The VH-92A helicopter will carry the President of the United States and his entourage.
The U.S. Navy has awarded $542 million contract to Sikorsky, a Lockheed Martin subsidiary, to build six new VH-92A helicopters. The helicopters will replace the current VH-3D and VH-60N helicopters used to ferry the President of the United States and his staff worldwide.
Today's contract is for six VH-92A twin-engine helicopters. Two helicopters are already in testing and the Marines will eventually order a final fifteen, for a total of 23 aircraft. The helicopters will be maintained and operated by Marine helicopter squadron HMX-1 ("Nighthawks"), which is responsible for all White House military aircraft.
Details about this reduced requirement, among others, have emerged along with news that the White House wants the planes delivered sooner.
A new Pentagon report to Congress reportedly says that the two future Air Force One replacement aircraft, which won't have a mid-air refueling capability, will have an approximate maximum range that is over 1,000 miles less than originally planned. The pair of modified Boeing 747-8is, which will be designated VC-25Bs, will have a number of other reduced capabilities compared to the original requirements, even as it appears that the program's costs have grown. These revelations all come as President Donald Trump's Administration is seeking to speed up delivery of the planes and maybe even change their iconic blue-and-white paint scheme.

MEXICO CITY (Reuters) - Mexican President Andres Manuel Lopez Obrador said on Wednesday the sale of the former presidential jet and other aircraft from the last government would help fund efforts to curb migration under a deal struck last week with Washington.
The agreement reached on Friday averted escalating import tariffs of 5% on Mexican goods, which U.S. President Donald Trump had vowed to impose unless Mexico did more to contain migration via Central America to the United States.
In return, Mexico has agreed to toughen up its migration controls, including deploying its National Guard security force to its southern border with Guatemala.

Health authorities are scrambling to keep the deadly virus from spreading further.
Health officials in Uganda have confirmed the country's first case of Ebola stemming from a massive outbreak that has been raging across the border in the Democratic Republic of the Congo since August of 2018.
The World Health Organization reported Tuesday, June 11, that the case is in a 5-year-old boy from the DRC who traveled with his family into Uganda on June 9. The boy's case was confirmed by the Uganda Virus Institute (UVRI), and he's receiving care in the Ebola Treatment Unit in the western Ugandan town of Bwera, which sits at the border with DRC.

Last year, the FBI arrested American citizens Yi-Chi Shih and Kiet Ahn Mai on charges of scheming to steal military technology from an American company to export to China. Yi-Chi Shih's brother, Ishiang Shih, a Canadian professor teaching electrical engineering at McGill University, is also suspected of helping in the scheme.

Canada's former commander in Iraq says the Islamic State may have been defeated on the battlefield, but the militant group remains alive and well as an insurgency and could still wield strong influence in the war-torn region.
From June 2018 until last month, Brig.-Gen. Colin Keiver served as commander of Joint Task Force Impact, responsible for the Canadian Armed Forces counter-Daesh mission in the Middle East. Daesh is the Arabic acronym for the Islamic State.
"Daesh or ISIS in Iraq or northeast Syria has been defeated in the sense that they are no longer a quasi-state," said Keiver in an interview with The Canadian Press.

The prospect of defence-intelligence agents having personal data about Canadians worries civil-liberties advocates because it is unclear just how much is collected incidentally from the vast reaches of cyberspace.

(KAMPALA, Uganda) — Uganda’s health ministry says a second person infected with the Ebola virus has died after a family exposed to the disease quietly crossed the border from Congo.
The first cross-border cases in this Ebola outbreak have prompted a World Health Organization expert committee to meet on Friday to discuss whether to declare a global health emergency.
Health ministry spokesman Emmanuel Ainebyoona on Thursday confirmed the death of the 50-year-old woman overnight.
Her 5-year-old grandson was the first confirmed death from Ebola in Uganda. The boy’s 3-year-old brother also is infected.
Congo’s health ministry says all members of the Congolese-Ugandan family have agreed to be repatriated to Congo for experimental treatments as part of clinical trials.
The outbreak declared in eastern Congo in August has killed more than 1,400 people.
(SANTO DOMINGO, Dominican Republic) — An alleged gunman and five accomplices have been detained in the shooting of former Red Sox superstar David Ortiz, Dominican officials said Wednesday, while providing no information about why a group of young men would try to kill their country’s most beloved sports hero.
Four other suspects were also being pursued in the shooting, which witnesses said was carried out by two men on a motorcycle, assisted by two other groups of people in cars.
“At this moment, they are being interrogated and we will continue deepening the investigation to get to the truth about what happened,” Chief Prosecutor Jean Alain Rodríguez said.
“Nobody involved in this unfortunate episode will escape justice, neither those who carried it out nor the mastermind,” he said.
The national police director, Maj. Gen. Ney Aldrin Bautista Almonte, said the coordinator of the attack was offered 400,000 Dominican pesos, or about $7,800, to orchestrate the shooting. He said the alleged coordinator was also among those in custody.
Rodríguez and Bautista declined to give a motive for the shooting at a popular Santo Domingo bar Sunday night or say who had hired the attackers.
They promised, however, that all those who targeted Ortiz in the baseball-crazy Caribbean country would be brought to justice.
“We recognize the symbolism that David Ortiz represents, and we promise that this case will be cleared up completely,” Bautista said.
Ortiz is one of the most beloved figures in sports history in the Dominican Republic and Boston, a fearsome power hitter with a ready smile. The slugger known as Big Papi led the Red Sox to three World Series championships, was a 10-time All-Star and hit 541 home runs.
The Red Sox retired his number, 34, in 2017 — a year after he retired — and Boston renamed a bridge and a stretch of road outside Fenway Park in his honor. He maintains a home in Weston, on the outskirts of Boston.
Ortiz galvanized the city in the aftermath of the 2013 Boston Marathon bombing that left three people dead, bellowing through a megaphone at Fenway Park: “This is our (expletive) city!”
While Ortiz lived in Boston, he visited the Dominican Republic at least six times a year, where he crossed paths with a wide variety of figures from the country’s legitimate and illegal business worlds, according to friends.
Ortiz studiously avoided mixing with shady characters, but a law-enforcement official said on condition of anonymity that officials were investigating whether Ortiz may have formed some relationship or acquaintance during a trip here that, without his knowledge, set off the chain of events leading to his shooting.
Among the suspects in custody was the alleged shooter, identified by authorities as Rolfy Ferreyra, aka Sandy, a skinny, tattooed 25-year-old who officials said had confessed to the shooting.
In a statement, officials said the weapon used, a Browning Hi Power semi-automatic pistol, had been handed to suspect Oliver Moises Mirabal Acosta, then to suspect Porfirio Allende Dechamps Vasquez, AKA The Kid, who buried it in the garden of his home.
Both men have been arrested and the gun has been recovered.
Also under arrest were Joel Rodríguez de la Cruz, aka Squiddy; Reynaldo Rodríguez Valenzuela, aka The Chinaman; and the suspected driver of the motorcycle, Eddy Vladimir Feliz García, aka The Package.
Many were caught in the same clothes they were seen wearing on surveillance video, Bautista said.
The four suspects still at large were identified as Luis Alfredo Rivas Clase, aka The Surgeon, as well as a woman known as The Venezuelan, or Red, and two other men, prosecutors said in a statement.
Meanwhile, in Boston, Ortiz’s wife said in statement that the former Red Sox slugger was able to sit up and take some steps as he recuperates in the intensive care unit at Massachusetts General Hospital.
“His condition is guarded, and he will remain in the ICU for the coming days, but he is making good progress toward recovery,” Tiffany Ortiz said in the statement.
Prosecutors said security camera footage showed two men on the motorcycle talking with other people in a gray Hyundai Accent and in another Hyundai in a nearby street before the shooting.
One of the suspects, Mirabal Acosta, was seen driving the Accent before mounting a motorcycle driven by the 25-year-old Feliz García, the prosecutors said in a court document.
“In one of the videos it was possible to observe both the accused and the shooter planning the commission of the incident,” the prosecutors said.
The document also revealed ineptitude, saying the motorcycle driver was captured after he skidded and fell off his bike as the pair tried to flee. Enraged fans captured García and beat him bloody before handing him over to police.
Mirabal Acosta was captured Tuesday night in the town of Mao in the northern Dominican Republic.
García’s lawyer said his client, who has been charged with being an accomplice to attempted murder, is an innocent motorcycle taxi driver who had no idea his passenger was going to commit a crime.
“He didn’t know what they were going to do. He’s a fan of David’s,” the attorney, Deivi Solano, said Tuesday.
Ortiz’s father and a sister live in Santo Domingo and the 43-year-old former Red Sox great was active on the social scene here, hitting nightspots with friends who included TV personalities and Dominican reggaeton musicians.
Beloved in his hometown, Ortiz traveled the dangerous streets of the Dominican capital with little or no security, trusting his fans to protect him, according to friends.

President Donald Trump said he hopes that Hong Kong “will be able to work it out with China.”
Speaking from the White House, Trump said Sunday’s march against the bill—at which organizers counted 1.03 million participants—was “as big a demonstration as I’ve ever seen.”
“I understand the reason for the demonstration, but I’m sure they’ll be able to work it out,” he added.
The proposed extradition bill, which for the first time would allow suspects to be transferred to the mainland for trial, has exacerbated deep-seated fears about the erosion of the former British colony’s autonomy. Critics say the special status and independent judiciary guaranteed to Hong Kong during the 1997 handover to China would effectively be destroyed. The Hong Kong government insists the bill is a necessary update to prevent the territory from becoming a criminal haven.
Huge crowds have taken to the streets, and on Wednesday surrounded the city’s legislature, forcing a debate of the divisive bill to be postponed. But the sit-in culminated in a crackdown, with police using force and liberally spraying tear gas to clear protesters occupying main thoroughfares. More than 70 people were reportedly injured.
The European Union called on Hong Kong Chief Executive Carrie Lam to reconsider the proposed bill, saying that the E.U. “shares many of the concerns raised by citizens of Hong Kong.” In a statement, the economic bloc urged the city government to respect the rights of Hong Kongers.
U.K. Prime Minister Teresa May meanwhile called for the former British colony’s autonomy to be protected. “We are concerned about potential effects of these proposals particularly obviously given the large number of British citizens there are in Hong Kong,” May told parliament, according to Reuters.
“It is vital that those extradition arrangements in Hong Kong are in line with the rights and freedoms that were set down in the Sino-British joint declaration,” she added, referring to the handover agreement which stipulated a “one country, two systems” framework for governing the city.
Following the mass march on Sunday, Speaker of the House Nancy Pelosi said Congress may have to reconsider the city’s special trading status in light of the law.
“The hearts of all freedom-loving people were moved by the courage of the one million men & women of Hong Kong who took to the streets to peacefully demand their rights & denounce this horrific extradition bill,” Pelosi said in a statement. “America stands with the people of Hong Kong.”
Senator and 2020 presidential hopeful Elizabeth Warren Tweeted that her heart is with the people of Hong Kong.

Taiwan’s President Tsai Ing-wen Tweeted that she was “utterly saddened” to see the police firing on protesters, while Australia’s Foreign Minister urged “all sides to show restraint and avoid violence.”

Rights groups condemned the “excessive force” employed by the city’s police. Amnesty International said the use of tear gas and pepper spray against “overwhelmingly peaceful protesters” was a “violation of international law” and Human Rights Watch said the police actions were “unnecessary” and called on authorities to “show restraint.”
After police succeeded in clearing the streets Wednesday, traffic resumed through the city center as usual on Thursday, but a subway station and high-end shopping mall near the government headquarters were closed. Pockets of protesters continued to gather around the legislature, matched by a heavy police presence.
French President Emmanuel Macron has confirmed the “friendship tree” he presented as a gift to the White House last year has died, and that a replacement is on the way.
President Donald Trump and Macron originally planted the European sessile oak together in April 2018 when Macron made his first official state visit to the White House. The tree was taken from Belleau Wood in France — the site of a World War I battle in which thousands of U.S. Marines died defending France against Germany’s invasion. According to Le Monde, the tree planted by the two world leaders was meant to “symbolize the tenacity of friendship.” And, at the time, Macron tweeted that the tree served as “a reminder at the White House of these ties that bind us.”

French news outlets broke the story over the weekend that it had died, with the New York Times confirming the oak’s passing on Tuesday. Macron also confirmed the tree’s death in an interview with Swiss television station RTS on Tuesday, CNN reported.
“We will send him another,” Macron told RTS when asked about the tree. “It is not a tragedy.”
Then-French Ambassador to the U.S. Gérard Araud said that the tree was “enclosed in plastic protection” during the planting ceremony, as it had to be quarantined per U.S. Department of Agriculture regulations on foreign plants to prevent possible soil contamination.
During his interview with RTS, according to CNN, Macron said that it was because of this quarantine that the tree died.
The United States and France have a historically shared a close relationship. However, in recent months Macron has become more outspoken and critical of Trump’s behavior, while the U.S. President has recently threatened to impose tariffs on French wine imports. Though, at their most recent joint appearance, the two leaders put any differences aside to commemorate the 75th anniversary of D-Day.
According to CNN, in the interview, Macron said he would send a birch tree as a replacement.
The Duke and the Duchess of Cambridge broke with longstanding royal tradition to talk about politics when they visited a rural community in England on Tuesday.
Members of the royal family don’t usually discuss politics in order to remain politically neutral. But Prince William, who is second in line to the throne, was interested to know whether Brexit was a big concern for the sheep farmers he was speaking to.
He was careful, however, not to share his own views.
Sam Rawling, a sheep farmer, said he was very surprised to see his industry voting for Brexit. “It was like turkeys voting for Christmas,” he told the royal.
One of the main concerns was the prospect of a no-deal Brexit––which would see the UK leave the European Union with no agreement about the “divorce” process. Farmers told the royal couple that possible 40% tariffs on sheep, combined with a loss of E.U. subsidies for farmers would bring about a “perfect storm.”
Adam Day, who runs the Cumbria Farmer Network, a non-profit organization that provides help to farmers, said: “The reality is that there is not enough income to make a living from old-fashioned traditional sheep farming or cattle farming. They have got to do other things to survive.”

(AMSTERDAM) — For Jacqueline van Maarsen, attending Anne Frank’s 13th birthday party in 1942 was a welcome distraction from the grim reality of life in Nazi-occupied Amsterdam during World War II.
Enjoying movies and cookies at Anne’s apartment meant “we didn’t think about it at that moment,” the 90-year-old Van Maarsen said Wednesday as she and another of Anne’s friends met students from Amsterdam schools at an event to mark what would have been Anne’s 90th birthday.
The 13th birthday party was a fleeting relief for children already suffering from discriminatory, anti-Jewish regulations and forced to wear Star of David patches on their clothes.
Just three weeks later, Anne and her family fled into hiding in the secret annex behind a canal-side house that was made famous in her diary. Less than three years after that, exhausted and suffering from typhus, Anne died with her sister in the Bergen-Belsen Nazi concentration camp in February 1945.
Wednesday’s meeting was at the Frank family’s former apartment in southern Amsterdam, where they lived before going into hiding.
They hid in the annex for just over two years before being arrested and deported to Nazi-run concentration camps. Anne’s father Otto, the only member of the family to survive the war, later published her diaries. The book went on to be published in dozens of countries around the world and is regarded as one of the most important works of the 20th century.
It was on her 13th birthday that Anne received her first red checkered diary, calling it “maybe one of my nicest presents.” A similar diary was laid on a table along with other gifts — a blue blouse, cold cream, a book, that she described receiving on her birthday.
Like Anne, with whom he attended Amsterdam’s Jewish Lyceum, Albert Gomes de Mesquita, 89, also went into hiding. Unlike the Franks, he moved around the country from one hiding place to another as he dodged arrest and deportation.
Asked what lessons he would pass on to the youth of today, he told students from the International School of Amsterdam: “I think you have to learn things from what happens. I’ve been helped by so many different people and they were Roman Catholic, Protestant, atheist, communist, rich, poor,” he said.
“I’ve slept in 12 different places during hiding and my lesson is: Good people can be found everywhere.”
Squeezed into the living room of the apartment, which has been painstakingly restored so that it looks like it would have when the Frank’s lived there, the students listened intently and peppered Van Maarsen and Gomes de Mesquita with questions.
“It was really incredible to meet them, not only as Anne’s friends but as survivors of the war,” said 13-year-old Sietse Munting.
He was moved by Van Maarsen saying that she sometimes felt like she lost her identity because she was labeled as Anne’s friend.
“I really tried to think about that and tried to think; ‘it’s not only Anne,’ he said. “Sure, we remember Anne because she’s very important — and we should remember her — but there were also many, many others who also faced this time.”
The apartment is now owned by the Anne Frank Museum, but unlike the secret annex is not open to the public. Fittingly, it is used by a Dutch literature fund to house writers who fear persecution in their own home countries. The current resident is a Kurdish poet and translator, Kawa Nemir, who just finished translating James Joyce’s epic Ulysses into Kurdish.
Van Maarsen, who has written about her friendship with Anne, recalled their “very good and special friendship” that will always endure in her memory.
“I couldn’t forget her because she got so famous,” she said.
(SANTO DOMINGO, Dominican Republic) — Dominican prosecutors say witnesses and security camera footage show that the attempt to kill former Red Sox star David Ortiz was carried out by two men on a motorcycle and two other groups of people in cars, indicating a new level of sophistication in the attack.
The details were contained in a court document obtained by The Associated Press on Wednesday.
Oliver Moisés Mirabal Acosta, who was captured Tuesday night in the town of Mao in the northern Dominican Republic, was driving a grey Hyundai Accent before mounting the bike driven by 25-year-old Eddy Vladimir Feliz García, the document said.
The document also said the two men were seen on security camera footage talking with other people in the Accent and another Hyundai in a nearby street before the shooting at 9:20 p.m. on Sunday.
“In one of the videos it was possible to observe both the accused and the shooter planning the commission of the incident right on Octavio Mejía Ricard Street, which is parallel to the place where the event took place,” prosecutors said.
The document also reveals ineptitude, saying the driver was captured after he skidded and fell off his bike as the pair tried to flee.

Ortiz is recovering from his wounds in intensive care in Boston.
Russian investigative journalist Ivan Golunov made his career writing the news, revealing corruption among Moscow’s elite for the news site Meduza. But he became the subject of headlines himself last week, after he was arrested on trumped-up charges of drug trafficking that could have landed him 20 years in prison.
After an outcry and scrutiny from Russia’s remaining independent media, authorities eventually conceded a lack of evidence on Tuesday. When he was released that day from house arrest, activists hailed it as a rare victory amid a sea of repression.
But they also say he should never have been arrested in the first place. Golunov was stopped on the street in Moscow on June 6, handcuffed and bundled into a police car. Police then strip-searched him and allegedly beat him. They then said they had found a packet of mephedrone in his bag, and charged him with conspiracy to traffic the drug. His disappearance initially went unreported, and when his lawyer was finally able to see him after more than 12 hours, Golunov said he had not been allowed to eat or sleep. By the time the journalist appeared on June 8 in a Moscow court, where he was sentenced to two months of house arrest awaiting trial, doctors suspected he had a concussion and broken ribs.
Cracks soon started to appear in the official story, however. Photos purporting to show a drug lab in Golunov’s apartment were removed from a government website after his journalist colleagues established they were taken elsewhere. On the streets, meanwhile, a wave of support was growing. One-person vigils—which, unlike other forms of protest in Russia, don’t require a permit—were held on a rolling basis, despite police intimidation. Video footage posted on Twitter showed crowds of supporters lining up to “change shifts” with a lone picketer. And on June 10, three of Russia’s biggest newspapers each carried the same front-page headline: WE ARE IVAN GOLUNOV.
“We have grounds to believe Golunov is being persecuted because of his journalistic activity,” his editors at Meduza said in a statement.Ivan Kolpakov, editor in chief of Meduza, tells TIME that he believes Golunov’s ordeal was prompted by one particular piece he was working on as recently as last week.
Golunov might be a free man now, but intimidation of journalists is common in Russia, which is ranked 149th out of 180 countries for press freedom by Reporters Without Borders. “Ivan’s arrest is just a part of the Russian system,” Kolpakov says.
But in this case, Golunov received an unexpected wave of support. His incarceration became a test of solidarity among Russian journalists, who rallied to his defense. In front of the country and the world, they effectively dismantled the police narrative. Even some reporters in the state-run media stood up for Golunov. Eventually, the Russian Interior Ministry stepped in to order his release. The officers involved in his arrest have been suspended.
Nevertheless, their tactics revealed something about the way public discourse is stifled in Russia today. “The easiest way to put anyone in prison in Russia is to plant drugs in his bag,” Kolpakov told TIME shortly before Golunov was released. “It means that he immediately goes to prison. It means that his reputation is immediately destroyed. It means it’s going to be a dirty case.” In Russia, reporters routinely face intimidation, and most newspapers and TV channels avoid criticizing powerful figures in politics and business.
But Golunov was determined to do his work. “I think he had a lot of powerful enemies,” Kolpakov says. “I would say many people were not pleased by what he wrote. Many people did not want to appear in his pieces, because it’s the easiest way for a corrupt person to become famous.”
In a recent story, Golunov had presented evidence to show the deputy mayor of Moscow had embezzled public money, with which he and his family were able to buy nine penthouses in the city.
And Gulonov wasn’t a stranger to receiving threats, either. “He was threatened in April 2018 by a group of people he wrote about, because of one of his articles,” Kolpakov tells TIME. “He was threatened systematically and I’ve heard that a couple of months ago he also got some other threats from the same people.”
The most recent threats, Kolpakov says, weren’t about a published piece, but an-as-yet unpublished investigation Golunov was working on for Meduza.
In a stroke of luck, Golunov filed that story just hours before his arrest. Now, Meduza is preparing to publish it. His arrest virtually guarantees that investigation will reach a wider audience than ever before. “He is a lucky guy,” Kolpakov says. “For the first time in his life, he didn’t miss his deadline.”

(KASINDI, Congo) — A 5-year-old boy vomiting blood became the first cross-border victim of Ebola in the current outbreak on Wednesday, while two more people in Uganda tested positive for the highly contagious disease that has killed nearly 1,400 in Congo.
The boy, part of a Congolese family who crossed into Uganda earlier in the week, died overnight, the World Health Organization said. Ugandan authorities said the two new cases are his 3-year-old brother and 50-year-old grandmother, who have been isolated at a hospital near the border. Uganda now has three confirmed Ebola cases.
Authorities tried to determine how the family, exposed to the virus via a sick relative in Congo, managed to cross a border where health officials have been screening millions of travelers for months.
This has become the second-deadliest Ebola outbreak in history since the first cases were declared in August. A WHO expert committee has been alerted for a possible meeting on whether to declare a global health emergency now that the outbreak has crossed the border, a spokesman said.
Experts have long feared Ebola could spread to neighboring countries because of rebel attacks and community resistance hampering virus containment work in eastern Congo, one of the world’s most turbulent regions. The virus can spread quickly via close contact with bodily fluids of those infected and can be fatal in up to 90% of cases.
Congo’s health ministry said a dozen members of the boy’s family had showed symptoms of Ebola. They were not placed in isolation and instead were told to remain where they were staying until transport was found to an Ebola treatment unit in Beni, Dr. Dominique Kabongo, coordinator of Ebola response teams in Kasindi, told The Associated Press.
Instead half of the family quietly crossed into Uganda, while five of those who remained have tested positive for Ebola since being taken to Beni, the health ministry said.
“Many people are evading (border) customs and using small footpaths and it is difficult for us to follow the contacts,” Kabongo said.
In Uganda, where authorities had been alerted by Congolese colleagues, the boy received treatment while relatives were isolated and tested. The boy’s uncle is now among seven suspected Ebola cases in Uganda, Health Minister Jane Aceng said, adding that authorities on both sides of the border would do their best to close unauthorized crossings.
Ugandan health teams “are not panicking,” Henry Mwebesa, the national director of health services, told the AP. He cited the East African nation’s experience battling previous outbreaks of Ebola and other hemorrhagic fevers.
“We have all the contingencies to contain this case,” Mwebesa said. “It is not going to go beyond” the boy’s family. The child’s mother, who is married to a Ugandan, knew where to cross the border unofficially, he added.
In the border area where the family is thought to have crossed, surveillance teams patrolled the Ugandan side on Wednesday. Some footpaths, however, remained unguarded. Some people wade across the shallow Lubiriha River instead of using a bridge to avoid being stopped by officials.
The “stubbornness of Congolese here” is a challenge in screening, a Ugandan Red Cross official, Francis Tumwine, told the AP at one border crossing last week. “They have failed to understand that Ebola is there, they think that it is witchcraft which is killing them.”
A Congolese trader, Muhindo Kaongezekela, added: “We are not sure if there’s Ebola in Congo. In Congo, if they find you with a headache, they take you to the hospital and later say they died of Ebola.”
This is the first time this restive part of vast Congo, veteran of several Ebola outbreaks, has experienced the virus.
Uganda is more stable than eastern Congo, and for the first time an experimental but effective Ebola vaccine is being widely used, with more than 130,000 doses distributed. Uganda has vaccinated nearly 4,700 health workers, and WHO is shipping another 3,500 doses this week for health workers and contacts of those infected.
But Ebola has been especially feared in Uganda, where multiple outbreaks have occurred over the years. An outbreak in the north in 2000 infected 425 people and killed more than half of them.
The WHO expert committee has twice decided that the current outbreak, while of “deep concern,” is not yet a global health emergency. But international spread is one of the major criteria the United Nations agency considers before making a declaration. WHO has advised against travel restrictions.
The first cross-border case is “tragic but unfortunately not surprising,” said Dr. Jeremy Farrar with the Wellcome Trust, which funds Ebola vaccine research.
While Uganda is well-prepared, he added, “we can expect and should plan for more cases in (Congo) and neighboring countries. This epidemic is in a truly frightening phase and shows no sign of stopping anytime soon.”
(Bloomberg) — India will launch a lunar mission on July 15, attempting to become the fourth country to land on the moon and cementing its place among the world’s space faring nations.
The Chandrayaan-2 mission aims to deliver a rover to an elevated plane close to the uncharted lunar South Pole on Sept. 6 or 7 and investigate the surface for signs of water and potentially new sources of abundant energy. It’s one step in an envisioned progression that includes putting a space station in orbit and — eventually — landing a crew on the moon.
Chandrayaan, which means “moon vehicle” in Sanskrit, exemplifies the resurgence of international interest in space. The U.S., China and private corporations are among those racing to explore everything from resource mining to extraterrestrial colonies on the moon and even Mars. If successful, India will be only the fourth country to make a soft landing on the moon, in which vehicles touch down without damage, after the former Soviet Union, the U.S. and China.
“We have left no stone unturned to make the lunar soft landing a success,” Kailasavadivoo Sivan, chairman of Indian Space Research Organisation, the country’s equivalent to NASA, told reporters at the headquarters in the southern Indian city of Bengaluru.
The upcoming moon mission is the most complex ISRO has attempted. Two Chandrayaan modules — an orbiter and a lander — will be stacked together inside a launch vehicle equipped to lift heavy satellites into orbit. A third module, the lunar rover, will roll out on landing and operate for at least 14 days on the surface. It will wander about 1,300 feet, surveying a surface that reaches minus 250 degrees Fahrenheit (minus 157 degrees Celsius) in the shadows.
And heading this exercise are two women — mission director Ritu Karidhal and the project director Muthayya Vanitha, Sivan said. Women employees account for nearly 30% of India’s space agency’s total workforce.
Searching for Water
The idea is to explore virgin territory on the lunar surface and analyze crust samples for signs of water and helium-3. That isotope is limited on Earth yet so abundant on the moon that it theoretically could meet global energy demands for 250 years if harnessed.
The rover will send pictures of the lunar surface within 20 minutes of landing, Sivan said. The landing area in South Pole was chosen as it has no craters or boulders and is nearly flat with very good visibility due to solar light, he added.
Chandrayaan-1 in 2008 orbited the moon and ejected a probe that discovered water-bearing molecules in craters at the moon’s poles, with the highest density inside permanently shadowed craters at the South Pole. The presence of water would be invaluable as missions advance to the next phase: building a station for mission crews.
Government-backed space agencies are jostling with private missions to conquer the cosmos. Amazon.com Inc. founder Jeff Bezos has announced he’s sending a spaceship to the moon, and billionaires Elon Musk and Richard Branson are preparing to launch satellites or send astronauts and paying tourists into space. The Trump administration has pushed for a return to the moon.
Space Race
This year alone, Israeli and Chinese missions have targeted the satellite, Earth’s closest neighbor. In April, Israel’s first moon-landing attempt ended in a crash. China plans to launch the Chang’e-5 probe to the moon later this year, with three more in the offing. At least two of them will land on the moon’s South Pole and conduct research.
India has earned a reputation as a frugal space explorer whose competitively priced commercial-rocket launch services are much sought after for satellites. The Chandrayaan-2 mission is estimated to cost about $87 million. NASA’s current budget is about $21.5 billion, while China’s annual space spending is about $8 billion.
Yet India’s space agency has ambitious plans for a robotic mission to Venus, and returning to Mars with a rover. A craft called Mangalyaan orbited Mars after its 2013 launch, scouring the atmosphere for methane and carbon dioxide to help determine whether life ever existed there.
ISRO’s next priority is the $1.4 billion Gaganyaan mission, which aims to put three Indian “gaganauts” — at least one of which will be a woman — into orbit.

Leaving aside a couple of them, India's NBFCs do not qualify for long-term funds from RBI or from anyone else. And the companies that struggle to service debt and pay off private equity investors their capital and the fat returns they were promised at the time of investment need long-term funds to complete their projects.The Indian market does not have a long-term provider of funds. Banks could offer medium-term loans but are chary of providing additional loans, because of the NPAs they have accumulated. So, infrastructure companies, including real estate developers, have come to depend on short-term funding from NBFCs and constant rolling over of these loans. When this merry rolling over of short-term funds seizes up, for whatever reason, the deficient market structure for funds shows up as insolvency of infrastructure companies.The problem cannot be solved by plying the NBFCs with short-term money. The way out is for the struggling projects to get decent dollops of longterm funds that would finance the projects to completion.Who can provide the funds and on what terms? Courage and innovation must attend on an honest answer. Many projects suffer not just from a paucity of adequate financing but also from excessive project costs. Costs are typically padded to let the promoter take out a tidy sum in the course of the project's implementation. That tidy sum is what is used make untidy payoffs to the politician and the bureaucrat who gave the requisite permits for the project, not to speak of the bankers who blithely accepted the inflated project cost while sanctioning loans.Infusion of new, long-term capital is the right occasion to right-size the project cost. Suppose the National Investment and Infrastructure Fund — or the IFCI or any new vehicle created for the purpose — agrees to provide longterm funds to those of the struggling projects (or even confirmed NPAs on banks' books) that are inherently viable, by buying out the promoters' equity and the banks' outstanding loans, at a discount that would slash the project cost to realistic levels and impose haircuts on promoters and lenders. Now, the projects would be financially viable and have the funds to implement them.Onus on the GovernmentBut who would provide this kind of money to the buyout vehicle? Fiscal deficit worries rule out the government. The Employees' Provident Fund and the National Pension System sit on large amounts of Indian savings. The government could extend a guarantee at least for the principal, for their funds to be deployed in the buyout vehicle. Once the projects are completed and sold, the returns would be several times what these retirement savings generate at present.Would this not amount to State takeover of large swathes of real estate and infrastructure? It would. During the financial crisis, US, British and other governments took over banks and large companies, to avert an economic collapse. Once the crisis got over, the government sold its stake in the entities it took over, mostly at a decent profit. Some of it could be shared with the banks, whose loans were bought over at a steep discount.In the meantime, the bond market should be activated to provide longterm funds for long-term projects in non-crisis situations.Who would implement the projects? Offer the promoter chunks of equity, linked to reaching milestones in project implementation, to complete the project. Or auction the project off to those with the capacity to complete it. What would happen to the NBFCs? They would find assets to finance that are appropriate for the short-term money they raise. If they prove unfit for the task, parts of the country still supply professional mourners, who would wail and cry in professional sorrow.Once the projects that have been stalled are implemented, the demand these generate for cement, steel, construction equipment and labour would give a new fillip to the economy.What of the fight against corruption? It calls for transparent political funding, to begin with. In any case, it makes little sense to kill the economy to kill corruption. Further, for completely knocked down (CKD) units, the duty needs to be pegged at, say, 10% to rev up assembly operations. What's needed is a forward-looking tariff structure, to design, manufacture and make in India large-engine motorcycles, including Harley Davidsons. The idea ought to be explore export markets in the region, and sooner rather than later. Such an investment policy should make domestic two-wheeler majors, like Royal Enfield, want to explore going upmarket into the large engine-segment. The point is that there's huge potential for increased US-India trade, and we clearly need to move on and not get stuck on Harley Davidson tariffs.
NEW DELHI: Reach office on time and avoid working from home to set an example for others -- these were some of the instructions PM Narendra Modi gave to the council of ministers on Wednesday.In the first meeting of the council of ministers after the Modi-led dispensation assumed charge last month, the prime minister also asked senior ministers to hand-hold the new incumbents, sources said after the meeting.Seeking to give more role to ministers of state, he said important files should be shared with them by the cabinet ministers. This, he said, would enhance productivity.For ensuring faster approval on files, Modi said both the cabinet minister and his junior colleague can sit together to clear proposals, the sources said.Emphasising on punctuality, Modi said all the ministers should reach office on time and spend a few minutes discussing latest developments in the ministry with the officials.He further said ministers should come to office on a regular basis and avoid working from home.At the same time they should keep meeting party MPs and general public on a regular basis and can start by meeting parliamentarians from their respective states, while suggesting that there is not much difference between a minister and an MP.Modi also talked about the five-year agenda which every ministry has to formulate and an impactful decision needs to be taken in the first 100 days of the government.During the meeting, Agriculture minister Narendra Singh Tomar made a presentation on optimal utilisation of the Parliament session beginning Monday.Tomar was the parliamentary affairs minister in the previous government.Finance Minister Nirmala Sitharaman made a presentation on inviting inputs for the Union Budget which will be presented on July 5.Railway minister Piyush Goyal made a presentation on five year vision document for each Union ministry, the sources said.The meeting of council of ministers was a regular feature in the previous tenure of the Modi government. He used to brief them about the government's various welfare schemes and how to make people aware about them.Modi used to review the performances of key ministries and sectors.The Union Cabinet will also meet on Wednesday ahead of the council of ministers' meeting.With the Parliament session beginning next week, the ministers of state will have a key role as in most of the ministries they are responsible to handle parliamentary questions which are tabled on the floor of the House.Cabinet ministers usually handle questions for which oral replies are to be given.In the first cabinet meeting, the Modi government had approved the expansion of the PM-KISAN scheme to cover all farmers who will get Rs 6,000 financial assistance per annum.
MUMBAI: Price Waterhouse & Co (PwC) has informed the ministry of corporate affairs about certain alleged irregularities in the books of accounts of Reliance Capital (RCap) and Reliance Home Finance. The irregularities, which involved alleged diversion of funds and transactions between the two firms and other group companies, came to light while it was auditing the books of the two companies for the first quarter ending June 2019, two persons close to the development said. PwC quit as auditor and informed the ministry of corporate affairs (MCA) about the reasons behind its departure, these persons said. This was conveyed to MCA on June 11 by Vivek Prasad, partner at PwC.People close to the development said the auditor had raised the issues with the company a few months back and discussions had been taking place between the two. Specifically, there appears to have been an issue with certain related-party transactions and the RCap management was willing to give a management letter. "The auditors were insistent that they would like better visibility on certain transactions between group companies," one of the persons said.A management representation letter is a written assurance given by the management to auditors when disputes arise over certain issues. 69764789 69764793 SECTION 143(12) OF COS ACTThe company attests to the accuracy of the financial statements and documents submitted and the letter could be based on certain judgement calls, like how to classify a transaction or it could be on specific facts around a transaction.According to the resignation letter written by PwC and submitted to MCA, the auditors have cited Section 143(12) of the Companies Act in support of their move. The section deals with a situation where the auditor seeks some information and he doesn't get it from the company. "If auditor of a company in course of the performance of his duties as an auditor has a reason to believe that an offence or fraud involving such amounts... is being committed in the company by its officers or employees the auditor shall report the matter to central government," it reads."This doesn't conclude anything but the fact is that an information was sought from the company and it wasn't provided within 45 days. In such a situation, the auditor is mandated to report this to MCA," a legal expert said, requesting anonymity.The Anil Ambani-helmed RCap informed stock exchanges early on Wednesday morning about PwC's resignation. RCap attributed the move to the auditor's claim of not having received satisfactory response to certain "observation and transactions". Reliance "does not agree with the reasons given by PwC for the resignation. The company has also duly furnished all requisite and satisfactory details as required by PwC, especially including certification and confirmations of the transactions in question on multiple occasions by PwC themselves", the statement read."The reason for the change is the resignation of PwC, one of the auditors. PwC has stated that as part of the ongoing audit for FY 2018-19, it noted certain observations/transactions which in its assessment, if not resolved satisfactorily, might be significant or material to the financial statements, and that it did not receive a satisfactory response to its queries," Reliance told ET in another statement on Wednesday evening."PwC has further stated that though it sent a letter dated April 24, 2019 under relevant provisions of the Companies Act, the company disputed the same to be in accordance with the provisions of law, notwithstanding a subsequent letter issued by PwC on May 14, 2019 to reiterate the intent of letter issued on April 24, 2019, and the company did not convene an audit committee meeting within the expected time. The company might also initiate appropriate legal proceedings against the firm. According to PwC, these actions by the company have prevented it from performing its duties as statutory auditors and exercising independent judgement in making a report to the members of the company, and impaired its independence, and hence, it is no longer in a position to complete the audit and instead feels compelled to withdraw from the audit engagement and resign," the statement said.In a statement to ET, PwC declined comment saying it does not comment on client matters.The person cited above added that the questions were raised around some transactions and PwC wanted to qualify them.Reliance also said that it does not agree with PwC. "The company has duly responded to the various queries and letters of PWC and has also duly and validly convened a meeting of the Audit Committee on June 12, 2019 to further respond to the letter dated May 14, 2019 from PWC. The company expected PwC to have participated in the meeting of the Audit Committee and not resigned on the eve thereof… As regards legal proceedings, the company had clearly stated that the same would be initiated only if so legally advised, that too if required to protect the interests of all stakeholders, and it is hard to see how PwC has taken exception to this approach," it said.This is not the first time that PwC is walking out of an audit contract. A PwC network firm had resigned from Vakrangee in 2017 while a Deloitte network firm resigned as auditor of Manpasand Beverages last year.PwC was also the auditor of Satyam Computer Services when the massive scandal involving cooking of books by founder Ramalinga Raju occurred. Market regulator Securities and Exchange Board of India banned PwC for two years but the appeal is being heard by the Supreme Court.Industry insiders point out that auditors, mainly the big four — Deloitte, PwC, EY and KPMG — are under tremendous pressure due to the investigations in Infrastructure Leasing and Financing Services (IL&FS) and two of its subsidiaries. Investigators have alleged negligence and connivance between auditors and management in their chargesheet filed in the IL&FS Financial Services Ltd case.Most of the audit firms are reassessing risks attached to all their audit assignments and are not willing to sign on anything that could land them in trouble in the future. Three of the big four firms, except PwC, have been under the lens in the IL&FS case.
NEW DELHI: Those holes weren't dug for finding oil or natural gas, but ONGC prizes them anyway. The government, though, now wants the public sector hydrocarbon giant to sell its golf courses dotted around the country.ONGC's fairways, used by its executives for playing the leisurely game and hosting the company's business partners, have been deemed 'non-core' assets by the Department of Investment and Public Asset Management (DIPAM). The government wants ONGC to monetise these assets, said officials familiar with the matter, who spoke off record.A recent exercise by DIPAM to assess land banks and other non-core assets of government departments as well as central PSUs identified two of ONGC's golf courses, in Ahmedabad and Vadodara, as prime candidates for monetisation.BPCL'S CHEMBUR SPORTS CLUB ALSO ON LISTAlso on the list, as far as hydrocarbon CPSEs (central public sector enterprises) are concerned, is the sports club owned by Bharat Petroleum Corporation Limited (BPCL) in Chembur, Mumbai. As in the case of ONGC, BPCL staff are regular users of the company facility.At a meeting of officials from DIPAM, Niti Aayog, oil ministry and other departments, the decision to monetise non-core assets of ONGC and BPCL was greenlighted. The proceeds will go to the CPSEs, not the exchequer, officials said, because the aim is to rationalise resource utilisation in the public sector.ONGC owns a few more golf courses — in Ankleshwar (Gujarat), Rajahmundry (Andhra Pradesh) and one in Assam. Officials said the fairways in Ahmedabad and Vadodara were targeted first due to their attractive locations. The same logic was applied to BPCL's Chembur sports facility.Officials said monetisation may happen through an outright sale or via a joint venture to redevelop the land. ONGC's golf courses and BPCL's sports facility are spread over large parcels of land. Therefore, the hope is that they have the potential to be developed into big real estate projects.ONGC didn't respond to ET's emailed query on the matter. But a senior company executive, who didn't want to be identified, said he was "surprised" at the government's move."They are just looking at it as a real estate play and missing the larger purpose these facilities serve for the company," he said, adding that these facilities are among the reasons ONGC can attract and retain talent. He also said identifying non-core assets should be the job of the boards of CPSEs.

"If auditor of a company in course of the performance of his duties as an auditor has a reason to believe that an offence or fraud involving such amounts... is being committed in the company by its officers or employees the auditor shall report the matter to central government," it reads."This doesn't conclude anything but the fact is that an information was sought from the company and it wasn't provided within 45 days. In such a situation, the auditor is mandated to report this to MCA," a legal expert said, requesting anonymity.The Anil Ambani-helmed RCap informed stock exchanges early on Wednesday morning about PwC's resignation. RCap attributed the move to the auditor's claim of not having received satisfactory response to certain "observation and transactions". Reliance "does not agree with the reasons given by PwC for the resignation. The company has also duly furnished all requisite and satisfactory details as required by PwC, especially including certification and confirmations of the transactions in question on multiple occasions by PwC themselves", the statement read."The reason for the change is the resignation of PwC, one of the auditors. PwC has stated that as part of the ongoing audit for FY 2018-19, it noted certain observations/transactions which in its assessment, if not resolved satisfactorily, might be significant or material to the financial statements, and that it did not receive a satisfactory response to its queries," Reliance told ET in another statement on Wednesday evening."PwC has further stated that though it sent a letter dated April 24, 2019 under relevant provisions of the Companies Act, the company disputed the same to be in accordance with the provisions of law, notwithstanding a subsequent letter issued by PwC on May 14, 2019 to reiterate the intent of letter issued on April 24, 2019, and the company did not convene an audit committee meeting within the expected time. The company might also initiate appropriate legal proceedings against the firm. According to PwC, these actions by the company have prevented it from performing its duties as statutory auditors and exercising independent judgement in making a report to the members of the company, and impaired its independence, and hence, it is no longer in a position to complete the audit and instead feels compelled to withdraw from the audit engagement and resign," the statement said.In a statement to ET, PwC declined comment saying it does not comment on client matters.The person cited above added that the questions were raised around some transactions and PwC wanted to qualify them.Reliance also said that it does not agree with PwC. "The company has duly responded to the various queries and letters of PWC and has also duly and validly convened a meeting of the Audit Committee on June 12, 2019 to further respond to the letter dated May 14, 2019 from PWC. The company expected PwC to have participated in the meeting of the Audit Committee and not resigned on the eve thereof… As regards legal proceedings, the company had clearly stated that the same would be initiated only if so legally advised, that too if required to protect the interests of all stakeholders, and it is hard to see how PwC has taken exception to this approach," it said.This is not the first time that PwC is walking out of an audit contract. A PwC network firm had resigned from Vakrangee in 2017 while a Deloitte network firm resigned as auditor of Manpasand Beverages last year.PwC was also the auditor of Satyam Computer Services when the massive scandal involving cooking of books by founder Ramalinga Raju occurred. Market regulator Securities and Exchange Board of India banned PwC for two years but the appeal is being heard by the Supreme Court.Industry insiders point out that auditors, mainly the big four — Deloitte, PwC, EY and KPMG — are under tremendous pressure due to the investigations in Infrastructure Leasing and Financing Services (IL&FS) and two of its subsidiaries. Investigators have alleged negligence and connivance between auditors and management in their chargesheet filed in the IL&FS Financial Services Ltd case.Most of the audit firms are reassessing risks attached to all their audit assignments and are not willing to sign on anything that could land them in trouble in the future. Three of the big four firms, except PwC, have been under the lens in the IL&FS case.

RNAM continues to show strong trends in retail AUM growth, adding Rs 16,700 crore in retail assets since March 18, which is the highest for the industry. Among the top 5 AMCs, RNAM has the highest proportion of retail assets, contributing 39 per cent of the fund's AUM compared to 26 per cent for industry.
We have a bias for domestics and domestic demand players. We are basically arguing that this domestic orientation of the Indian market is an attractive feature right now, says Jonathan Garner, Chief Asia & Emerging Market Strategist & Chairman of Asset Allocation, Morgan Stanley, in an interview with Nikunj Dalmia of ETNOW, at the Morgan Stanley India Summit. Edited excerpts: It has been good for India in the last 45 days. You cannot find a fault line. But is this as good as it gets?For Sensex, 45,000 is a reasonable one-year forward target and that gives much more upside than we have for global emerging markets. So, a double digit upside more or less, whereas we have only 2% or 3% upside for global emerging markets. There is a number of things that India is going through. Obviously this government has come in for the second term. We have got an interest rate cutting cycle underway and we have got the oil price falling which is always helpful. I think the banking sector issues attract a lot of attention but we are getting closer to resolution on those and if that happens, we should hopefully start to see growth picking up which is a very important opportunity. Indian markets got record flows especially in late March early April and mid May. What explains that kind of an inflow into Indian equities? Was that largely global positioning or something more India specific?It was a confluence of factors, It is not the only market that benefited from resumption of flows in that period. What you are seeing is that investors are putting a question mark over the performance of some North Asian markets that are very trade sensitive and where also the stock markets cater to sectors that are in deep trouble globally -- the auto sector and tech hardware, semiconductor memory stocks etc. and finance related. India has got the domestic drivers but it also benefited from the outflows that we have seen from other markets in the region. When we started the year, the general view was India was almost neutral to mild overweight for global portfolio allocators. Is that still the position?Yes. If you go back maybe 12-18 months into the first term of the Modi government, that was when foreign investor weightings in India peaked at almost double the benchmark at one point. The benchmark being 6% or 7%, we had clients who had mid teens exposure to India and that came all the way down and was only a very modest neutral to mild overweight by the turn of this year. Now people are starting to re-engage. From global investor standpoint, MSCI is always an important benchmark in the China A Shares. The market share percentage is going higher given that Chinese stocks have not rewarded investors a lot. Is there a perceived fear in China slowdown?Even though MSCI weighting for China shares could be different, could markets like India actually benefit?China A shares were the best performing market in the world by far in the first quarter but when as we went into the second quarter, it became obvious, policy stimulus was not really helping the economy recover for various reasons and then the trade and tariff issues resurfaced in early May. That was part of that rotation we were just talking about. The index inclusion was going on in late May. The first of the inclusion factor increases took place but it means that A shares will gain and the benchmark -- it has become around 3% by the end of this year -- is certainly something that active investors do not have to track. We are seeing that while foreigners were buying A shares very significantly in November through to the end of March, at the moment that is selling significantly through the connect programme and then reallocating to India, Brazil, Indonesia and also to Japan. So, that is an interesting reallocation going on. Do you think the allocation which have comeback to India early or mid year, will remain firm and could accelerate as we move into the second half of this year?That depends on the overall constellation and so it requires further interest rate cuts, long dated bond yields to continue to be stable if not down. The oil price will also remain well behaved and the new finance ministry team which is coming in, needs to start delivering particularly on the public sector bank recap, dealing with the issues in the shadow banking sector, which have been quite significant and those two issues are part of the reason why growth has been subdued. We need that growth rate to pick up. If I do a score card of NDA-1, the mandate was strong, policy changes were quite robust but the net impact on the earnings really disappointed. Do you think investors are going to take the current mandate with a pinch of salt or are they convinced that some of the reforms may see benefit in terms of economic and earnings growth under NDA-2?There were some considerable achievements in terms of bankruptcy law, in terms of the GST. I have covered India for over 20 years we have waited a long time for GST in terms of the actual digitalisation of government services and FDI moved significantly higher. Infrastructure delivery improved significantly on multiple fronts and quite a lot was achieved and so it has been a significant budget discipline but the overall growth environment has been somewhat disappointing, Now, it is really time for the banking sector issue to be dealt with because aggregate demand is never going to be a problem in India at this stage of development. It is really a question of financing that in an appropriate manner with appropriate sweeter financial institutions and that is a problem that many emerging countries wrestle with. But I think it needs much more focus at the start of the second term. Only the consumption engine has worked for India for the last couple of years. The high frequency data now seems to be telling us that we could be in for maybe not a deep rooted slowdown but a slowdown that is on our face now. Autos, airlines, movie tickets, two-wheeler sales or are seeing slowdowns. How does one use the current scenario to understand India and invest better in Indian stocks?This slowdown that you are talking about is manifested on a worldwide basis and so we are very cautious about the global growth outlook. We are actually more concerned about countries in North Asia that are very exposed to the trade and tariff dispute between the US and China and have these complex supply chains with a lot of interconnectedness in manufacturing with US and China. That includes Korea and Taiwan. We are less concerned about India in that regard but we think there are important issues that need to be addressed here to get growth going again, particularly in terms of the key sectors in development like real estate and private corporate capex. Those have been weak and they need to be addressed. The script of how Indian markets have moved in the last couple of years has been a function of largely PE re-rating and a lot of liquidity. What do you think could influence the script next three to five years?From demographic perspective, India along with Indonesia is extremely interesting. When people are in there 30s or 40s, if you look at the domestic bit for equities and the growth of domestic mutual funds, that has been a key feature here because foreign investors reached their peak enthusiasm about India, 18 months into the first administration. I think they can turn around at the margins as they are but it is very important that the domestic mutual fund investor bit remains in place. Where do you think markets are underestimating the growth? Do you think we are in for an earning surprise?The overweights that we have in India include industrials, consumer, consumer discretionary and private sector financials. We are more cautious on some of the exporters, particularly because we think the rupee will be reasonably strong and again one of the interesting features of the last few weeks is that the rupee along with the Brazilian Real or the Indonesian Rupiah have been very strong versus north Asian currencies like the renminbi or the Taiwan dollar or Korea won. That is quite unusual. We have a bias for domestics and domestic demand players. We are basically arguing that this domestic orientation of the Indian market is an attractive feature right now. But in terms of the earnings growth in the multiple, our Sensex target of 45,000 seems like 18.5 multiple, something like high teens to 20% earnings growth that earnings will bounce back and the growth will bounce back. If that does not come through, then that would be risk to that kind of target. If I look at the regime of last five-seven years, especially post 2008, money was cheap, interest rates were low and that lead to big re-rating or PE re-rating for global financial assets. Especially markets like India saw a massive PE re-rating. Global central banks are likely to follow loose monetary policy. What happens to PE multiples because the cost of capital will automatically come down?Yes I am not a huge fan of the Fed model that would relate the PE multiple to nominal yields. There is a better relationship with real yields and the PE multiple, PE being a real variable. What Fed was doing in 2018 was one of the reasons PE multiples fell so much in the US. That year, the real interest rates were starting to pick up. The Fed was not just raising nominal rates but were also shrinking the balance sheet. Now you are right. The Fed is starting to change and other central banks' margins including in China, the shifting is easy. You have to figure out though what actually happens to real interest rates in that environment, if inflation falls off very quickly. It is possible that real interest rates could go up. At the moment, in emerging markets, the multiple is reasonably close to the fair value. But the problem is that the growth environment is weak and for broad emerging markets, we only get the 2% or 3% upside particularly because of weakness in sectors like autos, tech hardware and the trade and tariff related sectors.Potentially we are looking at a slowdown and a tough environment and what strategy would be the best in such an environment? Buy defensives which is a combination of high dividend yield stocks and consumer staples and autos or should one continue to buy risk when it comes to India?India itself is a defensive market and it has proven that fairly spectacularly in the last four to six weeks. There have been periods when Indian equities were actually going up, when the S&P was going down, which is very unusual. It is anything but a high beta situation and it shares that defensive characteristic with some other markets. At a global level, we are not bullish on markets. Our S&P target is Rs 2,750 which is clearly below where the index is trading now but we think India can grind out outperformance in this environment and has this somewhat different characteristic whereas global growth is softening, significantly. We are pairing India and Brazil as our two favourite markets. They both have been in quite a depressed economic growth environment for a considerable time now and the play in both countries is in terms of solving the issues that lead to growth re-acceleration. Why India and Brazil together -- one is a commodity producer the other is a commodity consumer? History tells us they are inversely correlated?Well they both are non-manufacturing in terms of the structure of their economy and in terms of structure of their stock markets. They both are slightly outside of if, not beneficiaries from the US-China trade tensions. If we look at India, the theme of manufacturing supply chain relocation into India is definitely appearing. We have been discussing that at this conference. Brazil is an agriculture superpower and also within all of this, we are seeing reduced Chinese purchases from US and indeed Canadian agricultural products and all that is very bullish for Brazil. There is also an ongoing problem on swine fever throughout southeast Asia and China. Brazil is a big protein swing producer in terms of chicken production. Both these countries have governments that hopefully will be energised around reform and they both have had quite depressed economic environments. But there is a possibility for growth to surprise on the upside in these countries. At this time, we think it is going to surprise on the downside, including in the US and elsewhere. Since we are revisiting the whole issue of trade war, you have always expressed over the years that do not focus on the news but try and figure out how much of the news is in the price, How does one know whether the current trade war is a good template or a bad template and is something the markets are already pricing in? We cut our target for broader emerging markets twice in May; once at the start and once at the end, as this issue resurfaced and growth data also came in somewhat weaker. We are trying to evaluate the situation. At the start of the year, when it looked like the trade and tariff situation was de-escalating and as the Fed surprised in January by pivoting to an easy stance and China surprised on the upside of the credit policy, that was good for the multiple and good for EMs. It is a very turbulent environment and it is something that we just have to give our best efforts to on a daily basis. You have been tracking India for 20 years now. What is that one thing which has constantly surprised you about Indian markets and one thing which has constantly disappointed you?Taking a step back, if you look at all the countries in the emerging index over the period that I have covered, there are two that have structurally outperformed over the cycle; one is China and one is India. So in fact the correct strategy if you had perfect foresight is to have been overweight those two markets and to have stuck with them. In case of India, it is interesting in terms of disappointment that the overall growth rate in India has not achieved its potential. But the corporate performance has been very strong and the execution of certain business models both on the domestic and exporting side has been very strong. You probably characterised the micro execution as stronger than macro execution but then we went through the details. The first Modi administration changed a lot of things. There was a lot of structural reforms which should bear fruit longer term. The one element that was not dealt with aggressively enough is the banking sector and shadow banking issues. Twenty years ago, if you bought into private banks it meant you have hit a home run -- be it HDFC or ICICI or even IndusInd Bank. Ten years ago, if you bought into NBFCs you would have hit a home run. You have got a Bajaj Finance and several other NBFCs. Indian markets give you this periodic trends which are structural in nature. Is there any large mega trend which you are betting on? It could be a three-year, five-year trend or a 15-year trend.Do not forget that in terms of historical performance, we have had a very strong performance from part of the contract outsourcing software sector and though the generic pharma producers have done less well recently, there was a period when they had done exceptionally well too. It is not just the domestic plays that one has been able to tap into. Going forward, the really interesting thing will be to see the Make in India campaign can actually gain fruit in this turbulent environment where supply chain relocation is going to happen and as the domestic market develops here. Ween we do some of the survey works with multinationals about supply chain relocation in quite a wide range of sectors including auto components, handset assembly, parts of the chemical supply chain etc, India does get mentioned along with Vietnam and Indonesia as a credible destination. That will be very interesting to see.
Chinese technology company Huawei's smart devices brand Honor Wednesday launched two Android-based products in spite of the US barring its companies from supplying software and hardware to the parent firm.The US government has barred its companies, including Google, from supplying software and hardware to Huawei alleging security risk from the company.After the US ban, Google-owned Android platform had said it would comply with the US government rules on Huawei and services like Google Play & security from Google Play Protect would keep functioning on existing Huawei devices.Android services, however, would be available on the two new Honor devices that would go on sale from July, according to the company.The devices, Honor Pad 5 tablet PCs with 8-inch and 10.1-inch display, are based on the Android pie platform. The products are priced in the range of Rs 15,499 to Rs 18,999.While Honor officials have been tight-lipped on their future plans, according to sources closely working with the Huawei's smartphone brand, the firm is planning to launch next set of smartphones in the third quarter of this calendar year.In the latest March quarter, Huawei was the second largest smartphone vendor with global shipments of 59.1 million units and 19 per cent market share, behind Samsung that had 71.9 million units shipment (23.1 per cent share), according to the research firm IDC.Counterpoint Research Associate Director Tarun Pathak said the latest development is going to impact the new device sales for Huawei and Honor.India is one of their key countries outside China with almost four per cent market share, he added.About 31 million units smartphones were shipped in India during the January-March 2019 quarter with Xiaomi leading the tally with 29 per cent share and followed by Samsung (23 per cent), Vivo (12 per cent), Realme and Oppo (7 per cent each).
MUMBAI: The financial services sector is likely to add 47,800 new jobs in the first half of this financial year following increasing focus on lending by banks and NBFC's, according to a survey."Despite the setbacks seen in NBFCs, the financial services sector has shown a positive outlook in terms of hiring. An important factor that has helped this sector grow is the penetration into the rural markets. The expansion will result in a surge of job opportunities in the tier-II and III cities," TeamLease Services head of BFSI and government vertical Amit Vadera said.Tier II cities are projected to witness 5 per cent growth in hiring sentiment during April-September followed by tier III towns and rural areas at 2 per cent each and financial services will play an active role in bolstering this, Vadera said quoting the company's 'Employment Outlook' report for April-September.The survey was done across 19 sectors and 14 geographies among 775 enterprises in India and 85 businesses across the globe to evaluate employment outlook trends.According to the survey Delhi topped the list for cities with 5,420 new jobs, closely followed by Mumbai which will witness an addition of 5,380 new jobs in the same period.Factors such as digitisation of banks will boost the job creation in this sector, it added.All positions except the senior-levels is likely to witness a healthy increase in hiring sentiment.The outlook for mid-levels will grow by over 4 per cent and entry and junior levels by 3 per cent each, it said.The survey revealed that medium-sized businesses will see a huge jump of over 5 per cent while large businesses will witness a growth of 2 per cent.The job openings will mostly be in functional areas like engineering (over 5 per cent), office services (over 4 per cent), blue collar (over 4 per cent) and marketing (over 3 per cent) are likely to see positive increase in hiring, while hiring sentiment for the sales and IT functional areas are seen to stagnate, the survey said.Attrition rates have dropped significantly in 5 of the 19 sectors during October-March 2018-19 as compared with the AprilMarch 2018-19), while 5 other sectors witnessed significantly higher attrition during this period, it said.The drop in attrition was seen in construction and real estate, IT, KPO, telecommunication and travel and hospitality, while it grew in agriculture and agrochemicals, educational services, FMCG, financial services and retail sectors, the survey added.
