Does China fear Europe's backlash over Hong Kong more than it does U.S. tariffs?
President Trump's decision to link U.S. tariff negotiations to China's handling of the ongoing Hong Kong protests seems like a smart move. It amply demonstrates the importance of Hong Kong in the eyes of America and other Western democracies. It would also seem to give Chinese leader Xi Jinping even less room to maneuver, and may add leverage to the U.S. negotiating position.
Furthermore, Trump's offer to meet with the Chinese leader face-to-face to resolve the Hong Kong crisis peacefully focuses the world's attention on Xi, rather than Trump, as the source of potential violence and intolerance. But these advantages may not have the impact that Trump hopes they will. There are a couple of possible reasons for this.

Quite possibly, and without regard to what happens in Hong Kong. President Donald Trump's on-and-off tariff threats to China have shown his willingness to upend U.S.-China economic ties. Unlike his predecessors, he regards imports from China as harmful. They may provide cheap clothes and toys to American consumers, but they also seem to have destroyed more American manufacturing jobs than expected.

I'm not saying this is a good idea, but the people saying that "Trump's an idiot, presidents can't do that" are displaying their ignorance. Presidents absolutely can do that. Note that at present Trump is spreading fear, uncertainty, and doubt, by tweeting the order but NOT making the declaration that would be required to give it effect. It's thus a shot across the bow — a metaphor that fits this quite well, really.

The Japanese Coast Guard says North Korea have fired two ballistic missiles in the direction of the Sea of Japan.

They did not reach Japanese waters or the Exclusive Economic Zone.
Washington (CNN)Justice Ruth Bader Ginsburg has been treated for pancreatic cancer in New York City, the Supreme Court announced Friday.
"The tumor was treated definitively and there is no evidence of disease elsewhere in the body," the court said.
This is the 86-year-old liberal icon's fourth bout with cancer. In 1999, she successfully underwent surgery to treat colon cancer. She was treated for early stages of pancreatic cancer in 2009. Last December, Ginsburg underwent surgery to remove two cancerous nodules from her left lung.

U.S. President Donald Trump on Friday used a tweet to order U.S. companies to find an alternative to doing business with China, as he lashed out at Beijing's latest round of retaliatory tariffs and pledged to respond to them later in the day.
It was unclear exactly what Trump meant with the order or how much force it has, but the tweets captured the president's frustration as his escalating trade war with China weighs on the economy and heightens the risk of a recession during an election year.
"Our Country has lost, stupidly, Trillions of Dollars with China over many years. They have stolen our Intellectual Property at a rate of Hundreds of Billions of Dollars a year, & they want to continue," Trump wrote. "I won't let that happen! We don't need China and, frankly, would be far better off without them."

THE PENTAGON – Officials in Tokyo have requested Marines deploy F-35B fighters aboard Japan's largest warships, a U.S. defense official confirmed to USNI News on Friday.
The service is now studying the feasibility of deploying short take-off vertical landing (STOVL) fighters from JS Izumo (DDH-183) and JS Kaga (DDH-184), Japan's 24,000-ton big deck amphibious.
The warships were originally designed to field a fleet of anti-submarine warfare helicopters and respond to humanitarian aid and disaster relief. However, in December Prime Minister Shinzo Abe approved a move to convert the two ships to field the STOVL F-35s in parallel with Japan's purchase of 42 F-35Bs, reported The Diplomat.
In March, the Abe government asked then-Marine commandant Gen. Robert Neller if the U.S. would consider deploying Marine F-35Bs from Izumo and Kaga, reported The Asahi Shimbun earlier this week.

Fentanyl is 50 times stronger than heroin, and proving increasingly popular with American drug users. While the rate of overdose deaths from heroin has plateaued in recent years, the rate of overdose deaths related to synthetic opioids, including fentanyl, has been increasing — by 45 percent between 2016 and 2017 (from 6.2 to 9 deaths per 100,000 people). About 28,400 people died from overdoses involving synthetic opioids in 2017, according to the Centers for Disease Control and Prevention.
Trump has since argued that China has not held up its end of the bargain. On Friday, China’s narcotics regulator said the U.S. is politicizing the issue of Chinese fentanyl exports and “up-ending the facts for their own political necessities,” Bloomberg reported.
What are authorities doing to deal with drugs shipped by mail?
Congress and U.S. Customs and Border Protection, the main federal agency dealing with preventing contraband from entering the country, have been working to crack down on drug trafficking through the mail for years. But it hasn’t been easy.
A nearly yearlong bipartisan Congressional investigation, as detailed in a January 2018 report from Sens. Tom Carper (D-DE) and Rob Portman (R-OH), found that Chinese fentanyl sellers “operate openly on the Internet.” These sellers’ “preferred method of shipping is the U.S. Postal Service because the risk of seizure by Customs & Border Protection (CPB) is small and delivery is basically guaranteed.” The investigation discovered hundreds of online drug transactions and linked online sellers in China to seven synthetic opioid-related deaths in the U.S.
Part of the STOP (Synthetics Trafficking and Overdose Prevention) Act, legislation passed in 2018 to help combat the opioid crisis in the United States, mandates that the USPS collects information on all mail sent from China, including details on the sender and the package’s contents.
A USPS spokesperson said in an emailed statement that the agency is “aggressively working” towards keeping dangerous drugs from entering the U.S. from China and other countries. Per the CBP’s website, international mail is screened thusly:
Mail entering the United States from abroad first arrives at a United States Postal Service (USPS) Sorting Facility. The Postal Service then sends packages to U.S. Customs and Border Protection (CBP) for examination and to assess duties and taxes, if any is owed. CBP processing is required for civilian parcels as well as those sent from overseas military postal facilities (APO/FPO). If CBP re-sealed a package due to examination, colored tape with the words “Examined by CBP” would be used.
Despite a recruiting crisis and agents being reassigned to the border — limiting resources needed to deal with identifying contraband at mail processing centers across the U.S. — CBP has said it is “committed to dedicating its resources to thwart illicit opioid supply chains and networks” and that “an effort is underway” to use advanced technologies such as pollen analysis to help detect fentanyl more efficiently.
How effective can mail inspections ever be?
The amount of fentanyl seized by CBP has been steadily increasing over the last few years: the agency seized almost 34 pounds from 50 incidents in the 2016 fiscal year, 96 pounds from 221 incidents in 2017 and more than 136 pounds from 455 incidents in 2018. But the agency appears to be straining under the sheer volume of mail the U.S. receives.
In 2017, Robert Perez, then an acting executive assistant commissioner at CBP, testified before Congress that, in the absence of advanced data to help target suspicious packages, officers were required to sort through large bags or bins of parcels manually. (Perez is now listed as deputy commissioner for the agency on their website.) “This manual process, again coupled with the tremendous volume of inbound mail to the United States, creates a daunting task for CBP,” Perez’s written testimony stated.
The 2018 Congressional investigation said that CPB’s manual efforts to inspect packages was “inefficient and the equivalent to finding a needle in a haystack.”
Lawmakers also noted in another 2018 congressional report about combatting the opioid epidemic that “few international mail packages are physically inspected by CBP” and on average, port officers employed by the CBP “only inspect 100 of the 1.3 million inbound international packages that USPS handles per day.”
In a statement to the Wall Street Journal following Trump’s tweets on Friday, a FedEx spokesperson said that “FedEx already has extensive security measures in place to prevent the use of our networks for illegal purposes… we follow the laws and regulations everywhere we do business and have a long history of close cooperation with authorities.”
Also via the WSJ, from a UPS spokesperson: “UPS takes a multilayered approach to security and compliance to identify and prevent delivery of illegal fentanyl and other illicit substances.”
Is it enough to go after the supply network?
“It’s critical that we work more closely with China, the main source for drugs like fentanyl that enter our country, to demand that they cut off the drug supply, while we work at home to stem demand,” Sen. Carper said during Congress’ investigation.
Leo Beletsky, a professor of law and health sciences at Northeastern University and an expert on opioids, says it’s the latter strategy that will make a difference. Trump’s remarks are a “knee-jerk statement,” Beletsky tells TIME, adding that it’s a “laughable proposition that we could stop the majority or even a major portion of contraband [even if] we triple the number of inspectors looking for the mail and delayed mail by multiple days.”
Trump’s statement is a reflection of U.S. drug policy more broadly, Beletsky notes — with a focus more on dismantling drug trafficking networks than helping vulnerable Americans struggling with substance abuse. Even if it were possible to do what Trump is proposing, it would not put a dent in fentanyl-related deaths, Beletsky says. He argues that the government should instead be directing money and resources into initiatives like expanding Medicaid, or prevention and rehabilitation programs which could work to make people less likely to become dependent on drugs in the first place.
“We’re much better served in trying to address demand for those substances and not turning to constantly play a cat-and-mouse game,” Beletsky says. “The evolution of fentanyl has been driven by efforts to crack down on the supply of heroin [and] encourages drug trafficking organizations to create ever more compact and less detectable drugs.”
The latest attempt by the British government to tackle a rise in knife attacks among young people has been widely criticized as ineffective and racially-insensitive.
The U.K. Home Office — the government department responsible for security and law enforcement — launched a campaign earlier this month that saw takeout boxes distributed to fried chicken fast food restaurantsbranded with “#KnifeFree” slogans in an effort to dissuade young people from carrying weapons. The effort has been viewed by many, however, as perpetuating negative stereotypes of minority British and immigrant communities: that they are disproportionately caught up in violence, and that they primarily eat junk food.
“We are rolling out our #KnifeFree chicken boxes in over 210 chicken shops in England and Wales,” the Home Office tweeted on Aug. 14: “They use real life stories to show people how they can go #KnifeFree.”

Kit Malthouse, a top government official in charge of crime, said: “These chicken boxes will bring home to thousands of young people the tragic consequences of carrying a knife and challenge the idea that it makes you safer.”

According to British newspaper the Guardian, the government spent more than £57,000 ($69,000) on distributing the 321,000 chicken boxes. The managing director of Morley’s, one of the chicken shop chains involved in the rollout, told the BBC he was “proud” of the initiative.
But the reaction from many other Brits much less positive, with words like “offensive”, “racist” and “stupid” used to describe the campaign. “Is this some kind of joke?!” David Lammy, a Labour Member of Parliament from London, said in a tweet. “Why have you chosen chicken shops? What’s next, #KnifeFree watermelons?”
He later told the Guardian: “Boris Johnson has already called black people ‘piccaninnies with watermelon smiles’. Now his government is pushing the stereotype that black people love fried chicken. This ridiculous stunt is either explicitly racist or, at best, unfathomably stupid.”
Diane Abbott, the Labour party’s top advocate on security and the country’s first black woman to become a Member of Parliament, also criticized the “crude, offensive” campaign, tweeting that Johnson’s government “would do better to invest in our communities [than] demonize them.”

The reaction has not just been online. Last weekend, two young Londoners launched a counter-campaign in an attempt to combat the stereotypes that the U.K. government’s campaign. Hayel Wartemberg, who co-founded the online broadcaster Word On the Curb with his business partner Ndubuisi Uchea, said the #knifefree campaign was “quite racially insensitive and inflammatory.”
“We were so astonished at first that we thought it was a parody, but then we realized that it was actually very serious.”
With a hashtag of their own — #ThinkInsideTheBox — they set up shop (with a chicken costume, no less) outside a Westfield shopping center in East London, asking members of the public for more relevant advice, both to combat knife violence and for the British government.

“Invest in education rather than stereotyping minorities,” the message on one box read. “Why should those living in wealth decide how those who are struggling live?” Another suggested a greater focus on community mentors, and “interest free loans for at-risk youth.”
The Home Office’s campaign represents an “antiquated stereotype,” Wartemberg explains, and “the assumption is that young people who commit crime are predominantly black or Asian and where do they like to hang out? They like to hang out in fried chicken establishments.”
“Not only is it specifically incorrect to assume that the majority of crime is perpetrated by people of that demographic, it’s also an unreasonable assumption that young people who carry a knife would on a whim decide to give up their knife based on going to a chicken shop and reading a story which tells them to do otherwise,” he tells TIME. “It’s lazy, it’s condescending and it’s absolutely based on archaic ideas about particular ethnic groups.”
“Everyone was talking about it and giving solutions and how they would provide alternative campaigns that would have a more positive impact. So we thought why don’t we return these solutions in the chicken boxes?” said Uchea.
Knife attacks in England and Wales have been rising steadily since 2014, with police recording nearly 40,000 offenses involving a knife or sharp instrument last year. The number of homicides committed by knife reached its highest level since records began in 1946, with 285 killings in the year ending March 2018. In April, the British Home Secretary Sajid Javid called youth violence, particularly knife crime, a “national emergency”.
The U.S., with five times the population as the U.K., had nearly 1,600 homicides by knife in 2017 – and another 11,000 by firearm.
In 2017, two thirds of those charged with knife possession offenses in London under the age of 25 were people of color, though many campaigners argue these figures reflect a historic pattern of over-policing black, South Asian and other minority ethnic communities, particularly in London. (In England and Wales as a whole, the percentage was less than 40%.)
A second counter-campaign, which is currently being crowd-funded, seeks to print chicken boxes with information on how young people can respond to controversial stop and search policing strategies, and “help people being unfairly targeted.” As the crowd-funding page explains, the boxes “aim to bring back the focus of violence in our society back onto the worst perpetrators of it, the state, and contextualize knife crime under the political framework under which it exists.”
Fried chicken shops — primarily takeout fast food venues — have become ubiquitous on British high streets and shopping districts, particularly in less affluent urban areas. The London Borough of Newham, one of the three most deprived boroughs in London, has over 258 fast food takeout restaurants, of which over a quarter are fried chicken shops. As the name suggests, they serve chicken, alongside the expected lineup of fast food options – fries, burgers, pizza and kebabs. Most use halal meat, in order to appeal to diverse communities.
Increasingly, they are seen as places for socializing as well as snacking, and where communities are built around food. During lunch hours and the after-school commute they are inundated with schoolchildren, and in the evening families and friends enjoy the cheap, convenient meal options. They also attract crowds of young people later in the night after nightclubs and bars close.

On Tuesday, Wartemberg and Uchea gave their boxes to government representatives at the Home Office. “We wanted to address an issue of national concern because it’s close to our hearts and because the campaign that was currently addressing it was insensitive,” said Wartemberg.
While not addressing the counter-campaign directly, a Home Office spokesperson tells TIME in response to a request for comment: “Part of our work to steer young people away from serious violence is by communicating with them directly through our national #KnifeFree campaign. Advertising in chicken shops is one element of this multimedia campaign, and was rolled out nationally following a successful pilot. Initial research by the media agency ACMS showed nearly 70% of chicken shop customers are aged between 16-24 — the group we need to communicate with.”
(Bloomberg) — President Donald Trump said he’s raising tariffs further on Chinese imports in response to Beijing’s retaliation earlier in the day, deepening the impasse over the two nations’ trade policies.
Duties on $250 billion of imports already in effect will rise to 30% from 25% on Oct. 1, Trump said in a series of tweets Friday after U.S. markets closed. He also said that the remaining $300 billion in Chinese imports will be taxed at 15% instead of 10% starting Sept. 1.
Friday’s events marked a dramatic escalation in tensions between the U.S. and China after months of failed talks to resolve their trade dispute. It’s unclear whether negotiators will follow through with a plan to meet in Washington next month as relations have continued to sour.

Trump’s announcement came after China earlier Friday threatened to impose additional tariffs on $75 billion in American goods, including soybeans, cars and oil. The president followed that move with a series of angry tweets in which he said he “hereby ordered” American companies to start looking for alternatives to making products in China, although it’s not clear what authority the president has to issue such an order.
The news from Beijing rekindled concerns about the world’s two largest economies and a global growth outlook that’s already looking shaky. After Trump’s tweets, U.S. stocks dropped — the S&P 500 Index closed 2.6% down on the day.
China’s newest tariffs came earlier Friday in retaliation for Trump’s latest planned levies on Chinese imports, which have pushed U.S. stocks and commodities lower. The move takes aim at the heart of Trump’s political support — factories and farms across the Midwest and South at a time when the U.S. economy is showing signs of slowing.
Some of the Chinese countermeasures will take effect starting Sept. 1, while the rest will come into effect from Dec. 15, according to the announcement from China’s Finance Ministry. This mirrors the timetable the U.S. has laid out for 10% tariffs on almost $300 billion of Chinese shipments.
China will put an extra 5% tariff on American soybeans and crude-oil imports starting next month. The resumption of a suspended extra 25% duty on U.S. cars will resume Dec. 15, with an additional 10% on top for some vehicles. With existing general duties on autos taken into account, the total tariff charged on U.S.-made cars would be as high as 50%.
(WASHINGTON) — The Trump administration is planning to open a U.S. consulate in Greenland for the first time in decades amid increased strategic and economic interest in the Danish territory.
The State Department says in a letter to Congress that re-establishing a consulate in Nuuk is part of a broader plan to increase the U.S. presence in the arctic. A copy of the letter was obtained Friday by The Associated Press.
The U.S. has a “strategic interest in enhancing political, economic, and commercial relationships across the Arctic region,” said the letter to the Senate Foreign Relations Committee.
President Donald Trump sparked a diplomatic dispute with U.S.-ally Denmark this week after he proposed that the U.S. buy Greenland and the Danish government rejected the idea. Danish prime minister Mette Frederiksen called it an “absurd discussion.” Trump fired back that her comments were “nasty.”
A permanent diplomatic presence would allow the U.S. to “protect essential equities in Greenland while developing deeper relationships with Greenlandic officials and society,” the letter said. It said the consulate would be “a critical component of our efforts to increase U.S. presence in the Arctic and would serve as an effective platform to advance U.S. interests in Greenland.”
Congress would likely have been open to the idea, but after Trump’s actions the proposal will likely gain greater scrutiny.
The U.S. opened a consulate in Greenland in 1940 after the Nazi occupation of Denmark. It closed in 1953. The new one would open next year in the capital of the semi-autonomous territory.
The State Department said it has already assigned a Greenlandic affairs officer working out of the U.S. Embassy in Copenhagen. It now plans to hire locally-employed staff in Greenland by fall, or soon thereafter. Ultimately, it expects a staff of seven at the consulate in 2020.
Experts say establishing a greater U.S. presence in Greenland is not unwarranted, despite the awkward roll out of Trump’s idea to buy the semi-autonomous Danish territory. It is situated in a geographically important region and holds a potential treasure trove of natural gas and rare earth minerals. The U.S. Russia, China and others are showing their interests.
In April, Russian President Vladimir Putin put forward a program to reaffirm his country’s presence in the Arctic, including efforts to build ports and other infrastructure and expand its icebreaker fleet. Russia wants to stake its claim in the region that is believed to hold up to one-fourth of the Earth’s undiscovered oil and gas.
China sees Greenland as a possible source of rare earth minerals and other resources as well as a location for a port to ship through the Arctic to the eastern U.S.
On Friday, an unusual kind of vessel set sail from the Arctic city of Murmansk, Russia, for a destination in the country’s far east––a floating nuclear power plant equipped with two reactors.
The vessel, dubbed the Akademik Lomonosov, is set to travel about 2,900 miles to the Arctic port town of Pevek, which has a population of about 4,000 people, where it will be loaded with nuclear fuel and put in place to provide power to the region, according to Russia’s state nuclear corporation, ROSATOM.
Russia’s far east may just be the beginning. ROSATOM has said that it’s in talks with potential customers for the floating power unit, and sees “significant market potential” in Southeast Asia, Latin America and Africa. The vessel’s reactors can generate 70 megawatts of electric energy and 50 gigacalories an hour of heat energy, according to ROSATOM––enough to support a city of up to 100,00 people.
Why are people worried about the floating nuclear power plant?

However, the vessel has sparked concerns about safety as a result of Russia’s tarnished nuclear record. Just this summer, there were two deadly accidents involving Russian nuclear power. On July 1, 14 sailors were killed in a fire on the secretive Losharik nuclear submarine; then on Aug. 8, five scientists were killed when a missile test on Russia’s White Sea failed.
The Kursknuclear submarine sank on the Barents Sea on Aug. 12, 2000, killing 118 people on board, and scientists have recent found that an nuclear sub that sank in the Barents Sea, the Komsomolets––which was lost in 1989––is emitting high levels of radiation.
Then there’s Chernobyl, the 1986 nuclear power station meltdown in the former Soviet Union that is perhaps the biggest and most famous civil nuclear disaster in history. It exposed potentially hundreds of thousands of people to radiation.
A high-profile HBO series, Chernobyl, has renewed attention on the devastating consequences of a nuclear accident––and the potential of political machinations that can get in the way of public safety.
Environmental activist group Greenpeace has publicly raised concerns about the Russian nuclear power vessel. In an April blog post titled, “The next Chernobyl may happen in the Arctic,” Konstantin Fomin of Greenpeace called for the program to be brought to a halt.
“This is an example of how new technologies are put into use without reflection on their safety,” Fomin wrote, adding, “Greenpeace demands the abandonment of expensive and dangerous atomic energy.”
ROSATOM insists that the vessel is designed to be safe, and will not harm the environment, writing in a statement that the vessel “is designed with a great margin of safety that exceeds all possible threats and makes nuclear reactors invincible for tsunamis and other natural disasters.”
News in Russia has mainly emphasized that that the technology is new and innovative, and that it could help to provide power to remote parts of the country.
“This is an absolute breakthrough in small nuclear power,” said Pavel Ipatov, the director of special projects for a section of ROSATOM’s nuclear power subsidiary, according to Russian news service Vesti.ru. “Russia is the first country which has gotten this technology. It has very good prospects.”
Is it actually safe?
In fact, putting nuclear reactors on ships is not new. Nuclear reactors have been placed on ships, including to provide propulsion, for more than 50 years. A World War II-era cargo ship, the SS Charles H. Cugle, was converted into a nuclear power plant in the 1960s. It was used to provide the U.S. Army with power. The vessel was stationed at the Panama Canal Zone from 1968 to 1976, according to the U.S. Army Corps of Engineers.
Robert Bean, an associate professor of nuclear engineering at Purdue University, tells TIME that there is a different set of concerns for nuclear reactors at sea than for reactors on land. Reactors at sea must be protected from storms, and have differing security concerns because they can be approached by other ships.
However, says Bean, the Russians are employing a type of reactor that has been used for a long time on its ice-breaking ships––the KLT-40S––and will be similar to the design of reactors the Russians use in submarines. Bean says that the design is very similar other reactors used around the world.
“I don’t see any reason why it’s less safe,” said Bean. “At first look you go, whoa, it’s different. And that’s my point––it’s different, but I don’t think that means it’s less safe.”
“It’s always possible that such a thing could happen. However, every reactor is designed to try to prevent that, the procedures are all designed to try to prevent that and when it does happen––for example Fukishima––the very first thing once it was dealt with, every other reactor in the world looked a their design and said, what could we change, how would we make sure this never happens to us?”
Steven Biegalski, the Chair of Nuclear and Radiological Engineering and Medical Physics Program at Georgia Institute of Technology, tells TIME that whether a nuclear reactor is kept on a boat or on land, the priority is the same––making sure that that the core is kept cool if it’s shut down.
“The nice thing is that if you submerge the whole reactor system, including the reactor vessel, under water, it’s going to get as much cooling as you can possibly want,” Biegalski says. “If you put the reactor core in an Arctic Ocean off the coast of Russia, would probably provide enough of a cooling sink that you don’t have to worry about the reactor concerns.”
What is the biggest concern?
However, Biegalski tells TIME that if there’s a reason to be concerned about the reactor, it’s because Russia hasn’t been open about its nuclear program and past accidents.
“It’s not a new concept, it’s something that has been done in the past, and if done correctly can be done very safely and without concerns,” Biegalski says. “I will say that I am concerned currently about Russia’s transparency.”
While he emphasizes that the design of the reactor is very different than the Chernobyl reactor, he’s concerned that Russia didn’t learn a big lesson after the 1986 disaster––that failing to notify the international community quickly was “irresponsible.”
“It may not have allowed local governments and local organizations to respond properly. It also means you may not get the help that you could get in a timely manner, because there may be people standing by to help that might not be there if you don’t ask them to be,” Biegalski says.
The Amazon rain forest is burning — news that prompted shock and fear across the world as Brazil’s space research agency reported this week that a record number of fires have broken out in the forest this year.
Online, hashtags urged people to pray for the Amazon and to spread awareness of the fires. By Thursday, French president Emmanuel Macron had called discussions of the “international crisis” to be at the top of the agenda at the upcoming G7 Summit in France.

The Amazon is a significant carbon reserve that affects the way heat is dispersed around the world, Deborah Lawrence, an environmental sciences professor at the University of Virginia, tells TIME. In Brazil, the country that is home to the majority of the rain forest, president Jail Bolsonaro campaigned on a platform of opening up access to the country’s protected lands for commercial use, and has — controversially — followed through during his time in office. Efforts to fight for the forest’s preservation can have bloody consequences; one 2018 report found that the country was the deadliest in the world for environmental conservationists.
Images of smoke filling skies in Brazil and reports that the fires are spreading in particularly vulnerable areas of the Amazon have led to a sense of helplessness for many of those watching. Perhaps compounding those feelings is the knowledge that the destruction of the Amazon, and the issues of deforestation and fires in the rain forest, are not new. The Amazon has burned before, and yet the problem endures.
The burning Amazon was featured on the cover of TIME in 1989, with an accompanying piece detailing the impact of fires that were set by farmers and cattle ranchers as part of an annual ritual to clear land for crops and livestock. The fires in the forest now are also man-made, and deforestation can bring on other factors that can lead to them spreading faster, according to Lawrence. “When you put a fire near a forest, the edges get some of that heat,” she says. “They experience the fire to a modest degree, which makes them susceptible to future fires.”

TIME warned back then of the risks to the Amazon’s indigenous inhabitants, as well as various plant and animal species, if the Amazon were lost or significantly damaged:
It would be an incalculable catastrophe for the entire planet. Moist tropical forests are distinguished by their canopies of interlocking leaves and branches that shelter creatures below from sun and wind, and by their incredible variety of animal and plant life. If the forests vanish, so will more than 1 million species—a significant part of earth’s biological diversity and genetic heritage. Moreover, the burning of the Amazon could have dramatic effects on global weather patterns—for example, heightening the warming trend that may result from the greenhouse effect … the Amazon region stores at least 75 billion tons of carbon in its trees, which when burned spew carbon dioxide into the atmosphere. Since the air is already dangerously overburdened by carbon dioxide from the cars and factories of industrial nations, the torching of the Amazon could magnify the greenhouse effect … No one knows just what impact the buildup of CO2 will have, but some scientists fear that the globe will begin to warm up, bringing on wrenching climate changes.
Today, those risks remain unchanged — but the climate change that TIME in the 1980s warned might be possible has already come to pass, and the damage it causes is starkly plain.
July 2019 was the hottest month ever recorded on Earth, amid a trend of skyrocketing temperatures and heatwaves across the globe that are directly linked to climate change. The Arctic has seen a surge in wildfires, including in Alaska, Greenland and Siberia.
In the Amazon itself, deforestation has continued, leading to enormous risks for the animal species living there. Scientists in 2012 found that deforestation over 30 years in parts of the Amazon has been destructive enough to ensure regional extinction for 38 species, including 10 mammal species, 20 bird species and eight amphibian species. “Realistic deforestation scenarios suggest that local regions will lose an average of nine vertebrate species and have a further 16 committed to extinction by 2050,” researchers wrote in the 2012 study, published in Science.
Speaking with TIME this week, Brazilian climate scientist Carlos Nobre said, “We have to quickly set up a policy of zero deforestation.”
Nobre’s calculations in a 2016 study found that deforestation in the Amazon will send it past a “tipping point,” creating savanna-like climate conditions to large swathes of the forest. While that was not expected to happen for about 25 to 30 years, Nobre says if deforestation rates continue to rise, the world could see those conditions in just 15 to 20 years.
In 1989, environmental scientists warned TIME that “unless things change, the forest will disappear.” Thirty years later, their alarm — still largely unheeded — rings as loud as ever.
As I write this piece for TIME, I’m standing furtively amid a clump of tall, itchy weeds behind an office in the outskirts of Jammu, a city in northern India. Dozens of mosquitoes are landing on my arms, neck and feet to enjoy an evening meal of blood. I can occasionally squirm my body and scratch here and there, but cannot afford to lose touch with my phone.
In the last three weeks, this is the only place I have been able to access a broadband connection and connect to the world outside.
A day earlier, I drove nearly 200 miles to get here from my home in Kashmir, the disputed Himalayan territory. I needed to call my worried relatives and friends outside Kashmir and tell them that I am OK, for now. Just as I reached Jammu I had the exact feeling of a prisoner being released from jail, but only for a limited time. As I entered the 6-mile Chenani-Nashri tunnel, inaugurated two years ago by Prime Minister Narendra Modi, my phone buzzed with a torrent of messages and emails. I paused outside the tunnel exit to call family and friends; they all picked up instantly, concerned and surprised, wondering how I had managed to reach them. Seeing a Kashmiri phone number appear on a screen outside had become something of a miracle.
In early August, a scanned copy of the government order asking tourists and pilgrims to leave Kashmir went viral on social media; immediately petrol pumps and grocery stores were hollowed out. Some initially mocked the hordes of people lining up outside ATMS and shops in Srinagar, the summer capital of the Indian state of Jammu & Kashmir. But as night fell on Aug. 4, they realized they had been foolish. Phone lines and Internet connections were snapped off in the middle of the night and the next morning the sun-beaten streets of Srinagar became deserted. The only thing people inside their homes were left with was a few news channels broadcasting a live motion of the parliament session in India in which, despite some bickering from the opposition, the ruling BJP government unilaterally scrapped Article 370, which had granted Kashmiris the constitutional rights to some autonomy for the past decades.
At around 11 a.m on Aug. 5, boys at the shrine of saint Taj-u-Din Wali in Natipora began to block the main road with iron poles, stones and burning tires. The battle-geared police officer stationed with his men at the Natipora crossway beckoned at the boys, asking to speak to them. The stone-pelting stopped and the police urged the masked boys to stop throwing stones at them and instead suggested they organize peaceful protests. A long line of laborers from the east Indian state of Bihar passed by the boys, carrying worn-out, heavy backpacks and large duffel bags. Some angry young kids shouted at them to leave, and an elderly man from the neighborhood, a local grocer, stepped between the boys and the Biharis and scolded the kids for shouting at them.
By the evening of Aug. 5, reports confirming the repeal of Article 370 flashed on the TV screens. From there, Kashmir became a kind of jail. From 20 pages, the local newspapers came down to four pages with, now, two complete pages filled with announcements of canceled wedding functions. Cellphones idled away with no service available. The city grew spooky with whiskered soldiers and glinting razor-wire. The worst was, and continues to be, the blackout of communications. People whose relatives had gone for the Hajj pilgrimage in Saudi Arabia were listless and worried.
Srinagar Airport was the only place to book emergency flights. Deserted counters of various airlines could only give you the cost of tickets and flight schedules but you could not book them. You had to be there with your baggage, on schedule, and then see if the flight had enough passengers to confirm your journey too. At 4 p.m. on Aug. 10, through a hole in the glass wall of an airline counter, a father was trying to ask a busy officer if he had any information about a 2 p.m. flight that his son was meant to arrive on; he hadn’t made it home and neither the father nor the airline knew why.
A local news channel began to run messages of people disconnected from their relatives. A husband from Pulwama, admitted to a hospital in Chandigarh, a city elsewhere in northern India, for kidney failure, had a message for his wife stranded in Kashmir. He wanted to tell her that he had booked an early-morning flight for her. Through recorded audio-visual messages, some students studying outside of Kashmir, conveyed that they didn’t want their relatives in the valley to worry about them. They wanted to desperately inform them that they had somehow managed to borrow money from somebody and paid their college fees.
A government officer who had access to the only functional Internet connection in his office would log in during his night duty to talk or chat with his worried relatives outside Kashmir. Soon, he began to convey messages from his neighbors to their relatives outside Kashmir. He collected messages and respective Facebook IDs or WhatsApp numbers from his neighborhood early mornings and returned with responses and replies to each in the evening. The whole day they waited for this messenger, who has now become a messiah of his neighborhood.
Though I write all this in past tense, all of it is still happening.

On Aug. 12, the day of Eid, while people were striving to distribute qurbaan maaz, lamb as sacrificial offering, among their relatives and friends amid restrictions in Kashmir, police stations were inundated with massive crowds of people, desperate to make calls outside Kashmir. A fight broke out at a police station in Srinagar where a constable was trying to help one of his friends to use the phone out of turn. The police officer who was on duty at the phone grabbed the collar of his colleague’s shirt.
Under pressure from international media coverage of the crisis in Kashmir and to give an impression to Indians, as well as the world, that all was well in Kashmir, a secretary to the governor of Jammu and Kashmir held a press conference on Aug 16. As he began to give details of how the government was trying to ease the crisis in Kashmir, my parents, watching him say all that, laughed bitterly. The secretary said that all was getting well, becoming well, that the government had kept the water and power supplies running.
A simple deduction would tell you that this boast was a veiled warning, that the government had kept water and power supplies intact—for now. Kashmiris had to be thankful to the government for our lifelines for basic survival. And had the government any control over snapping oxygen from the air and thoughts from people’s minds, it would have been asking people to be thankful for breathing and thinking.
Such statements from the government, that all is well in Kashmir, have never surprised people of Kashmir. It has become a cliché, a lie that has lost its sheen of cleverness. The only thing that makes Kashmiris curious is that they wonder by what logic the world accepts that a government crackdown is necessary for the people’s own good.
Right now, as I write this on the 18th day of an induced crisis in Kashmir, the ground situation in Kashmir remains the same. The only difference is a fluctuating, and mostly lopsided, service of landline phones, that work only occasionally and sporadically in a few areas here and there in Kashmir. For making international calls, whenever the phone works, people have to make calls to a friend or relative outside Kashmir who then help establish a conference line from his or her number.
Living through this crisis, I have waited for many days expecting normal communication to resume. That hasn’t happened. On the day of my arrival in Jammu, a sluggish 2G speed internet helped me check a few important emails and respond to some worried friends in India and abroad who had repeatedly checked if their messages sending prayers and asking about my wellbeing finally had blue ticks on WhatApp, to show I had received them at last. But just the next day, this service too was shut down. The crisis continues, and they say “all is well.”
The 45th annual G7 Summit is set to kick off on Aug. 24 in the seaside town of Biarritz in France.
For two days, leaders from the U.S., Canada, U.K., France, Italy, Germany and Japan, as well as top E.U. officials, will discuss global challenges involving foreign policy, the economy, the protection of the environment. The aim of the meeting is to shape global responses to challenges affecting countries worldwide.
The G7 countries have the largest advanced economies in the world, according to the International Monetary Fund (IMF) representing 58 percent of the global net wealth equates to $317 trillion (£260,540 billion).
Here’s what you need to know about the event bringing together leaders from some of the most powerful economies in the world.
Will President Donald Trump be attending?
Yes, although doubts initially emerged when President Trump did not confirm his attendance in a meeting with French President Emmanuel Macron in June.
At last year’s summit in Quebec, Donald Trump clashed with other world leaders, highlighting differences between the U.S. and the rest of G7 members.
Speaking to reporters in the Oval office on Tuesday, just a few days before departing for the summit in France, President Trump said that Russia should be readmitted to the G7.
“I think it’s much more appropriate to have Russia in,” he said. “I could certainly see it being the G8 again.”
Trump made similar comments before last year’s meeting, and they were not well received by other leaders of Europe, Canada and Japan, who mostly rejected Russia’s return. Moscow was excluded from what was then the G8 in 2014 for its annexation of Crimea from Ukraine.
Trump created even more tension last year by leaving early ahead of climate change talks and refusing to sign the final communiqué, an agreement statement signed by the heads of state. To avoid another dispute, Macron said this year’s meeting would end without a communiqué, abandoning a tradition held since the G7 meetings began in 1975.
What will be the big issues at this year’s G7 summit?
As this year’s host, Macron has chosen to focus this year’s summit on the issue of reducing inequality, and has invited the leaders of Australia, Burkina Faso, Chile, Egypt, India, Senegal, Rwanda and South Africa to open up the discussion with other countries.
However, the summit is more likely to once again highlight transatlantic rifts over trade, Iran and climate change. Macron wants to focus on easing tensions between the U.S. and Iran that have been escalating since Trump pulled the country out of the Iran nuclear deal last year and reinstated economic sanctions.
The fires raging in the Amazon also now appear to be at the top of Macron’s agenda. “Our house is burning. Literally,” the French president tweeted on Thursday. “The Amazon rainforest – the lungs which produces 20% of our planet’s oxygen – is on fire. It is an international crisis. Members of the G7 Summit, let’s discuss this emergency first order in two days! #ActForTheAmazon.”
His comments were not well received by the the president of Brazil. The country’s far-right leader Jair Bolsanaro replied in a tweet that Macron’s suggestion that the Amazon should be discussed at the G7, which Brazil does not attend, evokes “a misplaced colonialist mindset”.
The summit will also be an opportunity to address what Macron has called a “very profound crisis of representative democracy” in Europe. He has called for leaders to defend multilateralism and “not leave it to nationalists”
What else can we expect?
U.K. Prime Minister Boris Johnson will make his debut on the global stage, and it is still unclear where he will position himself. Britain is heading toward an exit from the E.U. without the deal in October, but a snap election could cut Johnson’s leadership short before then. The country’s influence in Europe has rapidly waned and it is now becoming increasingly reliant on the United States.
As this year’s host, France isn’t just concerned with appeasing tensions among world leaders. The country is also dealing with its own internal pressures. The city of Biarritz has been transformed into a “fortress” with unprecedented security measures and authorities have banned all protests in the city and in neighbouring towns to avoid any disruption. The G7 summit has always encountered opposition, but the anti-government yellow vest movement that has emerged in the past year poses a bigger threat than before.
Imagine coming home and finding your entire house ransacked, your valuables stolen and your children tied to poles, their backs bleeding from being whipped with a sjambok. The sight rips your soul out and makes you want to find whoever did this to your loved ones and ensure they face justice.
You go and report the matter to the police and the greatest horror greets you. The ones manning the police station are putting on your stolen clothes and sipping tea out of your prized china. Rage fills you as you realize that it was they who violated you and your loved ones. Immediately you launch into a demand for your property, you call out their injustice and demand compensation. Then it happens without warning or shame. The whip cuts across your face and as you cover it in pain, the black boot of the senior cop smashes into your gut. You fall to the ground helpless, unable to scream out in pain or for help. The reality is that you have been robbed by those charged with protecting you — and now they will rob you of your voice too.
It’s August 2019, and there is no doubt about the unbearable magnitude of the economic hardships that ordinary Zimbabweans are facing: no electricity for 19 hours a day, crippling fuel shortages, the rising cost of living and runaway inflation. Basic commodity goods and services such as bread, water and public transport are no longer affordable to ordinary people. These endless struggles put even more pressure on Zimbabweans whose money was lifted directly from their bank accounts by the authorities and replaced with electronic money, which has now lost most of its value.
The attempt to protest against these painful hardships by ordinary people, who have suffered from years of political and economic misrule, has invited yet another season of police brutality. There are countless beatings of civilians, mass arbitrary detentions and more human rights violations.
The main opposition MDC Alliance recently called on all Zimbabweans to march peacefully and petition the government on the deteriorating economic situation. The first of those marches, slated for Aug. 16, was banned by the police — in clear violation of our constitution which guarantees us the right to protest peacefully and petition our government for whatever grievances we might have.
Despite the ban, Zimbabweans decided to exercise their constitutional right regardless – and were met with a display of disproportionate and excessive force by the police. The internet and newswires were awash with pictures and videos of citizens sitting on the ground being bludgeoned with batons and whipped by police officers. Women and the elderly were hit with blows to every part of the body from riot police.
Days before these scenes of brutality, civic society leaders were abducted, interrogated and tortured. Dumped and left for dead, the oozing welts all over their bodies, chemical burns and broken legs told a story of a ruthless regime determined to silence any criticism. This week, one of our best-known comedians, Samantha Kureya, went into hiding after being abducted from her home, beaten, stripped and made to drink sewage.
We have called for peaceful protests in the so-called “new dispensation” of President Emmerson Mnangagwa’s administration, and without fail they have all ended up in bloodshed, brutalized bodies, mass incarcerations and threats of death. There is no political will whatsoever in this government to allow Zimbabweans to exercise their basic freedoms, such as freedom of expression and peaceful assembly. Every avenue of protest has effectively been criminalised and once again just as Robert Mugabe did, there is an attempt to abduct, torture and criminalize dissenters.
This is why we march, organize boycotts and speak out continually for the right to protest injustice. We must never give that up for that would be to give up everything.
It is hard to describe the kind of soulless brutality that has and continues to take place in Zimbabwe. But the more powerful scene playing out in all of this, is that in the face of guns, baton sticks and tear gas, people still came out to march. Old, young. Men, women.
Besides the fact that those people were beaten, the undeniable truth is that they were not afraid to show that our hope is stronger than the authorities’ hate. They stood their ground and refused to let it ever be said that we did nothing. Some people, the fearful or the privileged, who have the luxury to tweet and sit out protests, want to claim that it is a waste of time.
What they don’t understand is that hope is not passive or apathetic. Instead it’s like a wave, though it subsides for a moment, it rises again and again. And with hope, we shall reclaim our freedoms one day.
(BEIJING) — China on Friday announced tariff hikes on $75 billion of U.S. products in retaliation for President Donald Trump’s latest planned increase, deepening a conflict over trade and technology that threatens to tip a weakening global economy into recession.
China also will increase import duties on U.S.-made autos and auto parts, the Finance Ministry announced.
The announcement comes as leaders of the Group of 7 major economies prepare to meet in France this weekend.
Tariffs of 10% and 5% will take effect on two batches of goods on Sept. 1 and Dec. 15, the ministry said in a statement. It gave no details of what goods would be affected but the timing matches Trump’s planned duty hikes.
Washington is pressing Beijing to narrow its trade surplus and roll back plans for government-led creation of global competitors in robotics, electric cars and other technology industries.
The spiraling conflict has battered exporters on both sides and fueled concern it might drag down weakening global economic growth.
Peter Navarro, who advises Trump on trade policy, tried to downplay the impact of Chinese tariff hikes. He said they were “well anticipated” and would only strengthen Trump’s resolve.
China’s government appealed to Trump this week to compromise in order to reach a settlement.
That came after Trump warned that the American public might need to endure economic pain in order to achieve long-term results.
The United States, Europe, Japan and other trading partners say Beijing’s development plans violate its market-opening commitments and are based on stealing or pressuring foreign companies to hand over technology.
Some American officials worry they might erode U.S. industrial leadership.
Chinese leaders have offered to alter details but are resisting giving up a development strategy they see as a path to prosperity and global influence.
The talks are deadlocked over how to enforce any deal. China insists Trump’s punitive tariffs have to be lifted as soon as an agreement takes effect. Washington says at least some have to stay to ensure Beijing carries out any promises it makes.
Trump announced plans to raise tariffs Sept. 1 on $300 billion of Chinese products after talks broke down in May. Increases on some goods were postponed to Dec. 15.
Trump escalated “trade frictions” and is “seriously threatening the multilateral trading system,” the Finance Ministry said. “China was forced to take countermeasures.”
A separate statement said tariffs of 25% and 5% would be imposed on U.S.-made autos and auto parts on Dec. 15. Beijing announced that increase last year but suspended it after Trump and his Chinese counterpart, President Xi Jinping, agreed at a meeting in December in Argentina to put off further trade action while they negotiated.
Trump and Xi agreed in June to resume negotiations. But talks in Shanghai in July ended with no indication of progress. Negotiators talked by phone this month and are due to meet again in Washington next month.
BMW, Tesla, Ford and Mercedes Benz are likely to be the hardest hit by the Chinese auto tariffs. In 2018, BMW exported about 87,000 luxury SUVs to China from a plant near Spartanburg, S.C. It exports more vehicles to China than any other U.S. auto plant.
Together, Ford, BMW, Mercedes and others export about 250,000 vehicles to China from the U.S. each year, according to the Center for Automotive Research, a think tank in Ann Arbor, Michigan. Most of them are luxury cars and SUVs with higher profit margins that can cover higher U.S. wages.
Tesla, which is building a plant in China, now gets about 12% of its revenue by exporting about 14,300 electric cars and SUVs from California to China, according to Barclays. Most of Ford’s exports are from the Lincoln luxury brand, but most of the vehicles it sells in China are made in joint venture factories.
Trump already has imposed 25% tariffs on $250 billion of Chinese products. Beijing retaliated by imposing its own penalties on $110 billion of American goods. But their lopsided trade balance meant China was running out of imports for retaliation.
Friday’s announcement, if it applied to goods not already affected by Chinese penalties, would extend tariff hikes to everything China imports from the United States. That would match Trump’s hikes, which cover almost all of what Americans buy from China.

NEW DELHI: India's economy may have expanded by not more than 6% in the first quarter of this financial year – slower than China's 6.2% in the same period – an ET survey showed.Gross domestic product may have grown at 5.2-6% in April-June against 5.8% in the preceding quarter due to weak industrial growth and muted investment and government spending before the elections along with an unfavourable base effect, according to the survey of 11 independent economists. India's GDP had expanded 8% in the first quarter of 2018-19."We estimate a sequentially lower GDP primarily on account of further deceleration across the board. While a slowing consumption is getting reflected in highfrequency indicators, investments may have paused before the elections — in a wait and watch mode," said Shubhada Rao, chief economist at Yes Bank.The moderation in GDP expansion is in line with industrial production growing at 3.6% in the first quarter compared with 5.1% a year earlier. High-frequency indicators such as automobile sales, rail freight, domestic air traffic and imports (nonoil, non-gold, non-silver and nonprecious and semi-precious stones) indicate a slowdown in consumption, especially private consumption, even with low inflation. 70811123 India's passenger vehicle industry suffered its worst performance in 19 years in July with a 31% drop in sales and the ninth consecutive month of declining sales, underscoring a sharp decline in demand.HDFC Bank expects growth at 5.2% in the first quarter and at 6.7% for the full year. India slipped one notch to become the seventh-largest economy in 2018."The reason for the continuing slowdown is a pronounced weakness in the manufacturing segment, with spillover effects in construction. In addition, government spending in the early months of Q1was quite low," said Saugata Bhattacharya, chief economist at Axis Bank.Although the RBI has cut the key lending rate four times in succession by a total of 110 basis points, economists are apprehensive of this translating into growth soon. One basis point is one-hundredth of a percentage point.As per the minutes of the RBI's Monetary Policy Committee meeting, there is "clear evidence of domestic demand slowing down further... investment activity has been losing traction and the weakening of the global economy in the face of intensifying trade and geo-political tensions has severely impacted India's exports, which may further impact investment activity."The RBI has said that the importance of surplus liquidity has increased "in view of the shadow banking stress.""The momentum which was weakening in the fourth quarter has spilled over to the first quarter and the unfavourable base is playing out here. The boost that we expected from government-related expenditure is not there… consumption demand is under pressure and the festive season will be lacklustre," said Sunil Kumar Sinha, principal economist at India Ratings and Research.The slowdown in private consumption has marred sentiment. It grew 7.2% in the March quarter, lower than 8.2% in the quarter ended December. The Central Statistics Office will release the official growth estimates for the June quarter on August 30."While the concurrent state of the economy remains quite concerning, nascent signs of green shoots and positive performance of leading indicators provide some signs that a recovery may be slowly materialising," Nomura said in a report.As per Sakshi Gupta, senior economist at HDFC Bank, India's annual growth could slow to 6.7% but activity in the second half of the year is likely to pick up after a weak-to-moderate first half."The slowing economy is getting reflected in consumption demand. Investment, imports and production of capital goods are weak. Sentiment is also not encouraging. This quarter, at best, will be at par with the previous quarter but we expect a better second half," said DK Joshi, chief economist at Crisil.Bhattacharya of Axis Bank expects stronger growth in the financial services segment.

Finance minister Nirmala Sitharaman's hurried 'Mini Budget' on Friday has tried to dispel the shadow cast by her disheartening maiden Budget in July.Sitharaman's choice of words, body language and seemingly ardent promises to do more in order to keep alive the hope of businessmen and traders in dealing rooms is a testimony of a government that is slowly beginning to sense that the road to the making of 'New India' will have twists, turns and occasional bumps.It's somewhat even reassuring to see that the Narendra Modi government is willing to accept that the slowdown is not just another story spun by social media spin-meisters and vocal lobbies — and that the gathering cloud over the job market would simply blow over with the advent of the festival season. Now, we are left to ponder over the weekend the single-most important question pertaining to the Indian economy: are Friday's announcements good enough to reverse a slowing growth?Sitharaman has kicked off what appears to be her first tranche of growth-boosting steps with administrative measures, correcting announcements, such as higher surcharge on foreign portfolio investments (FPI), which were made unwittingly, and by targeting a few apparently low-hanging fruits. But not tax cuts.The steps she announced may not cost much, and some of which were a reiteration of measures already passed in the July Budget.The finance minister, her team members, as well as other government functionaries have made it abundantly clear in the past 48 hours that they will stick to fiscal prudence. Even on Friday, she reminded us that India's growth rate continues to be impressive compared to most countries.This is a government that will never like to see a day when the economy under its watch suffers fiscal slippage. One can, therefore, assume that chances of tax cuts & the so-called 'fiscal stimulus' are unlikely, unless there is a dramatic slowdown in growth.From Groan to GrownGrowth has already fallen to 5.8% in the first quarter of 2019, from more than 8% a year ago — a dip that should worry policymakers as well as businesses. Among other things, the government hopes to arrest the slowdown in economic activity with prompt payment to vendors, release of goods and services tax (GST) refund, purchase of vehicles, and encouraging corporates to buy more automobiles by raising the rate of depreciation.The measures follow a few days after Reserve Bank of India (RBI) governor Shaktikanta Das said that no large non-banking financial company (NBFC) will be allowed to fail. By nudging State-owned banks to buy portfolios of cash-starved NBFCs (against a partial guarantee), the government may help in calming the nerves of a large shadow banking industry that has been a source of panic and market volatility.All these are positive steps, and ideally should not have waited till now. These are certainly necessary measures. Over the next few months, we will find out whether they are sufficient.What will influence Sitharaman's next set of announcements?It is not possible to measure slowdown in the course of a week or a fortnight. Will it be stock prices? A rally — rather, how strong or sustainable it appears — when the market opens on Monday? Feedback from the industry and foreign portfolio managers?If a fiscal stimulus is off the table — at least for the time being — the finance ministry has to keep on tweaking the rules, sector after sector, to make things easier for businesses.However, if the basic problem plaguing the economy is a sharp drop in demand, will regulatory changes alone save the day? Will it make analysts revise the earnings forecasts of large companies that sway the stock indices?Act 2, Part 2That calls for a Plan B, which the finance minister and her team may have to keep ready. Instead of completely ruling out all forms of fiscal easing, they should, perhaps, have the flexibility to initiate a quiet chat on how to go about if the growth continues to slack and they are forced to offer tax sops.It's not an easy debate with revenue collection continuing to be a challenge, and even admirers of the government criticising the brazen style of tax officials. Nonetheless, it may be worthwhile in avoiding nasty surprises and embarrassment.
MUMBAI: Can separate tax rates be levied on same product imported by two different companies, based on the end use? The customs department seems to think so, going by its latest tax demand from carmakers.The customs department has started issuing notices to several automakers, asking them to cough up 28% goods and services tax on imported plastic goods such as ashtrays and floormats instead of 18% GST, people familiar with the development said.The logic? While plastic goods attract only 18% GST, here they are used as auto components that attract 28% GST. Top automakers such as Maruti Suzuki, Mahindra & Mahindra and Tata Motors have already been questioned by the customs department in last couple of weeks, sources said. Several other companies could get these notices in the coming weeks, they said.Industry trackers said this is a classification issue under GST regulations. "The industry has been adopting the classification (of plastic goods and other imports used in cars) for over a decade, which has been accepted by the customs authorities in the past," said Rohit Jain, partner at Mumbai-based law firm ELP."The classification is required to be done on a case by case basis as per the scheme of the Customs Tariff Act."He said the tax demand will impact the sector that's going through one of its worst crises. 70811206 The auto industry recorded its worst sales slump in nearly 19 years in July. And the new tax demand is uncalled for, some experts said.As per the customs regulations, the department has to levy taxes based on the place and form of the imported goods and it doesn't have the mandate to check the end use, they said. "There have been several goods which could have multiple use and in the current scenario many companies too are going for standardisation, and so these could have multiple end use," a person in the know said on condition of anonymity.Others said several products like plastic ashtrays could face different taxes depending on who is importing it. So, a hospitality company could be paying lesser tax than a carmaker for the same product.Taking a cue from the customs department, the indirect tax department could also challenge GST paid by some component manufacturers for domestic sales in the replacement market, experts said."Companies should well analyse the chapter and section notes of various products before finalising the classification of the product and related duty/tax rates on such products to avoid unwarranted litigation," said Abhishek Jain, tax partner at EY India.

MUMBAI: Can separate tax rates be levied on same product imported by two different companies, based on the end use? The customs department seems to think so, going by its latest tax demand from carmakers.The customs department has started issuing notices to several automakers, asking them to cough up 28% goods and services tax on imported plastic goods such as ashtrays and floormats instead of 18% GST, people familiar with the development said.The logic? While plastic goods attract only 18% GST, here they are used as auto components that attract 28% GST. Top automakers such as Maruti Suzuki, Mahindra & Mahindra and Tata Motors have already been questioned by the customs department in last couple of weeks, sources said. Several other companies could get these notices in the coming weeks, they said.Industry trackers said this is a classification issue under GST regulations. "The industry has been adopting the classification (of plastic goods and other imports used in cars) for over a decade, which has been accepted by the customs authorities in the past," said Rohit Jain, partner at Mumbai-based law firm ELP."The classification is required to be done on a case by case basis as per the scheme of the Customs Tariff Act."He said the tax demand will impact the sector that's going through one of its worst crises. 70811206 The auto industry recorded its worst sales slump in nearly 19 years in July. And the new tax demand is uncalled for, some experts said.As per the customs regulations, the department has to levy taxes based on the place and form of the imported goods and it doesn't have the mandate to check the end use, they said. So, a hospitality company could be paying lesser tax than a carmaker for the same product.Taking a cue from the customs department, the indirect tax department could also challenge GST paid by some component manufacturers for domestic sales in the replacement market, experts said."Companies should well analyse the chapter and section notes of various products before finalising the classification of the product and related duty/tax rates on such products to avoid unwarranted litigation," said Abhishek Jain, tax partner at EY India.
NEW DELHI: InterGlobe Aviation promoter Rakesh Gangwal on Friday said the company's board has approved a new policy on related-party transactions, amid an ongoing feud with co-promoter Rahul Bhatia over governance issues.The company is the parent of the country's largest airline IndiGo."While much work lies ahead, including mending some fences and the regulators completing their investigations on the governance issues raised with them, it is gratifying to see progress towards better governance," Gangwal said in a statement.Gangwal said the board has now approved a new related-party transaction policy and to also close an open issue if the Articles of Association are amended at the company's upcoming annual general meeting (AGM) to increase the board size to 10 directors."In light of this positive and important development, I will be supporting the proposed changes to the Articles," he said.The AGM is scheduled to be held on August 27.Currently, InterGlobe Aviation has six board members.The feud between Gangwal and Bhatia came into the public after the former, in July, wrote to markets regulator Sebi seeking its intervention to address alleged corporate governance lapses at the company. Investors with a bit of patience, those with a 12-18 month view, could end up doing quite well in equity market, says Ridham Desai, Managing Director, Morgan Stanley India. In an interview with ETMarkets.com, Desai said he is looking at the market going up in absolute terms but said investors should keep in mind a rather cautious global equity view that Morgan Stanley has. Morgan Stanley has a June 2020 target of 45,000 for Sensex though he does not believe the economy will see a V-shaped recovery. Edited excerpts: Given where we are currently and given the developments in the markets in the last couple of months, what is the outlook for the market for the rest of the calendar year?The markets are looking at two things. The global challenges that have emerged from slowing growth and the likelihood of a US recession sometime in the next 12 months. We we are distinctly cautious on global equities. That's the overarching backdrop. India is among the top markets in the world. It cannot really break away from the world at large. That said, India is a defensive market in the global context. Global growth worries tend to affect India a lot less than other markets. Therefore, it should do relatively better. Then, we have the local problems, an emerging growth problem which could get worse, given the reflexivity that the share prices enjoy on the real economy. It is imperative that the government takes action to stall the worsening sentiment and to revive growth. On that front, the most important thing the government can do is recapitalise the public sector undertaking (PSU) banks. Rs 70,000 crore is already provided in the budget, and if that capital is infused immediately, it will be of great use to the economy and help revive it. Stock prices, on the other hand, did make a trough in terms of valuations and sentiment a few days ago. Normally, valuations and sentiment are not useful indicators to judge share prices. We have to look at the growth outlook, but occasionally, they make extreme positions like they did in early August. From there, investors with a bit of patience and with a 12-18 month view, could end up doing well in shares. We are looking at the market going up in absolute terms but one should keep in mind a rather cautious global equity view that Morgan Stanley has. What is your target for the market?We have a June target for next year of 45,000 on the Sensex. What are your thoughts on corporate earnings this season? A revival has been looking elusive for a while and will we see a concrete recovery in corporate earnings in this fiscal year? I have to admit that we have been waiting for this for a while, forecasting it and being totally wrong about it. But over the next 12 months, banks look well-positioned to deliver growth as their credit cycle may have troughed. So, credit costs for banks are likely to decline sharply.We have already seen evidence of that in the quarter gone by. So, banks should lead the Nifty earnings and we are expecting the large indices to deliver high teen earnings growth over the next 12 months. It may not be as broad-based as people want it to be, but in the ensuing 12 months, it may get broader. Again, this is contingent on government taking appropriate action, and contingent upon US not slipping into recession How would the economy recover from here? High frequency indicators have been pointing towards a slowdown. The GDP growth data has been at a multi-quarter low. When could we see an economic recovery?We may have seen the trough as far as the GDP print is concerned for the quarter that just went by. That does not mean we are going to be in a V-shape recovery. It is going to be a slow recovery because as I said, the global overhang continues. It is policy dependent though. I am assuming that the government will act with a set of policies that will overturn some of the overhang on the economy. So what are the things that the government needs to do? The first thing is recap the PSU banks and here, so that Rs 70,000 crore infusion is very critical. It should happen as soon as possible as that will help the PSU banks resume their lending activities and ease the financing pressure on the system. Second, they need to address the frail sentiment in the stock markets and maybe fix the foreign portfolio investors (FPI) taxation issue, reassure market participants that the government is not trying to bring down the capital markets. So do whatever they need to do as they need to revive the market sentiment because this reflexivity is something that I am really worried about. Third, continue spending on infrastructure, which has resumed but is still not full throttle right now. They need to go full throttle on infrastructure spending. So these are the three things. I am not a big fan of elevating fiscal deficit, I know some quarters of market participants believe that the fiscal deficit should be raised but I think the risk of raising the fiscal deficit is that interest rates go up and then it clips the RBI's wings and one of the ingredients to any recovery is a loose monetary policy given that inflation is benign. The central bank should have the flexibility to operate and therefore not raise the fiscal deficit even if it is temporary. Therefore, whatever constraints the government has on the revenue front, it is going to be difficult for the government to cut tax rates. So, that may not be an available option but they may still pursue it. My view is that they should not. If they have to do a single thing, it should be to recap the PSU banks and ask them to go and lend. If Rs 70,000 crore capital is lent out in a single year, you create Rs 7 lakh crore of credit. It is far more potent than anything else that the government can do. Just like all other parameters, private capex has been missing for many years now. When do you think private capex will really pickup, this fiscal year or next? This fiscal looks difficult. It is more likely in calendar in 2020 and therefore FY21. Utilisation rate is actually steadily climbing up. We are getting to the level at which capex will have to come back. For that, the capital market sentiment needs to be much better. One thing you need to keep in mind is that there is a strong correlation between exports and capex. If export growth slows down, then a recovery in capex will get delayed. To that extent, the government is spending counter-cyclically. The overall capex should improve from here. The government is doing a good job on that front which is keeping infrastructure spending at high levels. There was a temporary slowdown because of the elections. The last few months have been a little sluggish. I hope that comes back and it will act as a buffer to the lack of private capex. Private capex is intricately linked to overall demand conditions. Corporate sentiment right now seems quite weak and therefore that has to change. It boils down to sentiment issue and that will change aggregate demand. We do not want to get into a situation where consumers start delaying spending in which case it will be quite difficult to make a turnaround. We need the government to act quite swiftly. Do you think the NBFC crisis can deepen further from where we are or what steps should have been taken by the government to arrest the spread of the crisis in the first place? I think the worst is over. The market is also saying that. I am referring to the bond markets here and not the stock markets. There has been some collateral damage which is okay because some of the NBFCs were a little too loose with their lending standards and they ought not to be bailed out. I think it is wrong to bail out poor business practices. If some NBFCs as a consequence of what has happened, shut down or become small or irrelevant, it is okay. It is not a problem. What could have been done differently is in the IL&FS case - while the government seized the matter quickly enough -- the actions could have been faster because we may have actually seen its consequences spread much more broadly than was expected before. One of the good things that has come out of this crisis is that regulation is likely to get tightened. RBI is now a regulator. It is a very welcome change. Now without the crisis, that may not have happened. So some good things come out of a crisis as well. NBFCs will have to have more capital, more liquidity on their balance sheets and may not be able to run high debt equity ratios like they were doing earlier. They will have to tighten their lending standards. These are good things to have emerged out of the crisis. There was some cost to the economy but it is not an unbearable cost. Which sectors are you upbeat on and why?We like the banks because we think that the earnings cycle has turned for them. We like the auto sector because the valuations are very cheap and the auto sector's idiosyncratic problems will be behind us in the next three, four months. We like discretionary consumption generally speaking, because stocks have fallen a lot. Also, we like industrials because we think public capex should be quite good and order books will be quite robust for them. If consumption was a theme under Modi's first regime, what do you think would be the theme to invest in Modi's second regime?Okay, that was not necessarily a consequence of government policies, so I am not sure you should link it with the government. It happened because lending broadened and consumers in India started borrowing and started spending their future income. There was a change and a shift in consumer attitude towards loans. The banks should do quite well because in the previous five years, the banks suffered a lot due to the poor credit decisions of the preceding five years. A lot of that has got cleaned up. So the banks should do quite well. On which sectors are you underweight and why?We are underweight on global sectors. We are cautious on the global economy. We are underweight software services though it has done well. Pharmaceuticals remains a very selective sector and so there is no sectoral view. We are underweight on global materials, steel, aluminium. You said the valuations in auto are cheap and attractive. But do you think the worst is over for the auto sector ?Worst may not be over but the market is a forward looking animal. The market will make that judgment and sometimes you have to make the call purely on the basis of valuation and sentiment. We really do not know where growth is going. Do you think Nifty is a correct representative of the state of the market or is it too polarised?Yes, yes. I know this is too much of a debate but the polarisation in the indices is not unique, either in temporal or spatial terms. Temporal means it is not unique over time. We have seen such polarisations in the past and we have also seen dispersions in the past. It is a function of the state of the market, when the market is in a bearish mood and there is polarisation of performance, When the market gets bullish, it broadens out. Even spatially, which is across countries, there is nothing unique about the polarisation. You can see the same polarisation in the US and also in other large economies. So in an environment where growth is a problem, companies that deliver good growth invariably get the bid.
By Howard Schneider, Ann Saphir and Trevor HunnicuttJACKSON HOLE: The U.S. economy is in a "favorable place" and the Federal Reserve will "act as appropriate" to keep the current economic expansion on track, Fed chair Jerome Powell said on Friday in remarks that gave few clues about whether the central bank will cut interest rates at its next meeting or not.The chair, under pressure from President Donald Trump to cut rates soon and deeply, listed a series of economic and geopolitical risks that the Fed is monitoring - many of them, Powell noted, linked to the administration's trade war with China and other countries.But "the U.S. economy has continued to perform well overall," Powell said in keynote remarks at an annual Fed economic symposium at this mountain retreat. "Business investment and manufacturing have weakened, but solid job growth and rising wages have been driving robust consumption and supporting moderate overall growth."If the trade wars have disrupted business investment and confidence and contributed to "deteriorating" global growth, Powell said the Fed could not set all that right through monetary policy.There are "no recent precedents to guide any policy response to the current situation," Powell said, adding that monetary policy "cannot provide a settled rulebook for international trade."Between that, the possibility of a hard "Brexit," tension in Hong Kong, an economic slowdown in places like Germany and other overseas troubles, Powell said the Fed needed to "look through" short-term turbulence and focus on how the United States is performing.Powell did note that rate cuts in the 1990s helped keep an expansion intact.But the overall tone of his statement may disappoint investors expecting the Fed to cut rates at its September meeting and possibly several more times this year. The central bank reduced its benchmark rate by a quarter percentage point in July in what Powell referred to as a mid-cycle adjustment.The initial response in markets was muted, with bond yields edging lower and U.S. stocks briefly paring some of the drop triggered earlier by China's announcement of retaliatory tariffs on U.S. goods.It is also likely to disappoint Trump, both in focusing on the impact that trade uncertainty is having on the global economy, and in not giving a clear signal that more cuts are coming.The Fed must "look through what may be passing events, focus on how trade developments are affecting the outlook, and adjust policy to promote our objectives" of 2% inflation and strong employment.DIVIDED FED, ANGRY TRUMPNo matter what course Powell chooses, it is clear from the minutes of the Fed's most recent meeting released Wednesday and from the range of comments from policymakers also in attendance here that he lacks a broad consensus among his colleagues about the appropriate course of action.Earlier on Friday, St. Louis Federal Reserve Bank President James Bullard said the policy-setting Federal Open Market Committee would have a "robust debate" about cutting U.S. interest rates by a half percentage point at their next policy meeting in September."I think there will be a robust debate about 50," he said in an interview with Bloomberg TV. "I think it's creeping onto the table."Bullard, who has long advocated for lower rates to address the persistent shortfall in inflation, said he is troubled by signs of a slowdown coming from the bond market - a so-called "inversion" of the Treasury yield curve that has stood as a reliable precursor to U.S. recessions.He is "not interested" in testing the theory "that this time is different" with regard to interpreting the bond market's signal, Bullard said.Meanwhile, Cleveland Federal Reserve President Loretta Mester, who did not support the Fed's rate cut last month, said she is not yet convinced of the need to cut rates further."At this point, if the economy continues where it is, I would probably say we should keep things the way they are," Mester told CNBC. "But, I am very attuned to the downside risks to this economy and I want to make sure we're always focused on our dual-mandate goals."The Bullard-Mester divide is emblematic of the wide range of opinion inside the FOMC, which voted 8-2 to cut rates on July 31 for the first time in a decade. That tally did not fully capture the disapproval of the move by those without a vote at the meeting, including Mester.And, of course, there is Trump. He has been unrelenting in his demands that the Fed cut rates, in part to help take some of the wind out of a strong U.S. dollar that he sees hurting U.S. exports.The president again took to Twitter on Friday as Powell was set to speak. "Now the Fed can show their stuff," he said.
NEW DELHI: Chinese handset maker Vivo said it is aiming to continue its high growth streak in the Indian handset maker with the launch of six new devices for both online and offline channels ahead of the upcoming festive season.Vivo will be launching a brand-new series for the online segment, called U series to cater Rs 10,000-Rs 20,000 price segment, having recently launched its online-exclusive Z series.A majority of its portfolio, however, remains skewed towards the offline segment and as part of its pre-festive plan, it will launch V17 pro smartphone."We know the upcoming festive season is going to be exciting. We started widening product portfolio…. going into the festive season, we will easily have six new products," Nipun Marya, Director - Brand Strategy, Vivo India, told ET.On the latest U series, Marya said that around 80% of the online market is between Rs 8000-Rs 20,000, thereby the launch of a new series. "We will be adequately positioned in the online space."Not just online, Vivo is also broadening its portfolio for the offline segment, having recently introduced an offline exclusive, S series to tap Rs15,000-Rs 20,000 segment. It continues to lead the Rs 20,000-Rs 30,000 segment with its V series of smartphones.Marya, citing Gfk figures, said that Vivo's value market share grew 52% in the April-June quarter, while volume share grew by 40% year-on-year. The agency said that Vivo's shipments remained almost flat year-on-year however, its performance remained strong in less than Rs 10,000 price band.Xiaomi captured the top spot in Q2 2019 with a 28% share, followed by Samsung with a 25% market share. Vivo stood at the third spot.Korean handset maker Samsung's India CMO Ranjivjit Singh told ET that the company was also looking to grow its business by around 40% in value terms during the festive season. "With the portfolio, we have across the board, we are well-positioned to get more market share…that's how we are seeing it."Marya said that the entire industry will see growth around the festive time. "We are putting our best foot forward…you will see good marketing campaigns," he said, without sharing marketing budget for the season.
