Microsoft: Patch old Windows systems or risk computer worm

Microsoft is trying to prevent the outbreak of a computer worm by urging those running older Windows systems to patch their machines.

Redmond has discovered a serious flaw in Windows 7, Windows XP, and Windows Server 2003 and 2008 systems, which can be exploited to create malware capable of automatically spreading from one vulnerable machine to another.

"While we have observed no exploitation of this vulnerability, it is highly likely that malicious actors will write an exploit for this vulnerability and incorporate it into their malware," Microsoft said.

The vulnerability deals with the Remote Desktop Services function in Windows, which can allow a user to take control of the machine over a network. Enterprises often choose to activate the feature on PCs and servers as a way to control them remotely. Read more...

Samsung has reportedly fixed the Galaxy Fold's two biggest flaws

Samsung's Galaxy Fold might be ready to rise again.

According to Yonhap News (via CNET), the Korean electronics giant has reportedly solved the problems that led to review units breaking ahead of the $2,000 foldable phone's launch in April.

Per the report, Samsung has reportedly addressed at least two major flaws that broke devices and forced the company to delay the Fold indefinitely.

The first issue relates to the "polymer adhesive" covering the plastic foldable display. On initial review units, the layer resembled a pre-installed screen protector. As a result, some reviewers peeled off the the layer only to find it destroyed the Fold's display. Read more...

Instagram is changing its Explore page — again.

The app revealed a redesigned version of its Explore page, the section of the app where you see recommended content from accounts you don't follow. 

Explore is "the home for Instagram's big bets," explained Instagram's product lead for discovery, Will Ruben. "These changes signal the future strategic direction we're taking with Explore." In this case, that means a lot more of two potentially lucrative areas for Instagram: shopping and IGTV, both of which are now featured at the top of Explore.

Europol takes down criminal network that stole $100 million through GozNym malware

Europol has dismantled a global cybercrime network that used the GozNym malware to steal approximately $100 million, the agency announced on Thursday. 

Five members of the network have been apprehended in Georgia, Moldova, Ukraine and Russia, while five remain on the run. All ten have been charged in Pittsburgh, U.S. with conspiracy to infect victims' computers with malware, steal login credentials and use them to syphon money out of victims' accounts. 

The criminals targeted mostly businesses and financial institutions, using the sophisticated GozNym malware to infect victims' computers. The malware allowed them to steal login credentials and gain unauthorized access to victims' online bank accounts, steal the money and then launder it through U.S. and foreign bank accounts.  Read more...

Discarded cigarette lighters, toothbrushes, and useless plastic water bottles have piled up on the Cocos Islands' white sand beaches, a balmy tourist destination surrounded by aquamarine waters.

Marine scientist Jennifer Lavers and her research team traveled to this tropical paradise, an Australian territory in the Indian Ocean, for a couple weeks in 2017. They knew many beaches were littered with plastic trash, but after giving the coast proper scientific scrutiny, discovered the human-debris problem to be substantially worse than anyone knew. Their research, published Thursday in the journal Scientific Reports, found an estimated 414 million pieces of trash — much of which were the broken apart scraps and shards of plastics, deteriorating as they drifted through the oceans, before finally coming to rest on the white Cocos' sand.  Read more...

For a kid, there are few things more awkward than sitting in a sex ed class and learning about masturbation. For a queer or transgender kid, the experience can be simultaneously uncomfortable and painful. 

That's because, as some sex educators argue, sex education often fails to address masturbation in an inclusive way. Note: Gravity had closed the kRO Sakray server, you will no longer be able to patch your Sakray client. The Renewal server is now the new Sakray server. This means you will need to download the latest ready-to-play RO folder below. You should follow the instruction below and don't forget to run the Ragnarok and Renewal rsu patchers (as replacement to the original patchers Ragnarok.exe and Ragnarok_RE.exe) to patch your client to the latest. 

With this change, we no longer serve the installation EXE anymore. We now provide a download of the RO folder which is the result of a full installation and it is patched up to the date of release. Please remember to follow the instruction given by your server, if the server specifically tell you to get Sakray then please scroll down to download Sakray 0325 (and the BGM & DLL packages). There are servers that are using the old Sakray client exe and might not work with the new Ragnarok/Renewal grf.

   Usage Instruction:
  • These downloads contain content of a ready to play RO folder. There is no installation needed.
  • 1) Download all 8 files: data.grf parts 1-5 (or the full data.grf in one file if available), the BGM pack, rdata.grf.rar and the dll pack which also contain the RSU patchers.
  • 2) After you got all the files, put them in one folder and extract all the .rar files (normally at C:\Program Files\Gravity\RO\). They should all be at the same level, see screenshot for example. When extracting the dll package, if you get errors, try extracting it with 7zip.
  • 3) Run the two RSU Patchers in the RO folder (rsu-kro-rag-lite.exe and rsu-kro-renewal-lite.exe by Ai4rei) to patch your kRO and kRO Renewal data. You will need to run these two patchers regularly to keep your client files up to date. Especially when you get sprite erorr or crashes during game-play.
  • 4) Now you can install the client from the server you are going to play and then start playing.
  • Never Installed RO: If your computer have never had a copy of any version of RO installed, you will likely missing some registry entries such as the default width and height of the game window (result). If this apply to you, please try the solutions outlined here.
  • File Repair: a 2%~4% recovery record is included in each of the part 1-5 data.grf rar. If any part of your file run into error during extraction, you can try to repair it by double clicking the erroring rar -> Tools -> Repair Archive. The resulting file will be prefixed with "fixed", you should rename it to redo the extraction process. (screenshot)

With the U.S.-China trade talks now at a halt, odds are that the recent U.S. tariffs on China will continue — and perhaps even rise and multiply. So it's worth considering what effects those tariffs will have. One prominent argument, which can also serve as a criticism of President Donald Trump, is that the U.S. consumer is the loser. Yet in reality, China is probably in the more vulnerable position.

To be clear, there are well-done studies showing that the recent tariffs have translated into higher prices for U.S. consumers. I am not contesting that research. The question is whether those studies give sufficient weight to all relevant variables for the longer run.

BBC: Sudan crisis: Talks stall as military demands barricades removed

Talks on moving Sudan towards civilian rule have been suspended for three days by the country's military leaders, who demand protesters clear roadblocks.

In a televised statement, the Transitional Military Council (TMC) said barricades outside a designated zone in Khartoum should be removed.

The setback comes hours after the TMC and the opposition agreed a three-year transition period to civilian rule.

Shots were fired on Wednesday as soldiers tried to clear barricades.

Protesters in Khartoum said at least nine people were wounded, but that figure could not be verified. Similar violence on Monday left at least six people dead and protesters say those responsible must be held to account.

President Trump, reacting to the Times report, said today the US has not "planned" to send troops to Iran. "I think it's fake news, okay? Now, would I do that? Absolutely. But we have not planned for that. Hopefully we're not going to have to plan for that. And if we did that, we'd send a hell of a lot more troops than that," Trump told reporters at the White House.

Reuters: U.S. believes Iran encouraged tanker attacks: U.S. sources

WASHINGTON (Reuters) - U.S. officials believe Iran encouraged Houthi militants or Iraq-based Shi'ite militias to carry out Sunday's attacks on four tankers near the Strait of Hormuz, two U.S. government sources said on Wednesday.

The sources, who spoke on condition of anonymity and who are familiar with U.S. national security assessments, said they viewed the attacks as a serious provocation by Iran which posed a significant threat to shipping.

Iran rejects the allegation of Iranian involvement and Iranian Foreign Minister Mohammad Javad Zarif has said that "extremist individuals" in the U.S. government were pursuing dangerous policies. No one has claimed responsibility for the tanker attacks.

Europe must reposition itself to stand up to the challenges posed by its three big global rivals, China, Russia and the US, Angela Merkel has said before her final European election as German chancellor.

Facing challenges that range from Russian interference in elections to China's economic clout and the US's monopoly over digital services, Europe needs to get better at putting up a united front, Merkel said in a wide-ranging interview shared with the Guardian.

"There is no doubt that Europe needs to reposition itself in a changed world," Merkel said in a conversation in her office in Berlin. "The old certainties of the post-war order no longer apply."

The Russian leader very publicly inspected some of the country's most advanced aircraft and air defense systems.

Russian President Vladimir Putin flew to the country's southwestern region today on board his IL-96-300PU presidential plane with an escort of six Su-57s, roughly half of the total number of the advanced fighter jets that the country has in total. Putin made the grand display as he traveled to the region to inspect various military units before departing for Sochi to meet with U.S. Secretary of State Mike Pompeo.

Putin arrived at the 929th Chkalov State Flight-Test Center in Russia's southwestern Astrakhan region early on May 14, 2019. The facility is the Russian military's largest research and development site for advanced aircraft, as well as air defense systems.

The latest front in a return to Cold War rivalry is the effort to build an all-American rocket for military launches.

As Russia and China increasingly threaten U.S. interests on land and in orbit, the space race that so defined the Cold War is once again becoming a focus for the U.S. Defense Department.

The latest front in the emerging scramble for dominance of the stars is the U.S. government's attempt to develop a domestic source of rocket engines to boost military spy satellites and other sensitive payloads into space—an industry that even now still depends on Moscow.

For almost 20 years, the United States has relied on the Russian RD-180 engine to power national security space launches. But Russian President Vladimir Putin's invasion of Crimea in 2014 and Moscow's interference in the 2016 U.S. presidential election brought an end to the tentative post-Cold War truce. The U.S. government now increasingly views Moscow as a source of instability worldwide and the U.S. military's reliance on the RD-180 for access to space as a liability.

BBC: Sudan crisis: Military and opposition agree three-year transition

Sudan's military leaders have announced an agreement with the opposition alliance for a three-year transition period to a civilian administration.

The Transitional Military Council (TMC) said the alliance would have two-thirds of the seats on a legislative council.

However, the two sides are yet to agree on a sovereign council - the top tier of power, where both want a majority.

Sudan has been ruled by the military council since last month's toppling of President Omar al-Bashir.

Newsweek: U.S. vs. Iran: How the Islamic Republic Could Hit Back at America If They Go to War

A U.S. aircraft carrier is headed to the Persian Gulf, B-52 bombers have been deployed to the region and the U.S. military has made plans for a possible war with Iran. President Donald Trump has been anti-Iran since he entered the Oval Office, but with some of his more moderate advisers out and more hawkish advisers in, the U.S. has been flirting with the idea of a new military conflict in the Middle East.

When National Security Adviser John Bolton announced the new deployments last week, he told reporters that the U.S. had intelligence suggesting Iran or its proxies were preparing an attack on American interests.

"The United States is not seeking war with the Iranian regime," Bolton said. "But we are fully prepared to respond to any attack, whether by proxy, the Islamic Revolutionary Guard Corps, or regular Iranian forces." For its part, Iran has denied the American suggestion and warned that Washington was operating on false intelligence.

Arkansas Republican Sen. Tom Cotton predicted in a recent interview that the U.S. would win a war against Iran in "two strikes."

Comments by Cotton, an arch critic of the Iranian regime and the nuclear deal from which the Trump administration withdrew last year, coincide with the increasing escalation between the two countries.

"Could we win in a war with Iran?" PBS' "Firing Line" host Margaret Hoover asked Cotton during a recent interview.

DW: Germany suspends Iraq training mission as US pulls out diplomatic staff

Germany's Bundeswehr has halted its military training exercises in Iraq amid heightened tensions in the region. The US has put troops on high alert and removed nonemergency diplomatic staff from Baghdad and Erbil.

The German army has suspended its training operations in Iraq as regional tension grows, the Defense Ministry said on Wednesday.

"The German army has suspended the training," ministry spokesman Jens Flosdorff said. There was "generally heightened alert, awareness" for soldiers currently operating in the region, he added but said training could be resumed within a few days as there was "no concrete threat" at the moment.

Germany was "orienting itself toward our partner countries, which have taken this step," Flosdorff said.

At some point, the Chinese military will need to test its new capabilities – and Vietnam is likely the preferred adversary.

In mid-April, China conducted a series of fresh military flights through the Bashi Channel and Miyako Strait, on the south and north ends of Taiwan, respectively. As has been the case many times in the past, these new activities were clearly meant to signal Beijing's resolve to resort to force against the island and its U.S. and allied defenders if necessary. But there is another, less often discussed reason for these drills. Repeated transits through the Bashi Channel and Miyako Strait offer the People's Liberation Army (PLA) the opportunity to train over future potential battlefields.

Indeed, practice makes perfect. And this is especially true when the PLA is playing from behind. During his address to the 19th Party Congress in October 2017, Chinese President Xi Jinping called for the PLA "to be fully transformed into world-class forces" by 2050. An apparent reference to reaching on par status with U.S. forces, "world-class forces" would be nearly impossible to achieve without realistic training. CHINA is preparing to invade Taiwan after increasing its military power in the South China Sea, according to the US Defence Intelligence Agency (DIA).

Tensions erupted between the two countries after both laid claims in the disputed seas. The bitter rivalry has seen Taiwan accusing Beijing of infiltrating the island and attempting to gain influence. China's navy has recently expanded from two to six brigades while Taiwan's 2028 defence budget was 14.5 less than China's.

The DIA's 2019 report to Congress on Chinese military power has said China will compel Taiwan to abandon independence and join forces with the mainland.

The report said: "The People's Liberation Army (PLA) continues to prepare for contingencies in the Taiwan Strait to deter, and if necessary, compel Taiwan to abandon moves toward independence.

A few hours later, the United States Central Command issued an unusual rebuke: The remarks from the British official — Maj. Gen. Chris Ghika, who is also the deputy commander of the American-led coalition fighting the Islamic State — run "counter to the identified credible threats available to intelligence from U.S. and allies regarding Iranian-backed forces in the region."

The rare public dispute highlights a central problem for the Trump administration as it seeks to rally allies and global opinion against Iran. On Wednesday, the State Department ordered partial evacuations of the American embassy and a consulate in Iraq, despite skepticism from Iraqi officials over American intelligence showing a heightened risk.

'Normal visa services at both posts will be temporarily suspended,' it said, recommending those affected depart as soon as possible. It was unclear how many staff would leave.

A British two-star general had to eat his own words on Tuesday after contradicting the White House, which has warned that Iranian-backed forces could attack U.S. troops in Syria and Iraq.

"There's been no increased threat from Iranian-backed forces in Iraq and Syria," Maj. Gen. Chris Ghika, a deputy commander for the U.S.-led coalition against ISIS, told reporters at a Pentagon news briefing. "We are monitoring the Shia militia groups carefully and if the threat level perceives to go up them we will raise our force protection levels accordingly."

But after being pressed by reporters on the matter, Ghika engaged in verbal gymnastics to try to say he was on the same page as the White House by saying the coalition monitors a range of possible threats and it raises and lowers security levels appropriately.

Hong Kong Activist Joshua Wong Sent Back to Prison After Losing Appeal

Hong Kong democracy activist Joshua Wong, one of the student leaders of the 2014 Umbrella Movement, was sent back to prison Thursday after losing an appeal against a contempt of court conviction.

Wong, 22, was sentenced to three months in prison in January 2018 for defying a court order to leave a demonstration site during the 2014 rallies. Wong, then just a 17-year-old student, was at the forefront of the sit-ins that brought major roads in Hong Kong to a standstill for nearly three months as demonstrators called for greater political autonomy in the semi-autonomous Chinese enclave.

After initially being held for six days, Wong was released on bail pending his appeal.

Wong, who had sought to have the conviction overturned, now faces a reduced, two-month sentence to be served immediately, according to court documents.

On Twitter, the activist confirmed that he will be “returning to jail for five additional weeks.”

Wong was previously convicted of unlawful assembly and sentenced to six months in prison on a separate unlawful assembly charge. After spending two months, including his 21st birthday, in a prison cell, Wong was released when an appeals court threw out the sentence.

Over 100 people have been convicted for their involvement in the 2014 protest movement, according to a local activist’s count. Most of the convictions were for non-violent offenses.

Last month, eight Hong Kong activists were handed sentences of up to 16 months for their involvement in organizing the demonstrations, a verdict that some fear reflects a bid to quash dissent after the protests proved a formidable challenge to Beijing’s authority.

Thursday’s sentence also comes amid mounting concerns over a controversial extradition bill that would allow the transfer of fugitives to mainland China to stand trial. The bill, which has incited thousands to take to the street in protest, stokes further fears that the city’s freedoms and legal protections could be compromised by Beijing.

Iran Slams U.S. Sanctions as ‘Unacceptable’ as Tensions Mount

(DUBAI, United Arab Emirates) — Iran’s foreign minister on Thursday slammed mounting U.S. sanctions imposed on Tehran by the Trump administration as “unacceptable,” even as he insisted that his country is committed to an international nuclear deal that has steadily unraveled amid rising tensions in the Mideast.

Recent days have seen allegations of sabotage attacks targeting oil tankers off the coast of the United Arab Emirates, a drone attack on a Saudi oil pipeline claimed by Yemen’s Iranian-allied rebels, and the dispatch of U.S. warships and bombers to the region.

Early Thursday, residents in Yemen’s capital of Sanaa said a wave of airstrikes by the Saudi-led coalition hit rebel Houthi targets, as well as a residential house in the city. There were casualties, including civilians, the residents said without providing details. They spoke on condition of anonymity fearing for their safety.

Saudi Arabia has been at war with the Houthis since 2015, leading a mostly Arab coalition that’s launching near-daily airstrikes in support of the internationally recognized Yemeni government. The drone attacks on a Saudi pipeline Tuesday that were claimed by the Houthis marked one of the rebels’ deepest and most significant strikes inside Saudi territory since the conflict began.

At the root of the recent spike in Persian Gulf tensions appears to be President Donald Trump’s decision a year ago to pull the U.S. from Iran’s nuclear deal with world powers, embarking on a maximalist sanctions campaign against Tehran to cripple the country’s economy.

In response, Iran’s supreme leader issued a veiled threat Tuesday, saying it wouldn’t be difficult for the Islamic Republic to enrich uranium to weapons-grade levels. He also said that while his country would not negotiate with the United States, Iran is not seeking war.

On Wednesday, the U.S. State Department ordered all nonessential government staff to leave Iraq, and Germany and the Netherlands both suspended their military assistance programs in the country in the latest sign of tensions.

The movement of diplomatic personnel is often done in times of conflict, but what is driving the decisions from the White House remains unclear. Iraq is home to powerful pro-Iranian militias, while also hosting more than 5,000 US troops. The U.S. military’s Central Command said its troops were on high alert, without elaborating.

Last week, U.S. officials said they had detected signs of Iranian preparations for potential attacks on U.S. forces and interests in the Middle East, but Washington has not publicly provided any evidence to back up claims of an increased Iranian threat.

But a senior British officer in the U.S.-backed coalition fighting the Islamic State group appeared to push back against the U.S. claims, telling reporters earlier in the week that there’d been no increased threat from Iranian-backed forces in Iraq and Syria. Maj. Gen. Chris Ghika’s comments exposed international skepticism over the American military buildup.

On a visit to Tokyo on Thursday, Iranian Foreign Minister Mohammad Zarif told his Japanese counterpart Taro Kono that his country’s response to the U.S. actions — America’s pullout from the nuclear deal last year and the imposition of U.S. sanctions — is within Iran’s rights.

Iran recently threatened it might resume higher enrichment by July 7, beyond the level permitted by the current deal between Tehran and world powers. The U.S. pulled out of the deal last year, re-imposing sanctions that would penalize countries and global companies that do business with Iran.

Kono expressed concern over the rising tension in the Middle East, and urged Zarif to use restraint and keep implementing the nuclear agreement.

Though Iran maintains its nuclear program is for peaceful purposes, scientists say the time needed to reach the 90% threshold for weapons-grade uranium is halved once uranium is enriched to around 20%.

Late Wednesday, Anwar Gargash, the UAE minister of foreign affairs, said the Saudi-led coalition would “retaliate hard” for attacks on civilian targets, without elaborating.

However, he also said the UAE is “very committed to de-escalation” after the alleged sabotage of oil tankers off the country’s coast on Sunday. Gargash declined to directly blame Iran for the attack, though he repeatedly criticized Tehran.

Philippines Recalls Envoys in Canada Over Trash Shipments

(MANILA, Philippines ) — The Philippines is recalling its ambassador and consuls in Canada over Ottawa’s failure to comply with a deadline to take back truckloads of garbage that Filipino officials say were illegally shipped to the Philippines years ago, officials said Thursday.

Foreign Secretary Teodoro Locsin Jr. tweeted that the Philippines “shall maintain a diminished diplomatic presence in Canada until its garbage is ship bound there.” The drastic move is the latest strain in Philippine relations with Canada under President Rodrigo Duterte.

Duterte threatened last month to forcibly ship the containers of garbage back to Canada and dump some at its embassy in Manila if Canadian officials don’t take back the waste. Officials later set a May 15 deadline for Canada to comply.

Locsin said in his tweet that letters for the recall of the Philippine ambassador and consuls in Canada have been sent and that they were expected back in Manila after about a day.

“That recall shows that we are very serious in asking them to get back their garbage otherwise we’re gonna severe relations with them,” presidential spokesman Salvador Panelo told a regular news conference.

At least 103 containers of household trash, including plastic bottles and bags, newspapers and diapers, were shipped in batches from Canada to the Philippines from 2013 to 2014. Most of the shipping containers remain in two ports in Manila and northern Subic freeport, sparking protests from environmental activists. Philippine officials say they were falsely declared by a private firm as recyclable plastic scraps and have asked Canada to take back the garbage.

Duterte raised the garbage issue in a speech last month while officials from both countries were already discussing a resolution to the issue. The volatile president said he was ready to “declare war against” Canada over the issue.

“I want a boat prepared. I’ll give a warning to Canada maybe next week that they better pull that thing out or I will set sail to Canada and pour their garbage there,” Duterte said, adding he would ask Canadian officials to “prepare a grand reception.”

“Celebrate because your garbage is coming home,” he said. “Eat it if you want to.”

The Canadian government said through its embassy in Manila after Duterte’s provocative remarks that it “is strongly committed to collaborating with the government of the Philippines to resolve this issue.” It said it was aware of a Philippine court ruling that ordered a private importer to ship the waste back to Canada.

A group of officials from both sides “is examining the full spectrum of issues related to the removal of the waste with a view to a timely resolution,” the embassy said in a statement.

A Manila court ordered the private importers in 2016 to ship the waste back to Canada. Of 103 shipping containers that entered the Philippines, the waste from 34 has been disposed of locally.

Philippine Customs Commissioner Rey Leonardo Guerrerro has said ” bureaucratic red tape” in Canada slowed the return of the rest.

Canadian Prime Minister Justin Trudeau said in 2017 that regulations preventing the return of the garbage had been resolved.

Last year, Duterte ordered the cancellation of a multimillion-dollar agreement to buy 16 helicopters from Canada after its government decided to review the deal due to concerns the Philippine military might use the aircraft in counterinsurgency assaults.

Venezuelan Government Officials and Opposition Leaders Are Meeting In Norway for Talks

(CARACAS, Venezuela) — Representatives of the Venezuelan government and opposition traveled to Norway for talks on resolving the crisis in the South American country, officials said Wednesday, opening a new chapter in a political stalemate after months of street demonstrations and a failed opposition call for a military uprising.

The development appeared to reflect a recognition that neither side had been able to prevail in the struggle for power, leaving Venezuela in a state of paralysis after years of hyperinflation and shortages of food and medicine. It was also a policy reversal for the opposition, which has accused President Nicolás Maduro of using previous negotiations to play for time.

Senior members of both sides will be involved in the exploratory discussions in Oslo, said members of Venezuela’s opposition-controlled congress who spoke on condition of anonymity because of the sensitivity of the talks. Delegations from the two opposing camps had received separate invitations from a group of Norwegians, one official said.

The representatives include Information Minister Jorge Rodríguez on the government side and Stalin González, a leading member of the National Assembly, the officials said.

Maduro did not directly comment on the talks during televised remarks, but he said Rodríguez was on a “very important” mission outside Venezuela.

The planned talks seemed likely to dampen speculation that the United States, the main backer of the Venezuelan opposition, might be considering military action as a way to end the crisis in the near term. U.S. officials have previously said they are focusing on diplomatic and economic measures to force out Maduro, though opposition leader Juan Guaidó said his Washington envoy will meet with the head of the U.S. Southern Command on Monday.

The two sides are currently far apart on many issues. The opposition has insisted that Maduro was illegitimately elected last year and that he must step aside to make way for elections. Maduro, in turn, accuses the opposition of being U.S. stooges intent on illegally seizing power.

The Norway dialogue comes as a mostly European group of nations prepares to send a high-level delegation to Venezuela to propose solutions to the country’s protracted crisis. The International Contact Group consists of eight European countries, the European Union and four Latin American countries.

The group formed after Guaidó, the head of the National Assembly, declared himself Venezuela’s interim president early this year in a direct challenge to the rule of Maduro, who says his government champions the socialist principles of his predecessor, Hugo Chávez.

The opposition, which is backed by the United States and about 50 other nations, say Venezuela’s dire economic state is the result of years of corruption and mismanagement. Maduro blames the country’s problems on U.S. sanctions that were imposed more recently.

Also Wednesday, the United States suspended all commercial passenger and cargo flights between the U.S. and Venezuela, saying the political unrest and tensions there pose a risk to flights.

The announcement by the Department of Homeland Security affected a dwindling number of flights between the two countries, since U.S. airlines no longer fly to Venezuela. The measure reflected the increasingly sour relationship between the Venezuelan government and the U.S.

Conditions in Venezuela “threaten the safety and security of passengers, aircraft, and crew,” the department said. It said the flight suspension will continue indefinitely, though the decision will be reviewed if the situation in Venezuela changes.

Maduro criticized the suspension of flights, saying the measure was an attack on freedom of movement.

American Airlines stopped its flights in mid-March after union leaders told pilots not to go there due to safety concerns. Some other international airlines quit flying to Venezuela years ago because of the country’s deteriorating economy.

Some Venezuelan airlines had been operating commercial flights to and from Miami, though those were already affected by the upheaval in the South American country, including after a failed call for a military uprising by the opposition on April 30.

Also Wednesday, the National Assembly returned to its chamber a day after security forces prevented legislators from entering the building for a debate. Guaidó and other legislators gave speeches denouncing Maduro’s government.

The National Assembly has come under increasing pressure from Maduro since the opposition’s failed uprising April 30. The body’s vice president, Edgar Zambrano, was arrested May 8. He is among 14 lawmakers placed under investigation for allegations of treason and other crimes since the failed rebellion.

In Washington, the Rev. Jesse Jackson delivered food to American activists who have been occupying the Venezuelan Embassy the past five weeks.

The activists, who have ignored trespassing warnings, consider Maduro to be Venezuela’s rightful leader. The U.S. and other countries backing the opposition contend his presidency is illegitimate and recognize Guaidó’s claim to be interim president.

President Trump Issues Executive Order Seemingly Aimed at China and Huawei

(WASHINGTON) — President Donald Trump issued an executive order Wednesday to help protect the United States against foreign adversaries that are taking advantage of technological vulnerabilities to threaten U.S. communications systems.

The order, which declared a national emergency in response to the threat, does not name specific countries or companies. But it appears to target Chinese tech giant Huawei, the world’s biggest supplier of network gear used by phone and internet companies. Huawei has long been seen as a front for spying by the Chinese military or security services, but the company has denied the allegations.

Federal Communications Commission Chairman Ajit Pai applauded Trump’s executive order, saying it would safeguard the U.S. communications supply chain. “Given the threats presented by certain foreign companies’ equipment and services, this is a significant step toward securing America’s networks,” he said.

The Trump administration has been trying with only some success to persuade allied nations not to use Huawei equipment. Last year, Trump signed a bill that barred the U.S. government from using equipment from Huawei and China’s ZTE Corp.

The U.S., which is embroiled in an escalating trade war with China, also has sounded warnings about Huawei’s efforts to expand into Europe. The U.S. worries that China could use Huawei gear to gain access to private, commercial or other information that could compromise NATO and allied intelligence operations.

Early this year, the Justice Department unsealed criminal charges against Huawei, a top company executive and several subsidiaries, alleging the company stole trade secrets, misled banks about its business and violated U.S. sanctions. The sweeping indictments accuse the company of using extreme efforts to steal trade secrets from American businesses — including trying to take a piece of a robot from a T-Mobile lab.

The executive charged is Huawei’s chief financial officer, Meng Wanzhou, who was arrested in Canada in December. The U.S. is seeking to extradite her.

White House Abstains From Global ‘Christchurch Call’ Pledge to Stop Spread of Online Hate

(PARIS) — The White House is not endorsing a global pledge to step up efforts to keep internet platforms from being used to spread hate, organize extremist groups and broadcast attacks, citing respect for “freedom of expression and freedom of the press.”

The statement came Wednesday after world leaders led by French President Emmanuel Macron and executives from Facebook, Google, Twitter and other tech companies gathered in Paris to compile a set of guidelines dubbed the “Christchurch Call,” named after the New Zealand city where 51 people were killed in a March attack on mosques. Much of the attack was broadcast live on Facebook, drawing public outrage and fueling debate on how to better regulate social media. Facebook said before the meeting that it was tightening rules for livestream users.

In a statement, the White House said it will “continue to be proactive in our efforts to counter terrorist content online” while also protecting free speech.

The Christchurch Call “is a global response to a tragedy that occurred on the shores of my country but was ultimately felt around the world,” said New Zealand Prime Minister Jacinta Ardern, who has played a leading role pushing for globally coordinated efforts to eliminate online extremism.

“Fundamentally it ultimately commits us all to build a more humane internet, which cannot be misused by terrorists for their hateful purposes,” she said at a joint news conference with Macron.

The French and New Zealand governments drafted the agreement — a roadmap that aims to prevent similar abuses of the internet while insisting that any actions must preserve “the principles of a free, open and secure internet, without compromising human rights and fundamental freedoms.”

The call was adopted by U.S. tech companies that also included Amazon, Microsoft and YouTube, along with France’s Qwant and DailyMotion, and the Wikimedia Foundation. Countries backing France and New Zealand were Britain, Canada, Ireland, Jordan, Norway, Senegal, Indonesia and the European Union’s executive body. Several other countries not present at the meeting added their endorsement.

The meeting in Paris comes at a pivotal moment for tech companies, which critics accuse of being too powerful and resistant to regulation. Some have called for giants like Facebook to be broken up. Europe is leading a global push for more regulation of how the companies handle user data and copyrighted material. The tech companies, meanwhile, are offering their own ideas in a bid to shape the policy response.

Unlike previous official attempts to regulate the internet, “the Christchurch Call is different in that it associates all actors of the internet” including the tech companies themselves, Macron said.

He said he hopes to get broader support for the agreement in coming months, with technical questions to be discussed by June.

In Wednesday’s agreement, which is not legally binding, the tech companies committed to measures to prevent the spread of terrorist or violent extremist content. That may include cooperating on developing technology or expanding the use of shared digital signatures.

They also promised to take measures to reduce the risk that such content is livestreamed, including flagging it up for real-time review.

And they pledged to study how algorithms sometimes promote extremist content. That would help find ways to intervene more quickly and redirect users to “credible positive alternatives or counter-narratives.”

Amazon, Facebook, Google, Microsoft and Twitter issued a joint supporting statement, outlining in further detail actions they would take individually or together to combat abuse of technology to spread extremist content. They include making it easier for users to flag up inappropriate content, using enhanced vetting for livestreaming and publishing transparency reports on material that’s removed.

Facebook, which dominates social media and has faced the harshest criticism for overlooking the misuse of consumer data and not blocking live broadcasts of violent actions, said separately it is toughening its livestreaming policies.

It’s tightening the rules for its livestreaming service with a “one strike” policy applied to a broader range of offenses. Activity on the social network that violates its policies, such as sharing an extremist group’s statement without providing context, will result in the user immediately being temporarily blocked. The most serious offenses will result in a permanent ban.

Previously, the company took down posts that breached its community standards but only blocked users after repeated offenses.

The tougher restrictions will be gradually extended to other areas of the platform, starting with preventing users from creating Facebook ads.

Facebook, which also owns Instagram and WhatsApp, said it’s investing $7.5 million to improve technology aimed at finding videos and photos that have been manipulated to avoid detection — a problem the company encountered with the Christchurch shooting, where the attacker streamed the killing live on Facebook.

“Tackling these threats also requires technical innovation to stay ahead of the type of adversarial media manipulation we saw after Christchurch,” Facebook’s vice president of integrity, Guy Rosen, said in a blog post.

The Christchurch Call was drafted as 80 CEOs and executives from technology companies gathered in Paris for a “Tech for Good” conference meant to address how they can use their global influence for public good — for example by promoting gender equality, diversity in hiring and greater access to technology for lower income users.

Ardern and Macron have insisted that the Christchurch guidelines must involve joint efforts between governments and tech giants. France has been hit by repeated Islamic extremist attacks by groups who recruited and shared violent images on social networks.

Free speech advocates and some in the tech industry bristle at new restrictions and argue that violent extremism is a societal problem that the tech world can’t solve.

Former U.S. Secretary of State John Kerry, a member of the Carnegie Endowment for International Peace, said that while “a higher level of responsibility is demanded from all of the platforms,” it is necessary to find a way to not censor legitimate discussion.

“It’s a hard line to draw sometimes,” he said.

(LONDON) — British broadcaster ITV on Wednesday canceled a popular, long-running daytime reality show after the death of a guest who failed a lie-detector test during a recording. ITV chief executive Carolyn McCall said The Jeremy Kyle Show was being scrapped “given the gravity of recent events.”

The case has renewed debate about the ethics of tabloid television, and sparked a parliamentary inquiry into the regulation of programs that put members of the public under intense scrutiny.

The tabloid-style talk show, which had run for 14 years and specialized in emotive, confrontational showdowns, was pulled after 63-year-old Steve Dymond was found dead at a home in Portsmouth, southern England, on May 9. British media reported that he had killed himself. Police said the death was not suspicious, and a post-mortem will be held to determine the cause.

On an episode filmed earlier this month, Dymond took a lie-detector test to convince his fiancee that he had not been unfaithful, but was told he had failed.

The episode has not been aired.

Dymond’s death has heightened concern in Britain about the stress put on people appearing on reality television and online shows, and program-makers’ duty to protect their guests.

It’s a debate that has raged, off and on, for close to two decades since Britain began making home-grown equivalents of sensationalist U.S. programs like The Jerry Springer Show and putting ordinary people under a microscope on reality shows such as Big Brother.

ITV was already under pressure following the deaths of two former contestants on reality show Love Island, Sophie Gradon and Mike Thalassitis. Gradon’s 2018 death was ruled a suicide at an inquest. An inquest has not yet been held for Thalassitis, who died in March.

Lawmaker Damian Collins, chairman of the House of Commons Digital, Culture, Media and Sport Committee, said his panel would consider whether there was adequate regulation of reality TV.

“Programs like The Jeremy Kyle Show risk putting people who might be vulnerable on to a public stage at a point in their lives when they are unable to foresee the consequences, either for themselves or their families,” he said. “This kind of TV featuring members of the public attracts viewing figures in the millions but in return for ratings, the broadcasters must demonstrate their duty of care to the people whose personal lives are being exposed.”

Simon Wessely, a former head of the Royal College of Psychiatrists, said shows like Jeremy Kyle were “the theatre of cruelty.”

“And yes, it might entertain a million people a day, but then again, so did Christians versus lions,” he said.

Iran’s Supreme Leader Makes Veiled Threat About Uranium Enrichment in Speech

(DUBAI, United Arab Emirates) — Iran’s supreme leader issued a veiled threat in the same speech in which he stated that “no one is seeking war,” saying it wouldn’t be difficult for the Islamic Republic to enrich uranium to weapons-grade levels amid rising tensions with the U.S., state media reported Wednesday.

The U.S. Embassy in Baghdad, meanwhile, ordered all non-essential, non-emergency government staff on Wednesday to leave Iraq immediately amid escalating tensions with Iran. Washington did not publicly provide any evidence to back up claims of an increased threat from Tehran.

Ayatollah Ali Khamenei’s comments late Tuesday came after Yemen’s Houthi rebels launched a coordinated drone attack on a critical oil pipeline in Saudi Arabia. A satellite image obtained by The Associated Press shows one of the two pumping stations attacked by the drones apparently intact.

The drone assault is just the latest incident in the Mideast to shake global energy markets, as authorities allege oil tankers anchored off the coast of the United Arab Emirates were targeted by sabotage. Benchmark Brent crude prices remained around $71 a barrel in early trading Wednesday.

The United States also is deploying an aircraft carrier strike group and B-52 bombers into the region in response to the still-unspecified Iran threat, further ramping up tensions a year after President Donald Trump withdrew America from Tehran’s nuclear deal with world powers.

Speaking Tuesday night in Tehran at an iftar, the traditional dinner Muslims have when breaking their daylong fast during the holy month of Ramadan, Khamenei’s reported comments first focused on him downplaying the chances of a wider conflict in the Mideast with America.

He reportedly told senior officials that his country won’t negotiate with the United States, calling such talks “poison.” But he also said, “Neither we, nor them is seeking war. They know that it is not to their benefit.”

In Wednesday’s edition, the state-run IRAN newspaper carried his comments on the nuclear program, his first since Iran announced it would begin backing away from the accord itself.

Tehran is threatening to resume higher enrichment in 60 days if no new nuclear deal is in place, beyond the 3.67% permitted by the current deal between Tehran and world powers.

Iranian officials have said that they could reach 20% enrichment within four days. Though Iran maintains its nuclear program is for peaceful purposes, scientists say the time needed to reach the 90% threshold for weapons-grade uranium is halved once uranium is enriched to around 20%.

“Achieving 20% enrichment is the most difficult part,” Khamenei said, according to the newspaper. “The next steps are easier than this step.”

It was a telling remark from the supreme leader — Iran is not known to have enriched beyond 20% previously and it’s unclear how far Tehran is willing to go in this process. Khamenei has final say on all matters of state in Iran.

Yemen’s Houthi rebels, who are at war with Saudi Arabia and are believed by the West to receive weapons from Iran, said earlier Tuesday that they launched seven drones targeting vital Saudi installations. That included two pumping stations along its critical East-West Pipeline, which can carry nearly 5 million barrels of crude a day to the Red Sea.

Saudi Aramco, the government-controlled oil company, said that as a precaution, it temporarily shut down the pipeline and contained a fire, which caused minor damage to one pumping station. It added that Saudi Aramco’s oil and gas supplies were not affected.

The photo, taken Tuesday after the attack, shows two black marks near where the East-West Pipeline passes by the facility. Those marks weren’t there in images taken Monday. The facility otherwise appeared intact, corroborating in part Saudi Arabia’s earlier comments. The website TankerTrackers.com, whose analysts monitor oil sales on the seas, first reported about the black marks.

Details around alleged acts of sabotage to four oil tankers, including two belonging to Saudi Arabia, off the coast of the UAE’s port of Fujairah remain unclear. Satellite images obtained Tuesday by the AP from Colorado-based Maxar Technologies showed no visible damage to the vessels, and Gulf officials have refused to say who they suspected was responsible.

The MT Andrea Victory, one of the alleged targets, sustained a hole in its hull just above its waterline from “an unknown object,” its owner Thome Ship Management said in a statement. Images of the Norwegian ship, which the company said was “not in any danger of sinking,” showed damage similar to what the firm described.

A U.S. official, speaking on condition of anonymity to discuss an ongoing investigation, has said the other three showed damages as well.

In Baghdad, the U.S. Embassy published its order telling all non-essential, non-emergency government staff to leave the country. It comes after Washington last week said it had detected new and urgent threats from Iran and its proxy forces in the region targeting Americans and American interests.

That contradicts what British Maj. Gen. Chris Ghika, a senior officer in the U.S.-backed coalition fighting the Islamic State group, said Tuesday, insisting “there’s been no increased threat from Iranian-backed forces in Iraq and Syria.”

Later, in a rare public rebuttal of an allied military officer, U.S. Central Command said Ghika’s remarks “run counter to the identified credible threats” from Iranian-backed forces in the Mideast. In a written statement, Central Command said the coalition in Baghdad has increased the alert level for all service members in Iraq and Syria.

Germany said Wednesday its military suspended training of Iraqi soldiers due to the tensions but stressed there was no indication of any specific threat to its own troops. Defense Ministry spokesman Jens Flosdorff said Germany was “orienting itself toward our partner countries” though there are “no concrete warnings of attacks against German targets.”

(BAGHDAD) — The U.S. on Wednesday ordered all nonessential government staff to leave Iraq, and Germany and the Netherlands both suspended their military assistance programs in the country in the latest sign of tensions sweeping the Persian Gulf region over still-unspecified threats that the Trump administration says are linked to Iran.

Recent days have seen allegations of sabotage targeting oil tankers off the coast of the United Arab Emirates, a drone attack by Yemen’s Iranian-allied Houthi rebels, and the dispatch of U.S. warships and bombers to the region.

At the root of this appears to be President Donald Trump’s decision a year ago to pull the U.S. from Iran’s nuclear deal with world powers, embarking on a maximalist sanctions campaign against Tehran. In response, Iran’s supreme leader issued a veiled threat Tuesday, saying it wouldn’t be difficult for the Islamic Republic to enrich uranium to weapons-grade levels.

The movement of diplomatic personnel is often done in times of conflict, but what is driving the decisions from the White House remains unclear. A high-ranking British general said there was no new threat from Iran or its regional proxies, something immediately rebutted by the U.S. military’s Central Command, which said its troops were on high alert, without elaborating.

Last week, U.S. officials said they had detected signs of Iranian preparations for potential attacks on U.S. forces and interests in the Middle East, but Washington has not spelled out that threat, and an alert on the website of the U.S. Embassy in Baghdad said that all nonessential, nonemergency U.S. government staff were ordered to leave Iraq right away under State Department orders.

The U.S. in recent days has ordered the USS Abraham Lincoln aircraft carrier strike group to the Gulf region, plus four B-52 bombers.

Germany’s military said it was suspending training of Iraqi soldiers due to the tensions, although there was no specific threat to its own troops in Iraq. Defense Ministry spokesman Jens Flosdorff said Germany was “orienting itself toward our partner countries” though there are “no concrete warnings of attacks against German targets.”

German Chancellor Angela Merkel’s spokeswoman Ulrike Demmer expressed concern over the tensions and said it welcomes “any measure that is aimed at a peaceful solution.” Foreign Ministry spokeswoman Maria Adebahr said the German government has not reduced its embassy staff in Iraq or Iran.

In the Netherlands, state broadcaster NOS said its 50-person military mission in Iraq was halted “until further orders,” quoting a Defense Ministry spokesman as saying he couldn’t elaborate on the threats. It said the Dutch forces primarily train Kurdish forces fighting the Islamic State militants.

(SEOUL, South Korea) — North Korea says it is suffering its worst drought in nearly four decades amid concern about a food crisis in the country.

The official Korean Central News Agency said Wednesday that an average of 54.4 millimeters (2.1 inches) of rain fell throughout the country in the first five months of this year, the lowest level since 1982.

It says the drought is expected to continue until the end of May.

Earlier this month, U.N. food agencies said in a joint assessment that about 10 million people in North Korea were facing “severe food shortages” after the country had one of the worst harvests in a decade.

In February, North Korea’s ambassador to the United Nations, Kim Song, issued an unusual appeal for urgent food assistance.
