As Hurricane Dorian looms ever closer to making landfall in Florida, everyone is strapping down or scrambling to get out of dodge — including the local fauna. 

So where does a small creature go to escape Mother Nature's wrath? Some oceanic birds like seagulls keep circling in the eye of the storm, and some animals like owls and snakes will just dig even deeper underground to escape the storm. 

But some will find a more aesthetically pleasing place to hide out. Like, for example, wind chimes.

Like, it's almost intuitive. Like, even if they were hiding under their bed during an armed robbery and the robber, skulking around their home in his robber mask, sang the little riff from Beyoncé's "Countdown," some force deep inside would compel them to belt "OHH, KILLNG ME SOFTLY" in return. Prince Harry has announced the launch of a global sustainable travel initiative, dubbed Travalyst.

Announcing the project at an event in Amsterdam on Tuesday, the Duke of Sussex said Travalyst will partner with travel companies like SkyScanner, TripAdvisor, Booking.com, and Visa U.S. in order to promote sustainable tourism — although the details on this are pretty vague at this point.

Justin Bieber has posted a very long account on Instagram of the effect fame has had on his life.

Sharing a note to his 118 million followers on Monday, the singer described his drug use and the "terrible decisions" it resulted in.

"I started doing pretty heavy drugs at 19 and abused all of my relationships," Bieber wrote. "I became resentful, disrespectful to women, and angry. The eStroller is not a newfangled concept vehicle but a real product coming to parents (and babies) later this year.

Automotive and electronic parts supplier Bosch has developed an electric drive system (complete with a battery, electric motors, sensors, and app connectivity) for strollers — yes, the four-wheeled carriers babies sit in and parents push.

The battery and two motors on the back axle help push the stroller up a hill or make it easier to push along anywhere. Going downhill? The motors help with braking, and if the stroller is released, the parking brakes will go on — phew. The sensors on the stroller measure acceleration, speed, and road type to help make for a better ride.  Read more...

Nashville school bans 'Harry Potter' books in *checks notes* 2019

According to my trusty calendar it's 2019, but a Catholic school in Nashville, Tennessee, is over here banning Harry Potter books like it's 2002 or something.

On Saturday, the Tennessean reported that the students of St. Edward Catholic School will no longer be allowed to check out books in the Harry Potter series from their school library on account of the "curses and spells" present within the J.K. Rowling texts.

The local publication states that Rev. Dan Reehil, a pastor at the school, explained the decision in an email to parents.

"These books present magic as both good and evil, which is not true, but in fact a clever deception," he wrote. "The curses and spells used in the books are actual curses and spells; which when read by a human being risk conjuring evil spirits into the presence of the person reading the text." Read more...

Yahoo News: Revealed: How a secret Dutch mole aided the U.S.-Israeli Stuxnet cyberattack on Iran

For years, an enduring mystery has surrounded the Stuxnet virus attack that targeted Iran's nuclear program: How did the U.S. and Israel get their malware onto computer systems at the highly secured uranium-enrichment plant?

The first-of-its-kind virus, designed to sabotage Iran's nuclear program, effectively launched the era of digital warfare and was unleashed some time in 2007, after Iran began installing its first batch of centrifuges at a controversial enrichment plant near the village of Natanz.

The courier behind that intrusion, whose existence and role has not been previously reported, was an inside mole recruited by Dutch intelligence agents at the behest of the CIA and the Israeli intelligence agency, the Mossad, according to sources who spoke with Yahoo News.

U.S. Firms Are Rushing Out Of China

CNBC: President Trump ordered US firms to ditch China, but many already have and more are on the way

President Trump rattled Wall Street when he demanded U.S. firms move production out of China. But many have already taken steps to do so, and, in earnings calls just over the past month, dozens of chief executives have signaled plans to further diversify their supply chains amid the intensifying trade war.

On Aug. 23, Trump took to Twitter, ordering American companies to "immediately start looking for an alternative to China" and urging them instead to start making their products in the U.S. In doing so, he cited the International Emergency Economic Powers Act (IEEPA) — passed in 1977 to deal with an "unusual and extraordinary threat to the national security, foreign policy, or economy of the United States." The president's threat unsettled investors, sending stocks to session lows on a day when the Dow Jones Industrial Average shed more than 600 points.

Matt Snape agrees with the chief economist of Deutsche Bank that a No Deal Brexit is not the end of the world.

With the possibility of a no-deal Brexit fast becoming a reality, the mainstream media are doing everything in their power to warn people about how this will impact upon their lives. The BBC have produced numerous reports about how Brexit will disrupt rubbish collection and more.

The biggest fear commentators have is how a no-deal Brexit will impact upon the economy. Reuters UK reports that Britain's banks face a hit of up to 25 percent to their earnings if Britain crashes out of the EU without a deal. An economic slowdown, and the likelihood of interest rates and borrowers defaulting on their loans, would hit earnings per share by between 15 to 25 percent, analysts at Citigroup warned in a research note. This has caused Business Secretary Andrea Leadsom to urge banks to continue lending after October 31st.

However, Deutsche Bank, which is facing its own problems in Germany after a failed merger with Commerzbank and the German economy on the verge of a recession in general, does not seem to fear the prospect of no-deal. Their Chief Economist, David Folkers-Landau, appeared on Bloomberg and told them:

'A no-deal Brexit is not the end of the world.'

The night landing almost makes the aircraft look like it's hovering in the sky.

* Two B-2A bombers landed at RAF Fairford in the U.K. this week as part of the U.S. Air Force's efforts to conduct "joint and allied training in Europe to improve bomber interoperability."
* The two bombers were captured by plane spotter Ben Ramsay, who caught their otherworldly approach to the English airfield.
* The two bombers departed from Whiteman Air Force Base in Missouri, where B-2 bombers usually carry out operations.

An impressive new video shows a pair of B-2A Spirit stealth bombers landing at a Royal Air Force base in the UK. The landing took place at night, and the photographer's perspective makes the flying wings appear to hover in midair, like a UFO.

The two big bombers, flying towards the videographer, briefly appear to hover in the sky. In reality the planes were traveling at more than a hundred miles an hour, on final approach to the air base.

Japan Times/Reuters: Pakistan would not use nuclear weapons first, amid tensions with India: Khan

Pakistan would not use nuclear weapons first, Prime Minister Imran Khan said on Monday, amid tensions with arch-rival India after New Delhi revoked the special status of its part of the disputed Kashmir region.

"We both are nuclear-armed countries. If these tensions increase, the world could be in danger," Khan said, addressing members of the Sikh religious community in the eastern city of Lahore. "There will be no first from our side ever," he said.

The foreign ministry's spokesman subsequently said on Twitter that the comments were being taken out of context and did not represent a change in Pakistan's nuclear policy.

"PM was simply reiterating Pakistan's commitment to peace and the need for both nuclear states to demonstrate responsible behaviour," spokesman Mohammad Faisal said on his official Twitter account.

Israel claims injuries reported by Hezbollah from Sunday's attack were staged

A Hezbollah attack on an Israeli military vehicle on Sunday has caused confusion as Israel claimed that the reported injuries sustained by their forces were staged.

On Sunday, Hezbollah fired two or three anti-tank missiles at a battalion headquarters and a military ambulance, hitting both.

After the attack, the Iran-backed group said there were "dead and wounded" soldiers and Lebanese media announced several Israeli soldiers were injured and flown by helicopter to Haifa's Rambam hospital.

The Israeli army denied the reports, claiming that the vehicle had been empty at the time and the casualties were staged with fake blood and bandages.

The supposedly wounded soldiers were released without receiving any medical care, local reports said.

The claims were met with scepticism in Lebanon.

Iran on Monday acknowledged a rocket explosion at its space center and blamed a technical malfunction for the incident, the Associated Press reported.

Satellite photos had originally shown the explosion at the Imam Khomeini Space Center last week.

President Trump was criticized by experts after tweeting out a detailed photo of the site of the failed satellite launch which may have been classified.

Trump denied that the U.S. played any role in Iran's failed attempt to launch a satellite into space, while appearing to sarcastically wish Tehran "good luck" in determining the cause.

The Trump administration and military officials may be in disagreement over the choice to keep C.I.A presence in Afghanistan if troops are pulled from the nation, according to a Monday New York Times report.

The Times reports that some White House advisers have proposed secretly expanding the agency's presence in the nation — a move that some current and former officials have expressed skepticism about.

The C.I.A. and White House did not comment for the story, but the newspaper said it based the report off interviews with a half-dozen of current or former officials briefed on the discussions. The Hill reached out to the White House for comment.

Some officials told the paper they want C.I.A-backed forces in the country as part of a counterterrorism force. They claim it could quell worries that the U.S. will be left with little ability to prevent terrorist groups from using Afghanistan as a base of operations in the U.S. pulls troops, as President Trump suggested will happen last week.

The foreign ministers of Russia and Iran have met in Moscow in a show of solidarity against what Moscow termed "unacceptable" American provocation over the Iran nuclear deal, which remains at risk of collapse.

Javad Zarif traveled to meet Russian counterpart Sergey Lavrov in Moscow on Monday, as the two leaders sought to breathe life into the Joint Comprehensive Plan of Action—otherwise known as the Iran nuclear deal—in the face of continued U.S. sanctions on Iran, state news agency Tass reported.

Germany's President Frank-Walter Steinmeier has asked for Poland's forgiveness 80 years after the start of World War II.

"I stand before you, those who have survived, before the descendants of the victims, the old and the young residents of Wielun, I am humbled and grateful," Steinmeier said during a ceremony in the Polish city of Wielun, the site of one of the first Nazi bombings in the country on September 1, 1939.

"I bow to the victims of the attack in Wielun, I pay tribute to the Polish victims of German tyranny and I ask for forgiveness," he said.

Nearly 6 million Poles died during World War II, which remains the bloodiest conflict in history.

Bangkok (AFP) - The United States and ten Southeast Asian countries kicked off maritime drills on Monday, as part of a joint exercise extending into the flashpoint South China Sea with eight warships, four aircraft and more than a thousand personnel.

The first ASEAN-US Maritime Exercise (AUMX) between the regional bloc and Washington will last for five days, starting at the Sattahip Naval Base in Thailand and ending in Singapore.

The drills come at a time of stepped-up US engagement in the region and tensions between Beijing and Southeast Asian nations over the South China Sea, parts of which are claimed by ASEAN members Brunei, Malaysia, Vietnam and the Philippines.

CBS News: As Hong Kong protests grind on, China warns "the end is coming"

Pro-democracy protests in Hong Kong continued Monday with a general strike and a school boycott. It was the start of a new semester for students in the semi-autonomous Chinese territory, but protest organizers told CBS News correspondent Ramy Inocencio that as many as 10,000 students from 200 schools were skipping class.

High school students at one rally told CBS News they were grateful for the support they've received from other Hong Kongers. But the demonstrations over China's perceived efforts to curtail the city's unique freedoms come after a weekend of chaos.

Thousands of protesters swarmed Hong Kong's airport Sunday in an effort to shut it down again, and force the world to pay attention to their demands.

Reuters: Special Report: Hong Kong leader says she would 'quit' if she could, fears her ability to resolve crisis now 'very limited'

HONG KONG (Reuters) - Embattled Hong Kong leader Carrie Lam said she has caused "unforgivable havoc" by igniting the political crisis engulfing the city and would quit if she had a choice, according to an audio recording of remarks she made last week to a group of businesspeople.

At the closed-door meeting, Lam told the group that she now has "very limited" room to resolve the crisis because the unrest has become a national security and sovereignty issue for China amid rising tensions with the United States.

"If I have a choice," she said, speaking in English, "the first thing is to quit, having made a deep apology."

Lam's dramatic and at times anguished remarks offer the clearest view yet into the thinking of the Chinese leadership as it navigates the unrest in Hong Kong, the biggest political crisis to grip the country since the Tiananmen Square protests of 1989.

OPEC's production increased in August thanks to Iraq and Nigeria a Reuters survey found on Friday.

OPEC's August production has been estimated at 29.61 million barrels per day, which is 80,000 barrels per day over July's production level.

The production increase is surprising, given that Iran and Venezuela are producing less not by choice, and continue to face uphill battles when it comes to maintaining their oil production. Saudi Arabia, too, over complied with the production cut deal again as expected, but it raised production for August slightly over July. Overall, the group is still over complying with the production quotas.

Reuters: Afghan president briefed on draft U.S. Taliban peace accord

KABUL (Reuters) - Afghan President Ashraf Ghani has been briefed on a draft accord between the United States and the Taliban and will look at details of the deal before giving an opinion, his spokesman said on Monday, after meetings with the chief U.S. peace negotiator.

The draft accord, reached after months of negotiations, agrees a ceasefire and a phased withdrawal of U.S. forces from their longest ever war in exchange for a Taliban commitment that they will not allow Afghanistan to be used by militants to plot attacks on the United States and its allies.

DUBAI, United Arab Emirates (AP) — An Iranian oil tanker pursued by the United States across the Mediterranean Sea slowed to a near-stop Sunday off the coast of Syria, where America's top diplomat alleges it will be unloaded despite denials from Tehran.

The ongoing saga of the Adrian Darya 1, formerly known as the Grace 1, comes as tensions remain high between the US and Iran over its unraveling nuclear deal with world powers. This reorientation will involve changes big and small, with the Army embracing both new technologies and concepts—such as unmanned systems and Multi-Domain Operations—and dusting off and updating old ones—such as camouflage and electronic warfare.

But one thing is strikingly absent: Army leaders are not giving sufficient consideration to the threat of nuclear weapons.

For nearly two decades, the U.S. military has been focused on combat against non-nuclear nation-states in which post-conflict counterinsurgency operations took significantly more time and resources than planned. As a result of these engagements, U.S. military readiness for conventional operations against a near-peer state has measurably degraded. A 2016 RAND Corp. report suggested Russia could overrun the Baltics before NATO could respond, and Russian President Vladimir Putin has suggested he would resort to limited nuclear weapons use to stop NATO offensives.

A Rift Reportedly Opens Between Hong Kong Prosecutors and Police as Protests Continue Unabated

The head of Hong Kong Court Prosecutors Association has reportedly taken the extraordinary step of accusing the police of lying, potentially opening a unprecedented rift in the legal and security establishment as unrest in the territory enters its 14th week.

According to government broadcaster RTHK, the chairman of the association, William Wong, sent an email to all staff at the Department of Justice claiming that it was clear that police lied when they described the arrests of activists and lawmakers a day before a mass rally as a “coincidence.”

In his extraordinary communication, Wong said that “No court or reasonable jury properly directed would believe what police said” and, according to RTHK, added that police had also lied in “recent months.” He then called on the justice minister to ensure that the police maintained “honesty in doing their job.”

The apparent rift between prosecutors and police is a sign of the strain felt by the Hong Kong authorities as they try to contain what Beijing has called a “color revolution.”

Seven pro-democracy figures were arrested on August 30including high-profile members of the Demosisto political party Joshua Wong and Agnes Chow, three legislators, and a former university student union president. The roundup was believed to be an attempt to discourage participation in an Aug. 31 march planned by the Civil Human Rights Front, a coalition of pro-democracy groups that has organized several mass rallies this summer.

Police continued the crackdown on Tuesday morning with several more arrests. Demosisto’s chairperson, Ivan Lam, who had been out of Hong Kong over the weekend, was detained on arrival at the city’s airport, according to the party.

Student leader Keith Fong was also arrested in the early hours of Tuesday, on theft charges that the Baptist University student union claimed were “fabricated” by police. Activist Michael Mo was also arrested on Tuesday morning, according to local media, and charged on suspicion of organizing an illegal assembly.

The round-up followed a day of student strikes and another night of unrest in the city, with protesters clashing with police outside the offices of Hong Kong’s embattled top official, Chief Executive Carrie Lam. Late on Monday night, Demosisto’s vice chairperson Isaac Cheng, was attacked by three men, according to a spokesperson for the party.

Protests have gripped Hong Kong since early June, sparked by the government’s proposal of a bill that would have allowed China to request fugitives be sent to the mainland to face trial in Communist Party controlled courts. Although the bill is now suspended, the movement has snowballed into a wider campaign for greater political freedom, with some protesters calling for self-determination or independence for Hong Kong.

Beijing Dismisses Hong Kong Protesters as Separatist ‘Thugs’ Bent on ‘Political Intimidation’

China has doubled down on what it has termed a “color revolution” in the restive enclave of Hong Kong, dismissing a hardline minority of protesters as “thugs” attempting to turn the territory into an “independent or semi-independent political entity.”

At a press conference in Beijing Tuesday carried on live news feeds, spokesman Yang Guang, of the Chinese central government’s Hong Kong and Macau Affairs Office, said that the Hong Kong protests “far exceeded the scope of normal assemblies and rallies” and added that they would be considered “violent crimes” in “any country, any region, or under any legal system.”

He also underscored Beijing’s persistent claim that foreign powers are behind the uprising. Radical protesters, he said, were “foot soldiers of external forces and anti-China forces,” bent on “making Hong Kong chaotic and paralyzing the [local] government.”

The unrest, he added, “gravely endangered the interests of Hong Kong,” and was “not at all about expressing any political demands” but instead “political intimidation and hijacking, through and through.”

The stern rhetoric is sure to exacerbate tensions in Hong Kong, where a three-month push for greater political freedom shows no sign of abating. Originating as opposition to a divisive extradition bill, the movement has since broadened into a rebellion against the unrepresentative local government, with many protesters demanding self-determination or independence for the semi-autonomous territory, whose 7.2 million inhabitants are culturally and linguistically distinct from mainland Chinese.

The notion of full political freedom for Hong Kong is anathema to Beijing, which resumed sovereignty over the former British possession in 1997, marking the end of 156 years of colonial rule.

Yang’s remarks come after weeks of intensifying unrest in the territory. Over the weekend, protesters lobbed petrol bombs at Hong Kong’s main government office, set fire to barricades on major streets, and fought running battles with police, who responded with tear gas and water cannon. At one point, police fired live rounds as warning shots in the prime retail and tourist district of Causeway Bay.

On Sunday, protesters severely disrupted operations at Hong Kong International Airport, forcing the suspension of train and bus services, leaving arriving passengers with no way of making it into the city center. Yesterday, thousands of high school and university students marked the first day of the new educational year with a class boycott. In the evening, masked radicals briefly clashed with police outside the offices of Hong Kong’s embattled top official, Chief Executive Carrie Lam, and waved a defaced Chinese flag outside the headquarters of the Chinese garrison in a dangerous provocation.

Lam also held a press conference broadcast live Tuesday and said that Beijing had faith in her administration “to handle this difficult matter, and we are also trying our best to do so.” She also stressed that lawbreakers would be brought to justice.

“Hong Kong is a society of law,” she said “so we must use the means of law to handle the illegal activities that have taken place.”

The Hong Kong government has rounded up several prominent activists and democratic legislators in recent days, including the high profile campaigner Joshua Wong, his colleague in the Demosisto party Agnes Chow, and party chairman Ivan Lam.

Wong, who was bailed on charges of unlawful assembly, has vowed never to surrender. “This is the fight of our lives. And we’re going to win. Whatever it takes,” he posted on Twitter.

The Myanmar Military’s Plans to Prosecute Soldiers Draws Skepticism From Human Rights Watch

(YANGON, Myanmar) — Plans announced by Myanmar’s military to prosecute soldiers for actions at a village where security forces reportedly killed as many as 400 members of the Muslim Rohingya minority drew skepticism Monday from the New York-based rights group Human Rights Watch.

The military announced over the weekend that investigations had determined that orders were not properly followed at a village in Rakhine state. It gave no dates or other details of the offense, but said a court martial is being convened to act “in accordance with the military discipline due to the weakness in following the instructions in some of the incidents at Gutabyin village.”

The Associated Press reported in January last year that evidence indicated that security forces had carried out a massacre in the village, also known as Gu Dar Pyin, and that the victims were buried in at least five mass graves. The military — known in Myanmar as the Tatmadaw — denied the report, and it is unknown if the new announcement is related to the same incident.

Human Rights Watch said Monday that the announcement did not indicate a change of attitude by the military, which denies carrying out abuses in a self-proclaimed counter-insurgency campaign two years ago that resulted in more than 700,000 Rohingya fleeing to neighboring Bangladesh. It has said its military operations in Rakhine were justified in response to attacks by Rohingya insurgents.

Many human rights groups have accused Myanmar of carrying out genocide or ethnic cleansing against the Rohingya. A U.N. fact-finding mission has documented major abuses in Rakhine since 2016, including widespread killings and torching of villages, and said its findings warrant prosecution for war crimes and crimes against humanity in a forum such as the International Criminal Court.

“The Tatmadaw’s decision to court-martial a few soldiers is hardly enough when we’re talking atrocities that included murder, torture, rape and arson that destroyed people and their communities. This court-martial looks like just another game to divert international attention by sacrificing a few low-level scapegoats,” Phil Robertson, deputy director of the Asia division of Human Rights Watch, said in an email, urging that it should be the military’s top commanders who face punishment.

“You can tell the Tatmadaw are not serious since they refuse to review their overall operation and hide these court-martial proceedings behind closed doors, out of sight of the public and media,” Robertson said. “No one should be fooled to think this action marks any change of attitude in Myanmar’s military, which is still denying they violated the rights of the Rohingya in the first place, and seeking to evade all international accountability for their crimes.”

Myanmar has rejected the legitimacy of the U.N.’s fact-finding mission and asserted it is carrying out its own investigations. The announcement of the planned prosecutions came after what it said was investigations carried out by the military’s own Court of Inquiry.

Radhika Coomaraswamy, a Sri Lankan lawyer who is one of the U.N. mission’s three international experts, last month told an informal Security Council meeting on accountability in Myanmar that they believe a domestic judicial process is not possible at this time.

She pointed to seven soldiers who were sentenced to up to 10 years in prison with hard labor for the killings of 10 Rohingya villagers but then were released after just nine months “because of the national and political pressure.” The arrests followed an investigation by two Reuters journalists who were imprisoned for their reporting on the killings.

Last year’s Associated Press report said the existence of five mass graves in the village under investigation had been confirmed through multiple interviews with more than two dozen survivors in Bangladesh refugee camps and through time-stamped cellphone videos. It said its reporting showed a systematic slaughter of Rohingya civilians by the military, with help from Buddhist neighbors.

The story said it was unclear just how many people died, but that community leaders in the refugee camps compiled a list of 75 dead up to that point, and villagers estimated the toll could be as high as 400, based on testimony from relatives and the bodies they’ve seen in the graves and strewn about the area.

UK Prime Minister Boris Johnson Tells Lawmakers to Back His Brexit Plan

LONDON (AP) — British Prime Minister Boris Johnson shot down the notion that he wanted an early election to secure Brexit, insisting Monday that it wasn’t the way to get a deal done.

Johnson decried parliamentary action set for Tuesday that is meant to delay Britain’s departure from the European Union, arguing that it would “chop the legs” out of the U.K. position. He spoke moments after lawmakers posted a copy of the proposed bill on Twitter, making clear that they would press the government to seek a delay if there’s no deal.

“Let’s let our negotiators get on with their work, without that sword of Damocles over their necks, and without an election, without an election,” he said. “I don’t want an election, you don’t want an election. Let’s get on with the people’s agenda.”

Opposition parties are pledging to challenge Johnson’s policy that the U.K. will leave the EU on Oct. 31 even if there is no deal. A no-deal Brexit is considered dangerous because it will sever decades of seamless trade with the EU single market of 500 million, Britain’s largest trading partner.

Despite Johnson’s comment, Downing Street said later Monday night that Johnson would call an early election if his opponents in Parliament manage to pass legislation that would block his plans for a departure from the EU by the Oct. 31 deadline. His goal would be to gain a majority in a new Parliament that would back his Brexit stance.

The febrile atmosphere came after Johnson got tough with members of his Conservative Party who opposed his Brexit plans. The so-called rebels were being warned Monday that they will be expelled from the party if they supported the parliamentary efforts.

Johnson insists the potential for a no-deal Brexit must remain an option in negotiations with the EU. The bloc is adamant it will not renegotiate the agreement struck with former Prime Minister Theresa May on the terms of Britain’s departure and the framework of future relations.

The deal was defeated in Britain’s Parliament three times, largely because of opposition to clauses related to keeping open the border between Ireland and Northern Ireland.

Time is short for lawmakers to block a no-deal Brexit. With 59 days before the withdrawal date, and a lengthy parliamentary suspension in the middle, this week is crunch time.

Johnson, who took power in July with a pledge to go no matter what, insisted that he was not backing down on the promise.

“There are no circumstances under which I will ask Brussels to delay,” Johnson said. “We’re leaving the 31st of October, no ifs or buts.”

Some of the most important votes are those of Johnson’s own party — particularly those who can’t stomach the notion of a no-deal exit. Conservative former justice secretary David Gauke accused Johnson of “goading” party members to vote against the government so that they can be ousted in favor of lawmakers who support the prime minister’s more extreme version of Brexit.

“It’s obviously a particularly confrontational approach and, I think, designed, frankly, to realign the Conservative Party, to transform the Conservative Party very much in the direction of a Brexit party,” Gauke told the BBC.

Rumors had swirled that Johnson might try to trigger a no-confidence vote — taking his message directly to the people to seek their support. But because of a largely untried law passed in 2011, he needs the support of two-thirds of Parliament to seek an election.

In this case, that means getting the support of the Labour Party.

Labour might see such support as a trap — even though the party has been pressing for a general election since Jeremy Corbyn was elevated to leader in 2015. Corbyn urged opposition parties to join together, saying the events in Parliament this week may be the last opportunity to stop a no-deal Brexit.

Former Prime Minister Tony Blair has warned that politicians are at a critical juncture.

“In modern history, there’s never been a more important moment for politicians to put country before tribe and national interest before self-interest,” Blair said in remarks at the Institute for Government on Monday.

Iran Acknowledges a Space Rocket Exploded Because of What Officials Called a Technical Malfunction

TEHRAN, Iran — Iran acknowledged for the first time on Monday that a rocket at its Imam Khomeini Space Center exploded after satellite photos showed the blast last week, with an official saying a technical malfunction during a test caused the explosion.

The comments by government spokesman Ali Rabiei were the first explanation offered by Iran for Thursday’s explosion, which came ahead of a planned satellite launch by the Islamic Republic that the U.S. has criticized.

Rabiei also criticized President Donald Trump for tweeting what appeared to be a surveillance photo of the aftermath of the explosion shot by a U.S. spy satellite.

The explosion marked the third failure involving a rocket at the Iranian center, which has raised suspicions of sabotage in Iran’s space program.

However, Rabiei dismissed that, saying that “this has been a technical matter and a technical error. Our experts unanimously say so.”

“The explosion happened at the launchpad and no satellite had yet been transferred to the launchpad,” Rabiei said. “It happened at a test site, not at the launch site.”

Commercially available satellite images by Planet Labs Inc. and Maxar Technologies showed a black plume of smoke rising above a launch pad Thursday, with what appeared to be the charred remains of a rocket and its launch stand. In previous days, satellite images had shown officials there repainted the launch pad blue.

The photo released Friday by Trump appeared to be a once-classified surveillance photo from American intelligence agencies. Analysts said the black rectangle in the photo’s upper-left-hand corner likely covered up the photo’s classification.

The image showed damaged vehicles around the launch pad, as well as damage done to the rocket’s launcher. It also clearly showed a large phrase written in Farsi on the pad: “National Product, National Power.”

“The United States of America was not involved in the catastrophic accident during final launch preparations for the Safir SLV Launch at Semnan Launch Site One in Iran,” Trump wrote in his tweet, identifying the rocket used. “I wish Iran best wishes and good luck in determining what happened at Site One.”

Rabiei criticized Trump’s decision to tweet about the rocket explosion.

“We don’t understand why the U.S president tweets and posts satellite pictures with excitement. This is not understandable,” he said. “Maybe this is because lack of Iran-related subjects that they raise such issues.”

The blast followed two failed satellite launches of the Payam and Doosti in January and February. A separate fire at the Imam Khomeini Space Center in February also killed three researchers, authorities said at the time.

Over the past decade, Iran has sent several short-lived satellites into orbit and in 2013 launched a monkey into space.

Iran is preparing to launch the Nahid-1, a communication satellite, into space.

The U.S. alleges such satellite launches defy a U.N. Security Council resolution calling on Iran to undertake no activity related to ballistic missiles capable of delivering nuclear weapons.

Iran, which long has said it does not seek nuclear weapons, maintains its satellite launches and rocket tests do not have a military component. Tehran also says it hasn’t violated the U.N. resolution as it only “called upon” Tehran not to conduct such tests.

The tests have taken on new importance to the U.S. amid the maximalist approach to Iran taken by President Donald Trump’s administration. Tensions have been high between the countries since Trump unilaterally withdrew the U.S. from Iran’s nuclear deal over a year ago and imposed sanctions, including on Iran’s oil industry. Iran recently has begun to break the accord itself while trying to push Europe to help it sell oil abroad.

Iran Warns of ‘Strong Step’ From Atomic Deal if No New Terms Offered

(TEHRAN, Iran) — Iran will “take a strong step” away from its 2015 nuclear deal with world powers if Europe cannot offer the country new terms by a deadline at the end of this week, a government spokesman said Monday as top Iranian diplomats traveled to France and Russia for last-minute talks.

The comments from Ali Rabiei reinforced the deadline Iran had set for Friday for Europe to offer it a way to sell its crude oil on the global market. Crushing U.S. sanctions imposed after President Donald Trump withdrew America from the deal over a year ago have halted those sales.

Iranian Foreign Minister Mohammad Javad Zarif was in Moscow, while his deputy was to travel to Paris with a team of economists Monday in a renewed diplomatic push.

The developments come after French President Emmanuel Macron surprised the Group of Seven summit in France by inviting Zarif last week.

Rabiei described Iran’s strategy to journalists at Monday’s press conference in Tehran as “commitment for commitment.”

“Iran’s oil should be bought and its money should be accessible to return to Iran,” Rabiei said. “This is the agenda of our talks.”

It’s unclear what the terms of negotiation are. In theory, anyone caught buying Iranian crude oil would be subject to U.S. sanctions and potentially locked out of the American financial market.

Already, Iran has gone over limits set by the deal. The International Atomic Energy Agency confirmed last week that Iran’s stockpile of low-enriched uranium still exceeds the amount allowed by the so-called Joint Comprehensive Plan of Action, or JCPOA as the deal is known.

The U.N. agency also said Iran continues to enrich uranium up to 4.5%, above the 3.67% allowed.

Enriched uranium at the 3.67% level is enough for peaceful pursuits and is far below weapons-grade levels of 90%. At the 4.5% level, the uranium can help power Iran’s Bushehr reactor, the country’s only nuclear power plant.

It remains unclear what further step Iran will take, though it could involve restarting advanced centrifuges prohibited by the deal or further bumping up its enrichment of uranium. Iran insists the steps it has taken so far are easily reversible.

“We will announce implementation of the third step in a letter to the Europeans if the Europeans do not impalement necessary measures by Thursday,” said Zarif in a Sunday interview with Iran’s parliament news agency, ICANA.

The nuclear deal is meant to keep Tehran from building atomic weapons in exchange for economic relief. It has been complicated by the unilateral withdrawal of the United States from the deal and Washington’s increased sanctions on Tehran, which have been taking a toll on the Iranian economy.

That has left the other signatories — Germany, Britain, France, Russia and China — struggling to come up with enough incentives to keep Iran in the deal.

Meanwhile Monday, an Iranian oil tanker pursued by the U.S. that has been traveling across the Mediterranean Sea is now off the coast of Tripoli in northern Lebanon. The ship-tracking website MarineTraffic.com showed the Adrian Darya 1 moving slowly just outside the Lebanese territorial waters, after it had stood off the coast of Syria a day earlier.

U.S. Secretary of State Mike Pompeo has alleged the ship is bound for a refinery in Syria, which was the reason that authorities had seized the vessel off the coast of Gibraltar in July. The U.S. has warned countries not to accept the Adrian Darya, which carries 2.1 million barrels of Iranian crude oil worth some $130 million.

Taiwan Denies Stoking Hong Kong Unrest and Blasts Communist Party for Refusing to Meet Protesters’ Demands

(Bloomberg) Taiwan denied interfering in Hong Kong’s affairs to support protesters, rejecting such claims by Beijing as “talking nonsense.”

The Taipei-based Mainland Affairs Council said in a statement Sunday that unrest in the former British colony stemmed from the Communist Party’s refusal to consider protesters’ democratic demands. The agency was responding to comments by a top mainland representative on Taiwan affairs accusing the island’s leadership of using the crisis to attack Hong Kong’s “one country, two systems” model.

“You can’t solve problems by talking nonsense,” the council said. “The CCP should boldly face up to its mistakes, carry out political reform, put in place democracy and respect human rights. Only then can they ease China’s internal and external contradictions.”

Although China and Taiwan have been governed separately for 70 years, the Communist Party maintains unification as its ultimate goal and Chinese President Xi Jinping earlier this year reaffirmed “one country, two systems” as his preferred framework. Taiwanese President Tsai Ing-wen, whose Democratic Progressive Party supports independence, has stepped up her criticism of Beijing as the Hong Kong protests fuel new skepticism about unification.

Tsai’s critiques have led Chinese officials to list Taiwan, along with the U.S. and the U.K., among the “black hands” it says are behind almost three months of historic protests. On Saturday, Sun Yafu, vice president of the Association for Relations Across the Taiwan Strait accused Tsai of taking advantage of the unrest to undercut the idea of Hong Kong-style autonomy for the island.

“The DPP instigated and supported riots in Hong Kong and then used the chaos in Hong Kong to attack ‘one country, two systems,’” Sun told a gathering in Meishuan city, Sichuan, according to China Review News. “Instead of picking up a gun or cannon, Tsai is actually making these weapons to attack at the mainland.”

Tsai has angered Beijing by refusing to accept her predecessor’s negotiating framework that both sides belong to “one China.” Still, even Taiwan’s China-friendly opposition has rejected the “one country, two systems” approach, which was originally devised for bringing the island back under Beijing’s umbrella.

“The government is concerned about Hong Kong’s freedom and democracy, but won’t interfere in Hong Kong affairs,” the Mainland Affairs Council said, adding that Taiwan “would never accept Beijing’s ‘one country, two systems’ and would never bow to threat of a hegemony.”

Singapore’s Prime Minister Threatens Website Editor With Libel

Singaporean Prime Minister Lee Hsien Loong has threatened to pursue libel charges against the editor of an online publication that ran allegations about the city-state’s founding family.

In a letter to Terry Xu, the Chief Editor of the Online Citizen, Lee’s press secretary requested the immediate removal of an article from the outlet’s website and Facebook page, reports Agence France-Presse (AFP).

The letter also asked for a “full and unconditional apology” from the Online Citizen, a blogging platform that is known as one of the few alternative political news sources in Singapore.

By Abheek BarmanOne day Raja Krishnachandra, the 18th-century zamindar of Krishnanagar, Nadia, in today's West Bengal, decided he wanted a Lake of Milk to be spun into sweetmeats for his people to eat and sell far and wide, spreading happiness and wealth. Earthworks complete, Krishnachandra said that on new moon night, each householder should pour one pot of milk into the excavation. Everyone agreed. But on the given night, Chaturanan thought it would be smart for him to pour a pot of water into the lake. With everybody else pouring milk, who'd be the wiser? Well, next morning, Krishnachandra was aghast: his lake was full, but with water, not milk. Everybody had reasoned the same way as Chaturanan, and the king's grand project was a flop.The brilliant economist Mihir Rakshit told us this tale long ago, to illustrate something called 'the paradox of composition'. Sometimes, decisions that are rational for one person, lead to disastrous outcomes if everybody acts likewise.John Maynard Keynes never met Raja Krishnachandra. But the heart of the economist's diagnosis and cure for the Great Depression of 1929-40 hewed closely to this story. He reckoned that in shrinking economies, belt-tightening and 'save more' strategies would fail. If everybody became tight-fisted together, demand would crash, jobs lost, businesses bust and hopes — or 'expectations' — for a better tomorrow evaporate. At the heart of Keynes' diagnosis was the supreme role played by our expectations about the future: the optimism of a salaried person that led her or him to take a mortgage on a home, the 'animal spirits' that impelled business to invest for higher returns, etc.If this spirit left an economy, the outcome is a death spiral — falling demand, sales and inventory pileups, unpaid debt, bank distress, finances drying up, layoffs across sectors, repeat ad infinitum. Keynes had lived through all this in the interwar years.Then, it was said, New York hotel clerks booking guests would ask, 'For the night, sir? Or just for jumping?'The New AbnormalHere, folk theorem on the streets is gloomy. Manufacturing and farm growth have dropped off a cliff, construction, the largest employer of 'contract' workers — more than 90% of labourers — is stalled. Many of our largest builders and shadow-banking lenders are technically belly-up.Even the government has wearied of trying to conceal unwelcome numbers. Last week, the Central Statistics Office (CSO) released pan-economy growth numbers for the April-June quarter. We are now crawling at 5%, the lowest growth since 2014-15, when Prime Minister Narendra Modi first stormed to power.Credit Suisse (CS) is a global financial giant that publishes the state of bad debt in Indian companies. From 2012, when it circulated its first report, 'House of Debt', these reports illuminate the murky landscape of corporate debt, dispute settlement & lenders' health.These papers have appeared more or less every year since. They show how companies borrowed to build projects that never materialised — either because of sarkari apathy, tardy policy implementation or managements' eagerness to bite off more than they could chew — and pushed financial markets into a corner.Loans from banks, insurers, shadow banks and so on have to be repaid with interest, otherwise, underperforming shareholders have to exit, companies taken over and assets sold off. Today, India has a mechanism to clean up. It's called the Insolvency and Bankruptcy Code (IBC), to shake out non-performers and get stalled companies back on their feet. On August 22, CS published its 'India Corporate Health Tracker'. This says that between April 2018 and April 2019, companies' bad loans fell from 12% of total debt to 9.5%, a good thing. But between April 2019 and now, it has gone up to 9.6%. Worryingly, another 3% of debt will soon turn sour unless lenders carve up their burden of woe and share it.This mechanism is called inter-creditor agreements (ICAs) and is the only so-so option now left to recover a few paise from every rupee lent. Assume lenders can't agree to ICAs, of which 70% is anyway unrecoverable. Then, total corporate bad debt climbs to more than 12% of all loans. Remember, the corresponding number for China, around 4%, is about a third of ours.Three years ago, the government brought IBC into law. Assumed to be a silver bullet to resolve debt and management hassles at the time, it has proved to be anything but. CS shows the IBC now takes 450 days to get through a case, compared to 250-odd days in March 2018. After all that struggle, the system manages to recover about 15 paise from every rupee lent, compared to 70 paise last March.The Keynes to SuccessToday's crisis is the grinding fallout from the destruction of positive expectations after the notebandi of November 2016 and policy blunders afterwards. Keynes would have told New Delhi to revive public funding for programmes like the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) scheme, pump funds into healthcare and other areas where it can make a difference.The alternative is gloom, belt-tightening — and Raja Krishnachandra's horror on finding a lake of water instead of one brimming with milk.

Maruti to roll out CNG models of all small cars

NEW DELHI: Maruti Suzuki, the country's largest carmaker, will make all the small cars in its portfolio available in compressed natural gas (CNG) variants to reduce dependence on imported oil and cut down on vehicular pollution. The company expects the increase in sales of CNG and hybrid vehicles to pick up the slack after its planned stoppage of diesel vehicle manufacture."All small cars in our portfolio will get converted to CNG," Maruti Suzuki chairman RC Bhargava told ET. "There is an acceptance from the government that CNG is a cleaner fuel, and it is being accepted for transportation. They are setting up 10,000 CNG distribution outlets."The country's No. 1 carmaker has borne the brunt of the drop in auto sales that's part of the broader slump in the Indian economy. Maruti Suzuki posted a 35.9% decline in domestic sales to 94,728 units in August.Currently, the CNG option is available for eight Maruti Suzuki models, including Alto, Alto K10, WagonR, Celerio, DZire Tour S, Eeco, and Super Carry mini truck. The company has 16 models in its portfolio. 70953269 'Encourage India-made CNG Kits'CNG-powered vehicles currently constitute around 7% of overall sales of the company.In states where CNG distribution outlets are available, variants running on the fuel account for about 30% of the sales of each model, company executives said.Maruti Suzuki sold 31,000 CNG vehicles in the first four months of the current fiscal year. CNG distribution outlets currently are mostly located in Delhi, Mumbai and Gujarat. The company increased production of CNG-powered vehicles by 40% last fiscal and is in the process of raising it by another 50% this year.Bhargava said factory-made CNG vehicles cost substantially more than those retrofitted with kits because of taxes and manufacturing costs but pointed out that they are also safer. "Retrofitment is done with imported parts — this is not Make in India," he said. "To promote Make in India, the government must encourage factory-fitted CNG vehicles… We should make CNG kits in India. Safety levels of CNG cars should go up."In a bid to push adoption of CNG vehicles in the personal mobility space, the petroleum and natural gas ministry had last year announced plans to set up 10,000 CNG distribution outlets in 10 years. It is estimated that the country will save nearly?2 lakh crore in oil imports if personal car users switched to CNG vehicles. Maruti Suzuki said earlier this year that it will discontinue production of diesel vehicles due to the steep increase in costs related to the transition to BS VI emission standards from April 1, 2020.

Within a year, the number of users has more than doubled."The app nudges employees towards doing things as basic as drinking more water and staying more active to forming better habits towards healthy eating and fitter living. There are more than 350 habits that employees can choose from," said Rohit Thakur, lead of human resources, Accenture in India.The company's employees are also competing with each other to count daily steps taken and forming groups on similar interests such as running and biking.Till date, more than 18,780 health challenges have been taken up by the employees.American Express India has partnered with digital medicine platform Doctor Insta to provide round-theclock healthcare consultation services to employees and dependents. Over the past six months, active downloads of the app have increased more than 20% and the number of users has increased 30-40% year-on-year, said Kabir Jhulka, chief human resources officer, American Express India.At Godrej, employees can track daily physical activities and teams can collectively achieve their fitness goals through the Feet2Fit app."The current trends of people subscribing to health-on-the-go apps and using their smartphones to track steps, record running mileage and monitor their calorie intake, encouraged us to roll out a fitness app. It also made it easier for team members to join activities on the app from across geographies," said Sumit Mitra, head of group HR and corporate services, Godrej Industries Limited and Associate Companies.HealthifyMe also has an ongoing partnership with Cognizant for Cognizant Health Challenge, a gamified digital programme that focuses on physical activities such as number of steps, hydration and dietary habits.More than 40,000 employees participated in one of the recent 12-week programmes, recording about two billion steps taken, 184 million calories burned and a total weight loss of 9,840 kg, said Satish Jeyaraman, vice president of human resources at Cognizant.

NEW DELHI: Google's plan to recruit from the National Institutes of Technology (NITs) this year got stalled after it asked for at least two weeks to decide on candidates following campus interviews. Google, known to be a top paymaster at the Indian Institutes of Technology (IITs), had reached out to at least three NITs — Surathkal, Trichy and Warangal — seeking to be a Day 1 campus recruiter in the final placement season for undergraduates that kicked off last month.Companies participating in the final placement typically announce results on the day of the interview, giving candidates the chance to participate in the selection process run by other recruiters. The NITs refused to make an exception for Google, which is known to offer compensation packages of upwards of Rs 1 crore at engineering campuses for international roles."Google was asking for a long time, almost a couple of weeks, to reveal the results. This really does not work in placements at any of the IITs, then why should this happen at NITs?" said AK Bakthavatsalam, head of placements at NIT-Trichy.If the company decided not to hire a person, the student would lose a chance with other top recruiters, placement officials said."There has never been a long gap between the interview and the results," Bakthavatsalam said. Like most NITs, the school at Trichy started its placement mid-August and the list of top recruiters on Day 1 included Amazon, Microsoft, Goldman Sachs, DE Shaw and Uber. In the past, Google has offered hires at engineering colleges including the IITs annual pay of around Rs 25 lakh for domestic roles and up to Rs 2 crore for international ones, including stock options, relocation allowance and joining bonus.NITs Refuse to Change Policy for GoogleGoogle said it plans to hire engineers this year as well."We hired from tech campuses across India last year and are looking to hire again in the coming year. Our guiding criterion is great talent, regardless of which college they come from. All candidates who successfully clear Kickstart are invited to interview with us," said Jayashri Ramamurti, people partner, tech, Google India. Kickstart is one of the screening tests at the entry level initiated by the company.At Warangal too, Google sought a Day 1 slot with the condition that it got a few weeks to decide on candidates."We were willing to accommodate on Day 1 but due to the company's internal policy, things did not work out," said Chintham Venkaiah, head of placements at NIT-Warangal. Maruti to roll out CNG models of all small cars

NEW DELHI: Maruti Suzuki, the country's largest carmaker, will make all the small cars in its portfolio available in compressed natural gas (CNG) variants to reduce dependence on imported oil and cut down on vehicular pollution. The company expects the increase in sales of CNG and hybrid vehicles to pick up the slack after its planned stoppage of diesel vehicle manufacture."All small cars in our portfolio will get converted to CNG," Maruti Suzuki chairman RC Bhargava told ET. "There is an acceptance from the government that CNG is a cleaner fuel, and it is being accepted for transportation. They are setting up 10,000 CNG distribution outlets."The country's No. 1 carmaker has borne the brunt of the drop in auto sales that's part of the broader slump in the Indian economy. Maruti Suzuki posted a 35.9% decline in domestic sales to 94,728 units in August.Currently, the CNG option is available for eight Maruti Suzuki models, including Alto, Alto K10, WagonR, Celerio, DZire Tour S, Eeco, and Super Carry mini truck. "Retrofitment is done with imported parts — this is not Make in India," he said. "To promote Make in India, the government must encourage factory-fitted CNG vehicles… We should make CNG kits in India. Safety levels of CNG cars should go up."In a bid to push adoption of CNG vehicles in the personal mobility space, the petroleum and natural gas ministry had last year announced plans to set up 10,000 CNG distribution outlets in 10 years. It is estimated that the country will save nearly?2 lakh crore in oil imports if personal car users switched to CNG vehicles. Maruti Suzuki said earlier this year that it will discontinue production of diesel vehicles due to the steep increase in costs related to the transition to BS VI emission standards from April 1, 2020.

NEW DELHI: Swiss luxury watch manufacturer H. Moser & Cie has entered the Indian market through a retail partnership with luxury watch stores chain Ethos Watch Boutiques. H. Moser & Cie, whose timepieces are priced Rs 9.40 lakh upwards, will be available through at least four selling points in major metro cities across the network of Ethos Watch Boutiques within the next few years, according to a statement by the company. Its collections Heritage, Endeavour, Pioneer, Swiss Alp Watch and Venturer will now be available here, it added. H. Moser & Cie Chief Executive Officer Edouard Meylan said, "For our brand H. NEW DELHI: India's passenger vehicles sales are set to fall for a tenth consecutive month in August, forcing analysts to slash their 2019 sales forecasts and strengthening the automakers' case for tax cuts to boost demand.Sales data from India's top six car makers, including Suzuki Motor Corp's and Toyota Motor Corp's Indian businesses, shows that passenger vehicle sales for August fell 34% compared with the same period a year ago. These six manufacturers make up more than 90% share of the market.Data from Tata Motors and Mahindra & Mahindra , which together account for about two-thirds of the commercial vehicles market, show that sales of trucks, an indicator of economic activity, fell by almost 40%.The steep decline in sales to dealers is worrying industry executives who are renewing calls for a tax cut on cars, two-wheelers and trucks while auto analysts are cutting their sales forecasts for the year.The crisis in the autos sector is a huge problem for Prime Minister Narendra Modi's government which last week announced a series of measures to boost bank lending for car buyers and dealers. The government is expected to provide further stimulus especially after data released on Friday showed that India's GDP growth fell to a six-year low in the April-June quarter."The (latest sales numbers) only highlight the need for the government to consider reducing the GST (goods and services tax)," said Rajan Wadhera, president of the Society of Indian Automobile Manufacturers (SIAM), adding that cutting taxes to 18% from 28% at present would lower the cost of vehicles and create demand.Wadhera said the government's recent measures have done little to boost sales growth and buyers are still cautious of spending while there is a trust deficit in lending money to dealers.The dismal sales numbers come in a week when company executives and government officials are expected to discuss the stress in the sector at SIAM's annual conference in New Delhi on Thursday - one of the industry's biggest gatherings in India.Analyst IHS Markit has slashed its 2019 growth forecast for India and expects car sales to fall by 11% for the year."It is not just lack of buyer interest but a loop of negative sentiment with automakers cutting jobs and production," said Puneet Gupta, associate director at IHS Markit, noting that his initial forecast for 2019 had been growth in sales of 5%.Maruti Suzuki, India's biggest car maker by market share, reported a 36% drop in passenger vehicle wholesales for August and has also slashed production for the month by about a third.Tata Motors, which reported a 58% decline in sales of passenger vehicles and 45% decline in sales of trucks to dealers to help them reduce their inventory, plans to offer discounts in the festive season starting this month to boost sales.

MeitY whitepaper to seek opinion on non-personal data

NEW DELHI: The electronics ministry may come up with a report on non-personal — community, anonymised and ecommerce — data held by companies, including Uber, Google and Amazon, to be used to chalk out a policy on nonpersonal data regulation.A senior official told ET the government may also consider leaving it to the ministries or regulators to define which kind of data should come under the purview of such a policy. This comes after the latest round of select stakeholder consultation over the draft Personal Data Protection (PDP) Bill, in which the government has also sought opinions on the contours of a policy for non-personal data, besides feedback on issues such as data localisation.The official cited earlier said the ministry of electronics and IT (MeitY) had sought the views of 10-15 stakeholders on non-personal data. "The views received through this consultation can form the ground for a white paper that can be opened for wider public consultation before a policy is formed," said the official, adding that "it's a grey area" and no country has so far been able to come up with a policy on how to deal with public data.In its latest feedback sent on Friday, MeitY had asked if there was a case to mandate free access to community, anonymised or ecommerce data, among others. It also asked whether the Data Protection Authority (DPA) should be the regulator in respect of all non-personal data. "The ministries or the regulators say health or ecommerce can only take a call on this, how can we define it for others," said the official, adding that MeitY can only come up with a broader framework for such data.Rama Vedashree, chief executive, Data Security Council of India (DSCI), said the government should not complicate the PDP Bill with non-personal data, but first focus on protection of people's privacy, since the Bill has some way to go before being enacted.Vedashree was a member of the Justice BN Srikrishna Committee which was constituted to draft the PDP Bill. The panel submitted its report and the Bill last July. She, however, refused to divulge if DSCI has given an official submission to MeitY in its latest round of consultation."Companies invest hugely towards getting the data, its processing and analysis. The framework has to respect the commercial business operations and IPR of the companies," Vedashree said, adding that there needs to be an industry and public consultation by the government on what could be the reasonable monetisation of such data and which could be shared on a voluntary basis. However, she was categorical that PDP Bill should not expand to non-personal data.Globally, there's debate on who owns data of the public held by companies such as Uber or Google Maps, and whether, if released in the open in an anonymised fashion, it can help policy makers and researchers to frame better policies in areas like traffic management or urban mobility.Stakeholders were given a week's time to respond to the letter which also sought feedback on storing personal data in India. ET has learnt that a section of the stakeholders have responded, reiterating their earlier position that India doesn't need to have hard localisation."Our stand on data localisation remains the same," said an official of an organisation which has sent its feedback to MeitY on request. "Even though the intent of the government is good, we believe any kind of data localisation can be easily bypassed. What is important is that companies which operate in India have to follow the Indian law. There has to be a proper consent regime which is tight, and in case of an incident, the government should have access to the data irrespective of where it resides."

NEW DELHI: Google's plan to recruit from the National Institutes of Technology (NITs) this year got stalled after it asked for at least two weeks to decide on candidates following campus interviews. Google, known to be a top paymaster at the Indian Institutes of Technology (IITs), had reached out to at least three NITs — Surathkal, Trichy and Warangal — seeking to be a Day 1 campus recruiter in the final placement season for undergraduates that kicked off last month.Companies participating in the final placement typically announce results on the day of the interview, giving candidates the chance to participate in the selection process run by other recruiters. The NITs refused to make an exception for Google, which is known to offer compensation packages of upwards of Rs 1 crore at engineering campuses for international roles."Google was asking for a long time, almost a couple of weeks, to reveal the results. This really does not work in placements at any of the IITs, then why should this happen at NITs?" said AK Bakthavatsalam, head of placements at NIT-Trichy.If the company decided not to hire a person, the student would lose a chance with other top recruiters, placement officials said."There has never been a long gap between the interview and the results," Bakthavatsalam said. Like most NITs, the school at Trichy started its placement mid-August and the list of top recruiters on Day 1 included Amazon, Microsoft, Goldman Sachs, DE Shaw and Uber. In the past, Google has offered hires at engineering colleges including the IITs annual pay of around Rs 25 lakh for domestic roles and up to Rs 2 crore for international ones, including stock options, relocation allowance and joining bonus.NITs Refuse to Change Policy for GoogleGoogle said it plans to hire engineers this year as well."We hired from tech campuses across India last year and are looking to hire again in the coming year. Our guiding criterion is great talent, regardless of which college they come from. All candidates who successfully clear Kickstart are invited to interview with us," said Jayashri Ramamurti, people partner, tech, Google India. Kickstart is one of the screening tests at the entry level initiated by the company.At Warangal too, Google sought a Day 1 slot with the condition that it got a few weeks to decide on candidates."We were willing to accommodate on Day 1 but due to the company's internal policy, things did not work out," said Chintham Venkaiah, head of placements at NIT-Warangal.
