country that will run Microsoft's Azure platform.Just as "RIL's entry into the cellular space led to mobile data explosion, its entry into the enterprise market, particularly its offerings to SMEs, will disrupt pricing and increase affordability of enterprise solutions and drive substantial adoption of data growth among small businesses who are currently not using enterprise services," Bank of America-Merrill Lynch said in a note seen by ET.RIL, it said, "could decide on pricing once it targets SMEs, and offerings could be a SaaS or 'softwareas-a-service' kind of bundle of connectivity with some hosted apps."Brokerage Credit Suisse said Jio would also enjoy a first-mover advantage in marketing its cloud services, especially "as it becomes difficult later for an enterprise (availing of such services) to switch its architecture suited for a different cloud services provider."Analysts said the likely affordability of enterprise services, coupled with demand for video and data privacy needs, would boost data storage requirements, giving a likely fillip to the data centres business.RIL has said its upcoming data centres running Microsoft's Azure platform would arm all Indian businesses with the capacity to speed up their digital transformation and be globally competitive. This is since small businesses would have access to enterprise-grade voice and data services, video conferencing, security solutions, marketing and sales solutions and more productivity tools. More so, since the Jio-Microsoft partnership plans to also develop solutions for all major Indian languages and dialects.BankAm-Merrill Lynch estimates the overall energy capacity to power data centres in India will grow at 700-800 MW a year in the aftermath of Jio's upcoming rollout of data centres, especially with the requirement to retain sensitive data in India. A data centre serves as a central location to consolidate a company's computing resources (read: servers) and data storage and efficiently manage network transport requirements.
The job market is showing signs of a slowdown engulfing sectors such as automotive, agro-based industries, consumer goods and fastmoving consumer goods, according to the latest half-yearly analysis of Monster Employment Index. The latest report of the index, shared exclusively with ET, shows a 5% decline in online hiring across 27 sectors in India in the first half of 2019 compared to that in the previous six months.As per the report, the metros fared worse than tier 2 cities in hiring during the January-June period.The automobile sector saw a 13% year-on-year fall in online hiring demand owing to a slump in sales. According to industry estimates, the sector saw a loss of 350,000 jobs over the past four months. The automobile and ancillaries industry together saw a 7% decline in the first half of the year compared to that in the preceding six months, according to the report."Within automotive industry, there have been certain developments like RBI repo rate cut, which should revive the appetite for car loans and hence the demand. The government is also focusing on electric vehicles, which should help the sector in the long-term," said Krish Seshadri, CEO, APAC & Gulf, Monster.com.The telecom sector, however, registered a 9% increase in online hiring demand during the period compared to that in the previous six months. The next wave in telecommunications, 5G, is creating demand for talent among telecom operators, said the report.Overall, the metros saw a lower hiring demand than tier 2 cities during the first half of 2019. For instance, Baroda witnessed an 11% increase in demand in the first half of 2019, recovering from a 19% fall a year ago, and Ahmedabad registered 5% growth after a 16% fall in demand in the first half of 2018.The agro-based industry, which has been seeing a consistent decline in demand for online hiring, witnessed a 74% fall in the first half.
